Ewan ko lang ha pero how could they promote local tourism more effectively kung mismo PC kulang sila. Paano na kung merong mga inquiries. Mesmong Local Tourism website eh wala. STUDENT'S SUMMER JOB (http://www.iligan-city.gov.ph/details.php?newsid=1178087595)
By: EAMayormita
CIO Press Release
May 2, 2007

Although the Public Employment Services Office (PESO) of the Iligan City Hall previously announced that it can only accommodate 138 students aged 15 to 25 years old for this year’s Special Program for the Employment of Students (SPES), it has absorbed a total of 437 applicants.

Successful applicants who qualified for the summer job program under the Cruz administration attended an orientation seminar at the SP Session Hall for the necessary briefing on their job assignments after which 307 were given the chance to serve for five days, 100 students for 20 days and 30 students for 30 days. They have started working in the different local barangays including the Clean and Green program which will likely include a post election clean up drive.

The Iligan City government has initially allotted PHP 500,000 for the SPES this year targeting some 138 student applicants from low income families to help them in their school-related expenses before the opening of the next school year. Of the 437 SPES beneficiaries, 307 are entirely funded by the city government while the 130 are given 60% subsidy by the Department of Labor and Employment (DOLE) with only 40% coming from the city government for salaries.

Successful student applicants submitted the following requirements in a long folder:
• two (2) certified true photocopies of Birth or Baptismal Certificate;
• two (2) certified true photocopies of Student’s Class Cards or Certification from the School Registrar;
• Class Cards for College Students or Form 138 for high school students;
• two (2) certified photocopies of parents’ latest Income Tax Return or Certification from the Barangay Chairman for an income not exceeding PHP 36,000 per annum;
• two (2) 2x2 ID pictures with name tag; and
• one (1) 1x1 ID picture.

Book bares death march in Mindanao

http://manilamaildc.net/images/newsimg/04april07/deathmarch.png CHICAGO – At the 65'th anniversary of Bataan Death last Monday, April 9th , nothing has ever been heard about "Mindanao Death March."

A book written on Filipino World War II veterans made sure that the atrocities that both Filipino and American Allied soldiers suffered in the hands of the Japanese on April 9, 1942 was not confined to Central Luzon.

"Filipino Veterans of WW II And Endangered Human Specie (Philippine Veterans Legion, 2005) written by Francisco G. Cedula disclosed that almost, 2,500 men were ordered to assemble at Camp Kiethly in Lanao, in July 1942 and from there, we were made to walk to Iligan, 50 kilometers distance away, quoting survivors Lt. Auxencio Penaranda and Sgt. Rufino V. Balayo.

In the 276-page book, Penaranda and Balayo added, “Dozens of American officers and soldiers who were weakened by the heat and hunger were shot outright by the Japanese. Many “walkers” realizing the horror of surrendering to the enemy escaped at every opportunity."

These escapees later became organizers of guerilla movements. They re-assembled the 10th Military District under Col. Wendel W. Fertig. Those who chose to stay in camp gave their arms and ammunition to the escapees.

“The daylong march was the first episode in a series of marches until the POWs were confined in the old Bilibid Compound in Manila.

‘It was about September 1942 when we reached our final destination, the O’Donnell POW camp. Malnutrition and cruelty of the Japanese took a heavy toll with the death rate increasing every day. The Japanese captors decided to release us after three months in the POW camp,’ the book added.

VIRGINIA TECH – The War Memorial pylons were surrounded by candlelight early this month as Virginia Tech students gathered to remember the Bataan Death March. In Virginia, vigils also took place in Charlottesville, Richmond, Williamsburg, and Virginia Beach. “This is the first vigil to be held at (Tech) specifically to remember the Bataan Death March,” said Brian Gerardo, Education and Advocacy Chair of the Asian American Student Union at Virginia Tech. “We have held vigils in the past to honor the Filipino soldiers who fought in World War II, including one last Veteran’s Day, but this is the first one to focus on Bataan." “When you look in an American history textbook, you won’t see that Filipino soldiers were alongside Americans during the March,” said Gerardo. Several speakers addressed the gathered students during the one-hour vigil, including Omar Maglalang, sophomore communication major and Education and History Chair of the Filipino American Student Association (FASA) at Virginia Tech. “75,000 soldiers from the Philippines and the United States were led through the most treacherous situations known to man. During their march, many died from heat stroke, malaria, hunger, and dehydration,” said Maglalang. “lthough two-thirds made it through the march, five to ten thousand Filipinos and about 650 US POWs died."

The students in attendance were moved by the event, and many stressed the importance of remembering the Bataan Death March and those who lost their lives. “We can spread the word and talk to Congressmen and women to push for equal rights for Filipino veterans,” said FASA president Danny Lintot, a junior Human Nutrition, Foods, and Exercise major.

Police eye torching as 'retaliation' (update)
Thursday, May 03, 2007
By Ryan Rosauro

OZAMIZ CITY -- The bus burning incident in Iligan city Saturday evening is most likely "retaliation" to a hit-and-run accident that happened a day earlier, a police intelligence source said.

Bienvenido Bortano, a 48-year-old resident of Tagoloan, Misamis Oriental, was killed as three armed men burned the bus he was driving.

According to police investigation, the assailants ordered Bortano at gunpoint to stop in a portion of the national highway in Barinaut village, ordered the bus conductor and its passengers to alight, except for him, and then torched the bus. They then fled to an unknown direction.

The Rural Transit bus was bound for Cagayan de Oro from Dipolog city.

The same bus figured in a road accident Friday afternoon that killed two children in Kolambugan town. That day, the bus was bound for Dipolog from Cagayan de Oro city, expectedly to pass by Ozamiz via ferryboat from Mukas.

According to a school teacher who was among its passengers, the driver immediately went straight to the police headquarters of nearby Tubod town to surrender.

At the police station, the unidentified driver also sought protection as relatives of the victims chased him there after the accident.

An employee of Rural Transit said if indeed the bus burning was retaliation, Bortano became the unintended target as it was not him who figured in the Friday accident.

There were also previous reports that the torching may have been done by the communist New People's Army (NPA) rebels but they have yet to confirm these reports.

^^ Just read the report. So, they torched the bus out of vengeance. They torched the right bus, but they killed the wrong driver. Anyway, I will wait for the results of the investigation.

Besides, the commies can't go in Iligan without getting undercover. The city itself has two military camps (as far as I know): Camp Pintoy and 401st Brigade Camp (I forgot the name of the camp).

If London has Big Ben telling them what time it is, Iligan has their own Big Ben telling them to eat there where the food is reasonably priced and delicious. Big Ben is a two storey air-conditioned restaurant located in the corner of Gen. Aguinaldo St. and S.T. Lluch St.

Turones de langka. For 21 pesos you get three big crunchy rolls of turon stuffed with sweetened banana and langka then sprinkled with confectioner's sugar. Me and my sweet tooth love this very much. For me it can beat Jollibee's banana-langka pocket pie anytime in both price and taste.

With elections only a half month away, the political derby in Iligan City is already sizzling up. Top bets for city mayor are Lawrence Cruz (LDP); Franklin Quijano (Lakas-CMD); and Alejo Yañez. Vice mayor contenders are Henry Dy (UNO); Ruderic Marzo (Kampi); Romeo Nabua (Lakas-CMD) and Franco Badelles (LP). Candidates for representative of the 1st congressional district are Imelda Quibranza-Dimaporo (Lakas-CMD); Vicente "Varf" Belmonte Jr. (GO/UNO); Nikki Badelles (Kampi); Uriel Borja (Independent), and Leo Zaragoza (LP).

Noticeable among the contending lineups is that Lawrence Cruz's running mate under his party's slate is councilor Ruderic Marzo. The surprising change in the tandem is reportedly the choice of their party or coalition. It's indicative of a major shift in political alliances. Lawrence Cruz apparently has thrown his support for his relative, Nikki Badelles, on her congressional bid. Nikki is the daughter of outgoing congressman Alipio "Tikbong" Badelles. Ruderic Marzo and Nikki Badelles both belong to Kampi. On the other hand, Henry Dy and other allies, like Moises Dalisay, Jr., Voltaire Rovira, Alfredo Busico, and Chonilo Ruiz, are sticking it out with councilor Varf Belmonte, who is running against Nikki Badelles for Iligan's congressional seat. Henry's mayor of choice, however, is still Lawrence Cruz as some of his banners and political ads show a "Belmonte-Cruz-Dy" combination. Varf Belmonte, an engineer and husband of alumna Roseanna Co, is said to be the leading contender in the race for the congressional seat. His bailiwick consists of many coastal towns in Lanao del Norte. His strongest opponent appears to be Imelda Dimaporo, who is on her last term as governor of Lanao del Norte. A member of Iligan's Quibranza clan, she is the wife of congressman Abdullah Dimaporo, son of the late political kingpin, Ali Dimaporo.

Also back joining the fray is Jose "Joe" Booc. A perennial candidate, Joe is running anew for councilor of Iligan City. He ran for the same position in the previous election but failed to make it. Joe is a former barangay captain of Iligan Poblacion. Of late, he has identified himself as a media man.

I became witness to the making of an Autonomous Lechon Baboy (roasted pig) this Christmas holiday. If you're thinking that the pig roasts itself without the need for any human intervention, well you've watched too many cartoons and anime shows - you're pushing it. Unlike the common lechon in Luzon which tastes nothing without the sarsa ng lechon (lechon sauce) made from ground pork liver, starch, sugar, salt and spices, lechon in Mindanao and Cebu can be deliciously eaten as it is without any sarsa. The taste can stand out on its own and make everyone who eats the lechon gloriously happy with its taste - as it is. Thus the title Autonomous Lechon. Akala nyo kung ano na 'no?

