sa pagkakaalam ko wala..kaya pagdating ng 25 years lease nila, it's going back to the City Goverment:)...so far i heard now is they (csi group) will settle this ASAP..Legal counsel of CSI is now on the brink of talking with Legal counsel of Dagupan Goverment...25 years na kasi yun CSI eh:)They should face the reality na kelangan ng ibalik sa city yang property na yan ang honor the contract. Good news yan another source of City income kapag nabalik na yan sa cityhall.. Unless gusto mag rent ng CSI sa city gov't, in short terms lang dapat.

so ibig sabihin nyan..City Supermarket Inc =CSI ay 25 years na sila...wow malaki na rin po pala ang kinita nya..kita namna sa mga community mall na nagsuuslpotan sa pangasinan and other places..at kaya pala nagtayo sya ng City mall nya kasi alam niyang kahit anong oras pweding kunin ng cityhall ang lupa after ng lease aggrement:)

San Roque Dam assures water for Pangasinan farmlands

DAGUPAN CITY, March 30 (PNA)--The San Roque Power Corp. has assured there will be enough water from the San Roque Multi-purpose Project to irrigate farms in the sixth, fifth, fourth and third districts of Pangasinan.

These districts are planted with second crop rice through the summer months.

The assurance was made by Tom Valdez, SRPC vice president for corporate social responsibility, who said the water comes out when SRPC is generating electricity for the Luzon Grid which was 81 megawatts (MGW) daily as of Thursday.

Speaking during the Kapisanan ng mga Brodkasters sa Pilipinas Forum Thursday, Valdez said SRPC can still supply the requirement of farmers till they harvest their palay in June.

That, although water in the dam is now at 243 meters above sea level, five meters down below the normal water level of 248 MASL,

SRPC has a generating capacity of 411 MGWs.

Since the dam water is continuously going down due to scanty rains in the upper stream of the Agno River, it was forced to scale down its production of electricity to 81 MGWs.

Water from San Roque Dam is being used to irrigate farms in Asingan, Urdaneta, Villasis, Manaoag, Sta. Barbara, and part of Malasiqui.

At the same time, Valdez announced the re-regulating dam of the San Roque Dam is set to be completed by July or August this year.

The project, being built by the National Irrigation Administration, employing the contractor China Agro-Machineries Corporation, will catch water from the dam which it spills downstream of the Agno River when generating electricity.

However, lateral canals going to the farms in the service areas are yet to be constructed by NIA.

When completed, the project will be able to irrigate additional 60,000 hectares of land in eastern and central Pangasinan as well as in northern Tarlac and Northern Nueva Ecija. (PNA

Pangasinan SP enacts Public-Private Partnership Code

LINGAYEN, Pangasinan, March 30 (PNA) - Investments are expected to come in droves in Pangasinan with the passage by the Sangguniang Panlalawigan (SP) of a provincial code adopting a Public-Private Partnership (PPP) approach.

The SP, led by Vice Governor Jose Ferdinand Z. Calimlim, Jr. unanimously approved the PPP Code in their regular session last March 26 to help speed up the economic growth and sustained development of Pangasinan.

The approval, according to Provincial Administrator Rafael F. Baraan, is another welcome development for Pangasinan being one of the first five provinces in the country to adopt such scheme.

The others that adopted a similar PPP Code are Cavite, Camarines Sur, Northern Samar and Nueva Ecija.

Vice Governor Calimlim earlier said that members of the board have unanimously agreed that under the PPP scheme, Pangasinan will be on its way to establish a well-structured and transparent investment program that could spur mega development in the future.

Calimlim explained that projects under PPP must be feasible, affordable and should indicate commercial viability.

PPP is a form of legally enforceable contract between the province and private sector proponent (PSP), which requires new investments from the PSP and which transfers key risks to the PSP in which payments are made in exchange for performance for the purpose of delivering a service traditionally provided by the public sector.

Also, PPP will serve as an essential part of the overall infrastructure reform policy of the province. This will encourage performance-based management of the delivery of public services applying commercial principles and incentives by introducing competition in and for the market and by involving users and stakeholders in the decision-making process, infrastructure and regulatory reform.

Under its procedures, a PPP selection committee which is composed of the following: chairperson (at least third ranking officer of the province), secretary (provincial legal officer), the provincial treasurer, provincial planning and development officer and one representative from and selected by the SP (probably the chair of the committee on investment and appropriations) will be formed.

All PPP contracts must be signed by the Governor with prior authorization by the sanggunian.

The province may undertake development projects including but not limited to, power plants, highways, ports, airports, canals, dams, hydro-power projects, water supply, sewerage, irrigation, telecommunications, railroad and railways, transport systems, land reclamation projects, industrial estates or townships, housing, government buildings, tourism projects, public markets, slaughterhouses, warehouses, solid waste management, information technology networks and database infrastructure, education and health facilities, sewerage, drainage, dredging, prisons, and hospitals.

The PPP-RA shall perform contract management transactions such as partnership management, performance management, risk management, and contract administration for all arrangements entered by the province. (PNA)

Pangasinan police on alert during Holy Week, summer

LINGAYEN, Pangasinan, March 30 (PNA) -- The police in Pangasinan are presently on heightened alert and will be on full alert starting Monday in anticipation of thousands of people motoring to the province for the observance of the Holy Week and summer vacation.

Sr. Supt. Rosueto Ricaforte, police provincial director, said he cancelled all personnel's leave of absence as he wants a 24/7 duty for them to be ready to respond to any kind of emergency during the coming days.

Ricaforte likewise called on all force multipliers, like members of the Barangay Peace-keeping Action Team (BPAT), barangay tanods and members of communication service groups, to help the police in the coming holidays.

Ricaforte said the policemen are now manning different police assistance centers scattered in various strategic parts of the highways, where motorists can ask help in case they need emergency assistance.

These police assistance centers are different from the motorist assistance centers put up separately by the Department of Public Highways (DPWH) under "Oplan Lakbay Alalay" which aims to clear all roads of any obstruction and ensure trouble-free travel to any vacation sites.

Ricaforte said he deployed some of the policemen in places where tourists and vacationists usually converge, like the Manaoag Church, the Shrine of the Senor Divino Tesoro in Calasiao, the beaches in Lingayen, Dagupan, San Fabian, the Hundred Islands and other areas.

During the Holy Week and summer vacation, he said they have also tightened their guards on all vital installations, like the San Roque Multi-Purpose Project, the Sual Coal-Fired Plant, the installations of the National Grid Corporation of the Philippines, including, malls, shopping centers and public markets.

He said the police in Pangasinan do not want to be caught flat-footed as terrorists and other underground elements may take advantage to strike and sow terror if they find the security in some establishments and places to be somewhat lax.

After the Holy Week, the heightened alert level will be maintained by the police in time for summer vacation, including the holding of the celebration of the Pangasinan Day or “Agew na Dagupan” on April 11, the May 2 “Pistay-Dayat” (Sea Festival) and Palarong Pambansa from May 6 to 12. (PNA)

Kinda, pero hindi parin agresibo ang probinsya sa pag entice ng investors. I'm saying this not as a detractor of the present administration but a push for them to work better, for them to exert mo effort para naman mag bear ng fruit ang ginagawa nila, hindi puro promotion lang.

Cutting, transporting, registering trees need permits - DENR

Friday 30th of March 2012 TweetFacebookYahooEmailShareThis DAGUPAN CITY, March 30 (PIA) -- Cutting down trees and transporting them require different permits from the Department of Environment and Natural Resources (DENR).

Narciso Aragon, Alaminos City Environment and Natural Resources Officer, said a permit to cut must be secured from the DENR before cutting down any tree even if it is in one’s own lot.

He advised the public to register seedlings that are going to be planted as he said that even old trees from recently bought lands can also be registered.

