DAGUPAN CITY –There is only one school here that is operating as a non-stock, non-profit educational institution, which is duly exempted from paying business tax under Article XIV, Section 4(3) of the 1987 Philippine Constitution, according to One Stop Business Center manager Carmen Q. Olpindo.

Olpindo identified the institution as the Colegio De Dagupan “whose Articles of Incorporation is duly registered at the Securities and Exchange Commission,” she said.

Olpindo, however, clarified that Colegio De Dagupan is not exempted from paying regulatory fees such as mayor’s permit and sanitary permit, which is different from business tax and the operation of its canteen, which has a gross receipt or sales of P3, 106,618 with an annual business tax of P18, 639.72 or a quarterly tax of P4, 659.93.

Recently, three schools were said to be questioning the city government’s continued imposition of business tax on their institutions despite a tax exemption given them by the Department of Finance citing Section 28(3), Article VI of the 1987 Constitution, which provides that “charitable institutions, churches and parsonages or convents appurtenant thereto, non-profit cemeteries, and all lands, buildings and improvements, actually, directly and exclusively used for religious, charitable or educational purposes shall be exempt from taxation.”

Olpindo opined that educational institutions, which are only non-stock and non-profit, are exempted from paying the business tax.

“University of Luzon in their Articles of Incorporation is not a non-stock, non-profit institution that is why we asked them to pay their business tax of around P877, 127.36 based on their declared gross receipts or sales of P116, 950,048 in 2010,” she said.

University of Pangasinan, which is also not a non-stock, non-profit has declared a gross receipt or sale of P289, 055,172. Its annual business tax is P2, 167,913.80 and is paying a quarterly tax of P541, 978.45.

kung di sana humiwalay/split at gumawa ng bagong province ang Central and Southern La Union, Southern Benguet including Baguio, Northern Zambales, Northern Tarlac at Northern Nueva Ecija.. malaki sanang province ang Pangasinan. kung pwede lang imerge ulit ang mga province na to at ibalik sa Pangasinan. pwede syang gawing 1 province-1 region :D

Due to their inaccessibility from the capital (Iba,zambales) seven towns in the northern portion of Zambales - from Bolinao to Infanta and including Alaminos - were later ceded to Pangasinan, forming that province's western part.

Galing ako sa Agno, Pangasinan kahapon. Sobrang tagal ng biyahe dahil hanggang ngayon umiikot pa rin yung bus. Dumaan pa rin kami sa Bayambang, Basista at Urbiztondo bago kami pumunta sa Mangatarem. Saglit lang ako dun dahil umatend ako ng kasal... :)

Tapos kinagabihan, namasyal lang sa Alaminos bago sumakay ng bus pabalik sa Manila... :)

Galing ako sa Agno, Pangasinan kahapon. Sobrang tagal ng biyahe dahil hanggang ngayon umiikot pa rin yung bus. Dumaan pa rin kami sa Bayambang, Basista at Urbiztondo bago kami pumunta sa Mangatarem. Saglit lang ako dun dahil umatend ako ng kasal... :)

Tapos kinagabihan, namasyal lang sa Alaminos bago sumakay ng bus pabalik sa Manila... :)

LINGAYEN, Pangasinan, March 5 (PIA/PIO) - - - It’s all system go for the 2011 Ilocos Region Athletic Association (IRAA) meet.
Pangasinan sports coordinator Modesto Operania said the Narciso Ramos Sports and Civic Center (NRSCC) and other facilities have been prepared for the coming IRAA meet on March 14 to 19.
Operania disclosed that originally, the sports meet should be hosted by the Pangasinan II schools division but due to lack of venue and equipment, the provincial government extended assistance and decided to co-host the sports event using the NRSCC.
“Not only did Governor Amado T. Espino, Jr. provide the venue for the athletes but he also gave them physical and mental preparations as well,” Operania said, adding that the Pangasinan contingents were sent to Nueva Ecija for tune up games.
“All-out support si Governor Espino for this activity,” Operania added.
The tune-up games mainly focused on athletics, swimming, chess, and volleyball. Pangasinan, he bared, is gunning to dethrone defending champion Ilocos Norte, which has lorded over the regional sports event for the last 11 years. Pangasinan II division was 1st runner-up, while Pangasinan I managed to get the 3rd or 4th slot.
The IRAA meet will have 14 divisions competing. (JCR/PIO/PIA Pangasinan/dos)

First International Conference on Multilingual Education held in Urdaneta City University

The first of its kind, an International Conference on Multilingual Education was held in Urdaneta City University on January 18-20, 2011. This was organized by the University of Philippines Diliman, U.P. Guro Formation Forum, Urdaneta City Univeresity, UCU Alumni Association, Commission on Higher Education (CHED), Department of Education (Dep-Ed), SEAMEO, and Japan Foundation. The conference was participated by educators from different regions of the country. Teachers, superintendents, schoolheads came all the way from Visayas, Mindanao and even abroad just to attend this significant educational endeavor. The Urdaneta City University was surprised with the big number of participants who arrived on the first day. There were more than one thousand (1000) participants in the conference. These participants included officials of different educational institutions, teachers, as well as students pursuing education, who were interested in learning the use of Mother-Tongue in Education.

The conference was also participated by foreign educators, some of which served as plenary speakers for the event. The keynote speaker was Dr. Shigekazu Takemura, Professor Emeritus of Hiroshima University who rendered a speech entitled “Benchmarking MT‐MLE Development practices and Challenges in the 21st Century in Asia Pacific”. Other foreign plenary speakers were Dr. Gloria Johannessen of Texas State University who related her teaching experiences in Nicaragua and U.S.A., and Ms. Pia Roces Morato, a Spanish MLE advocate, who emphasized the need for quality pre- and in-service training among teachers in her speech.

