The Mindanao Railway Agenda: A dream for a reality or just another dream?

For the past ten years, Mindanao received a lot of prospects from the national government regarding the plans of the future Mindanao railway system. The project was launched in September 1996 as among the flagship projects under the Ramos administration. It was relaunched in Arroyo’s administration with Speaker Jose De Venecia at the helm. The Arroyo government put the Mindanao development as one of its major agenda in her SONA. News conferences have come out since 2001 about the Mindanao railway agenda but the starting phase of the project always ceases despite interested countries announcing to fund the feasibility studies.

There have been interested countries that expressed interest in the project. Back in 2005, the Thailand government pledged an amount of $ 1 million (US) dollars to the Philippines to bankroll the feasibility studies for the first phase of the project. The first phase of the Mindanao railway project, the Cagayan de Oro-Iligan grid, an 83 kilometer length between the two cities, would enhance the economic prospects of both cities and the nearby provinces if implemented. The grid is the location of the longest industrial corridor in Mindanao, the Cagayan de Oro-Iligan Corridor (CIC) which currently hosts one of the biggest industries in the Philippines. Back in 2006, Spain was also interested in helping our country with this project citing their technological know-how in their local rail transport system through RENFE, Spain’s national railway operator which operates Spain’s 15,000 kilometer system of railways. They were interested in participating in the Iligan-Cagayan de Oro Railway project and told that it will fund 100,000 Euros for a feasibility project. Construccion Y Auxilliar de Ferrocarriles (CAF), on the other hand, a railroad construction company, was also looking at providing 33 million Euros to fund the feasibility study for the Mindanao railway project.

The Department of Transportation and Communications (DOTC) reported back in 2005 that Germany and Saudi Arabia have announced its intentions to invest a whooping P18 billon for the construction of the Mindanao Railway. Germany announced that they will invest 220 million Euros or P15.4 billion while Saudi Arabia will lend $40 million and donate another $10 million or a total of P2.705 billion. The investment would have partly financed the 83-kilometer Cagayan-Cotabato Phase of the project that would link the cities of Iligan, Cagayan de Oro, Gingoog, Marawi and Cotabato by 2008.

And just recently, the government of Iran is interested with the first Mindanao railway project that would span the Cagayan de Oro-Iligan Corridor as it said that it would span the Muslim-Christian relationship in the said island.

What seems to stop this project from being implemented is a question cannot be answered. Despite the interests of other countries to fund the project, there seems to be a halting mechanism to start the project. Some would quote the peace and order aspect. Now that the government of Iran is interested which is a Muslim nation, peace and order would not be the reason for the halting of the project. Let’s wait and see if any good outcome will result.

^^ cities fortified/built by the spaniards have similar urban lay-out and features. im not surprise why streets in iligan particularly the CBD are narrow. i guess the best thing to do is widen it a bit or better yet leave it as is and just create other business districts with wider streets.

gORs, that is how Cebu City grew into the metropolis that it is today. by scattering development outwards, not inwards. Poblacion, IMO is a lost cause, unless decisive surgery is done on it.

ikra, this is the way to go. the problem is that if you added buses to the streets, only bicycles, motorcyles and pedestrians will be moving (think of Quezon Ave., Aguinaldo, Sabayle, etc.)
The solution is for the city to widen its streets. How to do this? Close the smaller streets and move buildings back. In effect, compressing buildings into bigger blocks instead of having blocks of a few paces in length and width (they hardly deserve to be called blocks cuz it seems like dwarves designed the city.:lol: ).
This is how progressive cities in the world have invited more growth - by providing excellent infrastructure. I'm not sure if there is political will to do this, though. :ohno:

Paris streets was realigned way back in the early 1900s or late 1800s to pave for the future development of the city. this is why now paris has good sized streets which is a result of a previous undertaking of an early city development and planning. i think this should be done now since we are not a big city yet...let's plan for the future of iligan when it becomes a mega city in the future.

Nice idea @gORs. Del Carmen is ideal for another business district because the IBJT is there.

Upper Dalipuga is a better place, or Tipanoy, where development is practically zero. Del Carmen is a residential area, and another commercial/business district there will remove the usefulness of the circumferential road because that, too, will now become congested.

yes, i agree. Paris streets was realigned way back in the early 1900s or late 1800s to pave for the future development of the city. this is why now paris has good sized streets which is a result of a previous undertaking of an early city development and planning. i think this should be done now since we are not a big city yet...let's plan for the future of iligan when it becomes a mega city in the future.

Govt to hike tariff on steel to 7%

The technical committee on Tariff and Related Matters has recommended a tariff increase on steel products from 3 percent to 7 percent after the commercial operation of Global Steel Philippines Inc.

Trade Senior Undersecretary Thomas Aquino quoted the technical committee as saying that the company had complied with the provision of Executive Order 375, which modified the rates of import duty on certain iron and steel products.

“There’s some basis for the grant of commercial operation. There seems to be justifiable reason the company is commercially operating as far as cold rolled coils and hot rolled coils are concerned. It was a well-studied issue based on the EO and as carrying out the EO’s provisions,” said Aquino, who is also co-chairman of the technical committee.

EO 375 authorizes the increase in tariffs of steel products to 7 percent from the current 3 percent. But the tariff increase will only be imposed once Iligan-based Global Steel is considered commercially operating.

The EO authorizes the tariff hike on imported flat-rolled products of iron, or non-alloy steel of a width of 600 millimeters or more, hot-rolled, cold-rolled, no clad, plated or coated.

Under the EO’s implementing rules and regulations, the 7 percent tariff on hot-rolled and cold-rolled steel products will be imposed once the company’s production volume reaches 50 percent of the Board of Investments-registered capacity for hot mill or cold mill products, or 50 percent of average Philippine importation volume of hot-rolled or cold-rolled steel products for five years immediately prior to the start of operations.

Global Steel has complied with the 50-percent average Philippine importation volume hurdle for both hot-rolled and cold-rolled steel products for the last five years, Aquino said.

The technical committee validated the company’s earlier claims that its hot mill and cold mill were commercially operating during its plant visit.

“The technical group is merely recommendatory and its recommendations are not necessarily carried [by the Cabinet-level]. The decision has been made by the technical TRM that the company is in commercial operation. It puts the company in the proper footing in as far as the EO is concerned,” Aquino said.

with regards to street widening,
i don't if this is true coz my aunt who works at the city engineers office pointed it out to me once:
the main high way has been already planned out juz in case it needs (which it obviously does) widening. the buildings in its path in the are already way to the side to easily make way for the widening. albeit the building right across and to the left of jollibee, that building to the side of crown and in front of the xerox copiers (as i remember), it's the only building that stands in the way.
the the other buildings that may be slated for deconstruction once a project is implemented iare easily demolishable coz they are made of wood and light materials. no major buildings exist within a cartaan distance from the road except for that building i was referring to.

you're right but the problem is in the inner streets of the CBD and not the highway.

Crackdown sought on illegal gambling in Northern Mindanao

Police officials yesterday directed the head of the Northern Mindanao police office to start a crackdown and stop illegal gambling in the region, particularly the so-called “last two” and “swertes,” which allegedly rake in P5 million in daily collections.

National Police Chief Oscar Calderon issued the directive to Chief Supt. Teodorico Capuyan, chief of PNP Region 10 (Northern Mindanao) after receiving reports about the illegal numbers game from Church leaders, politicians and other concerned groups in the region.

Lanao del Norte Rep. Bobby Dimaporo, Bishop Elenito Galido, Prof. Mustafa Dimaro and Pastor Bienvenido Mansumayan have all sought Calderon’s intervention.

Dimaporo sought Calderon’s help in the wake of the apparent inaction by the local authorities, from the provincial directors down to the municipal chiefs of police, to stop the two-decade-old illegal gambling operation by a well-entrenched group based in Iligan City.

