Alaminos City and the municipalities of Bani, Burgos and Dasol have allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year. Roland Cabigas, managing director of the La Liga Policy Institute said the three municipalities alone have set aside almost P200 million for MDG projects, which are geared towards improving the delivery of basic social services for the poorest of the poor in their respective localities. Alaminos City, the biggest of the four LGUs, allocated P112 million, representing 35.5 per cent of the city’s P315 million proposed budget for next year. Bani’s allocation is P61.5 million; Burgos, P13.7 million; and Dasol, P10.3 million. “The integration of the MDGs in the AIP for 2012 concretized the commitment of the concerned LGUs towards achieving the MDG by 2015, especially because it came at a time when the LGUs are experiencing huge cuts in their internal revenue allotment,” said Alaminos Mayor Hernani A. Braganza, concurrent secretary general of the League of Cities of the Philippines. Citizens’ groups took part in the planning process, including the budget appropriation after the identification of important MDG programs and projects that will best boost the chances of the LGUs in achieving their local MDGs. La Liga, a development policy research and advocacy non-government organization, facilitated the process of budget-tagging the MDG-related programs and projects. Table signs testified to the wide range of guests: politicians, of course, including those at the national level and Pangasinan Gov. Amado Espino, and mayors and provincial board members from the 4th district of Pangasinan now represented by Rep. Gina de Venecia in Congress but long the bailiwick of JDV; business folk; diplomats, including US Ambassador Harry Thomas; civil society stalwarts; media friends; Church luminaries; and of course members of the De Venecia and Vera-Perez families. Seated with JDV at the head table were former colleagues in the legislature, Speaker Sonny Belmonte and Senate President Juan Ponce Enrile, as well as his most important political patron, former President Fidel V. Ramos. But most of his tablemates were international personalities, many of them former high government officials and ambassadors, whose presence testified to the new and wider arena the five-time speaker has chosen as his sphere of influence. Soon after being ousted from the speakership, De Venecia turned his attention to regional and international concerns, particularly to bringing an end to long-festering political and armed conflicts through international mediation. He founded and co-chairs the International Conference of (All) Asian Political Parties (ICAPP), and is president of the Centrist Asia Pacific Democrats International (Capdi), both of which were well-represented at the party, among them Cambodian Deputy Prime Minister Sok Anh and the former prime minister of Nepal. Already, both the ICAPP and Capdi have been involved in efforts to bring peace in the region: between Thailand and Cambodia which share a disputed border; among Nepal’s political factions following the formation of a coalition government; and between North and South Korea, which process now enters a sensitive stage with the recent demise of “Dear Leader” Kim Jong-il. * * * But it wasn’t his achievements in business and politics and now in international affairs that members of his family chose to focus on when they took the stage to pay homage to the man dubbed a “Global Filipino.” His brothers Oscar and Tito focused on JDV’s childhood, reminding those present that as they were growing up, there was “no Joe de Venecia yet,” as he was better known by the family nickname “Pepe.” His sons Joey and Christopher recalled funny anecdotes that showed the very human side of their otherwise serious parent. “He doesn’t know how to operate the latest gadgets,” began Joey, “and he can’t even turn on a TV set!” finished Toph. Joey shared that before their latest trip to Azerbaijan, the last time he spent such an uninterrupted span of time with his father was on a trip to Vietnam when Joey was just four years old. Remembering that he and Joey slept together in one bed in Vietnam, JDV asked him why he insisted on sleeping on the sofa in their hotel room. “But I was only four then,” Joey replied. “But to me you will always be my four-year old boy,” the former speaker retorted. Carissa, Gina’s daughter from a previous marriage, who was 13 when she met JDV for the first time, remembers putting the then businessman through the wringer in their first interview. “And it was a sign of his generosity that he took time to answer every question put to him by a 13-year old girl,” Carissa said. Most touching was the tribute paid by an officer of INA Foundation, the support group of bereaved mothers founded by Gina soon after the death of their daughter KC in a Christmas season fire. Recalling JDV’s quiet but substantial support to INA, the officer thanked JDV for “turning the negative energy of grief to a life-making and deliberate choice to go on living.” * * * Most awaited, of course, was Gina’s homage to the man she described as “my one true treasure in life.” She remembered how they both met at a crossroads in their own lives, “at a time when I was starting on my own again.” She described the JDV she met then as “looking like he needed a lot of tender loving care,” despite his reputation as quite the ladies’ man after the end of his first marriage. Gina says her family harbored many reservations about the budding relationship. “Are you blind?” they demanded. “Absolutely not,” she replied, and today she asserts: “Time proved my instincts correct.” Life with Joe, she said, “has been full of painful lessons learned,” including “a lot of trials and many disappointments” and having to “let go of some dreams for the nation,” referring perhaps to his failed bid for the presidency and his treacherous ouster from the speakership in 2008. * * * But such memories were set aside that evening at the Golden Bay restaurant. Amid the presence of so many friends and colleagues, the song and dance numbers by his grandchildren, the soaring songs of tenor Nolyn Cabahug and colleagues, one thing was clear: not only was JDV back in fighting form, he was now stretching his wings to realms far beyond the Philippines. It would be a shame to let a man of his many talents and abilities, and his far-ranging network of contacts and friends among officials of different countries, remain an unused and unrecognized resource. The government could do worse than to harness his strengths as a diplomat and negotiator. At 75, JDV has run through the gauntlet of political trial and triumph, glory and defeat. I am pretty sure he no longer harbors political ambitions, but instead wishes to serve his country in pursuit of peace and trade with our neighbors, a noble goal to pursue as one chases history’s verdict. These are the basic elements mango exporters should focus on if they want to capture the lucrative Japanese market, an official of the Department of Trade and Industry (DTI) said. “The Japanese are not that familiar with the mango. We Filipinos, on the other hand. know if a mango is sweet or sour by its smell,” provincial director of the DTI-Davao del Sur Edwin O. Banquerigo said, citing a study that revealed that four in 10 Japanese are more likely to buy mangoes if they are easy to eat. The study also showed that six in 10 Japanese will buy mangoes if they’re not expensive while another 60% said they prefer mangoes that are free from agro-chemicals. Mr. Banquerigo said quick-freeze (pre-peeled) mangoes should have a big market in Japan. “Maybe we also need to look into how to improve our export grade,” he added. Mindanao has the biggest area planted to mangoes in the country with aggregate figures from Davao del Sur, Maguindanao and Zamboanga del Norte of around 35,000 hectares. This is almost three times the total hectares of Pangasinan, which had nearly 14,000 hectares planted to mango in 2009, according to the report “An Economic Assessment of the Impact of Mango Pulp Weevil on the Agricultural Sector of Palawan” prepared for the agricultural and development seminar series of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture. Pangasinan, however, was the biggest mango-producing province with 247,308 metric tons in 2009 followed by Cebu with 39,375 metric tons. Mindanao, an emerging producer then, had the fastest growth in production, “producing approximately six times more mangoes in 2009 than they did in 1990,” the study noted. These are the basic elements mango exporters should focus on if they want to capture the lucrative Japanese market, an official of the Department of Trade and Industry (DTI) said. “The Japanese are not that familiar with the mango. We Filipinos, on the other hand. know if a mango is sweet or sour by its smell,” provincial director of the DTI-Davao del Sur Edwin O. Banquerigo said, citing a study that revealed that four in 10 Japanese are more likely to buy mangoes if they are easy to eat. The study also showed that six in 10 Japanese will buy mangoes if they’re not expensive while another 60% said they prefer mangoes that are free from agro-chemicals. Mr. Banquerigo said quick-freeze (pre-peeled) mangoes should have a big market in Japan. “Maybe we also need to look into how to improve our export grade,” he added. Mindanao has the biggest area planted to mangoes in the country with aggregate figures from Davao del Sur, Maguindanao and Zamboanga del Norte of around 