Micua LINGAYEN, Pangasinan, April 12 (PNA) -- The 432nd foundation Day of Pangasinan on Wednesday notched three first time major achievements unprecedented in the colorful history of the province that could hopefully become a legacy for the future generations. These include the presentation of the draft of a research study on Pangasinan history and development, official adoption and turn-over of the Pangasinan language orthography, and the award for winners in the first-ever literary contest in Pangasinan language. All these achievements rekindled love for the Pangasinan province, its history and tradition The draft of the study on Pangasinan's history was submitted to Governor Amado Espino Jr. by Dr. Gonzalo T. Duque, chairman of the Pangasinan Historical and Cultural Commission (PHCC). When fully completed sometime in June this year, it will be submitted to the Department of Education (DepEd) to become part of the curriculum in elementary and high school in Pangasinan for the 2013-2014 academic year. The new history book was the collective work of researchers composed of academicians, historians and members of the media, headed by Dr. Perla Legaspi, former vice chancellor of the University of the Philippines. Thus, Pangasinan will soon become the first province in the entire country to have succeeded in integrating its history and culture in the basic education curriculum. Also turned over to Gov. Espino was the official orthography of the Pangasinan language approved through Resolution No. 2012-3 of the Komisyon ng Wikang Pilipino (KWP), headed by Jose Laderas Santos, chairman. Laderas himself read the resolution of KFW that adopted the Pangasinan language orthography, making Pangasinan as the first province in the entire country to do so. Governor Espino said the Pangasinan ortography sets the correct usage in spelling and pronunciation of the Pangasinan language for easier understanding by future Pangasinenses. Espino said the completion of the Pangasinan orthography will boost the Mother Tongue Multi-Lingual based education which is part of the K to 12 program being adopted by DepEd beginning school year 2012-2013. Provincial Administrator Rafael Baraan said the Pangasinan orthography, the first in the country, is an added cap to Pangasinan's culture as the dialect will now have a roadmap as far as proper usage of words and correct spelling are concerned. Also held during the 432nd foundation day of Pangasinan was the awarding ceremony for winners in the first-ever literary contest in Pangasinan language, the equivalent of the Palanca literary award. Governor Espino said that the contests drew some 100 entries in poetry, essay and short story writing. It is the soul, the heart, and the mind of the people,” said Sionil in a speech before thousands of his provincemates last Wednesday on the occasion of Pangasinan’s 432nd foundation day at the Capitol Park, here. Pointing out that “culture, history and literature are the primary builders of human development,” the 84-year- old novelist recounted how languages of other nations died because of poor leadership. He, thus, lauded the leadership of Governor Amado T. Espino, Jr. for “waging a war against all threats that cause the death of culture, history and literature” through the launching of the first Language Orthography showcasing the official manner of the usage of the dialect in Pangasinan. “I am happy to know that Gov. Espino and the vice governor have a beautiful program such as this. For sure, Pangasinan language will live for many years,” Jose, a native of Rosales, Pangasinan. Jose, an internationally acclaimed Filipino novelist whose works have been translated into 12 foreign languages, is a Ramon Magsaysay awardee for literature and Balitok awardee in 2010, along with former president Fidel V. The Philippines signed the World Trade Organization agreement with the safeguard that the collected tariff from the Minimum Access Volume will be used to support farmers. Bureau of Animal Industry said the country imported 50 million kilograms of pork, increased to 114 million kg in 2009 and again increased to 178 million kg in 2010. Pork importation for 2011 stood at 169 million kg and out of this figure, 114 million kg was offal from which government collected only 5% tariff. One problem that arose is that out of the 169 million kilograms, only 25% or 42 million kilograms was included in the MAV, he said. So said meat imports were then allowed as raw materials for meat processors but the stocks managed to reach the wet markets all over the country. The freshly slaughtered meat or ‘warm meat’ sold in the wet markets generally comes from backyard hog raisers, he said, adding that undue competition has forced many piggeries to close down in an alarming rate. He said that a list of the top 20 importers of offal submitted to Congress showed how small raisers could bare survive. This was revealed on Thursday by Environment Secretary Ramon Paje, who admitted that cutting down trees is often an inevitable and difficult decision for the agency. Paje said the Department of Energy, Department of Public Works and Highways have recently