Take it easy ;-) As a city Warsaw will never beat London or Paris...
Not tomorrow but why not in the future one day. Or you know, atleast be at the same level. Sounds possible to me. Only people's minds can stop it. Of course this building cannot solely change everything. But it is a step in the right direction ;) Keep on steppin' :D

wow great aerial shot, cheers delfin for sharing.
Its still small and cozy, simple yet great looking and thats whats so good about it now!!! I enjoy these types of airports much more than say Frankfurt, Heathrow :runaway:
I mean one can build totally wrong and make an airport a maze but this is obviously not the case !!! :cheers:

WARSAW -- Polish-born American architect Daniel Libeskind, designer of Berlin's landmark Jewish Museum and the master plan for New York's Ground Zero, has designed a 45-story apartment tower to be built in downtown Warsaw , a city spokesman said Friday.

When finished, Libeskind's sweeping glass tower is expected to rise to 192 meters, just a little short of the city's Stalin-era landmark and tallest building, the Palace of Culture.

Libeskind presented his plans to city officials on Thursday in Warsaw, where they were positively received, Warsaw chief architect Michal Borowski said.

Borowski added that city hall was enthusiastic about building a residential tower in Warsaw's growing downtown business district.

By doing so, Borowski said, Warsaw "can avoid a central business district that is dark at night, where people don't live."

Pending final approval of the design, construction of the building is expected to start next year and finish in 2008, said Marcin Roszkowski, a spokesman for city hall.

Libeskind envisions restaurants, cafes and art galleries at ground level, with apartments filling the rest.

Earlier this year, a design by Libeskind for a planned museum on Jewish history in Warsaw was rejected in favor of an austere design by a Finnish team of architects.

Since communism's end in 1989, the Polish capital has been shaking off its communist architectural past and its ubiquitous bloc architecture, and now hosts a growing skyline of modern glass towers centered around the Palace of Culture.

The landmark was a "gift" from the Soviet Union in 1955.


Libeskind, 59, was born to Holocaust survivors in the central Polish city of Lodz and became a U.S. citizen in 1965.

Very interesting desgin, i like it.

Libeskind is on a role! In today's Toronto Star it says that a libeskind designed tower has been "conditionally recommended its approval." Looks like theres a pretty good chance of this being built in TO near the lake:

IIRC it means "peace", but it's used as a greeting. It's labeled like that because the investor is the "Shalom Foundation", a foundation for promoting Polish-Jewish culture.

Budowa nowego portu na Okęciu może być spokojnie skończona. Okoliczni mieszkańcy przegrali w piątek sprawę w sądzie i stracili szanse na zatrzymanie inwestycji. Mogą jednak nadal walczyć o odszkodowania.

- Spodziewaliśmy się takiego wyroku. To było widać od samego początku po nastawieniu sądu - mówili mieszkańcy, którzy przegrali batalię z właścicielem lotniska, czyli Przedsiębiorstwem Państwowym Porty Lotnicze. - Nie mamy się z czego cieszyć. Sprawa była dla nas oczywista. Osoby te nie mogły skarżyć się do sądu, bo nasze obiekty nie powodują dla nich zagrożenia - komentuje rzecznik Portów Edyta Mikołajczyk.

Budowę drugiego terminalu pasażerskiego na Okęciu i rozbudowę starego oprotestowało blisko 300 osób, głównie z Włoch i Ursusa oraz gminy Michałowice. Wspierała ich Liga Ochrony Przyrody.

Urzędnik: lotnisko przeszkadza, to się wyprowadźcie

Ludzie protestują, bo nie chcą, żeby Okęcie przyjmowało więcej pasażerów. Uważają, że większy ruch spowoduje większy hałas i więcej spalin. Ich zdaniem lotnisko nie powinno się rozbudowywać, tylko dążyć do ograniczenia już istniejących uciążliwości.

Jednak wojewoda, który wydał zezwolenie na rozbudowę Okęcia, pominął protesty. Uznał, że mieszkańcy i ekolodzy nie mogą się wypowiadać, bo nie są tzw. stroną. Dlaczego? Nowy terminal nie będzie w żaden sposób wpływał na ich domy i działki, bo są one oddalone od inwestycji o kilka kilometrów. Podobnie orzekł Główny Urząd Nadzoru Budowlanego. W efekcie najbardziej wytrwali w protestach - kilkanaście osób - poskarżyło się do wojewódzkiego sądu administracyjnego. - Sam terminal nam nie zagraża. Ale nie jest on samodzielnym obiektem. To fragment lotniska, tak jak pas startowy, czy zbiorniki paliwa. I zwiększy jego przepustowość - mówił na rozprawie Tadeusz Żochowski, jeden z protestujących. Podkreślał, że na rozbudowie ucierpią tysiące mieszkańców, którzy są w strefie uciążliwości lotniska.

