LINGAYEN, Pangasinan -- “Reduce road accidents” is the battlecry of the Automobile Association of the Philippines (AAP), as it goes around the country with its Drive Tour Caravan.
On Friday morning, former Tourism now AAP Director Secretary Mina Gabor, the ambassadors of Malaysia, Brunei, Greece and Pakistan, together with Provincial Administrator Rafael Baraan, led the signing of the Decade Action for Road Safety Pledge held at the Sison Auditorium here.
AAP Director Jacinto Mantaring, also a signatory, said road accidents were the 20th highest cause of death in the country. Unless drastic measures are undertaken, it may become the number three killer by year 2020.
Road accidents that result in death are caused by using cellphones while driving and intoxication, both Mantaring and Gabor said.
They also advised drivers and passengers to always wear seatbelts and, as part of their environmental campaign, to avoid throwing trash outside the vehicle window.
Meanwhile, Gabor said part of AAP’s program is to also drum up domestic tourism. They encourage their members and other motorists to visit the various attractions through road trips.
For its part, the Provincial Government of Pangasinan, Tourism Operations Division Chief Malu Elduayan stated that the signing of the Decade Action for Road Safety Pledge aims to become part of the global effort to reduce road crashes worldwide.
They also lauded the AAP’s effort to promote domestic tourism which is one of the advocacies of Governor Amado Espino Jr. who himself has been encouraging his provincemates to visit the different tourist destinations in Pangasinan.
Espino earlier launched the “I Love Pangasinan” campaign in which he stated that before Pangasinenses encourage others to come and visit the province, they first should show their love for Pangasinan by knowing the province better and by taking care of its environment.

LINGAYEN -- Pangasinan and the island state of Guam in the United States have agreed to establish a sisterhood relationship, a move seen to encourage "cordial, economic, and cultural relations" with one another.
Closer ties between both places would enable a lot of skilled Pangasinenses, and Filipinos in general, to be employed once construction begins for the military build-up in Guam, where American soldiers previously assigned to Okinawa, Japan will be deployed.
"The province of Pangasinan is embarking on a sisterhood relationship with other countries to establish contacts and foster cordial, economic and cultural relations particularly with the people and the government of Guam, USA," the provincial resolution said.
On Thursday morning, two Guam senators, together with the president of the Federation of Pangasinenses on Guam, were officially received by Governor Amado Espino Jr., Vice Governor Jose Ferdinand Calimlim Jr., and members of the Provincial Board.
Provincial officials later turned over to Guam Senators Judith Guthertz and Rory Respicio of the First Guam Legislature copies of Provincial Resolution 394-2011 “Declaring the intent to establish a sisterhood relationship and goodwill between the people of Guam and the United States of America and the people of the Province of Pangasinan of the Republic of the Philippines.”
Among the witnesses were Federation of Pangasinenses on Guam President (retired Major) Vic Rivo Sr., (a native of Mapandan town) and other members of the entourage.
Guthertz and Respicio, likewise, handed over Espino and to the other provincial officials the resolution “Expressing Interest of I Liheslaturan Guahan of a sister city relationship and goodwill with the people of the Province of Pangasinan, Republic of the Philippines.”

DAGUPAN CITY — Ilocos Region Drug Treatment and Rehabilitation Center in Barangay Bonuan Binloc here opened on Saturday to outpatients, though its dormitory and recreation facilities for inpatients are yet to be constructed early next year.
Operated by the Department of Health (DOH) through the region’s Medical Center here, the facility now initially caters to outpatients having drug problem not only from Pangasinan but also from other provinces in Ilocos Region, including those from Cordillera and Cagayan Valley.
Undersecretary Elmer Punzalan, chief of the DOH Special Concerns Department, led in the inauguration of the facility, along with former House Speaker Jose de Venecia Jr., his wife Representative Gina de Venecia (4th district, Pangasinan) and lawyer Gonzalo T. Duque, who represented Dangerous Drugs Board (DDB) chairman Antonio Villar Jr.
All of them participated in the groundbreaking and laying of time capsule for the construction of dormitory and recreation facilities set to be completed next year.
Once the dormitory is completed, it can accommodate some 300 to 400 inpatients, male and female.
Punzalan assured funding for the dormitory and recreation facilities from his office, in addition to the P10-million fund turned over by DDB Secretary Villar, through Dagupan City Vice Mayor Belen Fernandez.
When funds are not still enough, the medical center is also ready to chip in some money from its modest income for hospital operation just to complete the needed dormitory and recreation center for inpatients.
Being a government facility, outpatients seeking treatment in the center is free.
Punzalan confirmed that this is the first government drug treatment and rehab center north of Manila, although there are now some privately-run drug rehabilitation centers in Baguio and other places.
He said the administration of President Benigno Aquino III intends to build one drug treatment and rehabilitation center in every region of the country, in view of the rising number of drug addicts needing rehabilitation throughout the country today.
According to Punzalan, the new Drug Treatment and Rehab Center was patterned after two other government drug rehab centers in the country -- those in Bicutan, Taguig and Tagaytay City.
Dr. Joseph Roland Mejia, Ilocos Region Medical Center chief, said the doctor, nurses and psychologists assigned at the treatment and rehab center first underwent rigid training at the drug rehab center in Bicutan, Taguig so that they can handle drug outpatients. (PNA)

