Police get two new boats for gulf patrol

August 2, 2009

LINGAYEN—Two motorized bancas to be used in the campaign against illegal fishing in the Lingayen Gulf were turned over to the Pangasinan police force on July 25 as part of the "Pulis Makakalikasan" program.

The boats were provided by the Directorate for Integrated Police Operations-Northern Luzon (DIPO-NL) headed by Police Director Leopoldo Bataoil, a native of this town.

At the same time, a troop carrier, valuable during relief and emergency response situations, was also handed over.

Bataoil said the proposal to procure new boats for the Pangasinan police was immediately approved by PNP Chief Director-General Jesus Verzosa, who hails from Dasol town, to strengthen measures in protecting the Lingayen Gulf against degradation caused by illegal fishing methods.

"He is very much concerned with the environment as I am," Bataoil said.

The boats, to be manned by the province’s trained police officers, will regularly patrol the gulf to be on the look out for dynamite fishers.

P/Sr. Supt. Percival Barba, Pangasinan police director, said the new sea vehicles will help their operations as they intensify the campaign to save the Lingayen Gulf.

Barba said 180 police personnel from Dagupan City to Bolinao have been deployed to watch the long coastline of Pangasinan, to boost efforts of other coastal towns' Bantay Dagat groups.

The DIPO-NL sponsored a seminar last week tackling ways to improve the implementation of fishery laws and also launched the "Volunteers for PNP Lingkod ng Bayan project, an anti-crime reporting system using an action cellular number, 0916-4611911, to enhance community par ticipation on crime monitoring, reporting, solution and prevention.

In a related development, the Bureau of Fisheries and Aquatic Resources (BFAR) will turn over a 28-footer patrol boat will be turned over to the costal town of Sual next month as part of the Department of Agriculture-BFAR's drive to strengthen patrolling of the Lingayen Gulf, an important source of aquaculture products.—CSR

Finally, Anda has new town hall

ANDA–Five years after construction started, the "dream" municipal hall for this small island town will finally have its soft opening on August 20.

First District Board Member Alicia Pulido, who started the project when she was mayor here, said the construction took so long because the local government of this fourth class municipality opted not to secure a loan for the building.

Pulido, whose husband Nestor Pulido is the incumbent mayor, said the town built the huge structure slowly, depending on the availability of annual development fund and assistance from some politicians, including Senators Juan Ponce Enrile, Edgardo Angara, Jinggoy Estrada and Francis Pangilinan

"It was built purely on strong political will because we are only a fourth class municipality so we don't have enough funds but good thing we didn't avail of any loan," she added.

The building has so far cost P14-million and another P5 million is needed for the project's completion, which is envisioned by next year.

Over the last five years, the Pulidos' residence, located a few meters away from the old town hall, served as temporary office for some of the departments.

"We are happy we initiated it otherwise Typhoon Emong would have been blown our old municipal building away," she added.

Secretary Puno to swear in 13,600 BPAT members in Pangasinan

DAGUPAN CITY (PNA)—Interior and Local Government Secretary Ronaldo Puno will officiate in the mass oath-taking of a total of 13,640 members of the newly formed Barangay Peace-keeping Action Team (PBAT) on August 14 at the Narciso Ramos Sports and Civic Center in Lingayen.

To take their oath before Puno are members of BPAT from more than 1,300 barangays of Pangasinan that were organized by the Police Provincial Office (PPO) to assist lawmen and the barangay tanod in maintaining peace and order in every barangay

Speaking during the Kapisanan ng mga Brodkasters sa Pilipinas (KBP) forum here on Thursday, Police Provincial Director Senior Superintendent Percival Barba clarified that BPAT has no political meaning as its formation in every barangay was directed by national headquarters.

There will be 10 members of BPAT in every barangay, who shall undergo five-day training after their oath-taking under the auspices of the Police Community Relations Office (PCRO) headed by Superintendent Policarpio Cayabyab.

Cayabyab said that under the BPAT guidelines, members of the organization will be the “main operators in peace-keeping operations at the barangay level”, adding that to date the BPAT is now 101 percent organized and ready to go to action.

The BPAT will be our partners in crime prevention as well as in crime solution, Cayabyab said, pointing out that BPAT may be volunteers from communities, some of whom may already be members of the barangay tanod.

