Algeria to promote tender for construction of mosque
The Algerian government is inviting foreign companies to participate in the tender. Algiers Mosque will have a capacity to receive 40,000 faithful in a covered prayer room and a plaza for another 80,000 people, and will include research and culture centres, a post-graduate school, a museum, libraries, hotel, shops, restaurants and other installations.
São Paulo - The government of Algeria published an international call to tender for the construction of a mosque in Algiers, the country capital, which should also include a commercial, educational and cultural complex. This information was supplied yesterday (14) by the Algerian embassy in Brazilian capital Brasília.
The ministry of Religious Affairs and Endowments of the Arab country is calling foreign companies to participate in the pre-qualification for the tender, which will include project design and supervision of the construction. "The objective of this great project is to once again transform Algiers into a spiritual and cultural capital, using architecture based on the classic and modern," according to the embassy notification.
For this reason, the complex should have a capacity to receive 40,000 faithful in a covered prayer room and a plaza for another 80,000 people. The minaret will have a height of between 250 and 300 metres, with various floors to include an artistic and historic museum and research centres.
The project should also include a 15,000 seat auditorium for conferences, a post-graduate school in Islamic studies and humanities, a cultural centre with libraries, media centres, amphitheatres, among other installations, as well as a 300-room hotel, a health centre, shops, restaurants and service offices, workshops and handicraft shops, parking lots, gardens and parks.
Although the ministry has not specified the area the project will cover, it has stated that the site selected has "several hectares". "All these structuring projects must have a typically Algerian architectural and urban appearance," according to the call to tender, published by the ministry.
i took this article from algeria.com, someone told me that the tallest minaret is 218 mts, this would make the new mosque's minaret the tallest one in the world, and if im not wrong it would also be the tallest building in africa(im not100% sure about it if someone knows please correct me) great news for algeria :)

Nice. The tallest at the moment is the mohammed the second mosque in casablanca (200m). The stalled saddam grand mosque was supposed to have minarets as high as 280 m (some were 210m). And to answer you, yes this would beat the tower in Joburg in SA.
This should give algeria more publicity.

It's not fair. Maybe it's an idea to built a giant mosque in Tangiers, with minarets of 300 mtrs. So tall that you could see it from Europe!

La Grande Mosquée d'Alger: troisième au monde après celles des lieux saints
La Grande mosquée, qui sera construite à Alger et dont le Conseil d'administration de l'agence chargé de sa réalisation et de sa gestion a été installé lundi, est la troisième au monde après celles des lieux saints de l'islam (Arabie saoudite), et peut accueillir jusqu'à 120.000 fidèles (40.000 dans la salle de prière et 80.000 sur l'esplanade de dépendance).
La mosquée, dont le projet de construction a été initié par le Président de la République, M. Abdelaziz BOUTEFLIKA, disposera du "plus grand minaret du monde" (300 mètres de hauteur) et sera composée de dix étages. Elle comprendra plusieurs structures culturelles et religieuses.
Le minaret qui sera ouvert aux visiteurs, disposera d'une salle de conférences de plus de 1.500 places, d'une maison du Coran et d'un centre des sciences culturelles.
Trois bibliothèques et médiathèques, d'une capacité de 1.500 places chacune, seront mises à la disposition des étudiants, des chercheurs et autres adeptes de la lecture.
Les boutiques destinées aux métiers de l'artisanat, au nombre de 40, permettront de promouvoir le patrimoine algérien et de perpétuer les métiers de l'artisanat. Un musée dédié à l'histoire d'Algérie et plusieurs centres de recherches y sont également prévus.
Les visiteurs n'auront aucun mal à trouver une place de parking, puisque ce projet est accompagné de la réalisation d'un parc d'une capacité de 6000 places.
Ce complexe disposera également d'une école coranique, d'un institut supérieur des sciences coraniques destiné aux étudiants en post graduation, d'amphithéâtres, d'espace scientifiques, d'un hôtel de 300 chambres, d'un centre commercial, de restaurants, d'espaces verts et d'un parc de loisirs.
La grande mosquée d'Alger sera construite en plein coeur de la baie d'Alger, plus précisément dans la commune de Mohamadia, sur un site choisi parmi une dizaine d'autres pour son emplacement face à la mer. Elle sera le symbole de l'Algérie indépendante.
L'architecture de ce monument religieux et culturel est inspirée de l'art islamique. Tout en reflétant l'histoire ancestrale de l'Algérie et des civilisations qui s'y sont succédé, l'architecture de la mosquée répond aux exigences de l'époque contemporaine.
Les travaux débuteront au plus tard en 2007 et s'achèveront en 2009, a affirmé le responsable de la cellule de communication du ministère des Affaires religieuses, M. Abdallah TAMINE.

