Bobdreamz November 8th, 2003, 02:36 AM I saw a special on the Discovery Channel last night on the amazing speed & engineering it took to build this airport...it was amazing!!
22 miles of high speed rail from downtown to the airport, a new seaside highway on reclaimed land, a new rail terminal downtown, two of the world's longest suspension bridges and the formation of one island out of two smaller and hilly islands for the airport itself.
I was very impressed with this project which took approxiamately 8 years to build.
Hong Kong should be very proud..!!

City of Life January 16th, 2004, 07:04 PM HKIA welcomes God of Fortune as December passenger number exceeds pre-SARS level 940 additional flights for Chinese New Year
(HONG KONG, 16 January 2004) - About 940 additional flights have been scheduled over the Lunar New Year holiday period from Saturday 17 January to Monday 2 February. The busiest day will be Thursday 22 January, the first day of the Year of the Monkey, with requests for 722 total flight slots, as against about 590 flights for an average day.
The most popular destinations for the additional flights by region are China (37 per cent), SE Asia (31 per cent) and NE Asia (31 per cent). The most popular cities include Taipei, Bangkok, Shanghai and Phuket.
Speaking at a ceremony to welcome the God of Fortune to Hong Kong International Airport (HKIA), as well as the unveiling of a safety couplet, Airport Authority Hong Kong Chief Executive Officer Dr David J Pang said, "The year ahead will see a recovery in the regional and local economy, and we are ready to capture the growth opportunities brought about by CEPA and the closer integration of the Pearl River Delta Region."
"Health and safety remain a challenge for the aviation industry and we need to be at all times vigilant. Safety is a cornerstone of our business. For all of us at the airport, our fortune ties in closely with safety."
As part of the safety awareness campaign, God of Fortune today visited business partners within the Airport Community to bring the message home, reminding airport workers of the importance of safety especially over the Chinese New Year period, when airport operation is very busy with many additional flights.
Dr Pang said the year 2003 had been a difficult year for the aviation industry. The number of passengers and flight movements in 2003 both saw a year-on-year decline. Passenger traffic dropped 20.3% to 27.4 million while flight movements fell 9.5% to 187,161.
He added that Hong Kong has been quick to recover from the impact of SARS. Passenger traffic at HKIA has surpassed pre-SARS level in December 2003, with 3 million passengers recorded in the month.
Cargo throughput was 249,000 tonnes, a remarkable increase of 15.8% compared with December last year. The growth was attributed mainly to the export boost to markets of Mainland China, Europe and the United States.
A new record was set in air cargo in 2003 at 2.64 million tonnes, 6.6% more than the previous record of 2.48 million tonnes in 2002.

no, it takes only 23 minutes from Central to the airport by the Airport Express(railway)!:)
and the station in Central is called Hong Kong station, which is the base of IFC!

and the station in Central is called Hong Kong station, which is the base of IFC!
and there are more than 20 bus routes running between HKIA and rest of the city.

Chep Lap Kok was designed wasn't it by Foster??? Cause I swear it has a lot in common with London Stansted!
Look at the following pic - the shape of the roof and supports and layout are different.....but look at the roof tiles, the sides: the curving supports running up the sides - they are identical - weird non????:

hkskyline April 22nd, 2004, 10:17 PM The terminal building was designed by Foster. The empty swath of land west of the main terminal is reserved for a future satellite. The current capacity is 45 million and when the entire development is complete the capacity jumps to 87 million.

hksyline - Is that the area near the large tunnels under the harbour and is currently a wasteland???
Oddly, the best part of Stansted is the train station - insanely large platforms, but nobody there - very eerie and freaky :P
I just thought I better post this pic - looks more akin to the check in areas of the above CLK. By the way - the interiors of the satellites look a bit cramped, is there a seating area nearby, or do you get called up to the gate (ie not waiting outside the ate from a large waiting area near the main terminal part????)

What does the CLK station look like? And how fast are the trains - are they bullet train/pendolino tilting or just normal track speed?
hkskyline April 23rd, 2004, 01:33 AM Yes, the West Kowloon Cultural district currently sits empty and is fenced off for the time being. The Airport Express station isn't anything special. It's just a platform attached to the terminal building. Trains run at about 130 km/h.

(HONG KONG, 13 April 2004) - Hong Kong International Airport (HKIA) is again voted as the world's best airport, according to the survey results of a global study announced today.
The Airport of the Year Survey was conducted over a 10-month period (June 2003 to March 2004), attracting a total of 4.85 million eligible survey nominations as compared to 1.69 million valid votes collected last year. Conducted at a global level, the survey represents a worldwide study with participation of over 86 different nationalities of travellers.
This is the fourth consecutive year that HKIA has won this prestigious award from Skytrax, an independent aviation research institution in the United Kingdom.
Commenting on the survey results, Chief Executive of SkyTrax Edward Plaisted said: "It reflects a considerable achievement for Hong Kong International Airport (HKIA) to take the Airport of the Year title in 2004 - this now being the 4th consecutive year for HKIA."

(HONG KONG, 22 April 2004) - The International Air Transport Association (IATA) has named Hong Kong International Airport (HKIA) the Best Airport Worldwide, bestowing it with a Special Recognition Award for leading levels of service reflected in surveys carried out before and after the SARS crisis. The award comes on the heels of the SkyTrax poll of 4.85 million air passengers released last week which named HKIA World’s Best Airport, for the fourth year in a row.
HKIA scored the highest point of 4.26 on a scale of 5 of overall passenger satisfaction in the IATA survey. It also scored the highest, with 4.23 with business travellers and 4.29 with leisure travellers.
Airport Authority Hong Kong Chief Executive Officer, Dr David J Pang said: "The IATA honour is a recognition of the concerted efforts, dedication and exceedingly high standard of performance demonstrated by the entire airport community.
"These are the qualities that make Hong Kong tick, and what we as citizens take pride in. As we strive ahead, we shall continue to excel and maintain HKIA's position as the preferred airport that never fails to satisfy the ever-growing needs of air travellers."
The survey was conducted on all aspects of passengers' entire on-the-day experience covering 31 service ratings for 2003. It took a planned and administrative sample of all traffic at the airport, by questionnaire administered at the gate to departing passengers, providing for results that were unbiased, representative and reliable.

