i've been reading all along...
interesting things...
crazy elections...
and it's good that the people are protecting their votes....
by the way... how many councilors does the city have?

and on the issue of cruz's alleged home in CDO,
why bother?
if one discerns to build a home somewhere as long as it's 'honest' money, the he/she has the right to do so...
if he/she is the politician of another state and decides to build a home in another state, then it is his/her prerogative to do so as long as he/she maintains his/her obligations to his/her people. it is not in the constitution to force them to not have the right to own property in other states...they are sworn in to serve and their private lives, although they are public persons, are dictated upon their own discretions.

and oh yeah...
i'm looking forward to updates on everything...

no probs bro. even me would have been so furious about it had i not known the real story. mostly, these attacks are normal during elections and i ddnt have the time to air that on radio stations that time coz i went to bohol for two weeks and i ddnt even get here durng the elections to vote. and mostly, attacks on this matter are usually typical to most of iliganons thats why we dont answer on radio stations attacks that much. but anyways, u got the lighter side of the story and learned the truth. have a nice day too bro!

hi everyone! im new here..i signed up coz i rili wna say something about whats happening in iligan coz of the elections...i think that its just so sad that a certain family from outside iligan is terrorizing iligan..i mean we used to have peaceful elections...tanan na away, sa radyo lang and all in words...now arms are involved (whether used or not)...they're scaring iliganons already and not only that other people are led to believe that iligan is that chaotic...wala silay kaulaw..everyone knows theyre the ones who tampered the ballot boxes...everyone knows they were behind the illegal raid...and so much more...they still dont care..they know that we know that they want to tamper the ballot boxes from iligan also and they dont care..walay kaulaw...as long as they win...that is so barbaric...to think that they have been educated in the best schools all over the world...crazy huh? i guess no matter what, they will always be .....i cant even find the right word to describe them...i am so disgusted by them...

it really saddens me that this is happening to our city...and to think they dont even belong here...

Belmonte supporters: Iligan ballot boxes should remain in Iligan

ILIGAN CITY (MindaNews/May 21) – About a thousand persons gathered in front of the legislative building here today to protest the transfer of ballot boxes to the Mindanao Civic Center (MCC) in Tubod, Lanao del Norte, where the provincial canvassing is held. "People massed up here because last Sunday night, a group of Maranaos came here to transfer the ballot boxes to the provincial canvassing center at the MCC. Why would they get it when the Comelec was there for only half a day? Who will receive these ballot boxes at night time? This move is a threat to the voice of the people," said Ramon Cardenas, one of the campaign staffers of Vicente “Varf” Belmonte, who is leading in the congressional race in the first district against incumbent governor Imelda Dimaporo and Nikki Badelles, daughter of three-term Rep. Mariano Badelles.

Dimaporo’s husband, Abdullah has been proclaimed as reelected representative of the second district while son Khalid has been proclaimed the new governor. Abdullah also earlier served as governor.

Human rights groups and members of non-governmental organizations also came to the City Hall here to "protect the sanctity of the ballot and to document whatever will transpire here."

In a statement, the Iligan Movement for True Democracy, Belmonte’s support group, alleged that on May 19, “poll watchers from the opposition were disallowed to enter the provincial legislative building where provincial canvassing is done."

"The following morning, our lawyers found out that three ballot boxes from the towns of Bacolod, Maigo and Kauswagan were forcibly opened," the group related.

"Are we just going to accept how they malign the sanctity of peoples' votes? Must we condone always that the result of election in our district be dramatized? Must we condone these threats from armed group and those who'd like to stay in power even if the people have not voted them?" the statement read.

"If those ballot boxes in Lanao were forcibly opened at night, then it can also be done to these ballot boxes of Iligan city if brought there,” the group said.

Reelectionist Iligan City mayor Lawrence Cruz and the 10 elected councilors have been proclaimed by the Commission on Elections. Only Belmonte has not been proclaimed winner although he was also leading in the Comelec count.

The first congressional district comprises the city of Iligan, and the seven towns of Lanao del Norte’s Linamon, Kauswagan, Bacolod, Maigo, Kolambugan, Tubod and Baroy.

According to the final, unofficial count of Namfrel as of 5 pm May 19, Belmonte got 58,962 votes against Team Unity-backed candidates Angelique Dawn Badelles (45,670) and Imelda Dimaporo (42,956).

The Belmonte camp vowed not to allow the Iligan City votes moved to the MCC, claiming the certificates of canvass would suffice.

Supporters of Belmonte took out their rosaries and recited prayers. They sang "Our father" and "Maayong Iliganon." They also sang Yeng Constantino's song "Hawak Kamay".

"We are not here to quarrel. We only wanted to show that we cannot be bought and we want to stand behind Varf Belmonte who will win this election," said barangay coucilor Milagros Lluisma.

"This struggle is not for us. It is for the future of our children. True, we are from the opposition, but we have not cheated," Lluisma further said.

Supporters of Belmonte wore green, yellow and orange stickers on their sleeves and t-shirts for easy identification. Others wore red armbands.

A number of women brought white rosaries with them while others held the 6x3-feet taurpulins of Belmonte. Another group even cooked food in front of the city hall.

"We have here a shaky political condition. The fears of the people are valid. We just hope the armed forces will not be used and potential violence will be put down," said Adona Orquillas, executive director of Ranao Disaster Response and Rehabilitation Action Center.

"Opening boxes by force at night time is a clear human right violation and it tampers the sacredness of people's votes," she added.

"This election-related conflict has no religious dimension. But we know that in time of crisis, people pray," she said.

Members of the Lanao and Human Rights Advocates and staff from Namfrel were also around to document.

A party-list group also displayed placards that read: "protect the votes of the people."

Poll watchers of Governor Dimaporo, most of them male, sat at the left side of City Hall. Others took a nap under the shade of trees.

"We are relaxed," said Engineer Cassan Darapa, who heads the support group of Dimaporo.

"What they are doing there is just an exercise of their rights. We are just watching and hoping that nothing will happen," Darapa added.

"Whatever is the decision of the Comelec, we will just follow," he said.

Bad News!

Just received another text from a friend. A certain Comelec Commisioner daw insisted that iligan's canvassed ballots (esp. for 1st district congressman) be brought to tubod, ldn. Some people (Varf supporters) got hurt. Unfortunately, they were not able to stop them.

No plan to sell Iligan plant, says Global Steelworks

Global Steelworks International Inc., the country’s largest steel manufacturer, has denied rumors that they are selling their Iligan plant to another Indian firm, the Tata Group.

“That is not true. We are not for sale,” Sangram Mohanty Global Steel’s head of corporate communications said.

However, industry sources said that the two Indian firms are discussing Tata’s bid to acquire Global Steel. “They are in serious negotiations,” the source said.

Danny Concepcion, legal counsel of Global Steel’s creditor banks said the steel firm can sell its assets provided it gets the approval of the financial institutions. Philippine National Bank heads the consortium of creditors.

