Car yards offer prime exposure

Two car yards in prime locations, one in Mount Lawley and one in Fremantle, are destined for a more glamorous role as mixed use developments potentially with shops, offices and apartments.
The 986sqm site on Fremantle’s Queen Victoria Street is in an emerging residential redevelopment precinct and, if current rezoning plans go ahead, would allow for upper-level apartments with harbour views. It is expected to sell for upwards of $3.5 million.
Located between Burt and James streets, it is currently home to a used car yard but is being offered for sale with vacant possession. The owner, who is retiring, is offering a six-month settlement.
It is zoned mixed use, with a residential R25 component, but an increase to a residential zoning density of R60 under consideration would allow a development of up to four or five storeys, opening up the possibility of building apartments with views across Fremantle Harbour.
Colliers International investment sales executive Terry Hutchings, who is handling the sale of both car yards, said the Fremantle site represented an opportunity for developers keen to secure a foothold in an evolving area of Fremantle.
“The property is located in an area which is set to undergo an incredible transformation, spearheaded by the proposed conversion of the Fort Knox building by the Match Group into high-end apartments,” he said.
“A development on this site with the likes of retail, offices or restaurants on the lower levels and apartments on the upper levels would take full advantage of this area’s evolution into the gateway into Fremantle.”
The property at 81-85 Queen Victoria Street has dual street frontage with exposure to an estimated 30,000 vehicles a day.
In Mount Lawley, a corner site in the heart of the suburb’s vibrant entertainment precinct is set to go under the hammer.
The 596sqm vacant property, previously a used-car yard, is on the corner of Beaufort and Harold streets, directly opposite the Queens Hotel, and has frontage to the area’s most popular strip.
The commercial zoning allows for a wide range of uses, including retail shops, showrooms, restaurants, offices and multi-residential on application.
As a corner lot, the Town of Vincent will allow three levels of development on the property, with the possibility of four levels on application.
Mr Hutchings said the growing number of residents in the area was driving an underlying need for new commercial and retail premises.
“Thanks to its close proximity to the CBD and ease of access by both car and bus services, Mount Lawley is becoming increasingly attractive to apartment dwellers and a viable alternative for commercial operators to the city, with its traffic and parking problems,” he said.
“The property is located in the middle of the retail strip, surrounded by coffee shops, restaurants and similar retail outlets, in an area that sees a significant amount of activity both during and outside working hours.”
Improvements on the site at 544 Beaufort Street consist of a hardstand and small administration office, making it ideal for redevelopment with buyers facing minimal demolition and removal costs.
Mr Hutchings said the surrounding area was undergoing significant redevelopment, with a number of mixeduse projects under construction as older properties came on to the market.
“The Town of Vincent is providing incentives for mixed-use developments, particularly on corner lots, so any redevelopment of the property would be able to take advantage of a wide range of potential uses,” Mr Hutchings said.
The property will be sold by auction on site at 11am on September 4.