asked their permission to cut trees for various projects. The DPWH it wants to axe 1,000 trees to so that they can proceed with the construction of the Pangasinan-Tarlac highway. Meanwhile, the Department of Social Welfare and Development has cut down trees to make space for its new offices in Quezon City, while the DoE said it needed to remove trees to build transmission lines. Paje admitted that giving permission to cut trees for economic projects is a “difficult” issue for the DENR, which is currently in the middle of a nationwide greening program. Under the government program, the DENR is spearheading the reforestation of 8 million hectares of denuded and open forestlands. Paje said the DENR has to weigh the pros and cons of cutting trees. “For instance, we cannot tell the DoE not to cut down trees if it means installing power lines,” he said. “It is always a balancing, high wire act to maintain environmental protection and economic development,” he explained. Aside from the government agencies, private companies and individuals have also asked the DENR to remove trees from their properties. “The problem here is that we cannot just subvert private rights,” Paje said. Paje said the agency could only direct private and government agencies to implement mitigation measures in exchange for their permission to cut trees. For every tree they cut, they have to plant 3, he said. The DENR also suggested that they save some of the trees by earth-balling the species and replanting it at another space. Paje made his statement as the environmentalists clashed with SM City Baguio, which have cut down trees to make space for a new mall wing. On Wednesday, a Baguio court issued a three-day temporary protection order against the cutting of trees in Luneta Hill after green groups petitioned for it. The environment chief acknowledged that the issuance of the TEPO was in accordance with the rules of procedure on environmental cases drawn by the Supreme Court to enforce environmental laws. The DENR said 40 Alnus and one Benguet pine tree have already been reported cut or earth-balled from Luneta Hill as of Wednesday. SM City Baguio was to remove a total of 182 such trees from the site. The management previously inventoried trees for cutting, earth-balling or transplantation from the site to give way to a proposed expansion project. CESAR RAMIREZ | Zoom MANILA, Philippines - A golden bangus (milkfish) has been spawned for the first time from the Pangasinan bangus. This is a rare occurrence, according to Westly Rosario, executive director of the National Integrated Fisheries Technology and Development Center and chief of the Bureau of Fisheries and Aquatic Resources center chief in Pangasinan. Fishfarmer Ariel Fernandez raised the 16-month-old golden bangus in a fishpond in Barangay Linoc, Binmaley, Pangasinan. It is 50 centimeters long and weighs 1.2 kilos. More than 50 percent above its body is golden, while its belly is silver. Fernandez also puzzled how the golden bangus was spawned as the fishpond has other regularly colored silver bangus. Fernandez would leave the golden bangus in the pond every harvest time until it grew big. It is perceived as “pampaswerte” (lucky charm) because of its unique appearance. Fernandez said the fish remained in the fishpond even when the area was flooded. However, he decided to turn over his lucky charm to Rosario for study at the BFAR center in Barangay Bonuan Binloc, where it is now raised in isolation in a small tank, he added. Rosario said the golden bangus is given especially formulated feeds. It will take four to five years for the fish to reach sexual maturity and can be used for experiment, he added. Rosario said researchers in the center could not yet determine if the bangus is male or female. They will crossbreed it with a silver bangus to see if the spawn will have a gold and silver combination, he added. Rosario said he wants the golden bangus to be their mascot “because it is unique and for good luck.” He wants to energize the bangus industry in the years to come, he added. For the Balitok (Gold) awards, the highest of the ASNA Awards, this year’s honorees are Hilarion Henares, Jr. for National Economic Development and Atty. Gabriel C. Singson for Business/Banking and Finance. The Balitok Award is given to Pangasinenses whose contributions have transcended the national and international arena. Henares, an economist, educator, businessman and writer, is a grandson of Don Daniel Maramba, a revolutionary hero and the 7th governor of Pangasinan. Singson, on the other hand, was a governor of the Bangko Sentral ng Pilipinas (BSP) who served during the presidency of another Pangasinense, Fidel V. Ramos, the first ASNA Balitok awardee of Pangasinan. . The three other ASNA awardees are: Jose F. Datuin (Visual Arts), Amadeo R. Perez, Jr. (Government Service/Public Administration), and Ret. Gen. Jose Magno (Military Service). Garcia, who has carried on the legacy of his father, Sunday Punch founder Ermin Garcia Sr, through the newspaper, is also a former publisher of the national daily Manila Times. Datuin is an international visual artist. Perez, currently the