Algeria to promote tender for construction of mosque
The Algerian government is inviting foreign companies to participate in the tender. Algiers Mosque will have a capacity to receive 40,000 faithful in a covered prayer room and a plaza for another 80,000 people, and will include research and culture centres, a post-graduate school, a museum, libraries, hotel, shops, restaurants and other installations.
São Paulo - The government of Algeria published an international call to tender for the construction of a mosque in Algiers, the country capital, which should also include a commercial, educational and cultural complex. This information was supplied yesterday (14) by the Algerian embassy in Brazilian capital Brasília.
The ministry of Religious Affairs and Endowments of the Arab country is calling foreign companies to participate in the pre-qualification for the tender, which will include project design and supervision of the construction. "The objective of this great project is to once again transform Algiers into a spiritual and cultural capital, using architecture based on the classic and modern," according to the embassy notification.
For this reason, the complex should have a capacity to receive 40,000 faithful in a covered prayer room and a plaza for another 80,000 people. The minaret will have a height of between 250 and 300 metres, with various floors to include an artistic and historic museum and research centres.
The project should also include a 15,000 seat auditorium for conferences, a post-graduate school in Islamic studies and humanities, a cultural centre with libraries, media centres, amphitheatres, among other installations, as well as a 300-room hotel, a health centre, shops, restaurants and service offices, workshops and handicraft shops, parking lots, gardens and parks.
Although the ministry has not specified the area the project will cover, it has stated that the site selected has "several hectares". "All these structuring projects must have a typically Algerian architectural and urban appearance," according to the call to tender, published by the ministry.
i took this article from algeria.com, someone told me that the tallest minaret is 218 mts, this would make the new mosque's minaret the tallest one in the world, and if im not wrong it would also be the tallest building in africa(im not100% sure about it if someone knows please correct me) great news for algeria :)

Nice. The tallest at the moment is the mohammed the second mosque in casablanca (200m). The stalled saddam grand mosque was supposed to have minarets as high as 280 m (some were 210m). And to answer you, yes this would beat the tower in Joburg in SA.
This should give algeria more publicity.

Casablanca should have the tallest :(
It's not fair. Maybe it's an idea to built a giant mosque in Tangiers, with minarets of 300 mtrs. So tall that you could see it from Europe!

Red carpet for the chairman of the board of the Chamber of Commerce and Industry of Abou Dhabi. In visit in our country, Salah Salem Ben Oumeir El Shamissi was received yesterday by the president of the Republic which offered a lunch to him. The discussions between the two men related to the projects of investment émiratis to Algeria, estimated by several sources at tens of billion dollars. Photograph: Yassin Mosteghanemi Sherif With the end of his meeting with president Abdelaziz Bouteflika, the president of the CCI of Abou Dhabi pointed out that Algeria has many investment appropriatenesses. Salah Salem Ben Oumeir El Shamissi declared "that it was very attentive with the points of view full with wisdom" emitted by the Head of the State "on the majority of the sectors of investment and the émiratie participation in economic projects in Algeria". The president of the CCI of Abou Dhabi paid homage to the policy of opening of the president of the Republic and to his support for the firms émiraties which "contribute largely to the creation of important economic partnerships with the companies and the sector deprived in Algeria". For several months, the businessmen émiratis have multiplied the visits of prospection to invest in Algeria. All the sectors interest the companies of the Plain Arab Emirates: the real estate, tourism, industry, petrochemistry, services, telephony, the agroalimentary one. For example, the Etisalat company is interested in the opening of the capital of Algeria Telecom, it even offered three billion dollars to repurchase it, whereas the government did not slice yet the file of privatization of the historical operator of telephony. But the companies émiraties are awaited in the real estate and tourism, with investments estimated at tens of billion dollars. Most important, it is the project of Emaar which discusses with the government on the rehabilitation and modernization a good part of bay of Algiers. An investment of more than 28 billion dollars spread out over several years which will completely change the image of the east of the capital, with buildings and hotels high standing, a city of medicine. At the beginning of March, an outline agreement for the realization of an industrial complex of production of aluminium with Beni Saf in the wilaya of Aïn Témouchent) was signed between the Algerian consortium Sonatrach-Sonelgaz and the consortium émirati Mubadala Development Company and Dubai Aluminium (Dubal) for an investment of 5 billion dollars. But Emiratis do not seem to want to stop there. They indeed hope to widen their investments with the sector of industry and agriculture. The massive arrival of the petrodollars of the rich emirates of the Gulf is changing completely gives it on the foreign investment in our country. Several Arab funds of investment settled there. After awaithaving a long time awaited in vain the arrival of the Western investors, Algeria seems to interest the Arab economic operators particularly. The massive arrival of the Arab investors and the opening of the Chinese in great work reduce the influence of the European groups, in particular French. The latter misent from now on on the services and the deputy management of the basic infrastructures like the feeder systems into drinkable, the networks of cleansing, the airports and soon the subway of Algiers, the trams, the East-West motorway...

Hey Icosium, it's funny seeing the likes of Algeria, South Africa, Nigeria and Egypt ahead of Middle Eastern Countries like Yemen, Saudi Arabia and U.A.E
Those Middle Eastern countries, are packed with resources, but they spend it all in one go, that's why you see construction haven's like Dubai and Doha.
I mean Hong Kong could easily surpass Dubai in terms of construction work.

Algeria, KBR sign $2.88 bln LNG plant deal
Sun 8 Jul 2007, 13:23 GMT
ALGIERS (Reuters) - Algerian state energy firm Sonatrach signed a $2.88 billion contract with U.S. firm KBR Inc
to build a liquified natural gas (LNG) plant at eastern Skikda port, a state-owned newspaper reported on Sunday.
The facility each year will produce 4.5 million tonnes of LNG, as well as 164,700 tonnes of ethane, 207,600 tonnes of propane, 171,400 tonnes of butane, 108,700 tonnes of gasoline and 163 million cubic metres of helium-enriched gas, El Moudjahid daily reported.
Startup is due in November 2011, the newspaper said in a report on Saturday's Algiers signing ceremony.
The new complex will be built on the site of an explosion in 2004 which killed 23 people and destroyed several gas trains at the Skikda energy complex, which includes a refinery and port.
The new complex will include storage for 150,000 cubic metres of LNG, 66,000 cubic metres of butane and 66,000 cubic metres of propane.
Sonatrach, Africa's biggest firm by revenue, produces a total of about 62 billion cubic metres of gas per year, in the form of both LNG and natural gas, and is expected to reach a total of about 85 billion cubic metres of gas by 2010.

SUBWAY Of ALGIERS completed work of civil engineering July 09, 2007 - Page: 2 Lu 191 times Without pun, the subway of Algiers will see the end of the tunnel September 2008 as envisaged. Indeed, the work of civil engineering has been just completed to 100% this June 2007 and the 3e phase is in the process of start for the extension of the line starting from Haï El Badr. As, can one say as the adventure of the subway of Algiers draws at its end. The 1st phase (El Hamma-Hated El Badr), required an investment of 18 million euros in the material, all confused machines. It includes/understands a boring of line being stretched on 4,1km and the realization of four stations by the grouping algéro-German of Algerian right Gaama which are the Garden of Tests, the street of Fusillés, the Amirouche city and the Mer city and Sun. The second phase is characterized by the construction of 2,8km of tunnel and four stations (Bachdjerrah 1 and 2, El Harrach-Station and El Harrach-Center). This section is characterized by construction from a 252 m length viaduct which overhangs the motorway with height of Ouchaïah wadi, by the boring of a tunnel under the wadi El Harrach with more than 20 meters of depth as well as the construction of an air part between Bachdjerrah and El Harrach. Today, the 3e phase of work can start as soon as the ministry for Transport endorses the financial offer of Gaama which is 30 million euros, less expensive than its competitors. It can be prided on a trained personnel, extremely of 1800 individuals framed by around fifty of German engineers. It is at the time of a press conference, behaviour yesterday morning in Algiers, that Mahieddine Issaâd, deputy manager of work, informed of certain details on the long walk of the subway of Algiers from which feasibility made say to an impatient of Algiers population (and especially badly transported) that it would never see the day nor the end of the tunnel. They are only rumours there because work goes good train and no delay is recorded on the delivery date which remains fixed at September 2008. No serious delay was met, indeed, in spite of grinds which had difficulties, inter alia, with the complexity of the geology of the capital which undergoes very great pressures of makes of water of the wadis and underground tablecloths. The ground is also strewn with old masonries which were likely to collapse with the least "blow of pickaxe", a circulation of the heavy lorries of provisioning and large machines restricted and limited 19h to 7h of the morning are as many points which could have delayed work, but it of it was nothing. A point however deserves to be underlined, "No major incident was not announced to date!", , with pride, Issaâd affirmed. New investments will be injected into a new material to replace the material already used and become too old after two years of intense use explained Daniel Fauquenberque, regional manager of Dywidag, leader of the Gaama group. Currently, six shovels general purpose excavators are in action but three others will be bought without delay to renew this park on the way to be garaged.

