MANILA, Philippines - Puregold Price Club, a supermarket chain owned by Filipino-Chinese businessman Lucio Co, has lowered the offer price of its planned initial public offering.
In a presentation during a domestic roadshow, BDO Capital and Investment Corp. senior vice president Gabriel Lim said the price range for the Puregold IPO is now between P12.50 to P16.50 per share.
Based on the revised price, Puregold will generate between P8.62 billion to P11.38 billion in proceeds.
Earlier, the company set a maximum offer price of P18 per share, which would have gotten P12.4 billion in proceeds.
Based on the approved timetable, Puregold said the final price of the shares will be set on September 21. The offering will be from September 23 to 29 and it plans to list the shares on October 5.
Puregold, which operates 72 stores across the countrh, will use proceeds from the IPO to settle debt and finance store expansion.
The company will be spending P6.26 billion from 2011 to 2013 primarily to put up new stores in Davao, Rizal, Cavite, Bataan, Pangasinan, Baguio City, Ilocos Norte, Caloocan, Bulacan, Camarines Sur, Laguna, Quezon City, Legaspi City, Iloilo City, Leyte, Cebu City, Tarlac City, La Union and Albay.
Puregold also plans to settle P2.24 billion worth of debt with China Banking Corp., Metropolitan Bank & Trust Co. and Banco de Oro Unibank.

DAGUPAN CITY, Sept. 9 (PIA) -- Literacy for peace is the theme to be highlighted in the coming three-day National Literacy Conference in Quezon City that will draw educators and stakeholders to include those involved in the Alternative Learning System.
Education Secretary Armin Luistro said the conference aimed to raise awareness on literacy for peace and sustainable future among the participants who are going to share their good practices, reflect on peace situations and identify strategies and community intervention, and develop peace and literacy action agenda.
The nation observed Literacy Week on September 2-8 as mandated in Presidential Proclamation No. 239.
The conference at the Imperial Palace Suites on September 27-29 has as its theme, "Pursuing Community Development through Peace Literacy."
Luistro said the move was in line with the priority agenda of the United Nations Literacy Decade for the calendar year 2011-2012.
A highlight of the conference is the presentation of the National Literacy Hall of Fame Award to Tagum City for being three-time first place winner in the Outstanding Local Government Unit (component city category). The city was also a UNESCO International Literacy awardee for its exemplary accomplishments in literacy development.

STA. BARBARA, Pangasinan (PNA)--Agriculture Secretary Proceso Alcala said here on Monday that the P100- million Seafood Processing Plant in Dagupan City will soon be auctioned off.
Alcala spelled this out in a talk to newsmen after the inauguration of a modern Rice Processing Complex in Barangay Tebag here built on a P200-million grant from the Korean government.
The agriculture secretary said the bidding was strongly suggested by stakeholders of the bangus industry who met officials of the Bureau of Fisheries and Aquatic Resources (BFAR) in Dagupan City last week.
The team earlier met with Dagupan City Mayor Benjamin Lim who wanted the processing plant to be in the hands of the Dagupan city government.
The DA and the Dagupan city government co-own the facility.
The plant was already turned over to the BFAR by the past Dagupan City administration on a five-year period.
Based on Alcala statement, his office is inclined to place the processing plant in the hands of the private sector who are the fish processors themselves under the public-partnership scheme.
The fish processors use the facility to improve their products which they export to the foreign markets. As such, they pay a sort of toll fee to the BFAR which is temporarily managing the facility.
A management team formed by the BFAR, headed by Dr. Westly Rosario, chief of the National Integrated Fisheries Technology Development Center (NIFTDC), is presently overseeing the day-to-day operation of the plant (PNA)

VILLASIS, Pangasinan, Sept. 9 — Already acclaimed as the nation’s eggplant capital, the town of Villasis just by the bank of the Agno River in Pangasinan, is again eyeing to become the rice granary of Pangasinan with the ongoing construction of its P40-million Agro-Industrial Warehouse.
Mayor Libradita Abrenica said the complex is a big central post-harvest facility for palay being put up in Barangay Unzad by Fifth District Rep. Kimi Cojuangco, in her desire to boost rice production and increase the incomes of farmers in eastern Pangasinan.
Funding for the project came from the share of the district from excise tax on burley tobacco which is being produced in large quantities during summer in Villasis and other towns
When completed sometime next year, the facility can dry wet palay at the rate of 200 tons per day and at the same time provide warehousing for this farm product.
Abrenica said the first phase of the project will be completed by the end of the year, to be followed immediately by the installation of mechanical dryers ordered yet from abroad. The second phase will be the construction of the warehousing facility.
Thanking Rep. Cojuangco and her husband, former Rep. Mark Cojuangco for the project, Mayor Abrenica explained that the facility can be used not only by farmers from Villasis but also those from the other towns of the Fifth District of Pangasinan.
“We welcome the palay of farmers from other towns,” said Abrenica, adding that in availing of the facility, farmers will be charged only nominal fees.
She said that with the complex, farmers need not dry their newly harvested palay in road pavements anymore, a situation where the grains could be broken and destroyed by stress caused by every passing vehicle.
The mayor is optimistic that once the project is operational, it could put her town again in the map as the central warehouse for all palay produced in the eastern part of Pangasinan.
Villasis hosts the yearly “Talong” Festival in its effort to continuously promote its eggplant planted by farmers during the dry months.
At the same time, Abrenica announced that Villasis was picked by Rep. Cojuangco to again host one of the satellite dairy farms of the Fifth District central dairy farm in Barangay Maraboc, Laoac, Pangasinan.
She said that like the other satellite dairy farms in Sison and Alcala towns, the one in Villasis will raise cattle that will produce milk which will be brought for processing at the central dairy station in Laoac. (PNA)

saintm September 9th, 2011, 04:01 PM ^Old province po kasi ang pangasinan kaya makikipot mga kalsada just look at the old houses along the highway, hindi basta basta ang expansion ng kalsada unlike sa Mindanao or some visayan cities na malawak ang lupain before development or dating hacienda.. one signs pa dyan na maraming barangays sa pangasinan unlike those in newly develpoed provinces na oonti mga barangays.. meaning masamaaga nadevelop mga localities natin, going back. dahil dito nagkakaroon ng poor planning dahil ang sinusunod na alignment yung nung 1940s 50s pa.. unlike say sa GenSan na lately lang nadevelop yung city kaya malawak ang expansion.. say Urdaneta lately lang nag boom malawak ang expansion ng highway dahil dating palayan.. say Dagupan, Calasiao or Lingayen makipot kasi old tows/ cities sila.. just my one cent chika!

Example kung nagpunta ng manaoag at gustong magbeach sa western part ng province edi mas mabilis lang ang byahe. Malaking tulong din yun sa economy ng probinsya lalo na pag natapos yung airport sa alaminos at seaport sa sual.

Malico is the farthest and remotest barangay of the municipality being 40 kms. away from the town proper and adjoining our provincial boundary with the province of Nueva Vizcaya . In fact , it is nearer to Imugan , Nueva Vizcaya being only 13 kms away. It is bounded on the north by Kayapa, Nueva Vizcaya , on the south by Brgy. Cacabugaoan ; on the east by Imugan, Nueva Vizcaya ; on the west by Brgy. Sta. Maria East and Fianza.
It has an approximate land area of 710 hectares with pasture lands covering the biggest area of land, followed by cogon land. The irrigated land is the third biggest area, while corn land follows. The residential land covers the least land area classification . Malico produces mountain crops like sweet potato, gabi and vegetable such as cabbages, sayote ,. Baguio soil makes Malico an ideal place for vegetable production like Benguet . According to old folks,Malico derived its name from the winding flow of the Cabalisian River which originated from Malico and winds down the mountain connecting with Ambayaoan River in Brgy. Sta Maria East. As could be seen from a vintage point in the barangay, you could see the zigzagging flow of the said river or “liko-liko”and was later called Malico.
In the early 60’s Malico is a sitio of Sta.Maria until the PACD creation to undertake the developmental challenges and subdivision of the countryside that Malico devolved into a separate barangay . Also ,trival leadership devolved to political leadership to the barangay leaders of Malico . Yet the tribal leaders are still very much respected , revered and honored on matters pertaining to customs , traditions and critical issues and problems brought to them for decision and advice.
Malico is composed mainly of the Kalanguya ethnolinguistic group, but everyone knows the Ilokano dialect . The customs and traditions of the kalanguya tribe are much practiced and preserved by the barangay folks although majority of them were converted to Christianity through the long years of missionary work of Pastor Dilbert Rice, an American UCCP Pastor.Prominent families of the barangay are the Taciong Tindaan, Bugtong Ancheta, Lorenzo , Guzman , Lakias and Segundo among others .
In the early 70s , Malico could be reached easily by motor vehicles from the town proper through the winding Villa Verde Trail some 30 kms. away . Yet , the national government failed to maintain the trail plus the 1990 killerquake, that resulted to massive erosions , landslides and total destruction of the road. Presently it could be reached only through the mountain road of Imugan . Nueva Vizcaya . Thus going to Malico from the town proper is like going on a journey to Cagayan Valley as you have to take the route to San Jose City, then to Sta. Fe Nueva Vizcaya and via the mountain roads of Imugan and to Malico . This route covers aroung 60 kms. half of which is unpaved mountain road, and three (3) hours travel time.
The proposed construction of the Pangasinan Nueva Vizcaya Road will be a big boom not only to Malico , but also to the Municipality of San Nicolas Malico will become the “gateway to the Cagayan Valle”. Due to its high elevation good vegetation unique cold climate , Malico could become the summer capital of Pangasinan. The Villa Verde Trail will improve as a tourist destination due to its historic values as the battleground of the US Army 32nd (Red Arrow) Division and the Japanese Army during the World War II.
At present, Barangay Malico has seven puroks (groups) namely: Lupa, Camp 4, Sitio Singi,Purok Monumento, Purok Antero Malico Centro and Salaksak.