Police Provincial Director Barba said the BPAT members need not face notorious criminals or trouble-makers in the discharge of their civic duties as they just simply provide information to the police as fast as they could on anything that is happening in their barangay so that the police can respond immediately.

“The information to us is enough,” said Barba, adding that information must be moved fast to enable the police to act immediately to prevent any loss of lives or properties.

Members of the BPAT, said Barba, need not hold any firearm but only hand-held radios, at least 1,300 of which will soon be made available by the provincial government thru Governor Amado Espino Jr.

BPAT members will not receive any remuneration but Governor Espino pledged to work for their respective insurance.

The governor said that BPAT members are also to report on any woman giving birth in their communities as it is the policy of his administration not to let mother to give birth in their home where they may be incapable of getting any medical help. (PNA)

Capitol ground have become giant picnic area

Lingayen - The vast greenery of the Capitol grounds served as a giant picnic area and playground to the thousands of Iglesia ni Cristo members who attended their church’ 95th Anniversary Celebration last July 27.

Before the start of the program at the Narciso Ramos Sports and Civic Center (NRSCC) here, young and adult church members were treated with a tour at the elegant and refurbished Capitol while others took a dip and frolic at the historic and spruced-up Lingayen Beach.

The rare experience to these people, including those from the neighboring provinces of Nueva Ecija, Tarlac and Zambales, elicited various remarks such as: “Ito ang pinakamagandang Kapitolyo na nakita namin;” “Hindi kami makapaniwala na may ganito pang building sa probinsiya;” “Kahit mainit sa labas sulit ang pagpasyal namin;” “Para kang nasa palasyo, ang gaganda ng mga gamit at chandeliers;” “Parang bahay ni Samson (obviously referring to the huge columns of the building);” “Siguro mahal ang kapitolyo niyo;” “Mas maganda itong kapitolyo nyo kesa sa amin;” and to those who visited the rooftop that offers a scenic aerial view of the Capitol Complex: “Grabe! Ang ganda, makikita mo ang buong paligid na malinis;” and “Napintas (Ilocano for beautiful), nakita ko ang Pacific Ocean (referring to the Lingayen Gulf).”

These things alone will tell us that the province of Pangasinan has a lot to offer, for Pangasinenses to rediscover the province, and for visitors to experience a whole new different place and culture. It is not an exaggeration, therefore, that Pangasinan, according to the Tourism Operations Division, topped the arrival of tourists in Region I last year posting 198,462 arrivals of foreign and local visitors as compared to Ilocos Norte, the former topnotcher with 183,119.

It will be recalled that the province during the past administration ranked third in tourist arrivals out of four provinces in Region I.

Foreign tourists came from various countries that include Singapore, Thailand, Malaysia, Vietnam, China, Hongkong, Japan, Korea, Taiwan, India, Canada, America, Australia, New Zealand, France, Germany, Saudi Arabia, Switzerland, Austria, Italy, Spain, Sweden, Belgium, Denmark, England and many others.

During the first quarter of this year, the province already registered an arrival of 18,353 tourists as per accommodation establishments. The peak months of April and May were not yet included in this record.

The Provincial Tourism Office offers a package of guided tour of the Capitol Complex that includes the Capitol Building, the Provincial Tourism Center in Malong Building, Veteran’s Memorial Park, Maramba Boulevard, Lingayen Beach promenade, and other provincial offices like the Kalantiao and Finance Buildings, the Narciso Ramos Sports Complex and the Capitol Resort Hotel. It also includes a visit to bagoong factories and the FVR House and very soon, the Sison Auditorium which is still being renovated.
The Pangasinan Tourism Center, which serves as a tourist assistance office, pasalubong center and display center of Pangasinan products, for its tourist assistance, already had 7,456 visitor arrivals particularly in the towns of Lingayen, Bolinao, Manaoag and Alaminos City from January to June this year.

There are at present 18 active provincial tour guides who are all employees of the provincial government catering to visitors for a Capitol Tour and for visits to various major tourist destinations in the province.

Among the documented prominent visitors of the Capitol Building were Hawaii State Representative Dennis Arakaki, Minister and Deputy Head of Mission of Australian Embassy Stephen Scott, Chinese Consul Tian Qixiang, Former President Fidel Ramos and family,Jesus Is Lord founder Eddie Villanueva, Senator Manny Villar, Senator Kiko Pangilinan, MMDA Chairman Bayani Fernando and DENR Secretary Lito Atienza. Dagupan's pigar pigar and kaleskesan

A recent trip took me and a couple of chefs to Dagupan, Pangasinan. The businesses and entrepreneurs in this trading hub at the Northern Luzon area seems to be at pace with their highway developments such as the improved NLEX and the new SCTEX. New restaurants and franchises seem to have their eyes focused on this area with the mushrooming of so many new choices to dine in.