The Ministry of Transportation of the Republic of Algeria awarded to the Astaldi Group the contract for the design and construction of 120 km (75-mile) of the new railway line between Saida and Moulay Slissen, for an amount of € 616 million, the construction company said on Wednesday.
The contract foresees also the design and the construction of 30 railway bridges and viaducts, 16 overpasses, 4 stations, a freight terminal, a deposit for maintenance activities and 3 interchange stations, throughout a track extending perpendicularly to the Mecheria-Redjem Demouche railway line, presently also under construction by Astaldi.
It is expected that the works will start by November 2007 and will be completed within 46 months.
Astaldi has been operating in Algeria for more than 20 years, and is presently engaged in the construction of the Jijel Tunnel and the Oued-Fodda motorway section, the Hamma and Akbou-Bejaja aqueducts and the Kerrada and Kramis dams, in addition to the new railway lines mentioned above.
By this new contract, the global value of orders backlog in this area amounts to € 1 billion, of which € 860 million as Group's share.
"By this new contract – underlined Giuseppe Cafiero, CEO in charge for industrial policies of the Group – Astaldi consolidates its presence in Algeria, a Country which started off an important infrastructure development plan and allocated appropriate financial resources to the same, for the implementation of which our Company is called to play a leading role".
Astaldi has been active for more than 80 years, in Italy and abroad, in designing and constructing large-scale civil engineering works.
The Group operates in the areas of transport infrastructures (railways, undergrounds, roads, motorways, ports, and airports); hydraulic works and power production plants (dams, hydroelectric plants, water systems, oil pipelines, gas pipelines, and treatment plants); civil and industrial construction (hospitals, universities, airports, law courts, construction works for electrical and nuclear plants, car parks); management under concession of works such as car parks, hospitals, urban transport infrastructure.

All the sectors interest the companies of the Plain Arab Emirates: the real estate, tourism, industry, petrochemistry, services, telephony, the agroalimentary one. For example, the Etisalat company is interested in the opening of the capital of Algeria Telecom, it even offered three billion dollars to repurchase it, whereas the government did not slice yet the file of privatization of the historical operator of telephony. But the companies émiraties are awaited in the real estate and tourism, with investments estimated at tens of billion dollars. Most important, it is the project of Emaar which discusses with the government on the rehabilitation and modernization a good part of bay of Algiers. An investment of more than 28 billion dollars spread out over several years which will completely change the image of the east of the capital, with buildings and hotels high standing, a city of medicine. Hey Icosium, it's funny seeing the likes of Algeria, South Africa, Nigeria and Egypt ahead of Middle Eastern Countries like Yemen, Saudi Arabia and U.A.E
Those Middle Eastern countries, are packed with resources, but they spend it all in one go, that's why you see construction haven's like Dubai and Doha.
I mean Hong Kong could easily surpass Dubai in terms of construction work.

ALGIERS (Reuters) - Algerian state energy firm Sonatrach signed a $2.88 billion contract with U.S. firm KBR Inc
to build a liquified natural gas (LNG) plant at eastern Skikda port, a state-owned newspaper reported on Sunday.
The facility each year will produce 4.5 million tonnes of LNG, as well as 164,700 tonnes of ethane, 207,600 tonnes of propane, 171,400 tonnes of butane, 108,700 tonnes of gasoline and 163 million cubic metres of helium-enriched gas, El Moudjahid daily reported.
Startup is due in November 2011, the newspaper said in a report on Saturday's Algiers signing ceremony.
The new complex will be built on the site of an explosion in 2004 which killed 23 people and destroyed several gas trains at the Skikda energy complex, which includes a refinery and port.
The new complex will include storage for 150,000 cubic metres of LNG, 66,000 cubic metres of butane and 66,000 cubic metres of propane.
Sonatrach, Africa's biggest firm by revenue, produces a total of about 62 billion cubic metres of gas per year, in the form of both LNG and natural gas, and is expected to reach a total of about 85 billion cubic metres of gas by 2010.