History
Well-informed old-timers in the municipality say that the town was founded in the year 1810 by Nicolas Patricio with his wife. Isidra Sangalang and a handful of followers. Jose Castillo. Raymund Umaguing. Bernardo Alimorong and others, who in 1780 started their exodus from the towns of San Jacinto and San Fabian to this part of the province with the missionary zeal of making this municipality a better place to live in. With the joint approval of his followers and the igorots who can be aptly called as the aborigines of this town, Nicolas Patricio y Mejia was appointed as their Kapitan (President) in the 1818. During his incumbency, the bond of their union was greatly strengthened as evidenced by later historical events. HE led them towards the realization of their obsession. His ideas led them where his heart follow. In the grateful recognition of his sacrifices and excellent leadership, his people christened this particular settlement after his name and eventually adopted San Nicolas de Tolentino as their patron saint.

Places of Interest
Due to its strategic location, San Nicolas is a place where we can find waterfalls from the Caraballo Mountain Range and a number of rivers that serve as a picnic ground for vacationers during holidays and summertime.
LIPIT FALLS is located in Barangay Sta. Maria East. It is an hour trail from the Red Arrow Monument along Cabalitian River. Best time to visit the place is of course during the summertime but it is also safe to go their during rainy seasons.
AGPAY FALLS is in Barangay San Felipe East. During the '70s up to the '80s it is actually one of the best natural tourist spots in eastern Pangasinan.
PINSAL FALLS 1, 2 and 3 is located in Sitio Nagsimbaoaan in Barangay Cacabugaoan. MAMBOLO FALLS located at Brgy. Salpad.

DAGUPAN CITY – “Ano ang karapatan niyang magsabi na hindi gustong i-operate ng lungsod ang fish processing plant sa Bonuan Binloc? Under what or whose authority?”
This was Mayor Benjamin S. Lim’s reaction to the statement of Vice-mayor Belen T. Fernandez in rejecting the move of the Bureau of Fisheries and Aquatic Resources (BFAR) and the city in drafting a memorandum of agreement for a joint operation of the said facility.
The move is the result of what was promised by Department of Agriculture Secretary Proceso J. Alcala to resolve the issue in a period of 60 days. In less than 60 days, Alcala sent BFAR Director Asis Perez to the office of the city mayor and assured Dagupeños that before the year ends, the plant will be in operation.
Recently, a certain lawyer Demosthenes Escoto of BFAR came over for the final drafting of the MOA.
Escoto was having a meeting with the representatives of the city government when Vice Mayor Fernandez arrived and intervened in the meeting. It was at this point that the vice mayor relayed her objections to the plan.
Lim clarified that the city need not get a go signal as the memorandum signed by then Mayor Alipio Fernandez Jr. and BFAR had not been consummated.
“Secretary Alcala himself admitted to me that the status of the MOA had not been consummated and suggested drafting a new MOA saying that it will be jointly operated by the city government and BFAR, which is the original concept,” said Lim.
“Kasi, ganito yan, BFAR will issue a Hazard Analysis and Critical Control Points (HACCP) certification, while the city will certify the deboned bangus as bonafide Dagupan City bangus. If the city will not involve itself in the determination of the bangus, then who is going to do it? Binmaley? Lingayen? It cannot be. So it is very important that the city government will be involved,” he added.
He stressed that the processing plant was the result of the Bangus Festival. “Kaya ginawa yan sa Dagupan,” he said.
Lim also received information that BFAR Dagupan is surreptitiously operating without acquiring a business permit from the city.
“Is Westly Rosario collecting money for the processing or is he doing that for humanitarian reason or for experiment? Mr. Rosario, bawal yang ginagawa mo na nag-proprocess ka ng bangus na hindi ka kumukuha ng business at sanitary permit sa lungsod. You cannot be your own kingdom there. Alaminos City Mayor Hernani A. Braganza will be spreading the good news- that Alaminos is Now in Business when he speaks anew in front of his beloved citymates in the United States.
Braganza left for the United States last Thursday for a 12-day working visit that includes stops in West Sacramento, Los Angeles and San Francisco California and the island state of Hawaii.
This is his third official visit to the US since he became the city’s chief executive in 2004. His first visit was in 2006 when he promised to put Alaminos back into the investment map with the help of his citymates.
It was also during that visit that the visionary mayor encouraged all Alaminians to rediscover their city and restore their confidence in Alaminos and together, they declared that Alaminos is now open for business.
Last year, in his second visit to the US, Braganza’s message focused on bridging the gaps in the city with the help of various stakeholders and Alaminians all over the world.
And his appeal for partnership with the city government did not fall on deaf ears as most of his citymates responded to his call.
This is by investing their fortunes into businesses that have benefitted many Alaminians particularly in tourism and readily extended their assistance to their citymates when Alaminos was struck by two powerful typhoons in 2008 and 2009. Various organizations helped fuel emergency relief for the typhoon victims, enabling them to quickly get back on their feet.
This year, Braganza will entice more of his citymates and foreign investors to continue investing in the province’s 4th last largest economy and soon to be global green city.
Aside from expressing gratitude to the California-based Alaminians and Pangasinenses for their various contributions and donations, the mayor will also present on-going and proposed projects in the city, along with investment opportunities.
“Alaminos is now in business," stressed Braganza in an interview with local media before the send off. “We now have the Pangasinan State University-Alaminos Campus, the Hundred Islands Medical Services Complex, the Alaminos Airport and Hundred Islands Hotel.”
“Our local economy is strong and our income continues to grow each year because of the huge investments poured in by our partners in the business sector.”
Braganza keeps visiting the US not just to honor the invitations of various Alaminian communities as their guest of honor and speaker in different occasions.
He sees this as a golden opportunity to report on the state of his beloved city particularly on what the city government has accomplished for the last 12 months.
The mayor noted that it is just but fitting and proper to share to his citymates what Alaminos is today being their partners in transforming it into more progressive city.
“For the last 5 years, our citymates were very responsive as they continue give back to their city in the form of investments and assistance,” he continued. “Though not totally but gradually, we welcome all of this and we are indeed very thankful to our kabaleyans. ”
“God willing and with their continued support and assistance, the best is yet to come for Alaminos, My City, their City, Our beloved City.”
Mayor Braganza is on to a very busy week in the US as he is set to attend different activities organized by various organizations.
Last Aug. 20, he was at Cerritos, California for the Alaminos Pangasinan Association of Southern California’s (APASCA) Mardi Gras Party, as the affair’s guest speaker.
On Sunday, he was at Downey to grace a welcome party tendered for him by APASCA, Alaminos Pangasinan Association of USA (APAUSA) and San Vicente Associations.
The following day, he will meet the executives of the Port of Los Angeles Trade Development and the CEO of the Mindpower Worldwide and give presentations on the Alaminos Airport Project and other investment opportunities to other prospective investors.
He will also have a dinner cum meeting with Erick Pangilinan, Art Director of the Naughty Dog, Inc. regarding possible partnerships on graphic arts and outsourcing opportunities in Alaminos City.
On Tuesday, he moves to Los Angeles to discuss renewable energy project investment with Glenn Barroga & ssociates of Solar Farm @ Queen Mary.

From August 24 to 26, the mayor will be visiting relatives and family friends and conduct more presentations before heading to West Sacramento, the first sister city of Alaminos which sisterhood agreement was forged in 2003.
On the 27th, Mayor Braganza, who also represents the League of Cities of the Philippines (LCP) in his dealing with his foreign counterparts being its secretary general, pays West Sacramento Mayor Christopher Cabaldon a courtesy visit.
A round table discussion is expected to ensue wherein both hardworking chief executives will likely discuss the possibility of celebrating the mutual understanding and lasting friendship between the two vibrant cities next year.
After the historic and fruitful meeting with West Sacramento officials, the mayor resumes his presentation of the city’s programs the following day to the officers and members Alaminos Pangasinan Association of Northern California (APANOCA) and United Pangasinenses of America (UPA).
Braganza flies to Honolulu on the 29th for a two-day meeting with Hawaii officials and deliver the same presentation to Alaminos Pangasinan leaders and Filipino community.
He will personally meet and thank Stanley Tokigawa of Shiraki Foundation, donor of containers vans of medical equipment and supplies, as well Dr. Inam Rahman to discuss free medical lectures and medical missions for Alaminos.
On the 30th, the mayor will discuss with Hawaii Representatives John Mizuno and Rida Cabanilla the Memorandum of Agreement on the Sisterhood Partnership between Hawaii Legislature and the LCP.
Rounding up his 12-day official visit is a quick tour to the different cultural and heritage sites in this beautiful island state that include stops at Anama Bay, Habitat Drug Rehab Facility, Haleiwa Town and Polynesian Cultural Center.
The hardworking mayor is scheduled to be back in the country on Friday just in time for the Shore It Up at the Hundred Islands National Park this week-end where he is expected to unwind before getting back to his regular day job.

