Cuts travel distance by 25 kilometers

The Luzon Area Development Coordinating Council (LADCC) chaired by Camarines Sur Governor LRay Villafuerte is fully supporting and has strongly endorsed to President Arroyo the diversion road project from barangay Grijalvo in San Fernando, Camarines Sur to the town of Oas in Albay province.

LADCC s support is contained in Resolution No. 02, s. 2006 unanimously passed during its 5th regular meeting Wednesday, February 15 at the NEDA head office in Quezon City to endorse to the office of the president and lobby with Congress and key agencies for the funding and early implementation of the 61.90 kilometers shortcut proposed to be called the GMA Highway .

The proposal, initiated years back during an early term of his father and predecessor now Congressman of the second district Luis R. Villafuerte, was revived by Governor Villafuerte as part of his economic development blueprint for the province.

Virtually a multi-sectoral effort, the project was proposed by the Sangguniang Panlalawigan of Camarines Sur per Resolution No. 95-1 s. 2004, as well as the Bicol Regional Development Council (RDC 5), also chaired by Governor LRay Villafuerte, under Resolution No. 05-05 s. 2006 passed last January 31.

The 61.90-kilometer project will entail opening of 14 kilometers of new road, upgrading of 32.22 kilometers of existing gravel road, improvement of an existing 15.68 portion of the Maharlika Highway, construction of a new 40-meter concrete bridge and repair of an existing bridge and a box culvert estimated to cost P2.25 Billion.

The GMA Highway which will cut travel distance along Maharlika Highway by some 25 kilometers and shorten travel time by around 45 minutes, is expected to directly benefit no less 45 barangays and around 300,000 constituents in Camarines Sur alone.

Expected to eventually form part of the Luzon Area Transport Master Plan envisioned to integrate Luzon regions through an efficient and effective inter-modal transport network, the proposed GMA Highway will also serve as alternate route especially during maintenance works in some flood-prone areas of the Maharlika Highway, facilitate the transport of agricultural produce, and reduce traffic congestion in densely populated areas.

The LADCC is composed of the heads of various Regional Development Councils (RDCs) for Luzon organized primarily to evaluate and prioritize sectoral development programs and projects in Luzon, including Metro Manila, in order to focus government resources more efficiently and equitably. Finally our dream will come true now...Maoragon an Bicolano, padi!!! DPWH has finally started the much anticipated Bicol Diversion Road Project popularly known as GMA Highway that will run from San Fernando, Cam. Sur to Sorsogon to Matnog directly by-passing Cities of Naga, Iriga, Ligao and Legazpi. This 4-lane 100 plus kilometers unlimited superhighway will pass along the coastal road of Camarines and across the moutainous part of Albay. This will directly connected to Bicol International Airport which is underconstruction above the municipality of Daraga. Efforts will be done later to extend the highway to Matnog later.

This Diversion Road will be a 4 lane super highway divided highway but initially will be made 2 lanes asphalted and will run on a 30 meter right of way. Spur roads connecting towns are already been concreted so upon completion of this mega highway, this will serve as the backbone of all tourism and economic activities in Bicol and also Western Visayas in which volumes of regional vehicles are coming from.

Progress have already seen as I manage to check earlier this morning the section of the highway that crosses Ligao to Pioduran road in Brgy. Tula-Tula in Ligao City approximately 10 kilometers from this city. We'll they have started cutting the mountains and dumping those low lying areas. If you happen to stand by in this area, you will exaclty see how straight and wide this highway is based on the right of way. Wow!!!

That's true xp, I was refresh again after my frustration from NS Linkage.. he he he.. I will soon post the picture of the Highway and the Airport.. Bundok kasi and it's hard to reach pa. Gamit ko lang motor kanina papunta ng project.. Maputik nga eh.. he he he... Once you get there, very massive ang construction since they are cutting down the mountain and creating a slope. Very wide and plateau in comparison to the Maharlika Highway in Bicol. I think it's twice wider.

If you plan to go to Legazpi and ride on a plane, you will actually see the mountain being flatenned over the mountainous section of Daraga....

Guys, I saw green light again for the NSLinkage Project. We'll no more halt as the problem has resolved already. PNR is in fullswing again and we see completion early next year. It no more frustration... Im so happy... :banana:

Magaasikaso kasi me ng mga travel documents next week so eventually I will go there in Manila from Ligao. Sa wakas makaupdate na me since October, the last time I've been to Manila... :cheers:

Yup!!! I reside in Ligao City...

BTW, the proposed highway will be made of asphalt instead of concrete for easy construction. It will be made very much similar to Quirino Highway but with slightly wider right of way. :)

Expressway from Calamba to the tip of Sorsogon can be done in 6 to 8 years time. So if our government start the construction next year we will be fully utilized the hiway in 2015.
Travelling from Manila to the gate way to visayas by just 7 hrs.

^^ Albay Gov. outlines 3-year business strategy to boost investments

LEGAZPI CITY, Albay Governor Joey Sarte Salceda has outlined his 3-year business plans designed to propel economic activity in the province under the Albay Mabuhay program.

As a flagship program of his administration, Salceda said the program is a strategic initiative to improve the business climate that would increase investments in the area and consequently create more jobs for Albayanos.

The program was formally launched recently, with an orientation workshop attended by stakeholders and concerned department heads that would take the lead in implementing the program, the governor said.

The governor said on top of the business strategy is the development a road network that would link Albay to the Province of Sorsogon, through the southernmost upland area in the towns of Guinobatan, Daraga, Camalig and Legazpi City dubbed as “GUICADALE.”

The GUICADALE project would develop the area into a business relocation site as well as extension site for regional government agencies.

He said the project would definitely minimize the threat of volcanic eruptions, flood, lahar and other disasters brought by Mayon Volcano and typhoons that would hit Albay specially in the lowland area where most of the business and trade activities are presently located.

Moreover, the construction of Daraga International Airport in Barangay Alobo, in Daraga town will also form part of the Albay Mabuhay program, the airport would boost the province tourism potentials, as the facility will play an integral part to intermodal transport system for Bicol region, according to Salceda.

Other priorities of the program are the rehabilitation of the insolvent and mismanage Albay Electric Cooperative (ALECO); the Eco-cultural and Tourism Development; and the Albay Action on Climate Change a vigorous information and education campaign to address Global Warming.

Arroyo birthday gift to son: P3B worth of projects

LIBMANAN, CAMARINES SUR—The Bicolanos of Camarines Sur province have billions of reasons to be thankful on the birthday of President Gloria Macapagal-Arroyo’s son on Thursday.

On the 34th birth anniversary of Rep. Dato Arroyo of Camarines Sur’s first district, Ms Arroyo brought cheer to Libmanan residents when she announced several projects lined up until 2010 for the district.

Altogether, the total cost of the projects amounted to more than P3 billion.

Ms Arroyo told a crowd in the village of Bahay here that her administration was setting up a $28-million biomass power plant (BPP), which is expected to generate 10 megawatts of electricity using agricultural wastes like coconut husks, pili nut shells, grass and other biomass that can be fed to its engine.

P129M for reforestation

Saying she was giving out gifts on her son’s birthday, Ms Arroyo also told residents she would be distributing checks amounting to P129 million for reforestation projects in the 10 towns of the first district.

She also announced the start of the implementation of the Libmanan-Cabusao irrigation and dam project worth P700 million, which will improve irrigation in 4,000 hectares. She said the bidding of the project had already been opened.

Ms Arroyo said the irrigation and dam project in the towns of Libmanan and Cabusao sought to redesign the irrigation facility here from a motor pump-driven to gravity-driven irrigation facility with the construction of a dam.

She also said P600 million had been allotted for the embankment of the Bicol River in Libmanan town.

Another P800 million has been earmarked for the building of a bridge from Libmanan to Canaman in order to shorten travel time—to 20 minutes from an hour—going to Naga City.

18 months to build

The first of its kind in Camarines Sur, the BPP will augment the supply of electricity in Dato’s residential town once it is operational.

Martial Beck, chief executive officer of Novergy, a French company contracted to build the BPP, said construction would take 18 months so that by early 2010 the project shall have been finished.

Beck said the BPP would require 200 tons of agricultural wastes every day, or 20-30 trucks of them, to produce the 10-MW power.

Ms Arroyo said that being a watershed area, Camarines Sur’s first district was very important for reforestation as part of the Bicol River Basin Water Management Project (BRBWMP) that the Philippine government and the World Bank agreed upon in 2001.

The BRBWMP aims to improve the watershed areas, water control and irrigation in the Bicol River Basin area.

On Monday, Ms Arroyo was in Camarines Norte province for groundbreaking ceremonies, lowering the time capsule of a biomass boiler facility (BBF) in the sprawling complex of Pan Century Surfactants Inc. (PCSI), which will invest $1 million in the project.

PCSI is an Indian-owned company operating a chemical plant that produces premium quality fatty alcohol, fatty acids and refined glycerin.

Tax complaints

The occasion was attended by Jose Panganiban Mayor William Lim; Barangay Osmeña chair Salvador Tabirao; Dinesh Shukla, PCSI president and chief executive officer; Hanuman Prasad Jalan, PCSI vice president for finance; Nitin Janarda Deshmukh, PCSI assistant vice president for marketing, and Shishir Garg, PCSI finance manager.

Ed de Leon, director of the Philippine Information Agency in Bicol, said Ms Arroyo also sought to thresh out the complaints that the PCSI had raised about high water rates and the P20-million tax the Bureau of Internal Revenue had demanded from the Indian company.

De Leon said Ms Arroyo met with PCSI officials but made no specific commitments on the issues they raised.

He said the PCSI had been operating in Camarines Norte since November 2005, producing refined glycerin and fatty acid residue that are used mainly in making detergents, pharmaceuticals, cosmetics and personal care products.

A corporate profile of the PCSI showed that its owner, the Aditya Birla Group, is among the largest Indian business houses with more than $5.6 billion in revenues over its 50 years of operation in India and 30 years operation outside its country of origin, including the United States, United Kingdom, Canada, Thailand, Malaysia, Indonesia, Egypt and the Philippines.

NAGA CITY---With the absence of a road linking the newly constructed multimillion-peso Mabulo bypass bridge here, a prelate and town dads had pushed for the construction of a 1.6-kilometer bypass road for the bridge to function as an alternate route to this city and its neighboring towns.

Archbishop Leonardo Z. Legazpi of the Archdiocese of Caceres, in a letter addressed to Secretary Hermogenes Ebdane of the Department of Public Works and Highways (DPWH), expressed concern “that the admirable objectives of said Mabulo By-pass Bridge will not be fully achieved if the Milaor Diversion Road component of said bridge will not be implemented.”

In the same spirit, the Sangguniang Bayan of Gainza passed two resolutions asking the DPWH to construct the bypass road starting after the bridge approach at the junction of Mabulo-Gainza provincial road in Sabang, Naga City and ending at San Jose, Milaor, Camarines Sur.

The New Mabulo Bypass Bridge was constructed in 2001 at the tune of P145,833,788.35, however, the purpose of which the bridge was constructed was not attained due to the non-construction of the road component from Milaor-Naga Road crossing the Gainza-Naga Road, according to an audit report of Aristoteles P. Ilarde, supervising auditor of the Commission on Audit.

In the same report, Ilarde pointed out that the bypass bridge will decongest traffic at the New Mabulo Bridge to improve the flow of goods and services and reducing the concentration of transport vehicles along the Naga Central Business District.

“It will pave the way for the socioeconomic development of the other municipalities which are part of the Metro Naga area, specifically Gainza and Camaligan, which will be transformed as expansion areas for Naga City’s land-space requirements,” it added.