Permit to cut is readily available for trees that have been registered, he said during the KBP Forum at the Philippine Information Agency office on Thursday.

The DENR also allows the transport of felled trees, but a transport permit must be secured first before the trees had been cut, he said.

Salvage permit is also needed for naturally felled trees, or those destroyed by strong winds or uprooted by flood or earthquake. But this is only allowed for privately-owned trees. “This is not applicable in public forests,” he said.

Meanwhile, Aragon said that Alaminos City will resume planting of seedlings at the onset of the rainy season for the National Greening Program.

Preparations currently being done by the city include identification of areas to be planted, distribution of seedlings and tapping assistance of various participating groups, he said. (JCR/ARRF-PIA 1, Pangasinan)

Kinda, pero hindi parin agresibo ang probinsya sa pag entice ng investors. I'm saying this not as a detractor of the present administration but a push for them to work better, for them to exert mo effort para naman mag bear ng fruit ang ginagawa nila, hindi puro promotion lang.

Temporary mini-hospital to be built in Lingayen Beach to serve beachcombers

LINGAYEN, Pangasinan, March 31 (PNA) -- The Provincial Risk Reduction and Management Council (PDRRMC) will put a temporary mini-hospital in the Lingayen beach for the duration of the Holy Week and possibly the entire summer to give first aid to people at risk while swimming in the water.

Ms. Avenix Arenas, PDRRMC spokesperson, said the mini-hospital will be located in the command post of the PDRRMC, manned by doctors, nurses, paramedics and members of the Water Search and Rescue (WSAR) team.

An ambulance will also be on stand-by in case a patient on extreme cases needed to be brought to bigger hospitals.

The PDRRMC expects zero drowning when thousands of people from nearly all parts of Luzon will troop to the Lingayen beach during the Holy Week.

Arenas said the influx of visitors to the beach will continue up to April 11 when Pangasinan is celebrating its foundation day called "Agew na Dagupan"; May 1 when it is celebrating the "Pistay Dayat (Sea Festival); and May 6 to 12 when the province will host the Palarong Pambansa.

Arenas said there will be three outposts of WASAR now being built in the entire stretch of the Lingayen Beach where beachcombers are usually crowding. Each outpost, she said, will have a lifeguard tower manned throughout the day.

One outpost will be at the back of the Police Provincial Office headquarters, the other at the back of the provincial capitol and the last at the back of the Capitol Resort Hotel.

She said net buoys are also being put up to indicate the area that is dangerous to any swimmer and that signages in English, Tagalog, Pangasinan and Ilocano are also being installed to guide and forewarn beachcombers. (PNA)

DAGUPAN CITY – Five living-in couples in Barangay Pugaro here finally exchanged vows in a mass wedding sponsored by the city’s Urban Health Equity and Assessment Tool (HEART) program last March 28.

The Urban HEART committee has staged the wedding to let the wives avail fully of the maternal benefits from PhilHealth, to which only legal marriages are entitled to receive.

Mayor Benjie Lim officiated at the ceremony for spouses Joel Sison and Nerissa Flores; Michael Manuel and Criselda Paragas; Zaldy dela Cruz and Joan Estrada; Rudy Garatin and Catherine Gonzales; and Manolito Dapat and Juvy Idos.

City Health Officer Leonard Carbonell, also a member of the Urban HEART committee, said that the program was held to provide accessible and more affordable healthcare and financial risk protection for the urban poor.

“Like Mayor Lim, I am happy, too, that because of this [wedding], their lives will change for the better,” Carbonell said.

He explained that the service was initially offered in Pugaro for it was chosen as the pilot barangay of the Urban Heart initiative based on the criteria set by the committee.

The Urban HEART project is a joint venture of the city government, the Department of Health and Development Academy of the Philippines, which aims to upgrade holistic wellness of intended recipient constituents in urban areas. (CIO – Rex Marion C. Laguerta)

CDRRMC braces up for Lenten season

DAGUPAN CITY – The City Disaster Risk Reduction and Management Council (CDRRMC) braces up with appropriate security measures at the Bonuan Tondaligan Beach here as beachgoers are anticipated to flock the place this Lenten season.

From April 4-9, the council will deploy personnel to the area to reinforce the beach’s management in maintaining the safety and security of visitors in the vicinity.

In an interview, CDRRM Technical Working Group Member Ronald De Guzman said that teams from the Coast Guard, Navy and Maritime command will oversee the waters, while counterpart teams from the City Health Office (CHO), the Philippine National Police (PNP) and barangay workers will man the command posts, rove the shore and nearby areas and respond quickly in case of nautical accidents during daytime.

He also assured the safety in the area at night as Maritime assets will go on a 24/7 watch over the beach.

De Guzman said that the council will also be putting up beach safety tips on appropriate signages at conspicuous points to remind visitors of important do’s and don’t’s while swimming. (CIO – Rex Marion C. Laguerta)

20 lovely ladies vie for Miss Magic 2012
Dagupan City – Young, vibrant, and lovely, the 20 young ladies from all over Pangasinan and some towns of nearby Nueva Ecija and La Union are up against each other this year for the most coveted beauty pageant in the region, which is now in its 11th year – the Search for Miss Magic 2012.
The ladies were presented recently to the members of the media for the right to earn one of the minor awards as the “Darling of the Press.”
Councilor Brian Lim, overall chairman of Dagupan Bangus Festival 2012 and chief executive officer of the Magic Group of Companies, disclosed that this year’s Miss Magic will bring home P100,000 as her winning purse plus an in-kind prize worth P70,000 for her chosen beneficiary, which could be a charity organization, a cause-oriented non-governmental or non-profit entity.
“Right now, the candidates are already winners of P7,000 each as their consolation prize and their needs during the pageant are all provided for by the Magic Group of Companies,” said MJ Dimalanta, assistant manager, Marketing and Business Development Department of Magic Group.

Lim prepares to veto P581 M budget

By Mortz C. Ortigoza DAGUPAN CITY – Mayor Benjamin Lim is set to veto a line item in the P581 million budget for 2012 which was approved recently by the Sangguniang Panlungsod (city council). City Administrator Vladimir Mata said there were some provisions colatilla to a section of the ordinance that Lim deemed for a possible veto. “We are still preparing for the veto message of the mayor and we will be coming out with the message probably before the end of the 10 day reglementary period,” he explained. Although Mata refuse to cite the provision that got the attention of the executive department, he agreed that the particular item will make it hard for the Lim Administration to implement a certain project. Mata said the controversial P10 million budget intended for the lying-in hospital and the P4 million budget for the Tsunami Hill in Pugaro village have been approved by the SP. He explained that the P4 million is the initial phase of the project, while the remaining P2 million will be sourced from this year’s calamity fund. “The tsunami hill could be implemented because the fund is charged from the 2011 calamity fund which we already approved by the SP in 2011,” he said. He said the eventual approval of the budget for the tsunami hill was buttressed by the assurances of the Mines Geosciences Bureau and the Philippines Institute of Volcanology and Seismology that the project is technically sound. In 2011 the city council slashed the P568 million prepared by the Lim administration to P487 million. But the mayor vetoed it as ultra vires or prejudicial to the public welfare that resulted in a square-off between the mayor and the pro- Vice Mayor Belen Fernandez’s councilors who dominated the legislative body. The SP override the veto, forcing the city to operate on the P487 million budget.