ALGIERS (Reuters) - Algeria awarded a contract to France's Total SA on Monday to build and operate a steam cracking complex able to produce 1.4 million tonnes of ethane per year, officials said.
The project is worth over $3 billion and the plant, to be built on Algeria's northwest coast in partnership with state energy firm Sonatrach, will also produce polyethylene and ethylene glycol.
The plant will be financed 49 percent by Sonatrach and 51 percent by Total and the products will be sold on the national and international markets.
It is the first of six petrochemical projects Algeria has launched for an estimated overall value of $12 billion.
The results of a further tender for a complex capable of producing 1 million tonnes of methanol per year were expected later on Monday, the officials said. That project will also be a partnership of Sonatrach and a foreign company.

ALGIERS (Thomson Financial) - The Algerian government has awarded contracts to Total SA and an international consortium, Almet, worth a combined 4 bln usd, to build two new petrochemical plants as part of a 10-unit petrochemical complex with an estimated investment of 12 bln usd.
'These two plants are part of a programme of about 10 petrochemical units with a total cost of 12 bln usd, of which five are still to be built', said the vice-president of Algerian state oil company Sonatrach's downstream activities, Abdelhafid Feghuli, last night after the two contracts were signed.
French oil company Total signed a contract worth 3 bln usd (2.18 bln eur) to build an ethane cracker at Arzew in western Algeria to manufacture various types of polyethylene and ethylene destined for domestic and international markets, Sonatrach said.
A joint venture will be formed for the ethane cracker plant, in which Total will hold 51 pct and Sonatrach will hold 49 pct. Total was competing with Saudi group Sabic for the order, but the French group won the order as it offered Sonatrach a 70 pct share of the profits, while Sabic only offered 55.12 pct.
The Almet consortium comprises Kuwaiti company Qurain, German company Lurgi, Trinidad's PPSL, Japan's Mitsui, and Algerian company Sotraco. Sonatrach awarded Almet the contract to build a methanol production facility at the Arzew industrial zone. The amount of the investment is estimated at 1 bln usd, and annual production is estimated at 1 mln tonnes of methanol, destined for the international market.
A joint venture will also be formed for this plant, in which Sonatrach will hold 49 pct and Almet 51 pct. Almet has offered Sonatrach a 76.09 pct share of the profits.

