Pangasinan kids learn to prepare for disasters

Memories of previous typhoons and floods have taught children in the eastern Pangasinan town of Santo Tomas a thing or two about safety and taking care of the environment.
When asked what they should do while preparing for a typhoon’s arrival, the children raised their hands fast and answers came in succession.
The children, all pupils of the Ernesting Gonzales Central School in Sto. Tomas, Pangasinan, said they would store food, prepare lamp oil and pack important things, such as clothes, in case of evacuation.
They learned this important lesson after they heard the story “Ang Pambihirang Buhok ni Lola (Grandma’s Extraordinary Hair),” which was read by Marinez Villar, a special education teacher, during the Inquirer Read-Along on February 8. At least 150 pupils, from Grades 1 to 3, attended the session.
The story, written by Rene Villanueva and illustrated by Ibarra Crisostomo, tells how a grandmother used her kilometer-long hair to hold down houses and animals and keep them from being blown away by the typhoon’s strong wind.
Sto. Tomas (pop.: 13,000) is Pangasinan’s smallest town with 10 villages covering an area of about 13 square kilometers. This eastern town was among the areas submerged by floods during the onslaught of Typhoon “Pepeng” in October 2009.
Villar said she has always been a reading advocate and includes storytelling as part of her everyday classes in the MAV School of Multiple Intelligence Inc., which she put up last year in Villasis town.
The children were also treated to an animated storytelling, courtesy of two stories read by Rich Rodriguez and Jedidia Cajepe of Alitaptap Storytellers.
They read “Bakawan (Mangroves),” a story about habitat care that stressed the importance of mangroves. It was written by Cathy Untalan, Reena Rae Sarmiento and Mae Astrid Tobias, and illustrated by Van Zeus Allen Bascon.
Rodriguez and Cajepe followed this story with Villanueva’s “Si Emang Enkantada at ang Tatlong Haragan (Emang the Enchantress and the Three Rascals),” a story about three children who delight in destroying plants, wasting water and electricity, and throwing their garbage just about anywhere. Emang Enkantada teaches these naughty children a lesson on environmental care.
Mayor Vivien Villar said teaching children to read is not enough. “Reading should be developed into a habit because with it, one is always a notch higher when it comes to having knowledge of the world,” she said.
“Instead of playing computer games and getting hooked on the Internet, reading should be fostered as a better hobby and this should be started while they are young,” said Councilor June Noces.
Norlyn Jacones, a Grade 1 teacher who sat beside her pupils in the read-along session, said she gained storytelling techniques and ideas in capturing the children’s attention from the storytellers.
She said she would try to use them in her classes so learning could be fun and interactive.
“Every time the day’s lessons are done and there is an extra time left before dismissal, I read them stories from our classroom’s reading corner,” Jacones said.

Pangasinan Lauded For Mangrove Project

LINGAYEN, Philippines — The Pangasinan provincial government has earned the Hall of Fame Award from the Regional Development Council for using mangrove to preserve and protect its coastal resources.

Last Friday, Pangasinan Governor Amado T. Espino Jr. led in the distributing another 38,000 mangrove seedlings to eight beneficiaries at the Provincial Mangrove Nursery and Information Center in Barangay Arnedo, Bolinao.

The distribution is part of the provincial government's coastal resource management (CRM) program.

Espino said reforestation is just one of the projects that the government can do to save the environment. "This is not for us anymore but for the future of the next generation," he said.

Since 2007, more than 5 million trees have been planted throughout the province, including 231,237 mangroves of different varieties.

Pangasinan has won the best CRM award for three consecutive years from 2008.

Dolly Moya, OIC provincial agriculturist, said that from the 2007 to 2011 the province has planted 344,057 mangrove seedlings which are being distributed to schools, local government units, barangay councils and non-government organizations.

To date, 46.68 hectares of land have been reforested, Moya said.

DBP okays Alaminos City's P249M loan

ALAMINOS CITY, Pangasinan, March 4 (PNA) -- The Development Bank of the Philippines (DBP) has approved a P249.2-million loan applied for by Alaminos City to finance its major infrastructure projects that could further trigger its development as financial hub of western Pangasinan.

The loan was contained in a Memorandum of Understanding on Cooperation (MOUC) recently signed by Mayor Hernani Braganza and City Treasurer Shirley Dela Cruz, in behalf of the city government of Alaminos, and Plaridel Carreon, head of DBP Dagupan branch and Eduardo Rivera DBP, senior assistant vice president.

The signing was witnessed by Councilor Earl James Aquino, City Administrator Wilmer Panabang, City Budget Officer Rowena Ruiz, and Ma. Carolina Austria, DBP Dagupan Branch Accounts Specialist.

In the MOUC, DBP and the city government have agreed to cooperate in order to uplift the quality of life and living conditions of the Alaminians, especially the marginalized sector of the city.

The loan application was endorsed by the Sangguniang Panlungsod headed by Vice Mayor Cesar Manzano through a resolution authorizing Mayor Braganza and the city treasurer to enter into MOUC with DBP.

“This huge investment for our city will certainly help us fully realize our important initiatives that will not just boost our local economy but also create additional employment opportunities for our people," Braganza said.

City Budget Officer Ruiz said there are two types of loan covered by the agreement. The first is the Terminal Loan (TL) amounting to P129.2 million and the Omnibus Term Loan Facility (OTLF) in the amount P120 million.

She said the TL will finance the construction of the Pangasinan State University-Alaminos City Campus (Phase II), Hundred Islands Medical Services Complex (Phase 1) and Hundred Islands Hotel (Phase I), including the refinancing of the LGU’s existing loan with the Land Bank of the Philippines.

