Its time Iliganons have a World Class Mall. Personally I think this mall has been long overdue bec. Iligan deserved this earlier for being a booming economy. Hopefully SM will make Iligan as one of their priorities for mall dev't in Mindanao after the ones in CDO & Davao.

Mahirap siguro banda dito because it's quite crowded na but after the bridge hindi pa marami ang mga buildings so its ok to widen it..

yes mahirap talaga tuwing weekdays. there are 3 school campuses located in this area kasi.

Enough military men to guard N. Mindanao

LOCAL military authorities assured Sunday they have enough troops left behind to defend their area of responsibility (AOR) should there be a spillover of any clash between the Moro Islamic Liberation Front (MILF) and government troops in Basilan.

An intelligence report said the government barely has enough information regarding a person called Yasser Igasan, the “presumed new leader” of the Abu Sayyaf terror group.

Authorities are now asking the public to relay any information they have regarding this person to them immediately.

In an interview with Sun.Star Cagayan de Oro Sunday, Armed Forces Fourth Infantry Division public affairs officer Major Samuel Sagun gave full assurance that they still have enough troops to defend their own territory.

This despite the deployment of a considerable number of their troops to the Lanao area to make sure that any movement by Moro separatists will easily be curbed or the Abu Sayyaf group that kidnapped Italian priest Fr. Giancarlo Bossi.

The MILF admitted earlier the killing of 14 Marines but denied beheading 10 of them in Basilan last July 10, 2007.

The Marines were looking for Bossi who was said to have been abducted by the Abu Sayyaf group.

President Gloria Macapagala-Arroyo demanded the turnover of MILF members who were responsible for the killing of the 14 Marines.

But so far, the MILF has not budged. Government troops are already deployed to Basilan and an all-out-war seems to loom.

Iligan City Mayor Lawrence Cruz, Cagayan de Oro City Mayor Constantino Jaraula, and Vice Mayor Vicente Emano share the same view that an all-out war in Basilan would spill over to their own respective cities.

Also, MILF Lanao area head Kumander Bravo has already reportedly signified that he and his men would launch an attack in the Lanao and Iligan areas should government troopers attack MILF rebels in Basilan.

But a military general who requested anonymity pointed out it was wrong for the MILF to launch an attack on the Marines.

"They have no business being in the area and the attack was not related in any way to any insurgency issue," he said.

"Our Marines who were in the area had a reason to be there considering reports that Fr. Bossi was in the area."

An intelligence report admitted that little is known about Igasan, the presumed new leader of the Abu Sayyaf.

The Philippine military's western Mindanao Command (WesMinCom) says it has no information yet about Igasan who took over the leadership of the al Qaeda-linked Abu Sayyaf after the deaths of previous leaders.

The report said though that WesMinCom Chief Eugenio Cedo did disclose that Igasan reportedly has had some "foreign training."

"Perhaps it matters little who the Abu Sayyaf leaders are, because all indications point to the Jemaah Islamiyah (JI) fugitives hiding in Sulu as the real driving force behind the group," the report furnished to this paper reads.

"A telling indicator is that the Indonesians escape every raid, but the Filipino leaders of Abu Sayyaf are being killed one after another at the hands of the Philippine military."

The intelligence report showed how it is "almost as if the JI militants are letting the Filipino leaders die so as to keep the group firmly under foreign control."

PhilNITS appoints CIT as academic partner

THE Philippine National IT Standards Foundation (PhilNITS) has appointed Cebu Institute of Technology (CIT) as a certified academic partner in adopting and integrating PhilNITS standards and IT curriculum.

PhilNITS president Maricor Akol said CIT would integrate Japanese IT standards in its curriculum and offer short-term training and review programs based on the PhilNITS curriculum that would cater to the IT professionals from the Visayas and Mindanao regions.

As a certified academic partner of PhilNITS, CIT will conduct PhilNITS review classes for its students and IT professionals who would take the regular Fundamental IT Engineers (FE) certification exams scheduled on October this year.

PhilNITS would also provide CIT with the review materials for the FE certification exams including sample problems, exercises, presentation slides and other materials needed by students and applications for the exams.

A memorandum of understanding of the partnership between PhilNITS and CIT was recently signed by PhilNITS president Maricor Akol and CIT SPS/MIS director Bernard Villamor.

The other PhilNITS certified academic partners include St. Mutien College in Pampanga, Nova Computer College, Centro Escolar University, San Beda, San Sebastian Recoletos, Asia Pacific College, MSU-Iligan Institute of Technology, Josefina H. Cerilles State College, Eduquest, STI Services Group, University of San Carlos, University of San Jose Recoletos, PAPSCU, and UP-ITTC.

ILIGAN CITY (MindaNews/29 July) – City Mayor Lawrence Cruz said he was a bit stupefied although elated when President Gloria Macapagal-Arroyo mentioned in her State of the Nation Address that she has instructed the Department of Public Works and Highways to build the Iligan Circumferential Road. Cruz told radio station dxLS that the project is a network of roads that will connect three remote barangays of the city "and will invite investments for commerce and construction of villages."He said, however, that (the project) still needs constant follow-ups to place it on the priority budgetary allocation of the Department of Budget and Management (DBM).

The mayor noted that despite the administration’s electoral debacle in Iligan where most of her senatorial candidates lose “she still gives importance to her native city which shows she isn't a lame duck.”

"We are a city on the rise," he said.

Cruz also announced that aside from the ongoing construction of Gaisano Mall here two more mall operators are eyeing sites for their own establishments.

This for him signals job opportunities for unemployed residents of the city.

Guys, good news. Sisimulan na po ang rehab ng Public Plaza. Meron na pong supplier ng mga materials needed like tiles, bricks, etc. Sa katunayan, nai-deliver na po ang mga materials na kakailanganin. The project will be handled by the City Engineer's Office. Once finished, Iligan City Public Plaza will be renamed Rizal Park. :)

From last year's First Place in the 1st Tertiary Schools ICT Quiz Show, MSU-IIT managed to hold on to Second Place in this year's I.T. Quiz Tournament: The 2nd Tertiary Schools ICT Quiz Show held last July 14, 2007 at SM Super Malls, Cagayan de Oro City. During the main round, the MSU-IIT team composed of Charlie Louie Luna (BSCS), Malikey Maulana (BSCS) and Mark Oliver Ouano (BSECE) is leading the 15 schools who participated from all over Mindanao with only one mistake out of the 30 questions in the easy, intermediate, and difficult rounds. In the final round (Quiz Maze) with only 5 schools remaining, the team from the Ateneo de Zamboanga University-Zamboanga City took the 1st Place while the team from MSU-IIT settled at 2nd Place after the tie-breaking with the team from the University of Immaculate Conception-Davao City. The MSU-IIT team received cash prizes of P3,000 each, individual plaques, a flat-bed scanner, and a trophy for the school.

The Tertiary Schools ICT Quiz Show is an annual event hosted by the Oro Chamber.

NorMin SEC-registered investments up 208.47% in 1Q 2007

President Gloria Macapagal Arroyo said the business services sector has become the fastest growing economy in the country providing 400,000 jobs compared to 8,000 jobs in 2000.

In her recent State of the Nation Address delivered at the opening of the 14th Congress, the President said by 2010, the forecast is one million jobs earning US$12 million, the same amount remitted by our overseas Filipinos today.

As to the country's fiscal situation, our government has paid Php350.52 billion worth of principal debt and interest, during the first half of the year which is Php41.18 billion lower than the Php391.7 billion it paid in the same period, last year.

Talking about Northern Mindanao, a total paid-up capital investment of Php76.160 million have been registered by the Securities and Exchange Commission (SEC) in the region, during the 1st quarter, this year.

Lawyer Renato V. Egypto, Regional Director of SEC, region 10, said this is actually 208.47% higher compared to Php24.670 million in the same period of 2006.

Of this 1st quarter investments, Php56.186 million or 73.77% is on business expansions while Php19.974 million or 26.23% is on new registrations.

Comparative data show the business expansions, which were undertaken by two (2) firms both located in Misamis Oriental, increased by 380.51% from Php11.693 million in the same period, last year.