with its reserves of exchange in constant increase thanks to the rise of the course of hydrocarbons (90 billion dollars at the end of June, is 66 billion euros), Algeria is courted like never. Americans, Russians, Europeans, countries of the Gulf and Asiatiques are hustled there to try rafler of fabulous markets. After a long insulation due to the "decade of blood" (1992-2000), Algiers ended up finding its place in the concert of the nations. All with their tracking of international terrorism after the attacks of 11-September 2001, the great powers chose to forget the infringements of the humans right made by the Algerian forces of safety in their hunting to islamist during years 1990. The embargo in fact on the sales of weapons, more or less applied by the United States, the European Union - France at the head - and Russia, seems far now. Algeria does not have any more evil to get the armaments which it claimed with horn and cry, with the reason that it is impossible for him to restore safety on the whole of its territory, in particular on its immense southern border, with an obsolete material. Here it is obtaining the means of becoming "" regional power, equipped with one defense for the measurement of its geographical dimension, and its statute of fifth world producer country of oil gas and thirteenth producer. A leadership which does not fail to worry its neighbors, Morocco especially, but also Libya. As regards sales of weapons, the visit in Algiers of Russian president Vladimir Putin, in March 2006, constituted a turning. A contract of an amount of approximately 6,3 billion dollars was finalized on this occasion. Moscow concluded the sale from several tens of combat and fighters, of batteries of anti-aircraft defence the last cry, hundreds of two submarine and tanks. The delivery of this material should be spread out over four years. In the "deal" concluded in 2006 with president Putin, Algeria obtained the obliteration of its debt at Russia. A liability estimated at 4,7 billion dollars and which represented 25 % of the Algerian foreign debt. But it was not absolutely necessary of the first part of the "contract of the century" carried out by Russia with Algiers. With believing the Russian press of it, another market is being negotiated since March, for a value of 7 billion dollars: additional Soukhoï fighter-bombers, Mig 29, tanks and systems anti-aircraft Pantsir. Also on the agenda: a frigate helicopter carrier - a first - and the construction of ships. If this second contract is concluded, the total amount of the Russian sales of weapons in Algeria will thus rise to almost 14 billion dollars. Algiers would become thus the first customer of Moscow for the sales of weapons, exceeding India, China and Venezuela. At the time of the Soviet Union, the co-operation between Moscow and Algiers in the military field was important - the Algerian army besides is primarily equipped with material of the ex-USSR - but never, since the Soviet time, Moscow had not carried out an operation of such a width. The other shutter of the co-operation algéro-Russian relates to gas. In August 2006, Russian Gazprom and Sonatrach concluded an agreement concerning the prospection and the extraction from gas in Algeria, as well as the modernization of the Algerian network of gas pipelines. According to the Arabias monthly magazine, the two companies, suppliers impossible to circumvent of the world market, plan to act in concert to preserve their interests. This agreement worries many European countries, which fear to see appearing "OPEC of gas". Anxious to keep its independence, Algeria takes care, as for it, to diversify its partners, as well from the economic point of view as political. The United States has not missed the occasion, for two years, to underline its "important role" on a regional scale. Antiterrorist fight, joint military operations, exchanges of visits of high row, signature, June 9 in Algiers, of a draft-agreement on the civil nuclear power... Washington and Algiers cooperate actively. But it is in the energy field that the Americans weigh more. They are the first country foreign investor in Algeria, with 369 million dollars invested in 2006, primarily in the oil sector. They are also the first customer of Algeria (14 billion dollars of purchases, exclusively of hydrocarbons). At the time of a visit in the United States in 2006, Mohamed Bedjaoui, then chief of the Algerian diplomacy, launched: "Vis-a-vis in the United States, France does not have the same weight in Algeria." A small sentence due partly to the cold which then characterized the free-Algerian relations because of the polemic on the "benefits" of colonization. Because, no matter what say some the Algerian persons in charge, the French "did not let pass their chance". If it does not play yet in the same court as the United States and Russia, France is catching up with wasted time. It remains the first supplier of Algeria (4,3 billion dollars of exports in 2006, is 20 % of the market) and always precedes countries like Italy and China. Newer fact: for six years, its investments in Algeria have grown in a vertiginous way. In 2000, they were only 49 million dollars. In 2005, they passed to 140 million dollars and 2006, to 294 million. France is thus the second investor in Algeria, all sectors confused (but the first investor, except hydrocarbons), just behind the United States, but before Spain and Egypt. On their side, the countries of the Gulf, like, are interested by sectors such as the télécoms, petrochemistry, hotel trade, the services. These foreign direct investments (IDE) are essential in Algeria to enable him to make take off its economy, except hydrocarbons, and regulate its problem of unemployment (75 % of inactive have less than 30 years). Object of all covetousnesses, the old French colony is known promised with a beautiful future. Its crude oil reserves place it at the 3e row of the producer countries of Africa (after Nigeria and Libya). From where, undoubtedly, the eagerness and the solicitude of the United States

ALGIERS (Reuters) - Algeria awarded a contract to France's Total SA on Monday to build and operate a steam cracking complex able to produce 1.4 million tonnes of ethane per year, officials said.
The project is worth over $3 billion and the plant, to be built on Algeria's northwest coast in partnership with state energy firm Sonatrach, will also produce polyethylene and ethylene glycol.
The plant will be financed 49 percent by Sonatrach and 51 percent by Total and the products will be sold on the national and international markets.
It is the first of six petrochemical projects Algeria has launched for an estimated overall value of $12 billion.
The results of a further tender for a complex capable of producing 1 million tonnes of methanol per year were expected later on Monday, the officials said. That project will also be a partnership of Sonatrach and a foreign company.

Algeria plans 12 bln usd petrochemical complex; Total, Almet win orders UPDATE
07.17.07, 9:18 AM ET
(Updates with more details of Sonatrach plant, Total jv, Almet consortium's contract and jv, other details)
ALGIERS (Thomson Financial) - The Algerian government has awarded contracts to Total SA and an international consortium, Almet, worth a combined 4 bln usd, to build two new petrochemical plants as part of a 10-unit petrochemical complex with an estimated investment of 12 bln usd.
'These two plants are part of a programme of about 10 petrochemical units with a total cost of 12 bln usd, of which five are still to be built', said the vice-president of Algerian state oil company Sonatrach's downstream activities, Abdelhafid Feghuli, last night after the two contracts were signed.
French oil company Total signed a contract worth 3 bln usd (2.18 bln eur) to build an ethane cracker at Arzew in western Algeria to manufacture various types of polyethylene and ethylene destined for domestic and international markets, Sonatrach said.
A joint venture will be formed for the ethane cracker plant, in which Total will hold 51 pct and Sonatrach will hold 49 pct. Total was competing with Saudi group Sabic for the order, but the French group won the order as it offered Sonatrach a 70 pct share of the profits, while Sabic only offered 55.12 pct.
The Almet consortium comprises Kuwaiti company Qurain, German company Lurgi, Trinidad's PPSL, Japan's Mitsui, and Algerian company Sotraco. Sonatrach awarded Almet the contract to build a methanol production facility at the Arzew industrial zone. The amount of the investment is estimated at 1 bln usd, and annual production is estimated at 1 mln tonnes of methanol, destined for the international market.
A joint venture will also be formed for this plant, in which Sonatrach will hold 49 pct and Almet 51 pct. Almet has offered Sonatrach a 76.09 pct share of the profits.

