"I attended an RDC (Regional Development Council) meeting with (the) Minister for Transport of Iran, DPWH, NEDA, and other agencies to revive the railway project in Mindanao and to start with is the Iligan-Cagayan de Oro stretch," said Kag. Orlando Maglinao of Iligan City. "Iran signified interest in participating with the project. They made ocular survey of the site and will submit their final study within a month." Mr. Maglinao, representing Iligan Mayor Lawrence Ll. Cruz in the meeting held at the Regional Development Council Region 10 (RDC-10) conference room last week, mentioned a ballpark figure of US$561 million for the first 92-kilometer phase of the project between Cagayan de Oro and Iligan. The Iranian minister was reportedly quoted as saying the project could be started as early as next year but also that he was taking everything "with a grain of salt." To avoid expensive earth moving and right-of-way (ROW) acquisitions which could delay the project, Mr. Maglinao said the proposed design would use existing ROWs within national highways and skirt mountainous and hilly areas. Earlier this year, Transport Undersecretary Guiling Mamondiong said in a news conference the railway project could be funded by of official development assistance loans with below-market interest rates and longer maturities. Mr. Mamondiong said the governments of China, South Korea and Saudi Arabia have expressed their interest to fund the project which envisions an 82.5-kilometer railway line traversing the Cagayan de Oro-Iligan corridor, covering key industrial zones in Misamis Oriental, Iligan City and Lanao del Norte. Previously, DOTC also asked Mindanao leaders to work with the Australian and Spanish governments to look into the feasibility of the project. However, the two countries reportedly withdrew citing possible complications arising from the Moro separatist movement in the island. So far, similar announced milestones regarding this project in previous years have yet to gain ground. In December 2004, the office of Cagayan de Oro City Mayor Vicente Emano disclosed the signing of memorandum of agreement between the Philippines and a Filipino-Thai consortium was personally witnessed by the mayor. The first phase of the project would originate from Jasaan, Misamis Oriental and end in Linamon, Lanao del Norte, passing through the proposed Laguindingan Airport; the second stage from Cagayan de Oro to Davao City via Bukidnon and thence from Davao City to the Phividec Industrial Estate -Misamis Oriental and Agusan del Sur. Umel Lanao correspondent Monday, September 17, 2007 ILIGAN CITY---For the past four months after the May 14 elections, constituents of the first district of Lanao del Norte, which covers Iligan City and the towns of Linamon, Kauswagan, Bacolod, Maigo, Kolambugan, Tubod and Baroy, are still uncertain who will be their legitimate congressional representative. The impending legal battle between congressional candidate Imelda Dimaporo of the Lakas-Christian Muslim Democrats and former Iligan City councilor Vicente Belmonte got snuffed out after the Commission on Elections (Comelec) en banc rejected Dimaporo's petition for motion for reconsideration on the three certificates of canvas (COCs) in three Lanao del Norte towns alleged to contain errors. In her petition, Dimaporo said the Comelec second division ruled on the case even if it admitted it had no jurisdiction. Dimaporo's lawyers said only the Electoral Tribunal has jurisdiction to hear and decide pre-proclamation cases against the members of the House and the Senate. They also contend there are no manifest errors to be corrected and that Comelec's constitutional powers do not authorize it "to prescribe what the law does not provide, its function not being legislative." In its decision, the Comelec said there are "manifest errors" in the three CoCs of the towns of Kauswagan, Bacolod and Maigo and that the CoCs were tampered with the use of white correction fluid otherwise known as "snopaked." "The clear observation is that the new entries in Copy 1 are not the same as those reflected in the genuine and authentic unaltered copies of the COCs for the Representatives of the 2 of the 6 Major Political Parties and as confirmed in the genuine and authentic copies for the Accredited Citizens Arm," it said. Because of the "snopaking" of the entries, the votes of the parties in the COCs and in the supporting statement of votes were changed drastically. Fatima Balaga ILIGAN CITY – There is a booming trade in wildlife, and those considered endangered or threatened are not spared. All on cash basis, no credit please: the Lady Golden Finch, P10,000; Philippine Cockatoo, P12,00; Palawan Bearcat, P18,000; Macaque, P25,000; Moluccan Cockatoo, P40,000. Next to illegal drugs, wildlife trade is the biggest contraband sold worldwide. Protected by international treaty and local laws, these animals are valued as pets, aphrodisiacs, medicines, foods, ornaments and even as talismans. They are handed down from unscrupulous traders to unprincipled collectors. Some of the highly-profitable industry is illegal. Researchers from the Department of Biological Sciences, College of Science and Mathematics, Iligan Institute of Technology (IIT)-Mindanao State University in Tibangan, Iligan, have documented 78 species used in local wildlife trade. Sixty-one of them (7%) are birds. The rest are reptiles (9), mammals (6) and fishes (2). Fourteen are considered threatened, four endangered, three critically endangered and six are considered vulnerable. The study was made for Haribon Foundation by myself, Cyriel I. Tingne, Kenzle Denise G. Monsanto and adviser Olga M. Nuneza, IIT Vice Chancellor for Research. Wildlife is commonly traded in Zamboanga, Davao , Marawi, North Cotabato, Surigao del Norte, South Cotabato, Palawan, Bohol, Negros, Manila , Naga, Masbate, Leyte, Davao City , Aklan, Antique, Capiz and Cagayan de Oro. In Cebu City , a soup made of Green Sea Turtle costs P45 per bowl. A dish of reticulated python is about P200; a bottle of medicinal ointment from its gallbladder goes anywhere from P50 to P100. In Lanao del Norte and Bukidnon, wild pig fetches up to P110 a kilo. A soup sets you back P280 per serving. In Bukidnon, the fur of the Philippine Deer fetches up to P1,200; its head used as a wall decor goes for P750, its mandible used for luck costs P500. Birds listed as “threatened” fetch more. The Chattering Lory goes for P2,800 in Misamis Oriental, Cebu City and Talisay (also in Cebu ). The Lady Golden Finch costs P3,500 to P10,000 each in Talisay, Cebu . The Pig-Nosed Turtle costs P275 each in Cebu . Imported animals are highly valued. The Umbrella Cockatoo from Indonesia and Malaysia fetches from P3,000 to P18,000 in Iloilo City . The Violet-Necked Lory from Indonesia costs P1,000 in Davao del Sur and Cebu . The Island Canary from Australia fetches P8,000 in Talisay. The Cacatua cockatoo from Malaysia sells anywhere from P5,000 to P20,000 in Davao del Sur. The Macaque monkey from Thailand is traded for P25,000 in Iloilo . Wildlife, in fact, is smuggled from China , Australia , Indonesia , Thailand , Singapore , Papua New Guinea and Malaysia . The illicit trade route is usually by sea. Birds found only in the Philippines are not spared. The Writhed Hornbill sells for P1,000 to P3,000 in Davao del Sur. The Talking Mynah fetches P3,000 to P4,000 in Talisay, Cebu, Iloilo , Davao City , Davao del Sur, Misamis Oriental and Lanao del Norte. In the case of birds, prices are based on their beauty; others are valued for their rarity and difficulty in capture. Some animals are priced according to their conservation status, origin and customer demand. The transportation cost – especially for imported ones – are factored in. The illegal trade route in the Visayas, for example, is traceable all the way to Australia , Hong Kong and Thailand which make their way to Palawan and Aklan. Those from Singapore , Malaysia , Papua New Guinea and Australia make their way to Indonesia from where they are smuggled to Zamboanga. Wildlife from Palawan, in turn, find their way to Iloilo then Antique and Capiz. The Southern Mindanao area which includes Davao and GenSan will have greater chance of power outage because of the distance travelled by the high-voltage transmission lines (say more than 300 kilometers) from Agus. Because of the lengths of the power lines, there could be technical problems along the way and could not be easily or immediately solved because technical people from Transco will have to go either using helicopters or by land to check the problem. Dinapo TUBOD, Lanao del Norte (19 September) -- Intel Philippines has donated a facility that would boost the Information and Communication system in the province. Costing P1 million, the Wy-Max Facility is a pilot project initiated by Intel and is aimed to upgrade government system on transactions especially in offices with heavy traffic of clients. According to Mr. Carlo Subido of Intel, his group has already set up the equipment to take off soon in other areas using the latest cable-less technology and has a reach capability of 50 kilometers. Currently, the system has been servicing offices like the Provincial Planning Office and Administrators Office. He also mentioned that they choose Tubod town as pilot municipality in congruence with the eagerness of Congressman Abdullah Dimaporo and Governor Khalid Dimaporo to uplift services to their constituents. All departments of the Provincial Government and the Municipal Government would maximize the Wy-Max system and soon would connect its facility to the province's 22 municipalities. Officials here lauded Intel for propelling services instrumental for country side development. During the forum, Governor Khalid Q. Dimaporo said that he was determined to uplift the quality of life of his people with multiple ventures but fitting to the current need, more specifically on the labor sector. To this end, he revealed that the province was eyeing the possibility of putting up an IT Park and Islamic-speaking call center. Dimaporo said that skyrocketing ICT-related opportunities today would really help Lanao del Norte. The province is a potential source of manpower to serve as agents in call centers, medical transcriptions and other online related services. He has implemented the Provincial Disaster Command Center which is manned with nine (9) sector representatives that would readily respond to conflict