Manila (Philippine Daily Inquirer/ANN) - Korea Water Resources Corp., the leading water resources and power company in South Korea, is looking to invest as much as $1 billion in equity for various water and power projects in the Philippines over the next three years.
Specifically, K-Water is considering the installation of floating solar power systems at the Angat Dam and the construction of the Kapangan hydropower project in Benguet, said K-Water representative in the Philippines, Jiheun (Peter) Yun.
According to Yun, the company is willing to invest as much as $60 million to install the "floating solar power system" in any of the dams in Luzon.
Once installed, it will be the first of its kind anywhere in the Philippines, the company claimed.
K-Water has already begun talks with potential partners including the Ayala group and conglomerate San Miguel Corp.
K-Water explained in a separate statement that the floating solar power system involved the setting up of solar panels in a reservoir, which would allow it to generate higher power output and, at the same time, create an ideal environment for fish spawning since it constrains green algae.
Yun told reporters that the company would initially install a system that could generate 10 megawatts.
K-Water is still considering whether the system will be installed at the Angat Dam or in other dams, such as the San Roque (Pangasinan) facility, Casecnan (Nueva Vizcaya) or the Caliraya-Botocan-Kalayaan (CBK).
According to Yun, K-Water is set to conduct a feasibility study by early next year. This study is expected to be completed within six months. The actual construction of the power plant will take another six months.
"This is the first time (in the country) that the floating solar power system will be constructed within a water reservoir. In Europe and the US, similar projects ... are being installed in oceans and/or rivers," Yun said.
It was only last year that K-Water started installing the system in a water reservoir. That same technology has been in use in Europe and the United States for the past decade.
Yun, meanwhile, assured the public that a power facility in water reservoirs would not pose hazards to the environment or to surrounding host communities, citing the company's experience in South Korea.
He stressed that the facility would not contaminate the water reservoir, such as the Angat Dam, which currently provides 97 percent of the water requirements of Metro Manila.
Since the initial project will have a 10-MW capacity, the company plans to sell the electricity to other private firms, Yun said.
As for its planned hydroelectric power project in Kapangan, Benguet, K-Water earlier announced that it would invest $200 million for a 65-MW facility.

Massacre photos are spreading on the Internet.
Stately acacia trees in Pangasinan lining the road to Baguio are being felled, outraging social media users who have seen photos posted by travellers.
Lizza Nakpil was on her way up to Baguio on November 27 when she counted 20 to 30 trees marked with the bright orange P, which stands for "putol" or cut. Upset, she called her friend Gang Badoy who was still in Baguio and asked her to take photos and blog about it.
One of the photos shows a notice to the public, which states that the “removal/cutting of trees affected by the rehabilitation/reconstruction/upgrading along Manila North Road, Urdaneta City is hereby authorized by DENR [Department of Environment and Natural Resources].”
Badoy said she asked one of the men standing by what the bright orange P stood for. When he said he didn't know, she asked if it meant "putol" and his face lit up as he nodded yes.
"I noticed a whole stretch of old acacias lined up like they were in a concentration camp with numbers to keep track of how many they've killed," said Badoy, who observed that the trees did not appear like they were going to be balled.
The DENR so far has declined to comment. .
Baguio resident Kidlat De Guia said that on trips up or down, the tree cutters sometimes have to stop traffic as they cut bigger parts, or when some branches fall and they have to clear them off the road. He recalled that a couple of years ago, some environmental groups painted silhouettes of people hugging trees in an effort to raise awareness and try to save them.

A better way to do it
Badoy said that while she understands the benefits of a wider road, she thinks there must be a better way to do it. "I've seen widened roads but the trees were kept, like say they become an island in the middle of the road. It also helps delineate the lanes," she said. Admitting that she is not an expert, Badoy said that her blog post is more of a question.
"Is this really the price of road widening? There must be some technology or creativity... I just want to know if this is really the only way. If they have plans to replant and can give a projected illustration maybe, I'd like to know about it. Kung wala naman, is there something we can do about it? Is there another way to not make progress the enemy?" she asked.

Badoy also said that another goal is to make people aware. "It's for the people who regularly ply that route to notice it. We're not always conscious, we take the trees for granted," said Badoy, who also notes that if the problem is that it will take too much effort, perhaps private citizens can participate. "It's not impossible, it just takes more time," she said.
"If the private citizen is aware and making some noise, then the local government will take notice and maybe they can work with the DENR for better solutions to road widening," she said.

Trading, financial and educational hub po ang dagupan. tungkol po sa tourist spot, i recommend yung river cruise tapos yung city museum. onti nalang po natira na old building dahil nasira po noong mega super earthquake noong 90s.. kung gusto nyo po mag relax relax sa tondaligan beach po.. maramig bars and resto sa dagupan hindi po kayo magugutom hehe

DAGUPAN CITY, Dec. 9 (PIA) -- Pangasinan residents need not wait in long queues to get civil registry forms anymore.
Dante Pescador, provincial statistics officer, said the National Statistics Office (NSO) provincial office in Calasiao town has created the Batch Request Entry Query System (BREQS) that allows towns to request civil documents in bulk.
Civil documents include birth, marriage, death and no marriage record certificates.
To adopt the system, local government units must sign a memorandum of agreement with the NSO and assign liaison officers who will handle and collate requests, Pecscador said in a radio interview Thursday.
According to him, records can be claimed the day after the filing of request through BREQS.
He also advised the public to file their requests in registry offices in their respective towns and not to direct their requests thru fixers.
The system can save time, effort and money, especially for the working public, he added.
The local governments that have already adopted the BREQS include Alaminos City and towns of Infanta, Bani, Bolinao, Bugallon, Alcala, Mangaldan, San Carlos, Tayug, San Nicolas, Laoac and Rosales. (ANL/ARRF-PIA 1 Pangasinan)

