CALASIAO, Pangasinan -- Authorities said construction of a new bridge that will replace the 50-year-old Villamil bridge may begin by January next year.
The new two-lane bridge will be 7.3 meters wide and will be supported by two concrete abutments and three piers. It will also have four steel girders at every 25 meters.
The Centunion Modular Steel Girder Bridge will also replace the existing 9-span, 92.92-meter long bridge.
Situated right by Marusay river along Mancup-Poblacion road, the Villamil bridge serves as an alternate route between Metro Manila and other eastern towns of Pangasinan. It also connects Calasiao to Malasiqui and San Carlos City.
Closure of the Villamil bridge is still being finalized by the public works central office, said District Engineer Marietta Mendoza of the Department of Public Works and Highways 3rd Engineering Sub-district.
As requested by local officials, construction might start early January 2012, Mendoza said.
Groundbreaking and lowering of the time capsule were held Friday morning near the bridge with Pangasinan third district Representative Rachel Arenas leading the ceremonies.
The construction of the new bridge and its approaches is a Spanish government-assisted DPWH Bridge Construction/Replacement Project. The contract amount of the 100-meter long bridge and its approaches is P89,221,394.64.
"Ito yong ating pinakahihintay. The construction of the new Villamil bridge will now become a reality through the initiative of Congresswoman Arenas. MANILA, Philippines — In support of the provincial government’s program of planting at least one million trees yearly, the Pangasinan police provincial office has been planting tree every quarter of the year.
Philippine National Police (PNP) spokesman Supt. Gerry Roxas of Pangasinan said that since the assumption of Senior Supt. Rosueto Ricaforte as PNP provincial director, the PNP has been conducting regular tree planting each quarter in various parts of the province to support Governor Amado T. Espino Jr.’s program of clean and green environment.
A recipient of various awards, Espino was chosen “Most Outstanding Coastal Resource Management Implementor” for 2009 and 2010 (Provincial category) for initiating the planting of various trees throughout the province. Espino is targeting to plant at least one million trees a year.

LINGAYEN, Pangasinan, Dec. 16 (PNA)--Some 4,500 mangrove seedlings were planted Thursday by environmental advocates from various government and non-government agencies in Pangasinan at the mangrove forest of the Provincial Mangrove Nursery in the Bolinao Farm foreshore area.
The mangrove planting, spearheaded by the Office of the Provincial Agriculturist, was participated in by provincial government employees and students from the Bolinao School of Fisheries.
They were joined by members of the barangay council of Arnedo, Bolinao, Barangay Health Workers, members of the Pangasinan Federation of Non-Government Organizations and the Kaisahan ng mga Samahang Alay sa Kalikasan (KAISAKA), an organization of farmers also in Bolinao.
The newly-planted seedlings within the Bolinao Farm mangrove will replace those that were damaged by various typhoons that hit Pangasinan.
The mangrove propagation is part of Gov. Amado T. Espino, Jr.’s advocacy to save and preserve the rivers, and water systems of Pangasinan under the provincial government’s “Ilog Ko Bilayen Tan Aroen Ko program”.
It seeks to enrich the existing mangrove forest in the Bolinao Farm Foreshore area as intervention for eco-tourism development.
The activity was also aimed to encourage the involvement of LGUs, students and Non-government Organizations in mangrove planting as an essential undertaking in managing coastal resources and ultimately to mitigate the effects of climate change.
Meanwhile, Bolinao residents hailed the provincial leadership for the mangrove propagation since the plant, having medicinal, economic, and ecological effects, has contributed a lot to the improvement of the Bolinao community.
Alvin Soriano, Aquacultural Technologist from Office of the Provincial Agriculturist, said the mangrove served as a buffer zone against storm surge. It also provides a breeding ground for fish and gives livelihood opportunities for marginal fishermen.
To date the provincial government planted 12,500 seedlings since last year.

