Iligan shocks Misamis Oriental

ILIGAN CITY -- The Iligan Archangels shocked heavily-favored defending champion Holcim Pryce Pharma-MisOr, 87-85, in game one of the best-of-three Mindanao Division Finals of the 2007 Mindanao Visayas Basketball Association (MVBA) First Conference last Friday at the noisy MSU-IIT Gym.

Point guard Von Harry Lanete atoned for his near-fatal miscues by burying a triple with 18 seconds left to put the Archangels of Mayor Lawrence Ll. Cruz and Coach Mike Reyes on top for good, 86-85. In the previous one-minute span, Lanete missed two free throws and committed a traveling violation in what could have pushed his side to the lead much earlier.

In the ensuing sequence, MisOr could only watch helplessly as new recruit Dennis Concha bungled two free throws off the final foul of Jan Malinao at the 10-second mark.

Mark Abadia grabbed the defensive rebound and drew the last foul of Randy Sevilla. Abadia then gave the robust crowd some anxious moments by missing his first free throw but made the second to settle the final tally.

With Coach Bong Abad out of timeouts, MisOr fired a quick inbound pass to Mark Ababon who missed a twisting lay-up at the buzzer that could have forced an extra period.

Employing a torrid scoring pace and an unforgiving defense, the Archangels scored their first 25 markers in the first five minutes en route to taking the first quarter, 30-19.

MisOr with team owner and league chairman Gov. Oscar S. Moreno in attendance clawed back behind the good plays of Anton Viloria and big men Randy Sevilla and Franklin Nailon. Both teams battled through eight deadlocks and five lead changes in the second half alone.

Carlos Sayon scored 11 of his team-best 21 points in the opening quarter to lead the Archangels. Abadia followed with 17 points and 10 rebounds. Viloria topped MisOr with 25 markers, 11 coming in the fourth quarter, followed by Ababon and Nailon with 13 each.

Newly-crowned Visayas Division champion Arthro Kontra Arthritis of sports patron Jonathan "Atan" Guardo and Coach Al Solis will face the winner of the series in another best-of-three affair for the MVBA championship made possible by ML Kwarta Padala, Converse and Gatorade and also with the help of Nature's Spring Water, Sulpicio Lines, Ocean Jet, Parklane Hotel, Red Horse, Yayoy's Grill, Gameface.Ph and Nike Basketball. Accel, Cokaliong Shipping, Holiday Plaza Hotel, Trans-Asia Shipping and Reva Sandals have also thrown in their support.

MisOr and Iligan were completing Game Two last night (June 9) at the Xavier University Gym in Cagayan de Oro. MisOr badly needs a victory to force a deciding Game Three, tentatively set for today at the Xavier Gym anew starting at 6:00 pm. On the other hand, an Iligan triumph will give the franchise its very first trip to the MVBA Finals.

WHEN you tire from constant importuning of salesmen knocking daily at your house the next best thing to do is hang a door sign: "No Salesman Please." In the House of Representatives there is a growing mood to change the leadership. JDV, the dream merchant, is seeing a veritable opponent in Congressman Pablo Garcia of Cebu.

As we know, the House of Representatives is where they cook the budget. What they really have there is "lutong macau." My publisher, Tony Ajero, who is Macau bound tomorrow, would know the meaning of this, but I think it meant "pre-cooked."

In Congress, JDV would mesmerize us of equitable distribution of budget and projects. But that is merely an icing in the cake. Prior to any budget deliberation, JDV and his ilk had already a pre-conceived idea of how the cake is going to be divided. Mindanao and Visayas always get the morsels.
"Lutong Macau."

Problem with Mindanao and Visayas congressmen, they can easily be swayed by the silver-tongued salesman that is Joe de Venecia. Aside from the immediate release of their pork barrel, they get other irresistible perks from the speaker. And as speaker, JDV has a cornucopia of inducements to lure the craving reps to his trap.

Congressman Pablo Garcia of Cebu may not have the tongue of JDV but he has the heart for Visayas and Mindanao. If the congressmen from these two regions can only unite, surely they can yank out salesman Joe from speakership. JDV has become a doyen to that post and has not changed his mind set about how Mindanao and Visayas have to be treated.

I have not seen de Venecia come to Davao for a couple of years. The last time I saw him was 2004, in a hurriedly assembled press conference in Apo View Hotel where he pitched in some campaign enticements for the election of Gloria Macapagal- Arroyo as president.

JDV announced during that forum in four months time a railroad project will start construction in Iligan and Cagayan de Oro rim. The southern corridor, initially linking Davao del Norte, Davao City and Digos will follow closely.

To enthrall us some more, he went on to say that $400-million is ready and that therefore these project can no longer be stopped. We were spellbound naturally.

The Speaker making that announcement (we don't know him then that much) sounded credible enough because he even brought along with him a retinue of Caucasian looking guests whom he introduced as representatives of the banks that will bankroll the capital requirement and another who represents a European firm that will supply the most modern train coaches!!!. Wow! It was too good to be true!

It was too late to realize that all that Speaker Joe DV had told us was nothing but a fascinating dream. He sold the local journalists a heap of fabrication. I suspected then that even those Caucasians he brought along with him were just mere marketing props and are as fake as the Mindanao railroad project he was talking about.

Yes, it is about time the leadership in the lower house be changed. Let's have a new menu. Congressman Garcia may not be a good merchant of dreams, but he keeps us close to his heart. JDV had us in his pocket. Garcia might be able to cook something palatable for Visayas and Mindanao. Something that is not "Lutong Macau."

June 12 as Independence Day

"A nation is born into freedom on the day when such a people, moulded into a nation by a process of cultural evolution and sense of oneness born of common struggle and suffering, announces to the world that it asserts its natural right to liberty and is ready to defend it with blood, life, and honor."

The promotion of a healthy nationalism is part of the responsibility of the leaders of newly independent nations. After they lay the foundation for economic development, they promote nationalism and spur the search for national identity. This we can do by honoring our distinguished forebears and notable periods in our history. A step we took in this direction was to change the date for the commemoration of Philippine Independence day.

When I was a congressman, I formed the opinion that July 4 was not the proper independence day for Filipinos and should be changed to June 12-- the date General Emilio Aguinaldo proclaimed the independence of the Filipinos in Kawit, Cavite, in 1898.

Having served in the foreign service, I noted that the celebration of a common independence day with the United States on July 4 caused considerable inconvenience. The American celebration dwarfed that of the Philippines. As if to compound the irony, July 4 seemed tantamount to the celebration of Philippine subjection to and dependence on the United States which served to perpetuate unpleasant memories.

I felt, too, that July 4 was not inspiring enough for the Filipino youth since it recalled mostly the peaceful independence missions to the United States. The celebration of independence day on June 12, on the other hand, would be a greater inspiration to the youth who would consequently recall the heroes of the revolution against Spain and their acts of sublime heroism and martyrdom. These acts compare favorably with those of the heroes of other nations.

In checking the reaction to my plan to shift independence day to June 12, I found that there was virtual unanimity on the desirability of transferring the celebration from July 4. Likewise, there was a preponderant view for choosing June 12 as the proper day.

A few suggested January 21, the opening day of the Malolos Congress in 1899, or January 23, when the Malolos Congress, ratifying the independence proclamation of June 12, established a republican system of government. The reason for this view was that the government temporarily by Aguinaldo when he proclaimed independence on June 12 was a dictatorship.

There was no difficulty in adhering to June 12, however, because although Aguinaldo Government was a dictatorship in view of the military operations he was then leading, he led in converting it into a republican Government in the Malolos Congress. Moreover, the celebration of independence refers to its proclamation rather than to the final establishment of the government. In the case of America, when independence was proclaimed on July 4, the American Government was still a confederation and it was much later when it finally became a federal government.

The historical fact was that the Filipinos proclaimed their independence from foreign rule on June 12. Even the national anthem and the Filipino flag which are essential features in the birth of a nation were played and displayed respectively at the independence proclamation in Kawit.

When I became President, I knew that this was the opportunity to take action on what had been in my mind since entering public life. The specific question was when to make the change.

The opportunity came when the US House of Representatives rejected the $73 million additional war payment bill on May 9, 1962. There was indignation among the Filipinos. There was a loss of American good will in the Philippines, although this was restored later by the reconsideration of the action of the US lower chamber. At this time, a state visit in the United States had been scheduled for Mrs. Macapagal and me on the initiative and invitation of President John F. Kennedy. Unable to resist the pressure of public opinion, I was constrained to obtain the agreement of Kennedy to defer the state visit for another time.

To postpone the state visit, I wrote a letter on May 14, 1962, to Kennedy, which read in part as follows:
The feeling of resentment among our people and the attitude of the US Congress negate the atmosphere of good will upon which my state visit to your country was predicated. Our people would never understand how, in the circumstances now obtaining, I could go to the United States and in all honesty affirm that I bear their message of good will. It is with deep regret theredore that I am constrained to ask you to agree to the postponement of my visit to a more auspicious time.
On May 28, 1962, Kennedy wrote me explaining the situation on the war damage bill. His letter stated:
In the meantime, I must respect your decision that your visit to the United States should be postponed. We do not want your visit to be less than first class, when it comes. But I do hope that we will be able to find another convenient time.
I decided to effect the change of independence day at that time not as an act of resentment but as a judicious choice of timing for the taking of an action which had previously been decided upon.

I called Press Secretary Rufino Hechanova to consult him on my contemplated action. I asked him outright what he thought of my step if I should move the celebration of independence day from July 4 to June 12.

Hechanova winced and said: "Please Mr. President, don't act on that yet. Let us give it a thorough study. I am flying to Iloilo today and on my return on Monday I will come to discuss it with you."

After his departure, I called in Legal Adviser Juan Cancio. "Johnny," I asked, "Do I have the power to change independence day from July 4 to June 12?" Cancio readily answered: "Yes, sir, because July 4 is being celebrated as independence day not because it is so specifically designated by law but as an official holiday. Since the President has the authority to declare official holidays, you may declare June 12 as a holiday and hold an independence celebration on that day."

I immediately directed Cancio to prepare the proclamation, revised and signed it, and asked him to release it to the press through the Malacañang press office. On May 17, 1962, I certified as urgent to the Congress the enactment of a measure to fix June 12 statutorily as independence day.

The change was justified by the successful celebration. General Emilio Aguinaldo was the guest of honor. At least one million people attended whereas in previous celebrations on July 4, only from two to three hundred thousand came.

Bespeaking of the nobility of the American people, President Kennedy was among the first to extend the congratulations of the United States to the Filipino people in celebrating their freedom on June 12, 1962. In a message to me, he said:
It is with pleasure that I join the people of the United States in extending our best wishes and warmest congratulations to Your Excellency and the people of the Republic of the Philippines on the occasion of the Philippine Independence Day.
A letter of thanks in Spanish was also sent to me by General Aguinaldo on May 19, 1962. A translation of the letter reads in part as follows:
I cannot but send you this letter to express the most profound gratitude for the proclamation which Your Excellency has recently issued naming June 12 as independence day-- the date when we announced to the whole world that we were a free and independent nation. I who took an active if modest part in the effort of our people to break the colonial yoke we were subjected to, feel joy and pride over the patriotic act which Your Excellency has just performed.
In my address on the first June 12 as independence day celebration, I said:
In the discharge of my responsibility as President of the Republic, I moved the observance of the anniversary of our independence to this day because a nation is born into freedom on the day when such a people, moulded into a nation by the process of cultural evolution and a sense of oneness born of common struggle and suffering, announces to the world that it asserts its natural right to liberty and is ready to defend it with blood, life, and honor.
While we were seated at the grandstand during the ceremonies, General Aguinaldo thanked me again for the rectification of an erroneous historical practice and then asked: "When will there be an Aguinaldo monument at the Luneta like that of Rizal?" I could not answer the question. The next generation might have the answer.