He said Capuyan, including his subordinates, have so far done nothing to address the problem.

One of the alleged operators, Iligan City councilor Vincent Belmonte has claimed that he has stopped his operations, but politicians, Church leaders and the concerned groups in the region alleged that the city councilor has pass on and has used as front a certain “Dodong Lim” for his lucrative but illegal business.

“‘Last two’ and ‘swertes’ are number games based on the Philippine Charity Sweepstakes Office daily lotto draws but offering prices bigger than those of the PCSO. In a nutshell, it is an illegal competitor of the PCSO,” said Dimaporo.

Dimaporo said the local police, from provincial level down to the municipal level have turned a blind eye to the operations.

The spokesman of the Mayors League of Lanao del Norte, Tagoloan Mayor Mighty Dimakuta, is also spearheading a local campaign against Belmonte’s illegal gambling network in Northern Mindanao.

“It is an open secret,” said Dimakuta of Belmonte’s illegal gambling operations in the region.

Reports had it that Belmonte, himself, has admitted having operated the off-fronton “masiao” derived from Jai Alai. When Jai Alai stopped operations in 1999, Belmonte allegedly shifted to last two and swertes.

Lanao camps open poll case

ILIGAN CITY -- Political camps of two congressional candidates and the clergy here are up on their heels as the resumption of the hearing to exclude three controversial ballot boxes of Lanao del Norte's 1st Congressional District started Tuesday.

The opposing camps of United Opposition (UNO) candidate Iligan City Councilor Vicente Belmonte and Lakas-CMD candidate Lanao del Norte Governor Imelda Dimaporo have both claimed victory and both are asking the Commission on Elections (Comelec) to proclaim their respective candidates.

The Comelec 2nd Division composed of sat in a hearing on the appeal of UNO lawyers to exclude the Certificates of Canvass (COC) from the towns of Kauswagan, Bacolod and Maigo, Lanao del Norte, inside the ballot boxes which padlocks were earlier found by the National Bureau of Investigation (NBI) to have been destroyed.

The COCs in the said ballot boxes were also found to have been allegedly tampered as there were "snow-pake" (correction fluid) applied on the number of votes garnered by the three congressional candidates namely Vicente Belmonte, Angelique Badelles-Bacareza and Imelda Dimaporo, according to UNO lawyers.

In the allegedly tampered COCs, decreased number of votes were superimposed over the (snowpaked) scores of Belmonte and Badelles-Bacareza while that of Dimaporo were allegedly substantially increased according to UNO lawyer Arthur Abundiente.

A video camera recorded the opening of the ballot boxes and the scrutinizing of the allegedly tampered COCs.

In the National Movement for Free Election-Parish Pastoral Council for Responsible Voting (Namfrel-PPCRV) count in Iligan City and the seven towns of Lanao del Norte, showed Balmonte garnered the highest number of votes with 59,932, Badelles-Bacareza 46,600 and Dimaporo 43,403.

Rightful winner

However, earlier, when the Provincial Board of Canvassers (PBOC) in Lanao del Norte opened the questioned ballot boxes, it proceeded with the canvassing amid objections and appeals from the UNO lawyers not to canvass the allegedly tampered COCs.

Irked, Fr. Albert Mendez, chairman of the PPCRV here slammed the PPCRV's copies of the COCs on the PBOC table since the PBOC members did not heed to the objections of the UNO lawyers.

But the PBOC said its orders from the Comelec en banc was just to canvass but not to proclaim anybody.

The three controversial ballot boxes were then brought to the Comelec 2nd Division in Manila and the scheduled hearing on the UNO petition to exclude the three ballot boxes last June 21, this year was postponed for Tuesday.

But the lawyers of Lakas-CMD filed a motion to the Comelec en banc to proclaim Dimaporo based on the finished canvassing of the three ballot boxes by the PBOC which showed Dimaporo with the highest number of votes at 61,363.

According to UNO lawyers, the Comelec 2nd Division will inspect Tuesday the COCs from the three ballot boxes to see and compare with the other copies of the COCs held by the Namfrel-PPCRV and Liberal Party, if there are indeed "manifest errors" in it and exclude those from the canvassing.

Since the controversy surfaced on the last week of May, this year, the clergy, non-government organizations and supporters of Belmonte held prayers rallies and candle lightings.

They called on the Comelec to proclaim the "rightful winner" in the May 14, this year's congressional contest in the 1st District of Lanao del Norte.

Last night, Elenito Galido, Bishop of the Diocese of Iligan offered a holy mass for the community and residents of Lanao del Norte's 1st District and prayers to enlighten the Comelec to proclaim the rightful winner in last May 14's election.

ILIGAN CITY (MindaNews/26 June) -- The second division of the Commission on Elections in Manila today received copies of the certificates of canvass (CoCs) of Maigo, Bacolod and Kauswagan towns in Lanao del Norte from the Parish Pastoral Council for Responsible Voting (PPCRV) and Liberal Party during a hearing on the contested votes for the congressional post of the 1st district of Iligan and Lanao del Norte. The second division composed of Commissioners Rene Sarmiento, Nicodemo Ferrer and Jaime Tuazon asked lawyers of both parties to write their positions in a memorandum and submit it within five days.
Lawyer Voltaire Rivera, who attended the hearing for congressional candidate Vicente “Varf” Belmonte of the Genuine Opposition, said the Comelec will now decide whether to use the authentic copies they brought or the alleged tampered CoCs “in proclaiming the genuine representative of the 1st District of Iligan and Lanao del Norte.”

The GO asked Comelec to “set aside the tampered CoCs from Maigo, Bacolod and Kauswagan towns.”

Lawyer Dino Quijano of Lakas-CMD who also attended the hearing in Manila, told DXLS that Lakas-CMD lead lawyer Pete Quirino Quadra argued that the Comelec has no jurisdiction to hear the controversy and must deny the petition of the GO lawyers.

But while Quadra argued that Comelec has no jurisdiction, he also motioned that Imelda Dimaporo be proclaimed as the winner using the Statement of Votes based on the alleged tampered figures of Maigo and Bacolod towns.
According to the final, unofficial count of Namfrel as of 5 pm May 19, Belmonte got 58,962 votes against Team Unity-backed candidates Angelique Dawn Badelles (45,670) and Imelda Dimaporo (42,956).

In a statement, the Iligan Movement for True Democracy, Belmonte’s support group, alleged that on May 19, “poll watchers from the opposition were disallowed to enter the provincial legislative building where provincial canvassing was being done."

"The following morning, our lawyers found out that three ballot boxes from the towns of Bacolod, Maigo and Kauswagan were forcibly opened," the group related.

The group alleged the votes from the three towns were tampered and that based on these tampered votes, Dimaporo was now leading.

Ms Dimaporo, the outgoing governor, is wife to reelected 2nd district Rep. Abdullah Dimaporo, the governor before her, and is mother to Khalid, the incoming governor.

The special provincial board of canvassers in Lanao del Norte has set aside the tampered CoCs of Kauswagan because the padded figures for Dimaporo exceeded the total number of voters in Kauswagan, making it statistically improbable.

Lawyer Manny Salibay, counsel of Belmonte, explained to reporters that “Comelec has no power over pre-proclamation cases for representative except if there are manifest errors in the certificates of canvass which maybe corrected by the canvassing board motu propio or upon written complaint of interested person, or by the Comelec in a petition filed or upon proper appeal from the ruling of the board of canvassers.”
Lawyer Sixto Brilliantes, lead counsel of Belmonte, also said the petition to dismiss the case arguing lack of jurisdiction is a “prohibited pleading under the Rule of Procedures of Comelec.”