Lawmakers yesterday approved plans by the Airport Authority to repay HK$6 billion in equity to the government as the first step towards the authority's eventual partial privatisation.
Deputy Secretary for Economic Development and Labour Wilson Fung said while the capital reorganisation and privatisation are independent of each other, improving the authority's capital structure would facilitate the future share listing.
He was speaking to members of a committee set up to consider the Airport Authority (Amendment) Bill.
Repayment of the HK$6 billion would reduce the government's equity interest in the authority to nearly HK$30.65 billion, but increase the authority's gearing ratio to about 50 per cent, from the current 27 per cent.
Deputy Secretary for Financial Services and the Treasury Martin Glass said this is similar to the level of several private companies.
In a briefing paper to legislators, the government said the MTR Corp has a gearing ratio of 56 per cent, Hongkong Electric Holdings 44 per cent and CLP Holdings 24 per cent.
Comparing the Airport Authority with other airport firms, the government said Britain's BAA has a gearing ratio of 40 per cent, Auckland airport 106 per cent and Copenhagen airport 127 per cent. The government aims to introduce the privatisation bill into the Legislative Council later this year.
If the bill is passed, Glass believed the earliest the airport company could be listed would be the end of 2006, although he said it was too early to discuss the timing of the listing.
If the privatisation bill is submitted to Legco in November and is approved after six months of discussion, it will still take six months to prepare for the listing, he said. The authority intends to repay the HK$6 billion through a bond issue. Glass said details would be finalised soon because interest rates are set to rise.
The cash would be paid into the government's capital investment fund, while dividend payments would continue to be credited to the general revenue account.
Glass said repayment of the HK$6 billion would not affect the authority's ability to declare future dividends.
UBS Investment Bank director Raja Parthasarathy said the bond issue would help attract investor interest in the authority. UBS is advising the government on the future financial direction of the Airport Authority.

(HONG KONG, 16 May 2004) - Cargo throughput at Hong Kong International Airport last month stood at 249,000 tonnes, a 22.5% increase over April last year, mainly driven by strong economic growth on the Mainland and consumption in the USA.
A total of 3.09 million passengers travelled through the airport, up 5.8% compared with April 2002. April 2003 was not used as the benchmark since air travel was highly affected by SARS. A total of 19,650 aircraft movements were recorded, up 17.4% compared with April 2002. There were 16,680 passenger and 2,605 cargo flights during the month.
Over a rolling 12-month period from May 2003 to April 2004, passenger throughput fell by 7.2% to 29.8 million. Cargo throughput rose by 9.1% over the same period to 2.78 million tonnes. Total aircraft movements dropped by 4.3% to 198,000.

(HONG KONG, 18 May 2004) - The enhancement of flow tops the priority in maintaining Hong Kong position as the premier air cargo hub in South China, said Dr David J Pang, Chief Executive Officer of Airport Authority Hong Kong (AA).
Speaking at the Logistics Hong Kong 2004 Conference today, Dr Pang said the main thrust would be to improve connectivity with the Pearl River Delta, smoothen cross-boundary process and develop cooperation with Mainland airports, especially with those within the PRD region.
"At the end of the day what matters most to the customers are factors including connectivity, reliability, efficiency and cost-effectiveness. Currently Hong Kong International Airport (HKIA) has a comparative advantage in these aspects but we will need to continue to improve and grow upon the existing critical mass," he explained.
The Hong Kong Special Administrative Region Government's adoption of a liberalised air services policy has helped to further expand the extensive international air cargo network, and promote growth for the economies in Hong Kong and the Pearl River Delta region.
"We also proactively reach out to our extended home market in the PRD. We have been exploring ways of cooperation with airports in the region to better integrate the flows - to reduce total costs and increase efficiency in a hazzle-free manner," he added.
With the Mainland international air cargo sector projected to grow double-digit year on year, Hong Kong could benefit enormously by carving a good portion of the growing pie.
Logistics is one of the four pillars that support the Hong Kong economy. In 2003, HKIA handled 2.64 million tonnes of air cargo, an increase of 6.6 per cent compared with 2002. Seventy per cent of the cargo flow originated in the Pearl River Delta.
Dr Pang said it was important that there were timely provision of air cargo facilities in Hong Kong to meet increasing demands. Air cargo traffic at HKIA is expected to grow 6 per cent per annum long term, with express cargo to grow at a rate of 13 per cent per annum.
Growth project-wise, an express cargo terminal will be operational from the second half of this year. AA has also formed a joint venture with Hong Kong Air Cargo Terminals Limited (Hactl) to develop an air cargo consolidation centre in Futian. Four parking stands will be built by 2005 to supplement an existing 21 stands for cargo freighters.
The ultimate air cargo handling capacity at Hong Kong International Airport is 9 million tonnes per annum.

The North Runway is 3 800 metres long and 60 metres wide and is able to accommodate future New Large Aircraft which are 85 metres long and capable of carrying up to 900 passengers. Both runways are equipped with state-of-the-art visual and instrument landing systems.

