The National Commission for Culture and Arts (NCCA), the Mindanao Creative Writers Group, Inc., and the Mindanao State University-Iligan Institute of Technology’s Office of the Vice Chancellor for Reseach and Extension (OVCRE) are accepting applications from writers to the 14th Iligan National Writers Workshop (INWW) to be held on May 21-24, 2007 in Iligan City.
Panelists this year are Rosario Cruz Lucero, Erlinda Kintanar Alburo, Jaime An Lim, Leoncio P. Deriada, Merlie M. Alunan, German V. Gervacio, Steven Patrick C. Fernandez, Victor N. Sugbo and this year’s keynote speaker, the poet Rebecca Anonuevo, 3rd INWW Fellow (1996)
Fifteen (15) slots, five each from Luzon, Visayas and Mindanao are available for writing fellowships to the INWW.
Applicants are required to submit five poems, or, one short story, or, a one-act play in Filipino, English or in Cebuano, Hiligaynon, Kinaray-a, Waray (with English or Filipino translations) along with the applicant’s bio data, two 2X2 photos and a certification that his/her work is original. For short stories or plays, please submit a hard copy and a CD with the manuscripts encoded in MS Word Unpublished works are preferred.
Writing fellows will be given free board and lodging and a travel allowance. Applications must be postmarked on or before March 30,2007. NBC kicks off March 10
FOR the first time in the young history of the National Basketball Conference, its festive opening on March 10 at the Quezon Convention Center in Lucena City will be televised live on Basketball TV.
The league’s two newcomers—MP-Gensan Pacman of Manny Pacquiao and Gov. Willie Enverga’s Villa Anita-Quezon—will clash in the main game after the runners-up in the last two conference, Tagaytay Spring Cooking Oil, co-owned by NBC President Nathaniel “Tac” Padilla and EVP Mayor Abraham “Bambol” Tolentino, face Mayor Sammy Co’s Pagadian Explorers in the opener.
“Our people are excited. You will see and feel not only our love for basketball but our province’s hospitality as well,” said Governor Enverga.
“This is an unprecedented move and a great start for NBC’s season 4,” said Padilla.
Padilla and Tolentino stressed that this is the result of NBC’s tie-up with Basketball TV. “We’re hoping to lure more fans and see more exciting games,” they chorused.
Basketball TV marketing manager Rely San Agustin announced the live coverage starting at 1:30 p.m. in a meeting with the NBC Board.
Nine teams, including Toyota-Iloilo Warriors, Montana Pawnshop-Davao, Valencia Golden Harvest and Iligan Crusaders, will compete in a double-round classification phase that will end in August. The winner will be called the NBC first conference national champion.

Lanao Hydropower Development Corp. (LHDC) will participate in the bidding for the expansion of the Agus 2 power project of National Power Corp. (NAPOCOR), a top company official said.
LHDC chairman Saidamen Pangarungan said the company will specifically join the bidding for the Baloi plains flood control project owned by NAPOCOR.
He said the project would help NAPOCOR fully utilize the capacity of the Agus 2 hydropower project.
"The project will involve the dredging and widening of the Agus River so Agus 2 which is located in Saguiaran can operate in full. Right now, Agus 2 has 180 megawatts but cannot operate all its three turbines," he said. "Every time NAPOCOR attempts to operate fully, it floods the Baloi – resulting to damages and claims against NAPOCOR. So the Baloi plain has to be dredged and widened to be able to accommodate the water coming from Agus 2."
He said if NAPOCOR would be able to start the project in two years’ time, it could cover for the projected 57MW power shortage in Mindanao during that period.
"Once Baloi plains is in place by next year, then Agus 2 can fully operate its 180MW which is an additional 60MW for the Mindanao grid by 2009," he said.
Aside from this project, LHDC is also talking with at least four investors to put up a 225MW Agus 3 hydroelectric power project in Lanao del Norte.
He said three foreign investors and a local group have expressed interest to pour in capital for the $300-million hydropower project which is expected to start construction by the end of this year.
Pangarungan said they may also be exploring the possibility of tapping multilateral financial institutions to take part in the project.
According to the LHDC executive, they expect the project to jumpstart this year and completed in 2011 to be able to help ease the power supply shortage in Mindanao in four years’ time.
"This project is crucial. We hope that some sectors that are opposing the project will see this as a private sector initiative which is aimed at alleviating the power demand problem in Mindanao. We are trying to help bring more capacity in the province," he said.
He warned that unless new power plants are built, Mindanao will start suffering from blackouts in 2009 as there would be a shortage in power supply of 57MW by this time.
The 57MW shortage, he said, is enough to paralyze two provinces in Mindanao.

