4 LGUs allocate funds for MDG projects

ALAMINOS CITY—Four local government units (LGUs) in western Pangasinan have formalized the integration of the Millennium Development Goals (MDG) in their annual investment plan for 2012.

Alaminos City and the municipalities of Bani, Burgos and Dasol have allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year.

Roland Cabigas, managing director of the La Liga Policy Institute said the three municipalities alone have set aside almost P200 million for MDG projects, which are geared towards improving the delivery of basic social services for the poorest of the poor in their respective localities.

Alaminos City, the biggest of the four LGUs, allocated P112 million, representing 35.5 per cent of the city’s P315 million proposed budget for next year.

Bani’s allocation is P61.5 million; Burgos, P13.7 million; and Dasol, P10.3 million.

“The integration of the MDGs in the AIP for 2012 concretized the commitment of the concerned LGUs towards achieving the MDG by 2015, especially because it came at a time when the LGUs are experiencing huge cuts in their internal revenue allotment,” said Alaminos Mayor Hernani A. Braganza, concurrent secretary general of the League of Cities of the Philippines.

Citizens’ groups took part in the planning process, including the budget appropriation after the identification of important MDG programs and projects that will best boost the chances of the LGUs in achieving their local MDGs.

La Liga, a development policy research and advocacy non-government organization, facilitated the process of budget-tagging the MDG-related programs and projects.

The MDG targets, based on a commitment signed by several countries, include programs and projects related to the eradication of extreme poverty, promote universal primary education and maternal health, as well as ensure environmental sustainability.

Former Speaker Jose de Venecia "The Global Filipino" turns 75

As expected, there was a “cast of thousands”—or of at least a thousand—at the 75th birthday celebration of former Speaker Jose de Venecia last Monday.
Table signs testified to the wide range of guests: politicians, of course, including those at the national level and Pangasinan Gov. Amado Espino, and mayors and provincial board members from the 4th district of Pangasinan now represented by Rep. Gina de Venecia in Congress but long the bailiwick of JDV; business folk; diplomats, including US Ambassador Harry Thomas; civil society stalwarts; media friends; Church luminaries; and of course members of the De Venecia and Vera-Perez families.
Seated with JDV at the head table were former colleagues in the legislature, Speaker Sonny Belmonte and Senate President Juan Ponce Enrile, as well as his most important political patron, former President Fidel V. Ramos. But most of his tablemates were international personalities, many of them former high government officials and ambassadors, whose presence testified to the new and wider arena the five-time speaker has chosen as his sphere of influence.
Soon after being ousted from the speakership, De Venecia turned his attention to regional and international concerns, particularly to bringing an end to long-festering political and armed conflicts through international mediation. He founded and co-chairs the International Conference of (All) Asian Political Parties (ICAPP), and is president of the Centrist Asia Pacific Democrats International (Capdi), both of which were well-represented at the party, among them Cambodian Deputy Prime Minister Sok Anh and the former prime minister of Nepal.
Already, both the ICAPP and Capdi have been involved in efforts to bring peace in the region: between Thailand and Cambodia which share a disputed border; among Nepal’s political factions following the formation of a coalition government; and between North and South Korea, which process now enters a sensitive stage with the recent demise of “Dear Leader” Kim Jong-il.

But it wasn’t his achievements in business and politics and now in international affairs that members of his family chose to focus on when they took the stage to pay homage to the man dubbed a “Global Filipino.”
His brothers Oscar and Tito focused on JDV’s childhood, reminding those present that as they were growing up, there was “no Joe de Venecia yet,” as he was better known by the family nickname “Pepe.” His sons Joey and Christopher recalled funny anecdotes that showed the very human side of their otherwise serious parent. “He doesn’t know how to operate the latest gadgets,” began Joey, “and he can’t even turn on a TV set!” finished Toph. Joey shared that before their latest trip to Azerbaijan, the last time he spent such an uninterrupted span of time with his father was on a trip to Vietnam when Joey was just four years old. Remembering that he and Joey slept together in one bed in Vietnam, JDV asked him why he insisted on sleeping on the sofa in their hotel room. “But I was only four then,” Joey replied. “But to me you will always be my four-year old boy,” the former speaker retorted.
Carissa, Gina’s daughter from a previous marriage, who was 13 when she met JDV for the first time, remembers putting the then businessman through the wringer in their first interview. “And it was a sign of his generosity that he took time to answer every question put to him by a 13-year old girl,” Carissa said.
Most touching was the tribute paid by an officer of INA Foundation, the support group of bereaved mothers founded by Gina soon after the death of their daughter KC in a Christmas season fire. Recalling JDV’s quiet but substantial support to INA, the officer thanked JDV for “turning the negative energy of grief to a life-making and deliberate choice to go on living.”

Most awaited, of course, was Gina’s homage to the man she described as “my one true treasure in life.” She remembered how they both met at a crossroads in their own lives, “at a time when I was starting on my own again.”
She described the JDV she met then as “looking like he needed a lot of tender loving care,” despite his reputation as quite the ladies’ man after the end of his first marriage. Gina says her family harbored many reservations about the budding relationship. “Are you blind?” they demanded. “Absolutely not,” she replied, and today she asserts: “Time proved my instincts correct.”
Life with Joe, she said, “has been full of painful lessons learned,” including “a lot of trials and many disappointments” and having to “let go of some dreams for the nation,” referring perhaps to his failed bid for the presidency and his treacherous ouster from the speakership in 2008.

But such memories were set aside that evening at the Golden Bay restaurant. Amid the presence of so many friends and colleagues, the song and dance numbers by his grandchildren, the soaring songs of tenor Nolyn Cabahug and colleagues, one thing was clear: not only was JDV back in fighting form, he was now stretching his wings to realms far beyond the Philippines.
It would be a shame to let a man of his many talents and abilities, and his far-ranging network of contacts and friends among officials of different countries, remain an unused and unrecognized resource. The government could do worse than to harness his strengths as a diplomat and negotiator. At 75, JDV has run through the gauntlet of political trial and triumph, glory and defeat. I am pretty sure he no longer harbors political ambitions, but instead wishes to serve his country in pursuit of peace and trade with our neighbors, a noble goal to pursue as one chases history’s verdict.

Mango exporters urged to cater to Japan

DAVAO CITY -- Inexpensive, agrochemical-free and easy to eat. These are the basic elements mango exporters should focus on if they want to capture the lucrative Japanese market, an official of the Department of Trade and Industry (DTI) said.
“The Japanese are not that familiar with the mango. We Filipinos, on the other hand. know if a mango is sweet or sour by its smell,” provincial director of the DTI-Davao del Sur Edwin O. Banquerigo said, citing a study that revealed that four in 10 Japanese are more likely to buy mangoes if they are easy to eat.
The study also showed that six in 10 Japanese will buy mangoes if they’re not expensive while another 60% said they prefer mangoes that are free from agro-chemicals.
Mr. Banquerigo said quick-freeze (pre-peeled) mangoes should have a big market in Japan.
“Maybe we also need to look into how to improve our export grade,” he added.
Mindanao has the biggest area planted to mangoes in the country with aggregate figures from Davao del Sur, Maguindanao and Zamboanga del Norte of around 35,000 hectares.
This is almost three times the total hectares of Pangasinan, which had nearly 14,000 hectares planted to mango in 2009, according to the report “An Economic Assessment of the Impact of Mango Pulp Weevil on the Agricultural Sector of Palawan” prepared for the agricultural and development seminar series of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture.
Pangasinan, however, was the biggest mango-producing province with 247,308 metric tons in 2009 followed by Cebu with 39,375 metric tons.
Mindanao, an emerging producer then, had the fastest growth in production, “producing approximately six times more mangoes in 2009 than they did in 1990,” the study noted.
Mr. Banquerigo said Japan’s health obsession should not be ignored as nearly half of the people surveyed between 20 to 60 years old in Japan say they eat fruits everyday. A quarter of the group surveyed claimed they consumed fruit three to four times a week while 21% said they eat fruits one to two times a week.
He said the mangoes in Davao del Sur, now the second biggest producing province in the country, are comparable to those produced in Thailand but the packaging leaves much to be desired. “I was shocked that the mangoes intended for export were wrapped in onion skin (paper) whereas Thailand mangoes were wrapped in yellow-coated plastic,” he said.

Mango exporters urged to cater to Japan

DAVAO CITY -- Inexpensive, agrochemical-free and easy to eat. These are the basic elements mango exporters should focus on if they want to capture the lucrative Japanese market, an official of the Department of Trade and Industry (DTI) said.
“The Japanese are not that familiar with the mango. We Filipinos, on the other hand. know if a mango is sweet or sour by its smell,” provincial director of the DTI-Davao del Sur Edwin O. Banquerigo said, citing a study that revealed that four in 10 Japanese are more likely to buy mangoes if they are easy to eat.
The study also showed that six in 10 Japanese will buy mangoes if they’re not expensive while another 60% said they prefer mangoes that are free from agro-chemicals.
Mr. Banquerigo said quick-freeze (pre-peeled) mangoes should have a big market in Japan.
“Maybe we also need to look into how to improve our export grade,” he added.
Mindanao has the biggest area planted to mangoes in the country with aggregate figures from Davao del Sur, Maguindanao and Zamboanga del Norte of around 35,000 hectares.
This is almost three times the total hectares of Pangasinan, which had nearly 14,000 hectares planted to mango in 2009, according to the report “An Economic Assessment of the Impact of Mango Pulp Weevil on the Agricultural Sector of Palawan” prepared for the agricultural and development seminar series of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture.
Pangasinan, however, was the biggest mango-producing province with 247,308 metric tons in 2009 followed by Cebu with 39,375 metric tons.
Mindanao, an emerging producer then, had the fastest growth in production, “producing approximately six times more mangoes in 2009 than they did in 1990,” the study noted.
Mr. Banquerigo said Japan’s health obsession should not be ignored as nearly half of the people surveyed between 20 to 60 years old in Japan say they eat fruits everyday. A quarter of the group surveyed claimed they consumed fruit three to four times a week while 21% said they eat fruits one to two times a week.
He said the mangoes in Davao del Sur, now the second biggest producing province in the country, are comparable to those produced in Thailand but the packaging leaves much to be desired. “I was shocked that the mangoes intended for export were wrapped in onion skin (paper) whereas Thailand mangoes were wrapped in yellow-coated plastic,” he said.

LINGAYEN, Pangasinan—-“One.” This was the answer of Gov. Amado T. Espino Jr. to a media man who asked how he would describe this province now in a single word, alluding to the province’s battle cry ‘Pangasinan No. 1.”
Espino said this during the special edition of the Media in Action forum of the Pangasinan Press Club (PPC) held Tuesday at the Provincial Training and Development Center here.
Lawyer Gonzalo T. Duque, PPC president, moderated the forum which was attended by more than 100 local media practitioners.
Espino enumerated the various achievements of the province to include its win in the Region 1 Athletics Association to end the 11-year winning streak of Ilocos Norte, revival of Pangasinan culture through Asin ed Asinan, the creation of the OFW Desk and a passport processing office, among others.
He specifically cited health care as the most prominent achievement of the provincial government this year as evidenced by the increased capacity of the provincial hospital in San Carlos City, from 150 patients to 450.
He considered efficient delivery of services by the capitol employees and environmental protection considered as the second and third best achievements, respectively.
Launched by the province late this year was the ‘I Love Pangasinan,’ which is a wide-ranging campaign to improve education, tourism, sports, employment, culture, and environmental protection, among others.
Earlier in the year, a national awarding body ranked the province fifth in terms of efficiency in governance.
Asked what he would do to further improve the province, Espino said the provincial government would just have to simply continue its existing projects. (ANL/ARRF-PIA 1 Pangasinan)

where did you get that figure? i agree may ilang dilapidated sa downtown area but it's certainly not that many. lahat naman ng cities merong ganun especially provincial cities. siguro you must have meant out-dated buildings, not dilapidated. kung 90% ay dilapidated, ano na itsura ng downtown?

the reason why there's a huge traffic sa area na yan ay dahil:

1. sa area na yan ang papasok sa Palengke wherein most employees after office hours pass by the market.
2. isama mo pa ang mga taong galing sa simbahan
3. saege dagdag mo pa ang mallers jan ng csi
4. also it's the area wherein the infamous pigar-pigar entrance located
5. lastly on my opinion the portion wherein the PUVs will split up according to their route.


Now when it comes to the building, try to visit the area once ng makita mo po iba itsura ng place na yan sa actual compared don sa larawan.

Above all ma traffic talaga jan dahil iyong mga bus going to camiling tarlac malapit jan ang kanilang terminal.

welcome to Pangasinan! you might also wanna try dining at Dagupeñas resto now located in Calasiao just beside the robinsons mall...dun parati nagdi-dinner mga politicians and celebrities who have shows in Dagupan before leaving for Manila. Pwede rin sa may Plato Wraps restaurant or sa may Jech's Bakeshop and resto..sakay ka ng Sta. Barbara jeepney madadaanan mo yang tatlong resto na yan, 8 pesos lang pamasahe from downtown Dagupan. Suggest ko na rin after kumain, since nasa Calasiao ka rin lang punta ka town proper and buy puto Calasiao, 10 pesos pamasahe from town proper to Dagupan. :okay:

Pangasinan, first LGU in Luzon to help Iligan, CDO cities


The province of Pangasinan was the first local government unit (LGU) in Luzon outside Metro Manila to extend financial help to
Iligan City when it sent P1 million as its financial aid to victims of calamity in his city.



This was confirmed by Iligan City Mayor Lawrence Cruz in an interview over Aksyon Radyo Dagupan where he thanked Governor Amado Espino Jr. and the people of Pangasinan for the big financial help.

9 Pangasinan coops receive livelihood assistance

Nine women’s cooperatives received last Monday livelihood assistance amounting to P1.14 million released through the Provincial Population Office under the province’s Livelihood Assistance Program.
Ellsworth G. Gonzales, Population Program Officer II of the PPO, said the loan assistance primarily aimed to boost the entrepreneurial ventures of various women’s groups in the province and make them productive partners of the provincial government in transforming every Pangasinense to be self-reliant.
Governor Amado T. Espino Jr., who personally turned the cheques over, said the amount was a soft-loan assistance to the women cooperatives so they could avail loans with lower interest rate.
The payment strategy scheme, he said, has encouraged the beneficiaries to become responsible borrowers.
Earning an interest of four percent every six months, the amount is intended to fund income generating projects identified by the members of the cooperatives themselves. A rebate of 2.5 percent is offered to cooperatives that will pay their loans before the due date.
Espino said most of the recent recipient cooperatives vowed to use the amount in putting up goat- raising projects. The goats will be raised by their members.
The recipients were the women’s multi-purpose cooperatives of San Pascual, Palacpalac, Quintinians, St. Paschal Baylon, the women’s associations of Payar, Primicias, Amamperez, Don Montano Garments Craft Association, Inc and Five Kids Food products. (ANL/VHS-PIA 1 with reports from PIO

Asinganians to benefit from Bay Area Medical Mission Groups

INDIGENT residents of Barangay Domanpot in Asingan, Pangasinan will be the beneficiaries of a medical mission from two Bay Area groups scheduled for January 27 next year.

The Asingan Association of Northern California, Inc. (AANCI) is teaming up with the Valdez Charitable Foundation of Vallejo in bringing much-needed medical and dental services to the local residents who otherwise would not be able to avail of such services due to financial constraints.

Amelia B. Valdez, MD, president of the foundation, and Josepito Santos, AANCI president, made this joint announcement as their respective groups prepare for fund-raising events in the coming weeks to bolster funds for the mission.

Dr. Valdez said the foundation, a non-profit organization committed to helping the underprivileged in local communities in the Philippines, is holding its biggest fundraiser so far - a Salsa Night and Silent Auction on Sunday, December 11, from 5pm – 11pm at the Pacifica Community Center on 540 Crespi Drive, while the Asingan Association will hold its annual potluck Christmas Party at the residence of its president at 349 Dennis Drive, Daly City on Saturday, December 10, from 12 noon to 6pm Dr. Valdez and her group will be at the party to appraise association members of the details of the medical mission and to seek voluntary donations from members.

Both organizations have a history of extending medical and dental services to Pangasinan residents. Dr. Valdez said her foundation, with the help of various doctors in the Bay Area, has provided this year medical care to 1,100 patients in Pangasinan, including 350 children.

“These basic services included hypertension, diabetes and anemia screening, urgent care, physical examinations, pap smears, real time laboratory testing, and 200 dental extractions, “ said Dr. Valdez. She added that the foundation also initiated a food drive that benefited 450 underprivileged familes in the region, as well as a school assistance program that provided customized backpacks and school supplies to 89 elementary students of Holy Trinity School.

Sexually abused young women between the ages of 7 and 23 at the Home for the Girls in Agoo, La Union have also availed of the group’s services the form of hot soup meals.

Dr. Valdez hopes to expand its mission to other local communities next year, and she’s encouraging the public to support its humanitarian venture with their voluntary donations both in kind and in cash. For its part, the AANCI has an ongoing dental clinic housed in a wing at the Asingan Puericulture Center which was constructed through the association’s funds in the early 1990s. Local staff personnel performs various forms of dental services to indigent residents who flock to the center everyday.

8-year old Pangasinense wins international chess tourney

LINGAYEN, Pangasinan, Jan. 3 PNA) -- Pangasinenses have all the reason to rejoice this New Year with the victory of a homegrown eight-year old chess prodigy in the Singapore International Chess Festival last January 1.

Dennis Guttierez III, a native of San Fabian town who is a product of the provincial government’s chess clinic series and a regular participant of the Governor Amado T. Espino’s (GATE) Cup Chess Tournaments, bagged the top honor after beating Jiddan Firman of Indonesia in the finals of the open under-8 category in the Singapore chess tournament.

Espino congratulated Gutierrez for his victory even as he thanked him for bringing honor not only for Pangasinan but for the country, as well.

He said that the provincial government fully supported chess thus regular chess clinics and tournaments became an integral part of the province’s program on youth and sports development.

Last year, Pangasinan chessers, who are regular participants of GATE chess tournaments like the young Gutierrez, made waves both in national and international chess tournaments.

The others are FIDE Master Haridas Pascua, FIDE master Cherry Ann Mejia, Samantha Glo Revita, Giovanni Mejia, Gutierrez siblings Dennis Jr. and Dennis III, Jodilyn Fronda, Prince Mark Aquino and Rowene Wyse Palaming.

Eight-year-old Dennis III figured prominently in the field of chess after pocketing several awards that included 1st place in the ASEAN-BLITZ category, 2nd in the ASEAN Age Group Chess Championships (Individual), 3rd in the ASEAN Age Group Chess Championship, 12th in the AFPI National Rapid Chess Championships (Kiddies Division), 5th in the ASEAN VS. China, 4th and 2nd in the Asian Youth Chess Championship/Individual Silver Medalist.

Overwhelmed with the achievements of the young Pangasinan woodpushers, Espino vowed to further improve the present administration’s program on sports aimed at transforming the province as “Chess Capital of the North.”

The governor further assured for continuous support in the field of chess and other sports endeavor where homegrown athletes can show their intellectual prowess, physical vigor and Pangasinense’s winning attitude.

Dennis III was among the four Philippine chess players who bagged gold in the Singapore tournament. The other gold medalists were Michelle Yaon in the girls’ Under-17 division, Vince Angelo Medina in the Open Under-17, FIDE Master Paulo Bersamina in the Open Under-14 category.

Other Philippine woodpushers who brought home silver and bronze medals during the Singapore chess tourney were Jerad Docena of Bohol (silver); Marc Christian Nazario (Open U-17), Julius Gonzales (Open U-11), Fiona Geeweneth Guirhem (Girls U-11) and Mae Ann Joy Baclayon (Girls U-8), all bronze medalists. A quest for the best, Libsong launches talent show

LINGAYEN, Pangasinan, Jan. 3 (PIA) -- In its pursuit to provide a venue where the Pangasinense can display their varied talents and artistry, Libsong West in this town embarked on its own version of a talent show of a TV station as part of their fiesta celebration dubbed “Libsong West Got Talent.”
The audition set last December 10, 2011 was opened for all interested Pangasinense. Thirty aspiring participants convened to present their talents and vied to qualify as finalist for the big night. After a rigorous screening, only half of those who joined the audition made it to the finals held last December 28.
During the big night, finalists did their best to outperform their fellow competitors. They exhibited remarkable talent in singing, dancing, and acting that amazed the judges and the crowd.
After the breathtaking performances, only three finalists were hailed victorious. No Limit Dance Cru emerged first place with P 10,000 cash prize. Intensity Crew landed second place and a cash prize of P 7,000. Adrian Torio, an 8-year old boy from Dagupan City, who proved his prowess in singing won third place and received a cash prize of P 5,000. Consolation prize worth P 1,000 was given to non-winners.

Dagupan City council willing to amend garbage ordinance

DAGUPAN CITY, Jan. 3 (PIA) -— The city’s legislative council is willing to amend Ordinance No. 1929-2009 or the Comprehensive Solid Waste Management Program to ensure compliance among communities and households.
Vice Mayor Belen T. Fernandez said in an interview Monday that the sangguniang panlungsod can amend the ordinances, but a study should be done first if the provisions of the ordinances are indeed being implemented properly.
Fernandez said, this as a reaction to the request of Waste Management Division Chief Teddy E. Villamil Jr. to impose higher penalties, including bigger fines and community services to violators.
Villamil said in an interview Monday that existing fines, P300--first offense, P500--second offense, and P1000—third offense, are too small that residents are not taking the ordinance seriously.
Varied forms of community services must also be included in the penalty clause so that violators, should they not opt for imprisonment or to pay fines, have the option to choose which services they can render, he added.
Littering, refusal to segregate biodegradable from non-biodegradable wastes, open dumping, and burning of wastes are among the most common violations to the ordinance.
Fernandez said the construction of material recovery facilities (MRF) in every barangay should help the community cope better with the provisions of the ordinance.

PALARONG PAMBANSA AS FLAGSHIP PROJECT

LINGAYEN—After confidently declaring 2011 as a “good year” for Pangasinan, Gov. Amado Espino Jr. promises with equal confidence that 2012 would be even better for the province.

Espino said it will be a “busy year” for Pangasinenses as the province prepares to host the 2012 Palarong Pambansa in May, a major achievement for his administration as it will only be the second time in 17 years.

At the same time, the governor said the provincial government will continue to focus on its programs and projects, particularly on agricultural and tourism development, improved health care services, and the promotion of Pangasinan culture.

In agriculture, the completion of the San Roque re-regulating pond in 2013 is seen as a big boon to production since it will allow farmers to plant up to two or three times a year instead of the usual one harvest.

The re-regulating pond will increase the irrigable areas in eastern and central Pangasinan, particularly for rice farming.

Last year's opening of the Rice Processing Complex in Sta. Barbara, funded by the Korean government, has already provided rice farmers the opportunity for year-round drying.

At the same time, Butch Velasco, provincial information officer, said the river cleaning project undertaken by Task Force Kalikasan assures more fish in rivers and waterways for all fisherfolks using nets or hook, line and sinker.