Nearly 20 contractors have taken the first step in bidding for a HK$1 billion Airport Authority scheme to build SkyPlaza, the integrated multi-modal transportation centre that will extend the passenger terminal at Hong Kong International Airport.
The project includes construction of a covered coach station, airline check-in facilities, 30,000 square metres of retail and entertainment facilities and a 15,000 sqm office block to be used as the authority's headquarters.
Insiders confirmed that 17 firms had applied for prequalification documents up to last Thursday.
This followed a formal invitation to contractors last month after talks broke down between the authority and four construction firms to negotiate a deal.
Sources said the firms - Balfour Beatty, Gammon, Leighton Contractors and Necso - were left smarting after the collapse of the talks having invested a considerable amount of money and time in tender preparation.
"Each firm spent about HK$7 million on tendering costs which was all wasted after the Airport Authority pulled the plug,'' one source said.
The authority chose the four firms based on their reputation or previous track record of working for the organisation.
It planned a partnership agreement with the successful firm, similar to the arrangement with Balfour Beatty which built the HK$420 million East Hall extension, to reduce conflict on the project.
These measures would have helped ensure the scheme was built on time and within budget.
As a result, another insider said the authority's decision to scrap the negotiations and put the scheme out to a rebid did not bode well for its future commitment to the partnering-type approach.
He also speculated that the original project estimate was off target. In fact the source believed it was too low.
But a senior authority rejected this criticism.
"The tender prices were 30 per cent higher than the budget. This is equivalent to HK$400 million. The price per square metre we got for our office block was higher than 2 International Finance Centre,'' he said.
The airport insider said there were several other issues that forced the authority to repackage and rebid the project.
Among these were the planned HK$510 million purchase by Balfour Beatty of the 50 per cent stake in Gammon that is currently held by Swedish construction firm Skanska.
He said neither Balfour Beatty nor Gammon had informed the authority of the proposed purchase either when bids went in at the end of April or in the subsequent talks.
As a result, he believed questions of propriety would have been raised if Gammon or Balfour Beatty had won the project only to be joined by the other contractor.
The source said that when the four firms were pricing their bids, steel prices were reaching record highs as a result of speculative buying to meet demand from the mainland.
Since China had taken measures to cool the economy, prices had dropped by about 10 per cent to 15 per cent. This reduction should be reflected in the new bids.
There should be cheaper concrete prices too after Kier, the contractor building a HK$100 million extension to the apron for cargo aircraft, decided to put a concrete batching plant on site rather than truck material into the airport.
The source said concrete should be made available to both the SkyPlaza contractor and Leighton, which is building the foundations to the complex.
He said the authority had also taken out much of the civil engineering works and mechanical and electrical systems.
This had not only made the project "more attractive to more players'' but had reduced the risk of delay and interface issues that were a factor in the larger scheme.
He said the four earlier contractors had faced substantial liquidated damages for late completion, and this risk had been reflected in higher bids.
One of the positive measures to come out of the repackage decision is more work for Leighton Contractors.
The firm has had its foundations contract widened to cover the construction of a tunnel to extend the people mover and basement structures, including facilities for a lengthened baggage handling system.
The authority is asking contractors to submit prequalification documents by June 23.
Tenders are expected to be invited in July and the contract will be awarded in late November.
Construction is expected to start before Christmas and the project is due for completion in mid-2006.

The Airport Authority is expected to award a franchise for the development of a temporary golf course at Hong Kong International Airport by the end of August.
Hans Bakker, Airport Authority commercial director, said the deal will be awarded "within the next couple of months''.
MetroNews understands two groups are vying for the concession. The course, part of the 57 hectare SkyCity development in the north-east corner of Chek Lap Kok, is set to open in 2006-07.
Bakker was speaking after a Legislative Council economic services panel meeting yesterday morning when there was widespread support for the plan from lawmakers including the Democratic and Liberal parties.
David Pang, Airport Authority chief executive, said while the nine-hole course would generate HK$32 million in economic benefits, mainly additional spending by passengers and users, up to 2013, it would also create between 50 and 55 jobs. Allowing the private sector to develop the golf course will save the Airport Authority HK$20 million in initial landscaping costs plus more in on-going maintenance.
With such a relatively low economic return, Chan Kam-lam, of the Democratic Alliance for the Betterment of Hong Kong, questioned whether the Airport Authority was making the best use of the site.
Pang replied saying a study showed a golf course was the most viable option.
He said about 1.2 million transfer passengers had to wait in the airport for more than four hours. A survey showed 24 per cent had a high level of interest in playing golf at the airport.
He said 350 people a day will be able to play on the course, which will be open to other airport users. These include exhibitors attending events at the international exhibition centre, guests at the two planned airport hotels plus airport workers such as airline executives.
The Airport Authority envisages a 10-year concession for the 12 hectare site, which is earmarked for a business centre in the long-term.
Pang said the contract will include a clause that will allow the Airport Authority to terminate the franchise early, but conceded it may have to pay a penalty to the operator.

Hong Kong's airport profits plummet 23 percent due to SARS in 2003
(AP) Hong Kong's airport profits plunged 23 percent in 2003 as revenue dwindled when airlines scaled back services to the territory during an outbreak of SARS, the airport operator said Wednesday.
The Airport Authority said its net profit for the fiscal year ending March 31 dropped from 502 million Hong Kong dollars (US$64.4 million) to HK$386 million (US$49.5 million) the previous year.
Its revenue declined from HK$5.42 billion (US$695 million) to HK$5.04 billion (US$646 million) over the same period.
The outbreak of severe acute respiratory syndrome devastated Hong Kong's tourism industry and other tourism-driven businesses by keeping travelers away. Airlines canceled thousands of flights.
Hong Kong's airport was hit hard because it typically draws about 40 percent of its revenue from charges to airlines, including landing, parking and terminal fees, an airport authority spokeswoman said on condition of anonymity.
She said revenue was also hurt because of reduced sales at retail outlets in the airport, which pay a fixed percentage of their profits to the airport.
The airport spent HK$192 million (US$24 million) on relief and incentive measures, including landing fee discounts, to draw airlines and travelers back.
The Airport Authority said passenger traffic fell by 19 percent to 27.7 million people during the 2003-04 fiscal year.
The SARS epidemic infected 1,755 people in Hong Kong and killed 299. Worldwide, 774 people died and thousands were sickened.