Ilarde’s report said that “had the road component was constructed the New Mabulo Bypass Bridge could had been in its full capacity and congestion of traffic in the corners of Gainza-Naga Road could had been avoided.”

Early this year, Ebdane has requested Budget Secretary Rolando Andaya the release of funds in the amount of P4.18 million for the preliminary detailed engineering of the bypass road to be charged against the P338 million allocation for detailed engineering under the so-called “Other Road Projects in the MTPIP”.

The construction of the bypass road has been endorsed by Second District Congressman Luis R. Villafuerte as he requested for the urgent allocation and release of funds needed for the conduct of the detailed engineering design.

Congressman Diosdado Macapagal Arroyo, first district representative of Camarines Sur, has also endorsed the project to President Gloria Macapagal-Arroyo in which he reiterated that its construction would help decongest traffic, reduce concentration of transport vehicles along Naga City Central Business District and pave the way for socioeconomic development of other neighboring municipalities.

But Orlando Roces, DPWH Bicol regional director, revealed the project had no budget yet even though he said Ebdane had already requested the Department of Budget and Management to release funds for the construction.

LEGAZPI CITY – The development of the proposed Bicol International Airport (BIA) at Brgy. Alobo, Daraga, Albay is expected to move faster with the appointment of Daraga Mayor Cicero Triunfante as chairman of the Special Technical Working committee (STWC) vice Airport Manager Prisco St. domingo of the Air Transportation Office (ATO) who remains as vice chairman.

Board member Neil Monatallana, chairman of the Technical Working and Communication (DOTC) has already finished the detailed engineering design and the parcellary survey.

“We have started the appraisal of lots that will he occupied by the BIA but we are encountering some problems on the valuation,” Montallana said.

He said that the two groups had committed that they would finish their tasks before the first week of December 2008.

The national government will purchase 181 hectares from landowners in the barangays of Gapo, Alobe, Burgos and Del Rosario, but 10 hectares of which are indented for relocation of the affected residents. The runway will extend from Brgy. Bascaran to Brgy. Burgos, Montallana said.

He explained that only P85 million out of the P250 million released by the national government will be used to purchase lots.

If the two groups fail to negotiate with the landowners to sell their lots, the government can resort to expropriation. In that case, the landowners would be disadvantaged because the government will deposit only 15 percent of the appraised value of the land while the case is being her heard in court, Montallana pointed out.

Recently, Mayor Triunfante presided over a meeting of the acquisition as some land owners what to sell their properties at higher appraise value.

Montallana said however, that the value of the property offered for sale to the government will depend on the zonal valuation made by the Bureau of Internal Revenue (BIR), the Development Bank of the Philippines (DBP) and the Land Bank (LB).

LEGAZPI CITY, Dec. 3 — Funds of over P800 million have been assured by Malacañang for the construction of two bridges over the Bicol River that would open shorter access between the prime town of Libmanan and the commercial district of Naga City.

Rep. Dato Arroyo of Camarines Sur's first district, gave priority to this project to spur economic development in the area.

Engr. Eduardo Talastas of the Department of Public Works and Highways (DPWH) for Bicol said Wednesday: "We see no problem in so far as funds for this important project is concerned as no other than President Gloria Macapagal-Arroyo had given her assurance to this effect."

Early next year, the construction of these twin bridges linking Libmanan with Canaman and Magarao towns would begin, he said.

Libmanan, a first class municipality and home to the presidential son, belongs to the first district of the province while Canaman and Magarao are parts of the second district that also includes the highly urbanized and booming City of Naga, Bicol’s religious capital.

The proposed Libmanan-Canaman Bridge will be a 400-meter structure crossing over the Bicol River and also link an islet composed of three barangays with the Camarines Sur mainland.

The first structure will be a 100-meter hanging concrete bridge from the Libmanan area into the islet while the second is a 300-meter similar structure from the islet to Canaman.

These bridges will shorten travel time from Libmanan to Naga City by about 45 minutes and virtually put Rep. Arroyo’s town on the contiguity of the city’s metropolitan area.

The project was endorsed by the National Economic Development Authority (NEDA) for an amount of P886 million and its funding has been included in the 2009 national budget together with the P4-billion appropriated for the flood control and watershed management components of the Bicol River Basin and Watershed Management Project (BRBWMP). The construction of a San Fernando, Camarines Sur to Oas, Albay bypass (diversion) road has recently been approved. It is one of 10 priority projects in Bicol for 2008-2010 along with the construction of the new Legazpi airport. P500M has reportedly been released for the project. The rationale of the project is to decongest the main road running from Naga to Legazpi. A shortening of the travel time between the two cities is expected.

The planned diversion road is 61.90 kilometers long. Only 14 kilometers will be new road as it just intends to use old roads that already exist. Thus, 32.22 kilometers of existing gravel road will be paved and 15.68 kilometers of the existing Maharlika highway will be improved. An old bridge will also be repaired and a new 40-meter bridge will be built. The total project cost is estimated to be P2.25 billion.

This bypass road will connect the old roads connecting Legazpi to Naga (see my previous article, "The Old Roads of the Naga-Legazpi Corridor and Dialectal Variations Along Its Way", 11/18/08). From the town of Oas it will probably use the old Mayao road that connects the town to Libon, Albay.

Concerns have been raised about the possible effects on Naga and the towns that will be bypassed by the new highway. There's fear that the economic downturn suffered by Daet and the Camarines Norte towns when the Quirino Andaya highway was opened will be replicated here.

But to sustain progress sometimes new infrastructure must really be built. There is no question that the Naga-Legazpi road is already a little bit crowded and this won't get better anymore. Anyway the first users of this highway will probably be the cars, trucks and buses that just passes by the area en route to Sorsogon and Eastern Visayas.

Whatever, it is imperative that a comprehensive study be made of the possible impacts of the new highway should be. This is needed to warn the sectors that will be affected and also anticipate future problems.

It is now being bandied as the "GMA Highway". The information is from NEDA (National Economic Development Authority) Region V office so it must be official now.

The construction of a San Fernando, Camarines Sur to Oas, Albay bypass (diversion) road has recently been approved. It is one of 10 priority projects in Bicol for 2008-2010 along with the construction of the new Legazpi airport. P500M has reportedly been released for the project. The rationale of the project is to decongest the main road running from Naga to Legazpi. A shortening of the travel time between the two cities is expected.

The planned diversion road is 61.90 kilometers long. Only 14 kilometers will be new road as it just intends to use old roads that already exist. Thus, 32.22 kilometers of existing gravel road will be paved and 15.68 kilometers of the existing Maharlika highway will be improved. An old bridge will also be repaired and a new 40-meter bridge will be built. The total project cost is estimated to be P2.25 billion.

This bypass road will connect the old roads connecting Legazpi to Naga (see my previous article, "The Old Roads of the Naga-Legazpi Corridor and Dialectal Variations Along Its Way", 11/18/08). From the town of Oas it will probably use the old Mayao road that connects the town to Libon, Albay.

I'll try to scan the plan of DPWH for the Libon to Oas section. The road bed is almost 10 meters in with some are yet to be excavated. The Ligao Pioduran crossing of GMA highway is already in fullblast (road opening only).

Yeah wake-up DPWH, specifically DPWH Cam Sur & Norte. Albay has the best road network in bicol well maintained and properly done. Sorsogon has fairly well maintained roads. Can't vouch for Catanduanes and Masbate haven't been there.

LEGAZPI CITY, Feb. 14 (PNA) - The Department of Public Works and Highways (DPWH) regional office in Bicol here will see to it that all public works projects in the region make use of local labor in its implementations, a top executive of the agency said Wednesday. "We are requiring private contractors awarded with government projects under the implementation of the DPWH regional office to hire the local workforce or laborers in localities where the projects are to be put up," Eduardo Talastas, regional chief of the planning DPWH planning division, said.

This scheme, Talastas said, is in accordance with the intention of the national government of providing employment to the local workforce. He said that the government has been focusing on public infrastructure and apart from its economic impacts in terms development, among its intentions is to open job opportunities particularly in the countryside.

It is also a measure in cushioning the impact of the global economic downturn that has been displacing thousands of workers both in the domestic and overseas settings, Talastas said. The DPWH-Bicol has been allocated some P3 billion for various infrastructure projects in the P3.1 trillion General Appropriations Act of 2009 that has already passed the Bicameral Committee of the Congress, Talastas said.

This DPWH-Bicol allocation is a good-enough money to sustain the infrastructure development of the region and provide employment to thousands of skilled and unskilled local laborers, he said. Local contractors are amenable to this requirement that would make at least 15 percent of the cost of a particular project go to labor in forms of salaries and wages, Talastas said.

Among the big projects expected to be implemented under the 2009 budget is the road component of the Bicol International Airport in barangay Alobo, Daraga, Albay that has been given an initial appropriation of P100 million. This road which will open the access between the proposed airport terminal and the national highway is a two-kilometer span complete with all the components of a first class highway, he said.

Seven bridge projects under the National Bridge Program of Pres. Gloria Macapagal-Arroyo he said, are also to be implemented this year in some areas of Bicol and substantial amounts have been appropriated so that it offer job openings to the local labor. Among them is the P800,000 "twin sky bridge" over the Bicol River that would connect the municipality of Libmanan with the commercial hub of Naga City and shorten by 45 minutes travel time between the two points.

This project is being pushed by presidential son and Camarines Sur 2nd district Rep. Dato Arroyo as part of his economic development agenda for the province. Other priority projects under the DPWH regional office to be implemented this year are flood control structures, river control and farm-to-market roads, Talastas added.(PNA)

THE Department of Environment and Natural Resources (DENR) on Wednesday denied allegations of some local government officials that the reforestation projects in the Bicol region worth P162 million do not exist.

DENR-Bicol Regional Executive Director Joselin Marcus Fragada denied The Manila Times story on “ghost reforestation project” in the Bicol Region saying that the three-year project was just started in November 2008.

In the story published last Monday, Mayors Evelyn Yu of Calabanga town and Romy San Luis of Pili town in Camarines Sur claimed that the DENR reforestation projects worth P162 million were non-existent.

Fragada explained that the first budget allotted is P33 million for the project but the money was not completely released in late 2007, and the remaining fund was given to the Regional office in middle of 2008.

Fragada stepped in as regional executive director for Region 5 last March 2008.

“Supposedly, the fund will be a World Bank loan but since the process will take longer, the DENR has allocated a budget, from the annual budget of the department, to start the project,” Fragada further explained referring to the first budget allotted for the project.

Moreover, Fragada said that only P38 million was release to the contractors from the P54 million released by the Department of Budget and Management (DBM).

The project has generated jobs to some 2,134 individuals in the Bicol region.

Fragada explained that the P54 million is part of the P129-million additional budget allotted for the reforestation project in the Bicol region and the remaining P75 million is still with the DBM.

“The 38 million was released to people’s organization, NGOs and contractors for their mobilization fund and payment per accomplishment submitted,” Fragada explained in a phone interview adding that the regional office does not pay the contractors without submitting an accomplishment report.

Fragada also said that the DENR Bicol region has planted a total number of seedlings of 2.126 million in an area of 4,054.3 hectares. He added he has videotapes that would validate his claim.

LEGAZPI CITY, April 5 (PNA) -– The Department of Public Works and Highways (DPWH) in Bicol said it has completed the bidding and awards of 87 pump-prime infrastructure projects worth P2.9 billion under the economic stimulus program. Engr. Orlando Roces, DPWH regional director, said he has directed the 13 district engineers and the construction division to fast track the implementation of the P2.923 billion pump-priming projects in the region.