“Under the law, the House of Representatives Electoral Tribunal, composed of three judges and six congressmen, will have jurisdiction on election protest only if there is already a proclaimed representative," explained lawyer Arthur Abundiente, counsel of GO.

In the case of Lanao, the special PBOC has not proclaimed a winner yet because Comelec made a directive to “proceed with the canvass… but not to proclaim the winner.” The directive was signed by Nicodemo Ferrer who also sits at the second division of Comelec now.

Meanwhile, Bishop Elenito de los Reyes Galido together with priests in Iligan city and Lanao del Norte celebrated mass at Saint Michael's cathedral Monday night “for truth to prevail.”

Bishop Galido urged the faithful to pray for the Holy Spirit to intercede, "enlighten and inspire those who are working for truth.”

“We may have fears, doubts and uncertainties but the Holy Spirit is our only refuge and our salvation. We must continuously pray,” he said in his homily. (Violeta M. Gloria/MindaNews)

Tagaytay grabs NBC lead

Tagaytay-Spring Cooking Oil has become the leader in the National Basketball Conference team standings after beating Firefly-Iligan Crusaders, 86-85, at the MSU-IIT Gym in Iligan City in a recent game.

Marlon Legaspi came out as Tagaytay’s hero for the night on Saturday as he drilled a three pointer in the 16 seconds of the game to put his team ahead of the Crusaders.

Legaspi churned out 20 points for the Oil Masters to snatch the lead with a 9-3 win-loss card. Iligan, meanwhile, dropped to 8-4.

The Cooking Oil Masters nearly squandered an 11-point lead, 63-52, when Harold Sta. Cruz and Nat Cruz, fired up Iligan with a 14-0 run at the opening of the final canto.

BOC collects P1.888 billion in NorMin in 2006

Cagayan de Oro City (28 June) -- The government is set to strengthen its revenue collection drive at the Bureau of Customs with the use of new and updated imports valuation database.

"This is in line with the administration’s focus of ensuring that the country's economic gains are sustained and a balanced budget is achieved by 2008," Regional Director Myra V. Balandra of NEDA-10, said.

Along with this, BOC will be using an x-ray scanning system in ports and will task its newly created Post Entry Audit Group to conduct a review of bulk shipments in the last three (3) years.

Through these measures, BOC hopes to collect an additional Php8.425 billion revenue in the next three (3) months, she said.

Likewise, BOC is banking on incoming oil imports, as well, as additional revenue from unpaid duties and taxes of oil importations in the last three (3) years to get the BOC collection drive back on track.

Meanwhile, data gathered by the NEDA-10 show an actual collection of Php1.888 billion have been posted by the BOC Collection District 10, last year.

The highest collection was during the month of June with Php215.218 million, followed by November with Php185.785 million, February, Php180.566million, October, Php161.407 million and March, Php156.459 million.

Next was the month of August, Php154.549 million, April, Php155.788 million, July, Php153.935 million, September, Php152.456 million, May, Php129.102 million, January, Php123.537 million and December, Php119.026 million.

Of the three ports covered by the area of responsibility of BOC-10, the Port of Cagayan de Oro City posted the highest collection of Php1.546 billion which is 82% of the total regional collection for the year.

Again, this was followed by the Port of Iligan with Php340.487 million or 18% and Port Ozamiz with Php1.038 million which recorded a decline of 57.5% in annual collection.

On the other hand, collections during the fourth quarter of 2006 reached Php466.219 million which was 25.4% higher compared to Php371.694 million of the previous year.

During the period, the CDO Port collected Php423.864 million posting an increase of 44% compared to its collection of Php294.399 million during the same quarter in 2005.

However, the collection of the Iligan Port, during the period, declined from Php77.266 million to Php41.992 million or a negative 45.7% but that of Ozamiz increased from Php28,534 to Php363,127 or 1,172.6%.

The annual change in collection, however, posted a negative 21% with the average collection efficiency noted at 60.7%. (PIA 10)

MANILA, Philippines--(BUSINESS WIRE)--Pearl Asian Mining Industries, Inc. (OTC:PAIM)(OTC:PAIMP) announces the latest activities of Pearl Asian Mining’s Gold Team on gold-rich areas of Masbate Island, as Pearl Asian Mining commences operating Aroroy Gold Project and will start operations on XYZ Project within the next few days. Masbate Gold Team Leader VP/PRO Ariel Caleon reports that Aroroy Gold Project currently has 120 bags (approx. 3.6 metric tons) of raw ores on stock pile, and needs to build up a minimum of 240 bags (approx. 7.2 metric tons) to optimize utilization of the gold mill plant on-site. The 240 bags will generate an estimated 122 grams, or 4 ounces of gold.

On the other hand, regarding operations in Gango Gold Rush in Bukidnon Province near the vicinity of Binasan Mine Project Cagayan de Oro, COO Engr. Ricardo Bernardo reports that his engineering team has commenced designing a gold mill plant that will comply with the government requirements on environmental protection, particularly concerns regarding the well-being of surrounding communities. For this reason, PAIM recently tapped the services of Clare Aslan, an Environmental Consultant from the USA, to do a detailed study and evaluation of the environmental aspect.

Meanwhile, Pearl Asian Mining’s Board of Directors has decided to temporarily stop mining operations at Binasan Gold mine due to frequent mud slides, washed out roads, and high river currents resulting from intermittent yet heavy rainfall in the area recently. The Board feels that, with the almost simultaneous start of the three other gold mines, the shutdown of Binasan will not substantially affect PAIM’s revenues. In relation to this, the Board has postponed the diamond drilling scheduled next month, instead re-scheduling it to April 2008. Additionally, during the temporary shutdown, rehabilitation of access roads will continue in preparation for the scheduled arrival of the diamond drilling equipment next year. During the rainy season, fallen trees, logs and timbers will be gathered for added revenues and new seedlings will be re-planted as Pearl Asian Mining implements its Green Re-Forestation Program during the six-month rainy season in the country.

I visited with some relatives in Iligan once. Went up to Ditucalan, too. The spillway was open to the public back then when it was still sparsely populated. NAPOCOR had a nice onsite housing community for their engineers and their families which included a furbished park just beside the dam.

The place evokes memories of beautiful scenery.

RTWPB urges gov't agencies to pay minimum wage to workers

Cagayan de Oro City (28 June) -- Government line agencies have been urged to pay their contractual employees and those hired under service contracts the prevailing minimum wage rates prescribed by the Regional Tripartite Wages & Productivity Board (RTWPB), region 10.

Created by virtue of Republic Act No. 6727 otherwise known as the Wage Rationalization Act, RTWPB sets the applicable minimum wage in the regions, said Regional Director Alan M. Macaraya of the Dept. of Labor and Employment (DOLE), region 10.

Macaraya who is the Chairperson of RTWPB-10 said one of its programs is OPLAN-PAWIS or “Operasyon sa Pagpapatupad ng Wasto at Itinalagang Sahod” that promotes the minimum wage and its compliance.

He, however, said RA 9178 or the Barangay Micro Business Enterprise (BMBE) Law approved on Nov. 13, 2002 exempts BMBE-registered establishments from the coverage of the minimum wage law.

Any person, natural or juridical, cooperative or association is considered a BMBE if registered and issued with a Certificate of Authority by the Office of the Treasurer of each City or Municipality.

Macaraya said government line agencies, from time to time, avail of the services of private contractors which may be non-BMBE registered.

Hence, RTWPB-10 has required the private contractors to submit to contracting government line agencies documentary evidence of payment of wages and compliance of core labor standards, as such:

A photocopy of the receipt of premium remittances to the Social Security System (SSS), Philippine Health Insurance Corporation (PHIC) and Home Development Mutual Fund (PAG-IBIG) and a copy of the latest payroll.