MANILA, Philippines – Two land- and sea-based overseas Filipino workers and their families received the Model OFW Family of the Year Awards (MOFYA) in a ceremony held Wednesday night at the Sofitel Philippine Plaza in Pasay City.
Dr. Carlito Astillero and Chief Engineer Candido Caminero and their respective families bested 34 other regional finalists to win the land-based and sea-based categories of the Overseas Workers Welfare Administration’s (OWWA) event.
Both families, who are from Region VII (Central Visayas), received P600,000 each.
Dr. Astillero and his wife of 45 years, Elena, are parents to five children. But for 35 years, he has also been considered a "father figure" to countless OFWs abroad, as he helped and supported them.
Years of hard work enabled Astillero's family to earn sufficient savings to secure their future. They are now enjoying their 2 houses in Cebu and Molave, managing their trading center and supervising their agricultural lands.
Caminero and his wife Elizabeth, who have 9 children, have never failed to help their community through various outreach programs. With four decades in service, Caminero’s family was able to invest in a corn mill, poultry farm, sand and gravel supply, hog-raising, and agricultural lots.
Special awards
Meanwhile, Captain Celso Banag and family from Region III (central Luzon) also took home the Special Award for Outstanding Achievement in Community Projects, which has a P100,000 cash prize .
Banag and his family earned the special award for “Outstanding Achievement in Community Projects”, for contributing to the construction of a 2-kilometer farm-to-market road that allowed farmers to transport their produce to markets more easily. Banag shouldered all the expenses for the project. He is also an advocate for the “clean and green” project of the government and planted at least three million seedlings of Ipil-Ipil trees.
The OWWA also awarded Capt. Manolo Gacutan’s family the “Outstanding Achievement In Entrepreneurship”, which included a P100,000 cash prize.
After working for 16 years on board international commercial vessels, Gacutan’s drive and competence allowed him to become a shipping executive, which eventually led to establishing his own manning agency.
Dohle-Philman Manning Agency has provided employment opportunities for Filipino seafarers. His first business venture in 1990 involved supplying seamen uniforms, and in 2004, he opened a commercial center, which includes his bakery, poultry supply and agricultural supply shop and water refilling station, in Pangasinan. Gacutan's family also opened a resort in their hometown, and has substantial real estate investments in 6 provinces.

The Dominican Fathers worked for the foundation of San Fabian for two reasons: first, to make it, on account of its climate, as a place of infirmary for their order and second, for the conversion of the Igorot pagans then living near the Christian settlements. To effect its founding in 1717, the main settlement in Barangay Anguio was moved to the site of the present church.
Fray Francisco Ferrer is credited as the architect of the original construction of the present church erected after the British invation (1762-1765). Burned in 1856, it was rebuilt under the supervision of Fr. Juan Gutierrez, OP between 1857 and 1860. Together with the convent it was damage by earthquake of March 1892 and again during the Hispano-American war in 1898 and the American liberation in January 1945 when the belfry was destroyed. In 1952, it was renovated for the Diocesan Christ the King celebration in the town. Further improvements were done for the Christ the King celebration in 1977.

Trading, financial and educational hub po ang dagupan. tungkol po sa tourist spot, i recommend yung river cruise tapos yung city museum. onti nalang po natira na old building dahil nasira po noong mega super earthquake noong 90s.. kung gusto nyo po mag relax relax sa tondaligan beach po.. maramig bars and resto sa dagupan hindi po kayo magugutom hehe
kung wala po wheels madali lang po umikot kasi madami jeep.. pwede rin po kayo mamasyal sa lingayen capitol complex and beach malapit lang po. enjoy have fun take care.mwuah

My memories of Christmas past, aside from the hope of always completing Misa de Gallo was all about food. No, They were not your usual fusion cuisine that we get to see in specialty restaurants nowadays but they were all simple fare that our parents prepared for the occasion. Back in the province when I was in grade school, having Pancit Bihon, Suman, and Binongey for Noche Buena was considered a feast for us.

One such famous delicacy from our province in Pangasinan which is also served during Christmas is Tupig, made from glutinous rice, mixed with sugar and grated young coconut wrapped in banana leaves then baked over charcoal. I tell you, it’s one of the best there is in our place. These rice cake preparations are both associated with Christmas and New Year.

We call this Binongey, it’s also made of glutinous rice or malagkit and mixed with coconut cream then cooked in cut bamboo tubes over live coals. It tastes like Suman but has that distinct flavor which makes it more yummy and delicious.

Some non-Pangasinense (Pangasinense being the natives of the place) confuses the Suman we have there with the Tupig, we use the same ingredient like the glutinous rice and coconut cream but the Suman is wrapped in these home-made young coconut leaves unlike the other version in some provinces where they use banana leaves.
I do miss all these. Here in the city, there are always the proverbial ham, roast chicken, Lechon, fruit salad, pasta dishes and other recipes that you would dream of preparing but nothing could bring back that smile on my face when I see these sweet delicacies placed on the dining table. It reminds me of Christmas past, back when life was simple.