chairman of the Manila Economic and Cultural Office (MECO) in Taiwan, served as mayor of Urdaneta for three terms and representative of the Fifth District of Pangasinan, also for three terms. Magno served under President Ramos even after his retirement from the military. Amado Espino Jr. said in his message to the ASNA awardees during the awarding night on April 11, coinciding with the 432nd founding anniversary celebration at the Sison Auditorium. Provincial Administrator Rafael Baraan said as ASNA is an old word for asin, meaning salt, from which Pangasinan derives its name, it also describes the good quality of a man just as salt defines the flavor of a dish and also alludes to a person’s expert knowledge of his profession. The ASNA Awards was launched on April 5, 2010 during the first celebration of Pangasinan Day. In their acceptance speeches, the six awardees expressed gratitude to the provincial government for recognizing their achievements. This is the 10th time under its new management that PAGCOR was able to break its previous monthly income record. PAGCOR Chairman and Chief Executive Officer Cristino Naguiat, Jr. reported that the agency’s March income was P686 million higher compared to the P2.98 billion earnings in March 2011. "It was also much better than our P3.56-billion target for March by P109 million, and far better by P104 million against our P3.56 billion gross income last February,” he said. Naguiat said the March record feat now goes down in history as “PAGCOR’s highest total income ever posted for a single month since the Philippine government went into the direct management of casino operations 26 years ago.” He said income from PAGCOR’s own gaming operations in March 2012 reached P2.49 billion, which was a huge P526 million increase compared to the same period in 2011. “Our upbeat operations during the quarter got an added boost from the strong performance of the other gaming establishments we regulate like the private licensed casinos, e-games, commercial bingo and poker clubs. They contributed P1.17 billion to our March 2012 earnings, higher by P160 million compared to the same month last year,” he noted. PAGCOR’s robust income performance enabled the corporation to increase its remittances to its mandated beneficiaries. “Last March, we were able to allocate a total of P1.85 billion as the agency’s contribution to nation-building. This was P556 million or 43 percent over the P1.29 billion contributions we made in March 2011,” cited Naguiat. Among the recipients of PAGCOR’s funding contributions in March were the Bureau of Internal Revenue (P125 million for the 5 percent franchise tax); the National Treasury (P1.18 billion); the Philippine Sports Commission (P59 million); cities hosting PAGCOR casinos (P41 million); the President’s Social Fund (P200 million); socio-civic projects (P221 million); Board of Claims (P3.5 million); and contributions to the BIR in fringe benefits tax amounting to P13 million. Business establishments in the city suffered massive losses in product inventories and damages to equipment at the height of the unprecedented flooding in the city's commercial area. Vice Mayor Belen Fernandez, who heads the CSI Group of Companies, noted that many of the stores that were flooded remained unopened five days after the calamity owing to the damage that their inventories, facilities and equipment suffered. "We will invite all the businessmen in the city to a public hearing to ask their views on the measure because raising the ground level of stores will entail additional costs to them," she said and assured the business sector that the city council will listen to their concerns. The proposal takes note of the fact that the first floor levels of all stores in the city were submerged in two to three-feet deep of water. Urban planning At the same time, the vice mayor stressed the need for the city to engage an urban planner to help draft development strategies for the city, factoring in the effects of the 10/9 flooding in the city. She also raised the timeliness for enactment of a new building code based on the established flood lines in each barangay. She cited the possibility of phasing out the single level bungalow type of houses in Dagupan and uniformly require two-storey abodes so families would have a safe place to move to during floods. Many residents were forced to seek refuge in the rooftops of their houses. "Another consideration, she raised is the need to construct a dike particularly in low-lying areas like Barangay Mangin where the floodwater was about six feet deep," she said. Disaster preparedness The vice mayor praised the city government, led by Mayor Alipio Fernandez Jr., for it high level of preparedness for the calamity compared to other cities and towns. The city government conceded, however, that rescue operations, however, were hampered by lack of rubber boats. At daybreak that day, hundreds of schoolchildren clad in colorful costumes lingered around the capitol to prepare for the street-dancing competition in the grand cultural parade. “It was a day of excitement and a real cultural treat for Pangasinenses,” said Orpheus