Pangasinan notches major achievements in 432nd anniversary

LINGAYEN, Pangasinan, April 12 (PNA) -- The 432nd foundation Day of Pangasinan on Wednesday notched three first time major achievements unprecedented in the colorful history of the province that could hopefully become a legacy for the future generations.

These include the presentation of the draft of a research study on Pangasinan history and development, official adoption and turn-over of the Pangasinan language orthography, and the award for winners in the first-ever literary contest in Pangasinan language.

All these achievements rekindled love for the Pangasinan province, its history and tradition

The draft of the study on Pangasinan's history was submitted to Governor Amado Espino Jr. by Dr. Gonzalo T. Duque, chairman of the Pangasinan Historical and Cultural Commission (PHCC).

When fully completed sometime in June this year, it will be submitted to the Department of Education (DepEd) to become part of the curriculum in elementary and high school in Pangasinan for the 2013-2014 academic year.

The new history book was the collective work of researchers composed of academicians, historians and members of the media, headed by Dr. Perla Legaspi, former vice chancellor of the University of the Philippines.

Thus, Pangasinan will soon become the first province in the entire country to have succeeded in integrating its history and culture in the basic education curriculum.

Also turned over to Gov. Espino was the official orthography of the Pangasinan language approved through Resolution No. 2012-3 of the Komisyon ng Wikang Pilipino (KWP), headed by Jose Laderas Santos, chairman.

Laderas himself read the resolution of KFW that adopted the Pangasinan language orthography, making Pangasinan as the first province in the entire country to do so.

Governor Espino said the Pangasinan ortography sets the correct usage in spelling and pronunciation of the Pangasinan language for easier understanding by future Pangasinenses.

Espino said the completion of the Pangasinan orthography will boost the Mother Tongue Multi-Lingual based education which is part of the K to 12 program being adopted by DepEd beginning school year 2012-2013.

Provincial Administrator Rafael Baraan said the Pangasinan orthography, the first in the country, is an added cap to Pangasinan's culture as the dialect will now have a roadmap as far as proper usage of words and correct spelling are concerned.

Also held during the 432nd foundation day of Pangasinan was the awarding ceremony for winners in the first-ever literary contest in Pangasinan language, the equivalent of the Palanca literary award.

Governor Espino said that the contests drew some 100 entries in poetry, essay and short story writing.

Also during the province's foundation day, seven outstanding citizens of Pangasinan were recipients of the Asna Award for their outstanding achievements in different lines of endeavor that made their beloved province proud.

"Asna" is the old name of the word "asin" (salt) from which Pangasinan got its name. (PNA)

buti sa Alaminos naisipan nila yan. Maganda sana kung me ganyan ding bamboo factory sa San Carlos, eh ang dami daming kawayan dun kaya nga me mango-bamboo festival. At isa sa produkto nila yung mga handicrafts/furnitures/kubo na gawa sa kawayan at nakakarating pa mga produkto yan sa maynila..

so far, wala pa ring nagbubukas na new food establishments, close pa rin ang gerry's grill and hainanese delights...except dun sa food court bale dalawa na yung open dun, i forgot the name of the new one. yung Octagon pc store lang ang pinaka-latest na nag-open.

tomorrow merong Bangus Fest activity dun sa robinsons, parang kick-off event...doon din ata starting point ng motorcade going to dagupan.

National Artist F. Sionil Jose Cites Importance Of Language, Identity

LINGAYEN, Pangasinan — Saying that language is what makes a people and country, national artist for literature Francisco Sionil Jose warned that a nation’s language may die if there is poor leadership.

“Language bears the best identity of the people. It is the soul, the heart, and the mind of the people,” said Sionil in a speech before thousands of his provincemates last Wednesday on the occasion of Pangasinan’s 432nd foundation day at the Capitol Park, here.

Pointing out that “culture, history and literature are the primary builders of human development,” the 84-year- old novelist recounted how languages of other nations died because of poor leadership.

He, thus, lauded the leadership of Governor Amado T. Espino, Jr. for “waging a war against all threats that cause the death of culture, history and literature” through the launching of the first Language Orthography showcasing the official manner of the usage of the dialect in Pangasinan.

“I am happy to know that Gov. Espino and the vice governor have a beautiful program such as this. For sure, Pangasinan language will live for many years,” Jose, a native of Rosales, Pangasinan.

Jose, an internationally acclaimed Filipino novelist whose works have been translated into 12 foreign languages, is a Ramon Magsaysay awardee for literature and Balitok awardee in 2010, along with former president Fidel V. Ramos, former House speaker Jose de Venecia, Jr. and national artist for theater design Salvador Bernal.

Jose urged national leaders to replicate and follow the good example set by the incumbent provincial leadership of Pangasinan.

ASNA Awards, shaped from the old form of the Pangasinan word “asin,” which is usually ascribed to the good quality of a man’s character or demeanor, was launched on April 5, 2010, the date researched by the Pangasinan Historical Commission formed by the Espino administration and verified by the National Historical Commission to be the real founding day of the province as a regular political entity.

Imports ‘killing’ small piggeries

URDANETA CITY — Pangasinan-Northern Luzon Hog Raisers Cooperative president Rosendo So said importation of meat and offal has resulted in the displacement of around 20 percent of hog farmers nationwide in three years.

“In 2009, the backyard piggeries had 9.78 million headcount… in 2011 they had 8.03 million but as of March 2012 the number has dipped to 7.8 million,” he said. “The government must do something to arrest the continuing decline in backyard hog raising.”

So blamed increased misdeclaration in the importation of pork and leftover parts discarded after butchering.

The Philippines signed the World Trade Organization agreement with the safeguard that the collected tariff from the Minimum Access Volume will be used to support farmers.

Bureau of Animal Industry said the country imported 50 million kilograms of pork, increased to 114 million kg in 2009 and again increased to 178 million kg in 2010.

Pork importation for 2011 stood at 169 million kg and out of this figure, 114 million kg was offal from which government collected only 5% tariff.

One problem that arose is that out of the 169 million kilograms, only 25% or 42 million kilograms was included in the MAV, he said.

So said meat imports were then allowed as raw materials for meat processors but the stocks managed to reach the wet markets all over the country.

The freshly slaughtered meat or ‘warm meat’ sold in the wet markets generally comes from backyard hog raisers, he said, adding that undue competition has forced many piggeries to close down in an alarming rate.

He said that a list of the top 20 importers of offal submitted to Congress showed how small raisers could bare survive.

According to So, government should not allow the backyard piggeries to perish considering that they comprise 70% of the entire hog industry.

He said authorities must go after and punish erring importers and government employees responsible for the misdeclaration and undervaluation of imported pork.

DENR: Cutting of trees is inevitable

Hundreds of trees will be sacrificed for various energy and infrastructure projects in the coming months.

This was revealed on Thursday by Environment Secretary Ramon Paje, who admitted that cutting down trees is often an inevitable and difficult decision for the agency.

Paje said the Department of Energy, Department of Public Works and Highways have recently asked their permission to cut trees for various projects. The DPWH it wants to axe 1,000 trees to so that they can proceed with the construction of the Pangasinan-Tarlac highway.

Meanwhile, the Department of Social Welfare and Development has cut down trees to make space for its new offices in Quezon City, while the DoE said it needed to remove trees to build transmission lines.

Paje admitted that giving permission to cut trees for economic projects is a “difficult” issue for the DENR, which is currently in the middle of a nationwide greening program. Under the government program, the DENR is spearheading the reforestation of 8 million hectares of denuded and open forestlands.

Paje said the DENR has to weigh the pros and cons of cutting trees. “For instance, we cannot tell the DoE not to cut down trees if it means installing power lines,” he said.

“It is always a balancing, high wire act to maintain environmental protection and economic development,” he explained.

Aside from the government agencies, private companies and individuals have also asked the DENR to remove trees from their properties. “The problem here is that we cannot just subvert private rights,” Paje said.

Paje said the agency could only direct private and government agencies to implement mitigation measures in exchange for their permission to cut trees. For every tree they cut, they have to plant 3, he said. The DENR also suggested that they save some of the trees by earth-balling the species and replanting it at another space.

Paje made his statement as the environmentalists clashed with SM City Baguio, which have cut down trees to make space for a new mall wing.

On Wednesday, a Baguio court issued a three-day temporary protection order against the cutting of trees in Luneta Hill after green groups petitioned for it.

The environment chief acknowledged that the issuance of the TEPO was in accordance with the rules of procedure on environmental cases drawn by the Supreme Court to enforce environmental laws.

The DENR said 40 Alnus and one Benguet pine tree have already been reported cut or earth-balled from Luneta Hill as of Wednesday.

SM City Baguio was to remove a total of 182 such trees from the site. The management previously inventoried trees for cutting, earth-balling or transplantation from the site to give way to a proposed expansion project. In return, the mall developer committed to plant over 50,000 trees to replace the affected trees. — TJD, GMA News

initially nung pinapanood ko akala ko koi fish lang na naligaw, kaso verified ng BFAR na bangus nga raw yun fish na yun.

Kung albino fish sana yun kulay pure white, kaso gold colored bangus talaga kumikinang nung nasikatan ng araw, sana maparami pa nila para may ibang variety naman ang kulay ng bangus. :cheers:

kinulture ba sya? or nagkaroon lang ng discolorization ng scales nya? sana it's not because of polluted water.

Bangus Fest kicks-off in Dagupan City

The Float Parade dubbed Bangus Ed Carosa, was one of the highlights of the annual event. This was followed by the Parade of Bancas from barangay Calmay to Babaliwan and the blessing of the river led by Most Reverend Socrates B. Villegas of the Lingayen-Dagupan Archdiocese.

A floral offering and a ceremonial dispersal of fingerlings was done afterwards.

Prior to the parade, the Bangus festival committee led the kick-off ceremony held at Robinsons Place in Calasiao town attended by Mayors Benjie Lim and Roy Macanlalay of Dagupan City and Calasiao, respectively.

In a press conference in the said place, Lim said the festival’s return of investments is not a one shot deal but will definitely be gained in various aspects where every Dagupeño will be benefited.

He said he was also happy that the Bangus Festival, now on its 11th year, paved the way for other cities and towns in the province to hold their own festivals showcasing the particular products where their town is known for.