They arrived, busloads of Metro Pacific Investments Corporation (MPIC) employees, raring to get down and dirty. Volunteers from MPIC’s group of companies spent September 3 and 4, a weekend, cleaning up part of the Alaminos shoreline, planting mangroves in one of the city’s protected mangrove park, distributing bags and school supplies to school children and rearranging the giant clams found at the Hundred Islands National Park.
They left the city after doing a great job and after reminding all Alaminians, Pangasinenses and tourists alike and every Filipino- on the need of extending their fair share in the efforts to Rescue, Restore, Revive our environment.
Three years running, the MPIC has been conducting its corporate social responsibility (CSR) initiative entitled “Shore It Up” aimed at cleaning shorelines and rehabilitating critical marine habitats.
This year, this laudable endeavor was held for the first time at the world famous Hundred Islands National Park (HINP), in partnership with the city government of Alaminos.
Non-divers and volunteers spent the whole Saturday afternoon planting mangrove saplings at Bued Mangrove Park. They also handed school supplies and educated the school children of Brgys. Bued and Pandan on the importance of planting mangroves as well as on recycling and also their role in protecting the environment.
The volunteers likewise combed the Bolo beach in Brgy. Pandan of garbage and debris.
The following day, professional divers transferred hundreds of giant clams at the Giant Clam and Corral Garden in Quezon Island.
News anchor Paolo Bediones of TV5 personally covered the moving of giant clams and underwater clean up by the group of divers.
"This is indeed a very special and historic weekend for Alaminos and our constituents,” said Mayor Hernani A. Braganza of MPIC’s two-day outreach and environmental projects.
“Again, in behalf of a very grateful city, we thank anew Boss Manny (Pangilinan) through his MPIC for choosing our city for this year’s edition of Shore it Up and his valuable gifts to our people and his companies’ major contributions to our city’ re-greening program and eco-tourism thrust,” added the three-termer chief executive.
The mayor also extended his sincerest gratitude to Ms. Melody Del Rosario of the Metro Pacific Investment Foundation Inc. (MPIF) and Ralph Balmaceda of E & Adventure Tours for making the event possible as well as the divers and volunteers.
Alaminos today has one of the most sound coastal resources management programs and one the best sustainable environmental programs in the country based on the awards earned by the city for the last six year.
This is largely attributed to the city government’s pioneering efforts in the conservation, protection and rehabilitation of the city’s environment led by Mayor Braganza, known in Region I as environmental mayor.
For his sustainable programs for the environment, the mayor has been one of the country’s chief delegates in the international summits on environmental protection.
He attended the East Asian Seas (EAS) Congress 2006 in China and Third International Tropical Marine Ecosystems Management Symposium in Mexico in 2006 and the 2010 World Mayors Climate Summit also in Mexico.
Under his leadership, the city has been adjudged as the second cleanest, safest and greenest city in Region I for 2011 by the Regional Development Council and 2010 Likas Yaman Award for Environmental Excellence from the Department of Environment and Natural Resources.
It has also received numerous citations and awards such as 2006 Most Outstanding Coastal Resource Management (CRM) Implementer in Region I and 2007 for Best Coastal City in Pangasinan. In 2008 to 2009, Alaminos was also named as Model LGU in CRM Implementation.
And this has made Alaminos a certified environmental champion which now got the needed boost from no less than the city’s next Big Brother-Mr. MVP, Boss Manny Pangilinan. (CIO)

DAGUPAN CITY – A total of 148,472 voters from Pangasinan were removed from the voters list, the consolidated progress report submitted by the Provincial Elections Office, showed.
Of this number, majority, or 141,177 were “deactivated” because of their failure to cast their ballots during the last two elections, in the May 2010 national and local elections, and the October 2010 barangay and youth council elections.
The other deactivated voters either transferred to other provinces (1,736), registered twice (276), double entries (198) while a total of 5,094 died.
Pangasinan Provincial Elections Officer Temmy Lambino said except the dead ones, the deactivated voters may file for reactivation until October 31, 2012 to enable them to vote in the 2013 local elections.
“They just visit Commission on Elections offices and apply for reactivation of their status,” he said.
Lambino said many Pangasinenses were not able to vote twice because of several reasons like they are abroad, got lazy, or they did not want to line up to vote, especially in the May 2010 elections when the elections was computerized.
“There were long lines during the May 2010 elections and many voters did not have the patience to wait for their turn under the sun,” he said.
Lambino explained that listed under the “registered twice” were registered in two different locations; while those under the “double entries” were listed in the same precinct perhaps because of computer glitz.
The towns with the most number of deactivated voters are San Carlos City (20,440), Malasiqui (11,192), Urdaneta City (10,017), Calasiao (9,451) and Dagupan City (7,245).
Those with the least deactivated voters are Rosales, 91; Aguilar, 126; Basista, 186; Manaoag, 429; Bayambang, 533 and Sto. Tomas, 526.

Province launches “I Love Pangasinan” campaign

LINGAYEN - “I Love Pangasinan” will become a common phrase from Monday on, as the Provincial Government launches programs to inspire the Pangasinenses to take care of the province.
The campaign is underscored in time of the Pangasinan Tourism Month celebration.
“If we love Pangasinan, then let’s make Pangasinan lovable. We will start our tourism drive right here in the province, sa mga Pangasinense mismo,” Governor Amado Espino Jr. said.
Espino stressed that tourism promotion must start from the people of Pangasinan, on commitment of unity among the communities and strong political will of leaders.
The formal opening of the Tourism Month also highlights the signing of Provincial Ordinance No. 154, S-2011.
The ordinance promotes the singing of the Pangasinan Hymn in schools all over the province.
Vice Governor Jose Ferdinand Calimlim Jr. will open the celebration, after which, the officials and Provincial Government employees will parade to the Sison Auditorium where the “I Love Pangasinan” campaign and the Pangasinan Culture and Arts Festival will be formally launched.
Provincial Administrator Rafael Baraan earlier said the “I Love Pangasinan” campaign is the governor’s pet project on tourism development.
The “I Love Pangasinan” campaign enjoins every Pangasinense to express his/her love for the province not only in words but in various forms of deeds and action from the grassroots to the higher levels of society in the province.
Tourism Month activities
September 13 to 16: Tourism caravan, laro ng lahi, convention and skills competition in the towns of the fourth district.
September 16 at SM City Rosales: The “Baley Ko Idayew Ko” photo exhibit will be opened to the public; poster-making contest and cultural presentations under the “Bali-balin Pangasinan.”
September 17: Cultural presentations and fashion show of festival queens
September 18: Pangasinenses and their visitors will be treated with “Kansyon ko, idayew ko,” a musical show featuring Pangasinan songs and local talents to be led by Pilipinas Got Talent finalist John Michael Narag.
September 19-23: Lectures on “Baruy Pangasinan” and “I Love Pangasinan” campaign and other Provincial Government programs at the Mangaldan National High School, Dagupan City National High School and Urdaneta Central School.
September 26: Pangasinan Tourism Assembly or orientation of local government units and other tourism stakeholders on the Tourism Act of 2009 at the Pangasinan Training and Development Center.
September 27: World Wetlands Day-Bakawan Eco-Tour in Bolinao and Anda towns, featuring the Bolinao Fish farm and mangrove information Center and Balingasay River cruise.

Korean-funded rice processing plant now open

STA. BARBARA, Pangasinan, Sept. 11 (PIA) -- After a test-run late last month, the P196 million-modern post harvest facility built by the Koreans here is now officially open.
Agriculture Secretary Proceso Alcala led the ceremonial switching along with Gov. Amado Espino, Jr., Korean International Cooperative Agency (KOICA) resident representative Kim Jinoh and National Agribusiness Corp. (NABCOR) head Allan Javellana.
The event signalled a major step towards farm modernization in Pangasinan, the country’s second biggest rice and vegetable producing province. Espino acknowledged the rice processing plant as the most significant post harvest facility ever built in the province.
In his acceptance speech, he urged farmer-irrigators in the province, the main beneficiaries of the project, to extend full support and cooperation to the project to achieve its main goal of increasing rice production and farmer’s income, as well as improving rice quality.
Pangasinan, he noted, used to be the bread basket in Luzon, being the number one producer of palay and corn. He thus called on his fellow Pangasinenses to go back to agriculture and regain the status of Pangasinan as a premier province in the production of superior and quality rice.
The facility is the second of its kind in the country. A pilot facility of similar design was built in 2006 in Baler, Quezon. Three (3) similar plants are slated for construction in Davao, Bohol and Iloilo.
The integrated processing plant is capable of drying 1,000 bags in an eight-hour-day shift. It also has a brown rice and polished rice mill that could churn out 2.5 metric tons of rice in one day, packing machines for the milled rice and a storage facility that can accommodate 1,100 metric tons at any given time.
Both drying and milling capacities may double or triple if the complex is run on full gear at two or three 8-hour shifts a day.
The Korean government provided the P160 million grant through KOICA. The Department of Agriculture (DA) and the provincial government provided the balance of P36 million.
Another P30 million was set aside by the DA to jumpstart its operations, mostly for the purchase of newly harvested palay from farmers here and nearby towns.
The plant’s success, however, will depend much on the management expertise of the DA through its investment and agribusiness arm NABCOR and the active involvement of farmers’ organizations to supply quality wet palay for processing into premium rice and their ability to later run the facility viably on their own.

AT least P2 million has been earmarked by the Cebu-based Gift, Toys and Houseware (GTH) Foundation Inc. export sector for the establishment of Tindahang Pinoy, a storehouse of all export products in the region.
Cebu GTH past president Jenifer Cruz said in a recent interview that the Tindahang Pinoy, which will be formally opened to the public in two to three months, will become a showcase for local souvenir items with export quality.
Cruz said Cebu GTH will work closely with the Department of Tourism (DOT) and tour operators to include Tindahang Pinoy in their travel itineraries.
Cebu GTH will be leasing a 500-square-meter area at Bridges Town Square on Alang-Alang St. in Mandaue City.
Cruz said the Cebu product depot will initially be private sector-led, although the project is a brainchild of Department of Trade and Industry’s (DTI) One-Town, One-Product project. DTI pledged P1 million in funding for the establishment of the product depot but because of changes in policies, Cruz said the fund was delayed.
Delayed assistance
“This will be initially private-led. The government’s financial assistance is a bit delayed but the industry needs to realize this project as this will help the sector cope with the present economic challenges,” said Cruz, who is also owner of 33 Point 3 Export Inc.
Cruz said members of Cebu GTH will be showcasing all their export products. A Tindahang Pinoy has already been established in Manila. The facility is operated by the DTI.
DTI 7 Director Asteria Caberte identified in an earlier interview the domestic and foreign markets as “alternative channels” for exporters to tap, to cope with the lingering effects of the global economic crisis.
She said the establishment of Tindahang Pinoy will help attract tourists and improve sales for export companies.
Apart from the Tindahang Pinoy project, members of the GTH sector also pushed for the expansion of the DTI’s Subcontracting Partners for Innovation (Spin) program across the country. They said the program is helping the sector cope with production capacity problems.
Cruz said the sector has been losing a lot of skilled workers to Cebu’s booming industries like construction, business process outsourcing (BPO) and information technology (IT).
“Cebu is becoming highly-urbanized, and tourist-oriented. We are losing a lot of weavers, craftsmen to new industries like BPO and tourism. In fact, we have weavers in San Remigio and Sogod who are now working in beach resorts and construction,” said Pete Sepulveda, Cebu-GTH board member and PhilExport-Cebu chairman for advocacy committee.
Sepulveda said the sector is now subcontracting most of its jobs to the countryside to ensure that there is enough manpower to meet the market demand, with orders originally awarded to China and Vietnam now being moved to the Philippines.
33 Point 3 Export Inc., one of the biggest supporters of the Spin program, has about 5,000 workers, 500 of whom come from the Spin program.
The Spin program is a government-private sector undertaking conceptualized in Cebu in 2008. It was initiated by DTI 7 together with the Cebu (GTH) to generate employment for rebel returnees and indigents and make exporters become more cost-efficient in their operations.
Novel approach
DTI said the Spin program is also a novel approach toward SME development as it focuses on creating jobs in the countryside, specifically in “cleared conflict areas” that were once plagued by unrest.
Today, Cruz said the program is not only for rebel returnees but also for unemployed individuals living in rural areas.
Under the program, weavers in the countryside undergo skills training on weaving and craftsmanship. Finished products are brought to the exporters once these pass quality standards.
Spin trainings are focused on a “market-driven” scheme, with products to be made based on export orders. The program, which was initially implemented in Central Visayas, is now being adopted in areas like Masbate, Pangasinan, Abra, and Zamboanga.

