URDANETA CITY- The mayor of this premier city in Region 1 said despite the absence of tobacco excise tax, Urdaneta still remained No.1 in fiscal appropriation, partly because of the revenues from its university.
Mayor Amadeo Gregorio Perez IV said the millions of peso- yearly profits derived by the Urdaneta City University is automatically included in this city’s general appropriation.
Urdaneta has an approved appropriation of P641 million for fiscal year 2012 compared to Dagupan City that has proposed budget of P P581 million which can be subject to some slash by city council.
Urdaneta City councilor Jennilyn Sison said the UCC earns an average of P25 million yearly

“That is why we have many projects like the gymnasium, library, and structures. The funds all come from the UCU,” Perez said.
The mayor added that despite the decline of its college’s population because of the sluggish global demand for nurses, UCU still accommodates thousands of students who usually come from the marginalized sector.
Perez said it is not Dagupan that follows this city in terms of a high fiscal appropriation for this year but a city in the Ilocos Region.
According to the Ilocos Sentinel, Laoag City in Ilocos Norte has an approved budget of P600 million last year. Its 2012 appropriation is still being deliberated.
Perez said this city is not a recipient of the tobacco excise tax that unlike neighboring Villasis town, and cities in Ilocos which receive millions of pesos tobacco excise taxes.
Meanwhile, Perez said the newly installed huge flat screen TV monitor in his office and the
closed circuit television (CCTV) cameras set up at major thoroughfares and places here, were purchased for only P1.5 million.
He said it was a cheap buy compared to other cities where similar CCTV was purchased for P30 million and most of them are already unusable.

DA: Government will not allow onion importation

THE government assured local farmers that it would not issue another permit to import onions even as the price of the produce is relatively high.
Agriculture Secretary Proceso J. Alcala said in a recent radio interview that the Philippines still has enough supply of local onions and that the country will be harvesting onions in a few months.
Based on the monitor by the Bureau of Agricultural Statistics (BAS) of wet markets in Metro Manila, the prevailing retail price of red onion is P70 per kilogram. This, however, is P10 lower than the price registered in December.
Last month, the Sibuyas ng Pilipinas Ating Alagaan (Sipag) urged the Department of Agriculture (DA) not to allow the additional importation of onions amid reports that there are some groups pushing for the entry of more imported onions.
In October, the DA through its attached agency the Bureau of Plant Industry (BPI) issued 76 import permits to allow traders to bring in as much as 3,800 metric tons (MT) of white onions to plug the gap in supply.
Sipag president Francisco Collado noted that farmers in Pangasinan and Nueva Ecija will start harvesting this month.
The usual peak harvest season for onions is from March to April while the lean season is from June to December.
The group hopes that the government will no longer allow any importation of onions for as long as farmers are not yet competitive and as a way of curbing smuggling.
“Importation will make farmers hesitant to plant because when the imports arrive, local onion prices are usually depressed,” said Collado.
Smuggling, said Sipag, is also threatening the industry with smuggled onions finding its way to local markets from ports in other parts of the country such as Davao.
The government did not issue any import permit for onions since 2010 as a way of motivating farmers to prop up production and to curb smuggling.

PUREGOLD Price Club Inc., the country’s second-largest supermarket chain, said it opened its first store this year in La Trinidad, Benguet, as part of an aggressive strategy to expand outside the Philippine capital.
In a statement on Tuesday, Puregold said the store is also its 101st outlet and the first of 25 stores planned for 2012. “La Trinidad is considered as one of the central business districts of Benguet,” Puregold said in its statement.
The company is eyeing other regional locations in Davao, Rizal, Cavite, Pangasinan, Mountain Province, Ilocos, Camarines Sur, Bacolod, Cebu, Iloilo, Leyte, Albay and Mindoro, supported by an initial public offering held last year that raised at least P7.5 billion.
“Puregold plans to double the number of its stores by 2015; as it saturates further into the untapped Metro Manila and the Luzon areas and as it expands into the Visayas and Mindanao,” the company said.
Puregold President Leonardo Dayao said the retailer is on track to sustain sales growth of about 30 percent in the fourth quarter of 2011. He earlier said Puregold was on track to to hit its full-year profit target of P1.5 billion, almost three times its net income during the previous year on the back of more store openings.
Puregold reported earlier that profits in the third quarter hit P295 million, from P141 million in the same period last year as sales rose by almost a third to P9.63 billion. That brings net income in the nine months through September to P1.08 billion, up 185 percent.
Puregold shares closed flat at P18 each on Tuesday’s close.

Tagalog News: Dental Health Month ipagdiriwang sa Pangasinan

LINGAYEN, Pangasinan, Enero 18 (PIA) -- Ipagdiriwang ng Pangasinan ang Dental Health Month sa darating na Pebrero na may temang, “Ngiting Matatamis, Ngiping Malilinis, Dala ay Pag-asa, Tunay na Ligaya.”
Kaugnay dito, nagpatawag ng isang pulong si Dr. Eloy P. Bueno, dentista ng probinsya, upang pag-usapan ang mga ilalatag na gawain para sa nalalapit na pagdiriwang. Dinaluhan ito ng mga kinatawan mula sa Provincial Health Office, Department of Education, Provincial Social Welfare and Development Office, at lokal na pamahalaan.
Ang pagdiriwang ay sisimulan sa isang medical at dental outreach program sa pangunguna ng mga doktor at nars mula sa Minnesota, USA mula ika-29 ng Enero hanggang ika-apat ng Pebrero sa Western Pangasinan District Hospital sa siyudad ng Alaminos.
Bukod dito, magbibigay din ang Provincial Health Office ng Essential Health Care Package (EHCP) sa mga pilot expansion schools at day care centers sa Bautista Central School ng Bautista, Pangasinan sa ika-8 ng Pebrero. Ang EHCP ay naglalaman ng sipilyo, toothpaste, at sabon na siyang ipamamahagi sa mga paaralan kasabay ang pagpapakita ng tamang pamamaraan ng pagsisipilyo at paghuhugas ng kamay.
Magkakaroon din ng paligsahan sa pagguhit sa “Guhit Bulilit” sa ika-10 ng Pebrero na gaganapin sa conference room sa gusali ng Kalantiao.
Lalahukan ito ng mga piling mag-aaral ng ika-lima at ika-anim na baitang mula sa anim na distrito ng Pangasinan. Ang kanilang iguguhit ay dapat na may kaugnayan sa tema ng pagdiriwang. Agad itong susundan ng paligsahan ng may pinakamalusog na ngipin at gilagid sa Healthy Smile contest na sasalihan naman ng anim na mag-aaral ng day care.
Sa ika-14 ng Pebrero, ang mga kawani ng provincial government kasama ng kanilang mga pamilya ay sasama sa Healthy Lifestyle Anniversary Outreach Program na gaganapin sa Pangasinan Training and Development Center. Ang mga guro at mga day care workers ay lalahok naman sa Training of Trainers sa ika-16 ng Pebrero sa President Hotel bilang bahagi ng pagpapalaganap sa programa ng EHCP.

MIRD, DOST 1 conducts training on OSH in Pangasinan

SAN FERNANDO CITY, La Union, Jan. 18 (PIA) -- The Metal Industry Research and Development Center (MIRD) and Department of Science and Technology (DOST) region 1 recently conducted trainings on Occupational Safety and Health (OSH) to various owners of Small Medium Enterprises (SMEs) at the Philgrema Manufacturing Incorporated in Calasiao, Pangasinan.
The said training aimed to improve the knowledge of the participants on OSH standards.
According to DOST Region 1, around 31 participants from different parts of Pangasinan attended the training. These participants engage into metal craft, cutlery, food processing and agribusiness.
DOST 1 said the training taught the participants about the occupational and health standards, and basic safety concepts.

Slaughterhouse inaugurated in Bugallon

BUGALLON, Pangasinan, Jan. 17 (PIA) -- This agricultural town inaugurated on Thursday a modern slaughterhouse in Sitio Socony, Barangay Salasa.
The structure, which comprises an office, inspection, stunning, scalding, dispatch, de-hairing, bleeding areas and an offal section, was designed to comply with the requirements of the National Meat Inspection Service (NMIS).
Mayor Ricardo Orduña said in an interview that the slaughterhouse cost about P10 million and took more than two years to construct.
The abattoir, he said, will operate as soon as the town council has already given its approval and has already secured permit from the NMIS.
Once operational, the slaughterhouse will employ meat inspectors, collection officers, janitors and butchers who will undergo training and medical checkups to qualify, he said.
Orduña added that other municipalities and some businessmen have already expressed willingness to avail the service of the new slaughterhouse.
The inauguration of the slaughterhouse was held to coincide with the commemoration of the birthday of local hero, Gen. Jose Torres Bugallon, after whom this town was named 17 years ago. (ANL/ARRF-PIA 1 Pangasinan)

International conference on K to12 program set in Pangasinan

BAYAMBANG, Pangasinan, Jan. 17 (PIA) -- A three-day academic international conference workshop on the K to 12 program of the Department of Education will be held on January 19-21 at the Sison Auditorium in Lingayen town.
The conference dubbed “Addressing the K to 12 Curricular Enhancement in the Philippine Education 2012,” is open to all private and public schools teachers, faculty of higher education and college students taking up teacher-education courses.
Registration fee is P2,500 for students; P3,500 for public school teachers and P5,000 for private school teachers.
The event aims to gather perspectives of Filipino education stakeholders on K to 12 curriculum, and identify working knowledge, standards, content-based instructional materials, approaches, innovative learning assessment and learner-based action research on K to 12 for sustainable development in basic education.
The event will feature international speakers from the United States of America, Japan and Australia who will talk on the global condition of the K to 12 program.
Philippine speakers will include Sen. Antonio Trillanes III, who will speak on the topic ‘Senate and the K to12 Curriculum Reform Legislation.’
Other speakers are DepEd Undersecretary Yolanda Quijano, Congressman Mariano Piamonte, Jr and officials from teacher-education institutions, students’ group and non-government organizations.
The K-12 (Kindergarten to 12th grade), is a DepEd program which seeks to expand the Philippines’ basic education to 12 years from the current 10 years to make Filipino students globally competitive.

Robinson’s Changes Calasiao landscape

CALASIAO, PANGASINAN– The establishment of Robinson’s mall in
this town is expected to change the business landscape of central Pangasinan,
including neighbor city Dagupan.
Robinson’s, which sits on a five-hectare land along the
highway traversing San Miguel village, will have a soft opening this month and
a grand opening in February, according to Calasiao Vice Mayor Roy Macanlalay.
“This is a big development for Calasiao. Surely it will
generate an economic chain reaction in the area. We have learned from real
estate brokers that many businessmen are eyeing Calasiao,” Macanlalay said.
But it is not known yet how much the town would be earning
from the mall’s operations because its management is asking for a tax
incentive, Macanlalay said.
There was a verbal request for a seven-year business tax
holiday but which the local government could not give because that would mean
the town would not earn anything during those years, he said.
“The LGU’s economic team still has to sit with the mall’s
management to come up with a term acceptable to both parties. We should know
how much we are talking about here,” Macanlalay said.
If there was a positive economic impact brought by the mall,
it is the increase in the value of real estate especially near the mall, and
the employment that is expected to generate.
But the mall is also expected to create monstrous traffic
along the highway, so the LGU has asked the Department of Public Works and
Highways to widen the road by 12 meter. At present, the highway is only
six-meter wide.
The vice mayor also allayed fears that the mall could
contribute to flooding in the area as it is constructing a drainage system with
the rain water directly flowing into the nearby river.
Macanlalay asserted that the mall won’t affect the vendors
in the town’s public market which he said will be continued to be patronized
because of its relatively low-priced commodities.
“Malls have a captive market, specially as Robinson’s sell
branded items. We also studied the market situation in Urdaneta City where
there are malls but still the public markets are always full,” he said.
Another big development in the town is the construction of
the bridge traversing the Marusay River in Poblacion. The P90 million bridge
would be completed in 15 months,
Macanlalay said.
Dagupan City Mayor Benjamin Lim said the establishment of Robinson’s
mall in Calasiaowon’t have negative effect on Dagupan because “Calasiao is
Metro Dagupan and the spill over of people going to Robinson’s will be in Dagupan,” he said.
Lim said he actually “welcomes” the coming of Robinson’s in
the neighbor town, and that Shoemart is also expected to establish a mall in
Dagupan “very soon.”
Lim’s family owns the Magic supermarkets in the city, but malls
are “welcomed” as they set standards for
upgrading of other business establishments.
“Malls give the shoppers the benefit of convenient shopping
as they have better facilities and amenities. A city or community that is not
threatened by competition becomes complacent and businessmen won’t want to improve their
services or products. Competition is actually a motivation to do
better in terms of selection, convenience, traffic flow,” he said.
He added that malls offer
economic opportunity, job creation, increase in tax income and,
upgrading of shopping experiences for the people. “Besides, when you talk about modern, livable cities,
you talk about convenience,” he said.
He said the coming of SM to Dagupan is a “damned if you do,
damned if you don’t thing,”
“If you don’t let them come in, they will go somewhere else,
nearby. We saw it already with Robinson’s which did not find space in Dagupan. Investors coming to Dagupan would find it
difficult because we do not have a chunk of property.

contribute to flooding in the area as it is constructing a drainage system with
the rain water directly flowing into the nearby river.
Macanlalay asserted that the mall won’t affect the vendors
in the town’s public market which he said will be continued to be patronized
because of its relatively low-priced commodities.
“Malls have a captive market, specially as Robinson’s sell
branded items. We also studied the market situation in Urdaneta City where
there are malls but still the public markets are always full,” he said.
Another big development in the town is the construction of
the bridge traversing the Marusay River in Poblacion. The P90 million bridge
would be completed in 15 months,
Macanlalay said.
Dagupan City Mayor Benjamin Lim said the establishment of Robinson’s
mall in Calasiaowon’t have negative effect on Dagupan because “Calasiao is
Metro Dagupan and the spill over of people going to Robinson’s will be in Dagupan,” he said.
Lim said he actually “welcomes” the coming of Robinson’s in
the neighbor town, and that
Shoemart (SM) is also expected to establish a mall in
Dagupan “very soon.”
Lim’s family owns the Magic supermarkets in the city, but malls
are “welcomed” as they set standards for
upgrading of other business establishments.
“Malls give the shoppers the benefit of convenient shopping
as they have better facilities and amenities. A city or community that is not
threatened by competition becomes complacent and businessmen won’t want to improve their
services or products. Competition is actually a motivation to do
better in terms of selection, convenience, traffic flow,” he said.
He added that malls offer
economic opportunity, job creation, increase in tax income and,
upgrading of shopping experiences for the people. “Besides, when you talk about modern, livable cities,
you talk about convenience,” he said.
He said the coming of SM to Dagupan is a “damned if you do,
damned if you don’t thing,”
“If you don’t let them come in, they will go somewhere else,
nearby. We saw it already with Robinson’s which did not find space in Dagupan. Investors coming to Dagupan would find it
difficult because we do not have a chunk of property.

DAGUPAN CITY, Jan. 18 (PNA) -— The Sangguniang Panlungsod here passed an ordinance on Monday extending the deadline for the payment of business tax and permit from Jan. 20 to Feb. 20 this year.
Councilor Jeslito Seen, SP chairman on finance, who proposed the ordinance, said the measure was passed following the request of the Pangasinan Association of Bookkeepers and Accountants (PABA) representing over 5,000 business establishments in the city as clients.
PABA said their clients are seeking the extension as they calculated that they could not possibly beat the deadline of Jan. 20 to pay their tax dues.
The extension, they said, will give them more time to raise money to pay their dues for them to be spared from paying any surcharge normally imposed on late payers under the local tax code. (PNA)

LINGAYEN, Pangasinan, Jan. 19 (PNA) -- Educators, speakers and legislators converge here starting Jan. 19 to 21 to discuss ways to further improve the country's education through the K to 12 (kindergarten plus 12 years of basic education).
The three-day conference, dubbed "Addressing the K to 12 Curricular Enhancement in Philippine Education 2012" include speakers from the United States, Australia and Japan.
The Guro Formation Forum (GFF), Inc. organized the event in cooperation with the Provincial Government of Pangasinan, Department of Education (DepEd), Commission on Higher Education (CHED), Pangasinan State University (PSU) and Division 1 of DepEd Pangasinan.
The DepEd’s K to 12 aims to develop 12 years of basic education in the country rather than the present 10-year curriculum in order to upgrade the quality of education.
Highlight of day one are the views, perspectives and voices on legislating the K to 12.

DAGUPAN CITY, Jan. 18 (PNA) — The environmental program, “Plastic Mo, Bigas Ko, Palit Tayo”, which was started last year, is set to resume on January 28 at the Don Leon Maramba Elementary School in Sitio Longos, Barangay Bonuan Gueset here.
City Councilor Jeslito Seen said this was the same venue when the project was launched by the late part of 2011 from where one truckload of plastic products from among the residents was collected.
Seen explained that the plastic products that can be exchanged for rice are those that are not being bought by junkshops which just lay in waste and could be washed down by the rains and clog drainage canals.
He said the flooding in some parts of Dagupan is often blamed to clogged drainage canals, on account of plastic products being washed down the gutters by the rains.
The program is a joint project of the Pandaragupan sa Kaunlaran, Department of Education, Parent-Teacher Association of Don Leon Maramba Elementary School and the Bonuan Boquig Barangay Council with Seen providing the rice that would be exchanged for plastic.
Seen said under the program, residents are asked to save their plastic which they would later exchange for rice if they cannot recycle some of this for novelty items, like trinkets, for sale at fantastic prices in the malls.
He earlier tapped technical men of a big shop manufacturing novelty items from old newspapers and plastic for novelty items to conduct seminar and demonstration to idle Dagupan housewives.
Like in the past, plastic products that would be collected out of the program will be sold to a shop in Manila which will convert these into plastic chairs and tables that can be brought back to different schools in Dagupan. (PNA)

After Pangasinan, Concepcion will head to First Asia Institute of Technology and Humanities in Batangas the following Saturday (Jan 28) to test who among Batangueno hopefuls have the "X factor."
Concepcion shared her excitement to witness first-hand Pinoys talents in singing and to personally see who among them has what it takes to be the next singing superstar.
The competition is open to all Filipinos, aged 13 and above, who can sing and who thinks he or she has the "X factor." Hopefuls can audition solo or as a duo or group and must bring a minus one CD of their audition piece.

SAN FERNANDO CITY, La Union, Jan. 18 (PIA) -- The Metal Industry Research and Development Center (MIRD) and Department of Science and Technology (DOST) region 1 recently conducted trainings on Occupational Safety and Health (OSH) to various owners of Small Medium Enterprises (SMEs) at the Philgrema Manufacturing Incorporated in Calasiao, Pangasinan.
The said training aimed to improve the knowledge of the participants on OSH standards.
According to DOST Region 1, around 31 participants from different parts of Pangasinan attended the training. These participants engage into metal craft, cutlery, food processing and agribusiness.
DOST 1 said the training taught the participants about the occupational and health standards, and basic safety concepts.

Knowing original Ibaloi settlements thru gold trading

There was a village in Ibaloi lore called “Tonglo” where the trading of gold was said to be brisk and thriving. An account by Michael Armand Canilao in his book, “Of Gold, Spanish Conquistadors and Ibaloi Generational Memory” (Cordillera Studies Center, University of the Philippines-Baguio, 2011), has it that a Spanish punitive expedition in 1759 razed this village, killing hundreds of Ibaloi who fought the invaders.
This event, Canilao writes, had come to be known as the “Tonglo Massacre.”
But apart from a general direction of the place given by Spanish friar named Vivar in 1755 as “four leguas (24 km) east of Cava (La Union),” no one exactly knows where Tonglo is, only that it is vaguely recalled in Ibaloi oral traditions.
The event’s discussion is regarded as “taboo … to mask the absence or lack of credible evidence that such a massacre really took place,” says Canilao.
The evidence could be surfaced through archaeology, suggests Canilao, a senior lecturer in the archaeological studies program and Center for International Studies of the University of the Philippines-Diliman. “Perhaps [it] can offer a breakthrough in confirming if this massacre indeed took place or not,” he says.
The important consideration is where to begin the archaeological survey because while Vivar described a general direction of its location, the place could be anywhere in Benguet because Tonglo no longer exists in the contemporary listing of Benguet towns and villages.
Canilao says what can be deduced from Vivar’s description is that Tonglo would fall in the vicinity of present day Barangay Irisan in Baguio City.
Could it be that Tonglo is today’s Barangay Monglo of Sablan, Benguet, a direct artery to Irisan? Canilao says “there could be a big margin of error in Vivar’s estimate of Tonglo’s location at the time it was unlikely that [he] traveled on a straight line.”
Canilao, however, believes that despite the presence of “background noise,” oral tradition is still important in the project that is the subject of his book, which is to trace the origins of the peopling of Benguet through the trading of gold.
The engagement of Ibaloi in gold trading, he says, dates back to precontact with Spanish colonizers because of lowland demand for gold bartered with “fish paste (bagoong), wax, honey, rice, salt, pigs, cows, carabaos, blankets, mats and abel (Ilocano cloth).”
The value of gold, on the other hand, was discovered through contact with pan-Southeast Asian seafarers, including the Chinese who exchanged gold for porcelain jars with dragon designs, which were valued for their role in rituals.
Canilao seeks to unearth these artifacts through the discipline of archaeology, and by extension explain the establishment of Benguet settlements using the evidence of “material culture.”
In his book, he starts the inquiry by [B]looking into oral accounts written by scholars as ethnohistory, which suggests that the peopling of Benguet began as lowland dwellers, particularly from Pangasinan, followed the trails of Agno and Amburayan rivers to the eastern hinterlands.
Canilao suggests that gold is central to Ibaloi ethnohistory. However, the latter alone could not establish a pattern that links gold to present-day Ibaloi settlements.
He says this is because oral traditions’ earliest recollections point to the 18th and 19th centuries where wetland agriculture was already prevalent in Benguet and where later generations sought to interpret as happening at an earlier time.
Separating “background noise” from facts, Canilao had engaged in “surface archaeology” in selected places identified in ethnohistory to be the original settlement areas of Ibaloi in Benguet.
These are in Chuyo (Green Valley, Tuba), Palaypay (Pongayan, Kapangan) and Imbose (Kabayan). He says the surface method, which investigates grid areas that were plowed through, addresses questions on “human population history to expand settlement patterns and land use databases.”
In the three survey areas, only Chuyo yielded potsherds (pieces of broken pottery), an indication of previous human activity. Canilao says Palaypay and Imbose “did not show archaeological evidence.”
While archaeology did not confirm the ethnohistorical accounts of the original Ibaloi settlements, he says this is not surprising because wetland agriculture already obscured historical time lines in oral traditions, where informants are generally the landed Ibaloi elite called the “baknang.”

DAGUPAN CITY – This city virtually joined the ranks of the Philippines' top-performing cities when it was adjudged as one of the country's local government units (LGU) which passed international quality management certification standards based on evaluations conducted by the United Kingdom-based Certification International Philippines Inc. and the Government Quality Management Committee.
President Benigno Aquino III awarded a plaque of recognition to Mayor Benjie Lim and One-Stop Business Center (OSBC) Head Carmen Olpindo in a ceremony held last Tuesday at the Malacañan Palace in Manila.
The selection was conducted pursuant to Executive Order (EO) No. 605 s. 2007, enjoining LGUs and other government-affiliated agencies to upgrade management schemes.
The Business Permit Processing and Issuance-Quality Management System (BPPI-QMS) here has been bestowed with the ISO (International Organization for Standardization) 9001:2008 certification by the selection groups since May 5, 2010.
The ISO 9001:2008 is given to an organization which consistently provides satisfactory service to clientele by applying statutory and regulatory requirements through a concrete and effective QMS.
Monette Mondala, city treasury operation officer, who served as the internal quality audit team leader during the accreditation process, said that the city had complied with all the requirements set and passed the rounds of scheduled audits by the certifying body to qualify for the said organizational review.
Asked what benefits the city gets from having such certification, she replied, that revealed“aside from eliminating graft and corruption as well as red tape in the processes, it is a big marketing tool for Dagupan as more investors would come here to put up their business because they can get permits and process requirements as fast as two minutes.”
Mondala also revealed that income-generating and transaction-processing departments here will undergo such assessment even before the end of 2013 in line with the city’s vision to be one of the most business-friendly cities in the country. (CIO)

Dagupan City – “We would appreciate it if the Sangguniang Panlungsod (SP) would specify which departments need to appear as department heads cannot attend the budget hearings all at the same time as there are important and pressing matters that need their attention and intervention."
Thus stressed City Administrator Vladimir T. Mata in reaction to the invitation of the SP addressed to “all department heads concerned” for an en banc hearing regarding the proposed annual city budget for 2012 last January 17.
The letter from the SP, which was received by Mata at 4:47 p.m. last January 16 , wanted the department heads to bring with them documents such as the city disaster risk reduction management plan; gender sensitivity plan; local development investment plan; updated revenue and expenditures of the city as of December 31, 2011 including the programs and projects of each department.
Mata was quick to explain that some of those documents being asked by the SP already appear in the Annual Investment Program of the city, which was submitted last September 28 but still awaits SP’s approval until now.
“The gender sensitivity plan, local development investment plan, and the programs and projects of each department are already in the AIP and in the proposed Annual Budget,” said Mata.
“The annual proposed budget was even submitted to them (SP) last October 5, 2011 in compliance with the provisions of the law for their perusal and approval. That’s about more than two months ago, but unfortunately the same has not been approved by them, while the law so provides that at the end of the fiscal year, the budget for the succeeding year should have already been approved and passed,” Mata stressed.
On the city’s disaster risk reduction management plan, Mata expressed the view that “it’s beyond the (SP) turf.”
He assured that once the SP has established a system, the department heads will surely appear before them. Mata asked the SP to be specific and refrain from fishing for any information to economize time and assure that the city’s operations are not jeopardized. (CIO)

Robinson’s Changes Calasiao landscape

CALASIAO, PANGASINAN– The establishment of Robinson’s mall in
this town is expected to change the business landscape of central Pangasinan,
including neighbor city Dagupan.
Robinson’s, which sits on a five-hectare land along the
highway traversing San Miguel village, will have a soft opening this month and
a grand opening in February, according to Calasiao Vice Mayor Roy Macanlalay.
“This is a big development for Calasiao. Surely it will
generate an economic chain reaction in the area. We have learned from real
estate brokers that many businessmen are eyeing Calasiao,” Macanlalay said.
But it is not known yet how much the town would be earning
from the mall’s operations because its management is asking for a tax
incentive, Macanlalay said.
There was a verbal request for a seven-year business tax
holiday but which the local government could not give because that would mean
the town would not earn anything during those years, he said.
“The LGU’s economic team still has to sit with the mall’s
management to come up with a term acceptable to both parties. We should know
how much we are talking about here,” Macanlalay said.
If there was a positive economic impact brought by the mall,
it is the increase in the value of real estate especially near the mall, and
the employment that is expected to generate.
But the mall is also expected to create monstrous traffic
along the highway, so the LGU has asked the Department of Public Works and
Highways to widen the road by 12 meter. At present, the highway is only
six-meter wide.
The vice mayor also allayed fears that the mall could
contribute to flooding in the area as it is constructing a drainage system with
the rain water directly flowing into the nearby river.
Macanlalay asserted that the mall won’t affect the vendors
in the town’s public market which he said will be continued to be patronized
because of its relatively low-priced commodities.
“Malls have a captive market, specially as Robinson’s sell
branded items. We also studied the market situation in Urdaneta City where
there are malls but still the public markets are always full,” he said.
Another big development in the town is the construction of
the bridge traversing the Marusay River in Poblacion. The P90 million bridge
would be completed in 15 months,
Macanlalay said.
Dagupan City Mayor Benjamin Lim said the establishment of Robinson’s
mall in Calasiao won’t have negative effect on Dagupan because “Calasiao is
Metro Dagupan and the spill over of people going to Robinson’s will be in Dagupan,” he said.
Lim said he actually “welcomes” the coming of Robinson’s in
the neighbor town, and that
Shoemart (SM) is also expected to establish a mall in
Dagupan “very soon.”
Lim’s family owns the Magic supermarkets in the city, but malls
are “welcomed” as they set standards for
upgrading of other business establishments.
“Malls give the shoppers the benefit of convenient shopping
as they have better facilities and amenities. A city or community that is not
threatened by competition becomes complacent and businessmen won’t want to improve their
services or products. Competition is actually a motivation to do
better in terms of selection, convenience, traffic flow,” he said.
He added that malls offer
economic opportunity, job creation, increase in tax income and,
upgrading of shopping experiences for the people. “Besides, when you talk about modern, livable cities,
you talk about convenience,” he said.
He said the coming of SM to Dagupan is a “damned if you do,
damned if you don’t thing,”
“If you don’t let them come in, they will go somewhere else,
nearby. We saw it already with Robinson’s which did not find space in Dagupan. Investors coming to Dagupan would find it
difficult because we do not have a chunk of property.

LINGAYEN, Pangasinan, Jan. 20 (PNA) -- A top official of the Department of Education (DepEd) said here that the K+12 program, which requires students to undergo kindergarten plus 12 years of basic education, will kick off this coming school year (2012-2013).
"It's definitely a go this coming June. It is final and there is no more turning back," DepEd Undersecretary Yolanda Quijano said after presenting a paper during a K+12 International Conference and Workshop on Jan. 19 at the Sison Auditorium in Lingayen, joined by speakers from the United States, Australia and Japan.
Dubbed “Addressing the K to 12 Curricular Enhancement in Philippine Education 2012," the three-day conference was hosted by the Pangasinan provincial government headed by Governor Amado Espino Jr.
Quijano explained that the K plus 12 seeks to holistically develop the students and prepare them to cope with the challenges in the 2lst century.
Under the K+12, she said, they are integrating into the school curriculum several key areas that will equip students with innovative skills, information media, effective communication skills and sound career development.
She said under the program, students would master the basic competencies that they really need so that they can become more competitive, enabling them to find gainful employment even after Grades 11 and 12.
"We would like our educational system to be comparable with all other systems in the world," said Quijano, defending the K+12 program.
She said that in this system, DepEd would like to strengthen the capability of students for employment or entrepreneurship so that they can find jobs or put up their own businesses after finishing Grade 11 or 12.
She said one innovation that they are looking forward in K plus 12 is to have kindergarten, Grades 1, 2, 3 and 4 to be handled in a "face-to-face type of classrooms."
At the same time, she said that although the kindergarten law passed by Congress is yet to be signed by President Benigno S. Aquino III, parents are now enjoined to bring their five-year-old children to kindergarten school under the enhanced basic education curriculum.
Corollary to this, DepEd is holding a nationwide registration for all five-year-old children on Jan. 29 to find out how many pupils would be enrolled in kindergarten schools in June.
There are now existing kindergarten schools in the country enrolling some 1.5 million pupils. All these will now go to Grade 1 in June.
She clarified, however, that though kindergarten is now a requirement, children that did not pass through the regular kindergarten can still be admitted to Grade 1 if they attend summer kindergarten.
At the same time, DepEd is filling the learning gaps for those who cannot take the summer kindergarten so that pupils can catch up with their Grade 1 class.
Quijano said that while K plus 12 will start this year in kindergarten and Grade 7, it is the Grade I pupils this coming school year who will experience the new curriculum in full up to 2023, the year when they reach Grade 11.
"We say we are ready. The children are there and the teachers will be trained while we (DepEd) are now preparing the reading materials," she said, explaining that the international conference was DepEd’s own way of gauging the exposure of teachers in Pangasinan to K+12.
Quijano said there are 22,000 regular teachers and 22,000 volunteer teachers all over the country who will be mobilized to teach in kindergarten.
As to classrooms, she said, there are two classes envisioned for kindergartens, one in the morning and the other in the afternoon. This will also address the problem of lack of classrooms, she added.
Under the program, it is the first year high school students who are the first batch that will go to Grade 7.
For next year, DepEd will prepare mother schools for Grade 11 and announced that some private schools are volunteering to set up model schools for Grade 11.
Quijano asked all sectors to extend their help to DepEd in the implementation of the K+12 program, projecting that next school year "would be a very busy year for all of us." (PNA)

The National Food Authority (NFA) does not foresee any rice shortage in Pangasinan this year though the province and the rest of Region 1 will not get any rice importation for the whole of 2012 for the first time in many years.
Juliet Bascos Orias, assistant manager of NFA branch in western Pangasinan, said to date, they have a stock of rice consisting of 334,374 bags, which is enough to supply the needs of the whole of western Pangasinan.
This stock will be enough even if the two NFA branches in Pangasinan (western and eastern) currently supply the needs of the province of Benguet that produces only little quantity of rice for its population.
Orias said that NFA central office did not include Region 1 to benefit from rice importation because “our current stocks are more than enough to supply the requirements of the whole region and Benguet”.
Based on statistics from the Department of Agriculture, western Pangasinan has a targeted production of 6.9 million bags, which is 40 percent of the expected production in Pangasinan.
Eastern Pangasinan accounts for 60 percent of the production because of its larger areas for rice farming.
Orias clarified, however, that this target is expected to be realized, barring any destructive flood and drought during the dry months.
For this year, the NFA branch in western Pangasinan targets five percent palay procurement of the estimated palay production. However, in the event that traders will offer lower ex-farm price, NFA will exceed its 50,000 bag target.

DAGUPAN CITY, Pangasinan, Philippines — This province’s economic planners expressed optimism Friday that there will be new corridors for growth, such as the expansion of business and commercial districts that cater to the burgeoning “urban spread” in Pangasinan.
“At present, mobility, accessibility and adequate accommodation and entertainment infrastructure are hampering Pangasinan’s expected tourism boom, but with close collaboration among government and business leaders, private and public financing arms in foreign countries can be attracted to locate here and pour investments in a wide variety of business projects,” said business and civic leader Wilson de Vera, a consultant of Gov. Amado T. Espino Jr. for business development.
Still, De Vera noted that the province is home to fabulous wonders of nature such as the world-famous Hundred Islands in Alaminos, the pearly beaches of several towns of Pangasinan’s first district, unexplored caves, waterfalls and forest covers in the hinterland towns.
Thus, he is encouraging a close government-business partnership in creating new industrial and commercial zones in key Central Pangasinan areas.
Central Pangasinan is host to three cities and a few of the biggest municipalities in the province boast of rich resources, infrastructure and large professional and skilled manpower.

THE BANGRIN Marine Protected Area, which is home to migratory birds and a healthy mangrove forest, has become a source of pride for residents of Bani, Pangasinan. EV ESPIRITU
n the middle of Tambac Bay, an estuary where at least nine rivers meet, is a lush mangrove forest where migratory and local birds fly free and marine life thrives.
It would be hard to imagine when only more than 20 years ago, the river was barren, without mangrove trees that used to flourish in the area. The town’s mangrove forests were destroyed to give way to fishpond development in the area.
“The town used to have around 2,000 hectares of mangrove forests. At the end of the 1980s, only a hectare was left,” says Mayor Marcelo Navarro Jr.
But his father, the late Mayor Marcelo Navarro Sr., was decided to revive the town’s mangrove paradise.
Thus the Bangrin Marine Protected Area (MPA) was established in 1990, when the local government entered into a three-year community contract with the Department of Environment and Natural Resources (DENR), for an integrated mangrove rehabilitation project. It is comanaged by the local government and the fishermen of Aporao and San Miguel villages.
Some 20 years later, the elder Navarro’s dream has become a pride of the town. The 42-ha Bangrin MPA bagged the second prize in the Para del Mar award as the country’s outstanding MPA in 2011. The award is given by the MPA Support Network (MSN), a multisectoral group that supports marine protected areas.
The Para del Mar (For the Sea) award recognizes the outstanding management practices of MPAs in the country, including the extent of community involvement, the degree of local government and community comanagement, the enforcement of environmental laws and the participation of other stakeholders.
The top prize went to Bangaan Marine Sanctuary in Tungawan, Zamboanga Sibugay, an 880-ha area of coral reef, sea grass beds and mangroves.
Navarro says his father would have been very happy for the achievement, the first national award earned by the Bangrin MPA. In 1996, it bagged the Likas Yaman award given by the DENR.
Tourist attraction
According to Navarro, the MPA is fast becoming a tourist attraction of the town. It is identified in the book, “Bird Watching in the Philippines,” as one of the 13 best sites for bird watching in the country.
Bangrin’s mangrove forest is home to 21 species of shellfish, nine species of fish and 57 species of birds.
Navarro says the plan is to designate a spot in the MPA as a bird park where a board walk will be placed for bird watchers and visitors.
At least three cottages will be put up so visitors will have a place to stay as they watch birds in the late afternoon and early morning.
There is a board walk around the MPA where visitors may view the forests and the birds. They may also paddle boats to go deeper into the mangrove forest.
A pair of Bantay Dagat (sea guards) is assigned to patrol the forest 24-hours daily. A coast watch station has been put up to guard the forest from illegal activities. Fishing is strictly prohibited inside the protected area.
But the MPA has not been immune from environmental degradation, which could be caused by the erratic weather and pollution from aquaculture operations in nearby towns.
Jimuel Figuracion, a Bantay Dagat, says a variety of algae has been proliferating in the past years. “This type of algae, which looks like a green mosquito net, usually grows during the rainy months when the water is fresh and dies when the sea water enters. But we have noticed that through the years, they have become thicker,” he says.
The variety is different from the one fed to bangus (milkfish) in some towns. “This kind is thick and the bangus can’t eat it,” he says. It entangles the newly planted mangrove seedlings or traps and kills oysters.
Despite these problems, local officials and residents are firm in keeping Bangrin healthy and protected because it symbolizes their unity and fulfillment of their dreams.

MANILA, Jan. 20, 2012— The Archdiocese of Lingayen-Dagupan’s first cloistered monastery will be inaugurated on Saturday, January 21.
The Poor Clare Monastery of Saint James the Apostle, located at the Brgy. Nancapian, Malasiqui in Pangasinan is the result of almost a year of work by its parishioners.
Lingayen-Dagupan Archbishop Socrates Villegas, who initiated the project, will lead the blessing at 10 a.m.
According to him, one of the very first concerns he immediately attended when he was appointed to the archdiocese was build a contemplative monastery as the “powerhouse of our active ministry.”
“One of the very first concerns I attended to was to insure that a community of contemplative nuns be present in our midst to pray for the sanctification of priests and to offer their hidden sacrifices to sustain our mission in the world,” said Villegas.
The prelate also said that the blessing of the monastery will be the only opportunity for the public to see its interior.
“After the blessing, the monastery will be closed perpetually and the life of sacrifice of the nuns will hence begin inside the cloister,” said Villegas.

The Lowland Cultural Community of Pangasinan

Pangasinan occupies the northern part of central Luzon, bounded by the China Sea and Lingayen Gulf. It is 170 kilometers north of Manila, the capital of the Philippines. The province is mostly plains and coastal areas, while the remainder is agricultural or forested. Three river systems flow through the province, and the Cordillera, Benguet, and Zambales mountains bounded it. It was noted early on that the province was at a lower elevation than the rest of Luzon. Pangasinan has six districts, and the cities of Dagupan, San Carlos and Urdaneta. It has forty-six municipalities. Provincial population was registered at 2,178,212 in 1995. The average size of households is 5.24, and the literacy rate 96.6%. The voting population in 1995 was 1,147,818.
About 43% of the people speak Pangasinan, and roughly the same percentage, Ilokano. Bolinao-Zambal is spoken in certain areas, although studies reveal that it may belong to another ethnic group. The orthography of Pangasinan has vowels clustered in groups of three to five in all, e.g. linaoa (breath); lioaoa (light). The proportion of people speaking this language seems to be on the decline, however, due to linguistic pressure from Ilokano and Tagalog. The difficulties of mastering the language and the migration of people from other locales have been cited as a factor, although the pervasiveness of Tagalog in mass media and the educational system is also responsible.
Pangasinan derives its name from a phrase meaning "the place where salt is made." An alternative etymological interpretation is from the word caboloan, "the place where bamboo grows." In this case, the species of bamboo alluded to is a particular variety that is known for its smooth texture and ability to take a fine finish, making it suitable for weaving baskets and other crafts. The province was referred to as Feng-Shia-Shih tan in a Chinese manuscript of the sixteenth century. Envoys from the province paid tribute to Emperor Yung-Lo of the Ming Dynasty (1372-1424). Accounts by Ibn Batuta and Chao Ju Kua tell of the flourishing trade between Pangasinan and Arabia, Borneo, Japan and India.
In 1572, Miguel Lopez de Legaspi conquered Pangasinan. Within eight eight years, the province had been established. Lingayen was the first town to be created; except for a four-month long occupation by the Chinese corsair Limahong, in 1575, the pacification campaigns of the Spaniards progressed. Missionaries described the people as "hostile, obstinate, barbarians, the worst, the fiercest and the most cruel of all tribes." By the early 17th century, however, the natives came to be described as possessed of infinite goodness, and "some are of very good intelligence and are ingenious." The facade of a seemingly tranquil province belied the growing intransigence of its people in reaction to the onerous exaction's of the colonial government. The revolts led by Andres Malong and Juan dela Cruz Palaris in 1660-1662 and 1762-1765 ignited a century-long sentiment to be freed from exploitation and impositions.
In the early months of 1898, thirteen western municipalities joined the revolution that broke out two years earlier. During the period following the Filipino-American War, the La Partido was founded. In 1930, Pangasinan was declared financially able to join the Commonwealth. During the Second World War, Filipino guerilla units fought side-by-side with the Americans. With the establishment of the Fourth Philippine Republic in 1946, several prominent politicians from Pangasinan joined Congress. In the EDSA revolution in 1986, General Fidel V. Ramos figured as a leader, and in 1992 was elected President of the Republic.
The province of Pangasinan has a rich and varied folk literature. An example of this is the Aligando, probably the longest local folksong at 563 lines (excluding four quatrains). It is also considered an original Christmas carol, and takes about an hour and a half to perform. Other examples of this ancient oral tradition include 631 proverbs, 465 riddles and puzzles, numerous myths, legends, tales of supernatural creatures, and love songs known as petek. The storytellers, known as tumatagaumen, wove tales for every season. Indicative of the peoples' values and skills too were their dances. Thus, the imunan was a courtship dance, the tagam a war dance, and the kumakaret a test of dexterity. These dances were accompanied by the music of the tulali, a flute used during festivities.
Since ancient times women have played a leading role in their communities. They enjoyed a wide variety of privileges other than those related to religious functions. In courtship, men were subject to a period of servitude, and although marriages were arranged, a bride price was practiced, and women could keep property and initiate divorce. The legendary Princess Urduja was renowned for her intelligence and her enlightened rule. Significantly, the women of the province figured prominently in the agrarian colorum movement of the 1930s and in the women's suffrage movement.
The people of Pangasinan are noted for their piety; both the Virgin of Manaoag and the Son of God (Divino Tesoro) are said to have worked miracles. However, they also maintain a deep-seated belief in supernatural beings beyond the fold of the Church. These include the pasatsat, a gruesome ghost rolled up in a mat, and dikay dalen, literally, 'grass of the earth," dwarves who form a band and parade around at midnight, riding on bamboo twigs that sway with the wind. In pre-Christian times, the supreme deity was "Ama-Gaolay." The people believed anitos or spirits lurked everywhere, capable of inflicting pain and suffering, or of granting rewards. The Pistay Dayat (Feast of the Sea) is an ancient ritual offering to the spirits of the waters to pacify the gods. Old women known as amiteras were priestesses, who performed ceremonies called maganitos to secure favor from the heavens. They believed in an afterlife. Death, for them, was a voyage, thus, food and other needs were buried with the dead. Mourning rites required an abstinence from rice, wine, meat and fish. A gold chain or a piece of rattan worn around the neck symbolized mourning attire with a great banquet marking the end of mourning.
The people of Pangasinan are something of a paradox. They count among their fold the fiercest rebels against colonial rule, taking pride in calling themselves amputi layag or "white ear," in allusion to the ears of Spaniards that they severed as tokens of victory. Pangasinan is one of the few provinces in the country whose people, both the elite anacbanua and the dependent timawa joined hands in revolt against the Spanish colonizers while keeping to the Catholic faith. They have been seen as exclusive, attempting to remain ethnically distinct yet they have absorbed a substantial Ilokano ethnic community. However, they are not regionalist. No presidential candidate has obtained a majority vote from the province. The people have also proved to be both traditionalist yet progressive quoting a statement: "while it is not an established fact that Urduja and her kingdom were in Pangasinan, let us keep her as belonging to the Pangasinense."

WITH an increased budget this year, the Department of Agriculture (DA) will vigorously pursue initiatives to attain sufficiency in major staples by 2013 that include rice, white corn, cassava, and other basic commodities.
In his 2011 year-end report, Agriculture Secretary Proceso J. Alcala said a big chunk of the DA’s 2012 budget of P61.73 billion will be spent to implement the Food Staples Sufficiency Program (FSSP), which is the centerpiece program of the Aquino administration.
An important feature of the FSSP is the frontloading of investments, particularly on infrastructure like irrigation, farm-to-market roads, and postharvest facilities.
“We hope to regain momentum in irrigation, with particular focus on cheaper and shorter gestating small-scale irrigation system,” Secretary Alcala said.
The DA, through the National Irrigation Administration (NIA), with an approved budget of P24.5 billion for 2012, will construct new irrigation systems, and restore and rehabilitate existing ones, servicing a total of 224,850 hectares, broken down as: new areas - 87,405 has; rehabilitated areas - 79,246 has; and restored - 57,199 has.
For its part, the DA’s Bureau of Soils and Water Management will spend P500 million to construct 4,584 small-scale irrigation projects that include: 1,283 shallow tube wells, 75 small water reservoirs, 56 small water impounding projects and 3,130 spring development.
For postharvest and other infrastructure, the DA has allotted a budget of P11.28 billion. This will be spent to construct 2,777 drying, storage and processing facilities, and 4,526 units of dryers, storage and milling equipment, including dairy equipment and machineries.
The DA will also construct major agri-fishery trading centers such as in La Trinidad, Benguet; Urdaneta, Pangasinan; San Jose, Camarines Sur; and in Argao, Cebu.
For banner or commodity programs, the DA will spend a total of P11.35 billion, broken down as: P6.2 billion for rice; P951 million - corn; P1.3 billion - high-value crops; P1 billion - livestock; and P1.9 billion – fisheries.
To hasten the transport of farm and fishery products from production areas, the DA in partnership with local government units will construct and rehabilitate more than P5 billion worth of farm-to-market roads (FMRs), totaling 1,284 kilometers, under foreign-assisted and locally-funded projects.
“We have redesigned FMRs so that at least 50 percent of the budget goes to concreting critical road sections. This would ensure that the roads do not disappear after a flood,” said Secretary Alcala.
“We want to make sure that we do not only build roads and dams. We should build them better. Monitor them more closely, and ensure that they serve the purpose for which they were built,” said Alcala, who is a civil engineer by profession. [PNA]

MANILA, Philippines — BancNet, the country’s largest electronic banking consortium, recently welcomed three Luzon-based rural banks as subscriber-members in line with its thrust to extend the convenience of electronic banking to the countryside.
These banks are First Isabela Cooperative Bank (FICO Bank), Rural Bank of Central Pangasinan (RBCP Bank), and Rural Bank of Lubao (RBL). Their switch system will be provided by BancNet affiliate network E-CTK Solutions Inc.
FICO Bank is based in Cauayan City, Isabela and is majority-owned by six large cooperatives. It currently has 22 branches in Northern and Central Luzon and plans to deploy 27 ATMs to serve the cooperatives’ members as well as other ATM cardholders, including travelers.
RBCP Bank is based in Calasiao, Pangasinan and has 8 branches. It plans to deploy 10 ATMs. On the other hand, the Pampanga-based Rural Bank of Lubao has 2 branches and 2 ATMs running.
Of BancNet’s roster of 89 member financial institutions, 22 are rural banks.