On the same day, the unveiling of the Art Walk and Sculpture and the opening of a trade fair featuring Pangasinan’s Best was held at the City Plaza. A grand fireworks display was set at 10 p.m. (JCR/VHR-PIA 1, Pangasinan)

LINGAYEN, Pangasinan—The tranquil atmosphere around the capitol compound here turned festive on Wednesday when the province marked its 432nd founding anniversary.
At daybreak that day, hundreds of schoolchildren clad in colorful costumes lingered around the capitol to prepare for the street-dancing competition in the grand cultural parade.
“It was a day of excitement and a real cultural treat for Pangasinenses,” said Orpheus Velasco, the provincial information officer.
The floats depicted the history and culture of participating local governments and showcased their best products as street dancers performed to showcase the festivals of their respective towns.
“Agew na Pangasinan” (Pangasinan Day) was supposed to be celebrated on April 5. But since April 5 fell on Maundy Thursday, the provincial government postponed its celebration to April 11.
Governor Amado Espino Jr. said the provincial government’s research and study committee, headed by former Vice Governor Gonzalo Duque, established April 5, 1580, to be officially designated as the most historically acceptable date of the founding of Pangasinan.
“We are now celebrating Agew na Pangasinan every year with greater confidence in its historical significance and with deeper appreciation of our heritage and distinct identity as a people,” he said.
In the past, Pangasinenses mistakenly celebrated Pangasinan Day on November 13, which was actually the birth date of the late Speaker Eugenio Perez.
“And, I am happy to say that our initial efforts have branched out into other significant developments,” Espino said.
Among these, he said, was the launch in September of the Pangasinan Culture and Arts Festival, officially known as “Balitok a Tawir” (Golden Heritage), the first intertown competition in Pangasinan folk songs and dances, including the zarzuela.
This year, the Pangasinan Historical and Cultural Commission embarked on a research to establish a continuing and accurate account of Pangasinan history.
The research group headed by Dr. Perla Legaspi, the former director of the University of the Philippines (UP) Center for Local and Regional Governance and later vice chancellor of UP Diliman, presented the research output, “A Research Study on Pangasinan History, Culture and Development.”
Espino said it would serve as the basis for the development of an instructional material on Pangasinan history, which the province would recommend to be included in the curriculum for all elementary and secondary schools in the province.—Gabriel Cardinoza

Fishpond spawns golden bangus

MANILA, Philippines - A golden bangus (milkfish) has been spawned for the first time from the Pangasinan bangus.

This is a rare occurrence, according to Westly Rosario, executive director of the National Integrated Fisheries Technology and Development Center and chief of the Bureau of Fisheries and Aquatic Resources center chief in Pangasinan.

Fishfarmer Ariel Fernandez raised the 16-month-old golden bangus in a fishpond in Barangay Linoc, Binmaley, Pangasinan.

It is 50 centimeters long and weighs 1.2 kilos.

More than 50 percent above its body is golden, while its belly is silver.

Fernandez also puzzled how the golden bangus was spawned as the fishpond has other regularly colored silver bangus.

Fernandez would leave the golden bangus in the pond every harvest time until it grew big.

It is perceived as “pampaswerte” (lucky charm) because of its unique appearance.

Fernandez said the fish remained in the fishpond even when the area was flooded.

However, he decided to turn over his lucky charm to Rosario for study at the BFAR center in Barangay Bonuan Binloc, where it is now raised in isolation in a small tank, he added.

Rosario said the golden bangus is given especially formulated feeds.

It will take four to five years for the fish to reach sexual maturity and can be used for experiment, he added.

Rosario said researchers in the center could not yet determine if the bangus is male or female.

They will crossbreed it with a silver bangus to see if the spawn will have a gold and silver combination, he added.

Rosario said he wants the golden bangus to be their mascot “because it is unique and for good luck.”

He wants to energize the bangus industry in the years to come, he added.

Rosario said seven years ago, he saw a golden bangus in Taiwan, when he had a project with the World Fish Center.

However, the Taiwanese refused to reveal his “secrets” for having that kind of bangus, he added.

oo nga eh. ang liliit kasi ng mga bayan sa Metro Dagupan pero madami..less than 100km^2 ang land area ng lahat ng mga bayan dyan..i guess, ang average ay nasa 40-60 km^2 :) ang Dagupan mismo nga 37 km^2 lang, mababa pa sa average land area :nuts:

yup..pwedeng pwede..ang kaso eh kaya di nasama ang Urdaneta, Malasiqui at San Carlos sa Metro Dagupan kahit 120K+ ang population ng bawat lgu na to eh malayo ang town/city proper nito sa mismong Metro Dagupan....eg. yung San Carlos at Malasiqui, nasa southern part nila ang city/town proper, yung Urdaneta naman nasa East..di tulad sa Calasiao, Mangaldan etc. magkakalapit lang :)

These are the main common denominators shared by this year’s six recipients of the ASNA Awards, among them The Sunday PUNCH publisher-editor Ermin F. Garcia, Jr. for his work in journalism.
For the Balitok (Gold) awards, the highest of the ASNA Awards, this year’s honorees are Hilarion Henares, Jr. for National Economic Development and Atty. Gabriel C. Singson for Business/Banking and Finance.
The Balitok Award is given to Pangasinenses whose contributions have transcended the national and international arena.
Henares, an economist, educator, businessman and writer, is a grandson of Don Daniel Maramba, a revolutionary hero and the 7th governor of Pangasinan.
Singson, on the other hand, was a governor of the Bangko Sentral ng Pilipinas (BSP) who served during the presidency of another Pangasinense, Fidel V. Ramos, the first ASNA Balitok awardee of Pangasinan. .
The three other ASNA awardees are: Jose F. Datuin (Visual Arts), Amadeo R. Perez, Jr. (Government Service/Public Administration), and Ret. Gen. Jose Magno (Military Service).
Garcia, who has carried on the legacy of his father, Sunday Punch founder Ermin Garcia Sr, through the newspaper, is also a former publisher of the national daily Manila Times.
Datuin is an international visual artist.
Perez, currently the chairman of the Manila Economic and Cultural Office (MECO) in Taiwan, served as mayor of Urdaneta for three terms and representative of the Fifth District of Pangasinan, also for three terms.
Magno served under President Ramos even after his retirement from the military.
SALT OF THE EARTH
“We take pride in your lives and works which have touched the lives of your provincemates and you make us all proud,” said Gov. Amado Espino Jr. said in his message to the ASNA awardees during the awarding night on April 11, coinciding with the 432nd founding anniversary celebration at the Sison Auditorium.
Provincial Administrator Rafael Baraan said as ASNA is an old word for asin, meaning salt, from which Pangasinan derives its name, it also describes the good quality of a man just as salt defines the flavor of a dish and also alludes to a person’s expert knowledge of his profession.
The ASNA Awards was launched on April 5, 2010 during the first celebration of Pangasinan Day.
In their acceptance speeches, the six awardees expressed gratitude to the provincial government for recognizing their achievements.
The search and awards committee, chaired by Baraan, was composed of Dr. Lydia Buduhan (Pangasinan State University Vice-President for Administration and Planning); Mrs. Carmelita Duque (Pangasinan Federation of Non-Government Organizations President); Gabriel Cardinoza (Philippine Daily Inquirer Correspondent), Arabella Arcinue (Pangasinan Heritage Society President), Fr. Immanuel Norbert S. Escaño; and Ma. Luisa A. Elduayan (Provincial Tourism Officer).
Criteria in the selection process included: service with sincere commitment to the community/society, leadership qualities with pioneering innovativeness and professional excellence, integrity and achievements.
Aside from Ramos, previous Balitok awardees are National Artist for Literature Francisco Sionil-Jose, Former Speaker Jose de Venecia, Jr. and the late National Artist for Theater Design Salvador Bernal.
The first set of ASNA awardees in 2010 were Santiago Villafania (Arts and Culture), Rina Jimenez-David (Mass Communications), Dr. Westly R. Rosario (Aquaculture), Dr. Francisco Duque III (Medicine and Public Health), P/Supt. Eric Noble (Community Service), Reynaldo Villar (Government Service), Rodolfo C. Cardozo (Sports) and Menardo Jimenez (Business/Industry).
In 2011, the ASNA awardees were Marcelo E. Casillan, Jr. (Community Service), Alma Quintans-Kern (International Community Leadership), Bb. Joyce A. Bernal (Arts and Culture), Lt. Gen. Arturo B. Ortiz (Humanitarian and Military Leadership), and Leticia R. Shahani (Foreign Service).
Special recognition was accorded in 2010 to Jaime P. Lucas (now deceased), an Ilocano and an adopted son of Pangasinan, who organized Pangasinan writers to form the Ulopan na Pansiansiay Salitan Pangasinan to promote the use of the Pangasinan language.

Pangasinan State U fetes 2,597 graduates for 2012

Monday 16th of April 2012 TweetFacebookYahooEmailShareThis DAGUPAN CITY, April 16 (PIA) -- Some 2,597 graduates of the Pangasinan State University (PSU) marched thru the aisles of the Stadia, this city to mark the end of tertiary education and the start of a longer journey in life.

Vice Governor Ferdinand Calimlim, who served as the commencement speaker, congratulated all the graduates and their parents and guardians who sent them to school.

He also exhorted the graduates to think of a good future and become productive Pangasinenses.

“Life is complicated but never forget where you came from,” he said.

Atty. Janet Abuel, regional director of the Department of Budget who served as the guest speaker, inspired the graduates by re-telling her experiences when she applied for a job after graduation and how she topped the Bar exams in 1991.

She advised them to never give up in reaching for their dreams and cited the life story of Abraham Lincoln who, despite encountering many failures in his life, lived up to be one of the most popular presidents of the United States of America.

PSU President Victoriano Estira enjoined the graduates to live up to the graduation theme of PSU graduates as global citizens who are adaptive, innovative and transformative.

The graduates came from the eight campuses of PSU – Lingayen, Bayambang, San Carlos City, Urdaneta, Sta. MANILA, April 16 (PNA) -- The Philippine Amusement and Gaming Corporation (PAGCOR) continued to enjoy an upward income trend, posting a phenomenal P3.67 billion gross income in March 2012.

This is the 10th time under its new management that PAGCOR was able to break its previous monthly income record.

PAGCOR Chairman and Chief Executive Officer Cristino Naguiat, Jr. reported that the agency’s March income was P686 million higher compared to the P2.98 billion earnings in March 2011.

"It was also much better than our P3.56-billion target for March by P109 million, and far better by P104 million against our P3.56 billion gross income last February,” he said.

Naguiat said the March record feat now goes down in history as “PAGCOR’s highest total income ever posted for a single month since the Philippine government went into the direct management of casino operations 26 years ago.”

He said income from PAGCOR’s own gaming operations in March 2012 reached P2.49 billion, which was a huge P526 million increase compared to the same period in 2011.

“Our upbeat operations during the quarter got an added boost from the strong performance of the other gaming establishments we regulate like the private licensed casinos, e-games, commercial bingo and poker clubs. They contributed P1.17 billion to our March 2012 earnings, higher by P160 million compared to the same month last year,” he noted.

PAGCOR’s robust income performance enabled the corporation to increase its remittances to its mandated beneficiaries.

“Last March, we were able to allocate a total of P1.85 billion as the agency’s contribution to nation-building. This was P556 million or 43 percent over the P1.29 billion contributions we made in March 2011,” cited Naguiat.

Among the recipients of PAGCOR’s funding contributions in March were the Bureau of Internal Revenue (P125 million for the 5 percent franchise tax); the National Treasury (P1.18 billion); the Philippine Sports Commission (P59 million); cities hosting PAGCOR casinos (P41 million); the President’s Social Fund (P200 million); socio-civic projects (P221 million); Board of Claims (P3.5 million); and contributions to the BIR in fringe benefits tax amounting to P13 million.

Naguiat said his management’s basic thrust is to make PAGCOR a reliable government ally in moving the country towards progress.

“Our mandate is not only to generate more revenues for the government’s various nation-building projects. We are also committed to help in other areas where we can make a difference and undertake programs that will directly benefit our fellow Filipinos,” he added.

Among PAGCOR’s ongoing major CSR projects are the P1-billion “Matuwid na Daan sa Silid-Aralan” project that will build 1,000 classrooms nationwide; the “P-noy Bayanihan project” for which PAGCOR gave an initial funding of P100 million for the production of armchairs for public schools out of DENR’s confiscated logs from illegal loggers; the P31-million “Hundred Islands e-Kawayan project” that will build a fully functional bamboo factory in Alaminos City, Pangasinan where bamboo furniture and armchairs for public schools will be produced; and the P20 million funding for the Philippine Football Federation’s “Kasibulan” project.