Hong Kong's Airport Authority plans to offer up to a 50 per cent rebate on landing fees to airlines that run flights to a new destination over the next two years to fend off threats from Guangzhou, Bangkok and Singapore to the SAR's status as an international hub.
The 50 per cent rebate begins on September 8 and a 25 per cent discount will be offered for the second year. The authority said the rebate offer was approved by the Chief Executive in Council and will be gazetted today.
"The Hong Kong airport is facing an increasingly competitive environment. The development of new large airports nearby and other airports in the region that offer progressive incentives created intense competition for the Airport Authority,'' the Economic and Labour Development Bureau said in a document submitted to the Legislative Council about the plan.
Guangzhou's Baiyun airport will open next month while Bangkok's new international airport is expected to become operational in September next year, the bureau said.
Singapore, which has cut fees and lured budget airlines, is spending S$240 million (HK$1.1 billion) to expand Changi Airport's terminal two by next year.
Hong Kong's Chek Lap Kok airport charges about US$3,690 (HK$28,782) to land a Boeing 747-400. It charges the third-highest landing fees among 11 leading Asian airports, a report by the International Air Transport Association said. Chek Lap Kok is behind only Tokyo's Narita and all international Chinese airports. Singapore and Bangkok, on the other hand, had the second and third-lowest charges, the report said.
"This timely re-introduction of the incentives will add an impetus for carriers to extend their coverage and expand their customer base to the Pearl River Delta region and beyond,'' said Gilbert Chow, vice- chairman of the board of airline representatives in Hong Kong.
The Airport Authority said a similar year-long rebate programme launched in March 2001, attracted 17 airlines to create 23 new destinations, and saved HK$44 million in landing charges.
As of April, 72 carriers, including 15 all-cargo carriers, operated flights from Hong Kong's airport to 136 destinations.
"With renewed incentives, we are aiming to extend ourselves to more diverse and versatile markets,'' authority chief executive David Pang said.
Dragon Airlines, which runs flights mostly to China and Asia, is set to be among the beneficiaries. It is planning to start flights between Hong Kong and Sydney by the second half of next year.
"We welcome the initiative taken by the Airport Authority ... to ensure that travellers have the widest number of destinations from which to choose,'' a Dragonair spokeswoman said.

(HONG KONG, 10 July 2003) – The Airport Authority (AA) reaped an unusual harvest today. It awarded prizes to the most outstanding crops and gardens planted by primary and secondary school students in a six-month organic farming competition at Hong Kong International Airport (HKIA).
“We have always stressed good environmental practices and sustainable development since we started building the airport in the early 90s,” said AA Airport Management Director Howard Eng. “This farming competition continues that tradition as the participants made use of composted kitchen waste from restaurants in the passenger terminal. This contest also symbolises the spirit of co-operation and innovative thinking that characterise the airport community.”
Under the airport’s waste recycling program, unused and unserved food are collected and placed every day in a special waste eliminator and two composting units. The facilities produce chemical-free fertiliser for vegetable gardens and airport landscaping. This programme helps reduce the need for landfill space. In addition, waste water from the terminal is also treated to irrigate the gardens and other green areas.
The competition was organised by the AA in conjunction with the Hong Kong Government’s Environment Protection Department to foster awareness of organic farming. The Produce Green Foundation of Hong Kong provided technical advice and training in the care of vegetables such as lettuce and brassicas and other plants like mint and marigolds to provide chemical-free pest control. Mr. Eng also thanked the airport’s catering business partners for participating in the recycling program, among them Maxim’s, Windows-on-the-World, Banana Leaf and Bravo le Café.

The Airport Authority, the statutory body that operates and maintains Hong Kong International Airport, said it plans to invest HK$2 billion by 2010 in an effort to boost returns.
The authority, which plans to seek a listing on the local bourse, said one project is a HK$1 billion investment in SkyPlaza, the integrated multi-modal transportation centre that will extend the passenger terminal.
The project includes construction of a covered coach station, airline check-in facilities, 30,000 square metres of retail and entertainment facilities, and a 15,000 sqm office block to be used as the authority's headquarters.
Another HK$1 billion will be spent on its SkyPier project, which is aimed at attracting mainland travellers using ferries linking the airport with Pearl River Delta cities. It is operated by Hong Kong International Airport Ferry Services, a 60-40 joint venture between Chu Kong Shipping Enterprises and Shun Tak-China Travel International Logistics Investment.
Airport Authority commercial director Hans Bakker said the authority is looking at a minimum annual return of 10 per cent for its new investment projects. Meanwhile, Bakker expects passenger numbers at Hong Kong International Airport to surge to about 36 million this year, compared to 27.67 million last year and 34.2 million in 2002.

METAR is an aviation routine weather report issued at hourly or half-hourly intervals. It is a description of the meteorological elements observed at an airport at a specific time.
SPECI is an aviation special weather report issued when there is significant deterioration or improvement in airport weather conditions, such as significant changes of surface winds, visibility, cloud base height and occurrence of severe weather. The format of the SPECI report is similar to that of the METAR and the elements used have the same meaning. The identifier METAR or SPECI at the beginning of the weather report differentiates them.
The aviation weather report also includes a section containing the trend forecast, which indicates the forecast change in meteorological conditions in the next two hours.