Sensational export success for Stadler Rail: 64 FLIRTs for suburban rail trains in Algiers
On March 18, 2006, the Algerian federal railway (SNTF) declared Stadler Buss-nang AG as the winner of the international tender for the delivery of 64 electrical suburban trains for Algiers. The SNTF will procure 64 4-part FLIRT railcars (Fast Light Innovative Regional Turbo-train), an order worth approximately 600 million Swiss Francs. Delivery will begin at the second half of 2008 and will go until the end of 2010.
The Algerian federal railway (SNTF) published an international tender for the procurement of 64 electrical suburban trains for Algiers in the summer of 2005. Last Saturday, it was announced that Stadler was able to win this tender. With this, the FLIRT vehicle design Stadler offers was able to prevail once again on the international market against heavy competition. Since 2002, Stadler has already been able to sell 244 FLIRTs in Switzerland, Germany, Hungary, and now, even in Algeria. Peter Jenelten, Executive Vice President of Marketing and Sales of the Stadler Rail Group: “This order is the biggest single order that we’ve ever been able to win, and demonstrates the international competitiveness of the Stadler Rail Group. We have always centred our products on the demands of rail operators and passengers. The design and modularity of the FLIRT prove that we have actually met the market demands of the modern suburban railway traffic. The contract with the SNTF should take effect by the middle of the year. The order for the 64 FLIRTS is worth approximately 600 million Swiss Francs. The delivery of replacement parts, the delivery of a simulator, technical assistance and the maintenance of the trains over a period of 10 years is also part of the order. The vehicles will be produced completely in Switzerland and delivered to Algiers. The Swiss production and added-value proportion for the vehicles is more than 80%. This order involves more than 1 million production hours, and if you count the hours of the subcontractors as well, this number is doubled, which amounts to very high employment. The FLIRT for the SNTF is an electric (25 kV/50 Hz) 4-part railcar with up to 1000 standing spaces and 136 seats and only has a 2nd class for suburban rail use. In order to handle the large passenger volume in Algiers, up to 4 FLIRTs can be coupled together, so that up to 4000 passengers can be transported. For the quick embarking/disembarking of passengers, the FLIRT has 8 doors on each side. The maximum speed is 160 km/h. The FLIRT is distinguished by its excellent acceleration capacity of 1.2 m/s2. The FLIRTs will be put into operation in the Algiers suburban railway network. The Stadler Rail Group, the system supplier of customer-specific solutions for rail vehicle construction, incorporates Stadler Altenrhein AG, Stadler Bussnang AG, and Stadler Winterthur AG in Switzerland in addition to the two German locations, Stadler Pankow GmbH in Berlin and Stadler Weiden GmbH in Bavaria. The Group employs a workforce of 1750 around the world. The best known vehicle series from the Stadler Rail Group are the globally successful GTW articulated railcar (391 trains sold), the Regio Shuttle RSI (354 trains sold) and the Fast Light Innovative Regional Turbo-train FLIRT (244 trains sold). Stadler Pankow GmbH, Berlin, has successfully established itself in the streetcar and tram market with the product series Variobahn (159 vehicles sold) and the newly developed Tango (6 vehicles sold). Furthermore, Stadler manufactures passen-ger carriages and diesel-electric locomotives and is also the world’s leading manufac-turer of rack rail vehicles. The Algerian government has awarded two petrochemical project contracts worth a total of roughly $4 billion, as the country works to develop businesses downstream from the oil and gas sector. The contracts are part of a grand, $12 billion package of 10 petrochemical plants that the country plans for the Arzew industrial zone near Oran, on Algeria's northwest coast.
The larger contract has gone to France's Total, which is to build a $3 billion ethane cracker and three polyethylene plants. The complex will be built in partnership with Sonatrach, Algeria's national oil and gas company. A 1.4 million-metric-ton-per-year ethane cracker will produce ethylene for ethylene glycol, high-density polyethylene, and linear-low-density polyethylene. Feed gas will come from southern Algerian fields. According to Total, commissioning of the units is scheduled in about five years. Total will hold a 51% share of the project, and Sonatrach, 49%.
The second contract has gone to a consortium of Algerian and foreign companies to build a $1 billion methanol plant. Capacity is planned at 1 million metric tons per year, and the output is planned for export. The consortium is made up of Japan's Mitsui, German engineering firm Lurgi, Kuwaiti company Qurain Petrochemical, Trinidad's PPSL, and Algerian company Sotraco. The consortium will hold a 51% stake in the project, and Sonatrach will hold the minority share.
In an unrelated development, South Korea's SK Corp. confirms that it is in talks with China Petroleum & Chemical (Sinopec) to build a $1.9 billion 800,000-metric-ton-per-year ethylene plant in China's Hubei province.

new train in algeria
Restoration of the rail network the first engines arrived The national Company of rail-bound transports (SNTF) took delivery, yesterday, of 11 brought back engines of Canada by boat within the framework of a contract of purchase at General Motors. They are intended for the transport of freight. These engines will take up duty immediately after the checks of use. Information is given by Abdelhamid Lalalmia, general manager of SNTF, in a maintenance granted to the drafting of Chain III of the Radio main road of which he was the guest. It recalled that a second delivery of engines will be carried out in September and specified that the SNTF bought for 82 million dollars, on the whole, 30 engines of which 16 are intended for the freight (3 500 CV) and 14 with the passenger transport, with a speed which will not exceed the 160 km/h commercial, this limit being imposed by the design features of the infrastructure. Other orders are in hand, it added. They relate to 17 rail-cars diesel awaited for the beginning of October intended for regional transport, ordered at Spanish CIF In April 2008, will be received the electric motorized oars for the network of the suburbs of Algiers which will be electrified (lines Algiers Thenia and Algiers El Affroun). These are 64 electric motorized oars which are bought at Switzerland Tadler the DG of the SNTF announced the realization of a programme of restoration of the driving park and towed park which will touch 43 cars and 40 engines. Moreover, an invitation to tender will be launched for the rehabilitation of 92 cars travellers. It recalls that in 2008/2009, the SNTF will have a modern network with double track for the transport of freight and the travellers. The capacities of this network will reach 400 travellers on the broad outline and up to 1 880 travellers for the suburbs of Algiers. Mr. Lalalmia lets know that the program, equipped with 1 300 billion DA, advances very well as regards the lines of the western south of the country on Sidi Bel Abbès-Bechar, there was partial reception for the line which relates to Mohamedia, in the same way the line Annaba-Ramdane- Djamel, that progresses, the El-Gourzi-Setif project was launched, other projects very well also advance, underlines it. For 2007, points out it, 17 billion DA were consumed in first half of the year and at the end of the year, the consumption of the budget will reach 1 billion dollar. The budgetary extension of 500 billion DA granted by the complementary finance law for 2007, is due to the fact, makes it observe, that the administrative evaluations of the program were established in 2004 and that the SNTF a long time absent at the international level was unaware of the prices on this level. But, it insists, 500 billion DA is rising which rises from the invitations to tender. It recalls finally that the program of the railroads in Algeria by 2025 provides to go further Bechar and no extension in the desert south where there is neither basin of population nor goods to transport.

