Barangay Pantal receives free medical, dental assistance

DAGUPAN CITY, Dec. 16 (PIA) -- More than 500 residents, including senior citizens and children of Barangay Pantal of this city, yesterday received free medical and dental services.


The event, dubbed “Pamaskong Handog ng Rotary Club Uptown Dagupan 2000,” also included the distribution of medicine and milk for children four years old and above.


The social outreach program specifically targeted Sitio Guibang and Patalan, which according to Vice-Mayor Belen T. Fernandez, are among the poorest communities in the city.


Fernandez is one of the sponsors of the program with the Rotary Club of Uptown Dagupan, Region 1 Medical Center, and the Philippine Dental Association-Pangasinan Chapter.


She said the series of programs aims to maximize the use of the P500,000 fund given by the Rotary Club and the services of the participating medical personnel.


A similar program was already conducted in Barangay Pugaro last week. Residents of Bangusville and Sitio Korea in Barangay Bonuan Binloc are slated to benefit next.

GM Barbosa rules 3rd Gov. Espino Chess Cup

LINGAYEN, Pangasinan, Dec. 19 (PIA) -- Newly-minted International Grandmaster (GM) Oliver Barbosa ruled the 3rd Gov. Amado T. Espino Cup Chess Tounament held on December 17 and 18 at the Provincial Training and Development Center here.


Barbosa collected a total of 6.5 points, conceding only a draw with fellow GM Mark Paragua in the fifth round, to secure the title.


International Master Emmanuel Senador also scored the same but had to settle for the second place as Barbosa had the superior tie-break score.


Barbosa and Senador received P12,500 each.


Senador gained prominence in late 1980s by once ranking second in the Philippines, only behind GM Eugenio Torre.


With 6 points each, Paragua and National Master (NM) Raymond Salcedo tied for third to fourth place and each received P6,000.


Tied for fifth to twelfth place, with 5.5 points each, were FIDE Master Haridas Pascua, Dick Gicain, NM Roberto Suelo Jr., NM Mari Joseph Turqueza, IM Oliver Dimakiling, IM Ronaldo Nolte, NM John Alcon Datu, and Jeffrey Ravago.


Notable game in the tournament was one played by local veteran master Bonifacio Natavio of Dagupan City who overpowered NM Roland Llavanes to score a stunning upset.


Other local players who scored an upset included Prince Aquino and Fidel Labuanan against IM Barlo Nadera, Manuel Margajay against NM Gary Villanueva and Winnie Boquiren against NM Rudy Ibañez.


The kiddie category, Kyz Llantada of Manila made a total of 6 points, tied with Ynna Sophia Canape, but the former kept the title based on higher tie-break score. Each received P2,500.


Category prizes winners were Bonifacio Natavio for Top Senior Prize; Haridas Pascua, Top Junior; Kristine Mae Mariano, Cristine Paragua and Ernali Bayot, Top Female Players; and Pascua, Gicain and Labuanan, Top Pangasinan Players.


The seven-round tournament, organized by the Pangasinan Chess Club and the provincial government, was the last of the four events in the annual Pangasinan Chess Festival that began September this year, which included a chess clinic, age group championship and provincial championship tournaments.

DTI advises public to be wary of discounts, promos

DAGUPAN CITY, Dec. 19 (PIA) –- The Department of Trade and Industry advised consumers to be wary of sales and big discounts in products offered by various businesses.


DTI Provincial Director Peter Mangabat said defective products may abound in these schemes especially at the height of the holiday season.


Mangabat said businesses offering big sales and discounts in malls need permit from DTI to ensure that the products on sale are not defective.


“The products must not be defective kasi ang purpose ng promo ay para dumami ang customers (The products must not be defective because the purpose of the promo is to increase the number of customers),” he said.


He added that offering discounts in malls and bargains in tiangges is not an excuse to sell reject products.

Farmers ask DA to hold back onion importation permits

A group of onion farmers has asked the Department of Agriculture (DA) to put off any issuance of import permit for onion so as not to detriment the December local harvest that is now reaching the market by around 10,000 bags.

In a statement released here over the weekend, the Sibuyas ng Pilipinas Ating Alagaan (SIPAG) said it has just submitted a data with DA showing a stable inventory of 500,000 bags of 25 kilos each of onion nationally which is enough to supply the 350,000 bags of the country’s monthly consumption.

Ilocos farmers have a separate production of an estimated 10,000 bags for red shallots in December consisting of 4,000 bags from the north and 6,000 from the south, it said.

“DA Secretary Proceso Alcala has been very supportive of our farmers. We understand that he has to hear others who want an import permit now. But we will be making farmers sacrifice for us if imports are allowed now,” Francisco Collado, SIPAG president, said in the statement.

While government may be concerned about sufficiency of supply during the holiday season, SIPAG said price of onion has been relatively stable at P45 to P50 per kilo at farm gate for small onions and P55 to P60 per kilo for medium to big onions.

“Even if price becomes a little higher, our money just goes around the economy, from a farmer’s hand to another. But if we will just allow imports deliberately, it will be Chinese farmers that will benefit from it. That will not benefit our economy at all,” Collado said.

And even after Ilocos farmers will have been done with harvest by end-December, Collado said onion farmers in Pangasinan and Nueva Ecija will start harvesting by January.

“We would not have a shortage because before the older inventory from Ilocos runs out, harvests in other areas of the country are already approaching,” he said.

Collado said SIPAG takes the position that government should not at all allow anymore importation of onion in order to help this industry survive.

“How can we make the industry self-sufficient if we will allow importation every time? Because of the imports, farmers are hesitant to plant. Imports gave farmers reason to stop planting because imports push down local onion prices,” he said.

SIPAG is concerned that containers with imported onion are already in port areas and just need import permits so that they may be taken out of the ports.

Onion farmers nationwide have been pleading for government support since they have already lost their garlic industry to imports from China and Taiwan.

They said the government should regulate the industry so as to protect the remaining onion industry even in Ilocos which produces shallot onions that have some special uses for salads and fresh dishes.

