Facelift for low-cost flats

LOW-COST flat dwellers in the country can soon look forward to a better living environment under a government plan to spruce up flats aged more than five years, Sin Chew Daily said in its report.

Quoting Housing and Local Government Minister Datuk Seri Ong Ka Ting, the daily said the Government had set aside RM200mil for the ministry to carry out the facelift for the flats and in the neighbourhood.

Ong had announced this at the ministry’s service award and Quality Day celebration at a hotel in Kuala Lumpur on Monday.

He had said the facelift would include repainting the buildings, landscaping the neighbourhood, fencing and the construction of recreational facilities.

The objective of the ministry was to improve the qualities of living for the flat dwellers by providing them with a better living environment and a more pleasant neighbourhood, he said.

Ong, according to the daily, said the ministry’s plan to improve the living standard of the lower income group was in keeping with the national economic stimulus package announced by Prime Minister Datuk Seri Dr Mahathir Mohamad on May 21.

He said the ministry was in the process of carrying out a house-ownership exercise to enable people to own houses.

He called for a tripartite co-operation of parents, parent-teacher associations and the community to tackle the discipline problems.

Those are the Pekeliling flats which are built in the 50s.....they sure looked teruk wan ler! ;)

New flats for JB squatters

JOHOR BARU: Some 120 squatter families from Kampung Stulang Baru here will be relocated to new three-room low-cost flats under the Puri Langkasuka project.

The units, to be completed in two years? time, is a joint venture between the state government and Pioneer Region Sdn Bhd aimed at providing better housing and living environment to squatters here.

At the groundbreaking ceremony yesterday, Johor Mentri Besar Datuk Abdul Ghani Othman said there were many squatter areas in the Johor Baru parliamentary constituency and they would be relocated in situ (at its original site).

?The state has plans to relocate more than 2,000 squatter families and give subsidy to those who have stayed in the squatter areas for more than 10 years,? he said.

Ghani said the state government would be building a total of 260,000 low-cost units which cost between RM80,000 and RM90,000 each.

He said that to date 50,000 units had been completed and another 25,000 were being constructed.

He added that the remaining units would be built depending on the market situation.

The Puri Langkasuka flats will have a bigger built-up area of 800sq/ft, compared with the usual 680sq/ft.

The units are also being sold at RM25,000, compared with the normal price of RM80,000 and above.

An additional 70 units with a build-up area of 680sq/ft will be offered at RM35,000 to immediate family members of the relocated squatters.

I've lived in low cost flat in KL for 5 years......I really hate it! Small and cramped unit, bad building qualities, lack of facilities, low maintenance....etc....but the best thing it is near the city and cheap.

I don't think you can buy. They give it to you. Unless you pursue the owner to sell it to you, which in reality many of them do it for the sake of money.

One-bedroom flats earmarked for conversion

KUALA LUMPUR, Feb 1:
City Hall will do away with one-bedroom low-cost flats to help curb social problems among Federal Territory flats dwellers.

Towards this, some 10,000 units of decades-old City Hall-maintained one-bedroom flats have been earmarked for conversion into two-bedroom units.

Federal Territories Minister Tan Sri Mohd Isa Abdul Samad said they are working on the costs for such conversions.

For a start, City Hall has picked San Peng flats in Jalan Hang Tuah as a pilot project and plans to convert some 1,555 units there.

?Once we have worked out the costing, renovations to refurbish the buildings will be carried out,? said Isa, adding that they want to make the flats more livable homes.

?The one-bedroom unit is no longer practical as most families have more than one child. As it is, families are crammed into a room and this has caused many social problems.?

Isa also said the move can help minimise such problems and crime-related cases among the occupants and their families there.

Originally, the one-bedroom units were given to newly-married couples.

While some families were relocated to two-bedroom or three-bedroom flats elsewhere, others continued to stay in the one-bedroom units.

City Hall?s renovations and refurbishment work will see hundred of such low-cost flat dwellers being moved from their existing homes to temporary ones.