Velasco, the provincial information officer. The floats depicted the history and culture of participating local governments and showcased their best products as street dancers performed to showcase the festivals of their respective towns. “Agew na Pangasinan” (Pangasinan Day) was supposed to be celebrated on April 5. But since April 5 fell on Maundy Thursday, the provincial government postponed its celebration to April 11. Governor Amado Espino Jr. said the provincial government’s research and study committee, headed by former Vice Governor Gonzalo Duque, established April 5, 1580, to be officially designated as the most historically acceptable date of the founding of Pangasinan. “We are now celebrating Agew na Pangasinan every year with greater confidence in its historical significance and with deeper appreciation of our heritage and distinct identity as a people,” he said. In the past, Pangasinenses mistakenly celebrated Pangasinan Day on November 13, which was actually the birth date of the late Speaker Eugenio Perez. “And, I am happy to say that our initial efforts have branched out into other significant developments,” Espino said. Ruel Castillo, chief of the regional crop protection division of the Department of Agriculture, discussed the problem in yesterday’s Kapihan sa PIA forum. “Dili sila ingon kadasig karon tungod sa gamay kaayo nga production sa mga mangga (They are not enthusiastic because of the decreasing supply of mangoes),” said Castillo. He said the main causes for lower supply in Cebu were industrialization, pests, expensive farm inputs, and poor farm management. He said this could be seen in the rampant use of chemical pesticides by farmers to induce the production of mango fruits that are out of season. Castillo said farmers don’t feel motivated to cultivate mangoes because they are not well compensated for the harvest. The DA said it is addressing the problem by conducting on-site trainings in different farms to teach good agricultural practices. Virgie dela Fuente, Philippine Mango Industry Foundation president, urged the local government to support mango producers in their locality, especially in Cebu, which is known for having the best dried mangoes. In an interview last Feb. 17 at the opening of his showroom in Mandaue city, Justin Uy, president of Profoods International Corp., which exports dried mangoes, said competition abroad makes its necessary to improve standards as well as supply. “The mangoes here are not the same as what other countries produce. We have sweeter mangoes but the supply here is decreasing because many farmers just give up. There is a need to address this problem and the government should take the lead,” Uy said. Cebu ranks 10th among mango producers in the country with a production of 290,000 metric tons, according to data provided by Dela Fuente. Pangasinan tops the list with 36,000,000 metric tons produced in four months. The Philippines ranks fifth in the world’s top 10 top mango producers. Mangoes are the third most exported fruits in the country. The DA said it conducts trainings from one place or farm to another as a weekly event with farmers grouped by five. “By day, they undergo a lecture and in the afternoon they do practicum. In these classes, farmers gain knowledge from planting to blossoming and to harvesting mangoes,” said Castillo. In 2010, the government allocated P40 million for a two-year flower-inducing project, which would end this year, said Castillo. The project trains farmers on how to produce flowers to bear fruit. Central Visayas produced 71,000 metric tons of mangoes in 2010. Most of the fruits came from Cebu followed by Negros Oriental, Bohol and Siquijor provinces. Adhering to the municipal resolution in Lingayen town banning the use of styrofoam products and plastic materials and the national law on environmental preservation, food chain giant Jollibee Foods Corporation now uses washable utensils. Area Manager Ed Penuliar said going green and taking care of the environment is a part of the company’s corporate social responsibility. “It is really the plan of Jollibee to transform all its stores into green stores through Project Wash,” Penuliar said during a press conference for the Bangus Festival 2012 held Wednesday. The project involves the use of washable wares for food and paper bags instead of plastics for take-out orders. He said the shift is now almost 100 percent adopted in its Manila stores and at least 90 percent of the use of plastics and styro is now avoided. The concern on the supplier producing the volume of orders for washable wares is one factor to consider in the big shift, said Penuliar adding they are beating the deadline for the orders in the province of Pangasinan which intends to go green during the Palarong Pambansa slated this May. Penuliar said Jolibee has also adopted the use of water equipment and waterless urinals from abroad to conserve water. ICAMINA ARAYAT, Pampanga – Corn production is spreading south of its traditional bounds, from the north down to Central Luzon. In recent years, driven by the right farm gate prices and new technologies, the hectarage of corn farms