Roces issued the directive after the completion of the bidding and award of all the 87 projects last month as ordered by DPWH Secretary Hermogenes Ebdane. He said the directive was issued to take advantage of the good weather condition during the summer months to prod the contractors to complete the projects on time.

He disclosed that of the 87 projects, 31 are being implemented under the supervision of the construction division with a total cost of P2 billion while 56 projects worth P836 million are under the supervision of the 13 district engineers and one task force.

Roces said that two of the big ticket projects to be implemented starting this month are the P200-million rehabilitation of the 60-kilometer Andaya Highway and the P100-million access road to the new P5-billion Bicol (Southern Luzon) International Airport in Daraga, Albay.

The fast tracking of various infrastructure projects is in line with the “Use it or Lose it” disbursement policy of the Department of Budget and Management (DBM) where infrastructure agencies are mandated to complete their projects on time in line with the implementation of the Economic Resiliency Program of the government, or they would lose the fund. NAGA CITY – The Department of Agriculture has to focus on farm-to-market roads and irrigation projects to generate employment, Agriculture Secretary Arthur Yap said Saturday. “These two are the critical components in generating employment under the so-called Comprehensive Livelihood Emergency Employment Program of the Economic Resiliency Plan (ERP),” Yap explained.

He said that for every hectare of irrigation facility project, they will be generating 12 jobs and for the road projects, 10 jobs for every kilometer of construction. Eduardo Yu, spokesperson of the National Irrigation Administration (NIA) in Bicol, said the target irrigation facilities’ rehabilitation and new construction in Bicol cover 3,483 hectares for 2009, which could generate 41,796 jobs.

Yu said the job generation through fast-tracked implementation of infrastructure projects is part of the P6-billion allotment for the 2009 repair and rehabilitation of national irrigation and communal irrigation systems being implemented in the country.

Budget Secretary Rolando Andaya Jr. described the ERP during an economic forum here Wednesday as the country’s contingency plan to weather the global economic downturn by fast-tracking government spending. Andaya said Bicol is allotted in 2009 significant budgets for infrastructure that include construction (road opening) of Camarines Sur/Albay Diversion Road, including bridges; Bicol International Airport (new airport); Libmanan-Cabusao Irrigation Project, Camarines Sur; and Bicol River Basin and Watershed Management Program (flood control component).

MANILA, April 21 (PNA) — President Gloria Macapagal-Arroyo on Monday announced the re-opening of the Philippine National Railways (PNR) service in Bicol before the end of the year when she visited Naga City in Camarines Sur.

PNR general manager Manuel “Owen” Andal told President Arroyo that the repair and upgrading of train stations of the southbound train has already started since March and the rehabilitation of the railroad tracks will start next month (May).

President Arroyo stressed that the Administration is committed to modernizing the country’s infrastructure to spur the economic development in the countryside.

”By the time the Penafrancia fiesta comes next September, commuter train travel between Iriga City in Camarines Sur and Tagkawayan in Quezon will already be in place,” the President said.

PNR chief Andal added that the government-owned railway company was forced to totally stop its Manila-Bicol-Manila service for more than two years due to damages brought by super typhoons “Milenyo” and “Reming” to substantial portion of its tracks from Calamba City in Laguna up to Legaspi City in Albay.

Mrs. Arroyo who was in Naga City on Monday morning for the opening of the Private Schools Athletic Association (PRISAA) 2009 Games, recalled that when she was 11 years old she traveled to Bicol via PNR train together with her brother Buboy and mother Eva.

PGMA said she enjoyed the train ride because of 11-hours of bonding with her mother and brother through a lengthy conversations during their long ride.

She added the rehabilitation and modernization of the existing lines of the PNR is envisioned to be the key to the development of Central and Southern Luzon as it is expected to provide effective and efficient means of transportation to and from Metro Manila and the provinces in Northern and Southern Luzon.

Mrs. Arroyo expected that the rehabilitation of the Manila-Bicol railway line will benefit some 20,000 passengers daily.

Last month, Mr. Andal, said once the ongoing rehabilitation works of the rail tracks from Tagkawayan, Quezon to Guinobatan, Albay have been completed, a commuter train will start running to provide fast, convenient, and cheaper transport service to residents of the railroad towns in the provinces of Quezon, Camarines Sur and Albay.

According to the PNR chief, the total cost of the Tagkawayan-Bicol repair works would cost some P1.8 billion. Out of this amount, some P500 million had already been released to the PNR.

He also explained that the overall plan of the railway company is to resume train operations from Metro Manila to Bicol and vice-versa, before the President's term ends in 2010.

Andal led the ground breaking rites for the rehabilitation of the PNR Naga Central Station last week, which is estimated to cost P24 million.

According to Andal, some P17 million has been alloted to repair the Traversia Bridge in Guinobatan town.
Mr. Andal also said that PNR has adopted a new corporate image, from a new logo, uniform for its personnel and improved service. (PNA)

LEGAZPI CITY, May 6 (PNA) – The Regional Development Council (RDC) in Bicol has endorsed to the national government and concerned funding agency the proposed P800-million Albay-Donsol road network.

During the full council meeting, RDC chief and Albay governor Josey Salceda explained the proposed road network is part of the Guinobatan–Camalig– Daraga and Legazpi (GuiCaDaLe) program. “The proposed budget will be utilized for the improvement of access roads from Albay going to Donsol, Sorsogon to be funded under the micro millennium account,” he said.

Salceda explained that Albay-Donsol road network is to be implemented next year. “The source of fund is the millennium challenge account prepared by the national government.” Aside from the road network between the municipalities in Albay and Donsol, Sorsogon, another P1.2 million fund is needed under the GuiCaDaLe platform to improve access, mobility and support facility to the Bicol International Airport.

Governor Salceda expressed optimism that the opening of access roads from Albay to Donsol would eventually create new tourism opportunity. “With access roads would help farmers to make the transportation of agricultural products from farm to market.” “The end result is increased livelihood and reduced prices of agricultural products,” he added.(PNA)

LEGAZPI CITY, May 6, (PNA) -- A multi-million road network linking three towns of Albay to Donsol town in Sorsogon gained headway yesterday after the Regional Development Council (RDC) in Bicol passed a resolution endorsing the project to the National Economic Development Authority (NEDA) in Manila. Albay Gov. Joey Salceda, concurrent RDC chair, said the project intends to construct 26.9 kilometers Portland Cement Concrete (PCC) road and five bridges with an aggregate length of 75 linear meters with a budgetary amount of P814.5 million.

He said the project fund would come from the Secondary National Road Development Program (SNRDP) of the Millennium Challenge Account, Philippine Compact Program (MCAPCP).

At a regular RDC meeting on Wednesday, Salceda said the project once completed would be economically viable with Economic Internal Rate of Return (EIRR) 22.60 percent greater than the SDR of 15 percent and a positive Net Present Value (NPV) of P198 million. He further said that the project conforms to the thrust and priorities of the region as it will provide linkages with the other modes of transportation and it will complement with the other sectors particularly, the production, tourism and social services sectors.

The Infrastructure Development Committee (IDC) had reviewed and endorsed the project to RDC. Engr. Oscar Cristobal, Department of Public Works and Highways (DPWH) Assistant Regional Director, said once approved by NEDA, the project would open up tourism, trade and agriculture development in the towns of Camalig, Guinobatan, Jovellar in Albay and the town of Donsol the whale shark capital of the world.

Designed as a triangular road network, it would link villages in the towns of Camalig, Guinobatan, Jovellar, Daraga with Donsol town, linking it to the strategic national roads, particularly the Maharlika Highway. Salceda said the project will also support the proposed Bicol International Airport in Alobo, Daraga, Albay and the proposed PNR Mainline South Extension to Sorsogon.

The road project will also influence areas planted to coconut, and corn and coastal fishing villages, these areas will benefit directly from improved access to inputs and to market outputs, he pointed out. “It will also have a high positive impact on tourism where in Donsol, Sorsogon is famous for the whale shark, providing a much shorter and safer access,” he said. yeah...legazpi's airport is better than that of naga. when i visited cam sur i chose the manila-legazpi flight.

A new modern road network linking the province of Albay to Donsol, Sorsogon will soon be constructed after it was included among six critical road projects assured of funding under the Millenium Challenge Account Philippines Compact Project (MCAPCP), a grant facility of the United States of America.

The road project consists of 26.90 kilometers of concrete road and five bridges with an aggregate length of 75 meters. The project will entail a cost of P814.6 million.

An initiative of the Albay provincial government, the Guinobatan-Jovellar-Donsol road which is linked to the Maharlika Highway will serve as the principal road to the Butanding-renowned town of Donsol, Sorsogon. This would be great boost to Bicol tourism as Donsol’s whale shark-watching eco-toursim activity now accounts for almost 80 percent of foreign tourists to Bicol.

Albay Gov. Joey Salceda said that “beyond tourism, the road project promotes the spatial integration of the provinces of Albay and Sorsogon into a more common economy.”

The provincial government first presented the proposal last May 16, 2008 to the Millenium Challenge Compact mission headed by John Newko, his deputy Darius Teter, Darius Nassiry, country director of compact development and Jerry Dutkewych, director of country relations. The briefing was held at the Department of Finance boardroom in Manila.

A year later, the Region V Regional Development Council headed by Gov. Salceda adopted a resolution endorsing the said project for MCAPCP funding. The RDC said the project is consistent with the Guicadale (Guinobatan, Camalig, Daraga, Legazpi) Integrated Area Development Platform, which represents the provincial roads in the southern part of the province.economically viable with an estimated Economic Internal Rate of Return of 22.60 percent.

The Albay-Donsol road project is expected to complement the proposed Southern Luzon International Airport in Alobo, Daraga, Albay which is about 10 kms via provincial road. It is also close to the proposed PNR Mainline South Central Station in Comun, Camalig and will traverse parallel to the Maharlika Highway to Sorsogon.

Salceda said the project conforms with the thrusts and priorities of the Bicol region. “It will provide the linkages with the other modes of transportation and will complement the agriculture, tourism and social services sectors,” he added.

The governor explained that the road will sustain regional industries and agricultural activities. It will also contribute to socio-economic development and provide faster, more convenient, and shorter access in transporting goods from rural to urban areas.

The proposed project is linked to three ports- Pilar port through Pilar-Donsol Road, Pioduran port through Pioduran-Donsol road and Pantao port through the Albay West Coast Road. It is also accessible to four national roads Maharlika Highway, LIbon-Pantao Road, Ligao-Pioduran Road, Guinobatan-Jovellar Road and Albay West Coast Road.

I hope an expressway will be built from cam norte directly to the bicol international airport in Daraga, Albay...parang yung kagaya sa expressway connecting subic and clark...ewan ko lang..siguro pagmagkataon a little over an hour lang ang travel from BIA to Cam Norte...galing!!!:banana::banana:

MANILA, Philippines – For most Filipinos, a transport terminal conjures images of dilapidated places teeming with people, reeking of diesel fumes, full of vendors hawking their wares, and echoing with the noise of barkers/dispatchers shouting their lungs out to call for passengers. The image is dreary to say the least; just thinking of it is enough to discourage anyone from commuting.

But things are getting better — for Legazpi City at least.

A group of young entrepreneurs from Bicol is modernizing Legazpi’s antiquated bus terminal by transforming it into an integrated transport-lifestyle complex with comforts and leisure facilities for commuters.

The LKY Group is scheduled to open early next month The Metro, Legazpi City’s state-of-the-art transport terminal. Built on a 3.9-hectare land, the P150-million project is expected to be a showcase of what terminals of the future should be.

Wilbert Lee, president of LKY Group, said final preparations are underway for The Metro’s dryrun starting June 8.