The following year the same successful celebration was held. The commemoration on the third year was likewise a success.

I noted by this time that Congress had not yet approved a measure to prescribe June 12 as independence day by statute. I followed up the matter with members of the Senate and the House.

Rep. Ramon Mitra Sr. was leading the spade work in the House for the approval of the new independence day measure. The bill was authored by him and Rep. Justiniano Montano. Senator Lorenzo Tañada authored a similar measure in the Senate.

Among those whom I talked to in following up the bill was Senator Gerardo Roxas, son of President Roxas who raised the Filipino flag on July 4, 1946 to mark the independence of the Philippines from American rule and thereby became the first President of the Republic of the Philippines. I thought it possible that Senator Roxas might be lukewarm toward the change of independence day since the historical focus on the first Presidency of the Republic may shift from Roxas to Aguinaldo. My talk with him did not bear out my fear. Roxas informed me that what had delayed the approval of the independence day bill was the desire of some legislators to retain some significance for July 4. In the consideration of the measure, the snag was solved by the provision that with June 12 being declared Independence Day, July 4 shall be known as Republic Day.

Finally, on August 4, 1964, I signed at Malacañang Republic Act No. 4166 statutorily prescribing June 12 as Philippine Independence Day. Special witnesses invited to the signing were children of Presidents, including Carmen Melencio-Aguinaldo, Manuel Quezon Jr., Maria Osmeña-Charnley, Gerardo Roxas, Tomas Quirino, and my sons Arturo and Diosdado Jr.

Iligan City has the tastiest lechon baboy in down South!

No doubt about it. Everytime I make a trip to Iligan City, I crave for lechon baboy. I’m not a meat lover, but when I’ve tasted Iligan City’s lechon baboy, it had so much flavor in each and every bite that you’ll definitely cannot forget. I’m sure both the locals and guests would agree, right? Cheers!

I’m not a meat lover, but when I’ve tasted Iligan City’s lechon baboy, it had so much flavor in each and every bite that you’ll definitely cannot forget. NorMin copra production down 2%, young coconuts, up 2% in 2006

A total copra production of 363,942 metric tons of was noted in Northern Mindanao in 2006, down by 2% compared to 371,958 M.T. in 2005.

"The decline in copra production could be because of the decline in the number of matured nuts produced due to the cutting of trees in the past years," Regional Manager Luis G. Cruz of the Philippine Coconut Authority (PCA), region 10.

While there was sufficient rainfall which is favorable for coconut production, the cutting of coconut trees for years 2005 and 2006 of about 45,525 and 42,988 trees, respectively, resulted to a loss of about 4.6 million nuts, he said.

Particularly for Misamis Occidental, the cutting of 3,902 trees resulted in the loss of about 77,300 nuts while the cutting of 2,541 trees in Misamis Oriental resulted in the loss of 63,525 nuts.

Meanwhile, Cruz said the region produced only 1,513,819,406 matured nuts, last year, which is 1% less compared to 1,528,249,129 in 2005.

Also, in 2006, the average conversion factor was placed at 4.11 nuts per kilogram of copra, slightly higher than the 4.07 nuts required per kilogram during the previous year.

So far, only two (2) of the region's five (5) provinces posted positive performances in copra production: Bukidnon, from 8,711 M.T. to 9,987 M.T., an actual increase of 1,265 M.T. or 15% and Lanao del Norte, from 119,039 M.T. or 122,278 M.T. an increase of 3,239 M.T. or 3%.

Copra production in the other provinces of the region posted declines: Camiguin, from 23,799 M.T. to 21,672 M.T., a difference of 2,127 M.T. or a negative 9%, Misamis Occidental, from 116,528 M.T. to 111,099 M.T., a difference of 5,429 M.T. or a negative 5% and Misamis Oriental, from 103,870 M.T. to 98,906 M.T., a difference of 4,964 M.T., also, a negative 5%.

But while copra production in the region went down, the production of green or young coconuts went up, from 2,424,85 in 2005 to 2,464,274 in 2006, an increase of 40,189 nuts or 2%.

Production of young coconuts in Camiguin increased from 244,820 to 281,903 or 37,083 nuts more,15%, and Mis. Or., from 1,338,209 to 1,423,144 or 84,935 nuts more, 6%.

Those of the other provinces, however, posted declines: Lanao del Norte, from 212,988 to 162,928 nuts, a difference of 50,060 nuts or 24%, Mis. Occ., from 115,459 to 98,760 nuts, a difference of 16,699 nuts or 14% and Bukidnon, from 512,609 to 497,539 nuts, a difference of 15,070 nuts or 3%.

Particularly for the fourth quarter of last year, production of young coconuts increased from 654,376 to 858,654 nuts, a significant increase of 204,278 nuts or 31% which could be due to its high demand as ingredient for fresh fruit salads during the yuletide season that extends from Christmas to the incoming year.

Posting the highest increase in young coconut production for the quarter was Lanao del Norte, from 3,682 to 73,446 nuts, or 42,764 nuts more (139%), Mis. Or., from 398,162 to 574,881 or 176,719 nuts more (44%), Camiguin, from 52,664 to 72,594 nuts, or 19,930 nuts more (38%) and Bukidnon, from 13,812 to 134,149 nuts or 3,337 nuts more (3%).

Only the province of Mis. Occ. posted decline in young coconut production, from 42,056 to 3,584 nuts, a difference of 38,472 nuts or a negative 91%. (PIA 10)

Normin 2006 corn production outpaces rice, 2.8% to 0.5%by Rutchie Cabahug-Aguhob

A total regional production of 964,327 metric tons of corn have been noted in Northern Mindanao in 2006, up by 2.8% compared to 938,277 M.T. in 2005.

"In terms of value, last year's production amounted to Php8.389 billion, higher by Php1.116 billion or 15.35% over that of 2005 which amounted to Php7.273 billion," Regional Executive Director (RED) Lealyn Abellanosa-Ramos of the Dept. of Agriculture (DA), region 10, said.

She also said production of white corn actually increased, from 339,889 M.T. to 368,959 M.T. or 8.6%, with the corresponding increase in value of Php2.498 billon to Php3.132 billion or 25.4%.

That of yellow corn, however, slightly decreased from 598,338 M.T. to 595,368 M.T. or a negative 0.5%, but their values increased from Php4.775 billion to Php5.257 billion or 10.1%.

There was a significant reduction in area planted to corn as farmers shifted to planting sugarcane, banana, cassava and pineapple and the non-usage of fertilizer due to its high cost, particularly in Bukidnon, Ramos said.

The corn production was also affected by typhoon Neneng and Milenyo and the farmers' shifting to fruits and vegetables in Camiguin, as well as, cassava and papaya in some areas of Misamis Oriental.

This reduction in the area harvested to corn was noted from 381,499 has. to 378,273 has. or a negative 0.8% as those of yellow corn dropped from 162,098 has. 221,275 has. or a negative 3.1% but those of white corn increased, from 219,401 has. to 221,275 has. or 0.9%

The average yield per hectare of corn was also noted to increase by 3.6%, that is, 7.6% for white corn and 2.7% for yellow corn.

Meanwhile, Ramos said palay production, last year, also increased from 459,010 M.T. to 461,289 M.T. or 0.5% even as their values also increased from Php4.416 billion to Php4.673 billion or 5.8%.

Production in irrigated areas went up from 428,301 M.T. to 429,776 M.T. or 0.3% and those in the rain fed areas, from 30,709 M.T. to 31,513 M.T. or 2.6%.

The total area harvested to palay, however, declined from 124,871 has. to 122,492 has. or a negative 1.9% as those in the irrigated areas dropped from 113,687 has.. to 111,059 has. or a negative 2.3% while those in rain fed areas increased from 11,184 M.T. to 11,433 M.T. or 2.2%.

The average palay yield per hectare, again, noted an increase of 2.4% with those in the irrigated areas registering 2.7% and those in the rain fed areas, 0.4%.

The other hand, the average farm gate price of white corn also posted an increase, from Php7.35/kg. to Php8.49/kg, or 15.5% while that of the yellow corn went up from Php7.98/kg. to Php8.83 or 10.6% and palay from Php9.62/kg. to Php10.13/kg. or 5.3%.

However, in terms of rice production versus consumption, Ramos said the region posted a deficit of 59,107 M.T. which translates to a rice sufficiency level of 83.5%.

Only two (2) of the region's five (5) provinces posted surpluses in their rice production: Bukidnon with 57,428 M.T. and Lanao del Norte, 5,803 M.T.

In corn production, the region posted a substantial surplus of 254,394 M.T. resulting in a corn sufficiency level of 322.1% when its total corn consumption requirement was noted at 114,565 M.T. compared to its total production of 368,959 M.T.

Ramos said all provinces of the region performed well in their corn production with Lanao del Norte posting the highest surplus of 162,151 M.T., followed by Bukidnon, 40,287 M.T., Mis. Or., 32,116 M.T., Mis. Occ., 19.368 M.T. and Camiguin, 472 M.T. (PIA 10)

Independence Day turns into rally

ILIGAN CITY -- The observance of Independence Day here has turned into a protest rally against electoral fraud amid the continuing deadlock in the race for congressional representative in Lanao del Norte's first district.

The activity was spearheaded by the Movement for Truth, Justice and Peace (MTJP) and carried the theme "Kamatuoran, Kagawasan (Truth, Freedom)," a swipe at the "attempt to manipulate election results."

Hundreds of Iligan folks marched from the Iligan City National High School grounds to the city plaza as a way of continuing to vent their frustrations on how the canvass of congressional votes turned out last June 1 in which the figures contained in two (not three as earlier reported) tampered certificates of canvass (COCs) made it into the official count.

In a statement prior to the activity, the MTJP said the march is aimed to "showcase to the world that fighting for truth is best valued by Iliganons."

Tuesday's rally is part of the continuing protest action staged by Iligan folks since June 2, the day after the special provincial board of canvassers (PBOC) constituted by the Commission on Elections (Comelec) decided to include into the official count vote figures contained in the tampered COCs from Bacolod and Maigo towns.

The third COC in question, which comes from Kauswagan town, was set aside but the PBOC did not decide on what copy to use, leaving it up to the Comelec en banc to do so.

The congressional votes for Kauswagan town as contained in the tampered COC exceeded the number of actual voters.

With the canvass of the Bacolod and Maigo COCs, Iligan City Councilor Vicente Belmonte of the Genuine Opposition (GO), the earlier runaway contender, still leads by more than 2,000 votes over outgoing Lanao del Norte Governor Imelda Dimaporo who edged out lawyer Angelique Badelles in the second place.