- Nie jestem pieniaczem, ale wzburzonym obywatelem. Chcę zaprosić urzędników i sąd, żeby przespali się u mnie trzy noce. I zobaczymy, czy się wyśpią i będą mogli prowadzić kolejne rozprawy - nie krył nerwów Artur Kamiński, który dziesięć lat temu postawił dom przy ul. Janiszowskiej, obok al. Krakowskiej. - A może pan powie inaczej. Że lotnisko wyklucza wypoczynek - dyplomatycznie odmówiła sędzia Bożena Walentynowicz.

Co ciekawe, w kuluarach rację mieszkańcom przyznał nawet Zbigniew Radomski z GUNB: - Trudno się im dziwić. Ja, jak się sprowadziłem kilkadziesiąt lat temu na Saską Kępę, to słyszałem pszczoły. Teraz z Trasy Łazienkowskiej jest taki hałas, że wyprowadziłem się do Rembertowa.

Sąsiadom Okęcia radzi to samo. Dziwi się jednak, że ktoś świadomie budował się w tamtej okolicy. - To brak wyobraźni - dodaje.

Sąd: terminal nie szkodzi, ale za hałas należą się odszkodowania

Po krótkiej naradzie sąd rację przyznał urzędnikom. Sędzia Walentynowicz uzasadniała, że działki mieszkańców są na tyle daleko od terminalu, że nie będzie im przeszkadzał ani nie wpłynie na sposób wykorzystania ich działek.

Sąd podkreślił, że uciążliwości: hałas oraz spaliny, powoduje ruch samolotów. Można rozwiązać to przy wyznaczaniu nowej strefy ograniczonego użytkowania wokół lotniska, np. wypłacając odszkodowania (starą strefę na wniosek tych samych mieszkańców unieważnił sąd, bo było w niej sporo błędów). - My nie chcemy żadnych odszkodowań. Chcemy normalnie żyć - komentuje Żochowski. Zapowiada skargę do NSA.

Nowy terminal ma być gotowy w kwietniu. Będzie otwarty, jeśli wcześniej wojewoda wyznaczy nową strefę. Ma być ona gotowa już w październiku. Będzie jednak o blisko 20 proc. mniejsza niż poprzednio, bo hałas wokół lotniska ponoć zmalał. - Zmieniły się procedury startów i lądowań - informuje Tadeusz Wroński z urzędu wojewódzkiego. W dokumencie nie wskazano też, kto ma płacić odszkodowania. A to może oznaczać dla mieszkańców problemy, bo Porty wykręcają się od płacenia (m.in. z tego powodu sąd nakazał poprawić strefę.

Construction of Warsaw airport terminal hits turbulence

While Warsaw's Okęcie airport terminal is bursting at the seams with traffic, the construction of the new one has already resulted in losses of about zł.185 million to the consortium of contractors (Budimex, Ferrovial Agroman, and Estudio Lamela).

The opening of the second terminal, worth $200 million, was scheduled for April 2006. However, now it is not certain, if the building will be ready in time. The management board of Budimex confirmed that the contract has already decreased its results by zł.68.5 million, and the analysis are still being conducted. "The contract was signed in dollars and since that time the currency dropped considerably. In 2002 when we signed the deal the dollar cost zł.4, now it is nearly zł.1 less. You can easily calculate that the consortium will receive zł.200 million less than expected," explained Budimex's financial director. The members of the supervisory were outraged when it turned out that the consortium had not covered the rate risk. "It must be a joke. We have been assured about the security standard of the contract," said Ryszard Jach, member of Budimex's supervisory board. (Puls Biznesu, p. 4) A.F.

Maybe I'm just an idiot (That's probably the case here), and I've been meaning to ask this for a while, but what are those doors that aren't covered with any glass/materiality yet?! Emergency exits or something? I've seen then on ZT as well and can't figure out what they are.

Public Transport News :

Rapid Urban Rail has started operations

On the 3rd of October the first two trains of Rapid Urban Rail (Szybka Kolej Miejska - SKM) in Warsaw started regular operations. When the new timetable comes in on December 11 there are going to be six trains running between stations West Warsaw (Warszawa Zachodnia) and Falenica which is located on the east side of Warsaw.

Warsaw is one of the biggest and most dynamic markets in Central and Eastern Europe. Modern office space accounts for 18.5 percent of the total in the seven main CEE markets-Bratislava, Bucharest, Budapest, Moscow, Prague, Sofia and Warsaw. That makes Warsaw the second-biggest office market after Moscow.

Approximately 650,000 sq m of office space in the CEE region was completed in the first six months of 2005, a decline of 7 percent year-on-year. In Warsaw supply for the first six months amounted to 50,600 sq m and was lower compared to the first half of 2004. CB Richard Ellis estimates that approximately 100,000 sq m of new stock will enter the Warsaw office market by the end of this year.

