The second Penang bridge project will cost less than the RM4.5 billion initially estimated and is on track to be completed by September 2013.
"We are expecting it (cost of second bridge construction) to be less than RM4.5 billion with the competitive open tender for Package 3," Jambatan Kedua Sdn Bhd (JKSB) managing director Datuk Professor Ismail Mohd Taib told reporters after a signing ceremony between JKSB with CHEC Construction (M) Sdn Bhd and UEM Builders Bhd in Kuala Lumpur yesterday.
So far, over 100 construction firms have shown keen interest in the RM750 million Package 3 contract work.
"About 40 of those companies have submitted their tender for Package 3. We hope the board can sit this month and if there are no problems, we can start work for Package 3 construction by the end of May this year," he said.
Asked why the second Penang bridge project has been delayed for more than a year, Ismail said it was due to the "change in business model and funding of the project, which have resulted in a review of the contractual terms of the agreements with the financiers and the contractors".
The 17km bridge will link Batu Kawan to Batu Maung on Penang island and will be the longest in the region when completed.
Package 3 is divided into seven parts: The Batu Maung Interchange(Package 3A), the Batu Kawan Land Expressway (Package 3B), the Batu Kawan Trumpet Interchange (Package 3C), Toll Plaza and Administration Building (Package 3D), Toll Collection System (Package 3E), Traffic Control Surveillance System (Package 3F) and Mechanical and Electrical and Infrastructure Works for Package 3A and 3C (Package 3G).
Package 1 of the second Penang bridge project involves a RM2.2 billion contract work on the main span, substructures and foundation, which is expected to be completed in May 2012.
Package 2 is a RM1.55 billion contract for the construction of the superstructure, scheduled for completion in 2013.
Construction of the Second Penang Bridge is now 24 per cent complete and it should be open to traffic by November 2013.
JKSB is a special purpose vehicle (SPV) formed by the federal government to supervise and fast-track the second Penang bridge project.
It is also a concessionaire appointed to oversee the construction, management and operations of the second bridge.
Yesterday's signing saw the award of Package 1 and two construction works to CHEC Construction and UEM Builders respectively.
Deputy Finance Minister Senator Datuk Dr Awang Adek Hussin, who witnessed the signing, said the mega project will not only benefit Penang residents but also those in the surrounding areas.
"Apart from the objective to ease traffic congestion, it will also stimulate the economy of the southern area of Penang, thus further enhancing the country's economic development," he said.

PETALING JAYA: IJM Corp Bhd unit IJM Construction Sdn Bhd has secured a RM349.98mil job from Jambatan Kedua Sdn Bhd (JKSB) for the construction of the second Penang bridge.
The contract includes Package 3B: Batu Kawan Expressway which involves the construction of a 5.7km dual two-lane carriageway with a cloverleaf interchange and four bridges.
IJM told Bursa Malaysia that the construction period was 31 months from the date of site possession on June 28.
JKSB is a unit of the Minister of Finance, Inc.
The estimated cost of RM4.5bil may be revised downward due to competitive pricing, according to a recent news report.
The 24km second bridge will link Batu Kawan in Seberang Perai to Batu Maung on Penang island.

KUALA LUMPUR, June 15 (NNN-Bernama) -- IJM Corporation Bhd announced today that subsidiary IJM Construction Sdn Bhd has been awarded a contract from Jambatan Kedua Sdn Bhd for "The Second Penang Bridge -- Package 3B: Batu Kawan Expressway" project at a sum of RM349.98 million.
The project involved the construction of a new dual two-lane carriageway of 5.7 kilometres with a cloverleaf interchange and four bridges, the group said in a filing to Bursa Malayia Tuesday.
"The construction period is 31 months from the date of site possession of June 28, 2010," it said.
Meanwhile, IJM Land Bhd said IJM Properties Sdn Bhd and Angkasa Gagah Sdn Bhd had entered into a termination agreement to mutually terminate the joint venture agreement for the proposed residential development on three pieces of land in Gombak, Selangor.