Six tones of smuggled Algerian iron were seized by Moroccan customs on Tuesday, said well-informed sources.
Algerian building materials make good business in Moroccan markets. Ahfir, Saidiia and Beni Derar towns were fully built by Algerian building materials, said the same sources.
On the other hand, huge quantities of smuggled fuel were seized in Morocco. Several smuggling attempts were foiled.
The smugglers attempted to smuggle quantities of clothes and potatoes from Morocco to Algeria. Customs in Ouajda city in Morocco (15 kilometers west of Algeria) arrested a truck carrying three tones of potatoes smuggled to Algeria.
July 25, 2007: The UAE and Algeria are seeking to develop their trade and investment relations by eliminating obstacles to growth, top officials said yesterday.
At the fifth session of the UAE-Algerian Joint Committee, Shaikha Lubna Al Qasimi, UAE Minister of Economy, emphasised that the bulk of the bilateral trade remains in the field of re-exports, and that additional efforts are needed to increase the flow of goods between the two countries.
"The bilateral trade balance stood at Dh1.5 billion in 2006, of which more than 95 per cent remains in the re-exports field. We are looking forward to a substantial increase in the flow of goods, hence I request the sub-committees to follow-up the issue thoroughly," Shaikha Lubna told the committee members.
With Emaar Properties investing more than $20 billion in construction projects in Algeria, the country has become more than a trading partner for the UAE.
"In 2006, the value of UAE investments in Algeria totalled Dh40 billion, in housing, tourism, energy, healthcare, aluminium, and others," said Dr Mohammad Khalfan Bin Kharbash, Minister of State for Financial and Industrial Affairs, during the signing ceremony of a customs co-operation agreement, with Karim Judi, the Algerian minister of finance.
The agreement aims at enhancing mutual support in the field of procedures, and will take effect after one month from the date of signature.
The finance ministers also reviewed the methods of supporting the flow of investments especially in the food industries, agriculture, real estate, and banking.
"The trade balance grew from Dh73 million in 1993 to more than Dh1.5 billion last year, while the agreements, such as double taxation avoidance are helping to improve the relationships," Dr Kharbash added.
The World Bank ranked Algeria as third-highest recipient of foreign direct investments (FDI) in the Arab World, following the UAE and Egypt.

ALGIERS - Algeria plans to make use of its hot southern desert to develop solar power for export and domestic consumption, the OPEC member country said on Monday.
The scheme is due to be completed by 2015 in Africa's second-largest country, where most of the 33 million peopele live in the northern coastal strip. Temperatures in the desert south are high.
"Algeria has a huge sunny area with big potential to be exploited. It has also financial and human resources. It lacks nothing. We can compete with other countries," Energy and Mines Minister Chakib Khelil said.
Algeria, which belongs to the Organisation of the Petroleum Exporting Countries and is one of the main gas suppliers to Europe, has benefited financially from high oil prices.
To develop renewable energy the authorities have set up a company called New Energy Algeria (NEAL), which is 45 percent owned by state energy firm Sonatrach, 45 percent by gas and electricity utility Sonelgaz and 10 percent by private agrobusiness firm Semoulerie Industrielles de la Mitidja.
"We want to meet local needs and export abroad by 2015," NEAL spokeswoman Aicha Adamou said.
"Germany has expressed readiness to import from Algeria. We have also possibilities to export to Italy and other European countries," she told an international conference on renewable energy.
NEAL and Spain's Abener Energia Spa have signed a 250 million euro (US$335 million) deal to build a hybrid solar-gas plant at Hassi R'Mel, with a capacity of 150 MW, due to come on stream in late 2009.
"Hassi R'Mel is not our sole project. We have many projects including plan to produce wind-based energy with a capacity of 10 MW," Khelil said on the sidelines of the three-day conference.
He said the combined-cycle hybrid plants aim to reach 5 percent of national generating capacity by 2015.
"We are making big efforts to produce renewable energy in Algeria and make it competitive with the energy produced by other countries," he added.

Negotiations are still underway between Dubai Port Group and Algerian authorities to snatch a share in Djen Djen container terminal (Jijel Wilaya) for investments there, well informed sources told El Khabar. The Emirate Company has expressed its readiness to invest 120 to $150bn to modernize the sea port and bring in new equipment while negotiations meant to allow the Emirate company to engage a partnership to manage Algiers container terminal came up to an advanced stage.
Dubai Port Group offer for partnership in Djen Djen sea port management came up to crown that giant path negotiations went through for Algiers container terminal management as the Emirate Company offered around $70m to manage the port.
According to the same sources, the ongoing negotiations can be crowned by a final agreement between the two parties before the end of the year.
The agreement is likely to contribute to leveling the performance of the port as was the case for Bejaia container terminal after the conclusion of an agreement with the US subsidiary in Singapore Portec.
To recall, State shareholdings minister Mr. Abdelhamid Temmar has already reassured the trade union representatives that Algiers container terminal will not be offered to the Emirate company until to be set for an international bid, but public authorities pursued negotiations with the Emirate group, which negotiations were rejected by the social partner on the ground that Algerian facilities can rely on Algerian capacities and avoid further exhaustion of the national resources.

Why is Algeria always copying Morocco.
For example Morocco was the first who began in 2000 with the Vision 2010. The Vision 2010 is to build new infrastructure, tourisme, new resorts, new airports, new port, tram in Casa, Rabat etc etc. A few years later Algeria came with the Vision 2009 exactely the same projects as Morocco...
Algeria Vision 2009 is a copy of Morocco Vision 2010
Algeria build new resorts is a copy of Morocco
Algeria has project with Emaar is a copy of Morocco.
Algeria want to build a tram, TGV is a copy of Morocco
Algeria is going to build a Marina in Algiers is a copy of Casablanca Marina
Algeria is going to build now a Algiers City Center is a copy of Casablanca City Center.
Algeria is going to build a new port is a copy of the new Tanger Port.
Algeria is going to build a big mosquee in Algiers is a copy of the big mosquee of Casablanca.
etc etc
I think because Algerians are very stupid, and because they can’t copy from European countries they do copy from Morocco the only developed country in Africa.
Don’t be silly, those projects you are speaking about are programmed since the eighties and nineties, and because the terrorism they stopped, including the metro tramways, new ports and airports and motorways… any way there is no harm to copy, as all the countries in the world are benefiting from or copying the western technologies.

Here you can see more information djenden port is a project since the eighties before the Moroccan one. Concerning the Algerian strategy it begins on 1999 that means since Bouteflika was elected precedent and it will end in 2009 the end of his second mandate, as you see its pure political agenda to have a new third mandate which is unfortunately bad.
So I hope you stop you stop thinking clever and people copying you..

Totally agree with you, although nobody said that what happening in Algeria is mega contraction, Libya and Egypt has huge projects. Egypt has gas and more than 70 million populations. Libya is the richest oil country in Africa, more than Algeria 4 times and they have just 5 millions populations. after the embargo has been lifted, Libya will become the Dubai of Africa.
Algeria is just trying to cutch up because since the end of 80 everything stopped in that country.

oran stadium (construction project given to china)
Of the Chinese for the Olympic stage Oran Convertir into pdf printable Version Suggérer by Écrit mall by Sofiane Mr. (Daily of Oran) 10-07-2007 BallonLe Olympic stage of Oran will be carried out by Chinese. The Chinese company "MCC International Corporation LTD", indeed, has been just selected by the Management of the housing and the public equipment (DLEP) of the wilaya of Oran for the realization of this Olympic stage of 40.000 places. The company, which was seen temporarily awarding the contract after analysis and evaluation of the technical and financial offers, proposed the realization of this Olympic stage for nearly 10,5 billion dinars. The financial offer suggested by this Chinese company is with the lowest offer among the offers of the two other tenderers who had quoted financial between 12 and 17 billion dinars. The Chinese, who obtained a technical note of 80 out of 100, also succeeded in convincing the commission of selection, since they had proposed to carry out this great project within a completion period of only 29 months. The Chinese company "MCC International Corporation LTD" was in race with two other foreign companies: the national company of the building work of China (CSCEC) which had proposed approximately 12 billion DA and the Portuguese grouping Texeria Duarte Groupo which had proposed 17 billion DA. The national company of the building work of China (CSCEC) had tendered to carry out the stage in 35 months, whereas the Portuguese grouping "Texeria Duarte Groupo" had proposed a completion date 30 months. On the 30 schedules of conditions withdrawn from the DLEP, five companies foreign tendered for this project, but in the final analysis only three were retained after the rejection of the offers of the two other companies: the Egyptian company "Arab Contractors Ahmed Osmane and Co" and the grouping espano-Portuguese "Liena Construcciones". These two foreign companies did not succeed in obtaining a good technical note to secure their prequalification. The new Olympic complex will be carried out on a surface of 105 hectares with Oran-Is. The selected site is with the accesses of the RN11, between the localities of Sidi El-Bachir, Bir El-Djir and that of Douar Belgaïd. This site will also shelter the new university pole and an academy of police force. The authorities devoted the budget of 6,25 billion dinars for the realization of the Olympic complex, but a extension of at least four billion DA is from now on necessary to concretize this project. It is to be recalled that the launching of the initial work of this project was initially planned for the end of the second half of 2006.