Janet Romero, a teacher of the Bolinao School of Fisheries, was also happy about the program, noting that aside from the benefits obtained from the mangrove foreshore farm, the program has also increased awareness of the people as well as the students on the importance of caring for the environment.
A student from the same school, Junel Jimenez, who also planted seedlings, said “bilang isang estudyante, naintindihan ko ang kahalagahan ng environment at ang proyektong ito ay nakatulong sa mga tao dito sa bayan ng Bolinao lalo na sa mga mangingisda dahil nagbigay ito ng kabuhayan sa kanila.”
On the other hand, Rolando Celzo, station manager of the provincial mangrove nursery, said the program has “really increased awareness among the LGUs, students, farmers and especially the fisherfolks.” He said that requests for mangrove seedlings for propagation in the various areas of the municipality had increased. LINGAYEN, Pangasinan, Dec. 15 (PNA) -- Two international masters, one national master and two FIDE masters will banner the 3rd Governor Amado Espino Jr. Cup Open Chess Championship on Dec. 17 to 18 at the Pangasinan Training and Development Center,
The two-day chess classic will be joined by International Masters Chito Garma and Barlo Nadera; National Master Rudy Ibañez and FIDE Masters Alcon John Datu and Haridas Pascua.
Juan Vicente Sison, president of Pangasinan Chess Federation, said that the tournament is the final event for this year’s series of chess clinics and competitions integral to the sports development program of the provincial government.
Sison said a big number of participants are expected to come from other neighboring provinces, including Metro Manila and other cities.
The tournament is divided into two categories, namely: titled and non-titled; and aged 14 years and under.
“Gov. Espino is inviting all chess enthusiasts to come and experience the warmth and hospitality of Pangasinan in hosting sports events such as this,” Sison said.
Sison also noted that participants who do not have enough allowance need not worry on billeting as there are dormitories located at the Narciso Ramos Sports and Civic Center which can accommodate more than 200 people.
Registration will be held on Dec. 17 from 7 am to 9 am which will be followed by the opening program.
Big prizes await the winners. (PNA)

DAGUPAN CITY, Dec. 15 (PNA) — The Sangguniang Panlungsod (SP) made regular employees of the city government happy when it approved Wednesday some P14 million to defray their Productivity Enhancement Incentive (PEI).
Vice Mayor Belen Fernandez, chair of the SP, said the amount is included in the P26.5 million appropriation approved by the SP realigned from various unspent fund of the city government per recommendation of the city mayor’s office.
The approval was made during a special session of the SP attended by majority of the councilors, which should have been earlier taken up in its last Monday’s regular session which was marred by lack of quorum.
“I hope, the city treasurer would release the amount to the employees before they go home on Friday,” she said.
Fernandez clarified that the PEI will benefit only the regular employees of the city government on top of their 13th month pay and cash gifts which were already given ahead.
Understanding the plight of the regular employees and in the spirit of Christmas, the SP approved the required appropriation without much debate.
Part of the P26.6 million went to additional cost of electricity, P3.3 million, support to the Philippine National Police, P600,000; Development Management and Social Services Program or those which pertain to Emergency Workers (EWs), Ecological and Environment Sanitation Program P500,000; and traffic, P200,000. DAGUPAN CITY, Dec. 14 (PNA) - Some 820 children were baptized by Archbishop Socrates Villegas in a simultaneous baptism called "Binyagan ng Bayan" at the Saint John the Evangelist Metropolitan Cathedral on the eve of the Dagupan City Fiesta.
Archbishop Villegas thanked Vice Mayor Belen Fernandez for bringing all these children to undergo holy baptism to become children of God. Fernandez served as godmother to all the children baptized.
This was the fifth edition of the "Binyagang Bayan" held in Dagupan every December to help parents who cannot afford to have their children baptized.
Fernandez, chair of her family's own CSI Group of Companies, shouldered the baptism expenses and provided goodies for the parents to bring home.
Fernandez ties up with the Catholic Church every year to give free baptism to children in Dagupan.
Since 2006, more than 3,000 children benefited from the "Binyagang Bayan".
Fernandez said there is not much more tangible gift that she and her family can give to children of Dagupan this Christmas that is more valuable than free baptism. (PNA)