Other plenary speakers were from the partner University of UCU in the Multilingual Education Project, the University of the Philippines-Diliman, such as Dr. Milagros Ibe, Professor Emeritus, from the College of Education of the University of the Philippines Diliman who gave a talk entitled “Innovative Learning Assessment Tools for MT‐MLE”; Mr. Edecio Dela Torre, the director of Education for Life, who talked about the importance of indigenizing the curriculum. Other plenary speakers were also from the Department of Education. Dr. Carolina Guerrero, who is the Director of the Bureau of Alternative Education System from the Department of Education, Pasig Complex rendered a plenary speech entitled ““Material Development & Production.”

The plenary speakers were complemented by parallel speakers who featured educational activities related to the use of Multilingual Education. Parallel speakers came from educational institutions in the different regions of the country who conducted researches and activities related to the use of our Mother Tongue in teaching. The parallel presentations revolved around six (6) themes such as: Policy Research in Mother Tongue Based Multilingual Education, Learning activities, Teacher‐Made Learning Materials, Innovative Learning Assessment Tools, Stakeholders Input and Practices, Teacher and teaching Experiences & Success Stories, Community, POs, NGOs & LGUs Paradigm. Some of the parallel speakers were also professors from U.P. Diliman and our own Urdaneta City University.

The second day of the event ended with product demonstration of our own local inventors. Many of our local inventors fascinated the participants with their ingenuity in inventing products which are made up of indigenous materials, and which are also proven effective. Lotions which are anti-mosquito bites made from neem tree were some of the products demonstrated. Others include herbal drinks which are proven to be effective in fighting and preventing chronic degenerative diseases such as diabetes and cardiovascular diseases.

A cultural presentation was also rendered at the end of the second day. This was to show our foreign delegates some of our country’s famous folk songs and dances, rendered by the UCU Music Ensemble and UCU Dance Troupe. Some exercises were also performed after some lectures to energize the participants and to allow their participation in the event.

The fourth, which was the last day of the conference, was an educational tour. Some of the participants joined the tour on Alaminos and Bolinao which featured visitation on memorable and famous places in Lingayen, the Capital of Pangasinan, and Bolinao also called the Boracay of the North. Others joined the tour in Baguio, the Summer Capital of the Philippines. This was participated by Dr. Shigekazu Takemura, our keynote speaker and his wife. Tourist spots in Baguio city such as The Mansion, Mine’s View, and Burnham Park were visited.

^^ kasi kung proud ang isang tao dapat sa positive aspect,hindi sa negatibo..proud ako bilang isang pinoy ,pangasinense etc. pero kung sa mga kultura at tradisyon natin mula sa ibang lahi parang daming mali...opinion ko llang at sa akin lang...kaya siguro sa ngayun parang hindi natin alam kung sino ba ang tunay na pinoy ano sino kaya ang pinoy kung sakaling di tayo nahaluan ng ibang lahi...share ko lang, dito sa korea napakaganda ng kultura nila simula noon hanggang ngayun yun pa rin ..kaya ung talaga ang pagkakakilanlan nila ,bata pa lang dito tinuturuan na sila ng kanilang magagandang kultura at tradisyon..

THE province of Pangasinan is set to hold celebration for its 431st foundation day on April 5 with activities lining up to mark the event.

By virtue of Executive Order 0008-2011, Governor Amado Espino Jr. created the committee to plan and execute a program of activities for the said celebration.


Designated as executive chairmen are Provincial Administrator Rafael Baraan and Provincial Board secretary lawyer Verna Nava-Perez. Also designated are the heads of the different working committees.



Nava-Perez said there will be activities and events lined-up on April 4.

Based on the tentative schedule of activities, a civic parade dubbed as "Parada na Dayew: Aliguas na Baley, Aliguas na Luyag" will be held at 3 p.m. of April 4.

It will feature floats showcasing the different products of the participating local government units, private organizations and other interested organized groups.

Nava-Perez said there will also be a variety show at the beach front until midnight, adding there will be a countdown before midnight that will signal the start of the fireworks display.

The Agew na Pangasinan celebration on April 5 will start with a thanksgiving mass at the Capitol Plaza to be followed by a commemorative program at the same venue.

Right after the program, Espino will lead the blessing and inauguration of the newly built Pangasinan Training Center, a convention facility that could accommodate 1,500 persons.

There will also be a photo and art exhibit inside the Pangasinan Training Center that will feature photos and art pieces (paintings and sculptures) by Pangasinan photographers and artists.

Not to be missed is the Asna Awards featuring outstanding Pangasinenses who made mark at different fields.

There will also be a launching of the Oratorical Contest for High School students. An elimination round will be held this month with the championship scheduled on March 28. The champion will perform during one of the programs on April 5.

Nava-Perez also said that due to popular demand, the Asin ed Asinan (a locally produced cultural and dance show with provincial employees as actors and dancers) will again be staged.

She said some activities are being discussed and finalized for inclusion in the Agew na Pangasinan activities.

The province's foundation day was established after the in-depth research made by Research Committee chaired by lawyer Gonzalo Duque.

By virtue of Provincial Ordinance 143-2010, April 5, 1580 was declared as the official foundation of Pangasinan.

First International Conference on Multilingual Education held in Urdaneta City University

The first of its kind, an International Conference on Multilingual Education was held in Urdaneta City University on January 18-20, 2011. This was organized by the University of Philippines Diliman, U.P. Guro Formation Forum, Urdaneta City Univeresity, UCU Alumni Association, Commission on Higher Education (CHED), Department of Education (Dep-Ed), SEAMEO, and Japan Foundation. The conference was participated by educators from different regions of the country. Teachers, superintendents, schoolheads came all the way from Visayas, Mindanao and even abroad just to attend this significant educational endeavor. The Urdaneta City University was surprised with the big number of participants who arrived on the first day. There were more than one thousand (1000) participants in the conference. These participants included officials of different educational institutions, teachers, as well as students pursuing education, who were interested in learning the use of Mother-Tongue in Education.

