Sarmiento DAGUPAN CITY, Dec. 19 (PIA) –- The Department of Trade and Industry advised consumers to be wary of sales and big discounts in products offered by various businesses. DTI Provincial Director Peter Mangabat said defective products may abound in these schemes especially at the height of the holiday season. Mangabat said businesses offering big sales and discounts in malls need permit from DTI to ensure that the products on sale are not defective. “The products must not be defective kasi ang purpose ng promo ay para dumami ang customers (The products must not be defective because the purpose of the promo is to increase the number of customers),” he said. In a statement released here over the weekend, the Sibuyas ng Pilipinas Ating Alagaan (SIPAG) said it has just submitted a data with DA showing a stable inventory of 500,000 bags of 25 kilos each of onion nationally which is enough to supply the 350,000 bags of the country’s monthly consumption. Ilocos farmers have a separate production of an estimated 10,000 bags for red shallots in December consisting of 4,000 bags from the north and 6,000 from the south, it said. “DA Secretary Proceso Alcala has been very supportive of our farmers. We understand that he has to hear others who want an import permit now. But we will be making farmers sacrifice for us if imports are allowed now,” Francisco Collado, SIPAG president, said in the statement. While government may be concerned about sufficiency of supply during the holiday season, SIPAG said price of onion has been relatively stable at P45 to P50 per kilo at farm gate for small onions and P55 to P60 per kilo for medium to big onions. “Even if price becomes a little higher, our money just goes around the economy, from a farmer’s hand to another. But if we will just allow imports deliberately, it will be Chinese farmers that will benefit from it. That will not benefit our economy at all,” Collado said. And even after Ilocos farmers will have been done with harvest by end-December, Collado said onion farmers in Pangasinan and Nueva Ecija will start harvesting by January. “We would not have a shortage because before the older inventory from Ilocos runs out, harvests in other areas of the country are already approaching,” he said. Collado said SIPAG takes the position that government should not at all allow anymore importation of onion in order to help this industry survive. “How can we make the industry self-sufficient if we will allow importation every time? Because of the imports, farmers are hesitant to plant. Imports gave farmers reason to stop planting because imports push down local onion prices,” he said. SIPAG is concerned that containers with imported onion are already in port areas and just need import permits so that they may be taken out of the ports. Onion farmers nationwide have been pleading for government support since they have already lost their garlic industry to imports from China and Taiwan. They said the government should regulate the industry so as to protect the remaining onion industry even in Ilocos which produces shallot onions that have some special uses for salads and fresh dishes. This was after Alaminos City and the municipalities of Bani, Burgos and Dasol allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year. Roland Cabigas, managing director of the La Liga Policy Institute (La Liga), said the three municipalities alone have allocated almost P200 million for various MDG-related programs and projects for 2012. All of these are expected to improve the delivery of basic social services for the poorest of the poor sectors in their respective localities, he added. La Liga, a development policy research and advocacy non-government organization, facilitated the process of budget-tagging the MDG-related programs and projects of the three Pangasinan towns and one city as well as their integration in the AIP for 2012 as part of the MDG program: "Cementing Pathways to Accelerating the MDGs funded by the European Union." Alaminos City, the biggest among the four LGUs, allocated a total of P111.9 million, representing 35.5 percent of the city’s total proposed budget for 2012 of P314.8 million. Of the amount allocated, at least 46 percent are dedicated to eradicating extreme poverty. Bani, meanwhile, has allocated a total of P61.5 million for various MDG-related programs, representing 73.70 percent of its total 2012 budget of P83.4 million. For its part, Burgos allocated a total of P13.7 million for various MDG-related programs. This represents 25.51 percent of the total proposed budget of the town in the amount of P53.9 million. More than half of this MDG-related programs and project is dedicated to reducing poverty. Meanwhile, Dasol — a salt-producing town in western Pangasinan, has allocated a total of P10.3 million for MDG-related programs, mostly dedicated to the eradication of extreme poverty in their proposed AIP for 2012. Cabigas explained that these AIPs were prepared by local planning, development and budget officers of the four LGUs after a series of knowledge-sharing workshops that included citizens’ groups and other basic sector representatives. Micua DAGUPAN CITY, Dec. 20 (PNA)--The exotic aquarium fish called Red Pacu (Collusom bidens) can now be introduced sporadically in fresh water streams and lakes teeming with water hyacinths or water lilies through a method of culture called surgical stocking. Director Westly Rosario, chief of the Dagupan-based National Integrated Fisheries Technology Development Center (NIFTDC), said not all fresh water streams and lakes would be stocked with Red Pacu yet as environmentalists are still cautious of the possible effect of the fish to other plants, like rice. It was learned that in a national fish symposium in Manila, a few regional directors of the Bureau of Fisheries and Aquatic Resources (BFAR) still issued some reservations about Red