The industry is concerned that imported onion has been dismally proliferating in Mindanao so that some stocks could even been seen in front of DA’s office in Davao, Collado added

Church tells Misa de Gallo goers to complete novena in exchange for nothing

SAN FABIAN, Pangasinan, Dec. 19 (PIA) -- Misa de Gallo (Mass of the Rooster) attendees should complete the nine day dawn mass to celebrate the birth of Christ and not because of wanting something in return.
Father Oliver Mendoza of the San Fabian Parish, said churchgoers must forego of the thought that the moment they have completed the nine day mass, their wishes would be granted.
“Huwag magsimba dahil lang may hiling. Lahat naman ng hiling natin, ibibigay ng Diyos kapag ito ay ayon sa Kanyang kagustuhan (Do not go to church because you have a wish. All of our wishes are granted by God if it is his will),” Mendoza said in a television interview.
He said the last thing that every churchgoer must bear in mind is to ask for something in return.
Huwag nating isipin agad na may kapalit pag natapos ang novena. Last na dapat isipin ay ang kapalit (Let us not think that something is given immediately in return after the novena. We should think of the exchange as last),” he explained.
The ‘Simbang Gabi’, as it is called in Filipino, is ought to be a preparation of oneself and the entire community before the coming of Christmas Day on December 25, he said.
Mendoza added that the foremost message of the mass is to accept the love of God and give Him gratitude.

GM Barbosa rules 3rd Gov. Espino Chess Cup

LINGAYEN, Pangasinan, Dec. 19 (PIA) -- Newly-minted International Grandmaster (GM) Oliver Barbosa ruled the 3rd Gov. Amado T. Espino Cup Chess Tounament held on December 17 and 18 at the Provincial Training and Development Center here.
Barbosa collected a total of 6.5 points, conceding only a draw with fellow GM Mark Paragua in the fifth round, to secure the title.
International Master Emmanuel Senador also scored the same but had to settle for the second place as Barbosa had the superior tie-break score.
Barbosa and Senador received P12,500 each.
Senador gained prominence in late 1980s by once ranking second in the Philippines, only behind GM Eugenio Torre.
With 6 points each, Paragua and National Master (NM) Raymond Salcedo tied for third to fourth place and each received P6,000.
Tied for fifth to twelfth place, with 5.5 points each, were FIDE Master Haridas Pascua, Dick Gicain, NM Roberto Suelo Jr., NM Mari Joseph Turqueza, IM Oliver Dimakiling, IM Ronaldo Nolte, NM John Alcon Datu, and Jeffrey Ravago.
Notable game in the tournament was one played by local veteran master Bonifacio Natavio of Dagupan City who overpowered NM Roland Llavanes to score a stunning upset.
Other local players who scored an upset included Prince Aquino and Fidel Labuanan against IM Barlo Nadera, Manuel Margajay against NM Gary Villanueva and Winnie Boquiren against NM Rudy Ibañez.
The kiddie category, Kyz Llantada of Manila made a total of 6 points, tied with Ynna Sophia Canape, but the former kept the title based on higher tie-break score. Each received P2,500.
Category prizes winners were Bonifacio Natavio for Top Senior Prize; Haridas Pascua, Top Junior; Kristine Mae Mariano, Cristine Paragua and Ernali Bayot, Top Female Players; and Pascua, Gicain and Labuanan, Top Pangasinan Players.
The seven-round tournament, organized by the Pangasinan Chess Club and the provincial government, was the last of the four events in the annual Pangasinan Chess Festival that began September this year, which included a chess clinic, age group championship and provincial championship tournaments.

Regional Schools Press Conference gathers budding campus journalists

DAGUPAN CITY, Dec. 20 (PIA) –- Thirteen school divisions of the Department of Education participated in the 2011 Regional Schools Press Conference hosted by Dagupan City from December 18-20.
At least 3,000 budding campus journalists from the provincial schools division of Ilocos Norte, Ilocos Sur, La Union, Pangasinan I and Pangasinan II and the city schools divisions of Laoag, Candon, Vigan, San Fernando, Urdaneta, San Carlos, Alaminos and Dagupan took part in this three- day event.
Lourdes Romero, one of the coordinators, said the contestants were the winners in the division level competition.
“There were seven winners in each of the eight events in the division level. Make that times two because the contest is categorized into English and Filipino,” she said.
The competition is also divided into elementary and secondary levels, she added.
Jacinto Pascua, president of the Association of Secondary School Paper Advisers in Region I (ASPAR), said the activity aims to hone the talents of the students and prepare them for the prestigious event which is the national finals.
The eight journalism events include news writing, editorial, feature, sports, copyreading/headline writing, cartooning, photojournalism and radio broadcasting.

Pangasinan sending P1-M each as donation to Cagayan de Oro, Iligan cities

LINGAYEN, Pangasinan, Dec. 20 (PNA) -- Governor Amado Espino Jr. has announced that the province has allocated P2 million for the cities of Cagayan de Oro and Iligan where hundreds of their people have died due to flash floods spawned by heavy rains dumped by Tropical Storm "Sendong" over the weekend.

Governor Espino has instructed Provincial Administrator Rafael Baraan to transmit the amount to the two cities even as he condoled with the victims of the disaster.

At the 'Media in Action' forum of the Pangasinan Press Club here Tuesday, Espino said he will also order the Provincial Disaster Risk Reduction Management Council (PDRRMC) to conduct a simulation drill during the rainy season next year in order to prepare the people of Pangasinan.

He said this is in case big volume of water is spilled into the lowlands of Pangasinan from the San Roque Multi-Purpose Dam, the highest rock-fill dam in Southeast Asia.

The last time that unprecedented volume of water was released from the dam was three years ago at the height of typhoon "Pepeng", causing big havoc of destruction in eastern and central Pangasinan.

It almost happened anew in October this year at the height of typhoon "Emong" had Espino not threatened to take over the dam if it continues to deviate from its approved water release protocol.

This strategy, which was not exhausted in 2008 at the height of typhoon "Pepeng", worked well during typhoon "Emong", preventing another large-scale calamity in the province.

"This prompted operators of the dam to gradually release the water even before the water level of the dam reached its spilling level of 280 meters above sea level.

"In every typhoon tinututukan natin ang San Roque Dam because we do not want any more tragedy in Pangasinan," he said.

Pangasinan has the most managed PDRRMC throughout the country, functioning all year-round. (PNA)

PUREGOLD Price Club Inc. beefed up its store network with the scheduled opening of its 100th store in Taguig City on Monday.
The new store will be located at Gen. A. Luna Street corner Col. P. Cruz Street in Barangay Tuktukan, beside the Taguig City Hall, the supermarket chain operator said in a disclosure to the Philippine Stock Exchange.