Sensational export success for Stadler Rail: 64 FLIRTs for suburban rail trains in Algiers
On March 18, 2006, the Algerian federal railway (SNTF) declared Stadler Buss-nang AG as the winner of the international tender for the delivery of 64 electrical suburban trains for Algiers. The SNTF will procure 64 4-part FLIRT railcars (Fast Light Innovative Regional Turbo-train), an order worth approximately 600 million Swiss Francs. Delivery will begin at the second half of 2008 and will go until the end of 2010.
The Algerian federal railway (SNTF) published an international tender for the procurement of 64 electrical suburban trains for Algiers in the summer of 2005. Last Saturday, it was announced that Stadler was able to win this tender. With this, the FLIRT vehicle design Stadler offers was able to prevail once again on the international market against heavy competition. Since 2002, Stadler has already been able to sell 244 FLIRTs in Switzerland, Germany, Hungary, and now, even in Algeria. Peter Jenelten, Executive Vice President of Marketing and Sales of the Stadler Rail Group: “This order is the biggest single order that we’ve ever been able to win, and demonstrates the international competitiveness of the Stadler Rail Group. We have always centred our products on the demands of rail operators and passengers. The design and modularity of the FLIRT prove that we have actually met the market demands of the modern suburban railway traffic. The contract with the SNTF should take effect by the middle of the year. The order for the 64 FLIRTS is worth approximately 600 million Swiss Francs. The delivery of replacement parts, the delivery of a simulator, technical assistance and the maintenance of the trains over a period of 10 years is also part of the order. The vehicles will be produced completely in Switzerland and delivered to Algiers. The Swiss production and added-value proportion for the vehicles is more than 80%. This order involves more than 1 million production hours, and if you count the hours of the subcontractors as well, this number is doubled, which amounts to very high employment. The FLIRT for the SNTF is an electric (25 kV/50 Hz) 4-part railcar with up to 1000 standing spaces and 136 seats and only has a 2nd class for suburban rail use. In order to handle the large passenger volume in Algiers, up to 4 FLIRTs can be coupled together, so that up to 4000 passengers can be transported. For the quick embarking/disembarking of passengers, the FLIRT has 8 doors on each side. The maximum speed is 160 km/h. The FLIRT is distinguished by its excellent acceleration capacity of 1.2 m/s2. The FLIRTs will be put into operation in the Algiers suburban railway network. The Algerian government has awarded two petrochemical project contracts worth a total of roughly $4 billion, as the country works to develop businesses downstream from the oil and gas sector. The contracts are part of a grand, $12 billion package of 10 petrochemical plants that the country plans for the Arzew industrial zone near Oran, on Algeria's northwest coast.
The larger contract has gone to France's Total, which is to build a $3 billion ethane cracker and three polyethylene plants. The complex will be built in partnership with Sonatrach, Algeria's national oil and gas company. A 1.4 million-metric-ton-per-year ethane cracker will produce ethylene for ethylene glycol, high-density polyethylene, and linear-low-density polyethylene. Feed gas will come from southern Algerian fields. According to Total, commissioning of the units is scheduled in about five years. Total will hold a 51% share of the project, and Sonatrach, 49%.
The second contract has gone to a consortium of Algerian and foreign companies to build a $1 billion methanol plant. Capacity is planned at 1 million metric tons per year, and the output is planned for export. The consortium is made up of Japan's Mitsui, German engineering firm Lurgi, Kuwaiti company Qurain Petrochemical, Trinidad's PPSL, and Algerian company Sotraco. The consortium will hold a 51% stake in the project, and Sonatrach will hold the minority share.
In an unrelated development, South Korea's SK Corp. confirms that it is in talks with China Petroleum & Chemical (Sinopec) to build a $1.9 billion 800,000-metric-ton-per-year ethylene plant in China's Hubei province.

July 25, 2007: The UAE and Algeria are seeking to develop their trade and investment relations by eliminating obstacles to growth, top officials said yesterday.
At the fifth session of the UAE-Algerian Joint Committee, Shaikha Lubna Al Qasimi, UAE Minister of Economy, emphasised that the bulk of the bilateral trade remains in the field of re-exports, and that additional efforts are needed to increase the flow of goods between the two countries.
"The bilateral trade balance stood at Dh1.5 billion in 2006, of which more than 95 per cent remains in the re-exports field. We are looking forward to a substantial increase in the flow of goods, hence I request the sub-committees to follow-up the issue thoroughly," Shaikha Lubna told the committee members.
With Emaar Properties investing more than $20 billion in construction projects in Algeria, the country has become more than a trading partner for the UAE.
"In 2006, the value of UAE investments in Algeria totalled Dh40 billion, in housing, tourism, energy, healthcare, aluminium, and others," said Dr Mohammad Khalfan Bin Kharbash, Minister of State for Financial and Industrial Affairs, during the signing ceremony of a customs co-operation agreement, with Karim Judi, the Algerian minister of finance.
The agreement aims at enhancing mutual support in the field of procedures, and will take effect after one month from the date of signature.
The finance ministers also reviewed the methods of supporting the flow of investments especially in the food industries, agriculture, real estate, and banking.
"The trade balance grew from Dh73 million in 1993 to more than Dh1.5 billion last year, while the agreements, such as double taxation avoidance are helping to improve the relationships," Dr Kharbash added.
The World Bank ranked Algeria as third-highest recipient of foreign direct investments (FDI) in the Arab World, following the UAE and Egypt.