Isa said they also plan to increase the rentals of the converted units once they are completed.

?Families will have bigger space and rooms. We are now working on the rental for converted units,? he said.

Currently, tenants pay about RM90 a month for the one-room units while those renting the two-room units pay RM124 a month.

?Those in the newly-converted units will have to pay more as their homes will be much bigger than the current two-bedrooms units,? said Isa.

KUALA LUMPUR: “Thanks but no thanks” — that was the response of a group of squatters from Kampung Sungai Udang in Segambut to a Minister’s suggestion that they relocate temporarily to the Taman Wahyu 1, Jinjang flats while the authorities debate on their permanent living quarters.

When contacted yesterday, the village’s spokesman, Ghulam Sharif, told The Malay Mail the residents would prefer to stay put while awaiting a decision on their new homes.

He, however, thanked Federal Territories Minister Tan Sri Mohd Isa Abdul Samad for stating his willingness to meet the residents and discuss their problems.

Isa, who was asked about the squatters’ issue at a Press conference earlier, said he was willing to meet the villagers and listen to their views but was “hoping that (they) will at least agree to move to the new residence, even if temporarily, while a decision (on their requests) is being made”.

The Minister did not say when he was meeting the squatters but said he and KL mayor Datuk Ruslin Hassan had received the memorandum sent by the villagers two weeks ago.

Isa also said that City Hall was not being “overly rigid”.

“We are evaluating their requests and weighing the pros and cons involved in such a move, including the financial implications. This is why we cannot simply rush into a decision.”

The squatters, however, are not budging an inch.




“We are glad to learn that he has agreed to meet us. We sincerely hope he can help us resolve the matter,” he said, adding that the residents are also relieved to know that the authorities are discussing the situation.

“However, we do not think moving, even temporarily, would be in our best interest now.

“ There is no guarantee we will get the homes we want and if we failed, we would be stranded with no options,” Ghulam said.

He said moving would also mean unnecessary financial burden on the families, most of whom have school-going children.

“Apart from that, there is also the hassle of our children adapting to new schools.

“As such, we would like to stay put at least until the end of the year before considering other options,” he said.

He said the only way that could prompt them to relocate temporarily would be confirming the purchase of the Taman Cuepacs flat units.





Fast facts on squatters in Selangor and Kuala Lumpur
* IN the 1998 census, there were 46,994 local squatter families in 341 locations in Selangor but the number has dwindled as many had moved into low-cost flats since the relocation started that year.
* UP to August 2004, 22,972 squatter families have been relocated to low-cost flats at 180 locations in Selangor. There are another 24,022 families who have yet to be relocated and are expected to be moved into their low-cost units by the middle of this year.
* AROUND 221,000 low-cost homes are being built to solve the squatter issue in Selangor. The houses are expected to be completed in April in time to meet the December deadline for the Zero Squatters 2005 programme.
As of September last year, the squatter population in Kuala Lumpur totalled 19,180 families in 166 locations.
* IN a census conducted by Universiti Sains Malaysia in 1998 and 1999, Titiwangsa has the most squatters with 2,607 families among the 10 Parliamentary constituencies in the Federal Territory. This is followed by Segambut (2,378), Batu (2,285), Lembah Pantai (2,240), Bandar Tun Razak (2,116), Cheras (2,115), Wangsa Maju (1,795), Kepong (1,705), Bukit Bintang (1,117) and Seputeh (822).
* A TOTAL of 18,628 houses will be built under the People's Housing Programme in Kuala Lumpur by year end.

KUALA LUMPUR: Dewan Bandaraya Kuala Lumpur (DBKL) akan mengubah suai 9,111 unit rumah pangsa satu bilik Perumahan Awam DBKL secara berperingkat selepas kajian terperinci mengenai kos pengubahsuaian dan penempatan sementara penduduk selesai dijalankan.



Sebagai permulaan, projek pengubahsuaian itu akan dimulakan di rumah pangsa Perumahan Awam Sri Selangor, Jalan San Peng di mana projek perintis model dua unit kediaman rumah pangsa satu bilik yang diubah suai menjadi tiga bilik dilakukan.