This move of RTWPB-10 is now contained in Resolution No. 03, dated May 9, 2007 it submitted to Secretary Arturo D. Brion of the Dept. of Labor and Employment (DOLE) thru the National Wages and Productivity Commission (NWPC).

Signatories include the following RTWPB-10 members: Lorenzo C. Tongco and Jose B. Ares, Labor Representatives, Arsenio L. Sebastian III and Predencio T. Plaza, Jr., Management Representatives and RTWPB-10 Vice Chairperson Casimira V. Balandra, RD, National Economic & Development Authority (NEDA), region 10.

Meanwhile, the minimum daily wage rates of covered workers and employees in the private sector of the region set under Wage Order No. RX-12 of RTWPB-10 are:

Wage Category I – Php234 in non-agriculture and Php222 in agriculture areas of the cities of Cagayan de Oro and Iligan and Tagoloan, Villanueva and Jasaan, Misamis Oriental.

Wage Category II – Php229 in non-agriculture and Php217 in agriculture areas of the cities of Malaybalay, Valencia, Gingoog, Ozamiz and El Salvador and Manolo Fortich, Maramag and Quezon, Bukidnon.

Wage Category III – Php224 in non-agriculture and Php212 in agriculture areas of the cities of Oroquieta and Tangub, in Mambajao, Camiguin.and in Lugait and Opol, Mis. Or.

Wage Category IV – Php219 in non-agriculture and Php207 in agriculture areas not covered under the above categories. (PIA 10)

This is just one of the waterfalls that Iligan has. The swimming pools in brgy. Timoga is also a hotspot...

The City of Iligan is known as the "City of Waterfalls." There are countless of springs here. In fact, the place is the source of "Hydro Electric Power of the whole Mindanao.

It's just a 2hour trip from Cagayan de Oro City....not far huhh.. But upon reaching this very awesome environment is very refreshing. The water is cool, clear and fresh..isn't this a Paradise?

Off The Beaten Path: Trek to Agad-agad

The first and only time I went to climb Mt. Agad-agad was December 2004, with my brother and sister. We just decided to go there one morning, which means this is a really easy activity to arrange.

You have to be relatively fit though because it can be arduous and there are portions with steep slopes. Be ready to get yourself dirty. You would need to hang on to branches so you don't lose your footing. I would suggest that you go with somebody who has been there before becuase there are no directions. Or you can always ask the residents aong the way (up to the base) for directions. :)

You can go up and back down in less than a day so very minimal supplies needed - just water and some snacks. And wear comfortable clothing and shoes.

Revenue Generation

The BOC also increased its collection by 4.86% for the year 2006, which amounted to P341,210,958.62, as compared to year 2005 which was P325,395,126.36 according to Samson R. The administration has welcomed the return of the steel industry in Iligan City with the defunct National Steel now being run by Global Steelworks Philippines, Inc. Resumption of its operations has contributed much to jobs generation and boosted the city government’s tax revenues.

Exports from Northern Mindanao (Region 10) last year topped an unprecedented US$674.7-million, jumping 25% over the previous year’s figure thanks to a strong showing from Iligan City and exceeding the export target for 2006 by five percent.

Iligan whose exports included those of Cold Rolled Steel from Global Steelworks Philippines, Inc., and Crude Coconut Oil of Granex, Inc., ranked first and second in the region’s top 10 list, respectively, posted the highest value of exports at US$336.179 million, thereby, contributing the biggest share of 49.8% in the TRE.

Consolidated figures released by the Department of Trade and Industry in Region 10 show coconut-based products (crude and cochin coconut oils, and copra solvent extraction pellets) from the Granex and San Miguel coconut oil mills as the region’s top export item with 47% of the region’s export pie, closely followed by iron and steel products (cold rolled steel products) with 17% sourced from Global Steelworks, Inc. (formerly National Steel Corp.) steel mill.

Total investments in 2006 amounted to Php1.671 billion or 7 percent also came from the: Mining and Metallurgical Sector, for the expansion of a steel company while the bulk of its infrastructure investments included the construction of Gaisano Mall in Iligan City, which is targeted for completion this year. Trade and Services Sectors mostly derived from business name registration (BNR) in real estate, appliances and supply distribution centers, lending facilities, general merchandise, electrical supply centers, metal works, structural metal products and food facilities, among others.

Downstream industries in steel and metals, industrial estates, plastic production and other industries such as prawn production/processing, wooden and metal furniture making, sericulture and silk development, confectionaries, cut flowers and others are among the identified priority sectors for investment.

Airport

It has a functionally classified secondary airport and handles 19-50 seater aircrafts. It is located in the Municipality of Balo-i, Lanao del Norte, 17 kilometers south of Iligan City.

You can get to Iligan by taking daily flights from Manila or Cebu to Cagayan de Oro's Lumbia Airport, about 100 km away.

Infrastructure

Iligan is connected by an all-weather highway along the coastline of Northern Mindanao towards Misamis Oriental and Surigao in the east, towards the Zamboanga Peninsula in the west and inland to Marawi City and Lanao del Sur in the South onwards to the Cotabato Provinces.

Water

Iligan has about 900 ha. of inland bodies of water.

It has the lowest water rates in the entire country, which only cost P20 per cubic meter.

Power

The place where the three Hydro-Electric Power Plants are located, the AGUS V-55MW, VI-200MW and VII-54MW plus a 102.9 MW diesel power plant (NMPC Power Plant I&II) located at Mapalad, Brgy. Dalipuga. The city is also adjacent to another two Hydro-Electrical Power Plants. The National Power Corporation through the Iligan Light and Power Co., provides the power needs of Iligan City. Some industries are being served directly by NPC.

Overall power rates in Iligan is one of the cheapest among major cities in the country.

Iligan City has one government port and 10 private ports servicing the incoming and outgoing domestic and international shipping. The port of Iligan is the base port and is designed to service as a multipurpose port facility to handle cargoes and passenger traffic while the private ports are specialized ports to service the incoming raw materials and outgoing semi-finished and finished products for the industry owners.

There are forty-eight surveillance cameras with two monitoring centers, one at the Iligan City Hall and another at the Iligan City Police Office.

Application:

Monitor traffic intersections for illegal activities and public safety; secure city parks, ports and terminals, water reservoirs, pumping stations and government buildings.

Industrial Center of the South

Iligan has about a dozen major manufacturing industries. It thus earned the title “Industrial Center of the South.” These industries include a giant steel mill, chemical plants, cement factories, a flour milling company and many others. It also hosts the Mindanao Regional Center of the National Power Corporation in Mindanao because of the number of hydroelectric plants located in the city. In 1966, these companies formed an organization called the Iligan Bay Chamber of Industries (IBCI), with 20 corporate members.

In the Philippine Cities Competitive Ranking Project 2005” of the Asian Institute of Management (AIM) ranked Iligan as one of the country’s most competitive mid-sized cities after closely looking at the “seven drivers of competitiveness”—cost of doing business, dynamism of local economy, linkages and accessibility, infrastructure, human resources, responsiveness of LGUs, and quality of life. The Iligan City Police Office’s 295-member workforce have completed 346 training courses/seminars and received 89 awards and 321 commendations. It has sustained its special forces: Special Operations Unit (the local equivalent of the SWAT Team) and the K-9 Unit.

