No. You have also Guyana, Suriname, Trinidad and Tobago and most of Caribean islands colonized by UK.

There is a bridge being constructed between Brazil and Guyana that will have a design allowing the change of driving without stopping the traffic.

No. Anguilla, Antigua and Barbuda, Bahamas, Barbados, Bermuda, Cayman Islands, Dominica, Falkland Islands (UK), Grenada, Guyana, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, Turks and Caicos Islands, and the Virgin Islands (UK & US) all drive on the "wrong" side as well. You mean there's a bridge under construction between Brazil and the French Guiana AS WELL AS between Brazil and Guyana? Is there any road there?

I'm glad this thread was started because I'll be in Jamaica in August. I'm thinking of driving from Montego Bay to Negril but I'm not sure how safe that is with me driving versus taking a bus or paying for a taxi.

Yes, that's right. On Guyana case, the brazilian side is all asphalted but Guyana's is not. On French Guyana case, it's all asphalted but brazilian side is still missing about 300km of asphalt.

The road line marking is exactly the same as in Australia. If it wasn't for blue highways signs I would be fooled the photos were taken down under.

I don't consider Jamaica driving on the 'wrong' side of the road. No country drives on the wrong side of the road.

Does Jamaica have American yellow diamond warning signs or Euro red/white triangle signs?

The signs have an unusual mixture of influences. The typeface is the British Transport (http://en.wikipedia.org/wiki/Transport_(typeface)), but the style of arrows and the boxes around the road numbers are reminiscent of German signs.

Quite interesting road signs, reason people do not post here is because I would say this forum is mainly Europe focused and there are probably not enough Jamaican members here contributing.

Yeah, I always hope for more posters from outside Europe, right now, it's mostly a European business here. Only the American topics recieve some discussion, but most of the Asian and other topics have only contributors dropping some pics and are gone without any discussion...

This is the highway that goes from ocho rios to Kingston..and you have to cut through the mountain the get there..Pretty dabgerous and scary drive..

The one to ocho rios is almost done however, we are just getting ready to start the remaining leg to mobay .A completed toll road between kingston and portmore is for some reason not shown here

New highway to be completed in three years


CONSTRUCTION is to begin on the Caymanas to Ocho Rios leg of Highway 2000 by the middle of year. China Communications Construction Company (CCCC) and its subsidiary China Harbour Engineering Company (CHEC) yesterday signed the Concession Agreement to fully fund the US$600-million North/South link of the toll road which had been stalled for several years.The toll road, which will now begin at Caymanas, off the Mandela Highway, and bypass the problematic Bog Walk Gorge as well as Mount Rosser and Fern Gully, is expected to be fully completed within three years. It will end just west of the famous Dunn’s River Falls.

A special purpose company — Jamaica North South Highway Company Limited — established by CHEC to undertake the development will be responsible for financing, design, constructing and operating the project for the concession period of 50 years, following which the roadway will be handed over to the Jamaican Government.

Chairman of the National Road Operating and Constructing Company (NROCC) Dr Wayne Reid said the North/ South segment will consist of 68 kilometres of roadway with section one — Caymanas to the Linstead Bypass — being approximately 27 kilometres. Section two, the Linstead Bypass to Moneague is 20 kilometres, while the third segment, Moneague to Ocho Rios, is 21 kilometres.

Reid, speaking at the contract signing at the Ministry of Transport’s offices on Maxfield Avenue in Kingston, said the first and third sections are expected to be completed by 2015, while the delayed Mount Rosser bypass should be ready by next September, with work scheduled to restart later this year.

The responsibility of NROCC, he said, will encompass the land acquisition for the corridor, lease of that corridor to the developers, monitoring and approval of the drawings, in conjunction with the National Works Agency, monitoring of the quality of construction and thereafter the monitoring of the operations of the roadway.

“Upon signing of these agreements we will embark on land acquisition on a full-time basis and more so when we get more detailed drawings from the developer,” Reid said.

He explained that there is also an agreement with CHEC for the development of some five square kilometres of land along the corridor.

Finance Minister Dr Peter Phillips, speaking at the signing ceremony, explained that CHEC has been given a 50-year concession period, compared to the 35 years given to Trans Jamaican Highway — the first developers of Highway 2000 — because there is no financial commitment on the part of the Jamaican Government.

As such, he said, it was considered necessary to facilitate the sole investor/risk taker sufficient time to recoup that investment with an appropriate rate of return.

“If it doesn’t recoup in 50 years that would be a problem for China Harbour as they are taking the risk and so if their calculations go wrong, then they suffer the consequences because there is nothing committing the Government of Jamaica to make good on any miscalculation that they make,” Phillips said.

Phillips said this leg of Highway 2000 is an essential part of the growth strategy for the country, along with other major projects, some of which China Harbour already has an interest in.