“We want the system to be perfect,” he says. “We’ll be starting off with jeepneys and filcabs (FX) first, then buses.”

Lee likens The Metro to a modern airport, with avant-garde design and efficient layout. The place boasts a computerized entry-exit system to give much needed order to the comings and goings of vehicles. Every driver is given a swipe card to serve as access card, ensuring fast and efficient terminal operations. The system is hooked to the TV monitors at the waiting areas for passengers to know the arrival and departure of their bus, jeepney or filcab.

The Metro’s waiting areas have all the comfort features that make commuting a breeze — luxurious, clean and fresh-smelling toilets, strategically located waiting areas and food stalls serving freshly-cooked meals at affordable prices.

That’s not all. The Metro will also have a lifestyle hub that promises to be a haven for road-weary travelers looking for a place to relax, be entertained or recharged.

Patterned after the Bonifacio High Street concept in Metro Manila, The Metro’s lifestyle hub will have retail stores, restaurants and bars to cater to all ages.

Big companies from Metro Manila are excited about The Metro since it will give them the opportunity to explore the vast potential of Legazpi City and the entire Bicol region.

Named after the explorer Miguel Lopez de Legazpi, the capital city of Albay province is a 10-hour drive from Manila and located right smack at the center of the Philippine peninsula.

Legazpi City acts as trading hub servicing the whole province of Albay and reaching as far as adjacent provinces such as Sorsogon, Masbate and Catanduanes.

We want The Metro to become a one-stop-shop catering to all the transport and lifestyle needs of the Legazpi market.”

Lee added that The Metro will be used by commuters not only from Bicol but even from the Visayas and Mindanao. “We want it to be a one-stop-shop for all their needs,” he said.

The Metro was built without a single centavo coming from the government. A build-operate-and-transfer (BOT) project, it is completely funded by the private sector and will be turned over to the government after 40 years.

Lee revealed that the LKY Group will soon be working on a similar project in Tacloban City.

With all these modern terminals coming up, Lee believes local and foreign travelers could look forward to comfortable journeys to the provinces.

Opened in 2001, Landco Pacific Mall has three levels (plus fourth level conference and bingo halls); its anchor department store, Metro Gaisano, has four levels. The first and biggest locally-grown mall, LCC, has seven escalators conveying shoppers to/from five levels. As you can see in the picture, another mall is abuilding. We have the busiest airport in Southern Luzon with higher capacity Airbus A320s in almost all flights. Now, tell me who's catching up. You are welcome to visit again, I'm sure much has changed since you last came. Isn't it nice to know that Bicol's cities are dynamic and that instead of competing, they complement each other? Maray na Albay sa imo.

I went to the area last week , the view is breathtaking ! if the entrance to the city from SLIA will be there, It's a welcome change from the chaotic Daraga entrance and stinky Kimantong welcome, but i wonder where the main road going down the city will be ? will it be the narrow road to AMEC ? or the zigzag stanza road? or a new road to Embarcadero, via Bgy. Dap-dap and Puro?

A businessman’s lounge will also be built offering a clean rest area for a fee for businessmen on the go complete with pay showers, lockers and a lounge.

The central terminal will not just be a transit point but a destination on its own. A new lifestyle hub adjacent to the terminal is expected to become a place to relax and be entertained, not only for road-weary travelers but also for the locals of Legazpi. The lifestyle hub is inspired by the Bonifacio High Street development in the Bonifacio Global City. Retail stores, restaurants, cafes, bars and other business establishments enclose a central courtyard with landscaping and fountain.

The lifestyle hub offers opportunities for local businessmen. Commercial spaces are available for lease with rates that are lower than in malls. No percentage of sales will be required from locators.

The construction of the LKY Metro Transport and Lifestyle Hub was implemented through a build-operate-transfer (BOT) agreement between the city of Legazpi and LKY Group. THE KAPUNTUKAN Hill at the port area, which residents of Legazpi City call the “Sleeping Lion,” has awakened with the soft opening of a “lifestyle mall” called the Embarcadero de Legazpi.

Occupying 2.6 hectares of reclaimed land, the Embarcadero was designed by Australian engineers and inspired by the Fisherman’s Wharf in San Francisco, California. It is open to locators who want their customers to savor the sights of the Mayon Volcano and the Albay Gulf, as well as the rising and setting of the sun. “With a leasable area of only 1.2 hectares, mall goers will have plenty of space to walk, even bike, around. The reason for this is that when you say lifestyle mall, you should have the space for landscaping, good architecture and dining,” Harry V. Roscom, the mall manager, explains.

“We’re hyping up the way people of Legazpi would be looking into mall shopping, dining and even working because of the business process outsourcing offices within the area where a call center is targeted to rise,” he adds. What is unique about the Embarcadero is that it’s more of a high-end choice, though there are low-end and mid-end alternatives, Roscom says. It is envisioned to be a world-class lifestyle mall and the first of its kind in Bicol.

Scheduled to fully open by October, the Embarcadero already has a few locators, such as Kitaro, Tapa King, Biggs Diner, Gerry's Grill and Pancit Malabon restaurants. Soon to open are Padi’s Point, Mang Inasal, Casa Nuestra and the Pacific Dive, a café featuring diving gadgets and events. “Since the soft opening on July 18, we are having night life events, giving you the most beautiful feeling with the ambiance of fine dining by the beautiful Albay Gulf,” Roscom says.

The mall area, which can accommodate 12 buildings, is part of a proposed development complex that roughly covers 200 hectares, including a boulevard accessible to the southern villages of the city. Legazpi has one of the most organized road networks and public transport systems in the province and in the region. “The mall area is just one percent in totality as we have opened roads which eventually would be a new passenger jeep route to and from the areas behind the Sleeping Lion,” Roscom says.

Aside from offices and restaurants, the Embarcadero would offer boutiques, a waterfront market place, hotel and spa, watering holes, amusement centers, cafés, outdoor patios and a 30-meter lighthouse. At the celebration plaza in the middle, big events can be held.

An 8,000-seat call center will also rise at its Information Technology Park. Also expected to open is the Soul Radio Network, an FM radio station with AM programming at certain periods of the day, whose booth is located at the lighthouse.

The Embarcadero will “activate” the waterfront 24 hours a day, seven days a week, Roscom says. It is also envisioned to be a jump-off point to Bicol’s eco-tourism wonders, including the whale sharks of Donsol, Sorsogon; manta rays of Ticao Pass, Mayon; Misibis Resorts, Estates & Spa; the steaming Nag-Asu Lake in Manito, Albay; the calm Sula Channel; Pototan Cave and its underground river; and the Vera Falls.

“There will be water sports to make the most of the beautiful and clean waters of the Albay Gulf and the beautiful Kapuntukan Hill,” Roscom says. Ma. Emmabeth G. Cabria, the marketing manager, says the proposed BPO center could hold some 8,000 call center seats. On its third floor will be the training center of the Southern Luzon Technological College Foundation Inc.

“We no longer need to try our luck in Manila to look for a call center job. It is here and almost up for grabs,” Joel Camacho, a computer science graduate from Donsol, says. Accredited by the Philippine Economic Zone Authority, the P1.8-billion IT Park Promenade will be the first IT ecozone in the region.

TIGAON, Camarines Sur, Aug. 13 (PNA) -- President Gloria Macapagal-Arroyo will inspect Thursday the proposed P329.5-million Presentacion-Caramoan coastal road project.

The 24.42-kilometer road will link Presentacion and Caramoan towns and the nine barangays in between.

The President will be briefed on the progress of the project by Department of Public Works and Highways (DPWH) Undersecretary Rafael Yabut in Barangay Quijalo, Caramoan Thursday morning.

The proposed road project is expected to open new income opportunities and spur the socio-economic development in the province by providing people the means to transport livestock and agricultural products to commercial centers.

It is also designed to serve as an access to the roll-on roll-off (RO-RO) ferry port in Caramoan going to the island province of Catanduanes.
After her visit to Caramoan, the President will inaugurate the refurbished P400-million tolling facility of the Legazpi Oil Company in Legazpi City. (PNA)

President Gloria Macapagal Arroyo's last stop in her visit to Albay province is in Legazpi City to formally inaugurate the Puro Seawall Phase I & II Project aboard an open-top vehicle.

The P 70 million project covers 560 linear meters concrete road traversing the coastal barangays of Victory Village, Dapdap, Puro and Lamba. It includes a walkway and a jogging or bicycle lane, and is envisioned to be the “Roxas Boulevard” of Legazpi City.

And being an alternate route, the road will decongest traffic jam at the city proper once the Dapdap Bridge is completed, and it will provide commutters safe access traveling to and from downtown Legazpi.

LEGAZPI CITY, Philippines — Beverage giant Coca Cola will be using the new integrated transportation terminal in Legazpi City as its springboard for expansion in the Albay province and the rest of the Bicol region. Virgilio Mindo, Coca Cola area sales manager for Southern Luzon, said the new Legazpi Grand Central Terminal is the most modern in Southern Luzon.

“Using this facility is part of our strategy to dominate the market here,” Mindo told The STAR during the terminal’s formal opening last Oct. 5. Earlier, Robert M. Regalado, Coca Cola Bottlers Philippines territorial sales manager, signed a marketing support agreement with property developer and terminal operator LKY Development Corp. in becoming the official beverage supplier for the P300-million facility which will include commercial establishments such as restaurants, bars, a supermarket, a sprawling hardware store, among others.

The partnership will make Coca Cola the official beverage in all restaurants and refreshment joints in the 3.9-hectare terminal. It will also mean preferential rights for Coke as beverage sponsor for all major events in the facility.

Ruben T. Santos, vice president of the LKY Group, said that it is a privilege for their company to play a key role in achieving Coca Cola’s vision to turn Bicol into “Coca Cola Country” and the company is starting with the Legazpi Grand Central Terminal where thousands of commuters from various towns and cities of the region would converge.

“The Legazpi terminal is the perfect vehicle for Coke to further consolidate their dominant position in Bicol,” said Santos. “From this facility, Coke will have the capability to reach their customer base in the cities and towns of Albay, Camarines Sur, Sorsogon and even Masbate and Catanduanes. This terminal will eventually also service buses bound for the Visayas and Mindanao,” he added.

The Legazpi Grand Central Terminal is now a new landmark in this city complementing the new demand of the city’s business and tourism centers for an efficient, modern and integrated transport system. During the simple blessing that officially kicked off the terminal’s operations, Legazpi Mayor Noel Rosal said he expects the terminal to alter the business landscape of the city by declogging the city center and transferring the central business district to its immediate vicinity.

The terminal is strategically located on what is called the Alternate Road and Tahao Road. It is adjacent to the Ibalong Center for Recreation (ICR), the city’s convention center which Rosal will soon restore. The terminal will also host the street dancing competition on Oct. 30 during the culmination of this year’s Ibalong Festival.

Aside from Coca Cola, the Jollibee group and Save More Supermarket are in the final stages of agreement to locate at the premises of the Legazpi terminal. These companies welcome the concept of a modern terminal with all the comfort features and amenities of a shopping mall, the first in the country.

Patterned after the Bonifacio High Street model of development, the Legazpi Grand Central Terminal integrates the terminals for buses, jeepneys and filcabs (FX and vans) in a commercial development complete with restaurants, bars, retail outlets, a supermarket and establishments for rest and recreation. Realized through a build-operate-and-transfer partnership with the Legazpi government, LKY Development Corporation plans to replicate the concept of the terminal in several key cities in the country.

Work on the Southern Luzon International Airport has gone full blast following the acquisition of some 200 hectares of land on which will be built the runway and airport facilities.