Likewise, the paid-up capital investments of 57 newly registered firms went up by 43.35% compared to Php13.934 million, also in the same period of 2006.

Meanwhile, about 49 of these new firms with investments of Php15.733 million also located themselves in Mis. Or. while seven (7) others with a capital of Php4.206 million were in Bukdinon and one (1) firm with Ph35,000, in Camiguin.

Egypto said last year, SEC had registered a paid-up capital investment of Php78.42 million from a total of 214 firms in the region, six (6) firms of which worth Php11.693 million were expansions and 208 firms worth Php66.727 million were new registrations.

The bulk of the newly registered firms, last year, were located in Mis. Or. with 163 firms worth Php42.475 million, followed by Lanao del Norte, 22 firms worth Php8.33 million, Bukidnon, 18 firms worth Php7.397 million and Mis. Occ., five (5) firms worth Php8.821 million.

Similarly, five (5) of the firms which underwent expansions worth Php1.755 million, also last year, were located in Mis. Or. while another one (1) worth Php937,500 was located in Lanao del Norte. (PIA 10)

Catholic diocese opposes Basilan offensive

ILIGAN CITY -- The Roman Catholic diocese of Iligan City and Lanao del Norte voiced its strong opposition to the military offensive against the perpetrators of the killings of the 14 Marine soldiers in Basilan, 10 of whom were beheaded.

Monsignor Jeemar Vera Cruz said the Church still believes in negotiations rather than military actions, adding that it will only break open the healed wounds inflicted by the all-out war waged by then President Joseph Estrada in Kauswagan, Lanao del Norte last March 2000.

"We cannot allow that the constituents will again suffer from consequences," Cruz said.

However, if the military offensive will escalate in Iligan City and Lanao del Norte, the Church and the civil society are more than willing to organize and mobilize relief and rescue operations.

"More than 35,000 innocent civilians fled their homes and went to Iligan City while about 800 soldiers were killed in 2000 war between the Armed Forces of the Philippines," Cruz added.

Cruz said he suspected that the scenario in Basilan is a "drama" staged by "unknown hands" at the expense of the 14 Marine soldiers who were ambushed last July 10.

It was earlier suspected that Italian priest Giancarlo Bossi was with his captors somewhere between the boundary of Lanao del Norte and Lanao del Sur.

Fr. Bossi was finally released along the national highway in Sultan, Naga Dimaporo, Lanao del Norte after 40 days in captivity.

The military under the 103rd Brigade is building up forces as pre-emptive measures in case of a spillover as a result of possible clashes between the military and the Moro Islamic Liberation Front (MILF).

Iloilo City to be pilot area for educational support program of LCF


Iloilo City has been chosen by the League of Corporate Foundations (LCF) to be one of the two pilot areas nationwide for its 57-75 educational support program.

City Mayor Jerry P. Treñas has signed a Memorandum of Understanding (MOU) with Anecito M. Sobrepeña, President of the Metrobank Foundation, Inc., the sponsoring corporation, for this purpose.

The 57-75 program aims to reverse the performance rating of public school students in the National Achievement Test (NAT) from 57 percent to 75 percent.

Mayor Treñas said the support would most likely be provisions of more trainings for teachers and additional equipment for the school children and principals.

The mayor was grateful for the support, citing the impact of the reading program that was introduced by the Synergia Foundation to pupils in the city’s 53 elementary schools.

The reading program was supported by the Ayala Foundation, another LCF member.

Iligan City in Mindanao is the other pilot area for the LCF's 57-75 educational support program.

Petron to infuse additional funds for Mindanao expansion

Petron Corp., the country’s largest oil refiner, has approved plans to allocate additional funds for the expansion of its Bawing depot in Gen. Santos City.

In a disclosure to the Philippine Stock Exchange (PSE), Petron said its board is also requesting for supplemental funding for the 2007 service station funds pool.

Petron officials, however, declined to give the budget for the two expansion projects as the company is set to bid out the engineering and procurement contract soon.

Petron has eight depots in Mindanao, two of which are located in Gen. Santos (Bula and Bawing). The other oil depots are in Davao City; Iligan City; Jimenez, Misamis Occidental; Nasipit, Agusan del Norte; Tagoloan, Misamis Oriental and Lower Calarian, Zamboanga City.

The expansion is geared toward Petron’s objective of maintaining its market leadership in the oil industry. As of end-June 2007, Petron has more than 38-percent share of the oil industry market.

The company’s board also approved the retirement, disposal and sale of scrap materials as a consequence of Thermofor Catalytic Cracking Unit (TCCU) by July 2007.

Early this year, the board approved the conversion of TCCU into PetroFCC (Petro Fluidized Catalytic Cracker) which will increase operating efficiencies at its Bataan refinery, enabling it to produce more white products and high value petrochemical propylene which it can export to the regional markets.

This year, Petron is allocating about P5 billion for its capital expenditure program, including the conversion of the PetroFCC.

The company said of the P5 billion capex, some P4.4 billion will be used for major capital projects and P583 million for miscellaneous projects.

The major capital projects include the refinery expansion project of the oil firm.

On the back of the success of the mixed xylene project, the company said it would also expand further into the petrochemical business.

Total investment in the petrochemical-related activities is estimated at P3.2 billion.

Petron said it has also allotted about P319 million for a project which is geared towards protecting market share in the retail market.

NorMin lights up 25 more barangays in 1Q 2007

Cagayan de Oro City (1 August) -- A total of 1,885 barangays in Northern Mindanao have been energized as of the first quarter, this year, up by 1% compared to 1,860 barangays energized as of the same period in 2006.

"The region with its 85 municipalities and cities actually has 2,020 barangays of which 1,981 are potential areas for energization," Regional Director Myra V. Balandra of the National Economic & Development Authority (NEDA), region 10, said.

Data at NEDA show that the region has potential power connections of 588,100 distributed in the areas of coverage of the following electric service utilities:

First Bukidnon Electric Coop.(FIBECO), 139,600 connections, Bukidnon 2nd Electric Cooperative (BUSECO), 93,100 connections, and Lanao del Norte Electric Cooperative (LANECO), 87,500 connections.

Misamis Oriental Rural Electric Service Coop.(MORESCO) II, 78,200 connections, Misamis Occidental Electric Cooperative, Inc. (MOELCI) II, 67,600 connections, MORESCO I, 61,300 connections, MOELCI- I, 44,200 connections and Camiguin Electric Cooperative (CAMELCO), 16,600 connections.

Meanwhile, a total of 548,753 power connections have been recorded in the region as of March, this year.

Compared to the 484,315 connections in the same period of 2006, this means there were 64,618 or 13.35% more connections in the first 3 months of 2007, than last year," Balandra said.

She also said the highest increase in the number of connections was provided by BUSECO with 9.22%, from 50,523 to 55,181 connections, followed by FIBECO with 5.56%, from 82,620 to 87,2214 connections and MOELCI I with 4.94%, from 35,604 to 37,362 connections.

The other electric service utilities and the rate of increases in their connections are: MORESCO I, 4.29%, from 45,545 to 47,501 connections, MORESCO II, 3.91%, from 42,787 to 44,459 connections and LANECO, 3.71%, from 58,066 to 60,218 connections.

MOELCI II, 2.33%, from 59,277 to 60,659 connections, Cagayan Electric Power & Light Co. (CEPALCO), 1.67%, from 97,604 to 99,234 connections and CAMELCO, 1.56%, from 12,109 to 12,298 connections.

The Iligan Light and Power, Inc. (ILPI) has also recorded a total of 44,627 connections during the quarter but no available data about its connections in 2006 is available, as of press time. (PIA 10)

Officials said in a news briefing Tuesday that the estimated proceeds from the offering would range from P1.8 billion to P2.4 billion, although the number of shares and the price had yet to be fixed.

TKC Steel has appointed First Metro Investment Corp. as its financial adviser for the exercise.

TKC Steel has controlling interests in Treasure Steelworks and China-based ZZ Stronghold Steelworks. Treasure Steelworks has the biggest billet-manufacturing facility in the Philippines with a capacity of 300,000 metric tons a year. It was organized in 2005 to operate the former National Steel Corp.’s billet-making plant in Iligan City. As of 2005, Treasure Steelworks enjoyed a 20-percent share of the total steel manufacturing market.