The conference was also participated by foreign educators, some of which served as plenary speakers for the event. The keynote speaker was Dr. Shigekazu Takemura, Professor Emeritus of Hiroshima University who rendered a speech entitled “Benchmarking MT‐MLE Development practices and Challenges in the 21st Century in Asia Pacific”. Other foreign plenary speakers were Dr. Gloria Johannessen of Texas State University who related her teaching experiences in Nicaragua and U.S.A., and Ms. Pia Roces Morato, a Spanish MLE advocate, who emphasized the need for quality pre- and in-service training among teachers in her speech.

Other plenary speakers were from the partner University of UCU in the Multilingual Education Project, the University of the Philippines-Diliman, such as Dr. Milagros Ibe, Professor Emeritus, from the College of Education of the University of the Philippines Diliman who gave a talk entitled “Innovative Learning Assessment Tools for MT‐MLE”; Mr. Edecio Dela Torre, the director of Education for Life, who talked about the importance of indigenizing the curriculum. Other plenary speakers were also from the Department of Education. Dr. Carolina Guerrero, who is the Director of the Bureau of Alternative Education System from the Department of Education, Pasig Complex rendered a plenary speech entitled ““Material Development & Production.”

The plenary speakers were complemented by parallel speakers who featured educational activities related to the use of Multilingual Education. Parallel speakers came from educational institutions in the different regions of the country who conducted researches and activities related to the use of our Mother Tongue in teaching. The parallel presentations revolved around six (6) themes such as: Policy Research in Mother Tongue Based Multilingual Education, Learning activities, Teacher‐Made Learning Materials, Innovative Learning Assessment Tools, Stakeholders Input and Practices, Teacher and teaching Experiences & Success Stories, Community, POs, NGOs & LGUs Paradigm. Some of the parallel speakers were also professors from U.P. Diliman and our own Urdaneta City University.

The second day of the event ended with product demonstration of our own local inventors. Many of our local inventors fascinated the participants with their ingenuity in inventing products which are made up of indigenous materials, and which are also proven effective. Lotions which are anti-mosquito bites made from neem tree were some of the products demonstrated. Others include herbal drinks which are proven to be effective in fighting and preventing chronic degenerative diseases such as diabetes and cardiovascular diseases.

A cultural presentation was also rendered at the end of the second day. This was to show our foreign delegates some of our country’s famous folk songs and dances, rendered by the UCU Music Ensemble and UCU Dance Troupe. Some exercises were also performed after some lectures to energize the participants and to allow their participation in the event.

The fourth, which was the last day of the conference, was an educational tour. Some of the participants joined the tour on Alaminos and Bolinao which featured visitation on memorable and famous places in Lingayen, the Capital of Pangasinan, and Bolinao also called the Boracay of the North. Others joined the tour in Baguio, the Summer Capital of the Philippines. This was participated by Dr. Shigekazu Takemura, our keynote speaker and his wife. Tourist spots in Baguio city such as The Mansion, Mine’s View, and Burnham Park were visited.

Women to take over House of Representatives with Pangasinan Rep. De Venecia presiding

DAGUPAN CITY, Philippines (PNA) — In connection with the celebration of Women’s Month this March, women legislators will take the leadership of the House of Representatives from their men counterparts starting Monday, March 7, according to Rep. Gina de Venecia of the Fourth District of Pangasinan.

Rep. De Venecia, the House’s assistant majority floor leader and president of the Association of Lady Legislators in the House of Representatives, said she was chosen to be the presiding officer and that Speaker Feliciano Belmonte will temporary yield his seat to her.

It will only be the first time that Rep. De Venecia will bang the gavel in the House of Representatives, a job which her husband, former Speaker Jose de Venecia Jr., used to do for 18 years.

De Venecia said she has three deputy speakers, namely Rep. Kimi Cojuangco of the Fifth District of Pangasinan; Rep. Bernadette Herrera, a partylist congresswoman; and Congresswoman Judy Joson of Nueva Ecija.

There are many majority floor leaders but the main majority floor leader will be Rep. Angel Amante-Matma while the minority floor leader is Rep. Alija Dimaporo.

De Venecia told newsmen here that she would have already presided starting last March 1, the start of the Women’s Month, had it not been for the malfunctioning of the House’s air-conditioning system that prompted the House to skip its sessions.

The House is scheduled to resume session on March 7, but if the air-conditioning system in the House has not yet been fixed, it will be moved to March 14, said De Venecia in a talk to newsmen after visiting residents of Sitio Opot in Barangay Bonuan Gueset, Dagupan City.

She distributed cash assistance from her personal fund for 94 families who were ordered to relocate their houses after they lost in a civil case filed by the owner of the property they had occupied for many years.

She said they made it a point that in line with the Women’s Month celebration, only the women will deliver privilege speeches which will all center on women issues.

Under her stewardship, the House will take up the bill on breastfeeding sponsored by Rep. Ana Bondoc and co-sponsored by Rep. Kris Bonoan, with Rep. Alija Dimaporo, as the minority floor leader, interpellating.

Asked what the congressmen will do, Rep. De Venecia said men will stay on the side but will support whatever measures that will be passed by their women counterparts.

