I just found some Information.
It is currently in the 16th Floor as of November and is 18 Floors tall.
In order to ensure the speedy completion of all the projects embarked upon by the government, the Commissioner said contractors had been adequately motivated just as he disclosed that over N7.2bn has been spent on the state's 5-Star hotel.
According to him, the multibillion naira 18 storey Five Star Tower Hotels building which was inherited by the present administration when it was at the second floor level has been taken to the sixteenth floor with just two stories remaining.

Tower hotel is a project that was started 3 years ago in Bayelsa. When completed the hotel will boast of state of the art facilities such as IMAX cinemas, shopping mall, gym amongst others. The completion date for the project is Sept 2009.

Humm, it's very unusual to find such a project like this being constructed in such a wayward location.I've noticed that quite a few major projects have been posted up on the boards for this small, mostly unknown city in the Delta. I wonder what is drawing so much investment and growth to it.

That's very absurd to say. I head it's the first place where oild was discovered and drilled in Nigeria. Don't you think such area demand great attention of development? Niger-Delta has been neglected for so long. And, one canno ignore the presence of expatriates and the growing population of communities working in those oil companies living in that region. If any area deserve much attention of development it should be the Nigeri-Delta region. Maybe you can check it up on www.CNN.com, look for planet in peril and search for Niger-Delta.

Nigeria is not a place where the population is centered in the biggest cities , naturally every big city has a large population in relation to the smaller cities, but the population of the Niger Delta region alone is actually bigger than most countries; so the actual market and the unemployment is huge.
This has nothing to do with the Oil and Gas Industry I've been following this development for a while.

And it is progressing well ahead of schedule.

Ok, thank you for going over that. So this Bayelsa State master plan is somewhat equivalent to that of Delta State's. It's nice to see the states gov. going about doing things for themselves for once, and not relying on Fed. gov. so much.

As you enter the city, you definitely won’t miss the Tower Hotel and International Conference Centre. It is so imposing that if you choose not to see it, the structure intrudes into your sight. The imposing edifice is now on the 18th floor, the target is 20.
“The project was started by Dr Goodluck Jonathan when he was Governor here,” an aide to Gov Timipre Sylva told this reporter. “We inherited it when it was on the second floor, now it’s on the 18th level. The plan is to lease it out when completed.”

I think it's almost finished in terms of Height, but not in terms of overall construction.
This photo was taken in December 7 according to flickr and flickr is pretty accurate when determining when a photo was taken.
If you look at the renders all that is missing is the antenna or spire and the exterior.

My first visit to Yenagoa, the state capital of Bayelsa happened last weekend . It is a quiet town, looks peaceful, and the tallest buildings are on average, three or four storeys high.
Or are they?
Dominating the skyline along the Isaac Boro Road is a hulking structure that should either be completed, or demolished. However, it is still there. The name of this structure is Tower Hotel and International Conference Centre. According to my guide, this structure was started during the tenure of the former governor Diepriye Alamesiyagha. However, when he was impeached, his successor, Goodluck Jonathan, now President of Nigeria, did not go ahead with what was obviously Alamesiyagha’s baby. Jonathan’s own successor to the governorship seat, Timpriye Silva has also found it inconvenient to continue the project, so, this large tower remains what it is. Uncompleted and now abandoned.

It's NOT dead.
And actually, the information there is erroneous because, rather than finding the project "inconvenient", the Sylva (not Silva) administration has actually done MOST of the work on the project, taking it from the second floor to the eighteenth. Nevertheless, one suspects that not much is likely to be done on the project until after the 2011 elections, as all the states are experiencing cash flow problems (and even the federal govt's budget has had to be revised downwards).

The govt. should have other means of generating income to meet it obligation in the development of the state. There is poor foresight here if the factor that lead to the abandoning of the project is financial not political disturbances. There's nothing bad to privatize it so that the building can be completed on time. If not, the climate effects will reduce the quality of the building with time and,there will be possible increase in the construction cost.