MANILA, Jan. 21 (PNA) -- Often described as the Land of the Morning, from the Philippines' English version of its national anthem, this Southeast Asian archipelago takes pride in its paradise of beaches.
Given its 7,107 islands from Batanes up north to Tawi Tawi in the far south, approximately the length of China's Great Wall, any tourist, foreign or local, can make a memory in any of its available beaches.
And, with Philippine summer 2012 breathing down any tourist's need, the tourism department's "it's more fun in the Philippines" slogan is literally picking up.
One can literally have Eden in the country's beaches during summer, when the scorching sun exhales 32 degrees Celsius.
Good thing about these available beaches is the convenient proximity of beach resorts and cottages where tourists may stay for a couple of nights or more.
Up north, in the northwestern zone of the country's main island of luzon whipped by winds from the Luzon Bay are the beaches of Pagudpud and Currimao towns in Ilocos Norte where the cable link between Luzon and Hawaii begins.
In Pagudpud, 10 hours by bus from Manila, one can also have a glimpse of the power generating windmills in the nearby coastal town of Bangui, which also has its own class of resorts in the shadow of the Ilocos Mountain range.
Farther south is the Pug-os Beach Resort in Cabugao, Ilocos Sur, where one can go surfing in early morning before the tropic sun could breach the crowns of the Ilocos mountain range.
There are several cottages on the beach side, with amenities of three-star hotels including convention halls.
Only three towns away due north of Cabugao is Pinili, where warriors walked at the turn of the 20th century and during the Japanese occupation of the country in the 1940s.
In the 1900s, better armed American troops met machete-wielding guerrillas of Catholic priest Gregorio Aglipat in hand-to-hand combat, spilling blood and chopping bodies along the 3-mile gravel road leading to the forested hill town.
One of the best places for snorkeling and kayaking from sunup top sundown is Quezon Island in the locally popular Hundred Islands of Pangasinan.
The place is near the Lingayen Gulf where US Gen. Douglas MacArthur and his Allied Liberation Troops landed on Jan. 9, 1945 against Japan's Imperial Forces then occupying the Philippines.
While the group has been historically dubbed the Hundred islands, it has in fact 124 at low tide and 123 at high tide.
Superstition suggests that first-timers on a boat ride to the islands will be safe if they kiss the stone statue of Princess Urduja, the legendary princess of Pangasinan at the Hundred islands National Park.
Farther southwest of the Hundred islands is Nagsasa Cove, home to the Aeta -- sometimes spelled out Ayta -- aborigines of this country discovered for Europe by Ferdinand Magellan in 1521.
The Aetas have been relocated there after the bloody eruption of Mount Pinatubo in 1991 after more than 600 years of slumber.
From the cove, where one may share a meal with the hospitable Aeta community, one can have a side trip to the Camnara island, a white sandbar only seven minutes off Pundaquit shores.
The area is not far from what used to be called Subic Naval Base, the erstwhile drydock facility of the giant US Seventh Fleet.
There are also the Calaguas Islands in Camarines Norte in the palm-dotted Bicol Region northeast of the national capital of Manila.
The group's main island is called Tinaga, which has the longest white sand beach called the Halabang Baybay -- literally long sand zone or long beach.
Tourists who have been there, accessible by bus from Manila to the provincial capital of Daet and then a jeep to Calaguas, say there is a platform of orange clay colored rocks which makes the water cascade on their surfaces.
In the central Philippine province of Cebu, tourists can have Bantayan island for paradise in Southeast Asia.
At D'Jungle for dinner, one can have a taste, at very affordable prices, more than 50 dishes in their buffet spread.
The buffet includes a sumptuous variety of seafoods, meat slices and greens cooked in different mouth-watering styles.
For culture vultures, the town has old structures that have remained standing in the sun and moon despite a major fire in the 1970s.
And the Bantayan Catholic Church has bas reliefs on the exterior and interior described by architects as rather intricate.
It was in Cebu province where Magellan was slain by the first native, Lapu Lapu, to defy foreign domination of the islands in 1521.
Now, if a tourist's pick is pink sand, he can proceed to Sta. Cruz island in Zamboanga City in Mindanao.
The island's distinct pink color comes from the small pink coral fragments mixed with the white sand.
There are two islands in the Santa Cruz island: the Little and the Great Island Protected Landscapes and Seascapes, with only 40 families, from the minority Samnal tribe, allowed by the government to stay in the protected area.
The tourtist can also have a side trip to Camiguin off northeastern Mindanao.
The uninhabited White island is dubbed the "Island Born of Fire" because of its eight volcanoes -- reason for a wealth of hot and cold springs.
Any visitor can have a view of the sunken graveyard as well as the volcanoes Hibok Hibok and Vulcan Daan.
The area can be reached by a flight to Cagayan de oro, devastated recently by a killer typhoon, then a van to Agora market, a bus ride to Balingoan port, a boat to Mambajao, the provincial capital and then a pump boat to White island.
Truly, as tourist-returnees exclaim, it's more fun in the Philippines. (PNA)

Theme: “Understanding the Chinese Culture”
January 23, 2012
... Whole-day – Chinese food fair showcasing local Chinese restaurants and a lucky charm merchandise bazaar at the Senior Citizens Park in the Dagupan City Plaza.
“Tikoy” will be given away to anyone in the audience via a raffle draw, aside from the 2,400 one-sixth kilogram pieces paired with a packed drink allotted by the organizers for free taste.
3pm – Parade by different Chinese associations with the Dragon and Lion dancers from the Philippine Kian Tiak Institute of Tarlac in front. Dragon dance route is from Land Transportation Office (LTO) in Poblacion Oeste to Burgos Street, turn left to Perez Boulevard, then turn left again to M.H. Del Pilar St., and head straight to the City Plaza via A.B. Fernandez Avenue.
7pm – Program at the Dagupan City Plaza with presentations from PUI and Oakridge International School.
10pm – Grand Fireworks Display