The awards garnered were 1) Best Provincial LGU Millenium Development Goal (MDG) Project Implementer, 2) Best Project Implementer, 3) Best Poverty Reduction Program Implementer; 4) Champion-2009 Search for the Best LGU Province based on Local Government Performance Management System, 5) Champion-2010 Search for the LGU Best Practices, 6) Hall of Fame Award-National Statistics Month celebration 2008 to 2010, and 7) Hall of Fame Award- Most Outstanding Coastal Resource Management Implementer 2009-2010.
The province was 1st runner-up-Search for the Cleanest, Greenest and Safest Province.
Provincial Administrator Rafael Baraan said the province is now setting its sights on winning awards at the national level.
The Hall of Fame Award for the National Statistics Month celebration was n recognition of three consecutive years of bagging the championship award for its outstanding implementation of various statistics-related activities.
The award for Most Outstanding CRM was in recognition of the province’s programs and achievements in protecting and conserving its coastal resources.
The MDG award relates to accomplishments in the area of poverty reduction, maternal health and child care, caring for the environment and other basic concerns of local government on good governance.
Pangasinan was also champion for the Best LGU Province in Region I based on the local government’s performance management system which serve as a model in the promotion of efficient, effective and transparent local governance practices in Region I.
For LGU Best Practices, Pangasinan was also adjudged champion for its project on “Enhanced Hospital Management System”, which involved the rehabilitation of all 14 government-owned hospitals and the enhancement of hospital facilities.
The only award where Pangasinan came in second was for the Cleanest, Greenest and Safest Province in the region, which was topped by La Union.
Governor Amado Espino Jr. thanked all the provincial government officials and employees, particularly the utility workers, security guards and administrative aides, for working hard to support the present administration attain its mission in making Pangasinan “number one.”

URDANETA CITY–For the first time, this city bagged the region’s award for the Cleanest, Greenest and Safest City (CGSC) in 2010.
The annual awards program, where Urdaneta City has placed third in the past, is presented by the Regional Development Council and the Department of Environment and Natural Resources (DENR).
Another city in Pangasinan, Alaminos, placed second while Candon City in Ilocos was third.
Urdaneta Mayor Amadeo Perez IV who led other city officials in receiving the award last February 14 in ceremonies held in Bauang, La Union, attributed the award to the city’s residents who gave their share in beautifying and greening their communities and in helping maintain peace and order.
CGSC is a regional award that recognizes the significant contributions of cities that serve as models in the promotion of a clean, healthy, and safe environment in the Ilocos Region.
The other cities in the region are Dagupan and San Carlos in Pangasinan, San Fernando in La Union, Vigan in Ilocos Sur, and Laoag and Batac in Ilocos Norte.
SANITARY LANDFILL
Urdaneta, a leading trade center in Pangasinan, is now building its P180 million sanitary landfill in Barangay Catablan which is set to be completed in April.
It is the first Local Government Unit in the province to have complied with the provisions of Republic Act 9003 (Solid and Ecological Waste Management Act) by building its own sanitary landfill in an initial 10-hectare lot.
On the other hand, Alaminos City bagged the second prize for its sound coastal resources management program, sustained cleanliness and environmental awareness drive, and good governance.

Women to take over House of Representatives with Pangasinan Rep. De Venecia presiding

DAGUPAN CITY, Philippines (PNA) — In connection with the celebration of Women’s Month this March, women legislators will take the leadership of the House of Representatives from their men counterparts starting Monday, March 7, according to Rep. Gina de Venecia of the Fourth District of Pangasinan.

Rep. De Venecia, the House’s assistant majority floor leader and president of the Association of Lady Legislators in the House of Representatives, said she was chosen to be the presiding officer and that Speaker Feliciano Belmonte will temporary yield his seat to her.

It will only be the first time that Rep. De Venecia will bang the gavel in the House of Representatives, a job which her husband, former Speaker Jose de Venecia Jr., used to do for 18 years.

De Venecia said she has three deputy speakers, namely Rep. Kimi Cojuangco of the Fifth District of Pangasinan; Rep. Bernadette Herrera, a partylist congresswoman; and Congresswoman Judy Joson of Nueva Ecija.

There are many majority floor leaders but the main majority floor leader will be Rep. Angel Amante-Matma while the minority floor leader is Rep. Alija Dimaporo.

De Venecia told newsmen here that she would have already presided starting last March 1, the start of the Women’s Month, had it not been for the malfunctioning of the House’s air-conditioning system that prompted the House to skip its sessions.

The House is scheduled to resume session on March 7, but if the air-conditioning system in the House has not yet been fixed, it will be moved to March 14, said De Venecia in a talk to newsmen after visiting residents of Sitio Opot in Barangay Bonuan Gueset, Dagupan City.

She distributed cash assistance from her personal fund for 94 families who were ordered to relocate their houses after they lost in a civil case filed by the owner of the property they had occupied for many years.

She said they made it a point that in line with the Women’s Month celebration, only the women will deliver privilege speeches which will all center on women issues.

Under her stewardship, the House will take up the bill on breastfeeding sponsored by Rep. Ana Bondoc and co-sponsored by Rep. Kris Bonoan, with Rep. Alija Dimaporo, as the minority floor leader, interpellating.

Asked what the congressmen will do, Rep. De Venecia said men will stay on the side but will support whatever measures that will be passed by their women counterparts.

LINGAYEN — Pangasinan received recently seven out of eight awards given by the Regional Development Councils (RDC) for its various development programs in 2010, besting the provinces of Ilocos Norte, Ilocos Sur and La Union.

Pangasinan bagged the Hall of Fame Award, National Statistics Month celebration 2008-2010; Hall of Fame Award, Most Outstanding Coastal Resource Management Implementer 2009-2010; Best Provincial LGU Millennium Development Goal (MDG) Project Implementer for 2010; Best Project Implementer 2010; Best Poverty Reduction Program Implementer; Champion, 2009 Search for the Best LGU Province based on Local Government Performance Management System; and Champion, 2010 Search for the LGU Best Practice.