THE development of Batu Kawan into a cyber city will be faster than Bertam, which is also designated for development into a cyber city.
investPenang executive committee chairman Datuk Lee Kah Choon said the completion of the second Penang Bridge in 2013 would spur the transformation of Batu Kawan into a cyber city.
“There will be a lot of work to be done for Batu Kawan after that,” he told reporters after launching the MSC Malaysia industry briefing and dialogue organised by investPenang and Multi Media Development Corporation (MDeC) yesterday.
Also present was MDeC general manager (states rollout and cybercities) general manager Wee Huay Neo.
Lee said Bertam has been designated as Penang Cyber City (PCC 2) and Batu Kawan as PCC 3, after Bayan Baru, which is PCC 1.
“Bertam’s development into a cyber city will be slower because most of the land in the town is privately owned.
“Thus, unless the private developers initiate development to create the necessary basic telecommunication and power infrastructure to attract investors to move in, Bertam’s development as a cyber city will be slower,” he said.
To qualify for cyber city status, a town must meet certain criteria such as having an available talent pool, proximity to universities and research centres, a competitive environment to attract investments and knowledge workers, and an information, communication, and technology blueprint to provide value propositions for the local eco-nomy.
There are 10 cyber centres in the Klang Valley now. They include the Kuala Lumpur City Centre, Cyberjaya, KL Sentral and Mid Valley City.
There are six cyber cities in the states of Kedah, Penang, Malacca, Perak, Johor and Pahang.
On investments into Penang, Lee said that enquiries to invest in Penang in the first half, had increased 100-fold compared to the same period last year.
“We have spoken to electronics, solar power and medical devices investors.
“We are working towards getting them to invest in Penang,” he said, adding that the state government’s target for foreign investments was RM4.2bil this year.

SERI KEMBANGAN: The Treasury is finalising a RM2.2 billion loan agreement to fund construction of the second bridge in Penang, said Deputy Minister of Finance Datuk Donald Lim Siang Chai.
"There are still some hiccups we need to sort out. It pertains to legal issues in the agreement.
"As it is a cross-country loan, the parties involved are still in the process of deciding which legal jurisdiction is to be used as the basis of the agreement," he told reporters at the Second World Chinese Economic Forum.
The loan agreement is between the Export and Import Bank of China and Jambatan Kedua Sdn Bhd, a subsidiary of the Finance Ministry.
The ministry is the loan guarantor.
On the forum, Lim said it was high time for Malaysia to showcase to the world on the attractiveness and competitiveness in doing business in Malaysia.
In the first half of this year, Malaysia-China bilateral trade touched US$35 billion, a 67 per cent increase from the same period last year.
"China has become Malaysia's biggest trading partner, with total trade exceeding US$36 billion last year, overtaking Singapore, our traditional largest trading partner," he added.
Organised by the Asian Strategy and Leadership Institute (ASLI), some 500 delegates are to attend the two-day forum from Nov 2.
"We hope the forum will promote closer interaction between Malaysian entrepreneurs and think-tanks from China.
"We expect the forum will result in more joint ventures and two-way trading," said ASLI chief executive officer Datuk Dr Michael Yeoh.

WORK on the ongoing second Penang bridge project and the expansion of the Penang International Airport are progressing smoothly and on schedule.
The bridge project, which is scheduled for completion in November 2013, costs RM4.5 billion. Jambatan Kedua Sdn Bhd (JKSB) is the concessionaire of the project.
The first phase of the airport expansion, which is slated for completion in January 2012, costs RM250 million. It is managed by Malaysia Airports Holdings Bhd (5014).
Minister in the Prime Minister's Department Tan Sri Nor Mohamed Yakcop said the government was satisfied with the progress and handling of both projects.
Nor Mohamed, who is also chairman of the National Action Council for Penang, said about RM175 million worth of contracts from both projects (RM100 million from the bridge project and RM75 million from the airport expansion) would be opened for tenders to Bumiputera contractors soon.
"I have asked both JKSB and Malaysia Airports to give priority to local contractors and they have given their undertakings on the matter.
"We want contractors in the state to reap benefit from projects in the state," he told reporters after a working visit to the Penang International Airport on Saturday.
He was briefed on the progress of both projects by JKSB director Mohd Ashari Alias and Malaysia Airports chief operating officer Datuk Abdul Hamid Mohd Ali.
Nor Mohamed said the second bridge project is now 34 per cent completed.
He said the airport expansion involved a new departure hall of almost twice the size of the existing structure, increase in immigration counters and carpark spaces, separate arrival and departure halls for domestic and foreign visitors and new baggage check-in system.