Dagupan City – Mayor Benjamin S. Lim has directed Dr. Leonard L. Carbonell, city health officer, to see to it that medical missions done here, especially during and in the aftermath of man-made disasters and calamities, do not pose any possible risk to the health and well-being of every Dagupeño.
The directive came after Lim’s attention has been called by concerned constituents of this city regarding the undertaking of medical, dental and other health services by other government agencies and non-governmental organizations.
“While we are one with these agencies and organizations in their noble intentions and objectives, we should see to it that such services do not pose any possible risk to the health and well-being of any of our constituents,” said Lim.
Lim’s directive is in accordance with Republic Act No. 7160, specifically Section 478, (b), (4), (viii), which says that the health officer shall, “coordinate with other government agencies and nongovernmental organizations involved in the promotion and delivery of health services”… whenever and wherever such health services are undertaken.
Carbonell was also directed to formulate and implement a set of policy guidelines on the conduct of such health services to be approved by the city mayor. (CIO – Joseph C. Bacani)

LINGAYEN, Philippines— About 4,500 mangrove seedlings were planted by more than a hundred environmental advocates from various government and non-government agencies at the mangrove forest of the Provincial Mangrove Nursery in the Bolinao Farm foreshore area last December 15 to bolster Pangasinan’s Coastal Resource Management Program.
The tree planting was participated in by provincial government employees, students from the Bolinao School of Fisheries, members of the barangay council of Arnedo, Bolinao, Barangay Health Workers, members of the Pangasinan Federation of Non-Government Organizations and the Kaisahan ng mga Samahang Alay sa Kalikasan (KAISAKA), an organization of farmers also in Bolinao.
The newly-planted seedlings within the Bolinao Farm mangrove forest will replace those damaged during the various typhoons that hit Pangasinan.
The mangrove propagation which is part of Gov. Amado T. Espino, Jr.’s advocacy to save and preserve the rivers, and water systems of Pangasinan under the provincial government’s “Ilog Ko Bilayen Tan Aroen Ko program,” seeks to enrich the exist-ing mangrove forest in the Bolinao Farm Foreshore area as intervention for eco-tourism development.
The activity also encourages the involvement of LGUs, students and NGOs in mangrove planting as an essential undertaking in managing our coastal resources and ultimately to mitigate the effects of climate change.
As this developed, Bolinao residents hailed the provincial leadership for the mangrove propagation since the plant, having medicinal, economic, and ecological effects, has contributed a lot to the improvement of the Bolinao community.
Alvin Soriano, Aquacultural Technologist from OPAG, said the mangrove serve as a buffer zone against storm surge. It also provides a breeding ground for fish and gives livelihood opportunities for marginal fishermen.
To date the provincial government has already planted 12,500 seedlings since last year.

In fact, the city's nameitself is derived from the term pandaragupan in the local Pangasinan language meaning 'gathering place' as the city has been a regional market center for centuries.
Apart from being known as the bangus (milkfish) capital of the Philippines because of its abundance of fresh bangus, the city’s other trade sectors in the media and communications, commercial and financial centers are fully developed.
Center of Aquaculture
Famous for its Bonuan bangus (milkfish), fishery and aquaculture is the backbone of its economic life. Fishpond operators number 506 employing 1,662 caretakers. Fish pen operators are more numerous numbering 796 employing 1,289 caretakers in ten coastal and island barangays.
Fishpond owners harvest an average of 2,306.4 metric tons of bangus a year while the fish pen owners haul in 7,654 metric tons a year. These don’t yet include other aquaculture catches like tilapia which yields 3 metric tons a hectare and sugpo (prawns) at 1.7 tons per hectare.
The city likewise has a fleet of 950 small fishing boats that have exclusive fishing rights within 15 kilometers of the Lingayen Gulf and manned by 5,530 full-time and part-time fishermen. There are 28 registered commercial fishing operators that trawl the gulf beyond 15 kilometers. They employ fishing crews of 350 men.
Sixteen barangays of the city have farming areas estimated at a total land area of 314 hectares, half of which devoted to rice crops. The rest are used in producing vegetables, mungo and fruits. Poultry and livestock raising is well alive but these are mainly backyard types.

The city is in an excellent form to take care of the health needs of its residents and visitors. It hosts 13 government and private hospitals with a combined bed capacity of 877 or one bed per 172 residents. Biggest is the government-run Region I Medical Center with a 300-bed capacity and manned by 342 health professionals.
Primary health care is taken care of by the city government with its battery of five doctors, two nurses, 14 midwives, two dentists, three medical technologists, one laboratory technician, 9 sanitary inspectors and 8 non-technical people. They are back-staffed by 323 barangay health workers manning 16 barangay health stations plus 51 nutrition scholars.
Nutrition
The city prides itself of having a low malnutrition rate. Of over 24,000 pre-school kids weighed in 2008, only one out of 100 were found severely underweight.