has increased in the provinces of Pangasinan, Tarlac and Pampanga. In many ways, it reflects the aggressive marketing strategies of seed companies coupled with village-based research and development. Bt corn, a genetically-engineered hybrid that is resistant to the Asiatic corn borer, is being planted by farmers like Melanio M. Miranda in the village of San Roque Bitas, about 110 north of Manila. Arayat is one of five major corn-producing towns in Pampanga. Nearly 500 farmers plant corn in 881 hectares in 10 villages. In recent years, Miranda has expanded his rice-corn farm from 2.2 has. to 4.5 has. Like other farmers in Pangasinan, Tarlac and Pampanga, Miranda plants corn once a year. In Northern Luzon, Visayas and Mindanao, farmers plant corn twice a year. Here, the first cropping is planted to rice from May to July during the wet season; after harvest from September to October, corn is planted. Miranda, a seasoned farmer, has tried seeds from SMC, Cargill, Pioneer and – since 2002 – Monsanto Bt corn. He buys Monsanto seeds for about P4,000 for each 9-kg. bag which contains 40,000 kernels. Two bags are needed per hectare. Monsanto seeds are slightly more expensive compared with other brands but its latest line approved for commercialization in the Philippines has three traits: resistance to the Asian corn borer, ear worm and cut worm and resistance to herbicide. It is also dual mode, with two genes against the Asian corn borer. Miranda says that because Bt corn is resistant to the Asiatic corn borer, he has stopped using chemicals for damage control. He has saved a lot: first on labor which used to cost P100 per person each time he applies the chemicals twice per cropping. And less the P2,000 per hectare he used to spend on pesticides. He used to finance his own operations but now lacks the capital because of an illness in the family. For five years since then, he has sourced funds from a financier who gets 5 percent for the P40,000 cash advance he needs per hectare. Miranda earned nearly P200,000 from the peak harvest he attained in 2010. His farm is near Monsanto’s 2.2-hectare Dekalb Learning Center, a demonstration facility for farmers. Espino, Jr.’s administration is the revival or enrichment of the Pangasinan culture. It is a known fact that under the previous administrations, cultural development took a backseat, was taken too lightly and was not given much impetus. In his almost six years stay at the helm of the provincial government, Governor Espino took cognizance of the real identity of the Pangasinenses. It was him who took the initiative to research the real foundation day of the province of Pangasinan, providing the Pangasinenses the knowledge on how this premiere province evolved from the shackles of Spanish authorities. Now we can say that Pangasinan has its day in a year to celebrate its founding anniversary, April 5. The present administration through the Sangguniang Panlalawigan has likewise issued an ordinance creating the Pangasinan Historical Commission whose task is to write or rewrite the history of the province- beginning from its roots of cultural diversity until what it is today. Rewriting Pangasinan history entails a tedious process. There will be a lot of researches to be undertaken by the members of the Commission who were carefully selected from the academe, media and other sectors of the Pangasinan society. In 2010, the province showcased in a grand parade the “Kasaysayan ng Lahi” of the Pangasinenses. It was indeed a spectacle witnessing the various transformations and developmental transition of the province. Alongside such gaiety and pomposity of the Pangasinan Day, the province honored its illustrious sons and daughters who were successful in their professional fields of endeavors under the ASNA Awards. What is the importance of these undertakings on cultural enrichment? ASK.Com says “culture gives everyone a chance to meet and understand other people. The more understanding and knowledge we have of another culture, the better we can communicate and grow.” Culture develops human. The different spectra of human development start from its cultural heritage – arts, music, dances, cuisines, traditions and religious beliefs. Pangasinan for one has been a melting pot of mixed-cultures. The original settlers (Pangasinenses) in central part of the province have their own rich cultural heritage. They have their own dialect –Pangasinan that is becoming a dead language owing to the educational system and the proliferation of technology. What is unique in the western part of the province is that there are two towns having their own dialect-Bolinao and this is found in the towns of Anda and Bolinao. Many historians believed that the Bolinao culture, as well as that of Pangasinan dated back before he country was colonized by the Spaniards then the Americans. While the western cultures had been interwoven in the senses of the Bolinaos and the Pangasinenses, it will remain a fact that the cultures and traditions of these groups of people have been preserved for years until this day. In the eastern part of the province, we have the migrant-Ilocanos either