On the other hand, the OTLF will finance other meaningful and rooted development projects. However, the final terms of this loan shall still be determined after the evaluation of the specific projects when these are actually submitted.

Braganza said once these projects are completed, along with the Alaminos Airport Development project, these will help transform Alaminos into a bustling green city and the newest growth node in the North Luzon Business Quadrangle. (PNA)

BINMALEY–Mayor Lorenzo Cerezo has defended his town's proposed loan of P55 million from the Land Bank of the Philippines (LBP) for seven projects.
The projects are a commercial strip along Plaza Rizal Street, public market, an auditorium, electronic billboard, rehabilitation of the Binmaley infirmary which has been given a P1 million counterpart by Cibac party-list; Rural Health Unit; and rehabilitation of the Binmaley Tricycle Terminal.

Cerezo explained that the first of its kind central electronic billboard to be placed near the public market would be big boon to the municipality because it would eliminate unsightly advertising signs along the side of the streets.
He said the other projects that are not income-generating are vital infrastructures needed by the people, specifically the rehabilitation of town's infirmary and rural health center and tricycle terminal.
At the same time, Cerezo reiterated his commitment to revive the old fish market of the town so that Binmaley producers who are selling their harvest in Dagupan can just trade in Binmaley and bring more income to the town.
Cerezo also announced that the coastal waters of Binmaley remained relatively free from Harmful Algal Blood (HAB) or red tide which is currently affecting several coastal areas of western Pangasinan, including Alaminos, Anda, Bani and Bolinao.
INCOME GENERATING
Cerezo said his administration will use the P55 million loan to build mostly income-generating projects to boost the town’s economy.
He pointed out that Binmaley needs to increase its income sources because only P11 million is coming from local collection.
Binmaley, a first class town, has a total income of P100 million yearly, and P89 million comes from the Internal Revenue Allotment (IRA) distributed by the national government.
The town is positioning itself as the seafood capital of the province because of the vast fishpond operations in the municipality.
Cerezo said the projects to be funded from the P55 million loan have already been approved by Land Bank.
The mayor also said Land Bank has given its nod on the municipality’s capacity to pay for the new loan although the previous P50 million loan obtained by the previous administration has not been fully paid.
Binmaley is still amortizing the old loan at the rate of P1 million monthly or P12 million yearly.
Cerezo said the SP was able to persuade Land Bank to give a lower interest rate for the new loan, which will be payable in 10 years with one-year moratorium for amortization payment.
The SB earlier passed a resolution authorizing the mayor to enter into a memorandum of agreement (MOA) with Land Bank, following consultations made by the town council with the people who gave their nod to these projects.

Still no green light for Seafood plant

KOREAN GOV’T EXPRESSES CONCERN

MARCH 1 came and went but the fate of the Seafood Processing Plant in Dagupan remains unresolved.

The supposed announcement last Thursday of a decision by the Bureau of Fisheries and Aquatic Resources (BFAR) and city hall did not materialize as BFAR Director Asis Perez failed to appear in Dagupan and neither did he send word to explain his absence.

BFAR Regional Director Nestor Domenden, who was tasked to convey Perez’s decision to Mayor Benjamin Lim, was also a no-show.

In the meantime, Director Westly Rosario, chief of the BFAR’s National Integrated Fisheries Technology Development Center and manager of the plant, said he has reopened the plant to start running the equipment and machinery as part of the regular maintenance check on the advice of the Korean International Cooperation Agency (KOICA).

The maintenance schedule is set for four times a week, four hours each time.

The South Korean government, through KOICA, funded the construction of the plant through a P100 million grant.

The annual Pista’y Dayat (Sea Festival) beginning in April and culminating in the first week of May will follow and then the hosting of the Palarong Pambansa.

Vice Governor Jose Ferdinand Calimlim said the provincial government is mapping out contingency measures to ensure the safety and well being of all participants and spectators to the events.

The Agew na Pangasinan, celebrated every 5th day of April, fell on Holy Week, thus activities for the event like the Pangasinan Literary Award and the Asna Awards will be held on April 11.

Pista’y Dayat, the biggest annual sea festival in the province, is observed on May 1 but activities leading to the event will start by the third week of April.

The activities include trade fairs, drum and lyre competition, sports events, photography, a beauty pageant, and a clean up drive along the Lingayen Gulf after a Thanksgiving Mass to thank to God for the bounties of the sea. (PIA-Pangasinan/ Venus Sarmiento)

LINGAYEN—Pangasinan continues to be unrelenting in pursuing its environment-related projects as 38,000 mangrove seedlings were again distributed last Friday to six municipalities and two cities.

Governor Amado Espino Jr. led the distribution to the towns of Bolinao, Infanta, San Fabian and Sual with 6,000 seedlings each; Anda and Lingayen, 5,000 each; and the cities of San Carlos (3,000) and Alaminos (2,000).

The seedlings were produced by the Provincial Mangrove Nursery and Information Center in Barangay Arnedo, Bolinao.

Pangasinan is the only province in Region 1 with an established mangrove nursery, making it eligible for the Hall of Fame Award as best province in CRM.

The province bagged the best province in CRM award from 2009 to 2011.

The distribution of mangrove seedlings was part of the provincial government's CRM program aimed at preserving and protecting Pangasinan's coastal resources.

Espino said the reforestation of the coastal areas is just one of the doable endeavors that the government can do in helping save Mother Nature.

"This is not for us anymore but for the future of the next generation," he said.

Since 2007, more than five million trees have been planted throughout the province, including forest trees and some 231,237 mangroves of different varieties.