35,000 hectares. This is almost three times the total hectares of Pangasinan, which had nearly 14,000 hectares planted to mango in 2009, according to the report “An Economic Assessment of the Impact of Mango Pulp Weevil on the Agricultural Sector of Palawan” prepared for the agricultural and development seminar series of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture. Sarmiento Nine women’s cooperatives received last Monday livelihood assistance amounting to P1.14 million released through the Provincial Population Office under the province’s Livelihood Assistance Program. Ellsworth G. Gonzales, Population Program Officer II of the PPO, said the loan assistance primarily aimed to boost the entrepreneurial ventures of various women’s groups in the province and make them productive partners of the provincial government in transforming every Pangasinense to be self-reliant. Governor Amado T. Espino Jr., who personally turned the cheques over, said the amount was a soft-loan assistance to the women cooperatives so they could avail loans with lower interest rate. The payment strategy scheme, he said, has encouraged the beneficiaries to become responsible borrowers. Earning an interest of four percent every six months, the amount is intended to fund income generating projects identified by the members of the cooperatives themselves. A rebate of 2.5 percent is offered to cooperatives that will pay their loans before the due date. Espino said it will be a “busy year” for Pangasinenses as the province prepares to host the 2012 Palarong Pambansa in May, a major achievement for his administration as it will only be the second time in 17 years. At the same time, the governor said the provincial government will continue to focus on its programs and projects, particularly on agricultural and tourism development, improved health care services, and the promotion of Pangasinan culture. In agriculture, the completion of the San Roque re-regulating pond in 2013 is seen as a big boon to production since it will allow farmers to plant up to two or three times a year instead of the usual one harvest. The re-regulating pond will increase the irrigable areas in eastern and central Pangasinan, particularly for rice farming. Last year's opening of the Rice Processing Complex in Sta. Barbara, funded by the Korean government, has already provided rice farmers the opportunity for year-round drying. At the same time, Butch Velasco, provincial information officer, said the river cleaning project undertaken by Task Force Kalikasan assures more fish in rivers and waterways for all fisherfolks using nets or hook, line and sinker. Velasco also cited the Tri-City Ferry Service that will connect Alaminos, Dagupan and San Fernando cities across the Lingayen Gulf that is set to be launched in 2012. FOREIGN INVESTMENTS The provincial government is also busy preparing the 300-hectare eco-tourism zone of the province in Lingayen, starting with the construction of a world-class 18-hole golf course in the area. Velasco said the eco-zone is aimed at attracting more foreign investments in the province. The eco-tourism zone in Lingayen is one of the three proposed eco-techno parks envisioned by the governor. Two other zones are located in Sual for western Pangasinan and another will be stated in a still undetermined town in eastern Pangasinan. Velasco said these projects are linked to the construction of an international shipping port in Sual whose first phase of work, according to the Philippine Ports Authority, is set to be completed in 2012. An international airport is now also being built in Alaminos City through the initiative of the Department of Transportation and Communication and the city government. The completion of the Tarlac-Pangasinan-La Union Expressway is seen to ease travel towards Pangasinan. Espino is also expected to provide intervention to solve access problems to the pilgrimage town of Manaoag where traffic congestion and lack of facilities has been discouraging visitors. The governor added that the zipline recreational activity inaugurated during the tourism month in September in Balungao can be duplicated in other towns, like Mangatarem. More eco-tours are set to be organized in 2012 to bring more tourists to different parts of the province, including Bolinao, Dasol, Mangatarem, Balungao and the Hundred Islands. In socio-cultural promotion activities, the province is set to expand the "Balitok a Tawir” awards for local government units to include a competition among public and private schools for the promotion of Pangasinan songs, dances and arts. DISASTER-PREPAREDNESS While expressing hope that no major calamity will hit the province this year, he gave assurance that the development of the disaster-preparedness program will continue to be a priority. By mid next year, Espino said, the Provincial Disaster Risk Reduction Management Council (PDRRMC) will start a series of drills to prepare the people of the province on how to cope with any calamity that may come their way. Nonetheless, Raguindin said R1MC already cancelled leaves for all doctors to ensure that a sufficient number will be on hand to attend to patients. Raguindin said that from Dec. 21. 