Menteri Wilayah Persekutuan, Tan Sri Mohd Isa Abdul Samad, berkata DBKL menggunakan kaedah menebuk dinding rumah (lode bearing) untuk mencantumkan dua unit rumah pangsa itu dengan kos pengubahsuaian antara RM15,000 hingga RM20,000 seunit.

Katanya, kementerian dan DBKL akan meneliti dua model rumah pangsa tiga bilik itu sebelum mengambil keputusan memilih model rumah terbaik untuk diguna pakai ke atas semua rumah pangsa satu unit yang akan diubah suai kelak.

“Kita mengubah suai dua unit rumah pangsa melalui projek perintis ini untuk melihat pelan mana lebih sesuai dan memenuhi kehendak penduduk. Perbezaan di antara kedua-dua model rumah ini ialah model pertama diubah suai dengan pintu masuk akan menghadap dapur dulu manakala model kedua pula menghadap ruang tamu.

“Keluasan unit rumah tiga bilik yang diubah suai ini ialah 875 kaki meter persegi berbanding garis panduan ditetapkan Kementerian Perumahan dan Kerajaan Tempatan bagi membina kediaman tiga bilik iaitu 650 kaki meter persegi,” katanya di sini, semalam.

Beliau berkata demikian pada sidang media selepas melawat model dua unit rumah pangsa Perumahan Awam Sri Selangor yang diubah suai dan dicantum menjadi tiga bilik. Hadir sama Setiausaha Parlimen Kementerian Wilayah Persekutuan, Yew Teong Look dan Datuk Bandar Kuala Lumpur, Datuk Ruslin Hasan.

Perumahan Awam DBKL satu bilik mempunyai sebanyak 9,111 unit dengan keluasan 500 kaki persegi. Bagi rumah pangsa dua bilik keluasannya ialah 600 kaki persegi dengan jumlah unit sebanyak 14,000 unit.

Antara perumahan awam satu bilik itu ialah Flet Sri Selangor, Loke Yew, Hang Tuah, Sri Sarawak, Sri Perak dan Kerinchi.

Mohd Isa berkata, kajian terhadap penempatan sementara dan baki bilangan unit kediaman juga penting selain kos kerana apabila pengubahsuaian dilakukan bermakna penduduk perlu dipindahkan ke penempatan lain sementara waktu.

RM100m more for low-cost homes



Deputy Prime Minister Datuk Seri Najib Razak says the bigger allocation for housing for low-income group is due to rising construction costs.


PUTRAJAYA: The government has allocated an additional RM100 million to build houses for the low-income group over this year and next.

The allocation, which falls under the Rumah Mesra Rakyat (RMR) scheme, will enable 1,500 affordable homes to be built nationwide, Deputy Prime Minister Datuk Seri Najib Razak said yesterday.

Syarikat Perumahan Negara Berhad (SPNB), a wholly-owned subsidiary of the Minister of Finance Inc, will undertake their construction.

The RMR scheme was introduced in 2002 and aimed at helping those with a household income of less than RM1,500 own their own homes, given their difficulty in securing loans from financial institutions.

Najib said the additional RM100 million would help build homes that cost more than before, at between RM70,000 and RM80,000 each, depending on their location.

"The cost of the homes had to be raised given the escalation in construction costs," he said at a media briefing at the Finance Ministry yesterday.

The size of each house is estimated at between 700 sq feet and 900 sq feet.

Applicants for the scheme have to be aged between 21 and 65 years and must own the land on which the house is to be built.

However, it can also be built on land owned by the applicant's close relative, provided the relative gives him statutory approval to do so.

According to Najib, SPNB has built as many as 6,551 houses at a cost of RM310 million since the RMR scheme came into being in 2002.

Another 6,263 units that cost RM425 million are still under construction and are estimated to be completed by March next year.

Under the RMR scheme, a house owner only has to bear two-thirds of the house cost in the form of a no-interest loan based on the Al-Qardhul Hassan concept. The remaining one-third of the cost is borne by the government.