Had the tampered Kauswagan COC been included in the official count, Dimaporo would have led the race with over 7,000 votes.

At present, the legal battle on what copy to use for the canvass of Kauswagan town's congressional votes is now before the Comelec en banc.

Since June 2, Iliganons have lit candles every 6pm at the Saint Michael Cathedral of the Catholic Church as a way of "keeping vigil for the truth."

MTJP had also urged the honking of horns of public utility and private vehicles every 6 p.m.

Ten days into the protest action, MTJP has expanded its ranks from originally the civil society and religious, to include now local government officials from the villages to the city which come from across different political party lines.

Earlier, reelected Iligan City Mayor Lawrence Cruz, who ran under Kampi, said he was angered and disgusted at the attempt to manipulate the poll turnout.

He declared the city "will lead the struggle against electoral fraud."

Saying they are "on the side of righteousness," Cruz had urged Iliganons not to be cowed in the fight against the moneyed and those with firearms.

On June 16, the charter anniversary of the city, MTJP will join the slated civic-military parade with a "Float sa Kamatuoran" to further drum up its message among Iligan folks.

ILIGAN CITY (MindaNews/12 June) -- There were two parades here today, the first by the city government to celebrate independence “anchored on truth and justice,” and the other to protest electoral fraud.

The employees of city government and its agencies, led by mayor Lawrence Cruz held a traditional civic-military parade around the city at 7 a.m.

As traditionally done, bands played at the city's Freedom Plaza where the parade ended and where a short program was held.

"True independence is always anchored on truth and justice,” the mayor said.

At 9:30 a.m., members of the multi-sectoral group, Movement for Truth Justice and Peace (MTJP) who converged at the city's post office, also marched down the streets "to commemorate the day within the context of truth and independence."

Members brought placards and streamers urging the Commission on Elections en banc to set aside the three allegedly tampered certificates of canvass (CoCs) from the towns of Bacolod, Maigo and Kauswagan and not to use it as basis for proclaiming the representative of the first district of Iligan City and Lanao del Norte.

The National Movement for Free Elections (Namfrel) count had shown Varf Belmonte leading the race in the first congressional district with incumbent governor Imelda Dimaporo placing third. But the alleged tampered certificates would have Dimaporo leading.

Dimaporo’s husband, Abdullah has been proclaimed re-elected congressman of the 2nd district while their son Khalid has been proclaimed governor.

“We expressed our will through our ballpens but even our votes were erased by snowpake and easily tampered or altered in exchange for money,” said Aisah, a Moro mother.

"I may live and die with this fraud and lies but what will happen to our children if we will allow cheats to lead us... the power-that-be is playing us like toys," she said.

Fr. Nasser Zaragoza, parish priest of Bacolod, Lanao del Norte and co-convenor of the Parish Pastoral Council for Responsible Voting (PPCRV), urged the government “to investigate who forcibly opened the three ballot boxes and those who ‘snowpaked’ the CoCs... and enforce penalties to these offenders in accordance to the law.”

Fr. Albert Mendez, head of PPCRV-Lanao, also bared they and Iligan Diocese’s Vicar-General Jemar Vera Cruz, head of the MTJP, have been receiving death threats through text messages.

Rep. Abdullah Dimaporo in an interview with DXLS Sunday, criticized priests for their alleged political bias for a politician he did not name.

"We are not bad administrators and our history is good," he said.

But Father Zaragoza said the participation of the church “is based on the moral issues on the turnout of election.”

“I will go on fasting if those who tampered the CoCs will be declared the representative of our district," he said.

The protesters raised their clenched fists and sang "Bayan Ko.”

Councilor Chonilo Ruiz said, "with the law in our favor, we will win in this fight."

Lawyers of the Genuine Opposition, led by Sixto Brillantes, have already filed their petition before Comelec to set aside the tampered CoCs.

Brillantes also bared that "they are contemplating to file criminal charges against those who tampered the CoCs for electoral sabotage under R.A. 9369.

"Its just a matter of pinpointing those who were responsible for tampering the CoCs,” he said.

Rep. Dimaporo argued that the petition of the opposition should be filed at the House of Representatives Electoral Tribunal.

On June 15, 1950 President Elpidio Quirino signed Republic Act No. 521, which granted the status of a chartered city to the municipality of Cagayan de Oro and on June 16, 1950, Iligan became a chartered city by virtue of Republic Act 525 signed into also by the late President Elpidio Quirino.

Iran eyes building 110-km railway in South

IRAN is considering building a railway system in Mindanao that would link Christian and Muslim communities, bring peace and open the insurgency-rocked island to greater economic development.

In a joint press briefing after two hours of bilateral talks at the Manila Hotel, Speaker Jose de Venecia Jr. and visiting Iranian Speaker of Parliament Gholam Ali Haddad Adel confirmed the interest of the Tehran government in the project and a new petrochemical plant also in Mindanao.

The talks followed de Venecia’s official visit late last year to Tehran, where he attended the AAPP (Association of Asian Parliaments for Peace) general assembly that took a major step in transforming the association into the Asian Parliamentary Assembly.

The new railway would link Iligan City and Cagayan de Oro City and open the nearby Laguindingan airport to greater air traffic and lead to increased commercial activity at the container terminal and an international seaport.

The two leaders also confirmed the Iranian government’s interest in building an oil refinery in Mindanao. The Iranian speaker said the Iranian government has already started looking into the possibility of establishing this refinery in Mindanao.

The railway system would stretch for 110 kilometers and could be built in three years at a cost of $561 million, according Gene Mamondiong, undersecretary for railways at the Department of Transportation and Communications (DOTC).

The Iranian leader said the current bilateral efforts between the Philippine and Iranian parliaments could culminate in projects to build peace and prosperity in Mindanao and in the region.

Speaker Ali Haddad Adel heads a delegation from Iran invited by de Venecia to attend a session on Thursday marking the centennial of the Philippine Assembly, the first national legislature and the first in Asia from which the House of Representatives traces its roots.

De Venecia and the Iranian Speaker also confirmed that during de Venecia’s call on Iranian President Ahmedenijad in Teheran last year, the Philippine leader proposed the beginnings of direct talks between the United States and Iran.

“The Iranian leader said he’d be agreeable to direct talks between Iran and the US,” de Venecia said.

A day later, Ahmedenijad announced on television the initiative that led to the US-Iranian talks in Baghdad. The talks are considered vital because of Iran’s strategic position of making a significant and decisive influence in the Middle East and Iraq.

“We’re thankful that we could make a small contribution to peace in the Middle East,” de Venecia said.

“With these talks, we can see the beginnings of peace among the brave, a peace of honor and a peace of dignity among the warring groups in the Middle East,” de Venecia said.

ENTERING married life so early, struggling 20-year-old father Bryan Jose did not expect he will get the chance again to pit wits in the national chess championship.

So, the Shell Petroleum's call for him to prepare for the first ever National Shell Active "Battle of Champions" in Manila came as a big surprise to him.

Jaraula confirms City Hall transfer

HE HAD yet to warm his seat and already incoming Mayor Constantino Jaraula may be inviting a fresh round of tirades with his confirmation of plans to transfer City Hall into a new location.

I also like the idea of transferring the Iligan City Hall to another location where it can house all City Hall departments and agencies in one setting. Business dealings with the City Government will be under one roof. Sort of "ONE STOP SHOP" like the article says. IMHO it's much more efficient. The old city hall building will then be converted into a museum and Buhanginan Hills to a park. What do you think?

33 Muslim youth get study grant

In an effort to arrest poverty in Mindanao, the government is implementing a study grant among Muslim youth to provide assistance to underprivileged yet academically gifted schoolchildren in the area.

Thirty three students from poor barangays in Basilan, Sulu, Maguindanao, Sulu, Lanao del Norte, Lanao del Sur, Tawi-Tawi and South Cotabato qualified for the grant, Ester Ogena, DOST's education arm Science Education Institute (SEI) director said, in an interview.

The government has linked up with Mindanao State University-Iligan Institute of Technology to host the education of the students.

The past decade's conflicts in Mindanao have hindered the residents from accessing basic government services, including quality education. It was even bared that out-of-school youths are being 'recruited' to join communist and militant groups.

President Gloria Macapagal-Arroyo in her 10-point agenda has instructed government agencies to come up with programs that would uplift the socio-economic status of poor, talented and deserving Muslim youth by providing them with quality education through the science and technology scholarships.

The new batch of Project GREAT-M qualifiers was selected from the pool of high school graduates belonging to the upper five percent of the graduating class who took the science and technology (S&T) scholarship examination administered by DOST-SEI last December 3, 2006.

Ogena added nine examinees are qualified to enroll in Physics/Chemistry/Mathematics teaching courses while 24 are qualified for the technician courses specifically, automotive, computer and information technology, electronics, electrical and industrial automation at identified universities in Mindanao.

"The grantees shall be entitled to receive tuition and other school fees, books and transportation allowances, monthly stipend, group health and accident insurance, and provision for consumables for the technician qualifiers," she said.

The project is being implemented under the government's P100-million project called GREAT-M, or Grants for Educational Assistance on Technology and Science Teaching Courses in Mindanao and has been running for four years, she added.(PNA)

Mindanao teacher offers tips to avoid text fraud

ILIGAN CITY — To Sahraman Palawan, the registered mail could not have come at a better time. An elementary school teacher from Marawi City, Sahraman is also father and provider to a family of 13 children, with his wife a full-time homemaker. With times getting harder and luxuries becoming practically impossible, he could hardly believe his luck when he received the registered mail which came all the way from Metro Manila. Coming from Smart Communications, Inc. (SMART), the letter was informing him of his good fortune – Sahraman was the grand prize winner of the SMART Buddy Pabonus at Papremyo, and his brand-new Chevrolet Spark was on its way to the SMART Wireless Center in Iligan City. From there, he and his family could pick up the car and drive it home to nearby Marawi City.

“Salamat, Allah,” (thanks to Allah) Sahraman could not help but mumble upon reading the letter. A car, a brand-new one at that, is often just a dream to most families in these parts of the Philippines. His meager salary as a teacher of Arabic studies at the Kampong Talao Elementary School in East Tugaya, Lanao del Sur, while enough to sustain a simple life for the entire family, is most certainly insufficient for a car. “Now I can drive and take my wife and children to bigger and better cities like Iligan or Cagayan de Oro,” says Sahraman.

Sahraman’s wife, Manis Biston, admits to being skeptical when she first read the letter for her husband. “Madaming naloloko,” (too many are fooled) Manis says of raffle promotions and other games that are accessed via mobile phones.

Too good to be true.

Given the steadily rising number of people that have fallen victim to scammers and other high-tech criminals, Manis had reason to be doubtful of the prize announcement. The affordability and accessibility of mobile communication, coupled with the availability of value-added services such as games and promos delivered straight to one’s handset, have led to the increase in frauds and scams that are facilitated through the mobile phone. Compounding the sad situation is the susceptibility of people, given hard times, to fall for get-rich-quick schemes that are, more often than not, too good to even be half-true.

“When I read the letter, I quickly remembered that I did register to join such a contest after seeing its TV commercial,” adds Sahraman. This is how he was able to convince his wife that the prize he was told he has won could not be a hoax. “I have joined other promos before this, and I’ve learned that for one to be able to join, one has to register, not just top-up or add E-load.” Since winning, Sahraman has been stressing to his family and friends that “no matter how much you load, you will not stand a chance at winning if you don’t follow the instructions and register.”