Reduced supply contributed to a decrease in vacancy rates in every major CEE market this year. At the end of the second quarter of 2005 the vacancy rate was at the average level of 9.1 percent for all CEE markets. Declining vacancy rates over the last year have been especially noticeable in Warsaw, Bratislava, Bucharest and Budapest. The vacancy rate for Warsaw as a whole decreased to 10.25 percent as of the end of second quarter 2005. This decrease resulted from a fall in vacancy both in the City Center to the level of 13.97 percent and in Non-Central locations to the level of 7.61 percent.

Demand for office space in CEE has remained strong in 2005, despite slowing markets in Western Europe. The Warsaw office occupational market accounted for 19.5 percent-i.e. 175,214 sq m of the total 900,000 sq m leased in the CEE region. CB Richard Ellis attributes the continued growth in the CEE occupation market to robust economic growth, rapid expansion of the service sector in most CEE markets and last year's accession by eight CEE countries to the European Union, which has prompted an increase in outsourcing and offshoring to CEE. Undoubtedly, the EU accession positively influenced the growth in demand for high-quality office space. Poland, for example, with its low wage base, a well-educated and skilled labor force has been already targeted by major corporate companies and will benefit more from Business Process Offshoring in future.

Strong investment demand has been a common trend for the last few quarters and has had a direct impact on yields. Prime yields in Central and Eastern Europe are constantly under downward pressure due to a shortage of available product and ever-increasing demand. CB Richard Ellis expects that prime yields will continue to fall in 2005, with office yields in Warsaw and its peer group Prague and Budapest quickly approaching 7 percent by the end of this year. However, some of the prestigious office buildings with high quality tenants are already achieving yield below 7 percent.

Changes Around the Corner

Luxembourg-based ORCO company may start a new trend in Warsaw-based on purchasing existing buildings only to demolish them and build new ones in their place. Until now, investors and developers active in the Polish capital have primarily built their facilities on vacant lots. In promoting its investment opportunities, Warsaw has offered a large number of vacant lots, even in the central districts of the city. But the number of such lots is shrinking, especially in the center.

ORCO bought the City Center, constructed in 1991, for zl.41.5 million and plans to replace it with a 192-meter residential high-rise with 340 high-standard apartments. This will be the tallest residential building in Warsaw. The company has commissioned the design from international architect Daniel Libeskind, his first design for a Polish city. ORCO's decision was determined by the location. The project will be built in a central point of the city, next to the Złote Tarasy retail-culture-entertainment center-which the investor, ING Real Estate, plans to open next year-and the Rondo 1 office building soon to be completed by Hochtief Project Development.

Not far from the ORCO project, another high-rise is planned: an apartment building designed by leading Polish architect Stefan Kuryłowicz, with Polish-American Shalom Foundation acting as developer. Both buildings will be erected in the vicinity of Defilad Square, with its still-undeveloped areas around the Palace of Culture and Science. City authorities have intended to develop this square for years, but with little success. Now the initiative by private investors may finally mobilize public decision makers and work will actually get under way on Defilad Square. The planned project involves big-city architecture with service, office, cultural and tourist functions. The facilities would be built for money provided by private investors and from local government funds.

There is every indication that the contemporary Art Museum will be the first project to be created; an architectural competition for the preparation of a design for the project will be announced soon. In mid-September, a few days before the start of the Chopin International Piano Competition, a cornerstone for the Chopin Center was laid. In another project, an architectural competition for the Museum of the History of Polish Jews has been announced; construction will begin soon. The museum will be built on the basis of a design provided by a Finnish studio, Lahdelma & Mahlamäki. An architectural competition for the Kopernik Science Center is in progress. The center will be beautifully located on the Vistula River near the modern building of the University Library with a roof garden. Also awaiting completion are tenders for the reconstruction of Saski Palace and modernization of the Legia sports club complex on Łazienkowska Street.

Work to upgrade Krakowskie Przedmieście will begin any moment now; a "revitalization design" has already been approved. The project is part of a larger undertaking involving the revitalization of the Royal Route-from Zamkowy Square all the way to Wilanów. A program for the revitalization of the Śródmieście district is in the last stage of preparation. Preparations are also under way to build Północny Bridge, and then city authorities want to build three more bridges. Thanks to the prospect of co-financing from European Union funds, the planned construction of the second and third Metro lines is increasingly realistic.

Construction is ending on the Hilton hotel, another high-class hotel in Warsaw. Construction is in progress on office buildings (with Ghelamco and AIG as developers) and on apartment buildings (including Vittera and Bouygues) in the center as well as many residential developments just outside the center. This does not mean that the supply of vacant lots in Warsaw is ending. Port Praski, Port Żerański, Inflandzka Street, Wilanów, Ursynów and other parts of the city are still waiting for investors.

Golden Age for the Palace

The Palace of Culture and Science (PKiN), the tallest building in Warsaw, performs manifold functions: it is a business center with office space, hosting fairs and conferences, a culture center with theaters, movie theaters, museums and exhibition halls and finally, the main attraction for Polish and foreign tourists as a monument of socialist realism and offering the highest observation deck in Warsaw.