Meanwhile, Najib said the Malaysian economy is on track to achieve growth of "about 5.7 per cent or 5.5 per cent" this year despite the current global financial turmoil.

The 5.7 per cent growth is an estimate by the Finance Ministry, while the other is an estimate by Bank Negara Malaysia, Najib, who is also finance minister, said.

"We're still on track, provided there is no more disastrous news coming out of the US that will impact the global economy," he told reporters.

KEPONG 12 Nov. - Masalah rumah terbengkalai merupakan salah satu isu yang sentiasa meresahkan para pembeli berikutan wujud beberapa kes sejak kebelakangan ini.

Biasanya, kes rumah tidak siap ini berlaku akibat kegagalan pemaju menyediakan pembiayaan mencukupi untuk menyelesaikan pembinaannya.

Namun, di Kepong, kes rumah terbengkalai ini melibatkan projek di bawah Program Pembangunan Rakyat Termiskin (PPRT) yang diketahui adalah sebuah projek kerajaan Persekutuan.

Pembeli mendakwa projek yang sudah melebihi 90 peratus siap itu telah terbengkalai sejak hampir empat tahun lalu.

Pembeli juga mendakwa kegagalan kontraktor menyediakan kemudahan asas seperti bekalan air dan elektrik menyebabkan sijil layak menduduki (CF) tidak boleh dikeluarkan dan menyebabkan penduduk tidak boleh mendiami rumah mereka.

Ketua Biro Perkhidmatan Awam MCA Bahagian Kepong, Yee Poh Ping berkata, projek tersebut sepatutnya boleh diduduki pada Januari 2005.

Beliau menjelaskan, para penduduk setinggan di sini menerima arahan untuk berpindah daripada Dewan Bandaraya Kuala Lumpur (DBKL) pada tahun 2002 dan mereka diberikan penempatan sementara di PPRT Taman Wahyu sementara menanti rumah mereka itu disiapkan.

"Tetapi penduduk di sini ternyata kecewa kerana setelah lebih daripada enam tahun menunggu, rumah yang dijanjikan masih belum siap sehingga ke hari ini.

"Apabila saya menghubungi pihak Kementerian Perumahan dan Kerajaan Tempatan (KPKT), pegawai mereka hanya mengatakan rumah itu akan disiapkan dalam tempoh terdekat.

"Tetapi janji hanya tinggal janji dan jika ia dibiarkan berlarutan, kes itu akan memberikan imej yang buruk kepada KPKT," katanya ketika ditemui selepas meninjau projek tersebut bersama beberapa penduduk di sini.

Poh Ping memberitahu, projek itu dilaksanakan bagi menempatkan penduduk di empat buah penempatan setinggan di sekitar Kepong dan Jinjang.

Beliau memberitahu, pihaknya juga telah menghubungi DBKL untuk bertanyakan status projek berkenaan dan mereka menjelaskan projek itu masih lagi di bawah seliaan KPKT.

"Dalam hal ini, kita tidak boleh menyalahkan DBKL, sebaliknya KPKT harus dipersalahkan kerana gagal menunaikan janji mereka untuk menyiapkan projek ini.

"Jika begini keadaannya, boleh saya katakan bahawa program setinggan sifar anjuran kerajaan boleh menemui kegagalan," tegasnya.

Beliau berharap kerajaan akan mengambil tindakan segera terhadap masalah itu kerana projek perumahan tersebut melibatkan mereka yang terdiri daripada golongan berpendapatan rendah.

Sementara itu, seorang penduduk, Low Sek Chan, 67, berharap pihak kerajaan dapat menyegerakan penyiapan projek tersebut kerana sudah terlalu lama penduduk menanti untuk mendiami rumah berkenaan.

"Kami pernah mengajukan perkara ini kepada Ahli Parlimen Kepong, Dr. Tan Seng Giaw untuk mendapatkan bantuan tetapi sampai ke hari ini masih belum ada sebarang perkembangan.

