Parking lot turns into weekend market for Dagupan’s jobless

DAGUPAN CITY—The parking space of a shopping mall in Lucao District here has been turned into a weekend market where bangus (milkfish), freshly harvested from the city’s ponds, are charcoal-grilled to perfection.

Vice Mayor Belen Fernandez, whose family owns the CSI City Mall, says the weekend market aims to show that the Dagupan bangus, the city’s top produce, “is the best-tasting in the world.”

She says every weekend, the parking space becomes an al fresco dining area, with tables and tents put up for people looking for freshly grilled bangus.

“Customers say bangus sold at the weekend market really tastes delicious and different from those produced in other towns. This is our way of helping promote Dagupan bangus, which is really the pride of our city,” Fernandez says.

The project, she says, also aims to help local fish growers recover from the impact of the fishkill that hit the western Pangasinan towns of Anda and Bolinao in May this year.

Sales dropped as a result of news over the supposed sale of “double dead” bangus from the fishkill.

Although Dagupan was not hit by the fishkill, the sale of bangus here also dropped after the disaster.

Fresh bangus are available at the weekend market, which is open from 9 a.m. to 10 p.m. on Saturdays and Sundays.

The weekend market also sells oyster burgers, grilled oysters, barbecue, bibingka (rice cake), bocayo (coconut candy) and guavas. Fernandez says public schools that grow vegetables are also welcome to sell at the market. She says the project would give unemployed Dagupeños a chance to earn a little money.

“When I go around the city, I see many unemployed residents. Many tell me that they know a skill but they have no capital. That is why I thought of putting up the weekend market to help them,” she says.

Vendors do not pay rent to CSI, but the venture is limited only to Dagupeños who have no steady sources of income, she says. Yolanda Sotelo, Inquirer Northern Luzon

DAGUPAN CITY – This city inched closer on luring Business Process Outsourcing (BPO) giant Sutherland Global Philippines Inc. on putting up its call center here as the City Government signs a Memorandum of Agreement with the firm last August 3.

Inking the deal were Mayor Benjie S. Lim for the City Government and Craig Bauwens, Sutherland’s vice president and country manager for Philippines.

Stated in the MOA is the City Government’s providing Sutherland a year free-of-lease recruiting station at the Product Center in Poblacion Oeste which has started its operation last May 23, for the BPO firm to identify where will its thousand-seater call center would rise.

As Bauwens laid the cards of possibilities at stake should the MOA’s objectives are reached, Lim did not hesitate to put the city’s best foot forward by discussing its edge over the company’s prospect cities with its city’s proximity to international airport cradle Clark, Pampanga and its rich talent pool.



“Dagupan is the best choice,” Lim said.

Aside from job opportunities for Dagupeños, local economy will be boosted with the global company’s investment in the city. (CIO)

DAGUPAN CITY – “We cannot be selfish.”

This was stressed by Mayor Benjamin S. Lim at the opening of the Local Development Council meeting at Pinkie’s Restaurant for the formulation of a development plan for the city with the participation of all stakeholders here.

We have to decide what we want for our city. The vision must not come from the leader alone. It should be a shared responsibility,” Lim said.

He said that Dagupan used to be the trading area of the north, but this is no longer true at present because other cities and municipalities have strengthened their trading prowess

" Times are changing so we need to recognize these changes,” he stressed.

Pointing out that "there's need to formulate a strategy so that we can retain what we have, he said, samay kanonotan ya onla diya so SM, we welcomed it.

"Because if we are not going to welcome it, onlad arom ya baley lamlamang. We have to grab every opportunity, whether it will affect my business or not that is secondary,"he emphasized

Saying "say primero antoy kamaoangan ya iter tod ciudad na Dagupan," he stressed that "these are the things that we have to consider.”

Lim outlined his plans topped by infrastructure projects that will boost the city’s economic activity, one of which is is the joint operation of the Fish Processing Plant in Bonuan Binloc by the Bureau of Fisheries and Aquatic Resources (BFAR) and the city government.

“With the operation of the processing plant, we can now brand our own bangus products and certify it as “Dagupan” bangus,” he said.

The other one is the construction of a primary hospital owned by the city, the re-structuring of the West Central compound and the Dagupan City National High School.

“We would like to give health care a priority,” said Lim.

He also belied reports that he is not giving importance to education and challenged all schools here “to look beyond what you have today.”
This is due to the fact that the students' population in the schools and universities has gone down significantly compared to the schools in Baguio City.

Lim also emphasized the need to promote tourism in the city,.saying “after the river cruise, we are now considering Barangay Pugaro to be the next hub of tourists because of its beautiful shoreline, which remains unexplored,” he said. (CIO – Joseph C. Bacani)

PFDA sustains five-year dividend remittance to government

MANILA, Aug. 29 (PNA) - The Philippine Fisheries Development Authority (PFDA) remitted to the national government from 2006 to 2010 nearly P22 million in dividends out of revenues from operating as the Department of Agriculture's nationwide provider of fishery post-harvest facilities and services.

"We're income-generating so such remittance became possible," PFDA General Manager Rodolfo Paz Jr. said.

Latest available official data show PFDA managed to stay out of the red during the reference years, enabling this agency to sustain paying the dividends due.

PFDA reported posting during such years average increases of 3.34 percent in gross revenues and 11.4 percent in net income from operations.

For the five-year reference period, PFDA reported paying its lowest dividend in 2010 (P2.38 million). Other PFDA dividends varied from P4.56 million (2009), P4.46 million (2008), P4.78 million (2007) and P5.58 million (2006).

Data also show PFDA's gross income grew to P505.55 million in 2010 from P492.02 million (2009), P465.64 million (2008), P447.83 million (2007) and P443.48 million (2006).

Corresponding net income from PFDA's operations during such years reached P7.06 million, P6.37 million, P3.47 million, P7.6 million and P7.21 million, data further show.

PFDA manages eight regional fish ports (RFPs) nationwide. These are in Navotas, Metro Manila; Sual, Pangasinan; Lucena, Quezon; Camaligan, Camarines Sur; Iloilo City, Davao City, Zamboanga City, and General Santos City.

For 2011's first semester, PFDA reported a total of 161,023 metric tons (MTs) of fish were unloaded in such RFPs except the one in Camaligan.

Volume of processed products in the Davao, General Santos, Zamboanga and Camaligan RFPs reached 1,160 MTs during the same period, PFDA also reported.

PFDA noted the RFPs' features include breakwater, landing quay, market halls, refrigeration and processing equipment as well as other facilities for helping address the needs of the agency's target clientele.

Such clientele includes commercial fishing boat operators, municipal fishermen, fish processors, exporters and other stakeholders concerned. (PNA)

Gov't releases P500,000 worth of relief goods for victims of typhoon "Mina"

MANILA — Approximately P508,912 worth of relief goods have been initially released by the government from the combined resources of the Department of Social Welfare and Development (DSWD) and concerned local government units to assist families affected by typhoon “ Mina.”

As of 6 am on Sunday, some 5,851 families with 29,585 persons from Regions I, II, III, VI, and CAR have been affected by typhoon “Mina” since it entered the Philippine Area of Responsibility on August 21.

A total of 44 evacuation centers were opened in the affected regions serving 1,637 families with 7,961 persons. The evacuees are given relief packs and hot meals at the evacuation centers managed by social workers of the affected local government units with the assistance of DSWD social workers.

Initial reports from DSWD-Field Offices showed that 32 houses in Regions I and II were damaged of which 21 were totally damaged and 11 were partially damaged.

In Region I, some 2,292 families with 10,832 persons from Ilocos Norte, Pangasinan and La Union were affected. Of these, 345 families with 1,640 persons took temporary shelter in evacuation centers around the region.

In Region II, 720 families with 3,445 persons from Cagayan Valley and Isabela were affected. Four evacuation centers in the affected areas remain open serving 69 families with 266 persons. The DSWD Field Office II provided relief assistance worth P190,000 to the affected LGUs.

In CAR, 207 families with 855 persons from Baguio City, Kalinga, and Abra were affected. The DSWD-CAR provided 100 family packs worth P25,000 as augmentation assistance to the affected LGUs.

Meanwhile, in Region VI, flashfloods triggered by typhoon “Mina” affected some 2,631 families composed of 14,423 persons from 34 barangays in Oton and Iloilo City. Twenty one evacuation centers were opened to assist 1,071 families with 5,474 persons. The DSWD Field Office VI provided family food packs amounting to P 78,500 as augmentation assistance to the affected LGUs.

DSWD Secretary Corazon Juliano Soliman has directed all social welfare and development (SWAD) teams to continue to coordinate with their counterparts in the affected local government units to ensure quick provision of augmentation assistance, when necessary. PNA)

NFA assures ample rice supply for Pangasinan

DAGUPAN CITY - Pangasinan has ample supply of rice. Importation is out of the question.

Assistant Manager Juliet Basco Oria of the National Food Authority (NFA) in western Pangasinan said there is sufficient supply of rice in Pangasinan with 1.94 million bags as of August 9 which is good for about 67 days or until the last week of October.

“Importation will be our last recourse because right now, we have no problem in rice supply,” Oria said in a television interview.

Oria said the rains in the past few weeks did not cause much damage to the crops. Harvest time in the province starts on September and will continue until November which is the peak harvest month. until the second crop season next year.

She urged the public to patronize NFA rice as the public can be sure that rice sold in the market are clean, dry and of good quality. Pangasinan produces nine million bags of rice which is good for more than a year’s supply “para pakainin ang lahat ng taga- Pangasinan.

Pangasinan docs say no one is immune from dengue

DAGUPAN CITY, August 27 (PIA) -- Bad news is, no one is immune from dengue. Good news is, dengue can be prevented.

Dr. Carlo Marco Orduña, chief of clinics of the Pangasinan Provincial Hospital in San Carlos City said nobody is immune from dengue, not even doctors themselves.

“Dengue knows no social status or gender or age. Walang pinipili. Lahat pwedeng maging biktima pero may paraan naman para maiwasan ito,” Orduña said during the Media in Action forum Wednesday.

Orduña cited ,as an example, one of his fellow colleagues who suffered from dengue in one of the trainings he attended. He was not sure, however, if the doctor was bitten in the training area or in his place of origin.

Dr. Michael Canto, spokesperson of the Region I Medical Center based here, who was also a guest at the media forum, said insect repellants can contribute to the prevention of dengue but its effectivity, whether four or eight hours, must be taken into consideration.

He said latest studies confirmed that dengue carrying mosquitoes are also not only during 5 p.m. but has extended until evening. “Nag-oovertime na sila,” Canto jested.

The health experts advised the public that cleanliness still accounts for dengue
prevention as well as the continuous advice of parents to children to protect themselves from mosquitoes.

“Maglinis ng paligid. Iwasang magsuot ng maiksing manggas ng damit, iwasan ang maiitim na kulay at huwag magsawa na magpaalala sa ating mga anak,” Canto said.

Apart from dengue, mosquitoes can also bring other much dreaded disease like malaria.

Team Philippines reels to six straight loss, but still a better finish in 2011

After a hot streak, team Philippines hit a wall of football power countries in the 2011 Homeless World Cup in Paris, France.

In the battle for the City Cup—the trophy stage for the 17th to 24th position, the Philippines suffered two more blows Saturday against Italy, 3-7, and Austria 4-8, nearing the close of the annual street football competition aiming to change lives through every goal.

The Philippines also took a beating from three European powerhouse countries and a South American dynasty as it yielded to Poland, 1-10, and Scotland, 2-7, last Thursday and relented to Portugal, 4-6, and Brazil, 1-9, Friday.

Czech Republic and the Philippines, both who did not get wins in the quarters and semis, will clash Sunday to determine who will go home as the 23rd and the 24th finisher, while United States and Denmark dispute the City Cup trophy.

But even as the squad—beefed up by eight underprivileged yet talented boys discovered from around the Philippines who were all united for the love of the game—failed to advance to the Homeless World Cup final, they already achieved more than what they did last year.

Last year’s team Philippines— a different cast from this year— bagged the Host Cup for a 25th place finish in Rio De Janeiro in Brazil.

Co-skipper Janrick Soriano (Negros Occidental) and Jeffrey Guelas (Manila) lead this year’s delegation, who came to be known as the crowd darlings among the 48 participating countries as the boys were cheered on by hundreds of Filipinos at the event Arena shadowed by the Eiffel Tower.

Berth Anthony Sienes (Manila Boys Town), Jeffrey De Castro (Cainta, Rizal), Ricardo Padilla Jr. (Pangasinan), Aljohn Matulac (Estancia, Iloilo), John “Putot” Celiz (Barotac Nuevo, Iloilo) and Michael Rojo (Negros Occidental) complete the Homeless World Cup team, mentored by coach Rudy Del Rosario.

Meanwhile, Mexico, who downed Brazil in the semis, 5-1, booked a seat in the Homeless World Cup title match Sunday and will face Scotland, who eked out a 5-3 victory over Kenya.

RTWPB-I, DOLE-I pioneers code of good practices

The Regional Tripartite Wages and Productivity Board in Ilocos in collaboration with the DOLE Regional Office launched the first Voluntary Code of Good Practices for hotel and restaurant industry at the Star Plaza Hotel, Dagupan City.

The voluntary code receives vast support from both government and private sectors, among them are 59 hotels and restaurant establishments of the region.

DOLE Undersecretary Danilo Cruz lauded the stakeholders for leading the cultivation of volunteerism among industries in the region.

“The signing of the voluntary code in Dagupan City is the first step towards bolstering tripartite cooperation in ensuring industrial peace,” Usec. Cruz said.
The code aims to build up the relationship among labor force and business owners, generate employment, ensure the provision of benefits, and encourage wider compliance to labor standards and occupational safety and health.

Meanwhile, RTWPB Chair and DOLE Region I Director Henry John Jalbuena said the signing of the voluntary code is just the beginning of a reform towards inclusive growth.

“By committing to the ideals embodied in the code, you will help the government in developing truly competitive human resources and at the same time, create conducive atmosphere for business,” Jalbuena added.

Signatories to the code are labor and management representatives from 59 hotels and restaurants in Dagupan City; representatives from the Philippine Chamber of Commerce and Industry-Pangasinan Chapter, Employers Confederation of the Philippines-Pangasinan Chapter, Association of Safety Practitioners of the Philippines, Inc., and Occupational Safety and Health Network, and government agencies from the DOLE-ROI, RTWPB-I, National Conciliation and Mediation Board, Department of Tourism, Technical Education and Skills Development Authority, Department of Health, Social Security System, PhilHealth, Home Development Mutual Fund. Tour operators promote ‘business tourism’ in emerging destinations

MANILA CITY, METRO MANILA – In an effort to entice local businesses to travel in the Philippines, the Philippine Tour Operations Association (PHILTOA) has embarked in a nationwide campaign to promote what it identified as the top emerging business destinations.

There are about two emerging destinations from each of the 14 regions in the Philippines. These locations range from Pangasinan and La Union in Region 1 down to Butuan and the Autonomous Region for Muslim Mindanao in Caraga Region.

Other places include Baler in Aurora, Zambales, San Juan in Batangas, Marinduque, Naga in Camarines Sur, Silay, Dumaguete, Catarman in Northern Samar, Cagayan de Oro, Samal, and Sarangani.

These destinations were chosen specifically for the availability of access infrastructure as well as presence of commercial locations, which enables entrepreneurs to visit for leisure and for establishing commerce.

In an interview, PHILTOA President Cesar Cruz said they have also set up several tour package rates from P500 to P10,000 for traveling local businessmen.

“We worked with the members travel agencies of PHILTOA and some hotels to create these package rates. That way, businessmen can choose their budget for the destinations they want to visit.”

They are also working with the Department of Tourism (DOT) to expand marketing campaigns both local and and international to get entrepreneurs from abroad to visit the Philippines and establish their business locally.

PHILTOA will showcase these top business destinations during the upcoming Philippine Travel Mart Conference in September. Cruz said several international travel experts will come to the Philippines for several days to tour these destinations.

Cruz said that tourism in the Philippines has been growing in the past two years. From 2008, where there were about 2 million international visitors, the current statistic is about 3 million.

However, Cruz said the Philippines is still behind in international visits, hindered by several factors that includes lack of security, problems with the airline industry, and some inadequacies in infrastructure makes travel easier.

Cru also stressed that both private investments and government involvement in building better infrastructure are key elements in promoting tourism in the Philippines.

He compared the Philippines to other Asian countries, such as Thailand and Malaysia, which have close involvement between private firms and their respective governments for tourism programs.

“You still have to give credit to the administration of former DOT Secretary Ace Durano who really marketed the Philippines. We hope that the new secretary (Alberto Lim) will further endeavor to promote the country’s tourism industry,” Cruz said.

Fund source for project sought

MANILA, Philippines — The Philippine Fisheries Development Authority (PFDA) is seeking new funding sources for its P5-billion fish port rehabilitation projects after Japan International Cooperation Agency (JICA) backed out of it.

PFDA general manager Rodolfo Paz Jr. said that the agency is now compelled to search for new funding institutions after the JICA informed him last August 24 that Tokyo is no longer providing a grant for the project.

The explanation was that the Japanese government is engaged in the rehabilitation of all the areas hit hard by the earthquake and tsunami that devastated several prefectures in Japan and knocked out nuclear power plants on March 11.

However, Paz said JICA, which undertook a feasibility study on the project, advised Paz to ask South Korea, China and even Sweden and Norway to support it and stressed the study it completed will most likely find funding through official development assistance.

The PFDA chief is unfazed by the Japanese action and revealed that Agriculture Secretary Proceso J. Alcala may be able to tap $40 million in funds earmarked for the irrigation systems in Pangasinan that have not been used.

However, the ready cash will not be enough to cover the P5-billion project designed to improve regional fishports in Davao, Iloilo, Camaligan, Camarines Sur, and in Sual, Pangasinan.

Paz also doubted whether this project will be attractive as a Public-Private Partnership (PPP) since the gestation period for regional fishports is five years, and this long duration is not attractive to private investors.

He revealed that the total cost for the rehabilitation and expansion of regional fishports is already P1-billion each while municipal fishports would need between P10 million and P50 million to build.

Mandaue Foam expands product line

MANDAUE Foam Industries Inc. (Mandaue Foam) is working to strengthen its hold of the local market with the robust growth in the country’s real estate industry.

Mandaue Foam managing director Ryan Uy said in a press conference that the growing population and the booming real estate industry in the country pushed the company to diversify its products to offer “a complete home store” to the market.

He said part of company’s expansion this year is the development of its new kitchen line which is set to be launched early next year.

Apart from producing polyurethane foam for beds and furniture, the firm has diversified its product lines to include pillows, sofas, dining tables, bed frames and other small home items.

Mandaue Foam, which is celebrating its 40th anniversary this year, is one of the country’s top 1,000 corporations. It has over 17 showrooms and six factories nationwide. The company said it has 20 percent share in the foam and furniture market. Its trademark products include its flex foam and hotel quality gala bed mattresses.

Uy said they are also looking at areas where they could expand operations particularly in Samar, Leyte, Pangasinan and Bicol.

“There are no plans yet of capturing the international market, we would like to concentrate more in the domestic market,” Uy said.

Mandaue Foam also sponsors the sets of some entertainment shows on television. Uy said this is a good marketing strategy and helps create brand recall among consumers.

The company also plans to embark on online marketing to allow buyers to purchase a few products on the Web.

When asked if the company is affected by the entry of furniture products from China, Uy admitted they are slightly affected.

“What we provide to people is an alternative product that is locally-made with an ensured quality,” he said.

Victims receive
aid from gov’t

MANILA -- Approximately P508,912 worth of relief goods have been initially released by the government from the combined resources of the Department of Social Welfare and Development and concerned local government units to assist families affected by typhoon “ Mina.”

As of 6 a.m. yesteerday, some 5,851 families with 29,585 persons from Regions I, II, III, VI, and CAR have been affected by typhoon “Mina” since it entered the Philippine Area of Responsibility on August 21.

A total of 44 evacuation centers were opened in the affected regions serving 1,637 families with 7,961 persons. The evacuees are given relief packs and hot meals at the evacuation centers managed by social workers of the affected local government units with the assistance of DSWD social workers.

Initial reports from DSWD-Field Offices showed that 32 houses in Regions I and II were damaged of which 21 were totally damaged and 11 were partially damaged.

In Region I, some 2,292 families with 10,832 persons from Ilocos Norte, Pangasinan and La Union were affected. Of these, 345 families with 1,640 persons took temporary shelter in evacuation centers around the region.

In Region II, 720 families with 3,445 persons from Cagayan Valley and Isabela were affected. Four evacuation centers in the affected areas remain open serving 69 families with 266 persons. The DSWD Field Office II provided relief assistance worth P190,000 to the affected LGUs.

In CAR, 207 families with 855 persons from Baguio City, Kalinga, and Abra were affected. The DSWD-CAR provided 100 family packs worth P25,000 as augmentation assistance to the affected LGUs.

Meanwhile, in Region VI, flashfloods triggered by typhoon “Mina” affected some 2,631 families composed of 14,423 persons from 34 barangays in Oton and Iloilo City. Twenty one evacuation centers were opened to assist 1,071 families with 5,474 persons. The DSWD Field Office VI provided family food packs amounting to P 78,500 as augmentation assistance to the affected LGUs.

Floods hit 13 Dagupan barangays

DAGUPAN CITY, August 29 (PIA) -- At least 13 barangays in this city, a catch basin with several river systems running through it as they empty into the Lingayen Gulf, are now under water due to strong rains brought by typhoon ‘Mina.’

The city disaster risk reduction and management council said low-lying areas in Malued, Pogo Grande, Mangin, Bacayao Norte, Bacayao Sur, Lucao, Pogo Chico, Lasip Chico, Pantal, Mayombo, Tapuac and Lasip Grande saw waters starting to rise Sunday afternoon.

The situation aggravated on Monday morning because of high tide particularly affecting Barangay IV. Floodwaters were one foot to waist-deep.

The perennially-flooded barangays of neighboring Calasiao town– Lasip, San Vicente, Talibaew and San Vicente - are still reeling from rising floodwaters, rendering roads impassable to all types of vehicles.

Nearby Sta. Barbara was earlier hit by floodwaters because of breached dikes in Banaoang and Maningding, reports said.

Also hit by flashfloods on Saturday afternoon were the towns of San Fabian, San Jacinto and Mangaldan because of a breached dike in barangay Binday. At least five houses in that barangay were reportedly swept away by strong currents of the Bued River.

Also affected by flashfloods were Manaoag, Binalonan, Pozorrubio, Laoac, San Nicolas and Urdaneta City.

The provincial disaster risk reduction and management council was constantly monitoring the situation at the San Roque dam to prevent a repeat of what happened in October 2009 when typhoon Pepeng brought unprecedented rains in Northern Luzon causing massive flashfloods.

Water level as of 2 p.m. on Monday was at 266.65 meters above sea level (masl). The spilling level is at 280 masl.

Does the country need another singing contest?
Apparently it does—judging from the huge turnout during the last leg of auditions for the new GMA 7 reality search “Protege,” held at the SM Mall of Asia Music Hall last weekend.
“So many Filipinos want to become famous,” said talent manager Joji Dingcong, who sits as audition master, along with Janno Gibbs and GMA Artist Center executive Arsi Baltazar.
Compared to previous Kapuso shows like “Pinoy Pop Superstar” and “Pinoy Idol,” what makes “Protege” unique is the presence of mentors, said program manager Ruth Roxanne Mariñas.
The mentors visited nine places all over the archipelago: Rachelle Ann Go in Cebu; Imelda Papin in Camarines Sur; Janno Gibbs in Iloilo; Rey Valera in Pampanga; Jay R in Nueva Ecija; Claire de la Fuente in Batangas; Jaya in Davao; Side A’s Joey Generoso in Pangasinan; Aiza Seguerra in Cagayan de Oro; and Gloc-9 in Metro Manila.
In each stop, the mentor scoured the area for promising talents.
Gloc-9 walked into slum communities in Metro Manila, while Generoso went bar-hopping in Baguio.
Before the final round with the mentors, the contestants performed for the audition masters.
Dingcong recalled that from the “hundreds” that trooped to SM MOA, they were able to narrow down the hopefuls to “200 plus” after almost 12 hours of tryouts.

“We finished at past midnight,” Dingcong recounted. “The final round of auditions, with mentor Gloc-9, lasted from 2 p.m. till 2:30 a.m. the following day.”
The list was trimmed down to three in the Manila leg. Each mentor chose three finalists—bringing the total to 30 aspirants when the show starts airing on September 4.
In a way, the mentors are also competing to ensure that their proteges will land on top. (The mentor will win a “substantial sum,” while the grand champion gets P1 million in cash, said Mariñas.)
There are other differences from previous contests, said Mariñas.
It’s open to solos, duos, trios and groups (up to five members) and “Protege” doesn’t impose an age limit, explained journey host Ogie Alcasid. (Jennylyn Mercado is the daily reality strand host, while Dingdong Dantes is the gala presenter on Sundays.)
Alcasid told the Inquirer that “while the older contestants are more seasoned and professional, the younger ones are more hip and in touch with the latest trends in music.”
The youngest aspirant who made the cut was Peter Macdadi, a 5-year-old boy from Pampanga, while the most senior was Nida de los Santos, a 72-year-old resident of Dagupan.
The judges are Joey de Leon, Bert de Leon and Louie Ocampo.
“The show can become unpredictable,” said Alcasid, “because the judges’ opinions count.”
That was one lesson the network had picked up from its “Pinoy Idol” experience, said Alcasid who was a judge in the world-renowned franchise.
“It shouldn’t just depend on text votes; the judges’ comments should also be given weight,” the host remarked.

Typhoon ‘Mina’ brings flashfloods, leaves 2 dead in Pangasinan

LINGAYEN, Pangasinan, August 29 -- Heavy rains starting Friday afternoon spawned by Typhoon “Mina” caused major river tributaries in Pangasinan to overflow in at least 10 flood-prone areas. Two (2) children died due to landslide.

The rains loosened hillsides in two (2) barangays in San Fabian town. Two (2) children died in barangay Rabon - siblings Reajen Bautista, 6, and John Rey, 5 when their house was hit by rolling mud early morning of Saturday. Their parents survived, police said.
In barangay Tiblong, landslides caused temporary closure of the national road on Saturday morning. It was later cleared for traffic.

Low-lying areas in Calasiao, Sta. Barbara, San Fabian, Manaoag, San Jacinto, Binalonan, Pozorrubio, Laoac, San Nicolas and Urdaneta City were hit by flashfloods brought by heavy rains, based on the monitoring of the Provincial Disaster Risk Reduction and Management Council (PDRRMC). Binalonan had the most number of affected families at 1,260.

Bued, Angalakan and Sinucalan rivers overflowed due to heavy rains.

The council clarified that the flashfloods came as a result of heavy rains that made rivers to swell and not due to waters released by the San Roque dam in San Manuel. As of 5 p.m. on Saturday, the water elevation of the dam was at 252.88 meters above sea level (masl), some 27 meters below the spilling level at 280 masl.

On Sunday, upstream Ambuklao and Binga dams started releasing waters which were however absorbed by the San Roque dam.

The weather bureau placed Pangasinan under public storm signal No. 1 on Saturday.
Gov. Amado T. Espino, Jr. led onsite monitoring operations in the flooded areas.

Floods rendered roadlines impassable to all types of vehicles Saturday afternoon in barangays Anonang, Angio, Tempra-Guilig in San Fabian; Sto. Tomas, San Vicente,
Macayug, Bolo, Magsaysay in San Jacinto; and Maningding and Banaoang in Sta. Barbara.
Affected families reached 1,960 in 60 affected barangays, the PDRRMC said.

Governor Amado T. Espino, Jr., chairman of the Provincial Disaster Risk Reduction Management Council (PDRRMC), led the onsite monitoring operations of flooded areas in Pangasinan during the onslaught of torrential rains spawned by Typhoon “Mina” today (August 27).

On instruction of Gov. Espino, the composite team of the Water Search and Rescue (Wasar), Provincial Health Office, and Provincial Engineer’s office has been conducting rescue operations in coordination with the local police stations in various affected towns.

Pangasinan was placed under public storm signal number one by PAGASA in its 11 a.m., August 27 weather bulletin. However, the Pangasinan’s PDRRMC has been on heightened alert since yesterday (August 26).

Police stations were also advised on August 26 to warn residents living in low-lying areas and near mountain slopes to be on alert and take appropriate actions against possible flashfloods and landslides.

Even with the warning however, the police station in San Fabian reported that two children living at hillside in Barangay Rabon in San Fabian died when their house was hit by landslide due to heavy rains. The fatalities are: 6-year old girl Reajen Bautista and 5-year old boy John Rey Bautista.

According to PDRRMC report, areas that are not passable as of 5 p.m., August 27, include:

Mangaldan:
Light vehicles – Barangays Inlambo, Macayug, Imbarcadero, Bawang West and Nabalwan

San Fabian:
All types of vehicles – Barangays Lokeb Butao, Anonang, Angio, and Tempra Guilig.
Light vehicles – Barangays Bindang, Tokok and Mabilao.

San Jacinto:
All types of vehicles – Barangays Magsaysay, Bagong Pag-asa, Sto. Tomas and San Vicente, Macayog

Ang kagandahan lang sa Bolinao di nalubog ang kabayanan nito sa baha dahil pababa kaya yung mga tubig ulan galing sa mataas na part diretso sa dagat..

Ang problema kung tinumbok ng malalakas na bagyo siguradong sinisira mga kabahayan pero hindi naman palagi ganun doon..

San Roque Dam still below critical level – SRPC

Despite the volume of rainfall dumped by Typhoon Mina in Pangasinan, the San Roque Power Corporation said that the San Roque Dam had not released water from its spill gates as the elevation of the water reservoir remained below the critical level of 280 meters above sea level (masl).


In a press briefing held at the SRPC office in San Manuel, Pangasinan last August 31, SRPC officials disclosed that as of 9:00 AM during the same date, water level at the San Roque Dam was gauged at 274.12 masl which is still below the spilling level.


While Typhoon Mina stayed in the province, water level at the San Roque Dam increased by 26 meters from 248 masl up to 274 since the typhoon entered the country on August 26. But since “Mina” left the country, the officials of San Roque Power Corporation announced that there is no possibility of water spilling from the dam despite the rain.


Virgilio Garcia, chief engineer of SRPC said “even if the San Roque Dam reaches its critical water level at 280 masl, it would not be necessary to release water immediately if there is no weather disturbance, the release would be necessary if the typhoon is present in the area as we have to consider the inflow of water and the volume of the rainfall.”


Tom Valdez, Vice-President for Corporate Responsibility, added that even with continuous flow of water from Binga and Ambuklao dams, San Roque Dam can still accommodate the inflow based on its storage capacity of 850million cubic meters.


As this developed, Valdez attributed the cause of flooding in Calasiao and Sta Barbara to the river systems flowing in the affected areas.


Valdez said the floodwaters that rushed to Calasiao and Sta. Barbara during Mina’s wrath came from Mt. Ampucao which flowed to Sinocalan River.


However, the SRPC officials said that their office will conduct continuous monitoring on San Roque Dam’s water level to keep the public posted on update. (PIO/Angeline D. Villanueva)

ang ganda talaga ng Royal Mall, the best mall in central Pangasinan, it seems talagang mga supermarkets lang na may 2-3 tennants ang CSI at Magic, that means San Carlos, Malasiqui Alaminos, Mangaldan, Lingayen, Manaoag still dont have a real mall, mga supermarkets lang kase mga nakatayo sa kanila, that void can be filled up by Royal Mall, ang maganda dyan sa Bayambang Royal Mall, maglagay sila ng 10-15 Hotel plus a small sports complex pero that can be filled by Bayambang Science High School and Pangasinan State University kase hols kaseng ganda ng UP Diliman ang campus nila, napansin ko lang, hanggang 3rd Floor ba yung Royal Mall? may mga lawit na rin pala ng kuryente sa Bayambang, dapat imonitor nila yan kase magiging problema pag napabayaan, ang mahal maningil pa naman ng kuryente yung CENPELCO, kase yung kakilala ko, smal ref, ilaw tv at plantsa lang ang gamit nila pero ang binabayaran nila monthly umaabot ng 2.5k samantalang ako dito sa manila, almost the same pero mas marami akong ilaw, malaki yung tv set ko, 2 laptops pero 1.1k lang binabayaran ko monthly, almost 24hrs lahat yan ha

Urdaneta refuses additional Baguio waste

URDANETA CITY, Pangasinan -- The City Government refused to accept additional garbage that arrived from Baguio City on Thursday morning.

Besides breaching the daily capacity of Urdaneta City's sanitary landfill, trash from Philippines' summer capital was unsorted, Urdaneta City Mayor Mayor Amadeo Gregorio Perez IV said.

The City's landfill could no longer accommodate additional refuse since garbage collected has already reached its 40-ton a day limit, Perez said.

Although the city is open to having the landfill used by other localities, the mayor emphasized that garbage should be properly segregated and that it should involve a formal agreement.

The City Government also refused to accommodate Baguio's request because it has yet to pass a city ordinance regarding the matter, Perez said.

Last Sunday, Urdaneta allowed Baguio City to dump its garbage on its landfill after its own dumpsite was temporarily unavailable. A retaining wall of Baguio's dumpsite collapsed, killing three and creating a pile of trash that blocked a highway.

The accommodation was allowed due to "humanitarian reasons," Perez said, adding that Baguio was charged P2,500 for every ton of garbage that was dumped in the Urdaneta site. (Liway C. Manantan-Yparraguirre/Sunnex)

Malasiqui not willing to accept Baguio trash

DAGUPAN CITY, September 2 (PIA) -- The third district town of Malasiqui is not willing to host a garbage dumpsite for Baguio City, contrary to previous reports.

Mayor Armando C. Domantay Sr. clarified in a radio interview Wednesday that no negotiation had taken place regarding an offer by the City of Baguio to use Malasiqui’s controlled dumpsite.

Domantay said he was taken aback when a television station interviewed him seeking clarification on the issue. He was on an official business abroad at that time and thus had no knowledge about the offer, he said.

Vice-Mayor Noel Anthony M. Geslani, in another interview, denied having been offered the same.

Even if it was true, the townspeople would have to be consulted first but even then, they might refuse the offer considering the risks it may pose to their health, he said.

He explained that Malasiqui operates a 16-hectare controlled dumpsite, but is not open for use by other communities even for a price.

He said he had no idea who were making the claim or their motivation for it.
Last Saturday, five people were killed when the retaining wall of the Barangay Irisan dumpsite in Baguio collapsed at the height of typhoon Mina.

‘Lion King’ welcomes Adam Jacobs as Simba

NEW YORK—He played the romantic rebel, Marius, in “Les Miserables,” and is now cast as the reluctant heir, Simba, in “The Lion King.”

But if you ask Adam Jacobs, he will tell you he’s only just begun. He would like to do more just as memorable roles on Broadway. There’s Tony, the lovestruck toughie in “West Side Story,” the Engineer pimp in “Miss Saigon,” and yet another romantic protagonist, Fabrizio Naccarelli in “The Light in the Piazza.”

Born to a Russian-Dutch-Polish father and a Filipino mother, Adam’s athletic build, olive skin and dark, brooding eyes make him ideal for lead roles. Not to mention a powerful singing voice that go from romantic to threatening.

Of Simba, the role previously portrayed by actor Clifton Oliver, it requires him to be nearly half naked and wearing a mask that symbolizes Simba’s journey into adulthood.

“My role is very physical and it’s also vocally challenging because it’s very high,” Adam told The FilAm in an interview at Bryant Park. “The role is very demanding. I have to make sure I stay in shape.”

“The Lion King” – the seventh longest-running show in Broadway history — features Elton John and Tim Rice’s music from the animated film. The musical has won more than 30 major awards, according to Playbill, including six Tonys. It’s playing at the Minskoff Theater.

Adam was born and raised in Northern California, where his father, a Navy officer from Brooklyn, met his mother. Mom comes from Binalonan, Pangasinan.
“My father comes from a Jewish background, but I was raised Catholic,” said Adam.

He moved to New York five years ago for the love of theater. To pursue his dream of breaking into musical theater, he went to school at NYU.
“I knew that this is the place I had to be,” he said.

He met his wife Kelly during a Christmas show in Hershey, Pennsylvania when they were touring as waltz partners. Kelly is from Wisconsin.

It was Adam’s sister who must have seen the looks and heard the voice. She suggested that Adam sing for her band.

“She was singing in a group called Razzle Dazzle. She convinced me to try it out and found out I had a little bit of natural talent for it,” he recalled.

Adam said he’d like to try television and film someday, and do more drama and less musical theater. “I’m always looking for opportunities to challenge
myself.”

“I don’t really concentrate on what other people are doing as much. I’m just trying to better myself and to train and take acting classes, voice lessons—to keep up with my craft. I love to see as many shows as I can to see what works and what doesn’t. There are so many great shows here in the city so it’s great to do that,” he said.

Whatever the role, he added, “It’s the passion that drives me, and I just love to perform to tell a story.”

Adam describes himself as an easygoing guy.

“I don’t have many things that get me upset. I could be happy at home reading a book as well as playing chess in the park with the older gentlemen from different countries. That’s a little hobby of mine,” he said. “My wife will tell you that when it comes to games, I have to limit myself because I get hyper-focused. Otherwise I’ll lose myself and spend so much time.”

Adam joins Lea Salonga and other Filipino stage actors in a concert tribute to Stephen Sondheim on November 7 at the Alice Tully Hall, Lincoln Center.

TAYUG, Pangasinan, Sept. 2 (PNA) - Residents here, particularly the elders, hailed the proposed restoration to its original state of the old Gabaldon building of the Tayug Central Elementary School in Barangay “D” here by the Philippine Amusement and Gaming Corporation (Pagcor).

The proposed restoration of the old building, built in 1949 but was gutted in 2001, was initiated by Sixth District Rep. Marlyn Primcias Agabas.

Agabas, her husband Tyrone, a former Board Member of Pangasinan, accompanied a team of Pagcor officials led by Danilo Marcial, structural engineer, two weeks ago to conduct an on-site inspection of the proposed project.

Based on the plan for the project, the building will utilize its old foundation which was certified by the town engineer, Leovino Palis, as still stable and safe because there is no sign of cracks on its walling as it was built without the use of concrete hollow blocks.

Palis further certified that the Gabaldon buildings’s columns and walls were constructed with concrete mixture.

When finished, it will give additional 14 classrooms for the school, said Dr. Nora Ramirez, principal and OIC District 1 Supervisor, and Parents Teachers Association federation president Demetrio Gapasin.

The structure was among the original school buildings that was built in Pangasinan after the post-war, with some historical significance to the people of Tayug. (PNA)

Philippine Eagle program in place around San Roque

SAN MANUEL, Pangasinan, Sept. 2 (PNA) — A five-year program to bring Philippine Eagles into the vast tropical forests near the San Roque Multi-purpose Dam Project (SRMDP) in San Manuel town is now in place.

Tommy Valdez, vice president on corporate’s social responsibilities of the San Roque Power Corporation (SRMDP), said this is part of his company’s bird conservation program supported by the Philippine Bird-Watching Club Inc.

The club, he said, already identified 65 bird species living in the tropical forest around San Roque dam, up from 29 species they discovered when they launched the bird conservation program three years ago.

“We already have a bird conservation program but in addition to this, we are helping the Philippine Eagle Foundation to have an assessment on the possible Philippine Eagle habitat in the Cordillera and Caraballo mountains,” Valdez said.

He said if the assessment will tell that the area is a favorable habitat for Philippine Eagle, they will bring two eagles, a male and a female, from Davao to be raised in the area.

Valdez said the activity, called bio-diversity assessment, will confirm previous reported sightings by members of the Philippine Eagle Foundation of some Philippine Eagles flying in the Cordillera and Caraballo mountain ranges.

As a result of the assessment, he said, they will know the proper tree or animal species that would have to be raised and protected in the area.

“Thus, the Philippine Eagle will become a rallying point in seeking better watershed management protection in the Cordilera and Caraballo mountains,” he said.

Part of the program is to bring back the old tree species growing in Philippine tropical forests that had vanished for decades aimed at making the San Roque as depository of these trees. (PNA)

Pangasinan registers P182-M damages from typhoon 'Mina'

LINGAYEN, Pangasinan, Sept. 1 (PNA) - Some P182,087,428 worth of agricultural crops and infrastructure were lost in the province due to flood spawned by heavy rains dumped by Typhoon "Mina".

A partial damage report compiled by the Provincial Disaster Risk Reduction Management Council (PDRRMC) headed by Governor Amado Espino Jr. stated that losses in agriculture reached P137,887,428 while that in infrastructure climbed to P44,200,000.

PDRRMC spokesperson Avenix Arenas said the P137-million losses in agriculture include those from rice, high value commercial crop, fishery, livestock and poultry.

PDRRMC said that the typhoon affected 21 towns and three cities. Tagged as worst affected are the towns of Sta. Barbara and Calasiao whose many barangays are still flooded today (September 1).

Arenas said the damages may yet increase once the reports from other affected towns of Pangasinan are already in.

At the same time, two persons died and another was injured during the onslaught of the typhoon.

The two fatalities are siblings who died when their house in Barangay Rabon, San Fabian was buried by a mudslide. The lone injury came from San Jacinto. (PNA)

SM turns over new Eco Bags to provincial government of Pangasinan

LINGAYEN, Pangasinan, Sept. 3 (PNA) — The provincial government of Pangasinan is being encouraged to be involved in sustaining and preserving the environment through the use of Eco Bags.

This was made when a hundred new SM Eco Bags were turned over by SM City Rosales Mall to Governor Amado Espino Jr. and Vice Governor Ferdinand Calimlim last Sept. 1 at the provincial capitol.

SM City Rosales Manager Jersey Mendoza turned over the Eco Bags to the two highest officials of Pangasinan.

Mendoza explained that the turnover of the Eco Bags is SM City Rosales’ way of involving the province of Pangasinan and its people to act in saving the environment.

He said that the use of Eco Bags is another campaign to discourage the use of plastic, a non-biodegradable material, thus promoting “simple but huge action in addressing environmental issues.”

Before the turnover, the new SM Eco Bags were launched last August 24 at SM City Rosales Event Center.

This was made prior to the celebration of the International Year of the Forest in order to create awareness in supporting the movement to protect Mother Nature.

With the theme “I am In; I am Involved”, SM Rosales wants to stir up the participation of local governments in the campaign to protect the environment.

SM City Rosales considers the involvement of Governor Espino and Vice Governor Calimlim as very vital and could set a trend on the use of Eco Bags in shopping among their constituents in Pangasinan.

Environmental issues such as global warming, influx of massive garbage, and pollution are very crucial, thus the need for the immediate action to prevent enormous destruction of the environment.

SM City Rosales said the new Eco Bags are a tool to at least ward off environmental damage and later on heal the environment with the help of LGUs and their people. (PNA)

Urdaneta City closes its door to Baguio's garbage

URDANETA CITY, Sept. 3 (PNA) — The city government has stopped Baguio City from further dumping its solid wastes at Urdaneta’s engineered sanitary landfill in Sitio Calegu, Barangay Catablan that may force the latter to spend more by bringing its garbage to Capas, Tarlac.

Six drivers and helpers of three dump trucks from Baguio that were about to deliver garbage to the site Thursday night without the knowledge of sanitary landfill officials are now in the custody of the local police and charged for violation of a city ordinance.

The dump trucks were loaded with garbage that came from Baguio’s Irisan dumpsite when they were stopped by the police who were summoned to the area by City Administrator Ronald San Juan.

The police sent by Superintendent Fidel Drapeza, chief of police, invited the drivers and helpers of the dump trucks to the police station to explain why they were about to deliver the garbage to the city’s engineered sanitary landfill without permission from the city government.

Baguio already delivered garbage to Barangay Catablan here last month per an agreement made earlier by Mayors Amadeo Perez VI of Urdaneta and Mauricio Domogan of Baguio, but the delivery was supposed to be made only at one time.

The first delivery last August 30 was equivalent to 220 tons and no further delivery was supposed to be done after.

But according to landfill officials, several more trucks from Baguio attempted to deliver their back-load of garbage two days after, thus they were stopped before they can reach the site.

There was a report that before this, one dump truck was already returning to Baguio after dumping its back-load at the site at an ungodly hour when no one was guarding the facility.

After this incident, security at the site was tightened to prevent any more dumping of wastes by unauthorized persons.

It was learned that Baguio also negotiated to bring its garbage to Malasiqui, Pangasinan which maintains a controlled dumpsite but officials there immediately turned this down.

Pressured by the Department of Environment and Natural Resources to do something about its mountain of garbage at Irisan dumpsite after five persons died in a reported "garbage-slide" at the height of typhoon “Mina,” Baguio looked for places where it can channel its wastes.

With Urdaneta closing its door to Baguio's garbage, the resort city is now left with no more option but to bring its waste to Capas, Tarlac, but will have to spend more for the fuel of its dump trucks. (PNA)

2011 outstanding marine protection areas of PH cited

QUEZON CITY, September 3 (PIA) -– The country’s outstanding Marine Protection Areas for 2011 were cited at the 2011 MPA Awards and Recognition rites held on August 31, 2011 at the Bahay ng Alumni, University of the Philippines, Diliman, Quezon City.

Dubbed as Para el MAR, the award aims to helps promote Marine Protected Area’s good practices through an incentive system where then MPAs with exemplary management practices are being recognized and their good practices are used as model for other MPAs to follow.

The 3rd Para el Mar Awards top prize was awarded to the country’s most outstanding MPA of 2011, the Bangaan Marine Sanctuary, Tungawan, Zamboanga Sibugay.

The 2nd prize went to Bangrin Mangrove Marine Protected Area, Bani, Pangasinan while two MPAs shared the third prize. These are Twin Rocks Marine Sanctuary in Mabini, Batangas and Tambunan Marine Protected Area, Tabina, Zamboanga del Sur.

A special award was given to Tubbataha Reefs Natural Park for being a UNESCO heritage park and protecting more than 90,000 hectares of biologically diverse marine area.

For the 3rd Para el MAR, winners were chosen from 117 nominations representing 17 provinces all over the country. Out of these, 14 finalists stood out based on their level of management effectiveness, scores and MPA size. Field evaluation was conducted by MSN members and partners to determine the top three winners.

The general criteria used for the final evaluation were: (1) Management effectiveness, (2) bio-physical and ecological impacts, and (3) social and economic benefits of the MPA.

The winners received cash prizes from generous sponsors: 1st prize, Foundation for the Philippine Environment (FPE), P100,000; 2nd prize, DOST-PCAMRD: P50,000; and 3rd prize, DA-BFAR: P35,000 each. The cash incentive will hopefully further support their MPA management activities and projects.
The event was attended by the directors of DENR-PAWB, DOST-PCAMRD, DA-BFAR, representatives of the sponsoring organizations, mayors of the MPA finalists, other local government units, press people, MSN partners and other guests.

The special guest speaker was Congressman Erin Tañada who was represented by his chief of staff, Ms. Jessica Cantos. The event was enlivened by theater actors, Ms. Bibeth Orteza and Mr. Joel Saracho as program hosts. The awards night ended with a speech by Dir. Cesario Pagdilao of DOST-PCAMRD and by Dr. Perry Aliño, the MSN Coordinator.
The 2011 MPA Awards and Recognition event was organized by the Marine Protected Areas (MPA) Support Network [MSN] in cooperation with the Foundation for the Philippine Environment (FPE), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, United States Agency for International Development (USAID)-Philippine Environmental Governance Project (ECOGOV), Asian Development Bank (ADB).

Dagupan volunteer firefighters to receive P2 million

DAGUPAN CITY – The Panda Volunteer Fire Brigade will be receiving P2 million assistance from the city government.

The first P500,000 will be given next week while another tranche with the same amount will be given before the year ends. The rest will be given next year.

This was announced by Mayor Benjie Lim when he graced the non government organization’s (NGO) induction program held recently at the Star Plaza Hotel here.

The donation is the city government’s way of expressing gratitude to Dagupeños Panda's incomparable selflessness for fighting fires many years now.

He said the Panda Volunteer Fire Brigade earned an enviable reputation built through years of service.

"Because of the discrimination against the Chinese immigrants … our forefathers decided to have their own fire brigade to serve their cause and interest," he said.

“Whenever there is fire, Panda is always there," the mayor stressed.

Panda firetrucks are often the first to arrive whenever there is fire in the city or in other areas in the province.

Lim said the members of the Panda Volunteer Fire Brigade also contributed to the city's effort to Achieve the Guinness World Record for the longest grill several years ago.

The Panda Volunteer Fire Brigade of Dagupan and Pangasinan was established in 1980.

“We thank our leaders and fellow members of our home community for accepting our humble hand in support of our Philippine institutions for all the years since Panda’s humble beginnings,” is the message posted at the fire brigade’s facebook account.

After being lauded by the education sector and the Commission on Human Rights for the successful launching of the first ever Children’s Congress and Fair last year, Vice Mayor Belen Fernandez and the Sangguniang Panlungsod vowed that this year’s Children’s Congress will be bigger and more fun.

An estimated 22, 500 pupils, students, teachers and parents are expected to attend the 2nd Dagupan Children’s Congress and Fair which will be held at CSI Stadia on October 4-6, 2011.

With the theme “Educational Awareness on Modern Technology”, the event, according to organizers, will accommodate 15 batches, each with 1, 500 participants and will exclusively be for teachers and currently enrolled pupils and students in Dagupan City.

Like last year’s Children’s Fair and Congress, onstage and booth activities will again be exhibited.

Also coinciding with this year’s Children’s Congress and Fair is the celebration of the World Space Week which will be attended by officials from Department of Science and Technology, Science Education Institute and the city government, also at CSI Stadia on October 4-6.

Central to the theme “50 Years of Human Space Flight”, the World Space Week will showcase different exhibits and workshops for teachers and students on human space explorations.

A robotics forum and exhibit, water rocket design training-workshop, water rocket launching competition and an on-the-spot poster making contest will also be held in the said event.

Sponsored contests such as the Century Tuna sandwich and salad challenge for mother and child tandems, Del Monte fruit salad challenge for father and child tandems, Angel halo-halo making challenge for 6-17 year old students, Jack ‘n Jill Hip-hop dance contest, Rejoice groove dance contest and Little Mr. and Ms. Lactum are also among the activities lined-up in the said affair.

Prices of lowland vegetables also up in the local markets

BAGUIO CITY, Sept. 5 (PNA) - An official of the association of vendors here Monday said that both highland and lowland vegetables sold here have higher prices prior to the devastating effects of the recent typhoon "Mina."

Vic Calimlim said bulk suppliers of lowland vegetables like eggplants, tomatoes, string beans, ampalaya, okra, horse radish and peas have increased their prices due to lower supply.

"We were informed that many of the vegetable farms in Pangasinan and the Ilocos provinces were flooded during the recent typhoon leading to the destruction of some of their crops, which include vegetables. Similar thing happened in our localities in the Cordilleras that we cannot avoid the situation where increase of the prices of our vegetable come as a result due to the calamity," he said.

To date, Benguet province which is the chief producer of temperate vegetables, is under a state of calamity not only due to the wanton destruction in agriculture but also on infrastructures like roads and bridges due to the typhoon.

Calimlim also observed that for a time, prices of strawberries which now fetch between P250 to P275 a kilo would persist until summer.

Many strawberry fields in Benguet were submerged in floodwater for a week due to the unprecedented great volume of rain spawned by the recent typhoon. (PNA)

P200-M Korea-PHL Rice Processing Complex opens in Pangasinan

STA.BARBARA, Pangasinan, Sept. 6 (PNA) — Agriculture Secretary Proceso Alcala, assisted by Pangasinan Governor Amado Espino Jr., opened on Monday the newly-built P200 million Rice Processing Complex (RPC) in Barangay Tebag here, funded and built by the Korean government through the Korean International Cooperation Agency (KOICA).

On hand to turn-over the newly completed facility to the DA and the provincial government were Kim Jinoh. KOICA resident representative and other Korean officials.

Also present during the inauguration were Pangasinan Third District Rep. Rachel Arenas, Sta. Barbara Mayor Lito Zaplan and DA regional Executive Director Renato Maguigad.

Subsequently, Alcala and Espino signed a memorandum of agreement (MOA) with the National Agribusiness Corporation (Nabcor), the government agency that will operate the project.

Agriculture Undersecretary Bernadette Romulo Puyat said the complex itself has an area of 1,750 square meters, with state-of the-art mechanical drying facilities milling machinery, storage and marketing facilities.

It has drying capacity of 5,600 metric tons of palay per year or 1,000 tons per day. Moreover, it can mill 250 cavans of palay per hour.

Puyat said aside from providing machineries and equipment, KOICA also sent experts to supervise and manage the facility, located on a lot inside the Pangasinan provincial nursery made available by the provincial government.

Secretary Alcala hailed the project as a symbol of friendship and cooperation between the Philippines and the Korean government as well as the Philippine government and the private sector, which include the stakeholders.

He said the complex will not only ensure fast drying and milling of palay but will also minimize losses attendant to processing, so farmers will get more out of their palay harvests.

Alcala sees the complex as a boon to increase rice production in Pangasinan even as he urged local farmers to integrate so that they can sustain the needs of the processing plant on a year-round basis.

Nabcor headed by Alan Javellana will operate the complex by buying at commercial rates unhusked and still wet palay harvests of farmers, dry, store and mill them into top quality grains and sell the milled rice at prevailing market prices.

The complex is equipped with advanced milling technology that includes a controller, huller, husk aspirator, pre-cleaner, paddy separator, brown rice de-stoner, two-stage abrasive polisher, rice bins, color sorter, length grader, conveyor, grader and dust collector.

Alcala said the complex will encourage farmers to produce more, noting that the countries of the world that are progressing dramatically are those that decided to go back to agriculture.

Governo Espino sees the plant as a big boon to help bring back to Pangasinan its old glory as the leading rice producing province in the country, saying that he can remember as a boy when Pangasinan used to be second to none in terms of rice production.

He said the farmers in Pangasinan not only need high-yielding rice seeds and irrigation but also post-harvest facilities, such as the newly-inaugurated RPC in Sta. Barbara.

He called on farmers not to quit and leave their farms as it is through their labor that the province can go back on top as the country’s leading rice producer in the country.

Rep Rachel Arenas lauded the Korean government which she said did not vacillate in lending its expertise to help the Philippines as evidenced by the modern RPC built in her district.

On the other hand, Koica’s Jinoh said that that the facility is his country’s contribution to the Philippines so that it can achieve its vision of rice sufficiency by 2013.

He said this is only the second RPC built by the Korean government through KOICA in the Philippines. The first one was built in since 2006 in Baler, Aurora.

Koica’s other RPCs will be built in Matanao, Davaol del Sur; Pilar, Bohol; and Pototan, Iloilo. (PNA)

Medical mission highlights Caritas Day in Dagupan

DAGUPAN CITY, Sept. 6 (PIA) -- Several free medical service activities were conducted Monday at the St. John Cathedral here as part of the celebration of the Caritas Foundation Day.

The services given were bone density check, blood sugar testing, Electrocardiograph and dental service. Free medicines were also given to the patients after the checkup.

Aside from these, a bloodletting activity led by the Red Cross Pangasinan Chapter was also held.

Fr. Allan Soriano, social action ministry director of the Caritas Foundation Lingayen-Dagupan Chapter, said this was the first time that the chapter conducted such activities coinciding with the Caritas Day.

He said the activities aimed to bring awareness to the people and to the group members that it is not only the government that makes such activities.

The activities were not intended to address specific social issues but rather were done as fulfillment of one responsibility towards his or her neighbor, he pointed out.

The Caritas Day coincides with the death anniversary of Mother Theresa who was known for her charitable works during her lifetime, he added.

Concurrently, the local parishes were given several seedlings, which were planted on their backyards later that day.

A cleanup drive, Brigada Linis, and a feeding program were also simultaneously conducted.

The activities, he said, “took into consideration the total aspect of a person’s needs.”

Several religious organizations such as the Marriage Life Apostolate and the Knights of Columbus as well as Catholic schools in this city participated in the activities.

Rice processing complex in Pangasinan inaugurated

MANILA, Sept. 6 (PNA) -- The Republic of Korea (ROK) has reaffirmed its commitment in helping the Philippines achieve rice self-sufficiency during the inauguration ceremony of the Korean government–funded $ 5-million Rice Processing Complex (RPC) in Sta. Barbara, Pangasinan on Monday.

In his message, Korea International Cooperation Agency (KOICA) Philippine Office Resident Representative Mr. Kim Jinoh noted that the project aims to produce high-quality rice and reduce postharvest losses and marks the start of a new partnership in agricultural development.

“We believe that our RPC project would help achieve the vision of the Philippine Development Plan 2011-2016 for a competitive, sustainable and technology-based agriculture sector that contributes to inclusive growth and poverty reduction," he said.

"Moreover, the RPCs are envisaged to help improve food security, increase rural incomes, and support the attainment of the country’s goal of rice self-sufficiency by 2013. With the completion of RPC Pangasinan, this vision could now become a reality,” he added.

Three more RPCs are presently being constructed in the major rice-producing provinces of Bohol, Iloilo and Davao del Sur as a commitment of the Korean government to continue and steadily increase development assistance to the sector.

In 2006, the Korean Government, through KOICA, established the Korea-Philippines Modern Integrated RPC in Baler, Aurora that helped reduce postharvest losses from 15 percent to eight percent as targeted by the Department of Agriculture (DA).

Moreover, various projects have been assisted by Korea ranging from irrigation, rice production, seafood processing, agro-industrial development, and livestock improvement.

HK firm commits $1B for mining

Vulcan Industrial and Mining Corp., together with Vulcan Materials Corp., has signed a memorandum of understanding with Hong Kong-based China Trend Investments Ltd., for the latter’s possible participation in mining projects.

China Trend – known for its technical and financial expertise in exploration, design, construction and operation of mines – has pledged up to $1 billion in investments.

Within 60 days, China Trend will sign a two-year memorandum of agreement under which it will pay Vulcan $1 million and will identify projects that can be pursued.

"Vulcan can get advances against royalties up to a maximum of P500 million, payable 30 percent in the first year from date of signing of MOA, 30 percent after 18 months and 40 percent upon the end of the two-year period of the MOA," according to a disclosure to the Philippine Stock Exchange.

Vulcan and China Trend signed the contract during the state visit of President Aquino to China.

China Trend and Vulcan officials were also given a private audience where they outlined the development plans for the mining projects.

Vulcan Industrial’s claims include gold prospects in Cordon, Isabela and Pintuyan in Southern Leyte, aas well as copper in Sipalay, Negros Occidental and Damutan, Negros Occidental.

It has copper and gold prospects in Manay and Taragona in Davao.

Vulcan Materials’ mining claims are in the Subic Gabbro project in Zambales; Palawan silica sand in Roxas and San Vicente; Morong concrete aggregates in Bataan; Batangas concrete aggregates; Bolinao cement/limestone project in Pangasinan, and the Comet project in Dinagat.

Disaster risk reduction staff instant heroes during typhoon

LINGAYEN, Pangasinan - A member of the Provincial Disaster Risk Reduction Management Council (PDRRMC) and two policemen became instant heroes when they risked their lives saving three persons drowning from flashflood in San Fabian town.

This took place at the height of Typhoon Mina last August 27.

The heroic feat was made by George Liquiran, a member of the medical team of Water Search and Rescue (Wasar) of the PDRRMC who conducted rescue operation in Barangay Angio, San Fabian, together with two Special Weapons and Tactics members, Police Officer 2 Nelson G. Lomanog and Police Officer 1 Ulysses S. Poserio.

Liquiran, a native of Doyong, Calasiao, said they were on board a Philippine National Police truck while on their way to Barangay Anonang in San Fabian last August 27 around 3 p.m. to conduct rescue operations on families needing evacuation from the rising floodwater.

While passing through Barangay Angio, on their way to Anonang, they saw a cab where three passengers were on board, including the driver, while cruising a flooded road.

Due to the strong current, the cab was swept by the current and overturned.

Laquiran and the policemen immediately alighted from the truck and rescued the passengers and the driver.

“The current was strong so it was difficult to swim but we did not mind this and just had to swim in order to reach for the three persons on the verge of getting drowned,” he said in vernacular.

Liquiran said he and his colleagues did this for public service.

Laquiran was with the Philippine Red Cross (PRC)-Pangasinan from 2005 to 2009.

He admitted that his stint with the PRC for four years opened his heart to serve his fellow Pangasinenses desperately in need of help.

He became part of the PDRRMC Medical Wasar in 2010. (PNA)

The Calasiao church in Pangasinan is considered a national shrine

CALASIAO, PANGASINAN– Parish priest Fidelis Layog believes this town’s greatest treasure is its Spanish-era church. Also known as the Parish of Saints Peter and Paul, the church of Calasiao houses valuable antique and other centuries-old artifacts.

Built in the 17th century, it is the second oldest church in Pangasinan (next to the San Carlos church) but is considered the most well-preserved.

It houses an original retablo – a Baroque-style carved wood where statues of saints are placed – prominently displayed behind its altar. Apart from the prized retablo, the painted ceilings and the overall exterior have been preserved by parishioners for centuries.

The Calasiao church is among 30 Spanish-era churches that are registered as “National Cultural Treasures” and whose preservation is designated of utmost importance by the National Historical Commission.

The Catholic Bishops Conference of the Philippines is also promoting it as a must-visit among Colonial churches in the north.

“Despite these recognitions, we still need to work on promoting awareness to both locals and tourists so that they may be able to appreciate the value of this church,” says Father Layog, noting that Calasiao is still not as visited as other Baroque-style churches in the Ilocos region.

He laments that the church does not even have a market indicating that is a National Shrine. Already, he’s making it his mission to gather support from the locals of Calasiao in preserving this cultural and historical treasure.

“We are hoping that soon, people will come to us not only during the Lenten season but they’ll also visit to pray and then appreciate the church structure.. as it is after all part of our rich history,” says Father Layog.

The church also has a bell tower and a bricked front wall, which were renovated after a devastating earthquake in 1990.

MAYOR Benjamin Lim asserted that there was a plan to “transform” the derelict MC Adore Hotel into Dagupan’s government center but said it was not his fault that it did not push through.
He made the clarification in a press release to refute the claim of PUNCH editor in his ‘Punchline’ column that he never presented a plan for the purchased hotel property.
In a press release issued to the local media, the mayor pointed to the failure of former Speaker Jose de Venecia to help in the effort to transform the building into a city hall as one of the reasons why the building was never developed.
“I asked for the help of then Speaker Jose De Venecia Jr. ya tulungan to tayo ya pitongtongan iramay national agencies tapian diad ground floor lara man-abang. Nothing happened. I left as a mayor and now I am back. Say tepet? ‘Antoy gawaen tayo natan ed MC Adore no bilang ta agtila tan nagawan city hall? Siempre no walay mangaliw, ilako tayo. For as long as we don’t sell it at a loss,” Lim said.
The former Speaker could not be reached at presstime for his reaction.
The press release, however, did not explain why the mayor he is no longer pursuing the plan now that he is back in office and would simply rather have the city sell it to an interested group.
It was Lim who initiated the purchase of the MC Adore property from the government’s Assets Privatization Trust for P50 million using a loan which was paid for by the city over five years ending in 2007 ostensibly as the site for a new city hall.
In the same release, Lim, for the first time, outlined the supposed plan for the building: ground floor to be rented to the Department of Foreign Affairs (DFA), the Social Security System (SSS) office and PhilHealth;
Second floor as an extension office of SSS and PhilHealth, the city’s One Stop Shop for businesses, the Register of Deeds and a Theater;
Third floor for the offices of the vice mayor and the city councilors with conference room and the Sangguniang Panlungsod (SP) session hall;
Fourth floor will be the offices of the City Administrator, Agriculture, Budget, Treasury, Accounting, and Bureau of Internal Revenue, Department of the Interior and Local Government and Commission on Audit.
Fifth floor for the City Engineer’s Office, City Planning and Development Office, General Services, City Legal and an area for mayor’s staff; and sixth floor for the mayor’s office; the rooftop for the City Information Office; seventh floor for a deck and swimming pool.
The city information office said the mayor is now leaving it to the city council whether to have the property bidded out.

The mayor said he is in no rush to sell the property but queried why the SP has not responded to the letter of offer of Abros Realty sent more than three months ago.

Pangasinan's rice processing complex seen to boost income, output

Rice farmers in Pangasinan now have a better chance to earn higher farm income with the establishment of the Rice Processing Complex in Sta. Barbara.

A project of the Korean International Cooperation Agency and the Department of Agriculture, the RPC is projected to stabilize the price of rice in the province as it can buy paddy (palay) from the farmers at a competitive price.

The RPC is also expected to increase rice productivity as it will significantly reduce postharvest losses for it houses modern facilities for off-farm postharvest operations such as drying, milling, packageing and storage.

Crispulo G. Bautista, DA-Regional Field Unit I technical director for LGU support and extension and RPC project manager, says the RPC has five mechanical dryers, which can accommodate 50,000 kilograms of wet paddy per day. He also says that the availability of dryers could discourage farmers from practicing the "traditional way of drying palay along the highway."

A higher milling recovery rate is also projected to be achieved with the RPC. Although "Pangasinan has a lot of ricemills, a survey reveals that all of these are the traditional ones with a milling recovery of only 56 to 60 percent," says Bautista. "The RPC, on one hand, could get as high as 65 to 68 percent milling recovery."

Bautista also said that the RPC would also boost Pangasinan's capacity as one of the top rice producers. With over 240,000 hectares planted to rice, Pangasinan is the country's biggest rice producer, after Nueva Ecija and Isabela. In 2010, its palay harvest reached 940,700 metric tons, according to the Bureau of Agricultural Statistics.

But not all of the harvest were processed in Pangasinan. Bautista said "traders and millers from Isabela, Nueva Ecija, Bulacan and nearby provinces went to Pangasinan to buy palay for processing."

Moreover, RPC's workforce has already undertaken a month-long intensive training by the Philippine Center for Postharvest Development and Mechanization last March. They were trained in different functions of the RPC, from paddy classification, marketing to operation of facilities.

Bautista said they are also thinking about the trademark for the "Pangasinan Rice" and hoping that it would also be one of the province's bestseller products like its Dagupan bangus and bagoong.

The city information office said the mayor is now leaving it to the city council whether to have the property bidded out.

The city hall, however, was quiet on the mayor’s initial attempt to secure an authorization from the SP for him to negotiate the sale. No suggestion of a public bidding was mentioned in the mayor’s letter to the city council when he endorsed the offer of the Abros Realty.
The mayor said he is in no rush to sell the property but queried why the SP has not responded to the letter of offer of Abros Realty sent more than three months ago.

Rice farmers in Pangasinan now have a better chance to earn higher farm income with the establishment of the Rice Processing Complex in Sta. Barbara.

A project of the Korean International Cooperation Agency and the Department of Agriculture, the RPC is projected to stabilize the price of rice in the province as it can buy paddy (palay) from the farmers at a competitive price.

The RPC is also expected to increase rice productivity as it will significantly reduce postharvest losses for it houses modern facilities for off-farm postharvest operations such as drying, milling, packageing and storage.

Crispulo G. Bautista, DA-Regional Field Unit I technical director for LGU support and extension and RPC project manager, says the RPC has five mechanical dryers, which can accommodate 50,000 kilograms of wet paddy per day. He also says that the availability of dryers could discourage farmers from practicing the "traditional way of drying palay along the highway."

A higher milling recovery rate is also projected to be achieved with the RPC. Although "Pangasinan has a lot of ricemills, a survey reveals that all of these are the traditional ones with a milling recovery of only 56 to 60 percent," says Bautista. "The RPC, on one hand, could get as high as 65 to 68 percent milling recovery."

Bautista also said that the RPC would also boost Pangasinan's capacity as one of the top rice producers. With over 240,000 hectares planted to rice, Pangasinan is the country's biggest rice producer, after Nueva Ecija and Isabela. In 2010, its palay harvest reached 940,700 metric tons, according to the Bureau of Agricultural Statistics.

But not all of the harvest were processed in Pangasinan. Bautista said "traders and millers from Isabela, Nueva Ecija, Bulacan and nearby provinces went to Pangasinan to buy palay for processing."

Moreover, RPC's workforce has already undertaken a month-long intensive training by the Philippine Center for Postharvest Development and Mechanization last March. They were trained in different functions of the RPC, from paddy classification, marketing to operation of facilities.

Bautista said they are also thinking about the trademark for the "Pangasinan Rice" and hoping that it would also be one of the province's bestseller products like its Dagupan bangus and bagoong.

Alaminos City, Pangasinan—
Mother Earth got a little help
from 100 volunteers who planted
seedlings at the city’s
mangrove park and cleaned the
coastline at the Hundred Islands National Park (HINP).

Volunteers of the 3rd Shore It
Up environment campaign, an
annual project of the Metro
Pacific Investments Foundation
Inc. (MPIFI), spent Saturday
afternoon planting mangrove seedlings at the Bued mangrove
park, a 10-hectare mangrove
forest along the coastline of
Bued village overlooking the HINP.

They also interacted with 50
school children from Bued and
Pandan villages, and gave them
bags and school supplies.

Mayor Hernani Braganza said the
mangrove park is flourishing
because at every opportunity
for more than 10 years now,
city officials, residents and
volunteers plant seedlings there.

The volunteers, who are
employees of various companies
under the Metro Pacific
Investments Corp. (MPIC), were
supervised by the city’s
agriculture office and assisted by students, boatmen, vendors and
residents.

Braganza cited the importance
of mangroves in maintaining
ecological balance, saying
mangrove forests are breeding
grounds of fish and shellfish and
prevent soil erosion.

Mangrove forests protect the
sea from pollution and act as a
defense of coastal communities
against storm surges, he said.

The Bued mangrove park has
also become a haven for local
and migratory birds.

“The city’s mangrove forest
benefits fishermen not only
because this ensures the
breeding of marine species but
because this could provide them
another livelihood as guides to bird watchers,” Braganza said.

celebration full of activities

(PIA) -- Several activities have
been lined up in Pangasinan in
celebration of the Tourism Month
in September.


Formal opening is set on Monday
at the provincial Capitol where
the Pangasinan Hymn will be
officially launched. Also set for
launching on that day is the
Pangasinan Culture and Arts Festival along with the “I Love
Pangasinan” campaign.


On September 16 at SM City
Rosales is opening program for
the “Baley Ko Idayew Ko” photo
exhibit. Also to be held on that
day are poster-making contest
and cultural presentations under the “Bali-balin Pangasinan”
program involving towns from
eastern Pangasinan.


Cultural presentations and
fashion show of festival queens
from the third and fourth
congressional districts will be
held on the following day also at
the SM mall under the “Panangidayew na Baley
program.”


Pangasinenses and their visitors
will also be treated at the mall
to a musical show featuring
Pangasinan songs and local
talents to be led by Pilipinas Got
Talent finalist John Michael Narag.


From September 12 to 16 are
the tourism caravan, laro ng lahi,
and skills competition in the
towns of the fourth district.


Under the “Baruy Pangasinan”
and “I Love Pangasinan”
campaign are lectures on
Pangasinan tourism and other
provincial government programs
at the Mangaldan National High School, Dagupan City National
High School and Urdaneta Central
School from September 19-23.


The first Pangasinan Tourism
Assembly for the orientation of

Japanese retirees in PHL give vocational training to Filipinos

BANI, Pangasinan, Sept. 9 (PNA) — A Japanese non-government organization (NGO) has sent retirees to give vocational training to adult Filipinos and to teach them and some school kids the Japanese Nihongo language.

In the Philippines since 2007, the retirees are with the Nippon Skilled Volunteers Association (NISVA) and had been giving trainings in sewing, welding and heavy machine operations as well as teaching Nihongo.

Shinji Okumura, bureau chief of NISVA Philippines, said those involved are senior volunteers, males and females, who have retired from their work in Japan and are now receiving social welfare benefits from the government.

Founded in Japan in 2004, NISVA has been harnessing the services of retirees for them to impart their know-how in different trades with other peoples of the world so that they can improve their productivity and income.

The volunteers are now training women in sewing and men on welding in the island of Pugaro in Dagupan and teaching Japanese language to students of La Sallette School, also in Dagupan, said Okumura.

In Pugaro, the Japanese NGO is also helping build a water system so that the residents of the isolated island village of Dagupan will finally have a source of potable water and need not fetch water anymore from the city proper in the mainland.

Okumura said another group of senior volunteers is training on sewing, welding as well heavy machine operations in Sual in partnership with the municipal government led by Mayor John Rodney Arcinue and the Team Energy, a Japanese company operating the Sual Coal-fired Power Plant.

They also teach local folk in Sual the Japanese language.

Other Japanese senior volunteers are in Naga City and some parts of Mindanao, working on the same projects.

Okumura said NISVA is receiving funding support from the Nippon Foundation and various other donors for it to be able to send its senior volunteers overseas to improve skills of workers of people of other races and spread the language and culture of the Japanese.

In Bani, Okumura is working with the municipal government headed by Mayor Marcelo Navarro Jr. so that NISVA can train local folks on the aspect of generating renewable form of energy. (PNA)

New highway from Pangasinan to Nueva Vizcaya proposed as PPP project

DAGUPAN CITY, Sept. 8 —- A board member of Pangasinan has revived an old proposal for the construction of a highway from Barangay Carmen in Rosales, Pangasinan, all the way to Santa Fe, Nueva Vizcaya passing through the old Villaverde Trail that was carved out during World War II.

Sixth District Sangguniang Panlalawigan Member Ranjit Ramos Shahani outlined the project as one of the highways to be built in Pangasinan under a consortium to be organized by several companies through the Public-Private Partnership concept.

Speaking during Wednesday's Media in Action Forum of the Pangasinan Press Club (PPC) here, Shahani said the old Villaverde Trail was the route taken by the United States Armed Forces in the Far East (USAFFE) when they chased the retreating Japanese forces towards the end of World War II during the liberation of Luzon.

Shahani said the new highway was proposed way back during the administration of former President Fidel V. Ramos as a shorter route from Pangasinan to the Cagayan Valley, passing the historic Dalton Pass in Sta. Fe, Nueva Vizcaya.

Incidentally, according to Shahani, the Maharlika Highway is now being built from San Jose del Monte in Bulacan all the way to Cagayan, perpendicular to the Tarlac-Pangasinan-La Union Expressway (TPLEX).

With the anticipated benefits of the proposed highway from Pangasinan to Nueva Vizcaya, the project is set to be recommended by Shahani to be included in the Pangasinan development agenda from 2011 to 2016 for endorsement by the Regional Development Council (RDC).

He said the project does not need Overseas Development Assistance (ODA) since it will be endorsed to be funded by a consortium of several businesses, like those backing the construction of TPLEx.

Shahani is optimistic that once the new highway is in place, the town of Rosales could boom and become the fifth city in the province of Pangasinan.

He said the proposed highway will also explore the potentials of Malico, a mountain barangay in San Nicolas, Pangasinan, which has a weather similar to Baguio’s and could be developed as an alternative summer capital of the Philippines.

“With a boundary dispute between San Nicolas, Pangasinan and Sta. Fe, Nueva Vizcaya still unresolved, we can devise an acceptable scheme so that Barangays Malico and Imugan, Sta. Fe along the Villaverde Trail can be developed jointly by the provinces of Pangasinan and Nueva Vizcaya,” Shahani added.

The new highway that will be built, he said, can attract foreign investors who can put up mountain resorts, similar to Camp John Hay in Baguio, where tourists can make a visit year-round.

Not So Fast -- Tito F. Hermoso

Partnership needed

Once upon a time in this troubled land presided a hopeful and universally admired administration that was annoyed by and allergic to unsolicited advice.

We are not the tut-tutting kind but one can only suppose that if that almost sainted administration wasn’t annoyed and allergic to unsolicited advice, all those destructive coups, infrastructure decay, power failures, foreign investor exodus along with unions and local governments empowered unto abuse could have been avoided.

To be fair, our status as a pariah in debt circles stunted the growth of our economy a quarter of a century ago. Being the ugly duckling of the ASEAN tiger economies, we managed to dig ourselves a deeper hole via a prevailing mood of jingoist nationalism, driving away foreign investors. Our democracy degenerated to ochlocracy. Justice was by viva voce and mass media lynching, courtesy of yellow journalism unchecked in its newfound power and freedom from censorship.

While all hell was breaking loose, there was still a dedicated cadre of technocrats, career civil service executives who earned their positions through merit. With the change in dispensation, bureaucrats of the political appointee kind decamped with their former masters.

Government at that time had infrastructure plans for the future and despite the malaise of the new amateur ochlocracy and the loss of credit standing, there was hope that the infrastructure backlog could now be planned without politicking. Besides, the cadre of career service executives already had established professional dialogue with international multilateral aid and development assistance agencies in the planning of infrastructure. There were blueprints that any NEDA five-year development plan would be proud off and projects that met the stringent economic impact criterion of the ICC (Investment Coordination Committee). Amid the ruins of a degenerating economy, there was hope.

Eight years after, the BOT Law came on stream and we were flooded with grand projects, solicited and unsolicited, with equally grand financing. Besides a whole new power grid and dozens of plants to tackle the power fiasco, there were dozens of toll road projects, with Hopewell’s Sual, Pangasinan to Pagbilao, Quezon scenic Sierra Madre expressway as the most spectacular. The momentum carried on to railways, airports and Ro-Ro ports. This youthful Asian exuberance was felled by the Asian financial crisis. Since then, however, infrastructure has picked up the pace, largely because of the determination and perseverance of the private sector.

Though still busy making infrastructure plans itself, the government could not match the access to credit, innovation, creativity and vision of the private sector, no doubt a result of decades of underfunding as such “planning” does not excite the popular vote of the ochlocracy.

Hence by default, most of the infrastructure plans were from the private sector. Aside from not being as risk averse as government, the private sector plans were also commercially astute. Of course the profit motive makes any institution more agile and imaginative. The BCDA, technically a government agency custodian-investor-rain maker of converted bases real estate, is run along private sector lines. Its notable successes are Clark, Subic, John Hay and Bonifacio. But the most successful out-of-box project that it ever dealt with was unsolicited: the SCTEx.

At inception, the Cassandras outnumbered the visionaries. Highways experts scoffed at the limited traffic it would generate and the loss it would incur. Its route, through Pinatubo’s virgin landscape, was nowhere linked to any DPWH network. The more suspicious looked at the project as a milking cow for the influential. But the SCTEx found a willing investor in the most conservative of Japanese institutions: the JBIC. It gave BCDA 40 years, terms that no local or Asian bank could match. The SCTEx was to be built and finished to Japanese dual carriageway standards. Local contractors applying for subcontract work were insulted when they did not pass Japanese standards. Several “demolition jobs” against the project sprouted in the tabloid press. But now, the SCTEx is a reality and a necessity. Having been successful, JBIC is willing to finance the BCDA to continue the dual carriageway SCTEx to La Union (TPLEx) and a spur to Dingalan Bay on the Pacific Coast. (Today’s TPLEx stage 1 reaching Gerona, Tarlac as a two-lane single carriageway highway is privately funded by PIDCo.)

The success of the SCTEx encouraged and revived other private sector businesses to offer unsolicited proposals not just for toll highways, but also for high-tech adjustable Ro-Ro ports, the dredging of silted lakes, hydroelectric dams, ports, railways, power plants, smart grids, nationwide broadband, integrated metro-transit intermodal systems, trams and commuter light railways.

Alas, all of this is in limbo. It would appear that in the course of investigating corruption, today’s government looks at unsolicited proposals as a corrupt practice. Corruption can and will happen if and when checks and balances are not triggered. In the BOT law and the PPP guidelines, there are strict conditions for a project to proceed and the final check-balance was the subjection of the project to a “Swiss Challenge”. Thus any unsolicited proposal will always have to pass scrutiny as international anti-corruption standards must be met to secure donor or foreign financing. Classifying unsolicited proposals as corrupt is like throwing the baby with the bathwater.

The government should consider that the flag-hugging private sector, which benefits if the country catches up with its infrastructure backlog, is as zealously motivated to make plans where the government has none. In some PPP projects, the government has insisted that right-of-way purchases be shouldered by the project proponent. As in BOT, the government is supposed to own the road right of way so why is it passing that burden to the private sector? Where’s the partnership there? Or is the government idea of partnership like that of a jail warden whose attitude is guilty until proven innocent? Or does the cash register mentality reigns, making demands so onerous that the proposer will have no choice but to walk away? Does the witch hunt have to creep into even matters as boring as planning for our future?