The Hong Kong Observatory received a report of waterspout sighted by a Government Flying Service pilot at around 8 a.m. this morning (9 July 2003, Wednesday). The Observatory's Weather Observer at the airport observed the associated funnel cloud over the western part of the Pearl Estuary near Macau, moving northeastward. Two hours later, the Observer again observed another funnel cloud somewhere midway between Macau and the airport (see Figure 1). It moved in the same direction and lasted for about 10 minutes.
A waterspout occurs over water, and tornado is its equivalent over land. It usually involves a fast rotating column of air extending from the base of a convective cloud to the water surface. A rotating column of air (made visible by cloud droplets) that does not touch the water surface is called a funnel cloud.
In Hong Kong, a waterspout was last spotted on 1 July 2003. Waterspouts are most commonly seen in June and July. Since 1959, there were a total of 29 cases of waterspout and 12 cases of funnel cloud sighted within 460 kilometres (250 nautical miles) of Hong Kong.

The above photograph was taken at around 3 p.m. on 10 April 2004 during a hike over the western part of Lantau Island. Wave clouds were seen above the hilltops of Lantau Peak and Nei Lek Shan. These clouds are believed to be formed by wave motions in the southerly airflow, where moisture in the air condenses into water droplets as a result of upward motions. It was not particularly windy on that day, so even though wave clouds were observed over Lantau, aircraft operating at the airport to the north did not experience any windshear or turbulence.

The picture shows a special optical phenomenon called halo, seen over Chek Lap Kok on 17 April 2003. Halos result from the refraction or reflection of light by ice crystals suspended in the atmosphere.

The airfield was directly hit by lightning strike on 2 August 2002. Thundery showers associated with an area of low pressure over the northern part of the South China Sea affected Hong Kong that evening. The area of low pressure developed into a tropical depression named Kammuri the next day. The photograph was taken by Mr. C.S. Yuen at the Airport Meteorological Office with ISO-100 negative film using long exposure and a F16 aperture.

Mountain wave cloud (also known as lenticular cloud, i.e. lens shaped) was observed on the hilltop of Lantau on 12 August 2003. The picture was taken at around 2:20 p.m. that afternoon at the Hong Kong International Airport looking south-southeast towards Lantau with a setting of 1/160s, F8.0 and ISO-100 speed. At the time winds were light to moderate southerly, with showers just passing over Lantau an hour earlier.
Lenticular clouds are evident of wave motions in the airflow over and to the lee of mountains, where the moisture in the air condenses into water droplets as a result of the upward motions. They are more often observed in the cool season when the air is more stable. However, in this case, it was a little unusual that lenticular clouds were observed on a summer day. It is believed that a weak stable layer ("inversion" in weathermen's terminology) at around the hilltop level might have contributed to the cloud formation.

Hong Kong's airport profits plunged 23 percent in 2003 as revenue dwindled when airlines scaled back services to the territory during an outbreak of SARS, the airport operator said Wednesday.
The Airport Authority said its net profit for the fiscal year ending March 31 dropped from 502 million Hong Kong dollars (US$64.4 million) to HK$386 million (US$49.5 million) the previous year.
Its revenue declined from HK$5.42 billion (US$695 million) to HK$5.04 billion (US$646 million) over the same period.
The outbreak of severe acute respiratory syndrome devastated Hong Kong's tourism industry and other tourism-driven businesses by keeping travelers away. Airlines canceled thousands of flights.
Hong Kong's airport was hit hard because it typically draws about 40 percent of its revenue from charges to airlines, including landing, parking and terminal fees, an airport authority spokeswoman said on condition of anonymity.
She said revenue was also hurt because of reduced sales at retail outlets in the airport, which pay a fixed percentage of their profits to the airport.
The airport spent HK$192 million (US$24 million) on relief and incentive measures, including landing fee discounts, to draw airlines and travelers back.
The Airport Authority said passenger traffic fell by 19 percent to 27.7 million people during the 2003-04 fiscal year.
The SARS epidemic infected 1,755 people in Hong Kong and killed 299. Worldwide, 774 people died and thousands were sickened.

(HONG KONG, 15 August 2004) - Passenger traffic numbers at Hong Kong International Airport rose to 3,448,000 in July, breaking any monthly record ever made in Hong Kong.
In fact, year-on-year comparisons showed that all passenger, cargo and aircraft movements registered double-digit growth in July.
At 3,448,000, passenger throughput showed a 40 percent increase compared with July last year and a 14 percent rise against July 2002. More than 35 million passengers passed through Hong Kong International Airport (HKIA) over the past 12 months, a rise of almost 26 percent compared with the corresponding period last year.
July's cargo throughput rose to 260,000 tonnes, representing a 23 percent increase compared with the figure for the same month last year. Loaded cargo (export) grew 25% to 159,000 tonnes, mainly as a result of high demand in North American and European markets. Cargo throughput for the last 12 months rose to 2,919,000 tonnes, showing a 14% increase against the corresponding period for the previous year.
These record figures illustrate that the region's aviation market is expanding rapidly, with HKIA reaping the benefits of robust growth.
July's aircraft movements rose by 44% to 20,365. There were 224,680 aircraft movements recorded for the past 12 months, representing a 19% increase against the same period last year.

This unique creation is now displayed at the Departures Check-in Hall of the passenger terminal.

This bas-relief was created by British artist Louise Soloway, who spent one year on the airport construction site. The work records various phases during the building of the 1 255-hectare airport platform. Inspired by the huge size and scale of the project, the artist said at the time, "I am constantly amazed at the drastic changes to the landscape that (can) take place within a month here." The materials used are British and Chinese clay and the work measures 1.8 m x 1.2 m. It is installed in the East Hall station of the Automated People Mover.

(HONG KONG, 8 September 2004) – Airlines operating new routes under the Government's new Air Services Arrangement concluded today will be able to benefit from the Airport Authority's (AA) New Destination Incentive Arrangement (NDIA) which also commences today.
Dr David J Pang, AA Chief Executive Officer, said: "During the past several years we have endeavoured to encourage airlines to operate more destinations and flights from HKIA to extend our aviation network. The NDIA scheme and the new Arrangement will serve as great impetus to helping us fulfill our business objective."
"AA is committed to working closely with our business partners to enhance Hong Kong International Airport's (HKIA) connectivity. Through increased frequencies and capacity, HKIA's competitiveness in the region will be further strengthened."
The NDIA scheme provides rebate to existing and new airlines in opening air service to new destinations. Airlines will enjoy a 50 per cent rebate on landing charge in the first year of operation and 25 per cent for the second year.

AsiaWorld Expo has rejected claims by the Trade and Development Council (TDC) that there is a shortage of exhibition space in Hong Kong that threatens to undermine the territory's position as one of the region's leading venues for exhibitions and trade fairs.
The firm, which has a concession to build and operate the international exhibition centre at Hong Kong International Airport, also objected to claims by backers of expanding the Wan Chai convention centre that the airport facility was only suitable for a limited number of trade shows such as those featuring heavy machinery.
"I'm pretty surprised to hear that if there is no more space in Wan Chai, then exhibitors will move to neighbouring cities such as Shanghai and Singapore," said Nicolas Borit, AsiaWorld Expo chief executive, said in a letter to The Standard.
In interviews, however, TDC officials have pointed to new and planned facilities in Guangzhou and Shenzhen as being the most direct threats to Hong Kong's leading position in the exhibition business.
Borit agreed that there is a shortage of space now, but said this would change at the end of 2005 when the 70,000-square-metre first phase of the airport facility opens.
A 35,000-square-metre second phase would go-ahead "as soon as demand triggers expansion", he said.
Borit added that if the demand was there, AsiaWorld Expo could open up to 100,000 square metres of exhibition space in less than two years.
He rejected claims by TDC officials that the airport site was suitable for only a limited number of exhibitions.
"It's been suggested AsiaWorld Expo is less suited for general merchandise and light industry fairs. We believe this is simply not true," Borit said. AsiaWorld Expo has booked more than 12 international exhibitions in 2006. These include two China sourcing fairs organised by Global Sources which will hold similar events in 2007 and 2008.
AsiaWorld Expo will also host the ITU telecom world exhibition and forum in 2006. Borit said the facility's confirmed events will contribute HK$4 billion to Hong Kong's economy. "We have not forced anyone to come to AsiaWorld Expo," he added.
Unlike the Wan Chai convention and exhibition centre, the AsiaWorld Expo complex will feature a 13,000-seat arena suitable for sports, concerts and other entertainment events that would not otherwise come to Hong Kong, Borit said.
He believed some of the criticism reflected concerns that the new facility would compete with the Wan Chai site. "It's probably a fear of the unknown. People are a bit afraid," Borit said.
But he also warned that the negative comments, if they reached a global audience, could deter event managers and organisers from considering Hong Kong.
"What worries me is the message these comments have sent to the industry," Borit said. "It is hard to get exhibition business, but easy to lose."
Borit said AsiaWorld Expo, the convention and exhibition centre, TDC, other industry groups and the government should work together to win business for Hong Kong as a whole.

(Hong Kong, 6 September 2004) - In-depth studies and reviews of five major areas involving 17 systems, including power and water supply, people and luggage movement, building management, aircraft handling as well as information and communication are progressing swiftly and smoothly, according to a Task Force set up by the Board of the Airport Authority Hong Kong (AA).
The four-member "HKIA Systems Task Force", chaired by Dr Peter Wong King-keung, was briefed by the AA's management on the progress of the reviews into 17 major systems.
Dr Wong said the objective of the reviews was to look into possibilities to enhance robustness, increase the redundancy level and maximize reliability of major operation systems at the airport.
"Given the huge diversity of airport operations and the complexities of many massive operating systems involving both hardware and software, airport managers have to be relentless in system reliability enhancement in order to ensure that impact to airport users is minimized by continuous improvement to recovery and response time in case of any system hiccups" he explained.
"The AA management has demonstrated its commitment and determination to maintaining very high service standards at HKIA. They have the full support of the task force members," he added.
Other AA Board members of the task force include Miss Maria Tam Wai-chu, Mr Marvin Cheung Kin-tung and Mr Daniel R Fung.
Six consultant firms comprising experts in the relevant areas have also been retained to carry out reviews of the systems identified by AA. The reviews are expected to be completed by the end of the year.
The task force was established last month to look into the contingency provisions at the Hong Kong International Airport.

Sept. 17 (Bloomberg) -- Sydney Airports Corp. and Hong Kong Airport Authority led borrowers in Asia this week as they got a combined $1.6 billion in loans to refinance debt at cheaper rates and boost working capital.
Sydney Airports, the owner of Australia's busiest airport, got A$3.16 billion ($2.2 billion) in new financing, about half of which was loans. Hong Kong Airport, which operates Asia's third-busiest airport by passenger volume, hired four banks to arrange a HK$4 billion ($513 million) loan.
Airport operators in Asia are recovering from a slump last year when severe acute respiratory syndrome damped air travel in the region. The improved outlook means some airports are getting cheaper financing as banks compete for lending opportunities.
"We don't see any problem over the horizon for airport operators,'' said Peter Hilton, head of Asia transport research with Credit Suisse First Boston in Hong Kong. ``Travels to the U.S. and Europe are still growing in the region and traffic growth outlook continues to be positive while higher fuel prices should not affect airports.''
Sydney Airports' financing includes A$1.59 billion in bank loans and A$1.57 billion in bonds, it said. The company plans to upgrade Sydney's international and domestic airports, where the number of passenger may increase 4.2 percent annually in the next 20 years, it said on its Web site. The number of passenger planes is forecast to grow 2.4 percent a year in the same period.