RELOCATION SITE FIRST BEFORE EJECTION – BSL


DAGUPAN CITY – Mayor Benjamin S. Lim has assured that the riverside squatters of sitio Dawel, along Dawel River bank of Barangay Pantal here that no ejection shall be done until relocation is available and a livelihood program for them is in place.

Last Monday the protesting riverside informal settlers trooped to the Sangguniang Panglunsod (SP) session hall supposedly to “seek the help” of Vice Mayor Belen T. Fernandez to stop a plan to relocate them in preparation for the city’s proposed river cruise program in the area.

Lim was surprised with the sudden change of heart of the informal settlers after holding a dialogue with them and applauded the idea when he bared that “they will have the chance to own their residence and be given livelihood assistance, which is a whole lot better compared to their current situation where they are exposed to constant danger when floods come.”

“The letter we sent is just to inform them that they are illegally staying in the place as a matter of procedure before we relocate them to a much better place. It doesn’t mean, however, that they have to vacate the place right away or in two weeks time. I have given them my word na hindi sila tatanggalin sa kanilang kinalalagyan hangga’t ang ciudad ay hindi pa nakakahanap ng lugar na paglilipatan sa kanila,” said Lim.

Lim expressed concern that someone from the vice-mayor’s office has induced these settlers to block the plan, which he considers as a cheap politically-motivated ploy.

“When I said, I will give them a free housing program, I mean it. It is up to them if they will believe my word or not. In the past I have already done this. There are now more than a hundred families living in the Gawad Kalinga area, which I started in my first two terms as the city mayor. If they will succumb to the disinformation being disseminated against the river cruise program then I can only do so much for them,” said Lim. (CIO – Joseph C. Bacani)

:)tama nag balita mo dito max..Cheap politically motivated ploy...ang mga taga sitio dawel ay nag punta at kina usap si VM dito dahil sila daw ay paalisin within a weeks time, pero sabi nga ni mayor sa balita hahanapan sila ng matitirhan o relocatin site bago sila paalisin doon, Yu river cruise ay isa sa proyekto mi mayor BSL pero kailangan pa nya ng mga investor at irelocate ang mga tunitira sa mga dadaanan ng river cruise,,,me nag Papogi sa opisna ni VM belen at ang mga taga sito dawel para ili masiraan si mayor..si Madam VM naman ay nag papagoi din at tutulunga DAW sila mga taga sito dawel:ohno:

Parang Magic Centerpoint lang sya sa pagkakatingin ko last time, not necessarily a mall, pahaba syang building tapos parang BHF main din yung itsura nya sa front view. Maganda ang location nya kase malapit sa Barangay proper malapit sa school, Gas station, Residential, Church, Stall Complex, at Talipapa ng bunuan :banana: :banana: excited umuwi hehehe

^^Napadaan ako sa Alaminos City last weekend and ang dami talagang tao. May mga banyaga rin. Big potential talaga sa tourism ang lugar. :)

Dapat iregulate ang tricycle nga lang sa city kasi ang gugulo nila. Sila rin ang dahilan kung bakit nagkakatrapik sa lugar...:ohno:

THE second leg of the PACE-NCA 2011 Age-Group chess championship gets underway on March 12-13 at the Entertainment Center of SM City-Rosales in Rosales, Pangasinan.
It will be hosted and sponsored by SM City-Rosales headed by Jersey Mendoza.
The two-day event is part of the 12-leg series that will determine the members of the Philippine delegation to the 2011 Singapore Youth Chess Festival to on December 25-30 in Singapore.
Entry fee is P100 for Rosales residents and P200 for non-Rosales residents.
The tournament will be divided into four categories: 17-below (boys and girls), 14-below (boys and girls), 11-below (boys and girls) and 8-below (boys and girls).
The top five finishers in each category will advance into the grand finals on October 24-28 in Metro Manila
to compete against other leg qualifiers.
Interested parties may register at the Local Water District office of Rosales, Pangasinan or at PACE office, No. 56 Mindanao Ave., Project 6, Quezon City.

duhh!! mas urban nga tignan ang town namin eh kaysa sa Bayambang at Malasiqi eh. hindi tinitignan sa pagiging urban town ang laki/lawak ng poblacion o hindi kinukuha yan sa laki ng population... fyi. kinukuha yan sa Population Density o kapal ng tao sa bawat baranggay.. example. lahat ng baranggay sa Basista ay Urban. lahat may population na hindi bababa 1000.. malaki laki din.. at pag itototal mo ang population at kukunin mo ang average ng lahat ng barangay(total population divided by land area)..28104/24 = 1171/km2 ang population Density ng town namin :cheers:

sa bayambang, malasiqui.. madami kayung rural o partially urban barangays.. pag may isa kayong rural o partially urban barangay .. di matatawag na urban town ang isang bayan.. eh sa amin lahat ng baranggay ay urban kaya urban town kami :cheers:

Tama ka po jan :D porket di lang inaprubahan ni Mayor yung proposed Hotel sana ng CSI, akala nya pinepersonal sya ni BSL :ohno: Magkasundo na sana sila, maganda pa naman sana tandem nila, parehong mga entrepreneurs, meaning marunong magpalago at magpatakbo ng business, pwede nilang iapply yung husay nila sa negosyo sa pagpapatakbo at pagpapaunlad naman ng isang syudad :banana: :banana: :banana:

Sayang nga yong tandem nila. May point talaga si BSL doon sa issue na yon, kasi nga fish ponds yon at under DENR regulations, gusto lang talaga i-preserve (for environmental purpose). Pero lately nga, because of money nabili ni Belen... at ngayon ay partially natabunan na. Tinabunan na actually BEFORE applying for commercial use para makalusot.... eh hindi pinalusot.