City forms ties with the State of Hawaii
Dagupan City – Mayor Benjamin S. Lim, along with other members of the League of Cities of the Philippines (LCP) entered into a Memorandum of Understanding and Cooperation with the State of Hawaii, the city and county of Honolulu, and the county of Maui in his recent visit to the 50th American state.
Lim underscored the benefits that the city will significantly obtain from this tie, especially in strengthening the international relationship between the contracting parties and expand opportunities for cooperation in the fields of economy, trade, culture, education, health, tourism, and environmental protection, economic and social development, aside from developing goodwill and friendship with the people of Hawaii.
“More importantly, there is a common desire to maintain a close cultural, commercial, and financial bridge between ethnic Filipinos living in the State of Hawaii with their relatives, friends, and business counterparts living in Dagupan City,” said Lim.
The contracting parties agreed to carry out joint programs and projects that may contribute to improving the quality of life of their respective constituents, increase the exchange of knowledge, information, experiences and best practices that can contribute to the economic and social development of the peoples concerned, foster mutual peace and goodwill, and promote mutual understanding of the cultures of the parties through education, exchanges, and shared programs.
“In line with this, we will undertake activities pursuant to the MOU like exchange of visits, cultural exchanges and exchange of various information and materials towards the development of mutual understanding, sourcing and sharing of information and best practices in the fields of economy, trade, culture, education, health, tourism, urban land use, alternative sources of energy, mass transport, water and sewerage management, and environmental protection; and sharing of technical experts for policy and program development on identified issues common to both parties,” said Lim.

LINGAYEN, Pangasinan, Philippines – This province reaped major awards in the Regional Development Council (RDC-Region 1) Performance Awards held last Wednesday in San Fernando, La Union.

Pangasinan bagged the following awards: Best Local Government Unit (LGU) Best Practices for its massive river clean-up and dredging operations; Best Performing LGU Based on Local Governance Performance Monitoring System; Best LGU Poverty Reduction Program Implementer; Best LGU Millennium Development Goal Project Implementer; and Best Project Implementer.

The province also placed first runner-up in the Cleanest, Safest and Greenest LGU search.

On top of this, Pangasinan is already in the Hall of Fame in the Coastal Resources Management Awards and National Statistics Month Celebration Awards.

Gov. Amado Espino Jr. said the awards serve “as an inspiration for us to do something more for our constituents.”

The awards, he added, “(are) a vindication for us and give us inspiration to perform better.”

Recently, some sectors criticized Espino over the extraction of magnetite sand in the eco-tourism zone being developed in the western barangays of Lingayen.

The Espino administration aims to establish an 18-hole golf course as part of the eco-tourism zone master plan to provide jobs and livelihood opportunities to local folk and attract tourists and investors.

For his part, Vice Gov. Jose Ferdinand Calimlim Jr. reiterated the provincial board’s full support to Espino.

LINGAYEN, Pangasinan - The celebration of Pangasinan Day (Agew na Pangasinan) on April 11 signals the start of the Triple ''P'' Summer Treat of the provincial government which stands for Pangasinan Day (Agew na Pangasinan), Pista'y Dayat (Sea Festival) and Palarong Pambansa.
The Pangasinan Day celebration will focus on love of cultural heritage and recognition of exceptional Pangasinenses, said Governor Amado T. Espino, Jr., who is set to lead the festivities.
Espino will be joined by Sangguniang Panlalawigan members, local government officials, provincial government department heads, employees, heads of national agencies and visitors in a Thanksgiving Mass at 7:30 a.m. at the Capitol Plaza.
Later, a commemorative program with guest of honor and speaker National Artist for Literature Francisco Sionil-Jose, will follow also at the Capitol Plaza at 8 a.m.
Highlighting the affair is the launching of the Pangasinan Orthography with the Komisyon sa Wikang Filipino and the awarding of winners of the 1st Pangasinan Literary Contest.
At 10 a.m., contingents of local government units (LGUs) in Pangasinan will display their unique historical floats and street dancing prowess along with non-government organizations during the Parada ed Dalan: Float Parade and Street Dancing Competition on the Capitol Grounds.
It will be followed by the opening of the 5th Tourism and Trade Expo at the Pangasinan Training and Development Center (PTDC), featuring around 150 exhibitors showcasing their best local products, food, arts and crafts, prime tourist destinations, establishments and services until May 15.

dun na din sa Manaoag. madami ka na mabibiling souvenirs like mga santo, rosaryo, tshirt etc, meron mabibiling delecacies like mainit na tupig..kung nasa manaoag ka naman na, deretso ka na ng Calasiao/Dagupan(20 mins lang ang byahe) kung food at delecacies ang hanap mo..sa Calasiao andun ang Dagupena Restaurant(pangasinan's best restaurant), Robinsons Calasiao, Puto Calasiao...sa Dagupan, syempre ang bangus :D tikman mo din ang Pigar-Pigar, at madaming fine restaurants dun :)

thanks guys!!! more on orig delicacies kami.. no mall policy po kami ng mga kaibigan kasi kelangan tumakas sa polusyon ng manila.. usapan namin, hahanap kami ng masarap na kainan kahit ordinaryong karinderia lang basta maranasan ang original foods ng manaoag.. im also an ilocano from cagayan valley isu nga awan naydumduma kanya tayo dita pangasinan..

madami nyan sa Manaoag. ang payo ko lang, deretso kayo sa Calasiao-Dagupan kung orig foods at delecacies ang hanap niyo, madami dun :) sa mga karenderia ng Calasiao andun ang ibat ibang luto ng kambing at da best ang "kinigtot ya kanding" sa Tagalog "Ginulat na Kambing" :nuts::lol: at syempre wag niyo kalilimutan tikman ang puto calasiao, tanong niyo lang kung saan yung bilihan ng mga puto(mismong harap to ng palengke ng calasiao) :D

ROSALES – Abono Party List chair Rosendo So said the government should expedite the construction of irrigation system to stop the country’s dependency on rice importation.
“We are short of 200,000 hectares,” he stressed.
Eng.So said he favors that importation of well-milled rice should be under the auspices of the National Food Authority.
He explained that with the bulk of importation given to the private sector, the prices are vulnerable to manipulation of the traders.
There are selected traders given by the government the privilege to import rice.
NFA Administrator Lito Banayo announced recently that the agency will be importing 120,000 metric tons (MT) of rice from Thailand, Vietnam and possibly Cambodia to fill up the shortfall in the country’s rice requirement of 500,000 MT.
The 500,000 MT in rice imports this year is a reduction in imports compared to the 870,000 MT last year. The decision to gradually reduce rice import is part of the government’s thrust to achieve rice self-sufficiency.

URDANETA CITY – Former fifth district Rep. Mark Cojuangco is thinking about joining the senatorial race next year.
He said in case this pushes through, he would run under the family-affiliated Nationalist People’s Coalition.
Cojuangco said it was no longer necessary to coalesce with the administration party’s Liberal Party.
“NPC is NPC. We are already in coalition in the House with the Noynoy Aquino’s administration, so we are supportive and collaborative,” he said.
Meanwhile, the former solon still advocates nuclear power as a source of electricity in the country.
He explained however that he still is waiting for the official result of the investigation of the nuclear plants –in Fukushima, Japan after they were devastated by a tsunami in March 16, 2011.
“So our debate will not be based on speculation. It is hard to debate when your opponent basess on personal opinion and not what officially transpired in Hiroshima.”
Cojuangco said it is hard to persuade the Filipinos to accept nuclear power in the light of what happened in Japan.
He said that Filipinos should read and do research so they could understand how to solve the energy crisis in the Philippines and for the future energy needs of the country.
“We have the most expensive power rates in the world. How can we draw investors if we have the most prohibitive power rates?” he posed.
He explained that even United States President Barrack Obama approved the construction of the two nuclear power plants in the U.S today.
“The Nuclear Regulatory Committee has just given permit for the construction of the nuclear power in 30 years”.
He said traditionally Obama and the Democrats Party are anti-nuclear. But they pushed for the projects because they want to be independent in power supply from abroad.