"Pelbagai borang sudah diisi, pelbagai surat sudah dihantar kepada pelbagai pihak namun sampai sekarang jawapannya tetap sama, kami perlu menunggu untuk satu tempoh yang kami sendiri tidak pasti," katanya.

Seorang lagi penduduk, Michael Lee, 59, berkata, KPKT pernah berjanji projek tersebut akan siap sepenuhnya pada Ogos 2008 tetapi sehingga ke hari ini ia masih lagi tidak boleh diduduki.

Jelasnya, bangunan tersebut secara keseluruhannya sudah siap sepenuhnya dan hanya masalah bekalan air serta elektrik masih belum disalurkan, sekali gus merupakan punca utama penduduk tidak boleh menduduki rumah berkenaan.

"Kami pun tidak pasti sampai bila kami harus menanti dan sudah tidak tahu apa yang perlu kami lakukan lagi untuk membolehkan kami menduduki rumah kami," jelasnya.

Seorang lagi penduduk, Wong Chong Ming, 63, berharap rumah itu dapat diduduki segera penduduk sudah tidak sanggup lagi untuk tinggal di Taman Wahyu.

Katanya, rumah mereka di Taman Wahyu terletak agak jauh dari pekan Kepong sedangkan kebanyakan penduduk bekerja dan berniaga di pekan tersebut.

17,000 rumah PPRT dibina tahun depan

Kerajaan negeri diminta sedia lokasi bersesuaian

TANJUNG MALIM: Kementerian Kemajuan Luar Bandar dan Wilayah (KKLBW) akan membina 17,000 unit rumah dalam Program Pembangunan Rakyat Termiskin (PPRT) membabitkan kos RM500 juta di seluruh negara mulai tahun depan.

Menterinya, Senator Tan Sri Muhammad Muhd Taib, berkata projek perumahan itu adalah usaha kerajaan menyediakan rumah kepada golongan miskin tegar terutama di kawasan luar bandar.



Projek perumahan di kawasan di kawasan Tuaran, Sabah saja membabitkan RM40 juta dengan pembinaan kira-kira 1000 unit rumah PPRT untuk penduduk yang dikenal pasti miskin tegar.

“Kementerian prihatin nasib golongan miskin tegar, terutama apabila pihak media sering memaparkan kisah kemiskinan rakyat.

"Berikutan itu, kementerian mengambil langkah membantu golongan miskin tegar, iaitu isi rumah yang pendapatan mereka kurang RM720 sebulan," katanya selepas merasmikan mesyuarat agung penubuhan Persatuan Jalinan RAO Malaysia (Jaro) di Dewan Sri Tanjung, Universiti Pendidikan Sultan Idris, di sini semalam.

Turut hadir, Yang Dipertua (YDP) penaja Jaro, Datuk Seri Mohammed Khalil Hussein; Timbalan YDP, Datuk Zainal Abidin Noordin dan Datuk Abd Wahab Abd Majid; dan Setiausaha penaja, Tahirrudin Ahmad.

Muhammad berkata, pembinaan sebuah rumah PPRT di semenanjung membabitkan kos RM33,000 seunit, manakala di Sabah dan Sarawak RM40,000 seunit.

Muhammad berharap kerajaan negeri termasuk yang dikuasai pembangkang membantu menyediakan tanah untuk tapak bagi membina rumah golongan miskin tegar berkenaan.

"Kita meminta kerajaan negeri diterajui pembangkang di Perak, Pulau Pinang, Kedah, Kelantan dan Selangor turut menyediakan lokasi bersesuaian bagi membina rumah PPRT,” katanya.

dan menambah pelaksanaan projek itu memberi peluang kepada kontraktor kelas F membina rumah berkenaan.

Sementara itu, Muhammad berkata, menjelang 2015 kementerian mensasarkan melahirkan lebih 40,000 usahawan desa dengan mengetengahkan produk tempatan berpotensi untuk pasaran tempatan dan antarabangsa.