Kasama (partners) din kasi ang ibang Councilors supposed-to-be sa resort business na yan. Ayon, pati sila nakidamay sa gulo..... kampihan na tuloy.

Sayang.... dahil lang sa pera, mabagal ngayon ang approval ng kahit anong projects.

ganun po ba ,,,wow malapit na maging city yan .....kung bakit maraming tao kasi ang karatig bayan namin like ung alcala,basista at bautista halos dyan na rin bumibili at namamalengke.....ask ko lang po kung ano nang mayroon doon sa Royal mall siguro naman po natanaw nyo.....may logo na po ba ng Savemore...:)

marami talagang sayang na projects kung hindi delay dis approve dahil lamang sa pansariling interis ng isang politiko...:ohno::ohno:sana makarecover na ang syudad natin ....bata pa ako pinagmamalaki ko na ang dagupan dahil sa pagiging
maunlad nito:)....dari may mga bisita me sa bahay sa bayambang mga kabaigan ko sila taga olongapo at san fernando city pampanga naligo kami sa tondaligan aba nang mapadaan na kami sa arellano sabi asan tayo nasa manila ba ,tapos noong pauwi sabi ng isa wow parang manila naman itong syudad nyo...partida taong 1999 pa lang ung what more pa ngayun ....share ko lang po heehhe,..any your welcome....kapag sinisipag nga naman...:)

Central Pangasinan's biggest mall soon to be completed in Bayambang

A posh mall, reputed to be the biggest in Central Pangasinan, will soon dominate the business skyline of Bayambang.

Construction of the modern edifice started early last year. Its grand opening is tentatively set for October this year. To be known as Royal Mall II, it is owned by business tycoon Cesar T. Quiambao who is also Baymbang's top tax payer.

It is being built under a long-term lease on a lot owned by the municipality of Bayambang east of the public plaza and just a stone's throw from the town's municipal hall.

duhh!! mas urban nga tignan ang town namin eh kaysa sa Bayambang at Malasiqi eh. hindi tinitignan sa pagiging urban town ang laki/lawak ng poblacion o hindi kinukuha yan sa laki ng population... fyi. kinukuha yan sa Population Density o kapal ng tao sa bawat baranggay.. example. lahat ng baranggay sa Basista ay Urban. lahat may population na hindi bababa 1000.. malaki laki din.. at pag itototal mo ang population at kukunin mo ang average ng lahat ng barangay(total population divided by land area)..28104/24 = 1171/km2 ang population Density ng town namin :cheers:

sa bayambang, malasiqui.. madami kayung rural o partially urban barangays.. pag may isa kayong rural o partially urban barangay .. di matatawag na urban town ang isang bayan.. eh sa amin lahat ng baranggay ay urban kaya urban town kami :cheers:

Central Pangasinan's biggest mall soon to be completed in Bayambang

A posh mall, reputed to be the biggest in Central Pangasinan, will soon dominate the business skyline of Bayambang.

Construction of the modern edifice started early last year. Its grand opening is tentatively set for October this year. To be known as Royal Mall II, it is owned by business tycoon Cesar T. Quiambao who is also Baymbang's top tax payer.

Tama ka po jan :D porket di lang inaprubahan ni Mayor yung proposed Hotel sana ng CSI, akala nya pinepersonal sya ni BSL :ohno: Magkasundo na sana sila, maganda pa naman sana tandem nila, parehong mga entrepreneurs, meaning marunong magpalago at magpatakbo ng business, pwede nilang iapply yung husay nila sa negosyo sa pagpapatakbo at pagpapaunlad naman ng isang syudad :banana: :banana: :banana:

at totoo naman. mas mukhang rural ang bayambang at malasiqui :) kasi paglabas mo ng poblacion area malawak na taniman na ng palay palay :lol: at halos walang kabahayan. kaya yung ibang baranggay ng bayambang at malasqui ay rural o partially urban lang :)

atleast may banko kami (ASIAN CONSUMERS BANK) na nagseserbisyo sa 28K population, may palengke kami para sa maliit na population. at madami kaming schools(ELlementary, HS) fyi batang bata pa ang bayan namin.. 1961 sya naging ganap na town/municipality. dati nung barrio pa ang basista, sya ang pinakamalaki at pinakamaunlad na barrio dito sa Pangasinan :) nung naging bayan na, pinakamaliit at isa sa mga 4th class municipality.. atleast kaya ng bayan namin tumayo sa sarili naming economy. at syempre madaming mayayaman sa bayan namin :D madami ding sikat sa bayan namin like mga Famous Orchestras, Former COMELEC Chairman and Mandaluyong Mayor Benjamin Abalos, Jovita Bugaoan(Queen of Pangasinan Songs), Rev.Fr. Angel Resultay who translated the Bible into Pangasinan Language :) OT :lol:

Dagupan dad maintains that private schools enjoy protection from State, including taxation

DAGUPAN CITY, March 8 (PNA) -- A city councilor here said the private educational institutions which are the partners of the government in development and in educating the youth have a clear and unmistakable right to be protected by the State.

This was disclosed by Councilor Luis Samson Jr., chair of the Dagupan City council committee on education, in his privileged speech last Monday that deplored the higher assessment of taxes on private schools by the Dagupan City government, headed by Mayor Benjamin Lim.

"The Dagupan city government does not possess "inherent power" to impose local taxes unless there is a valid tax ordinance passed by the Sangguniang Panglunsod to support it", said Samson, who is also the vice president of the Dagupan-based University of Luzon.

Earlier, UL, Lyceum-Northwestern University and Colegio de Dagupan, sent a letter to Dagupan City Mayor Benjamin Lim, Vice Mayor Belen Fernandez and the Sangguniang Panlungsod protesting the imposition of higher business taxes on them.