I was first served this kind of lechon a few years back in Iligan. Not knowing anything about this lechon, I was waiting for lechon sauce to be served but I noticed that everyone already started eating. To my surprise, Lilia told me that no lechon sauce will be served. "WHAT!!! Eh di walang lasa?" As soon as my teeth broke the crisp lechon skin and as my teeth sank in the tender and juicy meat, flavors and aroma filled my mouth and I immediatly accepted that I was wrong and took another BIG bite of lechon. "This lechon is amazing!"

Now I know better. The flavor and taste is built-in the lechon itself, not depending on lechon sauce. How do they make lechon is this side of the Philippines? Well, they clean the pig's skin with boiling water until it is pinkish white, remove all the innards, split the pig's spinal cord by chopping it lengthwise, stick a big bamboo stick up the pigs pwet up to its mouth, then stuff the pig with lots of tanglad, salay, laurel leaves, onion, garlic, red pepper, green pepper, onion stalks, salt and vetsin, then roast it patiently until crisp and brown.

http://i107.photobucket.com/albums/m300/gors_iligan/lechon1.jpg

http://i107.photobucket.com/albums/m300/gors_iligan/lechon2.jpg

http://i107.photobucket.com/albums/m300/gors_iligan/lechon3.jpg

http://i107.photobucket.com/albums/m300/gors_iligan/lechon4.jpg

Now you have a lechon unlike any lechon in Luzon that needs no Mang Tomas or Andok's sarsa. It's perfect companion is Iligan's very own suka Pinakurat. This vinegar's fragrant, sour, tongue biting taste compliments perfectly the crispy lechon's juicy, aromatic, salty taste. This lechon has my loyal vote even if it ran in this year's election. I also love the now popular Lechon Manok ni Sr. Pedro which also originated from Mindanao.

Pagkalami gayud! Walay makalupig!

Cold-rolled steel tops NorMin’s 2006 exports
by Rutchie Cabahug-Aguhob

Cold Rolled Steel with a value of US$160.877 million emerged first in Northern Mindanao’s list of top 10 exports and contributed a 23.8% share in the total regional exports (TRE), last year.

This was followed by Crude Coconut Oil with a value of US$ 118.575 million posting a 17.6% share in the TRE,Regional Director Alicia V. Eusena of the Department of Trade and Industry (DTI), region 10, said.

Canned Pineapple products which used to top the list in previous years, came 3rd with US $85,591,760 and a TRE share of 12.7%.

The other products, their order in the list, value in dollars and share in the TRE are as follows: Sintered Ore, 4th, US$64.041 million or 9.6%, Cochin Coconut Oil, 5th, US$54.165 million or 8.0%, and Oleo Chemicals, 6th, US$48.036 million or 7.1%.

Ordinary Portland Cement, 7th, US$18.253 million or 2.7%, Milk Powder, 8th, US$13.747 million or 2.0%, Desiccated Coconut, 9th, US12.371 million or 1.8% and Copra Solvent Extraction Pellets, 10th, US$9.330 million or 1.4%.

It can be noted, Eusena said, that these top10 export products contributed 86.7% of the TRE for 2006 and that Oleo Chemicals, Ordinary Portland Cement and Copra Solvent Extraction Pellets which are all new performers have eased out Fatty Alcohol, Frozen Shrimps and Cement Clinker out of the top10 list.

Meanwhile, she said in 2006, the region’s TRE totaled US$674.712 million posting a 24.6% increase over the US541.425 million TRE of 2005.

Of the region’s five (5) provinces, Lanao del Norte whose exports included those of Cold Rolled Steel from Global Steel Philippines, Inc., and Crude Coconut Oil of Granex, Inc., both of Iligan City, ranked first and second in the region’s top 10 list, respectively, posted the highest value of exports at US$336.179 million, thereby, contributing the biggest share of 49.8% in the TRE.

Misamis Oriental, which has always been the traditional main exporter of the region, until 2006 and exporter of Canned Pineapple Products, ranked only second, with US$310.641 million or a share of 46% in the TRE.

The rest of the provinces had the following record of value of exports and share in the TRE: Bukidnon, US$24.128 million or 3.6%, Misamis Occidental, US$3.643 million or 0.5% and Camiguin, US$121,383 or less than 0.1%.

On the other hand, Eusena said, during the 4th quarter of 2006, Cold Rolled Coils also posted the highest value of exports at US$62.736 million and the highest share of 34.3% in the TRE of the region while it posted a 199.1% increase over its value of US$20.975 million in the same period of 2005.

The DTI data for the period, likewise, show the rest of the top 10 exports of the region, their order in the list, together with their values and share in the TRE:

Crude Coconut Oil, 2nd, US$34.736 million, 19%, Canned Pineapple Products, 3rd, US$21.138 million or 11.5%, Sintered Ore, 4th, US$14.076 million or 7.7% and Oleo Chemicals, 5th, US$10.564 million or 5.8%.

Milk Powder, 6th, US$5.632 million or 3.1%, Cochin Coconut Oil, 7th, US$4.509 million or 2.5%, Copra Solvent Extract Pellets, 8th, US$3.535 million or 1.9%, Other Steel Products, 9th, US$3.003 million or 1.6% and Ordinary Portland Cement, 10th, US$2.731 million or 1.5%. (PIA 10)

Zoey Cafe is a popular food place located along Aguinaldo Street. They serve mostly snacks so the place is packed during mid-morning and mid-afternoon. The place can get noisy as groups frequent this place. In Zoey's, you are given the order list and you write down your orders. I find it really convenient and efficient. Food is ok and reasonably-priced. We had the fish fillet sandwich, carbonara, strawberry milkshake and bottled water for P162 (less than $3).

(PIA 10)

^^ Yup. There's still room for more industrial plants but I'm more keen on widening Iligan's economic base. While maintaining and strengthening its role as an industrial center, it's good to maximize the potentials of other sectors particularly agriculture, tourism and commerce.

Ex-Slasher leads Pagadian five in NBC
By Henry C. Villalva

FORMER Negros Slashers point guard Maui Huelar combined with ex-PBA pro Mike Orquillas and the backcourt tandem teamed-up with John Villaver to propel the fiery comeback of the Pagadian City Explorers against the Ozamis Cotta Shrine five of Mayor Reynaldo Paroginog in last Monday's matchup of the National Basketball Conference (NBC) National Cup series in Ozamis City.

The Explorers actually sizzled in the payoff period to topple the grand slam champion Ozamis quintet, 77-74. Huelar, a mainstay of the Negros Slashers in the defunct Metropolitan Basketball Association (MBA), finished with just 4 points but dished out 8 assists and made two crucial steals in the third to ignite the win.

Huelar and former Negros Slashers teammate Leo Bat-og are among the former MBA stalwarts now seeing action for various teams in the NBC.

Meanwhile, over in Lucena City, Quezon Villa Anita snapped a five-game losing streak by beating Montaña Pawnshop-Davao, 80-69.

It was the fifth win in eight outings for the Explorers but only the second for Quezon.

Ex-pros Henry Fernandez and Tonyboy Espinosa finished with 15 and 13 points, respectively for Monataña while Bryan Gahol led Quezon with 14 and got able support from ex-MBA stars Jeff Sanders and Danny Capobres to preserv Quezon's victory.

Orquillas and Villaver paced Pagadian with 13 apiece while Negrense Marlon Bascon teamed-up with Cebuano Bruce Dacia to lead Ozamis with 18 and 13, respectively.

Iligan is currently on top of the nine-team standings with a clean 5-0 win-loss slate while Toyota-Iloilo, which has several former West Negros College Mustangs in its lineup, are occupying the cellar of the standings with a 1-5, win-loss card.

Manny Pacquiao's GenSan squad, mentored by Bacoleño Jesus Ramon Pido, totes a 2-4 record good for fifth.

Iligan Comelec to delay voters' book
By Lizanilla J. Amarga

JUST barely 10 days to go before Election Day, yet the Commission on Elections (Comelec) in Iligan City is now forced to postpone the sealing of their book of voters that included those from Iligan City and Lanao del Norte.

Comelec-Northern Mindanao acting-assistant regional director Carlito Ravelo revealed that they have undertaken a reshuffling among their election supervisors from their usual designated offices.

Newly-installed Comelec-Iligan City election supervisor Chubasco Caiña said Friday their request stemmed from how their main computer's hard drive, which contained their list of voters and other very important records, went missing for six days.

"Because for six days, we could not account as to where and what happened to our hard drive. So, I have to double check its contents with that of our records," he said.

Caiña was formerly assigned at the Comelec-Bukidnon office.

But due to the reshuffling of some election supervisors, this lawyer was re-assigned to Comelec-Iligan City to act as its election supervisor while its original Comelec-Iligan head lawyer Liza Barrido was temporarily transferred to Comelec-Oroquieta City for this May elections.

Caiña who originally engaged in private practice here in Cagayan de Oro City recalled how he assumed into office last April 28.

He said he asked as to the whereabouts of their computer's hard drive and that he was told by his staff there that the hard drive malfunctioned last April 22.

"So, I asked my staff where is the hard drive now? And they answered me that the hard drive was no longer in the office premises,” he said.

Caiña said he was then told that it was Barrido who was in custody of their computer's hard drive.

But this election officer said he was surprised six days later when the hard drive was suddenly installed back into their computer's central processing unit (CPU).

"Last April 29 my assistant told me that the hard drive was installed back," he said.

In a separate interview, Ravelo pointed out that it is well and good that Caiña would double-check the figures just in case.

"Because it will be Caiña himself who would be held responsible on whatever happened if he did not double checked their records," he said.

Ravelo pointed out that any Comelec election supervisor should always make sure that the hard drive containing their list of voters and other important records is safe and not tampered.

"In fact, if the election officer does not trust any person in his office he or she can take the hard drive to his/her house for safekeeping," he said.

Ravelo disclosed that their office was forced to reshuffle their employees earlier to avoid any further talks, intrigues and criticisms against their election supervisors serving in some areas.

"Because there were already talks that there are some of our election supervisors are allegedly partisan already so we re-assigned them but only for this election," he said.

8 radio broadcasters are candidates in Iligan City
05/04/2007 | 02:13 PM

CITY - The mad scramble for local elective posts has drawn a record number of journalists running for councilors in this city, trend that is replicated in other areas of the northwestern Mindanao region.

Already, eight radio journalists here have filed their certificates of candidacy for councilors.
They are Joe Pantoja, Kim Jaudian, Terry Mecarsos, Rolando Flores, Ariel Anghay, and Jose Booc while Richel Umel and Nestor Amplayo are running for the town council of Linamon and Lugait respectively.

Of the eight, Anghay and Booc have had prior political experience. Anghay has held two terms as city councilor and is attempting a political comeback now after losing in the previous election. Booc was chairman of Poblacion village before becoming a radio commenter.

By all indications, the journalists have joined the political fray on the strength of the name recall built on their daily exposure in their radio programs. "Of course, this cannot guarantee victory but can develop their political base out of it," said Lino de la Cruz, Iligan-based correspondent of the Philippine Star newspaper.

Residents of Iligan and other localities like Linamon and Lugait depend on radio for local news and public information. Community weeklies also lend the journalist-candidates additional push in their run for publicoffice.

Other notable winners in the past who were former radio journalists were Bert Dofredo of RMN-dxIC, Jimmy Semana, lawyer Alfredo Busico and Lito Saquilabon.

In Misaims Occidental, broadcasters Gregorio Libor and Gino Anoos are doing a comeback. Both are running as councilors in their perspective cities of Ozamiz and Oroquieta, after losing their bids in 2004.

Outgoing board member Morpheus Agot is running for mayor of Tangub City, while Carl Zafra is seeking reelection. Both are veteran broadcasters.

In Cagayan de Oro, hard-hitting broadcaster Zaldy Ocon is gunning for a second term as councilor, while publisher Hernan dela Cruzo, incumbent councilor of Dumalinao, Zamboanga del Sur, is running for vice mayor.

Records show, however, that not one of the local journalists here who had turned politician clinched a post higher than a legislative seat although there were attempts to do so.

Agot tried once in 1992 as vice governor but lost.

Former dxDD head Simplicia Neri wrestled for mayorship in 2001 but she, too, lost.

Only Dela Cruz's bid this time will be test of how journalists would be able to muster strength to win a mutually exclusive political fight.

The incumbent mayor is Dela Cruz's father-in-law.

Meanwhile, incumbent congressman Abdullah Dimaporo of the 2nd district of Lanao del Norte has warned he would file libel suits against broadcasters who will malign his wife, a candidiate for representative in the first district of Lanao del Norte and Iligan City. - GMANews.TV

CDO, Iligan accredited as retirement havens

CAGAYAN DE ORO JOURNAL (Ben Balce/March 24) - CAGAYAN de Oro and Iligan Cities have been accredited by the Philippine Retirement Authority Inc. (PRAI) as retirement havens.

Edgardo Aglipay, PRAI chair, said they have been intensifying the campaign to lure in retirees from all over the world. He said by 2010, their target would be 900,000 retirees both foreign and local.

He said Cagayan de Oro and Iligan are two areas in Northern Mindanao that will be promoted as sites suited for retirees because of their facilities.
Both are considered high-end locations with their high elevation and beaches.
"Foreign national retirees, particularly from the Middle East countries, will be the most suited in these two cities," said Aglipay.

NorMin coops have paid-up capital of P1.448 billion
by Rutchie Cabahug-Aguhob

Cagayan de Oro City (9 May) -- A total capitalization of Php1.448 billion have been paid up by the cooperatives registered with the Cooperative Development Authority (CDA) in Northern Mindanao, as of Dec. 31, 2006.

This was disclosed by Regional Director Orlando Ravanera of CDA-10 who said last year’s paid up capital has increased by 0.3% compared to Php1.443 billion in 2005.

Ravanera said there are 3,661 cooperatives registered with CDA in the region in 2006 noting a 3% increase from the previous year’s 3,554 cooperatives.

Similarly, the number of coop memberships have been noted to increase from 355,541 to 359,367 or 0.3%, he said.

Meanwhile, Ravanera said the highest percentage increase in the amount of paid up capital was noted in Lanao del Norte whose capitalization went up, from Php83.476 million to Php84.736 million or 1.5% while its number of cooperatives rose from 908 to 945 or 4.15 and its coop membership, from 24,011 to 25,178 or 4.9%.
This was followed by Bukidnon whose paid up capital increased from Php329.843 million to Php331.439 million or 0.5%, number of coops, from 891 to 914 or 2.6% and coop membership from 104,413 to 105,240 or 0.8%.

Next was Misamis Occidental with paid-up capital from Php107.154 million to Php107.385 million or 0.2%, from 425 to 434 coops or 2.1% and membership of 42,707 to 43,140 members or 1.0%.

Again, Misamis Oriental noted a slight increase in its paid-up capital, from Php897.412 million to Php899.044 million or 0.2%, number of coops, from 1,185 to 1,223 or 3.2% and membership from 172,135 to 173,534 or 0.8%.

The CDA annual data also showed there were no changes in the figures of Camiguin which remained the same as that of 2005 with a paid-up capital of Php26.036 million, number of coops at 145 and membership at 12,275.

The same data, however, indicate that the paid-up capital of the cooperatives in the region declined during the last quarter of 2006, from Php2.766 million to Php934,917 or -66.2%, number of coops, from 27 to 14 or -48.1% and membership, from 1,274 to 604 only or -52.6%.

Task Force Halalan all set to avert blackouts during May polls

Cagayan de Oro City (9 May) -- “Canvassing of votes in Lanao del Sur will be centralized at the Provincial Capitol Gym at the Provincial Capitol grounds. Some other areas have already been identified to serve as canvassing centers to ensure honest, orderly and peaceful elections.”

This was the statement of Lanao del Sur Provincial Director P/Supt. Adtha Bangcola during the Task Force Halalan meeting at the TRANSCO Lanao District 2 conference room last May 7, 2007 attended by representatives from PNP Lanao del Norte, Lanao del Sur and Iligan City, Lanao del Norte Electrict Cooperative (LANECO), Lanao del Sur Electric Cooperative (LASURECO), Iligan Light and Power Incorporated (ILPI), and the 103rd Infantry Brigade Philippine Army.

According to Avelino Dawis, TRANSCO Lanao District-2 manager, TRANSCO has done its preventive maintenance program to ensure that all its power facilities will be functioning efficiently during the election period. He added that some TRANSCO personnel were assigned to be on standby, ready to respond to any emergency situation on said election period.

Meanwhile, LASURECO Gen. Manager Ballamen Mamainte expressed concern over the 3- to 5-minute power interruptions in Marawi City due to over loading of its Saduc substation and the continuing power interruptions in some municipalities within its franchise area. He raised their request to facilitate the immediate repair of the damaged 5-MVA transformer located at Agus 2 compound.

In response, Lanao branch manager Linley Dajao said the request for the repair of said 5-MVA transformer has already been forwarded to National Power Corporation a few months back and they are waiting for action on said request. (APB/PIA-10)

Families living in over-crowded and disease-prone slums were provided housing and relocation under the Housing and Resettlement Office, formerly Urban Development Housing Office of Iligan City.

Reynaldo L. Roque, head, Iligan’s Housing and Resettlement Office, said we focus on the five (5) main activities as to the implementation of the housing program, like the Provision of permanent housing to city’s urban poor; Provision of land for housing; Relocation/provision of permanent resettlement; Site improvement and development of housing projects; and the Joint Ventures with National Government Agencies and private entities.

As of the 1st quarter of 207, there were 247 land titles issued to urban poor beneficiaries, while 4,618 city’s urban poor/informal settlers were relocated and secured for housing/lot at 32 resettlement projects/areas, Roque said.

Habitat, Iligan’s partner in the housing project, has contributed in the construction of 335 houses.

Roque added, President Arroyo supported project under he Gawad Kalinga has constructed 258 houses while the Good Shepherd Sisters in ILigan provided 44 home lots to urban poor in Iligan.

The National Housing Authority facilitated the installation/provision of piping for water distribution/reservoir, opening and improvement of roads and concreting of drainage to the housing location site.

Roque explain that through Pagtinabangay sa Kalamboan Project --a Site Development Project -- is a community development self reliance strategy where the City’s urban poor beneficiaries in housing in resettlements project take the unison initiative in establishing their own communal amenities and facilities, like communal waster, drainage, and multipurpose hall. While the beneficiaries, themselves, provide labor, as their counterpart, sweat equity in the actual implementation of these amenities/facilities. In effect, in conveys the feeling of community ownership, as stakeholders, partners, in the stewardship in empowering community towards development.

We tapped offices to conduct Livelihood Orientation Seminar to augment the family’s income with the Homeowners Association Officers/Representatives as the participants facilitated by the City’ Development and Livelihood Office, the City Agriculture Office and the City Social Welfare Development Office.

The National Housing Authority (NHA) Regional office is also conducting orientation to Housing Personnel on Estate Management Functions and Housing Projects to include Cost Recovery, Roque concluded.

The Team Unity candidates played it safe when they campaigned in Iligan City to steer clear of the rivalry between the Dimaporo and Badelles clans, both supporters of the administration. Rather than hold a rally or press conference hosted by either, the candidates decided to hold a motorcade instead. I wonder what could have happened if the rally pushed through?

Particularly during the period, only the province of Mis. Or. registered a 39.6 % increase in paid up capital, from Php495,940 to Php692,134.86, while its number of coops declined from 9 to 6 or a -33.3% and membership, from 303 to 217 or -28.4%.

Normin investments top P24-B in 2006, say DTI, SEC
by Rutchie Cabahug-Aguhob

Cagayan de Oro City (11 May) -- A total of Php23.778 billion of investments have been monitored by the Dept. of Trade and Industry (DTI) in Northern Mindanao, last year.

Regional Director Alicia V. Euseña of DTI-10 said the bulk of these investments was noted in Misamis Oriental with Php15.992 billion posting a 67% share in the total DTI-monitored investments of the region for the year.

This was followed by Bukidnon with Php5.08 billion or 21%, Lanao del Norte with Php1.671 billion, Misamis Occidentl with Php586 million or 4.0% and Camiguin with Php176 million or 0.7%.

Specifically during the 4th quarter of last year, the DTI-monitored investments amounted to Php2.242 billion with Lanao del Norte getting the bulk of the investments during the period that amounted to Php624 million or 28% of the regional total.

Bukidnon came next with Php601 million or 27%, Mis. Or. with Php577 million, Mis. Occ. with Php371 million or 16% and Camiguin with Php68 million or 3%.

While the DTI-monitored investments were mostly on single proprietorship, those registered with the Securities and Exchange Commission (SEC) were mostly on corporations and partnerships.

On the other hand, paid-up capital investments of Php78.42 million have been registered with SEC, region 10, also, last year.

“These investments have been generated from a total of 208 newly registered firms amounting to Php66.727 million and from six (6) others that underwent business expansions worth Php11.693 million,” Regional Director Myra V. Balandra of the National Economic and Development Authority (NEDA), region 10, said.

On a provincial note, the highest SEC-registered investment was in Mis. Or. amounting to Php53.231 million, followed by Lanao del Norte, Php8.97 million, Mis. Occ., Php8.821 million and Bukidnon, Php7.397 million.

Incidentally, no new investments and no business expansions in Camiguin were registered with the SEC for the period.

Again, the bulk of the new SEC-registered investments was highest in Mis. Or. with 163 firms amounting to Php42.475 million, followed by Lanao del Norte with 22 firms worth Php8.33 million, Bukidnon with 18 firms worth Php7.397 million and Mis. Occ. with five (5) firms worth Php8.821 million.

Similary, the business expansions of five (5) firms in Mis. Or. amounted to Php1.755 million while that of one (1) firm in Lanao del Norte was worth Php937,500.

Particularly during the last quarter of 2006, a paid-up capital of Php20.478 million, all for 51 new investments was registered by the SEC in the region, Balandra also said.

The bulk of these last quarter investments was in Mis. Or. with 40 firms worth Php6.549 million, followed by Lanao del Norte with seven (7) firms worth Php4.879 million, Bukidnon with three (3) firms worth Php1.0 million and Mis. Occ. with one (1) firm worth Php8.0 million.

TRO vs Imbestigador a clear case of prior restraint, says NUJP (http://www.gmanews.tv/story/42159/TRO-vs-Imbestigador-a-clear-case-of-prior-restraint-says-NUJP)
05/13/2007 | 08:32 PM

The National Union of Journalists of the Philippines (NUJP) on Sunday said the issuance of a temporary restraining order against the showing of an episode of GMA 7's Imbestigador is a “clear case of prior restraint."

“The NUJP believes this is a clear case of prior restraint, which is patently unconstitutional since it infringes on press freedom and freedom of expression," Jose Torres Jr, NUJP chairman, said in a statement.

The TRO was issued by a Lanao del Norte court on a motion filed by the Dimaporo clan, one of the families featured in the show that tackles political dynasties.

“We do not dispute the Dimaporo family's right to seek redress if they feel the episode is unfair to them. But we assert that any redress they seek should be after the fact and should not involve the airing of an episode that very clearly touches on an issue of public interest," the NUJP statement said.

Imbestigador host Mike Enriquez' said the show tried to get the Dimaporos' side on the issue -- as journalistic ethics and the spirit of fair play demand -- but Dimaporo family members declined to be interviewed.

“Knowing Mr. Enriquez' long record as a respected and popular broadcaster, we see no reason to doubt his assertion," Torres said.

He added: “We know too well that this is a ploy often resorted to by public officials who wish to evade controversy. It should not be used as an excuse to cry foul over unfair reportage or to prevent the airing or publication of a potentially damaging report."

The NUJP called on the Department of Justice and the Supreme Court “to act quickly and put an end to this patently unconstitutional act of prior restraint."

A Lanao del Norte regional trial court issued a temporary restraining order on Saturday, a non-working day, directing GMA-7’s Imbestigador program to cancel the broadcast of its special report on political dynasties.

Imbestigador’s episode on political dynasties, which was supposed to be aired late Saturday night, tackles poverty in provinces run by powerful political clans.

The report in part focuses on the province of Lanao del Norte, which has been governed for decades by the Dimaporo family.

On Saturday afternoon, GMA Network received the TRO from the Regional Trial Court of Kapatagan, Lanao del Norte.

“Very clearly said program if aired on May 12, 2007 will only cause irreparable damage to the good name of herein petitioner considering that said segment of the program did not even try to get the side of the petitioner," the TRO said.

Program host Mike Enriquez disputed the claim.

Enriquez vowed to press on with efforts to get the side of the Dimaporos.

He averred that the Imbestigador staff had worked so hard on the special report, but that because of the court TRO, the team was left with no recourse but to replay an earlier episode.

Launched in 2000, Imbestigador, has consistently earned awards for its special reports, including the Golden Dove Awards, Catholic Mass Media Awards, and the Thomasian public service awards.

Imelda "Angging" Dimaporo is the outgoing governor, who is now a candidate for congresswoman in the first district of Lanao del Norte.

Her son Khalid is running for governor, in an effort to continue the family's unbroken rule in the capitol.

Abdullah Dimaporo, Imelda's husband, is finishing his third term as a congressman of Lanao del Norte's second district.

Abdullah is the son of pre-EDSA era political kingpin Muhammad Ali Dimaporo.

Pinoy Votes: Sun.Star Election 2007 Coverage

There's food for everybody 'ika nga!

PLEASE FORWARD TO AS MANY OF YOUR FRIENDS AND LET THE WHOLE COUNTRY KNOW THAT ELECTION IS MORE OF PUTTING AMBITIOUS PEOPLE IN POSITION WHO ARE GREEDY IN POWER, WEALTH & PRESTIGE THAN OF PUBLIC SERVICE. ANG MASAKIT PA PERA NG BAYAN PARIN GAGAMITIN SA ELEKSYON MALUKLOK LANG ANG MGA BUWAYA SA PWESTO:-)

Del Carmen was part of Pala-o.

Comelec asked to explain why Iligan has fewer registered voters (http://www.mindanews.com/index.php?option=com_content&task=view&id=2395&Itemid=216)

Written by Violeta M. Gloria/MIndaNews

ILIGAN CITY (MindaNews) – If the increase in number of Lanao del Sur’s registered voters is statistically improbable, a convenor of the Parish Pastoral Council for Responsible Voting (PPCRV) here wants the Commission on Elections to explain why Iligan City’s number of registered voters has decreased from 163,265 in 2004 to 149,246 in 2007.

Dr. Melchie Ambalong, regional commissioner of Mindanao Commission on Women (MCW) and convenor of the PPCRV, said the city had 117,812 registered voters in 2001; 163,265 in 2004 but in 2007, the number went down to 149,246.

"This decrease should be explained by Comelec because this is susceptible to fraud and manipulation," she said.

Ambalong also complained that many registered voters' precincts were changed and were even assigned to other barangays, causing confusion and disenfranchisement of voters.

Cora Gordo complained their names didn't appear in the voters' list; other names were transferred to different precincts far from their original precincts.

Moreover, two unidentified men allegedly being pursued by the police, jumped over the fence of a resident in Steeltown village midnight of May 13, leaving crumpled pieces of paper containing lists of names of voters for a congressional candidate in the city.

"There were two houses raided here by local policemen after reports on massive vote-buying," explained a neighbor of the person in whose yard the crumpled paper was left behin. “Those two men might have been part of midnight vote-buying operation,” he said.

Jun Enriquez, chair of the Civil Society Organization Forum for Peace, reported that vote-buying in the city ranged from P600 to P1,500 per voter depending on the candidate.

Hamidullah Atar, executive director of Reconciliatory Initiative for Development and Opportunities (RIDO) Inc., also said that vote-buying in some areas in Lanao del Sur was pegged at P5,000 and the lowest is 200 per voter

Enriquez also reported that opposition congressional candidate Varf Belmonte's residence was raided, 7 a.m., yesterday by regional mobile forces from Cagayan de Oro. Belmonte's licensed firearms were confiscated.

Enriquez said the raid was “allegedly at the behest of officials from Malacanang."

Belmonte filed charges against the policemen "for lack of jurisdiction."

In Maigo, Lanao del Norte, a failure of election was declared by Comelec in four precincts in the remote villages due to ballot box snatching. Supporters of rival candidates exchanged bullets, leading to their arrest and detention.

There were also some ballots poured with indelible ink. Residents of the said town also complained of the presence of armed men in barangay Mentering.

Adona Orquillas, a member of the provincial monitoring team of the government peace panel and a human rights advocate, told civil society groups here that "these armed men belong to Dimaporo family of Lanao del Norte.

Lawyer Arthur Abudiente, provincial board member, explained to DXIC reporter in an interview that "the Dimaporo family wanted to create a scenario here so that counting of votes will transferred to Mindanao Civic Center (MCC)."

The Dimaporos could not be reached for comment. Three-term governor Imelda Dimaporo is running for representative of the 1st district; her husband, Rep. Abdullah Dimaporo is seeking reelection in the 2nd district and their son Khalid is running for governor. Abdullah served three terms as governor before running for representative.

In Lanao del Sur, the Comelec declared failure of election in Pantar town after discovering "padded list of voters.”

Pantar town is also a host community of evacuees from Munai, PoonaPiagapo and Kauswagan town who decided to resettle here. (Violeta M. Gloria/MindaNews)

Reelectionist Iligan City mayor thanks residents for 2nd term
Written by Violeta M. Gloria / MindaNews
Tuesday, 15 May 2007 20 16 19

ILIGAN CITY (MindaNews/May 15)-- Banking on partial and unofficial reports of radio-based Media Election Count, reelectionist mayor Lawrence Lluch Cruz called up a local radio early Tuesday morning to thank Iliganons for "reelecting me for the second term."

Cruz was originally a member of the opposition when he started his political career as councilor and when he was elected mayor in 2004. This year, he shifted political party behind the government-backed Team Unity, to run with a close relative and congressional aspirant Nikki Badelles in Lanao's 1st District. Badelles is a daughter of three-term congressman Mariano Badelles.

Nevertheless, Cruz was still considered as "guest candidate" of the Genuine Opposition (GO) party.

As of 11 a.m., the media count reported that Cruz garnered 20,850 votes against his opponents -- former city mayors Franklin Quijano (Lakas-CMD)- 6,494 and Alejo Yanez 1,746.

Oozing with confidence, Cruz also expressed gratitude to local policemen for "pre-emptive and 24-hour security measures before and on actual election day."

"They have done an overnight patrol in all barangays of the city," he said.

He also thanked his political rivals "for bearing the importance of peace and order."

He also announced his development agenda, promising more job opportunities to unemployed residents of the city.

"When Gaisano Mall will be done by August, other malls will be constructed here," he said.

In a 52-page Mayor's Report he distributed to select residents in Iligan prior to election, he bared his accomplishments in the past three years.

These include a P445 M-worth water system; increase of commercial investors like the five-storey Gaisano Mall; facilitation of overseas job opportunities; entry of multinational corporations in partnership with local farmers for papaya and coffee plantations; animal dispersal and livelihood assistance to poor but deserving families.

Cruz also endeavored to resolve garbage problems in Barangay Santiago. He also said he increased the capability of policemen for security by providing them incentives, trainings and vehicles.

Iligan canvassing moving at snail's pace
Written by Violeta M. Gloria/MindaNews

ILIGAN CITY (MindaNews/May 17)-- "This is Philippine election, girl," said the teacher helping the Board of Election Inspectors (BEI) and the Commission on Elections (Comelec) when asked why they had recorded only 20 precincts the past two days.

It was not an expression of frustration, but an affirmation of the expected delays. This merited smiles from her co-teachers who sat with her at a corner of the overcrowded legislative hall where the Comelec was canvassing election returns.

"As of 4 p.m. today, a total of 124 precincts were already canvassed," said another teacher, Dante Sumagang, a member of a sub-committee in-charge of recording serial numbers of canvassed ERs. Iligan has 1,004 precincts from 44 barangays with 149,246 registered voters.

"Delays are incurred because the Comelec examines the details of returns; some BEIs need to be called because of unfilled statistical data of returns; and lawyers of candidates raise some queries and objections," he explained.

Nonetheless, "no ER was discounted so far," he added.

"Looks like the Comelec canvassing will last for weeks. It's better to scrutinize the details and be certain of the records than commit unforgivable lapses though," commented Dr. Melchie Ambalong, commissioner of the Mindanao Commission on Women (MCW) and convenor of the Parish Pastoral Councilor for Responsible Voting (PPCRV).

The canvassing area was crowded with paralegals, watchers, counsels, teachers and volunteers.

Outside the legislative hall, members of the National Movement for Free Elections (Namfrel) and the Legal Network for Truthful Elections (Lente) gathered and guarded their copies of election returns on the floor.

The Comelec has not displayed its official statistics of votes from canvassed ERs, but Namfrel's Operation Quick Count 2007 tally board is placed outside the Catholic church downtown, thanks to the help of the PPCRV, the church's National Secretariat for Social Action (Nassa), Ma. Cristina Chemical Industries (MCCI), People's Alliance for Credible Elections (Peace), other NGOs, and the Knights of Columbus.

Namfrel's initial count showed that opposition first district congressional candidate Varf Belmonte garnered 35,381 votes as against his political rivals Nikki Badelles (21,896), Imelda Quibranza Dimaporo (12,843), Leo Zaragoza (5,715) and Jojo Borja (274).

Reelectionist Mayor Lawrence Cruz had 51,260 votes as against Franklin Quijano's 15,661 and Alejo Yañez's 3,252. Cruz's two rivals were former mayors themselves, holding two successive terms each.

For the senatorial bets, partial results showed that those who made it to the "magic twelve" are Francis Joseph Escudero (53,571), Panfilo Lacson (52,497), Loren Legarda (51,244), Benigno Aquino III (45,344), Manuel Villar Jr. (44,269), Aquilino Pimentel III (42,621), Gregorio Honasan (42,227), Antonio Trillanes IV (40,248), Francis Pangilinan (39,096), Allan Cayetano (37,457), Juan Miguel Zubiri (34,881) and Edgrado Angara (33,007).

Meanwhile, Iliganon voters apparently were not very interested on the party list as many of them did not bother to write their party of choice.

"They may have either forgotten the party list or they are too focused on voting for national and local candidates only, or they aren't educated on the importance of the party list yet," lamented Richel Bores, a watcher for Anak Mindanao.

Around the city, garbage collectors removed and swept off candidates' posters, especially in commercial areas. But the heavy rains stopped them from finishing their work.

Since the start of the campaign period, walls, trees, electric posts, buildings and even vehicles were saturated with posters and streamers of candidates. (Violeta M. Gloria / MindaNews)

i thnk there is a existing law about that!! coz the mandulog is really part of lanao del norte, with the Presidential Decree during the quirino admimistration, that the municipality of mandulog will transfer to the city of iligan, and if the city will become a lone district the mandulog will go back to Lanao del norte

NorMin's wood production up 21% in 2006
by Rutchie Cabahug-Aguhob

(17 May) -- A net volume of 81,021 cubic meters (cu.m.) in sawlog production have been recorded in Northern Mindanao in 2006, up by 21% compared to 66,983 cu.m. in 2005.

"The increase in log production could be attributed to the increasing demand for lumber export," Regional Director Maximo Dichoso of Dept. of Environment and Natural Resources (DENR), region 10, said.

Among the region's five provinces, Camiguin whose sawlog production accounted for a 1.0% share of the total regional production (TRP) posted the highest increase from 305 cu.m. to 818 cu.m. or 168%.

Next was Misamis Oriental, from 33,016 cu.m. to 36,135 cu.m or 9.4% accounting for a TRP share of 44.6%, followed by Misamis Occidental, from 19,881 cu.m to 30,315 cu.m. or 52.5%, a TRP share of 37.4% and Bukidnon, from 9,136 cu.m. to 9,532 cu.m. or 11.8%, also a TRP share of 4.3%.

That of Lanao del Norte, however, declined from 4,645 cu.m. to 4,218 cu.m. or a negative 9.2%, accounting for a TRP share of 5.2%. "The decline could be due to the imposition of the total log ban in the province per DENR Administrative Order 2006-13 dated Oct. 13, 2006 issued by the DENR Secretary," Dichoso said.

Meanwhile, lumber production in the region increased significantly from 26,507 cu.m. to 163,789 cu.m. or 517.9% with Mis. Or. posting the bulk of the increase from 26,507 cu.m. to 162,175 cu.m. or 511.8%, thereby getting the lion share of the TRP at 99% and Bukidnon whose production of 1,616 cu.m. made up the other TRP share of 1%..

Veneer production for the period also increased from 51,189 cu.m. to 67,988 cu.m. or 32.8% with only two provinces that went into it:. Mis Or., from 51,189 cu.m. to 65,292 cu.m. or 27.6% accounting for a TRP share of 96% and Lanao del Norte with 2,696 cu.m., a TRP share of 4%.

Dichoso said the increasing demand for veneer as source of raw materials resulted in the increase of plywood production, from 71,933 cu.m. to 95,292 cu.m. or 32.5%, and blockboard production from 4,316 cu.m. to 8,441 cu.m. or 95.8%, both in the province of Mis. Or.

He said for the fourth quarter of 2006 alone, sawlog production increased from 13,651 cu.m. to 17,397 cu.m. or 27.4% with Mis. Or., posting the highest increase, from 6,480 cu.m. to 8,759 cu.m. or 50.3.%, followed by Mis. Occ., from 3,617 cu.m. to 6,035 cu.m. or 34.7% and Bukidnon, from 1,449 cu.m. to 1,952 cu.m. or 11.2%.

However, sawlog production for the quarter declined in Lanao del Norte, from 1,400 cu.m. to 396 cu.m. or a negative 71.7% and in Camiguin, from 705 cu.m. to 255 cu.m. or a negative 63.8%.

But lumber production increased during the quarter from 21,108 cu.m. to 32,371 cu.m. or 53.4% with Mis. Or. getting the bulk, from 21,108 cu.m. to 30,758 cu.m. or 45.7% and Bukidnon with its 1,615 cu.m.

Likewise, veneer production in the region also increased during the quarter, from 16,996 cu.m. to 19,694 cu.m. or 15.9% as Mis. Or. increased its production from 16,996 cu.m. to 19,309 cu.m. and Lanao del Norte producing the remaining 384 cu.m.

Plywood and blockboard production in Mis. Or., the only province that went into it during the quarter, however, declined from 27,653 cu.m. to 21,901 cu.m. or a negative 20.8% and from 1,983 cu.m. to 1,360 cu.m. or a negative 31.4%, respectively.

On the other hand, there were no new sawmills put up in the region during the fourth quarter of 2006 as the number of sawmills remained at three (3) during the period, all of which are located in Mis. Or.

The number of mini-sawmills during the quarter, however, increased from 121 to 124 or 0.8% with Bukidnon posting the highest number of 51 mini-sawmills, followed by Mis. Or., 46, Mis. Occ., 26, Lanao del Norte, one (1) but none, so far, in Camiguin.

During the quarter, the number of veneer and plywood plants also increased from 4 to 6 or 37.5%, of which four (4) are located in Mis. Or. and two (2) in Mis. Occ.

Moreover, the number of re-sawmills increased from 7 to 8 or 16.3%, all of which are located in Mis. Or. while the integrated wood processing plant remained the same at only one (1) also located in the same province. (PIA 10)

may existing law ba na pag ang iligan ay maging lone district 9 hinterland barangay will be transferred to lanao del norte? if so, i'd like to read it.

there is no law that mandates of conceding the 9-12 baranagays to the LANAO area. It was before when LANAO DEL NORTE'S population cannot attain the minimum population to support a congressional district that ILIGAN needs to give 9-12 barangays to LANAO NORTE. AND, now that the population of LANAO DEL NORTE can attain the minimum number of population, then it can have its 2 districts to its own while ILIGAN can have a lone district without shedding a single BARANGAY.

if indeed LANAO DEL NORTE is short of the minimum number in population then ILIGAN has to give the 9 barangays to LANAO DEL NORTE but with the present population, the city retains the 9 BARANGAYS to its own EVEN WITH THE LONE DISTRICTING.

all that happens in congress is enacting laws and existing laws can be changed with a new law i think if VARF BELMONTE would stand to that idea of not SHEDDING the 9 barangays, then we can go on with the LONE DISTRICTING. I THINK IT IS UP TO THE ONE WHO ENACTS THE LAW ON WHAT SPECIFIC CHANGES ON THE AREA OF JURISDICTION A LONE DISTRICT BOUNDS.

Bad day for Nur, Dimaporos, priests
By LINO DE LA CRUZ
The Philippine Star

TUBOD, Lanao del Norte – One after another, famous political families are losing their grip and influence in this year’s elections, as indicated by the increasing popular support for their adversaries.

This is the case of the Dimaporo clan, which had previously dominated every local election in the province.

In the effort to continue the family’s unbroken rule in the province, the Dimaporos had sought election in every position available but were apparently shut out.

In the gubernatorial race, Khalid Dimaporo is losing in the initial count to Maigo town mayor Rafael Lizarda.

On the other hand, a virtual unknown is leading over Khalid’s mother, outgoing Lanao del Norte Gov. Imelda Dimaporo in the congressional race in the first district of the province.

Iligan City councilor Vicente Belmonte Jr. is leading the congressional race with 58,916 votes, followed by Angelique Badelles, daughter of incumbent Rep. Alipio Badelles, with 45,080 and Gov. Dimaporo with only 42,957 votes.

On the other hand, Rep. Abdullah Dimaporo, Imelda’s husband, may avert a total political shutout as he seems to be well on his way to his last term as congressman of the province’s second district, increasing his lead over another Dimaporo, his stepbrother Marcos.

Another famous political family is also on the verge of a shutout in Tarlac, replaced by another clan.

In the initial partial count of the Commission on Elections (COMELEC) in the gubernatorial race in the province, former congressman Victor Yap continues to dominate over Jose “Peping” Cojuangco, brother of former President Corazon Aquino. Yap’s father Jose, former governor and now a congressional candidate in the 2nd district, continues to lead former board member Mina Tabamo.

Former Moro National Liberation Front (MNLF) chairman Nur Misuari is also losing out to former governor Sakur Tan in the gubernatorial race in Sulu.

Tan is expected to regain the provincial post as he continued to lead over incumbent Gov. Ben Loong by 30,000 votes, with Misuari in third place.

Tan’s running mate, Nur-Ana Sahidula, is also leading the vice gubernatorial race while MNLF commander Yusop Jikiri and re-electionist Rep. Munir Arbison are also leading by big margins in the first and second congressional districts, respectively.

‘Once a priest, a priest forever’
Two popular men of the cloth who took the initiative to enter politics are also losing out.

In the partial tabulation by COMELEC, Fr. Ed Panlilio is trailing Pampanga board member Lilia Pineda in the gubernatorial race in the province.

Pineda had 99,285 votes against Panlilio’s 78,787, with incumbent Gov. Mark Lapid trailing with 77,227 votes.

Pineda’s running mate, incumbent Vice-Gov. Joseller “Yeng” Guiao, is leading with 121,806 votes as against Lapid’s running mate Paul Laus’ 97,808 votes.

In the quick count by the National Movement for Free Elections, Panlilio is leading with 196,947 votes as against Pineda with 189,922. Lapid is trailing with 182,498 votes.

Guiao is leading the vice gubernatorial race in the NAMFREL quick count with 253,353 votes as against Laus with 235,186 votes.

In Zamboanga City, Fr. Crisanto dela Cruz conceded the race to re-electionist Mayor Celso Lobregat.

Dela Cruz, who ran under the pro-administration Kabalikat ng Malayang Pilipino (Kampi), formally announced his withdrawal by congratulating Lobregat Thursday.

“This will be a celebration of joy. There’s dignity in defeat, there’s dignity of losing,” Dela Cruz told his supporters, adding that he would not abandon his mission to help the poor and the needy after the elections.

Dela Cruz, who resigned his priesthood before joining the mayoralty race, said he did not regret serving the Roman Catholic Church even as he promised to continue helping the Church.

“Once a priest, a priest forever,” Dela Cruz replied when asked if he would go back to the priesthood.

Like a Garci
Former election commissioner Ralph Lantion conceded the congressional race in Nueva Vizcaya to former congressman Carlos Padilla.

Lantion followed what his famous colleague Virgilio “Garci” Garcillano did earlier in conceding defeat to Malou Acosta in the congressional race in Bukidnon.

“The people have spoken, they have made their choice. I have given my best for the province and apparently my best is not good enough. I gave our best shot, we fought a good fight, we finished the race, it’s just that destiny is not ours at this point in time,” Lantion said.

Lantion, younger brother of Land Transportation, Franchising and Regulatory Board (LTFRB) chairman Thompson Lantion and Court of Appeals Justice Jane Lantion, said he will support Padilla.

“I therefore congratulate the winners... and rest assured that the Lantions will continue to help the people of the province in whatever capacity,” he said.

Padilla garnered 57,633 votes with Lantion following at 29,973 in the partial results of the canvassing for the lone congressional district of the province.

Padilla, a veteran lawmaker who represented the province for more than 18 years, praised Lantion for showing an “act of sportsmanship.” With Ding Cervantes, Roel Pareño, Charlie Lagasca, Diogenes Simbol

Coco-based products still NorMin's main export in 2006
by Rutchie Cabahug-Aguhob

(18 May) -- Coconut-Based Products constituting crude coconut oil, oleo chemicals, cochin oil, desiccated coconut, etc. continue to be region 10's main exports even while Cold Rolled Steel emerged first in its top10 list for 2006.

"In fact, these products amounted to US$318.683 million or 47.23% of Northern Mindanao's total regional exports (TRE) of US$647.712 million, last year," Regional Director Alicia V. Eusena of the Department of Trade and Industry (DTI), region 10, said.

The sector on Iron and Steel Products came next at US$121.193 million or 17.96% of the TRE, followed by Processed Foods at US$105.655 million or 15.66%, Industrial Manufactures, US$80.484 million or 11.93%, Sugar and Sugar-Based Products, US$11.824 million or 1.75% and Fresh Fruits and Vegetables, US$8.022 million or 1.19%.

Wood and Forest Products, US$11.236 million or 1.67%, Marine Products, US$7.216 million or 1.07%, Rubber Products, US$4.333 million or 0.64%, Minerals, US$4.152 million or 0.62%, Gifts, Toys and House Wares, US$1.127 million or 0.17%, Special Transactions, US$531,980 or 0.08% and other resource-based products, US$282,759 or 0.04%.

