I think 25 to 30 plus teams participated..... The list is endless since some teams showed up at the venue.. A motorcade was held starting from Pryce Plaza properties and ended at the City Plaza. The event started at 2pm and ended around 9pm. I left the area around 6pm. Too bad I forgot to recharge my digicam the day before.....So I wasn't able to take pictures on most of the performances.

WITH over a dozen entries all ready to go all-out for battle royale, the Cagayan de Chess Club is optimistic in putting up a serious threat in the 2007 Iligan Open Fiesta chess tournament sometime this month.
National Master Levi Mercado and former National Shell Junior champion Bryan Jose lead the Oro cast boosted by the likes of candidate master Johnnel Balquin, Jake Gonzales, Sonny Lumancas, Jaime Frias, Rey Abbu, Nazario Ubanan, Lolong Coquilla, Jay Obsioma and Cris Cubero.
"Gawas sa taga Iligan, mora'g ang mga Davao players ra ang kusog nga ilang ma-engkwentro kay naa man say ongoing nga tournament sa Cebu," said Jokorn Maestrado who elected to stay.
Prizes at stake in the two-day tourney to be played at Alfresco Restaurant are P15,000, P8,000, P5,000 and P3,000 for the top-four winners. Fifth to 10th placers will get P500 each.
After the Iligan tourney, some of them will be joining 2007 National Shell qualifiers Lennon Hart Salgados and Antonio Chavez Jr. in a 10-man round robin event (30 minutes time control) supported by former city councilor Lawyer Roy Hilario Raagas, Oro Chowking magnet Ferdie "Master" Padilla and MRD manager James Abucejo.
"It's going to be a three Saturdays skirmishes atop the checkered board featuring who's who in Cagayan de Oro chess depending on the turnout of resources from our sports-loving friends," the organizers said.

Dychauco: Chinese Mooncake Festival (Mid-Autumn Harvest Moon)
By Ed Dychauco
Pots and Pans
Monday, September 24, 2007
WHAT is Moon Cake festival? On the 15th day of the eight month of the lunar calendar, the moon is said to be at its maximum brightness and Chinese all over the world celebrates "zhong qiu jie" or Moon Cake festival, sometime also known as Mid-Autumn Festival. This year, the Moon Cake festival falls on September 25, tomorrow. This is the 2nd most popular traditional holiday among the Chinese, after New Year.
There are many legends surrounding the Moon cake festival. One very famous ancient story goes like this...Children are usually told of a story about a moon fairy staying in a crystal palace who would come out to dance on the moon's shadowed surface. (Hence, one can see pictures of pretty Chinese ladies in moon cake boxes or tins). The ancient legend is about this lady living in the moon when there are 10 suns appearing all at once in the sky. The Chinese Emperor then ordered a famous great archer to shoot down the nine extra suns. When the task was done, the Goddess of the Western Heaven gave the archer a pill that would make him immortal as a reward. However, the archer's wife found and took the pill and was banished to the moon. More ever, the legend says that this lady's beauty is greatest on the Moon cake festival.
However, there is another very famous legend about the Moon festival which is about Chinese history. During the 13th century, the Chinese were overrun by the Mongols but were thrown off in 1368 AD. Mongols don't eat moon cakes, so they were the perfect item for hiding and passing the plan for rebellion. Families ate the moon cakes on the day the rebellion took place. Another legend says that the moon cakes were used to hide secret messages and were passed to the families and the rebellion took place on the Moon festival.
Fast forward to today, Chinese people in the Philippines celebrate Mid-Autumn festival with Lion dances, feasting, moon gazing and moon cakes, of course! Traditionally, in our family and most of the Chinese families, Chinese associations and the like, celebrates Moon cake festival either on that specific day or within those days with a game. Starting with 1 major prize (the biggest Moon cake or Hopia as we fondly call them), 2-2nd prizes, 4-3rd prizes, 8-4th prizes, 16-5th prizes and 32-6th prizes (the smallest hopia). Sometimes, the hopia is changed to more practical items like canned goods, novelty items, etc. with the 1st prize being the most expensive item. The game is played with six dices. Whoever gets to win the top prize is said to have good luck the whole year.
Many kinds of Moon cakes are now available in Chinese bakeshops which are usually given away to close friends and families, ranging from the ordinary and affordable mongo-filled Moon cakes to expensive high-end lotus seed paste, red bean paste and black bean paste, they are also filled with watermelon seeds, a salted egg-yolk (representing the moon), dates, fruits, nuts, sesame seeds and many, many others. Approximately 3" in diameter and 1-11/2" thick, these modern Moon cakes are quite filling. They are usually cut into 4 pieces, or in quarters and shared around. Some even have 4 egg yolks, representing the 4 phases of the moon. Mind you, these are not for the weight-conscious people because they are very high in calories!
Incidentally, the Misamis Oriental Filipino Chinese Chamber of Commerce & Industry (MOFCCI) just had the annual "game" last September 21, 2007 at the Grand Caprice Restaurant.
Below is a basic Moon Cake recipe
***
9 ounces lotus seed paste
1/4 cup finely chopped walnuts
Dough
2 cups all-purpose flour
1/4 cup non-fat dried milk powder
1 1/2 tbsp. baking powder
1/8 tsp salt
2 pcs eggs
1/2 cup sugar 1/2 cup shortening, melted & cooled
1 pc egg yolk, lightly beaten
Procedure:
1. Mix lotus seed paste and walnuts together in a bowl; set aside.
2. Sift flour, milk powder, baking powder, and salt together. Beat eggs on medium speed until light and lemon colored. Add sugar; beat for 10 minutes. Add melted shortening; mix lightly. Fold in flour mixture. Turn dough out on a lightly floured board; knead until smooth and satiny. Divide dough in half; roll each half into a log. Cut each log into 6 equal pieces.
3. Roll a piece of dough into a ball. Roll out on a lightly floured board to make a circle about 1/8-inch thick. Place a tablespoon of paste mixture in center of dough. Fold in sides of dough to completely enclose filling; press edges to seal. Lightly flour inside of moon cake press with 2-1/2 inch diameter cups. Place moon cake in mold; flatten dough. