The awards were received by Governor Amado Espino Jr. and Vice Governor Jose Ferdinand Calimlim, assisted by Provincial Administrator Rafael Baraan and Provincial Development and Planning Officer Benita Pizarro. These awards are those for Best Performing LGU (Province category), Best in Local Government Performance Management System where Pangasinan is No. 5 in the whole country; LGU Best Practices for the province’s environmental program “Ilog Ko, Bilayen Ko Tan Aroen Ko” (My River, I will Make It Live and Will Love It); Best Province in Terms of Poverty Reduction Implementation; Best Province in Local Government Implementation in Support of the Regional Agenda with the establishment of the Pangasinan Training and Development Center; and Best Province in Medium Development Goal Implementation through the establishment of the Portic Integrated School in Bugallon. The Small and Medium Enterprises Development (SMED) Plan was presented by the Department of Trade and Industry (DTI) to the Pangasinan Enterprises Development and Productivity Foundation, Inc. (PEDPFI) on February 10. Natalia Dalaten of the DTI Business Development Division said 99.9% of all business establishments in the province are SMEs and generate about 54.62% of investment and 99.37% of employment. “The end goal of the SMED plan is to help the government reduce poverty and to generate jobs for the people by 2016,” Dalaten said. The SMED plan focuses on development strategies being undertaken by the provincial government and the DTI. These strategies include identifying industry sectors that demonstrate strong growth and export potentials in Pangasinan, creating a market for products of identified priority sectors, and the promotion of mutually beneficial linkages among small and large firms by strengthening the “small-and-big-brother” concept. The SMEs will also be provided technology, research and development support to make them more competitive. FINANCING The SMEs access to financing will also be improved through government banks such as the Development Bank of the Philippines (DBP) and the Land Bank of the Philippines (LBP). Councilor Redford Erfe-Mejia said the city agriculture office should upgrade its aquaculture development agenda to include raising siganid (malaga), grouper (lapu-lapu) and other species to augment the income of the fishermen. The Sangguniang Panlungsod (SP) has invited City Agriculturist Emma Molina and Coastal Management Chief Butch Gutierrez to the council’s next session for their to response to the proposal. INSUFFICIENT In Barangay Calmay, where the SP held a regular session on Monday last week, fisherfolk lamented that after their fish pens and other fishing structures were demolished more than a year ago to clear the city’s rivers for dredging, there has not been enough support delivered by the city government to augment their income loss. The city government launched some alternative livelihood projects such as oyster farming but affected residents said the income from these have not been sufficient. One resident, Arnold Vinoya, said his family has been struggling financially since their fish pen was dismantled. “Instead of going to school, my children have to work themselves to augment our family’s income,” he said. He noted that no dredging has been undertaken in their area since the dismantling. Benjamin Ocumen said the activity will not end with the planting of trees alone but more importantly on the care and sustenance of the seedlings. The trainees, who came from La Union and Pangasinan, were taught the different parts of the wheelchair, how to measure the wheelchair size needed by the patients, how to determine the correct posture for the patient and how to approach them during the assessment. Manipulation of the wheelchair, moving to and from the wheelchair without assistance, and mobilization on different slopes and surfaces were also taught. The seminar was conducted jointly by the Jesus Christ of the Latter-Day Saints Charities (LDS), Department of Social Welfare and Development, National Council on Disability Affairs (NCDA), and the Katipunan ng Maykapansanan sa Pilipinas, Inc. (KAMPI). Elderly Roger Charles Hardick, a Canadian and the LDS Welfare Humanitarian director for the Philippines said different patients need different wheelchair specifications, thus the need for a trained technician to do the assessment and proper prescription. Citing one example, Hardick said a patient died not from her illness but from pressure sore caused by the use of a wheelchair not fit to her condition. Ortigoza BAYAMBANG – Despite a reduced proposed budget of P147 million, the mayor implemented high impact social projects this year to better serve his constituents. Dr. Romulo Velasquez, this first class town administrator, said the administration of Mayor Ricardo Camacho while the town was not been spared by the reduction of the Internal Revenue Allotment by the Department of Budget & Management, projects have been in the pipeline after the Sangguniang Bayan (SB) and the mayor approved and signed into law the P147 million appropriations for the year. He said the projects to be funded by the proposed appropriations are needed infrastructures like the drainage systems, delivery of basic services and support to education, agriculture, health, and other programs. Arturo Mandapat, treasurer of San Carlos City and the town of Urbiztondo, explained that the reduction of the IRA like what happened in this town hinges on the event that the national government incurs an unmanageable public sector deficit, the president of the Philippines is authorized, upon the recommendation of Secretary of Finance, Secretary of Interior and Local Government and Secretary of Budget and Management, to reduce IRA of towns. “This is subject to consultation with the presiding officers of both houses of Congress and the presidents of the Liga to make the necessary adjustments in the IRA of local government units but in no case shall the allotment be less than thirty percent (30%) of the collection of national internal revenue taxes of the third fiscal year preceding the current fiscal year,” Mandapat explained. Meanwhile, Velasquez said he was not privy on how much loan this town has contracted with lending institutions. He said it was the Local Finance Committee which can divulge the amount of the loan. He said nevertheless the SB has approved a loan before for the Camacho administration to use for a certain project. Fr. Roberto Mejia, a member of Team Ministry of the St. John Cathedral, explained that the “bond” means that the cathedral and the basilica now have a special link, like a sisterhood agreement between two cities. The Catholic faithful who visit and pray at the Cathedral of St. John the Evangelist will gain the spiritual benefits of the Church as if they prayed and visited the Papal Basilica. The granting of the “special bond of spiritual affinity” was in recognition of the “goodness spread by Lingayen-Dagupan Archbishop Socrates Villegas in the province and also by the goodness shown by the people of the church”. Further, pilgrims of St. John’s Cathedral have also been granted plenary indulgence “under conditions laid down by Church laws”, according to the Archdiocese of Lingayen-Dagupan website. According to Fr. Mejia, when a person is granted plenary indulgence, he or she will go straight to heaven after his or her death. To be granted with plenary indulgence, three conditions are required: making a good confession; receiving communion worthily; praying the Apostle’s Creed, Our Father, and Hail Mary for the intentions of the Holy Father. The Cathedral of St. John the Evangelist is the second church in the Philippines that has been granted with the “special bond of spiritual affinity” by one of the four major basilicas in the world. The municipality of Mangaldan is seated about 19 km east-north-east of province capital Lingayen and about 177 km north-west of Philippine main capital Manila. Mangaldan owns the distinction as the third town in Pangasinan to be founded by the Dominican missionaries. As early as 1591, it already existed as a Spanish encomienda. Its foundation as a town is attributed to Blessed Juan Martinez de Santo Domingo who died a martyr's death in Japan on March 19, 1618. Originally, the Mangaldan (Parish) was a part of Calasiao until the Dominicans created it as an independent parish under the patronage of St. Thomas Aquinas on June 2, 1600. Its first church was of regular proportions. Economically, Mangaldan was the richest town in Pangasinan in the second half of the 19th century. This was due to the famous irrigation system which the missionaries built within the confines of the town causing its fertile fields to yield bountiful harvest of palay. Most outstanding in this gigantic work was Fr. Jose Torres, O.P. who brought it to completion in 1829. The second church of Mangaldan was finished in 1812. It collapsed during the great earthquake of March 16, 1892. The construction of the convent dates back to 1747. The construction of the present church was begun in 1942 by Fr. The provincial government is bracing for three (3) major events this summer starting with the celebration of Agew na Pangasinan (Pangasinan Day) and Pistay Dayat (Sea Festival) in April and the Palarong Pambansa in May. Vice Governor Jose Ferdinand Calimlim said the provincial government continues to map out contingency measures to ensure the safety and well-being of all participants and spectators to the events. The Agew na Pangasinan, celebrated every 5th day of April, fell on a Holy Week, thus celebrations for the event like the Pangasinan Literary Award and the Asna Awards will be held on April 11. Pistay Dayat, the biggest annual sea festival in the province, is observed on May 1 but activities leading to the event are already being conducted in the third week of April. Various activities like trade fairs, drum and lyre competition, sports events, photography and a beauty pageant are the usual line-up of activities for Pistay Dayat. It is capped by a clean up drive along the Lingayen Gulf after a Thanksgiving Mass to bring back gratitude to God for the bounties of the sea. Dr. Westly Rosario, interim director of the Bureau of Fisheries and Aquatic Resources-National Integrated Fisheries and Technology Development Center (BFAR-NIFTDC), said Thursday that the Dagupan bangus, specifically called Bonuan bangus, has the potential of being declared by the Intellectual Property Office of the Philippines (IPOPHIL) as one product identified solely as coming from this city. This will increase the market value of the Dagupan bangus, he said. The branding will rest on the Dagupan bangus’ Geographical Indications (GI) or the specific characteristics, including quality, reputation, and history, that are attributable to its geographic origin. Under the GI, any other milkfishes cannot be legally marketed as Bonuan bangus. The Bonuan bangus is known worldwide for its taste and can be distinguished from other milkfishes by its bulging belly, small head, fine scales and unequal lengths of tail fins. The Bonuan bangus feeds on blue-green algae, known locally as lab-lab, which gives it its distinct taste. Other products that are candidates for GI are the Cebu dried mangoes, Bicol pili nuts, Aklan piña cloth, Batangas barako coffee, Lumban barong, Lake Sebu tinalak, and the Guimaras fresh mangoes. Before the branding and accreditation by the IPOPHIL, the product has to undergo several studies to justify its inclusion as a GI product. The process usually takes about three years, he said. Gina de Venecia of the Fourth District of Pangasinan has set aside P500,000 for income-generating projects of members of the Ulopa'y Sumisigay ed Dagupan (Fisherman's Association) who were badly affected by the demolition of their fish traps. De Venecia was informed by Vice Mayor Belen Fernandez, that the owners of fish traps like "skylab" and "puket" , also called sure win, lost their only source of livelihood when the fish traps were removed along side with the illegal fishpens by city hall in preparation for the all-out dredging of major rivers. It has been more than one year now since the fish traps were removed, thus is the length of time that the families have not been earning, Fernandez said. Many of the families who lost their livelihood, she said, were no longer able to send their children to school. Noting the plight of the fishermen, de Venecia vowed to release an initial P500,000 with another P500,000 to follow in the next few weeks. Thanking De Venecia for the livelihood assistance, Ronnie Cayabyab, president of the association, said that though fish traps were different from fishpens which were found to be not environmental-friendly, city hall removed all these and did not give any hint when these would be allowed back in the rivers. He said that owners of fish traps could be categorized as those living from hand-to-mouth existence and were badly affected when city hall also removed their contraptions when it got rid of the illegal fishpens. Vice Governor Jose Ferdinand Calimlim said the provincial government will strictly implement the banning of styrofoam or plastics and other disposable materials that are harmful to the environment during the event and thereafter. The local government unit of Lingayen, the main host of the national games, has already adopted the “no plastics policy,” he said. “The standing ordinance will apply to everybody, even to the athletes,” Calimlim said during the Kapisanan ng mga Brodkaster ng Pilipinas forum held at the Philippine Information Agency on Thursday. The province expects 10 thousand athletes to participate in the Palarong Pambansa. Considering the bulk of people to gather here, the volume of garbage will also pile up if disposable materials are to be used, he said. He advised people to bring reusable lunch boxes or plates that can be washed instead of plastics or styro products. Calimlim expressed optimism that delegates from all over the country will abide by the ‘green’ theme as this was already relayed during the series of meetings with Department of Education officials, organizers and coordinators of the event. The national games is slated from May 6 to 12 with the Narciso Ramos Sports and Civic Center as the main playing field. This is the second time the province is hosting the event. The first was in 1995 when Pangasinan-born Fidel Ramos was then the sitting President of the Philippines. A three-four hours drive from Dagupan City. The first time that I went to this cave is when I was young, around 10-11years old. Because it’s my first time to go in a cave I decided to join the group, along with my mother and the rest of my family member. When we finally arrived at the place I was so shock because I see a big hole. Yes! A big hole. That time all I want is to go home because I was so scared. But my Mom told me its okay. When we got inside the cave finally I was a maze of all those rock formation formed. The water was so cold and also it’s so refreshing. I’ve also seen bats, a lot of bats and few crabs and shrimp.There’s a part in the cave you can see a rock formation formed like an image of an altar, and many kind of rock formation. The provincial government is bracing for three (3) major events this summer starting with the celebration of Agew na Pangasinan (Pangasinan Day) and Pistay Dayat (Sea Festival) in April and the Palarong Pambansa in May. Vice Governor Jose Ferdinand Calimlim said the provincial government continues to map out contingency measures to ensure the safety and well-being of all participants and spectators to the events. The Agew na Pangasinan, celebrated every 5th day of April, fell on a Holy Week, thus celebrations for the event like the Pangasinan Literary Award and the Asna Awards will be held on April 11. Pistay Dayat, the biggest annual sea festival in the province, is observed on May 1 but activities leading to the event are already being conducted in the third week of April. Various activities like trade fairs, drum and lyre competition, sports events, photography and a beauty pageant are the usual line-up of activities for Pistay Dayat. Bayambang is known for its fish products such as mudfish (dalag), catfish (pantat), and gurami, which are sourced out from the town’s Mangabul Lake. The local government has prepared 500 grills for the street party grilling dubbed “Kalutan tan Gayaga ed Dalan" slated on April 13. Each of the grills would accommodate at least five kilos of fish. Chief of Police Geraldo Roxas told the Philippine Information Agency that the grilling will start from Rizal street in front of the Royal Mall, which means Rizal Street will be closed to traffic by noon time. Roxas said he has already prepared a traffic plan or re-routing scheme so as not to disrupt traffic operations on that day. Vehicles coming from Metro Manila and the town of Bautista going to Dagupan City will pass by the road fronting the Sto. A registration fee of P200 will be charged from each participant and t-shirts will be provided by the organizers. From now on, the dumping of waste products, human settlement, mineral exploration or extraction, burning, logging or quarrying will be banned in the reserve. Any man-made activities within or in the periphery of the habitat would require an assessment process to safeguard the area’s ecological integrity. The 178-hectare nature reserve in Barangay San Antonio, Cabagan, has been declared by the Department of Environment and Natural Resources (DENR) a critical habitat for the Philippine duck (Anas luzonica) and other water birds. Critical habitats are preserved to support the perpetual existence of a certain plant or animal species, whether they are migratory or naturally found locally. The Malasi is a sanctuary for different species of ducks, herons and other migrant birds. Found only in this country, the Philippine duck has been described as "the tropical version of the mallard," a type of duck commonly found in more temperate regions such as the Americas and Europe. The Philippine version has been on a decline, with less than 10,000 left, prompting the International Union for Conservation of Nature (IUCN) to classify it as "vulnerable" under its Red List of Threatened Species. "This is a major step to conserve and protect the Philippine duck as the area becomes now a protected area, which means that the communities around it should make an effort to minimize human activities that will have adverse impact to the animal," Environment Secretary Ramon J. P. Paje said. Just last September, the DENR declared a 27-hectare wetland in Cabusao, Camarines Sur, as a critical habitat for the Philippine duck. Since 2000, it has been listed as "vulnerable" because it has a small population which is undergoing a rapid and continuing decline owing to extensive over-hunting and widespread conversion of its wetland habitats. Its range is diverse, having been sighted in all the major islands and eight smaller ones. It frequents most freshwater and saltwater habitats, including mangroves, open sea and watercourses inside forests. There, it feeds on fish, shrimps, insects, rice and young vegetation. Since the mid-1970s, however, a steep population decline was observed. High concentrations were recorded at only a few sites in the following decade: at the Candaba Marsh in Central Luzon which probably supported many thousands in the early 1980s. Threats include exceptionally high levels of hunting and trapping evident since the 1960s. Thousands were reportedly shot weekly from August-October and January-March in the late 1980s. A government ban on firearms was imposed in 1972, although hunting continues. Subsequent local extinctions and near-disappearances have occurred in several significant sites, including the Candaba Marsh and the Buguey wetlands where several thousand were recorded in 1983. It is estimated that there are significant Philippine Duck populations in Polillo Island, Subic Bay, Magat Dam and Malasi lakes, all in Luzon. The conversion of natural wetlands through drainage, adoption of aquaculture and the construction of fishponds all caused its near-extinction at the Candaba Marsh and threatens the Polillo population. Mangrove destruction and the recent extensive use of pesticides on ricefields are also likely to have had serious impacts. (CCBPI) is shifting to a renewable source of energy, using biomass to produce steam needed for the plant’s bottle cleaning equipment. The plant in Barangay 22 in San Nicolas, Ilocos Norte, is the latest of five CCBPI plants to use rice hull, dry leaves, used carton and other waste materials to fuel the machine that generates steam to heat the equipment, said Jaime Ancla, head of the Amertech Industrial Ventures Inc., the firm that operates the energy source for the plant. Amertech also operates the biomass boiler of the CCBPI plant in San Fernando City in La Union, Ilagan, Isabela and Bulacan. The CCBPI plant in Calasiao, Pangasinan, also uses biomass technology, but it is operated by another company. A CCBPI presentation explained how the biomass boiler works: “The rice hull and other combustible biomass are gasified by introducing partial temperature to separate the flammable gases to the mass, then the gases are fired to the combustible chamber.” Wally Panganiban, CCBPI press relations officer, said the technology is used in their Luzon plants because of the availability of rice hull. Rice hull and straws are considered waste products by farmers. Rice hull is not allowed to be thrown in dumps, so rice mills and farmers tend to burn them, Panganiban said. The burned materials (carbonized rice hulls) are collected and processed as soil conditioner and medium for organic fertilizer, Ancla explained. These materials are given back to the farmers for free. Arriane Tupaz, CCBPI environmental quality assurance specialist, said the biomass boiler is cleaner than low sulfur fuel oil (LSFO), which the company used in the past. The biomass boiler is also cheaper, with the CCBPI spending P4.05 per kilogram of steam against the low sulfur fuel oil’s P4.43 per kilogram. The 6.9-hectare CCBPI plant, established here in 1980, also has a waste water treatment facility that ensures water discharged into the Padsan River is clean. “The sludge does not contain any hazardous chemical and can therefore be dumped as ordinary waste in dumps,” said Marla Miguel, CCBPI safety and environment officer. To conserve water, what is used to rinse the bottles is stored in tanks and it is used in watering plants and in cleaning CCBPI facilities, Miguel said. For all its efforts to be environment-friendly, CCBPI has been issued a five-year air pollution installation permit by the Environmental Management Bureau, which certifies that its operations comply with safety limits imposed by the government. The NSCB said it has given the clearance for the conduct of the 2012 Census of Agriculture and Fisheries (CAF) and has allotted a budget of P2.42 million for travel, per diem, training, office supplies and materials, printing and other general services needed to conduct the survey. “The pilot survey will be conducted in March 2012 by the National Statistics Office (NSO) in coordination with the Bureau of Agricultural Statistics (BAS) to test the procedures recommended for use in the actual 2012 CAF to cover the coordination, training, field operation, manual and machine processing, progress monitoring, and census evaluation,” the NSCB said. The areas to be covered in the pilot survey are Bolinao, Pangasinan in the Ilocos Region; Libon, Albay in the Bicol Region; Manjuyod, Negros Oriental in Central Visayas; and Banga, South Cotabato in Soccsksargen. The NSCB said all fishing establishments and households involved in agricultural activities in these areas will be completely enumerated. The agency expects the survey to be completed by July 27, 2012. The CAF aims to combine the Census of Agriculture (CA), which was first conducted in 1960, and the Census of Fisheries (CF), which was first done in 1970. The CAF wiill then become the sixth of the series of decennial census of agriculture and the fifth census of fisheries in the country. Sarmiento BAYAMBANG, Pangasinan, March 3 (PIA) -- Preparations are underway for this town’s “Malangsi Festival” on April 8 to 14, including the 500 grills to be used for its street party grilling. “Malangsi” is a Pangasinan term that means fishy. Bayambang is known for its fish products such as mudfish (dalag), catfish (pantat), and gurami, which are sourced out from the town’s Mangabul Lake. The local government has prepared 500 grills for the street party grilling dubbed “Kalutan tan Gayaga ed Dalan" slated on April 13. Each of the grills would accommodate at least five kilos of fish. Chief of Police Geraldo Roxas told the Philippine Information Agency that the grilling will start from Rizal street in front of the Royal Mall, which means Rizal Street will be closed to traffic by noon time.