because it's far from our reach, or else we rent a kayak/sampan, can go nearby to take the photo.
also you must know, it's not easy to build the structure to support the bridge. so, 24% completion might be the structure that they built under the sea, obviously it's not visible or else you pegi selam nearby there. :lol:

the reason the design was changed because those viewing platforms will cause congestion on the bridge. another reason is that they are expensive to build.

THE second Penang Bridge is 47.55% completed as of March.
The project is however 2.85% behind the 50.4% scheduled progress.
State Public Works, Utilities and Transportation Committee chairman Lim Hock Seng said concession holder Jambatan Kedua Sdn Bhd (JKSB) had assured the state government that it would catch up with the scheduled completion of the 24km bridge slated for November 2013.

Construction works on the bridge started in late November 2008.
Lim also said over 700 workers were working round the clock at the United Engineers Malaysia (UEM) segmental box girder plant in Batu Kawan to produce 8,092 units of segmental box girders for the bridge.
“They have already moulded 987 units. A total of 28 units are already fixed on-site out in the sea with 14 of them on each side of the bridge.

“Besides that, piling works are 84% completed while the building of pile caps and columns are 55% and 45% completed respectively,” he said during a visit to the plant yesterday.
Lim added that the two toll plaza buildings, to be located in Batu Kawan, were still on the design board.

“We will also implement a green concept for the package to be environmental friendly,” he added.
Buildcast Sdn Bhd (a wholly-owned subsidiary of UEM Builders Bhd) production manager Anuar Abdul said there were 22 moulds and three factories at the segment casting plant.
“Between 12 and 14 pieces of segmental box girders are produced in a day and the process is a tedious one,” he said.
The RM4.5bil second bridge project comprises three main packages — construction of the sub-structure by CHEC Construction Sdn Bhd (the local arm of China Harbour Engineering Co Ltd), casting of the segmental box girder by UEM Builders Bhd, and construction of the Batu Kawan and Batu Maung exit and entry points and trumpet interchange by Cergas Murni, IJM Construction and HRA Teguh.
The bridge, which will link Batu Kawan in Seberang Prai to Batu Maung on Penang island, is poised to be the longest bridge in the country and Southeast Asia.

In future, when the 2nd bridge becoming congested (very cross finger it won't be like Johore-Singapore 2nd link whereby not much people wanted to use it), they can remove the car-motorbike divider, and make it pave to 3rd lane. Then, it will be exactly like present Penang bridge whereby motorbike lane is so pity...

It may very well be underutilized if the toll rate is any higher than the Penang Bridge. Most of the population in Seberang Perai still live closer to the existing Bridge. Dont even talk about the 2nd singapore bridge. Even the two new tunnels in Hong Kong is seriously underutilized and congestion in the old tunnel is just terrible all day long. The toll for the two new tunnels is significantly higher

The only obvious advantage is, when driving from Penang Island to Perak or KL, if using 2nd bridge, we will save RM1++ through bypassing Juru-Simpang Ampat (or is it Jawi) toll.