“This North/South link highway will open up a range of other development possibilities in the tourism sector, housing and construction, manufacturing and assembly operations and that is the real value of infrastructure, not just convenience for the travelling public but the development potential it unlocks,” Phillips said.

Transport Minister Dr Omar Davies said, too, that this new leg of the highway represents a significant investment in infrastructure in Jamaica.

Government on its own, he said, will not be able to provide the investment capital needed to move the economy forward, hence the move to utilise the available asset to stimulate private sector investment in areas which traditionally have been seen to be the province of government.

Opposition spokesperson on transport Karl Samuda said the project is one which brings a level of hard infrastructural development that will serve to encourage investors to invest in Jamaica, while facilitating the development of the Caymanas Enterprise Zone, which was mooted under his administration.

Chen Zong, senior vice-president of China Communications Company, said the firm will make good organisation to fulfil this project with higher quality and good maintenance.

It seems as if we could have a south coast highway in the near to medium future

The Government has signed a US$2.7 million contract with American company, Stanley Consultants Inc., for the implementation of a feasibility study and preliminary design for the Southern Coastal Highway Improvement Project.

The study, which is being funded by the Inter-American Development Bank (IDB), is expected to be completed in one year. It will assess and design the preferred alignment of the proposed South Coast highway from Port Antonio to Habour View (Phase I) and Mandeville to Negril (Phase II).

Speaking at the contract signing ceremony held on Friday (July 27) at the Whispering Bamboo Cove Resorts in St. Thomas, Minister of Transport, Works and Housing, Dr. the Hon. Omar Davies said the government is committed to making the highway a reality.

"This leg of the highway, from Port Antonio to Kingston as well as one from Negril to Mandeville, represents the last two legs of the project and although (at this point) it's listed as a feasibility study, let me assure you it will be done," he stated.

Dr. Davis pledged that "even as we carry out this study we'll be seeking the financing to carry out the job... as what we are aiming at doing is to provide a highway that is of similar standard to the North Coast Highway, which will open up a range of possibilities."

He noted that the project will also include the mapping of Hope River from Gordon Town to Harbour View. "That is very important because the developments in that river bed can have a significant impact in terms of cutting off Kingston from this side of the country," he remarked.

The Transport and Works Minister said the road works represent tremendous development potential for the eastern parishes, noting that often "those parishes seem to be neglected".

"The potential is amazing in terms of the ...development of a wide range of economic sectors, including agriculture, mining and tourism," he stated.

In the meantime, Minister Davies said the government will ensure that all companies contracted to do business in Jamaica recruit young local professionals as part of their operations.

He stated that, "whilst I recognise the international reputation of Stanley Consultants, it's imperative that they systematically bring young Jamaicans into their hierarchy, because we need to build our capacity."

He noted that this has become increasingly important because we "need to encourage young Jamaicans, who are professionally trained, to remain in our country".

For his part, Member of Parliament for Eastern St. Thomas, Dr. Fenton Ferguson said he is "very happy" for the proposed infrastructural development in the eastern parish. "We have waited a long time for this to happen... because I believe that the road to development is the development of roads," he said.

Dr. Ferguson said the proposed road works provide a grand opportunity for the development of a number of industries "that have been sleeping... we also see opportunity for development within the context of tourism, and heritage tourism."

President, Stanley Consultants Inc., Gayle Roberts, gave the assurance that the company will ensure that local engineers and other Jamaican professionals are incorporated into the project.

"We will be bringing in local Jamaican staff as part of the studies and engineering work that we will be doing. We will also be associating with other Jamaican engineering firms because we really want this to be a project that you are all proud of," she remarked.

Some of the roads that were slated to start earlier have been delayed due to the global recession and other issues, but the Spanish town to Ocho Rios leg should be completed in 2015 at a cost of US$ 600 million. You can post #53 above.

Government To Spend $6b (US$33 million) For Highway Land

July 25, 2012

THE JAMAICAN Government will be budgeting US$33 million (J$3 billion) for the acquisition of land to facilitate the construction of the US$600 million north-south link highway project.

Chinese construction firm China Harbour Engineering Company Limited (CHEC) will be responsible for financing, constructing and operating the project for the concession period of 50 years.

Managing Director of the National Road Operating and Constructing Company (NROCC), Ivan Anderson told a parliamentary committee yesterday that the Government's responsibility in the north-south concession was to acquire land.

"Our budget for the land acquisition is approximately US$33 million," Anderson told members of the Infrastructure and Physical Development committee.

In addition, Anderson said Government lands would be leased to the developer for the life of the concession after which the lands and the highway would be reclaimed by the state.

As part of the agreement, the Jamaican Government will provide five square kilometres of land to CHEC, adjacent to the highway, for further development.

"So we expect that along the alignment will be housing, hotels and commercial office complexes," Anderson added.

However, he stressed that the Government has not made any financial investment in the US multimillion-dollar Chinese project.