Sapphire Clock Atomic Tower Sculpture: New Metrorail City Project-Perth.
Concept Statement:
The invitation to produce a significant sculptural monument for the Perth New Metrorail Project at the foot of the Horse Shoe Bridge, proved to be an exciting opportunity for us as artists to combine the extraordinary time-measuring breakthrough at UWA with a unique sculpture expression. In the process, our aim is to create a feature that will become an unique historical marker and over time will become a treasured part of Perth’s Heritage.
Essentially our concept is to visually express and celebrate ‘time’ and ‘time-telling’ thorough the medium of the ubiquitous ‘ Station Clock ‘. Travelling by train is all about precision timing which also encapsulates a variety of other more esoteric notions such as Relativity and the famous example using trains, stations and passengers to illustrate it’s meaning to the average person.
The visual reference of our ‘ Sapphire Clock Tower Sculpture ‘ is the notion of a Sapphire Crystal, one of which is actually the beating heart of the UWA Atomic Clock.
At 15 meters high, sheeted in faceted tinted glass, the sculpture tower will visually energize and invigorate the entire precinct of the Horse-Shoe Bridge, creating a Perth ‘icon’ landmark.
A 21st Century digital clock will be incorporated into the Tower which will be connected directly to the Physics Department and heart of the project, in UWA, by landline. This clock will combine a colour -change time reference, which will in turn be an expression of sound, based upon the specific harmonics of a particular colour of the spectrum. In this manner the sculpture will function as a true ‘station clock’ as it ‘peals’ on the quarter hour, with an appropriate colour change behind the actual digital numbers. Symbolically, this also reflects the unique historic occasion whereby Perth was established as the City of Light during the Earth Orbit of John Glenn in 1962.
The Crystal Sculpture Tower visually appears to plunge through a skylight into the void at the foot of the Metrorail escalators below. We are also examining the feasibility of developing the ‘ below ground point ‘ of the Tower as an illuminated pendulum, thus completing the circle of time-telling, in which all clocks function through the rhythmic oscillation of either a mechanical pendulum or its atomic equivalent.
As a further extension of the theme we have developed a large 6m high Mural below street level, the theme of which will be the entire history of time-telling with visuals illustrating the various instruments developed by different cultures throughout history.
These images have been incorporated into a metaphorical ‘Solar System’ format with a huge microchip representing the sun. This large mural will be visually complimentary with the Sapphire Clock Tower Sculpture being constructed in 6mm toughened glass, overprinted with the same crystalline graphic motif used in the tower. The mural will also be lit internally to further visually energize the images as the observer descends the escalator from the surface.
A further development of the whole concept will be an educational display project featured throughout the Metrorail system. This will be done in partnership with the Physics department at UWA.
A third feature is the proposed installation of small ‘stalactite’ Sapphire clocks projecting down from the ceiling in other stations on the Rail system. All these clocks would be synchronized with the central feature at the Horseshoe Bridge, which in turn will be connected to the World’s most accurate timepiece in UWA.
Finally, we have extended the crystalline metaphor out into the landscape surrounding the Clock Tower, by developing an exciting LED full colour in-ground ‘clock extending the time-telling aspect above, into the paving itself. This is comprised of twelve segments made from strips of glass paving blocks, the appropriate ‘arm’ illuminating in synchronization with the Tower LED time display. Additionally we have built a compass reference feature into this layout with North East West South Compass points, corresponding to !2-3-6-9 on the in-ground clock.

• Enlargement of the lobby areas at ground floor level with new full height glass

Street Mall, will be lost. It is to be replaced by a link to the public forecourt from
the new arcade proposed as part of the rearrangement of the ground floor level
of 50 St Georges Terrace.
• New black stone clad entry treatment facing the public forecourt with new
automatic doors and an alpolic canopy.
• Red-brown stone cladding to the remainder of the ground floor level façade

arcade will also front the public forecourt with provision for alfresco dining. The arcade will link to the public forecourt and to existing connections to London Court and the Borders store / Hay Street Mall. Existing colonnade areas to St Georges Terrace and the forecourt will be enclosed.
• A new lobby entry to the office building off St Georges Terrace adjacent to
London Court.
• A new black stone clad entry statement to the arcade facing St Georges
Terrace with an alpolic canopy.

At ten seconds before each hour the lights on the buildings at 40 and 50 St Georges Terrace would start to flash from the top down one second at a time until on the hour the lights on the building at 44 St Georges Terrace would rapidly ascend to the top. The lights on all of the buildings would then go on and off a number of times corresponding to the hour of the day. It may be, however, that installation of the panels in the tower building at 44 St Georges Terrace is not feasible and the panels and clock will only be applied to the two re-clad buildings.