2010 to January 4, 2011, 49 injuries were recorded, just one victim higher than the previous year. “We aim to make the statistics lower,” said Dr. Michael Canto, R1MC spokesman. The two R1MC doctors are optimistic that “Oplan: Iwas Paputok” will result in lesser firecracker injuries this year because of the intensive campaign of the Department of Health and the police against firecrackers. Archbishop Socrates Villegas, who initiated both projects, said the blessing of the Poor Clare Monastery of Saint James the Apostle in Barangay Nancapian, Malasiqui, the first and only contemplative monastery of nuns in the archdiocese, will be held on January 21. “When I was appointed to the Archbishopric of Lingayen- Dagupan in 2009, one of the very first concerns I attended to was to insure that a community of contemplative nuns be present in our midst to pray for the sanctification of priests and to offer their hidden sacrifices to sustain our mission in the world,” said Fr. Soc, as he is fondly called by the community. The blessing of the monastery will be the only opportunity to see the interior of the monastery for the laity, who helped fund its construction. Dr. Westly Rosario, center chief of the BFAR- National Integrated Fisheries Technology and Development Center (NIFTDC), said while this fish is already known to be in the area, fish farmers have never really ventured into its culture, stock or hatchery. Dojo is traded as an aquarium fish in Europe and America and as food in Japan, Korea and China where it is known as a “health food” that is rich in calcium. “There’s a ready market,” Rosario said. Written by cousins Deborah I. Beltran-Castillo and Dr. Cecilia Beltran-Daranciang, a writer and historian, the book is entitled, “ Biographical Sketches of Pangasinan Heroes of World War II”. The book was dedicated by the two to the unsung heroes of Philippine history. Castillo explained that the book is for thousands and hundreds of men who fearlessly fought in pursuit of freedom to include the civilian volunteers, prisoners of war, and defenders of freedom and democracy. According to Castillo, those who survived the war, the death march, and the entire turmoil of combating battalions of soldier, deserved to be hailed for the mere fact that they complete the province’s history. Sarmiento DAGUPAN CITY, Jan. 05 (PIA) -- Expect more oil price hikes this year. In a national radio interview Tuesday, Department of Energy Undersecretary Jose Layug Jr. hinted that there may be more price hikes this year because of three factors: the tension in the Middle East; the growing economies in Asia, and the recovering economy of the United States. An increase in petroleum products greeted the new year. Oil companies Shell and Eastern Petroleum explained the price hike is due to movements in the international market since December 2011. But it said the price increase will not apply to areas placed under a state of calamity due to tropical storm "Sendong." Layug said the price hikes implemented on Tuesday morning were within the limits set by the DOE. He explained that the increase was part of a monthly price adjustment due to higher world contract prices. DOE plans to continue its study for price adjustment and opening of books of oil companies so as not to put much burden to the transport group, he added. Layug said, however, that liquefied petroleum gas dealers accommodated the DOE's request in December last year to hold off or at least temper price adjustments. Benny Aquino, president of the Alliance of United Transport Operators and Drivers of Pangasinan (AUTOPRO-Pangasinan) said that if oil companies implement another price hike, the transport sector is not the only group that will suffer but the entire community as well because of the so- called domino effect. “Pag tumaas ang presyo ng langis, lahat tataas, lahat maapektuhan,”(If the price of oil increases, everything will also increase and everything will be affected), he said. He said however that transport strike is not in their plans as of now. The AUTOPRO group is now waiting for the result of the petition made by the national Alliance of Concerned Transport Operators (ACTO) to the Land Transportation and Regulatory Franchising Board (LTFRB) for fare increases, which the government promised to approve after a thorough review.