Dolly Moya, OIC Provincial Agriculturist, reported that from 2007 to 2011, the province has propagated a total of 344,057mangrove seedlings which are being distributed to various requesting parties, specifically the academe, local government units, barangay councils and non-government organizations.

To date, Moya said there are 46.68 hectares of reforested areas, equivalent to 57.002 linear meters.

ALAMINOS CITY—A consistent awardee, this city again bagged three honors during the recent Regional Development Council Performance Awards.

Alaminos, considered as Pangasinan’s fourth largest economy and tourism capital, was champion in the Search for the Most Outstanding LGU Coastal Resource Management (CRM) Implementer for CY 2011 under the City Category.

It was also the first runner-up in the Search for the Best Performing City in Region 1 based on the Local Governance Performance Management System and 2nd runner-up Search for the Cleanest, Safest and Greenest City.
City Administrator Wilmer Panabang, City General Services Officer Ismael Najera and City Agriculture Arceli Talania received the plaques of recognition for the city

Panabang said the CRM award cements Alaminos City's status as an environmental champion in Region 1 for three previous years.

AIMING to make this year’s Palarong Pambansa the “most digital Palaro” in the national sporting event’s history, the Pangasinan government has tapped bloggers around the province to help in the coverage of the games in May.
Fifty bloggers, chosen from among some 300 applicants, underwent training this weekend to prepare them for covering and writing about the Palaro as well as the annual Pista’y Dayat celebration, also in May.

“Bloggers will serve as force multipliers for the Palarong Pambansa 2012 coverage. They will write articles and capture the event and share them on their blogs for a borderless online audience,” said Vanj Padilla, the provincial government’s consultant on Online Information Management who suggested the idea.
Padilla said the 50 chosen were those who proved to be “natural storytellers” and internet-savvy during the screening.
“If you can tell stories offline, you will be able to tell them online too,” Padilla said.
The bloggers will be required to write stories and post these in his/her blog. The bloggers are also expected to promote their respective blogs to catch readers as well as make their sites rank high in various search engines.
A blog – a contraption of web log – is a personal journal published on the World Wide Web.
Blogs have become a popular tool for information sharing, including citizen journalism.

UL conducts annual Kalakalan at Subastahan

STUDENTS of the University of Luzon (UL) under the National Service Training Program (NSTP) and Students in Free Enterprise (SIFE) conducted the Kalakalan at Subastahan sa UL 2012 from February 27 to March 2.

Kalakalan at Subastahan sa UL is an annual auction derby to raise funds for the school’s Community Outreach Programs, including medical and dental missions and financial assistance.

The event also serves as a trade fair and practicum for Management 21 students on establishing their own micro-business in the form of partnership.

i'm sure heavy ang traffic that day...siguradong very happy mga sta. barbara bound jeepneys, yung mga nasa dagupan especially the students dun sila sasakay dadaan ng malued tatagos ng devenecia highway...i also heard papayagang mag-right turn ang mga calasiao jeepneys sa may junction papuntang robinsons before going to dagupan...that would definitely affect the flow of traffic, then ongoing pa pala construction ng mayombo/caranglaan road...goodluck na lang LOL :nuts:

MANILA, Philippines - Gokongwei-led Robinsons Land Corp. will be opening its 30th mall in Calasiao Pangasinan. This is also the company's first commercial center in the province.

To be called Robinsons Place Pangasinan, the full service mall set to open on March 15, will be built on a 6-hectare property, with a gross floor area of 32,000 square meters and a gross leasable area of 25,000 square meters.

"The two-level Robinsons Place Pangasinan is already over 90% leased with Robinsons Department Store, Robinsons Supermarket, Handyman, Robinsons Appliances and Robinsons Movieworld as anchor tenants," Robinsons Land president Frederick Go said in a statement.

Among the mall's features is a 3D cinema which is the first in the region and uses the XPAND system that help produce crispier images.

Aside from Calasiao which is a first class municipality located between the cities of Dagupan and San Carlos, Robinsons Land has recently completed two mall expansion projects in Tacoloban and Bacolod.

It will also open Robinsons Place Palawan and Robinsons Magnolia this year.

TODAY IN PANGASINAN HISTORY: On March 7, 1898, Daniel Maramba (from Sta. Barbara) led the liberation of the town of Santa Barbara from the Spanish forces. Also on March 7, 1898, the rebels under the command of Vicente Del Prado (from San Jacinto) and Juan Quezada (from Dagupan) attacked convents in a number of towns in Zambales province, located west of Lingayen, which now constitute the western p...arts of Pangasinan. Attacked and brought under Filipino control were Alaminos, Agno, Anda, Alos, Bani, Balincaguin, Bolinao, Dasol, Egui and Potot. Then the revolt spread to Labrador, Sual, Salasa and many other towns in the west.

All three heroes of the "Battle of Dagupan" eventually became governors of the Pangasinan. Daniel Maramba even became a Senator in 1941-1945. Del Prado was later elected representative of Pangasinan to the Malolos Congress with Quesada succeeding him as governor of Pangasinan.

Juan Quesada's family owns Vicar Hotel which is located in A.B. Fernandez Ave., Dagupan City. Vicar Hotel today no longer functions as a hotel. With it's sturdy foundation and architectural design, it is now home to Mercury Drug in the 1st floor and offices and clinics in the 2nd floor. It was once known as the "Manila Hotel" of the North.