Upon completion in 2014, the 24-kilometre second Penang bridge will be the longest in Southeast Asia
GEORGE TOWN: Penang will have two look-alike bridges once the second Penang Bridge is opened to the public by early 2014.
Upon completion, the RM4.5 billion 24-kilometre bridge is set to be the longest in Southeast Asia.
Those who have participated in the full marathons on the existing Penang Bridge can look forward to running on the new bridge.
Jambatan Kedua Sdn Bhd (JKSB) managing director, Datuk Prof Dr Ismail Mohamed Taib, said there were plans to hold a full marathon on the new bridge upon its completion in November 2013.
"We will hold the full marathon before the bridge is open to traffic. This is to enable everyone including foreign tourists and competitors to have a good view of the bridge, spanning from Batu Maung on the island to mainland Batu Kawan," he said.
Former Prime Minister Tun Abdullah Ahmad Badawi was a visitor to the construction site last Sunday.
Ismail accompanied Abdullah on a boat ride to the middle of the sea to have a close-up view of the bridge under construction.
The two-lane bridge will not be straight.
"We have designed it in such a way that motorists will not feel bored while driving along it," said Ismail.
Motorists will pass by the southern tip of Pulau Jerejak and Pulau Aman as they drive across the channel. The drive time is expected to be 20 minutes.
Ismail said construction of the bridge, which began in 2008, has been accelerated with about 700 workers working round the clock.
"We have since surpassed 54.25 per cent progress mark," he said.
Ismail added that the contractors used high damping rubber bearings to prevent the bridge from being damaged by strong earthquakes.
"These rubber bearings are normally used in critical high-rise buildings. This is the first time we are using this technology on a bridge," he said.

The third link will spell an end to the ferry service. Such an iconic penang landmark, but if it were to go, i agree. No need to harp on old memories because it is a loss making service. But shuttle buses to and from jetty should be provided or they use passenger ferry only..

GEORGE TOWN: Construction of the second Penang bridge is likely to be completed two months ahead of its projected November 2013 schedule.
Subject to weather conditions and other considerations, it was likely that work on the new bridge will achieve 70 per cent progress by the end of this year, Works Minister Datuk Seri Shaziman Abu Mansor said yesterday.
The bridge connecting Batu Kawan on Penang mainland and Batu Maung on the island will be the longest in Southeast Asia at 16.9km. Total estimated construction cost is RM4.5 billion.
"The dedication by the project contractors in seeing to the smooth running of the project may see it completed two months ahead of its scheduled completion," Shaziman told reporters after visiting the project site.
Work on the bridge, which will serve as the third link between the island and the mainland (after the ferry service and first Penang bridge) and set to provide better connectivity and accessibility to and from the island, began in November 2008.
It comprises a two-lane dual carriageway with shoulders and a dedicated motorcycle lane. Its design is depicted as a 375m cable-stayed bridge with a main span of 240m over the southern channel with a 30m height clearance.
The bridge is a joint-venture project between China Harbour Engineering Company Ltd and UEM Builders Bhd, with Jambatan Kedua Sdn Bhd (JKSB) appointed as the concession holder.
JKSB, which is wholly owned by the Minister of Finance Incorporated, is responsible for the construction, management, operation and maintenance of the bridge and has been given a 45-year concession for the project.

Suspension bridges are probably the most expensive type of bridge.
Besides, not many big ships pass through the South Channel, thus such height clearance of that of a suspension bridge is not required.

Well, at least the new bridge is being built, not only to relieve congestion on the first bridge, but also economically, at least cargo can keep going out from the island to the port in case when the first bridge is having maintenance or congestion.

If not mistaken, i dont think the new bridge need to bypass Queensbay as it terminated at the Batu Maung near the SouthBay part. hence it already bypassed Queensbay if heading to airport

I really sure people will use the current bridge because the Toll charges and fuel consumption for the second bridge are more costly compared to the existing bridge....

That's quite a long detour isn't it. Coupled with narrow roads and kampungs. Unless they can build an underpass. Hehe.
But i think they should come with new ruling for lorries from the south to use the new bridge because most air cargo will have to pass though the second advance cargo complex so if they come though new bridge it will be shorter route for them.
built_in_me November 15th, 2011, 09:10 AM once the second bridge reaches the island... taman ai ping i s rite opposite.... whichever way u go... u will be block by the runway.... so either right or left.... right will be a smooth road through few blocks of factory then u'll reach near osram i think of jb free zone office... or slightly longer thru usual mainroad coming to the big roundabout then 9 o'clock... or left thru smaller road but not that congested thru permatang dmar laut then bayan lepas old town shrinking traffic light junction and then the airport...