BUSINESS

Industrial Sector

Mabuhay Vinyl Corp., the country’s lone manufacturer of caustic soda and liquid chlorine for household and industrial applications, is investing P565 million to expand its production capacity of its plant in Iligan to serve the expanding requirement of its customers. The expansion program would add 24,000 metric tons per year of caustic soda, 50,000 MTPY of hydrochloric acid and 5,500 MTPY of liquid chlorine. At present, its Iligan plant produces 18,000 MTPY of caustic soda, 15,000 MTPY of hydrochloric acid and 6,000 MTPY of liquid chlorine. Aboitiz Equity Ventures Inc (AEV), through wholly-owned unit Pilmico Foods Corp., is setting aside P500 million for the establishment of a new feedmill in Iligan City. Global Steel Philippines (SPV-AMC), Inc., the country's largest manufacturer of flat steel products, has shipped over 16,000 metric tons of cold rolled coils (CRC) and hot rolled coils (HRC) to Brazil for the first time. The plant exports to various markets worldwide including Indonesia, Italy, India, Korea, Malaysia, Thailand, Turkey, Vietnam, Dubai and now Brazil. Over 1,200 skilled committed Filipino workers are employed by the company in Iligan, where its manufacturing plant is located. It has also announced of putting up the country’s first integrated steel plant and is investing $1.6 billion for this new facility to be located in the compound. The expansion involves securing mining rights for exploration of raw materials for steel manufacturing such as iron ore, coal, dolomite and limestone. Platinum Group Metal Corp. (PGMC) has inaugurated on April 17 the Philippines’ first ferro-nickel smelter plant. PGMC’s Iligan plant was formerly the Maria Cristina Chemicals Inc. (MCCI) calcium carbide plant. PGMC acquired the MCCI plant from the Guevarra Family in December 2006 and converted it into a ferro-nickel smelting plant whose vertical kilns have been operational since March 3 this year. TKC Steel Corp. has filed an application with the Philippine Stock Exchange (PSE) for the upgrade of its listing from the small and medium enterprises (SME) board to the second board. TKC Steel acquired 100% control of Treasure Steelworks Corp. in Iligan. Treasure Steelworks operates the largest steel billet plant in the Philippines with an annual rated capacity of 300,000 metric tons. Agricultural Sector

AMS Corporation’s (of the Soriano Group of Companies) need for a 3,000-hectare agricultural land for a Cavendish banana plantation for its export business - developments which will generate more jobs for thousands of Iliganon hopefuls. Aside from job opportunities, AMS will also make possible the building of a school, church and health facilities for the farmers. The company is currently eyeing certain portions of Barangays Digkilaan and Mainit for their business expansion.

Del Monte Philippines will also invest in the city for its Pineapple and Papaya Plantation expansion.

Tourism Sector

Iligan City’s thriving tourism industry has reported a total of 70,910 registered foreign and domestic tourists from January to October of 2006. Tinago Mountain Resort visitors alone reached 17,801 since its return to full operation last June. The city government’s Program of Works for the development of Mimbalot Falls is also hoped to help boost local tourism in the future. The City Tourism Office continues to welcome local residents who have extra rooms in their homes and willing to earn additional income by accommodating tourists to register under the “Iligan Homestay Association” (IHA) which aims to cater to visitors who express their preference to stay in houses of locals than in hotels or commercial inns. This is also to heed the call of the Department of Tourism to give tourists safety, security and convenience during their stay as per the DOT’s Executive Order No. 120. The POC has conducted regular meetings, mostly presided by the Mayor as Chairperson, with sectoral groups such as NGOs, the media, professional, civic and people’s organizations and the Barangay chairpersons contributing to the POC’s efficiency and effectiveness.

With the local PNP as major player in the implementation of crime prevention and law enforcement, there had been a number of arrests and interventions safeguarding the city against crime.

The POC has mobilized the PNP, the City Prosecutor and the Bureau of Jail Management and Penology for the effective implementation of its programs. The Iligan City Fire Station took prompt action in cases of fire prevention and suppression. The Iligan City Disaster Coordinating Council and Emergency 811 responded without reservation to local calamities and extended help to as far as Leyte and Zamboanga provinces in the exercise of their duties.

The POC has mobilized government offices and Criminal Justice System agencies and has organized Barangay Peace and Order Councils which are currently functional.

In terms of sectoral involvement and resource allocation, the POC has sought the participation of NGOs and civic organizations such as the Philippine National Red Cross, the Bantay Bayan Foundation, Incorporated, the Guardians Brotherhood, Incorporated and the Community Police Action Group for material and technical support. Financial support from the private sector amounted to PHP 52,000.

The Iligan City Police Office’s 295-member workforce have completed 346 training courses/seminars and received 89 awards and 321 commendations. It has sustained its special forces: Special Operations Unit (the local equivalent of the SWAT Team) and the K-9 Unit.

The ICPO’s exemplary performance has been backed by a total of PHP 3,610,209.60 of which PHP 262,209.60 has come from the higher headquarters’ MOOE fund support with the remaining PHP 3,348,000.00 from the LGU and NGOs. This has helped sustain the operational and administrative requirements of ICPO. Actual expenditures for POC operation for CY 2006 have reached PHP 122,883,744.00.

In its anti-crime efforts, comparative crime statistics has cited a crime solution efficiency of 96.15% of all reported cases. To encourage further community involvement in its anti-criminality campaign, Text Kontra Krimen (7004276) was launched on July 31, 2006.

In matters of counter-insurgency, the council strengthened the joint efforts of all sectors involved in realizing common goals related to peace and order, public safety and security programs and projects in the area. POC have tapped civilian volunteer organizations and conducted trainings of deputized Barangay Tanods/CVOs.

The coucil have generated citizens’ involvement and support through activities mobilizing the community by implementing programs and projects with the participation of coordinating agencies. Community-based organizations have rendered material and technical support to these ends.

Housing

As of the 1st quarter of 2007, there were 247 land titles issued to urban poor beneficiaries, while 4,618 city’s urban poor/informal settlers were relocated and secured for housing/lot at 32 resettlement projects/areas. Habitat, Iligan’s partner in the housing project, has contributed in the construction of 335 houses. Infrastructure

Rehabilitation and Concreting of Roads

Construction of the Iligan-Bukidnon Road is on its 3rd phase.

Heavy Equipment bought by the city to help maintain the farm to market road and other infrastructures of its barangays arrived, like the ongoing road construction of the Iligan-Bukidnon Road. The city already had one (1) 90hp excavator, 210hp wheel loader, 93hp backhoe loader, and one (1) prime mover. Last February-March the 240hp bulldozer, 155hp grader, and two (2) 180hp dumptrucks has also arrived. Source: The Philippine Post

The C3 road network will also be opened in the interior part of Iligan. This will traverse from Linamon, Lanao del Norte to Santa Filomena, Iligan City to give farmers more easy access in bringing their agricultural products to the city and other areas as well, and will have an equal opportunity to compete in the market.

There is also ongoing site development of Laguindingan International Airport in Laguindingan, Misamis Oriental which is only 60 kilometers from Iligan City and 20 kilometers to Cagayan de Oro City. Both cities will benefit once completed.

Waterworks

The City Government has just received the Land Bank of the Philippines' loan package approval of the P445 million project, which will respond for sustainable, potable water supply for the next 15 years.

Social Services

2,902 Household benefits from Gulayan ng Masa. The Department of Agriculture Regional Field Unit 10 in coordination with the Local Government Unit of Iligan City launched the Gulayan ng Masa program and distribution of vegetable seeds and foliar fertilizer on February 23, 2007. The City Agriculture Office with the assistance of the barangay captains classified the barangays to hinter and urban, wherein hinter barangay beneficiaries will receive seeds such as patola, squash, upo and string beans. However, urban barangays will receive okra, pechay and eggplant seeds.

A MOA was signed with De La Salle University, Mapua Institute of Technology (MIT), University of San Carlos in Cebu City, and Mindanao State University (MSU)-Iligan Institute of Technology. Iligan is now making moves to position itself as another “tourist paradise.” With it’s rich history, an active cultural and art scene, and it’s numerous waterfalls including the renowned Maria Cristina Falls, Iligan City can very well stand on its own.