DAGUPAN CITY – This Pangasinan city may have conquered the culinary world with its tasty “bangus” (milkfish), but a marine biologist hopes to conquer another market with what he is raising in his fishpond: organic bangus.
Robert Garcia, 57, studies the bangus culture industry and sees the environmental degradation in fishpond areas as a result of the excessive use of commercial feed.
He also discovers that the bulk of farmers’ earnings goes to buying fish feed, leaving them little for their families’ needs.
“There must be a way to culture the national fish with lesser expenses and at the same time conserving the environment,” he says.
In 2004, Garcia, who holds a master’s degree in Marine Biology from the University of the Philippines, acquired a one-hectare fishpond in Barangay Bonuan here to experiment with what he had been teaching in fishery conservation.
He started looking into the possibility of going organic, which would require smaller capital because inputs, like fish feed, are all natural.
But growing organic bangus has its challenges, he says.

'Lablab'
For instance, he has to grow and wait for the “lablab” (algae) to flourish for a month before he could stock the ponds with fingerlings. But no matter how abundant, lablab is enough to feed the bangus only up to two months.
Garcia says some bangus growers feed their fingerlings algae but they would resort to commercial feed after the stock is consumed.
“But using commercial feed in combination with natural feed would not strictly qualify the fish as organically grown,” he says.
To produce authentic organic bangus, Garcia formulates his own feed using organic raw materials, such as gracilaria (a kind of algae), to replenish the supply of natural feed.
“Bangus grown with natural feed have less fat and leaner meat, making it a healthier option. It also tastes better,” he says.
But the downside in using organic feed is its limited production. “I can only culture between 1,000 and 1,500 bangus per hectare, [which is] way below the commercial production of 10,000 or more per hectare,” he says.
“It is also labor intensive because you have to grow the algae and formulate the organic feed, as compared to commercial bangus farming in which you only have to toss the feed into the pond,” he says.
Organic bangus also requires a longer culture period. While bangus fed with commercial feed can be harvested in four months (depending on the size of fingerlings), it takes at least five months before organic bangus can reach marketable sizes, Garcia says.
A grower also faces the problem of marketing this variety of milkfish, especially to locals.
“There is no consciousness yet as regards the benefits of organic fish among Pangasinenses. Many of them would say, ‘Pareho din ‘yan [It’s the same].’ So I usually bring the [harvest] to Metro Manila,” he says.
He adds older fish growers in the city would share him stories about how they fed their bangus solely with lablab.
Sweet aroma
They say the fish would emit a sweet aroma when grilled and have a distinct flavor that became the trademark of the Dagupan bangus.
“But the locally grown fish now is not much different from those grown elsewhere because of commercial feed,” he says.
“Farmers resorted to commercial culture because of convenience and the prospect of a bigger harvest within a shorter period … There is a need to produce more fish because there is increasing demand and competition from other bangus-producing areas in Pangasinan and other provinces,” he says.
Production cost
While commercial fish farmers harvest huge volumes of bangus, their production cost is also big because of commercial feed, Garcia explains.
The mortality rate is also high because of high stocking density, which is sometimes beyond the pond’s carrying capacity, he adds.
He cites a niche for organically grown bangus, especially among the health-conscious consumers.
Organically grown bangus may command higher prices, but Garcia continues to sell his produce at P80 to P100 a kilogram, the same price range for commercially grown bangus.
Aside from selling fresh bangus, he has started offering bottled bangus (at P75 each) and boneless and “daing” bangus (P90 per pack of three).
But his efforts, Garcia says, are not geared toward raking in huge profits. “I’m not really a businessman. I’m a technical man who wants to help in environmental conservation through my knowledge,” he says.