Do buildings currently under construction and planned near the palace pose a threat to the attractiveness of the capital city's most famous building? We asked Lech Isakiewicz, president of the board of PKiN, about it.

I have no such fears, since everything that is supposed to be erected in the neighborhood will complement the palace's functions. The future functions of buildings on Defilad Square include culture, entertainment, trade and business tourism. We hope the palace will be the most important point among all structures to be erected here, coordinating the city's conference and exhibition center. Warsaw is the only city in this part of Europe that does not have a proper center of this kind. Our city enjoys a growing interest, but it still lacks a large convention venue and consequently, events that could be held in Warsaw go to other European cities instead. Our Kongresowa Hall can hold up to 3,800 people, but Warsaw is capable of organizing conferences for 5,000 and even 10,000 participants. Development plans on the side of Emilii Plater Street feature the construction of two buildings designed for conferences and exhibitions, with a surface area of up to 20,000 square meters. Coupled with the exhibition space of the PKiN, the total is around 30,000 sq m of exhibition space. Underneath the main area of the square, other large underground areas could be built. In other words, there is a chance to build a huge, multifunction center in the very heart of the city, surrounded-within walking distance-by numerous, high-class hotels, close to the train station and central Metro station and with good access (15-20 minutes) to the airport. This is an incredible chance for Warsaw and, naturally, the PKiN.

The nearby investments will increase the appeal of our office space as well as the cultural establishments, restaurants and colleges renting our space. Today, we are separated from the city bustle by the vast and empty space of the square, which is difficult to cross and crammed with parked cars. A dense built-up area, with new stores, cultural institutions, entertainment, restaurants and clubs, will, in turn, bring the city life closer to the PKiN and its interiors. It will open new prospects for the PKiN.

The new Terminal 2, along with the northern pirs will be opened in the summer of 2006. When T2 opens, the existing T1 will be completely shut down. All traffic will move to T2 and T1 will be completely renovated and attached to the new T2. Terminal 1 will be completely changes, walls will be demolished and new ones will be erected. Also, the portion of the existing terminal that faces the Warsaw control tower will completely change, it will look like the walls of terminal 2 look like (from the exterior). I believe that it will be 6 months after the opening of T2 that the renovated T1, along with the central and southern pirs will be opened, allowing Warsaw to handle 10-12 million passengers without a problem. Also, I remember that the colors of the new terminal will be ..... I think red, grey and white or somethign like taht, I read this in an article and I know that red will be the dominating color of the terminal. Also, the glass windows will almost be clear with a light green touch. (this is too bad, i think a blue shade would look much better) Oh well, it seems like Warsaw is going to get itself a nice looking airport. :)

The initiative to create the Museum of Modern Art in Warsaw is a joint project of the Minister of Culture and National Heritage on the one hand, and of the Mayor of Warsaw, supported by a resolution of Warsaw Municipal Council, on the other hand.

The authors of the Museum project fully expect that the Museum of Modern Art In Warsaw will stand out among other similar facilities because of the following factors:
- the Museum will house users and processes, rather than spectators and objects;
- the Museum has a unique location adjacent to the Palace of Culture and Science, and hence is endowed with a special moral and historical context;
- the Museum building is an attractive structure;
- the art collection groups high-quality, unique items;
- the Museum intentionally projects its presence into the city’s public space.

A Preliminary Concept for The Museum of Modern Art in Warsaw was prepared and adopted by the Museum Programme Advisory Board on August 28, 2005, and subsequently, on September 12, 2005, was recommended by the Board of the Museum as the departure point for further work on the program, as well as for preparations for an international competition for the design of the Museum.



The Museum of Modern Art in Warsaw will perform several key roles by attracting to art the widest possible group of visitors, as well as by facilitating positive relations between the public and the world of art and culture exemplified by their paramount achievements.

The Museum will stage major artistic events and creative endeavors to attract multiple visitors from Poland and other countries.

The Museum will serve as a place of dialog and reflection upon the condition of modern art in post-1989 Europe. The Museum will host exhibitions of Poland‚ modern and contemporary art presented in its international context.

The Museum will become an area of confrontation between high artistic culture and the market culture represented by cultural industries.

The Museum is meant to become a popular meeting spot, a place to spend leisure time throughout the year. The expected number of visitors will be
800 000 to 1 000 000 per year. The Museum‚ informational and educational offer will be addressed to between 200 000 and 300 000 participants per year.

Wow. For the last year or so, I've been searching the internet for pictures of Warsaw, construction and renovation news, updates, etc. And finally I stumbled across this forum. There are some really great pictures and updates here. And it's in english !!

My name is Richard, I live in Canada, Polish background, speak and write Polish pretty well as a second language. I really enjoy looking at pictures of how Warsaw is changing - the awesome new skyscrapers that are being built and also the reconstructions and renovations that are being done in the older historic parts of the town to bring back past beauty. I hope I can help in some way.

I have a question (actually many, but I'll start with one). The new Kopernik Science Center that is to be built in the Powisle area - They say its going over the WisloStrada tunnel. Does this tunnel already exist ? Where does it start and end ? Is there plans for making it longer near the Zamek Krolewski area ? Yes - the tunel exist - it was open a few years ago (2-3 years ago)

Yes- as far as I know there are plans to make it longer (as You said - near the Zamek Krolewski area), but it's really hard to say, when this investment will be realized.

Hey guys .... there is new updates on what Warsaw's new T2 will look like on the inside and out. Let us know what u think. Personally, I dont like it as much as I thought I would have, it looks a lot like and reminds me of Troonto's new Terminal 1, which Im not a big fan of (on the inside that is).

I hope so.. look on "Projects and Construction" Gdansk city... they will made a simular stadion for the em2012 like in Warsawa.. terrible if every new stadion in Europe or Poland will look like the Arena in Munich.

What is the status of slaski plac palaces, and the monument for the pope.

Now the city is choosing company which will const. Saski palace (the process should end within the next month).

After the company will be chosen, the archeologic works will start.
Const. should start later this year, or the next year.

Pope monument - the monument was criticized and I really don't know what is the current status of it.

The area between ul. Królewska, Grzybowska, al. Jana Pawła II,
Wspólna, pl. Trzech Krzyży and Nowy Świat
could house buildings with a surface space of
around 1.7 million square meters.

Some 0.5 million square meters are already either being
built or are in the process of advanced
preparations. All this in spite of the fact that the
whole large area in the very center of Warsaw has
no land development plan. We are now observing
a dangerous precedent. The architectural study of
real estate investments in the city center, prepared
by Jakub Wacławek and Grzegorz Stiasny, is
not only a catalogue of property developers’ plans
– sometimes very controversial – but is also a hint
as to where one could squeeze in one more
building. For instance, in the competition for the
development of Pasaż Wiecha a design was
chosen, which envisages converting the current
car park in front of the National Concert Hall into
a square. Meanwhile, Wacławek and Stiasny
suggest in this place a large building. Stiasny and
Wacławek try to squeeze in more and more new
buildings wherever possible.

Warszawa: National Stadium – now or never
Colliers International, in cooperation with
partners associated with the Warsaw Destination
Alliance, has prepared the design of a conference
center integrated with a football stadium.

The object would allow for organizing international
commercial events and conferences, as well as
sports events.

The conference center will have a
capacity of 15,000, and the stadium of 45,000.

They will also house exhibition halls, a regional
promotion center, museum of the Polish
community, and probably also a shopping gallery
with over 100 stores on 25,000 square meters of
surface space. The designers are also thinking
about an oceanarium. The cost of the whole
investment was estimated at around 500 million
euro, including EUR 250 million for the
conference center and another EUR 120 million
for an open stadium or EUR 240 million for a
roofed over one. According to Alex Kloszewski,
president at Warsaw Destination Alliance, the
conference center itself will attract events worth
35-40 million euros a year. The whole city
(stores, hotels, communication etc.) will generate
revenues of some 300 million euro a year. The
completion time of the conference center is
between 24 and 36 months, and in case of the
stadium it may even be 45 months. Three
locations are taken into account, each of them
guaranteeing that the center could be further
developed in the future. Two of the locations are
owned by the city. The plot should be around 35
hectares large, and should have access to
communication infrastructure, including railway
and the underground. Alex Kloszewski hopes the
city will make a contribution in the form of a plot
of land. The investment could be party financed
by a bonds issue or by a special tax for Warsaw
sector companies, which will profit most from the
construction of the center.




Reviving Warsaw

Chief Architect of Warsaw Michał Borowski has plans
to turn city center into a vibrant commercial and cultural
hub. He talked with PM’sEwan Jones about how
to materialize the best of them in foreseeable future.

Jones: Many people have complained
for a long time that Warsaw has no real
center in the way that cities like Kraków
have. Is that situation set to change?

Borowski: To compare Warsaw with
Kraków is pointless—Kraków was not
destroyed during the war, Kraków was not
destroyed by communists. So what do we
have in Warsaw? The whole idea of the new
city plan is focused on a number of important
issues. The first one is to recreate
Marszałkowska and Jerozolimskie—
because those two streets are, let’s say
destroyed a little bit, by the plans for Plac
Defilad and we have to recreate those two
streets, and I think it’s extremely important.
An overall plan for all those streets is,
often, much more important than what
kind of buildings we are building inside the
whole area. Second is to create a big public
square surrounded by buildings which are
not only commercial. We cannot have a
city center with only kebabs and clothes
and fast food—we need something else. So
we plan to build a museum of modern art,
and opposite it, on the other side of the
square, we are planning a musical theater.
There are a number of potential investors
and also some operators interested in taking
part in developing this project.

Jones: Are there concrete plans yet for
the museum of modern art?