"Higher educational institutions have a clear and unmistakable right to be protected from being assessed of business tax which is not properly supported by a valid and specific ordinance. They have a right to be protected from being assessed of local business taxes that are already prohibited by the Constitution itself," said Samson.

He said the recent notice of assessment on educational institutions here is a material and substantial invasion of such right as the city government is insisting on the imposition of such local business taxes without the proper tax ordinance.

Samson cited the Local Government Code of 1991, Book II, Title II, Chapter 1, Section 130 (b), to wit: that taxes, fees, charges and other imposition on private schools "shall not be unjust, excessive, oppressive, or confiscatory, and not contrary to law, public policy, national economic policy, or in the restraint of trade.

This, he said, is in accord with the 1987 Philippine Constitution which explicitly grants tax exemption to educational institutions, the rationale of which, according to Constitutionalist Fr. Joaquin Bernas is to preserve the democratic choice of students; enable educational institutions to improve their quality; and make quality education more affordable to students.

Samson said that education is a hallowed mandate of the State. Sadly, the Philippines is still far from fulfilling this duty, adding that the city government of Dagupan, as an instrumentality of the State, has done little to further this call.

At the same time, Samson reminded Mayor Lim that through the years, the social mission of improving the life of the young rested on the private sector as a complementary role to government efforts to cope with the ever growing demand for education.

In Dagupan, center of higher education in Pangaqsinan, this responsibility of educating people has always fallen on the shoulders of private educational institutions, Samson added.

As to the the assessment made by the city government, Samson said Dagupan colleges and universities are not opposed to development and support continued, limitless growth and opportunities for everyone.

He pointed out that private education is Dagupan's single biggest driver of growth, and with their combined pool of more than 35,000 students, they have created vast opportunities by leaps and bounds.

For the last 85 years, he said, Dagupan remains the most bullish local economy in this part of the country because of the performance and quality of private schools. They have contributed to the unique brand and character of a community that is conducive to attracting many types of investments.

"Our schools and universities have breathed life to a great number of parallel and ancilliary industries and enterprises in the city, including our markets, malls, hotels, shops, internet cafes, banks, restaurants, the daily "boundary" of operators and the measly take home pay of our jeepney and tricycle drivers, earnings of few hundred pesos from owners of lugawan and karinderias patronized by the throng of our valued students," he added.

Thus, he wondered why the present city administration wants to kill the goose that lays the golden egg due to its higher assessment of taxes which, he added, is not provided by any ordinance.

In explaining his point, Samson cited Aesop, the storyteller, who tells of the fabled animal which was ultimately killed by its greedy master in his misguided attempt to gain even greater wealth.

This fable, he added, has now its modern-day analogy in the case of the Dagupan City government imposing higher tax assessment to the private schools.

"The moral of the golden goose is simple: Short-sighted tax impositions like this can end up making all of us suffer.In its zeal to get more gold from the goose, the city government may well have cooked its own goose," Samson said.

"Today, we see the same short-sighted thinking, demonstrated by this unreasonable tax assessment by our city officials who chose to impose taxes on the very businesses whose success is vital to a strong economy," Samson stressed.

He cited Marikina City, which has a more caring environment and the esteem and recognition, when it passed Ordinance Number 17 series of 2010 which exempts all private schools from business taxes.

According to Samson, the city government's notice of tax assessment on private schools, treating them as ordinary enterprises, finds no basis and support in the current revenue code of the city.

Samson said that nowhere in City Ordinance No. 1855, or the Dagupan City's Revenue Code, can be construed as imposing a tax "unless it does so clearly, expressly, and unambiguously".

"We call on the city government to correct this travesty and reverse this policy on imposing taxes on educational institutions who have owned up to the bigger chunk of shared responsibility for our city", he said. (PNA)

NGOs in Pangasinan urged to first help their communities

DAGUPAN CITY, March 8 (PNA) -- Before embarking on flagship projects, provide projects for your respective communities first.

This was the advice of Provincial Administrator Rafael Baraan to members of the Pangasinan Federation of Non-Government Organizations (NGOs) before inducting its officers on Tuesday at the Capitol Resort Hotel.

The president of the Pangasinan NGO Federation, Carmelita Duque, said their association will continue to be an ardent partner of the provincial government in undertaking projects relevant to community development.

She said the NGOs had long been partners of the provincial government in reaching out the people not only in towns and cities but also in far-flung communities.

Baraan, who represented Governor Espino during the induction rite, asked the NGOs who came from various parts of Pangasinan that before planning projects, they must first assess their own capabilities and undertake projects that can be accomplished.

The affair was also graced by Vice Governor Jose Ferdinand Calimlim who inducted the NGO presidents from various towns of Pangasinan.

Baraan said that if NGOs will really do their jobs in helping uplift the communities, the government will have lesser things to do in the grassroots. (PNA)

Rep. De Venecia distributes cash assistance to informal settlers in Dagupan facing ejection

DAGUPAN CITY, March 7 (PNA) - Rep. Gina de Venecia distributed cash assistance Sunday to 94 families from Sitio Opot in Barangay Bonuan Gueset, Dagupan City who were ordered by the court to vacate a private lot they had been occupying for years.

Learning that the 94 families are now voluntarily demolishing their houses in compliance with the order of the court, De Venecia personally went to the site to give financial help to the affected families and to make sure that their rights are being protected.

The lady solon vowed that she and Dagupan City Vice Mayor Belen Fernandez will talk later to find a permanent relocation site within Dagupan for the affected families.

Totally unexpected to appear in the area, Rep. De Venecia received a thundering applause from affected families when she showed up to bring cash assistance which came from her personal fund.