Exhibition traces the roots of Modern Art in the Philippines

Danny Dalena, Jaime de Guzman, Onib Olmedo, Ang Kiukok are some of the country’s well-known artists whose paintings provoke strong emotions from their viewers through their powerful representations of the human experience.
Their works, usually employing dark tones and contoured forms, often delve into the unpleasant internal and external realities of life. This is the spirit of Modern Art. And these artists were once students of the man who brought Modern Art to the Philippines.
On view at the Main Gallery of the Cultural Center of the Philippines until Jan. 7 is “Edades: From Freedom to Fruition” (alluding to the “freedom from the old” and “fruition or products”), an extensive exhibition of old paintings and memorabilia and exhibition notes that walk through the life and works of Victorio Edades (1895-1985) like a life-size 3D coffee-table book.
The show is a biographical sketch that traces Edades’ early beginnings from the town of Bolosan, Pangasinan, at the turn of the 19th century; his work and studies abroad; his American wife and daughter; his dip into the field of architecture; his handwritten notes and letters about art… all the way to the products of his life’s work as educator at University of Santo Tomas, where, in the ’30s, he helped organize the Department of Architecture and put up the School of Fine Arts.
At the end of this multifaceted curatorial presentation is a showcase of works by his students, such as Ang Kiukok, Angelito Antonio, Antonio Austria, Manuel Baldemor, Norma Belleza, Charito Bitanga, Ed Castrillo, Danilo Dalena, Jaime de Guzman, Edgar Doctor, Raul Isidro, Jerry Navarro, Onib Olmedo, Ramon Orlina, Leon Pacunayen, Rhoda Recto, Lazaro Soriano and Veronica Yuyitung—products of Edades’ passionate vision to uphold Modern Art during his time.
Edades was proclaimed National Artist for painting in 1976. He is known as the Father of Philippine Modern Art. In the early part of the 1900s he helped veer Philippine Art away from the idealistic exteriors of Impressionism and Realism into the exciting possibilities of the new movement, ending “the parochial isolation of Philippine art and placing it in the mainstream of international culture.”
Armory show
It was in 1919 when Edades left for the United States to study Architecture and Fine Arts at University of Washington in Seattle.
In 1922, Edades was confronted by the artistic revolution from Europe through a traveling exhibition of the Armory Show led by Cezanne, Gauguin, Matisse, Picasso, Duchamp, the Surrealists and the Dadaists. The show, though unpopular to the American conservative public, inspired Edades who felt he finally discovered the artistic direction he wished to pursue. He was quickly drawn to the Modernist thought, which encouraged artistic experimentation and allowed the artist to interpret reality in his own way.
In 1927, Edades won second prize in an annual art competition among North American artists for “The Sketch” and, in 1928, he returned to the Philippines and mounted a solo show of about 30 paintings at Philippine Columbian Club. The show, perceived as a flop, caused a public uproar and one painting, “The Builders,” was described as “ugly distortions, dark and strong colors, and rough strokes.”
“The Builders, 1928,” is now a classic in Philippine art history. It is on view at the show, and is now part of the CCP collection. It is an imposing 119 x 320-cm oil-on-plywood that portrays a compact composition of naked muscular men lifting and moving huge rocks, their sturdy bodies outlined to enhance their brawny built. Dark and shadowy, the work is mostly painted with wide and thick strokes of murky yellow, brown and green, exuding an image of oppression and the heavy hardships of manual labor.
13 Moderns
After his controversial show at Philippine Columbian Club, Edades embarked on a series of public debates against the conservatives through the newspapers in a determined effort to bring Philippine art up to date with the rest of the art world. Later, his struggle to promote the vision of Modern Art in the country was shared by other like-minds, such as Carlos Francisco, Galo Ocampo, Diosdado Lorenzo, Vicente Manansala, HR Ocampo, Anita Magsaysay, Cesar Legaspi, Demetrio Diego, Ricarte Purugganan, José Pardo, Bonifacio Cristobal and Arsenio Capili—known as the “Thirteen Moderns.”
Galo B. Ocampo, known for his indigenous-theme works and who formed the famous triumvirate with Edades and Carlos “Botong” Francisco, said Edades is “the one who planted the seeds of discontent but also of awakening… that ‘triggered’ the most significant movement in the history of Philippine art.”
“Edades: From Freedom to Fruition” also includes the artist’s portraits, nudes and landscapes from 1928-1981, some of which were never exhibited before.
This tribute exhibit is aptly greeted by a quotation from the late art critic Dr. Rod Paras Perez: “Edades’ choice of scenes bereft of any attempt to ‘prettify’ showed the way to a new world. Edades opened the door to Modernist Art in the Philippines and did not close it afterward. In the process of opening that door, his ideas also changed the tone of art discourse in the country—perhaps with more far-reaching effect than is easily perceived.”

