GANDA! william :D May 26th, 2011, 07:42 AM Coral reefs twice size of Manila destroyed MANILA, Philippines—The crime was described as “the rape of the ocean.” Poachers decimated an entire “reef complex”—almost twice as big as Manila—off the coast of Cotabato province when they harvested more than 21,000 pieces of black coral and killed 161 endangered turtles and other marine life, officials said Tuesday. One of the turtles killed was a male aged 80 to 100 years old. Bureau of Customs officials intercepted the contraband two weeks ago and recovered 134 bundles, or 21,169 pieces, of “sea fan” black corals and 15 bundles, or 196 kilograms, of “sea whip” black corals. “The Moro Gulf and the Sulu Sea off Cotabato are supposed to be unexplored reef areas but with this collection, we can see that they have also been disturbed,” said Ludivina Labe, a senior marine biologist of the Bureau of Fisheries and Aquatic Resources (BFAR). “It’s like a forest that has been cut down,” Labe said. “One reef complex was decimated.” Labe spoke with reporters during the turnover of the seized black corals, dead sea turtles and 7,300 pieces of sea shells to officials of BFAR and the Department of Environment and Natural Resources at the port of Manila. 2 container vans Customs Police Director Nestorio Gualberto said wildlife trader Exequiel Navarro, consignee of the contraband, appeared at his office on Tuesday and indicated that he was prepared to identify the financier of the project and the people who harvested the corals. Gualberto said the contraband was concealed in two container vans and declared as rubber. Only two or three colonies of black corals—each represented by a piece of black coral—are found in one hectare of sea bed, Labe explained. With 21,169 black coral pieces recovered, this could mean that the area harvested could be as big as 7,000 hectares, or an area almost twice the size of the city of Manila. “These web-like colonial organisms are not lush or bushy. They’re found on reef walls or reef slopes. One piece is equal to one colony,” Labe said. “One piece of black coral is not just one organism. There are thousands of other organisms who live there,” she added. P35-M contraband Theresa Mundita Lim, director of the DENR-Protected Areas and Wildlife Bureau, said one of the turtles killed measured 40 inches and was aged “80 to 100 years old.” “There were also small ones who were only juveniles or just 4 years old,” Lim said. “This is saddening because we have reduced this illegal trade and now we catch something as big as this,” she added. Environment officials said some of the contraband could be given to marine biology schools while the black coral, although already dead, could be returned later to the sea. Customs Commissioner Angelito Alvarez said the seized goods had a market value of “at least P35 million.” The World Wildlife Fund estimates that the “economic cost over a 25-year period of destroying one kilometer of coral reef is somewhere” between $137,000 and $1,200,000. “It took 25 years or even more for these corals to grow like this. They grow only one centimeter a month,” Labe said. Exotic jewelry The Convention on the International Trade in Endangered Species of Wild Fauna and Flora has banned the harvesting of black coral but the practice continues. “(The illicit trade) is being fueled by the demand of the multibillion-dollar marine ornamental industry for exotic decorative species and the increasing popularity of coral-accented jewelry and fashion accessories,” Alvarez said. “While the Bureau of Customs does not have the means to serve as a first line of defense against the so-called plunderers of the marine ecosystem, we are determined to play the role of a deterrent by making it unprofitable for illegal wildlife traders to move their prohibited cargoes through our air and sea ports,” he said. “Nobody should profit from the rape of the ocean,” Alvarez added. Budget is said to be 50M. Kaugnay nito, nagsagawa ng inisyal na pagsusuri kamakailan ang Department of Transportation and Communication (DOTC) sa naturang paliparan upang malaman kung ano ang pagkakagastahan ng inilaang halaga. Base sa naganap na pagsisiyasat, ang pondo ay gagamitin sa pagpapahaba ng runway mula 1.2 hanggang 2.5 kms. Ayon naman sa mga DOTC engineers, dagdag na P150 milyon pa ang kinakailangan upang makapagpatayo ng control tower, fire station at perimeter fence. Nabatid na naatasan ng pamahalaang nasyonal si North Cotabato 1st District Cong. Jesus Sacdalan na pangunahan ang konstruksyon ng paliparan na siya namang sisimulan sa ikatlong quarter ng taon. Inihayag naman ni Mlang Mayor Joselito Piñol na malaki ang maitutulong ng nabanggit na pondo sa matagal nang hindi natapos na pasilidad. Matatandaang noon pang 2009 sinimulang itayo ang airport ngunit hindi ito natapos dahil kapos sa badyet. Samantala, umaasa naman ang mga mamamayan sa nasabing bayan maging sa mga karatig na lalawigan na matapos na ang rural airport na siyang magsisilbing loading point ng mga pasahero at mga produktong makatutulong sa pag-unlad ng ekonomiya. Duerme Monday 19th of November 2012 KORONADAL CITY,South Cotabato, Nov. 19 (PIA) -- The city government of Cotabato is calling for the support and cooperation of its residents as it advances its campaign against criminality. The City Peace and Order Council (CPOC) made this appeal following reports of increased number of crime incidents from January to October this year. In a recently conducted meeting of the CPOC Executive Committee members, City Police Director Danny Reyes said there were 218 cases recorded for the period of which 83 are shooting incidents. Reyes emphasized that while the policemen are now doubling their efforts in securing the safety of the public, it also needs the support of the citizenry. “We really need the support from our citizens because my men cannot afford to roam around all the time as we are lacking personnel. Besides, we all know that peace is not just the concern of the police but of everybody,” Reyes added. Cotabato City has only 273 policemen who are not enough to secure the total population of the city. Aside from the policemen, barangay officials in the city as well as their watchmen are being tapped to ensure peace and order in their respective areas. Meanwhile, City Mayor Japal Guiani expressed his full support to the city police in strengthening the peace and order drive. The official stated that the safety and welfare of the residents is one of the top priorities of the city government. The said activity aims to make a comprehensive action plan to boost up tourism in the province. Butch Ledesma Ferrer, president of South Cotabato Cultural and Arts Foundation Inc. who was resource speaker of the workshop said North Cotabato has a very big potential in the tourism industry. “They need to develop a comprehensive action plan to intensify its tourism campaign and identify and develop potential tourist destinations,” Ferrer added. Cotabato team up to promote good governance, progress KORONADAL CITY, South Cotabato, Nov. 16 (PIA) -- Local government units and churches in Midsayap, North Cotabato agree to work together for good governance and community development. Last week, Mayor Manuel Rabara led at least 250 municipal and barangay officials, leaders of different churches and other sectors in the adoption and launching of Ugnayan ng Barangay at Simbahan (UBAS) project. Also present during the activity were representatives of civil society organizations and people’s organizations as well as officials of national line agencies. Department of the Interior and Local Government (DILG)- 12 said that UBAS project is a partnership of the DILG with the Catholic church and the League of Barangay to push for good governance, peace and progress at the barangay, the smallest political unit in the country. The collaboration recognizes that political territories of barangays coincide with the parishes of the church, which provides an opportunity for both parties to work together for the efficient delivery of services and the attainment of integral development of residents. It is also seen as a vehicle to address several concerns such as low participation of village officials in planning and administration and non-transparency of local budgeting. It also recognizes that barangays are in the frontline in providing solutions concerns involving human rights, disaster preparedness and response, and many others. The team amassed 35 medals, 17 of which are gold, 11 silvers, and 7 bronzes. The medal tally was an improvement to the previous 30 medals that the team won when they participated in another regional tournament held in Glan, Sarangani last month. A number of new competitions will mark the event such the Search for Ginoong Shariff Kabunsuan and Festival Queen with Kuyog Street Dancing Competition and the Guinakit Fluvial Parade highlighting the occasion. Aside from the annual celebration of the Shariff Kabunsuan Festival, the 2nd Cotabato City Crabfest will also be held simultaneously. Several activities and competitions, such as crab exhibit, forum, crab race and cooking competition will be featured during the event. Doguiles Friday 7th of December 2012 KORONADAL CITY, South Cotabato, Dec. 7 (PIA) -- The province of Cotabato has opened the newest and bigger building at the provincial hospital inside the provincial capitol in Amas, Kidapawan City on November 22. Governor Emmylou Taliño-Mendoza led the blessing of the public hospital complex’s latest addition, which was built at cost of P35 million. Of this amount, P25 million was provided by the Department of Health with provincial government appropriating P10 million as counterpart to complete the project, the governor said. Facilities in the new hospital building include a chapel, a 6-bed capacity dialysis room, 8-bed capacity Coronary Care Unit and Intensive Care Unit. It boasts of 38 semi-private rooms, 4 private rooms, 3 private isolation rooms. It also has 4-bed capacity major operation room, 7-bed capacity recovery room, and 10 bed-capacity ortho, ob-gyne, medical, pedia and surgical wards. The hospital has also an anesthetic room, two conference rooms, three nurse stations as well as separate lounges for doctors, watchers and hospital staff. Family members of patients could also make use of a spacious waiting area. Aside from the P25 million for the hospital expansion, DOH also recently allotted P24 million to the province the department’s Health Facilities Enhancement Program of(HFEP) DOH. During the blessing ceremony, 104 mechanical beds were also distributed to rural health units of the towns of Aleosan, Pres. Roxas (Provincial Community Hospital), Banisilan, Carmen, Kabacan, Pikit, Tulunan, Mlang, Arakan, Midsayap, Pres. Roxas (RHU) and Magpet. The distribution is under DOH’s 2011 HFEP assistance to Cotabato province. The turn-over of multicabs to barangay councils in M’lang, Arakan, and Magpet completed the distribution of vehicles to deserving barangays in the 17 municipalities and one component city of the province. According to a report from the Information and Development Communication Division (IDCD) of the office of Gov. Emmylou Taliño-Mendoza, vehicles were handed to 13 barangays in Magpet town on December 3 in a ceremony at the provincial capitol in Amas, Kidapawan City. In an interview, Puregold president Leonardo Dayao said they are initially targeting the opening of 25 new stores this year as the firm targets to have 200 stores by 2015. However, he noted that they may have to revise the target since they are already beyond the 150 store mark as of the end of 2012. Growth came on the back of the opening of new Puregold stores as well as the acquisition of S&R Membership Shopping and Parco Supermarkets. Puregold ended 2012 with 156 stores after rolling out 31 new stores last year, including 17 hypermarkets, 10 supermarkets and 4 extras. That store count also includes 19 Parco supermarkets, which will be converted into Puregold stores at the total cost of P200 million, as well as six S&R warehouses. With last year’s expansion, Puregold grew its total net selling area by 42 percent to 305,000 square meters. Dayao said their expansion this year will include the first warehouse store in Davao City and a Puregold store in Cagayan de Oro City. The Department of Budget and Management (DBM) said that it has released P933.8 million to allow night landing operations in 14 airports across the country. Budget and Management Secretary Florencio Abad said the upgrade of airports is part of the government’s response to greater tourist interest in local destinations. “Because there’s greater tourist interest in our local destinations, our airports are busier than ever. We’re seeing a larger volume of human traffic and more flights weaving their way in and out of our runways. The night-rating of these 14 airports will enable them to accommodate additional flights in the evening, so that their operations are no longer limited to the daytime,” Abad said. Abad said the funds have been released to the Department of Transportation and Communications (DOTC) and are chargeable against the agency’s lump-sum appropriation for PPP Transport Infrastructure Projects under the 2012 budget. Ferdinand Marcos Jr., chairman of the Senate committee on local government, said that Senate Bill 3296, or the “Barangay and Sangguniang Kabataan (SK) officials’ Term of Office Act of 2012” covers the term of barangay and SK officials elected in the October 25, 2010 elections. Thus, if approved, the scheduled elections of village and SK officials in October 2013 will be held on the last Monday of October 2015 instead. Marcos, in his explanatory note, said his proposal to extend the term of village and SK officials is to give them longer period to pursue their programs of development without being interrupted by concerns for reelection. Historically, he said, there had also been several postponements of barangay and SK elections because of lack of funds.