URDANETA CITY- Mayor Amadeo Gregorio “Bobom” E. Perez IV and Vice Mayor Onofre “Bong” Gorospe led the celebration of the 14th charter day and the 2nd Dumayo Festival of this city with simple activities.
The affairs coincided with the opening of the Region I Athletic Association’s (R1AA formerly the Ilocos Region Athletic Association) sports competition last March 18.
The city lined up activities for the celebration “with lesser pomposity “ as what have been practiced in the previous years, said Mayor Bobom.
“We have to practice austerity measures because of economic difficulties. Our city budget for this year has dropped by at least 5.7 % due to the decrease of internal revenue allotment (IRA) share from the national government brought about by the creation of new 16 cities in the country,” Perez explained.
Perez also said the city’s hosting of the R1AA is a boost to the city’s tourism activities and to showcase the transformation of the city brought about by the leadership of the present administration and the cooperation of the Sangguniang Panlungsod, the city folk and the private sector.
The Dumayo Festival, now on its second year, was opened with a mass at the Immaculate Conception Cathedral “to give thanks to the Lord Almighty for the blessings the city has received throughout the years,” he said.
This was followed by a grand parade where carabaos adorned with various ornaments were featured. The parade also featured street dancers from San Carlos City’s mango festival, Alaminos City’s Gali-cayo Festival, Urdaneta City and the Benguet-Baguio ethnic group.
The parade culminated in the awarding of prizes for the best dressed carabaos and the best street dancers at the Urdaneta City Convention and Sports Center.Cash.
Gracing the awarding ceremonies were Vice Governor Jose Ferdinand Z. Calimlim, Jr., 5th District Clemente Arboleda, Jr. and San Quntin Councilor Bayani Villar, Chair of the Provincial Association of Municipal Tourism Officers.
Calimlim lauded the organizers of the Dumayo Festival particularly Mayor Perez and City Tourism Officer Rosario “Chinky” Perez for coming up with activities to promote the tourism potentials of the city.
Other activities that gave meaning to the celebration were: Basbas ng Pag-iisang Dibdib (free mass wedding) held at the Balikbayan Hall last March 23; bloodletting activity last March 24, tree planting for environment preservation at the periphery of the city’s engineered sanitary land fill last March 25 and the jobs fair sponsored by the Rotary Club of Urdaneta last March 26.
Urdanetaray, a fun run for a cause last March 31, capped the celebration of the Dumayo Festival.

ROSALES- The SM City Rosales at Carmen East village here conducted its annual free medical and dental mission at the Event Center through the SM Foundation Inc. last March 21.
Roselle Gale, PR officer of the mall said the annual medical and dental mission is one of the activities of the SM Foundation, Inc. as part of its corporate social responsibility (CSR) not only to their clients but also to the underprivileged people within the market area of the mall.
“ This is to show that SM truly cares not only for the environmental, the development of persons with disabilities but also on their health and medical needs of the poor people,” Gale said.
One beneficiary was Virgilita Jose, 47, married with 4 children from Coliling village here who was suffering from recurring coughs for the last 6 months and enlargement of the heart. She was provided with free x-ray , given free medicines and a referral to a medical specialist for her heart.
Regalado Santiago, 11 years old who was accompanied by his mother, of Carmen West village was fond by the medical doctors to have a weak heart. He was given free vitamins and a referral to a heart specialist.
Eladio Abellera, 44, married with 3 children and a farmer from Salvacion village here was suffering from weak body and looked pale during the consultation. He was given free vitamins and medicines to sustain his health.
Jose, Santiago and Abellera were just few of the more than 500 patients attended to by the medical and dental mission of the SM Foundation, Inc.
They all said that the services provided to them by the medical and dental doctors are of great help to them particularly because the cost of medicines, vitamins and medical consultations kept on rising.
“Malaking tulong sa aming mahihirap ang ginagawa ng SM. Mahirap ang buhay namin kaya di naming kaya magpagamot dahil sa taas ng presyo ng mga gamot.(SM is helping us poor people. Life is hard that we could not afford to avail medical consultations because of the high cost of medicines),” Jose said.
The medical and dental mission was assisted by the volunteer-nurses and medics from the Philippine National Red Cross (PNRC).

Historical Floats and Street Dancing on Agew na Pangasinan

Lingayen – - Eye-catching history-laden floats and street dancing will be showcased during the Parada ed Dalan: Float and Street Dance Competition on April 11 starting 10 a.m. (assembly time: 7 a.m.) at the Capitol Grounds as part of the provincial government’s celebration of Pangasinan Day (Agew na Pangasinan).


The float parade and street dance competition will commence after a commemorative program at the Capitol Plaza at 8 a.m. that will feature the Launching of the Pangasinan Orthography with the Komisyon sa Wikang Filipino and the awarding of winners of the 1st Pangasinan Literary Contest.

“The Parada ed Dalan will center on the theme ‘Say Nanlapuan, Biskeg na Pangasinan’ and will have some 20 float contingents and 23 street dancing contingents from various municipalities and cities in Pangasinan with walk-in non-government organizations as participants,” according to Provincial Accountant Officer-in-Charge and Parada ed Dalan Over-all Chairman Arturo Soriano.

The floats and street dancers will be alternately assembled during the parade.

Each float contingent is composed of at least 20 dancers/actors with full costume and make-up who will interpret, through movements, the history of their respective municipality/city while each street dance contingent, composed of 50 to 100 performers, will follow a festive dance routine depicting the history of their respective municipalities/cities.

Route of the float parade and street dance is from the Capitol Compound (assembly area)-Alvear St., – Artacho St. – Lingayen Plaza – Maramba Blvd. – Capitol Compound (exhibit area).

Along with trophies, cash prizes will be awarded to float winners as follows: champion (P100,000), 1st runner-up (P75,000), 2nd runner-up (P50,000), 3rd runner-up (P40,000), 4th runner-up (P30,000) and 5th runner-up (P20,000) while P5,000 and plaques will be given as consolation prizes.

After the blessing and opening of the Tourism and Trade Expo at the Pangasinan Training and Development Center, the competition for Street Dancing will commence at the Capitol Plaza where each contingent will be given a 10-minute exhibition routine.

Along with trophies, cash prizes will be awarded to street dance winners as follows: champion (P100,000), 1st runner-up (P75,000), 2nd runner-up (P50,000), 3rd runner-up (P40,000), 4th runner-up (P30,000) and 5th runner-up (P20,000) while P5,000 and certificates of participation will be given as consolation prizes.

Siguro it was offered lang on the menu that day o kaya staple na sya dun sa may kainan.

Yun kasing version ng papait nila yung ginawang pampait ng lasa ay yung laman loob (apdu tawag sa amin)... sa amin kasi usually yung balat ng kalamansi o kaya yung dayap (yung native lemon)...

Pero masarap pareho... :)

CALASIAO—Telecom leader Philippine Long Distance Telephone Co. (PLDT) and its wireless subsidiary Smart Communications, Inc. have completed the modernization of their fixed and mobile networks in Pangasinan.
Smart announced here that the network upgrade for the province is part of a nationwide P67.1 billion network transformation program aimed at enhancing reliability and quality of services.
Jose Rosete, chief of Smart’s public affairs, said Pangasinan is a priority area for modernization along with Baguio and Pampanga, due to the company’s wide base of subscribers in these places.“Pangasinan is growing in importance in terms of agriculture, aquaculture, education and tourism. There is a lot of potential to grow our business in Pangasinan,” said Orlando V. Vea, co-founder and Chief Wireless Advisor of Smart.
Smart recently opened three new stores in the province located in Alaminos and Dagupan cities, and Rosales.
Once completed, PLDT and Smart also expect the transformation program to allow it to reach “blackout areas”, or places that used to have no broadband Internet access, enabling Internet penetration to even in the remotest areas of the country.