Borowski:Yes, an international competition
will be announced in the next two to
three weeks. There is an agreement
between the mayor and the minister of culture,
there is also the intentional decision
of the city council. The city is constructing
the building and the state will finance and
manage the exhibition—more or less. It
should be a major, high class international
competition and I think that at the end of
next year we will have the result of it and
the year after, that we will start construction.
It will be about 35,000 square meters
of gross area.

Jones: Where will the money come
from?

Borowski: These two projects—the
museum and theater—are the only two
projects where the city will be involved as
an investor; the rest are commercial buildings,
and the way of choosing investors is of
course tendering, either for perpetual lease
or tendering for shares in a company or
companies armed with those sites. […]
This is an investment of, I would say EUR
1.5bn. Of this, the city has to invest maybe 5
percent and the rest [will come] from private
investment.
[...] Warsaw is a very, very rich city, even if
you can not see it when you take a walk
around the street. Warsaw city has assets
worth around PLN 100bn and debt of
maybe no more than about PLN 2bn. So we
have a debt which is maybe 2 percent of the
market value of our assets, so it’s an
extremely good situation. Like a lot of other
conditions, Warsaw has great potential for
growth, but there are of course a number of
problems, and the biggest problem is the
quality of management in the public
sphere, which is dramatically bad, not
modern, not developed, and not transformed
like the economy has been over the
last fifteen years.

Jones: It has been said that in order to
work effectively with the private sector,
city authorities need to change the way
they work…

Borowski: The center of Warsaw reflects
the rest of the economy and the process of
transition, and a great deal has been
achieved to date. The transformation of the
economy has been carried out. The transformation
of the political system has been
done. The transformation of management
within the public sector has almost started.
All the problems regarding the city center
reflect problems within the public sector.
In my eyes, the biggest problem is that
since 1989 a lot of things have been transformed,
but the public sector has been left
alone. We cannot have a situation whereby
the people responsible for ruling the city
are earning little money. For example the
mayor of Warsaw, responsible for everything
and with executive power comparable
with that of the prime minister’s, is
making PLN 12,000 gross per month, and
that is it! Maybe for politicians this amount
is enough, because those politicians also
have other ambitions, they have a mission,
they have a lot of things on their agenda.
But directors, who are doing this job, they
cannot do it right for that little. If you are
trying to hire let’s say… the most painful
position here is to be responsible for roads.
Let’s pay him PLN 8,000. What do you get
in return?

Jones: There have been many plans
for Warsaw city center before, yet none
of them have been realized. Is the current
project going to bear fruit and, if
so, when is work likely to commence?

Borowski: The first thing to be mentioned
in any explanation of why the situation
is the way it is, is that the urban
planning of Warsaw has been
changed at least three times since
1989. Warsaw was divided into eight,
and later 13, independent boroughs,
or communities. Finally, in 2002,
Parliament forced all those communities
to be one city again. And
since 2003, we have had the Mayor
of Warsaw, chosen by public elections,
and we also have one city
administration, which is extremely
important. So this an explanation
why those plans started by national
competition in 1992 were not effected
in any sense. Since I started here,
which was August 2003, we have
transformed this plan in order to
make it possible to execute. So now
we have a situation where we have
the proposal of a city plan—this city
plan is a local law I expect to be
accepted by the city council at the
beginning of next year—it has
passed all formalities and the only
remaining step is that the mayor has to ask
the city council to accept it, that’s all. So,
we can count on the new city plan being
accepted, formally, by the city council and
the Mazowsze government from the
beginning of next year. This is the first,
absolutely necessary step.
Then the real situation is that such a big
project, of such complexity needs management.
The city, as it is today, has no
ability to manage by itself—it’s too big, too
complicated and too difficult. There is a
decision to buy these services and the
project management for the whole area
will be the subject of a public tender. We
have money for it and I think that within
two months I will buy those services for
project management externally. Having
the city plan, and having the organization
to manage all the problems, we can now
go further. We have problems with legal
title to land. As you may know well, there
are a number of claims, and these have to
be solved too.

Jones: In terms of other infrastructure,
such as water and sewage, is central
Warsaw equipped to cope with
increased development? What changes
to the road and transport systems will
be needed?

Borowski: There is sewage, there is
water, there is electricity, there is gas;
whatever you want, so it is not a big deal
and there are not any big needs of any
extreme investment. Like in the whole of
Warsaw, we have a lot of reserves in terms
of power, gas and water in the central part
of the city; it’s not a big deal.
Communication is another story of
course—we have those roads we have and
we have ten times more cars than
we had in 1985. We cannot extend
those roads; all solutions must be
based on the construction of ringroads.
If we don’t construct ringroads,
we will have traffic jams 24
hours a day instead of two hours a
day.

Warsaw is growing—rapidly
and uncontrolled, unplanned.
Statistics tell us that we have 1.7 million
inhabitants. There is a “dark
number” of around 200,000 people
who are living in Warsaw but are
not registered. Then we have commuters
who commute from the
surroundings, so this means that
the city is round about two million.

The average capital in Europe has
roughly 10 percent of the population
of the country—Warsaw has 5
percent. According all research, about two
million people are dreaming of moving to
Warsaw any day, from the lot of Poland,
because of work and also because it’s
exciting—the future is in Warsaw.

We
could have 3.5 million inhabitants within
25 to 30 years.

The city is growing and the
biggest problem is transportation. What
does that mean for us? It means that we
have to use the structural funds from
Brussels and also money from the city, and
regional money and state money to invest
in infrastructure, in particular in roads and
also in public transportation—this is the
most important thing, everything else will
be solved. Today Warsaw city is investing
about PLN 2bn in infrastructure, or about
EUR 500m. My guess would be that no
later than within five years it could be ten
times more.

Wola on the Rise

According to plans by the Warsaw authorities, the part of Wola district located the closest to the city center may acquire a metropolitan character and become an area with modern high-rise buildings.

Grzybowska Street plays a special role in these plans, being the main thoroughfare of this new business and residential area. The street connects important locations in the city-running from the Warsaw Uprising Museum to Królewska Street and further on to Piłsudskiego Square and the Old Town-and may be attractive not only for businesspeople but also tourists.

Three years ago Biuro Projektów Kazimierski i Ryba (KiR) prepared an architectural study for the development of this part of the city. The authors proposed the construction of additional high-rise buildings along Grzybowska Street to complement those which have already been constructed. This vision is being gradually implemented. A five-star Hilton hotel will be opened here in the middle of the year. It has the form of a tower more than 100 meters high. This simple verdigris-colored structure with 313 rooms is the most prominent part of the building. However, the Hilton's distinguishing feature will be its bottom level, with a 20-meter-high glass atrium and a large ballroom and conference room able to accommodate more than 1,200. Also planned are smaller conference rooms for 12-20 people, a 25-meter-long swimming pool, spa and fitness clubs run by Holmes Place 77, a restaurant for 180 people, a bar accommodating 96 and a pub accommodating 140. A three-story parking garage for 300 cars will be built underground. The building has a total floor space of 47,000 sq m. Biuro Projektów Kazimierski i Ryba is the main architect of the buildings. Its modern, bright interiors were designed by ARA, a London atelier specializing in interior decor.

The Hilton still towers over its neighborhood but this will soon change. The same architects have prepared a general design for Grzybowska Center to cover a total of 140,000 sq m. The Hilton is the first phase of the project. Two 22-story residential buildings are to be built in the second phase. Their construction may start this year. The buildings were designed by Wyszyński, Majewski, Hermanowicz Architekci. The complex will be complemented by another high-rise building, of a height similar to that of the Hilton, with offices or apartments. The four high-rise buildings will surround a low-rise building with services and retail outlets, and a public square will be located in the very center. Kazimierski i Ryba are particularly satisfied with this aspect because only one public square has been built in the central part of the city in recent years-the square within the Atrium complex designed by the same architects.

Grzybowska Street itself will see more changes. In recent months a Spanish investor bought lots left behind by the Browary Warszawskie brewery and wants to develop the site. New buildings can be built on the five-hectare plot, but the investor will also have to renovate several historic buildings, remnants of the 19th-century brewery architecture.

Grzybowska Street still has several attractive lots to offer. Interest from prospective investors will grow if transport in the area is improved. Less important in this context are assurances from the city authorities that high-rise buildings can be built in the area. Grzybowska is a narrow street now but plans are in the works for its expansion.

Jerde-Designed Zlote Tarasy Wins MIPIM Future Project Award; Firm's Namba Parks Also Named Finalist for ULI Awards of Excellence

-March 17, 2006--Internationally-acclaimed architecture and urban planning firm The Jerde Partnership today announced that Zlote Tarasy, a premier mixed-use project in central Warsaw, has won the 2006 Architectural Review MIPIM Future Project Award in the Retail and Leisure category. The award was presented at a March 16 ceremony held in conjunction with MIPIM, an annual international real estate event that takes place in Cannes. It marks the third award bestowed upon Zlote Tarasy, which is expected to open late 2006.

Jerde designed Zlote Tarasy as a blend of urban public space and architecture that will reconnect and revitalize Warsaw's fragmented urban fabric. The 225,000-square-meter project features a central terraced plaza that is accessible from an adjacent train station and existing pedestrian tunnels. The terraced plaza is enclosed by an iconic, undulating glass roof conceived by Jerde as a metaphor for the tree canopies that shade Warsaw's historic parks. Each of the terraces contains specialty retailers and restaurants and offers views of the activity below, including concerts and events. Mid-rise towers encircling the terraced plaza will house offices.

"I am honored that Zlote Tarasy has received this award," said David Rogers, Jerde senior vice president and director of design. "The firm has worked very closely with the developer ING Real Estate to design Zlote Tarasy as an experiential project that respects Warsaw's past and anticipates its future. When the project opens, it will reconnect the project area to the city and realize the site's potential as the center of a large urban system."

