Dover ready for Fedbop Open bowling
Friday, April 13, 2007

THE Dover Mega Lanes is ready to host some 500 participants from a total of 91 teams set to compete for honors in the 30th National Fedbop Open Bowling Championships on April 18 to 22.

Host Davao City Bowlers Association (Daciba) president Ninfa Daclan, who guested with supporting Sunday Bowlers Club (SBC) president Emie Orteza, said this during the Davao Sportswriters Association (DSA) Forum at the Tower Inn Thursday.

"We are happy to announce that Dover owner Bong Vergara is very much supportive of the hosting. He had the venue painted for a new look and the machines were already corrected," Daclan said.

She said it is necessary to have the machines corrected to the standards of the Federation of Duckpin Bowlers Congress of the Philippines (Fedbop) and thus avoid delays of the game.

"The machines are the lifeblood of our tournament. If they are faulty, it would halt the games. But we are ready for any alternative should any minor delays happen," Daclan added.

Teams from as far as Sulu, Zamboanga, Bacolod, Ormoc and other cities in the Visayas and Mindanao regions are coming to challenge defending men's team champion Iligan City and women's team titlist Davao City.

"Our teams are ready. Davao City will try to regain the lost championship in the men's event. We finished second over-all last year. This year might just be a time to redeem ourselves," Orteza said.

Daclan said: "We can't be confident with our homecourt advantage. We just have to train harder and do our best for the competition. Our women's teams are up to the title-defense but we can't be complacent." (MLSA)

i went there and there were more than a hundred houses destroyed by that fire...good thing the fire engines from maigo, kolambugan, and tubod, all of lanao del norte came in to help...also fire engines from NAPOCOR, GLOBAL STEEL and the CITY WATERWORKS came to help our local firemen...

it was nice to see the good bayanihan among these firefighters...the fire engines from lanao were on the site and our volunteer fire brigade which has the oldest fire engine came in as water dispatcher to the spraying fire engines...it was a good idea that the fire engines were spraying water while other fire engines sought water to fill in those fire engines that are almost out of water...

it was so hot on the site when i went there during the fire out...even if ur 5 meters from the site its scorchingly hot there...i felt pity among those fire victims who lost their house...they say most on that area is where the drugs are sold but not all pp there sell them...

actually i saw the mayor and the vice mayor there during the fire...and also former mayor franklin quijano...during the fire, they bulldozed an area so that it will not crawl to the other side next to the fire...

TONZI, thanks for this update. Can you give additional info such as number of houses destroyed, number of families left homeless, size of area of damage, where exactly in Saray? Was it the same area where the last fire struck?
Alingatong, if you could post pix of the damage, that'd maybe stir our overseas Kabayans to help in any way.

3 teachers awarded for creative IT use
By TJ Burgonio

Last updated 03:14am (Mla time) 04/15/2007

MANILA, Philippines -- Imagine Juliet calling out to Romeo from the slope of a hill amid towering pine trees, in a localized take on that balcony scene in Shakespeare’s immortal play.

For his English class at the Baguio City National High School-Main, teacher Warren L. Ambat told his students to do exactly that, and produce a short digital film in the process.

Not surprisingly, he emerged among the three winners of Microsoft’s Innovative Teachers Leadership Award (ITLA) in the Philippines, and eventually copped the award as the country’s Most Innovative Teacher in a competition in Cambodia.

The two other Filipino winners were math teacher Donald B. Dungog of Lapu-Lapu City and science teacher Evelyn P. Waperi of Iligan City.

The three teachers are not your typical geeks who spend hours gaping at their computer screens. With some creativity, they brought information and communications technology (ICT) to the classroom, and succeeded in coaxing their public high school students to use it to understand the complexities of tough subjects.

“By choosing to become innovators, and adopting creative and new teaching practices with the use of technology, Warren, Evelyn and Donald are able to expand the learning horizon for their classes,” said Michelle Casio, Microsoft Philippines academic programs manager.

The ITLA is a program under Microsoft’s Partners in Learning, which recognizes creative public high school teachers who have effectively used ICT in the classroom in coordination with the Department of Education.

For the award, each of the contenders from pre-selected DepEd school divisions submitted a portfolio containing their profile, personal essays, three learning materials (with samples of student works for each learning material), and an abstract of works.

“We also wanted to find out whose lessons were effective, sustainable, and able to create an impact in the way the students study and learn,” Casio said.

Out of 10 semifinalists, Ambat, Dungog and Waperi were declared winners of the Third ITLA in Manila on Feb. 13. They next represented the country at Microsoft’s Regional Innovative Teachers Conference in Cambodia on Feb. 28, where Ambat was named the Philippines’ “Most Innovative Teacher of the Year.”