KFC NO, there not going to put up a branch here in iligan, there not open for franchise kasi, but we're hoping to see one of thieir branch here in iligan

anyway, i just emailed the PIZZA HUT, and told me that its now on process at the business development dept. they dont have final decission to open a branch at Gmall-iligan, but its one of there plan talaga to open a branch here. Ms. Marissa B. Enopia a Pizza Hut Customer Service rep. will email me again for there final decision after 2-3 weeks.

Her Majesty Salvacion said she still believes all these while already demonetized last year has left a significant and sentimental value to the US government.

Her Majesty Salvacion, head elder of the Ministry, showed to the witnessing national and regional media reporters including ABS-CBN television all the billions (could even amounted to trillions) of dollars of treasury bonds, federal reserved notes and currencies that the US government has been looking for in the Philippines.

HRM Salvacion said although she is not 100 percent sure of the authenticity of the items but she said the way she look at it and how it is being kept in black boxes so secured, it is the original items the US government wanted to redeem.

At present, the Wellsfargo Blue Book of Redemption is now in her possession.

To her my knowledge including some of the national media who witnessed the opening of one black box containing the treasury bonds of the country of Georgia and the opening of a small Yamashita black box which also contained two treasure maps of the Philippines showed authentic.


She also said earlier the Gospel Ministry of the Holy Spirit for Salvation (GMHSS) based in Iligan City, and which she founded, had several thousands of highlander members (Lumads) in Mindanao, where he got the reported items.

But for security reasons, she said, she would only reveal the place when the US government would visit Iligan City to redeem the lost treasury bonds.

In fact, she said, all these items need to be airlifted though a plane because they are too many and too heavy.

Guys, good news. Sisimulan na po ang rehab ng Public Plaza. Meron na pong supplier ng mga materials needed like tiles, bricks, etc. Sa katunayan, nai-deliver na po ang mga materials na kakailanganin. The project will be handled by the City Engineer's Office. Once finished, Iligan City Public Plaza will be renamed Rizal Park. :)

Cagayan de Oro City (3 August) -- Northern Mindanao purchased a total of 580,588,451 kilowatts per hour (kwh) of electric energy from the National Transmission Corporation (TransCo) during the first 3 month of the year.

"This figure is actually 11.85% higher compared to 519,095,715 kwh. Purchased by the region in the same period of 2006," Regional Director Myra V. Balandra of the National Economic and Development Authority, region 10, said.

Data at NEDA show that Lanao del Norte posted the highest increase in energy purchases of 22.72%, followed by Misamis Oriental, 9.21%, Misamis Occidental, 6.05%, Camiguin, 2.8% and Bukidnon, 1.57%.

Per share in the total regional purchases, however, Mis. Or. still posts the biggest share of 55.58%, followed by Lanao del Norte, 29.22%, Bukidnon, 8.57%, Mis. Occ., 6.09% and Camiguin, 0.55%.

Meanwhile, the data on energy purchases of Lanao del Norte show that the highest increase was posted by the Treasure Steel Corp.(TSC) with 329.66%, followed by the Global Steel Works, formerly National Steel Corp., 26.04%, Maria Cristina Chemical Industries (MCCI), 19.01%, Iligan Cement Corporation (ICC), 17.92%, NewTech, 14.1% and Lanao del Norte Electric Coop. (LANECO), 11.54%.

Decreases in energy purchases of the province, however, were noted in the following: Mabuhay Vynil Corp., -13.05%, Iligan Light and Power Inc. (ILPI), -5.75% and Pillsbury Flour Corp. (PFC), -4.33%.

In Mis. Or., the highest increase in energy purchases was posted by IndoPhil with 26.61%, followed by the Cagayan de Oro Electic and Power Co., 14.31%, Philippine Sinter Corp., 7.0%, Mis. Or. Rural Electric Service Coop (MORESCO) I, 5.73%, Alsons Cement Corp. (ACC), 3.56% and MORESCO II, 1.41% but declines were noted on Ferrochrome, -1.58% and Mindanao Silicon, -6.58%.

The Elegant Chemical Alloy Corp. which was energized only on May 2006 posted a purchase of 536,780 kwh, this quarter.

As far as Bukidnon is concerned, only the Bukidnon Second Electric Coop. (BUSECO) and the First Bukidnon Electric Coop. (FIBECO) posted increases in their energy purchases of 5.49% and 1.95%, respectively, while declines were noted on the Bukidnon Sugar Co. (BUSCO) with -53.21%, SOBROS, formerly Mendeco, -23.78%, Del Monte Philippines Inc. (DMPI), -13.68% and Menzi Agri, -2.76%.

In Mis. Occ., both the Mis. Occ. Electric Coop. Inc. I and MOELCI II posted increases in their energy purchases of 10.77% and 4.45%, respectively, while the energy purchases in Camiguin, with its only customer, the Camiguin Electric Co. (CAMELCO) went up by 2.80%. (PIA 10)

PMA sets recruitment exam for August 26

Cagayan de Oro City (3 August) -- Full college scholarship with pay while studying, a guaranteed job after graduation and a progressive career as Officer in the Philippine Army, Navy or Air Force.

These are only some of the "come-ons" for those interested to enter the Philippine Military Academy which is now looking for cadets to compose the members of PMA Class 2011, said Maj. Gen. Jose T. Barbieto, Commanding General of the 4th Infantry Division, Philippine Army.

In line with this, the PMA is set to conduct the entrance examination for the upcoming cadets on Aug. 26, this year, in the following testing centers of Northern Mindanao: Cagayan de Oro College (COC), Cagayan de Oro City, Misamis University (MU), Ozamiz City and MSU-Iligan Institute of Technology, Iligan City.

To qualify, applicants must be a natural-born Filipino citizen, physically fit and of good moral character, single and have never been married and stands at least 5'4" (162.56 cm.) if male and 5"2" (157.48 cm.) if female, at least a high school graduate with a grade point average of 85% or higher and at least 17 years old but not a day older than 22 years on April 1, 2008.

Given every last Sunday of August, the PMA Exam covers Algebra, Geometry, English Grammar and Composition, Reading and Comprehension as well as Verbal/Numerical Reasoning and Pattern Analysis.

Minimum requirements for physical fitness test include the following: pull up, flexed arm hang, sit up, sit & reach, push up for males and bench push up for females, standing long jump and the one (1) mile run.

Barbieto said applicants who passed both written and medical tests will be ranked according to their standing in the entrance exam and be made to undergo 4 years of education and training at government expense.

The PMA aims to instruct, train and develop the cadets so that each graduate will possess the character, the broad and basic military skills and the education essential to the successful pursuit of a progressive military career as a values-centered leader in selfless service to the Armed Forces of the Philippines (AFP) and the nation.

Immediately upon graduation from PMA, the cadets are directly commissioned as regular officers in the AFP joining any of the three branches of service of their choice: PA, PN or PAF.

Meanwhile, Maj. Sam C. Sagun, Chief of the 4ID Public Affairs Office said applications, if mailed, should reach the Office of Cadet Admission, PMA, Fort Del Pilar, Baguio City 2602, not later than two (2) weeks before the scheduled exam.

They are also accepted online at http://www.pma.ph and even encouraged to save on time and cost on the part of the applicants.

good. coz it really is a pity on the part of us iliganons who regard Tomas Cabili as an important Iligan icon.

dont they know that even putting writings on a monument is an act of vandalism and defamation of a public figure who is represented by that obelisk? much more of a surveillance camera, it means that the gov't who installed that doesn't recognize the meaning of the monument. but nonetheless, they already removed it, CHEERS TO US ILIGANONS! SEC registers P76 million in investments

A TOTAL paid-up capital investment of P76.160 million had been registered by the Securities and Exchange Commission (SEC) in the region during the 1st quarter of this year.

Lawyer Renato V. Egypto, regional director of SEC in Northern Mindanao, said this is actually 208.47 percent higher compared to the P24.670 million in the same period of 2006.

Of this 1st quarter investments, P56.186 million or 73.77 percent is on business expansions while P19.974 million or 26.23 percent is on new registrations.