and natural disaster. The conflict drill was also joined by members of the AFP, PNP and volunteer groups as frontiers in actual drilling which was started at barangay Mati, Bacolod town as conflict area. Experts from the Regional Disaster Coordinating Council were among the observers of the said drill. All officials were briefed by Governor Dimaporo with his intentions to really protect the people of the province and to be always alert on possible disaster and conflict. "We need to plan out to prevent disaster and conflict these would jeopardize the peaceful existence, safety and health of our people," Gov. Dimaporo said. In an interview, PDCC Commander Lyndon G. Calica related that provincial officials have integrated their plans as to how the command center could reach down even to the Barangay level. Dinapo TUBOD, Lanao del Norte (19 September) -- The German government has committed to extend until December this year the much-regarded Food for Work Program that enables local folks to initiate undertakings with free provision of food, specifically on the community level. This program started during the administration of former Governor Imelda Dimaporo under the World Food Program (WFP) which has been handled by the Office of the German Technical Cooperation (GTZ) under the project called Emergency Operations Philippines-Assistance to Conflict Affected Mindanao. Likewise, the German government propels this program to the needy families to far-flung municipalities especially to schoolchildren in public schools as recipients of the program. Now, WFP is still on the right track as Provincial Governor Khalid Q. Dimaporo backs the program's thrust and direction. Provincial Social Welfare and Development Officer Federiza Samson said its office has just signed the second Memorandum of Agreement (MOA) with WFP covering the period of July to December (Christmas time) this year. World Food Program has been very successful with its 1st six months of implementation which started July 2006. The provincial government considered the program as fitting to the needs of the people specifically to conflict-affected areas. Based on observations one of the reasons of the students could not go to school is due to lack of nourishment. Intermittent power outages were experienced here and in the other Davao provinces, in Bukidnon, Maguindanao, North and South Cotabato, Sarangani, Sultan Kudarat and the cities therein, he said. Ferrer told MindaNews at around 3 p.m. that they were still awaiting details from their Iligan-based Systems Operations Group on what caused the problems at the Kibawe sub-station. Power was restored in Kidapawan City at around 4:30; in Davao City at around 4:45 p.m. At 6 p.m., Ferrer told MindaNews they were still awaiting word from the Systems Operation Group as to the exact cause. I caused a stir to be the first Asian teacher to win the “Intel Excellence in Teaching Award” in an international competition held in the U.S. Since its inception in 1997, no Asian teacher has received this award. But I think what created waves was, I am a Filipino, and I defeated 4,000 other teachers from around the world, including the American finalists in their hometown. Because of this, the Massachusetts Institute of Technology Lincoln Laboratory in Boston named a Minor Planet in my honor. There is now a Planet Biyo rotating around the sun which is located between Mars and Jupiter. What made me win in this international competition? What made me stand out from among the best teachers in the world? My road to attaining this international recognition is a very long 23 years of improving and harnessing my craft as a teacher. I consistently study and learn new skills to improve my method of teaching. I want my methods to be interesting, relevant, and fun for students. For just like any product, the measure of teaching success is clientele satisfaction. I finished a B.S. Biology degree from U.P. in the Visayas hoping to be a medical doctor. For lack of financial resources however, I took the first job opportunity available- teaching. Never did I regret this twist of fate. The day I entered the classroom, I knew I would be an excellent teacher. My first eight years of teaching were spent in a rural school. For lack of teachers in proportion to the number of students, I taught not only biology, but also other subjects outside my field such as English, Music, and Physical Education. The materials, equipment, and facilities for the type of effective teaching I had in mind were absent. These challenges however did not dampen my enthusiasm for the job. In fact, I became more creative and innovative. I believe that teaching and learning should not be confined within the classroom. Even during those first few years of teaching, I see to it that the science concepts I discuss inside the class would have social dimensions. Thus, I took an active role in school as moderator of the Rural Health and Science Education Committee. I designed outreach programs for students and teachers. Through these programs, students were trained to teach primary health care to the people in the barangays. They also taught barrio folks how to make cough syrup from plant extracts and soap from coconut