San Miguel – Coke tiff in Lanao kicks off out-of-town sorties
Continuing its efforts to bring its games closer to the fans, the PBA has lined up eight out-of-town sorties to spice up the 2007 PBA Fiesta Conference that starts on Sunday at the Cuneta Astrodome.
"The out-of-town sorties are in line with the PBA's vision of bringing the league closer to the fans, especially those in the provinces," said commisioner Noli Eala.
He also noted the continued increase in both live attendance and TV ratings during games held in the provinces since the league intensified its regional trust four years ago.
"This is also our way of giving back something to our faithful fans," he added.
San Miguel and Coca-Cola kick off the league's series of provincial games this conference whey they take on each other in Tubod, Lanao del Norte on March 17.
A week later (March 24), it's off to Cabanatuan City as Talk N Text battles Welcoat, before Cagayan de Oro takes its turn hosting Asia's first play-for-pay league with the encounter pitting Alaska against Purefoods on March 31.
The PBA's road trip then takes a three-week respite as the league heads to the Middle East for its first ever out-of-the-country sojourn this conference, featuring reigning Philippine Cup champion Barangay Ginebra against Purefoods at the Al-Ahli Sports Club in Dubai, United Arab Emirates.
The provincial slate resumes on April 21 in Tacloban City where San Miguel clashes with Sta. Lucia Realty. After the All-Star break, the PBA goes to Urdaneta for the Ginebra-Air21 tussle on May 5.
Basketball hotbed Cebu City is the site of the possible explosive match up between San Miguel and Red Bull on May 12, before the PBA shifts to Naga City to stage the Ginebra -TNT match.
Alaska and Red Bull play in the tournament's final provincial outing in Bacolod on May 26.

N. Mindanao pushes power, energy investments
NEGOTIATIONS are currently undergoing to resolve the power shortage in Camiguin prompting the local government to coordinate with the stakeholders of a 69KVA submarine power cable lines from Aplaya in Jasaan, Misamis Oriental.
This, while prospects of a wind-generated power and improvement in telecommunications infrastructure to include direct transportation to the island are also being explored, Regional Director Alicia V. Euseña of the Department of Trade and Industry (DTI)-Northern Mindanao said.
"Stable power in Mindanao is a permanent agenda of the Administration and the government is meeting the challenge of boosting energy supply in the entire island to welcome investors not only by rehabilitating old power plants and construction of new ones but by expanding the field of alternative sources of energy," Euseña said.
Meanwhile, she said regional investments (TRI) of P23.78 billion have been poured into Northern Mindanao in 2006, noting a 24 percent increase compared to P19.22 billion in 2005.
Investments from the chemical-based sector out-paced all others with P13 billion or 55 percent of the TRI, followed by the Agri-Based Sector with P3.8 billion or 16 percent, Services Sector, P2 billion or 9 percent and Trading Sector, P1.6 billion or 7 percent.
Next was the Infrastructure Sector with P724 million or 3 percent, Mining and Metallurgical Sector, P503 million or 2 percent, Forest-Based Sector, P266 million or 1 percent, Consumer-Manufacturer Sector, P83 million or 0.35 percent, Metal Sector, P5.8 million or 0.2 percent and other sources not elsewhere classified, P1.67 billion or 7 percent.
Euseña said by sources of investments, P13.29 billion or 56 percent of the TRI came from the economic zones, such as the Phivedec Industrial Estate- Misamis Oriental (PIE-MO) where Pilipinas Kao, Inc. (PKI), Tagoloan Agri-Milling Corp., and the AAA Wood Processor are located.
This was followed by Business Name Registrations (BNR), an indicator for new investments with P4.16 billion or 17 percent, Banks, P1.26 billion or 5 percent, Small and Medium Enterprises (SME) cluster projects, P219 million or 1 percent, Local Government Unit (LGU) initiatives, P57 million or 0.24 percent, Bank Financing, P1.46 million or .006 percent and from other multi-sources, P4.7 billion or 20 percent.
Meanwhile, Euseña said among the region's five provinces, Misamis Oriental got the biggest TRI share of P15.992 billion or 67 percent, derived mostly from the chemical-based sector representing 81 percent of its total provincial investments (TPI) that included the expansion and purchase of new equipments worth P13 billion of PKI.
On the other hand, Bukidnon with a share of P5.08 billion or 21 percent of the TRI accounted for 91 percent of the region's total agri-based investments while 20 percent of its TPI came from financing institutions, 10 percent from the BNR and the rest from the establishments and expansion projects for biscuits, banana, cassava, palm oil, raw sugar and fresh pineapple plantations.
Likewise, Lanao del Norte's TRI share of P1.67 billion or 7 percent also came from the: Mining and Metallurgical Sector, 28 percent, for the expansion of a steel company while the bulk of its infrastructure investments included the construction of Gaisano Mall in Iligan City, which is targeted for completion after 2 years Trade and Services Sectors, 19 percent and 10 percent, respectively, from the BNR of agri-based ventures, such as, seaweeds and banana production, among others, in the area.
Misamis Occidental had a P858.53 million or 4 percent share of the TRI but 70 percent of its TPI came from the Services Sector derived mostly from BNR, as well as construction and expansion of commercial firms, real estate, restaurants and appliance distribution centers while its Trading and Agri-Based Sectors posed positive growth from general merchandise, fishing and poultry farms, water system and livelihood assistance program from the Phil- Australia Community Assistance Program (PACAP).
Camiguin's P179 million or 1 percent share in the RTI accounted for agri-based investments comprising of bank releases, as well as tourism-based and reforestation projects.

ST. PETER'S COLLEGE
Founded in February 10, 1952, by the late Mrs. Escolastica Punongbayan-Paguio, a visionary with a heart and mind of a true and genuine educator, St. Peter's College has metamorphosed from its humble beginning with 63 Education students in a rented building along Aguinaldo Street near the old market, into what it has become today: a bastion of quality education in this part of the country, producing successful graduates and entrepreneurs in Master of Arts in Education, Commerce, Computer Science and liberal Arts.
St. Peter's College initially offered courses Education in response to the clamor of the people of Iligan City and the neighboring towns for more teachers in both Elementary and Secondary schools. Cognizant of such acute need, the prophetic community leader in Mrs. Punongbayan-Paguio, crafted the academic agenda for St. Peter's College which then set into motion SPC's wheel towards its search for quality education.
After four years from its founding, all classes on that rented building along Aguinaldo Street, were moved to a new and bigger campus at Sabayle Street, where a two-storey structure was constructed to house the offices and classrooms. By this time, enrolment rose to 816 students. The school offered then classes for day and evening students, which led to an increased enrolment. Eventually, a three-storey semi-concrete building, known as the Punongbayan Building was put up to accommodate more students and thereafter a Laboratory school for Education students was also constructed.
The ultimately death of Mrs. Punongbayan-Paguio on July 31, 1969 had momentarily albeit temporarily, stalled the school's wheels to growth. It took the courage and swiftness of the young heir apparent of the schools founder in the person of Danilo G. Punongbayan who saved the school from impending total loss. Imbued with the dynamism, pragmatism, and positive foresight, President Danilo G. Punongbayan withstood the tests of time and difficulties took charge of the academic steering wheels of St. Peter's College and continued on with the academic agenda, which was crafted by his aunt, the school founder.
With the advent of Iligan City's industrialization, St. Peter's College took the opportunity to venture its offering Engineering courses, which have eventually become its flagship courses. The construction of a concrete 3-storey Engineering Building and its machine shop, a modern 3-storey Administration Building, and Elementary Building, and the Technological Center Building were made possible under the able and dynamic leadership of Danilo G. Punongbayan.
In 1997, the school was able to take its first step in the Accreditation process. The groundwork for this undertaking was laid down by the Academic Council under the untiring leadership of Mrs. Carmelita P.Punongbayan, the Vice -President for Academic Affairs and now the new President of St. Peter's College.
There are more plans afoot, but foremost in the minds and hearts of the Administration, Faculty and Staff of St. Peter's College through the leadership of its new President Carmelita P. BTW, meron akong good news about the surveillance project ng city govt. At last nag-start na po yong contractor (cebu based) ng paglalagay ng mga poste na kakabitan ng mga IP cameras. Di ko lang pwedeng sabihin kung saan saan yong mga location. Bawal ata. There will be more than 40 cameras to be installed in different locations including public places. :banana:

ikra March 13th, 2007, 09:45 PM i do hope that helps to minimize and stop the rampant car napping... all cities should have surveillance watching the entry and exit points so that passage of vehicles are easily monitored and we should get an idea as to what city all of these car napped vehicles are going to even though we already have good hunches as to where this is... two of my family members there in the past year were victims of car napping and im really sad that it seems like theres nothing done about it :(

A. STATUTORY NUMBERS
1. This bulletin summarizes the availability of immigrant numbers during April. Consular officers are required to report to the Department of State documentarily qualified applicants for numerically limited visas; the Bureau of Citizenship and Immigration Services in the Department of Homeland Security reports applicants for adjustment of status. Allocations were made, to the extent possible under the numerical limitations, for the demand received by March 8th in the chronological order of the reported priority dates. If the demand could not be satisfied within the statutory or regulatory limits, the category or foreign state in which demand was excessive was deemed oversubscribed. The cut-off date for an oversubscribed category is the priority date of the first applicant who could not be reached within the numerical limits. Only applicants who have a priority date earlier than the cut-off date may be allotted a number. Immediately that it becomes necessary during the monthly allocation process to retrogress a cut-off date, supplemental requests for numbers will be honored only if the priority date falls within the new cut-off date.
2. Section 201 of the Immigration and Nationality Act (INA) sets an annual minimum family-sponsored preference limit of 226,000. The worldwide level for annual employment-based preference immigrants is at least 140,000. Section 202 prescribes that the per-country limit for preference immigrants is set at 7% of the total annual family-sponsored and employment-based preference limits, i.e., 25,620. The dependent area limit is set at 2%, or 7,320.
3. Section 203 of the INA prescribes preference classes for allotment of immigrant visas as follows:
FAMILY-SPONSORED PREFERENCES
First : Unmarried Sons and Daughters of Citizens: 23,400 plus any numbers not required for fourth preference.
Second : Spouses and Children, and Unmarried Sons and Daughters of Permanent Residents: 114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, and any unused first preference numbers:
A. Spouses and Children: 77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;
B. Unmarried Sons and Daughters (21 years of age or older): 23% of the overall second preference limitation.
Third : Married Sons and Daughters of Citizens: 23,400, plus any numbers not required by first and second preferences.
Fourth : Brothers and Sisters of Adult Citizens: 65,000, plus any numbers not required by first three preferences.
EMPLOYMENT-BASED PREFERENCES
First : Priority Workers: 28.6% of the worldwide employment-based preference level, plus any numbers not required for fourth and fifth preferences.
Second : Members of the Professions Holding Advanced Degrees or Persons of Exceptional Ability: 28.6% of the worldwide employment-based preference level, plus any numbers not required by first preference.
Third : Skilled Workers, Professionals, and Other Workers: 28.6% of the worldwide level, plus any numbers not required by first and second preferences, not more than 10,000 of which to "Other Workers".
Fourth : Certain Special Immigrants: 7.1% of the worldwide level.
Fifth : Employment Creation: 7.1% of the worldwide level, not less than 3,000 of which reserved for investors in a targeted rural or high-unemployment area, and 3,000 set aside for investors in regional centers by Sec. 610 of P.L. 102-395.
4. INA Section 203(e) provides that family-sponsored and employment-based preference visas be issued to eligible immigrants in the order in which a petition in behalf of each has been filed. Section 203(d) provides that spouses and children of preference immigrants are entitled to the same status, and the same order of consideration, if accompanying or following to join the principal. The visa prorating provisions of Section 202(e) apply to allocations for a foreign state or dependent area when visa demand exceeds the per-country limit. These provisions apply at present to the following oversubscribed chargeability areas: CHINA-mainland born, INDIA, MEXICO, and PHILIPPINES.
5. On the chart below, the listing of a date for any class indicates that the class is oversubscribed (see paragraph 1); "C" means current, i.e., numbers are available for all qualified applicants; and "U" means unavailable, i.e., no numbers are available. (NOTE: Numbers are available only for applicants whose priority date is earlier than the cut-off date listed below.)

Employment Third Preference Other Workers Category: Section 203(e) of the NACARA, as amended by Section 1(e) of Pub. L. 105 - 139, provides that once the Employment Third Preference Other Worker (EW) cut-off date has reached the priority date of the latest EW petition approved prior to November 19, 1997, the 10,000 EW numbers available for a fiscal year are to be reduced by up to 5,000 annually beginning in the following fiscal year. This reduction is to be made for as long as necessary to offset adjustments under the NACARA program. Since the EW cut-off date reached November 19, 1997 during Fiscal Year 2001, the reduction in the EW annual limit to 5,000 began in Fiscal Year 2002.
B. DIVERSITY IMMIGRANT (DV) CATEGORY
Section 203(c) of the Immigration and Nationality Act provides a maximum of up to 55,000 immigrant visas each fiscal year to permit immigration opportunities for persons from countries other than the principal sources of current immigration to the United States. The Nicaraguan and Central American Relief Act (NACARA) passed by Congress in November 1997 stipulates that beginning with DV-99, and for as long as necessary, up to 5,000 of the 55,000 annually-allocated diversity visas will be made available for use under the NACARA program. This reduction has resulted in the DV-2007 annual limit being reduced to 50,000. DV visas are divided among six geographic regions. No one country can receive more than seven percent of the available diversity visas in any one year.
For April, immigrant numbers in the DV category are available to qualified DV-2007 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers BELOW the specified allocation cut-off number:

Entitlement to immigrant status in the DV category lasts only through the end of the fiscal (visa) year for which the applicant is selected in the lottery. The year of entitlement for all applicants registered for the DV-2007 program ends as of September 30, 2007. DV visas may not be issued to DV-2007 applicants after that date. Similarly, spouses and children accompanying or following to join DV-2007 principals are only entitled to derivative DV status until September 30, 2007. DV visa availability through the very end of FY-2007 cannot be taken for granted. Numbers could be exhausted prior to September 30.

It has been necessary to retrogress the cut-off dates for the Mexico and Philippines Family Third preference category for the month of April in an attempt to keep the issuance level within the annual numerical limit. Further retrogression or “unavailability” in future months cannot be ruled out.
E. VISA AVAILABILITY DURING THE COMING MONTHS
Family-sponsored: It is likely that the Mexico Family First preference cut-off date will retrogress for the month of May.
Employment-based: It is likely that the Employment Third Preference “Other Worker” (EW) category will become unavailable beginning in May.
Both of these issues are the direct result of low annual limits and very heavy demand for numbers, primarily for adjustment of status cases at Citizenship and Immigration Services Offices.

wow really??? nice if in front of this structure...i wish this line of tire suppliers are not there so that ok ang view of the highway...i heard before that gaisano wanted to buy that place but the price of the lot is so high, in time that owner lowered its price, tapos na ang plan sa gaisano...what do u thnk ok pa negosyo in that area after the gaisano is completed?

Tor March 15th, 2007, 10:27 AM the Gaisano mall should have been erected somewhere in a vast but remote area not necessarily in the city centre because I'm sure that the people would find a way to go there no matter which part of the city it is located. It could have been a sparking start for a new development within the city and region. what's nice about spreading the commercial business addresses is that it would minimize traffic congestion and a city with narrow streets like Iligan would benefit from having like one. it would also open up another area in the city for progress and then we can hope to see more commercial buildings sprouting like hotels, fast-food chains, etc...
I do like the exterior design of this mall based on the plan shown here but i'm not really expecting too much from it because Gaisano malls are not really known to have an aesthetically pleasant ambience malls. Even the ones in cebu and cdo are not really well-designed malls although its old age could have been the reason for their being so-so and less attractive. Plus the fact that this mall has only 2 theatres that has given me some kind of a downbeat. I just hope that this mall would NOT turn out like the kind of mall I'm expecting.
What's the plan for Iligan's airport if at all there is one? Which amongst the candidates has ever mentioned it? Again, enough of the badelleses. they have been in seat for a long time yet little progress has been achieved under their terms. Let's give others a chance.

Dimaporos to gun for 3 top posts

ILIGAN CITY -- Defying criticisms of a political dynasty build-up, three Dimaporos will be vying for the top three elective posts in Lanao del Norte province in the coming mid-term polls.
Governor Imelda Quibranza-Dimaporo, her husband, Representative Abdullah D. Dimaporo and their eldest child, Mohammad Khalid are yet to file their certificates of candidacy, but they have already made declarations of their running before different audiences the past weeks.
Governor Dimaporo is set to end her term on June 2007. Hence, she will be seeking the congressional seat in the province's first district.
While she is widely expected to gun for that post as early as February, she has withheld any announcement pending the result of a series of surveys on her "winning prospects."
In the congressional race, she will be facing the daughter of outgoing Representative Cirilo Alipio Badelles, lawyer Angelique Badelles Bacareza, and Iligan City Councilor Vicente Belmonte.
Her candidacy breaks the political truce the Dimaporos have with the Badelleses way back 2001 in which the two parties agreed not to lock horns during the elections whether in a direct or indirect manner.
During Badelles's first congressional run in 1998, the Dimaporos backed musician RJ Jacinto.
In an earlier interview, Dimaporo said apart from the "good prospects" of her bagging the seat, she has been pushed to run for the post by large families in this city.
Admitting it was "unfortunate" to break political ties with the Badelleses, Dimaporo pointed to two "weighty reasons."
The first, she said, had to do with Representative Badelles's "demeanor during the 2004 presidential campaign" in which the latter allegedly supported President Arroyo in the seven towns of the first district while throwing his hat behind actor Fernando Poe Jr. in Iligan City.
"We know how difficult to sell GMA against FPJ that time," she lamented.
The second reason, she further related, has to do with the failure of Representative Badelles to carve this city as a separate congressional district and then re-draw the localities composing the two other districts in the province.
At present, the first district is composed of this city and seven coastal towns.
The congressional candidacy of Dimaporo will also pose a headache within Team Unity as to who will be its official candidate in the race; Badelles is from Kampi, Dimaporo Lakas-CMD. Belmonte is the Genuine Opposition's standard bearer.
Serious matter
Governor Dimaporo will be succeeded by her eldest son, 27-year-old Mohammad Khalid, a US-trained economist who is presently overseeing the family's vast agribusiness interests.
Presently chair of the GSIS Family Bank, Khalid was first floated to succeed his father as representative of the province's second congressional district. This was obviously done to dissuade any serious challenge to the greenhorn politician.
With the current political alignment, Representative Dimaporo will stick with his seat in the second congressional district through which he is expected to continue holding a seat in the powerful Commission on Appointments of Congress.
His camp is expecting a challenge from their former opponents for the post.
As early as February, Marcos Dimaporo, younger brother of Representative Dimaporo, has filed a certificate of candidacy for representative of the second district.
This was followed by word circulating the political grapevine that a cousin, Sultan Naga Dimaporo town mayor Motalib Dimaporo, will face Khalid in the race for the gubernatorial seat.
According to well-placed sources, this indicated the infighting within the Dimaporo clan.
But early this week, the same sources said, "The serious matter was already settled." However, Marcos Dimaporo has yet to withdraw his candidacy.

The launching of the government's Gulayan ng Masa Program on February 7, 2007 in Lanao del Norte which is aimed to minimize hunger and malnutrition through the establishment of backyard gardens is now benefiting 18,981 households in the said province. These households are expected to establish backyard gardens out of the 32,621 packets of assorted vegetables seed assistance given to them by the Department of Agriculture, Regional Field Unit-10 (DA RFU-10) as a start up materials.
Lanao del Norte which is identified as vulnerable to hunger and malnutrition is the Priority 1 target province under the Gulayan ng Masa program implemented by the Department of Agriculture (DA) in coordination with the local government unit. Aside from vegetable seeds, farm tools and implements, organic fertilizer and technical assistance in establishing their own backyard gardens will be extended to beneficiaries.
Out of the 32,621 packets of vegetables, 29,201 goes to the various muncipalties of Lanao de Norte and the 3,420 packets goes to Iligan City.
Mr. Abraham Fajardo of DA RFU 10 who is in-charge in the distribution of the seeds in various areas in Lanao del Norte mentioned that some areas have started land preparation and planting of vegetables. "Prior to the distribution of vegetable seeds, a briefing was conducted among beneficiaries. Planting in pots, sacks, old tires, bamboos and plastic cups and cans were introduced and also encouraged the use of organic fertilizer," Fajardo said.
Gulayan ng Masa program will also be extended to school for the establishment of communal/school gardens. The program ensures that every Filipinos have access to healthy and nutritious food crops through the establishment of backyard and communal gardens. "This way, fresh and nutritious vegetables are always available in every Filipino home and eventually hunger will be minimized. The government is firm in its position to curtail hunger and malnutrition among Filipinos in identified provinces in the country. In region 10, identified provinces that is vulnerable to hunger and malnutrition include Lanao del Norte which is considered as Priority 1 target province, while Priority 2 target provinces include Bukidnon and Misamis Occidental. Camiguin and Misamis Oriental is Priority 3.
Thus the Gulayan ng Masa of the Department of Agriculture (DA) is moving on in different barangays in the provinces to address such pressing problems by ensuring that every household in identified areas are given access to healthy and nutritious food crops through establishment of backyard gardens for their daily food needs.
In region 10, a total of 44,093 households were benefited from the program where DA Regional Field Unit (DA RFU) distributed 27,142 packets of assorted vegetable seeds like kangkong, okra, patola, pechay, ampalaya, pole sitao, squash, eggplant, upo, bush sitao, tomato and sweet pepper worth Pph 800,000.
DA RFU 10 Regional Executive Director Lealyn A. Ramos said that the Pph 800,000 worth of seeds is just an initial assistance to identified beneficiaries in Priority 1 and Priority 2 provinces. “Other assistance will be in the form of fingerlings, native fowls, farm tools and implements and organic fertilizer. DA RFU 10 will likewise provide technical assistance in the establishment of vegetable backyard gardens”, Director Ramos said.
Recently, eight (8) barangays in Linamon, Lanao del Norte benefiting 944 households were given 768 packets of assorted vegetable seeds in a simple turn-over ceremony held at the SB Session Hall in Linamon. The affair was graced by Vice Mayor Noel D. Deano, Chairman of Agriculture/Kagawad Felix Beyal, Municipal Agriculturist Motalib D. Caorong, and Abraham Fajardo representing DA RFU 10.
In his message, Vice Mayor Deano expressed his profound gratitude to DA for the vegetable seed assistance citing that it is very necessary to help improve the nutrition of his constituents. He likewise encouraged his constituents to support the said program as it not only gives them food for their nutrition but additional income as well.

The Department of Agriculture Regional Field Unit 10 in coordination with the Local Government Unit of Iligan City launched the Gulayan ng Masa program and distribution of vegetable seeds and foliar fertilizer on February 23, 2007 at the City Agriculture Office.
The City of Iligan has the highest household beneficiary target of 2,902 in the province of Lanao del Norte. The City Agriculture Office with the assistance of the barangay captains classified the barangays to hinter and urban, wherein hinter barangay beneficiaries will receive seeds such as patola, squash, upo and string beans. However, urban barangays will receive okra, pechay and eggplant seeds.
The barangay captains are tasked to directly distribute the vegetable seeds and foliar fertilizer to their organized groups such as the Women (GAD), Rural Improvement Clubs, farmer associations, farmer’s coop and Barangay Agriculture and Fishery Council for the establishment of backyard garden as well as communal gardens in their respective communities.
In his message, Kagawad Bienvenido Badelles, Committee Chair on Agriculture, encouraged all beneficiaries to support the program. “Let us help one another because it is in us that we will progress”, he said.
On the other hand, Mr. Ladislao Nadura, City Mayor’s Consultant on Agriculture said, “we are very much privileged for the support our government is giving us since not all farmers can receive all these assistance for free. It is our responsibility to do our part and make sure that we can sustain it.”
Gulayan ng Masa aims to reduce rural hunger and improve nutrition in targeted provinces and urban areas through the establishment of backyard and communal gardens. # sva