CALASIAO, Pangasinan, Dec. 11 (PIA) -- The 50-year old Villamil bridge in this town is set for rehabilitation for the safety of commuters and motorists as part of the national government’s undertaking to upgrade the region’s infrastructure facilities.
The 3rd Engineering District of the Department of Public Works and Highways (DPWH) said the P90 million national fund for its re-construction is now ready.
District Engineer Marietta Mendoza said the daily activities in the bridge weakened its foundations thus the need for the rehabilitation to avoid accidents.
Mendoza said commuters could use the three kilometer San Vicente–Pogo detour road while the construction is going on. “May dagdag lang na five minutes (ang biyahe),” she said.
The construction was earlier set for November 25 but was delayed because posts of telephone companies and tubes of the water district are situated near the bridge. They are now re-located 30-40 meters away from the construction site, according to Cecille Estrada, engineer, of the DPWH.

LINGAYEN -- The Provincial Board here approved Friday an appropriation ordinance that authorizes the release of productivity incentives for Provincial Government employees.
The P79,226,256 approved budget includes the P10,000 productivity enhancement incentives to be given to each regular and casual employees of the Provincial Government.
The release of productivity bonus is pursuant to Administrative Order 24 signed by President Benigno Aquino III on December 1, 2011. The order authorizes local government units to grant said bonus to its employees chargeable to their respective savings.
Meanwhile, job order employees and consultants in the Provincial Government will receive P5,000 each as "financial assistance."
Aside from the savings from the different offices, other sources of fund are the additional estimated income from the province’s share in the tobacco excise tax, EC-Grant-2007-2009 variable tranches, franchise tax, property transfer tax, real property tax, fines and penalties, hospital fees, interest income, share from national wealth, miscellaneous income, rental and share from Lotto (amusement tax).

REPRESENTATIVES from the towns of Lingayen, Mangaldan and Manaoag were crowned the best in their cultural stage presentations during the grand finals of the 1st Pangasinan Culture and Arts Festival held at the Sison Auditorium on December 2.
The festival, dubbed “Balitok A Tawir” – Pangasinan for “priceless heritage”- was participated in by public officials and employees from 14 local government units (LGUs).
The project, conceptualized by Governor Amado Espino Jr., aims to help revive and preserve the province’s cultural treasures, including traditional songs, dances and stage plays known as zarzuelas.
The governor said the provincial government is committed to make Pangasinenses, especially the youth, learn about their roots and create a sense of belonging and identity.
The festival is also part of the tourism promotion program and the “I Love Pangasinan” campaign of the provincial government.
“Hopefully, this activity will be institutionalized and become an annual event of the province,” said Marife Acerit, special events coordinator.
The winners in the 2nd and 3rd slots are: Manaoag and Bautista for choral category; Malasiqui and Lingayen for folk dance; and Mabini in the zarzuela category.
The grand finals culminated with the ceremonial lighting of the 45-foot Christmas Tree at the Capitol Plaza, signaling the start of the yuletide celebration in the province.
Winners will receive their prizes during the LGU Night Christmas Celebration on December 16. (PIO)

AFTER an apparent absence from the scene, the city’s fiesta organizers have now appeared, albeit in a press statement announcing that it’s “all systems go” for the Dagupan annual celebration.
The fiesta chairman, Liga ng mga Barangay president Guillermo Vallejos, and his co-chair, Pederasyon ng Sangguniang Kabataan (PSK) president Chester Gonzales, said the month-long event kicked off on December 1 with the opening and blessing of the Food Strip and Tinday Labi along Galvan Street on December 1, although the Tinday Labi has already been operating for weeks.
The formal opening of City Fiesta 2011 will be on December 15 with a Grand Civic Motorcade in the city’s downtown area followed by a ceremonial lighting the city plaza.
Among the events lined up include the Pangasinan Got Talent, December 14; Magic Idol Grand Finals, December 15; and Miss Dagupan Pageant Night, Dec. 18.
The highlight of the celebration, a thanksgiving mass in honor of the Feast of St. John the Evangelist, the city’s patron saint, will be on December 27 at the Metropolitan Cathedral, to be officiated by Socrates B. Villegas, Archbishop of Lingayen-Dagupan.
In the evening of December 26, the grand fiesta program and ball will be held at the city plaza, where Miss Dagupan 2011 and the runners-up will be crowned.
The traditional night for balikbayans, the Pawil Dagupan , is scheduled on Dec. 26.
Culminating the festivities is the Rizal Day celebration on Dec. 30.

STATE-RUN Development Bank of the Philippines granted a P20-million loan to Sta. Cruz Savings and Development Cooperative (SACDECO) to allow the latter to extend loans to micro-agricultural entrepreneurs in Northern Luzon.
In a statement on Friday, DBP said it extended a P20-million to SACDECO under its Agriculture Credit Policy Council-DBP Cooperative Agricultural Lending Program Facility.
"Through this credit facility, the bank aims to provide loan financing to viable cooperatives and stable cooperative banks extending agricultural loans to eligible borrowers," DBP said in the statement.
SACDECO is a cooperative in Region I who provides financing for the micro-agricultural entrepreneurs such as farmers and fisherfolk in Northern Luzon that includes provinces of Ilocos Norte, Ilocos Sur, La Union, and Pangasinan, with its head office located in Sta. Cruz, Ilocos Sur.
It has six branches located at the towns of Santa and Santiago in Ilocos Sur; Bangar and Bacnotan in La Union; and Villasis and Asignan in Pangasinan.