Pacu, fearing that if stocked in all fresh water fish farms, it would run berserk there and become uncontrollable. But Dr. Rosario assured that Red Pacu would not follow the ways of the Giant Snails, which were introduced in 1990s, to boost the protein food of the Filipinos. The reason for this is the fish sexually matures only after two to three years and when it does, it had already grown into one kilo and might have been entrapped by fish farmers and thrown over burning charcoal and eaten. Red Pacu, a cousin of the deadly piranha, is herbivorous unlike the latter which is carnivorous. Pacu feeds only on plants, especially water hyacinths, and grows up to 0.6 meter when fully matured. NIFTDC started conducting research on Red Pacu 10 years ago through some fingerlings turned over by a hobbyist. These fingerlings grew into adults and with the use of hormones injected in the male and female species, the center was able to produce some offspring. It was only during the Fish Conservation Week in October this year that NIFTDC finally introduced Red Pacu both as a food fish and cleaning agent in fresh water ponds. Rosario admitted they have now actually started disseminating Red Pacu fingerlings in some fresh water bodies of Pangasinan to control the growth of unwanted weeds in their fish farms. He said some people from Bayambang town came to the center and took some fingerlings to be seeded into their fresh water ponds which they wanted to be rid of water lilies. At the same time, the fish can be introduced in some fresh water in Mindanao long been pestered by water hyacinths that often block the flow of water and cause floods. As a cleaning agent, the fish can eat water lilies that impede the flow of water. At the same time, it can be caught by any means, including hook and line, with plant leaves as mere baits. Water lilies, which are sometimes being dried, to become raw materials for handwoven items, are a bane to the growth of fish since they allow only little sunlight in the water, said Rosario. As to the fear of environmentalists that the Red Pacu can later pose danger to all plants in the water, Rosario said that unless injected with hormones, the fish can sexually mature in two to three years. That means that when it finds mate, the fish has grown to more than one kilo in weight and could have already been caught by farmers and already ended up as delicious fish stew or fried fish. He cited how the San Roque Power Corporation closely coordinated with the provincial government in effecting a pre-emptive release of water from the dam, saving Pangasinan from another deluge similar to the tragedy two years ago that cost lives and millions worth of properties. The province set up the Overseas Filipino Workers (OFW) Desk that was opened at the height of the political crisis in Libya and Egypt and enabled workers from Pangasinan to communicate with their families. Some 50 workers were repatriated back to their families in Pangasinan with the assistance of the now permanent OFW desk. Espino also cited the various achievements of his administration, including Pangasinan’s various awards and its rise to being the fifth best province in the country based on the evaluation of the Department if Interior and Local Government. He listed health care, improved work ethics among provincial officials and employees, environmental protection and youth development as his most meaningful accomplishments for the year. This year, Pangasinan’s athletes also ended the 11-year supremacy of Ilocos Norte in the Region 1 Athletic Association Meet, earning back the province’s dominance in sports in Region 1. Cultural development was enhanced with the launch of “Asin ed Asinan”, a project involving all provincial officials and employees to revive the province’s native culture and arts, the first “Balitok-a-Tawir” culture and arts festival, and the “I Love Pangasinan” campaign. The province now has its own official hymn entitled “Luyag Mi Tan Yaman” made official by a provincial ordinance. During the year, the province forged sisterhood ties with the island of Guam, following the historic visit to the province of two senators from the island territory of the United States. INFRASTRUCTURE Espino also announced that the first phase of the construction of the Sual International Seaport is now 23 percent complete. Phase 1, which includes the construction of the port embankment and the pier itself, is expected to be completed in November next year. Meanwhile, site development of the 300-hectare eco-tourism zone in Barangay Estanza, Lingayen is also ongoing. Espino expressed hope that the first tranche of investment will speed up development at the start of the second quarter of 2012. The provincial government will also have its hands full preparing for the 2012 Palarong Pambansa in May. “Hosting the Palarong Pambansa the second time around (the first was in 1995) is a big challenge and opportunity for us to showcase once again our province’s growth, assets and rich cultural traits,” Espino said. A plan to have the seafood plant jointly managed by the city government and the Bureau of Fisheries and Aquatic Resource (BFAR) is in the offing. PUNCH sources revealed that a draft memorandum on the new arrangement is already being prepared by BFAR officials in Manila in consultation with the office of the city mayor. Dr. Westly Rosario, chief of the BFAR’s National Integrated Fisheries Technology Development Center (NIFTDC) and interim manager of the plant, said the plan is to have the proposed Memorandum of Agreement (MOA) signed by Dagupan City government and BFAR early next year. Rosario said the memorandum will define the relationships based on a cost-and-income sharing agreement. "I understand that based on the MOA, we are going to share the cost of operating the project at P35 million each year," he said. He, however, did not clarify how the proposed