Beliau berkata, kementerian turut menyediakan kemudahan pinjaman, bantuan dan latihan kepada warga muda desa yang memilih bidang keusahawanan.

I have great respect to architects and developers who can come out with decent solution for a low cost housing. In my opinion, this kind of effort, (if ever possible) deserves a Pritzker Price more than any starchitects.

Designers of million- dollars condo, like those around KLCC, practically have an infinite opportunity to excercise their creativities and be a little bit experimental with their creation (i.e Lord Foster's Troica), which sometimes can cross the line from being luxurious to just downright crude (i.e; One KL, with its one-condo-one-pool concept,)

But can a low-cost public housing be just as nice? Can a perumahan rakyat be tasteful AND affordable? Nobody expect a temple of marble and stainless steel, but at least the design should be clever enough to address the basic needs of the residents. Most low cost housing here looks like a half-hearted effort. Bak kata pepatah melayu, " seperti melepaskan batuk ditangga".

When I was a student at UM, I used to rent a low-cost flat at Kerinchi, and man, that was just plain mean. The building was poorly constructed, the neighbourhood was filthy, and traffic flow was just as bad. To make it worst, the roadside leading to area was lined with makeshift gerai (probably illegal?) that brought additional traffice and filth (and rats too). I stayed there for 2 semesters, and hated every moment of it. I don't know how to describe in a better word, but in general, there was just this prevailing sense of hopelessness in the area, of knowing that it won't get better. A lot of owners do the right thing by renting out their units to poor UM students (like me), because I think its just not the right place to raise family. I pity those who stay behind though...

Tebrau Teguh wins RM303m Johor deal

TEBRAU Teguh Bhd, a property developer, has won a RM303 million contract from the Johor state government to build 2,932 units of low-cost apartments in Johor Baru.

The apartments are for the relocation of squatters along the eastern dispersal link highway, Tebrau said in a statement to Bursa Malaysia yesterday.

Work will take 36 months.

SP Setia Bhd (SP Setia), antara pemaju hartanah terkemuka tempatan, semalam melancarkan skim perumahan kos rendah di kawasan pembangunan utama Bandar Setia Alam, di Shah Alam, Selangor.

Presiden dan Ketua Eksekutifnya, Tan Sri Liew Kee Sin, berkata projek di kawasan seluas 48 hektar itu membabitkan pembinaan 7,212 unit rumah dan akan dibangunkan secara berperingkat dalam tempoh 10 tahun.

Katanya, ketika ini 449 unit sudah siap dan dijual pada harga RM42,000 seunit dengan dilengkapi kemudahan setaraf pemilik pelbagai jenis rumah yang dibangunkan di kawasan terbabit.

Beliau berkata, projek yang dibangunkan bagi memenuhi tanggungjawab sosial syarikat itu membabitkan apartmen lima dan enam tingkat, dengan keluasan 682 kaki persegi.

"Kami menerima maklum balas positif berhubung reka bentuk apartmen ini yang tidak kelihatan seperti rumah kos rendah, tetapi menarik dengan kemudahan yang lazimnya tidak ada di perumahan kos rendah lain.

"Berikutan itu, kami yakin produk syarikat akan diterima baik kerana ramai orang berminat membeli rumah kos rendah berikutan masalah ekonomi ketika ini.

"Kami mempunyai senarai panjang pelanggan yang menunggu untuk memilikinya. Sebaik mendapat kelulusan pihak berkuasa, kami akan menghubungi mereka," katanya pada sidang media selepas pelancaran itu yang disempurnakan Menteri Perumahan dan Kerajaan Tempatan Datuk, Seri Kong Cho Ha di Shah Alam, semalam.

Kong turut menyaksikan majlis memeterai memorandum persefahaman antara SP Setia dan Malaysia Building Society Bhd (MBSB) bagi pembiayaan 100 peratus perumahan kos sederhana rendah Setia Alam.

SP Setia diwakili Liew dan Ketua Pegawai Operasinya, Datuk Voon Tin Yow manakala MBSB diwakili Ketua Eksekutifnya, Ahmad Zaini Othman.