SITE HISTORY:
The 682m2 subject site is located on the northern side of Brown Street directly opposite the intersection of Brown Street and Henry Lawson Walk in East Perth. The site is occupied by a two-storey brick and iron commercial building with car parking within the front setback area.
The site is surrounded by a mix of residential and commercial uses. The north side of Brown Street is characterised by a mix of service industry uses with the majority of buildings being one and two-storey. The southern side of Brown Street has been redeveloped for residential purposes and is characterised by two to four storey residential apartment buildings.
DETAILS:
Approval is sought for the demolition of the existing warehouse building and the construction of a four storey mixed use building consisting of four commercial tenancies, seven multiple dwellings (including four single bedroom dwellings) plus a basement car park at 22 (Lot 66) Brown Street, East Perth.
The proposed basement car park is accessed from Brown Street and contains 16 car parking bays, a lift and stair access to upper levels of the building and eight store rooms. Twelve of the bays are ranged in tandem pairs. Six of the car bays are designated for commercial tenants with the remaining ten bays being for residential use.
The ground floor consists of a lobby with entry off Brown Street and a 155m2 commercial tenancy fronting Brown Street. Two commercial tenant car parking bays are located on the northern (rear) side of the ground floor of the building. A bin store and lift and stair access is also provided on the ground floor level.
The first floor consists of three office tenancies of 167m2 approximately, each with a tea preparation area, toilet facilities and lift and stair access. Tenancy four has access to a north facing balcony, with the other tenancies each having a balcony fronting Brown Street.
The second floor consists of two, three bedroom apartments fronting Brown Street and two, one bedroom apartments with a northerly aspect. Each apartment has access to a balcony area. The third floor consists of two, one bedroom apartments and one, four bedroom apartment fronting Brown Street. Each apartment has access to a balcony area.
Two separate roof deck areas are also proposed. A north facing communal roof deck with a barbeque area is proposed for the use of all residential tenants. A second roof deck with a barbeque and sink area fronting Brown Street is proposed for the sole use of the north facing apartment located directly below. Both deck areas will be roofed.
COMPLIANCE WITH PLANNING SCHEME:
Land Use
The subject site is within the East Perth Precinct (P15) under City Planning Scheme No. 2 (CPS2) and is subject to the provisions of the Local Planning Scheme No. 26 (LPS 26).
The Precinct is intended to be predominantly residential, with compatibly scaled warehouse / showroom development and high amenity light industry north of Brown Street. Under the provisions of the LPS 26, ‘residential’ is a preferred (“P”) use and ‘commercial’ a contemplated (“C”) use within the Brown Street Precinct.
Development Requirements
The proposal’s compliance with the development standards of Local Planning
Scheme No. 26, CPS2 and the Brown Street East Design Guidelines is summarised below:-
Variations to the building height, dwelling density, parking and bicycle parking provisions applicable to the development can be granted by an absolute majority decision of the Council, in accordance with Clause 47 of the City Planning Scheme and provided the Council is satisfied that:-
‘47(3)(d) (i) if approval were to be granted, the development would be consistent with:-
(A) the orderly and proper planning of the locality;
(B) the conservation of the amenities of the locality; and
(C) the statement of intent set out in the relevant precinct plan; and
(ii) the non-compliance would not have any undue adverse effect on:-
(A) the occupiers or users of the development;
(B) the property in, or the inhabitants of, the locality; or
(C) the likely future development of the locality’.
In accordance with Clause 3.4.2 of Local Planning Scheme No. 26 the Council may vary the car parking requirements in respect of any proposed development provided the Council is satisfied that such a variation is in the interest of orderly and proper planning and will not detract from the amenity of the locality.
COMMENTS:
Consultation
The application was advertised to the owners of adjacent properties for a period of 14 days due to the non-compliance with the building height and dwelling density requirements of the Brown Street East Design Guidelines under Local Planning Scheme No. 26. No submissions were received during the notification period.
Design Advisory Committee:
At its meeting held on 10 July 2008, the Design Advisory Committee considered the subject application in regard to the design issues. The Committee advised that it:-
“supports the design provided it can be demonstrated that the precedent has already been established within the precinct for the proposed variations to the building height and dwelling density and that the development will not conflict with the intended character of the area”.
Building Height:
The proposed development exceeds the maximum building envelope height
permitted under the Brown Street East Design Guidelines by two metres, being a height of 16 metres. The proposed roof deck areas on the fourth storey of the building are the only portion of the building which exceed the maximum building envelope for the site, with the exception of some minor projections of the balconies and feature column. The roof deck area fronting Brown Street is set back five metres from the Brown Street boundary, two metres from the northern rear boundary, 1.5 metres from the eastern boundary and 2.7 metres from the western boundary. The roof deck will therefore not be visible from street level and will not cause any additional overshadowing of adjoining properties and the adjacent footpaths.
In regard to the Design Advisory Committee comment, the Brown Street East Design Guidelines states that new development should be in harmony with the character and scale of the primary residential uses on the south side of Brown Street. Residential development on the southern side of the Brown Street is generally four storeys (in excess of ten metres) although the design guidelines for these sites indicate a height limit of between six metres and nine metres plus additional height of 4.5 metres for usable roof space (lofts). The proposed four-storey development is consistent with the established building form and character south of Brown Street and it appears that a precedent for height variations has been established by the approvals granted by the East Perth Redevelopment Authority for residential development in this section of Brown Street.
As the proposed variation to the building height would be consistent with the orderly and proper planning of the locality and the non-compliance would not have any undue adverse effect on the inhabitants of the locality or the likely future development of the locality, the proposed building height can be supported in accordance with Clause 47 of the City Planning Scheme No. 2.
Dwelling Density:
The proposed development exceeds the maximum permitted dwelling density for the R80 coding by one dwelling. A maximum of six dwellings may be permitted under the R80 coding, including a density bonus awarded for the incorporation of single bedroom dwellings within the development. The application proposes a total of seven dwellings. The development proposes a mix of residential apartments including four single bedroom apartments, two, three bedroom apartments and one four bedroom apartment which will provide for a diversity of residents in terms of age, household structure, income and lifestyle. The proposed mix of apartments is consistent with the intent of the precinct to provide a wide range of dwelling types and sizes.
The majority of the proposed development will be contained within a building envelope that generally complies with the scale of buildings intended for this area. A variation to the dwelling density will be consistent with the statement of intent for the precinct to provide a mix of dwelling types and sizes. The proposed variation would not have any undue adverse effect on the occupiers of the development and can be supported in accordance with Clause 47 of the City Planning Scheme No. 2.
Residential Design Policy:
The proposed development generally complies with the City Planning Scheme Policy 4.10 ‘Residential Design Policy’. An acoustic report has not been submitted for the development, as required by the Policy. Directly opposite the subject site is an established residential area. As the proposed development will be the first residential development for this northern portion of Brown Street and the adjoining properties are currently used for light service industries, there is some concern that there may be potential conflict from external noise sources. Measures to ameliorate noise in this locality can be addressed at working drawing stage and, therefore, the submission of an acoustic report addressing noise attenuation measures should be required as a condition of any approval.
Design:
Specific details relating to the treatments to both the side façades / walls have not been provided. The blank side walls of the development need to be appropriately treated in terms of colours, textures and finishes to ensure that the exposed portions of the walls do not detract from the amenity of the locality or of the adjoining properties. Details of these elements can be required as a condition of any approval.
Parking:
Due to the narrow site, the layout of the parking bays provide for a number of tandem bays. The tandem bays are acceptable however any approval should be subject to a condition requiring each pair of tandem bays being allocated to the same dwelling or commercial tenancy, or alternatively, that a parking management plan can be submitted that addresses the access to these bays.
The proposed minor variation to the minimum commercial parking requirement (eight bays rather than nine bays) is considered to be acceptable as there is generally on- street parking available in the locality during business hours and the locality has access to public transport. Additional parking could not be accommodated on-site without affecting the bulk and scale of the development. Therefore, such a variation is considered to be in the interest of orderly and proper planning and will not detract from the amenity of the locality and can be supported in accordance with Clause 3.4.2 of the Local Planning Scheme No. 26.
Bicycle Facilities:
The submitted plans do not address the bicycle parking requirements of Policy 5.4 Bicycle Parking and End of Journey Facilities. It is noted that the residential storerooms are of sufficient dimensions to accommodate a bicycle, however, confirmation will be required from the developer whether any additional facilities will be provided for the residents. A minimum of one secure bicycle parking bay is required to service the office tenancies and this can be addressed through a condition of any approval.
Conclusion:
The proposed development generally complies with the design guidelines and statement of intent for the Brown Street East Precinct under the Local Planning Scheme No. 26. The proposed variations to the building height and dwelling density are considered minor and will not adversely affect the amenity of the area. The proposed development offers a variety of residential apartments which will provide for a diversity of residents in terms of age and household types. In view of the above, it is considered that the application can be approved subject to appropriate conditions.