ABN Amro Holding NV, Allied Irish Banks Plc, Bank of Tokyo- Mitsubishi Ltd., BNP Paribas, Commonwealth Bank of Australia, KfW Group, Royal Bank of Scotland Plc, Societe Generale and Westpac Banking Corp. are providing the loan.
Sydney Airports will pay a interest at 60 basis points more than the Australian bank bill swap rate for an A$450 million five-year portion of the loan and a margin of 70 basis points for an A$550 million seven-year piece. The three-month Australian bank bill swap rate was last at 5.41 percent. A basis point is 0.01 percentage point.
The company paid interest margins of about 100 basis points for parts of an A$2.5 billion loan it got in 2002, said bankers involved in the transaction. Sydney Airports Chief Financial Officer Ruth Martin declined to comment.
"The successful refinancing reflects both the substantial improvement in business performance since privatization of the airport in 2002 and the financial markets' recognition of the resilience of the airport business,'' Sydney Airports Chairman Max Moore-Wilton said in the statement.
Hong Kong Airport
Hong Kong Airport Authority hired Bank of China (Hong Kong) Ltd., Citigroup Inc., HSBC Holdings Plc and Standard Chartered Plc to arrange a HK$2 billion three-year revolving credit and a HK$2 billion five-year term loan that converts into a revolver in the third year, said Raymond Lai, finance director at the state-owned airport operator.
The company may increase the financing to HK$6 billion, depending on demand from banks to lend, Lai said.
Hong Kong Airport Authority will pay a interest at 12 basis points more than the Hong Kong interbank offered rate for the three-year loan and 17 basis points over Hibor for the five- year part, said bankers involved in the transaction. Three- month Hibor was at 0.94 percent. Money in a revolving credit can be borrowed again once it's repaid; in a term loan, it can't.
The arrangers will invite other lenders to join the deal in coming days, offering an all-in yield, which includes interest and fees, of 17 to 22 basis points over Hibor, the bankers said.
The airport handled 3.4 million travelers in July, 40 percent more than a year earlier, the Airport Authority said on its Web site. Cargo volume increased 23 percent to 260,000 metric tons (286,650 U.S. tons) for the month. Airfreight exports rose by a quarter to 159,000 metric tons as demand for Chinese-made goods increased.
In other deals, Export-Import Bank of China hired Citigroup to arrange a $200 million five-year term loan, said Mohsin Nathani, co-head of Asia debt markets for Citigroup.
Export-Import Bank, which provides trade financing, will pay a interest at 35 basis points more than the London interbank offered rate for the loan, Nathani said. Three-month Libor for U.S. dollars was at 1.89 percent.

Express freight airline Air Hong Kong (Air HK) said the new air services arrangement between the city and China makes a case for more aircraft, although it has yet to decide if it will exercise an option to order four Airbus A300-600F freighters.
Chairman Tony Tyler said the airline was looking at the air services agreement to review the opportunities for Air Hong Kong and would ``need to review what we'll do with the aircraft if and when we acquire them''.
Tyler said that the opportunities offered by the agreement as regards cargo services "could make the case for additional aircraft".
The airline, as the launch customer for the A300-600, paid about US$400 million (HK$3.12 billion) for six freighters in 2003. It is owned 60 per cent by Cathay Pacific and 40 per cent by express freight firm DHL Express.
Air Hong Kong's chief operating officer David Saechiu said he expected prices for the optional planes to be ``similar'' to the six already bought. The first plane is expected to make its maiden flight to Bangkok on Sunday. The other five aircraft are all due for delivery at monthly intervals from now until March 2005.
The planes will replace the airline's currently leased aircraft on the Bangkok, Osaka, Tokyo, Taipei, Seoul and Singapore cargo routes.
DHL aviation global network managing director Terry Nord said the firm saw annual growth of 20 to 25 per cent for China cargo volumes, especially for express deliveries.
As for rumours that rivals UPS and FedEx were planning to move to Guangzhou from the Philippines, he understood that the city would not be their primary hub but said DHL would keep a close watch on their activities.
DHL opened a new dedicated hub at Hong Kong airport last month to serve central Asia.