A ranking official of one of the creditor banks said they have heard that Global Steel is indeed for sale. “We heard about it but they have not discussed it formally with us,” the banker who requested anonymity said in a telephone interview.

The embattled company has been in the news recently after the Vietnamese government has accused it of using forged and fake documents in order to avail of the zero percent tariff. The discovery has led to the revocation of duty free privileges and the imposition of a seven percent duty on CRC from the Philippines.

The Vietnam government has revoked the Philippines’ right to sell steel products without additional fees after it has discovered that Global Steel has been using “forged and fake documents.”

Steel manufacturers from ASEAN countries have zero duty privileges when selling to fellow ASEAN nations. The imposition of duty will add to the cost of the product sourced from the Philippines.

However, Vietnam has imposed up to seven percent import tax on cold rolled coils (CRC) from the Philippines after the Vietnam Steel Association (VSA) discovered that Global Steel, the biggest manufacturer of CRC in the country — has allegedly been using forged and fake documents to make it appear that the products are made from the Philippines.

Global Steel has denied all the allegations.

When asked if the CRC’s sold in Vietnam is subject to seven percent import duty, Mohanty confirmed the report, but said the matter is “under dispute.”

Global Steel refused to answer accusation of VSA that it is impossible for it to fulfill the Common Effective Preferential Tariff (CEPT) provision because the company only started production of hot rolled products in April 2006 on a trial basis.

CEPT is the duty free import provision. It is a privilege given to ASEAN producers that can provide that their CRC shipments are 40 percent or more rolled from substrate manufactured in ASEAN member nations.

Energy purchases, up 8.4% in NorMin in 2006

A total of 2,234,650,262 killowat hours (kwh) of electric energy was purchased by Northern Mindanao in 2006, up 8.4% compared to 2,61,939,820 kwh in 2005.

Data at the National Economic and Development Authority (NEDA) generated from the National Transmission Corp. (TRANSCO) show that the highest increase in energy purchases was noted in the province of Lanao del Norte, from 546,583,022 kwh to 663,397,580 kwh or 21.4%, Regional Director Myra V. Balandra of NEDA-10 said.

This was followed by Misamis Oriental, from 1,174,284,250 kwh to 1,228,038,699 kwh or 4.6% and Bukidnon, from 189,078,345 kwh to 197,649,928 kwh or 4.5%. However, those of Misamis Occidental, declined from 138,564,736 kwh to 132,3304,379 kwh or negative 4.5% and Camiguin, from 13,429,467 kwh to 13,259,676 kwh or negative 1.3%.

In terms of share in the total regional energy purchase, however, Mis. Or. had the biggest share of 55% , followed by Lanao del Norte, 29,7%, Bukidnon, 8.8%, Mis. Occ., 5.9% and Camiguin, 0.6%.

Meanwhile, Balandra said, the biggest bulk of energy in Mis Or. was purchased by the Cagayan Electric Power and Light Co. (CEPALCO) as its energy purchases for the year increased from 604,615,843 kwh to 625,600,901 kwh or 3.5%.

In terms of increase in energy sales of the province, however, the Philippine Sinter Corp. posted the highest, from 156,515,417 kwh to 184,171,518 kwh or 17.7%, followed by the Misamis Oriental Rural Electric Service Coop (MORESCO) II, from 78,130,340 kwh to 82,539,333 or 5.6%, Ferrochrome, from 429,461 kwh to 444,578 kwh or 3.5%, MORESCO I, from 86,178,925 kwh to 86,52,993 kwh or 0.4%, HOLCIM, formerly Alsons Cement Corp., from 185,361,374 kwh to 186,018,249 kwh or 0.4%.

But the IndoPhil Oil Mills, Inc. posted a decline, from 3,926,250 kwh to 1,250,660 kwh or negative 68.1% due to lesser supply of copra processed during the year and Mindanao Silicon, from 59,126,640 kwh to 53,943,308 or negative 8.8%. However, the Elegant Chemical Alloy Corp., which has started its operations only in 2006 has purchased a total of 7,567,159 kwh for the year.

Moreover, Lanao del Norte’s Treasure Steel. Works Corp. pulled up the energy purchases of the province with a remarkable increase from 33,950,718 kwh to 75,402,403 kwh or 122.1%, followed by Global Steel Works, formerly, National Steel Corp (NSC), from 69,484,466 kwh to 151,880,744 kwh or 118.6%.

Next was Maria Cristina Chemical Industries (MCCI), from 20,41,806 kwh to 23,635,702 kwh or 17.9%, NewTech Pulp Inc., from 7,287,947 kwh to 8,005,260 kwh or 9.8%, Pillsburry Food Corp. (PFC), from 25,670,151 kwh to 27,859,854 kwh or 8.5% and Iligan Light and Power, Inc. (ILPI), from 192,651,419 kwh to 195,905,030 kwh or 1.7%.


Other companies in Lanao del Norte, however, noted declines in their energy purchases: Globe Paper Mills, from 23,607 kwh to 1,795 kwh or negative 92.4% due to stoppage in pulp paper operation since January 2006, Mabuhay Vinyl Corp. (MVC), from 74,933,739 kwh to 61,591,372 kwh or negative 17.9%, Iligan Cement Corp. (ICC), from 67,351,581 kwh to 64,164,430 kwh or negative 4.7% and Lanao del Norte Electric Coop, (LANECO), from 55,187,588 kwh to 54,950,900 kwh or negative 0.4%.

In Bukidnon, increases in energy purchases were noted in the Bukidnon Sugar Company (BUSCO), from 2,667,700 kwh to 3,598,654 kwh or 34.9%, First Bukidnon Electric Coop. (FIBECO), from 93,602,798 kwh to 99,786,792 kwh or 6.6% and the Bukidnon Second Electric Coop. (BUSECO), from 78,807,212 kwh to 82,232,660 kwh or 4.3%.

In contrast, a drop in energy purchase was noted in: SOBROS, formerly Mendeco, from 3,042,113 kwh to 2,488,596 kwh or negative 18.2% due to its shift in production from Class B to Class C paper products, Del Monte Philippines Inc. (DMPI), from 10,821,679 kwh to 9,421,392 kwh or 12.9% and Menzi Agricultural Corp., from 136,844 kwh to 9,421,392% or negative 11%.

Furthermore, declines in energy purchase was noted in Mis. Occ. by the Mis. Occ. Electric Coop., Inc. ( MOELCI) II, from 103,779,111 kwh to 97,551,790 kwh or negative 6% and MOELCI 1 , from 34,785,625 kwh to 34,752,589 kwh or negative 0.1%% and in Camiguin, with its only customer, the Camiguin Electric Co. (CAMELCO), from 13,429,467 kwh to 13,259,676 or negative 1.3%,” Balandra added. (PIA 10)

DepEd Iligan all set for opening of classes this June

In an effort to prepare for the smooth opening of classes on June 4, the Department of Education (DepEd) in Iligan City launched the Oplan Balik Eskwela (OBE) last May 21.

