Anyway basically its talking about scraping New Murree Rs30 billion project after 5 years of court wranglings and NGO & ther environmentalists objections. The project was for the elite with world class facilities resort but would have had an adverse effect on already overcrowded murree as it would have developed 25% of the land earmarked for project. Next reworked project has to much easier on the environment of murree.

Now go back to smooching your floosies! jk

Does anyone disagree with this decision? The region doesn't have good enough infrastructure surrounding it and this project would've just put a further strain on it.

I would like to see them invest 1/5 of the amount on making Murree a greener/cleaner weekend getaway for Pakistanis in the region, or at least do things that don't cost much money, like restricting pollution or the types of businesses that can operate within a 10km radius. The air quality there has gotten noticeably worse and Isloo/Rawalpindi residents are driving further to Mingora/Swat instead, which of course also worsens air quality.

MUZAFFARABAD, July 14: Pakistan Cricket Board (PCB) on Monday formally took over the control of Quaid-i-Azam International Cricket Stadium in Azad Kashmir’s lakeside city of Mirpur to promote first class cricket in the region, officials said.

The stadium which falls under the administrative control of Mirpur Development Authority (MDA) has been built at a cost of Rs140 million from internal resources and has played host to some international and national sporting events in the past.

MDA officials said the stadium had been handed over to the PCB in line with a decision of the AJK government so that the country’s controlling authority of cricket could hold national and international matches there.

The officials said the stadium had been given to PCB on rent initially for 30 years. Apart from the playground, all four pavilions and car-parking lot of stadium will also be under the control of PCB which will gradually install electronic scoreboard, floodlights and all other allied facilities - prerequisite for any national and international limited-over or test match of senior and junior teams.

A five-member committee comprising two officials of the PCB and one each official of MDA, District Cricket Association and the AJK Sports Board will jointly look after the stadium for smooth management of events.

The MDA, officials said, would be able to use the stadium for 30 days in a calendar year and under the agreement 260 of its 16,000 seats would be in the MDA’s control during all national and international cricket events.

The handover was formalised through an agreement signed by PCB’s chief operative officer Shafqat Naghmi and MDA chairman Dr Mohammad Amin Chaudhry on behalf of their organisations at a hotel in Mirpur. AJK senior minister Malik Mohammad Nawaz was chief guest on the occasion.

Apart from the signatories and the chief guest, the ceremony was also addressed by Shakil Ahmed Sheikh, member PCB’s Governing Body, Regional General Manager North Hateeb Rizwan, AJK ministers Chaudhry Mohammad Yousaf and Col (retired) Raja Nasim Khan and AJK prime minister’s adviser Naheed Tariq.

Plan to air-link Mirpur with rest of the world (http://www.brecorder.com/index.php?id=766377&currPageNo=1&query=&search=&term=&supDate=)

MIRPUR (July 09 2008): AJK government is contemplating to air-link Azad Jammu Kashmir's fast expanding model city of Mirpur with rest of the world through the establishment of an international airport in order to provide direct air travelling facilities to the people of Mirpur, official sources said.

Prime Minister Sardar Attique-led AJK government has already decided to establish an airline of Azad Jammu and Kashmir with the name of Kashmir Airline besides the emergence of a full-fledge international airport in Mirpur with the major involvement of the private investment, the sources told APP here Tuesday.

The proposed Mirpur International airport would provide direct air travelling facilities to the overseas Kashmiris, including UK-based settlers hailing from the area, to their ancestral town of Mirpur. A bright potential is already available in the area to materialise the plan, which would indeed, prove to be the strong source of the local economy of AJK, the sources added.

Highlighting various other development projects proposed to be launched in Mirpur under a phased programme during the current fiscal year 2008-09, the sources said that a mega Industrial zone was also being established over an area of 15,000 kanals of land in Mirpur for the speedy industrialisation of AJK. It would also help to encourage the economy of self-reliance in the area.

RAWALPINDI: The government is launching development projects for the rehabilitation of Muzzafarbad which was hit by earthquake in 2005, said Federal Kashmir Affairs and Northern Areas Minister Qamar Zaman Kaira.

He was addressing at a photographic exhibition of 2005 earthquake photographs by photojournalist Amjad Hussain at the Rawalpindi Arts Council Rawalpindi on Tuesday.

Kaira said that the government was committed to resolving Kashmir's issue. He denied the allegations that the PPP federal government was trying to destabilize Azad Kashmir government.

The minister said that government had prepared plans for the development of district Bagh, Muzzafarabad which would be completed with Rs 200 billion.