Comparative data show the business expansions, which were undertaken by two firms both located in Misamis Oriental, increased by 380.51 percent from P11.693 million in the same period, last year.

Likewise, the paid-up capital investments of 57 newly registered firms went up by 43.35 percent compared to P13.934 million, also in the same period of 2006.

Meanwhile, about 49 of these new firms with investments of P15.733 million also located themselves in Misamis Oriental while seven others with a capital of P4.206 million were in Bukidnon and one firm with P35,000, in Camiguin.

Egypto said that last year, SEC had registered a paid-up capital investment of P78.42 million from a total of 214 firms in the region, of which six firms worth P11.693 million were expansions and 208 firms worth P66.727 million were new registrations.

The bulk of the newly registered firms, last year, were located in Misamis Oriental with 163 firms worth P42.475 million, followed by Lanao del Norte, 22 firms worth P8.33 million, Bukidnon, 18 firms worth P7.397 million, and Misamis Occidental, five firms worth P8.821 million.

Similarly, five of the firms which underwent expansions worth P1.755 million, also last year, were located in Misamis Oriental while another one worth P937,500 was located in Lanao del Norte.

The Laguindingan Airport of international standard was expected to be built in Barangay Moog, in the booming town of Laguindingan, a 35-minute drive to Cagayan de Oro City and less than an hour to Iligan City.It would have boosted the region’s economy and opened this part of Mindanao to international trade.

Years have passed but the project hung in uncertainty for lack of funds. The Korean government did loan out 21.172 billion Korean Won (about $16 million) as early as 1998 but the national government failed to meet the 70 percent equity to complete the funding requirement for the project. Now, the total project cost has ballooned to more than P12 billion.

This week, Misamis Oriental Gov. Oscar Moreno, head of the inter-agency task force for the Laguindingan airport project, happily announced that the project was starting to take shape with the construction of the access road to the airport now underway. The Korean-trained Filipino contractor for the access road received from the Department of Transportation and Communications their notice to proceed only last July 2.

Pet Project

Engr. Della Capicencio, project manager of the DOTC-Laguindingan Airport Development Project (LADP), also confirmed that the pre-qualification bidding for the procurement of the project was almost done. She expressed optimism that civil works or the actual construction of the airport may begin by December of this year.

As early as 1995, then Sen. Gloria Macapagal-Arroyo supported the proposal of the Cagayan-Iligan Corridor Development Authority to construct a new airport that will boost the region’s sagging economy. A technical study for the best possible airport site was conducted by Louis Berger Philippines using funds granted by the Unites States Agency for International Development. The study showed that the proposed Laguindingan site meets the criteria for terrain and vicinity requirement for “international status’ airports.”

In 1998, the South Korean government approved a loan of KrW 21.172 billion under the Economic Development Cooperation Fund to jumpstart the project. The loan has an interest rate of 2.5 percent payable within 20 years with a 10-year grace period. This amount was based on the 1996 estimated project cost of P902.7 million. The government’s equity then would have been less than P700 million.

Arroyo explained later that as a senator she had always fought for the inclusion of the funding requirements for the project in the national budget but that there was always never enough money. Over the years, the national government opted to fund the construction of new airports in Iloilo, Bacolod and Ilocos.

Luckily, with the Korean government’s 10-year grace period almost ending, South Korean President Roh Moo-Yun agreed to amend the loan during his state visit in the country in December 2005. Arroyo said that the Overseas Cooperation Fund of South Korea had committed a P6-billion loan for the project.

In January last year, President Macapagal-Arroyo led the airport’s groundbreaking in a simple ceremony witnessed by South Korean officials, local government officials and residents.

But Northern Mindanaoans were hardly reassured that the airport will soon rise when even President Macapagal-Arroyo could not give a timetable.

“As of now, we cannot as yet say when [construction] will start. P6 billion [in government equity] is really very hard to put up,” Ms Arroyo said in her speech during the ceremony.

Privatization

In the same ceremony, President Macapagal-Arroyo announced the privatization of Lumbia Domestic Airport in Cagayan de Oro City to pay for the government’s loan with the Korean Export-Import (Exim) Bank.

The old airport in Lumbia has been criticized to be deficient owing to its location that has made it impractical for expensive upgrading. It sits on top of a plateau where heavy-set clouds can make landings unsafe. The runway can only accommodate small aircraft and is dependent on the sunlight for visibility.

Governor Moreno explains that the Lumbia airport will still be used for private aircraft when Laguindingan airport is completed. In the meantime, an improvement of its runway is being planned to allow airbus jets to land temporarily to generate more earnings.

Most modern airport

The new airport will rise in a sprawling 417 hectares of land acquired by the government from Ayala Land Corp. and from individual lot owners of Barangays Moog, San Isidro and Tubagon in Laguindingan.

Engr. Ryan Gico, OIC of the DOTC-LADP management office in Cagayan de Oro, explains that while the airport will initially cater to domestic flights, it can be easily upgraded to accommodate wide-body jet aircraft.

“Based on the classification set by the Air Transportation Office, the Laguindingan airport will be a trunkline airport of international standard. Our target is to cater to one million passengers annually. That’s a hundred percent more than what the Lumbia airport can accommodate,” he said. “Eventually, it will cater to international flights,” he added.

The airport was also designed to suit the current standards in air transportation, with all the modern equipment and technology in place. A business park and amusement area is also being planned beside the airport.

“It will be the most modern airport in Mindanao, almost at par with Davao International Airport,” said Gico.

Relocation

The wide open space where the airport will be built used to be occupied by about 600 families, most of them farmers with titled lots that they have tilled for generations. The Ayala Land Corp., which owned 88 ha of the land, agreed to expropriate the entire area with pre-conditions granted by the ATO, such as exclusive rights to develop a business park around the airport.

Negotiations for the relocation dragged for three years and caused much delay to the project implementation. Finally, in 2001, the National Housing Authority, in coordination with the DOTC-LADP and the local government, began what it called the Phase 1 relocation of 248 families. The families were each compensated with P50,000 cash. All properties and crops that were acquired were fairly valued and settled.

The relocation process, however, was met with dissatisfaction among the affected families. The agreement was for the government to provide the lots but the actual construction of the house was to be shouldered by the relocated family. Many families refused to transfer to the site. Development of basic utilities such as potable water, sewage system and power lines were left unfinished and there was no clear indication from the NHA or the local government if it will be finished at all.

During the groundbreaking ceremony last year, Ms Arroyo ordered the relocation of another 100 families still living in the project area and ordered the immediate release of P10 million for this. The Laguindingan Housing and Resettlement Board was set-up to oversee the transfer of the original settlers.

Governor Moreno said the local government was doing its best to have all the affected families properly resettled. The process of land acquisition began only in August last year. By June of this year, the Department of Environment and Natural Resources finally decided to allot 34 ha to accommodate the remaining families. Site development, which will cost P40 million, was expected to begin next month.

Still, the question of housing for the affected residents remains hanging. The Gawad Kalinga foundation many years ago built a few houses at the Laguindingan relocation site in response to the appeal of the farmers for help but a large number of residents is still clamoring for a clear answer.

Some officials of the inter-agency task force say they might ask Vice President Noli de Castro to come in to settle the question of housing.

Timetable

Moreno said they were doing everything to fast-track the project. The inter-agency task force has been meeting every week for constant updates and was working overtime to meet the required timetable set by the Korean government, which is December.

Moreno admitted though that much work was still to be done before they could begin construction. “Everything is dependent on many factors, and one of this is the national economy,” he said.

As a flagship project of the Arroyo administration and a personal goal of the president, it can be easily understood why all the agencies concerned with this project has no time to relax just now.

“If we start construction by December 2007, we will count another four to five years before the airport becomes operational,” Gico said.

This means the airport will open not in 2010, as President Macapagal-Arroyo would have wished, but in 2012.

Water Project Bulks Up Northern Mindanao 1st Quarter Investments

A water supply project in Bukidnon which provides bulk water to Cagayan de Oro city anchored Region 10's 152% rise in investments for the first quarter, compared to the same period last year.