Iligan Schools Division Superintendent Lourdes Tolod said the project seeks to streamline efforts of different government agencies to address common problems during the opening of classes.

She said they started the project with Brigada Eskwela, a bayanihan system where the Parents-Teachers Association (PTA) and school stakeholders took part in cleaning up schools, even repairing classrooms and school facilities.

Tolod enjoined students, parents, teachers, local government units and even business groups to pool their efforts towards making schools clean, comfortable and conducive learning environments.

“Through the OBE, the different schools in the City are now ready for the opening of classes this June,” she added. (PIA 10)

what a piss off... such a farkin piss off... i pray na lang nato na di na i tamper ang mga balota... geez, if an anomalous result comes out after this im gonna go mad... I just hate the political dynasties in this country.. I've had enough of it!!!

it's very sad to know all these ballot-tampering acts...i guess it's been like that ever since i could remember. i dont know if there's anyone who's still hopeful of a change? i used to...but it seems it's becoming a hopeless case. so i guess i can say ive given up....that's the way of life there. that's the way it is. i dont know if there's anyone who'd could change that....i think if there's anyone who wants to do that, youll get a bullet, if not in your head then in any of your family's.....i could only say that it's very sad...it seems that it's like cancer...there's no cure. flee before it eats you up.

Protests swell vs Iligan canvassing transfer

ILIGAN CITY—Hundreds of supporters of Vicente Belmonte, the Genuine Opposition’s congressional candidate in the first district of Lanao del Norte, have been massing outside City Hall since Sunday to prevent the transport of the city’s certificates of canvass (COCs) to Tubod town for the provincial canvass.

But lawyer Chubaco Cenen Caina, city election officer, said only the Commission on Elections’ central office in Manila could decide on the transfer of the venue of canvassing and not local officials like him.

“As of now, it is in Tubod town, so I am duty-bound to bring the Iligan COCs there,” he said.

The stakeout by Belmonte’s camp was prompted by reports that at least three ballot boxes containing COCs from three towns were forcibly opened on Sunday morning, when the provincial board of canvassers resumed its canvass.

“The envelopes containing the COCs appeared to be altered, raising the question its contents could be tampered with,” Rejoice Subejano, GO counsel, said. It was possible that “the envelopes now contain home-worked COCs,” he said.

The certificates came from Kauswagan, Bacolod and Maigo towns, where some precincts did not hold elections on May 14 because of threats of violence.

Belmonte’s lawyers filed a petition before the Comelec in Manila against the transfer of the Iligan COCs to Tubod. The risk of alteration or tampering with the documents was high, they said.

They said that Belmonte was way ahead of his closest rivals, outgoing Gov. Imelda Dimaporo and lawyer Angelique Badelles, daughter of outgoing Rep. Alipio Cirilo Badelles, in Iligan.

Subejano said the only force deployed to secure the election documents was the civil security unit of the provincial government, which, he said, was controlled by Dimaporo.

Arthur Abundiente, another GO counsel, said power outages also regularly occurred in Tubod as admitted by provincial election supervisor Joseph Cuevas.

“This is why he, as chair of the PBOC, set the canvassing period from 9 a.m. to 5 p.m. everyday. If the canvassing, at least for the congressional race, is held in Iligan, we can proceed even until the wee hours of the morning,” he said. Army asked to deploy more troops at Lanao Norte capitol

TUBOD, Lanao del Norte – The Commission on Elections (COMELEC) has ordered the military to deploy more troops at the provincial capitol of Lanao del Norte to secure the canvassing of election returns.

This, as lawyers of the United Opposition (UNO) filed a petition with the COMELEC to transfer the canvassing to Iligan City.

In a faxed memorandum Tuesday, COMELEC Commissioner Nicodemo Ferrer directed Lt. Col. Alvin Tiamwatt, commander of the Army’s 32nd Infantry Brigade, to assign additional troops to the provincial capitol and replace the provincial security personnel and policemen securing the area.

UNO lawyers reported to the COMELEC last Sunday that ballot boxes from the towns of Kauswagan, Bacolod, and Maigo containing the certificates of canvass (COCs) were allegedly forcibly opened and their contents tampered while they were stored at the provincial legislative building.

A video camera recorded the incident, the UNO lawyers said, adding though that there was no sign of forcible entry in the room where the ballot boxes were kept.

Supporters of Iligan City councilor Vicente Belmonte Jr., who was leading by more than 16,000 votes in the congressional race, gathered in front of the Iligan City Hall to prevent the transfer of the ballot boxes to the provincial capitol.

Based on the quick count of the National Movement for Free Elections (NAMFREL) as of last Saturday, Belmonte had 58,962 votes, trailed by Angelique Badelles, with 45,670; Gov. Imelda Dimaporo, 42,596; and Leo Zaragoza, 10,137.

Indian group says GSPI sale to Tata mere rumor

An official of local steel firm Global Steelworks Philippines Inc. (GSPI) said the Indian principals of the firm is not selling out its local operations and instead would spend $1.5 billion to upgrade the former National Steel Corp. (NSC) facility into an integrated steel mill but he declined to disclose possible sources of funding.

GSPI general manager Kumas Sehgal told reporters the supposed plan of selling the company to Indian largest conglomerate, the Tata Group, was nothing but a rumor and that the company is already preparing a blueprint for the proposed integrated steel plant that would include operations in mining, power and even railways.

For its mining operations, GSPI is looking for possible sites to mine limestones, dolomite, iron ore and coal. “There are areas with lots of potential. We will know after all the geological surveys and analysis,” Sehgal said.

GSPI, despite reports that it is having financial problems, said it would keep its operations in Iligan City.

Sehgal said GSPI’s proposed upgrade in business operations would also include the development of a blast furnace that would produce various steel products. He added the additional investments of $1.5 billion may increase or decrease depending of the financial study and the actual cost.

But the actual implementation of the proposed integrated steel operations may finally take off only after three years of preparations, GSPI head for communications Sangram Mohanty explained while declining to disclose other details. “Backward integration hs always been in our plan including the operation of a blast furnace which will give us the competitive advantage.”

The commitment made by Global Steel to engage in an ambitious plan to spend an additional investments of $1.5 billion means earlier reports based on claims by industry players is merely “outright fabrications” including rumors that the company is already talking to Tata Group for possible takeover.

NSC which operations stopped since 1999 was revived by Global Steel when it won the bidding in 2004. It pledged to pay P13.25 billion including a P1-billion downpayment.

Since then, Mohanty said the Indian steel firm has equipped the NSC plant with modern machineries to produce cold rolled coils and denied claims of the Vietnamese steel group that it is using the Philippines as its transshipment point to bring steel products from India and export it to Vietnam.

Global Steel further reports that its sales revenues reached $201.04 million in 2006 of which $164.94 came from exports. In 2007, the company expects sales to go more than double to $513.63 million equivalent to 865,000 metric tons of steel products.