Kaira said that media played a pivotal role in the rehabilitation process after the earthquake as its members invited the global community to help quake victims.

He invited the people who could not receive help from the government after the earthquake and said that government would make every effort to sort out their problems.

He said Pakistan was fighting war on terror for to make sure its sovereignty. He said legislators and general public were being targeted by the terrorists.

The minister said that PPP led government had given briefing to heads of all major political parties over the security and today parliament was getting so.

Amjad Hussain, a photojournalist, presented 300 photographs in the exhibition. On this occasion, Baitul Maal MD Zamurd Khan, MNA Hanif Abbasi, MNA Malik Abrar, MNA Haji Pervez Khan, MPA Malik Yasir, MP Raja Hanif and PPP executive council member Qazi Sultan Mehmood were present.

Abida asks media to avoid speculative comments: PPP central leader Syeda Abida Hussain has asked journalists to avoid speculative comments on the proposed discussion during an in-camera joint session of parliament.

She said that some issues were kept secret for the sake of national interests. She said that some matters should not be discussed openly due to their sensitivity.

She said the parliamentarians would be briefed on the law and order situation and country's position with regard to war on terror. The parliamentarians will extend their point of view to evolve a joint national strategy, she added.

She said Pakistan in the prevailing conditions couldn't afford isolation from the international community and those who are sailing on the waves of emotions should review their approach.

She said the majority of the tribal people are patriot Pakistanis but there are some foreign militants and their local supporters who are engaged in anti-state activities.

To a question, she said that the PPP had called the session of its working committee after the joint session of parliament and hopefully the other parties would also follow the suite to have the input of their members to evolve a consensus approach on the sensitive national issues.

Excavation of 47-kilometer long network of tunnels, one of the main works of 969 MW Neelum Jhelum Hydroelectric Project (NJHEP), started at project site near Muzaffarabad in Azad Jammu and Kashmir (AJK). The tunnel network is meant for diversion of the Neelum River water to outfall into the Jhelum River near Chattar Kalas.

NJHEP General Manager Hasnain Afzal and representative of Islamic Development Bank (IDB) witnessed the blasting of rocks for excavation. Neelum Jhelum Project is of immense importance, as it would inject low-cost hydel electricity in National Grid. IDB and other Middle East donors had already consented to finance the project.

The contract for NJHEP was awarded to Chinese consortium comprising China Gezhouba Group Company and China Machinery Import and Export Corporation. Construction works like access roads, offices and colonies for contractor and consultant was started last year. The main works of the project have started with the tunnel activity. It is pertinent that the total cost of the project has been estimated at Rs 130 billion. On its completion, the project will contribute 5.15 billion electricity units annually to the National Grid.

Pakistan may get a loan amounting to $948 million from China, Saudi Fund for Development and Islamic Development Bank (IDB) which would be adequate to meet 58 percent of the total cost of the 969MW Neelum-Jhelum Hydropower Project. Sources told Business Recorder that Pakistan would receive $448 million from China under Pak-China co-operation in hydel power generation agreement recently signed between the two countries during President Asif Ali Zardari visit.

The other two financiers IDB and Saudi Fund for Development have also committed $300 million and $200 million respectively. Pakistani and IDB officials are expected to hold meetings by end of Feb 2009 to finalise the modalities of the deal. The construction contract of the project has already been awarded to a Chinese company and the work is in progress.

The project cost is Rs 128.4 billion and Pakistan is seeking assistance from different countries to meet the cost of the project, sources added. Sources said the government has also requested Kuwait Fund for Development and Abu Dhabi Fund for Development to provide financing to carry out Neelum-Jhelum Project.

The government recently arranged the visit of representatives of these funds to visit the site of the project. The Water and Power Development Authority chairman also visited the site along with the delegation. The project is located in the vicinity of Muzaffarabad in Azad Jammu and Kashmir. It envisages the diversion of water of Neelum River through a tunnel into Jhelum River. The government had also imposed 10 paisa per unit surcharge during last year to be charged to electricity consumers to generate financing for the project. The project would be completed with Chinese assistance in eight years and officials described it as another symbol of Pak-China friendship.

The representatives of Funds were informed that Pakistan was currently facing power shortfall and the Neelum Jhelum Project would help meet the shortfall. The Pakistani authorities said that a power project would greatly help the government to meet its energy requirements, badly needed for economic development of the country.

The construction of Neelum-Jhelum Project would enable Pakistan to get water usage rights and any further delay in construction of the said project would allow India to use water for power generation under the Indus Water Treaty brokered between the two countries by the World Bank.