During the Quarterly Regional Economic Situationer hosted by the National Economic and Development Authority May 18, the Department of Trade and Industry Region 10 said the project helped Bukidnon garner the lion's share of P4.4 -billion investments in Northern Mindanao for the first quarter with P2.71-billion (62%).

According to the Board of Investments (BOI) Rio Verde Water Corporation Inc.'s P1.12-billion facility is the 10th biggest project registered with the BOI in 2006 and ranks 49 th among the top 100 projects implemented under the Arroyo administration.

The bulk water project was granted a non-pioneer status by the BOI under the 2006 Investment Priorities Plan, although Rio Verde earlier applied for a pioneer status citing the provision that infrastructure projects which costs over P1 billion should be classified as pioneer. BOI has advised it could be upgraded to pioneer status later once the guidelines on the Investments Priorities Plan are completed.

RVWCI has an authorized and subscribed capital stock of P250 million of which P240.18-M has been paid up. It is majority owned by the Rio Verde Water Corp. and US Water LLC of Florida, USA.

Misamis Oriental ranked second with P858 million, up 28% from last year's P670.22-million, contributing 20% of the region's total for the period. Most of this total came from business name registrations in the service, trading and infrastructure sectors. Ecozone investments, including the expansion project of Pilipinas Kao, Inc. at Jasaan and a cold storage and ice plant at the Phividec Industrial Estate, comprised 27% of the provincial total.

The renovation of a furnace by Global Steel and construction of a new Gaisano Mall in Iligan, helped Lanao del Norte better last year's first quarter investment figures by eight percent to P670.63 million, or 15% of the region's total. Other projects for the quarter included resort facilities, construction and supply distribution centers, new cell sites and refilling gas stations.

Misamis Occidental contributed two percent to the region's total investments with P98.77-million, down 57% from last year's P227.37 million. The bulk of investments were accounted for by business name registrations in trading and services for projects such as resorts, forest-based distribution centers, real estate, fishing and poultry farms.

In contrast, investments in Camiguin managed a 30% increase from P42.37-million to P54.95-million for the period. Most of these were in agri-based, infrastructure and service projects such as tourism-related enterprises, trucking services and a meat products distribution center.

PPA PORT PERFORMANCE CY 2006

Driven by the vibrant performances of the Manufacturing, Trade and Finance and the resurgence of Agriculture, Fishery and Forestry in the first quarter, the rebound of Agriculture, Fishery and Forestry and the sustained momentum of Manufacturing in the second quarter, the steady performance of Trade and Manufacturing in the third and fourth quarters, aided by the resurgence of Trade, Transportation, Communication and Storage (TCS) and Private Services in the fourth quarter, the Gross Domestic Product (GDP) sustained its growth upturn and accelerated to 5.4 percent in 2006, proof that the Philippine Economy was still right on track. Latest economic data from the reports of government agencies concerned showed that this full year growth of 5.4 percent is within NEDA’s forecast band of 5.3 to 5.6 percent, albeit 1 percentage point below the low-end of the official growth estimates of 5.5 percent. Reports also stated that the full-year economic growth was propped up by the recovery in agriculture in the first three quarters and the healthy performance of the services sectors all through the four quarters.

On the demand side, the report continued, growth was led primarily by the strong private consumption, the robust growth of exports and government spending which was the result of fiscal pump priming in the fourth quarter.

On the expenditure side, consumer spending expanded in the fourth quarter of 2006 fueled by the hike in the remittances of Overseas Filipino Workers (OFWs). This continued increase in the Net Factor Income from Abroad (NFIA) coming from our overseas Filipinos pushed the Gross National Product (GNP) to a 6.2 percent growth at the end of 2006.

The healthy performance of the ever resilient Services Sector which again contributed the most to the total GDP this year continued to boost the economy, although pacing slower once more. This performance slowdown was continuously mirrored in the level of business activities in the Philippine ports, a component of the water transport sub-sector under the Services Sector, as port indicators; i.e., cargo throughput, container throughput, passenger traffic and ship traffic, showed decelerated growth at the end of the twelve-month period in 2006.

CARGO TRAFFIC

Spilling over from 2005, sluggish business activities could still be seen in the country’s ports in 2006. Ten (10) PMOs with Tacloban, Ozamiz, and Iligan :ohno: registering marked decreases in their total cargo throughput this year was an indication that the seesawing global oil prices and lingering political bickering negatively affected business activities at the ports.

For the year 2006, cargo throughput nationwide reached 154.34 million metric tons dipping slightly by 0.58 percent contributed by the slowdown in domestic cargo shipments posting 8.27 percent or 6.56 million metric tons lower than in 2005. One of the major reasons cited for this downturn was the implementation by the government of the RO-RO Transport System (RRTS) wherein the shippers were given option to transport cargoes via Strong Republic Nautical Highway (SRNH) with cheaper cost. Volume of cargoes transported availing of RRTS is excluded from the total cargoes handled by the port accounting largely to the decline. Among the top five PMOs catering to RORO vessels that contributed to the decline are PMOs Tacloban with 2.17 million metric tons, having the biggest drop, followed by PMOs Ozamiz with 1.28 million metric tons, Iligan with 1.14 million metric tons and Batangas with 1.12 million metric tons.

The strong showing of foreign cargoes on the other hand, rising by 7.47 percent or 5.67 million metric tons did not cover up the decline brought about by the slowdown in domestic cargo throughput.

Both importation and exportation of goods contributed to the growth in foreign cargo shipments with export goods rising by 15.35 percent or 3.882 million metric tons higher than the level in 2005. Volume-wise the first five PMOs that showed encouraging growth in exports, mostly bulk cargoes, are Surigao with 2.585 million metric tons, Limay with 0.720 million metric tons, Ormoc with 0.338 million metric tons, Dumaguete with 0.273 million metric tons and Nasipit with 0.237 million metric tons.

Among the Port District Offices, PDO Manila/Northern Luzon garnered the highest in terms of foreign cargo volume at 38.28 million metric tons, followed by PDO Northern Mindanao with 18.93 million metric tons and PDO Southern Luzon with 14.47 million metric tons, PDO Southern Mindanao with 5.45 million metric tons and PDO Visayas with 4.36 million metric tons. The Manila International Container Terminal (MICT) with 14.49 million metric tons emerged as the highest in foreign cargo volume handled. The next four were PMOs Batangas with 12.88 million metric tons, Cagayan with 12.77 million metric tons, and Limay with 12.57 million metric tons and South Harbor with 6.05 million metric tons, arbor with 6.05 million metric tons,in that order. In term of volume expansion, 12 PMOs achieved increments led by PMO Surigao with 2.58 million metric tons appreciation followed by Limay with 1.82 million metric tons, Cagayan de Oro with 0.69 million metric tons, Iligan with 0.31 million metric tons and South Harbor with 0.29 million metric tons. Tremendous growth in foreign traffic at PMO Surigao was attributed to the remarkable demand for nickel silicate ores in the foreign market resulting to the rise in the exportation of the commodity.

Conversely, domestic cargo volume of 72.84 million metric tons dropped even faster this year at 8.27 percent or 6.56 million metric tons lower than it’s year-ago level of 79.40 million metric tons. By PDO, contributors to this decline was topped by PDO Visayas with 2.54 million metric tons contraction in volume, PDO Northern Mindanao with 2.02 million metric tons, PDO Southern Luzon with 1.26 million metric tons and PDO Manila Northern Luzon with 1.25 million metric tons. Only PDO Southern Mindanao recorded an acceleration of 0.51 million metric tons at the end of December 2006.

Volume-wise, PMO North Harbor still led all other PMOs with 13.779 million metric tons or 18.90 percent of the total domestic cargoes handled. PMO South Harbor trailed with 6.89 million metric tons followed by PMO Cagayan de Oro with 6.37 million metric tons, PMO Batangas with 6.34 million metric tons, PMO Limay with 6.16 million metric tons, PMO Pulupandan with 4.24 million metric tons, PMO Davao with 3.96 million metric tons, PMO Iloilo with 3.52 million metric tons, PMO Legazpi with 3.26 million metric tons and PMO Ormoc with 2.50 million metric tons.