Northbridge plan to ease rental crisis

Four central city sites in Northbridge will be developed into housing as part of a State Government scheme to ease the rental housing shortage.
Backed by Golden Sea Property Development and Heyspring Land from the private sector, the plan is set to provide at least 85 long-term rental units.
The sites, on the corner of Newcastle and William streets and further east on Newcastle Street will have commercial tenants on the lower floors and long-term rental homes on the upper floors.
People will be living in the mainly one and two bedroom units from 2011.
WA Planning and Infrastructure Minister Alannah MacTiernan said the developers would transform land purchased from the State Government – bound by a sale contract that meant the residential homes had to remain rental housing for at least 10 years.
Ms MacTiernan said the new long-term rental model was thought to be the first scheme of its kind in the country.
“We believe there is a niche market in long-term property for investors such as superannuation funds and property trusts to take on these sites which combine rental income and capital growth over the medium to long-term,” Ms MacTiernan said.
The government was looking for similar sites around the city and in regional areas to do similar projects in the future.
Real Estate Institute of WA president Rob Druitt said the model offered some affordable, accessible accommodation particularly for people who lived or worked close to the city.
“It helps bring the necessary social diversity to the heart of the city as well as providing an inner city lifestyle to those who might not otherwise afford it,” Mr Druitt said.
The rental sites are expected to be settled later this year when development applications to be lodged to the East Perth Redevelopment Authority around the same time.