ALGIERS, August 02 -- Algeria will invest $20 billion US in the next two years to further develop its burgeoning oil and gas industries, Energy and Mines Minister Chakib Khelil said Tuesday.

05/04/2007
The Algerian Ministry of Religious Affairs confirmed its decision Wednesday (April 4th) of Quebec-based engineering and construction company Dessau-Soprin to oversee the construction of Algeria's new Grand Mosque, which will be the third largest mosque in the world after Mecca in Saudi Arabia and Hassan II in Morocco. The mosque, to be located on the Bay of Algiers, will accommodate up to 120,000 worshippers and will have the largest minaret tower in the world at 300 metres. The mosque will also have several cultural and religious structures, a conference room, a Qur'an house, a centre for cultural sciences, three libraries and media centres, an amphitheatre, a laboratory, a 300-room hotel, a shopping centre, restaurants, green spaces and a recreation park. The initial investment is planned at $2.2 billion but according to some estimates the project's cost may surpass $9 billion. Dessau-Soprin will receive $22m for its services. Completion of the project is expected in 76 months.

A report released by Arab Institute for Investment Guarantee revealed that Algeria and 7 other Arab countries recorded a decline in terms of their economic growth rate. The report highlighted, however, other 12 Arab countries that achieved an increase including Mauritania which came on top list with 11.7 averages in 2006.
According to the same report, the global Arab countries’ GDP average growth rate exceeded 6%. The rate recorded by only 19 countries was about 6.1% compared to 5.4% in 2005. Still, Arab countries’ GDP growth rate was weaker than that recorded by emerging and developing economies group which reached 7.9%.
However, the report has underscored improvement in the investment climate in the Arab countries on the ground of inflation rates and import-export balance.
Concerning finance markets, Algiers stock exchange was classified as the smallest Arab stock market according to Arab Institute for Investment Guarantee report which underscored, on another side, $888.2 billion as shares transactions in Arab countries financial markets, for $1290.9 in 2005 with 31.2% drop.
Sorry to post further crap on this thread but i just feel i need to. Moroccanboy, I don't know where you grew up or what passport you have or if you've actually been to morocco for more than 3 weeks a year but I can assure you that most of us here consider algerians to be our brothers. Over the years there have been differences between the respective governments however the people have for the most part been in agreement with each other. After all, many moroccans have algerian relatives and vice versa. As for relative levels of development, i would say both countries have a long way to go and both countries have chosen different development paths so I would say that they are not in direct competition.

Listen Moroccan boy, you have to understand that this thread is for projects in Algeria, you are welcome to post and more than welcome to post critics concerning those projects. This thread doesn’t mean that Algeria is better than or competing Morocco as u understand wrongly, and doesn’t mean that Algeria is a big country or is doing well. I am an Algerian and I can confirm to you that Algeria is like many other African and third world countries looking for better development and suffering from problems like corruption, human write abuse, violence, poverty and many of the people here wants to immigrate to Europe looking for jobs or better life ect.
So I repeat again, this thread is for projects, if you have any problem with Algeria open a new thread and do what ever you like if that makes you feel better.

A Chino-Turkish Group snatched a 1.7 b Euros deal
A Chino-Turkish Group snatched a 1.7 billion Euros deal to construct a two-way electrified railway line in the west of Algeria, AFP reported Sunday, quoting a statement by the Algerian railway infrastructures agency ANESRIF.
The agency said that the Chino-Turkish Group, which is a fusion between China civil engineering construction corporation CCOCC and the Turkish Ogzune made a unique bid, while the deal is to be closed before 2007 end.
The 175 km two-way electrified railway project is intended to relate Boumerdes province (centre of Algeria) with Bourdj Bou Arreridj province (west of Algeria).
The head of coordination and planning department for the agency, Hicham Bourouisse stated that “this new railway line includes several tunnels on which trains are to run up to 165 km per hour.”

1.3 million electronic bank credit cards delivered
There are about 1.3 million electronic bank credit cards C.I.B in Algeria, while official statistics esteem that 10 million people are likely to benefit from.
A well-informed source within the ministry in charge of financial reform told El Khabar that the number of bank clients who benefited from an electronic credit card reached, by April 30,1.268 million, while it reached currently 1.3 million cards.
The same source noted that the new system, which secures more efficiency in deals, requires more media focus. Thus, efforts to spread financial deals through the new payment system, said the source, need a unified strategy between banks, Automation of Inter-bank Transactions and Electronic Money Company (SATIM) organ, economic operators, the ministry in charge of financial reform, as well as bank of Algeria.

Iran to open bank in Algeria soon
Tehran Times Economic Desk
TEHRAN – Iran will inaugurate a branch of Export Development Bank of Iran (EDBI) in Algeria in the near future, said Iran’s ambassador to Algiers on Saturday.
The bank aims to facilitate banking relations, Hossein Abdi-Abianeh added.
Hinting to the Algerian market’s need in kinds of products and technical and engineering services, he said that its trade volume with Iran is about only $20 million.
“Several contracts and memorandums were signed between the two countries,” he noted, elaborating on establishment of agents of SAIPA and Iran Khodro Company (IKCO) in that country.
The official called for Iranian traders’ presence in Algeria’s market as the country earmarked $150 billion for renovation of its infrastructures and is in dire need of technical and engineering services.
Home appliances and construction materials are of the country’s main requirements, according to Abdi-Abianeh.
The ambassador blamed unidentified markets and conflicts in Algeria for the low trade volume between the two countries.

19/09/2007
A total of 17 architecture and engineering teams have joined the race to construct the Grand Mosque of Algiers, Minister of Religious Affairs Bouabdellah Ghlamallah announced Tuesday (September 18th). Ghlamallah added that in addition to four Algerian teams, groups from France, Germany, Tunisia, Egypt, Lebanon, Italy, Canada, Spain, South Korea and China are competing for the multi-billion-dollar project. The ministry will name five finalists in late October.
The Grand Mosque of Algeria is expected to be the third largest mosque in the world after Mecca in Saudi Arabia and Hassan II in Morocco. The mosque will be located on the Bay of Algiers and will accommodate up to 120,000 worshippers. At 300 metres, its minaret tower will be the largest in the world. The mosque will feature several cultural and religious structures, a conference room, a Qur'an house, a centre for cultural sciences, three libraries and media centres, an amphitheatre, a laboratory, a 300-room hotel, a shopping centre, restaurants, green spaces and a recreational park.
The Waterfront project by the Algiers Bay looks very great! I thought that the new big mosquee was going to build at the Algiers bay, is this true?

Algeria mine output possible by 2011-Terramin
By Humeyra Pamuk
LONDON (Reuters) - Australian miner Terramin aims to become one of the top 10 zinc producers in the world when its Algerian mine starts production by 2011 with an estimated output of 250,000 tpa of zinc concentrates.
Terramin's Oued Amizour project, where its Tala Hamza mine is located, is one of the company's three mining projects, along with the Angas zinc mine, which is due to commence mid-2008 and its Menninnie project in the exploration stage, both based in Australia.
"This (Algerian) project will take Terramin into the top 10 zinc producers, probably to number seven or eight," Michael Kennedy, board member of Terramin told Reuters in an interview on Thursday.
"It is the project that will make Terramin," he said.
In May, the company announced it had 55 million tonnes of lead-zinc deposits in its Oued Amizour project and initial studies showed annual ore production could be 3.5 million tonnes.
"There's an 80 percent chance that the mine will bring 3.5 millions of zinc ore, producing in excess of 250,000 tonnes zinc in concentrate," Kennedy said.
"In addition to that, there will be lesser quantities of lead. So if you have around 250,000 tonnes of zinc, you'll have 70,000-80,000 tonnes of lead concentrate per year," he said.
Kennedy said a "scope study", which would show the possible production figures, would be finalised by the end of this year.
Terramin controls the project through its 65 percent share in an Algerian holding company. The other shares are owned by the Algerian government.
The Tala Hamza deposit is only 10 km away from a deep water port on the Mediterranean coast of Algeria, and strategically located to supply European smelters.
ZINC SHORTFALL
Kennedy agreed with the market consensus that there will be an oversupply of zinc over the coming years but warned about possible tightness in the market eventually.
"A number of bigger units will have been exhausted and there are no large mines in the development pipeline, so the consensus is from 2010 onwards there will be a quite significant shortfall in zinc concentrate," he said.
"We will probably come into production in Algeria by 2011," he said.
In September, three-months zinc prices on the London Metal Exchange have fallen to their lowest level since March 2006, because of an expectation of oversupply.
Currently the price trades around $3,000 tonnes, more than $1,500 away from its all-time high it hit in November 2006.
"In Angas mine, the revenue from lead concentrates is sufficient to cover all of the operating costs ... Even if the price of zinc is modest, revenues from lead more than compensate," he said.
High metals prices were also facilitating the company's financing opportunities.
"We will have cash flow commencing from Angas next year and if the prices stay where they are, we may not need to raise any more cash," Kennedy said.

Egypt Ezz to build $750 mln steel plant in Algeria
Mon 15 Oct 2007, 19:50 GMT
[-] Text [+] ALGIERS (Reuters) - Egypt's Ezz Steel signed on Monday a draft deal to build a steel plant in Algeria for domestic and foreign markets at a cost of $750 million, the Algerian official news agency APS said.
The investment will be expanded later by $500 million for the 1.5 million tonnes per year plant in the coastal town of Jijel, some 460 km (287 miles) east of the capital Algiers, APS added.
The signing ceremony, which took place in Jijel, was attended by Ezz Steel General Manager Ahmed Ezz and officials from the Algerian Industry and Investment Promotion Ministry.
The plant would cover up to 200 hectares and is expected to create 1,700 jobs, it added, citing the Egyptian company's officials.
Ezz Steel, which has been seeking to expand its business in the Middle East and North Africa, said in March 2007 it would build a steel rebars plant in Algeria to meet demand of the booming construction sector there.
Algeria has started carrying out a plan to build 1 million housing units by 2009.

Algeria eyes $10 bln petrochem investment in 2008
ALGIERS, Nov 4 (Reuters) - OPEC-member Algeria plans to spend over $10 billion next year to develop its petrochemical industry, Energy and Mines Minister Chakib Khelil said in remarks published on Sunday.
"Algeria will invest in 2008 more than $10 billion in the petrochemical industry," official media quoted him as saying.
Last July Algeria awarded a contract to France's Total SA (TOTF.PA: Quote, Profile, Research) to build and operate a steam cracking complex able to produce 1.4 million tonnes of ethane per year.
The project is worth over $3 billion and the plant, to be built in the town of Arzew in partnership with Algerian state energy firm Sonatrach, will also produce polythylene, ethylene glycol and other petrochemicals.
The plant will be financed 49 percent by Sonatrach and 51 percent by Total and the products will be sold on the national and international markets.
It is the first of six petrochemical projects Algeria has launched.
"We will award several petrochemical projects, including liquefaction units of Skikda and Gassi Touil which will be built in the next few years," Khelil added.

Algeria begins construction of first hybrid gas-solar plant
06/11/2007
The construction of the world's first hybrid gas-solar power plant began over the weekend in Hassi R'Mel, 800 km southeast of Algiers, local press reported. The $350m plant has a planned capacity of 150 megawatts and is the first of four hybrid power plants slated for construction in Algeria. The projects are being carried out by New Energy Algeria (NEAL), a company established in 2002 by Sonatrach and Sonelgaz in collaboration with Spain's Abener.
In related news on Monday, Sonatrach and Italian oil industry services company Saipem inked a $500m agreement for the construction of a liquefied petroleum gas (LPG) pipeline that will connect the Hassi R'Mel terminal to the Arzew petrochemicals complex. The pipeline is to be completed by 2009 and will increase the Arzew terminal's LPG transport capacity from 9m to 15m tonnes per year.

Algeria plans solar power cable to Germany-paper
Wed 14 Nov 2007, 11:15 GMT
[-] Text [+]
ALGIERS, Nov 14 (Reuters) - An Algerian company is planning to build a power cable to Germany to export solar-generated electricity from the Sahara, a state-owned newspaper reported on Wednesday.
Tewfik Hasni, chief executive of New Energy Algeria (NEAL), said the 3,000 km (1,875 mile) cable would be laid from the Algerian town of Adrar to the German city of Aachen under a project provisionally entitled "Clean Power From The Desert", El Moudhaid daily reported.
He made the remarks at an Algerian-German business meeting held to coincide with a visit to the north African country this week by German President Horst Koehler, the paper said.
The cable's route would take it across the Mediterranean to the island of Sardinia, mainland Italy, Switzerland and Germany.
The project would be carried out in partnership with a consortium of investors including Algerian state energy giant Sonatrach, which is a shareholder in NEAL, and would depend on final approval from both governments, he said.
NEAL, the main vehicle for OPEC member Algeria's alternative energy strategy, is owned 45 percent by Sonatrach, 45 percent by gas utility Sonelgaz and 10 percent by private agro-industrial firm Semouleries Industrielles de la Mitidja.
Africa's second-largest country, Algeria is 4-1/2 times the size of France and most of its 33 million population live on the northern coastal strip. Its desert south is baked by the sun.
For decades an important gas and oil exporter to Europe, Algeria started planning in recent years to add solar to its portfolio of energy exports to Europe.
El Watan reported Hasni as saying the power for the project would initially come from hybrid solar-gas plants but longer term would eventually come from solar-only ventures.
NEAL, in partnership with Spain's Abener Energia Spa, starts construction next year of a 250 million euro hybrid solar-gas plant at Hassi R'Mel in central M'Zab province with a capacity of 150 MW due to come on stream in late 2009.
The plant will be the first of a series of combined-cycle hybrid plants that NEAL aims should have capacity of 500 MW or 5 percent of national generating capacity, by 2010.
As solar technology improves, Hasni plans to establish pure solar generation plants without the need for gas and gradually expand solar power's capacity.
NEAL has said Algeria's plans to supply solar power to Europe presuppose greater flexibility in European power markets to enable Algeria to connect to its customers' grids. (Writing by William Maclean, editing by William Hardy)

Algeria, an immense building site Algeria, an immense building site Algeria is an immense building site of north in the south and of is in west. No observer can deny such an obviousness. Everywhere where one moves, one sees only building sites and cranes. It should be recognized that it is the first time in the history of our country, that one observes such such an intense activity. Of course, this situation does not escape from the attention, in particular, from abroad. This assertion is confirmed by the declarations of foreign diplomats who expressed the wish of their countries to reinforce the economic links with Algeria. They are not businessmen or investors who express themselves but official representatives of States. That is enough to accredit the feeling generally shared on the importance of the Algerian potential. Indeed, there are initially these programs of development which mobilize an envelope of 150 billion dollars for their realization. The five-year program of support for the economic growth but also the complementary programs in favour of the wilayas of the South and the High plateaus gives an outline of this potential. For that, it is necessary to add all the investment appropriatenesses. Tourism, thanks to proven potentialities, constitutes certainly one of the priority sectors. Algeria is likely this to present a broad natural range energy of balneal at Saharan, while passing by the High plateaus, the mountains, the thermal springs... This potential also rests on a culture, traditions of hospitality and also broad and very rich historical inheritance as the many sites and vestiges distributed on the whole of the own territory attest it...