Wednesday 7th of March 2012 TweetFacebookYahooEmailShareThisLUNGSOD NG DAGUPAN, Marso 7 -- Mahigit isang daan at limampung (150) mga mag-aaral ng Lyceum of the Philippines University mula sa lalawigan ng Cavite na kumukuha ng kursong Business Administration ang pumasyal sa lungsod upang pag-aralan ang kakayahan ng Dagupan sa pagproseso ng isda (fish processing).

Ang mga guro ng LPU-C Total Quality Management (TQM) ang pumili sa Dagupan upang maging unang destinasyon ng mga mag-araral sa mga lungsod sa hilagang Luzon upang ipakita sa mga ito ang pinagmamalaking pagproseso at pag-benta ng Bangus Dagupan at iba pang business development programs dito na nakabilang sa mga kailangan nilang gawin batay sa syllabus ng kurso.

Sa kanilang pagdating, binati sila ni City Administrator Vlad Mata na nagbigay din ng maikling kasaysayan ng lungsod bilang centro ng komersyo sa hilagang Luzon.

Ang delegasyon, na grinupo sa tig-singkwenta, ay ipinasyal sa palengke ng Malimgas at Magsaysay upang makita ang proseso ng pag-aalis o paghihiwalay ng tinik ng bangus (bangus deboning procedures).

Nakipagtalastasan din sila kay City Agriculturist Emma Molina, kay Butch Gutierrez na hepe ng River and Coastal Protection Management at kay City Information Office Officer-in-Charge Joseph Bacani para sa presentasyon ng river clean-up program nglungsod na ‘ Ilog Ko, Bilay Ko’ at ang implementasyon ng Water Quality Management Area (WQMA), at maging ang Dawel River Cruise na nauna nang nabigyan ng ‘bronze citations’ sa ginanap na 2011 Liveable Communities (LivCom) Awards.

MANILA, Philippines - Robinsons Land Corp. (RLC) will open its first full-service mall in Calasiao, Pangasinan on March 15, the 30th in its steadily growing chain of commercial centers.

RLC president Frederick Go said the new mall is the biggest among the shopping centers in the Northern Luzon region, with a gross floor area of 32,000 square meters and a gross leasable space 25,000 sqm.

Situated on a six-hectare lot, the two-level Robinsons Place Pangasinan is already over 90 percent leased, he said.

Connected via a major highway, Calasiao is just 15 minutes from Dagupan and 25 minutes from San Carlos City.

Aside from Robinsons Place Pangasinan, RLC malls in Central and Northern Luzon include two malls in Pampanga and one each in Tarlac, Ilocos Norte, Bulacan and Cabanatuan.

Aside from Calasiao, RLC has recently completed two mall expansion projects in Tac-loban and Bacolod, and will open Robinsons Place Palawan and Robinsons Magnolia along Aurora Blvd. within the year.

Hundred Islands National Park (Philippines)

The Hundred Islands National Park in Brgy. Lucap, Alaminos City, Pangasinan is 250 kms. North of Manila.

This National Park covers a land area of 1,884 hectares with 123 islands. However, only three (3) islands have been developed for tourists namely: Governor, Quezon, and Children's Island.

Of the three (3) Islands, only the Governor's Island keeps a Guesthouse which is ideal for family use. It has 2 bedrooms, living room, dining room, comfort room/bath and kitchen. Linens, water (4 drums), generator lighting, ceiling fans, dining and cooking utensils/equipments are provided for.

The bahay kubos at Children's Island are for budget travellers as it consists only of screened bedrooms with kerosene lighting and one (1) drum of fresh water and linens. Common areas are provided for dining and cooking as well as for toilet and bath.

Quezon Island is for picnickers and campers.

At Lucap Point (Mainland), the main building houses a conference room and accommodation facilities. A tower-type building near the Lucap Park housed an Information/Business Center at the ground floor which controls the flow of tourists to the said Islands.

Robinsons to open 30th mall in Pangasinan

MANILA, Philippines - Gokongwei-led Robinsons Land Corp. will be opening its 30th mall in Calasiao Pangasinan. This is also the company's first commercial center in the province.

To be called Robinsons Place Pangasinan, the full service mall set to open on March 15, will be built on a 6-hectare property, with a gross floor area of 32,000 square meters and a gross leasable area of 25,000 square meters.

"The two-level Robinsons Place Pangasinan is already over 90% leased with Robinsons Department Store, Robinsons Supermarket, Handyman, Robinsons Appliances and Robinsons Movieworld as anchor tenants," Robinsons Land president Frederick Go said in a statement.

Among the mall's features is a 3D cinema which is the first in the region and uses the XPAND system that help produce crispier images.

Aside from Calasiao which is a first class municipality located between the cities of Dagupan and San Carlos, Robinsons Land has recently completed two mall expansion projects in Tacoloban and Bacolod.

It will also open Robinsons Place Palawan and Robinsons Magnolia this year.

DEP ED: 12 MAJOR LANGUAGES TO BE USED AS MEDIUMS OF INSTRUCTION

MANILA, MARCH 9, 2012 (PHILSTAR) By Rainier Allan Ronda - Twelve major Philippine languages will be used as mediums of instruction in public schools from kindergarten to Grade 3 starting next school year.

The move is part of efforts of the Department of Education (DepEd) to boost its Mother Tongue-Based Multi-Lingual Education (MTB-MLE) program aimed at raising student competency.

Education Secretary Armin Luistro said the DepEd is expected to finish the learning modules in time for the June school opening.

“We are institutionalizing the teaching of MTB-MLE as one of the subjects from Grade 1 to Grade 3 and as the medium of instruction from Kinder to Grade 3 so that we can develop well-rounded and life-long learners under the K to 12 basic education reform program,” he said,

Local and international studies have shown that using the language at home (mother tongue) inside the classroom during the learners’ early years of schooling produce better and faster learners who can easily learn a second (Filipino) and even third language (English).