A $21 million draft plan to redevelop Forrest Place into a single-level city square sloping from the Perth Railway Station to Murray Street Mall was adopted by Perth City Council last night.
The draft Forrest Place Master Plan is yet to be approved by stakeholders, including the State Government and neighbouring landowners, but recommends Bocelli’s Cafe, the stage and the City of Perth information booth be removed to clear the space.
New paving, lighting and seating would be installed and the sunken central area filled to create one shallow slope from the train station, across Wellington Street and up to the mall.
If approved by stakeholders, the project would be completed in four stages by 2012, with the first stage including the demolition of the pedestrian overpass between the Horseshoe Bridge and Albert Facey House.
The $8.3 million second stage includes slanting the rail forecourt and stone paving across Wellington Street by 2010. Forrest Place would be given a slope in the remaining stages.
As part of the plan, a new landmark public art installation would be installed at the northern end of Forrest Place and other artworks would be included over time, including one which The West Australian revealed earlier this month would be commissioned through a $1.5 million international sculpture competition.
Areas for alfresco dining and informal seating would be provided around the square.
The public toilets and underground carpark would be demolished and replaced.
New retail and office opportunities would be created along Wellington Street, in front of the Australind platform of the train station.
The report also proposed removing pedestrian-activated crossing buttons at Wellington Street in favour of regular timed crossings, allowing a wait of no longer than 45 seconds.

Perth’s civic “heart” will take on a new look with the imminent removal of the overhead walkway at the northern end of Forrest Place.
Lord Mayor Dr Peter Nattrass said the removal of the walkway would open up a new vista from Forrest Place, thereby highlighting the historic Perth Railway Station.
Dr Nattrass said this initiative would be followed by structural changes to the end of Forrest Place that would allow better pedestrian access to flow over Wellington Street to the railway station.
The Forrest Place and City Station Development Act oversees any significant changes to Forrest Place and Dr Nattrass said that obtaining the necessary 10 signatories to sign off on the removal of the walkway had been a frustrating and long, drawn-out process. He gave credit to Planning and Infrastructure Minister Alannah MacTiernan for assisting in achieving the final outcome.
He said he believed the removal of the walkway would have a dramatic effect on Forrest Place and would serve to enhance this most important meeting place in the city.

$30m tower for Adelaide Terrace

A 16-storey $30 million office tower for Adelaide Terrace has been approved by Perth City Council’s planning committee. It includes a car stacker, 13 levels of office space and the restoration of a two storey heritage-listed house on the block.
In 2006, the council approved demolition of the Victorian house for a nine-storey building but the WA Heritage Council stopped it.
The committee wants more details on the materials for the Terrace facade before it issues a building licence for the tower. The approval will go to the full council next week.

PAM CASELLAS - Can glorious plans come to fruition?
There is much to like in the bare outline of the City of Perth’s vision for the city in 2029. Inner-city university campuses, premier entertainment facilities, connections from Northbridge to the foreshore, a CBD free of cars … glorious stuff.
The pity, as ever, is that this will not happen overnight. 2029 is a long way off and, even if it is unrealistic to expect things to happen immediately, it would be nice to see more progress in that direction.
And the danger, if experience is to be considered, is that this will end up being yet another plan, just like those gathering dust which have, over the years, promised us all kinds of options for developing the foreshore. Nothing has happened.
It seems a particularly good idea to create some kind of university presence in the city. Seeing the daily battles for parking at the University of WA, for instance, makes it imperative for other options to be considered.
If public transport cannot cope with ferrying students into the city and out again, perhaps a city campus of some kind would help relieve the pressure.
It would also be a sensible way of invigorating the city centre, and bringing lots of young people to the area. Perhaps they would also like to live in the city, if suitable housing was available.
2029 marks the bicentenary of European settlement and serves as a fine target for bringing real change to Perth.
But if, in a couple of years’ time, there is no progress in the direction outlined by this report, we will have a right to be disappointed.

Parliament House is one of the state’s most significant civic buildings, strategically
located above the city on Parliament Hill. Despite facing the city, the main approach
to the building is from the streets behind, namely Harvest Terrace and Parliament
Place. It is appropriate then that these streets contribute to the civic and cultural
significance of the area.
In recent years Harvest Terrace, running parallel to Parliament House, has been
upgraded. However, Parliament Place, which runs perpendicular to Parliament
House, is in urgent need of improvement. In its current state the street belies the
importance of the precinct and detracts from Parliament House itself.
The Parliament House Precinct was identified in the 1993 West Perth Urban Design
Study as an area where streetscape improvements were necessary, particularly to
reinforce the importance of the precinct.

Apart from the poor state of the street, the following issues have been identified as
being in need of particular attention:-
• There is no differentiation in the streetscape treatment to indicate a special
zone.
• Parliament Place is offset from the architectural symmetry of Parliament House
which detracts from the formality of the setting and compromises the impact of
the approach to the building.
• The pedestrian environment is poor due to lack of shade, amenity and a
considerable amount of fast moving vehicular traffic through the area.
Opportunities
There is a great opportunity to rectify the current situation through the creation of a
strong, distinctive streetscape design. In particular, the proposed concept design
aims to:-
• create a sense of formality;
• heighten the sense of arrival;
• integrate the total surrounds of Parliament House;
• improve the pedestrian environment by slowing vehicular traffic and providing
greater amenity.
The main elements of the design include:-
Forecourt
The creation of a paved forecourt at the intersection of Parliament Place and Harvest
Terrace is the prominent feature. The forecourt encompasses the road and verges
and provides a sense of ceremonial space at the foreground of Parliament House. Its
design draws upon and extends the grid pattern that features within the inner
grounds and helps to redress the asymmetrical relationship between the building and
Parliament Place. Also, the paved surface assists in slowing traffic through the area.
Additional Trees
The widening of the northern verge at the Parliament House end of the street allows
for a double row of jacarandas in addition to the existing mature jacaranda street
trees. This also helps to strengthen the sense of symmetry of the space.
These new jacarandas together with additional Canary Island date palms in the
forecourt will better frame the view to Parliament House and further emphasise the
formality of the space.
New Planted Median
A significantly wide road reserve of more than 30 metres allows for a new median
with additional planting which will greatly improve the aesthetics and ambience of the
street.
Western Australian Materials
It is highly appropriate that in this context uniquely Western Australian materials be
used in the street enhancement. Local materials, in particular, local stone and plants
are a major feature of the design.

The design will provide a dignified setting and ceremonial approach at the west side
of Parliament House, commensurate with the area’s civic significance. It will also
better integrate the total surrounds of Parliament House.
It should be noted that in order to create the type of setting that is called for, it is
necessary that some parking be relinquished. The loss of bays however has been
minimised as far as possible.

Approval is sought for the demolition of the existing single storey commercial building
and for the construction of an eight storey office development at 507 Murray Street,
Perth.
The proposal comprises of the following uses:-
• One double storey tenancy on the ground and first floor level with street access
and a floor area of 154m2.
• Six office tenancies, one per floor and with an average net floor area of 324m2.
• A two level car park with ten car bays with access between the levels provided
by a car lift.
The Murray Street elevation comprises of a strong horizontal emphasis provided by
full height glazing and concrete blades made of white polished concrete that will
protrude one metre beyond the building frontage. The protrusions are for both
architectural interest and sun shading and are orientated both vertically and
horizontally. The second floor has a street front balcony providing some variety and
interest to the front elevation.
The solid masonry western elevation will be exposed and it is proposed to paint the
majority of the concrete panels to produce a pattern containing unpainted grey
panels mixed with painted white and black panels.

COMMENTS
Consultation:
The owners and occupiers of the adjoining and adjacent properties were notified of
the application, due to the non-compliance with elements of the CPS2.
An objection was received from the landowner of 503 Murray Street, Perth submitting
that the blade protrusions are excessive in terms of functional sun shading and will
block views to and from adjoining buildings.
The applicant has responded to these concerns by setting the building back and
reducing the depth of the protrusions so that the development will not protrude over
the property boundary.
Design Advisory Committee
At its meeting held on 2 October 2008, the Design Advisory Committee considered
the subject application and advised that it ‘…supports the design of the building and
the proposed building height in the context of the streetscape and the approved
adjacent development.’
Conclusion
The proposed building design and mix of uses will make a positive contribution to this
part of Murray Street in the Citiplace Precinct. The building design is generally in
accordance with the built form standards for this location and its minor height
encroachments will not have an undue affect on the amenity of the locality. The
application is therefore supported subject to standard conditions.
100-104 (LOT 4) MURRAY STREET, PERTH - PROPOSED

SITE HISTORY:
The subject site is on the north-western corner of Murray Street and MacLeans Lane,
next to the City’s Pier Street public car park. The site slopes down from Murray
Street (south) toward Wellington Street (north). MacLeans Lane is owned by the City
of Perth and is one of the City’s priority lanes for promoting activity in city laneways.
Improvements to the laneway are presently being designed.
The site is currently developed with a four-storey building accommodating car
parking and a nightclub on the basement level, some shops and a gymnasium on the
ground floor and offices on the upper three floors. The building has glazing to the
eastern elevation, overlooking the lane and the multi-storey car park.
The locality is used predominantly for retail and dining uses at street level with offices
on upper levels.
DETAILS:
Approval is sought for the refurbishment and addition of two storeys to the existing
four-storey mixed use building at 100 - 104 Murray Street, Perth.
The key components of the proposal are:-
• the existing nightclub will be removed from the basement level and the existing
car parking will be extended to provide 18 tenant car bays and one disabled
parking bay and a bike store accessed from a single crossover via MacLeans
Lane;
• the existing retail and gymnasium uses on the ground floor will be removed and
replaced with 730m2 of office or retail space;
• with the addition of two floors there will be a total of five office levels, each with
an average net floor area of 815m2;
• a south facing balcony will be provided to the uppermost office tenancy.
The building has been designed to address both Murray Street and MacLeans Lane.
The eastern elevation that faces the lane is highly glazed and can be modified to
create openings in the future if desired.
The facades will be reclad and will include rendered painted brick work, painted fibre
cement panels, polished aluminium panels and glazing. Three upper storeys of the
western elevation will be exposed to view from the street and will be finished with
painted precast panels. The colour of the painted finishes has not yet been defined.
Sunscreen panels will be added to each window on the northern and eastern
elevations.
Total building height of 22 metres.

Big picture for the Northbridge Piazza

A giant LED screen will be installed in the heart of Northbridge as part of the City of Perth’s Northbridge Piazza development.
The Council has accepted a tender from Rutledge Engineering for supply and installation of the screen at a cost of $578,000.
Lord Mayor Lisa Scaffidi said the Piazza, currently under construction, would be a focal point in the city’s prime entertainment and nightlife area.
She said the screen – the first permanent LED screen in the city – would feature a range of cultural, entertainment and sporting events. It is expected to light up in May next year.
“The awarding of the screen tender is just the latest stage in development of the exciting Northbridge Piazza,” the Lord Mayor said.
“The Council has already undertaken preliminary roadworks to rebuild the intersection of James and Lake Streets in preparation for it becoming a more pedestrian-friendly area, paved with natural stone from WA."
“The foundations have now been laid for a new community building which will feature alfresco dining areas, meeting room and other facilities. The Piazza will be further enhanced by the proposed commercial development on the north-east side of the site.
“The Piazza will have some interesting public spaces where people can meet, be entertained or just relax."
“By June 2009, Northbridge will have a major new commercial, cultural and creative hub that we can all enjoy.”

I took some photos of Elegance on Outram yesterday. Diploma's site shows it as completed but the guys are still putting the final touches onto it. I'm wanting to see the final look minus equipment littered around the front and with grass and trees :okay:

Five-storey office block to set standard for Loftus Street

Cambridge Town Council has approved a bold five-storey office development set to become a landmark on Loftus Street in West Leederville.
Called Nexus, the circular building will have an average height of 24m and will replace premises occupied by the Strathfield Group, bordered by Railway Parade, MacEwan Street and Oxford Close.
Project architect Mark Baker, of Meyer Shircore and Associates, said the council was looking for a distinctive building and the response to the brightly-coloured, louvre-design had been positive.
Construction was expected to begin in the middle of next year and take about 18 months. It will have about 50 bicycle racks.
The site is part of the Southport commercial precinct.