Sementara itu, pembangunan perumahan kos sederhana rendah yang membabitkan 220 unit apartmen lima tingkat, dengan keluasan 800 kaki persegi, dijangka dilancarkan bulan depan.

Liew berkata, Pakej Pinjaman Perumahan 5/95 SP Setia yang dilancarkan Januari lalu dan berakhir bulan lalu sudah dilanjutkan hingga 19 Julai 2009.

"Sasaran kami bagi tempoh tiga bulan akan datang ialah RM300 juta," katanya.

Pakej pinjaman rumah itu membolehkan pembeli membayar hanya lima peratus daripada harga rumah, manakala semula yuran guaman dan duti setem perjanjian jual beli ditanggung oleh SP Setia.

Pembangunan di kawasan seluas 1,010 hektar tanah berstatus pegangan bebas itu dijangka menjadi satu pembangunan pesat dan terbaik di Lembah Klang merangkumi kawasan perumahan dan komersial.

Low-cost flats up for sale soon

ALL those who would like to purchase units at low-cost and the Kuala Lumpur City Hall (DBKL) flats would be able to do so soon.

Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin said Prime Minister Datuk Seri Najib Tun Razak would announce the prices on Oct 10.

“There are 45,000 units available for sale in the whole of the Federal Territories and those who are eligible will be able to buy them,” Nong Chik said.

The starting price for the flats would be RM35,000 and the Government may provide full bank loans for the people to buy the units.

Nong Chik was said this during the Nur Ramadan Buka Puasa event with the residents at the Kerinchi DBKL flats on Sept 3.


The event is an annual activity organised by the FT Ministry in conjunction with Ramadan.

Also present were Nong Chik’s wife Datin Nafesah Raja Nong Chik and Kuala Lumpur mayor Datuk Ahmad Fuad Ismail.

During the event, Nong Chik and Fuad presented cheques worth RM1,000 to 30 residents and another group of 30 people from the low income group, senior citizens and the disabled community received RM100 each.

The 30 residents are part of 1,153 Kerinchi KTM long house dwellers who moved into the flats willingly and did not receive any compensation.

“These residents were formerly squatters and once the flats were ready, we moved them here. However, they were not eligible for compensation any more,” Nong Chik said.

Only squatters on government land would be eligible for the RM1,000 compensation. Nong Chik, however, said the residents were from the low income group and should be eligible for the cheques.

The DBKL spent a total of RM1.153mil for the residents in the form of compensation.

“This is part of the government’s efforts to help the hardcore poor in the country,” Nong Chik said.

A total of 4,000 people from all races, religions and ages were present at the event.

KUALA LUMPUR - Kira-kira 60,000 unit rumah flat di bawah Program Perumahan Rakyat (PPR) dan perumahan awam milik Dewan Bandaraya Kuala Lumpur (DBKL) di ibu negara yang sebelum ini berwajah hodoh dan kusam bakal kembali ceria tidak lama lagi.

Ia ekoran keputusan drastik Kementerian Wilayah Persekutuan dan Kesejahteraan Bandar yang memperuntukkan sebanyak RM250 juta untuk mengatasi masalah flat hodoh, tidak menarik dan kotor sehingga menjejaskan imej ibu negara.

Menterinya, Senator Datuk Raja Nong Chik Raja Zainal Abidin (gambar) berkata, melalui peruntukan itu, flat PPR dan perumahan awam milik DBKL akan diperindahkan kembali termasuk bangunan-bangunan usang yang akan dicat semula.

"Dengan peruntukan berkenaan, flat-flat yang usang dan kotor akan dimajukan semula serta dinaik taraf.

"Bagaimanapun, ia akan dilakukan secara berperingkat-peringkat mengikut kemampuan DBKL," katanya selepas menyampaikan sumbangan kepada mangsa tanah mendap di Taman Ceupacs, Segambut di sini semalam.