Mixed messages cast clouds over airport privatisation plan
History shows that privatisation exposes formerly state-run infrastructure assets to the rigor of market forces, usually to the benefit of those who use them.
Done right, it increases operational efficiency, makes user fees more responsive to demand and makes a new stream of funding available for what are usually capital-intensive projects.
So the government is on the right track if its motivation for privatising the airport through an initial public offering is to increase the facility's productivity and the value it brings to the community.
That, according to deputy secretary for Economic Development Wilson Fung Wing -yip, is the Tung administration's primary motive.
"We are not doing this for the money," he told delegates at this week's conference on airport privatisation organised by the South China Morning Post. "We believe through privatisation we can improve the corporate structure of the Airport Authority to enable it to introduce much stricter market discipline in its operations and also avail it to international capital."
However, the process is more complicated when it comes to assets that are considered strategic, as is the case with the airport.
What differentiates the airport from the seaport - over which the government appears to have had no qualms about relinquishing full control to the private sector - in the strategic-asset sweepstakes remains a mystery. But I digress.
The government would like to raise a minimum of $ 9 billion by listing 25 per cent of the authority while retaining control of the regulations that govern it.
In some regards the agenda of members of the policy bureau in charge of the privatisation is being dictated by the knowledge that the Legislative Council would never rubber stamp a 100 per cent sell-off of such a young, strategic facility - just as Legco would not approve a proposal which valued the airport at less than the $ 37 billion it cost taxpayers.
Privatising the airport may not be about the money for the policy bureau, but it certainly would be to just about every Legco member asked to approve it.
The problem is, a partial privatisation - or a sale in which the government retains a "golden" share - would send a mixed message to investors: We are embracing the private model but not fully.
Another area where the message is mixed is in regard to whether the airport has been flexible enough to offer the services its users require at the price the market has dictated.
The authority has consistently denied allegations of inflated user fees at the airport from influential industry bodies such as the International Air Transport Association by insisting it follows "prudent commercial principles".
Mr Fung's call for "stricter market discipline" would appear to put that into question. The airport's consistently high ranking on global tables that register passenger and cargo throughput indicates the authority has not priced itself out of the market and that our efficiency levels are an asset not a liability.
It is a well-run machine.
So what do we gain from listing? If you believe it isn't about the money, then the answer may lie in recent history.
Some officials are well aware of the competition the airports in Guangzhou and Shenzhen will bring in a few years and they are keen to avoid the bureaucratic complacency that allowed the port to be outflanked by cheaper facilities across the border.
So efforts will be made to broaden the airport's revenue base and retool the regulatory framework to give the market increased influence on charges. In the words of Mr Fung: "The question is: How do we incentivise a public body to make sure it will develop all its commercial initiatives to the fullest. That is the question we want to address and privatisation provides the answer."
Below Deck is sure the story will get straightened out before a chunk of the airport is taken to market, perhaps in the next year. But for now there appear to be more questions than answers.

With so much murky information being thrown around about the Airport Authority's efforts to strike strategic partnerships with its counterparts over the border, gaining clarity is getting to be as difficult as seeing across Hong Kong harbour.
The parties to the negotiations are reluctant even to admit they are meeting, leading Below Deck's more scurrilous media colleagues to float some outlandish suppositions. Let me join them.
Most of the intrigue has been surrounding a potential equity swap with the authority's most logical partner among Guangdong's four "international" airports, Shenzhen Baoan.
Combining Shenzhen's domestic network with Hong Kong's international flights would create a formidable regional partnership, one that certainly would prop up Hong Kong's teetering status as the premier gateway to China.
Shenzhen would have a powerful new ally in its bid to hold on to its share of the south China market in the face of some extremely stiff competition from the ambitious citizens in Guangzhou.
Both sides have a lot to gain, so what's the hold up?
They have been meeting - either formally or informally - every month since the idea of an equity swap or strategic investment was raised more than a year ago.
Reportedly, the authority initially baulked at the high valuation Shenzhen officials put on their listed asset. Perhaps more accurately, the authority would like to have more flexibility in picking the specific assets at which it will throw Hong Kong taxpayers' money.
According to mainland sources, the assets of Shenzhen-listed A-share vehicle Shenzhen Airport Co comprise passenger ground-handling facilities, including terminals I and II, a portion of the joint-venture cargo-handling facilities, and tertiary enterprises such as ticketing and advertising agencies and nearby port services.
Shenzhen would like to see the authority acquire some - but not too many - of the full shares in the listed vehicle; the authority, however, would prefer to be more selective with its investment.
Executives who have been doing business with the Shenzhen authorities say there are other hurdles that remain in front of the partnership.
Apparently, the Airport Authority has insisted that Shenzhen surrender its international passenger service ambitions before any agreement is forged. Singapore Airlines is the only foreign carrier to offer international flights at Baoan so the immediate impact on earnings or schedules would not be prohibitive.
But international flights are potentially a vast revenue stream, especially when you consider the pace at which China's middle class is emerging.
Shenzhen authorities, understandably, are more than a little reluctant to surrender that potential for time immemorial.
It is not something Shenzhen should dwell on for too long, according to one academic.
"If I were Baoan, I wouldn't push the authority too hard to keep my international network," he said. "I mean, if you were British Airways, where would you launch services to, Guangzhou or Baoan?"
The government would have to approve any deal the authority may cut with a mainland partner. But it is understood the guardians of arguably our most strategic asset would look more favourably at a sensible arrangement with Shenzhen than one with, say, Zhuhai, or some facility outside Hong Kong's traditional catchment area.
In line with the "it's not about the money" spin on the privatisation of the authority, the government's priority is that any deal enhance the flow of traffic through Chek Lap Kok, rather than fatten its return on investment.

HONG KONG (Dow Jones)--The Airport Authority of Hong Kong, which runs the territory's Chek Lap Kok international airport, said Friday its HK$4 billion syndicated loan was about 3.5 times covered.
'We're discussing with the arrangers whether to increase the size of the loan,' said Treasurer Sam Kwok, adding that the decision is expected to be made early next week.
BOC Hong Kong, Citibank, HSBC and Standard Chartered are arranging the loan.
The loan is made up of two tranches. A HK$2 billion three-year tranche has an interest rate of Hong Kong interbank offered rate plus 17 basis points; a HK$2 billion five-year tranche has a rate of Hibor plus 22 basis points.
A market source said earlier the net proceeds of the funds will be used to finance the repayments the authority must make to the government as part of its restructuring before a planned listing.
The Airport Authority, which operates Asia's second-busiest airport after Japan's Narita, is set to list next year and has to return HK$6 billion of its HK$36 billion in equity capital to the government.
The Airport Authority's net profit for the year ended March 31, 2004 fell to HK$386 million from HK$502 million in its previous fiscal year, reflecting the impact of the SARS outbreak on travel and tourism.