Puregold considers the newest store as a “milestone in its continuing expansion and development.”

Puregold earlier revealed plans to open 38 branches this year, raising its store network to 100 by yearend. It plans to open at least 25 stores in 2012, half of which will be opened in the affluent cities in the Visayas and Mindanao, marking its expansion beyond Luzon.

Another 25 stores should be rolled out in 2013 to bring its network to 150 stores.

In September, Puregold raised P7.5 billion from an initial public offering to pay down debt and finance its store expansion.

From 2011 to 2013, the grocery chain will expand its store network in Davao, Rizal, Cavite, Bataan, Pangasinan, Baguio City, Ilocos Norte, Caloocan, Bulacan, Camarines Sur, Lagunaina, Quezon City, Legaspi City, Iloilo City, Leyte, Cebu City, Tarlac City, La Union and Albay.

Puregold largely caters to the broad C and resellers market, accounting for 65 percent and 35 percent of its market. It serves over 2 million households and 170,000 small entrepreneurs. Buoyed by its store expansion, Puregold had said its profit could double to P1.6 billion this year from P750 million in 2010.

At end-September, Puregold reported a 185 percent jump in net income to P1.08 billion from P379 million in the same period last year as revenues surged because of its rapid store expansion.
Its shares rose to P17.66 on Friday from P17.02 each on Thursday.

4 Pangasinan LGUs allocate funds for MDG-related programs and projects

ALAMINOS CITY, Dec. 21 (PNA) — Four local government units (LGUs) in western Pangasinan have formalized the integration of the Millennium Development Goals (MDG) in their Annual Investment Plan (AIP) for 2012.

This was after Alaminos City and the municipalities of Bani, Burgos and Dasol allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year.

Roland Cabigas, managing director of the La Liga Policy Institute (La Liga), said the three municipalities alone have allocated almost P200 million for various MDG-related programs and projects for 2012.

All of these are expected to improve the delivery of basic social services for the poorest of the poor sectors in their respective localities, he added.

La Liga, a development policy research and advocacy non-government organization, facilitated the process of budget-tagging the MDG-related programs and projects of the three Pangasinan towns and one city as well as their integration in the AIP for 2012 as part of the MDG program: "Cementing Pathways to Accelerating the MDGs funded by the European Union."

Alaminos City, the biggest among the four LGUs, allocated a total of P111.9 million, representing 35.5 percent of the city’s total proposed budget for 2012 of P314.8 million. Of the amount allocated, at least 46 percent are dedicated to eradicating extreme poverty.

Bani, meanwhile, has allocated a total of P61.5 million for various MDG-related programs, representing 73.70 percent of its total 2012 budget of P83.4 million.

For its part, Burgos allocated a total of P13.7 million for various MDG-related programs. This represents 25.51 percent of the total proposed budget of the town in the amount of P53.9 million. More than half of this MDG-related programs and project is dedicated to reducing poverty.

Meanwhile, Dasol — a salt-producing town in western Pangasinan, has allocated a total of P10.3 million for MDG-related programs, mostly dedicated to the eradication of extreme poverty in their proposed AIP for 2012.

Cabigas explained that these AIPs were prepared by local planning, development and budget officers of the four LGUs after a series of knowledge-sharing workshops that included citizens’ groups and other basic sector representatives.

These will now be submitted to the city and municipal council for deliberation and approval.

Citizens’ groups took part in the planning process, including the budget appropriation after the identification of important MDG programs and projects that will best boost the chances of the LGUs in achieving their local MDGs.

It was gleaned that these LGUs poured a lion's share of their 2012 AIPs for the realization of four of the eight MDG Goals and Targets.

These include programs and projects that seek the eradication of extreme poverty, promote universal primary education and maternal health, as well as ensure environmental sustainability.

“The integration of the MDGs in the AIP for 2012 has concretized the commitment of the concerned LGUs towards achieving the MDG by 2015, at a time when the LGUs would be experiencing huge cuts in their internal revenue allotment,” said Alaminos City Mayor Hernani A. Braganza, concurrent secretary general of the League of Cities of the Philippines.

At the same time, Dasol Mayor Noel Nakar, concurrent president of the League of Municipalities of the Philippines, Pangasinan chapter, opined that the integration of the MDGs in the AIPs is consistent with the call of President Benigno S. Aquino III for LGU support to accelerate the MDGs.

“The budget process for 2012 is particularly unique this time around, with the inclusion of citizens’ groups in identifying what programs and projects that they believe would matter most,” said Bani Mayor Marcelo Navarro Jr.

On the other hand, Burgos Mayor Alberto Guiang Jr. lauded the European Union and La Liga for the success of the project, noting that the budget-tagging of MDG-related projects and program, as well as the participation of citizens groups begin to be institutionalized in the local budget process.

“Aside from complementing the effort of the national government to achieve the MDGs, the local initiative also proves that an LGU, whether big or small, can efficiently utilize their limited resources to address problems related to poverty in partnership with citizens’ groups and the communities who stand to benefit from programs and projects, and budgets” Cabigas added. Palarong Pambansa to be held in Pangasinan May 6-12, 2012 :banana::banana::banana:

LINGAYEN, Pangasinan, Dec. 20 (PNA) - The Palarong Pambansa to be hosted by the province of Pangasinan next year is tentatively scheduled from May 6 to 12.

This was disclosed by Gov. Amado Espino Jr. who is set to sign a memorandum of agreement (MOA) soon with Department of Education (DepEd) Secretary Armin Luistro over next year's Palaro games.

Pangasinan was earlier chosen as the next venue of the national games over three other provinces and cities that also vied to host the event. These are Laguna, Isabela Mindoro Oriental and Marikina City.

Espino said Pangasinan will be the only province in the country to host the Palarong Pambansa twice. The first time was in 1995 during the term of former President Fidel V. Ramos, a Pangasinense.

During that time, Gov. Espino was the police provincial director of Pangasinan.

"I was head of the Task Force Palaro last time being the police provincial director. Now, it is a different story because I am now the governor of Pangasinan," Espino said,

Next year's Palaro will be played at the Narciso Ramos Sports and Civic Center, the venue of the 1995 Palarong Pambansa which was preserved and renovated to look as virtually new when Espino took over the helm of the province in 2007. (PNA)

Red Pacu fish can now be propagated through surgical stocking

DAGUPAN CITY, Dec. 20 (PNA)--The exotic aquarium fish called Red Pacu (Collusom bidens) can now be introduced sporadically in fresh water streams and lakes teeming with water hyacinths or water lilies through a method of culture called surgical stocking.