Although an urban center, Dagupan has still maintained a lot of its rustic flavors, even in its surrounding areas. A visit to nearby Calasiao, had us popping the smooth, lightly chewy and snow-white puto sold in that market lane by pretty and rather smartly clad girls tending to their rice cake stalls. (I’ve been wondering if looks are an overt marketing tool for puto.). On another route, we went to Mangaldan Market and bought coolers of freshly slaughtered (still warm) carabao meat, cured carabao tapa, old-style limes (dalayap) and some excellent dried fish from the seaside areas.

As we had observed, the Dagupeño and probably the Pangasinan resident has this particular preference for fresh meat. This seems to be an antithesis to all the procedures on aging and tenderizing meat.

In Dagupan, fresh meat rules and is evident in the proliferation of pigar pigar stalls. This is a stall where a piece of freshly slaughtered meat is hung and displayed in front. The fresh meat can either be beef or the darker carabao and is immersed in a mix of simmering oil and suet with a huge batch of sliced onions. One can extend this dish by asking them to put cauliflower or whatever vegetable they have. Sometimes, liver is used instead of lean meat.

What‘s phenomenal though is that pigar pigar is all around Dagupan. The most profitable open-air joints are on Galvan St. beside an old condemned cinema. The flavors are simple; in fact, there is hardly any difference between the stalls. The profit basically boils down to the stalls’ suki.

When an order of pigar pigar arrives, one sees slivers of meat piled and mixed with lightly limped onions fried in the beefy-tasting oil. Naturally, we went more exotic and had the leaner, darker carabao meat that was not tough at all. (I guess we got a good cut, it could be hit and miss.) The onions were wonderfully sweet with a light crunch and bursting with its own and absorbed juices. In the custom of Dagupan, dips of either soy or fish sauce mixed with calamansi and chili are large and very deep. The flavors become cumulative and the richness of the buffalo flesh is felt after the third bite with the crunch, texture and sweet juiciness of the onion mixing with the meat.

Another favorite evening pastime in Dagupan is eating kaleskesan. These stalls selling braised beef and beef offal on wood-fired stoves truly have a provincial flavor and feel (even though the kaleskesan area, which is beside the fire station, is done in pink as the motif of cleanliness by the politician who sponsored it.) The gentle wood-fire cooking and flavors are imbibed by the long simmered parts. The sellers are quick to show the parts of their “stew” for the evening and you can choose from brisket, belly, liver, and big intestine to tripe, among others. When unsure, they would even slice off a part for you to sample.

In this place, you can have all the flavorful soup you want. Some of my buddies were amazed by my two rounds. I first had librillo or the fine tripe with sliced tito. But the best bowl I had for the evening was one which had a combination of tender beef hearts with the thick aorta braised to crunchy tenderness. I was just a little sad that our dip or sawsawan was not local or homemade patis. It was a commercial label. (I do miss our trips from Baguio where we would stop at every province. The Dagupan stopover was for bagoong and patis.) It was a rather rare texture I had encountered and the soothing yet hearty soup was another wonderful nightcap to a week of hard heavy rains.

But he is the outgoing 5th district rep, and his wife the mayor of Sison, Pangasinan.

Thing is, if Rep. Mark DOES vie for the governorship of Pangasinan this would be esciting (considering na nagpapalakas ng husto ang partido-pulitikal nya which is already unmasking its identity no longer as a partner of the administration but of the opposition, as its presidentiable pool are both known anti-Arroyos). Also according to my mole, Mark C is considering the mayor of Rosales to be his vice gubernatorial bet.

I respect your honest opinion, but I don't find this exciting at all. This is just an old fashioned political Dynasty wanting to dominate the political scene. He's an adopted son of Pangasinan representing the 5th district but that doesn't mean he can rule over Pangasinenses. He can't even speak the language. :nuts:

Well, he's a resident of Sison. He is constitutionally privilaged to run for the post. Good Luck to him!

If ever he gets elected. That would be the saddest day in the history of Pangasinan and its people. :ohno:
