Cagayan de Oro City (9 February) -- The strength of the peso is a reflection of the Philippine’s economic prowess and the insurmountable faith of the Filipino people who have weathered crisis after crisis to win a better future.
“This, as the peso rally and the rest of the Philippine macroeconomic gains are feeding the momentum of irreversible economic and political stability, as the country pushes towards the May elections,” Regional Director Alicia V. Eusenia of the Dept. of Trade and Industry (DTI), region 10, said.
The democratic will of the people and the emergent leadership of the Filipinos at all levels will further define the tone and pace of the Philippine boom year, as Pres. Arroyo’s entire economic team focuses on the strategic picture away from the partisan fray hoping the best is yet to come for all of us, she said.
Meanwhile, investments that poured in Northern Mindanao during the 4th quarter of 2006 amounted to Php2.242 billion with Lanao del Norte getting the biggest share of Php614.16 million or 28%, Eusena said.
Major investments in the province were in the mining and metallurgical sector that included the expansion project of a steel company and in the services and trade sectors, mostly derived from business name registration (BNR) in real estate, appliances and supply distribution centers, lending facilities, general merchandise, electrical supply centers, metal works, structural metal products and food facilities.
This was followed by Bukidnon with Php601.40 million or 27% of which, 74% came from agri-based investments, such as, establishment and expansion of poultry and other agri-based ventures.
Misamis Oriental was next with Php577 million due to expansion activities coming from the infrastructure sector that included the construction and expansion of fast-food chains, Information Technology (IT)-based buildings and industrial infrastructure.
Its services sector investments included the construction and expansion of non-bank financing facilities, construction builders and services, trucking and shipping services, restaurant facilities and trade-assistance services.
Likewise, Misamis Oriental’s trading sector investments included the construction and expansion of appliance centers, forest and farm distribution centers, general enterprises while an investment leads of a US$500 million ship-building project or steel company is planned to be located at the Phivedec Industrial Estate.
Misamis Occidental’s share of Php371 million or 16% came from the services sector with most of the investments on BNR and expansion on real estate, restaurants, construction supplies distribution centers, financial and educational institutions, as well as, appliance and furniture distribution centers.
Camiguin’s share of Php68 million or 3% also came from the services and trades sectors attributed by tourism-based investments.
Meanwhile, Eusena said, sector-wise, services paced all the other sectors with a total investment of Php653 million or 29.13%, followed by mining and metallurgical sector with Php478 million or 21.33% and trading sector with Php292 million or 13.03%.
Infrastructure sector totaled Pho234 million or 10.43%, agri-based sector, Php78 million of 3.49%, forest-based sector, Php59 million or 2.62%, consumer-manufacturer sector, Php9 million or 0.41%, metal sector, Php4 million or 0.17%, chemical-based sector, Php0.833 million or 0.04% and other sectors, not elsewhere classified, Php434 million or 19.35%.
By sources of investment, BNR, one of the indictors for new investments posted a total of Php1.011 billion or 45.09% , banks, Php479 million or 21.35%, Small Medium Enterprises (SME) cluster projects, Php61 million or 2.74%, Ecozone accounts, Php49 million or 2.19% and other multi-sources, Php242 million or 28.63%, Eusena further said. but online news writers usually get their sources from field radio/tv reporters who gathers news updates from time to time. delayed lang xa paminawon kay we have designated time sked 2 air out d news (w/c is usually early morn or 6p.) unlike interactive reporting wherein we can post d latest news anytym.
however whatever it is, i still personally prefer ssc or any online media sites. mas reachable man gud espcially 4 ppol on d go... $:p

IT’S full steam ahead for the public works projects in the “super regions.”
Already, a total of P500 million has been initially released for the super-regions, specifically for drawing up of detailed engineering plans for infrastructure projects.
The fund will enable the Department of Public Works and Highways to complete blueprints for big-ticket projects in the P369.2-billion plan.
Budget Secretary Rolando Andaya Jr. said the allocation will cover only the preparation of detailed engineering plans for projects that will be solely undertaken by the national government.
This year, the national government is committed to implement P83.8 billion worth of infrastructure projects. But the total public sector infrastructure budget is P162.9 billion, that will include P35.2 billion worth of investments by government-owned or -controlled corporations and local government units’ projects (P43.9 billion).
According to Andaya, P32.7 billion will be for super regions’ projects, based on a funding schedule submitted to the Cabinet as early as October 2006.
But the budget chief clarified that the “kitty for engineering plans” can be used for projects not necessarily included in the super regions listing.
Launched by President Gloria Macapagal Arroyo in July 2006, the super regions plan will cover 97 major projects in clustered regions—North Luzon Agri-Business Quadrangle, Luzon Urban Beltway, Central Philippines, Northern Mindanao, Southern Mindanao and a countrywide information technology corridor.
By cost, railway projects have the biggest allocation with P180.1 billion; followed by roads, P90.2 billion; airports, P51.8 billion; irrigation, P12.6 billion; bridges, P5 billion; and IT and other projects, P1,315 billion.
Half of the cost of the super region projects will be shouldered by the national government to the tune of P184.5 billion.
The private sector is expected to bankroll P67 billion worth of projects or 18.3 percent of total cost; government corporations, P115.5 billion or P31.3 percent; and local governments, P1.3 billion, which is less than 1 percent of the total pie.
Andaya said the government has adopted measures to jumpstart infrastructure spending, including shortening of procurement timetable, simplifying bidding rule, allocating more funds for right-of-way acquisitions and seeking exemption from the public works ban during the election period.