I think it will be a hit for lorries and trucks as they can go straight into the cargo center because it is located on that side. For cars they have to go through the route you mention, if they are from the south then its fine.

The answer is simple. If I am from Batu Kawan and need to take flight at the Penang airport. I would rather waste my money on still undecided toll rate and fuel for a 24km stretch of this new bridge instead of drive up north to the old bridge, pay toll and 'save' petrol for a 37km journey.:bash:

Traffic during rush hour is horrible. This link will give alternative to motorist from the south to go to Penang Island. They save more on mileage because the second link exit (under construction) is about 20 km from the Juru toll.
Alas, i think your question is only to provoke the hardcore Penangites.

There is a great need for another link between mainland and island.
Toll rate is less relevant, because most likely the toll rate is similar to the first bridge and people still have to use it. The point, is this bridge will provide easy access from KL to the southern part of the island, mainly Bayan Lepas.
The northern tunnel will serve traffic from northern area instead of the south.
Traffic from the south, such as Kuala Lumpur and Ipoh will benefit from the second bridge.
The 2nd bridge will potentially create new residential areas in Batu Kawan, offering another housing option for Penangites.

kl 2020 ideas December 21st, 2011, 12:18 PM Well, 6.5km of tunnel from Butterworth is definitely better than the 23km bridge near Nibong Tebal. I'm not sure if the tunnel is connected to federal route 6 because if it is, chances we do not pay toll. IMO, having a tunnel is a thumbs up. Oh, and having a metro system integrated using the tunnel is also good.

There is a great need for another link between mainland and island.
Toll rate is less relevant, because most likely the toll rate is similar to the first bridge and people still have to use it. The point, is this bridge will provide easy access from KL to the southern part of the island, mainly Bayan Lepas.
The northern tunnel will serve traffic from northern area instead of the south.
Traffic from the south, such as Kuala Lumpur and Ipoh will benefit from the second bridge.
The 2nd bridge will potentially create new residential areas in Batu Kawan, offering another housing option for Penangites.

I was wondering the same too. If it's three lane then it will be good for at least 20 years without major additional lane upgrade like the one done at the current bridge.
It will be better if they build empty lanes for future rail connection to the island.

Having rail connection on 2nd bridge is not ideal. If there is rail link between island and mainland, it should start from KTM station in Butterworth.

Your argument is utterly stupid and mundane. Overall economics have to be taken into account when users decide which link to use. Both bridges are quite far from each other on the mainland and they are intended to serve different areas.
Ive seen many KL idiots who rather spend 1 hour getting stuck on the Federal Highway just because it is toll free and they congragulated themselves for saving RM1 - Rm3 in toll using SPRINT, NPE , Penchala Link ETC. They are too stupid to realize that 1 hour extra in standstill traffic will cost them more than RM3 in extra fuel plus wear and tear unless they are driving a manual small car. Does saving toll justify that kind of argument? I hope you see for yourself

Isn't it that in HK geometric point of view, MRT links between Central (most prosperous area on HK Island -> Georgetown's Gurney) and Tsimtsatsui (Bagan near to Butterworth).
It can be considered. Even if SPAD do not allow MRT or LRT build in Penang, Penang gov can reserve that rail lane to become BRT lane. Since Penang gov has cooperated well with Rapid PG.