ALGIERS - Algeria plans to make use of its hot southern desert to develop solar power for export and domestic consumption, the OPEC member country said on Monday.
The scheme is due to be completed by 2015 in Africa's second-largest country, where most of the 33 million peopele live in the northern coastal strip. Temperatures in the desert south are high.
"Algeria has a huge sunny area with big potential to be exploited. It has also financial and human resources. It lacks nothing. We can compete with other countries," Energy and Mines Minister Chakib Khelil said.
Algeria, which belongs to the Organisation of the Petroleum Exporting Countries and is one of the main gas suppliers to Europe, has benefited financially from high oil prices.
To develop renewable energy the authorities have set up a company called New Energy Algeria (NEAL), which is 45 percent owned by state energy firm Sonatrach, 45 percent by gas and electricity utility Sonelgaz and 10 percent by private agrobusiness firm Semoulerie Industrielles de la Mitidja.
"We want to meet local needs and export abroad by 2015," NEAL spokeswoman Aicha Adamou said.
"Germany has expressed readiness to import from Algeria. We have also possibilities to export to Italy and other European countries," she told an international conference on renewable energy.
NEAL and Spain's Abener Energia Spa have signed a 250 million euro (US$335 million) deal to build a hybrid solar-gas plant at Hassi R'Mel, with a capacity of 150 MW, due to come on stream in late 2009.
"Hassi R'Mel is not our sole project. We have many projects including plan to produce wind-based energy with a capacity of 10 MW," Khelil said on the sidelines of the three-day conference.
He said the combined-cycle hybrid plants aim to reach 5 percent of national generating capacity by 2015.
"We are making big efforts to produce renewable energy in Algeria and make it competitive with the energy produced by other countries," he added.

Negotiations are still underway between Dubai Port Group and Algerian authorities to snatch a share in Djen Djen container terminal (Jijel Wilaya) for investments there, well informed sources told El Khabar. The Emirate Company has expressed its readiness to invest 120 to $150bn to modernize the sea port and bring in new equipment while negotiations meant to allow the Emirate company to engage a partnership to manage Algiers container terminal came up to an advanced stage.
Dubai Port Group offer for partnership in Djen Djen sea port management came up to crown that giant path negotiations went through for Algiers container terminal management as the Emirate Company offered around $70m to manage the port.
According to the same sources, the ongoing negotiations can be crowned by a final agreement between the two parties before the end of the year.
The agreement is likely to contribute to leveling the performance of the port as was the case for Bejaia container terminal after the conclusion of an agreement with the US subsidiary in Singapore Portec.
To recall, State shareholdings minister Mr. Abdelhamid Temmar has already reassured the trade union representatives that Algiers container terminal will not be offered to the Emirate company until to be set for an international bid, but public authorities pursued negotiations with the Emirate group, which negotiations were rejected by the social partner on the ground that Algerian facilities can rely on Algerian capacities and avoid further exhaustion of the national resources.

i think is probalbly 1.2 billions not 120 billions
because the are huge project for departement boumerdes (next algiers ) construction big port 2015 in the issers area for 30 billions $

I think because Algerians are very stupid, and because they can’t copy from European countries they do copy from Morocco the only developed country in Africa.
Don’t be silly, those projects you are speaking about are programmed since the eighties and nineties, and because the terrorism they stopped, including the metro tramways, new ports and airports and motorways… any way there is no harm to copy, as all the countries in the world are benefiting from or copying the western technologies.

Here you can see more information djenden port is a project since the eighties before the Moroccan one. Concerning the Algerian strategy it begins on 1999 that means since Bouteflika was elected precedent and it will end in 2009 the end of his second mandate, as you see its pure political agenda to have a new third mandate which is unfortunately bad.

Totally agree with you, although nobody said that what happening in Algeria is mega contraction, Libya and Egypt has huge projects. Egypt has gas and more than 70 million populations. Libya is the richest oil country in Africa, more than Algeria 4 times and they have just 5 millions populations. after the embargo has been lifted, Libya will become the Dubai of Africa.
Algeria is just trying to cutch up because since the end of 80 everything stopped in that country.

120 billions is the money that the states will spend between 2005-2009 public project hyghway ,school, house etc...
for the new city the construction will start in 2010 until 2025
check the link above it will be in the next plan 2010 -2015
etc...the cost off the city personaly dont know , if you read 90 billions so
it will be spent between 2010 -2025 like 6 billions a years
actually the governement is spending to improve life off algerian
a small city is actually under construction sidi abdellah 20 km
from algiers is located next to the cyber park
another small city supose to start in end 2007
bouinan located wilaya blida (60 km algiers ) the project might go to the south korean