Transportation and Communications Department officials in the Bicol region said the airport was a big-ticket project under President Gloria Arroyo’s super region program. The airport, located in Barangay Alobo in Daraga, Albay, had a P3.4-billion budget to ensure its completion as scheduled in 2012, Albay Gov. Joey Salceda said.

The Southern Luzon airport will cover 200 hectares of which 187 hectares will house the airport terminal and runway, another 1.5 hectares for access road and 10 hectares for the resettlement area for residents who will make way for Bicol’s gateway to the world, officials said.

Salceda said some P800 million has been spent for land acquisition and feasibility study.

Salceda said the project site was ideal and strategic because it was accessible to other provinces of Bicol such as Masbate, Catanduanes and Sorsogon whose Matnog port offered access to the Visayan provinces.

Bicol is now under the Central Philippines cluster, composed of the three Visayan regions, which focuses on tourism development.

The construction of a San Fernando, Camarines Sur to Oas, Albay bypass (diversion) road has recently been approved. It is one of 10 priority projects in Bicol for 2008-2010 along with the construction of the new Legazpi airport. P500M has reportedly been released for the project. The rationale of the project is to decongest the main road running from Naga to Legazpi. A shortening of the travel time between the two cities is expected.

The planned diversion road is 61.90 kilometers long. Only 14 kilometers will be new road as it just intends to use old roads that already exist. Thus, 32.22 kilometers of existing gravel road will be paved and 15.68 kilometers of the existing Maharlika highway will be improved. An old bridge will also be repaired and a new 40-meter bridge will be built. The total project cost is estimated to be P2.25 billion.

This bypass road will connect the old roads connecting Legazpi to Naga (see my previous article, "The Old Roads of the Naga-Legazpi Corridor and Dialectal Variations Along Its Way", 11/18/08). From the town of Oas it will probably use the old Mayao road that connects the town to Libon, Albay.

From Libon, it will use the gravel road that connects it to the upland barrios of Nabua. This is the Libon-Buga-Tandaay road. This road crosses the Nabua-Balatan road in the big barrio of Tandaay, Nabua. The road runs through the southern shores of Lake Bato.

From Tandaay,Nabua a gravel road runs to Bula, Camarines Sur, running south of the plains irrigated by the Bicol River. This road skirts the southern side of Lake Baao. This is the old Malawag road.

It seems the new road construction mentioned will be used to connect Bula to San Fernando, Camarines Sur. It is probable that the paved road running west of Bula to the barrio of Panoypoyan will used. If not, some other farm-to-market (feeder) roads might be used like the road to Bagoladio. It seems the new bridge will be used in this stretch since the Bicol River will have to be forded here, a connection that hencetoforth does not yet exist. Before reaching San Fernando, the road will pass through portions of Minalabac, if not the town proper. However, Milaor will be bypassed.

This diversion road for the most part will pass through the foot of the long mountain chain on the southern side of Bicol which is always visible from the road when one is traversing the Sipocot to Ligao stretch of the Maharlika highway.

Concerns have been raised about the possible effects on Naga and the towns that will be bypassed by the new highway. There's fear that the economic downturn suffered by Daet and the Camarines Norte towns when the Quirino Andaya highway was opened will be replicated here.

But to sustain progress sometimes new infrastructure must really be built. There is no question that the Naga-Legazpi road is already a little bit crowded and this won't get better anymore. Anyway the first users of this highway will probably be the cars, trucks and buses that just passes by the area en route to Sorsogon and Eastern Visayas.

Whatever, it is imperative that a comprehensive study be made of the possible impacts of the new highway should be. This is needed to warn the sectors that will be affected and also anticipate future problems.

It is now being bandied as the "GMA Highway". The information is from NEDA (National Economic Development Authority) Region V office so it must be official now.

I'll try to scan the plan of DPWH for the Libon to Oas section. The road bed is almost 10 meters in with some are yet to be excavated. The Ligao Pioduran crossing of GMA highway is already in fullblast (road opening only).

Hi guys. I have Bicolano blood running thru my veins... My father hails from Catanduanes. I browsed through this thread and I'm really proud to say that my second home region has IMPROVED A LOT! I can say that Bicolanos are really gifted artisans and workers as they persevered the hardships brought by Mayon and look, infrastructure developments are still up and running. Can't wait to witness this all myself. Thanks for these picture updates.:cheers::cheers::cheers:

It's ongoing, I just can't give the details since they are working on areas too remote for the vehicular traffic. Her in Ligao City, they still have a lot to do to clear the row of this expressway but things are running smoothly. They expect to complete the road opening before end of this year.

BTW: The Bicol Bypass Road popularly known as GMA Highway will soon be connected to SLEX.

The infra projects being done right now in the Bicol region ( and I think the PNR rehab is the highlight) will transform the region into one of the most progressive.

Formerly one of the poorest, Bicol is starting to rev up and poised to overtake other regions in the country.

With now very popular and progressive cities of Naga and Legazpi leading the way, economic growth will continue and other most backward parts of the region like Catanduanes and Masbate will also experience resurgence...

A proposal for the extension of the Camarines Sur-Albay Diversion Road by the DPWH was approved by the RDC in consideration of its disaster risk reduction measure. The road extension projects are the San Fernando-Ragay Section in Camarines Sur and the Oas-Daraga Section in Albay.

According to the DPWH proposal, these shall serve as alternate roads in case of traffic impairment along Maharlika Highway that could arise from flooding in Camarines Sur or lahar flow from Mayon Volcano in Albay.

The RDC also considered the increased accessibility that said road extension projects will provide to the proposed Southern Luzon International Airport in Alobo, Daraga, Albay.

The Camarines Sur-Albay Diversion Road, also known as the GMA Highway, is originally a diversion road from the Maharlika Highway starting from San Fernando, Camarines Sur to Oas, Albay. The RDC has endorsed the conduct of a feasibility study for said road extension projects to the DPWH-Project Management Office.

Six bridge projects, five in Legazpi City and one in Bato, Camarines Sur, were endorsed for funding under any appropriate Bridge Program of the Department of Public Works and Highways (DPWH) by the RDC.

According to NEDA OIC-ARD Luis Banua, concurrently RDC Secretary, the five Legazpi bridges are estimated to cost a total of P100 million and are among the priority projects in the City’s Medium-Term Public Investment Program for 2009-2011. These include the Rawis-Tamaoyan Bridge, Homapon-Mariawa Bridge, Guevarra Subdivision Bridge, Taysan-Malangka Bridge, and Arimbay-Bagong Abre Bridge. The said bridges will improve access to centers of basic social services and market facilities benefiting especially farmers in food producing and poverty areas of the city.

Banua said that the proposed Payak-Pagatpatan Bridge of the municipal government of Bato, Camarines Sur will replace the existing severely damaged spillway in Pambuan River. The 70 linear meter project will cost P50 million. Its completion will boost agricultural productivity and greatly benefit upland farmers

Current Situation

The region’s transportation system is primarily road based. The Maharlika Highway is the trunk line road that connects mainland Bicol to the rest of the country. This is the major link of the mainland provinces of Albay, Camarines Norte, Camarines Sur and Sorsogon to Metro Manila, the Visayas provinces and the rest of the country. It is also the main access road to the various tourism areas in the region. Reliance on road transportation is the main reason for the high cost of goods and services in Bicol and is the one of the main reasons why investors avoid the region.

Overloaded cargo vehicles cause the fast deterioration of the two highways (Maharlika and Quirino). Despite the presence of a weigh bridge at Polangui, Albay, overloaded trucks are still allowed to traverse the highways after apprehension. Frequent rehabilitation further lengthens travel time to and from Manila hence defeating its purpose.

The east-west lateral network is being served by national secondary and provincial roads that lead to various national and municipal ports for inter-modal transport services to the island provinces of Catanduanes and Masbate and other parts of the Visayas region. Most of these road sections need to be paved and linked to various tourism, trade and production areas.

The region’s total road density is 0.61 km/square kilometer. Farm-to-market roads (FMRs) comprise more than 50 percent of the total road network. Heavy rains make unpaved FMRs unpassable, thus limiting the transport of goods to markets.

Rail used to be the main transportation service catering to the business sector and majority of the population connecting Bicol to Metro Manila. The rail transport system was troubled by poor train services and facilities, old rolling stocks, and long travel time. The railway system has been non-functional after super typhoons Milenyo and Reming.

Water transportation serves the islands of Masbate and Catanduanes. Bicol has nine national ports which are operated and maintained by the Philippine Ports Authority (PPA). In addition, the region has 36 municipal ports, six barangay ports, seven fish ports and 13 private ports. Water transportation also connects the coastal barangays.

Matnog Port has the biggest volume of passengers servicing the Maharlika Highway as a RORO port for the inter-regional travel to Visayas and Mindanao. However, its terminal facilities lack amenities for decent lodging, dining, and shopping.

There are seven airports in the region: one cluster main airport (Legazpi Airport) five principal airports (Naga, Virac, Masbate, Daet, and Sorsogon) and one community airport in Bulan, Sorsogon. Air transport in the region is not reliable. Airports are not equipped with the necessary navigation systems which will enable night landing and aircraft landing during adverse weather conditions. Only Legazpi and Naga airports can accommodate medium sized aircrafts. The approach in Legazpi City airport is considered unsafe with the presence of Ligñon and Kimantong hills which are hazards to aircraft operations. Likewise, Mayon Volcano eruptions sometimes interrupt airport activities in Legazpi Airport.

With the liberalization of the telecommunication industry, the region’s telephone density improved. There is a wide cellular phone coverage. Growth centers, tourism and production areas are now accessible through mobile phone as a means of transacting business. However, there are still dead spots.

Internet access among national government agencies, state universities and colleges, and local government units is not as extensive as desired. Some NGAs, SUCs and the provinces and cities have their own websites. However, among municipalities only 7.89 percent have websites. DILG established the Regional Local Governance Resource Center (RLGRC), an e-library and knowledge center, where LGUs and other stakeholders can directly access updated information through the use of ICT facilities. DOST installed the Voice-Over-Internet Protocol (VOIP) to facilitate coordination of the Philippine Research, Education and Government Information Network (PREGINET) for research and education purposes. The DOST facility was destroyed by typhoon Reming in 2006.

Desired Situation

The development of Bicol shall be anchored on a spatial framework that guides the distribution and location of population, identifies areas for production activities, reserves areas to life support, and determines the needed infrastructure facilities.

The primary growth centers are urban areas surrounding Daet, Naga, Legazpi, and Sorsogon. Secondary growth centers are the urban areas surrounding Masbate and Virac. Tertiary growth centers are the areas surrounding the cities of Iriga, Ligao, Tabaco, and other large municipalities. These growth centers shall be connected by road, rail, and sea transport.

A shift from automobile to bus and rail shall be promoted. The bus rapid transit system will be the primary means of transport in Bicol. The system will be linked to the international airport and to the various RORO ports in the region. Bicol will be accessible through the trunk line and diversion roads year-round. Additional diversion roads will be constructed and completed. High speed train service powered by local energy sources will lessen travel time between Matnog and Manila. Farm-to-market roads will be opened in all barangays. Modern port facilities for convenient sea travel will be put in place in all RORO ports.

All households will be energized with the Bicolanos enjoying the benefits of being host to the various energy resources. They will be provided with safe and reliable service and charged with lower power rates. Bicol region will be energy self-sufficient with the presence of indigenous, and alternative energy sources and will be selling excess power to its neighboring regions.

Information and communications technology shall ensure transparency and efficiency in government and private sector transactions. Delivery of government frontline services shall be improved by ICT. All local government units and households have access to internet services.