Multi-media, non-linear storytelling, contact improvisation, physical theatre, and “distillation” are some of the features of two “New Theatre” productions by the Integrated Performing Arts Guild (IPAG).
Working on the popular flood tales in the Bukidnon, Maranao, and Maguindanao folklore, IPAG distills from these tales to produce “Uwahig,” from the Bukidnon “wa-ig,” meaning water. Inspired by the Indarapatra epic, the play deconstructs the story of two brothers who descend from heaven and defend the land against darkness.
Also in the bill is the premiere of another new work inspired by the stories of National Artist for Literature Alejandro “Anding” Roces. Entitled “Of Cocks and Roces,” this multi-media piece uses the sabong and pop culture as founts in this humorous piece.
“Uwahig” was a Philippine entry in the 31st UNESCO International Theatre Institute Festival at the Cultural Center of the Philippines created with the collaboration of Mindanao artists. “Uwahig” and “Of Cocks and Roces” go onstage starting in February 7, 7:30 p.m., at the Rooftop Theatre of the College of Arts and Social Sciences of the MSU-IIT. These playdates on the same time follow: Feb. 8, 9, 10, 15, 16, 17, 19, 23, 24, 26, and 27.

11 Mindanao cities join TAG exhibit

ELEVEN cities in Mindanao joined the Transparent Accountable Governance (TAG) exhibit during the Mindanao Coalition for TAG (MCTAG) forum at the Waterfront Insular Hotel Friday.
The cities of Panabo, Surigao, Butuan, Zamboanga, Dapitan, Cotabato, Malaybalay, General Santos, Oroquieta, Marawi, and Island Garden City of Samal showcased their TAG milestones, including their experiences and best practices during the past years since they became part of the MCTAG.
In General Santos City, practices on advocacy for good governance was implemented, a forum on TAG among the Transparent Accountable Network (TAN) Gensan Inc. is also being conducted every Friday.
The city has also implemented the feedback system project of the City Coalition for the City Coalition for Transparent and Accountable Governance (CCTAG).
Butuan City showcased the Market TAG Reform Agenda, where improvement in its market infrastructure, peace and security, customer service, vendor's federation, tripartite approach, and the city's orderliness were presented.
In Cotabato City, TAG billboards were installed at the City Plaza bearing laws on graft and corruption.
The implementation of the MCTAG project has brought hope to the private sector in achieving economic development and peace in Mindanao, through good governance initiatives.
"Good governance is one way of lessening corruption," Romeo J. Serra, Mindanao Business Council (MinBC) chair, said.
With the organization of the CCTAG in the seven pioneering cities in Mindanao, to wit: Cotabato, Dapitan, General Santos, Igacos, Iligan, Marawi, and Surigao, the MinBC launched the MCTAG Phase 2 last March 2006.
The Phase 2 raised the participating cities with CCTAGs from seven to 16. This time, Butuan, Dipolog, Koronadal, Malaybalay, Oroquieta, Ozamis, Panabo City, Zamboanga and Tacurong also joined.
Rolando Torres, MinBC's project operations manager, told Sun.Star that MinBC is aiming to get the participation of other cities in Mindanao, which have not yet joined the MCTAG.
Torres said there are a total of 27 cities in Mindanao and they have already sent letters to the authorized persons of the city inviting them to join. MinBC is still waiting for answer from the cities.

Dimaporos defy dynasty issue, seek public offices

ILIGAN CITY -- At least four members of the Dimaporo clan in Lanao del Norte are running for the top provincial and congressional posts this coming May 2007 elections, despite criticisms over dynasty issue.
Lanao del Norte Governor Imelda Dimaporo, following a meeting Friday morning with provincial board members, formally declared that she is running as representative of the First Congressional District of Lanao del Norte.
Lanao del Norte is comprised by seven towns, including Iligan City.
Dimaporo is serving her last term as governor of the province.
As this developed, Lanao del Norte Second District Representative Abdullah "Bobby" Dimaporo, who is also serving his last term, will run as governor of the province, and intends to replace his governor-wife.
The latest of the Dimaporo family to join politics is Khalid Dimaporo, the eldest son of the Dimaporo couple, who went to school and graduated in the United States.
Khalid will run as candidate for the Second Congressional District of Lanao del Norte and intends to take the position of the outgoing congressman-father.
Marcos Abdulrahman Dimakuta Dimaporo, a brother of Bobby, who has already filed his certificate of candidacy, will run as rival candidate of Khalid for the Second Congressional District of Lanao del Norte.
The Dimaporo couple and their son have yet to file their certificates of candidacy.
Meanwhile, another known political family led by Representative Cirilo Alipio Badelles of the First District of Lanao del Norte and son of the late congressman Mariano Badelles will field his daughter lawyer Angelique Badelles-Bacareza to replace him this coming May 2007 election. Representative Badelles's term expires on June 2007.
Recently, the Catholic Bishops Conference of the Philippines declared that it will campaign against "political dynasties" in the country this coming May 2007elections.

Aboitiz earmarks P200M for feedmill in Iligan
Aboitiz Equity Ventures Inc (AEV), the listed investment holding company of the Aboitiz family, is setting aside P200 million for the establishment of a new feedmill in Iligan City.
AEV chief operating officer Erramon Aboitiz said the new facility will be the group’s second, next to the one in Tarlac which underwent expansion in 2005.
The new plant will have an estimated capacity of 10,000 tons of feed per month, Aboitiz said.
AEV, through wholly-owned unit Pilmico Foods Corp., earlier sold to ABF Overseas Ltd. its stake in yeast producer Pilmico-Mauri Foods Corp. for P100 million.
Pilmico-Mauri was formed in 1995 as a joint venture between Pilmico and Burns Philp Co. of Australia to manufacture yeast and other bakery ingredients.
In 2004, Burns Philp sold its yeast division, including its stake in Pilmico-Mauri, to the parent company of ABF Overseas, UK-based multinational Associated British Foods Plc.
AEV said the divestment of its yeast business is in line with Pilmico’s continuing efforts to further concentrate on growing its flour milling business and the feeds and swine businesses of its subsidiary, Fil-Am Foods Inc.
AEV reported a 6.3 percent drop in its net profit in the nine months ending September 2006 to P2.4 billion from the restated net income in the same period in 2005.
The holding firm also has interests in banking (Union Bank of the Philippines and International Exchange Bank), power, transport and food.

The Philippine government is planning to accelerate the development of northern Mindanao by constructing industrial estates and improving infrastructures under "Cagayan De Oro - Iligan Corridor."
Metro Iligan Regional Agro-Industrial Center (MIRAIC), an industrial estate designated as national project by Department of Trade and Industry (DTI) and a core of the Corridor, will be constructed by private sector in the suburbs of the Municipality of Linamon, a neighboring Municipality of Iligan City, a capital of Lanao del Norte, and is expected to create jobs. In order to easily attract the foreign and domestic industries and to maximize its economic impact on the area, it is indispensable to urgently develop and improve off-site infrastructures, such as provincial roads, power plant and airport, concurrently with the development of MIRAIC.
On the other hand, the development of Lanao del Norte province is quite important with a view to sustaining stable peace and order situation in Mindanao. The province of Lanao del Norte belongs to Special Zone of Peace and Development (SZOPAD), a priority area for Mindanao development established under Southern Philippine Council for Peace and Development (SPCPD) as a fruit of the peace accord between the Philippine government and MNLF.
Metro Iligan Regional Infrastructure Development Project, worth P1.5 billion with the purpose of encouraging the investment in MIRAIC and promoting economic development in northern Mindanao, will improve the road network by paving and/or widening the existing provincial roads and assure stable power supply and reduce energy cost by constructing small-scale hydropower plant in the suburbs of MIRAIC. In addition, the Project contains training of the provincial government's staff and preparation of integrated area development plan and comprehensive land use plan for the area.
The loan proceeds will be used for concrete paving and/or widening of existing provincial roads (total extension: 54.4km), replacement of bridges (2 lanes, 15m wide), construction of small-scale run-off river type hydropower plant (11.9MW) and consulting services (e.g. detailed design, construction supervision).
The executing agency is the Provincial Government of Lanao del Norte.

ILIGAN CITY -- The delay in the completion of the administration's senatorial slate could be due to President Macapagal-Arroyo's bid to court the so-called Muslim vote, according to one of the President’s allies in Lanao del Norte.
Lanao del Norte Governor Imelda Quibranza-Dimaporo told the Inquirer that the administration was keen on having a candidate "who can effectively deliver Muslim votes."
Dimaporo said she had been asked to join the slate "because they think I can tap into the Muslim vote and gather more Visayan votes" for Team Unity but she declined the offer because it entails a lot of expense.
Dimaporo belongs to the Quibranza family, an old influential political family in the province. She is married to Lanao del Norte Representative Abdullah Dimaporo, who is chairman of Lakas in Central Mindanao and holds a seat on the powerful Commission on Appointments.
"I was flattered to be drafted because many others are lining up to seek it, but it's quite costly to run a senatorial campaign," she explained.
As of Thursday, Team Unity was still a slate of nine candidates with the addition of Senator Edgardo Angara. Of the nine, two are from Mindanao, Representatives Juan Miguel Zubiri and Prospero Pichay, but neither of them is Muslim.
Although the focus of the administration's preparations is its senatorial lineup, Dimaporo said Malacañang is also anxious about the victory of administration candidates in the elections for members of the House of Representatives.
She said Ms Arroyo also wanted local political leaders to fully support Team Unity.
In the past, local political leaders identified with the administration were left on their own to pick their senatorial candidates. "It has changed now with this political directive," Dimaporo said.

anyways, i think a mix-used property ang maayo sa pryce business park. it will hold not only businesses and offices, but also residences...
are there any new news on the city schools? major pojects or anything?
i'd like to see the city high school in a single 2 storey building with a basement (like here sa US) to not only save the space, but also allow other amenities to be considered. complete unta ang facilities, including a TV, DVD payer, VHS player, projector, and computer in every classroom (like here)... and unta centralized ang airconditioning. so it will be a big building for students to learn and acquire necessary life skills.
and one thing more... there should be enforced traffic rules meaning the speed limit is the speed limit, a stop sign is a stop sign, etc... it will not only help travelers traverse through the roadways safely, but also allow police to better manage traffice. naa untay turning lanes, meaning a separate distinct lane to turn left on intersections to better manage traffic.
lolx... uhm... wishful thinking but if implemented would be a very good thing for iligan city.
one thing more, a better city hospital that will be called the nation's best hospital, meaning a research hospital that will attract people from all over the country and the world.
i know this is will take a lot of money to build but know what, in the long run, it will pay off in itself for jobs (meaning naay income tax for the government sa iligan), businesses (more income) and an economic growth to rival manila.
there are three distinct things that makes a city great: education, health system, and environment (including safety, etc.), i hope iligan will lead in these...

The National Power Corp. (NPC) has signed a joint sales agreement it with Lanao Hydropower Development Corp. (LHDC), which is expected to ensure the continuous supply of power in Mindanao.
In a press statement, NPC said the agreement can attract new investors to construct new capacities and power generation facilities to meet the continued growth of electricity demand in the Visayas and Mindanao grids.
Under the Electric Power Industry Reform Act (EPIRA) of 2001, the promotion of investments in the power industry is necessary "to enhance the inflow of private capital and broaden the ownership base of the power generation sector in order to minimize the financial risk exposure of the national government".
"It (joint sales agreement) will be undertaken by the investor on its own, without any government guarantees or take-or-pay provisions. Private initiatives such as that coming from the LHDC should be a welcome development in achieving the goals and objectives of the EPIRA," NPC said.
Under the EPIRA, NAPOCOR may undertake, given certain conditions, construction and operation of a new power plant in Agus 3, under a Build-Operate-Transfer (BOT) scheme.
NPC said the power rates of the new power plants are all reflective of the true costs of their investments in 2010 and onwards.
"The long term bilateral power supply contracts between a new power plant proponent and the customers shall be subject to the approval by the Energy Regulatory Commission," it said.

ILIGAN CITY — An initiative to integrate new technology at the autonomous Muslim region’s schools — involving a US government-funded program, computer giant IBM and SM Foundation — is encountering power supply-related problems.
Although the program’s partners are committed to deliver the desired outputs, inadequate and unstable supply of electricity has emerged as a formidable obstacle over which they have no control.
Ricardo F. de Leon, Mindanao State University-System (MSU) president, said the government through the National Transmission Corp. is expected to address this problem in "the near future."
The state power transmission firm has noted completion of a 69-kilovolt line in Lanao del Sur could stabilize power supply in the area.
Ironically, Lanao del Sur and Iligan City are host communities for the Agus hydroelectric power complex, which supplies over half of Mindanao’s present power needs.
The island’s energy outlook has remained uncertain in both power expansion prospects as well as transmission efficiency.
Both power generation and rehabilitation of transmission lines require huge investments from the government.
Earlier, teachers in MSU reported what EduQuest, Inc. general manager Teresita Medado calls a "happy problem": they don’t have enough computers and peripherals to integrate the Internet into classroom instruction.
EduQuest, Inc., an affiliate of Asia Pacific College, is an institution founded by IBM Philippines and the SM Foundation currently working with the US-funded Growth with Equity in Northern Mindanao program to provide IT training to local teachers in Iligan and Cagayan De Oro.
During the recognition and awards night for IBM’s eMentor Scholarship, a component of the program, held last week, Maryam Q. Manalundong, who was cited as the "Best Trainer" among the 27 graduates, said they lack the machines to enable students to learn "hands-on."
But the teachers also call it a "happy problem" because Edu-Quest worked with other schools before that "over-invested" in hardware and software but eventually found little use for these tools.
As a training provider and consultant on teaching strategies and tools, EduQuest designed the training course and certified the acquisition of competencies gained by teachers through the program.
It was also responsible for monitoring the implementing the program by qualified and trained teachers in their own schools.
The program was developed with the rationale that improving the quality of education in the autonomous Muslim region would help accelerate economic growth in Mindanao, improve the quality of life and bring about a just and lasting peace in the region.
In January 2006, 30 teachers were selected from a pool of 85 program applicants using a highly competitive process.
Selection criteria included reading diagnosis rating, technology skill level and professional qualifications.
As program beneficiaries, each teacher-scholar committed to share the skills they acquired with at least 10 teachers from their schools within seven to 10 months after graduating from the program.
From the original pool of 30 qualified applicants, 28 teacher-scholars went through an intensive eight-day training program in Davao City last year.
The training taught them how to maximize information technology applications, tools and resources in the classroom to inspire greater interest among students, and also improved their ability to facilitate community participation in the learning process. Outputs and peer feedback were discussed on the last day of training.
Upon returning to their respective schools, the teacher-scholars who are now mentors applied their newly acquired skills and trained at least 10 other teachers, thus increasing the base of trained and qualified teacher-users for partner schools.

US troops to hold medical mission

ILIGAN CITY -- The US Army medical team composed of 25 doctors and nurses will hold a four-day medical mission in four interior municipalities of Lanao del Norte this month.
Captain Scott J. Roney, team leader of the US Army Special Forces based in two Lanao provinces, said the team will arrive on February 18 at the Mindanao Civic Center in Sagadan, Tubod, Lanao del Norte.
The site will serve as their command base where a briefing will be held before the activities commence.
The four Muslim municipalities to be served are Magsaysay on February 19, Munai on February 20, Pantao Ragat on February 22 and Matungao on February 23, said Roney.
The municipalities are so-called war-torn areas during the March 2000 conflict between the Moro Islamic Liberation Front (MILF) and the Armed Forces.
Lanao del Norte Governor Imelda Quibranza-Dimaporo extended full support to the mission, saying the poor communities in the interior areas will avail of the services from the US government.
Dimaporo said Filipino doctors and nurses of the provincial hospital who were serving the Special Mass Based Program will also assist the medical team mission.
Dimaporo recommended to the team earlier that the US medical team will also extend its free medical services to other municipalities.
The medical mission has already served some areas of Lanao del Sur and Marawi City last year.
The US Marines arrived the other day in Jolo and brought some heavy equipment for the construction of roads and bridges in the area to improve its socio-economic condition.
The continuing medical team mission of the Balikatan exercise 2007 and CMO is seen to strengthen the US-AFP military relationship with the Filipino communities as recipients.

Napocor accord alarms Lanao folks

ILIGAN CITY -- The power supply contract between National Power Corp. (Napocor) and Lanao Hydro Development Corp. (LHDC), which will double electricity rates in Mindanao, alarmed residents here and in the two Lanao provinces.
Representative Abdullah Dimaporo of the second congressional district of Lanao del Norte said he is worried "because this will double the cost of electricity in Mindanao."
According to a report last week, the power supply contract between Napocor and LHDC has been signed and the construction of the Agus-3 hydroelectric plant, which is located in Lanao del Sur will be undertaken soon.
The power supply contract gave LHDC the sole authority to sell electricity in 2010 to the power utilities distributors, franchises, and cooperatives in Mindanao
It also stipulated that LHDC would sell at P4.15 per kwh to the utilities and cooperatives.
At present, the report said, power rates in Mindanao is pegged at P2.32 per kwh as approve by the Energy Regulatory Commission (ERC).
Dimaporo said he did not know about this power supply contract. "We did not hear this in Congress," he added.
"I don't know if Representative Alipio Badelles of the First District of Lanao del Norte, who is chairman of the Lower House Committee on Energy and Power, can do anything about this because we will not have regular sessions due to the campaign period," Dimaporo said.
"We did not hear anything from the Napocor or the committee chairman (Representative Badelles)," Dimaporo said. "Lanao del Norte wants to be informed because we have our own power development plan."
"We in Lanao del Norte will protest the doubling of the electric cost because it hurts," added Dimaporo.
In another report, Lanao del Sur Representative Faisah Dumarpa called for a revamp of top Napocor officials responsible for the power supply contract of Napocor-LHDC.
Party-list Representatives Loretta Rosales and Teddy Casino urged the Ombudsman to look into the power supply contract, which they claimed had violated the Energy and Power Industry Reform Act (Epira) and is alleged to be anomalous.
Dimaporo said he will deliver a privilege speech in the Lower House next week during a special session.
"I have many things to ask about this power supply contract," he said.

Gawad project rebuffs Mindanao stigma

TUBOD, Lanao del Norte -- True to its aim, the choice of venue for the 14th Singles for Christ International Leaders Conference (SFC-ILC) defies the social stigma attached to Mindanao in general and Lanao in particular.
"Contrary to what we traditionally know, Lanao del Norte is quite a peaceful place, and so is a big portion of Mindanao," said Narciso Eguia, head of the logistics committee preparing for the conference for about a month now.
Eguia related that the local chapters of Couples for Christ (CFC) were the ones who bid to host the conference, and among the factors being considered is peace and order along with an evaluation of available facilities and capacity to accommodate the expected size of participants.
It's the first time that SFC-ILC will be held in Mindanao.
Of the more than 4,000 conference delegates, 120 are foreigners, many of whom are Asians, and several North Americans and Europeans, according to the organizers.
The foreign delegates coming from the farthest places are those from Ghana and Kenya.
Eguia said there are no restrictions imposed on foreign delegates wanting to travel to nearby localities.
"We are confident of the general peace and order in the area," he assured.
Lanao del Norte Governor Imelda Quibranza-Dimaporo also made an assurance over the safety and security of conference participants.
Dimaporo said she had asked the Philippine National Police and the local Army command to provide enough law enforcement cover to thwart any moves to destabilize the conference.
A number of delegates arrived in the province beginning Monday to participate in the Bayani Challenge. Those who did not join it began arriving last Thursday.
Most of the conference delegates will be camped in the Mindanao Civic Center.

2 Smart Schools teachers, Mindanaoan mentor off to Cambodia
A teacher from Iligan City and two others from the cities of Baguio and Lapu-Lapu will fly to Cambodia on February 28 to represent the country in the annual Asian Regional Innovative Teachers' Conference.
Evelyn Waperi of Iligan City National High School, Warren Ambat of the Baguio City National High School (NHS), and Donald Dungog of the Science and Technology Education Center (Stec) were named "Most Innovative" Smart Schools teachers during a Microsoft tilt.
The trio won as Most Innovative Teachers during the 3rd Innovative Teachers Leadership Awards (ITLA). Both Ambat and Dungog belong to school partners of Smart Communications Inc. (Smart) under the Smart Schools Program.
They emerged winners in the annual search conducted by Microsoft Philippines' Partners in Learning (PiL) for public high school teachers who have successfully integrated Information and Communications Technology (ICT) into their classroom teaching and learning.
Dungog, an ICT and Math teacher at Stec, was quick to cite the importance of adequate computer facilities and training as well as Internet access and connectivity, which the school enjoys under the Smart Schools Program.
Stec served as the pilot school in the Visayas for Smart's flagship education program.
Through the Smart Schools Program, Smart equips deserving public high schools with networked computers and peripherals connected to the Internet, which is given free for one year.
Of the 10 finalists for Most Innovative Teachers, four are from Smart Schools Program partners. Aside from Stec, these are New Ormoc NHS, Loakan NHS and Ramon Avanceña NHS.
"Certainly, Smart Schools helped us win this award since we had the means to upload and download resources from the Internet. Our Smart Teachers Learning Resource Center allows us to do research over the information highway," he said.
Ambat, who used to teach at the Loakan NHS, an annex of the Baguio City NHS and a Smart Schools Program partner, agrees that the "access" provided by Smart proved vital in the integration of ICT into classroom learning.
"Because of Smart and Microsoft and Potensyal, we qualified for this award," he said.
Only public high school teachers from the top 30 Potensyal Divisions can join ITLA. Potensyal is also a Microsoft program under PiL, which seeks to empower students, teachers and schools to realize their full potential with technology.
Launched last year, Potensyal is a yearlong hunt for outstanding Department of Education (Deped) divisions that have successfully integrated ICT in student teaching and learning curriculum.
Ambat, Dungog, and Amperil bested 10 finalists from a total of 32 nominees nationwide.
The other finalists were Leah Paton-og of Ipil NHS in Ormoc City; Eleth Thea Eamiguel of New Ormoc City NHS; Jennifer Sumalinog Mirasol of Babag NHS in Lapu-Lapu City, Cebu; Salvador Besares of Ramon Avanceña NHS in Iloilo City; Zosimo Gomez of Maria Cristina HS in Iligan City; Rico Bantiles of Muntinlupa Science HS in Muntinlupa City and Marijo Calderon of San Isidro NHS in Makati City.
They were chosen after presenting their digital portfolio of lessons before a board of judges.
An English teacher, Ambat submitted three lessons that revolved around the use of ICT in aiding the learning, appreciation and understanding of literary works.
Among these were "Localization & Digitization: An Approach to Appreciating Shakespearean Plays," a lesson which uses the World Wide Web to aid students in understanding a play of William Shakespeare.
Ambat asked students to incorporate Cordillera customs and tradition in a Shakespearean play, using a digital video camera to shoot the images and Windows Movie Maker to edit video footage and add titles and credits.
Students added local and cultural touch to the play by changing the setting and minor events but retaining the names of characters and the general plot.
In contrast, Dungog submitted five Math-based lessons. These included "Mathlogics," where fourth year high school students were asked to use the Internet to help them develop their own logic in coming up with an automated computer program using Borland C++.
The programs were then shared among out-of-school youths within their community, with the objective of making the group appreciate how they could manipulate the computer to do mathematical computations.

TUBOD, Lanao Del Norte (MindaNews/17 February) – Some 4,000 members of the Singles for Christ from all over the Philippines and other countries met at the Mindanao Civic Center here for the 14th SFC International Leader's Conference.
The participants came from Manila, Luzon, Visayas, host Mindanao, as well as from the US, Indonesia, Africa, Nigeria, Canada, Australia. Balikbayans from Dubai and Saudi Arabia also came.
The three-day conference started Friday night with Lanao del Norte Governor Imelda Dimaporo welcoming the delegates.
"We are so delighted to have the SFC ILC here in our province. This only goes to show that people are not afraid to come to Lanao and prove to others that our province is a peaceful one. Enjoy the hospitality of the people of Lanao and we hope that you will have a great time here in Lanao," Dimaporo said.
After the welcome ceremonies, the event kicked off with the praise parade, praisefest led by Mike Serapio and the SFC Davao band, and the fusion night.
The conference, which will end on Sunday, will hold different workshops dubbed the "LXS Academy Workshop", sports competitions and the finals of U-Popstar.

and oh, i would like to say i dont like living in large cities.. a medium sized city is more than i can take lol... lived in london for a few months and just didnt like it there... so if i lived in new york then the more i wouldnt like it...

It was an unforgettable Valentine’s Day celebration as City Mayor Lawrence Lluch Cruz officiated a Mass Wedding for live-in couples in Baranggay Puga-an. A total of 48 unwed couples who have cohabitated for at least five years flocked to the Puga-an Gymnasium for a free marriage ceremony that legalized their union.
Before the start of the ceremony, Mayor Cruz gave some rationales on the importance of legalizing the union between couples such as the children’s entitlement to bear their father’s surname, acquiring legal bases for claims and court cases when the need arises and reaffirming the love that binds partners as couples for life.
Joining the mayor in the ceremony were Congressman Tikbong Badelles, Councilor Ruderic Marzo, CMO Chief of Staff Joes Zalsos, the Baranggay Council of Puga-an, Iligan City First Lady Gina Cruz and Mrs. Almita Cruz, among others.
Wrapping up the event was a local version of Manila’s recent ‘Lovapalooza’ as the mayor livened it up by asking the couples for a 10-minute lip-locked moment which stirred up roars from the cheering crowd.

Armed MILF men hold peace event

ILIGAN CITY -- At least 600 fully armed Moro Islamic Liberation Front (MILF) members riding onboard 28 dump trucks passed by this city Monday unhampered even as the Commission on Elections (Comelec) gun ban is in effect.
The MILF members were on their way to Barangay Rogongon for a "Peace Advocacy" program.
Inspector Emanuel Macabecha, police station 2 commander, said the 28-dump truck convoy passed by their checkpoint in Nunocan and were allowed to enter the city proper with Philippine Army soldier and an armed personnel carrier (APC) in escort.
The police said the fully armed MILF members carried their high-powered firearms with muzzles down a gesture of "peace."
PNP City Police Director Virgilio Ranes said he received a communication from the government-MILF peace panel and from the Regional Police Office about the convoy that will pass through this city on the way to Barangay Bonbonon for the "Peace Advocacy."
And based on the request of the government-MILF peace panel, the firearms of the MILF members were not confiscated even with the ongoing gun ban of the Comelec.
Iligan City Mayor Lawrence Cruz will meet Wednesday with the top police officials here to verify an alleged report of recruitment by the MILF of young men here and monitor the activity.

MANILA -- A ferry with 641 people on board stalled in the central Philippines after encountering engine trouble Tuesday, the coast guard said.
The SuperFerry 9 was heading from Manila to southern Iligan city when its engines overheated off Sipalay town, about 560 kilometers (350 miles) southeast of Manila, the coast guard said in a report.
The ferry owner, the Aboitiz Transport System, dispatched another SuperFerry to tow the stricken vessel to nearby Guimaras port, coast guard Capt. Luis Tuason said.
The incident came two weeks after another Aboitiz ferry, Our Lady of Medjugorje, stalled on its way from Manila to western Palawan island with 958 passengers and crew.
The SuperFerry is considered one of the more modern vessels in the country, where boat accidents are common because many ferries - a key method of transport in the archipelago - are old and poorly maintained, while enforcement of safety regulations is weak.

Another SuperFerry towed
Several days after a SuperFerry was towed by a sister ship, the engine of Superferry 9 conked out off Hinobaan-Sipalay in Negros Occidental. It had to be towed by Aboitiz’s SuperFerry 1.
The stalled liner had on board 517 passengers and 124 crewmembers. It was towed to Guimaras where a tugboat took over and escorted it to the Iloilo port yesterday morning.
It was only last week that the Our Lady of Medjugore stalled on its way from Manila to Palawan with 958 passengers and crew.
The SuperFerry 9 was expected to dock in Iloilo yesterday morning at 6 a.m.
But while being towed, the ship’s officers maintained a steady stream of reports assuring that the passengers were safe and being attended to by the crew.
Every hour, the report was updated by the Aboitiz Transport Group. ATS also apologized to the passengers for the inconvenience they had encountered and the unforeseen difficulties because of the incident.
Well, it shows that sea mishaps can actually be scaled down to manageable levels with speedy communication and swift response.
The SuperFerry 9 passengers have a lot to thank the Lord for with their safe arrival in Iloilo. They will be transported to Iligan City by another SuperFerry vessel, according to ATS.

i have a friend na nakasakay sa barkong ito. sabi nya they were towed by Superferry 5 to the nearby Guimaras port after having engine trouble early dawn. Dadalhin daw sila pabalik sa Iloilo City Port bago sila aalis papuntang Cagayan de oro the following day.
This is really bad news for me. I usually ride a boat going to Cebu or Manila if marami kami. I noticed that most, if not, halos lahat ng boats servicing Iligan ay may nasisira especially pag Aboitiz(to think they use one of the more modern vessels in the country). So far I've never encountered having trouble with Superferry except for Cebuferries though. Rumors say they use the oldest boat in Iligan. I guess it's true IMHO. :ohno:

Local steel users, especially those in the galvanizing sector, are warning of a possible increase in the selling prices of construction materials once a Malacañang directive raising tariff rates on imported raw materials takes effect.
Arthur Florendo, president of Union Galvasteel Corp. and the steel industry’s flat products sector, expressed their concern on Executive Order 574 on prices, saying it would penalize producers and burden the end-users.
EO 574 modified EO 375 on Nov. 4, 2006 after the tariff commission undertook a comprehensive tariff review program over the last two years. The order calls for an increase in import duties of hot rolled coils and cold rolled coils to 7 percent from 3 percent once Global Steel International Inc. is declared in commercial operation by the Committee on Tariff and Related Matters. Both coils are raw materials used in steel products.
Global Steel took over National Steel Corp. in Iligan City and petitioned government for tariff protection. Approval of its petition will hinge on the start of its commercial operation.
The tariff committee will determine if Global Steel’s hot mill and cold mill facilities are now in commercial operation before the tariff rates are increased.
The Filipino Galvanizers Institute, an association of galvanized iron manufacturers, earlier called on the Board of Investments to undertake a rigid and independent evaluation of Global Steel’s operations.