Director Westly Rosario, chief of the Dagupan-based National Integrated Fisheries Technology Development Center (NIFTDC), said not all fresh water streams and lakes would be stocked with Red Pacu yet as environmentalists are still cautious of the possible effect of the fish to other plants, like rice.

It was learned that in a national fish symposium in Manila, a few regional directors of the Bureau of Fisheries and Aquatic Resources (BFAR) still issued some reservations about Red Pacu, fearing that if stocked in all fresh water fish farms, it would run berserk there and become uncontrollable.

But Dr. Rosario assured that Red Pacu would not follow the ways of the Giant Snails, which were introduced in 1990s, to boost the protein food of the Filipinos.

The reason for this is the fish sexually matures only after two to three years and when it does, it had already grown into one kilo and might have been entrapped by fish farmers and thrown over burning charcoal and eaten.

Red Pacu, a cousin of the deadly piranha, is herbivorous unlike the latter which is carnivorous. Pacu feeds only on plants, especially water hyacinths, and grows up to 0.6 meter when fully matured.

NIFTDC started conducting research on Red Pacu 10 years ago through some fingerlings turned over by a hobbyist.

These fingerlings grew into adults and with the use of hormones injected in the male and female species, the center was able to produce some offspring.

It was only during the Fish Conservation Week in October this year that NIFTDC finally introduced Red Pacu both as a food fish and cleaning agent in fresh water ponds.

Rosario admitted they have now actually started disseminating Red Pacu fingerlings in some fresh water bodies of Pangasinan to control the growth of unwanted weeds in their fish farms.

He said some people from Bayambang town came to the center and took some fingerlings to be seeded into their fresh water ponds which they wanted to be rid of water lilies.

At the same time, the fish can be introduced in some fresh water in Mindanao long been pestered by water hyacinths that often block the flow of water and cause floods.

As a cleaning agent, the fish can eat water lilies that impede the flow of water. At the same time, it can be caught by any means, including hook and line, with plant leaves as mere baits.

Water lilies, which are sometimes being dried, to become raw materials for handwoven items, are a bane to the growth of fish since they allow only little sunlight in the water, said Rosario.

As to the fear of environmentalists that the Red Pacu can later pose danger to all plants in the water, Rosario said that unless injected with hormones, the fish can sexually mature in two to three years.

That means that when it finds mate, the fish has grown to more than one kilo in weight and could have already been caught by farmers and already ended up as delicious fish stew or fried fish.

As shown during the Fish Conservation Week at the center, the fish can be cooked into several culinary delights, including "kare-kare", fillet and fish "shanghai".

Pangasinan holds culture and arts festival

Fourteen local government units vied for three top positions during the grand finals of the 1st Pangasinan Culture and Arts Festival dubbed ‘Balitok a Tawir’ on December 2.
The local government units of Lingayen, Mangaldan and Manaoag emerged as the winners in the choral, folk dance and zarzuela categories for the grand finals held at the elegant Sison Auditorium last December 2.
Other LGUs which occupied the 2nd and 3rd slots are as follows: Manaoag and Bautista for choral category; Malasiqui and Lingayen for folk dance. The LGU of Mabini was awarded as second in the zarzuela category.
The contestants, composed of officials and employees, showcased their talents featuring Pangasinan songs, dances and culture which are now revived and preserved by the provincial government thru the initiative of Governor Amado T. Espino, Jr.
The project was launched during the Tourism Month celebration in September as part of the ‘I Love Pangasinan’ campaign with an objective to recapture and rediscover the culture and arts of Pangasinan. Elimination rounds by cluster were held prior to the finals.
Espino said the present administration sets its sight on raising the level of awareness of the people especially the youth on the priceless heritage of the province.

Gov. Espino to kapitans: Hold simple fiestas

LINGAYEN—Gov. Amado Espino Jr. has again urged town and barangay officials to shun away from long and lavish fiesta celebrations to save on funds that are better spent on long-term and tangible projects.

The governor made the call during a gathering of barangay chairmen and councilmen from 1,300 barangays in the province, spearheaded by Liga ng mga Barangay President Amadeo Espino.

The governor reiterrated his earlier plea to local government officials to limit their fiestas to two to three days and keep the celebrations simple.

He cited as an example the drain on public funds when hiring orchestras, which cost from P80,000 to P100,000 per night, for fiestas that are sometimes celebrated for more than a week.

City fiesta opens with ‘hand of friendship’

ASIDE from the traditional lighting of the city’s Festival Tree of Peace, this year’s opening of the Dagupan annual fiesta on December 15 was highlighted by a political gesture of peace by Mayor Benjamin Lim towards members of the opposition in the city council.

After delivering his speech, Lim extended his “hand of friendship” to city officials, particularly Vice Mayor Belen Fernandez, head of the Sangguniang Panlungsod, and the 11 other councilors present.

“Let’s give them [Dagupeños] the service they truly need,” Lim said.

After the event, the councilors, however, remarked that It was the same gesture the made when he assumed office last year but this was followed by a “gag” order preventing city hall officials from attending sessions of the city council.

Liga ng mga Barangay President Guillermo Vallejos, this year’s city fiesta hermano mayor, and Pederasyon ng mga Sangguniang Kabataan (PSK) President Chester Gonzales, the fiesta vice hermano mayor, were also present during the opening ceremony after absenting themselfves for weeks in council sessions where they are both members.

This year’s fiesta has been marred by controversies, particularly with the operation of street bazaars without the city council’s imprimatur and the refusal of the fiesta committee to identify depositories for revenues earned.

Pangasinan Tourism Council revitalized

THE Pangasinan Tourism Council (PTC) has been revived and reorganized by Gov. Amado Espino Jr. to draw up and implement a coordinated tourism program around the province.

Espino said the reorganization, undertaken by virtue of the governor’s Executive Order No.0143-2011, is necessary after most of the council’s members have vacated their positions or no longer represent the component offices or organizations included in the Provincial Tourism Board, that was created under Executive Order No.0094-07-2007.

The PTC is tasked to set up a sustainable tourism program for Pangasinan with the participation of local government units and industry players from the private sector.

Dagupan City Mayor Benjamin Lim, who once served as general manager of Duty Free Philippines, has been appointed vice-chairman of the council.

“We need to improve the services one particular area can offer. Even if you have a beautiful site, but road access is not suitable or even unavailable, tapos wala pang facilities, it will not attract local and foreign tourists. These are the things we need to carefully study, so that we could prepare a package for Pangasinan as a major tourist destination,” Lim said. Businesses obliged to get SSS clearance

OWNERS of small-scale and big business establishments are required to secure a clearance from the Social Security System (SSS) before they can renew their local business licenses and permits to ensure the registration of their employees.

“Gusto nating i-seguro na nabebenipisyuhan ng tama ang mga empleyado,” said Engr. Primitvo Verania, section head of SSS’ field inspectorate division.

He explained that even sari- sari stores and jeepney operators should report the names of their employees within 30 days of employment.

“Under the SSS Special Law, on the day they (employees) are hired, dapat mai-report na ng employer sa SSS,” he said, dismissing the misconception that employees need to first work for at six straight months to be registered under SSS.

Verania said those not remitting their employees’ contributions will not be issued a clearance.

“Lahat ng pinagkakakitaan na gumagamit ng katulong o empleyado, kailangang mag-comply sa batas na ito ng SSS,” he stressed.

SSS members who are retrenched or have resigned from work can still continue paying their contributions and will be classified as voluntary members.

OLD MEMBERS, PENSIONERS

Members who have discontinued paying their contributions can revive their membership anytime and start paying again.

Meanwhile, SSS pensioners will get double their monthly benefit this December with the payment of a 13th month pay.

UL women’s table tennis team shine among the best

1ST GOV. AMADO T. ESPINO, JR. CUP

THE women table tennis team of the University of Luzon (UL) proved it is among the best among national-level players when it grabbed the 2nd runner-up position in the women’s category in the 1st Gov. Amado T. Espino, Jr. Cup Pangasinan National Open Table Tennis Challenge held December 9 to 11 at the Pangasinan State University Gym.

The UL team followed powerhouse Metropolitan Table Tennis Association (METTA), composed of players from UAAP Champion De La Salle University, as champions and Ateneo de Manila University (ADMU), 1st runner-up.

Espino, who welcomed the athletes during the opening program, expressed elation over the participation of big universities in Manila in Pangasinan’s first open table tennis tournament.

The competition is part of the provincial administration’s sports development program that includes the promotion of table tennis as a major sport.

A facility exclusively for table tennis is now under construction for the proper training of potential Pangasinenses and as a venue for future tournaments.

The UL women’s team is composed of Gelique Montoda, Ro-Ann Laureta, Berlin Kate Bautista, Marife Quidez, Danica Joy Cruz and coached by Benedicto Jose U. Tirante.

Lingayen-Dagupan Archbishop seeks support for seminary construction

LINGAYEN, Pangasinan, Dec. 23 (PIA) -- Archbishop Socrates Villegas of the Lingayen-Dagupan Archdiocese has called on the support of the whole province and its people to pray for the success of the construction of a seminary in the province.


Bishop Villegas asked the people to pray for the fruition of the project and that everyone may help all vocations in the priesthood.


“Kailangan natin ng pari sapagkat kailangan natin si Jesus,” Villegas said during the anticipated Misa de Gallo or Simbang Gabi sa Kapitolyo which the Bishop officiated last December 18 at the Capitol Plaza here.


Due for construction in February next year is a P50-million school for priests to be named Mary Help of Christians Theology Seminary in Barangay Palapad in San Fabian town.


Father Soc, as he is fondly called, asked the people for donations to help build the seminary and embrace it as a great gift or heir loom for the future generations being Catholics from Pangasinan.


“Kung ito lang ang magiging pamana natin, wala na tayong mahihiling pa sapagkat tinitiyak natin na sa mga darating na centuries, maraming magpapari mula sa Pangasinan.” he said.

Villegas disclosed that in line with the giving of donations, a book to be called “Libro na Panangaro” (Book of Love) which will contain all the signatures of donors, will be buried in the cornerstone of the seminary.

Pangasinan equals “one”

LINGAYEN, Pangasinan, Dec. 22 (PIA) —-“One.” This was the answer of Gov. Amado T. Espino Jr. to a media man who asked how he would describe this province now in a single word, alluding to the province’s battle cry ‘Pangasinan No. 1.”


Espino said this during the special edition of the Media in Action forum of the Pangasinan Press Club (PPC) held Tuesday at the Provincial Training and Development Center here.


Lawyer Gonzalo T. Duque, PPC president, moderated the forum which was attended by more than 100 local media practitioners.


Espino enumerated the various achievements of the province to include its win in the Region 1 Athletics Association to end the 11-year winning streak of Ilocos Norte, revival of Pangasinan culture through Asin ed Asinan, the creation of the OFW Desk and a passport processing office, among others.


He specifically cited health care as the most prominent achievement of the provincial government this year as evidenced by the increased capacity of the provincial hospital in San Carlos City, from 150 patients to 450.


He considered efficient delivery of services by the capitol employees and environmental protection considered as the second and third best achievements, respectively.


Launched by the province late this year was the ‘I Love Pangasinan,’ which is a wide-ranging campaign to improve education, tourism, sports, employment, culture, and environmental protection, among others.


Earlier in the year, a national awarding body ranked the province fifth in terms of efficiency in governance.

Pangasinan hosts 'open ping-pong' tourney

LINGAYEN, Pangasinan, Dec. 23 (PIA) -- Staying true to the goal of honing the sports skills of local athletes, the provincial government hosted the 1stOpen Table Tennis Tournament on December 9-11 at the Pangasinan State University.


The Open Ping-pong game, also known as the 1st Governor Amado T. Espino, Jr. Cup, drew a large number of participants including various universities outside the province like the University of the Philippines-Diliman.




Modesto Operania, provincial sports consultant, said the tournament is part of the sports and youth development thrust of the provincial government.


It was declared open so that homegrown talents will be able to compete and share experiences with other athletes outside Pangasinan, he said.


The game was in partnership with the Pangasinan Table Tennis Federation.


The province has been the venue of many regional and national sports competition because of its complete facilities and warm response to host the games. It won its bid to host the Palarong Pambansa 2012 in April. (ANL/VHS-PIA 1 Pangasinan)

Health care, hospital services: Pangasinan’s most meaningful achievements in 2011

LINGAYEN, Pangasinan, Dec. 22 (PIA) –- The provincial government of Pangasinan cited health care and hospital services as its most meaningful achievement this year.


Gov. Amado T. Espino Jr. told more than a hundred local media practitioners in a press conference held at the Provincial Training and Development Center in Lingayen town, that the reforms in health care that his administration has undertaken is something he is truly proud of and happy about.


The reforms include: the rehabilitation and facelifting of all the 13 government hospitals of the province; the increase in bed capacity of the Pangasinan Provincial Hospital in San Carlos City from 150 beds to 450; expanded coverage of the PhilHealth insurance; and improved maternal and child health care, among others.


Espino also cited the improved and efficient delivery of service of the provincial employees as the second most noteworthy achievement. “The way I see how they are working is an achievement,” he said.


Ranking third is environmental protection and youth programs. The province has received recognitions from various award-giving bodies in the region for its programs on cleanliness.



Espino rallied the media practitioners to write something good about the province and not to dwell on negative issues. “‘Tayo na muna ang magmahal sa ating probinsiya (Let's love our province first),” he said.


Vice Gov. Ferdinand Calimlim, who came to the presscon with the entire provincial board, said the ‘scorecard scheme’ initiated by the provincial government is comparable to a new ordinance of loving Pangasinan which imbibes a greater love beyond self.


“Ang basic reminder natin is keeping everything simple but with substance,” Calimlim said.

Pangasinan donates P2 million to ‘Sendong' victims

DAGUPAN CITY, December 23 (PIA) -- The provincial government of Pangasinan donated P1-million each to the calamity-stricken cities of Cagayan de Oro and Iligan.


Governor Amado T. Espino, Jr. personally asked Vice Gov. Jose Ferdinand Z. Calimlim, Jr. and the Sangguniang Panlalawigan to release funds for this purpose during the Media in Action forum held in Lingayen town.


“This is our way of helping our countrymen who suffered the wrath of typhoon Sendong,” Espino said.


City Information officer Orpheus Velasco, who personally went to Cagayan De Oro yesterday along with other Pangasinan officials to deliver the donation, said it is always good to help countrymen who are in dire need.


Cagayan de Oro City Mayor Vicente Emano expressed his gratitude to the generosity of Pangasinan and other provinces in extending assitance to the flood victims in his area.


“Thank you very much sa probinsiya ng Pangasinan. Hindi maliit na bagay ang isang milyon. Napakalaking tulong ito sa amin (Thank you very much to the province of Pangasinan. One million is not a small thing. It is a very big help to us),“ Ermano said over a phone- patched radio interview.

Keep everything simple - local exec

LINGAYEN, Pangasinan, Dec. 22 (PIA) —- “Keep everything simple but with substance.”


This was the advice of Vice-Mayor Ferdinand Jose Calimlim as a formula for effective delivery of services.


“Madaling gawin, madaling ayusin, madaling intindihin pero punong-puno ng laman,” he said of how the various government programs and projects should be implemented.


He said this formula has been applied successfully by the provincial government since past local administrations.


Espino himself proved this point during the Media in Action forum of the Pangasinan Press Club at the Provincial Training and Development Center here on Tuesday, saying that as simple as having the comfort rooms at the capitol clean all the time has gained praise from visitors.


According to Calimlim, the writing of the Pangasinan Hymn in the local language to make it more understandable thereby instilling into the people the love for the province and its culture also jibes with the formula.


He expressed hope that the advice will be given substance by other towns by following the steps of the provincial government.

AIMING FOR NUMBER 1

LOOKING back in the year that is about to close, Governor Amado Espino Jr. says “2011 was a good one for Pangasinan.”

The governor, speaking during the special edition of the Media in Action forum of the Pangasinan Press Club (PPC) last week, said 2011 “gave us studded and memorable events that made us stronger, more resilient and resolute in all things expected of us by our provincemates”.

He cited how the San Roque Power Corporation closely coordinated with the provincial government in effecting a pre-emptive release of water from the dam, saving Pangasinan from another deluge similar to the tragedy two years ago that cost lives and millions worth of properties.

The province set up the Overseas Filipino Workers (OFW) Desk that was opened at the height of the political crisis in Libya and Egypt and enabled workers from Pangasinan to communicate with their families.

Some 50 workers were repatriated back to their families in Pangasinan with the assistance of the now permanent OFW desk.

Espino also cited the various achievements of his administration, including Pangasinan’s various awards and its rise to being the fifth best province in the country based on the evaluation of the Department if Interior and Local Government.

He listed health care, improved work ethics among provincial officials and employees, environmental protection and youth development as his most meaningful accomplishments for the year.

This year, Pangasinan’s athletes also ended the 11-year supremacy of Ilocos Norte in the Region 1 Athletic Association Meet, earning back the province’s dominance in sports in Region 1.

Cultural development was enhanced with the launch of “Asin ed Asinan”, a project involving all provincial officials and employees to revive the province’s native culture and arts, the first “Balitok-a-Tawir” culture and arts festival, and the “I Love Pangasinan” campaign.

The province now has its own official hymn entitled “Luyag Mi Tan Yaman” made official by a provincial ordinance.

During the year, the province forged sisterhood ties with the island of Guam, following the historic visit to the province of two senators from the island territory of the United States.

INFRASTRUCTURE

Espino also announced that the first phase of the construction of the Sual International Seaport is now 23 percent complete.

Phase 1, which includes the construction of the port embankment and the pier itself, is expected to be completed in November next year.

Meanwhile, site development of the 300-hectare eco-tourism zone in Barangay Estanza, Lingayen is also ongoing.

Espino expressed hope that the first tranche of investment will speed up development at the start of the second quarter of 2012.

The provincial government will also have its hands full preparing for the 2012 Palarong Pambansa in May.

“Hosting the Palarong Pambansa the second time around (the first was in 1995) is a big challenge and opportunity for us to showcase once again our province’s growth, assets and rich cultural traits,” Espino said.

City wants to co-manage Seafood Processing Plant

THE P100-million Seafood Processing Plant in Dagupan, bankrolled by the Korean government, could finally re-open by January but with a difference.

A plan to have the seafood plant jointly managed by the city government and the Bureau of Fisheries and Aquatic Resource (BFAR) is in the offing.