oil. Students also gave lectures on environmental protection and conservation. Those eight years of teaching in a rural school has prepared me for greater challenges ahead. Working with the children of the poor has instilled in me the importance of service, compassion, and respect for human dignity. I have learned to love teaching, and I see it as an instrument for transforming the person and the community. After eight years of teaching however, I felt I had nothing more to give to my students. I resigned from my teaching job and enrolled as a full time M.S. in Biology student at De La Salle University in Manila. I was lucky to get a scholarship which included free tuition and a monthly stipend. To augment my stipend, I taught as part-time lecturer in the Biology department and worked as research assistant by one of the senior researchers in the university. This I did on top of my full-time MS load. I was so engrossed with my studies however, that I finished my M.S. degree in one year and five months only, after which, DLSU took me in as a full time assistant professor. Teaching college students at De La Salle University was an entirely new experience. With modern and sophisticated equipment at my disposal, my world opened to the wonders of scientific research. However, I still value the importance of nature as a big laboratory such that in my ecology classes, I would bring my students to the seas of Batangas, the rivers of Rizal, and the lahar-affected areas of Pampanga to conduct field studies. Pursuing my Ph. D. while teaching also enabled me to conduct researches which were presented in the country and abroad. Research is very exciting. It means sleepless nights, disappointments, physical and mental exhaustion. But the joy of discovering something new in nature makes it all worthwhile. While Manila has provided me with opportunities for professional growth, I still feel that my heart is in Iloilo. Thus, with an additional degree and one additional son, I brought back my family to Iloilo in summer of 1995. In June 1995, Philippine Science High School Western Visayas hired me as a Special Science Teacher. Only on its third year of existence, the school welcomed my suggestions and expertise. I helped develop its Science Research curriculum and introduced some innovations for teaching the course. Barely a year of teaching at Pisay, I realized that my role was not only to teach students but to train teachers as well. This I do by organizing workshops for teachers in the region. One day, I received a letter from the students. The letter said, “Dear Ma’am Josette, we know you are being groomed for directorship of the school, and you would want to be the director someday, given the chance. The thing is, we don’t want you to be the director. We just want you to be a teacher. Pisay needs teachers like you. The Philippines needs teachers like you.” Their letter touched me deeply. When I won the Metrobank Foundation Award in 1997 as one of the outstanding teachers in the country, the Pisay community gave me a poster. The poster was a white cartolina filled with signatures of students, teachers, and the non-teaching staff. In the center was a painting of a rose, and the message which says, “You are the song that plays so softly in our hearts; that gives us inspiration to aim for greater heights and bigger dreams. Congratulations. We are so proud of you.” In 1998, I won another national award as one of “The Outstanding Young Filipino” formerly known as the TOYM in the field of Secondary Education. Last year, I won the “2002 Intel Excellence in Teaching Award” in an international competition held at Louisville, Kentucky from May 10-17. In Kentucky, I presented to the panel of judges and to about 150 teachers from all over the world my method of teaching Science Research to my students in Iloilo. I told them that the Philippines is a third world country blessed with abundant natural resources. However, we face problems such as the rapidly declining environment and the lack of equipment and facilities for scientific endeavors. Faced with this situation, I introduced innovations and strategies for teaching the course. These innovations included: a) building a scientific library, b) conducting field studies, c) establishing linkages with research institutions in the country, d) holding science forums in school, and e) teaching students laboratory and field techniques which would help them in the conduct of their research work. The judges and teachers from different parts of the world were amazed that even in the absence of sophisticated equipment, my students were able to produce quality research outputs beyond their expectations. At this point in time, let me show to you what we do in our Science Research class… ( a five minute power point presentation of my class activities). I went to Kentucky with three high school students from the Manila Science High School, and one student from the Mindanao State University-Iligan Institute of Technology. These students competed in the International Science and Engineering Fair which was held back to back with the teaching competition. The students from Manila Science competed for a team project in Physics, while the student from