The 12 major Philippine languages are:
Tagalog,
Kapampangan,
Pangasinense,
Iloko,
Bikol,
Cebuano,
Hiligaynon,
Waray,
Tausug,
Maguindanaoan,
Maranao, and
Chabacano.

Under the program, Filipino will be introduced in the first semester of Grade 1 for oral fluency (speaking). For reading and writing purposes, it will be taught beginning in the second semester of Grade 1.

The four other macro skills – listening, speaking, reading and writing in Filipino – will continuously be developed from Grades 2 to 6.

Meanwhile, English as a subject will be introduced in the second semester of Grade 1, while reading and writing in English will start in the first semester of Grade 2.

Currently, 921 schools nationwide have been pioneering the MTB-MLE, including for children of indigenous people.

The mother tongue pilot program is implemented with assistance from the Basic Education Assistance for Mindanao, Third Elementary Education Program, Translators Association of the Philippines, Save the Children Foundation, and the Summer Institute of Linguistics.

The DepEd has also organized a team of MTB-MLE trainers for each region composed of education supervisors.

The existing MTB-MLE regional training team organized for the pilot schools shall be the same team that will be responsible for the division and school-based training of teachers on MTB-MLE for the K to 12 program.

MTB-MLE trained writers will play a crucial role in developing indigenized learning materials to provide students with a variety of learning resources.

DAGUPAN CITY, March 8 -- The Department of Agriculture (DA) has assured Pangasinenses that there is a sufficient supply of food for the province.



Edmundo M. Quinit, Region 1 chief of the Agricultural Extension Program Division, said the province planted enough high-value crops, including rice, corn, and mango last year.



The country has been experiencing a mild La Niña causing above average amount of rainfall for irrigation, he said during the KBP Forum at the Philippine Information Agency office on Thursday.



He said the province harvested palay last year from a total 242,433 hectares of land, which constituted 60 percent of palay harvested in Region 1.



Meanwhile, all provinces registered increase in palay yield per hectare last year, with Ilocos Norte topping the list with 4.6 metric ton per hectare.



According to him, the province has no need to import rice right now and it is even capable of exporting one. (ANL/ARRF-PIA 1 Pangasinan)

Pangasinan crime volume declines by 46% in Jan-Feb 2012

Crime volume dropped by 46 percent to 745 cases during the first two months of 2012, from 1,389 cases last year, said Supt. Rogelio Danoli, chief of the operations and planning division.

During the Provincial Peace and Order Council technical working group meeting last Thursday, Danoli also said that index crime was 340 in 2012, from 717 in 2011; while non-index crimes went down to 405 from 672 last year.

Crime solution efficiency is 30.3 percent while crime cleared registered at 76 percent.

Consequently, average monthly crime rate also dropped at 14.5 percent from last year’s 27 percent.

Physical injury is listed as the most common form of crime from January to February with 160 cases. This is followed by theft-94 cases; robbery- 23; murder-18; rape-16; carnapping -16; homicide-11; and cattle rustling -2.

Danoli said the concerted efforts of the local police and the communities led to the significant drop of crime incidences in the province.

The PPOC technical working group is headed by Provincial Administrator Rafael Baraan and co-chaired by the Philippine National Police and the Department of Interior and Local Government.

FVR to launch ferry service at San Roque Dam reservoir

SAN MANUEL, Pangasinan, March 9 (PNA) — Another first of its kind eco-tourism project will be introduced in Pangasinan with the inauguration on Monday by President Fidel V. Ramos of the first of its kind ferry service across the giant reservoir of the San Roque Multi-Purpose Project as another eco-tourism project in that area of the province.

Former President Ramos was invited by the San Roque Power Corporation (SRPC) to inaugurate the facility that could provide tourists leisurely ride across the blue water in the giant reservoir located in the upper stream of the Agno River from San Manuel, Pangasinan to Itogon, Benguet.

It was during Ramos' incumbency as 12th President of the Republic of the Philippines when the billion-dollar Build-Operate-Transfer (BOT) project was built and became a reality.

Sixth District Board Member Ranjit Ramos Shahani, a nephew of Ramos, said the inauguration of the San Roque Ferry Service is an advance celebration during the 84th birthday of his uncle.

For this, SRPC will dedicate a marker in honor of the former President as the builder and father of the San Roque Dam, the 11th biggest earthen dam in the world.

Governor Amado Espoino Jr. and other officials of the province will also attend the inauguration of the facility which is expected to boost eco-tourism in eastern Pangasinan.

Also to be inaugurated is a newly constructed tennis court within SRMP’s eco-tourism pavilion and other newly completed projects of SRPC.

Shahani said the ferry service is long overdue as the water impounded in the dam’s reservoir could have been harnessed much earlier for tourism purposes.

At the same time, Shahani foresees the water of the facility to be tapped as source of potable water for 16 lowland municipalities of Pangasinan.

To date, he said, the re-regulating pond which will catch all the water from San Roque which it throws out while generating electricity for the Luzon Grid, is set to be operational by August this year.

When fully operational, the structure can irrigate some 50,000 hectares of land in eastern and central Pangasinan, including northern Tarlac.

Sports fishing could be another tourism-oriented activity to be introduced in the area as the reservoir was earlier stocked with tilapia and other fish species with the help of the Bureau of Fisheries and Aquatic Resources.

