LINGAYEN, Pangasinan, Feb. 8 (PNA) -- The seemingly blown up issue on magnetite or black sand in Pangasinan is hurting Korean investors about to ground break their multi-million dollar eco-tourism project in Lingayen on March 14, this year.
Kim Moon Gil, president of the All Weather Aqua City Philippines who had been in Pangasinan for more than one year now to finalize multi-million dollar projects in Pangasinan, admits he rues over the 'noise' created by some detractors of the provincial government and expressed hope the issue will be resolved soon.
Kim Moon Gil, who does not speak a single English, called a press conference here on Tuesday with his partner, Kim Dong Pil, president of the All Weather National Housing based in Chicago, USA as interpreter, to express their disgust over issue of magnetite sand being raised by some people.
Kim Moon Gil's company is eyeing to invest in the 264-hectare reserved area owned by the province located in Barangays Estanza, Sabangan, Malimpuec and Capandanan in Lingayen, where it plans to build an eco-tourism zone that can bring in tourists and more foreign investors to the province.
He said there are many investors who already saw the place and most of them backed out because the area is unproductive as it is teeming with black sand which hinders the growth of plants.
Only the company of Mr. Kim Moon Gil stayed on, believing that the 264-hectare reserved land can still be made productive once the black sand is removed.
At the same time, he said, they stayed on because they believe in the passion and sincerity of Governor Amado Espino Jr. who welcomed them with open arms with no condition attached.
"It was us who actually asked Governor Espino to remove the black sand because no tree is growing," said Kim Moon Gil through Kim Dong Pil.
He said black sand is no good for trees which they intend to plant in the area along with the other vegetation.
He said they want the black sand separated from the pure sand first before they can come in and develop the place into an eco-tourism zone, which includes an 18-hole golf course, a swimming port, an amphibian port, tree plantation. housing project and domestic factories, one of which will fabricate moving houses and boat houses.
Separation of black sand from pure sand was going on for months till it suddenly stopped because of the complaint reportedly filed before the Ombudsman against Governor Espino and other top officials of the province, including Lingayen Mayor Ernesto Castaneda.
It is possible that some people may have mistook the initial phase of work in the reserved area as already a mining activity although it is not, said Provincial Administrator Rafael Baraan earlier.
"Why had they stopped?," Kim Moon Gil moaned, after visiting the area last Monday when he saw no more work in the area going on.
Stressing bluntly that they are not interested in the black sand, Kim Moon Gil wants the issue settled among all the parties as it may derail the timetable of their project.
He said his company is now seeking multi-million dollar loan from a bank in Korea which they will use in bankrolling their projects in Pangasinan and any one day delay in their project could result in their payment of interest
In his talk to newsmen, he said that they are eyeing to develop an 18-hole golf course in the area to be patronized by rich people, including foreign tourists.
He said the plan of his company is also to build an amphibian port where sea planes of 40-seater each from Subic will land.
Thus, tourists visiting Subic could proceed to Pangasinan by sea planes landing in Lingayen amphi-port, he said. The company, he said, is ordering seaplanes soon from Canada.
At the same time, the domestic factories will be put up by the Pangasinan Heavy Industries, headed by a top Korean engineer, Lee Sung Hun.
This is the company that will manufacture moving house and boat house for export to the United States, Europe and Korea, costing US$ 40,000 each.
Kim Dong Pil admitted his company in Chicago has made the first order of 150 moving houses which he plans to sell in the whole of U.S. to be installed in fiesta pavilions.
The moving house will use local bamboo and plastic as materials. Its workers will come from the local labor force, preferably from San Carlos City, Basista and Urbiztondo who are already making bamboo houses.
A prototype of the moving houses will be shown during the groundbreaking rite of the eco-tourism project on March 14.
Kim Moon Gil said that before the domestic factory will operate, they will train workers on how to make moving houses.
One unit of domestic factory, he said, has one manager and 9 workers. Initially, there will be 10 units of domestic factories that will produce moving houses, he said. (PNA)

LINGAYEN, Pangasinan, Feb. 8 (PNA) -- Preparations have finally begun for this year's Palarong Pambansa, the biggest and most colorful yearly sporting event under the auspices of the Department of Education (DepEd) slated May 6 to 12 to be hosted by the province of Pangasinan.
This was gleaned from a meeting here Wednesday (Feb. 8) of the Special National Management Committee of DEpEd in charge of the preparation of the Palarong Pambansa, attended by DepEd regional directors throughout the country.
The meeting held at the Sison Auditorium here was co-presided by DepEd Undersecretaries Francisco Varela, Rizalino Rivera and Alberto Muyot as well as assistant Secretary Tonisito Umali, attended by DepEd regional directors.
Also in attendance on the Pangasinan side were Vice Governor Jose Ferdinand Calimlim, Provincial Administrator Rafael Baraan and Provincial Board Members Jeremy Rosario, Von Mark Mendoza and Raul Sison.
Varela said DepEd allocated P205.375 million for this year's Palarong Pambansa, at least P135.6 million of which will be spent for the repair of facilities in the playing venues.
The remaining amount will be spent in pre-regional and regional athletic meets all over the country.
At the same time, Undersecretary Varela said he was very pleased over the preparations and arrangements now being done by the host province of Pangasinan headed by Governor Amado Espino Jr. for this year's Palaro.
It will be the second time since 1995 that Pangasinan is hosting the event. In 1995, Governor Espino was then the police provincial director of Pangasinan.
Francis de la Cruz, DepEd Sports Coordinator and member of the Technical Working Group of the Palarong Pambansa, said this year's Palarong Pambansa will be joined by some 10,000 athletes, coaches and officials from 17 regions of the country.
The athletes, he said, will not only come from the public elementary and secondary schools but also from the private elementary and secondary schools.
Last year's host to the Palarong Pambansa was Dapitan City with the National Capital Region as champion in both the elementary and secondary division.
Undersecretary Rivera said they will exert efforts to invite President Benigno S. Aquino III to grace the opening of the Palaro on May 6.
Most of the events for the Palarong Pambansa will be played at the Narciso Ramos Sports Center in Lingayen but some games will be given to the cities of Dagupan and San Carlos as well as the towns of Binmaley and Bugallon. (PNA)

SAN FABIAN, Pangasinan*—Professional squatters allegedly led by an influential village leader here continue to defy orders of the Department of Environment and Natural Resources (DENR) for them to vacate a big portion of a private property, including some portions of prime foreshore areas, they have “invaded” in the coastal barangay of Nibaliw Narvarte, this town.
The government order was issued by then-Environment Secretary Jose Atienza Jr. on December 16, 2009, but the squatters are not budging.
The area the illegal setters have occupied is a potential tourism spot near the beach head of the Lingayen Gulf. The site is being eyed by real-estate developers.
The group of illegal settlers organized into a “Narvarte Fisherfolks Association Inc.” Led by Nibaliw Narvarte Barangay Captain Recto U. Orjeda as the association’s president, with Fernando Abrio, Oscar Saplaco and Jerry Narvarte , all officers of the association, the group had earlier petitioned the DENR for a foreshore lease agreement (FLA) which the agency turned down for lack of merit.
Atienza had directed the Community Environment and Natural Resources Officer (Cenro) based in Dagupan City to enforce the department order.
However, with the continued occupancy of Orjeda’s group with a membership that has ballooned to more than 400, it appears that nothing came out of the DENR official’s directive. Some of Orjeda’s group were able to secure tax declaration documents for each of the areas they had occupied, averaging 2 hectares each.
But following a complaint from lot owners of the 30-hectare property being “invaded” by the illegal settlers, the tax declaration documents were canceled by Pangasinan Provincial Assessor Nestor Quiambao who based his “notice of cancellation” on a lower court decision “affirmed by the Court of Appeals and the Supreme Court.”
The group’s alleged modus operandi is to sell or lease the properties covered by the tax declarations.
Even some foreshore areas and private properties in nearby Barangay Bindang of this scenic coastal town are not spared by the group’s operations.
Informed of the group’s activities, Gov. Amado T. Espino Jr. issued a memorandum ordering all coastal barangay captains in the province to “refrain from endorsing foreshore lease applications along the Lingayen Gulf Foresore Area and its Immediate Environs.”
The governor cited Memorandum Circular 98-202 of the Department of Interior and Local Government “enjoining all Punong Barangays to adopt measures relative to the proliferation of squatters in their respective jurisdictions.”
A local official who asked not to be identified said that the Narvarte Fisherfolk Association was also able to convince Rep. Gina de Venecia (Fourth District, Pangasinan) to allocate P1.5 million for the construction of a barangay road in the area.
The construction, however, was stopped as it was being done within the 30-hectare private property.

MANILA, Philippines — A third year high school student from Dagupan City, Pangasinan, who topped the 5th Association of Southeast Asian Nations (ASEAN) Quiz national competition, will lead the group that will represent the Philippines in the ASEAN Quiz Regional Competition to be held in Phnom Penh,Cambodia in August.
Franchesca Anne Inacay bested 14 other students who were the champions of the regional-level ASEAN Quiz competition, held once every two years among third year high school students in 17 regions of the country.
The Autonomous Region in Muslim Mindanao (ARMM) and the CARAGA Region were not able to send contestants to this year's national competition.
Inacay will be accompanied to the ASEAN Quiz Regional Competition by South Cotabato student Krystianne Paul De Pedro and Ma. Angela Krizelle Rubin, from Calbayog City, who won second and third places, respectively.
Fourth placer Danilo D. Tabilas Jr. from Tuguegarao City, on the other hand, will serve as alternate contestant in case anyone of the three winners will be unable to compete.
According to Foreign Affairs Assistant Secretary Teresita Barsana, the ASEAN Cultural Fund will shoulder the team's international round-trip airfare and board and lodging relative to their participation in Cambodia.

MATANAO, Davao del Sur, Feb. 9 (PNA) - The construction of the P160-million modern rice processing complex in Matanao here is ongoing and is expected to improve the quality and quantity of rice production in the area.
Rodolfo P. Estigoy, chief of the Applied Communication Division of the Department of Agriculture-Philippine Center for Postharvest Development and Mechanization (DA-PhilMec), said the post-harvest facility aims to introduce modern facilities in the area for palay processing.
Estigoy said the rice complex in Davao del Sur is included in Phase II of the Korea-Philippines Modern Integrated Rice Milling and Complex project.
The project includes one in Santa Barbara, Pangasinan which is already operational; another one in Pototan, Iloilo which has started; and in Pilar, Bohol which is awaiting completion as of presstime.
Phase 1 of the project involved the construction of a rice processing complex in Aurora province in 2006.
The rice processing complex, which broke ground last year, is a joint project of the Korean International Cooperation Agency (KOICA) which gave a grant of P120 million for the project, DA regional office and the local government of Matanao.
The Korean government, through KOICA, provided funding for the rice processing complex project after it was inspired by the success of its Agricultural Machinery Rental System (AMRS).
Korean farmers were able to cut their post-harvest losses from six to one percent after the construction of 328 rice processing complexes and up to 568 drying and storage complexes.
The project aims to increase the value of milled rice by up to P24 million per year, increase the rice farmers’ income and achieve the country’s rice self-sufficiency by 2013.
Estigoy said the rice processing complex in Matanao, which is being built on a 1,700-square-meter lot, will help the farmers raise the quality of their palay harvests and improve their income through the use of a kerosene-powered furnace.
The mechanical dryers are expected to shorten the drying time of the palay and are expected to improve the quality of the grains.
The rice processing complex will include post-harvest facilities like modern rice mills, mechanical dyers and warehouses, he added. (PNA)

PLASTIC plates, cups, spoons, forks, styrofoam utensils, and other non-biodegradable materials will be banned in this year's Palarong Pambansa, which will be held in Pangasinan.
"Pangasinan’s hosting of Palarong Pambansa 2012 will become the benchmark for the next Palaro and thereafter," said Governor Amado Espino Jr., as the Provincial Government steps up preparations for the Philippines' summer national games.
Department of Education (Deped) undersecretary Francisco Varela expressed similar sentiments, saying the national games for this year "will be the cleanest and greenest."
Food distribution will be done in an "environmentally-friendly manner," he added. "We will ask again the regional directors to lead again this effort of preparing their respective delegations to make sure that we will continue this good practice started in Dapitan last year."
The Palarong Pambansa Special Management Committee was in the province for three days from Tuesday to Thursday.
Besides Varela, among those who attended the meeting in Pangasinan were DepEd undersecretaries Rizalino Rivero, Alberto Muyot, and Yolanda Quijano and Assistant Secretaries Elena Ruiz and Armanda Cruz.

They were welcomed by members of the Technical Working Group in the province.
Present at the management committee meeting held Wednesday morning held at the Sison Auditorium here were Provincial Administrator Rafael Baraan, Vice Governor Jose Ferdinand Calimlim Jr., Board Members Danny Uy, Von Mark Mendoza, and Jeremy Agerico Rosario and the heads of offices and departments. Also present were the heads of the six schools divisions in the province.
After the meeting, the 16 regional directors draw lots for their respective billeting areas, and in the afternoon, they visited and conducted ocular inspection at the billeting school they had picked.
Undersecretary Varela said the budget of DepEd for the conduct of the Palarong Pambansa, including the pre-regional and regional sports competitions that will be undertaken by the different regions is P205.375 million.
"P136.5 million will primarily cover financial assistance that will be given to all the regions for them to prepare and provide the resources and logistics for their respective delegations,” he added.
He said that as earlier agreed upon by DepEd and the Provincial Government, repairs of facilities/playing venues will be the responsibility of the host province. The cost of the needed repairs at billeting schools will be shared by DepEd and the province.
Athletes will no longer sleep at hard floors. Varela said the Philippine Sports Commission is providing around 2,000 cots while the province and DepEd will respectively provide additional beddings.
Meanwhile, Baraan said the province will provide each region a shuttle bus and shuttle vehicles for their transportation; one pig or 40 chickens, one sack of onions, salt, and other basic cooking ingredients.
Provincial Health Officer Anna de Guzman said each region will have assigned doctor, nurses and other medical personnel to complement their respective medical teams; one ambulance will be assigned for each cluster.
Espino said the province was very successful in hosting the 1995 Palarong Pambansa. This year will be far better and memorable to the delegates.
The Palarong Pambansa is scheduled on May 6 to 12. Majority of the games will be played at the Narciso Ramos Sports and Civic Center here (constructed in 1995). Other playing venues are in Lingayen, Bugallon, Dagupan City, San Carlos City and Binmaley.

Dr. Roland Joseph Mejia, center chief of the Region I Medical Center said that through donations and assistance from various people and groups, the cancer center will open before the year ends.
In 2011, at least 332 cancer patients sought medical help at the R1MC prompting the DOH to conceptualize and build the cancer center to help ease the burden of those inflicted with cancer and save them from travelling to Manila and other places with modern hospitals.
“With the facility, indigent patients suffering from the disease can avail of affordable treatments and services right here,” Mejia said in a press briefing at the R1MC conference room.
The R1MC is now preparing the papers and documents to be submitted to the office of the President.
The cancer center, which will benefit Regions 1, 2, 3 and Cordillera, will be named President Corazon Aquino Cancer Center, in memory of the late president who died of colon cancer in 2010.
The administration plans to invite President Benigno Aquino III to inaugurate the facility.
Mejia said the Health Facility Enhancement Program (HFEP) of the DOH will also greatly benefit the in-patients and out- patients of R1MC with the ongoing upgrading and face-lifting of the hospitals.
From the present 300-bed capacity, the R1MC is envisioned to be a 1,000 –bed capacity medical center complete with the upgraded surgical, medical, OB-Gyne and special areas.

DAGUPAN CITY – A total of 5,948 job seekers were registered by the City Employment Service Office (CESO) here during the last two quarters of 2011.
Based on the July-December 2011 accomplishment report released by the CESO, 3,922 of these job seekers sought local occupations and 2,026 looked for employment opportunities outside the country.
CESO had referred 2,647 applicants for local vacancies and 1,862 entrants for international job openings, enabling 4,509 job seekers to have matching works with 365 various unoccupied posts and 48,061positions solicited from the Philippine Overseas Employment Administration’s (POEA) website.
Eighty four from the local employment seekers have successfully landed posts in companies in the city and within its vicinity.
Of the overseas job applicants, nine have been placed to work as nurse in Saudi Arabia, 132 were qualified for employment, three are now waiting for their visas, 148 were recommended for further vacancies and 112 advanced to further evaluation.
For the said period, CESO has conducted two career fairs and assisted 41 special recruitment activities, 20 of which were for local employers and 21 were for firms abroad.
CESO also has facilitated orientation programs on foreign employment: twice for the Korean Employment Permit System (EPS) and eight times for the Skills and Technology Transfer Project (STTP) which has sent eight trainee-applicants to Japan.
The office has also enrolled 50 beneficiaries to the Special Program for Employment of Students (SPES) and 75 workers for the Emergency Employment Program for Informal Settlers.

DAGUPAN CITY, Feb. 10 (PIA) -- The Department of Labor and Employment in the Ilocos Region is set to stage a series of job fairs for the first six months of the year to strengthen its job search assistance services to the public.
DOLE information Officer Arly Valdez said job fairs in the region will start in February while the events in Pangasinan will start in the month of March scheduled tentatively on the following dates: March 8 at the Urdaneta City University (local employment) and March 23 at the Narciso Ramos Gymnasium in Lingayen town.
For April, the dates and venues are: April 16 at the Provincial Employment Services Office (PESO), Municipality of Manaoag (local and overseas)and April 26 (tentative) at the PESO Office, Municipal Hall of Infanta town (local and overseas).
On May 1, jobseekers can flock to the SM City in Rosales town and on June 12 at the Narciso Ramos Gymnasium in Lingayen town.
The upcoming job fairs will bring together 25 local employers and 35 licensed recruitment agencies for overseas employment. The local employers invited to participate are Addessa Corporation, Archway Multi-services Corporation, Bamcor, Banco San Juan, BHF Corporation, Digitel, EEI Corporation, Isonn Marketing, Marand Resort and Spa, Napintas Logistics Distribution, Inc., Pancake House, Inc./Chowking, Peer Marketing Motor Sales Corporation, Puyat Steel, Rang-ay Bank, Saver’s Print Marketing, Splash, United Coconut Planters Life, Universal Leaf Phils., Welform Trading Corporation, Expercs, Inc., Sitel Phils., Sutherland Global Services, The American Institute, TSPI Development Corporation, and Trust International Paper Corporation.

There is an ongoing political controversy regarding an eco-tourism development in Pangasinan. It centers around a golf course and resort area being developed in barangays Sabangan, Estanza, Malimpuec and Capandanan, just a few kilometers outside the provincial capitol of Lingayen. The 300-hectare beachfront property was idle land sitting along Lingayen Gulf across the breadth of the four barangays.
In 1998, Pres. Fidel Ramos issued Presidential Proclamation 1258, ordering the development of the property into an eco-tourism zone. The plan included resorts, an amusement park, an aqua sports center, hotels, bars and restaurants, high-end residences and an 18-hole golf course. After Ramos stepped down, from 1998 to 2007 the project did not progress, and the land sat idle once again. The development was revived when former congressman and police general Amado Espino Jr. was elected governor of Pangasinan. A ground-breaking ceremony was held, with Ramos teeing off at the site where the golf course would start. It would be the first and only first-class facility of its kind in the history of the province, and would hopefully attract first-time foreign investors and tourists.
It is only natural for golf course designers to move hundreds of tons of earth to optimize existing conditions and make them more appealing to golfers. In this case, it was made even more necessary to discover why plants and trees were hardly growing on the large tract of land. Only very small isolated patches of coconut trees and crabgrass dotted the property. It was curious, since the surrounding areas were rich in trees, grasses and plants.
The answer came upon digging for the bunkers and six lagoons which will serve not just as hazards for the golf course, but as catchbasins for the water used on the greens fairways. It was black sand.
“It turned out that the unwanted material found – aside from lahar, which was also found in this area – are deposits of magnetite sand,” Alvin Bigay, one of Pangasinan’s provincial engineers, told The STAR at the site.
Magnetite is a form of magnetized iron oxide, and is the most magnetic naturally occurring mineral on the planet. It is usually found in beach sand, carried there by erosion. Large deposits are common in California and New Zealand, as well as Chile, Uruguay and Australia. It is also called iron sand. Magnetite also has commercial value, selling anywhere from $50 to $170 or higher per metric ton, depending on the composition of the sand. The magnetite found in Pangasinan had to be removed and replaced with varieties of soil to make a suitable environment for grass, plants and trees to grow.
“Since we have no technical expertise in removing that magnetite sand, the recommendation was for us to get the services of a mining firm,” Engr. Bigay explains. “So what happened was, a mining firm volunteered, small-scale mining was effected, then we found out that there was a moratorium on the issuance of environmental clearance certificates.”
This is where the controversy started. The political opposition accused Espino of illegal mining. But the provincial government did stop digging after the moratorium was discovered, and procured the necessary clearances from the Department of Environment and Natural Resources to conform with government regulations and proceed with the preliminary development of the property. According to Bigay, the sand removal was classified as ordinary quarrying, and the Pangasinan Provincial Mining and Regulatory Board not only approved the sand removal, but endorsed the project, as well. In the meantime, several local and foreign developers had already been bidding for the project.
Now, the accusation is that the provincial government will make money off the black sand. But there are government regulations on these types of situations, and a portion of whatever revenues may be generated by the sale of the magnetite will go back to the communities it came from. So the issues are not so controversial, after all.
To begin with, the project was a vision of former Pres. Ramos, not initiated by the current provincial administration. Secondly, even now the surrounding properties are already being benefited, since a road network has been added and will be improved upon. Third, property values in the area are sure to go up, as they usually do when golf courses, resorts and other sports facilities are built. For certain, resorts will sprout up around the eco-tourism zone, for those who cannot be accommodated or cannot afford it. Fourth, the project will spur development throughout the province, turning unused land into a destination for foreign and local tourists and businessmen. Considering Pangasinan’s history and its massive size, it is ironic that there are no five-star hotels and upscale resorts in the entire province.
Also, it takes a sportsman to see the value of a catalyst centerpiece sports facility. In the capitol Lingayen, Espino has refurbished resorts, put up a driving range, renovated the Narciso Ramos Sports and Civic Center (which he built in 1995) and acquired the rights to host the Palarong Pambansa, for which he is also building a new swimming pool. The governor is also rebuilding the airport in Lingayen to facilitate tourist arrivals. He is using sports to take the province to the next level of development by creating a place to go and an easy way to get there. In the past, people would just cross Pangasinan on their way to Baguio or Ilocos as they would a busy intersection. The difference will be apparent when the eco-tourism development is finished. The golf course is just a part of it, and is being misinterpreted and used as petty political ammunition against him.

teams undergo workshop
DAGUPAN CITY – The City Health Office (CHO) sent the first of the three batches of Community Health Teams (CHT) to undergo a three-day Orientation and Mobilization Workshop at the Pangasinan Medical Society (PMS) building in barangay Poblacion Oeste here from February 7 to 9 this year.
The initial group of 50 health team partners attended the workshop designed to equip the CHTs with the rudiments of health care before their deployment in the villages sometime in March this year.
Composing the CHTs are barangay captains, rural health midwives (RHMs), barangay nurses (BN), barangay health workers (BHWs), barangay service point officers (BSPOs), parents and community leaders.
Among the topics discussed in the three-day seminar were the mandate of CHT program and implementation guidelines, Pantawid Pamilyang Pilipino Program (4Ps) and breast cancer awareness campaign.
Facilitating the workshops were Department of Health (DOH)-Pangasinan Representative Jose Soriano, Public Health Nurse IV Mylona Okol, Rural Health midwife II Gina Tamayo, representatives from PhilHealth, a conditional cash transfer (CCT) coordinator and City Health Officer Leonard Carbonell.
Mayor Benjie S. Lim welcomed the participants on the first day of the workshop while Carbonell presented the City Millennium Development Goal (MDG) Breakthrough Strategic Plan.
Workshop case studies were done on the second day. The CHT’s respective assignments were given on the third day.
Each of the CHT partners will be assigned to 20 families in 16 CCT-covered barangays to serve as the front lines of health assistance in the area.
Training for the second batch will be on February 15-17 and February 27-29 for the third batch.
The CHT initiative was mounted by the city government for the basic health care programs to reach the poorest and underserved families as indentified via the National Household Targeting System (NHTS) for poverty reduction by the Department of Social Welfare and Development (DSWD), in line with the government's Kalusugan Pangkalahatan program aimed at rendering health care to all Filipinos and to fulfill the United Nation’s development goals. President Corazon Aquino Cancer Center soon to rise in Pangasinan

Dr. Roland Joseph Mejia, center chief of the Region I Medical Center said that through donations and assistance from various people and groups, the cancer center will open before the year ends.
In 2011, at least 332 cancer patients sought medical help at the R1MC prompting the DOH to conceptualize and build the cancer center to help ease the burden of those inflicted with cancer and save them from travelling to Manila and other places with modern hospitals.
“With the facility, indigent patients suffering from the disease can avail of affordable treatments and services right here,” Mejia said in a press briefing at the R1MC conference room.
The R1MC is now preparing the papers and documents to be submitted to the office of the President.
The cancer center, which will benefit Regions 1, 2, 3 and Cordillera, will be named President Corazon Aquino Cancer Center, in memory of the late president who died of colon cancer in 2010.
The administration plans to invite President Benigno Aquino III to inaugurate the facility.
Mejia said the Health Facility Enhancement Program (HFEP) of the DOH will also greatly benefit the in-patients and out- patients of R1MC with the ongoing upgrading and face-lifting of the hospitals.
From the present 300-bed capacity, the R1MC is envisioned to be a 1,000 –bed capacity medical center complete with the upgraded surgical, medical, OB-Gyne and special areas.

Location
Located at the town of Lingayen, parallel to the beach running roughly east to west along Lingayen Gulf. Also known as 'Lingayen Aerodrome' or 'Lingayen Field'.
Construction
This airfield was built prior to the war by the Americans (possibly Philippine Army). The field was used as a landing field by US pilots flying familiarization flights in North Luzon. A Philippine Army contingent (most likely the troops of the 21st Division, Phil Army) was also stationed in the area. When the Japanese struck Clark and Iba on December 8, 1941, some of the USAAC pilots landed their P-40s at Rosales Airfield and Lingayen Airfield.
Japanese Usage
Occupied by the Japanese when they landed at Lingayen Gulf in December 1941. Extensively used by the Japanese in 1944 for both Army and Navy aircraft, flying from the Formosa and Japan, when the threat against the Philippines by American forces approached.

American Usage
After the American landing at Lingayen Gulf on January 9, 1945, this area was liberated on the first day. Liberating American forces did locate several wrecked planes at the airfield including the wreckage of Ki-67 Peggy and G4M2 Betty 12142.
The airfield was repaired and improved, including a portion on the beach built by the 836th Engineer Aviation Battalion, and Filipino labor, using 'sawali' (woven palm fronds) with marston matting over top to form the surface of the runway, to keep the sand down. The repairs were completed in late February 1945 and it was immediately put into use by fighter and tactical reconnaissance squadrons, and was capable of handling B-25 and larger aircraft. Used as an emergency field for damaged aircraft returning from strikes against Formosa that were damaged or too short on fuel to reach Clark Field.
Also known as APO 70. During July 1945 the control tower was code named "Goatee Tower"
Japanese Air Raids
January 29, 1945 a solitary plane dropped four bombs onto the runway.
Ken Barber adds:
"The Filipino matting was called 'sawali' (woven material used for houses) and was made of woven fine split bamboo. The 38th BG was not at Lingayen but rather at nearby MANGALDAN air field, a much bigger facility I believe. My friend Harry Terrell was with the 38th and flew missions from Mangaldan."
Travis Smith, 41st FS P-51 pilot remembers:
"We were stationed briefly at Lingayan, but because of trouble flying the Mustangs off that strip because the matting and our tail wheels. We ended up at Clark Field, swapping sites with a P-38 outfit. They defiantly got the worst of the deal."
Today
The Lingayen Capital Compound and memorial is located behind the airstrip. The present runway uses part of the original wartime runway but can only accommodate light to medium aircraft. Airport code: RPUG.
Tony Feredo visited in 2004:
"The Lingayen Field was shortened after the war. Its original length covered the grounds of the Lingayen provincial capital and its revetments were near the road that you see now. You have to drive further down the road near the Philippine National Police HQ. You can't miss it as I even walked in the airstrip itself. The length reach part of the capitol. I have photos of Privateers and B-24s taking off from Lingayen as well."

DAGUPAN, Feb. 12 (PIA) — More than 80 students of the Philippine College of Science and Technology (PHILCST) have joined hands on Friday to clean a portion of the Tondaligan Beach here.
City Waste Management Division (WMD) Chief Teddy E. Villamil Jr. said in an interview Friday that the activity was part of the foundation anniversary of the Calasiao town-based PHILCST.
He expressed elation over the college’s preference for the city, saying that the students wanted to help in the city’s extensive waste management and environmental campaign.
He said the activity was different from the others because the volunteers were first briefed on how to efficiently conduct the clean-up before embarking on it.
The students were told to go in batches to pick up only the kind of wastes (recyclable, non-recyclable and residuals) designated to them so that the garbage would pile up segregated, he explained.
Expressing hope that similar schemes should be done in future clean-up activities, he said schools and non-government organizations may coordinate with his office for guidance on how to systematically conduct such.
Villamil talked to students about the environment and waste segregation after the clean-up.

BYOB - Bring your own bag when shopping in Urdaneta City
GOING GREENER
URDANETA CITY—After opening the first engineered sanitary landfill in the province, this city is bent on further improving waste management by implementing a “Bring Your Own Bag” (BYOB) program to minimize, if not eliminate, the use of plastic bags.
The city council has passed an ordinance on the program, which is now under review by the provincial board.
The ordinance, jointly authored by Councilors Mark Joseph Andrada, Blesildo Sumera and Jennylin Sison, states that “plastic bags are rampantly used as packaging materials here and elsewhere”, and needs to be limited through the promotion of alternative packaging materials that are environment-friendly.
The ordinance also points out that plastic bags and polystyrene plastics (styrofoam), being non-biodegradable materials, clog the city’s canals, creek, rivers and other waterways.
The councilors who authored the ordinance said despite serious effort of the city to segregate compostable and recyclable waste materials, these plastics and other similar materials remain in the waste stream.
With the BYOB campaign, the councilors said the city will hopefully be able to reduce its high operating and maintenance costs on waste management.
The city government encourages the use of bayong (woven bags), katsa (cloth bags), paper bags and other natural materials like banana and taro leaves under the BYOB program.

DAGUPAN CITY—Vice Mayor Belen Fernandez and the Sangguniang Panlunsod are looking into lands bought using public funds but have remained unregistered in the city government’s name.
The council budget committee in an en banc session presided over by Fernandez took up Dagupan’s audit report on P88 million worth of properties but allegedly bought by the city for about P120 million.
“There are two problems here,” she said. “The people of Dagupan paid for something and yet, technically, they do not own it. The next is that there are ongoing penalties being charged by the Bureau of Internal Revenue for these properties.”
Allegedly unregistered is a 30-hectare land in Barangay Awai, San Jacinto purchased in 2002.
Originally meant for a sanitary landfill, the property drew atention when its selling price was allegedly adjusted from P7 million to P16 million.
But the land was eventually claimed under the Comprehensive Agrarian Regorm Program, resulting in lawsuits against the city government.
“It’s been 10 years, and yet the ghost of Awai continues to haunt us,” said Fernandez, citing the urgency of accounting for “the 120 million worth of properties that Dagupan City rightfully owns.” Brenda Jocson Gaudia

DAGUPAN CITY – The City Health Office (CHO) sent the first of the three batches of Community Health Teams (CHT) to undergo a three-day Orientation and Mobilization Workshop at the Pangasinan Medical Society (PMS) building in barangay Poblacion Oeste here from February 7 to 9 this year.
The initial group of 50 health team partners attended the workshop designed to equip the CHTs with the rudiments of health care before their deployment in the villages sometime in March this year.
Composing the CHTs are barangay captains, rural health midwives (RHMs), barangay nurses (BN), barangay health workers (BHWs), barangay service point officers (BSPOs), parents and community leaders.

1. Matutina’s Seafood Restaurant – Matutina’s Seafood Restaurant is one of the favorite seafood stops of tourists. If I remember it right, Former President Gloria Macapagal-Arroyo mentioned in some of her interviews that Matutina’s is her favorite restaurant in Pangasinan that’s why the media got curious about it. I rarely go there even if I am a resident of Dagupan because way back, i find it too pricey. Now that I am already based in Metro Manila, i find their prices reasonable. They have big servings too and they serve good seafood dishes compared to those offered in more expensive restaurants in Metro Manila. The last time i went there with some travel bloggers, we ordered Buttered Shrimps, Boneless Bangus, Squid and my favorite – Adobong Talaba!

2. Dagupena Restaurant - A lot of people asked me if i am a part-owner of this legendary restaurant (how i wish i can say yes! LOL). Dagupena Restaurant is one of the oldest restaurants in Dagupan City before they moved to a bigger place in Calasiao, Pangasinan a few years ago. It was a favorite hangout place of some of Pangasinan’s politicians and media people. When I was a little kid, we used to order take away dishes there especially if i need to look after a relative in the nearby hospital. For my past homecoming trips, I usually invite my grandparents to Dagupena Restaurant in Calasiao to eat dinner. I love the native-feel of the place. I recommend that you try the Binagoongang Crispy Pata. They specialize in Filipino dishes.

3. Silverio’s Seafood Restaurant – I had my recollection of the place as child. My father and I frequently eat and dine there since it was near the radio station where he used to work. I remember him and his officemates eating pulutan (Talaba as usual) while drinking and listening to a live band. It is located near the Dawel River. I was with some of the Pangasinan bloggers the last time I went there. Even Janette Toral and Gary Viray can attest how fun it is to go there just eating good food while listening to music with the cool breeze of the wind beside the river. Ang saya! Try their Crispy Pata and all the pulutan food you can possibly think of.

4. Plato Wraps Restaurant – Nah, I am not talking about the popular food stall. I’m seriously talking about the restaurant! Plato Wraps originated in Dagupan City (Panaderia Antonio to be specific). I remember buying my favorite Very Veggie in one of their stalls located in Lyceum-Northwestern University. I was surprised when my grandfather told me that he’ll bring me to the restaurant version sometime in 2008. I am so proud of the restaurant that I ended up bring Tyron Perez and Jade Lopez when they had a show in Dagupan. The restaurant version specializes in steaks with reasonable prices. The place looks sophisticated and i love the variation of food selection.

5. Galvan’s Pigar-Pigar Strip – Aside from the Bangus-related dishes, Dagupan City is also famous for its authentic Pigar-Pigar. It is strategically located in Galvan Street beside the market. To be honest, there’s nothing really that spectacular with the Pigar-Pigar. Eating within Galvan Street makes it extra special because of the ambiance. I think Pangasinenses as well as guests who were able to eat there will agree with me that it is the place in Dagupan where you will see the rich and poor bond. If you want to witness Dagupenos from different walks of life in one sitting while eating, this is the perfect place. You can also taste the quirky food Kaleskes here. Oh by the way, the Pigar-Pigar Festival is scheduled this month too!

ECO-TOURISM PROJECT AT RISK
A KOREAN investor who has committed to build several projects in the 264-hectare tourism-industrial park in Lingayen has appealed for the immediate resolution of the issue over the alleged illegal black sand mining in the area.
Kim Moon Gil, president of All Weather Aqua City Philippines, said the stoppage of the separation of black sand from pure sand already going on for months in Barangays Estanza, Sabangan, Malimpuec and Capandanan in Lingayen will have a considerable negative impact on their plans.
The black sand separation is supposed to be part of the groundwork for the 18-hole golf course that the company will build.
Kim, despite being unable to speak English, called a press conference at the Capitol Resort Hotel last Feb. 7 and said through an interpreter, his business partner Kim Dong Pil, that he felt sad that the separation of black sand, also called magnetite sand, has been stopped.
He explained that contrary to allegations, the black sand extraction is by no means intended as a mining operation but a necessary part to build their project.
Aside from the golf course, Aqua City will also set up a hotel with a swimming pool, tree plantation, an amphibian port for sea planes that are expected to fly in and back to Subic, and factories that will manufacture export goods.
Work has been stopped in the area after some residents in the affected barangays filed a complaint against Governor Amado Espino Jr. and other provincial officials before the Ombudsman alleging illegal mining and citing threats to the environment.
A call for an inquiry before the House of Representatives has also been filed.
Kim explained that he was actually the one who sought the removal of black sand otherwise investors would not come in.
"Black sand is no good. It is no good for trees and plants which we intend to plant in most of the areas," he said in Korean.
He added that several other foreign investors have actually walked away after seeing the area because they were discouraged by the soil composition.
But they, Kim said, saw the potential and believed that the black sand could be addressed.
GROUNDBREAKING
Before the stoppage, Aqua City was already planning to have a groundbreaking ceremony on March 14, during which the company will also showcase one of its products, a moving house intended for export that will be manufactured here.
Aqua City had been in Pangasinan for one year and four months now in preparation for the project.
Kim said he is worried about the delay because it will impact on the loan that his company applied for with a bank in South Korea for the investment.
He said a delay on the project will bear on his company that will have to pay the interests on the bank loan.
The investors stressed that their project will be beneficial to the province with the entry of tourists and employment opportunities at the factories.
The company is eyeing to connect Subic and Lingayen via sea planes they will purchase, thus the need for an amphibian port.
They also intend to strengthen the river embankments to prevent overflows which occur during rains.
The domestic factories, they continued, will be built by the Pangasinan Heavy Industries, which will manufacture, aside from the moving house, boat houses made of bamboo and plastic.
Ming Dong Pil said his company, All Weather National Housing based in Chicago, already ordered 150 moving houses to be marketed in the U.S.
Workers from Pangasinan will be employed for manufacturing the moving houses.

The National Grid Corporation of the Philippines (NGCP) failed to convince the Fourth Division of the Court of Appeals that it should not pay P221.73 million in local taxes the municipal government of Labrador, Pangasinan has asked the court to enforce.
On March 18, 2010 NGCP received from Labrador’s municipal treasurer an order meant to enforce the town’s tax of two percent on the gross receipts of the National Transmission Corp. (Transco) in 2007 and 2008. NGCP took over the operations of Transco on January 15, 2009.

The CA Fourth Division, in the ruling penned by Associate Justice Rebecca Guia-Salvador, dismissed the petition of NGCP against Labrador town’s tax claim and warrant against the deposits of NGCP with the Land Bank of the Philippines.
NGCP’s contention that it cannot be held liable for Transco’s tax obligations was rejected by the appellate court.
The CA also said Labrador municipal treasurer Edualino Casipit did not commit grave abuse of discretion when it issued the tax claim order against NGCP.
“The acts of respondents Casipit and the municipality, as public officer and a government instrumentality, respectively, enjoy the presumption of regularity, especially as they are merely in the exercise of powers expressly granted by the Local Government Code,” the CA said in its decision.
“The takeover raised the presumption that petitioner has assumed possession of Transco's assets, cash and receivables, including charges for local taxes for the periods concerned. Such property may be distrained under the authority granted to the public respondents by Section 175 of the Local Government Code,” the CA ruled.
The NGCP was awarded by the Power Sector Assets and Liabilities Management Corporation (Psalm) the “concession to assume the power transmission functions” of Transco,” according to court records. — ELR, GMA News

My mole said SM management has signified to the office of the mayor that it would have its own water system independent from the National Water & Sanitation Association -Dagupan City on its site at Brgy. Tambac.

He said SM did not give a qualm in paying the lot offered by the last “stalling” owner who sold it for a staggering P40 thousand per square meter. This in contrast with a stalling owner of Dagupena Restaurant whose inflated offer per square meter to Robinson Mall –Calasiaowas not been called by the latter.
The mole said the entry of SM in Dagupan is a double whammy.
“It gives a thousand of jobs to Dagupenos, and would marginalize the “monopolistic” CSI malls owned by the family of vice mayor Belen Fernandez in the City. Whether we like it or not the entry of SM to a city like Dagupan is inevitable. It’s a symbol of progress and modernization,” he stressed.
“How about the members of the City Council (SangguniangPanlungsod) who are mostly allied with Vice Mayor Fernandez? Surely they would would block with tongs and hammer the entry of SM in deference to the vice mayor” I posed.
“They could not prevent SM. They would even abandon the Vice Mayor on this case,” my mole confidently told me.
Susmariosep, what? Abandon the vice mayor? That’s a P2 million curious question for each one of them that I should be asking my mole but he hurriedly left as he has an appointment with somebody.
This is funny. But I remembered former Vice Mayor and incumbent councilor – the amiable- RomySim of Rosales who gave me a month ago a white paper attacking the members of the town council because each of them allegedly received a half-a-million pesos sum allegedly from the management of SM for allowing it to run SM Rosales Transport Terminal through a one sided contract of 50 years.
The paper exposed that most of the members of the Sangguninang Bayan (town council) conspired with SM Prime Holdings, Inc. to extend the lease or “Operational Rights” of the latter to run the terminal for the next 50 years.
“An onerous contract”, according to the paper that has been poorly written in Filipino that got the goat of Rosales Mayor RicRevita who vetoed the resolution voted by the town’s dads.
But he did not succeed as the councilors thwarted his veto by the required by law’s two-third votes from the councilors who are critical to his administration.
Revita decried that Rosales, even it would become a city, would still be tied-up with the 50 years provision instead of the 20 years that was left to the town’s contract with Hausland who ran the central terminal before.
Romy denied this accusation and instead trained his gun to a politician who most of the members of the August Chamber suspected to be behind the circulation of the poison letters that made a rip- off out of them.

LINGAYEN, Pangasinan, Feb. 14 (PNA) — Region 1 is a rice exporting, not importing region, based on records of rice production in year 2011, according to the Department of Agriculture.
Cris Bautista, DA assistant executive director, revealed here that Region 1, comprising Pangasinan, La Union, Ilocos Sur and Ilocos Norte, scored 60 percent above-sufficiency level last year.
This means that Region 1 is not importing rice from other regions and also from abroad, said Bautista who was among the regional officials who listened to the State of the Province Address (SOPA) of Gov. Amado Espino Jr. last Monday.
He explained that though rice shipment from abroad is being unloaded in Poro Point in San Fernando City, this is not intended for Region 1 but for the Cordilleras and other regions.
According to Bautista, Pangasinan produced 1.5 M metric tons of palay last year. Out of these, some 900,000 metric tons or roughly 70 percent are produced in Pangasinan.
Bautista confirmed the statement of Gov. Espino in his SOPA that Pangasinan is not only biggest rice producer in Region 1 but also the second biggest producer of the staple throughout the country, behind Nueva Ecija.
Pangasinan, he said, is producing rice only a little bit lesser than Nueva Ecija.
The only difference is that Nueva Ecija produces more rice during the dry season than Pangasinan because the former has more irrigated rice lands than the latter.
But during the rainy season, Pangasinan has more rice production because of its wider rain-fed areas for rice farming.
However, the province of Pangasinan is expected to overtake rice production in Nueva Ecija with the completion of the re-regulating pond of the San Roque Multi-purpose dam by August this year.
The project is expected to irrigate an additional 31,000 hectares of riceland in eastern and central Pangasinan when operational.
Pangasinan has a vast land area of 180,000 to 200,000 hectares devoted to both rice and corn.
Bautista said Region 1 is also the fifth corn producing region throughout the country but in terms of quality, Region 1 specifically Pangasinan, is the number one producer.
He advised farmers to plant corn in areas not serviced during the dry season by the National Irrigation Administration (NIA)
In terms of earnings, rice farmers earn the same as corn farmers in Region 1. (PNA)

imho, investors are just being practical or playing it safe. the mayor and vice mayor of dagupan city are both in the retail business. the bottom line is they have to protect their own, and what better way to do this is to run for office. next year's mayoralty elections, the VM camp is carefully planning to unseat the incumbent Mayor. a septuagenarian political bigwig or someone from his camp is being eyed to run just to pull through with the plan. until these two rival tsinoy politicians hold higher office in the city, dagupan will never prosper!:ohno:

1st PANGASINAN LITERARY AWARDS
Poetry, Essay and Short Story Writing Contest
The Pangasinan Literary Awards, is the province’s 1st literary contest, conceptualized to help develop Pangasinan literature by providing incentives for professional and aspiring Pangasinan writers to craft their most proficient literary works in their native language. This award, is thus, envisioned to also help in the preservation of the Pangasinan language and in the Pangasinenses’ appreciation of their mother tongue, in the written form.
On its first year, the PLA announces that it is now accepting submissions for Poetry and Short Story Categories under the Adult Division, and Poetry and Essay Categories under the Youth Division.
GUIDELINES AND RULES OF THE CONTEST:
1. The contest is open to all writers in the Province of Pangasinan, except those of the organizers, the judges and their immediate kin. Deadline for submission of entries is on March 14, 2012.
2. Entries must be original (not translated from other languages); have not won a prize in other contests; published and produced works can be entered in the contests.
3. The contest has two categories under two divisions: Poetry and Short Story Writing (Adult Division) and Poetry and Essay Writing (Youth Division – 18 years and below). All entries must be written in the Pangasinan language.
4. The theme is open and free, except for the Essay writing, under the Youth Division. The theme for the essay writing shall be “Say bilay na sakey a salita, Wala’d mabunan litiratura”.
5. Authors can submit two (2) separate entries in each category. Each can win a prize.
6. For Poetry category, the entry must be a collection of 8 to 10 poems. Each poem must not be less than 10 lines but not more than 25 lines, and must be typewritten clearly, single spaced or computerized in size 12, font Times New Roman Medium on an 8 ½” x 11” bond paper.
7. For the Short Story category, an entry must be at least ten (10) but not more than twenty eight (28) written pages. It must be typewritten clearly, double spaced or computerized in size 12, font Times New Roman on an 8 ½” x 11” bond paper, with approximately one (i) inch on all sides and the page number typed consecutively e.g. 1 of 28, 2 of 28 and so on. The entry must include a one-page synopsis.
8. For the Essay Category, an entry must be at least four (4) but not more than five (5) typewritten pages. It must carry an original title.
9. All entries should be submitted in four (4) copies. All sets of entry shall bear only the “pen name” of the contestant and not his/her real name. Each entry must be accompanied with a sealed envelope containing a short biography of the author, bearing his/her name and address, the title of his/her entry and a 2”x2” picture and cellphone/telephone no.
10. Entries submitted via e-mail should be a MSWord document file and should be sent as an attachment together with the author’s bio-data and 2”x2” picture (Pls. indicate the E-mail address).
Cash prizes and trophies await the winners. Non-winning authors shall be entitled to a certificate of participation. The cash prizes shall be as follows:
Adult Division / Youth Division
a. Poetry
1st prize Php 10,000. / Php 5,000.
2nd prize Php 8,000. / Php 3,000.
3rd prize Php 5,000. / Php 2,000.
b. Short Story
1st prize - Php 15,000.
2nd prize - Php 10,000.
3rd prize - Php 8,000.
c. Essay
1st prize - Php 8,000.
2nd prize - Php 5,000.
3rd prize - Php 3,000.
The names of the winners shall be announced on April 4, 2012. Awarding of prizes will be during the Commemorative Program of Agew of Pangasinan on April 13, 2012.