Saudi Public Assistance for Pakistan Earthquake Victims (SPAPEV), an organisation working under the supervision of Saudi Interior Minister Prince Naif Bin Abdul Aziz Al-Saud, has completed construction of 4,000 pre-fabricated houses, seven basic health units (BHUs) and many girls and boys schools in the NWFP and Azad Kashmir areas battered by October 8, 2005 earthquake.

This was stated by SPAPEV Regional Director Dr Khalid M Al-Othmani in a statement issued here on Wednesday.

Al-Othmani said soon after the October 8, 2005 earthquake ravaged Azad Kashmir and parts of NWFP, custodian of two holy mosques King Abdullah Bin Abdul Aziz Al-Saud had announced an emergency aid package valuing millions of dollars for the relief and rehabilitation of the people of the calamity-hit region.

The SPAPEV official said his organisation had so far completed 4000 pre-fabricated houses in Balakot at the cost of $18.5 million to settle the displaced families, while another big housing project of this kind worth $22 million was fast nearing completion in Bagh and Muzaffarabad. He further said a project of seven BHUs at Muzaffarabad and Abbottabad was in the final stage of completion and its cost was around $2 million.

Chairlift to be installed in Kohistan

Staff Reporter

ISLAMABAD: Government is charting out a plan to install chairlift service in the inaccessible flood hit areas of Kohistan region to provide food, medicine and shelter to people stranded in water.

Pakistan Disaster Management Authority chief Shakeel Qadir told BBC that the government has failed to reach valleys of Kandia, Dubair and Suport and provided food items in Dubair valley by walking on foot.

Some heli-drops have been made in Kandhia valley. Now we are trying to install chairlift in these difficult valleys to provide food and other necessary items. He said that 550,000 families consisting of over 3.9 million people have been affected in recent rains and floods. He further said that Kohistan, Swat, Charsadda, Nowshehra, Dera Ismail Khan and Taank had been adversely affected by floods. Shakeel Qadir said that neither the government nor the aid agencies had yet an access to some parts of district Kohistan for relief operation.

He maintained that over 400,000 out of total 600,000 population of district Kohistan had been affected by recent floods in the country.

Prime Minister Syed Yusuf Raza Gilani Monday inaugurated the Shaikh Khalifa Bin Zayad Al-Nayhan Hospital in Rawlakot, financed by United Arab Emirates for the earthquake affected people. “This hospital, besides being a symbol of hope and new life for the people of Rawalakot and other earthquake affected areas of Azad Jammu and Kashmir, epitomizes the time tested friendship between the brotherly peoples and governments of Pakistan and the United Arab Emirates,” Prime Minister said at the inauguration ceremony.

The Shaikh Khalifa Bin Zayed Al-Nayhan Hospital, a 250-bed institution that will serve a population of 500,000, is one of many projects funded by the United Arab Emirates, not only in the earthquake affected areas but across Pakistan.
Prime Minister Gilani said the United Arab Emirates has also surfaced as a philanthropist state, a reputation well earned in light of its assistance to third world countries.
He acknowledged that the generous support and help extended by the friends of the United Arab emirates, as usual being in the forefront, which he said would alleviate the suffering and hardships of the hapless victims of the October 2005 earthquake.
Gilani said Pakistan and the United Arab Emirates have always enjoyed exemplary relations, based on our cultural affinities and values. Over the years the UAE has emerged as one of our most valued economic and trading partners.
He said during a brief tour of the hospital premises, he observed world class healthcare facilities, another landmark in this emerging commercial capital of AJK.
He expressed the hope that Shaikh Khalifa Bin Zayed Al-Nayhan Hospital will address the growing demand for efficient healthcare, as a multi-specialty hospital.
He said it was appreciable that this project had been financed solely through charity.
He paid tribute to those who lost their lives and those who lost their loved ones in the earthquake, to whose memory this hospital was dedicated.
He urged the medical and paramedical personnel to exhibit deep sense of commitment to ensure the well being of the community they serve.
“It is, therefore, very satisfying that this Hospital, a symbol of compassion and philanthropy, is inspired by a larger commitment to the humanity. We have great hopes that this facility will emerge and maintain its reputation as a premier hospital,” he said.
He said the issue of lack of qualified medical and paramedical staff after the earthquake must be addressed and stressed the need for training of nurses and doctors.
Gilani reiterated the pledge of his government to stay the course till the complete rehabilitation of all the earthquake-hit areas.
The ceremony was attended by Raja Zulqarnain Khan, President of AJK, Sardar Atique Ahmed Khan, AJK Prime Minister, federal ministers, Hamid Yar Hiraj, Chairman ERRA and Lt Gen Muhammad Haroon Aslam, Deputy Chairman ERRA.