Iligan competed for the individual category in the field of Microbiology. These students were competing with 1,200 other students from around the world. May 17, 2002 was a glorious moment for the Philippine delegation in the U.S. When it was announced that the student from Iligan won second place grand award for Microbiology, our delegation was ecstatic. When it was announced that the students from Manila Science won first place grand award for Physics, our group was delirious. When the grand award for “Excellence Teaching” was announced, and for the first time in the history of the event an Asian teacher won, and a Filipino, there was a standing ovation from the crowd as the Philippine flag was waved in the air. The Philippine delegation’s road to success in Kentucky was far from smooth. We almost never made it to the U.S. Our visa interview was scheduled on May 29 when we were supposed to be competing in the U.S. by May 10. Almost desperate, we went to the Department of Foreign Affairs for help, only to be told that the Office cannot give us an endorsement letter to the U.S. Embassy because they cannot guarantee that we are coming back. It was a painful experience for me and the students. Anyway, we were able to get our visa on the last minute the most unconventional way, and brought glory to this country. Let me show to you the scenario during the first day of the teaching competition…. When I entered the judging area, one table in front was occupied by the board of judges. At the right side of the room, the table was occupied by the finalist from China and her supporters. The table at the left side was occupied by the finalists from U.S.. and their supporters. The center table for the Filipino finalist was empty. I sat there alone. I went to the U.S. bringing a CD for my presentation. I also brought some transparencies and a white board pen in case my CD won’t work. Coming from a third world country, I was prepared for the worst. It turned out, I was the only finalist without a notebook computer. Luckily, one American finalist lend me his computer; but before doing so, he gave me a brief lecture on the parts of the computer and its use. I was the fourth presenter. When it was my turn to present, a panel member asked if I needed an interpreter. I said, “No thanks.” A personnel from Intel volunteered to run my presentation. I said, “I can do it.” After my presentation, they said, “Wow, you’re so cool. You know more than us!” What am I telling you? That despite our country’s limited resources, Filipinos can compete globally given the proper training, support and exposure. Our winning at the international scene may not reflect the general condition of science education in the country. But with our concerted efforts, my dear fellowmen, we can move this country forward and show the world that we are a globally competitive race. Last May, I was in Cleveland, Ohio to present my methods of teaching to 150 teachers from 17 countries. I also served as the team facilitator for the Spanish-speaking teachers from Brazil, Costa Rica and Argentina. Last August, I gave a demonstration lesson to educators from the third world countries of Laos and Cambodia. Filipinos are indeed talented and will excel at the international level in their individual capacity. But as a country, we lag behind. This is because we lack the spirit of community which is very strong among progressive nations. When I went home to Iloilo after the competition in the U.S., my school gave me a very warm welcome. During the convocation, students and teachers expressed how proud they are of me. I told them, “I am very proud of you too. It is you who has brought me to where I am now. Our experiences together has brought world attention to the fact that hey, there’s a world-class school out there in Iloilo; a school with world-class teachers and students. I told the teachers and I quote Mr. De Quiros that “being world-class doesn’t mean going internationally and showing our best out there. Being world-class is passion and commitment to our profession. Being world-class is giving our best to teaching. Being world-class starts right inside the classroom.” In winning this international award, I do not claim to be the best teacher of the land. There are thousands of best teachers out there, working silently, giving their hearts to teaching, without thinking of benefits or rewards. I salute these teachers. In winning this award, I believe I was just commissioned by somebody up there to deliver the message that indeed, Filipino teachers can be world-class teachers. In winning this award, I have shown to the world that Filipinos can be world-class if they choose to be. And more importantly, I have shown to my fellow Filipinos that they can be world-class if they choose to be. That if we do our best, we can conquer the world. During the panel interview in the U.S., one judge asked me, “You have a Ph.D. in Biology, why do you teach in high school?” I answered, “And who will teach these kids?” Another judge asked if how much am I paid for all my pains. They were shocked when I told them that I am getting a net pay of not more than $300 a month. When your job becomes your mission, your primary concern is giving