On the other hand, Shahani said that the re-regulating pond downstream of SRMP is set to be operational by at the earliest by August this year, capable of irrigating 50,000 hectares of land. (PNA)

Pangasinan has sufficient high-value crops, says DA

DAGUPAN CITY, March 8 -- The Department of Agriculture (DA) has assured Pangasinenses that there is a sufficient supply of food for the province.

Edmundo M. Quinit, Region 1 chief of the Agricultural Extension Program Division, said the province planted enough high-value crops, including rice, corn, and mango last year.

The country has been experiencing a mild La Niña causing above average amount of rainfall for irrigation, he said during the KBP Forum at the Philippine Information Agency office on Thursday.

He said the province harvested palay last year from a total 242,433 hectares of land, which constituted 60 percent of palay harvested in Region 1.

Meanwhile, all provinces registered increase in palay yield per hectare last year, with Ilocos Norte topping the list with 4.6 metric ton per hectare.

LUNGSOD NG DAGUPAN, Marso 7 -- Mahigit isang daan at limampung (150) mga mag-aaral ng Lyceum of the Philippines University mula sa lalawigan ng Cavite na kumukuha ng kursong Business Administration ang pumasyal sa lungsod upang pag-aralan ang kakayahan ng Dagupan sa pagproseso ng isda (fish processing).

Ang mga guro ng LPU-C Total Quality Management (TQM) ang pumili sa Dagupan upang maging unang destinasyon ng mga mag-araral sa mga lungsod sa hilagang Luzon upang ipakita sa mga ito ang pinagmamalaking pagproseso at pag-benta ng Bangus Dagupan at iba pang business development programs dito na nakabilang sa mga kailangan nilang gawin batay sa syllabus ng kurso.

Sa kanilang pagdating, binati sila ni City Administrator Vlad Mata na nagbigay din ng maikling kasaysayan ng lungsod bilang centro ng komersyo sa hilagang Luzon.

Ang delegasyon, na grinupo sa tig-singkwenta, ay ipinasyal sa palengke ng Malimgas at Magsaysay upang makita ang proseso ng pag-aalis o paghihiwalay ng tinik ng bangus (bangus deboning procedures).

Nakipagtalastasan din sila kay City Agriculturist Emma Molina, kay Butch Gutierrez na hepe ng River and Coastal Protection Management at kay City Information Office Officer-in-Charge Joseph Bacani para sa presentasyon ng river clean-up program nglungsod na ‘ Ilog Ko, Bilay Ko’ at ang implementasyon ng Water Quality Management Area (WQMA), at maging ang Dawel River Cruise na nauna nang nabigyan ng ‘bronze citations’ sa ginanap na 2011 Liveable Communities (LivCom) Awards.

BANGRINE MARINE PROTECTED AREA
Location: abut 6 hours from Manila and less than one hour from another major birding site, Alaminos City, Pangasinan. The jump0off point, Barangay Apurao is 30 minutes from the town proper. From here, one can take a boat to the mangrove area.

For the sheer number of migratory birds and the proximity one can get to the roosting site, the Bangrin Marine Protected Area in the municipality of Bani, Pangasinan is an ideal birdwatchers’ and bird photographers’ paradise.

The area is located in a tidal mudflat called “Bangrin” in San Miguel, Bani. It is a 63.3 hectare mangrove forest rehabilitation site recently declared as a bird sanctuary in 2001

Although it will require a boat ride to reach the mangrove area, a boardwalk has been constructed on the front periphery to allow visitors to move around the mangrove forest and spot large congregation of migratory birds at close range.

This is one of the sites included in the 1st edition of book entitled “Birdwatching in the Philippines.”

All systems go for the Bangus Festival 2012

DAGUPAN CITY – It's all systems go for the Bangus Festival 2012!.

Councilor Brian Lim, festival hermano mayor, assured the executive committee during the “Event Chairmen’s Workshop” last March 7 thatt 95 percent of the scheduled events this April have been finalized and only minor changes would be done if ever such would take place as the activities were “marked in stone.”

“We are trying to run the festival with private funds,” Lim told the committee, “as the city still doesn’t have the required budget."

Lim said that the workshop was held to brief the event chairs on their respective events and management of accounts to enable transparency in all of the festival transactions.

Executive Assistant III and last year’s Bangus Festival Co-Executive Chair Maximo Alexis Tan shared his experiences on project management as he stressed the need to professionalize the conduct of the events.

City Agriculture Emma Molina talked about event management, and City Treasurer’s Office (CTO) Technical Consultant Rosario Catugas shed light on the proper liquidation of fund releases and post-event management.

Samples of the lectures and liquidation documentatio were compiled in a manual and distributed to all executive committee members.

City Administrator Vlad Mata welcomed the participants while Councilor Red Erfe Mejia delivered the closing message.

Management Consultant Emannuel Bamba admonished took them to take a look at the humble roots of the festival and the pivotal role the Junior Chamber International (JCI) –Dagupan Bangus played as the city government’s official partner in staging the spectacle since its inception in 2002. (CIO)

DAGUPAN CITY, Mar. 10 (PIA) -- Business owners need not leave their houses anymore to register their businesses.

Provincial Director Peter Mangabat said the Department of Trade and Industry (DTI) and other government agencies now offer registration of businesses through the Internet.

The government, under its Philippine Business Registry System (PBRS), has launched the Sole Proprietorship New Registration (SPNR), which intends to expedite all business registration–related transactions by integrating in the web the agencies related to the transactions.

Under the SNPR, sole proprietorship business owners can now validate existing registration or download, fill-up and submit registration forms through the internet.

Payment may also be done electronically thru G-Cash, Mangabat said during the KBP Forum held at the Philippine Information Agency on Thursday.