Gilani announces airport for Mirpur city

Prime Minister Syed Yusuf Raza Gilani Monday announced an airport for the Mirpur city, saying that it would prove a milestone for the development of area and people. Addressing a public gathering here, Prime Minister Gilani asked the government to allocate funds for the mega project. Gilani vowed to follow the vision given by two Shaheeds of Pakistan Peoples Party Mohtarma Benazir Bhutto and Zulfikar Ali Bhutto and said it would work to protect all wings of the party that were striving to preserve the party ideology.

“This mission will continue,” he said, adding the party will support the people of Kashmir.

Gilani, who earlier inaugurated a number of mega development projects worth over Rs 7 billion said it would usher in an era of development and progress in the area.

He said the Mirpur University of Sciences and Technology (MUST), Benazir Medical college and the bridge across the Mangla Reservoir would go a long way in improving the living standards of the people of Pakistan.

Gilani recalled that the Mangla Dam raising project would help the country meet its urgent energy needs.

He announced a university for Information Technology in Mirpur and said the federal government would provide the funds for the campus, and asked the Azad Kashmir government to provide land for the project.

Prime Minister Gilani lauded the role of media and announced Rs 10 million for the Mirpur Press Club.

He also directed an end to unscheduled loadshedding so as to ease the problems of the people.

He announced shifting of Radio Tarar Khal from Rawalpindi to Azad Kashmir.

Gilani lays foundation stone of MUST

Prime Minister Syed Yusuf Raza Gilani Monday laid the foundation stone of Mirpur University of Science and Technology (MUST) with the allocation of Rs. two billion and urged the students to work hard to overcome the challenges confronting the country. Addressing the gathering the Prime Minister urged the aspiring scientists of the challenges that lie ahead and asked them to be aware of local, regional and global contexts within which they would be required to make informed and intelligent decisions.

“They must keep the development needs of their country in view and become a facilitator in this regard,” Prime Minister Gilani told the gathering that was also attended by Minister for Kashmir Affairs Manzoor Ahmed Wattoo, Minister for Information and Broadcasting Firdous Ashiq Awan, Minister for Science Changez Khan Jamali, President AJK Sardar Muhammad Yaqoob Khan and Prime Minister AJK Ch Abdul Majeed, Vice Chancellor of Mirpur University of Science and Technology Prof. Engr. Naib Hussain Chaudhry.

Large number ministers, advisors, Members of Kashmir Council, members of AJK Legislative Assembly, Parliamentarians, senior officials and notables of the area also attended the event where the Prime Minister also inaugurated PTV’s Bhimbar Rebroadcasting Station.

He was appreciative of the large remittances that the people from Azad Kashmir, living abroad were sending and said the government would do its utmost to provide best possible facilities to the masses.

Prime Minister Gilani announced Rs 70 million for the operationalisation of the Poonch Medical college established by the government of UAE and said these would be provided in two installments; during the current and the next financial years.

He directed the Information Minister to shift Radio Station Tarar Khal, was operating from Rawalpindi to Poonch.

Gilani said his every visit to Azad Jammu and Kashmir gives him a sense of satisfaction and revives the deep-rooted emotional and spiritual bond between the people of Pakistan and Azad Jammu and Kashmir.

He appreciated the unwavering determination and resolute will of the people to build back better after the devastating earthquake and floods that hit the whole of AJ&K a few years ago.

Ever since coming into power, the development of AJ&K and service to its people has been on the top of the democratic government’s agenda.

“I have always taken personal interest to make sure that rehabilitation of the earthquake and flood-hit areas does not get affected and necessary resources continue to be released for the completion of rehabilitation projects,” the Prime Minister said.

He said majority of portfolio projects have been completed, while others were at various stages of completion.

“It has been my endeavour to focus on reconstruction of educational and health facilities, which were badly damaged by the earthquake and devastating floods,” the prime minister said.

The prime minister said, “love for the people of AJ&K runs through the blood of every Pakistani. Our succeeding generations would remain steadfast to this relationship of love and brotherhood.”

He recalled that Pakistan People’s Party was founded on the issue of Kashmir and assured the Kashmiris that the government of PPP will keep their welfare close to its heart.

He said the world was changing at a fast pace and the globalization has paved way for new rules of the game, that would define global economic and political structure. These changes have significant bearings for the entire world including Pakistan, he added.

In this context the prime minister said, “we need fresh energy, dynamism and innovation to think out of box and find a place for ourselves in this vibrant global order.”