PUNCH sources revealed that a draft memorandum on the new arrangement is already being prepared by BFAR officials in Manila in consultation with the office of the city mayor.

Dr. Westly Rosario, chief of the BFAR’s National Integrated Fisheries Technology Development Center (NIFTDC) and interim manager of the plant, said the plan is to have the proposed Memorandum of Agreement (MOA) signed by Dagupan City government and BFAR early next year.

Rosario said the memorandum will define the relationships based on a cost-and-income sharing agreement.

"I understand that based on the MOA, we are going to share the cost of operating the project at P35 million each year," he said.

He, however, did not clarify how the proposed cost-and-sharing will be.

When reached for comment by the PUNCH, Vice Mayor Belen Fernandez said she is not aware of any plan to change the present management agreement with BFAR, as the sole manager of the plant.

“If the report is true, BFAR and the office of the city mayor should be reminded that any change in the present agreement will require the concurrence of the sanggunian,” Fernandez said.

Meanwhile, Rosario still requested for the full P35 million budget for 2012 from BFAR, an agency of the Department of Agriculture, in case the MOA does not push through.

The newly-built Seafood Processing Plant that briefly operated last year, was closed on October 7 upon the order of the BFAR central office following a demand from Mayor Benjamin Lim for certain permits from the local government unit (LGU), which actually co-owns the facility.

Lim earlier repeatedly indicated he wants the seafood processing plant in the hands of the city government, which was given to BFAR before he succeeded as mayor of Dagupan in 2010.

REQUIREMENTS

Rosario said they were later informed by the city’s One-Stop Business Center (OSBC) that the plant need not secure any permit at all from the LGU but was required to submit the blue cards, a certificate of good health, of its workers.

The OSBC also asked the plant to secure a certification from the Bureau of Food and Drug (BFAD) to ensure that it passes the required sanitary standard.

Rosario said he is optimistic the plant could reopen by early January after they had completed all the requirements earlier sought by the Dagupan City government.

"We did all what were requested from us in order to ensure the early reopening of the plant and to ensure that our workers can go back to their work at least before Christmas or New Year," Rosario told newsmen.

More than 20 workers of the plant have been given blue cards after undergoing health examination at the City Health Office.

The plant has also been inspected by BFAD, reportedly with a high rating of 90.

"We are just waiting for the BFAD official certification that we will present to the OSBC before finally operating the plant," Rosario said.

The Ambassador of Korea is expected to visit the plant soon to check on its status.

The Korean government provided a full grant for the construction of the facility, which is located on government-owned land in Barangay Bonuan Binloc.

4 LGUs allocate funds for MDG projects

ALAMINOS CITY—Four local government units (LGUs) in western Pangasinan have formalized the integration of the Millennium Development Goals (MDG) in their annual investment plan for 2012.

Alaminos City and the municipalities of Bani, Burgos and Dasol have allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year.

Roland Cabigas, managing director of the La Liga Policy Institute said the three municipalities alone have set aside almost P200 million for MDG projects, which are geared towards improving the delivery of basic social services for the poorest of the poor in their respective localities.

Alaminos City, the biggest of the four LGUs, allocated P112 million, representing 35.5 per cent of the city’s P315 million proposed budget for next year.

Bani’s allocation is P61.5 million; Burgos, P13.7 million; and Dasol, P10.3 million.

“The integration of the MDGs in the AIP for 2012 concretized the commitment of the concerned LGUs towards achieving the MDG by 2015, especially because it came at a time when the LGUs are experiencing huge cuts in their internal revenue allotment,” said Alaminos Mayor Hernani A. Braganza, concurrent secretary general of the League of Cities of the Philippines.

Citizens’ groups took part in the planning process, including the budget appropriation after the identification of important MDG programs and projects that will best boost the chances of the LGUs in achieving their local MDGs.

La Liga, a development policy research and advocacy non-government organization, facilitated the process of budget-tagging the MDG-related programs and projects.

The MDG targets, based on a commitment signed by several countries, include programs and projects related to the eradication of extreme poverty, promote universal primary education and maternal health, as well as ensure environmental sustainability.

Pangasinan gets new P90M hospital equipment

LINGAYEN–Some P90 million worth of brand new hospital equipment were turned over on December 19 by the Department of Health (DoH) to Pangasinan for use in the 14 government-owned hospitals around the province.

Governor Amado Espino Jr. received the equipment from Dr. Jemuel Cardenas, OIC regional director of the DOH in Region 1, and thanked the national agency for its contribution to the provincial government’s health program that included the refurbishing of the Pangasinan Provincial Hospital (PPH) in San Carlos City, six district hospitals and various community hospitals.

Espino said the new equipment upgrades the facilities of the provincial government-run hospitals, which will now be able to handle more delicate medical cases.

Dr. Jackson Soriano, chief of the PPH, said the equipment were requested by the hospitals to be able to respond to the needs of a continuously growing number of patients better.

Provincial officials said it would have taken the provincial government years to fund all the requested equipment without the DoH assistance.

Among the most expensive equipment were one unit of 3D Echo Machine with Heart Probe costing P4.05.million; x-ray machine 500 mA with automatic film processor, P2.9million; one unit of X-ray machine 300 mA, P2.4 million; two units of anesthesia machine with ventilator at P1.4 million each; and one unit of Automatic X-ray processor worth P400,000.

San Carlos Kancionan finals set Dec. 28

SAN CARLOS CITY—The grand finals of the annual Kancionan ed Plaza here will be held December 28, 7:00 p.m. at the Speaker Eugenio Perez Memorial Amphitheatre.

Since it started 11 years ago, the Kancionan has evolved into a national competition with contestants coming in from other parts of the country.

One of the prominent winners in the Kancionan was 2009 champion Renz Ruther Robosa, a native of San Carlos, who went on to join and win a television network’s nationwide singing contest.

Contestants are grouped into two categories: 4 to 13 years old; and 13 years and a month old, and above.

Kancionan was started by the late Mayor Julian Resuello and then Councilor now City Administrator Manuel Sison. (CIO)

Red Pacu ready for stocking

Dr. Westly Rosario, NIFTDC chief, said local government units can ask the agency for Red Pacu fingerlings if they wish to stock water bodies in their areas.

So far, fingerlings have been released in Bayambang to help address the proliferation of water lily.

Red Pacu, a cousin of the piranha and likewise indigenous to the Amazon River, is herbivorous and can therefore help clean fresh water streams, lakes and ponds teeming with water hyacinths which cover the sunlight needed by the fish to grow,

Being herbivorous, Red Pacu is also a food fish like tilapia or mudfish.

Its young is also traded as a decorative aquarium fish.

NO THREAT

Rosario assured that Red Pacu does not pose any threat of growing uncontrollably in rice farms, similar to what happened when the Golden Kuhol (snails) were introduced in the 1970s.

Based on research conducted by NIFTDC, Red Pacu becomes sexually mature only after two to three years, unless injected with hormones, which is only available in dormitories.

The fish can be harvested for consumption before its sexual maturity period.

The fish can grow up to 0.6 meter when it reaches adulthood.

The NIFTDC has been studying the Red Pacu over the last ten years, starting when the 10 pieces of the fish was turned over by a hobbyist.

Pangasinan extends P1.4-M to 9 women coops

LINGAYEN, Pangasinan, Dec. 27 (PNA) -- The provincial government extended soft loans totaling P1.4 million to nine women cooperatives to finance their respective income-generating projects.

Governor Amado T. Espino Jr., personally turned over the cheques, covering the amount to officers of these women cooperatives when they called on him at the provincial capitol.

The loans released through the Provincial Population Office under the province's Livelihood Assistance Program earlier benefited other women cooperatives scattered throughout the province.

Ellsworth G. Gonzales, Population Program Officer II of the PPO, said that the loan assistance was primarily aimed to bolster the entrepreneurial ventures of various women’s groups to make them productive partners of the provincial government in transforming every Pangasinense to be self-reliant.

Earning an interest of only four percent every six months, the amount is intended to fund income generating projects identified by the members of the cooperatives.

However, a rebate of 2.5 percent will be made to cooperatives paying their loans before the due date.

Gov. Espino said the recipient cooperatives vowed to use the amount in putting up goat raising project to be put up raised by their individual members.

The payment strategy scheme, he said, has encouraged the beneficiaries to become responsible borrowers.

The recipients of the soft loans were San Pascual women’s multi-purpose cooperative; Payar women’s association; Primicias women’s association; Palacpalac multi-purpose cooperative; Amamperez women’s association; Quintinians multi-purpose cooperative; St. Paschal Baylon multi-purpose cooperative; Don Montano Garments Craft Association, Inc; and Five kids food products. Region 1 to continue as agri-business, tourism growth center in Phl

SAN FERNANDO CITY, La Union, Dec. 25 (PNA) -- The Regional Development Council (RDC) has envisioned Region 1 to continue as the "Agribusiness and Tourism" growth center in the country for the next five years.

This was gleaned from a five-year development plan prepared by RDC which seeks to make Region 1 as a top destination for tourists and investments and consequently the food basket of the country from year 2011 to 2016.

In that five-year period, Region 1 is also expected to maintain the lead as a top producer of cash crops, like rice, corn, tobacco and vegetables, that could supply the needs not only of the whole nation but partly for North Asia.

To realize that plan, an integrated and coordinated programs was set into motion in the provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan in order to overturn what RDC called a declining growth rate from 2007 to 2009 owing to the global economic recession that also affected the country.

The plan also focuses the setting up of the so-called growth nodes in the areas of agribusiness, trade, tourism and business process outsourcing in strategic areas of the region.

For 2011, Ilocos Norte under the leadership of Governor Imee Marcos launched a grand tourism plan with the setting up of new tourist and business centers, seeking to capture major investments and to be made a tourism hub in Northern Luzon.

Economic indicators in 2011 already pointed to Ilocos Norte as the leading province in terms of tourist arrivals based on statistics compiled by the Department of Tourism (DOT) regional office from tourist-oriented establishments.

This despite the fact that Ilocos Norte is the farthest province in Region 1 from the nation's capital Manila. However, the presence of the Laoag International Airport made Manila only more than an hour away from Ilocos Norte, and Taiwan just few hours away.

On the other hand, Ilocos Sur, the region’s heritage center with Vigan, acclaimed as a world's heritage city, is now also building eco-tourism adventure activities to catch a wider tourism market.

La Union is not far behind in tourism as well as investments. Its Poro Point Special Economic Zone continued in 2011 as a major investment hub in the region.

But sadly, the San Fernando-Manila route via the San Fernando Airport was closed last year when the carrier that was servicing the route pulled out due to poor passenger patronage.

Nevertherless, La Union's tourism is continuously booming just like in other parts of the region.

On the other hand, Pangasinan, the biggest province in the whole of Region 1, is also taking tourism seriously. Gov. Amado Espino Jr. already made Lingayen the microcosm of tourism in the entire province of Pangasinan.

Espino has made the provincial capitol another tourist magnet in Pangasinan, only in addition to the Manaoag Church, the Hundred Islands, the scenic beaches of Bolinao and Bani, the Manleluag Park in Mangatarem and the Balungao hot spring.

Based on records of the DOT, Pangasinan ranks only second to Ilocos Norte in the number of tourist arrivals.

As the biggest province in Region 1, both in area and population, Pangasinan occupies a vast geographical component in the whole of Northern Luzon, according to RDC.

For 2011, Pangasinan already started building an eco-tourism zone, topped by an 18-hole golf course of international standard in Lingayen; an international shipping port in Sual which is now 23 percent in its first phase; and an international airport in Alaminos City.

According to RDC, the region’s traditional cash crops, like rice, corn, tobacco and vegetables, will continue to play a very critical role in shoring up opportunities for the agribusiness sector.

The tobacco industry, now dubbed as a sunset industry due to the worldwide campaign against tobacco use, is yet expected to continue to be resilient for the next four years.

However, tobacco producers are now being encouraged other uses of tobacco, such as for bio-pesticide and pulp and paper for the tobacco stalks that are normally discarded after the harvesting season.

But because of climate change, the region's agriculture sector is expected to adopt more appropriate technologies that would not only be cost-effective but also provide lasting protection to the environment.

On the other hand, local products will also be subjected to branding and certification to boost the marketing campaign of the One Town One Product (OTOP) products of the local government units.

For instance, the tasty Dagupan bangus is now being branded and getting certification from responsible government agencies to prevent out-of-town traders from making use of the name of the product for similar products elsewhere. (PNA)