Enjoy naman, yung lang pumalpak ang service ng City De Luxe sa amin tapos na yung Programme di pa sila nakakatapos magserve ng Dinner kinulang yata sila sa staff, from 1st up to 4th floor kasi ay puno ng reservation ang kanilang mga function rooms that day hanggang gabi. 1st time pa naman namin sa kanila pero maganda anga kanilang Grand Ballroom, baka next year balik na uli sa Stadia or Star Plaza.

SUPERMARKET CHAIN operator Puregold Price Club, Inc. is on its way to hitting a 100-store target before the year ends in a bid to grow profits.
Aida B. de Guzman, Puregold Price Club vice-president, said the company opened its 90th and 91st stores last Saturday in Manila.
“Actually, the 100 stores are all ready for opening we are just waiting for the ‘auspicious’ time,” she said in a telephone interview yesterday.
“We can open them anytime.”
The remaining nine stores, of which four are in Puregold Junior format and five are in Hypermarket setup, are slated to start operation within the month, Ms. de Guzman said.
The company will be opening stores in Laguna, Quezon City, Las Piñas, Pangasinan, Pampanga, and Benguet.
The company, which was listed on the Philippine Stock Exchange last Oct. 5, further hinted at meeting its target of P1.5-billion income after tax, which officials projected before the listing.
“Historically, 30% of our full-year sales and profits come from the last quarter, based on our [performance] from January to September. You can draw your own conclusion,” she said when asked if the company could meet the P1.5-billion profit target.
The company so far reported a doubling of its third-quarter net income to P295.33 million from last year’s P140.55 million, attributing the rise to its expanded retail network.
The firm’s net sales climbed by 29.46% to P9.65 billion, from last year’s P7.45 billion while cost of sales surged by 29.15% to P8.33 billion from the previous year’s P6.45 billion.
The third-quarter figures brought the company’s January-to-September net income to P1.078 billion, 185% higher versus last year’s P378.25 million.
The company is looking to open 25 more branches next year, earlier reports show.
Ms. de Guzman had said 35% of the supermarket chain’s customers are resellers or sari-sari store owners, while 65% are consumers.

MANGALDAN-High school students and teachers of the technology and livelihood departments of the 64 secondary schools of Pangasinan II schools division trooped to Mangaldan National High School on December 9-10 to compete in the various technological, vocational and entrepreneurial skills under the Student Technologists and Entrepreneurs of the Philippines (STEP).
The participants were the winners in the previous STEP competition conducted by the nine clustered schools of the division that focused on the development of motor- skill technologies such as automotive tune up, electrical wiring installation, manicuring and pedicuring, chicken dressing, photography T-shirt printing, desk top publishing, electronic poster making, bartending, table skirting, business planning and other employable skills.
With its theme “Celebrating 10 Years of Inspiring STEPS.” the competition was focused on enhancing the capabilities of the students through their teacher-coaches and on further honing their skills for future source of livelihood and employment.
During the opening program on December 9, school head Rosalino T. Agpalo welcomed the participants and stressed that the school will always be glad to host the STEP competition that was on its 10th year of hosting the activity.
“Today, we have with us the student technologists and entrepreneurs and heir coaches to exhibit once again their skills and prowess in their fields of specialization. (Indeed) this STEP skills development and competition manifests that our the skills of the young students already honed, enhanced and developed and they are ready for the challenges they are about to face,” Agpalo said.
Administrative Officer Rosallie Hulipas who represented Mayor Herminio Romero, welcomed the participants and other guests in behalf of the municipality and informed the crowd of the various developments obtaining in the municipality.
“ Our town is a first class municipality with a rated “double A” slaughterhouse by the National Meat Inspection Service (NMIS) that guarantees our butchered meat as safe and clean. We have here the best “tapa” in the province if not in the whole country,” she said.
Hulipas further briefed the crowd of the various citations and awards received by the municipality under the administration of Mayor Romero. Among which, she said, were having the cleanest river and being proclaimed by the Department of Environment and Natural Resources (DENR) as the Cleanest, Greenest and Safest municipality in he province of Pangasinan.
Education Program Supervisor Virgilio R. Barba for technology and livelihood said by having the skills competition annually, the skills of the students will be nurtured and developed and they can use it for employment in the future.
Barba further said that the officials of the Department of Education (DepEd) are giving more emphasis on skills development.
The skills coordinators briefed the teacher-coaches, judges and the students on the mechanics of the various skills competition.