On the other hand, Eusena said the chemical-based sector out-paced all others when its investments reached P13 billion or 55% of P23.78 billion, the total regional investments (TRI) of Northern Mindanao, last year.

The agri-based sector came next with P3.8 billion or 16%, followed by the services sector, P2.0 billion or 9%, trading sector, P1.0 billion or 7%, infrastructure and services sector, P724 million or 3% and mining and metallurgical sector, P503 million or 2%.

Forest-based sector, P266 million or 1%, consumer-manufacturer sector, P83 million or 0.35%, metal sector, P5.8 million or 0.02% and from other sources, not elsewhere classified, P1.67 billion or 7%.

By source of investments, Eusena said, P13.29 billion or 56% of the TRI was generated from the economic zones, P4.7 billion or 20% from other multi-sources investments and P4.16 billion or 17% from the business name registrations (BNR), one of the indicators for new investments.

About P1.26 billion or 5.0% was from banks, P219 million or 1.0%, from the small and medium enterprises (SME)/cluster projects, P57 million or 0.24% from local government unit (LGU) initiatives and P1.46 million or 0.006%, from bank financing.

In terms of provincial share of the TRI, Misamis Oriental got the biggest with P15.99 billion or 67%, followed by Bukidnon, P5.08 billion or 21%, Lanao del Norte, P1.67 billion or 7%, Misamis Occidental, P585,53 million or 4% and Camiguin, P175.71 million or 0.74%.

Particularly for Mis. Or., investments in the chemical-based sector, 81%, came from the purchase of new equipments and expansion activities of Pilipinas Kao, Inc., Tagoloan Agri-Milling Corp., AAA Wood Processor, etc., trading sector, 6%, from the construction and expansion of department stores, appliance centers, drug store operations, general enterprises and agri-supply distribution centers.

Investments in the services sector of the province, 5%, also included the construction and expansion of non-bank financing facilities, construction builders and services, shipping services, trucking and automotive services, travel-assistance services and resort and restaurant facilities.

The Bukidnon investments, Eusena said, accounted for 91% of the TRI from the agri-based sector and 20% of its provincial investments are generated from releases of financing institutions while 10% came from the BNR and the rest from establishments and expansion projects for biscuits, banana, cassava, oil palm, raw sugar and fresh pineapple plantations.

Similarly, Lanao del Norte's mining and metallurgical sector investments, 28%, included the expansion project of the Global Steel Philippines, Inc. while those on trading and services sectors included the real estate, expansion of seaweed and banana production and construction of the Gaisano Mall worth P350 million in Iligan City.

Again, Eusena said, investments in Mis. Occ. were mostly derived from the non-government organizations (NGO) for expansion in real estate, restaurants and appliance distribution centers and for other agri-based ventures in fishing and poultry farms, as well, as the P9.251 million Water System and Livelihood Assistance Program (WSLAP) of the Philippine-Australia Community Assistance Program (PACAP).

Moreover, the Camiguin investments were generated from the agri-based and tourism ventures that included a reforestation project, improved telecommunications infrastructure and the putting up of a P510 million -69KBA submarine cable for the power needs of the island. (PIA 10)

Location : Barangay Poblacion, Iligan city
Approved Budget for the Contract : P1,428,244.50

if only we can have a very big square.. the current size is outgrowing what iligan needs... =/ its better especially if they move it along the seaside... somewhere sa saray area.. and rehabilitate that area.. or the opposite side of saray... :D

Comelec suspends Lanao Norte count
By Lino Dela Cruz
Iligan Correspondent

TUBOD, Lanao del Norte -- The canvassing of election returns for Lanao del Norte was suspended Friday morning after the Commission on Elections (Comelec) provincial election supervisor failed to appear and sit as chairman of the Provincial Board of Canvassers (BOC) as scheduled.

United Opposition (UNO) lead lawyer Arthur Abundiente said provincial election supervisor Joseph Cuevas failed to appear at 9 a.m. Friday to continue the canvassing of votes.

However, Abundiente was informed that Cuevas reportedly left for Manila.

The BOC is supposed to canvass the election returns of at least six more towns in the 2nd District of Lanao del Norte and has yet to start canvassing the returns from the seven towns of the 1st District of Lanao del Norte.

The delay in the canvassing of votes triggered apprehensions in the UNO camp as this might give an opportunity for some candidates to manipulate the results, the lawyers said.

However, copies of the National Movement for Free Elections (Namfrel) Quick Count and the fifth copy of the election returns in the municipal level of the 1st district was shared to the UNO camp by Liberal Party congressional candidate lawyer Leo Zaragoza who joined forces to stop possible manipulation of the election returns by their political rivals, the lawyers said.

As of 8 a.m. Friday, based on the Namfrel Quick count, the final unofficial result of the counting for the entire 1st District of Lanao del Norte showed Iligan City councilor Vicente Belmonte Jr.(UNO) garnered 59,229, Angelique Badelles (Kampi) with 45,885 votes, and Lanao del Norte governor Imelda Dimaporo (Lakas-CMD) 43,354 votes.

In a press conference Friday morning, Belmonte expressed fear that apart from possible manipulations, cases like pre-mature campaigning, illegal possession of firearm and other personal cases will be filed by his opponents to stop him from being proclaimed.

But Belmonte said he has confidence on his legal team and the judicial system to allow the "true will of the people to prevail."

Chessers set for 'Battle of Champions'
By Lynde Salgados

CAGAYAN de Oro will have two entries in the first ever "Battle of Champions" being scheduled by the organizing Shell Petronas in June in time of the nationwide Shell Active chess eliminations' opening salvo in the National Capital Region (NCR).

National Master Rustum Tolentino of Barangay Balulang and Bryan Jose of Barangay Patag both emerged champions in junior division of the past Shell Grandfinals in Manila.

A feat that set them to figure in the cash-rich Battle of Champions that included the likes of Grandmasters Mark Paragua and Nelson Mariano II and 13-year-old Grandmaster Candidate Wesley So who just became the youngest conqueror of the 2007 National Juniors championship.

Shell tournament coordinator Alex Dinoy said a total of P200,000 in cash prizes will be up for grabs in the keenly-awaited event.

"First time `tong mangyari so talagang pinaghandaan at saka gumagawa kami ng effort na makasali pati na `yong mga previous winners na nasa labas na ng bansa katulad ni Fide Master Julio Sadorra," Dinoy told Sun.Star Cagayan de Oro.

The neighboring city of Iligan will have a lone representative in Victor Lluch, arguably one of the region's finest blitz players.

Were you joking? Seriously, why not in Iligan when you're the mayor there? This doesn't seem a hard question to answer.

A mayor is an administrator. Cruz is a mayor therefore he is an administrator -- of iligan and the people who live therein. How can you administer properly if you reside in another city? In other words, I'm questioning his sincerity to the Iliganons.

Now, why won't we throw the same question to him. Why the hell did he have to built his multi-million residential house outside of iligan, or AWAY from the city where he's expected to lead and serve as a role model? Was there something to hide from his constituents? How much was the cost of the property? Where the hell did he get the money to buy a property worth over 5 million pesos? Who was Cruz before he became a mayor? What is his future ambition for Iligan? And if he is bullish in Iligan just like what those words that come from his mouth were, why did he divert his investments away from the place when he’ expected to be the first gentlemen to throw his investments in? that does not make sense, does it?

I guess many of you knew that he's one hell of a thief, and, so, therefore now you're thinking who cares if he's no different from all the others so long as he does his job. Well, there's one thing I can say to people why think that way: that is hypocrisy at its best, and hypocrisy should NOT be tolerated. Just because there is very little improvement in iligan should he escape from his mess unscathed... no way. but i guess this is too late now because this known thief has just been reelected for his last term. tsk-tsk-tsk...

I believe that if he is the man to lead Iligan, he has to clean his acts altogether and should offer himself as the role model to his constituents. Right now, if we take him as our role model, many Iliganons would rather build their houses in CdO instead of ILigan. What a freakn stupid role model is that!

The hell with this man, may karma Karin kawatan.

I think this is one of those politically spiced issues during the elections. The alleged house according to genuine sources was owned by the cousin of LAWRENCE CRUZ' wife whose husband is a politician also of CDO that's why the property whose middlename of the owner also bears MACAPAYAG which is the maiden name of MAYOR CRUZ' wife.

Meanwhile, until recently, the wife of MAYOR CRUZ, who is the general manager of PRYCE PROPERTIES here in ILIGAN CITY, was granted by the company with her percentage in commission for having been able to sell the most number of lots/property and with that, the PRYCE COMPANY, is offering her a house and lot also of the same PUEBLO DE ORO. But due to political reasons, MRS. CRUZ didn't accept that property coz she has foreseen issues that would come to her husband's way. AND, despite that, the issue has been raised even without accepting that property from PRYCE COMPANY.

Many issues have come but that cannot destroy our faith for the good mayor of ILIGAN CITY wherein he won 70,000 plus votes compared to his closest rival who keeps on making issues who has jst 25,000 or so. Their present house here in ILIGAN that they renovated last year is a result of MRS. CRUZ' managerial position in PRYCE PROPERTIES which also signifies that MRS. CRUZ' wage is much bigger than the MAYOR'S.

TransCo remains on alert as poll results still to be completed
By DONNABELLE L. GATDULA
The Philippine Star

State-owned National Transmission Corp. (TransCo) remains on alert to keep the country’s power facilities in optimal condition even as the final results of the national elections have yet to be completed.