The Palisadoes highway (Road to the Norman Manley International Airport) is now being rehabilitated at a cost of $US 65 million. The Project should be completed December of this year on 4.3km of road way and break water.

Palisadoes is the thin strip of land that connects the airport to mainland. We would loose access to the airport if the Palisadoes was breached.

Highway 2000 May Pen Leg opened

August 15, 2012

KINGSTON, Jamaica - The May Pen leg of the Highway 2000 was opened to vehicular traffic today at approximately 1:00pm.

This new 10.5 kilometre stretch of Highway 2000 east-west, is expected to cut the travel time from Sandy Bay to May Pen by at least two thirds from the current 18 minutes to only six minutes driving at the permitted speed, the administrators said .

Thanks!:) There were plans to build a bridge across the Kingston harbour to provide an alternate route to the Palisadoes roadway, but i'm not sure if those plans are still in the pipeline. Our overall infrastructure is improving, but we have to invest in excess of US$500 million on roads and bridges so as to reduce the impact of natural disasters on Jamaica's infrastructure.

MAINTENANCE work currently being done on the Portmore toll road will be complete in another month, Jamaican Infrastructure Operator Ltd (JIO) has said.

JIO General Manager Jean-François Doreau told the Jamaica Observer that the works are scheduled to end on December 17.

"We are doing the work in phases to avoid or to limit the inconvenience to our customers, so the Fort Augusta (section) remains open to our customers," he said.

The work, which has reduced traffic near the toll booth from six lanes to two, was necessitated by "settling" to the depth of about 15 cm in sections of the road, Doreau said. To avoid similar problems in the future, JIO is using foam to underlay the asphalt.

"That (the settling) caused some unevenness in the road. It was not major, and not everyone noticed. By Jamaican standards, we could have overlooked it, but we didn't," he said, referencing the state of many locally constructed roads which are in despair and on which little or no routine maintenance is done.

Doreau said the company is contractually bound to undertake maintenance of the tolled highway — a 230-km network of roads which when complete will link Kingston in the east to Montego Bay in the west and to St Ann in the north-east — every seven to 10 years. He added, however, that routine works may be necessary outside the 7-10-year period.

"The highway is ageing, though it may not appear so, so maintenance is necessary. Every now and then you will see us working on different sections," he said.

"The current works are similar to those done on the bridge in 2010," Doreau pointed out.

China Harbour to spend US$610m for North-South Highway

China Harbour Engineering Company has announced that it will be spending US$610 million to construct the North-South link of Highway 2000.

The company says it will also be paying US$120 million to the National Road Operating and Construction Company, as re-imbursement for the incomplete Mount Rosser bypass road between Linstead in St Catherine and Moneague in St Ann.

The North-South link of Highway 2000 will be 66 kilometres in length and wil allow motorists to travel from Kingston to the resort town of Ocho Rios in less than an hour.

The highway will be constructed over three years starting with the first leg from Caymanas to Linstead in St Catherine next May and ending with the final leg from Moneague to Ocho Rios in St Ann in December 2015.

Meanwhile, Vice President of China Communications Construction Company, Chen Yusheng, said the project will have a profound effect on Jamaica’s economic growth, as it will help the country to serve the entire Caribbean and the eastern coast of the US.

He was speaking at the launch of the project in Linstead, St. Catherine this morning.

Despite an investment of US$610 million to complete the North- South leg of Highway 2000, the Jamaican Government says contractor China Harbour Engineering Company (CHEC) will be required to comply with all regulatory requirements.

Prime Minister Portia Simpson Miller, who was seeking to address environmental concerns surrounding the construction of the highway said CHEC will be required to adhere to all the rules of Jamaica's regulatory agencies"I wish to state in order to remove all doubts that there will be no special concessions granted in terms of the adherence to the rules of the regulatory agencies," Simpson Miller said yesterday as she launched the multibillion-dollar project in Treadways, St Catherine, yesterday.

The prime minister said the environmental impact studies have already been completed for segment one, which links Caymanas to Linstead public hearings for segment three, which stretches from Moneague to Ocho Rios, will begin next week All the regulatory obligations for segment two, Simpson Miller said,"have long been fulfilled".

Segment two connects Linstead to Moneague Transport and Works Minister Dr Omar Davies said the implementation of the project will present a "challenge to the administrative capacity of the Government".

"But there will be no short cuts, I can assure everyone of this," Davies stressed.

Some of the worst drivers I've seen in the world were in Jamaica on A1. Excessive speeding, passing on emergency shoulders, lack of signal lights used etc.... Horrid! I bet Highway 2000 will be super safe compared to A1

Some of the road markings and signage look very much like they have been adopted from the UK. The use of Transport font for one and also broken lines that enclose hatching areas, such as at the tollbooth. New World signage differs from the Euro convention signage though.

The Linstead - Moneague toll road is slated for completion in December 2013. The Spanish Town to Linstead and the Moneague to Ocho Rios should start in May and June of this year.