On a quarter-to-quarter basis, foreign trading registered cargo volume increases against their year-ago levels. However, this appreciation failed to offset the drop in domestic trading as shown by the following results:

CONVENTIONAL AND CONTAINERIZED CARGO

Cargoes passing through the nation’s ports were classified by packing type; i.e., conventional or non-containerized and containerized. Conventional cargoes were further classified into two packing type such as bulk or loose and break-bulk or those packed either in units, cartons, crates, drums, sacks, etc.

Conventional cargo remained in power over containerized cargo in terms of tonnage volume taking 70 percent of the overall cargo throughput for 2006. Its volume reaching 108.05 million metric tons decelerated once more this time from a strong upturn in 2004 by 8.24 percent to dip to 4.11 percent or 4.71 million metric tons in 2005 and continuously decline this year by almost two (2) percent against the figure recorded last year. Of the total conventional cargo, bulk cargoes had the bigger share at 73.56 percent or 50.92 million metric tons more than break-bulk cargoes. Domestic bulk cargoes with a share of 26.31 million metric tons edged break-bulk ones which registered only 21.06 million metric tons. In foreign trading, bulk cargo volume of 53.17 million metric tons which is higher by 4.52 million metric tons against the 2005 figure, again dominated break-bulk ones which reached a meager 7.50 million metric tons by the end of the year. This notable volume of bulk commodities could be attributed to large shipments of refined petroleum and products, metaliferous ores/scrap, crude petroleum, mineral fuel and crude minerals to mention the five top bulk commodities handled during the year.

The five PMOs that handled large volume of conventional cargoes (domestic plus foreign, mostly bulk), were that of PDO Southern Luzon’s Batangas with 19.22 million metric tons ranking first, followed by PDO, Manila/Northern Luzon’s Limay with 18.70 million metric tons, PDO Northern Mindanao’s Cagayan de Oro with 16.04 million metric tons, PDO Manila/Northern Luzon‘s North and South Harbors with 5.96 million metric tons and 5.29 million metric tons, respectively.

Meanwhile, containerized cargo (cargoes loaded in vans or containers) at 30 percent share of the total cargo throughput, continued its slow but steady growth reaching 46.29 million metric tons broken down into 24.37 million metric tons inbound and 21.92 million metric tons outbound shipments by the end of the year. This total volume rose by only 0.92 million metric tons or a bit more than two (2) percent than last year’s figure of 45.38 million metric tons. This minimal growth could be attributed to the preference of some shippers to transport their products via the SRNH (Strong Republic Nautical Highway) and availing of the RRTS (RORO Transport System) implemented by the government. At the close of the year, total domestic containerized cargo was pegged at 25.46 million metric tons, a little bit higher by 0.13 million metric tons than the year-ago level of 25.33 million metric tons. Foreign containerized cargo, on the other hand, emerged much lower in volume at 20.83 million metric tons but exhibited positive growth of almost four percent.

Except for PMOs Cotabato and San Fernando, the rest of the PMOs handled domestic containerized cargo while only seven PMOs catered to foreign ones. PMO North Harbor was on top in terms of domestic containerized cargo volume handled with 10.77 million metric tons in its inbound and outbound shipments appreciating by 2 percent against last year’s level. Far behind, but handled substantial volume likewise, were PMOs South Harbor with 2.78 million metric tons, Cagayan de Oro with 2.76 million metric tons, Davao with 2.30 million metric tons and General Santos with 1.28 million metric tons.

Taking from historical figures, the Manila International Container Terminal remained on top in servicing foreign cargoes in containers. This year, containerized tonnage handled by the port reached 13.99 million metric tons but dip slightly by 1.38 percent attributed to decline in export shipments, mostly that of manufactured goods and electronics. Manila South Harbor came in second to MICT at 4.86 million metric tons making an encouraging improvement of 15.88 percent this year contributed by both import and export shipments comprised mostly of chemicals manufacture of metals, textile and garments, metal ores/scrap, fruits and vegetables and other general cargoes. Likewise, PMO Davao showed significant growth of 23.97 percent and 40.35 percent in import and export shipments, respectively, attributed to more shipments of imported paper and pulp, other general cargo, chemicals and animal feeds as well as fruits and vegetables, other general cargo and lumber for export. Of the remaining four (4) PMOs handling foreign containers; i.e., Batangas, Limay, Cagayan de Oro and General Santos, only Batangas and General Santos registered decrements in volume.

CARGO BY TYPE OF PORT

Millions of tons of cargoes were serviced at the ports all over the archipelago this year. A portion of these cargoes passed through government ports (comprising of base ports, terminal ports and other government ports) while the remainder were transferred through private ports (those operated/run by private companies/corporations).

Previous year’s figures showed that private ports always took the bigger share of the cargo pie, and has retained its part again this year by handling almost 58 percent or 89.56 million metric tons, growing slightly by almost 2 percent. Foreign cargoes handled at the private ports peaked at 57.24 million metric tons and remained on top over domestic ones that reached only 32.31 million metric tons by the end of 2006. Large volume of metaliferous ores/scrap, refined petroleum and products, crude petroleum, mineral fuel, fruits and vegetables, crude minerals, iron and steel, wheat, fertilizer and chemicals composed mostly the import and export commodities that passed through the private ports. On the domestic side, refined petroleum and products got the biggest inbound and outbound shipments followed by crude minerals, crude petroleum, cement, mineral fuel, other general cargo, wheat, transport equipment, animal feeds and sugar.

Collectively, private ports under the jurisdiction of PMOs Limay, Batangas, Cagayan de Oro, Davao, Surigao, Pulupandan and Ormoc moved the biggest haul of more than 70 million metric tons of the combined domestic and foreign cargoes taking 78 percent of the aggregate tonnage serviced at the private ports.

Government ports, on the other hand, controlled the shipments of domestic cargoes at 40.53 million metric tons or more than 63 percent of the total government ports’ traffic of 64.78 million metric tons. In terms of domestic volume moved in and out of public ports, PMO North Harbor handled the biggest haul of 13.42 million metric tons or more than 33 percent of the total domestic throughput. A far second at 3.52 million metric tons was PMO Cagayan de Oro followed by PMOs South Harbor at 3.00arbor aat million metric tons, Iloilo at 2.93 million metric tons, Legazpi at 2.89 million metric tons, Davao at 1.84 million metric tons and General Santos at 1.71 million metric tons. All in all, these PMOs claimed about 72 percent or 29.31 million metric tons of government port’s domestic traffic. Concerning foreign volume, the bulk was confined to Manila International Container Terminal and Manila South Harbor with the combined tonnage of 20.54 million metric tons or more than 84 percent of the total throughput handled at government ports.

CONTAINER TRAFFIC

The International Standards Organization specified that standard-shipping containers should be 20 feet long by 8.5 feet square. One such standard unit for measuring container throughput is one (1) twenty foot equivalent unit or 1 TEU. A 40-footer container measures 40 feet long by 8.5 feet square and can be counted as equivalent to 2 TEUs. For use in calculating statistics, non-standard container sizes are calculated based on the 20-foot standard equivalent.

The use of containers in transporting goods by sea whether domestically or internationally continued to gain popularity among shippers as could be seen in the sustained growth in the number of vans or in the volume of TEUs handled for the last seven years which could be ascribed to economy, easy handling, bigger capacity and safety of goods being transported from one port to another. From January to December, this year, containers in Twenty Equivalent Units appreciated to 3.79 million from 3.71 million in 2005.

Twenty Equivalent Units of Loaded and Empty containers at 2.87 million and 0.92 million, respectively have been moved in and out of the seaports. This total gave a modest increment of about 2 percent in the total number of containers for the entire year over the 2005 count of 3.71 million TEUs. This growth in container traffic was credited to the rise in foreign TEUs, which grew by more than five (5) percent covering the drop in domestic TEUs which register a decline of almost two (2) percent. Measuring by quarter, the spread started with slight gains in the first and second quarters and sustaining the growth with notable increments in the third and fourth quarters of the year. Foreign TEU which comprised of almost 56 percent of the total container traffic or 2.11 million TEUs was able to cover the decline suffered by domestic TEUs that represented the remaining 1.67 million TEUs or more than 44 percent of the total TEU throughput.