Bayelsa State Government has presented another round of cheques worth N4.7 billion for the continuation of on going projects in the state.
Presenting the cheques to representatives of Sadogi Nigeria Limited and Okmas Nigeria Limited, in Government House, Yenagoa, Governor Seriake Dickson said the N4 billion was for the completion of the Tower Hotel within 18 months.
Expressing satisfaction with the extent of work already done on the outer ring road linking the Bayelsa Palm and the AIT road, Governor Dickson also presented a cheque of N700 million for the speedy completion of the dualization of that section of the road.
Governor Dickson said “the N4 billion is to enable you re-mobilise to site. We have engaged world class consultants all the way from South Africa, who have the experience and expertise in the development of tourism facilities all around the world. They will work with you and with the support of government, we believe that by the grace of God, that project will be successful.”
He thanked representatives of the companies for their commitment as development partners of government, stating that when the project is completed it would go a long way in transforming the landscape of the state capital.
In their separate remarks, representatives of Okmas Nigeria Limited, Engr. Jonhny Bayeh, Sadogi Nigeria Limited, Engr. Ephraim Tewolde, assured that they wpould deliver the projects on schedule.
Also the chairman of the Legacy Consultancy Group, representative of the mangers of the Tower Group, Mr. Bart Dorrestein, expressed delight with the role of the Group in the Tower project.

I was not going to say anything today till I saw this picture. Absolutely pisses me off. Look at that useless boy wearing a tee-shirt to go and visit a governor and the governor did not have the good sense to send him packing.
He could not even have the good sense to wear a simple shirt and tie, or even dress Naija formal style. It shows how many of these companies don't respect what is being given to them. If he was back in his home country would he wear that tee-shirt to go and visit the governor of his state for any reason?
And why the WHOLE governor is the one distributing checks in the first place is a WHOLE other issue, that is why we get insulted like this. Upside down people.
I have authorized payments to contractors working on my projects sometimes for several thousands of dollars, and I do not see them face to face!
This is so very sad!
Maybe the excuse is the boy was sleeping, having siesta after waiting for payments for over one year and they suddenly woke him up and said, Ole boy oya run, now, now ya check is finally ready!!! As he seems half asleep in fact!

2009 to 2012 the project is at the SAME stage for FOUR years and the governor is smiling and presenting checks instead of flogging their bloody arses~!

The reason it stopped was because of money. It had nothing to do with the pace of work, or problems with the contractors etc.
They did not have the money to finish it. Now they have released the money. It is the same thing with the Cultural centre in Abuja, nothing to do with the contractors or the vision, it is a money problem.
A lot of projects in Nigeria, they do not secure all the funds before construction starts.
The project in Abuja has become like a recurrent exercise, each year they have to tabulate the budget for that project and figure out how much can be spent. A lot of projects in Nigeria are carried out that way. In road projects, it may be like that in phases etc, they may even switch contractors for each phase. They just don't have the money to release funds for some of these projects in one big swoop.
And when there is a problem with revenue, they have to prioritize and some projects are the first, to be stalled.

You should always look at the entire process and story and not just one aspect. Why was there no money? There are several factors for this, you can pick from any of the following or possibly ALL of the following apply:
The original contract was inflated to allow for the necessary egunge. This is an ongoing major problem in Nigeria especially on government funded projects. So much egunge is built into the contract the projects end up costing 2-3 times the norm.
The monies were paid but squandered and embezzled. Even without bothering to do a back check, I am very sure that contractor was paid a HUGE mobilization fee (sometimes up to 40% of the total project cost) and well as some partial payments in the past. Now have the project accounts been audited and evaluated to figure out what percentages of past payments have actually gone into the project or other areas?
Has the original contract remained intact or has the cost continued to rise and why? The contractors frequently, of course as half their money is embezzled, continually review the project costs UPWARDS. Of course working hand in glove with the officials in charge. Can you recall ONE government project in Nigeria that came in UNDER budget?
Who came up with the original project budget? It is also entirely possible as it done on many projects that the original estimate was not accurate. Was escalation built into the estimate? Nigeria is a country where if the price of petrol changes today, the price of cement, sand and even water changes tomorrow. Even transportation for your work crew coming to the job site. Hence all these issues need to be considered when projects are being estimated.
So while I will agree there is always a money problem on Nigerian projects, contractors are FAR from being the innocent victims of government bad behavior.
