SPQRSPQR August 13th, 2008, 01:52 PM Does anyone know what happened to the 24st towers for 6 Carey Street (adjacent the three Defence Housing towers) that got planning approval a year ago? I heard an horrible rumour that the Minister's height control order has killed it despite it already having planning approval.

I believe this one was scaled down to about 14 stories prior to the interim control order. I have been told that the developer has changed and is now the people who built the Tipperary Waters Marina subdivision.
Will keep digging.
SPQRSPQR August 15th, 2008, 01:11 PM ^^Thanks. If that's 14 storeys above ground, then unless they've started building, the Minister's development control order will kill the 14 storey project. Even at a miserly 2.8m per storey, that's at least 39m which is more than the 36m limit that includes lightning arrestors, aerials or any other structure.

SPQRSPQR September 30th, 2008, 03:16 PM No. Not 14 storeys but 3 underground and 21 above. Demolition of the existing building commencing in October 2008. This development is known as the Aspire Tower Luxury Apartments. It was designed by Bell Gabbert Associates (another one!) who also designed the adjacent 3 defence housing buildings.
Google Maps or Earth coordinates are -12.45986,130.846336 which you can copy and paste in the search bar in Google Maps or Earth to get you to the development site.

I've spoken with the planning people and they have a very stone-faced reply: "They have existing planning approval" they say. When I said that the control order is written in such a way as to nullify existing planning approval, their faces get even more stone-faced and they repeat: "They have existing planning approval".

LUXURY: An artist's impression of the new tower.
A 24-STOREY luxury apartment block is set to become part of the gateway to the city of Darwin.
The Aspire high-rise will include 86 units, a mix of one, two, three and four-bedroom units, and three levels underground.
It will also have an on-site manager, a 25m lap pool, sun deck, gym and children's playground.
The development will be built on Carey St on the edge of Darwin's CBD - next door to the Northern Territory News.
It will form a gateway to the city, with the Harbour View Plaza, dominating the view of the skyline for people entering the city via Tiger Brennan Drive.
Demolition work is set to begin soon to prepare for construction of the building, designed by Darwin's Bell Gabbert Associates.
Bell Gabbert director Mark Bell said the designers had considered the building's prominent position, as they designed it with a curved facade and use of plenty of glass.
He said the 24-storey building would "stagger" the skyline between the Carey St defence housing blocks and nearby high-rises.
Mr Bell said it would "fill in the gap" between the Evolution tower block and Carey St.
"Because it's such a prominent building it's got two fronts, rather than just a front and back," he said.
"There's a lot of glass ... mainly to promote light into the interiors.
"The deep balconies provide good shading to the interiors while the curved facade gives the building its sleek appearance."
Mr Bell said the building had planning approval and demolition work would begin this month.

looks like another Inpex related project. ie Inpex coming has suddenly freed up the money/drive for the project.

I don't think so. It just happens to be one of only two projects on the CBD periphery that had a planning permit before the Minister's unfair edict on height limits. So, it is a valuable development site with planning approval that expires before the middle of 2009. They just simply have to build it or loose the planning permit (which are only valid for two years). If they loose the permit, they can only build to 8 storeys. That would be a substantial economic loss to the developer.

Allendale Square in Perth was built as a core the whole way up in only a few months then the rest came along shortly afterwards....

Thankfully, DCC is only a bit player in planning. The Develpment Consent Authority has the power on planning unless (politically) overruled by the minister. DCC have no more say than Power & Water Corporation, Telstra and Defence. Although Defence (RAAF) has the ultimate power of veto over development in Darwin.

It would appear that the suffocating bank requirements for 100% presales etc is starting to bite. In the recent Darwin Business Journal (May) it stated that 16 CBD developments have stalled due to funding constraints.