GLOBAL Steel Philippines, the Indian-led company that bought out shuttered National Steel Corp. announced on Tuesday that it putting up the country’s first integrated steel plant.

Lalit Kumar Sehgal, Global Steel managing director, told reporters that the company is investing $1.5 billion for the new facility to be located in its Iligian City compound. He said the project has yet to secure government approval.

The new venture may be eligible for tax and other perks, since the newly approved 2007 Investment Priorities Plan list steel projects among those that can avail of the incentives.

Sehgal admitted the company’s disclosure was untimely, but it went ahead anyway given recent reports, saying the existing Iligan City facility would be sold to the Tata group, another Indian conglomerate.

“Investing as much as we already did and our further plan to expand is not a joke. We are not selling it to Tata Group, which is our closest competitor in India nor to anybody else,” Sehgal said. “The expansion, which will be divided into two phases, is expected to be finished in 2010,” he said.

Sangram Mohanty, Global Steel corporate communications head, said part of the expansion involves securing mining rights for exploration of raw materials for steel manufacturing such as iron ore, coal, dolomite and limestone.

The company also needs infrastructure support and uninterrupted power supply for its blast furnace, the machine that would convert iron ore to slabs, the raw materials needed in producing steel, he said.

Mohanty said that the integrated plant is set to bring down costs and lead to higher production.

Seghal also clarified that the company’s export papers to Vietnam are authentic. “We buy the slabs and other ingredients for producing steel offshore, Vietnam’s allegations were all false,” he said. “Instead of us supplying their steel needs they would rather have the local counterpart to beef up their own steel industry, which is now an emerging market in Vietnam,” he added.

The Vietnamese government earlier decided to slap 7-percent import duties on Global Steel’s hot-rolled coils and cold-rolled coils, costing the company $300,000 a month.

Despite this, Mohanty said the company targets to double its annual sales from $201 million to $513 million. “We are already exporting to Africa, Asia, Europe and Brazil. Then eventually we aim to tap the US market,” he said.

The Indian-owned company made the announcement amid allegations that it was using fake export papers because it could not produce goods at its plant in the southern city of Iligan.

Company managing director Lalit Kumar Sehgal said in a news briefing that Global Steel was working on government approvals for the project, which would make the Philippines self-sufficient in steel.

Sehgal lashed at what he called “interest groups” and “traders” that he said were spreading rumors to ruin Global Steel’s name and stunt the growth of the local steel industry.

The Filipino Galvanizers Institute has asked the government to hold off incentives for Global Steel, saying the company was facing charges in Vietnam for alleged use of tampered documents for its export cargoes.

According to the industry publication Metal Bulletin, Vietnam has slapped a seven-percent tariff on Global Steel shipments -- instead of zero duties under agreements in the Association of Southeast Asian Nations -- because of the discovery of the fake papers.

“This is a matter between the Customs authorities of the Philippines and Vietnam,” said Sangram Mohanty, Global Steel chief of corporate communications.

1.6 billion is a big amount. That doesn't mean thay have it available. Just a smoke screen until Tata gobbles it up? That is my guess.

Global has a history of not making payroll in full or on time. Maybe not because they don't have the money (as was the case with National Steel), but maybe just because they can get away with it?

It is loud and noisy, enough to keep Suarez, Nonucan and Tominobo residents haggard and bleary eyed from lack of sleep. You can also kiss the clean, fresh air of Iligan goodbye. :goodbye: Now not only are they starting to paint the sea red, they will also put a shroud of death over the city. The dust from such a facility can spoil Timoga, Tinago, and possibly even the water reservoir. What a dumb decision! :doh: BEWARE ILIGANONS! :gaah:

ILIGAN CITY -- The Provincial Board of Canvassers in Lanao del Norte finished canvassing the Certificates of Canvass (COCs) of Iligan City as of 9 p.m. Tuesday.

Lawyer Chuvasco Cenen Caiña, the Philippine National Police, lawyers of both parties of Lakas-CMD, United Opposition, and Namfrel, along with soldiers, successfully transported the COCs despite a bloody riot with protesters at Iligan City legislative building.

Based on partial and official results, 1st district congressional candidate Vicente Belmonte of the United Opposition garnered 52,783 votes.

His closest rivals Angelique Nikki Badelles of Kampi got 39,315 votes while outgoing Governor Imelda Quibranza Dimaporo of Lakas-CMD got 35,150 votes.

The Provincial Board of Canvassers led by lawyer Joseph Hamilton Cuevas proclaimed Tuesday afternoon Mohammad Khalid Quibranza-Dimaporo of Lakas-CMD as the new provincial governor with 98,492 votes against Raphael Rizalda of United Opposition with 31, 956 votes.

For vice governor, Irma Umpa Ali of Lakas-CMD garnered 84,622 votes against Usop Omar of the United Opposition with 36,385 votes.

In the second congressional district of Lanao del Norte, reelectionist lawmaker Abdullah Dimaporo of Lakas-CMD got 96,087 votes against Abdullah Dabs Mangotara of the United Opposition with 35, 647 votes.

The above vote figures were taken from the results of Iligan COC and the four municipalities of Linamon, Kolambugan, Tubod and Baroy while the ballot boxes, which contained the COCs of Bacolod, Maigo, and Kauswagan were not yet canvassed, sources said.

Like I said I'm pro Iligan. I did not say Im pro Badelles, Pro Belmonte nor am I pro Dimaporo. Yes I am aware that the canvassing of ballots is done in Tubod, LDN (the provincial capital). IMHO you can't blame some Iliganons to feel that way epecially if the candidate is the outgoing governor of the province.

Hey guys I just received a text from a friend. Dump Trucks are now blocking the roads to the CITY HALL to prevent LDN PNP and AFP from entering. LDN Governor and LDN 2nd district Congressman (both having the same family name) were already proclaimed and they wanted the "woman 1st district congressional candidate" to be proclaimed also. They're trying to get the canvassed ballots of ILIGAN and bring them to Tubod LDN. This is really disturbing. Hope this aint true :ohno:

ILIGAN CITY (MindaNews / May 25)- "We are terribly alarmed and saddened, when the very core of democratic process, where people's genuine voice is supossed to be heard, has been marred with fraud, deceit, trickery and intimidation."

Msgr. Jemar Vera Cruz, vicar general of the Catholic Diocese of Iligan City, expressed this frustration to news reporters here, over the discovery of tampering of ballot boxes while at the custody of provincial security personnel.

"Our election laws are violated; lists of voters were not released promptly; vote-buying and selling; there's seven-hour black-out in many towns of Lanao del Norte; there's massive cheating in interior towns," Cruz said, enumerating the cases of alleged tampering and other election irregularities in the city and in Lanao del Norte.