DAGUPAN CITY —- A board member of Pangasinan has revived an old proposal for the construction of a highway from Barangay Carmen in Rosales, Pangasinan, all the way to Santa Fe, Nueva Vizcaya passing through the old Villaverde Trail that was carved out during World War II.
Sixth District Provincial Board Member Ranjit Ramos Shahani outlined the project as one of the highways to be built in Pangasinan under a consortium to be organized by several companies through the Public-Private Partnership concept.

Speaking during Wednesday's Media in Action Forum of the Pangasinan Press Club (PPC) here, Shahani said the old Villaverde Trail was the route taken by the United States Armed Forces in the Far East when they chased the retreating Japanese forces towards the end of World War II during the liberation of Luzon.
Shahani said the new highway was proposed way back during the administration of former President Fidel V. Ramos as a shorter route from Pangasinan to the Cagayan Valley, passing the historic Dalton Pass in Sta. Fe, Nueva Vizcaya.
Incidentally, according to Shahani, the Maharlika Highway is now being built from San Jose del Monte in Bulacan all the way to Cagayan, perpendicular to the Tarlac-Pangasinan-La Union Expressway (TPLEX).
With the anticipated benefits of the proposed highway from Pangasinan to Nueva Vizcaya, the project is set to be recommended by Shahani to be included in the Pangasinan development agenda from 2011 to 2016 for endorsement by the Regional Development Council (RDC).
He said the project does not need Overseas Development Assistance (ODA) since it will be endorsed to be funded by a consortium of several businesses, like those backing the construction of TPLEx.
Shahani is optimistic that once the new highway is in place, the town of Rosales could boom and become the fifth city in the province of Pangasinan.
He said the proposed highway will also explore the potentials of Malico, a mountain barangay in San Nicolas, Pangasinan, which has a weather similar to Baguio’s and could be developed as an alternative summer capital of the Philippines.
“With a boundary dispute between San Nicolas, Pangasinan and Sta. Fe, Nueva Vizcaya still unresolved, we can devise an acceptable scheme so that Barangays Malico and Imugan, Sta. Fe along the Villaverde Trail can be developed jointly by the provinces of Pangasinan and Nueva Vizcaya,” Shahani added.
The new highway that will be built, he said, can attract foreign investors who can put up mountain resorts, similar to Camp John Hay in Baguio, where tourists can make a visit year-round.
He said the area is still teeming with wild flora and fauna, making it ideal for eco-tourism and adventure tours. (Leonardo Micua)

Feature: Try a ‘walking tour’ of the Bangus capital of the world

DAGUPAN CITY, Sept. 10 (PIA) -- Upon your visit to Dagupan City, did you ever face the problem of not knowing where to eat and where to go?
No need to worry. Personnel at the tourism office of the city has lined up several sights and activities for every tourist like you to liven up your stay at the Bangus Capital of the World.
Dubbed as ‘Walking Tour,’ your first stop will be at the City Hall located in the heart of the city where you can have a view of the paintings of past local chief executives of Dagupan.
Then you can take pictures of the 130-year old water tower at the back of the city hall.
Next, tourism officers will take you to the old Cathedral of St. John the Evangelist where Leonor Rivera, Dr. Jose Rizal’s sweetheart, and engineer Henry Kipping got married during a railroad construction in the city.
Just a few meters away is the new Cathedral famous for its architectural design.
Your guide will then take you to the West Central Elementary school particularly in the Home Economics building, formerly known as Gabaldon building. This building used to be the headquarters of Gen. Douglas MacArthur during World War II. The original bathtub where the famous war liberator took a bath is preserved in this room.
Prepare yourself for a 40- minute boat ride as you take the River Cruise in the Dawel area. Several food stall and coffee lounges are now housed in the docking area for the convenience of the ferry passengers.
Finally, a visit to Dagupan would not be complete without savoring the world-renowned Bonuan bangus. Your guide would let you choose where you can feast on the famous delicacy and where to buy more of it for ‘pasalubong.’

DAGUPAN CITY, Sept. 10 (PNA)--A technical team of the Department of Education (DepEd) will visit Pangasinan on Sept. 19 to evaluate the provincial facilities in connection with the province's bid to host the Palarong Pambansa next year.
Sixth District Board Member Ranjit Ramos Shahani, speaking during the Media in Action program of the Pangasinan Press Club (PPC), said Pangasinan is now among the four provinces and one city left to be chosen by DepEd as next host of the Palarong Pambansa.
DepEd is also set to evaluate the facilities of Laguna, Albay, Oriental Mindoro and Marikina City, which similarly expressed intents to play host to the next edition of the national games.
Shahani said after the evaluation, the governors and mayor of these four provinces and one city will make their individual presentation before the DepEd whose officials will meet soon in Manila and thereafter decide.
He said along the five Local Government Units, Pangasinan has a good chance of being chosen as the next host of the Palarong Pambansa in terms of its present physical facilities for sports, which can only be matched perhaps by the province of Laguna.
He said the Narciso Ramos Sports and Civic Center (NRSCC) was already renovated by the provincial government in preparation for the event.
But based on experience, Pangasinan is ahead after hosting the event in 1995 at the time when the now present governor, Amado Espino Jr., was yet to the Police Provincial Director of Pangasinan.
"We hope we can make it to showcase to the whole nation once more our great tradition and unity as Pangasinense," said Shahani, who was the vice governor of Pangasinan when the Palarong Pambansa was first held in the province. (PNA)

DAGUPAN CITY, Sept. 9 (PIA) -- The River Cruise, intended to boost tourism and create more income, is still free of charge despite having been in operation for two months already.
City Tourism Officer Mary Rose Teng said during the KBP Forum at the Philippine Information Agency on Thursday that the city government has not yet decided on how much to charge the patrons due to varying suggestions from the different offices. It was not because no one is willing to pay for the ride, she clarified.
On the contrary, the ride is fully booked all the time, she said, lamenting that having the River Cruise free is deemed a lost opportunity for the city considering its limited budget this year.
She failed to mention a price range or when the ride will be charged, when pressed by media men.
Teng invited the public to try to experience the one-hour ride along the Dawel-Watak river while it is still free.
Most visitors who have tried the cruise commented that the city has done well in rehabilitating its rivers, which are now better than the Loboc River in Bohol where the cruise was patterned from, she said.
The city is going to add food stops along the course of the cruise to encourage more visitors, she added.
Besides the River Cruise, the city government is also planning to develop other potential tourist spots but the lack of funds prevents the city to do so now, she said, adding that it would have been better if the River Cruise is solely owned by the city. Malico is the farthest and remotest barangay of the municipality being 40 kms. away from the town proper and adjoining our provincial boundary with the province of Nueva Vizcaya . In fact , it is nearer to Imugan , Nueva Vizcaya being only 13 kms away. It is bounded on the north by Kayapa, Nueva Vizcaya , on the south by Brgy. Cacabugaoan ; on the east by Imugan, Nueva Vizcaya ; on the west by Brgy. Sta. Maria East and Fianza.
It has an approximate land area of 710 hectares with pasture lands covering the biggest area of land, followed by cogon land. The irrigated land is the third biggest area, while corn land follows. The residential land covers the least land area classification . Malico produces mountain crops like sweet potato, gabi and vegetable such as cabbages, sayote ,. Baguio soil makes Malico an ideal place for vegetable production like Benguet . According to old folks,Malico derived its name from the winding flow of the Cabalisian River which originated from Malico and winds down the mountain connecting with Ambayaoan River in Brgy. Sta Maria East. As could be seen from a vintage point in the barangay, you could see the zigzagging flow of the said river or “liko-liko”and was later called Malico.
In the early 60’s Malico is a sitio of Sta.Maria until the PACD creation to undertake the developmental challenges and subdivision of the countryside that Malico devolved into a separate barangay . Also ,trival leadership devolved to political leadership to the barangay leaders of Malico . Yet the tribal leaders are still very much respected , revered and honored on matters pertaining to customs , traditions and critical issues and problems brought to them for decision and advice.
Malico is composed mainly of the Kalanguya ethnolinguistic group, but everyone knows the Ilokano dialect . The customs and traditions of the kalanguya tribe are much practiced and preserved by the barangay folks although majority of them were converted to Christianity through the long years of missionary work of Pastor Dilbert Rice, an American UCCP Pastor.Prominent families of the barangay are the Taciong Tindaan, Bugtong Ancheta, Lorenzo , Guzman , Lakias and Segundo among others .
In the early 70s , Malico could be reached easily by motor vehicles from the town proper through the winding Villa Verde Trail some 30 kms. away . Yet , the national government failed to maintain the trail plus the 1990 killerquake, that resulted to massive erosions , landslides and total destruction of the road. Presently it could be reached only through the mountain road of Imugan . Nueva Vizcaya . Thus going to Malico from the town proper is like going on a journey to Cagayan Valley as you have to take the route to San Jose City, then to Sta. Fe Nueva Vizcaya and via the mountain roads of Imugan and to Malico . This route covers aroung 60 kms. half of which is unpaved mountain road, and three (3) hours travel time.
The proposed construction of the Pangasinan Nueva Vizcaya Road will be a big boom not only to Malico , but also to the Municipality of San Nicolas Malico will become the “gateway to the Cagayan Valle”. Due to its high elevation good vegetation unique cold climate , Malico could become the summer capital of Pangasinan. The Villa Verde Trail will improve as a tourist destination due to its historic values as the battleground of the US Army 32nd (Red Arrow) Division and the Japanese Army during the World War II.
At present, Barangay Malico has seven puroks (groups) namely: Lupa, Camp 4, Sitio Singi,Purok Monumento, Purok Antero Malico Centro and Salaksak.