Reading proficiencies

Science teacher Waperi’s feat lay in the study on the reading proficiencies of the Iligan City National High School’s 8,000 students.

Some 3,000 students conducted the study on her instructions, as an offshoot of the school’s poor ratings in science, English and math.

Initially, Waperi, 45, taught the students basic statistics in the first semester, and research write-up in the second semester.

And then for five weeks, the students culled, collated, analyzed and interpreted data, spending much of their time in their computer laboratories and Internet shops.

The results showed that there was indeed a problem in the students’ reading abilities. But the teachers found comfort in the fact that they could use the study to improve the students’ skills in the coming schoolyear.

“Because of the ICT tools, we finished the study in a short time—five weeks. With the use of computers, it was easier to interpret data and present them in graphical form. Otherwise, it would have taken us six months,” Waperi said.

“Although the students encountered difficulties, they’re very proud that they made the study, and they shared it with the school administration,” she said.

Congressional candidate Angging Quibranza-Dimaporo recently filed a petition to disqualify Kampi's Atty. Angelique Dawn Badelles, daughter of Congressman Tikbong Badelles for grounds of premature campaigning. In a petition dated April 11, 2007, Dimaporo urged the COMELEC Provincial Office to seek investigation on this alleged ground for disqualification for Badelles' stickers and streamers bearing her name posted around the city before the official campaign period.

However, following an interview with Atty. Joseph Hamilton Cuevas of the COMELEC Provincial Office, he refused to give comment on the legality of the case as investigation is now being done and not unless a decision will be released from the Commission En banc. The two parties is set for their first hearing on April 25 at the COMELEC Provincial Office 10 o'clock in the morning.

At least a thousand residents were left homeless by a fire in Iligan City on Saturday, ABS-CBN Regional Network Group reported.

Bureau of Fire Protection (BFP) officials said the blaze at 7 a.m. destroyed more than 100 homes in Barangay Saray.

City fire marshal Benigno Amomonpon said the blaze might have been sparked by an unattended lighted candle allegedly used by drug addicts. BFP probers have yet to confirm its initial findings.

No casualties were reported.

Officials said firefighters had difficulty reaching the community because the alleys were too narrow for the fire engines.

Flames immediately spread and consumed the houses made from light materials and built close together.

Authorities said the fire reached the General Alarm level, prompting them to call in firefighters from nearby municipalities in Lanao del Norte and Misamis Oriental provinces.

It took firemen two hours to put the blaze under control.

The Iligan City Social Welfare Department said 500 families are affected by the tragedy. They were evacuated to the Iligan City National High School and are awaiting relocation.

^^ i think her (Imelda Dimaporo's) move is very characteristic of her antics in the gubernatorial race in Lanao del Norte. That move only shows how she is faring against these two candidates, Varf Belmonte and Nikki Badelles.

Of the three, only Varf Belmonte has no desperate antics to blow off the campaings of the other candidates.

According to a reliable source, the Golf and Country Club of Iligan is still worth going to (no other choice).

Just a few months ago, the city govt. conducted an auction for the said property due to unpaid taxes. The winning bid price is only a little more than 3Million (the total amount of unpaid taxes).

Bakit gano'n? Kailangan ba yon? Masama yong ganoon diba? :bash:

i think that move also is a very desperate move especially if one is in the lower end of the surveys. masama nga yong ganoon kasi sinisira mo yung kalaban mo...why not jst campaign for yourself without hitting ur opponent?kasi si belmonte walang ganun eh...si belmonte eh pinagkakaisahan ni dimaporo at badelles....well the good side of these things is that belmonte could earn the sympathy of the people.

alam nyo all i can say is that WE HAVE ALREADY SEEN THE VERY GOOD IMAGE OF THE PAST CANDIDATES BUT MOST OF THEM ARE CORRUPT hiding BEHIND THAT ANGELIC MASK...but here comes the "supposed" BAD IMAGED Belmonte, who's been so good of serving the city even when he's jst city councilor and jst look at what they want to open about his background, the ppl already know that, and most ppl specially in our barangay know the helpfulness of this "BAD MAN"....

THESE CANDIDATES AGAINST BELMONTE are so PATHETIC! THEY JUST SEEM SO HILARIOUS TO LOOK AT...

You're right. But when I say "ang liliit kasi ng mga daan" doesn't mean the streets in Iligan are really that narrow. Nagiging mas narrow lang siya dahil ginawa ngang parking area yong gilid ng mga daan kaya nag-cause lalo ng matinding traffic.

one thing i really hate in iligan's streets is the lack of discipline in the part of the drivers... if you are taking the route which passes by DXN to pop rock area at night, you'd surely be pissed off... jeeps spending 5-10 or even more minutes at the intersection and the vehicles behind sounding their horns as if those were music... jeeeeez....

besides, vendors are making the streets their territories.....

i guess it's really with discipline and law enforcement... nothing's really bad about the size of our streets although i pesonally love to see wider streets in iligan...

HISTORY

The city has its beginnings in the village of Bayug, 2.5 kilometers north of the present Poblacion. It was the earliest pre-Spanish settlement of native sea dwellers, known as Maragats. In the later part of the 16th century, they were subdued by the Visayan migrants from the island kingdom of Panglao. These migrants, led by Pedro Manuel Manook established Bayug as the earliest Christian settlement in the area sometime between 1597 and 1609.

Population growth and safety eventually forced the settlers to move to safer and better forts. One was built in 1632 and another in 1872. Both became the sites of the present Poblacion. From being merely a small district in the Department of Mindanao and Sulu, Philippine Islands in 1903, it grew into a municipality in the ten unified province of Lanao. On June 16, 1950, it became a chartered city by virtue of Republic Act 525 signed into by the late President Elpidio Quirino.

The utilization of the Maria Cristina Falls into a hydroelectric power generating plant in 1952, hastened the urbanization of the city. Industries were established and more people came to settle. The city marked its first one hundred thousand population in 1970, when it posted a population of 104,493. Twenty-five years later, in 1995, a total population of 203,004 was recorded. Simultaneous with its population growth, is the increase in the city’s revenue. In 1983, it was reclassified as a highly urbanized city due to its impressive collection performance.

These major developments in the city were made possible by able and hardworking leaders since its creation in 1898. Its first president under the Aguinaldo Revolutionary Government was Carlito Jariol who served from 1898 to 1900. Its first Municipal Mayor was Jorge Ramiro (1936-1940), while its first City Mayor was Benito Ong (1948-1953). Its longest serving mayor was Camilo P. Cabili, who served Iligan from 1960 to 1984 and from 1988 to 1992 while the shortest service was rendered by Esperidion Sagrado, who was appointed city mayor for the period July 15-17, 1992. Table 1.1.1 shows the List of Mayors of Iligan City since its creation.

For the past decade, the city has been the more important activity center in North Central Mindanao. It is the center of major industries, commercial and educational establishments. It was dubbed as the “Industrial Center of the South.” Recently, it has become a major tourist destination. Since its birth in the 16th century, it has remained a Visayan dominated area in this part of the country. It has, however, retained its role as a friendly neighbor to the cultural communities in its vicinities. It is identified as a growth pole in Mindanao.

Guys, aside from the national highway, is there any diversion road here in Iligan or alternative wide road?

@alliver is correct. the feasibility study of the proposed circumferential road 3 (C3) is already complete.

narrow streets causing traffic jams - does not necessarily follow... in the case of iligan city, traffic jams are caused more by non-enforcement of traffic rules and regulations like no parking, no vendors allowed, no loading and unloading..etc.... plus no proper routing of public transportation...
:-)

I definitely agree.

The province of Lanao del Norte, of which Iligan is the capital, lies in the northern part of Mindanao, where the Zamboanga Peninsula joins with the mainland of Mindanao between Yllana and Iligan Bays.

The two Lanaos formed just one province before, and as such was home to the Maranaos, a native tribe of the region, a fierce and proud people who resisted colonization by the Spaniards and later by the Americans. The old province of Lanao was never really subjugated. The Maranaos continued to wage their bloody wars of resistance. Fortresses Iligan today are mute relics of those bloody encounters. In 1913 they were finally subdued by the Americans. In 1914 the province of Lanao was formally organized.

With new stability in the region, migrants from islands north of Mindanao poured in the northern part of the province. Because of the large numbers of Christian migrants that settled there, as Muslims also settled in the south, the division of Lanao into two provinces was deemed necessary. This division finally took place in 1959, and since then Lanao del Norte has become more Christian, while Lanao del Sur has become more Muslim.

Iligan City today is a boom town, with more migrants coming in. Recent years have seen a sprouting of stores, streets and schools. This growth is attributed to the power generated by the Agus River which begins at Lake Lanao, traverses Lanao del Norte, and provides electric power for the province. Heavy-powered industries have made Iligan their home base, industries such as steel plants, fertilizer plants, ferro-alloy plants, flour mills and cement plants.

Ecclesiastically, all of Mindanao and Sulu came under the jurisdiction of the Diocese of Cebu during the Spanish era. When the Diocese of Zamboanga was created in 1910, it had jurisdiction over the whole of Mindanao. In 1933 the Diocese of Cagayan de Oro was separated from that of Zamboanga and got jurisdiction over Surigao, both Misamises, Bukidnon, and part of the old Lanao, presumably the northern part nearer to it. In 1971, Iligan became a prelature nullius and suffragan of the Archdiocese of Cagayan de Oro.

The Prelature of Iligan was created on February 17, 1971, with the late Bishop Bienvenido S. Tudtud as the first Prelate Ordinary. In November of 1982, Iligan was elevated to a diocese, suffragan first to the Archdiocese of Cagayan de Oro and later to the Archdiocese of Ozamiz. Bishop Fernando R. Capalla was named first Bishop of the Diocese of Iligan. This year, 1995, Monsignor Emilio L. Bataclan became the second bishop of the diocese.

For the church in Iligan it has been a slow process of development considering the existing situation of Christians and Muslims co-existing in the area. In its first stage of development, the church in Iligan was more concerned with a genuine dialogue between the faiths.

The second stage was the establishment of Basic Ecclesial Communities to bring evangelization down to grass roots level, in line with the spirit behind the Second Plenary Council of the Philippines (PCP-II).

As the Diocese of Iligan celebrates its 25th anniversary in 1996, a diocesan pastoral conference is being planned to coincide with the festivities. New strategies and methods will be worked out and defined to answer new social, economic and religious issues facing the diocese at the present time.

There are now 18 parishes in the diocese, served by 24 diocesan and 11 religious priests, assisted by 4 religious brothers and 54 religious sisters. The diocese covers a land area of 3,092 square kilometers with a population of 625,548 of which 78 per cent are Catholics.

The Diocese of Iligan comprises Iligan City and part of the province of Lanao del Norte. Its titular patron is St. Michael, the Archangel whose feast is celebrated September 29.

Among its Catholic institutions are a major seminar, 12 kindergarten schools, 6 elementary schools, 13 high schools and 1 college.

Among its private associations are the Knights of Columbus, Couples for Christ, Apostleship of Prayer, Christian Family Movement, Catholic Women's League, and the Brotherhood of Christian Businessmen of the Philippines.

20 Lanao Norte towns implement OTOP

Twenty municipalities in Lanao del Norte has implemented the One Town, One Product (OTOP) program of President Gloria Macapagal-Arroyo to promote entrepreneurship and create more jobs in the province.

Linda Boniao, Department of Trade and Industry (DTI) - Lanao del Norte Provincial Director said the OTOP program will benefit municipalities because this will stimulate economic activity at the same time uphold the thrust of the present administration.

It says that in Barangay Panoroganan, the natives have been planting the robustia variety for a long time but only for local consumption as it had no market. But the city has struck an agreement with Nestle Philippines to buy Iligan's coffee. Nestle is even helping train the cooperatives involved in coffee plantations. Media folks run for elections
Thursday, April 26, 2007
By Ryan Rosauro

ILIGAN CITY -- The local elective posts up for grabs during the mid-term elections set on May 14 have turned out a number of journalists into politicians in this industrial city of the south.

Similar trend continues to persist in other localities in the northwestern Mindanao region.

For the first time in local election history, eight journalists based in this city have submitted themselves for picking by the electorate.

All of them are gunning for local legislative seats; six for Iligan City councilor: Joe Pantoja, Kim Jaudian, Terry Mecarsos, Rolando Flores, Ariel Anghay, and Jose Booc; Richel Umel for a municipal council seat in neighboring Linamon town of Lanao del Norte; and Nestor Amplayo in nearby Lugait town of Misamis Oriental.

All of them are also engaged in journalism practice in broadcast, although Umel is also writing for a regional and a national daily as news correspondent.

Of the eight, Anghay and Booc have prior political experiences. Anghay was a two-termer city councilor, and is attempting a political comeback now after losing in the previous election. Booc served as chair of Barangay Poblacion before becoming a radio commentator.

According to Lino dela Cruz, an Iligan-based print journalist, the broadcasters who entered the political fray could have factored in their public appeal in the process of deciding.

He said the eight have the edge of popularity and name-recall given their daily exposures in the public affairs programs they figured in prior to becoming candidates.

"Of course, this cannot guarantee their individual victory but they can develop their political base out of it," dela Cruz explained.

This city and nearby localities, like Linamon and Lugait towns, are highly dependent on radio for daily local news and public information.

The print medium used to share this influence but after a leading regional daily closed down its five-year-old operation in October 2004, only weeklies are left to the task of providing printed local news and information.

Previous successful attempts of broadcasters into Iligan City Council seats attest to the influence of radio in local politics.

There are already five of them, including Anghay. The others are Bert Gofredo, former station manager of Radio Mindanao Network-owned DxIC; Jimmy Semania; lawyer Alfredo Busico, an incumbent councilor who started his professional career in broadcast; and Lito Saquilabon, a former DxIC news anchor.

Other areas

In Misamis Occidental, the trend of journalists becoming politicians continues every election, although it has not seen growth like in Iligan.

Broadcasters Gregorio Libor and Jino Maglasang Anoos are coming back; Libor for Ozamiz City councilor and Anoos in Oroquieta City.

Both failed in their respective bids in 2004; Libor for the same seat while Anoos for Provincial Board member.

Outgoing board member Morpheus Agot now runs for mayor of Tangub City as provincial board colleague Carl Zafra seeks reelection.

In Cagayan de Oro, hard-hitting broadcaster Zaldy Ocon is gunning for a second term as councilor, while print journalist Hernan dela Cruz, incumbent councilor of Dumalinao town in Zamboanga del Sur, is running for vice mayor.

All these journalists are able to maintain their respective political bases because after winning election, or even if they failed to clinch victory, they were back in the harness doing reportorial work.

Since 1988, no journalist-turned-politician in northwestern Mindanao was able to clinch a post higher than a legislative seat although there were attempts to do so.

Agot's bid for Misamis Occidental vice governor in 1992 turned out unsuccessful. So is Simplicia Neri's bid for Ozamiz City mayor in 2001.

Dela Cruz's vice mayoralty bid is seen as a test of how journalists can muster strength to win a mutually exclusive political fight.

6 broadcast men enter polls in Iligan City
By Ryan Rosauro
Mindanao Bureau

ILIGAN CITY—At least six broadcast journalists here have joined the race for local positions, making the city number one in Mindanao in terms of the number of media practitioners going into politics this May elections.

The six journalists running for the city council are: Joe Pantoja, Kim Jaudian, Terry Mecarsos, Rolando Flores, Ariel Anghay, and Jose Booc.

Of the six, only two—Anghay and Booc—have prior political experience.

Anghay was two-term city councilor before he lost in the 2004 elections while Booc served as chair of Barangay Poblacion before becoming a radio commentator.

Two other broadcast journalists based here are also running for elective posts in other areas.

Richel Umel, also an Inquirer correspondent, is running for a seat in the town council of Linamon in Lanao del Norte while Nestor Amplayo is running in nearby Lugait, Misamis Oriental.

Lino dela Cruz, an Iligan-based print journalist, said media practitioners who entered the political fray could have factored in their public appeal in the process of deciding.

He said all eight have the edge in terms of popularity and name recall because of their daily exposure to radio listeners.

This city and nearby localities, including Linamon and Lugait towns, are highly dependent on radio for local news and information.

“Of course, this cannot guarantee their individual victory but they can develop their political base out of it,” Dela Cruz said.

There were many broadcasters who succeeded in their bid to join the Iligan city council in the past.

They included Anghay; Bert Gofredo, former station manager of Radio Mindanao Network-owned dxIC; Jimmy Semania; lawyer Alfredo Busico, an incumbent councilor who started his professional career in broadcast; and Lito Saquilabon, a former dxIC news anchor.

DOT, police tandem key to 1st Q tourist influx in Iligan

Iligan City (26 April) -- "We have been closely coordinating with our local police in safeguarding our foreign tourists, and so far we have a zero crime rate," said Agnes Clerigo-Maingat, officer-in-charge of the Iligan Ciy Tourism Office.

Maingat said that there have been no reported cases of foreign tourists being harassed or abused here. In fact, he added, tourist influx from January to March this year has increased by 18.44% as compared to arrivals in the same period last year.

To ensure proper service, the Department of Tourism, Region 10 (DOT-10) recently met with local DOT representatives and other tourism stakeholders to discuss general guidelines in catering to foreign tourists.

Seminars like these and other developments answer President Gloria Macapagal-Arroyo's call for local authorities to ensure the protection of foreign tourists and workers as well, Maingat concluded. (PIA-Iligan)

CENRO Iligan leads Earth Day celebration
by Lorry V. Gabule

Iligan City (26 April) -- Some 250 mangrove propagules were planted in Bayug Island, this city to highlight the commemoration of International Earth Day on April 22, 2007.

As one of the conveners to this year's Earth Day celebration, the Local Government Units (LGUs) through the City Fisheries Aquatic Resources Management Committee (CFARMC), at their own level, opted to have its coasts planted with mangrove, according to Mamacaya Lucman of the Community environment Resource Office, Iligan City-Department of Environment and Natural Resources (CENRO-DENR).

The planting of the propagules, as mangrove seedlings are called, was done in coordination with the City Environment and Management Office (CEMO).

The provincial level meanwhile saw 500 propagules planted in Princess Jane Beach Resort and Moboy Beach Resort in Rupagan, Bacolod, Lanao del Norte. Likewise, 300 propagules were planted in Napo Bakhaw Force, through the CFARMC Magoong Fishermen Association of Barangay Napo, Linamon, Lanao del Norte.

Lucman further said that they also monitored the saplings planted under DENR's Green Philippine Highways (GPH) Program by clearing weeds and repairing defective tree guards.

The DENR, Lucman added, with Earth Day Network Philippines (EDNP), led the Earth Day rites and campaigned for a concerted effort from all sectors of society to sustain and manage the environment.

The national theme for this year is "Stewardship in Action."

Four major conveners were identified, each with corresponding areas of responsibility: Government for Green Governance; Church for Green Sacraments; Industry for Green Economics; and NGO/ Civil Society for Green Choices.

The conveners will be campaign for the following seven Eco-Battles namely: For Clean Air; For Clean Water; For Water Security; For Sustainable Resource Extraction; For Biodiversity Conservation; For Climate Change Reversal; and For Garbage-Free Communities.

Further, the EDNP has identified our Department as the main convener representing the Government sector, Lucman concluded. (PIA Iligan)

Three armed men burn bus in Iligan; 1 killed

One person was killed after three armed suspects set fire to a bus along the highway in Barangay San Roque, Iligan City, ABS-CBN Regional Network Group reported.

Passengers told investigators the suspects disguised themselves as passengers of the Cagayan De Oro-bound De Luxe Rural Transit bus. They boarded along with the other passengers at the terminal and even bought tickets.

Around 10 in the evening the suspects drew their firearms--.45 pistols--and ordered the driver to stop the bus.

Then they forced everyone--the passengers, conductor and driver--off the vehicle. Everyone fled for safety after they disembarked.

Among the bus passengers was Marine sergeant Lorenzo Pimentel, who left his belongings including cash and his service firearm inside the bus.

"Muntik na nga nila akong barilin buti pinatakbo nila ako (They almost shot me. Good thing they let me escape.)," said Pimentel.

Moments after they ran from the bus, some passengers reported hearing two or three gunshots. Later, they saw the bus in flames.

Firefighters from the local Bureau of Fire Protection later arrived at the scene and hosed down the burning wreck. Firemen found a charred body when they inspected the bus' remains after the fire was put out.

Investigators are still trying to identify the body. The bus driver is still missing. Some forty passengers were aboard the bus when the incident happened.

Authorities said they are not rulling out terrorism as a motive for the attack.

RDCC-10 conducts 5-day WASAR training
by Rutchie Cabahug-Aguhob

Cagayan de Oro City (28 April) -- A simulation exercise on how to respond to flood and landslide incidents will highlight the Water Search and Rescue (WASAR) Training conducted by the Regional Disaster Coordinating Council of Region 10 (RDCC) at Gardenia Guesthouse, Macasandig, Cagayan de Oro City.

Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD), region 10, said the 5-day training which runs from April 25-29, 2007 is aimed at enhancing the disaster preparedness and response capacity of local responder groups from the region’s five(5) provinces and eight (8) cities, particularly to flooding and landslide incidents.

He also said the WASAR training is primarily focused on Basic Life Support/ Management of Water-Related Emergencies such as, Life Saving Techniques to include surface diving and underwater swim, Rescue Boat Operations to include boat handling, safety, recovery and handling of victims and Rope Operations.

The training is handled by expert trainers from the following government agencies: 505th Search and Rescue, 3rd Squadron and Tactical Operations Group (TOG) of the Philippine Air Force (PAF), Mines and Geo-Sciences Bureau (MGB) of the Dept. of Environment and Natural Resources (DENR) and Philippine National Police (PNP).

Dept. of Health (DOH), Philippine National Red Cross (PNRC), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA), Makati Rescue, Philippine Coast Guard (PCG), Bureau of Fire Protection-Search and Rescue Unit (BFP-SRU) and OCD.

Meanwhile, he said disaster preparedness trainings like WASAR are specially significant not only because of the recent typhoons but because of Northern Mindanao’s geographical location and record of flood occurrences in its low-lying areas situated within the coastal sections, river deltas and floodplains.

A natural hydrological phenomenon, flood is an abnormal progressive rise in the water level of a stream/river that may result in overflowing from its normal confines and subsequent inundation of areas which are not submerged in water.

It is usually the aftermath of meteorological events that include intense and prolonged rainfall spells and usually high coastal and estuarine waters due to storm urges and seismic activities in coastal areas particularly susceptible to flooding due to tsunamis or seismic sea waves.

There are five (5) types of floods: flash floods which are of short duration but of great volume in terms of amount of run-off water, rivierine floods which may continue for a period from a few hours to many days, sheet floods which are the downstream counterpart of flashfloods but with longer duration and coastal or tidal floods which may extend over a long distance along a coastline but with usually short duration.

Accordingly, riverine flooding is probably the most common type of flood that has been affecting Northern Mindanao, Engr. Juanito A. Manzano, Chief Geologist of MGB-10 said.

Based on the geomorphic characteristics of certain parts of the region, MGB-10 initially came up with a listing of the identified flood-prone areas in the following provinces:

Bukidnon - areas along the Maridugao, Malutipay and Sagayan rivers affecting Kalilangan and the neighboring towns of Pangantukan and Kadingilan, those near the banks of the Pulangi River affecting Valencia City, Maramag, Quezon, Don Carlos, Kitaotao, Dangcagan, Kibawe, Damulog, San Fernando towns and along the rivers of Tigua, Malitbog and Muleta including the smaller northeast-flowing creeks such as the Lapao, Tinugpaan, Bantayan and Marabog Creeks in Pangantucan and Maramag.

Camiguin - areas located at the deltaic sections of Angalan, Dingasan, Looc and Puti Rivers of Catarman, Mabini and Balbagon Creeks of Mambajao and Mahinay River in Mahinog.

Lanao del Norte - areas near the banks of Mandulog, Iligan, Pugaan and Bayug Rivers particularly Barangays Mahayahay, Tubod, Tambacan, Abuno, Santiago, Poblacion, Villaverde, Saray, Tibanga, Suarez, Maria Cristina and Tomas Cabili in Iligan City, Larapan River in boundary of Linamon and Kauswagan and the estuatires of Bulod and Sagadan Rivers in Tubod, its capital town.

Misamis Occidental - all towns and cities in the province, except for Concepcion and Don Mariano which are located in the hinterlands, are prone to coastal flooding, especially, those areas within the low-lying floodplains and the distributary channels of the Diuyu, Langaran, Daisug, Paypayan, Oroquieta, Tipan, Dulapo, Aloran, Palilan, Panaon, Sumasap, Sinacaban, Sinonoc, Salug, Labo, Clarin, Tudela, Maradji and Demoroc Rivers.

Misamis Oriental - areas near the coastal lowlands along the mouth of the Odiongan and Samay Rivers, those near the banks and floodplains of the Mangiskis and Malubog Rivers in Gingoog City, those near the Agusan, Biga-an, Cugman, Cagayan, Iponan and Umalag Rivers and Bitan-ag Creek in Cagayan de Oro City and the rivers of Molugan, Tagoloan, Balatucan, Musi-musi, Balingasag, Alubijid, Initao and Talaboan in Naawan including the Talisayan Creek. Iligan may indeed have some beautiful waterfalls, as we all know. They look good in the tourism web pages and city web sites. But woe to the tourist that shows up wanting to go see them. They either won't be open or your driver won't know how to get there.

I hope that someone, someday, can figure out a way to do more to make access to these sights easier for visitors.

But I enjoyed what I did see in the area.m))

Here are some pics from the bridge above Maria Christina Falls just as they opened the spillway. Hope link works since I have not posted here before.

Sayang ang Iligan. It has a very rich natural resources yet the people managing it are taking everything it has for granted. This is probably the only city on earth that is blessed with more than 20 waterfalls, yet little do we see its (local) government is doing something substantive to promote it as a major tourist destination. I think this election time would be the perfect time for rethinking if it's still wise to continue to submit your trust to those incumbent officials. I was there last week and I was very disappointed with its slow growth and the ironic water shortage problem.

BTw, what’s the real score now of Iligan's airport development plan? Does anyone here who knows anything about Iligan to finally have its own airport? Please take time to share it here.

Alingatong and gors: good job in promoting Iligan here! Your undying love and that rousing enthusiasm to Iligan’s dazzling future made me actually think you’re two of the best people there who should be occupying the seats which are currently occupied by the Badelleses and the Cruz’s. (How do you make Cruz plural?) I won’t be surprised if I hear you guys holding a position in public office someday.

They really need to develop Iligan's tourism potential.

There is already the 445M peso 15 year Water Development Program to answer the water problem. IMHO...wala tayong shortage. The problem is in the distribution.

The Iligan (Balo-i) Airport is already open kaso wala pang flights servicing the route. Hindi pa siguro tapos ang negotiations nila with SEAir and Asian Spirit. Anyway, I'm more interested in the construction of the Laguindingan International Airport than this.

TKC Steel eyes board upgrade at stock mart
04/30/2007

TKC Steel Corp. has filed an application with the Philippine Stock Exchange (PSE) for the upgrade of its listing from the small and medium enterprises (SME) board to the second board.

The company has also applied for the additional listing of P680-million shares, which were subscribed by majority shareholder, Star Equities.

TKC Steel acquired control of two steel businesses using resulting equity infusion of P680 million from Star Equities: 100 percent of Treasure Steelworks Corp. in Iligan and 90 percent of Zhangzhou Stronghold Steel Works Co. Ltd. in China.

Treasure Steelworks operates the largest steel billet plant in the Philippines with an annual rated capacity of 300,000 metric tons. Its products are used by rebar manufacturers to produce steel bars for the construction industry.