Hehe, the driver who decided to use 2nd bridge will be having a feel of paying 2 tolls in 5 mins (1 for new exit from PLUS, and another one for 2nd link just after 1 km, I think).
Anyway, the analysis of traffic volume is quite honest, which target absorb merely 20% from 1st bridge. :P

GEORGE TOWN: The second Penang bridge is 3% ahead of schedule and is expected to be ready by October next year, said Chief Minister Lim Guan Eng.
He said the construction work was proceeding well.
“Although the bridge was expected to be ready in 2014, it is now expected to be completed earlier based on the progress of construction,” he said at a press conference here yesterday.
Lim said that according to completion schedule, the progress of construction was supposed to be 67.71% but it had reached 70.7%.
In October last year, Works Minister Datuk Seri Shaziman Abu Mansor had said the bridge was 65% completed and expected to be ready earlier than its November 2013 deadline.
He expressed confidence the project would be ready two months earlier than scheduled.
On another matter, Lim said the handing out of white ang pow during Perkasa’s Chinese New Year open house at Kampung Baru, Kuala Lumpur, was an insult to the Chinese community.

Well, being a KL-ite myself, I agree it's a zombie city and all, but unlike Penang, we can't vote for a state government, in case you didn't know. Contrary to what you may think us as Federal Govt. "slaves", 10 out of 11 parliamentary constituencies are from Pakatan, won in 2008, but it's a FEDERAL Territory, so no matter the outcome, the FEDERAL Govt. controls KL. S'gor is a different story altogether.
And just because of that you hate KL? It happens to most capitals in the world you know, globalisation of it, for any capital (save the newly created ones like Brasilia of Brazil, Canberra of Aus or Naypidaw of Myanmar) and with globalisation comes many pros, but cons like you detest too, like KL's lost heritage.

Since this entrance of the toll is at mainland. And the interchange is also located at the PLUS Highway. We can assume regardless of where you last exit. Example: From Kuala Kangsar to the interchange maybe costs around like RM11.

“Actually, we want the fee to be lower but if we are lower, the first bridge will complain.
“The first Penang Bridge was supposed to increase (the toll) to over RM9, so we were ready to follow them.
“However, they have confirmed that they are staying at RM7, so we will also charge RM7,” Dr Ismail said Saturday after witnessing the installation of the last pier of the Second Penang Bridge which is scheduled to be completed in September next year.

WITH the hum and buzz of Free Industrial Zone factories on one side and sights of the Penang Channel on the other, driving on the southern end of the Tun Dr Lim Chong Eu Expressway on Penang Island has always been scenic.
But over the last year, more interesting things have been happening.
Near the very end of the expressway in Batu Maung, concrete piers have been emerging in the sea, marking the foundation work for the Second Penang Bridge.
The 292nd and last pier was cast just last Saturday, paving the way for the 24km superstructure to follow suit.
With the completion date for the bridge now expected to be two months ahead of the September 2013 target, excitement is growing on the ground.

Penang Seagate Industries (M) Sdn Bhd manufacturing senior engineer Tan Soo Min said the second bridge could not open soon enough for her.
“If the second bridge wasn’t being built, I would sell my house in Simpang Ampat and buy a small apartment on the island.
“I’m so tired of the traffic jams on the current bridge,” said Tan, 31.
She said that currently, the 33km journey from her house to Penang Seagate via the first bridge takes her 50 minutes in the mornings, while return journeys after work take about one-and-a-half hours.
She said even though her journey to work using the second link would be slightly lon- ger than if she used the first bridge, she would take the new bridge as long as the trip was faster.
Tan’s co-worker P. Maran, 47, said the second bridge would provide an alternative for commuters.

Contrary to what you may think us as Federal Govt. "slaves", 10 out of 11 parliamentary constituencies are from Pakatan, won in 2008, but it's a FEDERAL Territory, so no matter the outcome, the FEDERAL Govt. controls KL. S'gor is a different story altogether.
And just because of that you hate KL? It happens to most capitals in the world you know, globalisation of it, for any capital (save the newly created ones like Brasilia of Brazil, Canberra of Aus or Naypidaw of Myanmar) and with globalisation comes many pros, but cons like you detest too, like KL's lost heritage.
Well, hatred shouldn't have a place here and best we be grateful that our country has both worlds. :)
Now, how much are the toll charges for the bridge?:lol:
