Question on Accommodation

In Chch, roughly 1 in 10 flats will allow pets (and often not dogs: I suspect it's 1 in 15 for dogs). Given that a much higher percentage of the accommodation in Wellington is made up of apartments, does this mean it's even harder to find a flat that allows pets? Can anyone with experience flat-hunting with animals estimate the ratio for me? I want to know if I ever moved to Wellington, how hard of a time I would have finding accommodation.

I have no dog, just a cat (a long-haired calico). I plan to get a dog in the future (a short-haired Brussels Griffon).