Kasibulan is a nationwide grassroots development project that aims to train young football players who shall be known as “Batang Azkals”. (PNA)

yup..pwedeng pwede..ang kaso eh kaya di nasama ang Urdaneta, Malasiqui at San Carlos sa Metro Dagupan kahit 120K+ ang population ng bawat lgu na to eh malayo ang town/city proper nito sa mismong Metro Dagupan....eg. yung San Carlos at Malasiqui, nasa southern part nila ang city/town proper, yung Urdaneta naman nasa East..di tulad sa Calasiao, Mangaldan etc. magkakalapit lang :)

galit na si madam belen, pano kasi imbes na sa CSI eh sa robinsons at SM rosales ginaganap yung ibang events ng Bangus festival...gaya nung little miss dagupan at pasiklaband supposed to be sa city plaza yun, but they changed the venue to robinsons. bukas naman yung ginoong pangasinan sa robinsons din. naiisnab ang mall ni belen. my concern is baka gumanti si belen sa pinag-gagawa ng mag-amang lim at i-oppose ulit ang SM. see how politics can ruin all the fun :ohno:

Ano ba talaga ang pinopromote nila sa Bangus Festival, bayan ng Calasiao o Dagupan City? Marami kasing nagtataka kung bakit yong mga ibang events ng Bangus Festival ginaganap sa Calasiao o diyan sa loob ng pang-mayaman na Robinson.

Tapos ang pamunuan ni Benjamin Lim humihingi pa daw ng dagdag na P10 milyon supplement sa Sangguniang Panglunsod (SP) para sa promosyon ng nasabing palaos ng festival samantalang hindi naman daw nakikinabang ang mga barangay ng Dagupan dahil nga kasi sa mall na nila ginaganap ang activities.

Bill filed to require minimum ground level height of stores

A MEASURE has been filed in the Dagupan City council requiring local businessmen to raise the ground level of their stores in the aftermath of the 10/9 deluge.

Business establishments in the city suffered massive losses in product inventories and damages to equipment at the height of the unprecedented flooding in the city's commercial area.

Vice Mayor Belen Fernandez, who heads the CSI Group of Companies, noted that many of the stores that were flooded remained unopened five days after the calamity owing to the damage that their inventories, facilities and equipment suffered.

"We will invite all the businessmen in the city to a public hearing to ask their views on the measure because raising the ground level of stores will entail additional costs to them," she said and assured the business sector that the city council will listen to their concerns.

The proposal takes note of the fact that the first floor levels of all stores in the city were submerged in two to three-feet deep of water.

Urban planning

At the same time, the vice mayor stressed the need for the city to engage an urban planner to help draft development strategies for the city, factoring in the effects of the 10/9 flooding in the city.

She also raised the timeliness for enactment of a new building code based on the established flood lines in each barangay.

She cited the possibility of phasing out the single level bungalow type of houses in Dagupan and uniformly require two-storey abodes so families would have a safe place to move to during floods.

Many residents were forced to seek refuge in the rooftops of their houses.

"Another consideration, she raised is the need to construct a dike particularly in low-lying areas like Barangay Mangin where the floodwater was about six feet deep," she said.

Disaster preparedness

The vice mayor praised the city government, led by Mayor Alipio Fernandez Jr., for it high level of preparedness for the calamity compared to other cities and towns.

The city government conceded, however, that rescue operations, however, were hampered by lack of rubber boats.

"We should invest in more rescue equipment," she said.—LM

Macanlalay said gym to have roof in a year’s time

CALASIAO – The mayor of this rice cake producing town asked residents to wait for another year before public gymnasium will have a roof.
Mayor Mark Roy Macanlalay, in response comments in the Internet, said it was very expensive to construct a roof which is estimated to be P20 million.
“Kasi hindi naman natin pueding lagyan ng bubong diyan na G.I sheet. Ano na lang kung maglalagay tayo ng magagandang uri ng bubong, bakal, I-Beam na mga gagamitin diyan. So huwag maiinip ang mga kababayan natin diyan. Isa iyan sa priority natin na projects (We could not just construct a roof made of G.I sheet. We will use good materials like iron wares, I-Beam. My town mates should not be impatient, the rooftop is one of my priority projects),” Macanlalay explained.

Pangasinan celebrates founding day with focus on heritage

LINGAYEN, Pangasinan—The tranquil atmosphere around the capitol compound here turned festive on Wednesday when the province marked its 432nd founding anniversary.
At daybreak that day, hundreds of schoolchildren clad in colorful costumes lingered around the capitol to prepare for the street-dancing competition in the grand cultural parade.
“It was a day of excitement and a real cultural treat for Pangasinenses,” said Orpheus Velasco, the provincial information officer.
The floats depicted the history and culture of participating local governments and showcased their best products as street dancers performed to showcase the festivals of their respective towns.
“Agew na Pangasinan” (Pangasinan Day) was supposed to be celebrated on April 5. But since April 5 fell on Maundy Thursday, the provincial government postponed its celebration to April 11.
Governor Amado Espino Jr. said the provincial government’s research and study committee, headed by former Vice Governor Gonzalo Duque, established April 5, 1580, to be officially designated as the most historically acceptable date of the founding of Pangasinan.
“We are now celebrating Agew na Pangasinan every year with greater confidence in its historical significance and with deeper appreciation of our heritage and distinct identity as a people,” he said.
In the past, Pangasinenses mistakenly celebrated Pangasinan Day on November 13, which was actually the birth date of the late Speaker Eugenio Perez.
“And, I am happy to say that our initial efforts have branched out into other significant developments,” Espino said.
Among these, he said, was the launch in September of the Pangasinan Culture and Arts Festival, officially known as “Balitok a Tawir” (Golden Heritage), the first intertown competition in Pangasinan folk songs and dances, including the zarzuela.
This year, the Pangasinan Historical and Cultural Commission embarked on a research to establish a continuing and accurate account of Pangasinan history.
The research group headed by Dr. Perla Legaspi, the former director of the University of the Philippines (UP) Center for Local and Regional Governance and later vice chancellor of UP Diliman, presented the research output, “A Research Study on Pangasinan History, Culture and Development.”
Espino said it would serve as the basis for the development of an instructional material on Pangasinan history, which the province would recommend to be included in the curriculum for all elementary and secondary schools in the province.—Gabriel Cardinoza

Dagupan City holds dialog with HUDCC and Cenro Officials

City Administrator Vladimir T. Rivera for her part admires the effort of the city government in putting up shelters for illegal settlers living along the river banks, saving them from danger and the risk of losing their lives. Rivera admits the difficulty of pursuing a housing project, and said "this project is very commendable and I admire the effort exerted by the city government in building these structures."

After our breakfast at The Manor Hotel in Baguio, we headed to Dagupan City in Pangasinan. The main activity that was lined up for us was the Dawel River Cruise. We arrived after four hours and we were greeted by the representatives from the Dagupan tourism department.

Inspired by Bohol’s Loboc River Cruise, the Dawel River Cruise was conceptualized to clean the rivers of Dagupan City. A relaxing day with local music being played as we passed through the river, it was a welcome treat from the extreme activities that we had the previous days. We also feasted on delicious rice cakes that they prepared for us.

Bangus Harvest in Dagupan, Pangasinan
Dagupan City is known to be the Bangus capital of the world so it wasn’t surprising when they added the bangus harvest as part of the tour.

The fishes were brought from the fish pen to the boat. We took our cameras out and recorded the event.

Since I couldn’t just stand there and stare at the spectacle, I stepped in and helped out. Carrying the fish and transferring them was fun. The fishes moved so fast and I got splashed many times with water from the fish pen, but I didn’t mind; I was happy to witness how these fishes were harvested.

Even if this was just a side trip, this was my main highlight during our visit. Thanks to Angel for carrying my camera and taking photos of me carrying the fishes!

Our last stop was the mangrove planting activity. The Dawel river is surrounded by mangroves which play an important role and helps prevent soil erosion.

The Dagupan tourism team taught us how to plant them which wasn’t that difficult. All we had to do was get the stalk and then place it firmly on the ground. That easy!

When we got back, they laid out some of the fishes they’ve harvested earlier; all grilled and ready to eat! We devoured the food right away. Eating the fish with our bare hands was the best part so if you ever drop by Dagupan City, don’t forget to try their bangus!

Cebu farmers growing less mangoes; need gov’t support

Cebu’s mango supply is decreasing, forcing local processors who make dried mangos and mango puree to turn to other provinces for fruit supply.
Ruel Castillo, chief of the regional crop protection division of the Department of Agriculture, discussed the problem in yesterday’s Kapihan sa PIA forum.
“Dili sila ingon kadasig karon tungod sa gamay kaayo nga production sa mga mangga (They are not enthusiastic because of the decreasing supply of mangoes),” said Castillo.
He said the main causes for lower supply in Cebu were industrialization, pests, expensive farm inputs, and poor farm management.
He said this could be seen in the rampant use of chemical pesticides by farmers to induce the production of mango fruits that are out of season.
Castillo said farmers don’t feel motivated to cultivate mangoes because they are not well compensated for the harvest.
The DA said it is addressing the problem by conducting on-site trainings in different farms to teach good agricultural practices.
Virgie dela Fuente, Philippine Mango Industry Foundation president, urged the local government to support mango producers in their locality, especially in Cebu, which is known for having the best dried mangoes.
In an interview last Feb. 17 at the opening of his showroom in Mandaue city, Justin Uy, president of Profoods International Corp., which exports dried mangoes, said competition abroad makes its necessary to improve standards as well as supply.
“The mangoes here are not the same as what other countries produce. We have sweeter mangoes but the supply here is decreasing because many farmers just give up. There is a need to address this problem and the government should take the lead,” Uy said.
Cebu ranks 10th among mango producers in the country with a production of 290,000 metric tons, according to data provided by Dela Fuente.
Pangasinan tops the list with 36,000,000 metric tons produced in four months.
The Philippines ranks fifth in the world’s top 10 top mango producers. Mangoes are the third most exported fruits in the country.
The DA said it conducts trainings from one place or farm to another as a weekly event with farmers grouped by five.
“By day, they undergo a lecture and in the afternoon they do practicum. In these classes, farmers gain knowledge from planting to blossoming and to harvesting mangoes,” said Castillo.
In 2010, the government allocated P40 million for a two-year flower-inducing project, which would end this year, said Castillo.
The project trains farmers on how to produce flowers to bear fruit.
Central Visayas produced 71,000 metric tons of mangoes in 2010.
Most of the fruits came from Cebu followed by Negros Oriental, Bohol and Siquijor provinces.
Cebu has 300,000 mango trees supplying the market, said Castillo.

Lingayen-Dagupan prelate launches books for values education

Thursday 19th of April 2012 TweetFacebookYahooEmailShareThis DAGUPAN CITY, April 19 (PIA) -- Lingayen-Dagupan Archbishop Socrates Villegas, chairperson of the Episcopal Commission on Catechetical and Catholic Education (ECCCE), presented a book series during a press conference held at the Bishop Cesar Maria Guerrero Hall, Archbishop’s Residence in this city last April 16.