Zhangzhou Stronghold Steel is the first seamless pipe manufacturer in Fujian province in mainland China. These products are used in the oil and gas industry.

It will be serving not only the domestic China market but also export markets such as Indonesia, the Philippines and other Southeast Asian countries.

TKC Steel Corp. plans to increase additional capital in a follow-on offering within the fourth quarter of the year. The firm has appointed First Metro Investment Corp. as Financial Adviser and Issue Manager. Offering proceeds will be used to expand the China business.

Star Equities is an investment and holding company owned by the Tiu family who has been in the steel business for over 40 years.

The Tiu family has significant business interests in construction-related businesses such as Goodyear Steel Pipe Corp., property development and tourism under the Discovery Suites Group flagship and financial services, such as i-Remit and Sterling Bank of Asia. FYI This is the 10pt agenda of the city gov't.

--------------------------------------------------------------------------------------
1 Business Initiative and Tourism
“ Business and Industry is the engine of the City’s economic growth.”

Transforming the local economy is the primary responsibility of the private sector, with the LGU playing a supportive role , is to create a conducive climate for economic activities, not to substitute for private initiative.

2 Assured Peace and Order
“Iligan is one of the most peaceful places in Mindanao. We should promote it as a place of destination.”

Development is always preconditioned by the presence of peace and order.
If people can fell safe and secure (in terms of life and property), confidence level in business grows proportionately.

3 Delivery of Basic Services
“We are redirecting public funds for public use.”

Basic services refers to improving poor people’s access to and effective use of basic services including health care, education, water, and roads. In short, it aims to enhance people’s living conditions.

4 Occupational Priorities
“Improve the capability of our manpower and network with employment agencies.”

There are many faces of poverty and one of its ugly face is unemployment. For Local government to free people from the clutches of poverty is to provide employment opportunities, if not, employment generation. But employment generation is basically tied up to business growth.

5 Responsible Governance
“A public position is a public trust.”

Good governance ensures that political, social, and economics priorities are based on a broad consensus, and that the poorest and most vulnerable members of society are heard in decision- making.

6 Barangay Empowerment
“Make Barangay services more responsive to the people’s needs by giving the barangays what is due them.”

People are the principal wealth of the cities. They are both the object and means of human sustainable development. Citizens, especially women, children and disadvantaged groups, must be empowered to participate effectively in decision- making processes. The Goal of empowerment is to improve responsiveness.

7 Assertive Education
“Let’s invest on computer literacy”

The Local Government Code (LGC) mandates LGUs to set a portion of its budget has to be spent proportionately on the salary, maintenance, and development to school equipment and facilities.

8 Reforms in Health and Environment
“Bring primary health services closer to the people, and continue the clean and green habit.”

World Bank study states that primary health care is to most highly utilized level of health services by the majority of people (those living below the poverty line). And to achieve sustainable development, it necessitates the comprehensive care of the environment (air, land, and water).

9 Bureaucratic Upgrading
“Get rid of red tapes”

Services provided by the city should be customer- friendly.

10 Accountability and Transparency Of Public Official
“I believe in leadership example"

Elected and appointed officials and other civil servant leaders need to set the example of high standards of professional and personal integrity. There should be no place for corruption in cities. Corruption can undermine local government credibility and can deepen urban poverty. Public access to information, the equal application of laws and policies should be applied in a transparent manner.

(UPDATE) Driver dies in Iligan bus torching

Three armed men set fire to a bus and burned its driver alive on a highway in Barangay San Roque, Iligan City, ABS-CBN Regional Network Group reported Sunday.

Firemen recovered the charred body of Bienvenido Burtano, 48, when they inspected the bus' remains after flames were put out.

Survivors told investigators the assailants disguised themselves as passengers of the Cagayan de Oro-bound De Luxe Rural Transit bus. They boarded along with the other passengers at the terminal and even bought tickets, witnesses said.

Past 10 p.m. Saturday, the assailants drew their .45 caliber pistols and ordered Burtano to stop the bus.

The gunmen forced the passengers, Burtano and the bus conductor out of the vehicle. Everyone fled to safety after they got off.

Among the passengers was Marine Sgt. Lorenzo Pimentel, who left his belongings, including cash money and his service firearm, inside the bus.

"Muntik na nga nila akong barilin. Buti pinatakbo nila ako (They almost shot me. It was a good thing that they let me escape)," said Pimentel.

Moments after they ran from the bus, some passengers reported hearing two or three gunshots. Later, they saw the bus in flames.

Local firefighters arrived at the scene and hosed down the burning wreck. Firemen found Burtano’s body when they inspected the gutted remains of the vehicle.

It was unclear as of this posting how Burtano made his way back to the bus after he and the others were told to run away.

Police, meanwhile, believe that terrorists were behind the attack.