Among the PDOs, PDO Manila remained as the uncontested top-lister among the PDOs in container performance by volume handled. The PDO generated a total of 2.72 million TEUs or roughly 72 percent of the total container traffic. Foreign container count was shared by both the Manila International Container Terminal and South Harbor Baseport with 1.19 million TEUs and 0.72 million TEUs, respectively. Likewise, PMO North Harbor stayed on top in the volume of domestic containers, hauling 0.61 million TEUs or more than 36 percent of the total domestic TEU count. Recovering from a more than 13 percent decline it suffered in 2005, the PMO posted a 5 percent increment this year which could be ascribed to the significant rise in the inbound and outbound shipments of Other General Cargo, Fruits and vegetables, sugar, chemicals, manufacture of metals and corn. ar.

The slight growth in containerized cargo brought corresponding increment to the number of loaded container vans accommodated in the country’s ports. From January to December, 2.82 million FCL (or container loaded with commodities owned by a single consignee, covered by one bill of lading and destined for door-to-door delivery) and 0.05 million LCL (pertains to a container loaded with cargoes belonging to two or more consignees) Twenty Equivalent Units (TEUs) carried the hefty 46.29 million metric tons of containerized cargoes received and dispatched. These container boxes usually came in different sizes of 5-footer, 10-footer, 20-footer, 40-footer and 45-footer vans.)

The remarkable rise in the number of containers handled at Other Government Ports was attributed to the growth in traffic at Mindanao Container Terminal under the jurisdiction of PMO Cagayan de Oro. Of the 49 ports that handled containers this year, eight (8) caters to domestic and foreign, thirty-five (35) to domestic only and six (6) to foreign only.

SHIPPING TRAFFIC

The annual shipcall composed of a mixture of inter-island and international-going vessels reached only 306,107 this year which is significantly below the level achieved in 2006, another indication of the slow-paced business activities at the ports. This number represented a much lower decrement of 4.27 percent versus year 2005 decrease of only 0.49 against the 2004 level.

The decrement in this year’s ship traffic is accounted mainly to the fluctuations in cargo and passenger movements directly affecting the frequency in both domestic and foreign vessel calls of 296,347 and 9,760 counts, diminishing by 4.36 percent and 1.49 percent, respectively. As has been in the past years, coastwise ships outnumbered foreign ones in an extreme ratio of 97 percent to 3 percent.

Confirming this slowdown, four out of the five Port District Offices, PDOs Southern Mindanao, Manila/Northern Luzon, Northern Mindanao and Southern Luzon registered negative growth with recorded contractions of 8,520, 2,643, 1,855, and 1,283 shipcalls in that order. All PMOs under the jurisdiction of these PDOs manifested decrements except for PMOs North Harbor and Legazpi. On the contrary, only PDO Visayas apparently exhibited increment in its cumulative total for this year contributed by PMOs Dumaguete and Ormoc which posted 21.08 percent and 4.43 percent increases, respectively.

By PDO distribution, PDO Visayas serviced the most number of inter-island shipcalls at 109,483 which registered shipcall upturn at PMOs Dumaguete and Ormoc, PDO Southern Luzon came in second with berths occupied by 78,778 vessels led by PMO Batangas with 36,670 vessel calls at 47 percent share of the total PDO count. Sharing the rest in third, fourth and fifth places were PDOs Northern Mindanao with 53,295, Southern Mindanao with 40,145 and Manila/Northern Luzon with 24,406 shipcalls.

Visibly fewer in number, foreign shipcalls fall short once more by more than one (1) percent against the total in 2005. Outnumbered by coastwise ones, foreign vessel calls reached only 9,760 at year-end. In terms of foreign vessel count, PDO Manila/Northern Luzon placed on top once more as the volume of shipcalls was concentrated at PMO South Harbor and Manila International Container Terminal. More than 52 percent or 5,080 of the total foreign shipcalls berthed and anchored during the period at the ports under its jurisdiction. Far second was PDO Southern Mindanao at 2,158 with PMO Davao contributing more than 81 percent of the total PDO traffic. Third was PDO Southern Luzon with 1,086 shipcalls, followed by PDO Northern Mindanao with 894 and last was PDO Visayas with 542 foreign shipcalls.

By port classification, base ports captured the biggest share of 34.16 percent or 104,558, followed by private ports with 25.91 percent, terminal ports with 23.87 percent and other government ports with 16.07 percent shares or 79,318, 73,053 and 49,178 ships serviced, respectively.

Gross Registered Tons and Length Overall. Parallel to the decrease in shipcalls, vessel tonnage of various types of vessels that frequented the ports; i.e., inter-island ferries and fast crafts, luxury passenger vessels, cargo-cum-passenger ships, container vessels, RO-RO and oil tankers down-slid negligibly posting only about one (1) percent against last year’s level. Domestic vessels which represented about 97 percent of the total vessel calls accounted for more than 63 percent share or 197.05 million tons of the cumulative domestic Gross Registered Tons (GRT) reflecting a 4.22 percent decline. Apparently, average GRT of domestic vessels improved very slightly from 664 tons a year ago to 665 tons this year. Likewise, the average foreign vessel GRT grew to 11,717 tons from 10,957 tons last year posting an almost 7 percent increment, proof that larger international liners called at the ports.

Similarly, total Length Overall (LOA) of vessels declined by almost four (4) percent. From 14.05 million meters of last year, it depreciated further to 13.51 million meters this year, consequently recording a decline on the averages per domestic vessel listing of 41 meters from 44 meters average in 2005 while average length for foreign vessels had an upturn from 130 meters to more than 134 meters this period.

Service Time. To achieve efficiency in port operations, every vessel that docked at the ports should stay at its facilities in the shortest possible time depending on the volume of cargoes to be discharged and loaded. This year, total service time accrued by the 306,107 vessels that berthed and anchored reached 6.28 million hours. This period, average service time for all the vessels that called in the country’s ports emerged almost the same at 20.53 hours this year as 20.46 hours recorded the previous year.

PASSENGER TRAFFIC

The entry of fast crafts for short distance travel and luxurious super-ferries with a speed of eighteen to twenty knots, as in the case of long-distance travel, allowed ferrying of goods and people from one island to another with ease now-a-days. However, the implementation of the E-vats in the previous year and the escalating oil and consumer prices experienced during the year visibly affected local businesses as the movement of people from one port to another diminished in number month by month in 2005 and 2006.

The diminishing trend in the number of people taking sea craft as a means of transport was evident in the decreasing growth rates recorded from year 2001 and came to a halt at the end of this year at 8.27 percent drop against last year’s growth of 2.55 percent. From January to December, only 42.56 million people were serviced at the port’s passenger terminals compared to 48.65 million heads of the previous year.

By trade, domestic traffic took 99.93 percent or 42.53 million of the total passenger count. Foreign traffic for its share comprised a negligible share of 0.05 percent or 0.02 million passengers, concentrated this year at Baseport Zamboanga accounting to almost 75 percent or 18,325 people, mostly traders coming from Sandakan, Malaysia and vice versa. The remaining 6,207 heads or more than 25 percent were tourists accommodated at Base ports South Harbor and Iloilo. The drop was felt in the number of inter-island passengers that declined by 8.27 percent while foreign passengers recorded a remarkable 55.99 percent growth. This downtrend in domestic passenger count could be attributed in part to the implementation of the 10 percent E-VATS resulting to significant increases in boat fares all over the archipelago. Inversely, the return of the businessmen/traders from Sandakan, Malaysia gave the positive increment to foreign passenger traffic.

Disembarking and embarking passengers at 21.25 million and 21.31 million, respectively, passed through government and private ports nationwide. About 36.55 million or almost 86 percent were serviced at government ports shared by base-ports at 21.20 million or 58 percent, terminal ports at 10.71 million or 29.30 percent and other government ports at 4.63 million or 12.67 percent. Private ports, on the other hand, accommodated 6.01 million passengers or 14.12 percent of the total passenger throughput. Among the Port District Offices, Visayas, Northern Mindanao and Southern Mindanao accommodated passengers at the private ports. The following are the only PMOs that serviced passengers at the private ports: For PDO Visayas: Dumaguete, Iloilo, Ormoc, Pulupandan, and Tacloban; for PDO Northern Mindanao: Iligan and Surigao; and for Southern Mindanao, only Zamboanga.