Entitled “Alive to the World,” the books were prepared and published by the Alliance for the Family, an international organization of educators for the promotion and protection of family life.

It is intended for elementary and secondary schools in order to teach universal values such as human sexuality, human dignity, and family life in a positive way.

“The Church is taking a pro-active stand with regard to the Reproductive Health (RH) Bill. Protest is good if you want to protect what is right and what is good but alternative is better. Here we are offering a feasible and acceptable alternative to what is being used to educate our children,” said Villegas.

He clarified that it is not a sex education module. Sex education is contained in the books but it is age appropriate, sensitive to universal human values and God-oriented, regardless of religion. These will educate children and the youth in the proper understanding of personhood, health and community life.

“We have never been against sex education. Like all teachings, it must be within rules,” he said.

This series has been used in many countries in Latin America, United States and United Kingdom. The prelate encouraged all Catholic schools to avail of the book series and start using them when the school year opens in June. It can be used as a reference material in complementary with other resources available for Values Education subject.

The whole series costs P 9,000 inclusive of 10 textbooks and 10 teachers’ manuals.

ECCCE is the arm of the Catholic Bishops’ Conference of the Philippines that takes care of Catholic education. The book series was launched in partnership with the Catholic Educational Association of the Philippines (CEAP) and the publishing company. (ANL/AMM-PIA 1, Pangasinan)

Pangasinan stages 5th Tourism and Trade Expo

The month-long fair aims to recognize the ingenuity and entrepreneurial spirit of Pangasinenses. It also highlights the One -own, One-Product (OTOP) program of various cities and towns including their small and medium enterprises (SMEs), cited provincial tourism officer Maria Luisa Elduayan.

Around 300 exhibitors, not only from Pangasinan but also from the different regions in Luzon and in Visayas, showcased their best local products, food, arts and crafts, prime tourists destinations, establishments, and services. More are still coming in to join this exposition, rendering a diverse selection of souvenir items.

Pangasinan’s sought-after products, like dried fish, “bagoong,” veggie noodles, shellfish, fresh fruits, beef “tapa,” corn husks, bangus sardines, native cakes, furniture and others, are featured in this trade fair. Tourism establishments in the province such as hotels, resorts, restaurants, tour operators, and travel agencies also presented their amenities.

Other famous hometown products on exhibit are Vigan’s “bagnet,” “longganisa” and “empanada”; woven crafts from Ifugao and Mountain Province; pastries and handicrafts from Laguna; native foodies and dry goods from Samar; lampshades, slippers, fans, ornaments, bags and hats from Cebu, Bicol and Nueva Ecija; strawberries, jams, and accessories from Baguio City and a lot more.

The provincial government will present awards to the participating exhibitors under categories of Best Tourism Exhibit, Best Local Government Unit OTOP Presentation and Best Small and Medium Enterprise (SME) Exhibit. “The Best SME includes plants and garden category; furniture category; gifts, toys and handicrafts category; and food category,” explained Elduayan.

Food chains, stalls to use environment-friendly food packs

Adhering to the municipal resolution in Lingayen town banning the use of styrofoam products and plastic materials and the national law on environmental preservation, food chain giant Jollibee Foods Corporation now uses washable utensils.

Area Manager Ed Penuliar said going green and taking care of the environment is a part of the company’s corporate social responsibility.

“It is really the plan of Jollibee to transform all its stores into green stores through Project Wash,” Penuliar said during a press conference for the Bangus Festival 2012 held Wednesday.

The project involves the use of washable wares for food and paper bags instead of plastics for take-out orders.

He said the shift is now almost 100 percent adopted in its Manila stores and at least 90 percent of the use of plastics and styro is now avoided.

The concern on the supplier producing the volume of orders for washable wares is one factor to consider in the big shift, said Penuliar adding they are beating the deadline for the orders in the province of Pangasinan which intends to go green during the Palarong Pambansa slated this May.

Penuliar said Jolibee has also adopted the use of water equipment and waterless urinals from abroad to conserve water. It has also practiced a system of disposal for all its tarpaulins and buntings for the festivities and the national games.

‘‘We are taking in all necessary technological equipment to protect the environment,” he said.

In the same presscon, Bangus Festival Chair Brian Lim said the committee made negotiations with sponsors that all buntings and decorations for every sponsor must also be removed by the sponsors themselves after the festivities.

For the ‘Kalutan Ed Dalan’ bangus grilling party, the organizers provided garbage bags for all the grillers to enable them to clean their spaces after the event.

College freshman wins Ms. San Carlos City crown

SAN CARLOS CITY, April 20 (PIA) -- Seventeen-year old Danielle Magleo Dulay of barangay Bega here bested 14 other lovely girls for the crown as Miss San Carlos City 2012.

The beauty pageant held last April 14 at the Arenas-Resuello Sports Complex was part of the city fiesta celebration dubbed Mango Bamboo Festival.

The new beauty queen is a freshman Political Science student at the University of Pangasinan and daughter of Arthur and Imelda Dulay. She received a cash prize of worth P20,000.00.

First runner-up was Shaira Layne de Guzman Ballesteros, 15, a high school student from barangay Pagal who took home P15,000.00.

Dentistry student Duchess Ailene Soriano Gonzales of Quezon Boulevard was declared 2nd runner-up with a cash prize of P10,000 while 17-year old Dana Marie Martinez Manglona from Brgy. Turac is 3rd runner-up. Manglona brought home a cash prize of P7,000 and was also adjudged as the Best in Swimsuit category.

Princess Mae Salinas Leocadio, 17, of barangay Pagal, was 4th runner-up and received a cash prize of P5,000. Leocadio was also chosen as Miss Photogenic and Best in Gown during the night.

Awarded with Best in Talent was Jossa Uson from Barangay Agdao who took home P3,000 for her awesome dance rendition of ‘Sayaw ed tapew na bangko’ (sayaw sa ibabaw ng bangko).

Dagupan City gov’t to conduct economic impact analysis of Bangus Fest

DAGUPAN CITY, April 20 (PIA) – The city government here is set to conduct an economic impact analysis of the Bangus Festival to quantify the benefits derived from the activity.

Bangus Festival Chair Brian Lim said the city has formed partnership with the Department of Tourism to undertake the project.

“We will conduct the analysis to give us an idea of the impact of the event and to know how much percentage did their sales increase during the Bangus Fest,” Lim said during the fest presscon held at Jollibee Lucao branch.

Lim said it is also a way for the Bangus steakholders to see the value of the event and study the economic opportunity that the fest gives.

Area Manager Ed Penuliar of Jollibee Foods Corporation said its store sales normally increase during the Bangus Fest duration. Just this Monday, their sales increased by 40 percent as compared to their sales in the same day, two weeks ago.

“The yearly growth in sales is already established especially during the street grilling party where the crowd is huge,” Penuliar said.

Aggressive marketing spreads Bt corn crops

ARAYAT, Pampanga – Corn production is spreading south of its traditional bounds, from the north down to Central Luzon.

In recent years, driven by the right farm gate prices and new technologies, the hectarage of corn farms has increased in the provinces of Pangasinan, Tarlac and Pampanga.

In many ways, it reflects the aggressive marketing strategies of seed companies coupled with village-based research and development.

Bt corn, a genetically-engineered hybrid that is resistant to the Asiatic corn borer, is being planted by farmers like Melanio M. Miranda in the village of San Roque Bitas, about 110 north of Manila.

Arayat is one of five major corn-producing towns in Pampanga. Nearly 500 farmers plant corn in 881 hectares in 10 villages.

In recent years, Miranda has expanded his rice-corn farm from 2.2 has. to 4.5 has. Like other farmers in Pangasinan, Tarlac and Pampanga, Miranda plants corn once a year. In Northern Luzon, Visayas and Mindanao, farmers plant corn twice a year.

Here, the first cropping is planted to rice from May to July during the wet season; after harvest from September to October, corn is planted.

Miranda, a seasoned farmer, has tried seeds from SMC, Cargill, Pioneer and – since 2002 – Monsanto Bt corn.

He buys Monsanto seeds for about P4,000 for each 9-kg. bag which contains 40,000 kernels. Two bags are needed per hectare.

Monsanto seeds are slightly more expensive compared with other brands but its latest line approved for commercialization in the Philippines has three traits: resistance to the Asian corn borer, ear worm and cut worm and resistance to herbicide. It is also dual mode, with two genes against the Asian corn borer.

Miranda says that because Bt corn is resistant to the Asiatic corn borer, he has stopped using chemicals for damage control.

He has saved a lot: first on labor which used to cost P100 per person each time he applies the chemicals twice per cropping. And less the P2,000 per hectare he used to spend on pesticides.

He used to finance his own operations but now lacks the capital because of an illness in the family. For five years since then, he has sourced funds from a financier who gets 5 percent for the P40,000 cash advance he needs per hectare.

Miranda earned nearly P200,000 from the peak harvest he attained in 2010.

His farm is near Monsanto’s 2.2-hectare Dekalb Learning Center, a demonstration facility for farmers. It evaluates corn farming technologies and newly developed hybrid yellow corn varieties, including Bt corn.

The Learning Center changes location every cropping season to bring the technologies closer to farmers.

Monsanto maintains permanent research stations in Cauayan, Isabela, and in General Santos City in Cotabato.

Aquino to grace Palaro opening

LINGAYEN -- President Benigno Aquino III will be present at the opening ceremonies of the 2012 Palarong Pambansa to be hosted by the province of Pangasinan.

He will be the guest of honor and speaker during the May 7 opening ceremonies to be held at the Narciso Ramos Sports and Civic Center here.

This was announced by Governor Amado Espino Jr. during the meeting with Palarong Pambansa Executive Committee last Thursday attended by Education Assistant Secretary Tonisito Umali.

More than 10,000 delegates from the 17 regions will be attending the annual national sporting event, which will be held in Pangasinan for the second time. This is slated on May 6 to 12.

Espino said this year's Palaro will be the benchmark for the next and future holding of Palarong Pambansa.

Meanwhile, the first Palaro delegation to arrive in the province is Palawan, composed of 278 athletes and officials. They left Palawan on April 15 and arrived in Pangasinan on April 16. They are housed at the Tandoc Elementary School in San Carlos City.

Mimaropa (Region IV-B) Education Supervisor Zenaida Dusong, delegation assistant, said they decided to come 11 days earlier instead of their former scheduled trip of April 27 to allow their athletes to train longer and to familiarize them with the different playing venues before the start of the national games.

"It's a long trip and we are thankful that we have arrived in Pangasinan safe and sound," she said.

Amado Gunda, head of Palawan and Puerto Princesa City delegation, said they were warmly welcomed by the school officials upon their arrival to their billeting site and they started to visit some of the playing venues like Narciso Ramos Sports and Civic Center (NRSCC), CSI Stadia, Pangasinan State University (PSU), and Capitol beachfront.

"So far, so good, mukhang well-prepared ang Pangasinan na maghost and we are happy for this opportunity to visit your province," he said.

Meanwhile, lawyer Verna Nava-Perez, provincial secretary and head of Palaro secretariat, said thousands of athletes with their school officials and coaches are expected to arrive next week.

Perez said the province is all set and ready to host for the second time after 17 years the biggest national sports competition.