The people are living in peaceful and orderly communities where efficient basic services and facilities are accessible and affordable. Access to livelihood opportunities is made possible to improve infrastructure facilities.

Tourism related infrastructure facilities will be in place to serve tourist destinations in the region. The private sector will be encouraged to harmonize the design and implementation of tourist related facilities with these infrastructure facilities.

Strategic Interventions


The four modes of transport (road, rail, sea, and air) will be modernized, expanded, and integrated. Good roads, railway, and water transport systems will be made safe, comfortable, convenient, cheap, and efficient. A one-ticketing system will be adopted for the multi-modal transport system. Tickets will be valid on all public transport and can be purchased at terminals, ATMs, or through the internet or SMS.

The Maharlika and Quirino Highways will be converted to toll roads. This will increase overall transportation efficiency. To lessen traffic congestion, diversion roads will be constructed. Main roads will not pass through urban centers. All-weather farm to market roads will be constructed to provide access to markets and basic services. A bus rapid transit system (similar to the Curitiba Bus System) shall be adopted in Bicol. The number of bus companies will be limited to allow a balanced distribution of bus routes and eliminate clogging of main roads.

High speed trains (electric-powered train service using standard gauge tracks) will serve the Bicol mainland. The train service will shorten travel time to and from Manila by half. Tunnels will be constructed to minimize curvatures along railways. Track beds will be improved. The use of efficient cargo system such as the containerized cargo trains shall be adopted to facilitate transport of goods.

The facilities in RORO port passenger terminal buildings will be improved for easy and comfortable travels. Food courts, adequate restrooms for women, children, and disabled will be provided. There will be amenities such as lounge areas, amusement areas, recreation centers, parlors, and spa. Cargoes will be provided with the necessary facilities, e.g. warehouses and cold storages for perishable goods. Adequate and secure parking areas will also be provided which would allow more access to public transport. Facilities in these port terminal buildings will give commuters a pleasant place to stay especially when they are stranded. The MARINA shall ensure that easy access to life jackets and all pump boat passengers are required to use life jackets and the strict observance of capacity limits. The opening of the San Vicente to Codon ferry service route is recommended. This involves the construction of a RORO port and facilities at San Vicente, Caramoan and Codon, San Andres. With these ports in place, ferry crossing time will be reduced to 20 minutes. The ongoing Caramoan-Presentacion coastal road project will be completed to serve this ferry service route.

The Bicol International Airport will be completed. The airport will be of international standard catering to international and domestic flights. This will be the main airport serving the Bicol area. This airport shall have sufficient parking spaces which will be made more accessible and will allow public transport. Airport facilities such as more comfort rooms with sufficient water, food courts, lounge areas, health and recreation centers shall be in place. Airport terminal fees will be increased.

The energy sector shall be more efficient through full privatization of power generation, transmission and distribution. Campaigns shall be held to boost private sector investments in geothermal projects. The region will be energy self sufficient with the capacity additions to the existing geothermal generating plants. New geothermal plants will be constructed and commissioned. These will provide additional and cheap electricity for the small and medium enterprises. Wind farms will be constructed in suitable areas of the region where wind streams can be harnessed for power production. These power sources will stabilize and assure the supply of electricity for Bicol. With its various energy sources, the Bicol government will be the owner of the power generating system and the energy seller. Excess power will be sold to neighboring regions.

To enhance the land transport sector, ways to improve the efficiency of front line service shall be explored. The Department of Transportation and Communications (DOTC) through the Land Transportation Office (LTO) shall allow three years registration to older vehicles. It shall likewise provide subsidy for those who will buy new cars. Pollution from car exhaust will be minimized. Vehicle licensing, registration and the review of licenses and registrations will be done through the internet. The LTO shall lead a “respect pedestrians” campaign. Drug testing shall be abolished. Instead, random drug testing among registrants shall be done. Vehicle plates should be able to identify the owner thus will lead to faster and better tracking of traffic violators. Very limited public parking will be made available in the urban areas. Restricted byways will be constructed in urban centers to be used by those who opt to go to work by bike or on foot.

To enhance the telecommunications sector, tax will be imposed on short message service (SMS). Cellular phone loads will not expire. To maximize coverage, cell sites will be integrated (i.e. one cell site for all carriers). Extensive broadband networks will be put up. Each local government unit at the municipality level shall use internet services. The internet will be used to provide government services. The government shall further encourage private sector participation in the development and implementation of ICT projects pursued under the BOT Law.

More business opportunities using the post office shall be explored such as the revival of the postal bank services where all deposits will be fully guaranteed by the government (i.e. no deposit ceiling). Money transfers, internet service, fax service, and other customer friendly services shall be promoted.

Infrastructure projects will be implemented with community participation so that the people will have a sense of ownership of infrastructure projects in their locality. Clustering of LGUs shall be promoted to make them more capable of fund sourcing and implementation of big infrastructure projects. This strategy could ensure effective coordination among towns and cities, avoid duplication of programs and projects, and speed up delivery of public and private sector services.

A draft regional development framework envisioning Bicol as a most livable region with a vibrant economy responding to the challenges of the global economy and climate change got the RDC’s approval during its November 18 full council meeting.

NEDA5 Director Romeo C. Escandor said that the draft framework for the successor plan was based on the assessment of the Bicol Regional Development Plan 2004-2010. It was refined during a stakeholders’ consultation workshop that involved representatives from the local government units and private sector organizations last October. The framework was further reviewed and endorsed to the RDC by the different sectoral committees of the Council.

With good governance at its core, the plan’s development scenario focuses on strengthening human resources, improving infrastructure facilities, increasing global competitiveness, sustaining economic growth, providing adequate social services, and managing disaster risks.

The regional development framework is consistent with the millennium development goals and the commitment to reduce the adverse impact of climate change.

Workshops will be conducted during the first quarter of 2010 to formulate objectives, targets, strategies, and major programs and projects anchored on the framework for Bicol 2020.

LEGASPI City, Albay – More than P150.18 billion had been invested by the Arroyo government in infrastructure from 2001 to 2009 to boost the tourism industry in the country, the Department of Tourism said.

In a report presented to the President, the DOT said P29.31 billion of the amount went to the improvement and construction of 42 airports; P8.76 billion to the improvement and construction of 108 seaports; and P1.23 billion to municipal ports.

At least P54.14 billion went to the construction of roads and bridges and P52.44 billion was invested on the South Rail project in Bicol.

Part of the infrastructure allocation went to the construction of five power plants that are part of the electrification program that has brought electricity to 16,637 barangays or 99.6 percent of barangays in the Central Luzon Super Region.

At least P3.1 billion also went to the bio-energy project in San Carlos in Negros Oriental, and P1.2 billion to the Bicol emergency power restoration program after typhoons Reming and Milenyo hit the region. There are at least seven more ongoing power-generation projects under the Central Luzon Super Region.

Government projects worth P557 billion have been erected from 2004 to 2009 to complement private sector investments, particularly in tourism facilities nationwide.

Press Secretary Crispulo Icban Jr. said the infrastructure projects are part of efforts to make the Philippines a "world-class tourist destination."

President Arroyo personally inspected some of the known tourist areas in Bicol. She also held an informal chat with local reporters in Donsol, Sorsogon and shared with them merienda of pancit, puto, suman, ginataang manok and hot chocolate.

The visit to Bicol is part of the Central Philippines Super Region legacy tour, the fourth in the five super regions legacy program.

"The tour will allow the President to see for herself the tourism developments and growth in these areas. Through this, the President can determine if certain policies need to be adopted to further support such developments," Tourism Secretary Joseph Ace Durano said.

The President, upon arrival at the Donsol Vitton and Woodland Resorts in Donsol Monday afternoon inquired about the glass boat rides which enable non-swimmers to view and enjoy the marine culture and diversity without snorkeling or diving. She was supposed to go butanding- or whale shark- watching but opted to just stay at the beach, relating that from a former zero-income town, Donsol has now become one of the top tourist destinations in the Bicol region.

From Sorsogon, the President went to Misibis island in Bacacay, Albay for another interaction with media members Monday night. She is flying to Puerto Princesa, Palawan today for a Cabinet meeting and then on to Malapascua Island in Cebu where she will do some shark- watching and diving early Wednesday morning. She would proceed to Bohol afterwards. – Jocelyn Montemayor

More likely the proposed location of "Bay City" is in Brgy. Balogo near PBN-DZMS radio station (side of the bridge), this area is a vacant lot.. if you're familiar in this area the other side of the river is Majingan, Balogo Sorsogon where the "Unifish" is located (seafoods processing)... this area I supposed is very near to the new Sorsogon City Hall...

ang bubong ng SM Savemore ay halos kasing laki ng bubong ng ICR and i think this is quite big for a supermarket already....much bigger than the metro supermarket i guess...what do you think guys?

If im not mistaken the property left of tahao road and opposite the terminal is already sold to Zaldy Co(hearsay only)..but its a huge track of land and very ideal for future BPO offices

LEGAZPI CITY, May 26 (PNA) – The Regional Development Council (RDC) has officially endorsed the Albay’s Guinobatan-Camalig-Daraga-Legazpi (GUICADALE) platform project during the full council meeting held here, Wednesday. Albay governor and RDC chairman Joey Salceda explained that the project consists of circumferential road and new arterial roads cascading from the urban center of Guinobatan, Camalig, Daraga, Legazpi City and Jovellar.

“The project was designed to encourage economic activities safe from the threats posed by Mayon volcano eruptions, lahar flows, flooding and tsunamis,” the governor said. According to him, this project will eventually realize the goal to make Mega Daraga and Metro Albay.

The expected benefits of the project include efficient access to the Bicol International Airport, safer relocation sites for families affected and threatened by typhoons, flood, Mayon Volcano eruption and tsunamis, newly economic investment opportunities, increased farm income through reduced transport costs, improved living condition through efficient access to health and welfare facilities, linkage of agricultural areas to the market centers and integration of the economies of Albay and Sorsogon provinces.

The proposed project will consist of 17 road sections, wherein 11 sectors will comprise the circumferential road and six section are arterial roads. The project will involve new road opening and improvement of existing ones having a total length of 109.3 kilometers. Salceda added that the estimated cost of the project is P854.2 million. Funding requirement for local roads and barangay roads is P739.5 million, while for the national roads is P114.7 million.

“It will benefit a total population of 187,314 covering the municipalities of GUICADALE,” Salceda said. The project is consistent with the Regional Physical Framework Plan in terms of land use, settlement and infrastructure planning. The provincial government of Albay completed the feasibility study of the project in July 2008. The Economic Internal rate of Return of the project is estimated at 23.65 percent while the net present value is P872.54 million. (PNA)

LEGAZPI CITY, May 31 (PNA)- A P1.2-billion investment package would spur social and economic activity in Albay and make the place a mega economic hub in Bicol in the next three years, the Regional Development Council (RDC) recently disclosed.

The RDC in its recent full council meeting endorsed to the National Economic Development Authority (NEDA) central office Albay’s GUICADALE Economic Platform with corresponding funding support.

Albay Governor Joey Salceda, concurrent RDC chair, in his presentation said the economic platform would serve as a physical framework strategy for the economic growth of the province which includes: the development of upland areas into a new suburban area; interconnecting the provinces of Albay and Sorsogon into a common economy for bigger domestic market and investments.

The project would be a principal intervention for disaster reduction by expanding areas for residential, commercial, industrial growth that is safer from disaster risks.

The provincial government of Albay completed the feasibility study of the project in 2008. Salceda said the Economic Internal Rate of Return (EIRR) of the project is estimated at 23.65 percent while the Net Present Value (NPV) is P872.5 million, which makes the project economically viable.