The Hilton Residential Towers

The project includes three Residential Towers including about 700 luxurios apartments with 4,000 square meters of commercial space. I thought that I would start a new topic about Warsaw's Airport. Currently, it is undergoing a major expansion project, with the whole road network being reconstructed around the airport, adding a train link, constructing Terminal 2 (with a multi storey parking and a hotel). The airport will be capable of handling around 10-12 million passengers a year (up to 15 will be possible I believe) after the completion of Terminal 2. Boy last time I was at the Warsaw aiport it was Okecie (maybe wrong airport or they renamed it?) it was a pretty nice, clean place. Now it's probably a monster in size (not literally).

Its not a monster, but its not small eather. After the construction is completed, there will be a total of 27 bridges through which passengers will board the aircraft. Also, there will be over 100 check in counters. The airport will be comparable in size to Budapest, Prague, Helsinki, and Vienna perhaps. London, Frankfurt, Amsterdam are out of the picture. Yes, the airport was given a name, but Okecie is a district in Warsaw where the airport is located, this is why many called it Okecie.

Warsaw Airport once completed will be largest in Central Europe, larger then current Vienna airport and far larger than Budapest, FCWA eventually will be 140 000sqm monstrosity with 21 PBB's and absolute capacity of about 20 million passengers.

Prague current Airport (even with new expansion) is still smaller than Warsaw Airport, but only just, Prague Airport is 127 000sqm with 32 PBB's and absolute capacity of 25 million passengers.

Although I havent been to the construction site at Warsaw airport yet, I was wondering what all our friends from around the world think of this new terminal. U like like it, hate it? U think after the expansion is completed, Warsaw will play a rather significant role as an aviation hub or not? Base your answer on what u ahve seen so far.

Almost done....it is starting to have an amazing effect (at least that is what I think) The terminal and the new infrastructure around it is very VERY high tech....I study Aviation at school ...so I know a bit about airports, besides during my trip to Poland I had a close look at this terminal expansion and it truly is great....not that big.....but of a significant size for this part of Europe. I should also state that the current situation at the Warsaw airport is drastic!! Only TWO bridges are in operation and half of Terminal 1 is not in use....I flew from Warsaw to Toronto in September and it was terrible....many angry people and chaos....however all this will end withing the next few months and all will be beautiful.....also a few new carriers are to enter Warsaw after T2 is completed....Delta in June or July.....Emirates, ANA, I heard about US Airways.

is delta a for sure? I would love to see a united or an american airlines fly nonstop.... the airport looks beautiful, i was there a couple months ago too when i flew from chicago. it was horrible no a/c.. im hoping it will be alot better

The terminal.....the old one is airconditioned....and I am 99% sure about Delta...tomorrow they have some sort of conference in Atlanta and they are to announce 6 new destinations.

I hope this doesn't hurt LOT. I don't ever remember any North American airlines flying into Poland. (connections to NA were always made with LOT nonstop from Warsaw and as of a few years ago, Krakow) Hopefully it'll help the airport, if anything.

Delta flew to Poland in the past....and so did a Canadian Airline by the name of Air Transat. Delta started flying to Warsawa after PanAm went under, however then they stopped Warsaw, along with Berlin, BUdapest and a few others. Now Delta has a new strategy...they hired Polish speaking flight attendents. Going back to what you stated Czas Na Zywiec, a little competition will do good....it will force prices to drop, service will improve....and I believe that the greatest concern here will be in Lufthansa's, KLM's etc etc hands......it is those carriers that will loose business, as they dont offer convenient direct flights between Poland and the States....Don't get me wrong, I think it will have some sort of an effect on LOT as well, I guess the introduction of flights from Rzeszow to NYC would partially explain that.:)

Today, Europe's largest low-cost carrier announced flights from Warsaw. At first, (starting in Feb) Ryanair will fly Warsaw-Dublin.....next year.....it will serve 10 to 15 cities from Warsaw (probably summer season).

It's not so easy. For example ORCO's tower project (192 m) next to Zlote Tarasy has some problems with the permission for construction because of it's height and because of neighbor's protests.

The new luxury high rise of unique design by Daniel Libeskind will be located in the very heart of Warsaw. The project is estimated to be finished in 2009.

More great news for Warsaw.....the city will get it's second airport next year. A former military airport will be transformed into a low cost civil and charter airport in order to take some of the load off Warsaw's Frederic Chopin. The airport will be just north of Warsaw in MODLIN...construction of the terminal and infrastructure will begin early next year and first a/c will land early 2008. The terminal will be rather small....and about 2-3million passengers will be handeled initially. It's just like lukay said. This tower on the rendering is proposed by the Jewish Community and is said to be located next an another skyscraper planned by a Jewish foundation Shalom. 160 metres is the proposed hight for both of them.

Well, we believe that only one of the two towers will be build (Shalom's or the Jewish Community's). We'll see what decision will be made by the city architect.