MAGANES: Pangasinan’s cultural heritage

One development undertaking that is commendable under Governor Amado T. Espino, Jr.’s administration is the revival or enrichment of the Pangasinan culture. It is a known fact that under the previous administrations, cultural development took a backseat, was taken too lightly and was not given much impetus.
In his almost six years stay at the helm of the provincial government, Governor Espino took cognizance of the real identity of the Pangasinenses. It was him who took the initiative to research the real foundation day of the province of Pangasinan, providing the Pangasinenses the knowledge on how this premiere province evolved from the shackles of Spanish authorities. Now we can say that Pangasinan has its day in a year to celebrate its founding anniversary, April 5.
The present administration through the Sangguniang Panlalawigan has likewise issued an ordinance creating the Pangasinan Historical Commission whose task is to write or rewrite the history of the province- beginning from its roots of cultural diversity until what it is today. Rewriting Pangasinan history entails a tedious process. There will be a lot of researches to be undertaken by the members of the Commission who were carefully selected from the academe, media and other sectors of the Pangasinan society.
In 2010, the province showcased in a grand parade the “Kasaysayan ng Lahi” of the Pangasinenses. It was indeed a spectacle witnessing the various transformations and developmental transition of the province. Alongside such gaiety and pomposity of the Pangasinan Day, the province honored its illustrious sons and daughters who were successful in their professional fields of endeavors under the ASNA Awards.
What is the importance of these undertakings on cultural enrichment? ASK.Com says “culture gives everyone a chance to meet and understand other people. The more understanding and knowledge we have of another culture, the better we can communicate and grow.” Culture develops human. The different spectra of human development start from its cultural heritage – arts, music, dances, cuisines, traditions and religious beliefs.
Pangasinan for one has been a melting pot of mixed-cultures. The original settlers (Pangasinenses) in central part of the province have their own rich cultural heritage. They have their own dialect –Pangasinan that is becoming a dead language owing to the educational system and the proliferation of technology. What is unique in the western part of the province is that there are two towns having their own dialect-Bolinao and this is found in the towns of Anda and Bolinao. Many historians believed that the Bolinao culture, as well as that of Pangasinan dated back before he country was colonized by the Spaniards then the Americans. While the western cultures had been interwoven in the senses of the Bolinaos and the Pangasinenses, it will remain a fact that the cultures and traditions of these groups of people have been preserved for years until this day.
In the eastern part of the province, we have the migrant-Ilocanos either from the Ilocos provinces and La Union who brought with them the rich culture of the Ilocano people. Their cultural activities have been mixed with the cultural richness of the Pangasinenses and the Bolinaos making the people of Pangasinan (totally known now as Pangsinenses) the moving spirit towards human development and cultural enrichment.
This year’s foundation day of the province, April 5 which falls on Good Friday was moved to April 9 for its celebration. The celebration, however, will not only be in one day but also spread out in a week to give time for the Pangasinenses to savor the beauty and richness of the Pangasinan culture. There will still be the ASNA Awards for outstanding Pangasinenses, the staging of zarzuelas- a rich culture of dramas and songs and cancionan.
The culture of the province being relived and revived in its founding anniversary is a prelude to the annual “Pistay Dayat” (Festival of the Sea) and the hosting of the province of the Palarong Pambansa which is scheduled on May 6 to 10 this year.
While Pangasinan has diverse cultures because of in-migration and cross marriages among the people, the oneness and the identity of the Pangasinenses can be gleaned from the coined slogan of Governor Amado T. Espino, Jr. “I love Pangasinan, Number 1”.

Volcanoes make or break; contenders flock Lingayen

Athletes and officials from Palawan totaling 278 athletes and officials arrived in Lingayen, Pangasinan ahead of all other contingents vying in the 2012 Palarong Pambansa which begins on May 6. Department of Education officials from Region IV-B originally announced that they would arrive a week later, but decided that the extra time would help their athletes get used to the different venues and heat before the rest of their competitors arrive.

“So far so good; it appears that Pangasinan is well-prepared to host, and we are happy for this opportunity to visit the province,” said Amando Gundam, head of the Palawan and Puerto Princesa City delegation.

Pangasinan first hosted the Palarong Pambansa in 1995, when current Governor Amado Espino was still PNP Provincial Director and tasked with building the Narciso Ramos Sports and Civic Center (NRSCC) just in time for the national games. Since winning the bid to host the Palaro in November, Espino has kept busy renovating the various facilities in the complex, and building new venues. A total of over 10,000 grade school and high school student-athletes from the country’s 17 regions will converge on Lingayen and other venues and compete in archery, arnis, badminton, athletics, baseball, basketball, boxing (high school only), chess, football, gymnastics, sepak takraw/sipa, softball, swimming, table tennis, taekwondo, tennis and volleyball.

The provincial government, which has labeled this edition of the Games as the “benchmark Palaro” has spent much of its resources guaranteeing the comfort and safety of the athletes by renovating the various schools that will house them, building additional toilets and showers, installing screens in all classroom windows, and assigning PNP officers and even provincial board members to supervise the security at each venue.

Espino has also made plans to keep the NRSCC from becoming a white elephant. The provincial will use the various facilities as the home for a massive sports academy and training center, using the momentum and attention generated by the Palarong Pambansa to build a lasting venue to upgrade the skills of our young athletes.

Dati ang nag-iisang Graceland Mall ay sa Malolos lang..ang Corporate Name nila ay RMR group of Companies..at ngayon nag-uumpisa na silang mag-expand..

Sadly,nauna ang Graceland Malolos kasi kumpara sa mga next malls ng Graceland magaganda..maliit pero lumelevel sa mga bagong designs ng Robinsons.Malls.(inggitero much)

PUEDE PA TUMAKBO. Marami ang nagsasabi na tapos na ang laban for governor sa Pangasinan sa paglipat ni Gov Espino sa NPC.
Dahil ang NPC daw ay partido ng Cojuangco…siyempre nawala na sa mga contenders ang ipinipilit ng iba na si Cong. Mark Cojuangco ang ilaban kay Espino.
Si Cong. Mark Cojuangco ay interesado na dalhin sa loob ng Senado ang kanyang advocacy para sa agriculture at kuryente kaya naman umiikot na siya sa area ng Mindanao.
Mababa pa ang rank ni Cong Mark Cojuangco sa surveys para senador at umaasa siya na aangat din ito kapag nalaman ng mga tao na Senator ang tatakbuhan niya sa 2013.
Sabi naman ng iba, makakatulong daw kay Espino ang paglipat niya sa NPC sa usapin ng kasong hinaharap niya sa Ombudsman tungkol sa black sand.
Sabi din ng iba, hindi na magpapatakbo ang LP ng governor sa Pangasinan dahil ang NPC ay part ng coalition sa national level.
Ang psychological effect sa mga pulitiko ay ito…Napakalakas na nga ni Gov, lalo pa siyang lumakas sa paglipat niya sa NPC.
Tinanong ko si Boss Sendong kung anong reaction niya sa paglipat ni Governor Espino sa NPC sa labanan para governor ng Pangasinan.
Sinabi din ni Boss Sendong na puede pa namang tumakbo si Mayor Nani Braganza for governor ng Pangasinan sa 2013.
PUEDE PA RIN TUMAKBO. May isang panahon sa ating kasaysayang pampulitika dito sa Pangasinan kung kaylan may isang pulitiko na nag-ambisyong maging governor ay umatras bago pa lang magsimula ng filing ng candidacy.
One year bago maghalalan ay nag-iikot na siya sa buong Pangasinan, lalo na sa mga bayan sa western Pangasinan.
Marami na ang nakaalam na ang pagikot na iyon ay para makilala at makakuha ng mga lider sa lahat ng bayan para sa kanyang pagtakbo bilang governor.
Marami din ang nagsabi na kung hindi diya umatras…malamang governor na siya.
Capable siya, qualified siya, mahal siya ng taga-Pangasinan.
Ang sabi ng iba mag-mayor daw siya…Ang sabi ng iba, bumalik siya na congressman ng distrito.
Ang sabi ng iba, ngayon na niya ituloy ang kanyang pngarap na maging governor.
HUWAG NANG TUMAKBO. Tapos na ang kinang ng kanyang pangalan sa larangan ng pagiging governor ng Pangasinan.
Ito ang sabi ng mga nakararami.
Mahal pa siya ng distrito, may pag-asa siyang manalo sa distrito…pero sa gov? Huwag na lang.
Sayang lang, hindi niya kakayanin. Sabi nga nila sa English ‘It’s important to know when you’ve been beaten.’
People should realize that love is not only about joy, happiness, passion and excitement. It’s also about sadness, hatred and pain.

A YOUNG man from Calasiao, Jorryl Dela Cruz, bested 17 other lads for the crown of Ginoong Filipinas Region 1 and will move on to represent the region in the national competition.

Dela Cruz also won the best in barong plum in the pageant that was held at Robinsons Place on April 18 as one of the newest attraction for the Bangus Festival celebration.
Joining him in the winner’s circle are: Mon Go from Dagupan City, Ginoong Filipinas Pangasinan; Mark Domingo from Tarlac, Ginoong Filipinas Dagupan and best in swimwear; Philip Gabay from Abra, Ginoong Pangasinan Tourism; and John Henry Mastador, first runner up and Mr. Photogenic. (CIO)

Palawan delegation for Palaro first to arrive

Sunday 22nd of April 2012 TweetFacebookYahooEmailShareThis PALAWAN, April 22 (PIA) -- Delegation from Palawan for the annual Palarong Pambansa scheduled May 6 to 12 with some 278 athletes and officials was the first to arrive in Pangasinan, the host province.

The contingent, housed at the Tandoc Elementary School in San Carlos City, left Palawan on April 15 and arrived in Pangasinan 24 hours later.

Zenaida T. Dusong, education supervisor of Region IV-B and delegation assistant, said that they decided to come 11 days earlier instead of their former scheduled trip of April 27 to allow their athletes to train longer and to familiarize them with the different playing venues before the start of the national games. “It’s a long trip and we are thankful that we have arrived in Pangasinan safe and sound,” she noted.

Amado Gunda, head of Palawan and Puerto Princesa City delegation, said that they were warmly welcomed by the school officials upon their arrival to their billeting site and they started to visit some of the playing venues like Narciso Ramos Sports and Civic Center (NRSCC), CSI Stadia, Pangasinan State University (PSU), and Capitol beachfront. “So far so good, mukhang well-prepared ang Pangasinan na maghost and we are happy for this opportunity to visit your province,” he observed.

Atty. Verna Nava-Perez, Sangguniang Panlalawigan secretary and head of Palaro secretariat, said that thousands of athletes with their school officials and coaches are expected to arrive next week.

Perez said that the province, after 17 years, is all set and ready to host for the second time the biggest national sports competition. “As what Governor Amado T. Espino Jr.’s previous statement goes, Palarong Pambansa 2012 will prove to be the benchmark of all future Palaro.”

Pangasinan first hosted the national sports meet in 1995 with Espino then the provincial police director. Then President Fidel V. Ramos put him in charge of preparations particularly in the construction of sports facilities including the grandstand for that event.

Cleanest river, outstanding Pangasinan LGUs to be honored on May 1

LINGAYEN, Pangasinan, April 21 (PNA) -- The cleanest river and riverbank and the top performing local government units (LGUs) in Pangasinan will receive awards of recognition in ceremonies slated on May 1, climaxing this year's "Pista'y Dayat" (Sea Festival) in the province.