your best in everything you do. Knowing that you have contributed significantly towards the creation of a product which can make a difference in your company and the larger community is reward in itself. Believe in what you are doing. Believe that you can make a difference. Believing however doesn’t mean you have to stop from where you are now. Believing is improving your skills and maximizing your potential. With determination and the will to win, your company can conquer the world. This program done in cooperation with the Lanao del Norte Provincial Government under the World Food Program (WFP) has been handled by the Office of the German Technical Cooperation (GTZ) under the project called Emergency Operations Philippines-Assistance to Conflict Affected Mindanao. Likewise, the German government propels this program to the needy families in far-flung municipalities and schoolchildren in public schools. Now, WFP is still on the right track as Provincial Governor Khalid Q. Dimaporo backs the program's thrust and direction. Provincial Social Welfare and Development Officer Federiza Samson said its office has just signed the second Memorandum of Agreement (MOA) with WFP covering the period of July to December (Christmas time) this year. She said the WFP has been very successful with its first six months of implementation, which started July 2006. The Provincial Government considered the program as fitting to the needs of the people specifically to conflict-affected areas. Samson said the willpower of GTZ to convert a conflict-affected zone into a peaceful and productive place bares its mission to achieve genuine development with lasting peace. Part and parcel of this WFP is the provision of productivity (livelihood), moral formation and physical development. WFP has inclined this mass-based program as a worthwhile approach enabling to minimum basic needs of the masses: food. Each student would receive 1 kilo of rice per day. Based on observation, one of the reasons of the students could not go to school is due to lack of nourishment. Wielding ideas and optimism, leaders of the 57-75 Movement met Thursday in Dasmariñas Village in Makati City to hatch their plan to pursue the mission of pulling up the learning curve among Filipino students and boosting the national basic school aptitude average. “Education is the most commonly mentioned social problem that we need to address, and the problems of education are so huge…so you really need a large-scale effort from both the private sector and government to address the problem,” said Joel Pagsanghan of the Foundation for Worldwide People Power (FWWPP), a member of the movement. “That’s how 57/75 comes in. It’s a coming together of many organizations already involved in education, a coming together of groups to have a bigger, collective impact,” he told the Philippine Daily Inquirer, parent company of INQUIRER.net. Launched two months ago, 57-75 was so named to represent its aspiration: elevating the basic education achievement test average from around 57 percent in school year 2004-05 to the passing mark of 75 percent. It has become the largest confederation of education reform organizations in the private sector since a consortium discussed how to further expand its reach in the corporate community in 2006. As the group puts it, 57-75 “is an expression of confidence in the capacity of our children, their teachers, our schools and our society to rise from mediocrity, with support.” The movement was borne out of the FWWPP's Education Revolution, an advocacy launched in 2002 by its founder, Eugenia Duran Apostol, who is also the Inquirer’s founding chair. The campaign sought to gather all education stakeholders in a grassroots-based effort to beat the education crisis. On the road to fulfilling such goal, the 57-75 counts as members major Manila-based corporate organizations, including the FWWPP, League of Corporation Foundations; Philippine Business for Education, Philippine Business for Social Progress; Ateneo Center for Education Development; and the Ayala Foundation. It is now looking to expand its membership by inviting corporate foundations from other parts of the country to do their part in the campaign. “We are now broadening the corporate sector support for this. What’s happening is the local government and the local education divisions are rising to the challenge. The companies should now do their part to complement [that] initiative,” Pagsanghan said. As conceived, the movement sought to serve as an alternative education reform campaign, said Pagsanghan. It aspires for specific learning outcomes among students instead of duplicating the already common program of repairing dilapidated schools, adding more chairs or putting upgraded computers in school laboratories. “This is a big shift from what has been happening before, where you have basically charitable giving, [corporate] dole-outs, and there’s no performance expected [later],” he said. The 57-75 has embarked on a pilot reform program in selected schools in Bayombong, Nueva Vizcaya; San Isidro, Nueva Ecija; Pampanga; Guimaras; Iloilo City; and Iligan City. The Ayala Foundation’s Mario Deriquito, head of the 57-75 working group, said the places were selected based on the dynamism of their local government units, civil society groups, and the Department of Education divisions. “We wanted a higher probability of success, so we identified areas where there are proactive government officials [and] dynamic school superintendents, and then we also looked at potential corporate partners,” Deriquito said. Elementary schools within the divisions were selected based on their students’ rating in the recent National Achievement Test. Lower performers were listed for the program. The movement implemented a program directed toward curbing school attrition or the fallout of enrollees at every grade level, improving lesson comprehension, and ultimately uplifting the average rating in achievement tests. “Dropouts are most typical in Grades 1 and 2 because of poverty and malnutrition. In terms of literacy, comprehension becomes most important in Grades 3 and 4…For instance, they get low grades in Math, that’s not because they can’t do Math but rather because they didn’t understand the textbook,” said Pagsanghan. Achievement rating would be most important in the last two years in elementary school, he added. “That should be the problem, instead of just looking at solving problems about leaky roofs, the lack of classrooms, year after year. Solving the problem of facilities is a means to an end, not an end in itself,” Pagsanghan said. “What is important is to achieve learning outcomes: retention, comprehension, and achievement,” he said. To reverse the trend, the 57-75 has started the project sites in partnership with local participants. It has helped pilot schools identify problems hampering good scholastic ratings and thinking up ways to address them. “In the six areas, we have organized education summits where they gather stakeholders -- local business, parent-teacher associations, civic groups, NGOs and schools. And then they look at their education situation, from where they develop the plan on how to address the problems,” Deriquito said. “The plan and the projects are generated on the ground. They also provide their own resources, then corporations and donor individual from outside come in to fill in the gaps,” he added. As it faces a “gargantuan” task, the 57-75 is aware that the revolution will be a long a difficult fight. “The idea is to have synergy. Instead of us having our own efforts independently, and the effect is little, this movement is an attempt to focus private sector initiatives. What we’d like to see is progressive improvements. It doesn’t need to be dramatic right away,” said Pagsanghan. Budget Secretary Rolando Andaya Jr. said the roads and bridges will benefit residents in provinces that are rebel-infested as well as in Mindanao where secessionist and terrorist groups are operating. “We are just creating a new project category in next year’s budget to underscore the government’s commitment of using infrastructure in promoting peace and development in many parts of the country,” Andaya said. The peace roads form part of the P115 billion worth of infrastructure projects that the government will undertake next year, Andaya said. The bulk of the infrastructure spending will go to the Department of Public Works and Highways which will undertake P75.3 billion worth of projects, including the 18 peace roads. Under the department’s proposed P93.5-billion budget for 2008, the 18 projects are officially designated as “roads to support peace and development in Mindanao and other conflict areas.” The road projects include the concreting of Marikina-Infanta Road in Quezon, worth P700 million; concreting of San Narciso-San Andres Road in Quezon, worth P170 million; concreting of Villaba-Leyte Road in Leyte, worth P22.3 million; and concreting of Palapag-Mapanas-Gamay-Lapinig Road in Northern Samar worth P80 million. The other peace roads are the Zamboanga West Coast Road, Gutalac-Siocon-Sirawai-Sibuco Sections in Zamboanga del Norte, worth P450 million; Dipolog-Punta-Dansullan Sergio Osmeña Road in Zamboanga del Norte, worth P10 million; Tangub-Bonifacio-Don Victoriano Road in Misamis Occidental worth P20 million; and the Iligan-Bukidnon Road in Lanao del Norte, worth P5 million. Music: i'm from IIT, so i'd be a little biased. i have little knowledge of other good musicians(?)... kasi ehehe. so here goes: OCTAVA - they just finished touring Malaysia, i think. very good. their pianist is my teacher in Music...a genius! ;) ECHOES - they're more into pop. good vocals. oh yeah, the city government's own "choir" is also good. =) i think their choir's name is the anahaw...something. hehe. basta, they'r good. Theatre: IPAG is aslo known for theatre productions. they usually use the "arena" type of stage wherein a limited number of people "encircle" the acts. at first, maninibago ka but then afterwards you'll realize that theatre is best appreciated this way: up-close, as if you're also part of the act. some of their good productions: Mingming,kwits,new yorker sa tambacan... i'm not really sure if the yearly "drama" at the public plaza falls under theatre. oops i even forgot the word to call it. hehe the act dramatizes dialogues between archangels and ends with the defeat of once-angel Lucifer by Archangel Michael.