CSC opens testing center in Dagupan

SAN FERNANDO CITY, La Union, Sept. 13 (PIA) -- The Civil Service Commission (CSC) recently opened the Dagupan City Testing Center for the October 16 Career Service Examination, Paper-and-Pencil Test (CSE-PPT) as per CSC Resolution No. 1101158, dated September 6, 2011.
Considering the accessibility of Dagupan City to applicants coming from the nearby towns in western Pangasinan and taking into account that said testing center has not been used since1989, the Commission approved the opening of Dagupan City Testing Center provided that several guidelines/reminders shall be adopted for the conduct of the examination to keep the integrity of the examinations.
Among the guidelines issued include the issuance of a directive by CSC regional director Bienvenida L. Ragucos assigning two (2) CSC directors in the newly opened testing centers who will oversee the conduct of the examinations. In case there is no sufficient number of CSC Directors in the region, the division chiefs may be designated as Local Examination Committee (LEC) Co-Chairperson.
Observers will also be assigned to the testing center to witness a
nd monitor the administration of the examination.
The CSC regional office shall submit separately to the Examination, Recruitment, and Placement Office (ERPO), the Examinee Data File (EDF) for the Dagupan City Testing Center from its other testing centers observing the schedule of submission thereof as embodied in ERPO Memo No. 1531. S-2008.
Also, the confidential test materials should be stored in a vault located in a secured room as identified/approved by the Regional Examination Committee (REC)/LEC, possibly in the CSC Field office in Lingayen, Pangasinan.
Confidential examination materials and the non-confidential materials should also be securely packed in transporting back to the Regional office based in San Fernando City.
As much as possible, a functional shredding machine must be available in Dagupan City Testing Center as provided for in OM No. 105, s. 2007 or the Revised Guidelines on the Opening of Testing Centers for CSC Examinations.
The shredding of test booklets shall be done in the presence of the REC/LEC members, and representatives from the CSC regional office and the Philippine National Police. (ANL/ANR/PIA-RO1/CSC-RO1)

URDANETA, Pangasinan, Sept. 13 (PNA) — The city government here is set to convert its auditorium into another “bagsakan” market to accommodate more vegetable traders from various towns and provinces.
Mayor Amadeo Perez IV said the move, which has the backing of the Sangguniang Panlungsod (SP), has the support of the Department of Agriculture which pledged financial support for the additional “bagsakan” market.
No less than Agriculture Secretary Proceso Alcala assured Mayor Perez of funding support for the second “bagsakan” market in the city. The first one was built 20 years ago when Urdaneta was still a first class town of Pangasinan.
Perez said there is nothing wrong with this because the city is building another auditorium on a lot owned by the city government on Garcia Village, some 100 meters away.
The auditorium is being used on special occasions, especially social gatherings.
The city, Perez said, needs a new trading center for vegetables because the first “bagsakan” market has now become too small for a bigger number of traders bringing their products to the city.
Vegetables from as far as La Union, Benguet and Nueva Ecija are being brought to Urdaneta daily where they are sorted out and shipped to various parts of the country, especially Metro Manila.
Since the auditorium is near the public market, the former will be given up by the city to become a new “bagsakan” market while a new auditorium is set to be built.
Nowadays when it is raining almost daily, the vegetable traders need a place to shelter themselves while they do business, thus the need for a second “bagsakan” market. (PNA)

URDANETA CITY, Sept. 13 (PNA) — The city government here is set to trim down its 500 casual employees to only 200 due to the slated reduction of the city’s Internal Revenue Allotment (IRA) by P44 million next year.
Mayor Amadeo Perez IV said the move will be undertaken as a result of the creation of 16 new cities which will have to share in the pie allotted for old and existing cities in the Philippines.
He said though the League of Cities questioned the creation of the new cities it lost in its motion for reconsideration before the Supreme Court which declared with finality its earlier decision in favor of the newly created cities.
Saying the League can not do anything anymore about the matter, Perez revealed that all the existing Philippine cities without exception will have to contend with the reduced IRA starting next year.
He said in the case of Urdaneta, it will have no alternative but to let go of at least 300 casual employees so that their salaries will be spent for more urgent projects that will benefit the majority of the people.
Perez said though the services of casual employees are important, the projects meant for the majority of the people of Urdaneta are of bigger importance and should be given priority.
Urdaneta City, a second class city in Pangasinan, is getting P300 million as its yearly share from the IRA. It’s local income is pegged at P200 million yearly.
Perez said that this year, the city approved a P700-million budget, the biggest among all existing cities in Pangasinan and the whole of Region 1.
The mayor, who succeeded his father, Ambassador Amadeo Perez Jr., chief of the Manila Economic Cooperation Office (MECO) in Taiwan in 2010, as chief executive of Urdaneta, said they will intensify their tax collection to plug the shortfall of revenues next year.

MALAYBALAY CITY (MindaNews/13 Sept) – The province of Bukidnon is one of 10 provinces in the country selected as a pilot area for the Joint Programme on Strengthening the Philippines’ Institutional Capacity to adapt to climate change, according to the National Economic Development Authority, which spearheads the program in the country.
The joint program, dubbed MDG-F 1656 JP, aims to influence the institutions of government and their respective key processes by integrating climate change adaptation as one of the critical issues that pose as a serious threat to the achievement of the country’s Millennium Development Goal (MDG) target on environmental sustainability, said Sheila Marie Encabo, the joint program coordinator, in her letter to Gov. Alex Calingasan.
The program covers three components, including policy development planning and programming, capacity development of the duty bearers, and capacity development.
The province was selected as a pilot area for the capacity assessment for climate change adaptation.
Under the program, the NEDA held a capacity assessment for climate change adaptation workshop with provincial government officials last Sept. 6. The assessment, according to Encabo in her letter back in July, was meant to analyze the capacity development needs of Bukidnon stakeholders in line with their roles and responsibilities for climate change adaptation (CCA) and disaster risk reduction (DRR).
The assessment involves training of trainers, roll out activity, and validation workshop and looks at the technical and functional capacities on adaptation at three levels: policy or enabling environment, the organizational, and the individual level.
The joint program has funding support from the Spanish government involving eight government institutions, including the Departments of Agriculture, Environment and Natural Resources, Science and Technology, Trade and Industry, Labor and Employment, and two other government entities. Six United Nations organizations are behind the project, including the Food and Agriculture Organization (FAO), UN Agency for Human Settlements (UN HABITAT), the International Labor Organization (ILO), United Nations Development Programme (UNDP), United Nations Environment Program (UNEP), and World Health Organization (WHO).
Along with Bukidnon, the other provinces considered among the pilot areas are Antique, Ifugao, Cavite, Biliran, Pangasinan, Sorsogon, Surigao del Norte and Agusan provinces. (Walter I. Balane / MindaNews)

LINGAYEN, Pangasinan, Sept. 12 (PIA) -- Pangasineses must learn the language as well as its culture and traditions, do good deeds and appreciate the province’s beauty.
This in a gist was the message Gov. Amado T. Espino, Jr. wanted to emphasize during the launch of the “I Love Pangasinan” campaign on Monday at the historic Sison Auditorium here in time with the celebration of the Tourism Month.
The Pangasinan Hymn was also officially launched with the governor signing Provincial Ordinance No. 154 and witnessed by Vice-Gov. Ferdinand Calimlim Jr. and members of the provincial board.
The campaign enjoins every Pangasinense to express his/her love for the province not only in words but in various forms of deeds and action from the grassroots to the higher levels of society in the province.
The governor said showing appreciation and love for the province must be put into action that starts from such basic things as cleanliness and self-discipline at home and schools.
Addressing educators and students in the audience, Espino asked them to maintain at all times cleanliness in schools. “Kayo ang dapat na pinakamalinis,” he said recalling his schooldays when rooms, comfort rooms and playgrounds were always clean.
He said the people in the province should at least know also how to speak the language, even in simple terms for those whose native tongues are Iloko or Tagalog. “Nakakahiya kung tinanong kayo at ang sagot ninyo, hindi ko alam magsalita ng Pangasinan.” (It’s shameful if you reply, I don’t know how to speak Pangasinan, if someone asked you about the province)
Pangasinan-speaking towns are located in the central part, while Iloko is spoken in the eastern and western portions.
He also said it’s high time for Pangasinenses to appreciate for themselves the beauty of the province first before they invite others to come here. While he received many words of appreciation about the changes taking place like the renovation of the provincial Capitol, he said he was not entirely happy if those words come from the outside.
“If we say we love Pangasinan, we should therefore make it lovable,” Espino earlier stressed in a press conference last week. He said that tourism promotion must start from the people, their commitment for unity in the community and the strong political will of leaders.
He cited the province’s program on river clean-up as an example where barangay council heads were reluctant at first but later turned supportive having realized the positive effects of the undertaking.
The “I Love Pangasinan” campaign will have its dry run with some members of the media as initial partners of the province in spearheading the assessment of the 44 towns and 4 cities in the province via different parameters of evaluation.
Provincial Administrator Rafael F. Baraan explained that the campaign will basically involve the human senses including common sense. “The important thing is to promote more pleasant and good things about the province, thus the installation of score cards for each LGU will measure how much they love Pangasinan” he said. At a young, tender age of 7, Raul Joseph Concepcion, unlike most other kids, spent his extra waking hours working for the family business.
Concepcion tells SundayBiz that he actually enjoyed those times when he was tasked to punch cards of different colors, stack them together, and after which he would use these to play monopoly.
But the harsh reality of working in a “real office” struck him hard when at the age of 11, Jojo, as he is fondly known, was sent to the company’s factory to finally get his hands dirty.
It was ironic that the present chief of Concepcion-Carrier Air Conditioning (CCAC), one of the country’s leading provider of cooling solutions, then had to work with two conditions under his father’s explicit orders: one, he cannot work in an air-conditioned room and second, he cannot eat in the executive floor so he can truly mingle with their factory workers.
Son of owner
“The monicker really given to people like myself is we are SOO [son of the owner]. But in my father’s case, you have to earn the title, for you to be a COO or CEO,” Concepcion explains, adding that they all had to work hard and know the company from the bottom up. This was why all his free time in the mornings were spent in the office to learn.
Coming from a family of mostly businessmen, Concepcion relates that their dad has always been very clear about them having to work for the family business.