Project of installation of bay of Algiers
The building site in right track
The alteration work of an important part of bay of Algiers advances at the rate/rhythm desired by its promoter Abdelouahab Rahim, who ambitionne to give life to this modern urban pole called “Algiers Médina”, by placing at the disposal of the citizens certain equipment.
It is in particular about the shopping mall including/understanding a Carrefour supermarket, a chain of department stores and a carpark cars of more than 4000 places. The commercial infrastructure will be in measurement to satisfy in various products and services the hundred thousands of customers called to go there each day. The managed carpark and common spaces in a modern way, in addition, will be decorated by a bottom of music. Will be also opened with the public the watery park mainly intended for the leisures of the children, the central boulevard giving a unspoilable view on the sea, like 6 km of roomy roadways with use of walk and sports activities. This whole of infrastructures will bathe in an olive grove made up of some 2000 olive-trees centenaries imported of Spain. The plantation will be started as of next January. On building site, we could observe work of assembly of the frame of the supermarket Carrefour, carcass work of the watery park as well as the automobile pavement of the carpark of 4000 places, the central boulevard and a considerable part of the pedestrian alley, called to be spread out with the liking of the progress of the work, to reach approximately 20 km. For Abdelouahab Rahim, there is no doubt to have on the nearest opening of these infrastructures of which it maintains May 2008, like deadline. All these infrastructures in building site appear among the large structuring elements of a mégaprojet of urban development which will be spread out over 108 ha, of the Hilton hotel in the mouth of the wadi El Harrach. It will include/understand two turns of offices and apartments whose work is largely started, as well as a palate of the congresses of a capacity of 4000 places. The Hilton hotel and the Center Business in activity give already an idea of the importance that Algiers Médina will take as a district of businesses, when all these towers, adding up more than one million square meters of offices and apartments for business men, will be operational. Algiers Médina will be also an important zone of habitat with to the key the construction of a score of turns of fifty stages each one. Approximately 10.000 promotional residences of various standings will be carried out there from here 2010. A marina able to fasten some 600 pleasure boats is also envisaged there with many restaurants and linked activities with the products of the sea. This marina has to radiate on all Mediterranean, by in particular accomodating the boats of all the bordering countries. Tourism would be some thus redynamized. The Inhabitants of Algiers and, more largely still, the visitors of Algiers will find in this new urban pole all the conveniences and all the pleasures of the life that cannot to any more ensure the central districts of the capital them, arrived with saturation. The installation of Algiers Médina is conceived by the American architect of South Korean origin, prize winner of the international contest, Mr. Kim. The follow-up of work, as for him, is ensured by the research department of the Dahli group, on which its owner Abdelouahab Rahim obviously imposed a certain rationality organization control of building sites. One can as example note that the operational startup of the programmed equipment started with the realization of the roadway systems and various networks (driveways and various services), which makes it possible to carry out rises without owe patauger in winter mud. Once the driveways and various services completed, the constructions stripped of all forced will advance in a spectacular way. The financing, for a great part, will be ensured by the equities of the group and the appropriations granted by its bank. The prefinancings granted by the future purchasers of promotional residences and other real goods will come in complement. Abused by the vicissitudes of a city in advanced phase of saturation, the Inhabitants of Algiers will be quite glad to find in this new urban pole the conveniences and the pleasures of the life that cannot to any more ensure the central districts of the capital them. They cannot, so that to applaud the realization of this urban pole, called to carry out the Algerian capital towards modernity.

Sarkozy eyes 5 billion dollars in deals during Algeria visit
(DPA)
2 December 2007
ALGIERS - French President Nicolas Sarkozy said in interview remarks Sunday he aimed to conclude economic deals worth 5 billion dollars during his upcoming visit to Algeria.
In remarks reported by the Algerian news agency APS, the French president said the state energy concern Gaz de France was planning to invest 1 billion dollars, while the oil group Total planned 1.5 billion dollars’ worth of investments in Algeria.
In addition, during his three-day visit starting Monday the two sides would take up discussion of a programme of cooperation between medium-sized companies, Sarkozy said.
A further issue during his visit is expected to be his proposal for a Mediterranean union with concrete projects in transportation, energy, water supplies and eduction, Sarkozy told APS.
But such a union would not replace the cooperation now in place between the European Union and North Africa, he said.
Sarkozy is to be accompanied by the heads of some 120 French companies on the visit to Algeria, as well as by several cabinet members including Foreign Minister Bernard Kouchner and Justice Minister Radhida Dati, who is of Algerian-Moroccan ethnic background.
Casting a shadow on the visit ahead of time were anti-Semitic remarks in an interview by Minister for War Veterans Mohammed Cherif Abbes, who last week said Sarkozy owed his electoral victory to Israel and ‘the Jewish lobby.
In the furor that followed, Algerian President Abdelaziz Bouteflika publicly rebuked his minister and telephoned Sarkozy to assure him that he was welcome in Algeria. Sarkozy then said he would be travelling to Algeria ‘as a friend.’

Making Algeria a self-reliance country
Orascom to export 250 thousands white cement annually
Algerian Cement Company ACC, subsidiary of the Egyptian Orascom Group, is to export sooner about 7 thousands white cement to Spain among the first production quota of its new cement factory in Afaz area, Mascara province, ACC General Manager told El Khabar.
Mr. Ayman Anis indicated that ACC is to export about 250 thousands tons of white cement to several countries which sealed contract with, including Spain, Italy, Syria and the United States.
ACC hold currently three cement factories in Algeria reaching not only to offer cement with competitive prices but also to cover local market demands permitting, thus, to Algeria to reach self-reliance.
The General Manager of ACC expected that his company is to bring down current grey cement soaring prices while launching a new grey cement factory scheduled later January with an annual production capacity reaching 2.5 million tons.
To recall, Orascom Group’s global investments in Algeria reached about 2.5 b USD with two cement factories in Mascara as well as ammoniac partnership company with Sonatrach in Arzew.

The Algerian government and foreign developers are spouting praise for prestigious projects to redevelop the Bay of Algiers. Many residents say they will show excitement when they see results. The highly polluted waters of the Oued El Harrach stand to dampen everyone's enthusiasm.
Algiers should soon have a new face, with the launch of a number of architectural projects on the eastern approaches to the city. Shopping areas, apartments and a new mosque at the Bay of Algiers will completely transform the Algerian capital.
The project began long ago. During the 1980s, the government planned to redevelop the coastal strip east of the port area, replacing 19th-century buildings and warehouses with modern districts. However, when Algeria's main source of revenue was hurt mid-decade by a drop in oil prices, the Bay of Algiers development plan was put on the shelf.
"There have been projects languishing in the background for years, due to the financial crisis experienced by the country over the previous decade. Today the money is available, and it is time to re-launch these projects to give Algiers a new look worthy of a capital city," declared President Abdelaziz Bouteflika.
The "Algiers Medina" project from the Dahli Group is already under way. Designed around leisure, it will include shopping centres, a marina, a water sports park, cultural activity areas and a 20-kilometre pedestrian boulevard, where the people of Algiers can engage in sporting activities or stroll along the seafront.
The shopping centre is due to open in 2008 and a luxury apartment and office complex should be completed in 2009, said Algerian developer and Dahli Group director Abdelouahab Rahim.
In addition to the hundreds of jobs which will be created as the project moves forward, "Algiers Medina" is intended to put an end to boredom for Algiers' families who lack public recreational space on weekends and holidays. The shopping centre, for example, will be open 24 hours a day, 7 days a week with play areas for children and parking for up to 6,000 cars.
"The social dimension of Algiers Medina is a response to the needs of the population in terms of leisure and relaxation. A day off work in Algiers can be quite dull at the moment. It’s a pain for so many people who can find nothing to do," Rahim said.
Emirati developer Emaar has also shown interest in the coastal strip, where it plans to invest part of 28 billion dollars set aside for tourism and hotel projects in Algeria. The group is proposing to change the face of Algiers the same way it did in Dubai, proprietor Mohamed Ben Ali Al-Abbar told Magharebia.
Additional plans include restructuring the central railway station in Algiers to accommodate 80,000 travellers per day. The Bay of Algiers will include marinas and canals along four kilometres of seafront, along with luxury hotels, offices and prestigious apartments. In all, 18 kilometres of the bay will be transformed.
The Great Mosque is the last and largest of the redevelopment plans for the Bay of Algiers. After Mecca and Medina, Algiers will be home to the third-largest mosque in the world, able to accommodate 12,000 people. Built on 20 hectares in the Mohammadia district in east Algiers, the Great Mosque will provide a venue for spiritual, cultural and scientific activities.
Plans include an esplanade, a prayer room measuring 20,000 square metres and a minaret housing a museum. The project will also be home to the "House of the Qur’an", a postgraduate educational area with 300 teaching posts, an Islamic cultural centre and a car park with space for 4,000 to 6,000 vehicles.
The new Mosque will be the second major religious building constructed in this area after the Mosque of Emir Abdel Kader was completed in the mid-1980s in Constantine.
President Bouteflika initiated the project to create a contemporary and historical monument like the two famous Mosques in Algiers – the Great Mosque founded by the Almoravids in the 11th century, and the Ketchaoua Mosque, built by the Ottomans in the 17th century. He is now reviewing construction proposals from AS Architecture Studio (France), Atsp-Atkins (France and Great Britain), Krebs Kiefef (German-Tunisian), Ipro-Plan (Germany) and Sarl Genidar (Iran).
The people of Algiers, accustomed to projects running behind schedule, remain sceptical. "The day the project sees the light of day, we'll discuss it further," commented Ammi Omar while fishing for crayfish near the Hilton hotel.
Nacéra Bouchiba, a teacher, disagreed. "No, we need projects on this scale to change the face of the capital, which is getting uglier and uglier. I think that the urbanisation of this eastern area of the capital will allow the people of Algiers to have areas for relaxation, where they can combine utility and pleasure. For people who work all week, the weekend is the only time to do some shopping or go out as a family. Quite often they go without, because there are no leisure areas or shopping centres with parking spaces available."
The eastern part of the city already boasts prestigious hotels run by international chains. There are shopping precincts, business centres and the Algiers tramway is set to open next year. But one dark cloud remains on the horizon: a highly-polluted river which opens into the sea.
The Oued El Harrach has been a headache for the government and a nuisance to those living along its banks. Despite the installation of a waste water treatment facility nearby, pollution in the Oued is still very high. According to a study carried out by a Japanese consultancy firm, companies on the banks of the Oued are prime culprits in the river's pollution.
"The levels of mercury present in the waters of the Oued El Harrach are 30 times those accepted around the world, and forthcoming tests will show the possible risks to the Bay of Algiers", said Dr. Mitsuo Yoshida.
Although the Algerian government implemented a "polluter pays" principle in 2004, the facilities responsible for the pollution continue to pour waste into the Oued and water treatment plants along the river's banks are unable to solve the problem. Cleaning up the Oued El Harrach could cost more than a half-billion dollars.
"The Americans have the Mississippi, and we have the ‘Missipipi’", Mohammadia district resident Rachid Nouri said.
Continuing, Nouri said "The State is due to spend 3 billion dollars to build a mosque for prestige. That same State is incapable of treating the water of the Oued El Harrach."