Those who do not have access to the Internet can also apply for registration at the nearest DTI offices in their areas. Processing of application usually takes only about 15 minutes, he said.

The PBRS, which was launched in the entire country on March 1, is also being adopted by the Bureau of Internal Revenue, Securities and Exchange Commission, Social Security System, Cooperative Development Authority and the local government units.

UN awardee cites plan to put uptsunami hill here as good move

DAGUPAN CITY – “A good move.”

This was how Vice Mayor Alfredo Arquillano of the municipality of San Francisco in Camotes Island, Cebu described the plan of the city government here to construct a Tsunami Hill in barangay Pugaro as its disaster risk reduction (DRR) project this year.

Arquillano made the description while addressing the “Sharing of DRR Experiences” forum with barangay officials and City Disaster Risk and Reduction Management Council (CDRRMC) members here last March 8 at the City Schools Division Training Center’s BSL Hall.

“Such is a proactive prevention because your city is bounded by an ocean and traversed by seven rivers,” he added, when asked about his opinion on the city’s plan to build the improvised hill as proposed by Mayor Benjamin S. Lim.

Arquillano, an awardee of the United Nations International Strategy for Disaster Reduction (UNISDR) Campaign on Making Cities and Municipalities Resilient in the Asia-Pacific region, lauded Lim’s innovative mindset on heeding the people’s need for a relocation site in a hazard-prone city like Dagupan.

Village chiefs learned from Arquillano the “SanFran Purok System” – a pioneering micro-structure governance rooting from bayanihan in the sitios, the “No Plastic Policy” in markets and other approaches on achieving resiliency under the San Francisco’s DRR management schemes powered by the “Think big, Start Small” motto that he implemented, earning for his municipality the recognitionon as the 2011 UN-Sasakawa Awardee for its world-class DRR initiatives.

Arquillano also shared to the participants his municipality’s solid waste management system and cleanest purok award program, a project he had started way back his previous three-terms as San Francisco mayor which was adopted by Cebu Gov. Gwendolyn Garcia in her province.

City Administrator Vlad Mata, appearing in lieu of Lim, facilitated the discussion right after Arquillano’s presentation.

Mata stressed to the barangayofficials that both the city government and barangay council should replicate the municipality’s DRR practices and gear to achieve what it has done as their barangay is the their shared responsibility.

Also present in the forum were Waste Management Divison (WMD) Chief Teddy Villamil, Management Consultant Emmanuel Bamba, Executive Secretary III Benjamin Tan and Public Order and Safety Office (POSO) Chief Robert Erfe-Mejia, who joined Mata in awarding a certificate of appreciation to Arquillano. DAGUPAN CITY – Dagupan Best Special Lechon (BSL), anyone?

The city government here has launched the search for a recipe that would define the distinct taste for the city's very own special lechon to be called as Dagupan BSL (for Best Special Lechon.).Pig roasters residing inside and outside Dagupan may join the roasting competition by sending their 2-kilo sample and a sealed copy of their recipe to the City Agriculture Office (CAO) until March 27 at 5 p.m.

To participate in the contest, a lechonero must have at least three-year experience in pig roasting as certified by the barangay chairmen of their residence and be a food handler certificate or blue card holder issued by their respective local health offices.

Only the top 20 finalists will advance to the cook-off proper to be held this coming Bangus Festival scheduled next month.

While the contestants are enjoined to bring all the ingredients needed for their concoction, the city government will provide the pigs, which were raised through the Profitable Indigenous Grow-out Systems (PIGS) project that was piloted by Mayor Benjamin S. Lim in barangay Mangin last month.

From the 20 qualifiers, only three will emerge victorious: a P30,000 cash plum and a trophy, plus the honor of having his recipe adopted by the city as its official recipe for its version of lechon awaits the champion while the first and second runners up will receive P 20,000 and P10,000 and trophies respectively.

A consolation prize of P3,000 will also be given to non-winning participants. (CIO)

Ang Bangus festival 2012 ay pormal na magsisimula sa April 13 na tatampokan ng pagparada ng mga may adorning floats sa Bangus ed Carosa. Ito ay susundan ng isang simpleng opening ceremony na pangungunahan ni Mayor Benjamin S. Lim, Vice-mayor Belen T. Fernandez at ang boung konseho ng ciudad.
Imbitado din sa naturang okasyon ang gobernador, bise-gobernador at mga board members ng lalawigan pati na ang mga mayors sa ibat-ibang munisipalidad at ciudad sa lalawigan ganundin ang mga miembro ng House of Representatives sa anim na distrito ng Pangasinan.

Summer has just begun, and the scorching heat in most parts of the country is expected to intensify towards May, weather forecasters said Tuesday.
Temperatures soared to 34.7 degrees Celsius in Dagupan City, Pangasinan, on Saturday and Sunday, so far the hottest temperature logged by the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) since summer kicked in last week.
When summer peaks in May, temperatures could rise as high as 39 degrees Celsius or even 39.2 degrees Celsius, the two highest recorded temperatures in Tuguegarao, Cagayan and Cabanatuan, Nueva Ecija, respectively, on May 3 last year. Or it could rise even higher, forecaster Jori Loiz said in an interview.
“We should expect hotter weather in the coming weeks. Temperatures will rise,” he said, cautioning the public against venturing out between 10 a.m. and 3 p.m. without any protection, lest they’d get hit by ultra-violet rays.
The bureau’s station at the Science Garden in Quezon City recorded a temperature of 34.4 degrees Celsius at around 2 p.m. Tuesday.
There will be brief respites, though, in the form of afternoon or evening rainshowers, triggered by heat and moisture in the atmosphere.
“But it’s not going to rain every day,” he said.
The archipelago experiences two types of dry season: a cold dry season from December to February and a hot dry season from March to May. Summer is experienced throughout the country except for the eastern parts which are visited by rain all throughout the year.
La Niña, which has intensified the easterlies over the eastern sections of Luzon, Visayas and Mindanao, is expected to weaken soon, according to Loiz. Associated with strong rainfall, it is expected to dissipate between March and May.