VILLASIS- Mayor Libradita Go-Abrenica is bent on pursuing a litter-free and clean environment following a massive information and dissemination campaign in the 21 villages of the town.
The activity is in line with the implementation of Municipal Ordinance No. 90-240511 otherwise known as the Anti-Littering Ordinance enacted by the Sangguniang Bayan on May 24, 2011 and approved by the Sangguniang Panlalawigan through Resolution No. 315-2011 dated August 15, 2011.
Last November 28 Abrenica issued an Executive Order No. 022-11-28-2011 prescribing the implementing rules and regulations of the said ordinance and the creation of Bantay Pangkalikasan Task Force headed by Municipal Planning and Development Coordinator Susan Q. Sison with Catalino Guarin, the Administrative Aide of the Office of the Municipal Mayor, as officer-in–charge.
“We have started the information and dissemination campaign last December 6 in Poblacion area and the business centers. This was followed by the barangays of Amamperez, Barangobong, Puelay and Lipay last December 7. This is a municipal wide campaign and I hope the compliance to this anti-littering ordinance will soon be a habit of the townspeople and even visitors,”Abrenica said.
She said the implementing rules and regulations will be effective after the 15 days information and dissemination campaign drive and will be totally in force after the 30 days dry run period after the said campaign.
As part of the information drive campaign, flyers are distributed in the barangays bearing the tagline “Sa Villasis, Malinis” and the Mayor’s slogan “ Maglinis ng Lugar, Gawing Araw-araw!”.
Under the implementing rules and regulations, the following are the prohibited acts: dumping, throwing or littering garbage, refuse or any form of solid waste in public places and immediate surroundings including vacant lots, rivers, canals, drainage and other water ways; and of urinating, defecating and spitting in public places.
Violators of the ordinance will be fined P500 for the first offense or 4 hours of community service, P1,000 for the second offense or eight hours community service and 2,000 for the third offense or 16 hours of community service.
The fines that will be collected shall be distributed as follows: 100% will go to the municipality if the apprehending officer is under the municipal government, 50% will go to the barangay and the remaining 50% to the municipality if the apprehending officer is a barangay enforcer. However, in the case of the barangay share, 20% will be given to the barangay enforcer as an incentive. All fines shall be covered with Environmental Citation Tickets (apprehension tickets).
The other schedules of the information and dissemination campaign which will cover barangays Tombod, Bacag, San Nicolas and Lomboy will be on December 13; barangays Caramutan, Piaz and San Blas on December 14; and Unzad, Capulaan, Labit and La Paz on December 20.
Meanwhile, Mayor Abrenica bared that the last canvassing of the “Popularity Contest” for the candidates of Mrs. Villasis 2012 will be on December 29 at the Municipal Public Auditorium.
There are three candidates vying for the title: Cristina Manantan-Abenes of California, USA who is sponsored by the Manantan family, Razonable family, Martinez clan, Villasinians of Southern California (USA), Villasinians of San Diego, California (USA) and Annak ti Villasis of Canada.

The celebration of the town fiesta will be on January 10-23, 2012 in which the candidates will be crowned and the world renowned “Talong Festival” will be featured.