The cleanest river and river bank will receive the coveted Pakar Awards while the top performing LGUs that were already previous recipients of regional and national awards will get the LGU Governance Awards during a program to be held at 10 a.m. att he Bañaga Bridge area in Bañaga, Bugallon, after the floats parade.

Pakar is the Pangasinan word for mangrove or "bakawan" in Filipino which was adopted by the province of Pangasinan under Governor Amado Espino Jr. as a symbol of recognition for clean rivers, estuaries and coastal areas.

Provincial Agriculture Officer Dalisay Moya, this year’s Pistay Dayat executive chairman and Pakar Awards committee head, said qualified for the awards are inland rivers like major rivers and its tributaries as well as coastal rivers that drain into the Lingayen Gulf.

Moya said recognition will also be given to LGU officials and non-government organizations who made excellent efforts in managing or propagating mangroves.

The criteria for judging involve the physical parameters of the river, foremost of which is its cleanliness; the LGU’s strong legislative agenda for the river; the LGU’s programs or projects on river protection; and sustainability programs.

Specifically, the search involves the brackish bodies of water that are salty. One LGU will be declared as winner of the search while two winners will be chosen in the barangay -- one under category A and another under category B.

Moya said category A involves barangays which are beneficiaries of the provincial government’s river clean-up known by its name as ‘Ilog Ko, Bilayen tan Aroen Ko’ led by the Task Force Kalikasan.

Under category B are the barangays that have not been recipient of the clean-up.

“The search is still ongoing and the final round of evaluation will be conducted next week,” Moya said as she noted that the nominees will be announced afterwards along with the prizes.

The Pakar Awards is a joint effort of the Provincial Agriculture Office, Task Force Kalikasan and the Provincial Disaster Risk Reduction and Management Council.

The evaluation committee is composed of the Department of Environment and Natural Resources (DENR), Pangasinan State University, National Irrigation Administration, Agno Flood Control System, Philippine National Police and other non-government organizations.

On the other hand, the LGU Governance Awards honors LGUs (city, municipal and barangay that have been previously awarded by the Regional Development Council, the Department of Interior and Local Government’s Seal of Good Housekeeping and the DENR, among others. (PNA)

In a press conference called by Lim at Robinson Mall in April 13, 2012 dubbed as “Kick- off @ Robinson’s Place (for the Bangus Festival)”, the vice mayor and her allies were not around.

“Was it because the presscon was not named: “Kick- Off at CSI Super Mall’s Place”? A mammoth retail store owned by the vice mayor in Dagupan City” I sheepishly asked somebody.

Instead. Lim was accompanied by loyalists councilors Brian Lim and Red Erfe-Mejia, and “wild card” dad Dr. Jess Canto (the latter is the vice mayor’s “torn in the spine” when the legislative body over-rode with two-third votes the veto of Lim last year but found themselves wanting. But Administrator Mata told me that even with Canto at the behest of the vice mayor the dads could not still muster the necessary two-third votes).

“Mabuti pa si Mayor (Mark Roy) Macanlalay sumusuporta sa Bangus Festival” a media man quipped when he saw the young mayor of the nearby Calasiao town gamely joined the two Lims at the press conference’s presidential table.

Oh, I did ask Mayor Lim with three series of questions ala CNN (Calasiao News Network). My first query: “The first salvo of the press con for the festival is held here at Robinson in an strange land called Calasiao town and not in the fortresses of our city Dagupan, would the next year’s press conference be held at the newly constructed SM-Dagupan City?”

Holy Casserole and Guacamole, the mayor just shook his head with amusement. I don’t know if he deemed my question as funny or just plain stupid.

Gun ban to be enforced in Pangasinan during Palarong Pambansa

LINGAYEN, Pangasinan, April 23 (PNA) —- The Sangguniang Panlalawigan (SP) here has passed a resolution adopting the recommendation of the Pangasinan police for the enforcement of a gun ban before, during and after the Palarong Pambansa to be hosted by Pangasinan from May 6 to 12.

Superintendent Michael Nicolas, officer-in-charge of the Pangasinan police, recommended the enforcement of the gun ban merely as a pro-active measure on the part of the PNP to ensure better peace and order in Pangasinan prior to, during and after the national games.

The gun ban from April 27 to May 15 was contained in Resolution No. 1265-2012 proposed by SP Member Jeremy Rosario which was unanimously approved after the body grilled Nicolas in the SP regular session Monday morning.

SP Member Raul Sison expressed apprehension that the gun ban may give the visitors the wrong signal and run counter to the pronouncement of Governor Amado Espino Jr. that Pangasinan is one of the most peaceful provinces in the country.

Nevertheless, the SP approved the measure because of the assurance of Nicolas that aside from the gun ban, the police in Pangasinan are undertaking other legal initiatives to maintain, like the conduct of patrols, application of search warrants for suspects believed keeping firearms and ammunition, and warrants of arrest for criminal elements.

Nicolas said that during the 19-day gun ban, the police and other members of law enforcement agencies will only be the ones allowed to carry firearms provided that they are in proper uniform and performing their duties.

All others carrying firearms outside their homes, even if they have permits to carry, will be arrested and booked, he said. (PNA)

Golden ‘bangus’ is latest Dagupan attraction

A 1.2-KILOGRAM bangus (milkfish) kept at the Bureau of Fisheries and Aquatic Resources (BFAR) in Dagupan City may not be worth its weight in gold, but it is fast becoming an attraction because of its golden scales.
The “golden bangus” made its presence felt just as Dagupan started activities for its 11th Bangus Festival this month.
This milkfish, aged one year and four months, could be a freak of nature, said Westly Rosario, BFAR center chief. It has golden scales, head, fins and tail, a deviation from the silver-colored milkfish.
Rosario said albinism (a condition where a person or animal lacks or has little pigment in the eyes, skin and hair) was the only possible explanation because there was no scientific intervention to produce such variety.
“It is unlike red tilapia which is produced by crossing two species. The golden bangus could be a freak of nature because there is only one species of bangus, which is Chanos chanos,” he said.
Whatever the cause of its unusual appearance, BFAR personnel were hoping that the golden bangus would become a symbol to improve the industry, he said.
Rosario said he had seen a golden bangus seven years ago in Taiwan, but this was the first time that such kind was reported in the Philippines.
The golden bangus was donated to the BFAR by fishpond operator Ariel Fernandez of Barangay (village) Tocok in Binmaley, Pangasinan, who returned the fish to the pond every time it was accidentally harvested.
“Some people believe that the golden bangus, or anything that is not ordinary, brings good luck, so the bangus was spared every harvest. When he (Fernandez) mentioned it to me, I asked him to donate it to the BFAR for breeding purposes,” Rosario said.
Bangus becomes sexually mature after about five years so it may take a long time before the golden bangus will breed. Rosario said BFAR technicians had yet to determine the sex of the milkfish.
“It is possible that some [fingerlings] from the golden bangus, when crossed with the silver bangus, will likely be golden, too, but that remains to be seen,” Rosario said.
The golden bangus has been isolated in a tank at the BFAR center so technicians could monitor its health and growth.
“The question now is, since milkfish is called as such because of its milky color, how do we call now the golden bangus?” Rosario asked.

Athletes seeing action in 2012 Palarong Pambansa arriving April 27

LINGAYEN, Pangasinan, April 23 (PNA) - Athletes seeing action in the 2012 Palarong Pambansa are set to arrive in Lingayen starting on April 27.

Atty. Verna Nava Perez, chair of the Palarong Pambansa, said this is except for athletes of Region 4B (Mindoro Marinduque Romblon and Palawan region) who already arrived earlier and are now billeted at the Tandoc Elementary School in San Carlos City.

President Benigno S. Aquino III will be the guest of honor and speaker during the opening program of the Palarong Pambansa on May 7 at the Narciso Ramos Sports and Civic Center (NRSCC) here.

With only 13 days away from the conduct of the Palarong Pambansa, the host province of Pangasinan has geared up all its systems for another successful hosting of the national athletic competitions for elementary and high school students from both public and private schools.

The last time that Pangasinan hosted the Palarong Pambansa was in 1995 or 17 years ago.

Atty. Perez said though the opening program is set on May 7 at 10 a.m. per the confirmation of the Office of the President, games will start on May 6 in different playing venues in Lingayen, Binmaley, Dagupan and San Carlos cities.

Some 10,000 delegates from the country’s 17 regions are seeing action in the week-long national sports competition sponsored by the Department of Education.

Tonisito Umali, DepEd Assistant Secretary, confirmed that members of the Philippine football team Azkals are expected to grace the opening ceremonies to provide motivation and inspiration to the athletes.

The general schedule includes the screening of athletes on April 28; refresher course for technical officials, May 4; and solidarity meeting in the morning and a Holy Mass at 5 p.m. to be officiated by Archbishop Socrates Villegas on May 5.

There will be Governor's Night at 6:30 pm of May 5 to be hosted by Governor Amado Espino Jr.

The closing ceremonies will be on May 12 at 4:00 pm. (PNA)

This town has found a way to equip its high school graduates with skills that could land them jobs after graduation by including technical-vocational training in the secondary school curriculum.
The graduates will get diplomas from the Department of Education (DepEd) and certificates from the Technical Education and Skills Development Authority (Tesda), Mayor Marcelo Navarro Jr. said.
The project, Navarro said, would give opportunity to students, who might not be able to pursue higher education, to seek employment after finishing high school.
“There are plenty of time wasted in teaching Technology and Livelihood Education (TLE), but with Tesda in the picture, we can marry the two (TLE and technical-vocational courses) and enable students to be trained for employment after high school,” he said.
Manuel Wong, Tesda provincial director, said students passing the accreditation tests would be given Tesda certificates that they could use in seeking jobs here and abroad. “Tesda certificates are recognized worldwide,” he said.
Under the project, selected third-year high school students would undergo intensive training on technical-vocational courses until their senior year when they would have completed the recommended number of hours for their courses.
Students have to undergo TLE lessons for an hour every day, but this time will be used instead for the technical and vocational training of Tesda starting school year
2012-2013, said Joseph Lopez, DepEd supervisor in charge of technology and livelihood.
Last week, Bani, Tesda and the DepEd signed a memorandum of agreement (MOA) to implement the project in June. Among the courses to be offered are baking and pastry production, plumbing, and food and beverage handling.
The program will be implemented initially at Bani National High School, Ranom Iloco National High School and Dacap Norte High School. Each school will have 100 preselected students that will take up the Tesda courses.
“Students are selected depending on their interests and aptitude,” Lopez said.
Tesda started training TLE teachers to handle these courses.
“Bani is the first to implement Tesda courses in high school, and we hope to replicate this program in other towns,” Wong said.
In Nueva Ecija, the National Irrigation Administration-Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS) took slots for the government’s employment program to help the poor pursue their studies through summer jobs.
Jose Ariel Domingo, manager of the NIA-UPRIIS Division III, said at least 12 students from farming families in the province started working under the agency to complement the Department of Labor and Employment’s (DOLE) Special Program for the Employment of Students.
Under the MOA, 60 percent of the students’ salaries will be shouldered by the NIA, while the rest will be covered by the DOLE.
The students from farming families are part of the 1,362 students enrolled on the program from the province. The DOLE has set aside P3.7 million as counterpart fund for the students’ salaries for Nueva Ecija, said Pedro Fernando, the department’s provincial director.