“We were always expected to work, so that expectation level was brought up from day 1. We were expected to manage the business,” he says.
Admittedly, Concepcion says the “brainwashing” done to them by his father made it a little easier for them to accept the fact that they would soon run the business.
Food, according to him, was also one of the baits that his father used to entice them to work.
“We had an open budget, but we had to eat with the workers. We can go to the canteen and order everything we want. That was the bribe,” he relates.
When asked if he thinks that his father became too imposing for him to like the job, Concepcion notes that he didn’t see it that way as he has always wanted to work for the family’s business.
“I always dreamed of working for and leading the company. It was something really expected of me so it wasn’t very difficult for myself to adjust,” he shares.
Deemed as the family’s favorite, Concepcion admits that his parents may have spent more time nurturing him and exposing him to the business which helped him to really want to come into the family’s business.
Living abroad
Concepcion’s sheltered life, however, took a strange turn when he was sent abroad to study.
“My parents decided for us to experience the world. They wanted us to experience living alone in a less protective environment,” he says.
“The problem is in the Philippines is that you live in a very protective environment – you have your yayas, your maid, your driver so you don’t experience life,” he adds.
Concepcion relates that he had to live separately from his family for about 10 months and stay with people he didn’t know.
This setup, he claims, had helped build his confidence level and his character.
Add to that the fact that living in the US was a different experience altogether for the young Concepcion, who was then forced to learn to do things by himself –from folding his bed, doing his laundry to cleaning his area. He was likewise lumped with the other Asians since during that time, not too many Americans had seen a Filipino in their entire lives.
“This is the ’70s and the ’80s, so imagine going to that environment. It builds a lot of self-confidence in you and that experience is really what carries you through life,” Concepcion says.
He adds that his early marriage, although a challenge, has likewise helped in shaping him for who he has become today.
Honing skills
It was in 1987 that Concepcion officially joined his family’s company, Concepcion Industries Inc.
He, however, was given a different task by his father, who had then just decided to venture into agriculture, having a bought a prawn farm in Pangasinan for him to manage. From scratch, Concepcion was able to grow the business and at the same time, hone his own managing skills.
“Again, I’ve had a lot of learnings from that. Growing the farm developed my business style and philosophies. The farm taught me to work very hard. I was even then called ‘boy putik’ because I was always muddy, but I took it as part of really learning the business, and that really brought down the philosophies and values I had in running this business,” he explains.
He then took various positions at the credit and collection, manufacturing, sales, after sales service and then finally went for the corporate, eventually landing in the position of CEO.
Challenges
According to Concepcion, there are multiple challenges in running the business, such as dealing with changes of the people and the environment.
“People tend to underestimate managing a business here in the Philippines. Demands of consumer and business are changing. The rules of the game are changing. My competition today is not locals. It’s the foreign companies, the multinationals whose companies’ total valuation is bigger than the Philippine economy,” he explains.
But one of the more daunting challenges will be from the family point of view in the generation of leadership, how is the baton passed from one generation to the next.
“When you join a company and you’re the owner, am I there because of my name or am I there because of what I can do? I think that challenge was more to myself than to the employees. Proving that you know we were worth the position that we carry. That, I tell you, is the biggest challenge faced by companies like ourselves where you have a family corporation, where you tend to tangle up family affairs and business affairs—that’s very critical,” Concepcion explains.
But Concepcion has proven his naysayers and detractors dead wrong.

DAGUPAN CITY – “Ano ang karapatan niyang magsabi na hindi gustong i-operate ng lungsod ang fish processing plant sa Bonuan Binloc? Under what or whose authority?”
This was Mayor Benjamin S. Lim’s reaction to the statement of Vice-mayor Belen T. Fernandez in rejecting the move of the Bureau of Fisheries and Aquatic Resources (BFAR) and the city in drafting a memorandum of agreement for a joint operation of the said facility.
The move is the result of what was promised by Department of Agriculture Secretary Proceso J. Alcala to resolve the issue in a period of 60 days. In less than 60 days, Alcala sent BFAR Director Asis Perez to the office of the city mayor and assured Dagupeños that before the year ends, the plant will be in operation.
Recently, a certain lawyer Demosthenes Escoto of BFAR came over for the final drafting of the MOA.
Escoto was having a meeting with the representatives of the city government when Vice Mayor Fernandez arrived and intervened in the meeting. It was at this point that the vice mayor relayed her objections to the plan.
Lim clarified that the city need not get a go signal as the memorandum signed by then Mayor Alipio Fernandez Jr. and BFAR had not been consummated.
“Secretary Alcala himself admitted to me that the status of the MOA had not been consummated and suggested drafting a new MOA saying that it will be jointly operated by the city government and BFAR, which is the original concept,” said Lim.
“Kasi, ganito yan, BFAR will issue a Hazard Analysis and Critical Control Points (HACCP) certification, while the city will certify the deboned bangus as bonafide Dagupan City bangus. If the city will not involve itself in the determination of the bangus, then who is going to do it? Binmaley? Lingayen? It cannot be. So it is very important that the city government will be involved,” he added.
He stressed that the processing plant was the result of the Bangus Festival. “Kaya ginawa yan sa Dagupan,” he said.
Lim also received information that BFAR Dagupan is surreptitiously operating without acquiring a business permit from the city.
“Is Westly Rosario collecting money for the processing or is he doing that for humanitarian reason or for experiment? Mr. Rosario, bawal yang ginagawa mo na nag-proprocess ka ng bangus na hindi ka kumukuha ng business at sanitary permit sa lungsod. You cannot be your own kingdom there. DAGUPAN CITY – Aside from being the world's bangus capital, this city will be known for its special lechon under an enterprising roadmap envisioned by Mayor Benjamin S. Lim.
"It has been my plan to boost the economic activity here by introducing Dagupan’s special lechon," Lim pointed out.
Lim made known his plan in the well-attended natural swine- raising seminar held at Pinkies Restaurant last Wednesday hosted by the City Agriculture Office and televised over Ating Alamin of Ka Gerry Geronimo, who personally came over to record the event.
“Ang end result na gusto kung mangyari kung bakit ginagawa natin ito is for us to be able to produce a special type of pig for lechon purposes para magkaroon tayo ng tinatawag na Dagupan special lechon,” he explained.
“Magkakaroon tayo ng pakontest para malaman natin kung ano ang i-aadopt natin na formula ng lechon para kapag may nag-order ng litson sa Dagupan, pare-pareho ang lasa. Pero pipilihin natin kung ano ang acceptable na special na lasa ng lechon,” he added.
He said the plan will be formally launched during the Bangus Festival celebration next year.
Lim encouraged hog merchants to use the latest technology called feedpro being introduced by ProNatural Feed Corporation, which advocates natural hog raising.
Geronimo said that the feedpro has no antibiotics, has no mammalian or avian by-products, and has no growth hormones.
“Feedpro uses natural growth promotants, acidifiers and additives. It has complete vitamins, minerals, and natural ingredients. It contains plant-based, highly digestible proteins. DAGUPAN CITY—A provincial hymn, in their own language, has given every Pangasinense reason to be proud.
The song, “Luyag ko tan Yaman” (My Province and Treasure) was composed by Raul “Insyong” Tamayo, known in the province for his novelty songs that mirror the daily lives and character of Pangasinenses.
Tamayo said the song, which he wrote in 2008, reflects his pride as a Pangasinense, and “which every Pangasinense should feel.”
The provincial board on Monday approved Provincial Ordinance 154-2011 adopting the song as the province’s official hymn.
The ordinance required the playing and singing of the hymn in public and official functions every Monday morning during flag-raising ceremonies.
The song was first played officially during the launching of the “I Love Pangasinan” campaign on Monday to celebrate the province’s tourism month.
The song aims to “instill into the hearts and minds of every Pangasinense the love, loyalty and patriotism [for] one’s own home province, and the protection of and preservation of the environment.”
The first two stanzas of the song are: “Sekder ka tan dayew mi / Pangasinan ya pinabli / Deen mo tan iyaliguas / Piugagep ko lawas / Diad pusok Pangasinan / Agka nalingwanan/ Luyag ko a nianakan / Peteg tan yaman (You are our strength and honor / Pangasinan we love / Your peace and success / Is our wish / In my heart Pangasinan / You will always be / Province of my birth / You are my true treasure).”
The other lines speak of the province’s bountiful seas and mountains, and the Pangasinenses’ pledge to love and defend their province always.
Gov. Amado Espino Jr. said Pangasinenses must learn the language and the province’s culture and traditions.
The “I Love Pangasinan” campaign urges Pangasinenses to express their love for the province not only through words but actions.
Espino said showing appreciation and love for the province starts from basic things such as cleanliness and self-discipline at home and in schools.
He said people in the province should at least know how to speak the language, even by using simple terms for those whose native tongues are Iloko or Tagalog.
Pangasinan-speaking towns are in the central part of the province, while Ilokano is spoken in eastern and western towns.

URDANETA CITY, Sept. 14 (PNA) — Strong political will, no "ningas cogon" mentality, plus hands-on management are qualities of leadership that made Urdaneta City a model for all local government units in the country today.
These leadership qualities could now be shared by Mayor Amadeo Perez IV to his fellow LGU executives who may want to make their towns and cities follow the footsteps taken by Urdaneta on its way to the top.
Now the best earning city in Region 1 with a budget reaching more than P700 million this year, Urdaneta is the second youngest among the four cities in Pangasinan.
Income-wise, Urdaneta has already overtaken the elder cities of Dagupan and San Carlos and is now virtually miles away from Pangasinan’s youngest city, Alaminos.
Other city executives in Pangasinan and Region 1 now concede that they have a lot to catch up with Urdaneta City already after the latter led them in virtually all aspects of development, not only financially but also in urban development and environmental sanitation.
“Seguro, political will,” the son of Ambassador Amadeo Perez Jr., chief of the Manila Economic Cooperation Office (MECO) in Taiwan, said when asked about his secrets in managing Urdaneta City.
The younger Perez followed and improved on the management style of his father who was Mayor of Urdaneta City for three terms after being congressman of the fifth district of Pangasinan, also for three terms.
“We re-opened old sidewalks so people will have places to walk on. Otherwise, they would be walking on the road pavement which is prohibited by our laws,” he said.
Strong-willed, the younger Perez also implemented a long-standing anti-littering law in the city that slaps a fine of P500 for any one indiscriminately scattering his wastes, including cigarette butts and ashes, just for the initial offense.
In less than seven months, the fine collected by the city from the ordinance reached a staggering P700,000 and these came only from first offenders as violators saw to it that they no longer repeat the offense.
“Mga first offenders lang. Wala nang umuulit,” chuckled Perez, which means that the anti-littering ordinance already taught the Urdaneta people a lesson.
He said no one is exempted from the ordinance, even officials and strangers who may unconsciously scatter their wastes are fined.
No one dares to commit the violation as the city has eyes all around just to spot violators and impose the fine.
Sincere implementation of the ordinance led to the selection of Urdaneta as the cleanest, safest and greenest province in Region 1 this year by the Regional Development Council (RDC).
Urdaneta was also the first LGU in Pangasinan to build an engineered sanitary landfill in Sitio Calegu, Barangay Catablan in compliance with Republic Act No. 9003 or the Solid Waste Management and Ecological Act.
The engineered sanitary landfill, a legacy from the elder Mayor Perez, was continued by the younger Perez and it was he who presided over during its inauguration sometime in early part of this year with President Benigno Aquino III as guest.
“When we have programs and projects, we will continue it up to the very end. No ningas cogon,” said Perez, adding that the “Purok Tulungan” started and became successful during the reign of his father and was continued by him.
“After our cleanliness drive, we will put up tourist spots in the city where our visitors will go,” said Perez, adding that he in fact already started with the ongoing refurbishing of the Rizal Park beside the old city hall.
The city had just installed a statue of a carabao on a junction of the national highway which is now a landmark symbolizing Urdaneta’s big economic breakthrough in the past as center of cattle trading in northern Luzon.
That statue of carabao means a lot for Urdaneta because the cattle market pre-positioned the former town as an economic giant in the whole of Pangasinan and Northern Luzon.
With two high-rise market buildings where its upper floors are rented by a mall, Urdaneta City became more competitive with the widening of the MacArthur Highway some years back.
As a hands-on executive, Perez sees to it that he is there providing directions to department heads daily and is even ahead in some of them in visiting the market.
At night, he passes by at some vendors not only to say hello to them but to tell them what they should do to help keep their city clean.
“I simply tell them that more people will come to our city if we keep cleanliness in our workplaces,” he said. (PNA)

SAN CARLOS CITY, Sept. 15 (PIA) -- There is another reason for tourists to visit this city as the plan to construct a heritage park is now in the works.
The park will be located in barangay San Juan formerly called Binalatongan which used to be the center of San Carlos when it was still called as such a few hundred years ago.
City Mayor Julier Resuello is ecstatic about the new tourist attraction and said the clear platform about the park will be known this month as talks with the Department of Tourism continue to prosper.
The city government is also all out in its support to the ‘I Love Pangasinan’ campaign of the provincial government to take pride and promote the province.
“ Maganda na i-showcase ang Pangasinan at maganda na nakikitang nagkakaisa ang mga bayan at siyudad sa ating probinsiya,” Resuello said.
The city boasts of its Mango- Bamboo Festival which is fast gaining ground on participation and tourist attraction.
Last year, San Carlos earned the distinction of being the city with the biggest mango pie as declared by the World Record Academy.

Alaminos NFA warehouse, the country’s 2nd best

DAGUPAN CITY, Sept. 15 (PIA) -- The western Pangasinan National Food Authority warehouse in Alaminos City has been selected as the second best maintained warehouse in the country.
Beverlyn Peralta, officer-in-charge of NFA western Pangasinan, said in a radio interview Wednesday that since she assumed office last April, the warehouse has been maintained in excellent condition thru orderly filing of stocks, regular clean-up and proper implementation of pest control measures.
Regular inspection is also being conducted to ensure that no damaged stocks enter the warehouse, while the surroundings have also been planted with trees to improve its general appearance.
The warehouse had been cited earlier this year as the best in Region 1.
The warehouse uses machines and equipment such as vacuum cleaners to maintain cleanliness. But the general condition of the warehouse depend much on the work attitude of the personnel, she stressed.\
Peralta advised private owners to also keep their warehouses clean to assure consumers that the rice they buy are of excellent quality.
Peralta and Regional Director Danilo I. Pastrana will receive the award at the NFA central office in Quezon City on September 26, in time for the 39th anniversary celebration of the NFA.

PHL eagle may find home in Cordillera

SAN MANUEL, Pangasinan, Sept. 15 (PIA) -- The critically-endangered Philippine eagle may soon find a new home along the Cordillera-Caraballo mountain ranges as moves to assess its possible habitat in the area have started.
The Philippine Eagle Habitat Suitability Assessment project was launched Wednesday at the San Roque Multi-Purpose Project in this town in time with the planting of 90 trees of nine indigenous species in honor of philanthropist Washington Sycip who celebrated his 90th birthday.
Sycip is a trustee of the Synergia Foundation which partnered with SRPC in providing education materials and equipment for the three catchment areas of the San Roque dam - this town, San Nicolas and Itogon in Benguet.
SRPC Vice-President Tommy Valdez said the rare eagle species will become the rallying point in conserving and protecting the Agno watershed. "Kung protektahan natin yong eagle, iprotect din natin ang forest," he told mediamen who covered the launch.
He said that in two to three years, a pair of the rare eagle may be brought in the area if assessment proves it is suitable as its habitat.
A preserved specimen from Davao was brought here for exhibit. A lecture was also given by a staff of the Philippine Eagle Foundation for the benefit of teachers and students who earlier participated in the tree planting activity at the dam viewdeck.
A memorandum of understanding was also signed between Synergia, SRPC and education officials for the fifth year implementation of the Reading and Mathematics Proficiency program.
Some 7,000 workbooks and manuals were distributed to public elementary schools in the three towns.

DAGUPAN CITY, Sept. 15 (PNA) -- Jeepney drivers in Pangasinan are satisfied with the outcome of the dialogue between President Benigno Aquino III and leaders of transport organizations in Malacanang on Wednesday, Sept. 14 and are not joining the transport strike or "Tigil Pasada" being hatched up by one group, Piston.
This was disclosed by Benny Aquino, president of the Alliance of United Transport Organizations Province-wide (AutoPro), comprising of 20 transport associations in Pangasinan with over 20,000 members, which is affiliated with the Alliance of Concerned Organizations (ACTO) headed by Efren De Luna.
He said De Luna immediately relayed to him the outcome of their talk with the President after the meeting and asked him (Aquino) to join another meeting to be held at Camp Crame on September 20 to be presided over by Interior and Local Government Secretary Jesse Robredo that will further discuss other problems of jeepney drivers and operators.
He said based on information relayed by De Luna, they are glad that the oil-deregulation law enacted during the Ramos administration will be eventually put on review by the current administration, the second round of the Pantawid Pasada program will be launched and a mailed-fist policy against so-called "kotong" cops, among others, will be conducted.
AutoPro president Aquino said De Luna wants him to join the September 20 meeting in Camp Crame because one of the issues to be discussed is the double-coding scheme in effect in Dagupan City since 2005 which he (De Luna) raised with the President in Malacanang, being allegedly discriminatory and unfair to jeepney drivers and operators.
He said jeepney drivers and operators in Dagupan want the city's double-coding scheme removed as they are barred from bringing out their vehicles two days a week, which is a big drain to their individual incomes.
Incidentally, Dagupan is the only local government unit in the Philippines implementing double-coding scheme to public utility vehicles plying along its roads.
Dagupan's double-coding scheme is provided for in Ordinance 1848-2005 passed during the previous term of incumbent Mayor Benjamin Lim.
Aquino said AutoPro has always questioned the controversial ordinance because it is a violation to their franchise issued by the Land Transportation and Franchising Board (LTFRB), a national government agency, which they think can not just be set aside by a local law (Ordinance 1848-2005 of Dagupan City).
"It is our prayer that President Aquino, through Secretary Robredo would order the removal of the controversial Ordinance No. 1848-2005 which was imposed on us through the years, thus limiting our capacity to earn more for our families," Aquino said. (PNA)

SAN NICOLAS, Pangasinan, Sept. 16 (PNA) -— Mayor Leoncio Saldivar III welcomed school teachers from other towns conducting tree-planting activity along the banks of the Ambayoan River which connects to the Agno River from the Caraballo Mountains.
There were 100 teachers from adjacent Natividad and Tayug towns who came to San Nicolas on September 15 to conduct tree planting operation along the river banks in Barangays Casaratan and San Rafael.
The teachers were representatives of the Pangasinan II School Division, headed by Schools Superintendent Viraluz Raguindin as their participation to the celebration of the 111th Philippine Civil Service Month.
The tree planting, also in support of the National Greening Program, was supervised by Fernando Estrada, head of the Community Environment and Natural Resources Office (Cenro) based in Urdaneta City.
He was accompanied by Foresters Filipina Sembrano, Florelinda Salom, Cynthia Areola and Marlyn Resultay.
Planted along the Ambayoan River banks are Gmelina, acacia, mahogany and other fast-growing trees.
The teachers were led by Dr. Josephine Lopez of Natividad District and Dr. Nora Ramirez of Tayug District II.
Mayor Saldivar lauded the tree planting effort which can help save San Nicolas as well as San Manuel from another disastrous floods. (PNA)

yup, parang ganun sa Shanghai Maglev Train, kase kapareho ng Dagupan yung lupa dun kaya pundasyon nun upto 70meters deep, pero sa Dagupan naman kahit 5-7 story bldg mga 30meters deep, pwede na, tapos elevated pa ng at least 2meters para di sila bahain

maganda talaga interiors ng CSI City Square, pero most of the time, di nakasindi yung mga ilaw nila kaya pangit sa paningin, iba talaga quality ng picture kapag totoong Pangasinanse ang kumukuha. di tulad nung mga pictures na ipino-post nung mga ibang pretending to be dagupenos, yun pala mga kapampangan/ilocano/bisaya/tagalog sila.