from the Ilocos provinces and La Union who brought with them the rich culture of the Ilocano people. Their cultural activities have been mixed with the cultural richness of the Pangasinenses and the Bolinaos making the people of Pangasinan (totally known now as Pangsinenses) the moving spirit towards human development and cultural enrichment. This year’s foundation day of the province, April 5 which falls on Good Friday was moved to April 9 for its celebration. The celebration, however, will not only be in one day but also spread out in a week to give time for the Pangasinenses to savor the beauty and richness of the Pangasinan culture. There will still be the ASNA Awards for outstanding Pangasinenses, the staging of zarzuelas- a rich culture of dramas and songs and cancionan. The culture of the province being relived and revived in its founding anniversary is a prelude to the annual “Pistay Dayat” (Festival of the Sea) and the hosting of the province of the Palarong Pambansa which is scheduled on May 6 to 10 this year. While Pangasinan has diverse cultures because of in-migration and cross marriages among the people, the oneness and the identity of the Pangasinenses can be gleaned from the coined slogan of Governor Amado T. Department of Education officials from Region IV-B originally announced that they would arrive a week later, but decided that the extra time would help their athletes get used to the different venues and heat before the rest of their competitors arrive. “So far so good; it appears that Pangasinan is well-prepared to host, and we are happy for this opportunity to visit the province,” said Amando Gundam, head of the Palawan and Puerto Princesa City delegation. Pangasinan first hosted the Palarong Pambansa in 1995, when current Governor Amado Espino was still PNP Provincial Director and tasked with building the Narciso Ramos Sports and Civic Center (NRSCC) just in time for the national games. Since winning the bid to host the Palaro in November, Espino has kept busy renovating the various facilities in the complex, and building new venues. A total of over 10,000 grade school and high school student-athletes from the country’s 17 regions will converge on Lingayen and other venues and compete in archery, arnis, badminton, athletics, baseball, basketball, boxing (high school only), chess, football, gymnastics, sepak takraw/sipa, softball, swimming, table tennis, taekwondo, tennis and volleyball. The contingent, housed at the Tandoc Elementary School in San Carlos City, left Palawan on April 15 and arrived in Pangasinan 24 hours later. Zenaida T. Dusong, education supervisor of Region IV-B and delegation assistant, said that they decided to come 11 days earlier instead of their former scheduled trip of April 27 to allow their athletes to train longer and to familiarize them with the different playing venues before the start of the national games. “It’s a long trip and we are thankful that we have arrived in Pangasinan safe and sound,” she noted. The cleanest river and river bank will receive the coveted Pakar Awards while the top performing LGUs that were already previous recipients of regional and national awards will get the LGU Governance Awards during a program to be held at 10 a.m. att he Bañaga Bridge area in Bañaga, Bugallon, after the floats parade. Pakar is the Pangasinan word for mangrove or "bakawan" in Filipino which was adopted by the province of Pangasinan under Governor Amado Espino Jr. as a symbol of recognition for clean rivers, estuaries and coastal areas. Provincial Agriculture Officer Dalisay Moya, this year’s Pistay Dayat executive chairman and Pakar Awards committee head, said qualified for the awards are inland rivers like major rivers and its tributaries as well as coastal rivers that drain into the Lingayen Gulf. Moya said recognition will also be given to LGU officials and non-government organizations who made excellent efforts in managing or propagating mangroves. The criteria for judging involve the physical parameters of the river, foremost of which is its cleanliness; the LGU’s strong legislative agenda for the river; the LGU’s programs or projects on river protection; and sustainability programs. Specifically, the search involves the brackish bodies of water that are salty. One LGU will be declared as winner of the search while two winners will be chosen in the barangay -- one under category A and another under category B. Moya said category A involves barangays which are beneficiaries of the provincial government’s river clean-up known by its name as ‘Ilog Ko, Bilayen tan Aroen Ko’ led by the Task Force Kalikasan. Under category B are the barangays that have not been recipient of the clean-up. “The search is still ongoing and the final round of evaluation will be conducted next week,” Moya said as she noted that the nominees will be announced afterwards along with the prizes. The Pakar Awards is a joint effort of the Provincial Agriculture Office, Task Force Kalikasan and the Provincial Disaster Risk Reduction and Management Council. Superintendent Michael Nicolas, officer-in-charge of the Pangasinan police, recommended the enforcement