Are they planned to be done before 2010 Olympics or there will be construction going on during the games?

well if the projects are being built for the 2010 games ..... Id sure hope they'd be ready in time for them or they'd be a big waist of time...

I'm talking about the buildings in downtown, or any other development in other areas of the city (building, tower, center, etc.)...not the projects for Olympics.

The Ritz Carlton Hotel is one building that will be under construction.

Well Vancouver's not going to be like Beijing where all construction projects must be completed already and cranes taken down so as to not have scenes of construction during the Games. There is still going to be a lot of construction (ie. Ritz-Carlton) in and around downtown.

The Georgia and Patina skyscrapers will also be under construction during the Olympics.