Salceda said the GUICADALE Project (Guinobatan, Camalig, Daraga, Legazpi) is an economic corridor that will consist of a circumferential road and new arterial roads to interconnect these urban centers and it’s surroundings to the Bicol International Airport, in Daraga town, the Philippine National Railways (PNR) South Central Station, the new regional center site and in various resettlements sites.

The project was designed to encourage new economic activities safe from the threats posed by Mayon volcano eruptions, lahar flows, floodings and tsunamis.

He said the critical component of the project includes: the ongoing construction of the P3.4-billion Bicol International Airport which is expected to be finished by 2013; PNR South Central Station; resettlement sites, providing safe houses and lots to 10,076 families at risk to Mayon eruptions and floodings; and the New Regional Center, an expansion project of regional offices of National Line Agencies at a 76-hectare lot in Daraga.

The proposed projects will consist of 17 road sections, of which 11 sections will comprise the circumferential road and six sections are arterial roads. The project will involve new road openings and improvement of existing ones, having a total of 109.3 kilometers.

Salceda said to complete the road project alone needs P854.2 million and it is expected to benefit a total of 187,314 residents in the towns of Guinobatan, Camalig, Daraga, Jovellar and this city. (PNA)

Not yet, but there are plans to develop a 200-hectare area along the boulevard into a new business district.

That looks really cool i had wanted to visit Legaspi last time i was there but due to the volcano, anyway that Daraga area looks great aswell a bit like Tagaytay or Baguio by the sea, sana improve din yun cargo port n train station .

Joey Salceda is pushing Legazpi and the neighboring town of Daraga to become Metro Albay, a grand project that will make the metropolis a corridor of massive development in the region even before the completion of Daraga International Airport in 2013. “The Metro Albay, which is the twin cities of Legazpi and Daraga, will be the new urban center and economic capital of Bicol in the countryside,” Salceda declared. “This is the biggest project in the Bicol region which will be set up here, wherein Albay is expected to be the booming borough under the Aquino administration,” he added.

The project is expected to create a robust economy as members of the Regional Development Council (RDC) under the National Economic and Development Authority approved Albay’s Guinobatan-Camalig-Daraga-Legazpi (Guicadale) platform project during the quarterly full council meeting here. This project involves new road openings and the improvement of existing ones with a total length of 109.3 kilometers. The estimated cost of the project is P854.2 million. The funding requirement for local and barangay roads is P739.5 million, while national roads require funds amounting to P114.7 million.

According to Salceda, the Metro Albay project matches the Guicadale platform project that consists of a circumferential road and new arterial roads cascading from the urban centers of Guinobatan, Camalig, Daraga, Legazpi and Jovellar. The project is designed to encourage new economic activities safe from the threats posed by Mayon Volcano eruptions, lahar flow, flooding and tsunamis. Moreover, this will also connect people to the Daraga International Airport.

“Once the Daraga International Airport operates in 2013, the Bicol region, especially Albay’s economy, will be rocketing [a] few years from now,” said Salcedo. The Metro Albay project is consistent with the Regional Physical Framework Plan in terms of land use, settlement and infrastructure planning provided by the RDC. This framework “serves as guide to decisions on how land and natural resources may be put to the most beneficial use for the people.”

The feasibility study was completed by the provincial government of Albay in July 2008. Based on the study, the project’s Economic Internal Rate of Return is estimated at 23.65 percent. Meanwhile, the net present value is pegged at P872.54 million. “This project will eventually realize our goals to make Mega Daraga and create Metro Albay. It will benefit a total population of 187,314 living within the remote and upland areas of the municipalities under the Guicadale,” Salceda beamed.

MANILA, Philippines—Philippine National Railways General manager Ower Andal told President Gloria Macapagal-Arroyo the resumption of the Bicol trips would “close the loop” linking the North and South Rail projects. He said that the PNR would resume train operations for Lucena City to the Bicol region by June 25.

The 50-meter San Cristobal Bridge is a vital part of the Northrail-Southrail Linkage Phase II that runs from Calamba to Lucena. Its completion facilitates the reopening of the Bicol train service, then called “Bicol Express,” from Manila to Ligao town in Albay province, according to the PNR.

The railway bridge was destroyed by powerful storms in 2006.

PNR managers also said that new commuter-type coaches would arrive from Japan next month to complement the regular train service from Tutuban in Divisoria, Manila, to Alabang, Muntinlupa City, and 40 to 50 new coaches for long trips to Bicol are expected in November.

After the PNR coach stopped over at its Bicutan station in Taguig City, Ms Arroyo hopped out, and boarded a bus for a “windshield inspection” of the completed elevated toll road between Bicutan and Sucat, a project of the South Metro Manila Skyway Project.

She was joined by businessman Manny V. Pangilinan, officials of Skyway, and developer Citra Metro Manila Tollways Corp. and DM Consunji Inc. TJ Burgonio

LEGAZPI CITY — Construction of Rizal (Barangay 24) road in is underway that would pave the way for more developments, boost economic activities, tourism, among others in his already budding business center in Bicol Region. Mayor Noel E. Rosal averred that the road network is one of the priority road expansion projects of the city government here not only in the business zones but also in far-flung barangays in this city.

Barangay 24 chief Abunda said that this site where the road is built was once an old silted and squatter area, but through the effort of the administration of Rosal this is now one of the idyllic places in the city with prospects of providing opportunities to residents improve their quality of life. An exultant Abunda likewise said that this is a big stroke of luck for the barangay residents first and foremost because all the affected residents by the construction of the road are now provided with their respective residences which can claim their own in relocation sites.

sana isama sa improvements and street lights sa legazpi. masyado pa rin madilim yung ibang streets kapag gabi.

pagtuunan na rin ng local government ang mga abusadong tricycle drivers. kung maningil masyado mataas, lalo na kapag nakikita nila na dayuhan ang pasahero. terminal hanggang gaisano area naniningil ng P30 - P50.

last night, punta ako sa tahao road, around 7pm. paglabas ko sa savemore, sakay ako jeep byahe daraga-tahao road-arimbay route papunta sana rawis para balikan tung sasakyan ko. Pagdating ng gaisano, hindi na daw dederetso rawis. cutting trip na agad, ang aga pa. sana aksyonan naman nila ganitong mga gawain sa Legazpi City.

sana isabay sa enhancement ng city ang street lights, masyado pa rin madilim ang ibang streets. pag-aralan naman sana yung existing street lights. maganda ang designs pero kulang naman ang liwanag na ibinibigay. sayang ang energy cost ng city para dito.

Isa pa sa problema ng city yung mga tricycle driver na abusado. kung maniglil lampas sa leeg. lalo na kapag nakikita nila na dayuhan sa legazpi pasahero. minsan bumaba ako sa terminal (tahao road), nagmamadali ako papuntang office kasi medyo late na ako, sinisingil ako ng P50 papunta rawis. akala siguro nun engot ako sa legazpi. purke ba bumaba ako sa bus at my dala bag, akala siguro nun maloloko nya. eh, paano na lang yung mga dayuhan/turista dito. kawawa naman. nasisira tuloy ang imahen ng city. isama na rin ang mga jeep na mahilig mag cutting trip, especially yung mga byahe daraga-legazpi-rawis. ginagawa na nila terminal ang gaisano, instead na dumeretso byahe, ibababa ka sa gaisano.dagdag gastos tuloy. lilipat ka, bayad ka ulit ng minimum papunta sa raws from gaisano.

sana isabay sa enhancement ng city ang street lights, masyado pa rin madilim ang ibang streets. pag-aralan naman sana yung existing street lights. maganda ang designs pero kulang naman ang liwanag na ibinibigay. sayang ang energy cost ng city para dito.

Isa pa sa problema ng city yung mga tricycle driver na abusado. kung maniglil lampas sa leeg. lalo na kapag nakikita nila na dayuhan sa legazpi pasahero. minsan bumaba ako sa terminal (tahao road), nagmamadali ako papuntang office kasi medyo late na ako, sinisingil ako ng P50 papunta rawis. akala siguro nun engot ako sa legazpi. purke ba bumaba ako sa bus at my dala bag, akala siguro nun maloloko nya. eh, paano na lang yung mga dayuhan/turista dito. kawawa naman. nasisira tuloy ang imahen ng city. isama na rin ang mga jeep na mahilig mag cutting trip, especially yung mga byahe daraga-legazpi-rawis. ginagawa na nila terminal ang gaisano, instead na dumeretso byahe, ibababa ka sa gaisano.dagdag gastos tuloy. lilipat ka, bayad ka ulit ng minimum papunta sa raws from gaisano.
Naiintindihan ko ang sitwasyon mo at batid ko rin na nangyayari talaga yan, kahit sa ibang dako ng pilipinas nangyayari po din ang mga masasamang pang uugali kaya lang unahin natin na maresolba ang mga pangit na gawain ng ilan sa ating kababayan upang sa ganoon ay hindi tayo mapahiya sa mga turistang bumibisita sa ating lugar. Bicol PNR test run arrived this morning at NAga City. This was the first trip after 4 years of being isolated from the manila main line. PNR is under general renovation. Lets support and patronize train services of PNR to give them additional revenue. hoping that regular train service for public will resume ASAP.

And we expect the project to be completed by within 2012 or early 2013. The Regional Development Council has also organized the Old Legazpi Airport Site Redevelopment Committee to study the best use development for the old airport site.

The City Government of Legazpi is expected to open its modern P43-million Sanitary Landfill Facility located in Barangay Banquerohan in August this year. The open dump site will be closed after the opening of the sanitary landfill. Mayor Noel E. Rosal, the outgoing city mayor, made this announcement during a simple on-site ceremony held last June 25. City government officials, barangay council members and the local media motored to this southern barangay, 22 kilometers away from the city proper, to visit the site.

The Sanitary Landfill Facility has been constructed on a 1.5- hectare lot here. The project was financed with a 1.5 million euro grant from the Agencia Española de Cooperacion Internacional para el Desarollo (AECID) or the Spanish Agency for International Development.

The sanitary landfill consists of two concrete cells where the non-recyclable materials and special wastes will be deposited and covered with soil, an administration building, a park and a motorpool.

The concrete cell will have a life span of five years. Mayor Noel Rosal said that the implementation of a sanitary landfill facility is mandated by RA 9003, otherwise known as the Ecological Solid Waste Management Act of 2000.

In support of RA 9003, the City Government also enacted City Ordinance No. 0017-2009 providing for mandatory segregation of biodegradable wastes from the non-recyclable materials.

He said that only about 30% of all the garbage in Legazpi City classified as residual will go to the sanitary landfill while the rest could be recycled or manufactured into compost fertilizer.

He reminded all Legazpeños that eco-aids or collectors will not collect garbage unless they are segregated. Rosal added that all the garbage bins in the city will be withdrawn. Residents may deposit their segregated wastes at the barangay drop off centers,

Salve Corall, head of the Office of the City Environment and Natural Resources (OCENR) which is implementing the Ecological Solid Waste Management Program said that all the garbage bins will be withdrawn effective July 15.

Among those present during the briefing were Mayor-elect Geraldine B. Rosal, wife of the outgoing mayor, Councilor-elect Melissa Abadeza, Councilors Raul Rosal, Cerilio Chan, Alex Sy, and Phil Ruivivar and Lea F. Cea of AECID who discussed the livelihood component of the project.

Earlier, Roderick Abache, a staff of OCENR, briefed the barangay officials on how to turn biodegradable waste materials into compost or organic fertilizer. The touring barangay officials had visited the shredding facilities of OCENR at the City Public Market and the composting plant at Brgy. San Roque.