Raja Nong Chik berkata, peruntukan itu bagaimanapun hanya melibatkan PPR serta perumahan awam milik DBKL dan tidak meliputi flat milik persendirian atau yang dikendalikan pemaju swasta.

THE much awaited Sri Terengganu flats redevelopment project in Sentul, Kuala Lumpur, has begun with the demolition of the old buildings.

One block has been demolished while developers Asie Sdn Bhd and architects, Goh Hock Guan and Associates, are preparing to bring down another one.

Safety nets have been installed and the demolition exercise for the 17-storey block facing Jalan Sentul will be completed in the next two weeks.

Architect Low Chee Hoo said the demolition would be safe despite the proximity with Block A which is still occupied,” he said.

“The units will be given to residents still staying in Block A who bought the units when they were residing in the now empty Pekeliling Flats in Jalan Pahang,” said Zurida.

Govt to build 78,000 units of low-cost houses

KUALA LUMPUR: The Housing and Local Government Ministry is targeting to build 78,000 units of low-cost houses in the country under the Public Housing Project and Housing Aid Programme of the 10th Malaysia Plan.

Minister Datuk Seri Chor Chee Heung said that the 1Malaysia Housing Programme (PR1MA) in collaboration with government and private organisations was to meet the needs of the lower-income groups where the houses were priced between RM150,000 and RM350,000 depending on the location.

"The ministry will implement several mechanisms such as the 70 per cent loan-to-value ratio for the purchase of a third house and above," he told the Dewan Rakyat, here on Thursday, Oct 20.

Chor disclosed this in a written reply to a question by Teresa Kok Suh Sim (DAP-Seputeh), who wanted to know the number of affordable houses to be built, the price and also the steps taken to solve price increase of houses in the country.

Other than that, Chor also said that the Real Property Gains Tax (RPGT) introduced on Jan 1 last year was to cut down the rising concerns over property speculation that caused prices of houses to rise in Malaysia.

"We will closely monitor any changes in pricing and would implement necessary measures to control the price," he added. — Bernama

Sentul medium-cost flats to be built under Govt programme

PETALING JAYA: Melati Ehsan Holdings Bhd will design and build medium-cost flats in the vicinity of Sentul, after clinching a RM297mil contract from the Government.

In unveiling the location of the project, a source revealed that the company would embark on the project on two separate parcels of land in the area, which would ultimately see more residences being supplied to cater to the growing demand in Kuala Lumpur city and its surrounding area.

The company had announced earlier that it had won the contract to build residential flats for the Housing and Local Government Ministry's People's Housing Programme (PPR), without revealing further details.

“It (Melati Ehsan) will be tasked with the design and building of the flats, while the authorities are still responsible for selling and distributing the units,” the source said.

According to the source, the two pieces of land are currently occupied by squatters, and it would be a resettlement plan (for the people staying there) and the project would provide new residences for eager homeowners.

The company said the contract had been awarded to its wholly-owned subsidiary, Pembinaan Kery Sdn Bhd, and that it had just received the letter of award.

It said the contract would be split into two portions: one part is valued at RM82.1mil for the provision of 500 units of flats, and the other is for 1,600 units of flats worth RM215.9mil.

The flats will probably be sold for between RM135,000 and RM164,000 each. They are expected to be completed earliest by 2014, assuming the construction of the 500 and 1,600 units are completed on schedule by 30 and 36 months respectively.

If the flats are sold at the expected prices, they will be categorised as medium-cost flats, which suggests the units will have better design and built-up than the low-cost flats in previous PPR projects.

The source said compared with the old PPR flats, which only provided one parking space for every four units, the new flats would have one parking lot for each unit.

Meanwhile, Melati Ehsan is also busy with a RM1.62bil joint property development project with the Selangor State Development Authority in Kelana Jaya, where it is redeveloping the PKNS Sports Complex.

The 30-year old complex, which includes a field, six tennis courts and a clubhouse, will most likely make way for a sports-themed mixed development with five 35-storey apartment blocks, two 15-storey business complexes, a performing arts centre and an integrated sporting hub.