DAGUPAN CITY, Feb. 10 (PIA) -- The Department of Labor and Employment in the Ilocos Region is set to stage a series of job fairs for the first six months of the year to strengthen its job search assistance services to the public.

DOLE information Officer Arly Valdez said job fairs in the region will start in February while the events in Pangasinan will start in the month of March scheduled tentatively on the following dates: March 8 at the Urdaneta City University (local employment) and March 23 at the Narciso Ramos Gymnasium in Lingayen town.



For April, the dates and venues are: April 16 at the Provincial Employment Services Office (PESO), Municipality of Manaoag (local and overseas)and April 26 (tentative) at the PESO Office, Municipal Hall of Infanta town (local and overseas).



On May 1, jobseekers can flock to the SM City in Rosales town and on June 12 at the Narciso Ramos Gymnasium in Lingayen town.



The upcoming job fairs will bring together 25 local employers and 35 licensed recruitment agencies for overseas employment. The local employers invited to participate are Addessa Corporation, Archway Multi-services Corporation, Bamcor, Banco San Juan, BHF Corporation, Digitel, EEI Corporation, Isonn Marketing, Marand Resort and Spa, Napintas Logistics Distribution, Inc., Pancake House, Inc./Chowking, Peer Marketing Motor Sales Corporation, Puyat Steel, Rang-ay Bank, Saver’s Print Marketing, Splash, United Coconut Planters Life, Universal Leaf Phils., Welform Trading Corporation, Expercs, Inc., Sitel Phils., Sutherland Global Services, The American Institute, TSPI Development Corporation, and Trust International Paper Corporation.

De Vera bares projects in San Jacinto

SAN JACINTO- The mayor of this tobacco producing town bares the projects his administration has undertaken and would undertake.
Mayor Robert de Vera said his administration spruced-up of the “talipapa (temporary market),” drainage system at the market center, and the P17 million renovation of the public market.
He explained that some of the funds of the projects were sourced from the 20 percent development fund of the town.
“May dumating na naman kami na share na (from the tobacco excise tax) ibibili namin ng makina para sa Brgy. Sta. Cruz. Saka iyong P123 thousand iyong sa farm to market Brgy. Capaoay halos 20 percent ng tapos”.
De Vera said the P17 million funneled to the public works was a share this town got from Fourth District Rep. Gina de Venecia.
De Venecia appropriated P11 million from her Priority Development & Assistance Fund while this town counter funded it with P6 million local fund.
“Marami pa sa farm to market road na ibinigay si Manay Gina sa limang barangays . Mga P3 million pero tapos na ang mga iyon sa mga barangay na mabigyan sila. Saka hindi lang iyong sa Brgy. Guillermo, barangay hall tapos na sa Brgy. Capaoay. Marami pa ring pumupunta ngayon. Di meron gaano, iyong excise tax, mga P8 million kay manay,” he stressed.
Meanwhile, Mayor de Vera said that he chalked up an idea how this town could save tens of thousands of pesos by no longer resorting to buy a plate for tricycles for the members of Tricycle Operators and Drivers’ Association (TODA) yearly.
He said the town pays P86 for each of the plate or a total of P172 thousand for all the plates that would be replaced every year.
But he made a saving measure when this town cancels to buy the whole plates and instead buy and replace each year the sticker for the plate.
The sticker he said cost only P2.50.
Because of this tremendous savings, the mayor cited that the savings of P133 thousand could be used to fund projects for the welfare of the members of the TODA.
One of them is by putting reflector stickers to the motorized trikes to protect them in mishaps in their nocturnal work, de Vera noted

Manila, Philippines – The Department of Education (DepEd) has allocated P136.5 million for the Palarong Pambansa this year in an effort to continuously promote physical education and sports as important components of the basic education curriculum.

Education Secretary Armin Luistro, in DepEd Memo No. 22, Series of 2012, said the country’s largest sporting youth event will be held from May 6-12 in Lingayen, Pangasinan.

Luistro stressed that the Palaro is an important component of the basic education curriculum because it promotes physical education and sports that are part of the full development of the youth’s potential.

With elementary and secondary school students from public and private schools geared to compete for national athletic honors, Luistro said that the Palaro will also serve as a venue to develop the potentials of young people.

“When we say total human development, we mean to develop persons who are physically fit, socially responsible, and globally competitive,“ he explained.

Ten thousand athletes, coaches, and sports officials from the country’s 17 regions are expected to participate in the country’s biggest sports spectacle.

The provincial government of Pangasinan will be assisted by the DepEd Regional Office 1 as well as the schools division office of Pangasinan and the city schools division offices of San Carlos City and Dagupan City in hosting the week-long event. (Ina Hernando Malipot)

Sad to say ang lakas nila mag recruit ng pangasinense pero wala naman sila facility sa probinsya, need to go pa sa Baguio, Tarlac, Clark or Manila para mag work.

napansin ko lang sa Robinsons mall lalo na dun sa mga stalls ..like sa Rob Ilocos Norte di gaano magaganda yun mga stores outlet nila dun di gaya sa Robinsons starmills na mga name brand:)..sana maganda mga stalls dito sa Robinsons pangasinan:)