Pangasinan to make Palarong Pambansa for this year best ever sporting event

REPRESENTATIVES of host province Pangasinan and the Department of Education (DepEd) have vowed to make this year's Palarong Pambansa the best ever. Provincial administrator Rafael Baraan quoted Gov. Amado Espino, during the Scoop Sa Kamayan weekly session, as saying "Pangasinan is the best place where Palaro should be." Not to be outdone, Cesar Abalon and Francis Allen dela Cruz, members of the DepEd Palaro technical committee, said that it was the expectation of Education Secretary Armin Luistro to transform this year's gathering of student athletes as the "best ever." Like when Pangasinan fi rst hosted the Palaro in 1995, which turned out to be a resounding success, it is the provincial government's desire to improve the event, under the leadership of Gov. Espino, Baraan told forum participants.

This year's Palarong Pambansa will be held from May 6 to 12 in Pangasinan, where most of the sporting events will be held at the Narciso Ramos Sports Center in Lingayen, though there will be activities held in the cities of San Carlos, Bugallon, Binmaley and Dagupan City. "The governor is extending to Scoop and its members his heartfelt thanks for inviting us here in this forum. And, at the same time, he wants to assure everyone, the athletes and all participants, including the media that this second coming of Palaro in the province should be a 'once in-a-lifetime' experience.

As in the past editions, the hosts expect some 10,000 athletes and coaches to come and compete against each other in 17 sports - athletics, arnis, badminton, baseball basketball, boxing, chess, football, gymnastics, sepak takraw, sipa, softball, swimming, table tennis, taekwondop, tennis and volleyball. CDRRMC braces up for Lenten season
DAGUPAN CITY – The City Disaster Risk Reduction and Management Council (CDRRMC) braces up with appropriate security measures at the Bonuan Tondaligan Beach here as beachgoers are anticipated to flock the place this Lenten season.

From April 4-9, the council will deploy personnel to the area to reinforce the beach’s management in maintaining the safety and security of visitors in the vicinity.

In an interview, CDRRM Technical Working Group Member Ronald De Guzman said that teams from the Coast Guard, Navy and Maritime command will oversee the waters, while counterpart teams from the City Health Office (CHO), the Philippine National Police (PNP) and barangay workers will man the command posts, rove the shore and nearby areas and respond quickly in case of nautical accidents during daytime.

He also assured the safety in the area at night as Maritime assets will go on a 24/7 watch over the beach.

De Guzman said that the council will also be putting up beach safety tips on appropriate signages at conspicuous points to remind visitors of important do’s and don’t’s while swimming. (CIO – Rex Marion C. Laguerta)

URBAN Heart facilitates mass wedding in Pugaro
DAGUPAN CITY – Five living-in couples in Barangay Pugaro here finally exchanged vows in a mass wedding sponsored by the city’s Urban Health Equity and Assessment Tool (HEART) program last March 28.

The Urban HEART committee has staged the wedding to let the wives avail fully of the maternal benefits from PhilHealth, to which only legal marriages are entitled to receive.

Mayor Benjie Lim officiated at the ceremony for spouses Joel Sison and Nerissa Flores; Michael Manuel and Criselda Paragas; Zaldy dela Cruz and Joan Estrada; Rudy Garatin and Catherine Gonzales; and Manolito Dapat and Juvy Idos.

City Health Officer Leonard Carbonell, also a member of the Urban HEART committee, said that the program was held to provide accessible and more affordable healthcare and financial risk protection for the urban poor.

“Like Mayor Lim, I am happy, too, that because of this [wedding], their lives will change for the better,” Carbonell said.

He explained that the service was initially offered in Pugaro for it was chosen as the pilot barangay of the Urban Heart initiative based on the criteria set by the committee.

The Urban HEART project is a joint venture of the city government, the Department of Health and Development Academy of the Philippines, which aims to upgrade holistic wellness of intended recipient constituents in urban areas. (CIO – Rex Marion C. Laguerta)

Investments in Pangasinan will finally come in droves with the passage of a provincial code adopting a public-private partnership (PPP) approach towards economic growth and sustained development.
This developed as the Sangguniang Panlalawigan led by Vice Governor Jose Ferdinand Z. Calimlim, Jr. unanimously approved in their regular session last March 26 for the approval of the PPP code.
The approval, according to Provincial Administrator Rafael F. Baraan, is another welcome development for Pangasinan being one of the first five provinces in the country to adopt such scheme which includes Cavite, Camarines Sur, Northern Samar and Nueva Ecija.
Vice Gov. Calimlim earlier said that members of the board have unanimously approved that under the PPP scheme, Pangasinan is on its way to establish a well-structured and transparent investment program that will spur mega development in the future.

PENRO dismayed over illegal logging in Pangasinan
DAGUPAN CITY, April 2 (PIA) -- The Provincial Environment and Natural Resources Office in Pangasinan expressed dismay over illegally cut logs found in various towns of the province.

PENRO Chief Leduina Co said the discovery of felled trees and unpaved road for log transport in Mangatarem town was followed by the discovery of large charcoal pits and pieces of wood ready to be carbonized in Labrador town, all without permits from Department of Environment and Natural Resources.

The said road was discovered when a team from the DENR, the Mangatarem government and the military inspected the forest last week. It traverses the mountain boundary of Pangasinan and Zambales. She quoted reports as saying a resident of Mangatarem funded the construction of the road’s 19-kilometer section in Pangasinan. The road, which stretches to 55 kilometers, was allegedly built deep into the forest for easier hauling of logs.

Region 1 has 117,759 4Ps beneficiaries
DAGUPAN CITY, April 1 (PIA) -– A total of 117,759 households in Region I have benefited from the Department of Social Welfare and Development’s (DSWD) Pantawid Pamilyang Pilipino Program (4Ps) over the last five years.

Assistant Regional Director Marlene Febes Peralta announced the dramatic increase of beneficiaries for 2012 which is an expansion of 82,829 from the 34,920 listed beneficiaries in 2011.

The increase covers 12 congressional districts, 71 municipalities, nine cities and 1,952 barangays, she said.

“This is already 53.30 percent coverage of the total identified poor families in Region I,” Peralta said during the press conference it hosted for local media in Pangasinan held at the Dagupan City office of the Philippine Information Agency on Friday.

Evafe Ladao, provincial link of 4Ps for Pangasinan and La Union, said Pangasinan has the most number of beneficiaries with 72,848 households while Ilocos Sur has the least with 13,508.

La Union ranks second with 16,357 followed by Ilocos Norte with 15,046 household beneficiaries, she added.

Turnover of provincial police command in Pangasinan postponed

LINGAYEN, Pangasinan, April 2 (PNA) - The turnover of command between the outgoing Police Provincial Director to the incoming OIC Provincial Director was postponed for a still unexplained reason.

The turnover of command between outgoing Provincial Director Senior Superintendent Rosueto Ricaforte and incoming OIC Senior Superintendent Mariel Maniego Magaway was supposed to take place at 3:30 p.m. today (April 2) at the Police Provincial Office headquarters here.

But the two principal characters involved were not around for a still unknown reason although the turnover rite was already posted in the gate and the conference room of the PPO.

Neither Governor Amado Espino Jr. who was to welcome Magaway and give his words of advise to him (Magaway) was also present.

Also nowhere to be found was Chief Superintendent Franklin Bucayo, police regional director, who was to officiate the turnover of command between Ricaforte and Magaway.

Magaway, who reportedly served at Camp Crame, is reportedly married to someone from Calasiao, Pangasinan.

Superintendent Paquito Navarete, deputy police provincial director for operations, admitted that the designation of Senior Superintendent Magaway as OIC Provincial Director vice Senior Superintendent Ricaforte came from Interior and Local Government Secretary Jesse Robredo.

He said this first passed through the national headquarters at Camp Crame, then the PNP regional office in San Fernando City, La Union before it was transmitted to the Police Provincial Office.

Newsmen who were alerted about the supposed turnover arrived at the PPO to cover the event but were dismayed to learn that the event was postponed for a still unknown date.