of the gun ban merely as a pro-active measure on the part of the PNP to ensure better peace and order in Pangasinan prior to, during and after the national games. The gun ban from April 27 to May 15 was contained in Resolution No. 1265-2012 proposed by SP Member Jeremy Rosario which was unanimously approved after the body grilled Nicolas in the SP regular session Monday morning. SP Member Raul Sison expressed apprehension that the gun ban may give the visitors the wrong signal and run counter to the pronouncement of Governor Amado Espino Jr. that Pangasinan is one of the most peaceful provinces in the country. Nevertheless, the SP approved the measure because of the assurance of Nicolas that aside from the gun ban, the police in Pangasinan are undertaking other legal initiatives to maintain, like the conduct of patrols, application of search warrants for suspects believed keeping firearms and ammunition, and warrants of arrest for criminal elements. Nicolas said that during the 19-day gun ban, the police and other members of law enforcement agencies will only be the ones allowed to carry firearms provided that they are in proper uniform and performing their duties. All others carrying firearms outside their homes, even if they have permits to carry, will be arrested and booked, he said. The “golden bangus” made its presence felt just as Dagupan started activities for its 11th Bangus Festival this month. This milkfish, aged one year and four months, could be a freak of nature, said Westly Rosario, BFAR center chief. It has golden scales, head, fins and tail, a deviation from the silver-colored milkfish. Rosario said albinism (a condition where a person or animal lacks or has little pigment in the eyes, skin and hair) was the only possible explanation because there was no scientific intervention to produce such variety. “It is unlike red tilapia which is produced by crossing two species. The golden bangus could be a freak of nature because there is only one species of bangus, which is Chanos chanos,” he said. Whatever the cause of its unusual appearance, BFAR personnel were hoping that the golden bangus would become a symbol to improve the industry, he said. Rosario said he had seen a golden bangus seven years ago in Taiwan, but this was the first time that such kind was reported in the Philippines. The golden bangus was donated to the BFAR by fishpond operator Ariel Fernandez of Barangay (village) Tocok in Binmaley, Pangasinan, who returned the fish to the pond every time it was accidentally harvested. “Some people believe that the golden bangus, or anything that is not ordinary, brings good luck, so the bangus was spared every harvest. When he (Fernandez) mentioned it to me, I asked him to donate it to the BFAR for breeding purposes,” Rosario said. Bangus becomes sexually mature after about five years so it may take a long time before the golden bangus will breed. Rosario said BFAR technicians had yet to determine the sex of the milkfish. “It is possible that some [fingerlings] from the golden bangus, when crossed with the silver bangus, will likely be golden, too, but that remains to be seen,” Rosario said. The graduates will get diplomas from the Department of Education (DepEd) and certificates from the Technical Education and Skills Development Authority (Tesda), Mayor Marcelo Navarro Jr. said. The project, Navarro said, would give opportunity to students, who might not be able to pursue higher education, to seek employment after finishing high school. “There are plenty of time wasted in teaching Technology and Livelihood Education (TLE), but with Tesda in the picture, we can marry the two (TLE and technical-vocational courses) and enable students to be trained for employment after high school,” he said. Manuel Wong, Tesda provincial director, said students passing the accreditation tests would be given Tesda certificates that they could use in seeking jobs here and abroad. “Tesda certificates are recognized worldwide,” he said. Under the project, selected third-year high school students would undergo intensive training on technical-vocational courses until their senior year when they would have completed the recommended number of hours for their courses. Students have to undergo TLE lessons for an hour every day, but this time will be used instead for the technical and vocational training of Tesda starting school year 2012-2013, said Joseph Lopez, DepEd supervisor in charge of technology and livelihood. Last week, Bani, Tesda and the DepEd signed a memorandum of agreement (MOA) to implement the project in June. Among the courses to be offered are baking and pastry production, plumbing, and food and beverage handling. Each school will have 100 preselected students that will take up the Tesda courses. “Students are selected depending on their interests and aptitude,” Lopez said. In Nueva Ecija, the National Irrigation Administration-Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS) took slots for the government’s employment program to help the poor pursue their studies through summer jobs. Jose Ariel Domingo, manager of the NIA-UPRIIS Division III, said at least 12 