Being fool-proof.

Sahraman also offers a few other tips that should help people detect fraud and avoid falling for mobile phone scams. With fraudsters getting more and more creative in coming up with scams — from text messages that offer a whole array of money-making schemes, to letters that announce the availability of a prize upon depositing of a significant amount of money onto a specific bank account – Sahraman’s short but fool-proof advice is, if an offer sounds too good to be true, it almost certainly is. He also reminds people to read the small print carefully every time a letter arrives, no matter how official-looking it seems. One also has to look past the bold type and the enticing details of the letter or the text message, and carefully consider what the wording actually means. As a general rule, Sahraman reminds people to not send any money that they are not prepared to lose.

ILIGAN CITY (MindaNews/16 June) – In celebrating the 57th charter day celebration of the city, Mayor Lawrence Cruz called on “all people regardless of political, religious and social inclinations to be unified with our cause for peace and development, for us to be happy." Cruz said the presence of people from various sectors in the program this morning and the parade of floats in the afternoon “is an expression of unity which is vital for development and progress. We hope that we will be able to forge unity as we will work to reduce poverty incidence and improve our social services.”
The city government expected reelected Senator Francis “Kiko” Pangilinan as its guest speaker but the president of Lafarge Group Company and Iligan Cement Corporation graced the occasion instead.

Cruz explained that the company donated a parcel of land for Gawad Kalinga’s housing projects.

Professor Geoffrey Salgado, history teacher of Mindanao State University-IIT shared the history of Iligan city and its ups and downs the past 57 years. He reckoned the times when the city became industrialized but later succumbed to economic depression resulting to closure of several firms. Iligan City used to pride itself as the “Industrial City of the South.”

Today, the city government also recognized and awarded the “Best Iliganons” who garnered national prominence based on their contributions as social workers, businessmen, sports enthusiast and the like. Fifty seven top taxpayers of the city were also recognized for their help in alleviating the city’s economic conditions.

All of them were awarded with plaques made of bamboo.

The celebration also highlighted choral songs and folk dances.

A basketball tournament was also held as well as a trade fair.

At the city plaza this morning, photos of Iligan’s past were featured in an exhibit. AMogn the photographs featured were Iligan’s officials, lifestyle, resources, the majestic Maria Cristina Falls and Mandulog bridge. (Violeta M. Gloria/MindaNews)

SOME SIGNIFICANT DATES IN ILIGAN'S HISTORY

1596-1609 -- Iligan was Christianized by the Recollects with Bayug chosen as first settlement.

1642 -- Fort St. Francis Xavier was built at the mouth of the Iligan river in Tambacan. A village composed of Higaunons and Maranaos grew in the shelter of the Fort.

1650 -- Fr. Pedro Guiterrez, S.J. built the first chapel and amazed the villagers with his miracles" of the rain and locusts.

1754 -- The Iligan village became the corregimiento of Iligan which included Zamboanga del Norte, Misamis Occidental, Lanao del Norte which in turn included Misamis Oriental except Cagayan de Oro.

1834 -- The recollects, who took over from the Jesuit missions, built the first parish church and installed St. Michael the Archangel as patron saint.

1872 -- Floods destroyed Fort St. Francis Xavier and another stone fort named Victoria (Cotta de Iligan) was built across the river behind the present Philippine National Bank.

1891-1897 -- Gov. Gens. Ramon Blanco and Valeriano Weyler stayed at Fort Victoria during the height of the Lanao campaign.

1900 -- Seven American gunboats under one Captain Smith arrived in Iligan. Two years later, American Gen. John J. Pershing stayed in Fort Vistoria for the Lanao campaign launched by the Americans.

1903 -- A Moro Province was established on Oct. 29. Iligan was transferred and installed as a municipality of Lanao.

1916 -- Fort Victoria sank due to another devastating flood removing the shadow of Spanish colonization.

1936 -- On Nov. 3, Commonwealth Act 120 creating the National Power Corporation and which nationalized the hydroelectric power industry was passed.

1942 -- May 4, Japanese forces occupied Iligan

1944 -- Oct. 7, the Japanese withdrew their forces from the northern coast of the province and left Iligan. On NOv. 15, the city held a Commonwealth Day parade to celebrate the end of Japanese atrocity and occupation.

1950 -- June 16, Iligan Citys charter was signed. Cagayan de Oro's city charter was signed the same year.

1951 -- The Agus River was harnessed for the Maria Cristina Hydroelectric Project in Iligan and made possible the establishment of other industrial plants in Iligan.

1957 -- Fire destroyed the Iligan City's Municipal Hall. On March 17, Senator Tomas L. Cabili died with President Ramon Magsaysay in a plane crash at Mt. Manunggal, Cebu. Iligan lost a future presidential candidate.

1959 -- Iligan became the capital of the province, Lanao del Norte.

1960 -- Iligan became a first class city.

1977 -- July 1, virtue of Presidential decree no. 465, Iligan was reclassified as first class city A.

1983 -- Iligan was again re-classified as a highly urbanized city.

Now imagine yourself sitting lazily in one of those benches, just whiling away your time, chatting with friends, the cool and fresh sea breeze brushing your face, no traffic noise, just cocks crowing from the nearby houses, birds fluttering around you and the occasional thuds of horses' hooves from the very few tartanilyas.
In such a place, time is meaningless!
How peaceful Iligan was during those days. It makes you long for those good old days, don't you? :grouphug:

Iran Mission looks at possible investments in Mindanao Railway

The Transport Minister of Iran visited the Cagayan de Oro-Iligan Corridor (CIC) area recently to look into his country's possible participation in the Mindanao Railway Project.

"I attended an RDC (Regional Development Council) meeting with (the) Minister for Transport of Iran, DPWH, NEDA, and other agencies to revive the railway project in Mindanao and to start with is the Iligan-Cagayan de Oro stretch," said Kag. Orlando Maglinao of Iligan City. "Iran signified interest in participating with the project. They made ocular survey of the site and will submit their final study within a month."

Mr. Maglinao, representing Iligan Mayor Lawrence Ll. Cruz in the meeting held at the Regional Development Council Region 10 (RDC-10) conference room last week, mentioned a ballpark figure of US$561 million for the first 92-kilometer phase of the project between Cagayan de Oro and Iligan.

The Iranian minister was reportedly quoted as saying the project could be started as early as next year but also that he was taking everything "with a grain of salt."

To avoid expensive earth moving and right-of-way (ROW) acquisitions which could delay the project, Mr. Maglinao said the proposed design would use existing ROWs within national highways and skirt mountainous and hilly areas.

Earlier this year, Transport Undersecretary Guiling Mamondiong said in a news conference the railway project could be funded by of official development assistance loans with below-market interest rates and longer maturities.

Mr. Mamondiong said the governments of China, South Korea and Saudi Arabia have expressed their interest to fund the project which envisions an 82.5-kilometer railway line traversing the Cagayan de Oro-Iligan corridor, covering key industrial zones in Misamis Oriental, Iligan City and Lanao del Norte.

Previously, DOTC also asked Mindanao leaders to work with the Australian and Spanish governments to look into the feasibility of the project. However, the two countries reportedly withdrew citing possible complications arising from the Moro separatist movement in the island.

So far, similar announced milestones regarding this project in previous years have yet to gain ground. In December 2004, the office of Cagayan de Oro City Mayor Vicente Emano disclosed the signing of memorandum of agreement between the Philippines and a Filipino-Thai consortium was personally witnessed by the mayor.

The first phase of the project would originate from Jasaan, Misamis Oriental and end in Linamon, Lanao del Norte, passing through the proposed Laguindingan Airport; the second stage from Cagayan de Oro to Davao City via Bukidnon and thence from Davao City to the Phividec Industrial Estate -Misamis Oriental and Agusan del Sur.

Earlier that same year, Mr. Mamondiong said the Mindanao Railway would have trains with four coaches of 60 persons with a maximum speed of 120 kilometers per hour.

In the same year, Presidential Assistant for Mindanao Lawyer Jesus Dureza said the project has been stymied by conflict between Moro separatists and lack of progress in the peace talks despite President Gloria Arroyo's backing of the project when it was proposed in 2001.

CHED-10 conducts activities to execute PGMA’s EO 358

The Commission on Higher Education (CHED), region 10, is vigorously conducting activities relevant to the implementation of Executive Order No. 358.

Otherwise known as the Ladderized Education Program (LEP) of Pres. Gloria Macapagal-Arroyo, EO 358 offers students the opportunity to equip themselves with skills and competencies they need to get a job, earn an income while studying and eventually fulfill their dreams of finishing college.

“These activities are done in coordination with the Technical Education & Skills Development Authority (TESDA) which spearheads the implementation of EO 358,” Regional Director Eloisa W. Paderanga, Ph. D., of CHED-10, said.

Among these activities are the coordination meetings in preparation for the Mindanao Technical-Vocational Education and Training (TVET) Congress and CHED-10’s consultancy/technical assistance in their fields of specialization during the Competency-Based Curriculum Development for Ladderized Programs.

“We have required the higher education institutions (HEI) in the region to present their ladderized curricula for submission to CHED Central Office, five (5) of which were awarded recognition in Malacanang, July 12, of last year,” she said.

She also said CHED-10 had also presented EO 358 to the Deans of Information Technology (IT) Programs during the Council of Deans Meeting and attended the orientation on its implementation, as well, as the launching of the CHED Manual on Ladderization for Higher Education Programs at the national level.

On the other hand, CHED-10 has included the orientation on the program of Bachelor in Teaching Technical Education (BTTE), a ladderized program under Teacher Education currently offered by the Mindanao Polytechnic State College (MPSC) attended by more than 30 schools from Visayas and Mindanao.

Paderanga said applications processed by CHED-10 for School Year 2007-2008 under the LEP include the following:

Bachelor of Science in Nursing (BSN) offered by the Mindanao Sanitarium and Hospital College of Medical Arts Foundation, Inc., Tibanga, Iligan City.

Bachelor of Science in Information Technology (BSIT) offered by the Asian College of Science and Technology (ACSAT), Cagayan de Oro City for its Personal Computer Operations National Certificate (NC) II of 416 hrs. and Programming NC IV of 860 hrs. (PIA 10)

Comelec urged to act promptly on Lanao Norte poll controversy
Tension is feared to spark Muslim-Christian animosity

ILIGAN CITY — The Commission on Elections (Comelec) was urged yesterday to address promptly the protracted controversy over the congressional race in the first legislative district of Lanao del Norte that includes this city, amid warnings by supporters of both rival camps that the electoral contest is causing a tribal conflict between Muslims and Christians in the province.


Supporters of outgoing Governor Imelda Quibranza-Dimaporo and incumbent Iligan City councilor Vicente Belmonte, the two leading contenders for the disputed congressional seat in the first district, have been trading charges of election malpractices in bids to win sympathy of the public, especially in the media.

In a paid ad published in a broadsheet last Saturday, the camp of Belmonte exhorted the Comelec to exclude the certificates of canvass (CoCs) from Kauswagan, Bacolod, and Maigo towns, claiming these were tampered with in favor of Dimaporo.

It said that despite mass protests and street rallies by Belmonte’s supporters, the provincial board of canvassers proceeded to canvass the controversial COCs.

After the canvassing of the contested COCs, the complete Comelec tally showed Dimaporo ahead by more than 7,000 votes with her 61,064 votes compared to Belmonte’s 53,474 votes.

But lawyer Elcid Javier, Dimaporo’s lead counsel, argued that "under the rule of law," any issue of alleged election irregularities after the canvassing must be left to the House of Representatives Electoral Tribunal to resolve.

Javier urged that Dimaporo, the winning candidate, be proclaimed, citing the "no pre-proclamation controversy rule for congressional candidates."

Muslim and Christian sectors in the first district, covering this city and seven towns of Lanao del Norte, support the call for Comelec to "exercise its inherent powers under the law" and resolve the dispute because supporters of the contending camps continued to trade invectives bordering on tribalism.

"The Comelec must act decisively and swiftly on the matter because I fear that this might rekindle the Christian-Muslim animosity of old," said Lanao Norte Vice Governor Irma Ali.

Ali alleged that some radio commentators here are sparingly dishing out anti-Muslim tirade which, according to her, is driving a wedge between the good Christian-Muslim relationship that the Dimaporos claimed to have fostered for years.

But Belmonte denied the charges, saying the "true will of the people must prevail and the struggle for genuine democracy must continue."

Belmonte, in an earlier interview, admitted detractors’ claim of his being a gambling lord facing with a number of criminal cases in court.

"This is true, but I stopped and reformed myself in 1999," he told the Bulletin and two other journalists.

Some of the cases have been dismissed, he said.

Outgoing Rep. Alipio Badilles had described Belmonte as "unfit" to be Lanao’s representative in Congress due his alleged link to illegal gambling.

According to supporters of two other candidates in the congressional race, four residents here were killed a few months ago as a result of the raging war among the five financiers of illegal gambling operations here and nearby provinces.

Govt warns Vietnam on steel duties

The Philippines will seek compensation from Vietnam if Hanoi fails to “fully and convincingly substantiate” the imposition of higher tariffs on the products of Global Steel Philippines Inc.

Trade Undersecretary Thomas Aquino told reporters that the government would verify allegations of the Vietnam Steel Association that Global Steel was using its Iligan plant as a transshipment point for products coming from its parent in India.

The group’s allegation prompted the Vietnam to slap a 7 percent most favored nations rate to Global Steel products, instead of the Common Effective Preferential Tariff rates of only zero to 3 percent for those coming from member-countries of the Association of Southeast Asian Nations.

The duty-free import provision under the CEPT scheme is extended to products whose raw materials are 40 percent coming from the Asean regional bloc.

MFN rates, which are generally higher than the CEPT rates, are imposed by Asean member-countries to imports coming from outside Asean.

“Vietnam has to fully and convincingly substantiate its claims. Later on, if needed, we will demand compensation,” said Aquino.

The Asean Free Trade Agreement provides that a member-country has the option to recoup, via a compensation package, losses incurred by local companies because another country chose to unilaterally impose import duties that are not in sync with CEPT rules.

The Philippines has communicated with the Vietnam government to clarify certain points on the data that would validate their claims of transshipment.

The association, in its Web site, earlier said the Vietnam had revoked the zero duty privilege of manufacturers within Asean after discovering the allegedly fake documents late last year.

The group alleged that it was impossible for Global Steel’s cold rolled coils to fulfill the CEPT condition as it only started producing hot rolled coil products in April 2006 on a trial basis. Despite this, import documents claimed shipments of cold rolled coils before this date had 46.9 percent Asean-made content.

The association also alleged that Global Steel must have imported hot rolled coils from India.

Global Steel denied the accusation but if proven, it would have to pay Vietnam some 30 billion dong, or $1.9 million in unpaid taxes.

“If this is proven, it will put the Philippines in a bad light,” Aquino said.

But the Philippine government will continue to stand by GSPI pending more substantial evidence from Vietnam.

“GSPI is a Philippine company so we will stand by it,” Aquino said.

Philippines is Not Only Manila



Cebu, the great capital of the south, Cavite, the port of Manila, Vigan, with its typical urban layout, Zamboanga, with its fort, Nueva Segovia, Nueva Cáceres...

At the end of the 16th century, with few exceptions of any significance, almost the whole Philippine archipelago, which was divided into twelve provinces, each governed by their respective lord mayors, was now part of the Spanish Crown possessions.

Internal communications were difficult as a result of the country's particular geography, which meant that the islands were somewhat disconnected from one another and their cities, which were little more than villages, were isolated urban centres.

The Spanish population on the islands was low until the mid-19th century, and this meant that intense urban planning work could not be undertaken in the Philippines. However, the Spaniards founded other cities following a common model, although these were treated with less importance than the capital.

Cebu (1565) was the first city to be founded by the Spaniards in the Philippines. Legazpi appointed the mayors and the spiritual mission was left in the hands of the Augustinian friars. The most outstanding buildings are the Cathedral and the "Basílica del Santo Niño", which became the shrine for the image which was left there by Magellan and which was later recovered by Legazpi.

Sited on Manila Bay, the city of Cavite was used as a fortified point for defending the capital. A dockyard was established there for shipbuilding. Its fortress, the San Felipe castle, was built between 1609 and 1616.
Some of the island cities were fortified, as in the case of Iligan to the north, and Zamboanga in Mindanao, with its "Nuestra Señora del Pilar" fort; others founded in the 16th century, such as Nueva Cáceres in Camarines, which became the episcopal see, and Nueva Segovia, have long since disappeared; others such as Vigan still preserve their typical urban layout and features.

Squatters get 100 GK homes

ILIGAN CITY -- Hundreds of informal settlers who encroached on a land of a cement plant here, instead of being ejected, were given an opportunity to own houses and transform themselves into peaceful communities.

"Instead of taking legal actions to eject the informal settlers in a company facility, the company found a good solution to the problem by donating the 1.4 hectare land along the national highway to the Gawad Kalinga (GK) and built houses on it," said Renato Sunico, manager of Mindanao Portland Cement Corporation (MPCC), a Lafarge-associated company.

The project started last year after a Memorandum of Agreement was signed between the MPCC-Lafarge and the City Government to convert the land along the national highway in Tag-ibo, Dalipuga, this city, into the GK-Mindanao Portland Tag-ibo Village.

Through the help of the MPCC, City Government of Iligan, Couples for Christ, Youth for Christ, Kids for Christ and generous individuals at least 131 houses were built and are now occupied. At least 44 more houses are slated to be built in the said community, according to Sunico.

The ANCOP-Canada, through its partners based in Ottawa, pledged to build another 30 houses within the same area.

Recently, at least five more housing units were turned over by Sunico of MPCC-Lafarge, MPCC officials and employees, Mayor Lawrence Lluch Cruz, and city government officials, to the GK-Mindanao Portland Tag-ibo Village.

Construction of the low-cost houses was done by some 500 volunteers coming from the MPCC, Youth for Christ, Philippine Army reservists and city government employees.

The beneficiaries contributed labor or "sweat equity" in the construction of their houses" Dani Oting, communications officer of the MPCC, Lafarge said.

"Now even with my meager income, my family can own a land and house and I am confident I can send my children to school in the future," 28-year-old beneficiary Romeo Duenas said.

Duenas, a father of two had been an informal settler in the said company-owned land since he was a small kid. He earns a living as a worker for a contractor in a cement plant in nearby Lugait town, Misamis Oriental.

Residents of this new community are taught company-sponsored livelihood skills training seminars and entrepreneurship.

"From a slum area, we have made it into a peaceful community full of hope and dignity," Sunico said.

Iligan generates P37.8M tax revenue

ILIGAN CITY -- Fifty seven outstanding taxpayers of Iligan City generates P37,832,742.61 revenue collection in 2006.

Francisco B. Almanzor, Local Treasury Operations Officer IV, said this in an interview with Sun.Star Cagayan de Oro.

The taxpayers are divided into four clusters to include 10 manufacturers, 10 financial institutions 22 wholesalers, retailers and distributors and 15 services providers.

Almanzor said the criteria focused specifically on prompt payment of taxes and no deliquency either on real property tax or business tax per record from Tax Revenue Assessment and Collection System (TRACS).

The City Treasurer's Office is encouraging other business establishments and institutions to pay their taxes religiously and promptly, Almnazor added.

In a simple awarding ceremony over the weekend, City Mayor Lawrence Lluch Cruz urged Iliganons, particularly the business sectors and the rest of tax payers, to work hand in hand in bolstering Iligan's economy. "With one hope, one dream and one voice, Iligan City can succeed more economically," Mayor Cruz added.

Cruz said Iligan City is facing lots of development opportunities. The City Government has just received the Land Bank of the Philippines' loan package approval of P500 million project, which will respond for sustainable, potable water supply for the next 15 years.

With the ongoing site development of Laguindingan International Airport in Laguindingan, Misamis Oriental which is only 60 kilometers from Iligan City and 20 kilometers to Cagayan de Oro City, more foreign investors will be interested to invest in the city thus giving more job opportunity for the people living nearby.

Mayor Cruz also announced the opening of C3 road network which will be opened in the interior part of Iligan. This will traverse from Linamon, Lanao del Norte to Santa Filomena, Iligan City to give farmers more easy access in bringing their agricultural products to the city and other areas as well, and will have an equal opportunity to compete in the market.

Through active efforts of the Regional Development Council Northern Mindanao, the proposed Panguil Bay bridge will connect Lanao del Norte to Misamis Occidental and Zamboanga Penninsula which will shortened the travel time and save transport cost for travelers and businessmen.

Eventually, the Mainland Mindanao is the best opportunity to invest due to sustainable power and stable peace and order, Mayor Cruz said.

The recognition and awarding ceremony of outstanding taxpayers formed part of the recently concluded Iligan Charter Day celebration.

Yes! patuloy parin ang construction nila, pero until june 30 lang ang work nila, coz, by july 1 hindi na kasi si Badelles ang uupo sa kongreso, i just hope that the newly elect congressman will con't the project.

The other face of Mindanao

Mindanao is booming.

War zone. This is how Mindanao has been portrayed. For the uninitiated, it is easier to visualize an island at war than go to the place and see for one’s self the validity of such a description.

Since the so-called "war in Mindanao" started, the island has caught the media’s attention. It has consistently been in the headlines. Banner reports range from kidnapping incidents, robbery, hostage taking, military ambushes, shootouts, "war," to the more sober "failed ceasefire" and peace talks. Headline photos also show the fatalities of "war", military and insurgents in full battle gear and in combat position, and women and children taking up arms.

Such media coverage gives the impression that there is a full-blown "war" going on in Mindanao. Marcelo Monteron, a carpenter in Kalookan City, admitted to CyberDyaryo that he turned down a construction job in Mindanao because, "I don’t want to gamble my life in ‘war-torn’ Mindanao."

"This is unfair because the peace and order problem in Mindanao only happens in three places in Sulu," said Jess Dureza, former Davao solon and later President Ramos’ representative in Mindanao, during a forum at Ciudad Fernandina organized by Growth with Equity in Mindanao (GEM). GEM is an NGO working towards accelerated economic growth in Mindanao, and ensuring that the benefits of growth are widely distributed among the people of Mindanao.

According to GEM, a lot of development activities are happening in Mindanao, yet it is only the insurgency problem that gets reported. It is for this reason that the organization decided to bring business people from Mindanao to Manila to speak on their respective experiences in the area. "By holding this kind of activity, we hope that people get an accurate view of the place," said Penny Poole, GEM Comunication Program Advisor, adding that the forum was just the first among a series of fora the organization intends to host.

Mindanao, the country’s second largest island located in the southern part of the Philippines, is home to some 16 million people. It contributes 34 per cent of the country’s total agricultural production; 44 per cent of domestic food trade; and 13 per cent of its total manufacturing output.

Data released by GEM show that Mindanao is booming. For instance, from 1992 to 1996, the number of telephone lines increased by 60 per cent per year. The gross regional domestic product (GRDP) bounced from a negative in 1992 to 4.07 per cent growth in 1996. Investments posted a 43 per cent growth in 1996. Energy consumption increases 13 per cent per year, and construction, by 28 per cent per year. As GEM reported, there are a lot of investment potential and opportunities in the area.

But these data are unknown to most people. And representatives from the island’s banking, finance, tourism, and property sectors of the place, are out to refute the distorted notion that people have about the place, and show the "other side of Mindanao."

Cynthia Subijano, executive vice president of Pryce Properties Corporation (PPC) said that her company succeeded in its various ventures in the place because her boss, first and foremost, believes in Mindanao. PPC, according to Subijano, grew ten times since its operation in the area. "This just shows the potential of the area, and that there are indeed economic opportunities in Mindanao," she said at the forum.

But Subijano also revealed: "During my first few visits in Mindanao, I wouldn’t even step out of the airport until I saw my escort. But not anymore. Now I feel safer walking the streets of Cagayan de Oro than Makati where my residence is located."

Vangie Escubillo of Anchor Savings Bank (ASB) said that ASB is doing well in General Santos City. She added that the bank is even planning to expand in other places in Mindanao. Like Subijano, she had misconceptions about Mindanao at the outset but quickly changed her view as soon as she saw the place.

Speaking for the business sector, Guido Alfredo Delgado said: "The current business situation in Mindanao is not affected, in any way, by the peace and order problem in some areas. First, because most business establishments are in the cities of Davao, Cagayan de Oro, Iligan, Butuan, and General Santos – which are hundreds or even thousands of kilometers away from places where this so-called ‘war’ happens." If there is a business downtrend, Delgado added, it is not because of the peace and order situation in Mindanao but because of the financial crisis which is happening not just in the area but throughout the country and the Asian region.

Escubillo agreed with Delgado, adding, "There’s never been a business establishment that left Mindanao because of the peace and order situation." However,Escubillo said that there are business venture plans that have been put on hold because some investors have gotten scared of media reports on Mindanao.

As Dureza quipped, "It is not true that there is war in Mindanao. The insurgency problem in Sulu is very contained. Just go around Davao, or Cagayan de Oro, or even Iligan, which is closer to the Muslim areas, and you’ll find out how normal life is in the place."

Former Davao City tourism head Margie Moran said that the problem in Mindanao is mostly economic and political, and not religious as some people want to think. "If government will focus on developing Mindanao, provide resources to the economically-depressed places, I guess peace and order will prevail," she said.

Media’s portrayal of Mindanao, Moran said, "has prevented developers and investors to step forward. They get scared by what they read in the papers."

Dureza appealed to media practitioners to dateline their stories in the place where the events actually took place. "If you are reporting an incident in a barrio in Maguindanao, please dateline it as such, and not Davao City or Iligan City or Cotabato City," he said. "By inaccurate datelining, people think that it is the whole of Mindanao that experiences such insurgencies."

Asked how much profit they would project if the peace and order situation in Mindanao improves, Delgado said that the more relevant issue would be "how much more profit we will make if the government provides the needed infrastructure to open Mindanao to the world." But he later said, "We don’t want to belabor this age-old issue of Mindanao not getting enough support from the government vis-à-vis its economic contribution to the country. There is always an investment aimed beyond the political issue. People invest in Mindanao not exclusively for monetary considerations."

People invest in Mindanao, he added, because they believe in it and its promise.

With or without government support, Delgado said, "We will work on our own and prove that the entrepreneurial spirit is alive in Mindanao."

Iligan generates P37.8M tax revenue

ILIGAN CITY -- Fifty seven outstanding taxpayers of Iligan City generates P37,832,742.61 revenue collection in 2006.

Francisco B. Almanzor, Local Treasury Operations Officer IV, said this in an interview with Sun.Star Cagayan de Oro.

The taxpayers are divided into four clusters to include 10 manufacturers, 10 financial institutions 22 wholesalers, retailers and distributors and 15 services providers.

Almanzor said the criteria focused specifically on prompt payment of taxes and no deliquency either on real property tax or business tax per record from Tax Revenue Assessment and Collection System (TRACS).

The City Treasurer's Office is encouraging other business establishments and institutions to pay their taxes religiously and promptly, Almnazor added.

In a simple awarding ceremony over the weekend, City Mayor Lawrence Lluch Cruz urged Iliganons, particularly the business sectors and the rest of tax payers, to work hand in hand in bolstering Iligan's economy. "With one hope, one dream and one voice, Iligan City can succeed more economically," Mayor Cruz added.

Cruz said Iligan City is facing lots of development opportunities. The City Government has just received the Land Bank of the Philippines' loan package approval of P500 million project, which will respond for sustainable, potable water supply for the next 15 years.

With the ongoing site development of Laguindingan International Airport in Laguindingan, Misamis Oriental which is only 60 kilometers from Iligan City and 20 kilometers to Cagayan de Oro City, more foreign investors will be interested to invest in the city thus giving more job opportunity for the people living nearby.

Mayor Cruz also announced the opening of C3 road network which will be opened in the interior part of Iligan. This will traverse from Linamon, Lanao del Norte to Santa Filomena, Iligan City to give farmers more easy access in bringing their agricultural products to the city and other areas as well, and will have an equal opportunity to compete in the market.

Through active efforts of the Regional Development Council Northern Mindanao, the proposed Panguil Bay bridge will connect Lanao del Norte to Misamis Occidental and Zamboanga Penninsula which will shortened the travel time and save transport cost for travelers and businessmen.

Eventually, the Mainland Mindanao is the best opportunity to invest due to sustainable power and stable peace and order, Mayor Cruz said.

The recognition and awarding ceremony of outstanding taxpayers formed part of the recently concluded Iligan Charter Day celebration.

I learned today that there are some LGU officials coming from Ozamis City and Leyte visiting Iligan as part of their "Lakbay Aral". They want to see how Iligan City's TRACS is being implemented. According to a friend of mine, who also happened to head the TRACS-Division of CTO, there will be more representatives from different LGUs coming soon.

NorMin's land distribution 92% complete - DAR

A total of 246,983 hectares of land have been distributed under the Comprehensive Agrarian Reform Program (CARP) in Northern Mindanao, as of April, this year.

"This accomplishment is actually 92% of 268,717 has., the working scope of land subjected under CARP in the region and leaves us the undistributed balance of only 21,734 has., as of the period," Regional Director John Maruhom of the Dept. of Agrarian Reform (DAR), region 10, said.

The biggest bulk of the scope involving about 142,323 has. or 53.54% come from the province of Bukidnon, followed by Lanao del Norte with 76,684 has. or 28.52%, Misamis Oriental, 33,599 has. or 12.2%, Misamis Occidental, 13,588 has. or 4.86% and Camiguin, 2,523 has. or 0.87%.

Covered by the CARP are settlement areas and government-owned lands which were turned over to DAR, as well as private agricultural lands (PAL) acquired through voluntary offer to sell (VOS), direct payment scheme/voluntary land transfer (DPS/VLT) and compulsory acquisition scheme.

There are three (3) components under the CARP, namely: Land Tenure Improvement (LTI), Program Beneficiaries Development (PBD) and Delivery of Agrarian Justice (DAJ).

The LTI have two (2) basic sub-components: the land transfer which is the actual acquisition and distribution of ownership and the non-land transfer which includes production and profit-sharing, leasehold operation (LHO) and stock distribution option.

During a recent forum held at the DAR-10 Compound in connection with the 19th CARP Anniversary observed the whole month of June, Maruhom said some 109,289.7896 has. of the region's CARP working scope have been placed under LHO.

These LHO's have benefited 42,123 agrarian reform beneficiaries (ARB's) which is about 30% of the region's total of 147,181 ARB's.

Meanwhile, he said, activities for the month-long celebration will focus on the theme "Sustaining Gains of Agrariian Reform Towards Poverty Alleviation and Rural Development and the slogan "Sulong Agraryo, Sentro Ang Tao."

Among others, the celebration will include the conduct of the "Agraryo Trade Fair, Information Board Exhibits, DAR Employees Association Sportsfest, Awarding of DAR Outstanding Employees, Bloodletting and DAREA Mindanao Olympics at the DAR-10 Compound, Cagayan de Oro City.

It will also be highlighted by a Mindanao Cultural Night at Pearlmont Hotel, this city, to be participated in by employees from DAR Regions 9, 11, 12 and 13, Maruhom added. (PIA 10)

DAR-10 adopts KALAHI Agrarian Zones in NorMin

Cagayan de Oro City (19 June) -- The Department of Agrarian Reform (DAR), region 10, has adopted the Kapit-Bisig Laban sa Kahirapan (KALAHI) Agrarian Reform Zones (KARZones) Development Strategy to sustain and extend the gains of the Agrarian Reform Communities (ARC) Development Program.

The adoption of the KARZones is in line with Pres. Gloria Macapagal-Arroyo's thrust to fight poverty and to optimize the allocation and use of limited resources and create an impact, Regional Director John M. Maruhom of DAR-10 said.

Thus, DAR has adopted a geographical focus and realigned its priorities towards the development of the ARCs, he also said.

To date, there are three (3) KARZones covering a total agricultural area of 195,426 hectares, involving 17 ARC's and 157 barangays from nine (9) municipalities of the region benefiting 17,777 farmers.

Maruhom said a total of Php2.728 billion from the Official Development Assistance (ODA) fund has been released to DAR-10 for the KARZones.

Nine (9) projects with a cost of Php772.21 million in capital assistance from ODA involving 67 ARC's have been completed benefiting 32,405 farmers while eight (8) others worth Php1.965 million, involving 76 ARC's are on-going.

On the other hand, about Php41.394 million in local credit support fund have also been released to the CARP beneficiaries of the region:

Php11.2 48 million from the Program Beneficiaries Development (PBD), Php21.789 million from the National Livelihood Support Fund (NLSF), Php90,000 from the Technical Livelihood Resource Center (TLRC) and Php7.357 million from the Quedan and Rural Credit Guarantee Corp. (Quedancor).

On the average, Maruhom said, the ARC household income (HHI) in the region has been noted at Php75,256.98 with the province of Bukidnon posting the highest average ARC HHI of Php135,664.13.