Its top tourist draw, the "Diyandi Festival," is a feast in honor of St. Michael the Archangel. Businessmen welcome proposal to form transparency agency — SWS

Local business executives welcomed the idea of establishing a Transparency Information Bureau (TIB), according to the 2007 SWS Business Survey on Corruption, which was released yesterday.

The SWS Business Survey introduced the TIB concept as “like a Credit Information bureau, except that, instead of credit ratings, it will make Transparency Ratings on the reputation of individuals, companies, and agencies regarding honesty and ethics in business.”

The SWS survey found 76 percent of the managers saying that their company would find the services of a TIB useful.

Some 82 percent of the respondents said their company would be willing, if asked by a TIB, to give information about other people or companies regarding honesty and ethics in business.

Eighty-two percent said getting a good Transparency Rating would be valuable for their company, and 87 percent said that getting one would be valuable for their industry.

The idea of establishing a Transparency Information Bureau had come up in one of the project’s focus groups of business people, after which it was decided to test the idea in the next SWS Business Survey.

Other findings of the 2007 SWS Business Survey included:

• The scale of public sector corruption remains high. On the other hand, in Metro Manila in particular, bribing for government contracts has declined. Discouragement on whether government can be run without corruption is up;

• Seventeen of twenty-nine government agencies have negative ratings on sincerity in fighting corruption. However, compared to 2006, the ratings are nearly all either better or not as bad;

• Three of every five managers were asked for a bribe during 2006 on at least one index transaction. On each index transaction, bribe solicitation was higher than in 2006 or 2005;

• One out of four said that a typical company in their sector would donate to the 2007 election campaign. The average estimated donation was P245,000;

• Only a minority of companies always follow the basic honest business practices of demanding receipts, issuing receipts, keeping only one set of books, and paying taxes honestly. However, in Metro Manila at least, these practices have grown slightly;

• Managers’ stated capacity to pay into an anti-corruption fund is 2 percent (median) of Net Income, down from five percent in 2006. Yet, in the last two years, two out of five spend an average of P292,000 to fight fraud or corruption in their own firms, and one out of five donated an average of P136,000 to an anti-corruption fund. One out of two say they will spend and donate for these purposes in the next two years;

• Sixty-one percent see good or excellent business weather over the next two years – up from 46 percent in 2006 and 2005. One-half is satisfied with the National Government, and two-thirds are satisfied with the Local Government, on their promotion of a good business climate.

The 2007 SWS Business Survey on Corruption was the seventh in an annual series done, in partnership with the Makati Business Club, for the Transparency and Accountable Governance (TAG) project sponsored by The Asia Foundation (TAF) with support from the United States Agency for International Development (USAID). The findings are those of the SWS research team and do not necessarily reflect the views of TAF or USAID.

The respondents were managers of 705 Filipino companies from Metro Manila, Metro Cebu, Metro Davao, Cagayan de Oro-Iligan, and Cavite-Laguna-Batangas, randomly drawn from public lists and other lists furnished by cooperating business associations in the study areas, and interviewed by SWS field staff from March 4 to May 11, 2007. Two-thirds of the companies are Small or Medium Enterprises (SMEs) while one-third are Large Enterprises.

There are 4 Large scales mining ang 20 small scale mining according to my father, but if you want to know the accurate number of mining corp. operating in the city go to the Phil. Mining Board Iligan Branch

hope they don't make it a hospital. It'll be a health risk for the public to have a hospital where there is considerable pedestrian and vehicle traffic (so easy for contagious diseases to spread). Guys, make it your duty to check IMCC's plans for this.

After a long long time, Rural Bank of Iligan is now undergoing a renovation. They're adding a new floor to their cute building.

DepEd is also repainting their building with brighter color. :)

hope they don't make it a hospital. It'll be a health risk for the public to have a hospital where there is considerable pedestrian and vehicle traffic (so easy for contagious diseases to spread). Guys, make it your duty to check IMCC's plans for this.

I don't think they'll make it into a hospital. The school already has an existing hospital beside their campus.

The newly renovated apartment used to have a high roof with Maranao-influenced artwork similar to a "Torogan".

MANILA, Philippines -- As the winners in the May 14 elections start discharging their duties on Monday, those in other parts of the country have yet to be proclaimed because of pending protests.

An election protest in Bais City in Negros Occidental province has prevented the Board of Election Inspectors from canvassing the votes.

The first district of Lanao del Norte province will be without a congressman because the votes in one town have yet to be canvassed.

The opposition has also questioned the decision of the special provincial board of canvassers’ (PBoC) to include the figures contained in two alleged tampered certificates of canvass (CoCs) in the official count.

No oath-taking rites for governor was held in Cagayan province on Saturday as the Commission on Elections has yet to resolve the controversy on the contest between Gov. Edgar Lara and Alcala Mayor Alvaro Antonio.

Leaderless city

Bais has been rendered leaderless starting 12:01 p.m. on Saturday since the terms of office of Mayor Hector Villanueva, Vice Mayor Francisco Villanueva and the city councilors ended at noon.

Villanueva said he was worried about the fate of contractual and casual personnel as he did not know who would sign the payroll.

“Bahala na si Governor (It is up to) [Emilio Macias II]. Bahala na si (It is up to) Attorney [Colet] Aranas. Bahala na si (It is up to) Attorney [Victoriano] Tizon (the opposing lawyers), because they are the ones who are making a mockery of the elections,” he said.

Lawyers of the Nationalist People’s Coalition-Team Unity ticket have asked the Comelec to annul all the election returns and call for a special election due to what they claimed was the illegal composition of the board of canvassers.

The BoC, they claimed, were mostly casual employees of the city, in violation of the requirement that “only public school teachers with permanent appointments” will serve it.

The matter has yet to be decided by the Comelec en banc.

Villanueva, who had won the elections in unofficial counts against his cousin Vice Mayor Francisco Villanueva (NPC-TU), warned that the hiatus could lead to chaos.

“The people have spoken and they are angry. I could not be blamed if there will be chaos in Bais because I have ceased to be mayor,” he said.

Under the Local Government Code, the expiration of the term of the elected officials results in a permanent vacancy. There being no successors, officers-in-charge may be appointed by the governor, in the case of the council of component cities and the municipal council, or the President, through the executive secretary, in the case of the provincial board and the city council of highly urbanized cities and independent component cities.

Villanueva said adding to the confusion was the silence of the Department of the Interior and Local Government, which had not issued any memorandum to guide the local officials.

Lanao del Norte

The five-way congressional race in Lanao del Norte has been reduced to a legal fight between Iligan City Councilor Vicente Belmonte (GO) and outgoing Lanao del Norte Gov. Imelda Dimaporo (Lakas-CMD), wife of reelected second district Rep. Abdullah Dimaporo, a close Malacańang ally.

The Comelec gave counsels for both Dimaporo and Belmonte until Monday to submit their positions to the Comelec second division which would decide the legal questions surrounding the race.

The legal tussle between Dimaporo and Belmonte stemmed from the alleged tampering of CoCs from the towns of Maigo, Bacolod and Kauswagan. Ballot boxes containing these CoCs were found to have been forcibly opened on May 20.

The National Bureau of Investigation has established that the ballot boxes were “no longer in their original state.”

When the special PBoC was finally convened on June 1, the CoCs were found to have been altered.

Compared with the copies of the Liberal Party and the National Citizens’ Movement for Free Elections-Parish Pastoral Council for Responsible Voting, the questioned CoCs showed alterations on the vote tallies for Dimaporo, Belmonte and Badelles.

Those for congressional candidates Uriel Borja and lawyer Leo Zaragosa were left unchanged.

In the three questioned CoCs, Dimaporo’s vote tally was bloated by 17,960; 12,433 of which were shaved from the tallies of Badelles and Belmonte, and the remaining 5,527 courtesy of “additional padding” according to the opposition.

In all, Dimaporo’s votes rose by 218 percent while those of Badelles’ were reduced by 84 percent and Belmonte’s by 89 percent.

The votes garnered by Dimaporo in Maigo and Kauswagan also exceeded the actual number of votes cast for the congressional race.

Of the three questioned CoCs, those of Maigo and Bacolod made it in the official count.

The PBoC set aside the Kauswagan CoC, citing statistical impossibility. It fell short of deciding which copy to use as an alternative.

In the end, the PBoC decided to only tabulate the votes contained in the Kauswagan CoC but did not include it in the official figures.

Had the vote figures contained in the Kauswagan CoC entered into the official count, Dimaporo would have led over Belmonte by 7,764 votes.

In Cagayan, Lara said he expected Vice Gov. Leonides Fausto to take over as acting governor until the Comelec had resolved the issue.

The provincial board of canvassers stopped the canvassing of results for the gubernatorial race and asked the Comelec to authorize it to exclude the tally from Lallo town for alleged falsification of entries in the CoC.

The PBoC, however, has yet to reconvene and proclaim the winner.

Turkish mission tours Mindanao

A group of Turkish scholars and businessmen is scheduled to start a 10-day tour of Mindanao on July 2 starting in this city.

The group has come on the invitation of Muhammad Rizal Dalkilic, Philippine representative for the Istanbul Foundation for Science and Culture (Studies on Risale-i Nur and Muslim-Christian Relations). The family of Mr. Dalkilic operates the Turquoise Turkish Restaurant at SM Cagayan de Oro and an import-export company which will export Mindanao's fruits and other agricultural products to Turkey.

"We will inaugurate this week the Institute of Rizale-i Nur Mindanao in Marawi City, an educational institution dedicated to the religious studies of Rizale-i Nur and the improvement of education in Mindanao by combating ignorance, poverty and conflict," Mr. Dalikilic, who is the institute's president, said.

The institute is a joint venture with Dr. Noralyn Sharif of Marawi City, who sits as vice president. The group is also assisted by Dr. Ahmad Alonto, former president of the Mindanao State University main campus as consultant.

The visiting Turkish delegation is led by Ustadz Abdullah Yegin, an 84-year old religious leader in Turkey. He will be joined by Hatem Ozpolat, another religious leader and Ihsan Kasim, a religious leader, scholar and translator.

The business group is led by Ahmet Celik, who owns a chain of fast food outlets which Mr. Dalkilic said is like the Jollibee of Eastern Turkey, and Zeki Saygi, a hotelier and restaurateur who operates the world famous Caravan Sarai restaurant and convention center.

Other businessmen in the group include Abdurahman Cinar (industrial factories), Dr. Fehti Ahmet (hospital), Seckin Durdu (calligraphy/engineering), Bayram Oguz (supermarkets) and Nebi Shaihin (engineer).

Many of the visiting businessmen come from Mr. Dalkilic's native city of Malatya, an agricultural, industrial and stockbreeding center of Eastern Anatolia situated at the foot of the Taurus Mountains. The fertile plain is famous for its apricot orchards and the many delicious confections and desserts that are made from the fruit.

The series of interfaith dialogues sponsored by the group will kick off on July 2 with "Rediscovering the Faith through Interfaith Dialogue (A Lumad, Muslim and Christian Approach)" at Xavier University in cooperation with the Rotary Club of Cagayan de Oro North and Rizale-i students from Turkey.

"Through these dialogues, I want them to see for themselves the poverty in Mindanao and what we can do for them," Mr. Dalkilic said.

Similar dialogues have been scheduled for the group's 10-day swing through Mindanao at Bukidnon State College and San Isidro College in Malaybalay City, Bukidnon; MSU-Iligan Institute of Technology (MSU-IIT) with the Bishops-Ulama Forum in Iligan City; Mindanao State University main campus in Marawi City; Notre Dame University and other schools in Cotabato City; Ateneo de Zamboanga University in Zamboanga City and Basilan State College in Isabela City, Basilan.

A total of 107,876 students in the college level were enrolled in Northern Mindanao during the school year 2006-2007.

"This figure is actually1.9% lower compared to 109,977 students enrolled in the tertiary level the previous school year," Regional Director Eloisa W. Paderanga, Ph.D., of the Commission on Higher Education (CHED), region 10, said.

Paderanga said by area of discipline, the most number of enrollees were still in the medical and allied programs with 27,125 or 25.14% of the total regional enrollees which is 1.2% higher than the 26,800 students enrolled in medical courses in SY 05-06.

Next was Business Administration and related program with 21,096 or 19.56 %, followed by Education and Teacher Training, 15,618 or 14.48%, Engineering and Technology 11,934 or 11.06% and Information Technology (IT)-related courses, 8,103 or 7.51%.

Maritime, 5,601 or 5.19% and Agriculture, Forestry, Fisheries, Veterinary Medicine, 4,094 or 3.8%, Social and Behavioral Science, 2,775 or 2.57%, other disciplines, 2,744 or 2.54% and general courses, 2,022 or 1.87%.

Natural Sciences, 1,588 or 1.47%, Humanities, 1,467 or 1.36%, Service Trades, 746 or 0.69%, Law and Jurisprudence, 745 or 0.69%, Mass Communication, 693 or 0.64% and Mathematics, 489 or 0.45%.

The disciplines whose enrolment declined are: Trades & Crafts, -60% general course, -47.6%, Svc. Trades., -45.5%, Math, -29.4%, Nat. Sc., -28.3%, Law & Jurisprudence, -16.1%, Soc. & Behavioral Sc., -16.1%, Fine & App. Arts, -11.4%, Educ. & Teach. Trng, -11.1 %, IT-related courses, -1.7%, and other disciplines, -49.4%.

Per location in the region, the most number of students, 38,971 or 36.13% were enrolled in Cagayan de Oro City, followed by Iligan City, 20,804 or 19.29%, Bukidnon, 19,656 or 18.22% and Ozamiz City, 13,125 or 12.17%.

AFAIK the mall will be completed on August or September daw. Pero sa tingin ko December na ito matatapos kasi hindi pa nasimulan iconstruct ang carpark building.

that building on the right has arelatively beautiful design, if atleast building owners put at least beautiful details into their buidling giving it life and beauty without being too flashy.. minus the cobwebs of wires (which i soooo hate) and a better paved sidewalk(i.e. tiled on the main city centre) then id say iligan can be a beautiful (well as it is it is already) ok... MORE beautiful than it already is

DPWH spends P855.80 million for NorMin infra program in 2006

A total of Php855.80 million have been programmed for 480 infrastructure projects in Northern Mindanao by the Dept. of Public Works and Highways (DPWH), last year.

Of this amount, Php791.116 million was for 366 projects under the region's basic infra program and Php64.685 million for 114 projects under its "outside" infra program, Regional Director Sinaolan T. Macarambon of DPWH-10, said.

Of the basic infra projects, 199 were completed, 107 are on-going and 60 projects were not yet started (NYS) due to the delay in fund releases.

Similarly, of the outside infra projects, 37 were completed, 28 are on-going and 49 were NYS projects.

"With these completed, on-going and NYS projects, our accomplishment for 2006 in the basic infra only posted 51.25% while that of the outside infra posted 52.70%," she said.

Meanwhile, Macarambon said the sources of funds for the number of projects with their corresponding amounts are as follows:

Regular Projects, 30 projects, Php423.598 million, Lower House (LH), 214 projects, Php260 million, Party List (PL), 15 projects, Php15.750 million and Various Infra Local Projects (VILP), 48 projects, Php27.450 million.

Water Supply in Waterless Municipality (WSWM), 59 projects, Php64,317 million, Dept. of Education (DepEd), 102 projects, Php44.685 million and Dept. of Agriculture (DA), 12 projects, Php20 million.

The most number of 105 projects amounting to Php89.151 million was implemented by the Engineering District of Bukidnon II, followed by the Misamis Occidental Sub-District with 76 projects amounting to Php24.802 million.

The other districts also implemented the following number of projects with their corresponding amounts: Regional Office, 44 projects, Php296.531 million, Lanao del Norte II, also 44 projects, Php41.954 million and Mis. Occ., 41 projects, Php48.876 million.

Misamis Oriental I, 41 projects, Php38.483 million, DPWH Task Force, 34 projects, Php74.988 million, Lanao del Norte I, 27 projects, Php41.954 million, Bukidnon I, 16 projects, Php26.374 million and Camiguin, also 16 projects, Php26.124 million. Mis. Or. II, 12 projects, Php63,508 million, Cagayan de Oro, 11 projects, Php23.815 million, Bukidnon III, 10 projects, Php23.328 million and Regional Project Management Office (RPMO), three (3) projects, Php31.443 million.

In 2005, DPWH allocated Php1.025 billion for a total of 876 projects in the region of which 699 were completed, 102 were on-going and 75 were NYS, as of the end of the year, Macarambon added. (PIA 10)

ILIGAN CITY -- Iligan City, dubbed as industrial city of the south and city of waterfalls, has been experiencing inadequate potable water supplies in key areas of the city.

In lieu of this, the Land Bank of the Philippines finally approved the P445 million loan at the end of 2006 for a sustainable potable water development that would respond to the people's clamor.

Reelected City Mayor Lawrence Lluch, in his inaugural address, urged the Iligan City Waterworks System's (ICWS) technical expert to study carefully and seriously on the details of the feasibility studies in order to attain a quality and sustainable water project that would answer the needs for the next 10 years or more.

This will complement the two pumping stations in Barangay Hinaplanon, the newly completed reservoir in Barangay Luinab and the Tatay spring in the western side of Iligan.

The said priority project will also benefit the industries, farmlands, hotel and tourism industry, health and sanitation.

Environment

Mayor Cruz's second priority is to pursue the on-going implementation of Integrated Solid Waste Management program under the environment sector. More satellite Material Recovery Facilities will be established in the barangays and the promotion of composting to eliminate biodegradable waste and recycling of non-biodegradable waste which will help generate income. This will lead to the gradual closure of the open dumpsite in Barangay Santiago.

Livelihood

Meanwhile, the city mayor's office will extend and approved micro entrepreneur project through the Cooperative Development Livelihood Office. Development assistance will be extended from P1 million to P3 million to improve livelihood income.

Farmers will soon benefit the proposed expansion of Del Monte plantation in Iligan City for pineapple and papaya while abaca industry generates income among farmers.

Barangay development

Mayor Cruz also contemplates barangay empowerment in promoting the model of Zone of Peace like Villaverde village with the support of the Philippine National Police and military to reduce prevent criminality. Installation surveillance camera will be completed that would support the peace keeping initiative.

Mayor further stressed on road network from the hinterland villages to improve and benefit farmers to bring their produce to market at less expense.

Health

For health services, Mayor Cruz committed to improve the health services of Don Gregorio Memorial Hospital where indigents will be given an indigence card so that indigents will be treated at once in times of emergency and regular admittance.

Public service efficiency

At the city hall, Mayor Cruz intends to create innovations to improve the public service among employees in assisting the needs of the people.

Meanwhile, Cruz expressed gratitude to the people's overwhelming support in during the May 14 elections where he almost garnered the 70 percent of the total votes cast.

Kudos to the city gov't. for prioritizing the water development program and the Integrated Solid Waste Management.

The inadequate potable water in key areas of the city is due to unequal distribution of water, the increasing population and not because of the lack of supply.

I know that the satellite Material Recovery Facilities (better known as Barangay MRF) is already ongoing. Ano na nangyari sa Central Material Recovery Facility in Brgy. Bonbonon?

It is not "Don Gregorio Memorial Hospital" but Gregorio T. Lluch Memorial Hospital.

Any news about the AMS Corporation's 3000 ha. Cavendish banana plantation?

If the project was implemented as planned, the cameras should be IP-based. This means each cam has an IP address and can be accessed via the Internet. Of course, only the administrator has the security level to access and control them. But if the city gov desires, they can make 1 camera "public."
This would obviously create such work / demand on the server, it can require additional configuration or even investment.

Second-termers Iligan City Mayor Lawrence Lluch Cruz and Vice-Mayor Henry Dy took their oath of office on June 30, Saturday, 9:00 in the morning at Anahaw Amphi-theatre. Also with them were the ten councilors Providencio Abragan,Sr., Chonilo Ruiz, Orlando Maglinao, Moises Dalisay, Jr., Ariel Anghay, Alfredo Busico, Voltaire Rovira, Jose Zalsos, Bayani Areola and Simplicio Larrazabal III.

The ceremony was solemnized by Honorable Valerio Salazar, Executive Judge of RTC Branch 6.

Among the members of the 13th Sangguniang Panlungsod ng Iligan are six(6) re-electionists, one come-backer and three(3) newly-elected councilors.

Meanwhile, proclamation of congressional winner is still on hold due to the continuing legal fight between GO Congressional candidate Vicente Belmonte and outgoing Lanao del Norte Governor Imelda Dimaporo, an administration-backed congressional contender.

The legal battle between the two parties started when the alleged tampered Certificate of Canvass (CoC’s) from the municipal towns of Bacolod and Maigo were counted by the Provincial Board of Canvassers (PBoC), sparking massive protest from supporters and non-partisan sectors like NAMFREL and PPCRV. However, CoC’s from the town of Kauswagan was not officially tallied due to statistical impossibility as Dimaporo’s votes were found to exceed the actual voter’s turn-out.

Counsels of both parties now await the resolution from the Commission on Elections (COMELEC), second division who will eventually decide who between Belmonte and Dimaporo will sit as the fourteenth congressman of the first district of Lanao del Norte and Iligan City.

We were married at Chiradel Suites. Spent the wedding night there as well. Very nice place. I brought cases of wine and the corkage fee was small. But as it turned out I should have just bought the wine there as it was good and reasonable.
The catered dinner was excellent. Rooms big and comfy.

THE Supreme Court has ordered state-run National Power Corp. to compensate the owners of a seven-hectare property in Marawi City with P55 million for using the subterranean areas of the land to construct its underground tunnels for the Agus hydroelectric power plants.

The SC First Division also directed Napocor to pay respondents Lucman Ibrahim and his co-heirs some P6.8 million representing rental of the property in Saduc, Marawi City since the power generation company occupied the land beginning 1978 until the case was filed in 1992.

The SC affirmed the decision of the Court of Appeals in 2005 upholding the decision of the Lanao del Sur regional trial court that the Ibrahim and his co-heirs were the owners of the property.

The high court said the lower court rightly computed the value of the property in 1992 at P1,000 per square meter.

“In the past, the Court has held that if the government takes a property without expropriation and devotes the property to public use, after many years, the property owner may demand payment of just compensation in the event restoration of possession is neither convenient nor feasible. This is in accordance with the principle that persons shall not be deprived of their property except by competent authority and for public use and always upon payment of just compensation,” the court said.

In their complaint for recovery and damages, Ibrahim and his co-heirs said Napocor, through stealth and without their knowledge and consent, took possession of the sub-terrain area of their land consisting of 70,000 square meters to construct underground tunnels in 1978.

The tunnels were used in siphoning water from Lake Lanao for use in the operation of six Agus hydroelectric plants in Saguiran, Lanao Sur; Nangca and Balo-i in Lanao Norte and Ditucalan and Fuentes in Iligan City.