But for the last four years, the Romana brand has been available in major supermarkets and malls nationwide.
“The family management is concentrating on marketing our product in supermarkets since we penetrated [mainstream outlets] in 2007,” says Rafael de Vera, Romana Peanut Brittle general manager.
Rafael is the ninth child of Romana de Vera, the woman behind the enterprise and from whom the brand name was used.

SM and Robinsons malls have offered their company to open a Romana Peanut Butter shop, “but everything is still under negotiation,” Rafael says.
That’s the Cinderella ending to a homegrown label.
“The procedure in making the peanut brittle when I started this business is still the same today; only the formula is developed so that it is better than before,” Romana says.

But the family business uses peanuts imported from China, a foreign brand of butter, and Luisita refined white sugar.
“We don’t use margarine. We don’t use ordinary sugar. Almost all of our ingredients are imported,” Rafael says.
Says Romana: “If prices of ingredients increase, then we also increase the price of our product. We do not believe in lessening our product’s quality by using cheaper ingredients. If that was the case then we wouldn’t be where we are now.”
Rafael adds: “As much as we would like to use Philippine-grown peanuts, they are wrinkled and small in size, and producers cannot provide us steady stocks for our all-year round production.”
Besides, he says, peanuts from China have consistent sizes and are a lot cheaper.
Romana’s formula
Romana says she was once compelled to improve her formula after a former worker leaked her recipe and manufacturing system to other peanut brittle makers in Baguio.
“But people know the difference and they still buy our product so that means something, and I am glad,” she says.
Rafael says: “Before the Sept. 11 World Trade Center bombing in 2001, we had a distributor in West Coast in the United States. That company distributed our product all over the United States.”
That contract ended after the World Trade Center attacks.
But Rafael says his family plans to expand the distribution of Romana products in the US, China and Singapore. “We will target Filipino communities abroad,” he says.
Next month, the Department of Trade and Industry will initiate a trade mission to the US, and the De Vera family hopes to join that group.
Right now, the family has two peanut brittle factories in Barangay Guiguilonen here. A third factory, which is dedicated to other family products, is being supervised by Silvana, Romana’s third child.
Diversification
The Romana Peanut Brittle brand has diversified, and is also selling peanut “adobo,” banana brittle, greaseless peanut, “ube halaya,” “pastillas,” chocolate rolls, “polvoron,” “yema,” “chichacorn” and “bibingka.”
In 2006, they also put up a bottle factory for the packaging of Romana Peanut Brittle.
Despite their business growth, Rafael admits that unfriendly weather conditions in the country greatly affect their production.
“When Pangasinan was submerged by floodwaters when Typhoon ‘Pepeng’ struck in 2009, we lost more than P4 million in product sales and equipment. We had to spend more to restore our factory, buy new equipment, and put everything back in order,” Rafael says.
They employ 28 workers, mostly relatives who have been working for them since the 1960s.
At 78, Romana still supervises the business, alongside Rafael. Her husband, Federico, died 20 years ago.
Three of Romana’s other children hold positions in the family business. Maria Isabel, the eighth, is in charge of their canteen and water refilling station here. Paz Maria, the seventh, is the marketing manager based in Manila. Pilar Romana, the sixth, works as an auditor.

CALASIAO, Pangasinan, Philippines (PIA) – A road widening project in this town is set to start this month and fruit vendors are bothered with the prospect of relocation.
The road widening project of the national government will start from Marusay bridge until Mac Arthur Highway and will affect at least five barangays- Buenlag, Macabito Songkoy, Mancup and Talibaew.
The long line of fruit vendors in the affected areas are worried as to where they could sell their products as they face decline in sales.
Tricycle drivers plying the route would have to pass by a farther route which is an additional one kilometer. This prompted them to ask for additional P3 charge in tricycle fare.
Municipal Administrator Vivencio Vallo said the government has already laid out plans for the relocation of the vendors. During the construction period, fruit vendors could stay beside the puto vendors’ area where they initially sold their products.
Vallo said not all tricycle drivers will be affected. A simple turn to sitio Pogo in barangay Nalsian is just a kilometer away and they would be given the freedom to park in the plaza, he said.
As to the demand for fare hike, the concerned group could ask Sangguniang Bayan for a resolution, he explained.

Ewan ko nga bat pa hinuhuli ng mga tao tapos turn over din naman eh sa mga talahiban naman talaga nangingitlog yung mga grass owl.

good news po yan lalo na sa mga local business owners dito sa probinsya natin. Malakas naman talaga ang CSI pati na rin ang Magic lalo na yung mga branch nila outside Dagupan City. May mga laking CSI/Magic at nandun na po yung loyalty nila kaya walang rason para pigilan ang mga big time mall gaya ng SM na pumasok sa Dagupan.

I think it's name recall kaya wagi pa rni ang mga local supermart like CSI and Magic:)..plus the fact na sila ang nauuna or pioneer sa larangan ng mga Groceries dito Dagupan and Pangasinan.. Nakasanayan na nila ang mag grocery sa CSI at Magic na very affordable ang prices nila.
Pero nag grocery din kami sa Robinsons and Super 8 stores di naman sila nag kakalayo sa mga prices me mas mura sa 2 stores(ROB & Super 8) kesa CSI at Magic or vise versa or the other way around...
CSI at Magic talaga ang 2 mahahaba ang pila pag dating sa mga groceries..Sorry pero di kami nag grocery sa BHF Plaza kaya di ko siya ma compare sa iba but heard na low prices din sila:)..i think in 3rd ang Robinsons hehe..sa Super 8 di gaano ang haba ang pila eh.. pero when it comes to chichiria/Junk foods mas marami sila compare mo sa CSI at Magic..

wrong timing yata ang project na to...rainy season eh, paano kung bumaha na naman..hindi lang yung mga nasabing barangay ang affected kundi pati mga motorists coming from san carlos, malasiqui, bayambang, etc...wala na silang madadaanan papuntang Dagupan if ever bumaha na naman...i just hope bilisan nila yung project para umabot sa December before mag-open ang Robinsons.

MANGALDAN, Pangasinan – Romana Peanut Brittle drew Metro Manila’s attention as a popular souvenir item, which becomes available to tourists only when they motor up to Baguio City or to this town where it has been manufactured since 1958.
But for the last four years, the Romana brand has been available in major supermarkets and malls nationwide.
“The family management is concentrating on marketing our product in supermarkets since we penetrated [mainstream outlets] in 2007,” says Rafael de Vera, Romana Peanut Brittle general manager.
Rafael is the ninth child of Romana de Vera, the woman behind the enterprise and from whom the brand name was used.
SM and Robinsons malls have offered their company to open a Romana Peanut Butter shop, “but everything is still under negotiation,” Rafael says.
That’s the Cinderella ending to a homegrown label.
“The procedure in making the peanut brittle when I started this business is still the same today; only the formula is developed so that it is better than before,” Romana says.
But the family business uses peanuts imported from China, a foreign brand of butter, and Luisita refined white sugar.
“We don’t use margarine. We don’t use ordinary sugar. Almost all of our ingredients are imported,” Rafael says.
Says Romana: “If prices of ingredients increase, then we also increase the price of our product. We do not believe in lessening our product’s quality by using cheaper ingredients. If that was the case then we wouldn’t be where we are now.”
Rafael adds: “As much as we would like to use Philippine-grown peanuts, they are wrinkled and small in size, and producers cannot provide us steady stocks for our all-year round production.”
Besides, he says, peanuts from China have consistent sizes and are a lot cheaper.
Romana’s formula
Romana says she was once compelled to improve her formula after a former worker leaked her recipe and manufacturing system to other peanut brittle makers in Baguio.
“But people know the difference and they still buy our product so that means something, and I am glad,” she says.
Rafael says: “Before the Sept. 11 World Trade Center bombing in 2001, we had a distributor in West Coast in the United States. That company distributed our product all over the United States.”
That contract ended after the World Trade Center attacks.
But Rafael says his family plans to expand the distribution of Romana products in the US, China and Singapore. “We will target Filipino communities abroad,” he says.
Next month, the Department of Trade and Industry will initiate a trade mission to the US, and the De Vera family hopes to join that group.
Right now, the family has two peanut brittle factories in Barangay Guiguilonen here. A third factory, which is dedicated to other family products, is being supervised by Silvana, Romana’s third child.
Diversification
The Romana Peanut Brittle brand has diversified, and is also selling peanut “adobo,” banana brittle, greaseless peanut, “ube halaya,” “pastillas,” chocolate rolls, “polvoron,” “yema,” “chichacorn” and “bibingka.”
In 2006, they also put up a bottle factory for the packaging of Romana Peanut Brittle.
Despite their business growth, Rafael admits that unfriendly weather conditions in the country greatly affect their production.
“When Pangasinan was submerged by floodwaters when Typhoon ‘Pepeng’ struck in 2009, we lost more than P4 million in product sales and equipment. We had to spend more to restore our factory, buy new equipment, and put everything back in order,” Rafael says.
They employ 28 workers, mostly relatives who have been working for them since the 1960s.
At 78, Romana still supervises the business, alongside Rafael. Her husband, Federico, died 20 years ago.
Three of Romana’s other children hold positions in the family business. Maria Isabel, the eighth, is in charge of their canteen and water refilling station here. Paz Maria, the seventh, is the marketing manager based in Manila. Pilar Romana, the sixth, works as an auditor.
