Pangasinan dominates 2011 performance awards in Region 1

The province of Pangasinan bagged six of seven Regional Development Council (RDC) Performance Awards for 2011 given during ceremonies coinciding with the lst Quarter RDC 1 Meeting here Wednesday.
The awards were received by Governor Amado Espino Jr. and Vice Governor Jose Ferdinand Calimlim, assisted by Provincial Administrator Rafael Baraan and Provincial Development and Planning Officer Benita Pizarro.
These awards are those for Best Performing LGU (Province category), Best in Local Government Performance Management System where Pangasinan is No. 5 in the whole country; LGU Best Practices for the province’s environmental program “Ilog Ko, Bilayen Ko Tan Aroen Ko” (My River, I will Make It Live and Will Love It); Best Province in Terms of Poverty Reduction Implementation; Best Province in Local Government Implementation in Support of the Regional Agenda with the establishment of the Pangasinan Training and Development Center; and Best Province in Medium Development Goal Implementation through the establishment of the Portic Integrated School in Bugallon.
There could have been more awards for Pangasinan had it not been a Hall of Fame awardee in two other areas, as Best LGU in Coastal Resource Management (CRM) Implementation, and Best in National Statistics Month Celebration which Pangasinan won consistently in 2009, 2010 and 2011.
Espino said the only award where Pangasinan placed second was in the area of Cleanest, Safest and Greenest LGU which was won by the province of La Union.
The governor said this was precisely because 12 of the 44 municipalities of Pangasinan did not submit entry in this area to the Regional Search Committee headed by Director Samuel Peñafiel of the Department of Environment and Natural Resources.
“We are happy bagging six of seven regional awards. To me, this serves as an inspiration for us to do something more for our constituents,” he said in a news conference after the awarding ceremony.
At the same time, he said that he also considers the six awards a vindication for him after being accused by some people of defacing the beaches purportedly in search of magnetite or black sand when in fact they were actually fortifying the beaches as a prelude to build an eco-tourism zone and the first of its kind 18-hole golf course in Pangasinan.
He also said the six regional awards were the result of team effort among the office of the governor, the Sanggunian Panlalawigan headed by Vice Gov. Calimlim, department heads and rank and file employees of the provincial government.
Chosen Cleanest, Safest and Greenest City for second time in a row is Urdaneta City in Pangasinan; Bani, Pangasinan, best municipality in CRM Implementation; and Alaminos City, best City in CRM Implementation.

Balak nga ilipat yun Honda Cars sa tapat at tabi ng Nissan Motors...Dagupena resto nag over price sa Robinsons kaya di kinagat yun asking price ng dagupena

honda management was asking 100M, but what duque could only offer was 80M. same as in the case of dagupenia resto. re: the lee property in front of honda, it was already bought by the latter in preparation for their relocation.

i'm not sure about the area, but it's the whole honda cars pangasinan property, making the robinson's place frontage wider and easily accesible. according to my sagesman, their branch, honda cars laoag was worth 100M to build. that's why the lo group did not give in to a mere 80M offer. pera pera lang talaga.

A FIVE-year development plan for small and medium enterprises (SMEs) in Pangasinan was recently approved to help boost the economy and create job opportunities.
The Small and Medium Enterprises Development (SMED) Plan was presented by the Department of Trade and Industry (DTI) to the Pangasinan Enterprises Development and Productivity Foundation, Inc. (PEDPFI) on February 10.

Natalia Dalaten of the DTI Business Development Division said 99.9% of all business establishments in the province are SMEs and generate about 54.62% of investment and 99.37% of employment.
“The end goal of the SMED plan is to help the government reduce poverty and to generate jobs for the people by 2016,” Dalaten said.
The SMED plan focuses on development strategies being undertaken by the provincial government and the DTI.
These strategies include identifying industry sectors that demonstrate strong growth and export potentials in Pangasinan, creating a market for products of identified priority sectors, and the promotion of mutually beneficial linkages among small and large firms by strengthening the “small-and-big-brother” concept.
The SMEs will also be provided technology, research and development support to make them more competitive.
FINANCING
The SMEs access to financing will also be improved through government banks such as the Development Bank of the Philippines (DBP) and the Land Bank of the Philippines (LBP).
The Pangasinan SMED Council and the industry sector associations will also be strengthened and pursue closer cooperation to have a more synchronized SMED programs in the province.
Resource centers such as the Dagupan Business Center, San Fabian One Town One Product (OTOP) Pasalubong Center, and Bangus Deboning Area will also be strengthened.
Some natural resource-based industries like bamboo, rattan, and cornhusk will be given rehabilitation.

Expanded aquaculture program for city’s fisherfolk mulled

AS FISHERFOLK affected by the dismantling of illegal fish pens along the Pantal River appealed for better alternative livelihood opportunities, a councilor has proposed an expanded aquaculture program to include raising high-value fish.

Councilor Redford Erfe-Mejia said the city agriculture office should upgrade its aquaculture development agenda to include raising siganid (malaga), grouper (lapu-lapu) and other species to augment the income of the fishermen.

The Sangguniang Panlungsod (SP) has invited City Agriculturist Emma Molina and Coastal Management Chief Butch Gutierrez to the council’s next session for their to response to the proposal.

INSUFFICIENT
In Barangay Calmay, where the SP held a regular session on Monday last week, fisherfolk lamented that after their fish pens and other fishing structures were demolished more than a year ago to clear the city’s rivers for dredging, there has not been enough support delivered by the city government to augment their income loss.

The city government launched some alternative livelihood projects such as oyster farming but affected residents said the income from these have not been sufficient.

One resident, Arnold Vinoya, said his family has been struggling financially since their fish pen was dismantled.

“Instead of going to school, my children have to work themselves to augment our family’s income,” he said.

He noted that no dredging has been undertaken in their area since the dismantling.

Councilor Alvin Coquia, chair of the committee on agriculture, urged the fisherfolk to make a list of suggestions and express their concern as a group to prompt city hall to act on their complaints. (PIA-Pangasinan)

PNP-Pangasinan supports planting of 10 million trees for nature

The greening project dubbed ‘Sampung Milyong Puno, Pamana sa Kalikasan,’ is in support of the government’s national greening program (NGP).

PNP Provincial Spokesperson P/Supt. Benjamin Ocumen said the activity will not end with the planting of trees alone but more importantly on the care and sustenance of the seedlings. A committee will be formed to look after the growth of the trees, he added.

“Titignan natin pag dating ng 2013 at hindi nabuhay yung mga puno, magtatanim uli tayo at papalitan,” (If after year 2013, the trees did not survive, then we have to plant again to replace those that did not survive), Ocumen said in a television interview.

Each policeman is obliged to plant at least six trees monthly until 2013, he said.

The cops who attended said they do not see planting of trees as an additional job, rather an important part of their job.

The 2,000-strong police force in the province fully support the endeavour of the national government to continue planting trees to preserve nature for the future generations. (ANL/VHS-PIA 1 Pangasinan)

DAGUPAN CITY, Feb. 23 (PIA) -- A total of 18 individuals today finished a two-day wheelchair assessment training-seminar held at the Church of Jesus Christ of Latter-Day Saints in Arellano Bani this city.

The trainees, who came from La Union and Pangasinan, were taught the different parts of the wheelchair, how to measure the wheelchair size needed by the patients, how to determine the correct posture for the patient and how to approach them during the assessment.

Manipulation of the wheelchair, moving to and from the wheelchair without assistance, and mobilization on different slopes and surfaces were also taught.

The seminar was conducted jointly by the Jesus Christ of the Latter-Day Saints Charities (LDS), Department of Social Welfare and Development, National Council on Disability Affairs (NCDA), and the Katipunan ng Maykapansanan sa Pilipinas, Inc. (KAMPI).

Elderly Roger Charles Hardick, a Canadian and the LDS Welfare Humanitarian director for the Philippines said different patients need different wheelchair specifications, thus the need for a trained technician to do the assessment and proper prescription.

Citing one example, Hardick said a patient died not from her illness but from pressure sore caused by the use of a wheelchair not fit to her condition.

The trainees, who sat on wheelchairs as they were lectured to make them know how it feels sitting on them, were awarded certificates recognized by the LDS Charities nationwide after the seminar.

Those who finished the training are required to make at least five assessments and make recommendations.

Councilor Marc Bryan C. Lim, the celebration’s hermano mayor, revealed the initial activities for the event designed to pay tribute to the world's tastiest milkfish during the first meeting of the festival’s executive committee on February 23.

To heat up the array of fun-filled activities is the opening of the food strip and tiangge on April 9.

The festival opening ceremonies will formally usher in the month-long fete on April 13 to be highlighted by the grand float parade Bangus ed Carosa gracing round downtown and to be fired up later by the Kapuso Night.

Sports competitions to be held during the celebration include Taekwondo and Kayak on April 14 to 15, the Philippine National Police (PNP) Fun Run, Badminton, the Mayor Benjie S. Lim Cup Shoot fest on April 21 to 22 and the Dagupan Darts Competition on April 27 to 29.

Kids will be treated to hours-long fun and entertainment with the staging of the Magic Treat Kita Kid on April 17 and the Stimulation and Therapeutic Activity Center’s (STAC) Treat Kita Kid on April 19, both sponsored by the Magic Group of Companies.

Bangus Dagupan will again be showcased as the centerpiece of various art forms in the Bangus Art Wall to be unveiled on April 16, the Bangus Sculpture on April 17 to 18 and the Festival Photo Contest which will award its winners on May 4.

Party fever will take revelers to the beach where the Pistahan sa Tondaligan will be held on April 14, 20 and 28.

Sizzling events for foodies shall take center stage with the launching of the Dagupan Lechon on April 24, 101 Ways to Cook Bangus on April 25, the Bangus Rodeo n April 26 and the Pigar-Pigar Festival, running from April 21 to 29.

Raw talent and natural beauty of Dagupeños will wow the crowd in Pasiklaband on April 15, Barangay Videoke Contest on April 15, 17, 19 and 21, Drum and Lyre Competition on April 20, Bikini Open on April 21, Miss Gay Festival Queen on April 22, Danziklaban on April 24 and the Miss Magic Pageant Night on April 27.

Different barangays will again vie for juicy prizes in the famed bangus harvest and street dance competition dubbed as Gilon-Gilon on April 28.

Capping this year’s summer spectacle is the top crowd-drawer and Guinness Book of World Records longest grill title holder Kalutan ed Dalan Street Party on April 30.

Other events lined up for the festival are Tattoo Fest on April 18, Telecom Night on April 29 and Barangay Bingo Bonanza on April 16, 18, 20, 23 and 25. Final dates for Pangasinan’s Best, Bangus Iron Chef and Kapatid Night events are yet to be decided by the executive committee.

embarrasing experience last week, galing ako baguio nagstop over ako sa dagupan, very first time ko sa dagupan, i stayed overnite sa orchids hotel, naghapunan ng pikar pikar, , kinabukasan sumakay ako ng victory bus for maynila, sumakay ako sa may tatak sta. cruz, di na ako nagtanong sa conductor akala ko kasi sta. cruz manila, sta. cruz, zambales pala, di ko kasi akalain na may iba pang sta, cruz, napansin ko na lang na parang parural ng parural ang ambience insted of paurban, so from sta cruz sakay na namn ako papuntang sampaloc, so insted of only 4 hour trip naging 9 hour trip , moral lesson, magtanong, wag magmarunong hehehe, anyway i was able to visit accidentally zambales, the home of sweet mango, and olongapo kahit sa terminal lang :lol::lol::lol:

Laoac celebrates 2nd Tupig Festival

Monday 27th of February 2012 TweetFacebookYahooEmailShareThisLAOAC, Pangasinan, Feb. 27 (PIA) -- This youngest municipality in the province—it was created only in 1980—will hold its second Tupig Festival, which will coincide with its 32nd town fiesta celebration from February 25 to March 6.

The Tupig Festival was launched by the local government last year to promote the town’s native delicacy to the country and to the world. “Tupig” is a type of rice cake made from glutinous rice flour, coconut, molasses and sesame seeds wrapped in banana leaves and cooked over live charcoal.

It is being sold in the streets and in buses by ambulant vendors getting on and off these vehicles and became a popular “pasalubong” (take home) from those coming from Pangasinan being a hearty snack and dessert for most Filipinos in the Ilocos Region.

PANGASINAN HISTORY: The Casa Real, Lingayen - constructed in the 1840s, the Casa Real was a royal house where the Alcalde Mayor resided and held office as the Governor and the Judge of the Court of First Instance. It became the station of the Spanish soldiers and their native recruits who helped fought the Katipuneros during the revolutionary war against the Spanish rule. At the end of that centur...y when the Americans colonized the province, it was named Capitol and served as the Office of the Governor. After the Taft Commission organized Pangasinan as a civil province on February 16, 1901, Judge William Howard Taft and his commissioners went to Lingayen and were given a grand reception in Casa Real. In World War II, the building was used by the Japanese as office during their invasion of the country and was partly damaged by the American naval bombardment in 1945. This 1,728 sqm. - public edifice served at one time or the other as the office and residence of the Alcalde Mayor and the Gobernador Civil, the courts of the judiciary, public elementary school and government offices. It was declared a National Historical Landmark by the National Historical Institute in 2002. It is located between the town hall and the carcel (provincial jail), another historical landmark.

at wag mo kalilimutang mag-uwi ng delecacies at mga sawsawan, pasalubong sa mga kamag-anak mo-- bagoong, alamang, padas, patopat, latik, tupig, puto calasiao :)

oo nga pala...kisinas /katapusan sahod ng mga manggagawa...sa tingin ko marami na ring tenants ang mag oopen kasi kung supermarket lang at department store..saan kakain ung mga tao...malamang may foodcourt yan.

medyo maluwang yung ab fernandez at perez blvd, yan ang pinaka-malaking kalsada sa buong region 1 hanggang ngayon 4-lanes yan as in 2 lanes per direction, parang main road ng mga subdivision dito sa metro manila
4 lanes both pero may + 2 shoulder lanes both kaya =6 lanes both main road

Monday, February 20, 2012Camacho focuses on infra despite lower budget
By Mortz C. Ortigoza BAYAMBANG – Despite a reduced proposed budget of P147 million, the mayor implemented high impact social projects this year to better serve his constituents. Dr. Romulo Velasquez, this first class town administrator, said the administration of Mayor Ricardo Camacho while the town was not been spared by the reduction of the Internal Revenue Allotment by the Department of Budget & Management, projects have been in the pipeline after the Sangguniang Bayan (SB) and the mayor approved and signed into law the P147 million appropriations for the year. He said the projects to be funded by the proposed appropriations are needed infrastructures like the drainage systems, delivery of basic services and support to education, agriculture, health, and other programs. Arturo Mandapat, treasurer of San Carlos City and the town of Urbiztondo, explained that the reduction of the IRA like what happened in this town hinges on the event that the national government incurs an unmanageable public sector deficit, the president of the Philippines is authorized, upon the recommendation of Secretary of Finance, Secretary of Interior and Local Government and Secretary of Budget and Management, to reduce IRA of towns. “This is subject to consultation with the presiding officers of both houses of Congress and the presidents of the Liga to make the necessary adjustments in the IRA of local government units but in no case shall the allotment be less than thirty percent (30%) of the collection of national internal revenue taxes of the third fiscal year preceding the current fiscal year,” Mandapat explained. Meanwhile, Velasquez said he was not privy on how much loan this town has contracted with lending institutions. He said it was the Local Finance Committee which can divulge the amount of the loan. He said nevertheless the SB has approved a loan before for the Camacho administration to use for a certain project.

THE Metropolitan Cathedral of Saint John the Evangelist in Dagupan City has been granted the “special bond of spiritual affinity” by the Papal Basilica of Saint Paul Outside the Wall in Rome.
Fr. Roberto Mejia, a member of Team Ministry of the St. John Cathedral, explained that the “bond” means that the cathedral and the basilica now have a special link, like a sisterhood agreement between two cities.
The Catholic faithful who visit and pray at the Cathedral of St. John the Evangelist will gain the spiritual benefits of the Church as if they prayed and visited the Papal Basilica.
The granting of the “special bond of spiritual affinity” was in recognition of the “goodness spread by Lingayen-Dagupan Archbishop Socrates Villegas in the province and also by the goodness shown by the people of the church”.
Further, pilgrims of St. John’s Cathedral have also been granted plenary indulgence “under conditions laid down by Church laws”, according to the Archdiocese of Lingayen-Dagupan website.
According to Fr. Mejia, when a person is granted plenary indulgence, he or she will go straight to heaven after his or her death.
To be granted with plenary indulgence, three conditions are required: making a good confession; receiving communion worthily; praying the Apostle’s Creed, Our Father, and Hail Mary for the intentions of the Holy Father.
The Cathedral of St. John the Evangelist is the second church in the Philippines that has been granted with the “special bond of spiritual affinity” by one of the four major basilicas in the world. The first church is the Shrine of Our Lady of the Rosary in Manaoag by the Papal Basilica of Saint Mary Major, also in Rome.

Municipality of Mangaldan

Mangaldan is a Philippine municipality in the province of Pangasinan in Region I (Ilocos) which belongs to the Luzon group of islands. The municipality of Mangaldan is seated about 19 km east-north-east of province capital Lingayen and about 177 km north-west of Philippine main capital Manila.

Mangaldan owns the distinction as the third town in Pangasinan to be founded by the Dominican missionaries. As early as 1591, it already existed as a Spanish encomienda. Its foundation as a town is attributed to Blessed Juan Martinez de Santo Domingo who died a martyr's death in Japan on March 19, 1618.

Originally, the Mangaldan (Parish) was a part of Calasiao until the Dominicans created it as an independent parish under the patronage of St. Thomas Aquinas on June 2, 1600. Its first church was of regular proportions.

Economically, Mangaldan was the richest town in Pangasinan in the second half of the 19th century. This was due to the famous irrigation system which the missionaries built within the confines of the town causing its fertile fields to yield bountiful harvest of palay. Most outstanding in this gigantic work was Fr. Jose Torres, O.P. who brought it to completion in 1829.

The second church of Mangaldan was finished in 1812. It collapsed during the great earthquake of March 16, 1892. The construction of the convent dates back to 1747. The construction of the present church was begun in 1942 by Fr. Juan Sison and was completed 20 years later by Fr. Leon Bitanga.

During World War II, Mangaldan had an airstrip (codename 'honey') that was used by the American military.

Pangasinan braces for 3 major events this summer

DAGUPAN CITY, Mar 2 (PIA) -- It’s a summer spectacle times three!

The provincial government is bracing for three (3) major events this summer starting with the celebration of Agew na Pangasinan (Pangasinan Day) and Pistay Dayat (Sea Festival) in April and the Palarong Pambansa in May.

Vice Governor Jose Ferdinand Calimlim said the provincial government continues to map out contingency measures to ensure the safety and well-being of all participants and spectators to the events.

The Agew na Pangasinan, celebrated every 5th day of April, fell on a Holy Week, thus celebrations for the event like the Pangasinan Literary Award and the Asna Awards will be held on April 11.

Pistay Dayat, the biggest annual sea festival in the province, is observed on May 1 but activities leading to the event are already being conducted in the third week of April.

Various activities like trade fairs, drum and lyre competition, sports events, photography and a beauty pageant are the usual line-up of activities for Pistay Dayat. It is capped by a clean up drive along the Lingayen Gulf after a Thanksgiving Mass to bring back gratitude to God for the bounties of the sea.

The Palarong Pambansa is slated on May 6 -12 in Lingayen town but athletes and other delegates will start arriving two weeks before the actual event to train for the competition.

“Siguro may mga ibang magsasabi na sakit ito sa ulo, pero sanay naman tayo at ang provincial government sa mga challenges,” (This may pose a big headache to some but the provincial government and its people are used to challenges.), Calimlim said during the Kapisanan ng mga Brodkaster ng Pilipinas forum held at the Philippine Information Agency on Thursday.

The provincial government, thru the leadership of Gov. Amado Espino, Jr., has started repairing and refurbishing schools that will serve as billeting areas for the delegates, he said.

Initial funding of P25 million has been set aside for the event but more funding are being eyed by the government to ensure a smooth flow of the games.

“This is money put into good use.” Calimlim explained saying the equipments, facilities and repair of utilities and buildings will be left with Pangasinan when the game ends and can still be used for future national events that the province will be hosting.

Dagupan bangus eyed for branding

DAGUPAN CITY, March 1 (PIA) — The famous Dagupan bangus is now being eyed for branding to distinguish it from other milkfishes being sold in the market.

Dr. Westly Rosario, interim director of the Bureau of Fisheries and Aquatic Resources-National Integrated Fisheries and Technology Development Center (BFAR-NIFTDC), said Thursday that the Dagupan bangus, specifically called Bonuan bangus, has the potential of being declared by the Intellectual Property Office of the Philippines (IPOPHIL) as one product identified solely as coming from this city.

This will increase the market value of the Dagupan bangus, he said.

The branding will rest on the Dagupan bangus’ Geographical Indications (GI) or the specific characteristics, including quality, reputation, and history, that are attributable to its geographic origin.

Under the GI, any other milkfishes cannot be legally marketed as Bonuan bangus.

The Bonuan bangus is known worldwide for its taste and can be distinguished from other milkfishes by its bulging belly, small head, fine scales and unequal lengths of tail fins.

The Bonuan bangus feeds on blue-green algae, known locally as lab-lab, which gives it its distinct taste.

Other products that are candidates for GI are the Cebu dried mangoes, Bicol pili nuts, Aklan piña cloth, Batangas barako coffee, Lumban barong, Lake Sebu tinalak, and the Guimaras fresh mangoes.

Before the branding and accreditation by the IPOPHIL, the product has to undergo several studies to justify its inclusion as a GI product.

P500,000 livelihood fund given to Dagupan fishers' group

DAGUPAN CITY, March 2 (PNA)-- Rep. Gina de Venecia of the Fourth District of Pangasinan has set aside P500,000 for income-generating projects of members of the Ulopa'y Sumisigay ed Dagupan (Fisherman's Association) who were badly affected by the demolition of their fish traps.

De Venecia was informed by Vice Mayor Belen Fernandez, that the owners of fish traps like "skylab" and "puket" , also called sure win, lost their only source of livelihood when the fish traps were removed along side with the illegal fishpens by city hall in preparation for the all-out dredging of major rivers.

It has been more than one year now since the fish traps were removed, thus is the length of time that the families have not been earning, Fernandez said.

Many of the families who lost their livelihood, she said, were no longer able to send their children to school.

Noting the plight of the fishermen, de Venecia vowed to release an initial P500,000 with another P500,000 to follow in the next few weeks.

Thanking De Venecia for the livelihood assistance, Ronnie Cayabyab, president of the association, said that though fish traps were different from fishpens which were found to be not environmental-friendly, city hall removed all these and did not give any hint when these would be allowed back in the rivers.

He said that owners of fish traps could be categorized as those living from hand-to-mouth existence and were badly affected when city hall also removed their contraptions when it got rid of the illegal fishpens.

The P500,000 initial livelihood assistance will finance projects like tinapa-making, fish vending and salt-making. (PNA)

Alaminos city bags 3 major RDC awards

ALAMINOS CITY, March 1 (PNA) - The City Government of Alaminos received three major awards during the 1st Regional Development Council (RDC) meeting held at Oasis Country Resort in San Fernando City, La Union.

Alaminos, which is Pangasinan’s fourth largest economy and tourism capital, was adjudged as Champion in the Search for the Most Outstanding LGU Coastal Resource Management Implementer for calendar year 2011 under the City Category.

The city was also selected First Runner-Up and 2nd Runner-Up in the Search for the Best Performing City in Region 1 based on the Local Governance Performance Management System (LGPMS) and 2011 Search for the Cleanest, Safest and Greenest City, respectively.

City administrator Wilmer Panabang, City General Services Officer Ismael Najera and City Agriculture Arceli Talania received the plaques of recognition in behalf of City Mayor Hernani Braganza last week from Acting RDC 1 Chairman and NEDA Regional Director Juan Ngalob, OIC Regional Director Julie Daquioag of the Department of Interior and Local Government and Regional Executive Director Samuel Peñafiel of the Department of Environment and Natural Resources (DENR).

Panabang said Alaminos has been named as best CRM implementer for its exemplary performance and commitment in coastal resource management planning, rehabilitation and protection, advocacy, project monitoring and evaluation, and capability-building.

He added the award was also in recognition of the city’s swift resolution of pressing environmental issues, concerns and problems which significantly contributed to the sustainable management of the region’s coastal and marine resources.

“This award basically cemented our status as a certified environmental champion in Region 1 for the last three years,” he pointed out.

The city administrator disclosed that in 2006 and 2007, Alaminos was declared the Best Performing LGU in Coastal Resource Management (CRM) in Region 1.

In 2010, the city was a recipient of 2010 Likas Yaman Award for Environmental Excellence from the Department of Environment and Natural Resources (DENR).

This “Best LGU Initiated Environmental Project Award” was conferred to the city for its pioneering efforts in the conservation, protection and rehabilitation of its vast ecosystem and rich natural resources.

In bagging, the second place in the Search for Best Performing City, Alaminos has again served as one of the models in the promotion of efficient, effective and transparent Local Governance Practices in Region 1.

At the same time, its third place finish in the Search for the Cleanest, Safest and Greenest City has also proved once more that the city continuously take giant strides in contributing and serving as an excellent model in the promotion of a clean, healthy and safe environment for the constituents in the Ilocandia region.

In line with the Agri-Pinoy Fisheries Program of the Department of Agriculture, Alaminos has also been cited by the Bureau of Fisheries and Aquatic Resources Regional Fisheries Office No. 1 for its Mangrove Population Enhancement Project.

The award is in recognition of the city government’s sustainable mangrove rehabilitation and reforestation initiatives in the city’s coastal villages and for encouraging non-government agencies, the academe and other private sectors in extending their share in continued protection of the vast marine environment.

So far, four NGOs namely the JCI Hundred Islands, Kiwanis Club of Hundred Islands, Rotary Club of Hundred Islands, Lions Club of Hundred Islands have adopted one-hectare mangrove area which the clubs will re-green, protect and rehabilitate for the next 25 years.

Other groups that have extended their share in establishing a city mangrove park and as a living showcase of a healthy marine ecosystem were the Metro Pacific Investments Foundation, Isuzu Philippines, ABS-CBN Pinoy Big Brother, Entrepreneurial School of Asia, the Alaminos City National High School, City of Hundred Islands Multi-Purpose Cooperative Incorporated, and Social Security System-Alaminos Branch.

Panabang said that “Alaminos, under the excellent leadership and management of Mayor Braganza and with the full support of his beloved citymates, is becoming a true exemplar of good governance in this part of this country.”

“Whether it is LGPMS, Cleanest, Safest and Greenest City, Environmental Conservation, Protection and Rehabilitation, in promoting wellness for our people and educational excellence for our youth, and making Alaminos an ultimate eco-tourism destination and the best place to live in, the Braganza administration’s good governance and best practices have definitely worked wonders not only for its city but more importantly to its people," he said.

Pangasinan aims for ‘Green’ Palarong Pambansa

PANGASINAN, March 2 (PIA) -- The provincial government vowed to host not only the best, but also the "greenest," Palarong Pambansa event yet.

Vice Governor Jose Ferdinand Calimlim said the provincial government will strictly implement the banning of styrofoam or plastics and other disposable materials that are harmful to the environment during the event and thereafter.

The local government unit of Lingayen, the main host of the national games, has already adopted the “no plastics policy,” he said.

“The standing ordinance will apply to everybody, even to the athletes,” Calimlim said during the Kapisanan ng mga Brodkaster ng Pilipinas forum held at the Philippine Information Agency on Thursday.

The province expects 10 thousand athletes to participate in the Palarong Pambansa. Considering the bulk of people to gather here, the volume of garbage will also pile up if disposable materials are to be used, he said.

He advised people to bring reusable lunch boxes or plates that can be washed instead of plastics or styro products.

Calimlim expressed optimism that delegates from all over the country will abide by the ‘green’ theme as this was already relayed during the series of meetings with Department of Education officials, organizers and coordinators of the event.

The national games is slated from May 6 to 12 with the Narciso Ramos Sports and Civic Center as the main playing field. This is the second time the province is hosting the event. Nalsoc cave, you can find this cave at Barangay Colayo part of Bani Pangasinan. A three-four hours drive from Dagupan City. The first time that I went to this cave is when I was young, around 10-11years old. Because it’s my first time to go in a cave I decided to join the group, along with my mother and the rest of my family member.

When we finally arrived at the place I was so shock because I see a big hole. Yes! A big hole. That time all I want is to go home because I was so scared. But my Mom told me its okay. When we got inside the cave finally I was a maze of all those rock formation formed.

The water was so cold and also it’s so refreshing. I’ve also seen bats, a lot of bats and few crabs and shrimp.There’s a part in the cave you can see a rock formation formed like an image of an altar, and many kind of rock formation. So that’s the first time I got to see the beauty of Nalsoc cave, at first it was so scary but later on you will be amaze about what’s the inside of it.

AGNO, HOME OF UMBRELLA ROCKS IN SABANGAN BEACH

Sabangan Beach with it's Umbrella Rocks in Agno is about 3 hours drive from Reynado, Bayambang. It is called Umbrella Rocks because of the fern decorated boulders looking like umbrellas that dot the mouth of the Balingcaguing River. The beach is a good place for swimming, snorkeling and diving because of it's beautiful corals and diverse marine life. Sabangan Beach is white pebble beach and crystal clear water.The town is bounded by the South China Sea on the west.

BIR kicks off regional tax campaign in Pangasinan

The campaign was anchored on the patriotic theme, “I Love Philippines, I Pay Taxes” which is timely and fitting in the reform-oriented administration of President Benigno Aquino III.

BIR Deputy Commissioner for Information Systems Group Lilia C. Guillermo rallied taxpayers to be more patriotic, and be deeply aware of their role and responsibility in nation building through the payment of taxes.

Regional Director Arnel Guballa expressed optimism for the 2012 tax collection goal, capitalizing on the patriotism of every taxpayer. He said every taxpayer must be aware that taxes are the lifeblood of government.

Guballa added that the P7.0-billion regional goal, as well as the national goal which has breached the trillion mark at P1.066-trillion, can only be achieved with the participation and commitment of every individual who honestly and correctly pay their taxes.

Guballa also coined the slogan, “It’s more fun to pay taxes in Region 1” to make the payment of taxes a more meaningful and fun experience.

Revenue District Officer Christine Cardona of RDO-4 Calasiao similarly conveyed a bright outlook for 2012 adding that the theme mandates the much needed cooperation, continued support and harmonious relationship between and among the BIR, the taxpayers and the supportive partner groups.

RDO-4 Calasiao is set to collect more than P2-Billion in taxes.

Pangasinan braces for 3 major events this summer

DAGUPAN CITY, Mar 2 (PIA) -- It’s a summer spectacle times three!

The provincial government is bracing for three (3) major events this summer starting with the celebration of Agew na Pangasinan (Pangasinan Day) and Pistay Dayat (Sea Festival) in April and the Palarong Pambansa in May.

Vice Governor Jose Ferdinand Calimlim said the provincial government continues to map out contingency measures to ensure the safety and well-being of all participants and spectators to the events.

The Agew na Pangasinan, celebrated every 5th day of April, fell on a Holy Week, thus celebrations for the event like the Pangasinan Literary Award and the Asna Awards will be held on April 11.

Pistay Dayat, the biggest annual sea festival in the province, is observed on May 1 but activities leading to the event are already being conducted in the third week of April.

Various activities like trade fairs, drum and lyre competition, sports events, photography and a beauty pageant are the usual line-up of activities for Pistay Dayat. It is capped by a clean up drive along the Lingayen Gulf after a Thanksgiving Mass to bring back gratitude to God for the bounties of the sea.

The Palarong Pambansa is slated on May 6 -12 in Lingayen town but athletes and other delegates will start arriving two weeks before the actual event to train for the competition.

“Siguro may mga ibang magsasabi na sakit ito sa ulo, pero sanay naman tayo at ang provincial government sa mga challenges,” (This may pose a big headache to some but the provincial government and its people are used to challenges.), Calimlim said during the Kapisanan ng mga Brodkaster ng Pilipinas forum held at the Philippine Information Agency on Thursday.

The provincial government, thru the leadership of Gov. Amado Espino, Jr., has started repairing and refurbishing schools that will serve as billeting areas for the delegates, he said.

Initial funding of P25 million has been set aside for the event but more funding are being eyed by the government to ensure a smooth flow of the games.

“This is money put into good use.” Calimlim explained saying the equipments, facilities and repair of utilities and buildings will be left with Pangasinan when the game ends and can still be used for future national events that the province will be hosting. Bayambang prepares for "Malangsi Festival"

“Malangsi” is a Pangasinan term that means fishy. Bayambang is known for its fish products such as mudfish (dalag), catfish (pantat), and gurami, which are sourced out from the town’s Mangabul Lake.

The local government has prepared 500 grills for the street party grilling dubbed “Kalutan tan Gayaga ed Dalan" slated on April 13. Each of the grills would accommodate at least five kilos of fish.

Chief of Police Geraldo Roxas told the Philippine Information Agency that the grilling will start from Rizal street in front of the Royal Mall, which means Rizal Street will be closed to traffic by noon time. Roxas said he has already prepared a traffic plan or re-routing scheme so as not to disrupt traffic operations on that day.

Vehicles coming from Metro Manila and the town of Bautista going to Dagupan City will pass by the road fronting the Sto. Nino Hospital in Quezon Boulevard then to the road leading to the catholic church and out in Bonifacio Street.

Those coming from Dagupan City going to Metro Manila will pass through Bical Norte (where the Hands of Heaven is located) then to Bical Sur going to MH Del Pilar straight to Barangay Dusok.

“We don’t expect everything to be perfect but we will do everything we can to improve the celebration and to avoid inconveniences,” Roxas said.

Bayambang to stage fun run to benefit fish sanctuary

To be held on March 24 at 5 a.m., the Fun Run will gather municipal employees, policemen ,barangay officials and students of Bayambang National High School and Pangasinan State University-Bayambang campus.

A registration fee of P200 will be charged from each participant and t-shirts will be provided by the organizers.

The marathon will start from the municipal hall going to Rizal Avenue and Bonifacio street then back to the municipal hall.

Chief of Police Geraldo Roxas told the Philippine Information Agency that the proceeds of the Fun Run will go to the construction of the Mangabul Fish Sanctuary in Mangabul Lake.

“The Mangabul Lake is where most fishes like mudfish (dalag), catfish (pantat) and gurami are sourced out so it needs to be taken cared of,” Roxas said.

Aside from its important role in giving bounties from the sea and livelihood to fisherfolks, the Mangabul Lake plays a big part in Pangasinan’s history, particularly in the indigenous language.

In an article published in the Philippine Daily Inquirer, Edgardo Quiros, a division chief at the National Library who has been doing research on the Pangasinan language for his doctoral dissertation at the University of the Philippines said: “Mangabul is a very good place to go. If there’s a big lake or there’s a big river, the communities during the pre-Hispanic period were there. So, it’s there where you can find a good study of the language.”

Quiros said anthropologist and UP professor Jerome Bailen, a Pangasinense, had proposed to conduct diggings around Mangabul Lake to find archaeological evidence to prove that Pangasinan already existed even before the Spanish period, but he was not able to get funding.(JCR/VHS-PIA 1 Pangasinan)

Dagupan Cited For Coastal Program

DAGUPAN CITY, Pangasinan — This city has been awarded as first runner-up for the city category in the Search for the Most Outstanding Local Government Unit Coastal Resource Management (LGU-CRM) Implementer for 2011 by the Regional Development Council of Region 1.

Mayor Benjamin S. Lim received the award for the city last February 22 at the Oasis Country Resort, San Fernando City, La Union. The launching of the “Ilog Ko Bilay Ko (My River, My Life)” program for the clearing of fishpens and other illegal structures in rivers contributed Dagupan’s citation. (Liezle Basa Iñigo)

Haven assured for Philippine Duck

THE Philippine Duck is now assured of safe haven at theMalasi Tree Park and Wildlife Sanctuary in Isabela.

From now on, the dumping of waste products, human settlement, mineral exploration or extraction, burning, logging or quarrying will be banned in the reserve.

Any man-made activities within or in the periphery of the habitat would require an assessment process to safeguard the area’s ecological integrity.

The 178-hectare nature reserve in Barangay San Antonio, Cabagan, has been declared by the Department of Environment and Natural Resources (DENR) a critical habitat for the Philippine duck (Anas luzonica) and other water birds.

Critical habitats are preserved to support the perpetual existence of a certain plant or animal species, whether they are migratory or naturally found locally.

The Malasi is a sanctuary for different species of ducks, herons and other migrant birds.

Found only in this country, the Philippine duck has been described as "the tropical version of the mallard," a type of duck commonly found in more temperate regions such as the Americas and Europe.

The Philippine version has been on a decline, with less than 10,000 left, prompting the International Union for Conservation of Nature (IUCN) to classify it as "vulnerable" under its Red List of Threatened Species.

"This is a major step to conserve and protect the Philippine duck as the area becomes now a protected area, which means that the communities around it should make an effort to minimize human activities that will have adverse impact to the animal," Environment Secretary Ramon J. P. Paje said.

Just last September, the DENR declared a 27-hectare wetland in Cabusao, Camarines Sur, as a critical habitat for the Philippine duck.

Since 2000, it has been listed as "vulnerable" because it has a small population which is undergoing a rapid and continuing decline owing to extensive over-hunting and widespread conversion of its wetland habitats.

Its range is diverse, having been sighted in all the major islands and eight smaller ones. It frequents most freshwater and saltwater habitats, including mangroves, open sea and watercourses inside forests. There, it feeds on fish, shrimps, insects, rice and young vegetation.

Since the mid-1970s, however, a steep population decline was observed. High concentrations were recorded at only a few sites in the following decade: at the Candaba Marsh in Central Luzon which probably supported many thousands in the early 1980s.

Threats include exceptionally high levels of hunting and trapping evident since the 1960s. Thousands were reportedly shot weekly from August-October and January-March in the late 1980s.

A government ban on firearms was imposed in 1972, although hunting continues.

Subsequent local extinctions and near-disappearances have occurred in several significant sites, including the Candaba Marsh and the Buguey wetlands where several thousand were recorded in 1983.

It is estimated that there are significant Philippine Duck populations in Polillo Island, Subic Bay, Magat Dam and Malasi lakes, all in Luzon.

The conversion of natural wetlands through drainage, adoption of aquaculture and the construction of fishponds all caused its near-extinction at the Candaba Marsh and threatens the Polillo population.

Mangrove destruction and the recent extensive use of pesticides on ricefields are also likely to have had serious impacts.

It has been sighted on the Barabac River inside the Manleluag Spring National Park Mangatarem, Pangasinan (east of the Zambales Mountains); in a mangrove fishpond in Bicol; and in the Cantilan mangroves in Surigao del Sur.

The Manleluag Spring National Park, Mangatarem, Pangasinan has been a Protected Landscape since 1940. There are plans to expand the areafrom 1,935 hectares to 4,240 hectares to include all the remaining tropical rainforests extending up to the boundary with Zambales province.

In 1993, its population was estimated at 10,000 to 100,000, but by 2002 fewer than 10,000 birds were thought to remain.

The Philippine Duck is legally protected at Mt. Iglit-Baco and Lake Naujan National Parks in Mindoro; Maria Aurora Memorial Natural Park and Bataan Natural Park/Subic Bay Forest Reserve in Luzon; and in Olango Island. ScienceNewsPhilippines

SAN NICOLAS, Philippines—The Coca-Cola Bottlers Philippines Inc. (CCBPI) is shifting to a renewable source of energy, using biomass to produce steam needed for the plant’s bottle cleaning equipment.
The plant in Barangay 22 in San Nicolas, Ilocos Norte, is the latest of five CCBPI plants to use rice hull, dry leaves, used carton and other waste materials to fuel the machine that generates steam to heat the equipment, said Jaime Ancla, head of the Amertech Industrial Ventures Inc., the firm that operates the energy source for the plant.
Amertech also operates the biomass boiler of the CCBPI plant in San Fernando City in La Union, Ilagan, Isabela and Bulacan.
The CCBPI plant in Calasiao, Pangasinan, also uses biomass technology, but it is operated by another company.
A CCBPI presentation explained how the biomass boiler works: “The rice hull and other combustible biomass are gasified by introducing partial temperature to separate the flammable gases to the mass, then the gases are fired to the combustible chamber.”
Wally Panganiban, CCBPI press relations officer, said the technology is used in their Luzon plants because of the availability of rice hull.
Rice hull and straws are considered waste products by farmers.
Rice hull is not allowed to be thrown in dumps, so rice mills and farmers tend to burn them, Panganiban said.
The burned materials (carbonized rice hulls) are collected and processed as soil conditioner and medium for organic fertilizer, Ancla explained. These materials are given back to the farmers for free.
Arriane Tupaz, CCBPI environmental quality assurance specialist, said the biomass boiler is cleaner than low sulfur fuel oil (LSFO), which the company used in the past.
The biomass boiler is also cheaper, with the CCBPI spending P4.05 per kilogram of steam against the low sulfur fuel oil’s P4.43 per kilogram.
The 6.9-hectare CCBPI plant, established here in 1980, also has a waste water treatment facility that ensures water discharged into the Padsan River is clean.
“The sludge does not contain any hazardous chemical and can therefore be dumped as ordinary waste in dumps,” said Marla Miguel, CCBPI safety and environment officer.
To conserve water, what is used to rinse the bottles is stored in tanks and it is used in watering plants and in cleaning CCBPI facilities, Miguel said.
For all its efforts to be environment-friendly, CCBPI has been issued a five-year air pollution installation permit by the Environmental Management Bureau, which certifies that its operations comply with safety limits imposed by the government.
The permit was granted in 2010 and would expire in 2015.

NSCB okays conduct of agri, fisheries census
THE national government has approved the conduct of a pilot survey that intends to measure progress in the agriculture and fisheries sectors, said the National Statistical Coordination Board (NSCB).
The NSCB said it has given the clearance for the conduct of the 2012 Census of Agriculture and Fisheries (CAF) and has allotted a budget of P2.42 million for travel, per diem, training, office supplies and materials, printing and other general services needed to conduct the survey.

“The pilot survey will be conducted in March 2012 by the National Statistics Office (NSO) in coordination with the Bureau of Agricultural Statistics (BAS) to test the procedures recommended for use in the actual 2012 CAF to cover the coordination, training, field operation, manual and machine processing, progress monitoring, and census evaluation,” the NSCB said.

The areas to be covered in the pilot survey are Bolinao, Pangasinan in the Ilocos Region; Libon, Albay in the Bicol Region; Manjuyod, Negros Oriental in Central Visayas; and Banga, South Cotabato in Soccsksargen.  

The NSCB said all fishing establishments and households involved in agricultural activities in these areas will be completely enumerated. The agency expects the survey to be completed by July 27, 2012.

The CAF aims to combine the Census of Agriculture (CA), which was first conducted in 1960, and the Census of Fisheries (CF), which was first done in 1970. The CAF wiill then become the sixth of the series of decennial census of agriculture and the fifth census of fisheries in the country.  

The census aims to obtain comprehensive data on farm characteristics and information on basic fishing operations; determine the type and number of equipment, machineries and facilities used in farm and fishing activities; and provide benchmarks for the various statistical series which are designed to measure progress in agriculture and fisheries sector.

Statistics from the census are essential for government planning, policy-making and administration at the national and the subnational levels to cater to the needs, and encourage developments and innovation towards a more competitive and sustainable agriculture and fisheries sector in the country.

It is also necessary for planning and forecasting of business establishments involved in agriculture and related economic activities and conducting researches and analytical studies on agriculture, aquaculture and fisheries and other related disciplines.

Dagupan hosts national students’ cagefest

DAGUPAN — The 64th staging of the National Students Basketball Championships, under auspices of the Basketball Association of the Philippines kicked off yesterday at the CSI Stadia, Lucao District, with public and private secondary and tertiary schools participating throughout the Philippines.

In the collegiate division match up, the University of Luzon Golden Tigers of this city, subdued Laguna’s San Pedro College of Business Administration, 112-106 in overtime.

Held for the first time in this city, the annual sports activity is hosted by Vice Mayor Belen Fernandez, in cooperation with the City Government of Dagupan and is supported by the CSI Group of Companies, DepED and USATV.

The opening ceremonies was graced by Vice Mayor Fernandez who for and in behalf of the city, welcomed all the participants.

Col. Ariel Querubin, Deputy Secretary General of the Federation of School Sports Association of the Philippines, delivered a message in lieu of BAP president Senator Antonio Trillanes IV, who is attending the Impeachment Trial in the Senate.

Also in attendance were Graham Lim, BAP Secretary General; City Councilor Luis “Chito” Samson, 64th NSBC project director, who declared the tournament open and other BAP stalwarts.

The collegiate champion of this single-round elimination tournament, which ends on March 3, will represent the Philippines in the ninth Asian University Students Basketball Championships in Kuala Lumpur, Malaysia, sometime in July. Bayambang prepares for "Malangsi Festival"

BAYAMBANG, Pangasinan, March 3 (PIA) -- Preparations are underway for this town’s “Malangsi Festival” on April 8 to 14, including the 500 grills to be used for its street party grilling.

“Malangsi” is a Pangasinan term that means fishy. Bayambang is known for its fish products such as mudfish (dalag), catfish (pantat), and gurami, which are sourced out from the town’s Mangabul Lake.

The local government has prepared 500 grills for the street party grilling dubbed “Kalutan tan Gayaga ed Dalan" slated on April 13. Each of the grills would accommodate at least five kilos of fish.

Chief of Police Geraldo Roxas told the Philippine Information Agency that the grilling will start from Rizal street in front of the Royal Mall, which means Rizal Street will be closed to traffic by noon time. Roxas said he has already prepared a traffic plan or re-routing scheme so as not to disrupt traffic operations on that day.

Vehicles coming from Metro Manila and the town of Bautista going to Dagupan City will pass by the road fronting the Sto. Nino Hospital in Quezon Boulevard then to the road leading to the catholic church and out in Bonifacio Street.

Those coming from Dagupan City going to Metro Manila will pass through Bical Norte (where the Hands of Heaven is located) then to Bical Sur going to MH Del Pilar straight to Barangay Dusok.

“We don’t expect everything to be perfect but we will do everything we can to improve the celebration and to avoid inconveniences,” Roxas said.

Bayambang is one of Pangasinan’s biggest municipalities having 77 barangays and a population of 117,536 covering 16,000 hectares in land area. (JCR/VHS-PIA 1 Pangasinan)