"For us either, we don't know if the turnover is going to take place," admits Navarete.

Many may have been surprised with the sudden turnover of command although this is already expected as Ricaforte is already due to retire from the service on May 11 this year upon reaching his 56th birthday. (PNA)

Holy Tuesday pilgrims flock to ‘Calvary’

A giant cross atop a mountain overlooking the West Philippine Sea has been drawing the Catholic faithful to this agricultural town in western Pangasinan every Holy Tuesday.

This is Surip, a village where the town’s version of Calvary is found. Pilgrims have to pass through 1,000 steps to finish the Via Crucis (Way of the Cross) that runs through a forest and which leads to a 40-foot-high concrete cross in a religious ritual that draws thousands of pilgrims from Pangasinan and nearby provinces.

The construction of what became the Calvary Hills was initiated by the late Segundina Navarro, mother of Mayor Marcelo Navarro Jr., who wanted a cross built on the highest peak of Surip when she first saw the area.

“She told my Daddy (the late Mayor Marcelo Navarro Sr.) that she wanted to have the cross there, not only for religious reasons but also as a guide for fishermen out in the sea. But she had no money so she approached people who had influence and who could fund the project. She assigned [the construction of] each station [of the cross] to her friends,” Mayor Navarro said.

This was in the early 1970s when the area was covered by a thick forest and only a trail goes up the hills.

“Since there was no road passable for trucks, the workers had to carry water, cement and other construction materials on their backs. It was a long, tedious process,” Navarro said.

Finally, during the Holy Week of 1975, Surip’s Calvary Hills was ready to welcome devotees. That year, the annual Archdiocesan Penitential Pilgrimage was started to be celebrated every Holy Tuesday. Then Pangasinan Archbishop Federico Limon oversaw the religious activities.

Almost 40 years later, Surip is alive with around 5,000 devotees coming to join the pilgrimage, Navarro said.

“Some come as early as Palm Sunday, staying with the locals or pitching tents on the hills,” Navarro’s wife, Elizabeth, said.

But the real action starts on Holy Tuesday when at least 30 priests come to hear confession. Then at noon, devotees start the trek, passing through the stations of the cross, until they reach the cross atop the hill.

Three students in Region 1 qualify for the OWWA-RWO1 EDSP Scholarship

Monday 2nd of April 2012 TweetFacebookYahooEmailShareThis SAN FERNANDO CITY, La Union April 2 (PIA) -- Three students from the region qualified for the Overseas Workers Welfare Administration – Regional Welfare Office 1 OWWA-RWO1) Education for Development Scholarship Program (EDSP) from among the Top 100 examiners nationwide.

According to Amapola Z. Villar, Labor Communications Officer, OWWA 1, EDSP is an educational assistance given to active Overseas Filipino Workers’ dependents.

Villar said that the said students are among 408 OFW dependents in Region 1 who took the qualifying exam conducted by the Department of Science and Technology-Regional Office 1 on November 20, 2011.

The new scholars will receive P60,000 per school. The students are Angel Faith B. Mendoza of San Fernando City, La Union; Jemwel Al Mikchael R. Camcam of Salay, Mangaldan, Pangasinan; and Jeffrey Carlos M. Valenzuela of Lingayen, also in Pangasinan.

Villar said the scholars will receive the educational grant until completion of the course regardless of the OFW’s membership status. They are given the opportunity to pursue their preferred course in college to any accredited Commission on Higher Education institution in the Philippines.

Angel Faith chose to take up Health Science at Ateneo de Manila and Jemwel will pursue Accountancy at Colegio de San Juan de Letran. They will be endorsed to OWWA- NCR since both prefer to study in Manila.

Jeffrey will take-up AB Communication at the University of the Philippines in Baguio City and he will directly report to OWWA RWO1.

This was officially established in Dagupan on February 16. Don Perfecto Sison was appointed provincial governor while Don Fabian Villamil was appointed municipal president of Dagupan.

After the establishment of civil government, the public school system as we have now, started during the first term president Villamil. The school was opened on a house near the plaza. Council beefs up Dagupan beach security for Lenten season

Tuesday 3rd of April 2012 TweetFacebookYahooEmailShareThis DAGUPAN CITY, April 3 (PIA) -- The City Disaster Risk Reduction and Management Council (CDRRMC) beefed up security at the Bonuan Tondaligan Beach here in anticipation of the hundreds of beachgoers expected to flock the place this Lenten season.

The City Information Office reported that the council will deploy personnel to the area from April 4 to 9 to reinforce the beach’s management in maintaining the safety and security of visitors in the premises.

Ronald De Guzman, one of the point persons of the CDRRMC’s Technical Working Group said that teams from the Philippine Coast Guard, Navy and Maritime will oversee the waters while units from the City Health Office (CHO), the Philippine National Police (PNP) and barangay workers will man the command posts, patrol the shores and nearby areas and respond quickly in case of accidents during daytime.

He also assured of the safety in the place at night as Maritime assets will go on a 24/7 watch over the beach.

De Guzman said that the council will also be putting up beach safety tips signages in conspicuous places in the area to remind visitors of the dos and don’ts while swimming.

The city government has earlier held security dialogues with shed owners in the area.

The Tondaligan Bonuan beach is one of the most visited places in the province owing to its proximity and clean waters where beach lovers can feast on the world famous Bonuan Bangus. (ANL/VHS-PIA 1 Pangasinan)

LINGAYEN, Pangasinan, April 2 (PNA)--Governor Amado Espino Jr. said that the Palarong Pambansa slated in Pangasinan on May 6 to 12 is open to all Pangasinenses for free as it will be played in different venues located in Lingayen, Binmaley, Bugallon and Dagupan and San Carlos cities.

This will enable as many Pangasinenses to see the games to be played by some 10,000 athletes from 17 regions throughout the country right in their own places, he said. The playing venues are contained in the list officially released to the media by the provincial government of Pangasinan which is hosting the national games for the second time since 1995.

The main venue of the Palarong Pambansa is the Narciso Ramos Sports and Civic Center (NRSCC) in Lingayen while the other games will be played in other parts of Lingayen, Binmaley, Bugallon and Dagupan and San Carlos cities.

The events to be played at NRSCC are athletics, arnis, basketball, football, tennis and volleyball while archery will be played at the Capitol Resort Hotel Grounds, baseball at the Philippine National Police-Provincial Police Office ground, softball at capitol beach front tennis at PNP-PPO, volleyball at Tonton Elementary School, Libsong Barangay Court, Pangasinan State University and Baay Elementary School, all in Lingayen; chess at the Pangasinan Training and Development Center; and boxing at Lingayen Plaza.

At the same time, baseball will also be played at PNP-PPO ground and the Governor's Resthouse ground.

On the other hand, basketball will also be played at Lyceum Northwestern University in Dagupan as well as at the Binmaley Catholic High School.

Meanwhile, badminton and table tennis will be played at CSI Stadia in Dagupan, gymnastics at the Dagupan People's Astrodome and swimming at Dagupan Poolsite. The Divine Word Academy of Dagupan will also be the venue for taekwondo..

The Virgin Milagrosa University Foundation in San Carlos City will host football and tennis while the Calasiao Tennis Court will also be the other venue for tennis. At the same time, Sepal Takraw/Sipa will be held at the Arenas Gym, also in San Carlos City.

Corollary to this, Governor Espino announced that the construction of additional grandstand at the south-wing of NRSCC is now going on full blast and is set for completion in time for the national games.

Espino said when completed, the whole grandstand will be able to provide seats to some 10,000 spectators seeing the Palarong Pambansa at one time.

He said the Philippine Sports Commission (PSC) is set to donate sports equipment to NRSCC which, after the Palarong Pambansa, will be seat of the soon-to-be organized Pangasinan Sports Academy, which will provide year-round training to athletes not only from Pangasinan but also those from other parts of Regions 1, 2 3 and the Cordilleras. Dagupan vice mayor to receive award from Dagupenos in Northern California

DAGUPAN CITY, April 3 (PNA) - Vice Mayor Belen Fernandez of Dagupan City will leave for the United States soon to receive the "Dayew na Dagupan" award from the Dagupan City Association of Northern California (DCANC).

The awarding is set on April 22 at the Crowne Plaza in Airport Blvd. in San Francisco, California during the annual dinner and ball of the DCANC, said Bernard Valdez, chairman of the awards committee.

The association's award will be presented to Fernandez in recognition of her outstanding public and community service to the people of Dagupan City in recent years.

Aside from being vice mayor of Dagupan for two terms now, Fernandez is the chairman of the board and president of the CSI Group of Companies, owner of chain of malls, supermarkets and stores in Dagupan, Pangasinan and Ilocos Region.

Nicolas assumes as OIC of Pangasinan police

LINGAYEN, Pangasinan, April 3 (PNA) -- Pangasinan Police Director Senior Superintendent Rosueto Ricaforte was relieved of his post Tuesday and was effectively replaced by his deputy Supt. Michael Nicolas as officer-in-charge.

It was Nicolas who assumed as OIC in place of Ricaforte and not Senior Superintendent Mariel Maniego Magaway who was allegedly designated to take the post of Ricaforte by Interior and Local Government Secretary Jesse Robredo.

But his designation might only be temporary as he is not a senior superintendent, the rank needed for the position of a police provincial director of Pangasinan.

Nicolas held the position of deputy provincial director for administration under Ricaforte whose relief was already expected as he already completed the regular two-year tour of duty in Pangasinan.

The turnover between Ricaforte and Magaway at 3:00 p.m. on Monday (April 2) however did not take place for a still unknown reason though many are hinting he (Magaway) may not enjoy the support of Governor Amado Espino Jr.

Governor Espino, who was invited to deliver a message during the turnover ceremony, was not around. Both Ricaforte and Magaway also did not show up in the scheduled turnover rite.

Espino said early Monday that there was no coordination with him that Ricaforte was being replaced, except for a text message sent to him at dawn of the same day. (PNA)

Sports: Palarong Pambansa goes eco-friendly in Pangasinan

LINGAYEN, Pangasinan, April 3 (PNA) – Determined to make this year’s Palarong Pambansa the most memorable ever in the history of Pangasinan, the provincial government has showcased samples of eco-friendly bags to be distributed to all delegates of the annual school-based sports fest set here from May 5 to 12.

Governor Amado Espino Jr. and Vice Governor Jose Ferdinand Calimlim Jr. said the athletes too must use eco-friendly bags which are now being used in many malls in response to the universal fights against climate change.

The two top officials of the host province said the promotion of the eco-friendly bags was the first in Palaro history, hoping it would set the benchmark for future host provinces of the prestigious sports event.

”The eco-friendly bags will be distributed to all delegates in their designated billeting areas and to be used for their shopping spree in line with our overall thrust to make the event truly a green Palaro,” they said.

The move is also in support of the Department of Education’s (DepEd) call for a pro-environment sports which was underscored by DepEd Secretary Armin Luistro during the signing of the Memorandum of Agreement (MOA) for the joint undertaking of the national games with Governor Espino in Manila.

"We will be plastic and styrofoam-free in all the billeting areas. We have teams which will enforce eco-tourism practices in each billeting area," said Espino.

Espino said non-biodegradable materials, including plastics and styrofoam which are strictly prohibited in all Palaro venues in Lingayen, Dagupan and San Carlos cities.

Calimlim said the organizers will enforce penalties for those who will violate the ordinance.

”Nobody will be spared if they are caught violating the ordinance whether they are athletes or officials,” Calimlim said.

But aside from making this year's Palaro eco-friendly, it will also showcase modern technology available, like in doing a first of its kind -- live streaming of all games in different playing venues.

Espino said preparation for this year’s Palaro is now over 75 percent complete, marking it the second time the province will host Palarong Pambansa. It first hosted the games in 1995 under the administration of former President Fidel Ramos, himself a native of Pangasinan.

Espino said the games in three venues will be seen through live streaming, the first in Palaro, while members of the media will be provided with access to internet.

”I’m confident that this coming Palaro will be much better than the previous one held here 17 years ago,” Espino said.

The governor said the Narciso Ramos Sports and Civic Center is now being refurbished and renovated to accommodate more sports events. (PNA)

Expanded Garantisadong Pambata program to start soon in Pangasinan

LINGAYEN, Pangasinan, April 3 (PNA) - The first round of the Expanded Garantisadong Pambata (E-GP) program will be launched in Pangasinan from April 12 to 30 this year as part of the program of Governor Amado Espino Jr. to improve basic health service delivery in the province.

This was bared during the first quarterly meeting last week of the Provincial Nutrition Council (PNC) that reviewed the highlights of activities in 2011 and threshed out incoming nutrition programs to improve children's nutrition.

Provincial Nutrition Action Officer Milagros Gutierrez, who presided over the meeting, announced the first round of E-GP will be marked by the distribution of vitamin A capsules, deworming drugs, ferrous sulfate tablets and information and educational materials among children.

Through the E-GP, six to 11-month old infants and 12 to 59-month old pre-schoolers will be given vitamin A capsules while deworming drugs will also be made available for 12- to 71-month-old children.

Provincial Health Officer Dr. Anna Ma. Teresa De Guzman has issued the conduct of the micronutrient supplementation program among district/city nurse supervisors, public health coordinators and district/city nutritionists.

The Garantisadong Pambata program provides health, nutrition and environment information to children and promotes healthy behaviors that can be practiced at home, in school and in day care centers.

At the same time, Gutierrez announced during the meeting that Barangay Nutrition Scholars (BNS) can avail of eligibility from the Civil Service Commission (CSC) once they have served the community for two consecutive years.

The BNS is a barangay-based volunteer worker responsible for delivering nutrition services, backyard food production, environmental sanitation and family planning.

Presidential Decree 1569 strengthens the barangay nutrition program by providing for a BNS in every barangay to help curb the malnutrition rate in the country. (PNA)

Pangasinan observes 2012 Earth Hour

Pangasinenses heeded the call to support this global environmental and sustainable action by switching off lights last Saturday night from 8:30 p.m. to 9:30 p.m.

Meanwhile, the Provincial Environment and Natural Resources Office (PENRO) in partnership with the RLL Group of Jollibee Stores presented a program dubbed “Bee Ignited” in Calasiao town to celebrate this largest environmental event.

More than a hundred participants pledged their obligation to Mother Earth and availed of sky lanterns, which they lighted and released simultaneously up into the air after lights were turned off. These sky lanterns cost P250 that came along with a meal from the fast food restaurant.

Engr. John Liwanag, executive assistant to the PENR officer, cited that proceeds of the program will go to PENRO and Jollibee’s “Save the Environment” projects. These include information, education and communication (IEC) campaign on climate change for Pangasinenses as well as production and procurement of seedlings to realize the National Greening Program.

In some areas of the province, restaurants made use of LED (light-emitting diode) as a source of light for their customers’ convenience while lights were shut down. Further, the youth in Manaoag town also rendered their involvement by lighting candles outside the Our Lady of the Rosary church during the Earth Hour.

This global movement was initiated by the World Wildlife Fund (WWF), the world’s largest and most experienced conservation organization, which began as a single-city initiative in 2007 at Sydney, Australia. (ANL/AMM-PIA 1 Pangasinan)

ROSALES, Pangasinan—Unless government intervenes soon, the backyard hog industry in the country will continue to suffer and may eventually die, an official of a hog raisers’ group here said.
Rosendo So, president of the Northern Luzon Hog Raisers Cooperative, said this scenario is possible because of the country’s continuing meat importation which has resulted in the closure of at least 20 percent of backyard hog farms nationwide since 2009.
In 2009, So said backyard piggeries had 9.78 million head. But last year, he said, it decreased to 8.03 million head.
“And as of March 2012, the number had dropped to 7.8 million head,” he said.
He said farmers put up backyard piggeries as “piggy banks” or as a source of money in between cropping seasons.
So blamed the closure of backyard piggeries to the increased importation of pork.
He said imported meat was initially allowed to satisfy the raw material needs of meat processors but the imports have somehow managed to reach wet markets in the country.
“The presence of cheaply priced imported meat in wet markets has greatly affected the sale of freshly slaughtered meat coming from backyard hog raisers,” So said.
“The undue competition from imported meat has eaten into the local meat market and caused a major decline in the volume of sales from backyard piggeries,” he said.

‘Santo Bangkay’ ignites religious fervor

BANI, Pangasinan—In a cramped room inside a shack at the back of the Catholic church in Bani, Pangasinan, lies a religious treasure for the town—a life-size ivory statue of “Santo Bangkay” (Dead Jesus Christ).
The Santo Bangkay is a detailed rendition of Jesus Christ when he was taken down from the cross, complete with blood oozing from his face down to his chest, with holes in the hands and feet where the nails were driven, and wounds in his knees.
“It has been with our parents when they got married in 1932,” Norma Optinario, 76, says. Norma and her sister, Herlyn, 64, are the keepers of the statue.
The sisters say the statue was given to their father by the family of a military official. They do not know from what country the icon came from, or how old it is, only saying it has been with their family for a very long time.
The Optinarios’ house was burned in 1942, but the fire stopped before it reached the area where the icon was being kept, they say.
Religious procession
Days before Good Friday, the sisters’ house comes alive with preparations of the Santo Bangkay for the religious procession along the streets of this agricultural town. Already, a white garment adored with sequins and silver thread is waiting to clothe the statue.
“Every year, we prepare a new garment for what they lovingly call Apo Santo Bangkay. This year, it will be outfitted with white, but mostly, it is garbed in maroon. We also decorate the ‘karo’ (coach where the icon is laid),” Norma says.
The icon’s long, curly hair, is changed every five years.
In another part of the town, at the front yard of a house destroyed by a typhoon, a steel carriage is set to be painted and adorned with different flowers for the Good Friday procession.
This replaced an old wooden carriage in 1981, Dennis Orilla, 44, says. Orilla inherited the carriage, along with the responsibility to prepare it for the procession, from his parents.
Every Maundy Thursday, the houses of the Optinario and Orilla families are full with family members and friends to prepare the Santo Bangkay, the coach and the carriage. All expenses are contributed by relatives and residents.
“It is an affair where our families and residents join hands in staging. Church and local officials are not meddling with this religious activity,” Herlyn says.
At noon on Good Friday, the carriage, with the Santo Bangkay on top, is pulled around the streets of Barangay Poblacion.
“The religious fervor is similar to that shown in the procession of Quiapo’s Black Nazarene, although in the case of Bani, only residents join the activity,” says Marietchu Natividad, head of Poblacion village.
“The devotees would try to go up the carriage or hold on to the rope that pulls it,” Orilla says.
At 3 p.m., the Santo Bangkay is taken to the Catholic Church for a Mass. It is left near the altar for a vigil and “agep,” a customary kissing of the icon by devotees, until midnight.

My best vacation in a rustic barrio

Holy Week is supposed to make up the hottest days of the season, when even the leaves of the tobacco plant, which is supposed to thrive in hot and arid regions, droop and wilt under the hot sun. It is that time of the year when you dream of lying on a beach in the shade of a huge tree with a tall glass of cold lemonade beside you and the cool breeze and the lapping of the waves on the shore lulling you to sleep.
Then you wake up to the fragrant scent of coffee and the sound of many voices. You get up to find women and children huddled around a fisherman selling his catch. There are many types of fish whose names you don’t even know, but you buy some of the brightly colored ones for roasting over hot coals later.
As the big red sun begins to set, you take one last dip in the sea and lie down again on the sand to watch the stars come twinkling out one by one, and you try to recognize some of the constellations. Then the smell of roasting fish reaches your nostrils, and you suddenly find that you are very hungry. So you finally get up and head to your hut to be greeted by the sight of your beautifully colored fish laid out on the bamboo floor, no longer multicolored but a dull brown, the scales cracked where the white flesh shows.
Along with the roasted fish are sinigang broth with various vegetables, steamed camote tops, sliced tomatoes, and roasted eggplant. Eaten with hot steaming rice, there is no meal on earth that can be better.
This scene has been a recurrent daydream of mine every summer since my elementary school days, when some of my classmates told stories of their summer vacations in their home provinces. Not having a home province myself, being a true-blue city dweller, I envied them their good luck but could do nothing except daydream of spending a vacation in some rustic place with green fields, farm animals, rushing streams and rivers, lots of trees and plants, and a vast sky, blue with puffs of cottony clouds during the day, and black with stars twinkling like diamonds at night.
My good luck came during a time that was bad luck for many people: the war. When life became harder in the cities, my eldest brother was invited by his in-laws to evacuate with them to a farm in Pangasinan. My brother took with his family his three youngest brothers, then barely out of primary school.
There was hardly any civilian transportation to the province then, so we walked from our home in Malabon toward faraway Pangasinan, pushing two pushcarts containing our belongings. We never reached Pangasinan.
On the highway along Barrio Fugoso in Tarlac, two American Liberator bombers swooped very low over the fields. We thought they were going to land, but they only threw out leaflets. We scampered after the leaflets fluttering in the wind. They contained illustrations of American soldiers armed with carbines, then still unknown in the Philippines, with the warning that US forces have landed in Lingayen and pushing toward Manila, and advised Filipinos living near roads to move inland so they wouldn’t be caught in the crossfire between the American and Japanese forces.
We were caught in a quandary. If we proceeded to our destination in Pangasinan, we would run headlong into the invading forces and perhaps get killed in the ensuing firefight between the Americans and the Japanese.
So the kindly folk of Fugoso advised us to not proceed and instead go with them to the inland barrios. That same afternoon, all the people in the barrios beside the highway loaded their belongings on their carabao-drawn carts and we crossed the very wide river to the barrios of Sta. Maria, San Jose and Sto. Niño. Luckily, it was summer and there was only a stream running in the middle of the river that was usually a raging torrent during the rainy season.
The barrio captain kindly gave us a hut that was still unfinished and assigned the others to other houses while we built our own houses.
That was the beginning of a very long vacation for us in the rustic place I had been dreaming of. Barrio Sta. Maria, where we stayed, is an isolated place, separated from the mainland by the wide river and surrounded by thick growths of talahib. The farmers planted sugarcane, sweet potatoes, eggplants, and tomatoes during summer, and rice during the rainy season.
For us city-bred children, this was paradise. There was plenty of space to run in and explore. We found birds’ nests hidden among the talahib. We went with the farmers when they plowed their fields in the morning, and while they were working, we pastured the carabaos not yet needed and swam with them in the ponds and irrigation ditches.
We gathered wild kangkong in the ponds and some camote tops in the fields, gathered the tomatoes and eggplants that were becoming overripe. And we always went home munching on sugarcane. We helped in the threshing of palay and in taking care of the carabaos that became very close to us.
We stayed there a long time, until the war was over and we could safely return to Malabon.
At home, the old folks said it was good luck that we had evacuated. During the battle, a mortar round had exploded over our house and shrapnel holes peppered the roof and ceiling, including the large oil portrait of my mother. Had we children been there, they said, the chances were high that one of us could have been hit by shrapnel.
Today, I still dream of that sweet interlude. No vacation in the most luxurious and most expensive resort can better that vacation of ours with simple barrio folk in a rustic Philippine barrio.