students from farming families in the province started working under the agency to complement the Department of Labor and Employment’s (DOLE) Special Program for the Employment of Students. We stayed at a beach-front resort : Punta Riviera in Brgy Ilog Malino, Bolinao Pangasinan. Check out their website here: http://www.puntarivieraresort.com/ My Producer stayed in Puerto del Sol before but she didn’t really like the place, so she booked rooms for the team in Punta Riviera instead. Rooms can accommodate 2-4 people. Some can even accommodate 20pax. I don’t have photos but you can see them in their website. I am also not sure if they have free breakfast – we had catering care of Punta Riviera for the crew. The good thing is that it’s a bit cheaper than Puerto del Sol. You can also ask the hotel staff for kayak or boat rentals if you want to explore Ilog Malino. Punta Riviera’s got a pool if you want to go swimming at night. The only downside, which is actually the main problem (I think) by most resorts in Bolinao, is the low tide. From the beach, you have to walk a long way first to be able to take a decent swim. We headed to an amazing sea-side rock formation place and shot most of the singing clips there. The place was amazing. I should have brought a decent camera with me that day. It’s better if you stop by there during sunset. This program seeks to help extremely poor households to improve their health, nutrition, and education as a poverty reduction strategy for the achievement of Millennium Development Goals until 2016. Allan O. Lulu, Information Officer of DSWD 1, said the said batch has a total of 77,713 beneficiaries. In Ilocos Norte, about 11,089 beneficiaries from 14 municipalities of the province were given cash grant of P22,606,600. For Ilocos Sur, P17,647,100 were distributed to 8,702 beneficiaries from 12 municipalities. While for La Union province, 8,631 beneficiaries from its six Pantawid Pamilya areas received P17, 404,600 cash grants. According to Lulu, Pangasinan has the highest grant among the three provinces with P103, 017,800 released to 49, 291 beneficiaries from 20 municipalities. Under the program, households will receive P500 for health package, at the same time, P300 per month per each child with maximum of three children. Manantan-Yparraguirre Tuesday, April 24, 2012 DAGUPAN CITY -- A resident of Barangay Bonuan Gueset here bested 29 other participants to win the championship crown during Tuesday's Dagupan's Best Special Lechon Cook-Off. Melchor Corpuz, head of the Hotel and Restaurant Management Department of STI College-Dagupan, pocketed the P50,000 cash prize for coming up with the best lechon (roast pig) recipe during the competition. Since it was his first time to roast pig, he said he tried asking from other lechoneros the ingredients being used in cooking a good tasting lechon but none of them want to share their trade secrets. He learned the ingredients and the way to cook the delicacy through the internet and on video-sharing site Youtube, he said. He also studied the lechon recipes and ingredients of Cebu and other places and infused his own ingredients. DAGUPAN. He said he considers his win as a blessing as he is leaving Wednesday for abroad for training until June. Corpuz, who was also champion in last year's 101 Ways to Cook Bangus, said he formed two teams (his students) who will compete in the 101 Ways to Cook event, which will be held Wednesday. Aside from Corpuz, Marcelino Gemino and Richard Tamayo went home with the first runner up and second runner up trophies, respectively. Gemino works at Marcelino's Lechon located at Barangay Lasip Chico, while Tamayo works at Roding and Rita's Lechon House, both in this city. Gemino received P30,000 while Tamayo got P20,000. Ortigoza DAGUPAN CITY – The regional director of the Region 1 Medical Center (R1MC) downplayed criticism that the regional hospital could not upgrade to 600 beds because of the absence of a senate bill. Dr. Roland Mejia said the endeavor of R1MC to become a tertiary level hospital is “as good as approved” since there is already a bill in the House of Representatives. “It has already been justified at the House level by the Department of Health because R1MC is the only Level-4 hospital in the province of Pangasinan and we are catering not only in the whole ofPangasinan but the province of Zambales, northern parts of Tarlac, southern parts of La Union, and the western parts of Northern Luzon, and the CAR (Cordillera Autonomous Region),” he said. R1MC eyes a 600-bed hospital through a bill passed by Rep. Gina de Venecia (4th District, Pangasinan). Mejia said the regional hospital here is lucky since it is the third in the list of the 22 DOH- run hospitals in the country slated for upgrading. DOH Secretary Enrique Ona has set P20 billion this year for the upgrading of hospitals. Mejia said the upgrade will coincide with the implementation of the five-year expansion of the tertiary hospital from 300 beds to 600 beds as contained in the bill of Rep. de Venecia. He said R1MC allocates 60 beds per year until the 300 beds are reached in five years. Meanwhile, Dr. Mejia denied that Rep.