ROSALES- Dancing, singing, pantomiming and delivering monologues.
These were just few of the talents presented by the “children with disabilities” who are autistic, deaf, blind, mute and with down syndrome during the United Nation’s International Day of Persons with Disabilities (PWDs) Day last December 3 at the SM Rosales.
The children are enrolled at the Special Education Center (SPED) of Tomana East Elementary School and the Stimulation and Therapeutic Activity Center (STAC) of this town.
The activity was part of the opening of a photo exhibit presented by the Pangasinan Wedding Photographers Association in coordination with Canon Company dubbed as “Photography with Difference. Beyond Pixels, Beyond Borders.”
It featured the photographs of the children with disabilities with their parents that were taken during their tour at the San Roque Power Plant in San Manuel (Pangasinan) on August 19, 2011.
It was also the celebration of the United Nation’s International Day of Persons with Disabilities (PWDs) to understand their physical handicaps and conditions.
“Because SM cares, we celebrate this day. The photo exhibit presents the captured moments of these children with their parents and their encounter with Mother Nature. It gives us clearer understanding of their conditions,” said Jersey Mendoza, SM City Rosales mall manager during the opening program.
SM Regional Manager Cesar Bondoc for Luzon Operations said the photographs have given him better outlook in life and provided him clearer insights on what the PWDs are experiencing.
“Indeed, SM knows no barriers. It has no boundaries and our environment is accessible to all. We are proud that SM is a PWD friendly company,” Bondoc said.
Municipal Administrator Abigail Revita who represented Mayor Ricardo V. Revita, lauded the management of he SM City Rosales for undertaking such project which she said was a part of the global celebration with persons with disabilities.
“This is a meaningful event for the differently-abled brothers and sisters. Tayo ay may hinaharap na pagsubok (pero) mas mahirap ang kalagayan nila. They need the love of their parents and families and even the communities. The trials will soon pass and become glory and heartwarming experience,” Revita said.
After the program, the photo exhibit was opened for public viewing until December 9, 2011.

Archbishop Socrates Villegas of the Lingayen-Dagupan Archdiocese said Saint John the Evangelist fits very much as patron saint of Dagupan being a fisherman before he was called by Jesus to help in his ministry.
Villegas disclosed this as the feast of Saint John the Evangelist began on December 15 and culminates on December 27 with a grand procession in downtown Dagupan.
The feast is celebrated as the Dagupan fiesta, which is marked by two weeks of merry-making.
“It is just apt that we adopt Saint John the Evangelist as our own because Dagupan is celebrating Bangus Festival and that fishing is one of the important livelihoods of the people,” the archbishop said.
On the eve of the fiesta, Archbishop Villegas baptized en masse some 820 children from six months to six years old from 31 barangays of Dagupan under the program “Binyagang Bayan” with Vice Mayor Belen Fernandez standing as godmother to all the kids.
He said what is not known by most Dagupan people is that Saint John the Evangelist was a fisherman before he became fishers of men.
As a matter of fact when Jesus called Saint John to be one of his disciples, he was fishing together with his brother, the archbishop noted.
For over a century, Saint John has become the rallying center of faith of the Dagupenos and it was through him that they weathered the storms that came to their lives.

Visit Festival Tree of Peace in Dagupan City, Philippines

The city’s Festival Tree of Peace was lighted by city officials last Friday to formally signal the start of the activities for the annual fiesta.
The giant Christmas tree, situated in front of the Museum, is said to symbolize unity and peace for Dagupeños.
Counting from 10 to one, Mayor Benjamin Lim and Vice Mayor Belen Fernandez, together with other officials, pressed the button to light the tree.
“Dapat lang na makita ng mga tao na nakikiisa ang lahat sa ating fiesta, after all it’s Christmas (The people should definitely see that all are cooperating for our fiesta, after all it’s Christmas),” Lim said.
Fernandez, on the other hand, hopes that the unity will not only happen during fiestas.
“Sana hindi lamang itong fiesta ang magiging maganda ang samahan kundi simula ng magagandang samahan (I hope that it is not only during the fiesta that we will have a good relation, but rather should be the start of one),” she said.

The city’s Festival Tree of Peace was lighted by city officials last Friday to formally signal the start of the activities for the annual fiesta.
The giant Christmas tree, situated in front of the Museum, is said to symbolize unity and peace for Dagupeños.
Counting from 10 to one, Mayor Benjamin Lim and Vice Mayor Belen Fernandez, together with other officials, pressed the button to light the tree.
“Dapat lang na makita ng mga tao na nakikiisa ang lahat sa ating fiesta, after all it’s Christmas (The people should definitely see that all are cooperating for our fiesta, after all it’s Christmas),” Lim said.
Fernandez, on the other hand, hopes that the unity will not only happen during fiestas.
“Sana hindi lamang itong fiesta ang magiging maganda ang samahan kundi simula ng magagandang samahan (I hope that it is not only during the fiesta that we will have a good relation, but rather should be the start of one),” she said.