That the Design Advisory Committee, having considered the design of
the proposed thirteen level commercial building with 16 car parking bays
at 133 – 141 (lot 20) Murray Street, Perth, does not support the design of
the building which lacks architectural sensitivity in the context of the
Barrack Street streetscape. The following matters should be reviewed as
part of any redesign of the building:-
1. the podium design with its strong horizontal emphasis and lack of
detailing, while making a modern statement, does not sufficiently
reflect the architectural rhythms of existing buildings in Barrack
Street;
2. the variation to the building height requirements, particularly to
Barrack Street, is exacerbated by the minimal setback to the tower
whereby the intent of providing podium levels to create a human
sale to the building frontage is not achieved;
3. the juxtaposition of colours between the podium and the tower and
the proportions of the elements create an unsympathetic contrast in
the Barrack Street streetscape;
4. the truncation to the ground level retail tenancy should be extended
to reflect a more regular or traditional splay to the tenancy frontage.

With the first of the new breed of Perth office towers at least 12 months away from completion, developers are transforming small city sites into boutique office blocks and reaping the rewards in the interim.
Much of the activity is in the city’s west end, with a 7,290 square metre office building under construction at 503 Murray Street now fully pre-committed, a further 4,800sqm office earmarked for 432 Murray Street, and plans to build about 8,000sqm of office space above the Country Road store at 307 Murray Street.
Hay Street’s Melbourne Hotel is also set for a revamp as part of plan to build a 13-storey office tower of 10,000sqm adjoining the Heritage-listed building.
Perman and Associates principal Bob Perman said developer Fairworld Holding’s decision to commence construction of a new A-grade building at 503 Murray Street last year without a pre-commitment had now been vindicated.

Together with Knight Frank, Mr Perman has signed engineering firm Parsons Brinckerhoff to a 4,620sqm lease and owners of Burrup Fertilisers, the Oswal Group, to a 2,670sqm lease in the building, which is scheduled for completion in February 2009.
“The success of 503 will be the catalyst for other new buildings in the immediate vicinity,” Mr Perman said.
Knight Frank director Ian Edwards said both tenants were rapidly expanding their operations and were keen to consolidate in that location.
He said Parsons Brinckerhoff was currently located in a number of buildings in Subiaco, while the Oswal Group was headquartered at 225 St Georges Terrace.
“The property is located just 50 metres from the intersection of Milligan Street and offered exceptional access to the CBD, public transport, Northbridge and West Perth and will tap into the flurry of activity and infrastructure proposed for the west end.” Mr Edwards said.
Of this, a further 4,800sqm of space is expected to come onto the market early next year at 432 Murray Street, opposite the Tiger Lil’s bar, when construction of a seven-storey office building is completed by Firststate Developments WA.
Primewest is also expected to redevelop the four-storey Murray Gardens building at 307 Murray Street on-spec, with up to 8,000sq m of new office space above.

A $30 million development at 613 to 619 Wellington Street and 374 to 394 Murray Street, Perth is a step closer to fruition.
At its 14 March meeting the Perth City Council approved plans to turn the site, covering five lots, into a residential, office and commercial development.
The landowner is Lyrical Holdings which is controlled by the Teo family, a Singaporean and Dalkeith-based family group.
According to Chesterton Inter-national, six members of the family bought the properties on Murray and Wellington Streets in 1992 for $3.8 million.
The developer plans to demolish the existing 1920s buildings on the 5,120 square metre site, including the old Gobbles Nightclub, currently on the draft Municipal Inventory and the Gordinson’s Bicycle shop.
In their place will go two towers – one of twenty-two storeys facing Murray Street and one of nineteen storeys fronting Wellington Street – with a total floor area of 25,000 square metres.
The Murray Street tower will incorporate shops and four floors of offices, with the remainder set aside for a gymnasium and 177 serviced apartments and two-storey residential suites.
It is planned that the Wellington Street building will house fifty residential apartments.
The development will also include a five-level basement with room for a 245-bay car park, a club or tavern and a supermarket.
The property is situated within the Citiplace Precinct which provides for the promotion of the area as the retail focus of the State.
The PCC is encouraging the area west of King Street to be used for restaurants, cafés, taverns, night cubs, motels, hotels and various residential uses.
It is understood the developers, who have a two-year approval, will see what effect the GST has before taking any affirmative action on the site.