cost-and-sharing will be. When reached for comment by the PUNCH, Vice Mayor Belen Fernandez said she is not aware of any plan to change the present management agreement with BFAR, as the sole manager of the plant. “If the report is true, BFAR and the office of the city mayor should be reminded that any change in the present agreement will require the concurrence of the sanggunian,” Fernandez said. Meanwhile, Rosario still requested for the full P35 million budget for 2012 from BFAR, an agency of the Department of Agriculture, in case the MOA does not push through. The newly-built Seafood Processing Plant that briefly operated last year, was closed on October 7 upon the order of the BFAR central office following a demand from Mayor Benjamin Lim for certain permits from the local government unit (LGU), which actually co-owns the facility. Lim earlier repeatedly indicated he wants the seafood processing plant in the hands of the city government, which was given to BFAR before he succeeded as mayor of Dagupan in 2010. REQUIREMENTS Rosario said they were later informed by the city’s One-Stop Business Center (OSBC) that the plant need not secure any permit at all from the LGU but was required to submit the blue cards, a certificate of good health, of its workers. The OSBC also asked the plant to secure a certification from the Bureau of Food and Drug (BFAD) to ensure that it passes the required sanitary standard. Rosario said he is optimistic the plant could reopen by early January after they had completed all the requirements earlier sought by the Dagupan City government. "We did all what were requested from us in order to ensure the early reopening of the plant and to ensure that our workers can go back to their work at least before Christmas or New Year," Rosario told newsmen. More than 20 workers of the plant have been given blue cards after undergoing health examination at the City Health Office. The plant has also been inspected by BFAD, reportedly with a high rating of 90. "We are just waiting for the BFAD official certification that we will present to the OSBC before finally operating the plant," Rosario said. The Ambassador of Korea is expected to visit the plant soon to check on its status. Alaminos City and the municipalities of Bani, Burgos and Dasol have allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year. Roland Cabigas, managing director of the La Liga Policy Institute said the three municipalities alone have set aside almost P200 million for MDG projects, which are geared towards improving the delivery of basic social services for the poorest of the poor in their respective localities. Alaminos City, the biggest of the four LGUs, allocated P112 million, representing 35.5 per cent of the city’s P315 million proposed budget for next year. Bani’s allocation is P61.5 million; Burgos, P13.7 million; and Dasol, P10.3 million. “The integration of the MDGs in the AIP for 2012 concretized the commitment of the concerned LGUs towards achieving the MDG by 2015, especially because it came at a time when the LGUs are experiencing huge cuts in their internal revenue allotment,” said Alaminos Mayor Hernani A. Braganza, concurrent secretary general of the League of Cities of the Philippines. Citizens’ groups took part in the planning process, including the budget appropriation after the identification of important MDG programs and projects that will best boost the chances of the LGUs in achieving their local MDGs. La Liga, a development policy research and advocacy non-government organization, facilitated the process of budget-tagging the MDG-related programs and projects. Governor Amado Espino Jr. received the equipment from Dr. Jemuel Cardenas, OIC regional director of the DOH in Region 1, and thanked the national agency for its contribution to the provincial government’s health program that included the refurbishing of the Pangasinan Provincial Hospital (PPH) in San Carlos City, six district hospitals and various community hospitals. Espino said the new equipment upgrades the facilities of the provincial government-run hospitals, which will now be able to handle more delicate medical cases. Dr. Jackson Soriano, chief of the PPH, said the equipment were requested by the hospitals to be able to respond to the needs of a continuously growing number of patients better. Provincial officials said it would have taken the provincial government years to fund all the requested equipment without the DoH assistance. Among the most expensive equipment were one unit of 3D Echo Machine with Heart Probe costing P4.05.million; x-ray machine 500 mA with automatic film processor, P2.9million; one unit of X-ray machine 300 mA, P2.4 million; two units of anesthesia machine with ventilator at P1.4 million each; and one unit of Automatic X-ray processor worth P400,000. Dr. Westly Rosario, NIFTDC chief, said local government units can ask the agency for Red Pacu fingerlings if they wish to stock water bodies in their areas. So far, fingerlings have been released in Bayambang to help address the proliferation of water lily. Red Pacu, a cousin of the piranha and likewise indigenous to the Amazon River, is herbivorous and can therefore help clean fresh water streams, lakes and ponds teeming with water hyacinths which cover the sunlight needed by the fish to grow, Being herbivorous, Red Pacu is also a food fish like tilapia or mudfish. Its young is also traded as a decorative aquarium fish. NO THREAT Rosario assured that Red Pacu does not pose any threat of growing uncontrollably in rice farms, similar to what happened when the Golden Kuhol (snails) were introduced in the 1970s. Based on research conducted by NIFTDC, Red Pacu becomes sexually mature only after two to three years, unless injected with hormones, which is only available in dormitories. The fish can be harvested for consumption before its sexual maturity period. The fish can grow up to 0.6 meter when it reaches adulthood. Governor Amado T. Espino Jr., personally turned over the cheques, covering the amount to officers of these women cooperatives when they called on him at the provincial capitol. The loans released through the Provincial Population Office under the province's Livelihood Assistance Program earlier benefited other women cooperatives scattered throughout the province. Ellsworth G. Gonzales, Population Program Officer II of the PPO, said that the loan assistance was primarily aimed to bolster the entrepreneurial ventures of various women’s groups to make them productive partners of the provincial government in transforming every Pangasinense to be self-reliant. Earning an interest of only four percent every six months, the amount is intended to fund income generating projects identified by the members of the cooperatives. However, a rebate of 2.5 percent will be made to cooperatives paying their loans before the due date. Gov. Espino said the recipient cooperatives vowed to use the amount in putting up goat raising project to be put up raised by their individual members. Micua -------------------------------------------------------------------------------- SAN FERNANDO CITY, La Union, Dec. 25 (PNA) -- The Regional Development Council (RDC) has envisioned Region 1 to continue as the "Agribusiness and Tourism" growth center in the country for the next five years. This was gleaned from a five-year development plan prepared by RDC which seeks to make Region 1 as a top destination for tourists and investments and consequently the food basket of the country from year 2011 to 2016. In that five-year period, Region 1 is also expected to maintain the lead as a top producer of cash crops, like rice, corn, tobacco and vegetables, that could supply the needs not only of the whole nation but partly for North Asia. To realize that plan, an integrated and coordinated programs was set into motion in the provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan in order to overturn what RDC called a declining growth rate from 2007 to 2009 owing to the global economic recession that also affected the country. The plan also focuses the setting up of the so-called growth nodes in the areas of agribusiness, trade, tourism and business process outsourcing in strategic areas of the region. For 2011, Ilocos Norte under the leadership of Governor Imee Marcos launched a grand tourism plan with the setting up of new tourist and business centers, seeking to capture major investments and to be made a tourism hub in Northern Luzon. Economic indicators in 2011 already pointed to Ilocos Norte as the leading province in terms of tourist arrivals based on statistics compiled by the Department of Tourism (DOT) regional office from tourist-oriented establishments. This despite the fact that Ilocos Norte is the farthest province in Region 1 from the nation's capital Manila. However, the presence of the Laoag International Airport made Manila only more than an hour away from Ilocos Norte, and Taiwan just few hours away. On the other hand, Ilocos Sur, the region’s heritage center with Vigan, acclaimed as a world's heritage city, is now also building eco-tourism adventure activities to catch a wider tourism market. La Union is not far behind in tourism as well as investments. Its Poro Point Special Economic Zone continued in 2011 as a major investment hub in the region. But sadly, the San Fernando-Manila route via the San Fernando Airport was closed last year when the carrier that was servicing the route pulled out due to poor passenger patronage. Nevertherless, La Union's tourism is continuously booming just like in other parts of the region. On the other hand, Pangasinan, the biggest province in the whole of Region 1, is also taking tourism seriously. Gov. Amado Espino Jr. already made Lingayen the microcosm of tourism in the entire province of Pangasinan. Espino has made the provincial capitol another tourist magnet in Pangasinan, only in addition to the Manaoag Church, the Hundred Islands, the scenic beaches of Bolinao and Bani, the Manleluag Park in Mangatarem and the Balungao hot spring. Based on records of the DOT, Pangasinan ranks only second to Ilocos Norte in the number of tourist arrivals. As the biggest province in Region 1, both in area and population, Pangasinan occupies a vast geographical component in the whole of Northern Luzon, according to RDC. For 2011, Pangasinan already started building an eco-tourism zone, topped by an 18-hole golf course of international standard in Lingayen; an international shipping port in Sual which is now 23 percent in its first phase; and an international airport in Alaminos City. According to RDC, the region’s traditional cash crops, like rice, corn, tobacco and vegetables, will continue to play a very critical role in shoring up opportunities for the agribusiness sector. The tobacco industry, now dubbed as a sunset industry due to the worldwide campaign against tobacco use, is yet expected to continue to be resilient for the next four years. However, tobacco producers are now being encouraged other uses of tobacco, such as for bio-pesticide and pulp and paper for the tobacco stalks that are normally discarded after the harvesting season. But because of climate change, the region's agriculture sector is expected to adopt more appropriate technologies that would not only be cost-effective but also provide lasting protection to the environment. On the other hand, local products will also be subjected to branding and certification to boost the marketing campaign of the One Town One Product (OTOP) products of the local government units. For instance, the tasty Dagupan bangus is now being branded and getting certification from responsible government agencies to prevent out-of-town traders from making use of the name of the product for similar products elsewhere.