Velasco also cited the Tri-City Ferry Service that will connect Alaminos, Dagupan and San Fernando cities across the Lingayen Gulf that is set to be launched in 2012.

FOREIGN INVESTMENTS

The provincial government is also busy preparing the 300-hectare eco-tourism zone of the province in Lingayen, starting with the construction of a world-class 18-hole golf course in the area.

Velasco said the eco-zone is aimed at attracting more foreign investments in the province.

The eco-tourism zone in Lingayen is one of the three proposed eco-techno parks envisioned by the governor. Two other zones are located in Sual for western Pangasinan and another will be stated in a still undetermined town in eastern Pangasinan.

Velasco said these projects are linked to the construction of an international shipping port in Sual whose first phase of work, according to the Philippine Ports Authority, is set to be completed in 2012.

An international airport is now also being built in Alaminos City through the initiative of the Department of Transportation and Communication and the city government.

The completion of the Tarlac-Pangasinan-La Union Expressway is seen to ease travel towards Pangasinan.

Espino is also expected to provide intervention to solve access problems to the pilgrimage town of Manaoag where traffic congestion and lack of facilities has been discouraging visitors.

The governor added that the zipline recreational activity inaugurated during the tourism month in September in Balungao can be duplicated in other towns, like Mangatarem.

More eco-tours are set to be organized in 2012 to bring more tourists to different parts of the province, including Bolinao, Dasol, Mangatarem, Balungao and the Hundred Islands.

In socio-cultural promotion activities, the province is set to expand the "Balitok a Tawir” awards for local government units to include a competition among public and private schools for the promotion of Pangasinan songs, dances and arts.

DISASTER-PREPAREDNESS

While expressing hope that no major calamity will hit the province this year, he gave assurance that the development of the disaster-preparedness program will continue to be a priority.

By mid next year, Espino said, the Provincial Disaster Risk Reduction Management Council (PDRRMC) will start a series of drills to prepare the people of the province on how to cope with any calamity that may come their way.

The PDRRMC of Pangasinan has been adjudged as one of the best functional PDRRM in the country today.

R1MC sees fewer firecracker injuries

FEWER firecracker-related injuries were expected to be treated at the Region 1 Medical Center during the New Year celebration based on the previous year’s record.

Dr. Otto Raguindin of R1MC said the hospital was on ‘Code White’ status instead of ‘Code Red’.

Nonetheless, Raguindin said R1MC already cancelled leaves for all doctors to ensure that a sufficient number will be on hand to attend to patients.

Raguindin said that from Dec. 21. 2010 to January 4, 2011, 49 injuries were recorded, just one victim higher than the previous year.

“We aim to make the statistics lower,” said Dr. Michael Canto, R1MC spokesman.

The two R1MC doctors are optimistic that “Oplan: Iwas Paputok” will result in lesser firecracker injuries this year because of the intensive campaign of the Department of Health and the police against firecrackers.

The R1MC doctors also appealed to the public to just blow on “torotots” create noise to welcome 2012.

As of December 29, R1MC listed four firecracker injuries, with two of the victims from Dagupan and two from Mangaldan.

The victims included three children and a 49-year old man from Tebeng, Dagupan City

Not included in the listing was a 36-year old man from Binalonan who lost two fingers last December 12 when a “Super Lolo” firecracker exploded in his right hand.

Archdiocese opens monastery, seminary next

THE Lingayen-Dagupan Archdiocese will inaugurate its newly-constructed monastery by the end of next month while a theology seminary is planned for completion by 2013.

Archbishop Socrates Villegas, who initiated both projects, said the blessing of the Poor Clare Monastery of Saint James the Apostle in Barangay Nancapian, Malasiqui, the first and only contemplative monastery of nuns in the archdiocese, will be held on January 21.

“When I was appointed to the Archbishopric of Lingayen- Dagupan in 2009, one of the very first concerns I attended to was to insure that a community of contemplative nuns be present in our midst to pray for the sanctification of priests and to offer their hidden sacrifices to sustain our mission in the world,” said Fr. Soc, as he is fondly called by the community.

The blessing of the monastery will be the only opportunity to see the interior of the monastery for the laity, who helped fund its construction.

The land where the monastery stands was donated by the family of philanthropist Rosemarie Arenas and her daughter, 3rd District Rep. Ma. Rachel Arenas.

Fr. Soc said after the blessing, the monastery will be closed perpetually and the life of sacrifice of the nuns will begin inside the cloister.

The inauguration coincides with the start of the archdiocese’s jubilee year.

SEMINARY

Meanwhile, the campaign of the archdiocese to build a theology seminar in Barangay Palapad, San Fabian town is in full swing.

The archdiocese kicked off its fund drive early this month to raise the P50-million needed for the project.

There are two existing formation houses in the archdiocese: the Mary Help of Christians High School Seminary in Binmaley, and the Mary Help of Christians College Seminary in Dagupan City.—Eva Visperas

Dagupan honors retired employees

FOR the first time, several Dagupan employees who have bowed out from service at the compulsory retirement age of 65 were given recognition during the Employees’ Night on December 23, one of the events for the city fiesta celebration.

The plaques of recognition distributed by Mayor Benjamin Lim were “in recognition of the retirees’ invaluable services to the city, having contributed meritoriously to the attainment of the city government’s development goals”.

Remedios Vidal, executive assistant IV at the city mayor’s office, was cited as the “golden employee” for having served the city for almost 50 years

Vidal is now a technical consultant at the city mayor’s office.

Dagupan honors retired employees

FOR the first time, several Dagupan employees who have bowed out from service at the compulsory retirement age of 65 were given recognition during the Employees’ Night on December 23, one of the events for the city fiesta celebration.

The plaques of recognition distributed by Mayor Benjamin Lim were “in recognition of the retirees’ invaluable services to the city, having contributed meritoriously to the attainment of the city government’s development goals”.