Philippine Navy Team, kampeon sa Dragon Boat race sa lungsod

Dagupan City – Kampeon sa bilis ng pagsagwan ang team ng Philippine Navy sa tatlong kategorya sa ginanap na dalawang araw na Bangus Festival 2012 Dragon Boat Competition sa ilog ng Pantal noong Abril 14 at 15.

Nakupo ng Philippine Navy ang men’s 10 crew, women’s 10 crew at mixed 20 crew sa dalawang araw na competition.

Sa men’s 10 crew, pumangalawa naman ang University of the Philippines (UP) at pumangatlo ang Manila Blazing Paddles. Sa women’s 10 crew, pumangalawa uli ang UP at nasa pangatlo puesto naman ang Aqua Fortis.

Sa mixed 20 crew, pangalawa ang Manila Blazing Paddles samantalang nahulog naman sa pangatlong puesto ang UP team.

NPC now dominates Pangasinan’s political landscape with mass oath-taking of new members

LINGAYEN, Pangasinan — The Nationalist People’s Coalition (NPC) is now the dominant political party in Pangasinan, following the mass defection from the then ruling party Lakas-CMD-Kampi by 40 local officials, who include provincial board members, mayors, vice mayors and other political leaders on Monday.

All took their oath before Batangas Rep. Mark Leandro Mendoza, NPC secretary-general, in the presence of Rep. Rex Gatchalian of Valenzuela, the party’s spokesman; former Pangasinan Rep. Mark Cojuangco, former NPC fifth district head; Gov. Amado Espino Jr., Vice Gov. Jose Ferdinand Calimlim and Abono Party-list Rep. Robert Estrella Jr.

Gov. Espino took his oath as NPC member two months ago, finally bidding goodbye to his old party, the Lakas-CMD-Kampi.

Cojuangco represented Manila Overseas Cooperation Office chairman Amadeo Perez Jr., NPC provincial chairman; and his wife Fifth District Rep. Kimi Cojuangco, now NPC fifth district chairman, in the mass oath-taking of new NPC members.

Cojuangco is the son of NPC founder and now party chairman emeritus Ambassador Eduardo Cojuangco.

He said NPC is a fraternity of light-minded individuals who have in their aspirations the betterment of Filipino condition through means that are unique to the party, a practicality not seen in other parties.

He said the party believes that an NPC member is considered a brother to his peers, adding that the party “does all it can to defend you and also expects you to defend the party.”

NPC, he said, played a vital role in supporting President Aquino, citing the fact that in the House of Congress, NPC congressmen collaborated with congressmen of the Liberal Party to ensure solid support to the policies of the current administration.

“NPC, in its relationship with other parties, especially the LP, counts a lot in the coming election, especially in the local level,” said Cojuangco.

Among those who took their oath were Sangguniang Panlalawigan members Napoleon Fontelera of the first district, Von Mark Mendoza and Raul Sison of the second district, Salvador Perez, president of the Philippine Councilors League chapter; and Liga ng mga Barangay chapter president Amadeo Espino.

The other SP members who are already with the NPC are Alfonso Bince Jr. of the sixth district, Danilo Uy of the fifth district, Jeremy Rosario and Mojamito Libunao of the fourth district; and Angel Baniqued of the third district.

My first time in Bolinao, Pangasinan was for a music video shoot for Miguel Escueta’s Now It Starts.

The trip to Bolinao was purely for work but I instantly fell in love with the place. We stayed at a beach-front resort : Punta Riviera in Brgy Ilog Malino, Bolinao Pangasinan.

My Producer stayed in Puerto del Sol before but she didn’t really like the place, so she booked rooms for the team in Punta Riviera instead. Rooms can accommodate 2-4 people. Some can even accommodate 20pax. I don’t have photos but you can see them in their website. I am also not sure if they have free breakfast – we had catering care of Punta Riviera for the crew.

The good thing is that it’s a bit cheaper than Puerto del Sol. Here are a few photos from my iPod.

There are open cottages at the beach front where you can put your stuff or eat lunch/snacks. You can also ask the hotel staff for kayak or boat rentals if you want to explore Ilog Malino. Punta Riviera’s got a pool if you want to go swimming at night. The only downside, which is actually the main problem (I think) by most resorts in Bolinao, is the low tide. From the beach, you have to walk a long way first to be able to take a decent swim.

We headed to an amazing sea-side rock formation place and shot most of the singing clips there. The place was amazing. I should have brought a decent camera with me that day. It’s better if you stop by there during sunset. I bet your photos will look fantastic.

There is a minimum entrance fee of Php20-Php50 (sorry can’t remember, but I swear it’s cheap) as payment for those who are keeping the place clean. Look for the small signs with ‘Rock Formation’ by the road on the way to Cape Bolinao.

And since we don’t have anything planned yet for that coming summer (May 2011), I asked my friends to help me plan a trip to Bolinao! I’ll write about this soon.

MANILA, Philippines – Fide Master (FM) Haridas Pascua ruled the Dagupan Bangus Festival/Mayor Benjamin S. Lim Cup Chess Tournament at the University of Pangasinan in Dagupan City over the weekend.

Pascua, who hails from Mangatarem town, tallied a total of 6.5 points to win the title, ahead of top-seeded International Master (IM) Emmanuel Senador.

Senador finished with the same point total, but had to settle for second place as he had the lower tie-break score.

Both players received P8,500 in cash prizes.

Pascua, the highest-rated player in Pangasinan, now has four titles in his name after winning the same number of tournaments organized in the province since December last year.

Bryan Barcelon, Zejih Angelo Merilles and Ronaldo Alvez were tied for third to fifth places with six points each.

Prince Mark Aquino, Leodegario Ricaña, and Emmanuel Lomibao finsihed tied for sixth to eighth places with 5.5 points each.

Meanwhile, John Jasper Laxamana of Pampanga took the solo lead in the Kiddie Category after tallying 6.5 points. He took home a P3,000 cash prize.

Tied for second to third place with six points each were Juan Carlos Presente and Fernando Mendoza. They were followed by John Marx Anastacio, Nezie Ay Merilles and Antonio Almodal III.

Special awards went to Ernali Bayot for the top lady prize, Ricaña for the top senior player, and Jimmy Austria for the top local player. Each awardee received P1000 cash prize.

The tournament, which was sponsored by the city government for its Bangus Festival celebration, was the first tournament conducted by the newly-formed Dagupan City Chess Club (DCCC).

According to tournament director and DCCC President German C. Francisco, the tournament has attracted a total of 190 participants in the kiddie and open categories.

4Ps beneficiaries receive P160.6-M cash grants

Tuesday 24th of April 2012 TweetFacebookYahooEmailShareThis SAN FERNANDO CITY, La Union, April 24 (PIA) -- New Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries--the Ilocos region's 5th set--recently received cash grants amounting to P160, 676,100 from the Department of Social Welfare and Development 1 (DSWD-1).

This program seeks to help extremely poor households to improve their health, nutrition, and education as a poverty reduction strategy for the achievement of Millennium Development Goals until 2016.

Allan O. Lulu, Information Officer of DSWD 1, said the said batch has a total of 77,713 beneficiaries.

In Ilocos Norte, about 11,089 beneficiaries from 14 municipalities of the province were given cash grant of P22,606,600.

For Ilocos Sur, P17,647,100 were distributed to 8,702 beneficiaries from 12 municipalities.

While for La Union province, 8,631 beneficiaries from its six Pantawid Pamilya areas received P17, 404,600 cash grants.

According to Lulu, Pangasinan has the highest grant among the three provinces with P103, 017,800 released to 49, 291 beneficiaries from 20 municipalities.

Under the program, households will receive P500 for health package, at the same time, P300 per month per each child with maximum of three children.

Lulu further said that a maximum of P1,400 per month or P 2,800 bi-monthly are released in compliance to set conditions of 4Ps.

All cash grant releases were through on site and off site over the counter payments made possible in coordination with the local government unit of the set 5 Pantawid Pamilya areas and the Land Bank of the Philippines as its conduit, Lulu said. (ANL/MHH-PIA 1, La Union with reports from DSWD 1)

During the “Ammuentayo” radio program held recently over DZNL here, Fiorello B. Surell, Chief Labor and Employment Officer Head of DOLE La Union Field Office announced the various sectors that offered pledges of commitment to get students for the SPES program regionwide which started last April 14.

This includes the local government units (LGUs) of Laoag City, Sarrat, Paoay, Pinili, Batac City in the province of Ilocos Norte.

For Ilocos Sur, LGU-San Juan, Sta. Catalina, Candon City, Tagudin, Sta.Cruz, Alilem , Lidlidda, Burgos, San Esteban, Suyo, and Cabugao.

While for the province of La Union, the LGUs of San Fernando City, Bangar, Balaoan, San Gabriel, Santol, Bauang, Rosario, Don Mariano Marcos Memorial State University- Mid-La Union Campus and North La Union Campus, Department of Trade and Industry 1, Land Transporation Office 1, Technical Education Skills Development Authority and others will join the program.

In Pangasinan, the LGUs of Anda, Binmaley, Bani, Infanta,Aguilar, Sta.Barbara, and Dagupan City pledged their commitment to the SPES.

According to Surell, this is a special employment for students to give them the opportunity to work with pay which they can use as their payment of tuition fees and other educational fees this coming enrollment.

This is also a training program to inculcate values and punctuality among beneficiaries for them to be ready for employment in the future, Surell said.

"SPES is not only about the P248-a-day salary that a student receives but it’s more of the experience the student gets from the program,” he added.

DOLE 1 is also conducting random monitoring to LGUs , government line agencies, academe, and other private sectors to ensure that students or youth are protected of their rights as there were about 5,006 beneficiaries currently working which will end June 10 this year. Dagupan City – The Sangguniang Panlungsod (SP) has finally given Mayor Benjamin S. Lim the authority to initiate the sale of the city-owned MC Adore International Palace and piece of land in Barangay Talibaew, Calasiao, Pangasinan, through a resolution unanimously approved by 9 members of the council who attended the special session called last Friday.
The special session was requested by the Mayor in line with the authority vested in him under Section 455, Subsection (b), Paragraph (1), Sub-paragraph (iv), of Republic Act No. 7160 (Local Government Code od 1991), which provides that, among the duties and functions of the City Mayor is to “initiate and propose legislative measures to the SP and, as often as may be deemed necessary, provide such information and data needed or requested by said sanggunian in the performance of its legislative functions.”
Mayor Lim declared that it was also consistent with his adopted slogan, “Our City, Our Shared Responsibility,” that he decided to elicit the participation of the SP notwithstanding his awareness of Commission on Audit Circular No. 89-296 issued on January 27, 1989, particularly Section IV, which states among others that “the full and sole authority and responsibility for the divestment and disposal of property and other assets owned by national government agencies or instrumentalities, local government units, and government-owned and/or controlled corporations and their subsidiaries shall be lodged in the heads of the departments, bureaus and offices of the national government, the local government units, and the governing bodies or managing heads of government-owned or –controlled corporations and their subsidiaries…”
The resolution was approved on motion of Councilor Luis M. Samson, Jr., duly and jointly seconded by Councilors Ma. Librada Fe M. Reyna, Karlos Liberato E. Reyna IV, Marc Brian C. Lim, Redford Christian P. Erfe-Mejia, Alvin T. Coquia, Guillermo P. Vallejos, and John Chester C. Gonzales, with Councilor and presiding officer pro tempore Jesus D. Canto, as presiding officer.
The resolution bares that the proceeds of the sale will be earmarked for priority development programs and projects of the city government.
Under the Local Government Code, LGU’s are empowered “to acquire, develop, lease, encumber, alienate, or otherwise dispose of real or personal property held by them in their proprietary capacity and to apply their resources and assets for productive, developmental, or welfare purposes, in the exercise or furtherance of their governmental or proprietary powers and functions and thereby ensure their development into self-reliant communities and active participants in the attainment of national goals.”
The mayor assured the public, through the local legislative council, that transparency and good faith will be observed in the pursuit of any subsequent undertaking to carry out the will of the SP. (CIO – Joseph C. Bacani)

2nd leg of 2012 Petron Ladies Beach Volleyball starts April 30 in Pangasinan

MANILA, April 24 (PNA) -– The 2012 Petron Ladies Beach Volleyball Tournament will start its 2nd leg on April 30 until May 1 in Lingayen, Pangasinan during the celebration of the capital town's “Pista'y Dayat” Festival.