The Environment Train:
This is a great example of generating interest by using unusual campaign packaging. The train really drew attention to the exhibition on board and the sur-rounding fringe events. The campaign supported the introduction of the new national environment policy, and drove changes in regional policies.

^^That's gr8  It took so long to be done, koz i remember when i was young,i was watching Algerian TV and they were talking about this project and why it stopped although they began with it.that was like 10 years ago or so :S
There are many reasons for that:
The contract awarded to two Algerian companies COSIDER and GENIECIDER in the end of 80s but they were slowed down then stopped because of financial difficulties and of the insecurity in the years 1990. The project was started again in 2003.
during the ninties the army prohobited the use of explosives, and the terrorists where threatening the workers and killed many of them, knowing that most of the works done by night to avoid traffic.
The price of the oil in the 90s wasnt helping Algerian to finance the project.
Algiers is built on a rockery mountain, the Basement of Algiers one appears difficult to dig, which is added to one topography irregular.
The buildings above ground in Center Algiers are so dence, old and fragile so they have to digg carefully.
The luck of experience slowed down the works as well COSIDER and GEINIECIDER are leaders in public works in algeria but it was thier first experince with a subway. Algeria is sufering from beraucracy as well and that slow down thw works.
after 2003 another european companies joined the works especiay the techenical side singnals, posing the rail and electrification.. works are getting faster and the prices of the oil helped a lot after 2005.
Projects like this genearly take 10 to 20 years not only in Algeria but all over the world.
London metro started in 1860 in till now still not finished.

Markaz sees huge investment potential in Algeria
By Kuwait Financial Centre
http://www.arabtimesonline.com/kuwaitnews/pagesdetails.asp?nid=15380&ccid=12
KUWAIT CITY : Kuwait Financial Centre ‘Markaz’ in its study on the real estate and construction sectors in Algeria, anticipates significant returns in the residential, hospitality and tourism sectors supported by the growth in economy led by rising oil prices. Growth in the sectors has been further supported by factors such as the growing population dominated by youth; strong government support; and rising tourism. Some of the gains channeled from high oil prices and current account surplus are being channeled towards building infrastructure facilities. Currently, all the segments of the Algerian real estate market residential, commercial, industrial, and retail – are experiencing strong demand. The residential segment currently has a shortage of 1 million housing units. The actual demand for housing is estimated to range between 250,000 and 300,000 units a year, going forward. Supply, however, is expected at approximately 130,000 housing units a year.
Under the national housing program, the government plans to construct 1 million units (low and middle income family housing) by 2009. However, the government is unlikely to meet its target, as the construction industry lacks the required resources to implement the program. In the commercial segment, the demand for quality office space has increased following the entry of foreign multinationals wanting to capitalize on Algeria’s rich hydrocarbon reserves as well as the growing presence of foreign financial institutions. However, the increasing security concern in Algeria remains a major concern to investors as it holds the potential of delaying the government’s efforts to liberalize the economy and to attract foreign investment. Furthermore, the country is affected by excessive bureaucracy; and lack of transparency in awarding construction contracts. This would negatively impact the growth potential of Algeria’s real estate and construction sectors.
Residential segment
Algeria has been facing a severe housing crisis with demand outstripping supply by more than a million units in 2006. The government is trying to address this shortage in housing units which is primarily caused by the state ownership of land. Also, the role of the private sector has been negligible in the country’s residential development, leading to an acute shortage in housing. Recently, the government is undertaking liberalization and privatization initiatives, which could pave the way for the entry of foreign construction companies. Algeria’s population is growing at around 2 percent annually and labor force at 5 percent, making it more attractive for real estate investors to enter the residential market.
Algeria’s ministry of housing estimates actual demand for housing to range from 250,000 to 300,000 units per year, going forward. Consequently, total additional demand for new housing is expected to be around 2 million units by 2013. On the supply side, approximately 130,000 housing units are expected to be built every year, of these, 30,000 to 40,000 will be privately constructed, while, under the National Housing Program, the government will construct 1 million housing (low and middle income housing) units by 2009. However, the government may not be able to achieve its goal, given the construction industry’s lack of resources. Consequently, industry sources estimate that shortage in housing units will amount to 3 Million units over the next 15 years.
Commercial Segment
The demand for modern office space in Algeria has increased in recent years, primarily in the capital city of Algiers due to the increasing number of foreign companies (mainly oil and gas) setting up offices in Algeria to capitalize on the country’s rich hydrocarbon reserves. Added to that, the high oil price environment and liberalization of the financial services sector have attracted many foreign banks and oil and gas companies which demand quality office space in Algiers. The surge in demand for office space has triggered an increase in office prices and rentals. The prime office rent in Algiers stood at $538 per square meters (sqm), ranking the fifth in the MENA region, at the end of 2006.
Hospitality and Tourism Segment
The current capacity of hotels in Algeria is incapable of accommodating the number of tourists expected to visit the country. Furthermore, the country lacks sufficient numbers of international hotels and resorts where tourists’ beds stand at 81,000 as compared to 220,000 in Morocco, and 222,000 in Tunisia. According to a study conducted by the Accor group, Algerian cities critically lacked accommodation and the country needs around 36 mid-market hotels to meet demand. For this reason, many foreign hotel groups are recently entering the Algerian market such as the Marriott International.
Algeria intends to attract 3 million tourists by 2013. To accommodate this large number of tourists, the government has been encouraging investments in developing hotels, roads, and transportation infrastructure. For instance, the Public Works Authority of Algeria plans to spend $8.2 billion in large public works projects, such as the East-West Highway and on upgrading secondary roadways. According to World Tourism Organization, Algeria’s total travel and tourism operating expenditures in 2007 are expected to total $155.9 million. By 2017, this spending is forecast to total $286.7 million, or 1.1 percent of total government spending.

According to http://www.sia-enna.dz/PDF/AIP/ENR/ENR5/ENR5.4.pdf the mast of Tipaza longwave transmitter is 355 metres tall and may be therefore the tallest structure of Algeria. Is the height value given there correct? Has someone pictures of it?
Note: I can receive its signal at night also well in Germany.