This was followed by Misamis Oriental with Php112.387.26, Misamis Occidental, Php71,502.83, Lanao del Norte, Php66,720.50 and Camiguin, Php65,267.17. (PIA 10)

We still have lots of important streets/roads that need rehabilitation. I'm just wodering why until this time, those roads are not yet improved. We have all the resources needed. We have lots of cement factories and CEO can do the job. I don't think Iliganons deserve a bad or lubak-lubak roads. :bash:

DAVAO CITY (MindaNews/June 18) –Six legs of the 31st National Milo Marathon will be staged in Mindanao starting with the fifth leg in Gen. Santos City on June 24.
After GenSan, the running competition will be held in Zamboanga City will host the event on July 1 and Davao City on July 8 before going back to Metro Manila. The other Mindanao legs of the event will be held on September 30 for the Cagayan De Oro leg, and Oct. 7 in Iligan City and Butuan City on the following weekend.
More than 5, 000 runners are expected to take part in the Gen. Santos City leg, which will feature competition in, 3-k, 5k and the centerpiece 21-k run.

The 3-k and 5-k event will be for the aficionados but the 21-k will test the mettle of elite field of runners bidding to qualify for the national finals on November 18, organizers said.

Last year’s 21-k winners Wilson Maningkil and Mona Lisa Ambasa, reportedly, are all set to defend their title in the event which offers some P160, 000 cash prizes and trophies.

Nestle AVP and Consumer Marketing manager Michelle Callo-Alvarillo and Milo AVP for sports Pat Goc Ong will grace the affair, according to Internet reports.
Since it started years ago, the National MILO Marathon which has enjoyed much success by constantly attracting a growing number of participants, has grown both in the number of participants and prestige.

The first MILO Marathon was held on May 26, 1974, with some 767 runners taking part in the affair.

Iligan heads teams in Bakbakan sa Alley ‘07

Two-time national FEDBOP champions Iligan City will spearhead the participating teams in the coming 2007 Mindanao Goodwill and Friendship Games dubbed as “Bakbakan sa Alley 2007” rolls off on June 23 at the Mega Dover Lanes. According to Sunday Bowlers Club (SBC) Incorporated president Emie Orteza, Iligan City Mayor Laurence Cruz has made the confirmation that they will be sending a team to the one-day event. Aside from Iligan City, also set to compete in the tournament are teams from General Santos City, Koronadal City, Tacurong, Kidapawan, Mati, Tagum, Malaybalay, Tacloban and from the different bowling clubs here in the city. The event will be having five games for the men’s division and four games for the women’s category. FYI TRACS means Tax Revenue Assessment and Collection System. TRACS enhances a fast and systemized process in business and real property tax collection in Iligan. A move by the city government to support the council's aim to boost e-Governance. This was made operational with the help of AusAid.

FYI TRACS means Tax Revenue Assessment and Collection System. TRACS enhances a fast and systemized process in business and real property tax collection in Iligan. A move by the city government to support the council's aim to boost e-Governance. This was made operational with the help of AusAid.

Recently, TRACS Division has acquired a very powerful Sun Fire X4200 M2 Server for their system. :cheers:

Iligan City, once known as the Industrial Center of the South saw its economy crippled in 1999 with the closure of its big industries. How this city transformed itself to be one of the leaders in governance is a tribute to the management innovations of its leaders and its people.

Two major innovations became the vehicles of radical change in public management in Iligan, namely – elimination of bureaucratic red tape and the adoption of computerization and other IT resources in the governance of the city.

In 2001, the city was awarded by the DILG the “Best Practice” award under the Anti-Red Tape program of the government. Bureaucratic structures and procedures were innovated to meet the requirements of efficiency, effectiveness, timeliness and economy. For instance, where it took several week before to process business permits in Iligan, now the one – stop shop installed has reduced the transaction time to only one hour.

Using high tech computer software, Iligan City was able to generate increased revenues by adopting the Tax Revenue Assessment and Collection System (TRACS) which simplified and speed up the processing, recording and computation of local taxes like business permits and real property taxes. The TRACS program also enabled the city to track down more efficiently the delinquent tax payers.

The adoption of various management techniques such as the total quality management, the Continuous Improvement Program, the Public Service Excellence Program and the Transparency and Accountable Program all served to make the city one of the most effectively and best governed cities in the country.

Finally, the appreciation of the principle that the private sector is the main engine of growth in the city because of its dynamism and resources has brought about an excellent partnership between business and government in Iligan leading ton the establishment of the City Coalition for Transparency and Accountable governance. This partnership has also led to the privatization of erstwhile government services like bill dispatching, meter reading and disconnection in the Iligan City Waterworks Department.

What Iligan City demonstrated is that a truly innovative leader and a highly motivated citizenry characterized by a high level of volunteerism are key ingredients to successful public management and good governance – the very hallmark of the KAME award.

On June 16, 2007 the Provincial Board of Canvassers (PBOC) opened these tampered boxes. Indeed, the CoCs inside were found tampered too. The tallies opposite the names of Badelles, Belmonte and Dimaporo were covered with snowpake and new figures were written over it.

Inspite vehement protests, the PBOC proceeded in canvassing using the controversial CoCs.

The canvassed results out of these tampered CoCs showed that the tallies do not coincide with the CoCs held by the minority party, Peoples Pastoral Council for Responsible Voting (PPCRV), National Secretariat of Social Action (NASSA) and Namfrel. The tally is statistically improbable based on the total voters’ turnout.

We have held prayer vigils, rallies, and peaceful demonstrations to show that we want the true people’s voice heard.

We are letting the rest of the Filipino people know through this announcement that the people of Lanao del Norte and Iligan city will fight to get the truth out. We are not going to stand idly while our rights are violated.

OUR APPEAL TO THE COMELEC MUST BE HEARD. The tampered municipal certificates of canvass of Kauswagan, Bacolod and Maigo MUST BE EXCLUDED in determining the winning candidate for the 1st Congressional District of Lanao del Norte. Comelec must decide on this immediately.

OUR STUGGLE WILL CONTINUE FOR GENUINE DEMOCRACY!

Yes it was a paid space but the content was exactly the opposite. It says the ballots canvassed by COMELEC should be final so as to proclaim the winning candidate. Respect daw the votes of the people of Iligan and the 1st district of LDN. Something like that. (Nikki Badelles-Bacareza was 2nd and Varf Belmonte was 3rd as reflected in the table. Guess who won?)

Elected officials told: Speak up on fate of CARP

ILIGAN CITY, Philippines -- A Mindanao-wide network of grassroots organizations has urged elected officials to speak their mind on the fate of the Comprehensive Agrarian Reform Program (CARP) beyond 2008.

Harold Berayo, Mindanao chair of Katipunan ng mga Samahan ng Maralita sa Kanayunan (Kasamaka), made the challenge as he called for an examination on the relevance of the Department of Agrarian Reform (DAR) in "advancing a meaningful agrarian reform effort" in the country.

Berayo noted that DAR has "miserably failed" in its mandate of carrying out social justice in the countryside through land redistribution and corresponding support services to farmer-beneficiaries.

Although official land distribution statistics shows the target has peaked out, Kasamaka holds that "this is not true in actual situation on the ground."

"Much of big landholdings remain untouched," Berayo observed.

This supposed failure of DAR is the principal reason Kasamaka has joined the "unpopular but justified call of 'No to CARP extension'," he explained.

Instituted in 1988 during the incumbency of President Corazon Aquino, CARP was originally scheduled for implementation in a 10-year period. Congress extended it for another 10 years in 1998.

"Another 10 years is another waste of government money, and another period of giving false hope to farmers given how DAR bungled on its important mandate," Berayo stressed.

On the question of overseeing provision of support services to beneficiaries, Berayo said that this can be handled by non-government organizations which are already undertaking this even today.

Given the "unfinished target" in land distribution, Berayo said that a special body can be created to focus on this concern, while the arbitration bodies must continue to exist.

During the period of campaigning for the May 14 elections, now re-elected senator Joker Arroyo openly expressed his disapproval for any CARP extension.

But advocates of CARP extension said that in much of Mindanao's rural villages, the issue of tenurial security continues to haunt efforts at improving agricultural performance, hence the continuing relevance of the program.

A number of non-government organizations also said that instead of scrapping it altogether, Congress must thoroughly review the program with the broad participation of rural folks, agrarian reform advocates and other stakeholders with the view of seeking ways to strengthen CARP.

ILIGAN CITY (MindaNews/20 June) -- The passage of the Human Security Act disrespects universal humanitarian values and presumes the innocent is a criminal, lawyer Abet Ursua of the Commission on Human Rights office here said in a forum on “Human Security Act and its Implication to Peace” at Berds Theatre Mall today.


“The definition of terrorism under this law is very broad that it almost covers all crimes under the Revised Penal Law,” said Ursua, one of five reactors.
“Arrest without warrant contravenes the constitutional guarantee that no person shall be arrested without valid arrest warrants from the court,” he said.

Ursua pointed that there are only three countries which have legislated laws relating to terrorism. “These are superpowers United States of America, United Kingdom and a country pretending to be a superpower, Philippines.”

Daniel Conejar, Mindanao coordinator of Task Force Detainees of the Philippines (TFDP) explained to participants the substantial details of the law and the corresponding penalties that would be imposed against suspects.

The Human Security Act or RA 9372, an act to secure the state and protect the people from terrorism, is a consolidation of Senate Bill No. 2137 and House Bill No. 4839 passed by the Senate and the House of Representatives on February 8, 2007 and February 19, 2007. It was signed into law on March 6, 2007 by President Gloria Macapagal Arroyo.

Conejar warned the law could trigger more human rights violations. “The law could be used for surveillance of suspected members of a rebel group and be a tool to suppress the people’s voice against raging community-based issues,” said Conejar.

Demy Plando, a human rights lawyer, also commented that the enforcement of these laws might disregard legal procedures and might not be able to protect suspects against torture at the time of investigation.

Said Sheik, a member of the provincial local monitoring team (LMT) of the Moro Islamic Liberation Front (MILF) peace panel, said the people “must work hard and pray for God’s guidance because terrorism as a global issue is done by opportunists who have access to sophisticated weaponry.”
“The Moro people are suffering the effects of trauma from wars and from martial law… we still need to know and study how we should react on this matter,” Sheik said.

Mila Arienza, executive director of Research, Communication for Justice and Peace (RCJP), commented that “the law will inevitably sideline our human rights. We used to have total war policy and low intensity conflicts from previous administrations… this law is just another face of it.”

Arienza feared that the right to peaceful assemblies and expression will be curtailed and advocates for peace and development might be persecuted.

“Let’s not forget that terror is done by movements supported by agents who have access to armaments,” Arienza added.

Some 60 participants attended the forum which was organized by Ranaw Disaster Response, Rehabilitation Assistance Center in partnership with Volunteer Service Overseas and Lanao Alliance of Human Rights Advocates. (Violeta M. Gloria/MindaNews)

DAVAO CITY (MindaNews/June 21) - The Mindanao Goodwill and Friendship Games "Bakbakan sa Alley 2007" bowling tournament rolls off, Saturday (June 23) at the Dover Mega Lanes with Mayor Rodrigo Duterte and Vice-Mayor elect Sarah Duterte gracing the opening rites at 10 a.m. " It's all set for the Mindanao Friendship Games Bakbakan sa Alley 2007 bowling tournament this Saturday, " said Sunday Bowlers Club Inc. President Emie Orteza.
Among the teams seeing action in the tournament is Iligan City headed by Mayor Lawrence Cruz and Tacloban City led by Lawyer Mario Melchor.