Bicol Region, specifically the western part of Albay province, is poised for rapid progress with the expected completion of Ligao-Pio Duran Road Improvement Project, Contract Package 1 under the Arterial Road Links Development Project, Phase V of the Japan Bank for International Cooperation (JBIC). The project is being implemented by the Project Management Office- Philippine Japan Highway Loan (PMO-PJHL) of the Department of Public Works and Highways.

“Known business corporations have manifested interest to invest in our town,” said Pio Duran Mayor Dante Arandia who joined the project inspection recently conducted by the Project Director Maximo Carvajal, Engr. Vicente Miraballes, In-Charge of Regional PMO and Ms. Grace de Leon, one of the project contractors.

According to Mayor Arandia, majority of his constituents depend on marine and agricultural industries for their livelihood and the completion of Ligao-Pio Duran Road will most likely boost the economy not only of Pio Duran but also its neighbouring towns.

“We are constantly monitoring all DPWH major infrastructures that are implemented under our jurisdiction,” said DPWH 5 Regional Director Danilo Manalang in an interview. “With the fast-phased work activities at the project site plus the assurance of Director Carvajal to double their efforts during workable weather conditions, we are confident that the project will be completed ahead of schedule, the director added.

The project is now 42% complete, ahead by 23% compared to its scheduled accomplishment rating. This P121.9 Million road improvement project involves construction of 5,240 linear meters of Portland Concrete Cement Pavement (PCCP), improvement of road shoulders, construction of drainage and slope protection works and installation of road safety devices. The project is scheduled for completion by July next year.

This is a long awaited Estanza Road going towards Gabawan in Daraga. The other and opposite direction of the road will be going to Taysan and all the way to Puro and Legazpi Boulevard. Now we are talking. Ample of lands in this area for residential and commercial developments were spring water sources are available. I call on the City and Provincial government to continue developing this area. My first suggestion at this point, is to make Estanza (it's highest point) a tourist spot for the spectacular view of Daraga, Old Albay, Legazpi City, Albay Gulf and Mt. Mayon. Perhaps Leonardo would like to see this view.

Now we are talking. Ample of lands in this area for residential and commercial developments were spring water sources are available. I call on the City and Provincial government to continue developing this area. My first suggestion at this point, is to make Estanza (it's highest point) a tourist spot for the spectacular view of Daraga, Old Albay, Legazpi City, Albay Gulf and Mt. Mayon. Perhaps Leonardo would like to see this view.

Gov’t considers revival of train line to Bicol

MANILA, Philippines—The government is considering the revival of the train line from Metro Manila all the way to Bicol by next year—a project seen as instrumental to the growth of the Southern Luzon economy.

Newly appointed Philippine National Railways (PNR) head Jun Ragragrio said in an interview that the rehabilitation of the train line to Naga City, which is estimated to cost P500 million, would be one of his main objectives.

“By next year, we hope to have at least two trains a day making the trip from Manila to Bicol,” he told the Inquirer.

“I want to finish the reopening of the South Line up to Naga City, or hopefully, even as far as Legaspi,” he said.

At the moment, the PNR manages a passenger train line from Tutuban in Manila to Alabang in Muntinlupa. The PNR also runs a train line from Alabang to Biñan, Laguna.

Only two million passengers use both train lines a year. This pales in comparison to the overhead train systems in Metro Manila—the two Light Rail Transit (LRT) lines and the Metro Rail Transit (MRT) along Edsa. The three commuter train lines carry an average 1.2 million passengers a day.

The PNR used to operate a 479-kilometer line from La Union to Bicol, but decades of neglect and problems with informal settlers near the railroad tracks led to the deterioration of services.

The train service to Bicol was terminated in 2006.

Transportation Undersecretary Glicerio Sicat said the extension toward Southern Luzon would complement the PNR’s NorthRail project, which will rehabilitate the train line going up to La Union.

The first phase, which will stretch 42 kilometers from Caloocan to Malolos City, Bulacan, is under construction.

Sicat said the rehabilitation was about 22 percent done.

“The target is to be able to ship cargo and passengers using the trains,” Sicat said, noting that this would reduce congestion on the roads and make moving cargo cheaper and more efficient.

Bicol gets P76-M fishery, farm projects
BICOL REGION has received P76 million worth of fishery infrastructure and farm projects, the Agriculture department said in a statement yesterday.

Agriculture Secretary Proceso J. Alcala inaugurated four fishery facilities in Camarines Sur worth P60 million which were funded under the RP-Japan Increased Food Production program. The facilities consist of a laboratory, a feed mill, a fish processing plant, as well as a training center and dormitory, the statement read.

The facilities were built at the Regional Freshwater Fisheries Center of the Department of Agriculture’s Bureau of Fisheries and Aquatic Resources (BFAR) at Barangay Fabrica in Bula, Camarines Sur.

At the same time, the department will be funding P16 million worth of farm and fishery projects and farm equipment for farmer associations and cooperatives and to local governments.

These consist of livelihood projects, three trading centers and cold storage facilities, 25 barangay bagsakan centers, three hand tractors with trailers, two palay threshers with blowers, two four-wheeled tractors, 15 collapsible tarpaulin grain storage tents, 25 tunnel-type greenhouses with drip irrigation facility, and three packing houses.

"[Mr. Alcala] urged [BFAR] officials and staff to optimize the use of the facilities to teach more Bicolano fishermen to adopt modern and sustainable production and processing technologies so they could produce and earn more," the statement read.

Mr. Alcala said in the same statement that BFAR will establish more mariculture parks, which are used for fish farming, in coastal areas in Bicol in partnership with local governments.

Under this thrust, fishermen can rent to own fish cages through loans from state-owned Land Bank of the Philippines.

The mariculture park project was first launched by BFAR in July 2001 to promote fish farming as an alternative to the more conventional modes of fishing which have depleted stocks in the country’s waters -- a development that now threatens communities that still rely on conventional fishing.

MANILA, Philippines – An official of the Philippine National Railways (PNR) admitted Thursday that it still doesn’t have the capacity to expand operations from Manila to Bicol even if commuters are largely banking on the train facility as an alternative means to go to the provinces in the south in the wake of the looming toll hike at the South Luzon Expressway (SLEx).

PNR Operations Manager Estelito Nierva said aside from refurbishing the 10-sleeper coaches donated by the Japan Railway East for the PNR’s interprovincial operations, PNR engineers are still rehabilitating the train tracks leading to the provinces to ensure safe and competitive operations.

“So far, only the commuter services from Tutuban in Manila to Biñan in Laguna are commercially available. We are still in the process of repainting and putting protective screens in the sleeper coaches that will be used for the trips going to Bicol. We are also strengthening the train tracks to ensure safety of operations and to make the train trips competitive with bus trips in terms of travel time,” he said.

Nierva admitted receiving heightened calls from commuters after the Supreme Court lifted the temporary restraining order it earlier issued against the SLEx toll hike. Since the implementation of the toll hike is only awaiting the green light from the Toll Regulatory Board (TRB), commuters have been anticipating the consequent fare hike in provincial bus trips.

MANILA, Philippines—The train service that can take travelers from Metro Manila to Naga City in under 10 hours is set to make a comeback in the next few months, promising to help the Bicol Region maximize its immense potential for economic growth.

The state-run Philippine National Railways (PNR) has been working on the Manila-Naga rehabilitation since the start of the Aquino administration.

Following a test-run earlier this month, the PNR on Wednesday declared that the dream of reviving the fabled “Bicol Express” could soon be a reality.

“In my assessment, the Bicol test-run we conducted was 95-percent successful and we are nearing our objective to put back in operation the commercial PNR trips to the Bicol region,” PNR General Manager Junio Ragragrio said.

“We were delighted to reach Naga City from Manila in less than 10 hours. We were even more in high spirits on our return trip to Manila the following day since it only took us nine hours going back,” he said.

Ragragrio said the 10-hour mark had become the PNR management’s yardstick because it takes an average of 10 hours to get to Bicol from Manila by bus. Making it in less time means the PNR train service can become an alternative means of transport for people who cannot afford to go by plane.

He said the resumption of the Bicol Express would open doors of opportunities ranging from boosting local tourism to stirring up economic activities in Southern Luzon.

The popular tourist destinations in the Bicol area include the Camsur Watersports Complex (CWC) in Camarines Sur. Mayon Volcano, known for its near-perfect cone shape, is also in Bicol.

Another eco-tourism destination is the town of Donsol in Sorsogon, where tourists are able to swim with whale sharks.

Ragragio, who hails from Naga City, added that several projects were on the table for the Bicol Express route, including the renovation of several train stations traversing the provinces of Laguna, Quezon, Camarines Sur and Albay.

“The PNR would like to be among the major catalysts and a partner in the further development of the country connecting provinces via a comprehensive railway system,” he said.

“The railways system during the early growth of this nation during the Spanish and American times was the very backbone of social and economic progress. It was done before and it can be done again,” he said.

The test-run was conducted during the weekend using a newly refurbished locomotive train with several tourist-class coaches and covered a distance of more than 400 kilometers.

Ragragrio said he personally supervised the test.

Earlier, Ragragrio said PNR would spend P1.8 billion for the rehabilitation of the train line. About P200 million would go to the acquisition of new trains and rehabilitation of existing ones.

The rest would be spent to fix the 400-kilometer stretch of track from Manila to Bicol that had deteriorated and become unusable in the past few years due to neglect.

He said train cars donated from Japan called “sleeper coaches” were used during the test-run to check its journey worthiness. All train coaches in the Bicol Express will be air conditioned, he said.

Also included in the test-run was a locally refurbished passenger coach with several reclining chairs with a fit and finish comparable to imported train cars. It has better amenities to compete with imported first-class air-conditioned bus.

“We are offering three classes of train cars once we start operations of the Bicol Express. We have the tourist class where we have reclining chairs with more leg room compared to commercial buses,” Ragragrio said.

He said these newly installed amenities should help attract more passengers to use the train line, which he sees as a better alternative to busses.

Other amenities include widescreen LCD monitors with state-of-the-art sound system to allow passengers to comfortably watch movies during the long trip.

“We also have two types of sleeper coaches. One is a family suite that is good for a family or ‘barkada’ of four to six persons. And we also have the executive class for passengers who would like extra privacy during the lengthy tour, and part of the attraction is the inclusion of a dining car with an ambiance of first-class restaurant,” Ragragrio said.

San Andres, San Miguel launch eco-park projects
VIRAC, Catanduanes, July 8 (PIA) -- The municipalities of San Andres and San Miguel in Catanduanes formally launched last week the establishment of ecology parks in their respective areas.

For the efforts of the said towns, Department of Interior and Local Government (DILG) Regional Director Blandino Maceda said that two projects are proofs of how the executives of local government manage their towns.

The said grants are only given to LGU which excel in local governance, have good partnership between the executive and legislative branches, and shows managerial effectiveness and efficiency.

San Andres received P3.5 Million from Agencia Española de Cooperación Internacional para el Desarollo (AECID) and provided P1.2 million as counterpart fund while San Miguel got P2 million paired with P1.05 million in local funds. AECID is the Spanish agency responsible for international development cooperation and was created in 1988 as the administering body for Spanish international co-operation policies within the Office of the Secretary of State for International Cooperation under the Spanish Ministry of Foreign Affairs and Cooperation.

With the two towns enforcing a no-segregation-no-collection ordinance, the eco-parks would process biodegradable, recyclable and residual wastes.

It would feature a Materials Recovery Facility as well as composting plots and other livelihood projects such as converting styro into usable materials and CHB making use of residual waste. Most of the funding will go tot he construction of the MRF and the acquisition of equipment.