Cruz said that ballot boxes containing certificate of canvassing (COC) were "forcibly opened and tampered even at the custody of provincial security personnel" at the Lanao Norte's provincial capitol. He added that the transport of the ballot boxes from Iligan's city hall to Tubod municipality was "a scene of disorder, confusion and mauling".

Cruz referred to the violent confrontation of policemen from Cagayan de Oro City and thousands of supporters of congressional candidate Vincente Varf Belmonte. Belmonte's supporters barricaded the city's legislative hall, from May 20 to May 22, to protest the transfer of said boxes and to safeguard the sanctity of their ballots.

Policemen broke through the barricade and mauled some barricaders although the latter also threw stones at policemen. Eight civilians and six policemen were injured.

The police went to the legislative hall at the behest of the Commission on Elections (Comelec), which denied the petition of Belmonte's lawyers asking that canvassing of Iligan City's COCs be done at the city's legislative hall.

"Until today, winner for the first Congressional district is yet to be proclaimed due to unusual and suspicious delay in canvassing," said Cruz.

Cruz met with his priests, leaders of civil society groups, the Parish Pastoral Council for Responsible Voting, National Citizens Movement for Free Elections, and the diocese's lawyer at the Bishop House to draft their position that "with these reprehensible acts that truly subvert the sovereign will of the people amid discouraging situation, we call on the cleansing of the Comelec and the automation of 2010 election".

"We strongly denounce the wanton use of goons, guns and gold by the candidates and their supporters to harrass voters and buy votes. We also condemn the blatant and shameful attempt to alter the result of the elections to favor particular candidates in the towns of Maigo, Bacolod and Kauswagan whose official result we already knew based on the official COC copy of the PPCRV," Cruz said.

Cruz urged the provincial board of canvasser to inhibit themselves from further canvassing the remaining COCs of the three municipalities.

"We call on people... those who gave up their freedom in exchange for measly sum to re-examine their conscience and seek their true role in nation-building. The voice that was bought, harrassed and subverted is not God's voice," he said.

ILIGAN CITY (MindaNews / May 25) - White streamer s hang conspicuously along the main thoroughfares here and the word "thank you" is easily readable. The streamers have been strung to catch public attention and apparently intend to sway public support to the cause of first district congressional candidate Vicente Varf Belmonte, who led in the counting against two well-entrenched rivals.

The streamers show a tabulation of votes that point to Belmonte as having gotten the highest number of votes compared to rivals Nikki Badelles and Imelda Dimaporo, both from two known families of politicians.

Despite leading in the tally and with only three ballot boxes left, Belmonte has lamented why he is not yet proclaimed.

This is because the provincial Comelec has not yet made a resolution on what to do with the three ballot boxes that were forcibly opened on May 20 by unidentified suspects and while at the custody of the provincial security personnel.

Msgr. Jemar Vera Cruz, vicar general of the Catholic Diocese of Iligan City, has urged the members of the provincial board of canvassers to inhibit themselves from further canvass the three remaining boxes from the towns of Maigo, Bacolod and Kauswagan.

The inhibition "calls for the institution of new provincial board of canvassers which will likely derail further the proclamation of Belmonte".

Civil society groups want to take what they described as a more practical route to resolve the controversy.

Dr. Melchie Ambalong, co-convenor of Parish Pastoral Council for Responsible Voting (PPCRV) and People Electoral Alliance for Credible Election (PEACE), proposed that "canvassing should proceed with the use of official copies of certificate of canvassed votes issued by the election officers to the Comelec, to the majority and minority
parties, to PPCRV and for the public precincts".

The sixth copy of election returns that were signed by the Board of Election Inspectors "shall be be used for verification on either truthfulness or falsity of the contents of COCs put inside these forcibly opened boxes", according to Ambalong.

She said, "this should be witnessed by the public".

Meanwhile, the diocese's lawyer, Leo Zaragosa, who also ran for a congressional seat but conceeded defeat, said "there is still a request to National Bureau of Investigation to examine the substance of COCS if these are tampered, replaced or not".

"NBI investigated only the forcibly opened boxes but have not examined the contents of these ballots if its replaced or not," he said. Zaragoza believes that the NBI will have its findings in time when the provincial board of canvassers will be reconstituted.

DSL service for the residential is only 999 with the speed of 100 Mbps but, as of now wala na silang line para sa new subscribers, full na kasi ang line ng PLDT dito sa iligan, but thier sister company the SMART open pa ang line nila for the Smart BRO.. ok naman ang mga internet provider dito, u can choose of any internet connection you like may DSL, Wi-Fi, Smart BRO, broadband.

Now that's pure bullsh*t. Ang mga Dimaporos mao kusog momalit ug boto. In fact, while I stayed in Iligan for few days naa gani mamalitay! Varf hinuon!

These 2 photos are clearly retouched. On the upper pic, look at the pattern on the shrubs - they are repeating. On the lower pic, the sand, too has almost a badly tiled look. The guy was perhaps trying to erase the trash commonly seen in these beaches. If Iliganons looked after their rubbish in these places, there'd be no need for photoshop skills on any of these.
This is the beach me and my family used to go weekends or holidays. I miss it...:hug:

Church hits attempts to alter poll results

ILIGAN CITY---The clergy here strongly condemned the apparent attempt by a politician to alter the election results particularly in three towns of Lanao del Norte.

In a press conference held at the Archbishop's Palace here Sunday morning, Monsignor Jemar Vera Cruz read a statement signed by Bishop Elenito Galido, Bishop of the Diocese of Iligan, stating the alleged attempts.

In a statement, the Galido said the Church is "terribly alarmed and deeply saddened that the genuine people's voice has been marred by various forms of fraud, deceit, trickery and intimidation."

Galido also called for the inhibition of the Provincial Board of Canvassers of Lanao del Norte in the canvassing of votes for the towns of Kauswagan, Bacolod and Maigo to dispel doubts on their integrity and impartiality.

The Comelec padlocks of the three ballot boxes from the three towns were discovered destroyed last week while being stored at the session hall of the legislative building of the Capitol. The Capitol compound is being secured by security guards and local policemen.

United Opposition (UNO) lawyers, through the Commission on Elections (Comelec), have asked the National Bureau of Investigation (NBI) to investigate the break-in.

UNO lawyers suspect that the Certificates of Canvass of the three towns have already been tampered.

"We also condemn the blatant and shameful attempt to alter the election result to favor a particular candidate in the municipalities of Kauswagan, Bacolod and Maigo whose official result we already knew based on the COC copy of the PPCRV.
In this regard, we urge that the Provincial Board of Canvassers to inhibit from further canvassing the remaining COCs of the said towns," the statement further said.

"Until this day, winner for the first congressional district of Lanao del Norte has yet to be proclaimed due to the unusual and suspicious delay in the canvassing," the statement said.

Monsignor Vera Cruz, however, emphasized that the clergy is not supporting any particular candidate but is protecting the sanctity of the ballot.

"The voice of the people is the voice of God," he said.

According to the results based on the COCs and election returns for the seven towns and Iligan City comprising the first district of Lanao del Norte, Iligan City Councilor and congressional candidate Vicente Belmonte Jr. is leading with 59,932 votes followed by Angelique Badelles with 46,600, and Governor Imelda Dimaporo with 43,403 votes.

Badelles thanked all her supporters and has since accepted her defeat.

If Dimaporo will sit down, mahahati na ang Lanao Del Norte, at ang ILIGAN will become a LONE DISTRICT and from 44 Brgys. it will become 35 Brgys.

for me, lone district will really help iligan...besides unsa man diay worry nimu kung makwaan ug barangay ang iligan? the worth of a city does not depend on how big it is...

the way i see it, if lone district na ta, we will have a separate budget n separate projects...kanang para lang jud sa pag pagwapo sa iligan...

i really dont see what the problem is if ever man makwaan ug barangay...outskirts naman pud na of iligan...and our leaders can focus na on iligan or on the province kung asa man sila elected..di na hati...

Those may be outskirts but are mineral-rich. The bulk of Iligan's forest reserve and agricultural lands are also in those barangays. IMHO the city may not be able to achieve its vision of a balanced, sustainable growth.

I am for lone district with the complete 44 barangays...

creating a lone congressional district for iligan will give it a voice in the national level instead of tagging along an entire list of municipalities. at least the efforts of whoever the hopefully future congressman of iligan is solely directed towards iligan's future instead of the future of an entire district composed of different municipalities. this in turn allows a quicker response in whatever is needed for iligan instead of going through the red tape of bureaucracy and risk more corruption.
on the issues of the loss of baranggay's the involved baranggay should be able to decide its fate or whether it wants to stay with iligan or go to lanao del norte. that way, it becomes a democracy and thus the people's voices are heard. i'm most sure (but not totally) that they will stick to iligan city for its advantages.
iligan city has its unique needs and it thus have a greater need to be independent in congressional districting. isn't it about time that iligan city becomes a lone district?

More than 90% of the establishments at the Pala-o Supermarket that burned down last March have been rebuilt enabling merchants to get back into business operations.

The Scholarship and OJT Division of the City Human Resource Management Office (CHRMO) is encouraging applicants for the SAGIP scholarship grant program of the city government to attend the Scholarship Policy Orientation, along with their respective parents, at the Doña Juana Lluch Elementary School in Barangay Pala-o, this city, on June 9, 2007 at 8:00 o’clock in the morning. Scholarship grantees and parents are reminded to bring their applicant’s slip.

SAGIP (Scholarship Assistance from the Government for the Impoverished Pupils) is the Iligan City government’s scholarship program for the elementary level. Cagayan de Oro City (31 May) -- The Regional Disaster Coordinating Council, region 10, has cited the winners of the Gawad Kalasag (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) Search for Excellence in Disaster Management (DM) and Humanitarian Assistance (HA) Awards in Northern Mindanao for the year 2006.

The Gawad Kalasag search recognizes the outstanding performances of local disaster coordinating councils (DCC) and private, volunteer and government organization emergency responders (GOER) who are among the stakeholders and partners in the implementation of DM programs and activities of the region, Regional Director Carmelito M. Lupo of the Office of Civil Defense (OCD), region 10, said.

Likewise, it recognizes individuals, groups or institutions who have shown extraordinary courage, heroism, capacity for self-sacrifice, and bravery against all odds in times of natural and/or man-made disasters and emergencies.

Meanwhile, Lupo, who is the Chief Executive Officer of RDCC-10 and Chairperson of the Gawad Kalasag Regional Selection Committee (RSC) said the criteria and scoring of the winners were based on the following: Disaster Preparedness (DP) 30%, Mitigation, 30%, Response Effectiveness, 25% and Rehabilitation, 15%.

Correspondingly, the criteria on DP include the organization of the DCC’s, the formulation of DP Plans, establishment of DM Operations Center, as well, as the conduct of DM Trainings for DCC members and other stakeholders.

Under the criteria on mitigation are the establishment of the risk/hazard maps and data-base of vulnerable groups, enforcement of zoning and safety regulations, disaster management measures integrated in DP plans and percentage of local development funds appropriated for mitigation measures.

Similarly, the criteria on response effectiveness include the conduct of a damage assessment and needs analysis and the establishment of search and rescue, fire suppression, emergency, medical and evacuation plans, as well, as relief services.

Again the criteria on rehabilitation include the establishment of a rehabilitation service after the disaster, technically capable rehabilitation team for post disaster services, rehabilitation assistance from government agencies, non-government organizations and foreign donors, equipment/installations for rehabilitation and utilization of the calamity fund.

Basing on the criteria stated above, the following DCC’s have been declared GKA winners in region 10 for the year 2006:

Camiguin for the Provincial Category, Iligan City for the Highly Urbanized City Category, Ozamiz City for the Component City Category and Lugait, Misamis Oriental for the 4th-6th Class Municipal Category, Barangay Carmen, Cagayan de Oro City for the Urban Barangay Category and Rescue 811 for the GOER Category.

The RSC is composed of the regional heads of RDCC-10 member agencies in region 10 represented by the following: Fire Supt. Mario Socorro C. Timonera of the Bureau of Fire Protection (BFP), SPO3 Janilito M. Dancino, Philippine National Police (PNP), Dr. David A. Mendoza, Dept. of Health (DOH) and Roger R. Lapura, OCD.

SSg. Abel L. Idusma, Tactical Operations Group in Northern Mindanao (TOG-10) of the Philippine Air Force (PAF), Romeo R. Fernandez, Dept. of Social Welfare and Development (DSWD) and Artesa G. Gayloa, Dept. of Interior and Local Government (DILG).

maigo and bacolod COC's were opened around 2pm and it was indeed TAMPERED. belmonte and badelles' votes were reduced and added to dimaporo's. for example: belmonte's 2000+ votes were erased (by a liquid eraser) and instead replaced by 200+. there was even one municipality dat dimaporo leads followed by badelles and belmonte on the 3rd spot. with this, GO lawyers are now insisting that the authenticated copy of the COCs' from namfrel be used instead. lakas and the provincial board of canvassers also insist that they follow the memo from the comelec enbanc (issued yesterday) that they should canvass the 3 tampered ballotboxes and no proclamation will be done unless the comelc enbanc decides on the whole matter.

From being the third contender, outgoing Lanao del Norte governor Imelda Dimaporo of Lakas-CMD now leads the race by over 7,000 votes over earlier runaway winner, Iligan city councilor Vicente Belmonte of the Genuine Opposition (GO).

Before the canvass, Belmonte was leading in the five-way race by more than 17,000 votes.

The canvassing occurred as the new set of provincial board of canvassers (PBoC) was able to enter the canvassing site after a two-day standoff with protesters who barricaded the site.

The new PBoC is composed of Bukidnon provincial election supervisor (PES) Lordino Salvaña, Camiguin PES Ma. Dulce Cuevas-Banzon and Comelec regional lawyer Gina Luna Zayas.

The PBoC began opening the CoCs from Maigo, Bacolod and Kauswagan around 1:30 p.m. amid tight security outside the Sangguniang Panlalawigan session hall.

Four soldiers were also posted inside the jam-packed session hall.

Despite the objection of GO counsels, Salvaña insisted the soldiers be allowed to stay to make them feel really secure.

“All three CoCs were in their tampered state and therefore should not be canvassed,” GO lawyer Arthur Abundiente said.

The ballot boxes containing the CoCs from the three towns had been forcibly opened shortly after the elections, raising suspicions its contents had also been altered.

But despite opposition, the PBoC went ahead with the canvassing.

First to be opened was that of Maigo town. The observations about “signs of tampering” led GO counsels to move for the CoC’s exclusion from the canvass.

After two hours of heated legal arguments, the PBoC ruled to have the figures entered into the official count.

The same ruling was also adopted in the case of the two other CoCs.

GO pointed out that the CoCs in question contained erasures on the figures for congressional candidates Dimaporo, lawyer Angelique Badelles and Belmonte, the three forerunners in the five-way race.

They also said the figures differed from those reflected in the CoCs given to the National Citizens’ Movement for Free Elections (Namfrel) and the Liberal Party.

Abundiente said in the questioned CoCs, the votes for Dimaporo “tremendously increased” from 8,253 to 26,213 while the votes for Belmonte were reduced from 7,149 to 815, or 89 percent.

Meanwhile, votes for Badelles were also reduced from 7,285 to 1,185, or 84 percent.

He said in all, some 12,434 votes from both Badelles and Belmonte were shaved off and added to Dimaporo’s vote tally.

Apart from the shaved votes, Dimaporo’s tally was allegedly further padded by some 5,526.

Commissioner Nicodemo Ferrer, Comelec officer for Northern Mindanao, said the PBoC was only tasked with canvassing the CoCs but it was ordered to “refrain from proclaiming any candidate…”

But losing congressional candidate Leo Zaragoza has called on Iliganons to “show people power” to denounce the actions of the PBoC in canvassing the CoCs in question.

Iligan folk stage protest vs. ‘tampered’ COCs


ILIGAN CITY (MindaNews/June 3) – Local residents opposed to the canvassing of supposedly tampered Certificates of Canvass from three towns in Lanao del Norte have formed a group to prevent the consummation of what one of its leaders called “just another Hello Garci scandal.

The Movement for Truth, Justice and Peace (MTJP), initiated by religious and civil society, in a statement said that “in spite of vehement protests that these tampered CoCs should not be used for the canvassing, the PBOC (Provincial Board of Canvassers) proceeded.”

“The canvassed results based on these tampered CoCs showed that the tallies do not coincide with the CoCs of the minority party and the PPCRV. The tally is statistically improbable based on the total voters’ turnout. This created an atmosphere of doubt, uncertainty and anger in the minds of the people of District 1 Lanao del Norte,” the statement said.

"The original figures of the COC (certificates of canvass) were ‘snowpeaked’ (erased and changed), numbers of votes were altered, signatures and ink used which appeared in the COC were different compared to other authentic COCs held by Namfrel (National Movement for Free Elections), majority and minority parties," lawyer Arthur Abudiente, lead counsel of the opposition, told the provincial Commission on Elections.

Allegations of vote-padding and vote-shaving based on the questioned COCs have prevented the PBOC in Lanao del Norte to declare a winner for the congressional seat of the province’s first district.

The alleged tampering of COCs from the towns of Maigo, Bacolod and Kauswagan reportedly benefited Gov. Imelda Dimaporo and reduced the number of votes for two other congressional candidates, Nikki Badelles (Team Unity) and Varf Valmonte (Genuine Opposition).

MTJP planned to march around the city every 7p.m. from June 1-3.

Fr. Nasser Zaragoza, chairperson of Parish Pastoral Council for Responsible Voting (PPCRV)-Iligan, said the group wanted to show to the country “that we don’t agree that fake CoCs be canvassed.”

In a program Friday night beside St. Michael Church, lawyers of the genuine opposition related what they supposedly saw on the COCs from Maigo, Bacolod and Kauswagan.

They said the ‘tampered’ COCs that were canvassed by the PBOC were “lies and injustice visible to naked eyes”. They vowed to appeal to the Comelec en banc to exclude the questioned COCs.

They suspected that the tampering had the “blessings of Malacanang.”

“This is just another Hello-Garci scandal. But for evil to triumph is for good persons to do nothing,” lawyer Manuel Salibang, of the GO, told the people who attended the program.

Dr. Chonilo Ruiz, re-elected city councilor, recalled that “in previous elections in Iligan, winners are winners; losers are losers… but this time, the loser wants to win.”

In a press conference Friday afternoon, MTJP appealed to the Comelec en banc to “heed our call and struggle for truth, justice and peace to triumph in this election.”

They asked that the Municipal Certificates of Canvas inside the “tampered ballot boxes of Kauswagan, Bacolod and Maigo should be excluded as basis for proclaiming a Representative to the House of Congress for District 1 Lanao del Norte.”

“We ask Comelec en banc to proclaim our representative that is truly chosen by electorates of Iligan and Lanao del Norte as reflected in the authentic copies of CoCs held by Namfrel/PPCRV, majority and minority parties,” the group said.

They also asked the media to exercise prudence in their reports and emphasized that the incidents relating to the election should not be played up as a manifestation of religious conflict between Muslims and Christians.

“The issue here is just what is true and what is right based on authentic CoCs held by Namfrel/PPRCV and [the] minority party,” said Dr. Melchie Ambalong, chair of Peoples Electoral Alliance for Credible Election (PEACE) and co-convener of PPCRV.

MTJP planned to hold a series of activities until the “legitimate representative” is proclaimed.

Outside the Catholic Church now, streamers proclaiming Varf Belmonte as the legitimate representative of First District Lanao del Norte hanged.
Supporters of Dimaporo also hanged streamers on trees expressing her thanks to voters.

ILIGAN CITY—Civil society and religious leaders in Lanao del Norte appealed to the Commission on Elections to ensure that fairness would prevail in the congressional race of the first district.

In a manifesto, the Movement for Truth, Justice and Peace asked the Comelec en banc “to proclaim our representative that is truly chosen by the electorate of Iligan and Lanao del Norte as reflected in the authentic copies of CoCs …”

The group was organized as an offshoot of the controversy that erupted last week over the decision by the provincial board of canvassers (PBOC) to enter into the official count figures contained in three tampered certificates of canvass (CoCs) from the towns of Maigo, Kauswagan and Bacolod.

Among its convenors is lawyer Leo Zaragoza, one of the losing congressional candidates who was the first to denounce the PBOC decision on Friday, the Inquirer learned.

On Saturday afternoon, the group led a prayer rally at the cathedral attended by thousands of people. The protest actions have been going on daily since then.

The group said the PBOC proceeded with crediting the vote figures from the three towns in the official count “in spite of vehement protests that the tampered CoCs should not be used for the canvassing …”

“This created an atmosphere of doubt, uncertainty and anger in the minds of the people of the first district,” the group said.

Msgr. Jemar Vera Cruz, vicar-general of the Iligan Diocese, said that “in the interest of justice and truth,” the PBOC must rely on the authentic copies of the CoCs.

The move to canvass the tampered CoCs may have its legal basis, “but it is definitely not moral,” said Vera Cruz.

“The best thing to do is follow what is moral,” he said.

The figures in the tampered CoCs were widely different from those reflected in the copies of both the Liberal Party and the Parish Pastoral Council for Responsible Voting-National Citizens Movement for Free Elections.

A comparison of figures between the tampered and authentic copies in all three towns would show that the vote tally for outgoing Gov. Imelda Dimaporo of Lakas-CMD jumped by 218 percent while that for Angelique Badelles was reduced by 84 percent and Councilor Vicente Belmonte, by 89 percent.

Votes for Dimaporo increased from 8,253 to 26,213, an addition of 17,960, while votes for Belmonte were reduced from 7,149 to 815. Votes for Badelles went down from 7,285 to 1,185. (Inquirer Mindanao)

I was really mad listening to Joe Pantoja's radio broadcast the first day of the people power. He was saying that the calls for the said rally of radio personalities is a start of Muslim-Christian conflict. I think in the past months since the start of elections this is the first time i heard a radio personality who touched that issue. But we will not worry coz our Muslim brothers also support Belmonte...specially in the Lanao del Norte...

i understand he stands as lakas-cmd's spokesperson but please lang he shoudn't insinuate the public that there's a muslim-christian conflict going on. we were covering the march-rally and our muslim brothers were even there calling out fellow muslims to join them in the call for justice. former 2nd dist. LDN cong. dabs mangotara even appealed to his muslim brothers and even thanked the catholic priests who started the protest. now, is that what he call a clash between two religions? hell! the way i see it, the whole incident maybe a blessing indisguise because muslims and christians were united in search for the truth.

Iliganons troop to streets over disputed congressional race

ILIGAN CITY -- Iliganons trooped to the streets this morning and blocked the national highway between 8 and 10 a.m. to protest what they called a fraudulent election in the congressional race in the first district of Lanao del Norte. Protesters under the umbrella of Movement for Truth, Justice and Peace (MTJP) -- conceived by religious leaders, local government officials and the civil society of Lanao del Norte and Iligan -- marched towards the provincial office of the Commission on Elections in Barangay Palao and demanded why the Comelec is giving weight to the supposed tampered certificates of canvass.

The COCs in question were those coming from the towns of Bacolod and Maigo, which were canvassed on June 2 despite protest from lawyers of the Genuine Opposition (GO), who insisted that the "tampered COCs" be excluded as basis for proclaiming the winner of the congressional race in the first district. They instead suggested that the representative to be proclaimed should be the one "truly chosen" by the people of Iligan and the first district of Lanao del Norte "as reflected in the authentic copies of COS held by Namfrel/PPCRV and minority parties."

But as they held protest outside the Comelec, the office was closed although there were a few staff inside. A soldier also sat at the door way.

"We are now standing on Comelec's ground that is supposed to be an edifice of our sacred votes. Sadly, this has become an instrument of cheating," lamented city councilor Moises Dalisay Jr..

City Mayor Lawrence Cruz said he was angered and disgusted with the attempt to manipulate election results. He urged Iliganons not to be afraid to fight against the moneyed and those with firearms "because we are on the side of righteousness. "

He pointed out that the "authentic copies" of Namfrel/PPCRV showed that opposition candidate Varf Belmonte won as congressman, way ahead of rivals Nikki Badelles and Imelda Quibranza-Dimaporo, the administration candidate whose husband Abdullah was reelected representative of the second district and neophyte son Khalid as her successor as governor.

Cruz said counsels of the opposition will appeal to central office of the Comelec to exclude the alleged tampered COCs from being canvassed.

"Iligan will lead the struggle against electoral fraud," he said. "Those responsible of committing this criminal act must be penalized," the mayor added.

For the past three days, Iliganons have lit candles outside the St. Michael Cathedral in a prayer vigil. They displayed election results as gathered by Namfrel/PPCRV.

Dr. Melchie Ambalong, co-convenor of the Parish Pastoral Council for Responsible Voting (PPCRV) and the Peoples Electoral Alliance for Credible Election (PEACE), pointed out that the Iliganons outrage was "purely political" and not hatred towards the Maranaos, apparently referring to the Dimaporos.

"The people are angry because they were cheated," she stressed. A Maranao youth leader, Cae Amerol, seconded Ambalong. "We Maranaos also don't agree on cheating," said the rallyist from the Sumpay Mindanao, Inc.

Protesters agreed to sustain the nightly prayer vigil, the lighting of candles, and the peace concerts "until the genuine winner will be proclaimed by the Comelec."

Dapat lang kau lagyan ng mall noh...Palaking-palaki na nga ang populasyon niyo, maawa naman ang mga investors kung gus2 cla makapera sa mga mamamayan nyo. Sos naman! paano naman ang Iligan maging one of the highly-urbanized cities in the Philippines kung wla kaung ipagmalaking mall. If this mall will be completed, I think mall investors will follow too soon, such as SM, Robinsons, and others.

Writers' workshop produces new batch of fellows


FIFTEEN writing fellows selected from 85 aspirants from all over the country completed the 14th Iligan National Writers Workshop. The workshop was held at the Elena Tower Inn in Iligan City last May 21 to 24.

A distinguished panel of writers critiqued the fellows' works in poetry, drama, and fiction.

The Iligan Workshop administered by the Mindanao Creative Writers Group (in cooperation with the Mindanao State University (MSU)-Iligan Institute of Technology) is one of three institutionalized writing workshops in the country. It is distinguished as the only workshop that publishes its proceedings, a documentation of writing in progress by the fellows in interaction with the panelists. It accepts works in the regional languages, besides English and Filipino, to draw its true national character. It is also the only workshop that honors its graduates with the invitation to have them keynote the opening. This year's keynote speaker was poet Rebecca Anonuevo.

Last year's proceedings are collated in the book Writing Against the Current (editor Christine Godinez-Ortega) launched during the culminating program.

Highlight of the program was the Jimmy Y. Balacuit Awards named after the late Vice Chancellor for Research who assured by his support the continuance of the workshop. The awardees were:

I know... I am venting my rants in a written manner (but still better than actual killing). How I wish that a certain saray will say, "Relax dude..." or similar to that aron makalma lang ko at least...

I cast my votes last May 14 so it is my right to protect my votes and other votes. I don't know if saray casted his votes on during election day. Because if he didn't, he will better shut his mouth up.