Remedios Vidal, executive assistant IV at the city mayor’s office, was cited as the “golden employee” for having served the city for almost 50 years

Vidal is now a technical consultant at the city mayor’s office.

Other honorees with their corresponding years in service were: Jesusa De Francia, 41; Minda Fernandez, 37; Erlinda Ramos, 37; Santos Dela Torre, 36; Jesus Aguilar, 35; Felisa Mendoza, 34; Remedios Velasco, 34; Francisca Sangalang, 31;Aquilino Pastoral Jr., 29; Jorge Estrada, 28; Orlando L. BFAR introduces dojo fish culture

THE successful breeding in captivity of the dojo fish, also known as weather loach (misgurnus anguillicaudatus), at the Bureau of Fisheries and Aquatic Resources (BFAR) in Dagupan will be soon be taught to fish farmers in Sagada, Mt. Province where an abundance of the specie already exists.

Dr. Westly Rosario, center chief of the BFAR- National Integrated Fisheries Technology and Development Center (NIFTDC), said while this fish is already known to be in the area, fish farmers have never really ventured into its culture, stock or hatchery.

Dojo is traded as an aquarium fish in Europe and America and as food in Japan, Korea and China where it is known as a “health food” that is rich in calcium.

“There’s a ready market,” Rosario said.

Rosario said in the mountain areas of Benguet, Ifugao, Mt. Province, Kalinga and Apayaao, dojo is also a primary fish food after having been introduced by the Japanese in the 1940s.

Dojo, whose population has been on the decline, can also be cultured in rice farm.

The BFAR-NIFTDC is doing artificial breeding by stripping to fertilize the fish’s eggs.

Rosario said dojo can feed on anything and does not need an aerator because of their special lungs.

URDANETA CITY—Ambassador Amadeo Perez Jr., a former mayor of this city and now chief of the Manila Economic Overseas Office (MECO) in Taiwan, said Taiwanese businessmen are keen on investing in the province but will not do so until the announced major infrastructure projects are completed.

These projects include the international seaport in Sual town and the airport in Alaminos City.

Perez noted that Taiwanese companies are already present in such areas as the export-processing zone in Cebu where an international shipping port and as an international airport already operate.

Among the Taiwanese investors are manufacturers of computer parts that are shipped to Asian and European countries.

Overall, Perez said Taiwanese investors are eyeing to invest more in the Philippines where they see the prospects of a good business climate in 2012 because of the financial woes within the European Union.

Taiwanese businessmen are also looking at moving some of their investments from Mainland China to the Philippines owing to increasing labor costs in China.

Young Pangasinan woopushers make waves

LINGAYEN—Nine young Pangasinan chess champions who were regular participants in the Gov. Amado T. Espino, Jr. chess clinic series and tournaments since 2009 made waves in various chess tournaments here and abroad in 2011.

Gov. Amado Espino Jr. congratulated the young chess champs for continuously bringing honors to the province and vowed to continue promoting and supporting the mind-sport.

“Playing chess develops self-discipline among the youth and develops their intellectual and thinking skills,” Espino said.

The young Pangasinan chess champions are: FIDE Master Haridas Pascua and FIDE Master Cherry Ann Mejia, Samantha Glo Revita, Giovanni Mejia, brothers Dennis Gutierrez III and Dennis Gutierrez Jr., Jodilyn Fronda, Prince Mark Aquino and Rowene Wyse Palaming.

Pascua won the Asian Youth Blitz Chess Championship 2011while playing second in the National Age Group competition.

Mejia notched the AFPI National Rapid Chess Championship, ranked 2nd in the Asian Youth Blitz Chess Championship, 2nd in the 2011 Palarong Pambansa Chess Tournament, 3rd in the 12th ASEAN Age Group Chess Championship (Individual category) and 2nd in the Team category.

Revita was the top player in the 12th ASEAN Age Group Chess Championship (Individual Girls category), 2nd in the Asian Youth Chess Championship – Standard Girls Division and also a leading player in the Asian Youth Blitz Championship, ASEAN vs. China and National Age Group Championship.

Mejia garnered the 3rd position in the 12th ASEAN Age Group Chess Championship (Team-Boys Category), 9th place in the Asian Youth Blitz Chess Championship and 3rd in the AFPI National Rapid Chess Championship (Kiddies Division).

Dennis III bagged the 1st place in the ASEAN –BLITZ Category, 2nd in the ASEAN Age Group Chess Championship (Individual), 3rd in the ASEAN Age Group Chess Championship, 12thin the AFPI National Rapid Chess Championship (Kiddies Division) 5thin the ASEAN vs. China and 4th and 2nd in the Asian Youth Chess Championship/Individual Silver Medalist.

His older brother Dennis Jr. was 3rd in the 12th ASEAN Age Group Chess Championship, 4th in the AFPI National Rapid Chess Championship, rank 13 in the Asian Youth Chess Championship and 11th in the Asian Youth Blitz Chess Championship.

Aquino and Palaming are also placers in the Asian Youth Chess Championship and the National Age Group Chess Championship.

Juan Vicente Sison, president of the Pangasinan Chess Federation, said the improved performance of the chess players can be attributed to the series of chess clinics the province has been conducting as a training ground for Pangasinan players. (PIO)

DAGUPAN CITY – Mayor Benjie Lim assures Dagupeños to expect more investments to come to the city this year 2012.



In an interview Wednesday, Lim bared what opportunities and developments await the city this year, citing the approaching 2013 elections, the stable and transparent governance of President Benigno S. Aquino III, the fruition of PNoy’s flagship Public-Private Partnership (PPP) program and the ever increasing remittances of the Overseas Filipino Workers (OFW) to propel the economy of the country, as well as help the city achieve its goals this year.



“We have been trying to invite investors to boost our local tourism industry,” he said.



The Dawel River Cruise, according to Lim, was developed by the city government and eventually will give the stewardship to the private sector.



Lim, foresaw four points along the cruise route to be developed as destinations, including a water resort, a fishing port, a kayaking zone and a zip line spot.



With the completion of the Clark International Airport and the Tarlac-La Union-Pangasinan Express Highway, Lim guaranteed that travel time for visitors will be drastically shortened, thus luring more travelers to visit the province.



“Plus, we will market Dagupan as a seafood haven for people to know that Bangus is not the only fish you could eat here,” Lim added.



He is also planning to capitalize on the Dagupan special lechon and the Pigar-Pigar, both of which will be featured in the upcoming Bangus Festival.

Mrs. Villasis popularity contest raises P20 M for town

VILLASIS, Pangasinan -- Cash raised from the Mrs. Villasis' popularity contest this year have defied expectations after breaking record-highs.

Town mayor Dita Abrenica made these remarks on Thursday after contest earnings have reached a total of P19.865 million, which will mainly be used for municipality's improvement.

The top three candidates for Mrs. Villasis 2012 have raised a total of P19,865,303.60.

Mrs. Beatriz de Vera-Olivar of Barangay San Blas, who will be crowned during Coronation Night and Balikbayan Ball, was able to raise P10,049,397, broken down into P9,617,897 from cash votes in the first and last canvassings, and an additional P431,500 from advertisements.

As a result, she will be awarded as festival queen and will earn the right to name the town's legislative building to be constructed using contest funds.

First princess Mrs. Cristina Manantan-Abenes, a native of Barangay Zone 2 but a resident of Los Angeles, USA, earned a total of P6,701,061.60. Second princess Mrs. Merlita Rayray-Magtaan, a native of General Luna Street, Poblacion but a resident of Paris, France, recorded a gross proceeds of P3,114,845.

All three will be awarded during the last day of the town's annual fiesta on January 21. The fiesta will begin on January 11.

Abrenica thanked their townmates here and overseas for their continuous support for the Municipal Government's programs and projects.

Through the fiesta, the town has been very successful in raising funds from the popularity contest since the first term of the mayor’s husband, former mayor Nonato Abrenica, more than 10 years ago.

“They know where their money is going, all for the benefit of the people of Villasis,” said the mayor.

Last year, the municipality was able to buy a firetruck and an ambulance from the extra cash left over from the proceeds of the Mrs. Villasis popularity contest.

Several years ago, a footbridge was constructed at the national highway that linked the vegetable bagsakan market to the other side of the road. The structure was later named after the fiesta queen.

Chairman of the board of canvassers during the contest was Municipal Treasurer Leo Ordonez, with Municipal Budget Officer Carmelita Molina and Councilor Roderick Mina (popularity contest chairman) as members.

Meanwhile, another highlight of the fiesta celebration is the institutionalized Talong (eggplant) Festival scheduled on January 20.

The 21 barangays will be competing against each other in the Pinakbet sa Kawa cooking competition.

A fashion show will also be held, featuring the "gowns/costumes" made of pinakbet vegetables. The 21 Sangguniang Kabataan councils (with the help of the barangay council) will have their respective entries. Three winners both in the Pinakbet sa Kawa and in the costume/gown making will receive cash prizes.

There is also a street dancing competition and the Talong Cookfest. The Talong Festival will be capped with a concert in the evening.

Binmaley catapults 2nd “Sigay” Festival

BINMALEY, Pangasinan, Jan. 6 (PIA) –- This town will hold its annual fiesta on February 1, coinciding with its 422nd founding anniversary and highlighted with the celebration of the much awaited 2nd Sigay Festival that established the town as the Seafood Capital of the North.
The Sigay Festival was initiated by Mayor Lorenzo Cerezo last year to promote the town in the tourism map of the Philippines as the Fishbowl of Pangasinan and as the undisputed seafood capital of Northern Luzon.
The fest is celebrated to give tribute to the aquaculture industry of the town, which is the number one source of livelihood in the community here. Sigay is a Pangasinan dialect word which means ‘to harvest from the sea’.
After its resounding success last year, the Sigay Festival will again kickoff on January 21 and will end on February 3. The two-week celebration shall feature varied activities that will be enjoyed not only by the Binmaleyans but also by tourists and “balikbayans” (returning Filipinos from abroad).
According to Gertrudes Reyes, executive chairperson of the affair, preparations are being done for the festivity. Tarpaulins of the calendar of activities were already posted all over the town inviting everyone to attend and be part of the festival. She added that they are working on the souvenir program of the event.

Miguel Sison, city tourism office said room rates along the Lucap area where the tourist spot is located, are controlled by ceiling prices and no resort-hotel can charge fees or rates at a much higher price than what is prescribed.


Sison said the rates are reasonable and there is an abundance of ‘transient or budget homes’ which are good substitutes for hotels.


“The rates vary depending on the facility of the resort or the transient home,” Sison said.


At least 30 resort hotels abound in the city located mostly in the central business district and in the Lucap area. Hotel room rates range from P1,600 – P3,500.


Transient homes or budget homes is more like a house complete with air conditioned bed rooms, comfort rooms and kitchen and can accommodate at least 10 people. Rates range from P4,000-P5,000 or P300 per head for some.


Myrna Aquino, a resort owner said their rates are the same as others. “Walang pataasan, walang pababaan,”(No one charges higher price or lower price), she said.

Pangasinan to commemorate Lingayen Gulf Landings anniversary

LINGAYEN, Pangasinan, Jan. 06 (PIA) –- The province is set to celebrate the 67th Anniversary of the Lingayen Gulf Landings on January 9 at the Veterans Memorial Park here.


The event is in commemoration of the historic event when U.S. Gen. Douglas MacArthur and his allied forces landed on the shores of Pangasinan in 1945 to liberate the Philippines from Japanese occupation.


The annual celebration is the first major event in the province every year and is usually attended by all surviving World War II veterans and their families, national and local government officials, and a good representation from various sectors.


The special event will be graced by representatives from the embassies of the United States, Australia, Canada, Britain and Japan.


Governor Amado T. Espino said this year’s guest of honor and speaker will be former President Fidel Valdez Ramos. Ramos himself a decorated war veteran and a native of Pangasinan, hails from Asingan town. (ANL/VHS-PIA 1 Pangasinan)

Compliance to garbage ordinance seen through community service

DAGUPAN CITY, Jan. 6 (PIA) -- Community service as an option to the penalty clause in this city’s garbage ordinance might be an effective plan to force compliance.


Teddy E. Villamil Jr., officer-in-charge of the waste management division (WMD), said in an interview Monday that giving violators some leeway as to the kind of penalties they are willing to meet would make them more inclined to face penalties instead of avoiding them.


Community services may come in the form of attending seminars and lectures, street sweeping, tree planting or other activities related to waste management and environmental protection, he said.


The existing comprehensive solid waste management ordinance or R.A. 1929-2009 lacks bite because of the meager fines stated there, he said, adding that the provisions for rendering community service as a penalty contains vague provisions that could lead to differing interpretations, thus can be contested.


He suggested that the type of community service and its specific duration be explicitly mentioned, while fines must also be increased.


This plan, he said, is a progressive approach to waste management because the services that the violators render to the community will more than make up for the offenses they committed. (ANL/ARRF-PIA 1 Pangasinan)

Junior Pangasinan chesser shines in Singapore tilt

DAGUPAN CITY, Jan. 6 (PIA) -- A Pangasinense was among the four Filipino woodpushers who brought home gold medals from the Singapore International Chess Festival at the Jurong East Sports Complex on Sunday.


Dennis Gutierrez III, of San Fabian town, posted a total of 8 points by beating Jiddan Firman of Indonesia in the final round to win the gold medal in the under-8 category.


Gov. Amado T. Espino Jr., lauded the accomplishment of Gutierrez, who is a regular participant in tournaments organized by the Pangasinan Chess Club and the provincial government.


The medalist comes from a chess-playing family. His siblings, Dennis Jr. and Myka Sofia are regular participants in tournaments, while his father, Dennis Gutierrez, is a national master.


The other gold medalists were International Chess Federation (FIDE) Master Paulo Bersamina, Open U 14 category; Vince Angelo Medina, Open U-17; and Michelle Yaon, Girls U-17.


Jerad Docena of Bohol took home a silver medal in the Open U-14 category of this nine-round event, while Marc Christian Nazario (Open U-17), Julius Gonzales (Open U-11), Fiona Geeweneth Guirhem (Girls U-11), and Mae Ann Joy Baclayon (Girls U-8) hauled in bronze medals. New book on bravery of Pangasinan war veterans out

LINGAYEN, Pangasinan, Jan. 6 (PNA) -- A new book about the bravery and courage of war veterans from Pangasinan who survived World War II is off the press.

Written by cousins Deborah I. Beltran-Castillo and Dr. Cecilia Beltran-Daranciang, a writer and historian, the book is entitled, “ Biographical Sketches of Pangasinan Heroes of World War II”.

The book was dedicated by the two to the unsung heroes of Philippine history.

Castillo explained that the book is for thousands and hundreds of men who fearlessly fought in pursuit of freedom to include the civilian volunteers, prisoners of war, and defenders of freedom and democracy.

According to Castillo, those who survived the war, the death march, and the entire turmoil of combating battalions of soldier, deserved to be hailed for the mere fact that they complete the province’s history.

The book, consisting of a hundred pages will be formally launched during the 67th Lingayen Gulf Landings and Pangasinan Veterans’ Day celebration on January 9 at the Veterans’ Memorial Park here.

The foreword goes: “No study of the Lingayen Gulf Landings, the historic event that led to the Liberation of Luzon during World War II, could be complete without the story of the life and struggles of the numerous Pangasinenses who fought with valiant spirits to defend our country.”

Governor Amado Espino Jr., an advocate of history and a soldier himself, is fully supporting the book.

“The governor was very enthusiastic about the project because he knows the importance of the great sacrifices that our forefathers have done in exchange of freedom,” the authors said.

Under the stewardship of the governor, the foundation year of Pangasinan was known and the Pangasinan Veterans Day is held annually alongside the Lingayen Gulf Landings.

More oil price hikes expected this year

DAGUPAN CITY, Jan. 05 (PIA) -- Expect more oil price hikes this year.


In a national radio interview Tuesday, Department of Energy Undersecretary Jose Layug Jr. hinted that there may be more price hikes this year because of three factors: the tension in the Middle East; the growing economies in Asia, and the recovering economy of the United States.


An increase in petroleum products greeted the new year.


Oil companies Shell and Eastern Petroleum explained the price hike is due to movements in the international market since December 2011. But it said the price increase will not apply to areas placed under a state of calamity due to tropical storm "Sendong."


Layug said the price hikes implemented on Tuesday morning were within the limits set by the DOE. He explained that the increase was part of a monthly price adjustment due to higher world contract prices.


DOE plans to continue its study for price adjustment and opening of books of oil companies so as not to put much burden to the transport group, he added.


Layug said, however, that liquefied petroleum gas dealers accommodated the DOE's request in December last year to hold off or at least temper price adjustments.


Benny Aquino, president of the Alliance of United Transport Operators and Drivers of Pangasinan (AUTOPRO-Pangasinan) said that if oil companies implement another price hike, the transport sector is not the only group that will suffer but the entire community as well because of the so- called domino effect.


“Pag tumaas ang presyo ng langis, lahat tataas, lahat maapektuhan,”(If the price of oil increases, everything will also increase and everything will be affected), he said.


He said however that transport strike is not in their plans as of now.


The AUTOPRO group is now waiting for the result of the petition made by the national Alliance of Concerned Transport Operators (ACTO) to the Land Transportation and Regulatory Franchising Board (LTFRB) for fare increases, which the government promised to approve after a thorough review.