Moreover, the biggest volume of passengers was concentrated at PDO Visayas, which catered to 14.98 million people or more than 35 percent. PDO Southern Luzon followed with 10.97 million or 25.78 percent of the total passenger traffic. Next was PDO Northern Mindanao with 8.47 million or 19.90 percent, PDO Southern Mindanao with 4.94 million or 11.61 percent and PDO Manila/Northern Luzon with 3.20 million or 7.52 percent.

NDDC Gawad Kalasag goes to Olongapo City

The local government is set to receive August 8 the 2007 National NDCC Gawad Kalasag Award from the National Disaster Coordinating Council in the highly urbanized category, besting the likes of Makati City and Dagupan City.

The prestigious award is yearly given by the council to local governments for exemplary achievement in disaster risk management.

The Olongapo Fire and Rescue team will also be awarded best private/government emergency responders together with Rescue 811 of Iligan City and the Baguio City Emergency Medical Service.

Awards ceremonies will be held at the Rizal Hall of the Malacañang Palace with President Arroyo presiding.

“This only proves that Olongapo City is one of the best in the country today,” Olongapo City Mayor James Gordon said.

Chief Disaster Management Office and executive officer of the Olongapo disaster Coordinating Council Angie Layug said that the city has continuously trained and adopted new knowledge in disaster rescue operation. Layug also explained that with the award, the Olongapo Fire and Rescue Team is considered one of the best because it joins the hall of fame.

Last week the Olongapo Coordinating Office and the Olongapo City Fire and Rescue Team were given the Regional Gawad Kalasag Award and the best government responder prize.

Olongapo received the same award in 2002 and 2003 while the Olngapo City fire and rescue group received the award on 2002 and 2005.

The disaster management teams of Olongapo and SBMA will represent the Philippines in the Asean disaster exercises in Singapore on September 22 to 26.

ILIGAN CITY, Philippines -- The Office of Muslim Affairs in Cotabato City has declared August 10 as a Muslim legal holiday called Isra Wal Miraj or Prophet Mohammad's night journey and ascension.

OMA regional director Hadji Kadatuan Endaila said that under Presidential Decree 1083, otherwise known as Code of Muslim Personal Laws of the Philippines, all Muslim employees in both private and public offices would be excused from work.

According to Wikipedia, Muslim holidays generally celebrate the events of the life of the Islamic prophet Muhammad, especially the events surrounding the first hearing of the Qur'an.

It says Islam has two main holidays, Eid Al-Fitr and Eid Al-Adha. The way that holidays are recognized can vary across cultures, as well as across sects of Islam, Sunni and Shia. Muslim holidays generally follow the lunar calendar, and thus move each year relative to the solar calendar.

National scientists award Bio faculty

A Faculty from the College of Science and Mathematics was named as one of the Outstanding Young Scientists (OYS) by the National Academy of Science and Technology (NAST) during its 29th Annual Scientific Meeting held last July 12, at the Manila Hotel.

Dr. Ephrime Metillo of the Department of Biological Sciences was one of the ten OYS awardees selected among the many scientists in the country who were nominated for the annual prestigious award given by the NAST. He received a plaque and a cash award worth Php 30,000.

The NAST, which is an academy currently currently composed of 49 Philippine senior scientists, recognizes the outstanding achievement in science and technology made by Filipino scientists and institutions in all fields of sciences under the age of 40. The nominees were adjudged based on their international publications, on their experience and active involvement in research and public administration, their good moral character, and even on their academic performance in their school years.

However, Metillo said recognition for Filipino scientists is still lacking. "Filipino scientists should be properly recognized. Recognition should be comparable to sports people like the boxers who would take home a million for a single fight. Everyday, our scientists also do their own fights in [life mainly] on improving the quality of life of human society. Perhaps they should also be given a million if they contribute something to the society" he commented. Despite this, he still encourages everyone to join the search by adding, "The award is achievable by any Filipino. He might be a man or woman, rich or poor, handicapped or not. The award doesn't consider the socioeconomic background of the person. It's really up to that person to really work hard and do something that's important to achieving the award."

Museum extension construction begins

The natural Science Museum located in the College of Science and Mathematics (CSM) building rooftop will soon have its extension to cater students inside and outside of MSU-IIT. The construction of the museum extension, now located in the CSM Chemistry Annex rooftop, will provide more displays of species preserved from the Department of Biological Sciences.

"This will be a museum for the fields of Marine Biology, Botany, and Entomology," says Natural Science Museum in-charge Emerito Batara. The airconditioned place will house several collections of biologival sciences. One of its features, the Herbarium, will contain species of dried plants. According to Batara, the said museum will also "show preserved species of insects and marine collections such as corals, shells and fishes."

The other museum located in the CSM building rooftop will exhibit terrestrial animals where various displays of preserved birds, mammals, amphibians and reptiles could be seen. These include diverse species collections from Mt. malindang and some of the projects from Biology majors.

"Mas convenient ug accessible kanang duol ang duha ka museum," says 4th year General Biology student Cherry Ann Udani. The former museum in the 2nd floor of CSM will then be converted into a classroom for Mathematics.

The Natural Science Museum extension will hopefully open at the end of first semester this year.

MANILA, Philippines -- August 20 is a special non-working holiday to commemorate the death anniversary of Senator Benigno Aquino Jr., Executive Secretary Eduardo Ermita has announced.

Aquino was assassinated on Aug. 21, 1983 but Ermita said Wednesday that the holiday was moved to August 20, a Monday, as part of President Gloria Macapagal-Arroyo’s “holiday economics.”

In Proclamation 1353, Malacañang also declared November 30, a Friday, and December 30, a Sunday, as regular holidays.

Lafarge sees cement salesboost from key gov’t infra

French construction giant unit Lafarge Cement Services Phils. Inc. hopes to see a significant rise in sales as infrastructure spending by the government is expected to surge in the next five years.

Lafarge subsidiary Republic Cement Corp. president John Reinier Dizon said since bulk of the company’s total output is still being shared by private and commercial activities, it expects a substantial diversification of supply to government projects.

Republic Cement is one of Lafarge units, which include Fortune Bulacan Plant, Fortune Batangas Plant, FR Cement Corp., Iligan Cement Corp., Mindanao Portland Cement Corp., Limay Grinding Mill Corp. and Lloyds Richfield Industrial Corp.

Dizon said most cement supplied currently goes to projects outside of government activities.

He said, at the moment, there is no significant government infrastructure but Dizon added the industry hopes to participate more in projects related to infrastructure, with President Arroyo’s vision of having it as one of her priorities in the next five years.

About 90 percent of the buying and orders for cement are being done through channels before products go to the end user. The price of cement per 40 kilogram bag, when bought directly from plant, is priced at P141, the price effective since September last year.

Cement prices change as it goes through the market, which now sells cement at P175 per bag or higher.

Lafarge invested P800 million last year to increase by 30 percent the production capacity of its facility in Batangas. The company is now reaching 70 percent plant utilization or about 13 percent higher from the previous year’s level.

Asked if cement firms enjoy preferential or special interest rates by banks for their loans, Dizon said most of the associated companies by Lafarge were able to negotiate for the best rate.

For short-term loans, the average interest rates extended to Lafarge was about 6.8 percent or an average rates of 6.3 percent for all outstanding loans, Dizon added.

Timoga is only one spring (creek) with many courses and diversions to the many resorts. A study made by UP experts during the 1990s revealed that Timoga is not an outlet of Lake Lanao as previously assumed. When they poured a coloring substance in Lake Lanao, the said substance appeared along Agus River or downstream of the lake at the mouth of Iligan Bay. However, not a single quantity came out of Timoga spring which led them to conclude that it is really coming from beneath the ground. Per study conducted, the volume of the spring is enough to supply the water requirements of 3 times the present population of Iligan City. However, the proposal had some problems because much of the spring has been utilized for resorts by the family which owns the lot where the spring passes through.