TransCo senior vice president and COO Jesusito H. Sulit said their main goal was to ensure the provision of uninterrupted power supply before and during the elections and the critical period of canvassing.

TransCo is one of the member-agencies of the 2007 Task Force Halalan (TFH) which is headed by the Department of Energy (DOE). Other task force members include the National Power Corp. (Napocor), Manila Electric Co. (MERALCO), National Electrification Administration (NEA), Philippine National Oil Co.-Energy Development Corp. (PNOC-EDC), Philippine Electricity Market Corp. (PEMC) and the Philippine Electric Power Plant Operators Association (PEPOA).

Sulit said the power situation in the main grids of Luzon, Visayas, and Mindanao in terms of electricity service from generation to transmission and distribution was generally stable during the election period.

He said the implementation of TransCo’s “comprehensive contingency measures and enhanced quick response capabilities” has helped ensure the unhampered delivery of electricity nationwide, particularly during the recently concluded national and local elections.

The official said there were no major incidents involving any of its power transmission lines, towers, and substations which had been on high security status from May 10-17.

Based on the TFH report, a total of 35 momentary outages from May 12-16 in Luzon, Visayas, and Mindanao were recorded.

The report noted that these minor interruptions, lasting for periods shorter than a minute, affected only a small portion of the major grids. The power supply in these affected areas had been immediately restored following the prompt dispatch of repair crews.

Sulit noted that the TFH Command Center at the TransCo head office in Quezon City was equipped with video conferencing capability and was electronically linked to all power plants, TransCo substations, area control centers as well as regional control centers in Poro Point (La Union), Biñan (Laguna), Cebu, Iloilo, Davao, and Iligan.

This setup, Sulit said, facilitated coordination activities and the exchange of real-time data among involved energy agencies.

The command center, which provided power situation updates and answered electricity-related queries from the general public, was operational 24 hours a day from May 12-16.

That would have been quite an insult to us. The news also said that he was asked to answer the issue but he avoided it. That decision of his to keep in silence was what actually grilled me. The logic is simple: for someone who avoids the issue being thrown at him simply means he's guilty. Now I’m sorry for using a imperfect logic.

NO, the "where" weighs more than the "how" for me because he's a city mayor. We knew that many politicians would get tempted to steal somehow. I mean, who else is clean in this country? But when you steal some money and bring it somewhere else, say to your competitor, you're adding insult to injury. Imagine a mayor exhausting himself to lure investments in his jurisdiction yet he himself is investing somewhere else. Isn't that stupid? Well, stealing is stupid either to begin with. yeah, there goes my two cents. But I'm really relieved that this particular issue turned out to be a rumor. We badly need more money to circulate in Iligan city. That's the only way Iligan's economy will grow. Remember Economics 101: more money in your city, more money for everyone to spend. Invest in Iligan and invite your friends to invest in iligan. Cdo is a competitor, thus it is not wise for iliganons to invest their money there.

Lobby group pushes for Global Steel’s suspension

A STEEL industry lobby group wants the Department of Trade and Industry to suspend Global Steel International Inc., claiming the Indian-led company that earlier bought shuttered Iligan City-based National Steel Corp. forged export documents.

In a letter to Trade Secretary Peter B. Favila, who is also the Committee on Trade and Related Matters (CTRM) chairman, Salvio D. Perez, president of the Filipino Galvanizers Institute (FGI), wants a review of Global Steel’s compliance with the conditions of its commercial operation.

These conditions, as stated, were that at least 50 percent of the company’s registered capacity with the Board of Investments should either hot rolled coil or cold rolled coil, and that production as it pertains to its operations should meet 50 percent of its average total imports of subject products for the three years prior to start of operations.

Recently, the government of Vietnam imposed import taxes up to 7 percent on cold roll coil from the Philippines after the discovery of what it alleged were forged documents accompanying Global Steel’s shipments, FGI said.

Citing the Vietnam Steel Association (VSA), FGI said Hanoi decided to withdraw the zero duty privilege that is available for manufacturers in the Association of Southeast Asian Nations (Asean) after discovering the allegedly fake documents late last year. The Philippines and Vietnam are Asean members.

VSA had said it was impossible for Global Steel to fulfill the Common Effective Preferential Tariff (CEPT) conditions as it only started producing hot rolled products in April last year on a trial basis. The CEPT refers to the import duties imposed on goods traded among Asean members.

“Global Steel must have imported HRC from India,” the VSA said.

Global Steel, however, has denied the charges, adding the forms in question were carefully examined and signed by the Bureau of Customs.

Vietnam charges fraud on RP steel shipments
By Ayen Infante
05/21/2007

The Indian company operating the former National Steel Corp. (NSC) facility in Iligan City in Lanao del Norte was accused by Vietnam steelmakers of employing fraud in collusion with the Bureau of Customs (BoC) on the export of steel products.

As a result, steel products coming from the Philippines are now imposed a seven-percent duty in Vietnam after its government revoked a zero duty privilege available for Association of Southeast Asian Nations members under a recent agreement.

The Vietnam Steel Association (VSA), the biggest steel group in Vietnam, is questioning the BoC’s approval on Indian firm Global Steelworks International Inc.’s (GSII) declaration that the origin of its steel products was from the Philippines, when these were suspected to be reexports or coming from another country. The VSA alleged that the export documents were forged.

Filipino Galvanizers Institute (FGI) president Salvio Perez wrote Trade and Industry Secretary Peter Favila citing a complaint made by VSA on grounds that GSII’s exports of cold rolled coils (CRC) may not have been manufactured in the Philippines but were obtained elsewhere.

The VSA, also, implied that the BoC totally ignored the possibility of fraud on the export documents submitted by GSII when it approved and certified the Philippines as the exporting country of the steel products.

FGI also questioned GSII’s declaration that it is already in commercial operations since once certified by the government, import duties on cold-rolled coils will automatically rise from the current 3 percent to 7 percent.

In the same letter, FGI has requested the Department of Trade and Industry (DTI) and the Cabinet level Tariff and Related Matters to hold in abeyance the certification of commercial operations in GSII’s hot rolled and cold roll coils production; to strictly review GSII’s compliance on the 50 percent of registered capacity with the Board of Investments on the steel products; and if the company has attained the level of 50 percent of the average total imports of the said products for three consecutive years prior to start of operations.

The DTI, however, has yet to decide on the complaint made by the FGI along with the decision made by Vietnam slapping a seven-percent duty on steel products from the Philippines.

by Rutchie Cabahug-Aguhob

A total of 1,513,819,406 matured coconuts was harvested in Northern Mindanao, last year, down by 1.0% compared to that of 1,528,249,129 coconuts in 2005.

“The decline in the number of nuts produced was due to the cutting of coconut trees in the past years or there could have been an occurrence of coconut physiological rest which happens after a period of high production,” Regional Director Luis G. Cruz of the Philippine Coconut Authority (PCA), region 10, said.

So far, only two (2) of the region’s five (5) provinces posted positive performances in matured coconut production, last year: Bukidnon from 41,607,326 to 46,666,362 coconuts or an increase of 12% and Lanao del el Norte whose production increased from 480,923,340 to 492,779,014 or 2%.

The other provinces, however, suffered declines in their matured coconut production: Camiguin, from 95,434,633 to 86,793,523 coconuts or a negative 9%, Misamis Occidental, from 436,611,104 to 424,876,577 coconuts or a negative 3% and Misamis Oriental, from 473,672,726 to 462,73,570 coconuts or a negative 2%.

Particularly for the fourth quarter, last year, matured coconut production dropped from 42,010,163 to 392,402,163 coconuts or a negative 2% with two of the region’s provinces posting declines: Mis.Or., from 136,146,566 to 125,209,809 or a negative 8.0% and Mis. Occ., from 108,924,037 to 108,062,459 or a negative 1.0%.

But the other provinces of the region posted positive production: Bukidnon, from 11,106,323 to 11,842,351 coconuts or an increase of 7.0%, Lanao del Norte, from 121,524,655 to 122,649,885 coconuts or 1.0% and Camiguin, from 24,39,162 to 24,637,659 coconuts or 1.0%

Meanwhile, Cruz said a total of 298,126.91 hectares have been planted to coconuts in the region with the largest area located in Mis. Or. with 101,698 has., followed by Mis. Occ., 97,630.59 has., Lanao del Norte, 75,326.50 has., Camiguin, 14,859.21 has. and Bukidnon, 8,612.61 has.

As of the end of 2006, the region had a total of 32,750,535 coconut trees but only 29,650,923 of them are fruit bearing while 3,099, 612 are non-bearing.

Again, the highest number of fruit-bearing trees are in the province of Mis. Or. with 9,916,853 coconut trees, followed by Mis. Occ., with 9,132,393, Lanao del Norte, 8,139,477, Camiguin, 1,798,382 and Bukidnon, 663,818 coconut trees.

On the other hand, a total of 42,998 senile coconut trees have been cut in the region in 2006, down by 8.0% compared to 46,525 coconut trees cut in 2005.

“The cutting of these trees have been approved in the 761 permits issued out of 822 applications processed, during the year, in connection with the implementation of Republic Act o. 8048 otherwise known as the Coconut Preservation Act of 1995,” he said.

Sensing the arrival of an adversary, Varf's supporters were massing up in front of the Legislative Bldg. and formed a barricade to prevent any attempt of bringing the canvassed ballots in Iligan to Tubod, Lanao Del Norte.