Other teams seeing action in the one-day bowlfest are North Cotabato, Tacurong, Gen. Santos, Tagum, Digos, Kidapawan and Mati, Davao Oriental.

The tournament will feature five games series for the men's division and four games series for the women class with teams garnered the highest pin-falls will be declared champion.

Cash prizes and trophies are at stake in the tournament which was held last year in Mati, Davao Oriental, Tagum City, Davao Del Norte in 2005 and Gen. Santos City, South Cotabato in 2004.

Last year, Team Hannah of Davao City won the men's title over tough contenders from Koronadal City and Iligan City.

Davao bets in tough battle at ‘Bakbakan sa Alley’

THE much-awaited Mindanao Goodwill and Friendship Games "Bakbakan sa Alley 2007" rolls off Saturday at the Dover Mega Lanes with Emie Orteza, president of the organizing Sunday Bowlers Club, said teams from as a far as General Santos City, Tacurong, Iligan and Tacloban are expected to give Davao City bowlers a run for their money in the one-day tournament.

"This is a big bowling tournament. We expect more teams to participate this time from Davao," Orteza told the regular Davao Sportswriters Association (DSA) Forum Thursday at the Tower Inn.

Orteza said Davao City Mayor Rodrigo R. Duterte and daughter Sara Duterte, the vice mayor-elect, have confirmed to grace the opening ceremonies at 10 a.m. The competition starts at 1 p.m.

Iligan will be led by no less than Mayor Lawrence Cruz, a regular member of the Iligan City Bowlers Association (ILCBA).

This early, Tacloban has been installed as the “dark horse” in the tournament.

Cash prizes and trophies await the winners, with the champion pocketing P20,000. The event will have men's and ladies categories.

The men's event will be a five-game series while the women's category will play four games, with the teams with the most number of pinfalls in the end emerging as champions.

"We will determine the winners here based on total pinfalls. There will be up-the-ladder this time," Orteza said.

Adidas 5K run targets record field

THE Adidas King of the Road run is expecting to drum up a record field of racers for its inaugural staging on July 1 in different cities of the Philippines.

Here in Cebu, organizer Ricky Ballesteros said they already have 1,500 registrants as of yesterday and they expect the number to double before the registration ends.

“We are hoping to attract 3,000 runners for the run. We invite all running enthusiasts to join us,” said Ballesteros during yesterday’s Scoop Forum at the Baseline Restaurant.

The race is just like the usual race that has two events—the 5 kilometer and 3 kilometer runs for men and women. What makes the race exceptional, however, is that it will be held simultaneously in 10 cities nationwide.

Other cities

Also set to fire the starting gun on the same day and hour will be Puerto Princesa, Davao, Laoag, Iloilo, Cagayan de Oro, Tarlac, Tacloban, San Fernando, Pampanga and Iligan.

Course

For the race course in the Cebu leg, the starting line will be in front of the Cebu Normal University, wil wind back towards the Cebu City Sports Center for the finish line.

The winners in the 5-km race will pocket P5,000, while the runners-up will get P3,000 and P2,000 respectively with gift certificates and trophies.

The top three 3-km winners will receive P2,000, P1,500 and P1,000, respectively.

Adidas items varying from footwear, apparel and accessories will also be raffled off during the awarding ceremonies.

Organizers are advising those who want to join the race to register before the last day, which is Juney 29, so they will still receive singlets of their sizes.

Mini Adventure Race, Action Photo Contest in ’07 Habagat Caravan

A mini adventure race and action photo contest with a theme “Habagat Moment” will highlight the 2007 Habagat Caravan set on July 8 at the Gaisano Mall of Davao.

Benjo Tenchavez of the organizing Habagat Outdoor Shop yesterday said, the event is a nationwide campaign initiated by the various dealers and outlets of the Habagat Outdoor Equipment.

The Caravan will run from July 1 to August 4 and will cover cities like Dipolog, Oroquieta, Ozamis, Iligan, Cagayan de Oro, Davao, Butuan, Surigao City, Tacloban, Catarman, Sorsogon, Legazpi City, Naga, Lucena City, Los Banos, Laguna, Manila, Batangas, Iloilo, Bacolod, Dumaguete and Cebu.

The mini adventure race will cover a 30 minute duration to be held at the Gaisano Mall of Davao. It will be a four team competition involving running and special tasks.

Meanwhile, the action photo contest will be open for both amateur and professional photographers. Each entry should depict the theme, “Habagat Moment”.

Entry forms are now available at the Habagat Outdoor Shop located at 2nd floor SM City Davao. Entries should be submitted three days prior to day contest.

Aside from the mini adventure race and action photo contests, other activities in ’07 Habagat Caravan include an outdoor fashion show displaying their latest line of equipment and apparel.

although iligan looks far from being a city thats on par with developed mid sized cities in europe/america etc it still is for me a beautiful one. Saon ta man, dira man jud ta nag dako and you get to love every detail and the way it looks.. very different like no other

You're right there.

I just hope they'll also consider to have dynamic web pages rather than the classical hypertext navigation or static web pages.

The City website is already a dynamic web pages (we call it Content Management System).

However, the site is not well optimized, too many unnecessary images. I hope someone in the web team will trim that. Or better yet, why don't they commission students of MSU-IIT to develop that?

By the way, the Iligan City website is hosted at 203.177.109.17 with Apache 2.2.2 as webserver. Wait... It's actually hosted in MSU-IIT Computer Center!

Hi everybody, this is my first post. im from Iligan although been away for a long, long time. Just reacting to Ikras statement about Iligan "although iligan looks far from being a city thats on par with developed mid sized cities in europe/america etc it still is for me a beautiful one. Saon ta man, dira man jud ta nag dako and you get to love every detail and the way it looks.. very different like no other". Very true indeed about Iligan being beautiful. As to the question of being not on par with the other cities of the world, I'll tell you this, give me a city with 12 or so waterfalls, not mini-falls but gigantic waterfalls. Iligan is unique in this area.
Lain pay ato, what's the best diving site in Iligan or nearby towns? Planning to visit late October.

asa pa ka garbage collection is twice a week ana pa akong aunt last time we talked while here kay once lang gani. All we need is better infrastructure (i.e. roads, buildings, public services, public transpo to be more efficient) i think for a city that size, the things in it are massive

Twice a week? Garbage Collection in our area is everyday AFAIK.

All we need is better infrastructure (i.e. roads, buildings, public services, public transpo to be more efficient) i think for a city that size, the things in it are massive

My answer is Road Widening from Poblacion to Buruun, Iligan-Bukidnon Road, Circumferential Road 3,
Mindanao Railway Transit Phase 1 for roads and public transpo hehe

amen to that.. plus i do think we need to get rid of jeepneys and restructure and replace it with bus routes which travel at specific time intervals (ideally one every 10 minutes for a certain line) that have low floor and if possible double deckers.

Then let them stop only at strategic points around the city and not just stop anywhere to introduce organisation and discipline amongst all others.. this should curb the problem of traffic and racing to get the first passenger etc etc.

The public transport within the city ideally should be handled by one company and managed i think by the city council.

Then at each stop there would be proper seating(ideally for four) with a roof and electronic time display to tell you when the next bus arrives which is updated real time.

And finally, designate a bus only lane (where available and most needed) where no other private vehicles can pass through, this also is advantageous as it gives other public vehicles (i.e. ambulances, fire trucks) the faster way through...

Im sure if we start the outlook today then maybe in 10 years time we will have an effective and efficient public transport within our city.

yea... i agree with this post. it's juz like what we have here in Cleveland, Ohio
the buses are managed by an independent body but do answer to the people. with regards to bus lanes, it can be advantageous but is impractical in areas where there is not much traffic. and one thing more, bus routes should run in at least two lanes of traffic. there should be better traffic signs and drivers should follow those sign (like stop signs, yield signs, etc.)
and with regards to ambulances and police and firetrucks, there is a law here that drivers should pull over and stop (take note: stop) and make way for the emergency vehicles. they shouldn't move until the emergency vehicles have passed. and oh yea: seatbelt laws save lives.

ikra, this is the way to go. the problem is that if you added buses to the streets, only bicycles, motorcyles and pedestrians will be moving (think of Quezon Ave., Aguinaldo, Sabayle, etc.)
The solution is for the city to widen its streets. How to do this? Close the smaller streets and move buildings back. In effect, compressing buildings into bigger blocks instead of having blocks of a few paces in length and width (they hardly deserve to be called blocks cuz it seems like dwarves designed the city.:lol: ).
This is how progressive cities in the world have invited more growth - by providing excellent infrastructure. I'm not sure if there is political will to do this, though. :ohno:

^^ cities fortified/built by the spaniards have similar urban lay-out and features. im not surprise why streets in iligan particularly the CBD are narrow. i guess the best thing to do is widen it a bit or better yet leave it as is and just create other business districts with wider streets.

i know why that happens...
those who predict the weather explains that to their viewers.
daytime heating raises the temperature and produces more humidity in the air.
the more humid and the more hotter the air temperature, the more unstable the atmosphere is. this in turn produces showers and thuunderstorms which typically happens during the hottest periods of the day meaning the afternoon. and until the "juicy" (humid) atmosphere is leveled out, showers and thunderstorms continue to pop-up.

7% tariff on steel set after GSPI rule

Duties on steel will be raised to seven from three percent after the Department of Trade and Industry (DTI) certified recently the commercial operations of Indian steelmaker unit Global Steel Philippines Inc. (GSPI), which bought the facilities of the former National Steel Corp. (NSC).

GSPI was guaranteed protective tariff on steel products as a sweetener for the purchase of the NSC facility in Iligan City. Rival steel firms in the country, however, said GSPI is engaging in the trading instead of manufacturing steel products

The certification was issued by the technical committee on Tariff and related Matters (CTRM) which is headed by the Department of Trade and Industry (DTI) and co-chaired by the National Economic and Development Authority (Neda).

The committee recommended an additional tariff of 4 percent or equivalent to 7 percent from the current rate of 3 percent.

DTI Undersecretary for international trade Thomas Aquino said the decision was based on the findings of the committee which determined that GSPI is already in commercial operation.

Aquino added the technical group ruled out that GSPI is already entitled to certain protection through higher tariff on imports.

As far as cold rolled coils (CRC) and hot rolled coils (HRC) production are concerned, Aquino said, GSPI qualifies the status already on commercial operation including its compliance to the provision of Executive Order (EO) 375 which modifies the rates of tariff on selected steel and iron products.

EO 375 allows tariff adjustments in steel products from 3 to 7 percent. But GSPI will only enjoy higher tariff on imports once it reaches a certain production capacity.

The government intends to grant the tariff protection once GSPI meet 50 percent of its production capacity based on what it has committed with the Board of Investments.

Aquino said GSPI has already reached the required volume or at least half of the total production for cold-rolled and hot-rolled coils.

Aquino, however, explained the final decision whether to implement or not higher tariff on steel products depend entirely cabinet level TRM.

Once approved, CTRM will inform the Bureau of Customs on the new rates which will become effective immediately, he added.