Gilani called for focusing inward and strengthening domestically and pointed that internal strength always comes from the institutions.

He said the present democratic government has worked for the empowerment of the institutions.

He quoted Quaid-e-Azam Muhammad Ali Jinnah who urged the students that; “You must concentrate on gaining knowledge and education. It is your foremost responsibility. Political awareness of the era is also part of your education. You must be aware of international events and environment. Education is a matter of life and death for our country.”

He said this was only possible through promotion of education of science, engineering and technology and said linking educational institutions to the needs of industry must become an important component to make education productive and a vehicle for socio-economic development of the country.

Gilani recalled that after the earthquake AJK had to suffer from the floods that caused a cumulative loss of billion of dollars to the infrastructure. It is in this context that the engineers have key role to play in the reconstruction and rehabilitation of the areas hit by natural disasters, he added.

He said the government looks at the scientists, engineers and technologists to undertake the task of rehabilitation and reconstruction.

Gilani said the role of science and technology was critical to address the issues of environment, shelter, infrastructure development, communication, preservation of water resources, sanitation, transportation, power production and better health facilities.

About the fate of contractual employees, Gilani said his government was committed to regularise such employees and to restore those whose jobs were terminated during the era of Nawaz Sharif and General Musharraf.

He also handed over a cheque of Rs ten million for the Mirpur University of Science and Technology (MUST).

Raja announces Rs 2 billion package for Gilgit-Baltistan

* PM urges GB people to stand united and make region a citadel of peace

* Directs action against outlaws

* Launches multi-million dollar KKH realignment project

GILGIT: Prime Minister Raja Pervez Ashraf, while expressing the government’s commitment to socio-economic development of Gilgit-Baltistan (GB) on Friday, announced a Rs 2 billion grant to address the financial problems of the region.

Addressing the first joint session of the Gilgit-Baltistan Council and Legislative Assembly, Raja directed the Ministry of Finance to immediately release the amount.

He said with an improvement in the financial position of the federal government, more resources would be provided to Gilgit-Baltistan.

Gilgit-Baltistan Governor Pir Karam Ali Shah, Chief Minister Syed Mehdi Shah, Federal Minister for Kashmir and Gilgit-Baltistan Affairs Manzoor Wattoo, Minister for Information and Broadcasting Qamar Zaman Kaira, Pakistan People’s Party (PPP) Secretary General Senator Jehangir Badr and other senior officials were also present on the occasion.

The prime minister assured complete cooperation of the government and said that he was fully familiar with the administrative and financial difficulties of the area.

He said he was informed of the difficulties faced by the GB government in its efforts to improve administrative affairs and rehabilitate the flood victims of 2010.

“We are committed to the development of Gilgit-Baltistan and want the people of the area to get basic facilities, including health and education as available in other developed areas. With the support of the people and the government of Gilgit-Baltistan, we will make it a model region,” he said. He said unfortunately Gilgit-Baltistan was not safe from extremism and terrorism, as such incidents occurred from time to time. “The elements involved in sectarian prejudice and extremism are taking advantage of the situation and are tarnishing the peaceful and secure environment for their nefarious designs,” he added.

Raja said there would be no compromise on law and order and directed the administration to take strict action against anyone who broke the law. He warned of strict action against all those involved in any sort of discrimination.

The prime minister said that Frontier Constabulary, Gilgit Baltistan Scouts and police were deployed on the Karakorum Highway (KKH) for the protection of passengers and that they were being provided all necessary facilities.

Raja on Friday also launched two landmark multi-million dollar strategic projects at the KKH, aimed at restoring the historic road linkage with China that was severed due to the artificial Attabad Lake that was created as a result of landslides.

He performed the groundbreaking of re-alignment of a 17-km-long section of the highway, which will be constructed in place of the 25-km-long section that was submerged in the Attabad Lake. The new road will be completed in one year.

The prime minister also inaugurated the $510.42 million up-gradation of a 335-km-long section of the road from Raikot to Khunjerab that has now been widened and meets international standards of construction. app

This type of structure is very helpful in "defile" features of mountains. Defile is the feature where a mountain is curved inward, so maximum snow accumulates in defiles making it a seasonal glacier. Thus the road remains closed for longer durations.
By making structures like such on defiles, the roads can be made all weather or near to all weather.

Cable-stay would be over-engineering. They only build those if there is a need for the span to be very high above the water, if there can be only a few pillars/columns in the riverbed, if the banks are very high (like M'bad) or if there is a need to provide a navigation channel for very high clearance ships. None of that applies here.