DAGUPAN City, Dec. 11, 2011—The Archdiocese of Lingayen-Dagupan is aiming to build its first theology seminary in Pangasinan, 400 years after the first Augustinian missionaries evangelized the province.
A fund raising project for the construction of the seminary was launched during a Mass presided by Lingayen Archbishop Socrates Villegas and attended by hundreds of parishioners.
Villegas rallied the faithful to support the fund raising drive saying “we need the seminary to form priests who will give us Christ!”
“We need to form priests from Pangasinan, for Pangasinan, in the culture of Pangasinan. We need to form priests with the clergy of Pangasinan, among the people of Pangasinan,” the archbishop said in his homily.
“We need priests because we need Christ. We need the seminary to form priests who will give us Christ!” he stressed.
He told the faithful that helping build the seminary by sharing their resources is an opportunity that is being given to them “to become part of the construction of the seminary.”
“It is not always that we are given this opportunity,” he said. “It is a legacy that will transcend our lifetime. We will all pass away, but the seminary will remain beyond our lifetime, forming priests of Pangasinan who will be ever ready to give Christ to you!”
The archdiocese is hoping to raise P5 million as seed money from the initial fund drive. A wide spread fund drive will follow the first one to raise the full amount of P50 million to complete the entire project.
But Villegas assured the people that “every donation no matter how small is a gift for the future of the Church.”
“It is not the amount that matters. It is the love we have for God, for the church that matters the most,” he further said.
To kick off the fund drive, the archbishop led the clergy in signing the “Libro na Panangaro para Seminario”. The Olupan na Laiko na Arkidiosis na Lingayen-Dagupan (ONLA) facilitated the initial signing and collection of donations after the mass.
A copy of “Libro na Panangaro para Seminario” which contains the names, address, amount given and signature of the donor, will be given to every parish, chaplaincy, pastoral station and school.
After the campaign the book will be placed in the cornerstone of the new building. The book will be offered during the opening Mass of the archdiocese’s Golden Jubilee celebration on 16 February 16, 2012. Lingayen is set to celebrate its golden jubilee on February 16, 2013.
With a target cost of Php50 million, the theology seminary will be built in a lot owned by the archdiocese in Barangay Palapad, San Fabian.
Lady Architect Susana Castillo, a recipient of papal award Pro Ecclesia et Pontifice has designed the future seminary that will be able to accommodate 80 seminarians who can also take theology classes within the compound.
The archdiocese has already two formation houses for future priests: the Mary Help of Christians High School Seminary in Binmaley, Pangasinan and the Mary Help of Christians College Seminary in Bonuan Gueset, Dagupan City.
To date, there are 103 high school seminarians, 32 seminarians in philosophy and 18 seminarians in theology. The nearest theology seminary is the Immaculate Conception School of Theology located in Vigan City.
Lingayen-Dagupan has only 59 diocesan priests and 12 religious priests ministering to a Catholic population of one million two hundred thousand in 33 parishes. (CBCPNews)

ROSALES, Pangasinan— At the speed Chinese engineers are moving earth, rocks, cement and steel, the completion of the country’s biggest irrigation project is expected to come way, way ahead of schedule.
Already, since China Camce Engineering Co. Ltd. actually started work early last year on the 86-hectare re-regulating pond of the San Roque multipurpose dam in San Manuel, Pangasinan, considered the biggest hydroelectric power dam facility in Asia, 81 percent of the job has been finished.
The Chinese firm which won the bidding at a contract price of $93.8 million, went on three-work shifts immediately after laying the pond’s sprawling foundation, said Reynaldo Mencias, project manager of the Agno River Integration Irrigation Program (ARIIP).
“The Chinese engineers are all young, full of vitality and work on precision,” Mencias noted, as he pointed out that the accomplishment exceeds the expected target of 76 percent for the period.
“A little over $72 million has already been pumped into the project,” the ARIIP chief said.
Barring any untoward incidents, the big pond will start service operations in time with the main palay cropping season n June next year, Mencias said.
Mainly funded by a soft loan of $89.1 million with China Export-Import Bank, the commissioning of the re-regulating pond is expected to increase crop yield and cropping intensity by 150 percent with the full irrigation of 34,450 hectares of farmlands on opposite banks of the Agno River.
In cadence with the engineering works on the pond, ARIIP is rushing up the rehabilitation of 67.06 kilometers of existing main irrigation canals, along with 327.85 kilometers of lateral canals.
Some 280 kilometers of farm-to-market roads are also in simultaneous rehabilitation works in anticipation of the increased farming activities within ARIIP’s service area covering 28,207 farm families in 18 towns of Pangasinan.
At a total cost of P11.2 billion, ARIIP as an irrigation component of the San Roque multipurpose dam started in November 2006. The project is expected to go on full-swing services on or before December 2013 with the completion of rehabilitation works on all of ARIIP’s facilities.
According to Mencias, the rehabilitation of the irrigation system is funded by the national government at an estimated cost of P4.1 billion.
“As a reservoir, the re-regulating pond augments the dam’s flood prevention component as it will store 5 million cubic meters of water siphoned from the main dam structure,” Mencias said, as he stressed that the stored volume of water will be released for irrigation via the pond’s sluice way at an average of 560 cu. meter per second.
With the reservoir, the provincial government intends to siphon water from the facility to solve a water crisis now gripping households in 20 coastal towns of the province.
Provincial Administrator Rafael Baraan said a memorandum of agreement signed recently with the National Irrigation Administration will allow the flow of at least five cu. cm. of water from the reservoir to the Pangasinan Bulk Water Supply Project which the provincial government has committed to build.
Under the scheme, the siphoned water will be rationed out to houses in towns and cities whose deep wells are now fast drying up and severely affected by salt-water intrusion.
But on top of everything, Mencias said the reservoir will be a stable source of water needed in palay production, vegetable growing and root-crop farming.

LANDOWNERS should expect to pay more taxes as local government units (LGUs) are revising real property valuations in a bid to generate more revenues.
Ten cities and five provinces have already updated their schedule of market values (SMVs) this year while another 26 cities and 12 provinces will begin their revisions in 2012, Finance department data show.
This is in response to Joint Memorandum Circular 2010-01, issued last October by the Finance and Local Government departments, urging all LGUs to update their SMVs -- the basis for appraising real property taxes.
The following had complied with the directive as of November: the provinces of Pangasinan, Cavite, Rizal, Romblon and Compostela Valley, and the cities of Santiago, Palayan, Antipolo, Tagaytay, Trece Martires, Calapan, Kabankalan, Bayawan, Zamboanga and Davao.
Working to update their valuations by next year, meanwhile, are the provinces of Abra, Laguna, Camarines Norte, Masbate, Sorsogon, Aklan, Capiz, Guimaras, Iloilo, Negros Occidental, South Cotabato and Agusan del Sur, as well as the cities of Parañaque, Vigan, Laoag, Balanga, Tarlac, Sorsogon, Cavite, Bacolod, Bago, Cadiz, Escalante, Himamaylan, Iloilo, La Carlota, Passi, Roxas, Sagay, San Carlos, Silay, Victoria, Lapu-Lapu, Talisay, Zamboanga, Dapitan, Iligan and Digos.
“Using an updated SMV as basis in the assessment of real property tax increases the LGUs’ capacity to generate revenue from real properties so that they do not depend much on their share of internal revenue allotment (IRA),” said Salvador M. Del Castillo, officer in charge and executive director of the Finance department’s Bureau of Local Government Finance, in a statement issued during the weekend.
All local governments split the proceeds of national taxes through their assigned IRA. Real property taxes, meanwhile, are local taxes and go straight to LGU coffers.
“By making SMV current, [the] real property tax base expands ... [providing] LGUs the opportunity to generate additional income which can be used to finance various projects and improve delivery of basic services,” Mr. Del Castillo said.
The law requires LGUs to revise their property assessments every three years to reflect the latest market values. This, however, hasn’t been followed by most authorities. A total of 29 provinces and 84 cities have yet to revise their SMVs with base years 2006 or even older, Finance department data showed.
“There are even a number of LGUs whose real property tax collections are based on the SMVs going back to 1996 and even 1993 when [the law] was first implemented,” Mr. Del Castillo said.
This weakens LGU revenue generation since tax assessments do not reflect the appreciation in property values over time. Conversely, depreciated properties will still be taxed based on previous and higher values, penalizing property owners, he pointed out.
Tammy H. Lipana, chairperson of the Philippine Chamber of Commerce and Industry tax committee, agreed with the policy move to have valuations adjusted.
“It is high time to adjust the SMVs since most properties have appreciated in value ... On the other hand, there are some properties which, due to some serious events like the typhoon Ondoy in 2009, could have also depreciated in value,” Ms. Lipana told BusinessWorld yesterday.
Government and private sector efforts have mainly focused on national revenue collections but there is a lot of room for improvement in local taxes, she added.
Mr. Del Castillo said potential tax hikes could be mitigated through staggered implementations and discounts for early tax payments.

MANILA -- Korea Water Resources Corp., the leading water resources and power company in South Korea, is looking to invest as much as US$1 billion in equity for various water and power projects in the Philippines over the next three years.
Specifically, K-Water is considering the installation of floating solar power systems at the Angat Dam and the construction of the Kapangan hydropower project in Benguet, said K-Water representative in the Philippines, Jiheun (Peter) Yun.
According to Yun, the company is willing to invest as much as US$60 million to install the “floating solar power system” in any of the dams in Luzon.
Once installed, it will be the first of its kind anywhere in the Philippines, the company claimed.
K-Water has already begun talks with potential partners including the Ayala group and conglomerate San Miguel Corp.
K-Water explained in a separate statement that the floating solar power system involved the setting up of solar panels in a reservoir, which would allow it to generate higher power output and, at the same time, create an ideal environment for fish spawning since it constrains green algae.
Yun told reporters that the company would initially install a system that could generate 10 megawatts.
K-Water is still considering whether the system will be installed at the Angat Dam or in other dams, such as the San Roque (Pangasinan) facility, Casecnan (Nueva Vizcaya) or the Caliraya-Botocan-Kalayaan (CBK).
According to Yun, K-Water is set to conduct a feasibility study by early next year. This study is expected to be completed within six months. The actual construction of the power plant will take another six months.
“This is the first time (in the country) that the floating solar power system will be constructed within a water reservoir. In Europe and the U.S., similar projects ... are being installed in oceans and/or rivers,” Yun said.
It was only last year that K-Water started installing the system in a water reservoir. That same technology has been in use in Europe and the United States for the past decade.
Yun, meanwhile, assured the public that a power facility in water reservoirs would not pose hazards to the environment or to surrounding host communities, citing the company's experience in South Korea.
He stressed that the facility would not contaminate the water reservoir, such as the Angat Dam, which currently provides 97 percent of the water requirements of Metro Manila.
Since the initial project will have a 10-MW capacity, the company plans to sell the electricity to other private firms, Yun said.
As for its planned hydroelectric power project in Kapangan, Benguet, K-Water earlier announced that it would invest US$200 million for a 65-MW facility.

Montalban Methane Power Corp. (MMPC) is looking at venturing into other renewable energy projects aside from waste-to-energy, an official said.
Peregrino Fernandez, president of MMPC, said that the company is studying the development of small wind energy, solar power, and hydroelectric power projects.
Fernandez said the company is looking at developing small hydroelectric power projects that do not rely on the feed-in tariff (FIT).
The other projects, he said, "hinge on the FIT."
The FIT is are the guaranteed price at which renewable energy developers will be paid for the energy that they will produce and inject into the transmission or distribution system. The FIT would be paid by all power users through a unified per kilowatt hour amount called the FIT-allowance.
Fernandez said the company is developing a 9-megawatt hydro power project in Samar, which would cost around $30 million.
The company plans to start the construction of the project by March 2012.
Fernandez said that the company is also developing a 25MW hydro power facility in Agusan, which is estimated to cost $80 million.
The company is also looking at a 4 MW hydro power project in Rizal, which is estimated to cost around $12 million.
For the Agusan project, the official said, the company is looking at the window between this month and February 2012 for the start of construction.
Fernandez said the company is also planning to develop a 50 MW solar farm portfolio in Batangas, Pangasinan, and Rizal. The project would cover 100 hectares.
The date and construction cost of the solar project were not disclosed, but the official said that MMPC is developing the project with a local partner. Fernandez said the company is also looking at developing a 60 MW wind farm in Luzon. He said that the company is still looking for partners for the project.
MMPC is a joint venture between Tranzen Group, Inc., a local firm headed by Salvador B. Zamora II, who owns 60 percent of the power firm.
The rest of MMPC is owned by Carbon Assets Fund of Cayman Island, a majority-owned company of United Kingdom-based Carbon Capital Markets.
The company operates a 15 MW waste-to-energy facility, which recovers harmful methane gas from the Rodriguez garbage dump site to generate electricity. Power from the facility is sold to the Manila Electric Co.

Dagupan City – Mayor Benjamin S. Lim welcomed delegates from all over Region I and the representatives of the World Health Organization (WHO) from Geneva in the first stakeholders’ meeting on drowning prevention at the Dagupan Garden Hotel here.
Present during the meeting were Dr. David Richard Meddings, medical officer, Department of Violence and Injury Prevention and Disability, WHO, Geneva; Dr. Khrishnan Rajam, technical officer for Violence and Injury Prevention, WHO; and Dr. Soe Nyunt-U, WHO representative in the country.
Lim informed the participants that “long before, the city had already undertaken some initiatives having institutionalized and trained a water-and-search rescue unit, whose personnel have undergone basic first aid and basic life support trainings.”
“These are usually activated 24/7 during disasters, special events like the Pistay Dayat, and during summer in which thousands go to our beaches, especially during holy week,” said Lim.
“We have also recommended the employment of fulltime lifeguards at the Tondaligan beach, but much has to be done yet in reducing mortality as a result of drowning,” he added.
For his part, Dr. Leonardo Carbonell, city health officer, recommended the strengthening of community engagement and participation, the continuous strengthening of emergency response system at the barangay level, and water safety measures. (CIO – Joseph C. Bacani)

Formally ushering the City Fiesta 2011 is a Grand Civic Motorcade in the city’s downtown area followed by the Opening and Ceremonial Lighting on Dec. 15 at the city plaza.
Much-awaited finales of local competitions are much anticipated, namely: Pangasinan Got Talent, December 14; Magic Idol Grand Finals, December 15; and Miss Dagupan Pageant Night on Dec. 18.
The highlight of the celebration, which is the thanksgiving mass in honor of the Feast of St. John the Evangelist, Patron Saint of the city, takes place on December 27, at the Metropolitan Cathedral, to be officiated no less by the Most Rev. Socrates B. Villegas, Archbishop of Lingayen-Dagupan.
But prior to that, December 26, is the grand fiesta program and ball in the evening at the city plaza, where Miss Dagupan 2011 and the runners-up will be crowned.
Children and the youth are also beneficiaries of the festivities, particularly through the educational musicale “Ikaw, Ako at ang Kalikasan” to amuse them on Dec. 9, have fun on Magic Treat Kita Kid on December 16, and brace themselves for adventure in the SK Challenge on Dec. 19.
The balikbayans won’t yearn for their hometown for long as the city welcomes them with Pawil Dagupan on Dec. 26.
Once-high school batchmates will be reunited once again with the Dagupan City National High School Alumni Homecoming on Dec. 28.
Among other activities scheduled throughout the month are: Mass Media Night, Dec. 16; Volunteers Day and Dalton Clan’s Night, Dec. 17; Senior Citizens Night, Dec. 19; Educators Night, Dec. 20; Ex-Men Night, Dec. 21; SK Night, Dec. 22; Employees Night, Dec. 23; Barangay Night, Dec. 27; and Rotary Night, Dec. 29.
Culminating the festivities is the Rizal Day celebration on Dec. 30.
Honorary chairman for the celebration is Mayor Benjie Lim, with Vice-Mayor Belen Fernandez as honorary vice-chairman.
Designated chairpersons for specific events are: Reynato Suyan, Metro Dagupan Culture and Arts Council (MDCAC) President Nora Siapno, Broadcaster Orly Navarro, Abdon Zarate, Felipe Siapno, Officer In-Charge for Waste Management Division (WMD) Teddy Villamil, Former LB Pres. Marcelino Fernandez, Tapuac Punong Barangay Jake Reyes, Executive Assistant Maximo Alexis Tan, Alex Siapno, Edwin Cancino and Councilors Maybelyn Fernandez, Red Erfe-Mejia and Brian Lim. Also lending their support to the fiesta are Department of Education (DepEd) and Junior Chamber International (JCI) Dagupan Bangus. The drive from Manila to Baguio is long, but the scenic tree-lined stretches make it pleasant. However, it seems that hundreds of stately acacia trees along the Manila North Road will soon be gone.
A road-widening project of the Department of Public Works and Highways from Urdaneta to Sison in Pangasinan requires the cutting of more than 300 trees, which has upset some netizens. Calling it a "chainsaw massacre," photos of the ongoing tree-cutting are being shared via Facebook and other social networking sites.
But the Department of Environment and Natural Resources said the tree-cutting has been studied and is necessary.
Urdaneta City officer-in-charge for the DENR Community Environment and Natural Resources Office (CENRO) Fernando Estrada Jr. said the trees are among 341 trees covered by a permit issued in October by the DENR.

mukha talagang hospital ang munisipyo namin :lol: i used to like our ex mayor, but when he came up with this mediocre building worth P60M along with many unfinished projects (old market rehabilitation, roofing of sports complex, etc) tapos pinatakbo pa anak nya as mayor and him as vice, naku nawalan nako ng tiwala :ohno: such a disappointment
well, he is renovating our plaza right now but it should have been done much earlier in the first place.

DAGUPAN CITY – Mayor Benjamin Lim said as long as Dagupenos do not know how to segregate their wastes, it would not be feasible for this city to patronize the engineered sanitary landfill in Urdaneta City.
Lim said segregation of wastes has not been a habit among households here.
“You have to teach the people first how to segregate their garbage before the city can dump the residual part of the garbage,” Lim said.
Mayor Lim said it would be very expensive to dump this city’s voluminous wastes at Urdaneta without segregation.
He noted that village officials should not collect non-segregated wastes so the people would learn how to segregate them.
Mayor Lim urged that the best way to mitigate the garbage problem is to collect those that can be reused.
“Ngayon e, sisingilinkang P900 (garbage per ton by Urdaneta City).Halimbawa 10 tons iyongbasura e di P9000. E kung 50 na trucks, P450,000a day! Di biro iyan. Half-a-million a day anggagastusinmona budget, paralangmagtaponngbasurasaUrdaneta City,” he said.
He said what should be dumped at the landfill are residuals of fish, vegetables and other products where they can be made into fertilizers.
He said the non-biodegradable wastes like cartoons and plastics could be collected and reused.

nai-relocate na sana central school noon pa, nepo mall was supposed to be constructed there...kasalanan nung mga teachers nag-rally sila sa munisipyo kesyo may historical value na raw yung central kaya ayaw nila lumipat, nakakainis eh yearly binabaha yan nagiging parang malaking lawa in the middle of our town. it's also the mayor's fault ba't sya nakinig sa mga teachers instead sa mga investor, malaki ring kawalan yung nepo mall.
central school used to be a nicely designed school but the main building was totally damaged nung 1990 earthquake. walang ginawang rehabilitation, puros patch work lang kaya ang-panget na tignan...it's now an eyesore that needs to be demolished and relocated asap! i suggest gawin na lang park, parang mini-central park ng NYC...

DAGUPAN CITY—Residents of Pangasinan need not wait in long queues anymore to get civil registry forms.
Dante Pescador, provincial statistics officer, said the National Statistics Office (NSO) provincial office in Calasiao town has created the Batch Request Entry Query System (BREQS) wherein towns can request for civil documents, including birth, marriage and death certificates and certificate of no marriage record (CENOMAR), provided they are requested in bulk.
To adopt the system, local government units must sign a memorandum of agreement with the NSO and assign liaison officers who will handle and collate requests, he said in a radio interview Thursday.
Records can be claimed the day after the filing of request thru BREQS, he said noting that the conventional process requires long queues because the NSO has only one office outlet in the province to cater to the needs of its entire population.
Pescador advised the public to file their requests in registry offices in their respective towns and not to direct their requests thru fixers.
The system can save time, effort and money, especially for the working public, he added.
The local governments that have already adopted the BREQS include Alaminos City and towns of Infanta, Bani, Bolinao, Bugallon, Alcala, Mangaldan, San Carlos, Tayug, San Nicolas, Laoac and Rosales. (PIA-Pangasinan)ayos to ah:cheers:

The Sangguniang Bayan of Rosales headed by Vice Mayor Dominador ‘Jojo’ Pajela, Jr. inaugurated the SB BOXING/FITNESS GYM on December 6, 2011 for their advocacy of having healthy and fit citizens. Pajela said that the Sangguniang Bayan envisions the gym to be staging ground for future boxing champions, dart champions and billards champions in the national and international fields. The fitness gym has brand new exercise equipments and also houses a dart area and a billiard hall. sa totoo lang po ang pangit ng area na yun..para sa kin suggest ko rin lang naman..CDB area ang gawin dyan parang downtown ng dagupan...harap niya townhall,church,public market ,establishments...magandang location talaga para sa isang malaking mall or CBD:)