The affected families at first put up a little resistance to ejection last Friday but gave way later upon the intercession of Mayor Benjamin Lim.

The owner of the property initiated a civil suit against the informal settlers when they ignored several notices to vacate his property.

Rep. De Venecia noted that there is a big number of informal settlers in Dagupan who need a permanent place to build their houses.

At least 88 families near the bank of the Dawel River are also set to be ejected following notices given them a few weeks ago by the city government.

It was learned that these families are also resisting the demolition of their houses. (PNA)

It's the Airport, stupid!

When I was in Cebu City recently, I was amazed at a bevy of Chinese tourists queuing at the lobby of the swanky Water Front Hotel & Casino as their buses kept unloading them even at the wee hours of the night.

That’s why I wondered why Chinese tourists were not on the top list of visitors at the Hundred Islands in Alaminos City. Instead, those that top there were Filipino expatriates (balikbayan), Americans, and Canadians.

“Chinese Ambassador Liu Jianchao said that last year there were 270 thousand Chinese tourists that visited our country. It is winter now in China, and Alaminos should have a piece of action on the number of these tourists,” I posed to Alaminos City Mayor Nani Braganza recently during the press conference he called with Department of Education Secretary Armin Luistro.


The mayor said that unlike Filipino and Caucasian backpackers who could travel with their family only and could hop from one bus to another, Chinese travelled by batches in buses.

He explained their absence was due to the absence of an airport there. The presence of an airport was the reason Nani ‘s best friend for the “governorship” incumbent governor Amado T. Espino “frantically” want to see the extension of the runway of the airport in Lingayen by 200 meters.

That is the same reason that Mayor Braganza wants to see an airport built in his city so he can attract more tourists to his city’s pristine beaches.

With an extended runway, medium range airlines could land there with those chinky-eyed Sinos wide-eyed as they descend from the plane’s stairs.

Susmariosep, these Chinese are financially empowered every year thanks to their bullish economy that gives them a decade of financial ejaculation of an average of 9% GDP growth.

With an airport, it’s not only the Chinese who would be ubiquitous in Pangasinan, we would be seeing the South Koreans, too. They are the linchpin to our local tourism economy as it would be impossible in the next few years for us to see an industrialized Pangasinan-- as foreign investors prefer to go at this moment to the CALABAR Zone, or in Subic.

“Its closest competitor, Vietnam ranked fourth with 106,166 units produced in 2010 although this was 1.5 percent reduction from its 2009 production of 107,760 units.

Thailand, the recognized Detroit in ASEAN, breached the million unit sales mark as it produced 1,645,304 units of four-wheeled vehicles or 64.6 percent higher than its 2009 production of 999,378 units.

Indonesia followed with 999,378 or 51.1 percent higher than the 464,816 units produced in 2009. Malaysia followed with 567,715 unit production volume or 16 percent higher than the 2009 production of 489,269 (Manila Bulletin, February 27, 2011).”

We Pangasinenses should pressure the national government to provide funds or initiate marketing strategies to attract Private-Public Partnership for an airport so we can get rid of our Pariah perceptions.

We should remember that we already missed the tourism bus in South East Asia.

In 1991, the Philippines and Indonesia drew in the same number of foreign tourists: one million. In 2005, the Philippines drew in only 2.6 million, Indonesia 6 million, despite the Bali bombing of 2002. Malaysia attracted 15 million tourists, Thailand 13 million.

Romero welcomes SM, lauds the De Venecias

MANGALDAN- Mayor Herminio Romero lauded former Speaker Joe de Venecia and his wife fourth District Rep. Gina for the countless programs and projects they have given to the town.

These are the P20 million for the construction of the public market, motorized water pumps, and 110 thousand bangus (milk fish) fingerlings distributed to fishermen recently.


“Ang pag-mamahal namin kay Gina ay pareho sa pagmamahal namin kay Joe de Venecia. Huwag nating kalilimutan and mag-asawang ito. Kung wala sila, ang 4th District will not be progressive as it is now. Kaya mas maasahan natin si Speaker at Manay Gina. Biro niyo nabasa ko dito (BizNews Asia) hindi lang sa Pilipinas pero hangang buong daigdig that our Speaker is recognized as the best statesman and peacemaker,” Romero said in a meeting recently at the residence of the de Venecias in Dagupan City that was attended by fellow mayors and supporters of the 4th District.

Romero told this paper recently that P60 million of the P100 million intended for the construction of the modern two-story public market would be loaned from the Land Bank of the Philippines.

“The loan is still being processed. The bank told us that we have a borrowing capacity of P200 million, but we only settled for P60 million,” he explained.

He said that aside from the P20 million Rep. de Venecia would be giving this March from her Priority Development Assistance Fund, this town would source the other P20 million from national entities.

Meanwhile, on the uncertainty of the entry of SM Prime Holding, Inc. to put a mammoth mall in neighboring Dagupan City, Romero said that the land in barangay Anolid here that borders with Dagupan are already commercial and do not need to be converted from agriculture to commercial.

He also said in case SMPI choose to put its giant retail store here, it would not find any opposition from the Sanggunian Bayan as most of the councilors there are his allies.

The uncertainty of an SM Mall in Dagupan City cropped up after Mayor Benjamin S. Lim said that after SMPI makes the conversion of its 12-hectare property in Brgy. Tambac from agriculture to commercial with the Departments of Agrarian Reform and Environment & Natural Resources, it should also win the majority votes of the members of the City Council in Dagupan that is led by Vice Mayor Belen Fernandez.
Fernandez, who owns the chain of CSI Malls in Dagupan City and in Pangasinan, is believed to fight tooth and nail with her majority allies in the Council against SM setting foot in the city.