During the Philippine Sportswriters Association (PSA) forum at Shakey’s, UN Avenue, Manila, Ms. Tisha Abundo, organizer of the Petron Ladies Beach Volleyball, said the venue will be in front of the municipal hall of Lingayen wherein there is a 100-meter stretch of beach area.

Abundo said 12 teams will be playing in the tournament divided into two groups with six members each under the round robin format. The champions in Group A and Group B will meet in the finals.

“Unang incentive is, of course, the girls will be recognized good volleyball players. There are many participants like in the military and navy. You don’t have to be school-based. We also accept those who have graduated and want to pursue their athletic activities, if they are still in the right-shape and right-looks, they can join us,” she added.

According to Ms. Abundo, all the winners and runner-ups from the 1st to the third leg of the tournament will again cross paths in the final leg of the 2012 Petron Ladies Beach Volleyball dubbed "Battle of Champions" on October 2012.

The 2012 ladies beach volleyball champion will represent the Philippines to the World University Games 2013 in Russia.

The La Salle-Dasmariñas' tandem of Jennifer Manzano and Giselle Bembo won the first leg of the 2012 Petron Ladies Beach Volleyball Tournament by beating the pair of University of the East's Francislyn Cais and Jessica Paron at the De La Salle Health Science Institute campus sand courts in Dasmariñas, Cavite last March.

First-timer wins roast pig cook-off

DAGUPAN CITY -- A resident of Barangay Bonuan Gueset here bested 29 other participants to win the championship crown during Tuesday's Dagupan's Best Special Lechon Cook-Off.

Melchor Corpuz, head of the Hotel and Restaurant Management Department of STI College-Dagupan, pocketed the P50,000 cash prize for coming up with the best lechon (roast pig) recipe during the competition.

Since it was his first time to roast pig, he said he tried asking from other lechoneros the ingredients being used in cooking a good tasting lechon but none of them want to share their trade secrets.

He learned the ingredients and the way to cook the delicacy through the internet and on video-sharing site Youtube, he said. He also studied the lechon recipes and ingredients of Cebu and other places and infused his own ingredients.

He said he only trusted his instincts during the cook-off. "I did not practice because I can't afford to buy one whole pig," he said.

Corpuz said he and his family visited the Our Lady of Manaoag last Sunday. "I prayed to give thanks. I did not ask for anything. I know I would win," he said.

He said he considers his win as a blessing as he is leaving Wednesday for abroad for training until June.

Corpuz, who was also champion in last year's 101 Ways to Cook Bangus, said he formed two teams (his students) who will compete in the 101 Ways to Cook event, which will be held Wednesday.

Aside from Corpuz, Marcelino Gemino and Richard Tamayo went home with the first runner up and second runner up trophies, respectively.

Gemino works at Marcelino's Lechon located at Barangay Lasip Chico, while Tamayo works at Roding and Rita's Lechon House, both in this city.

Gemino received P30,000 while Tamayo got P20,000.

The non-winners received P2,000 consolation prize each. Of the 30 participants, five were from other towns in Pangasinan while two are from Ozamis City.

Mayor Benjie Lim, Bangus Festival 2012 executive chairman Marc Brian Lim and Dagupan's Best Special Lechon Cook-Off Chairman Beep Beep Tan led the awarding of prizes.

The members of the board of judges were Chef Kong Mei Chuen, Hong Kong Seafood Restaurant (Dagupan) executive chef; Chef Roslyn, chef at Kitchen's Best Patisserie Grand Diplume in Patisseire Ecole Lenotre in Paris, France; George Bacanai, National Meat Inspection Services inspector; Chef Michael Caffrey, Head of Culinary at Señor Tesoro College in Calasiao town; Engr. Eduardo Gonzales, Department of Agriculture- Region 1 (DA1) regional technical director for research; Jose Ma. Lorenzo Tan, president and chief executive officer of World Wide Fund Phils.; Philip Ong, Pro-Natural Feeds Corp. (Feed Pro) president; Elise Lim, The Philippine Star senior accounts manager; and Dida Villamil, Unilever Philippines modern account executive.

PNP chief lauds San Carlos City police

CAMP FLORENDO - The chief of the Philippine National Police (PNP), Director General Nicanor Bartolome, congratulated a team of operatives from the San Carlos City Police Station in Pangasinan who figured in an encounter with cattle rustlers last April 15 in San Carlos City.

The policemen were headed by the chief of police of San Carlos City Superintendent Marlon Tayaba, and elements of the 3rd Mobile Company of the Regional Public Safety Battalion 1, led by Police Senior Inspector Joseph Mark Sibayan.

The full text of General Bartolome’s congratulatory message, sent through the SMS platform of the PNP National Operations Center (NOC), follows:

“In behalf of the PNP, I would like to congratulate you and your team for the bravery and exemplary conduct you have shown during the armed encounter with cattle rustlers on April 15, 2012 at about 2:23 a.m. at Sitio Sipit, Barangay Bacnar, San Carlos City, Pangasinan that resulted in the neutralization/killing of one of the suspect/s and the recovery of the stolen cattle; one cal. 38 revolver loaded with ammunition and two spent shells; and one MK2 fragmentation grenade.

“I am cognizant of the painstaking efforts and sheer dedication to duty that you have demonstrated and even risked your very own lives to ensure that our communities will be a safe place to live. LINGAYEN, Pangasinan—Provincial and town officials, who were former Lakas-CMD members, on Monday joined the Nationalist People’s Coalition (NPC), making it the dominant political party in this vote-rich province.
But Gov. Amado Espino Jr., who led the exodus, said their joining NPC was aimed at consolidating support for the Aquino administration.
“The NPC supported the President in the 2010 elections, and the party continues to support him until now,” he said.
Espino ran under the Kabalikat ng Malayang Pilipino (Kampi) in 2010, but the NPC also endorsed him to clinch a decisive win in his reelection bid against former Gov. Victor Agbayani, a member of the ruling Liberal Party.
Among the provincial officials who joined NPC were Board Members Raul Sison, Von Mark Mendoza, Amadeo Espino, Salvador Perez Jr. and Napoleon Fontelera Jr.
Fifteen mayors and six vice mayors from the different towns and cities of the province also joined the party.
The mayors were Alfonso Celeste (Bolinao), Aldrin Cerdan (Anda), Jose Pajeta (Agno), Carlitos Reyes (Mabini), Alberto Guiang (Burgos), Ruperto Martinez (Infanta), John Rodney Arcinue (Sual), Ernesto Castañeda (Lingayen), Eduardo Ballesteros (Aguilar), Lorenzo Cerezo (Binmaley), Maximo Calimlim (Mapandan), Mark Roy Macanlalay (Calasiao), Armando Domantay (Malasiqui), Artemio Chan (Pozorrubio) and Silverio Alarcio (Laoac).
Former Pangasinan Rep. Arthur Celeste was also sworn in as party member.
NPC records showed that it now has 32 of 48 mayors, nine of 15 board members and four of six representatives in Pangasinan.
“NPC was actually my original party when I first ran. I left it temporarily when its founding chair, Ambassador [Eduardo] Danding Cojuangco Jr. became inactive,” said Espino, a former police official who started his political career in 2001, when he won as representative of the province’s second district.
Former Pangasinan Rep. Mark Cojuangco, the NPC representative here, welcomed Espino back to the party.
Cojuangco also denied reports that he was running in next year’s gubernatorial race, saying the reports were orchestrated by political camps opposed to Espino.

Mejia nixes critics on R1MC bids for 600 beds

DAGUPAN CITY – The regional director of the Region 1 Medical Center (R1MC) downplayed criticism that the regional hospital could not upgrade to 600 beds because of the absence of a senate bill.
Dr. Roland Mejia said the endeavor of R1MC to become a tertiary level hospital is “as good as approved” since there is already a bill in the House of Representatives.
“It has already been justified at the House level by the Department of Health because R1MC is the only Level-4 hospital in the province of Pangasinan and we are catering not only in the whole ofPangasinan but the province of Zambales, northern parts of Tarlac, southern parts of La Union, and the western parts of Northern Luzon, and the CAR (Cordillera Autonomous Region),” he said.
R1MC eyes a 600-bed hospital through a bill passed by Rep. Gina de Venecia (4th District, Pangasinan).
Mejia said the regional hospital here is lucky since it is the third in the list of the 22 DOH- run hospitals in the country slated for upgrading.
DOH Secretary Enrique Ona has set P20 billion this year for the upgrading of hospitals.
Mejia said the upgrade will coincide with the implementation of the five-year expansion of the tertiary hospital from 300 beds to 600 beds as contained in the bill of Rep. de Venecia.
He said R1MC allocates 60 beds per year until the 300 beds are reached in five years.
Meanwhile, Dr. Mejia denied that Rep. Jesus ”Boying’ Celeste (1st District, Pangasinan) has been smarting to R1MC when he transferred his indigent constituents to another regional hospital outside Pangasinan.
He said he regularly saw the constituents of the solon avail of the services of hospital.
He denied allegation that nurses in his hospital were rude.
“That is not true, iyong mga pumupuna siguro ang nag-sasabi niyan ay 1 to 1000 (That is not true, those who said that are only one person out of 1000 persons” he stressed.
The director said that R1MC as a level-4 government tertiary hospital is at par with Baguio General Hospital, Jose Reyes Memorial Medical Center, Philippine Heart Center (PHC), and the Lung Center of the Philippines (LCP).
“But the difference is they (PHC and LCP) are specialty hospitals. We are a general hospital.”
Mejia said the hospital spends P7 million to P8 million monthly to subsidize indigent patients.

Ayala expands socialized housing

Bella Vita, the socialized housing brand of property group Ayala Land, Inc., is steadily expanding its reach in various areas of the Philippines five months after it was officially launched in November last year.

The brand, which caters to the D segment of the residential market is set to unveil its second community development by the second half of the year in Alaminos, Pangasinan, according to Lyle Abadia, president of Bella Vita developer South Maya, Inc. The third development would be located in Batangas.

The brand, whose housing units would cost not more than P650,000, is also looking at more locations untapped by most commercial developers in the country, said Abadia.

In both Alaminos, Pangasinan, and Batangas, Abadia said Bella Vita will develop a community of around 15 hectares.

Abadia said Bella Vita is also eyeing the development of communities in Quezon, Nueva Ecija, and Pampanga, though no particular areas have been selected yet.
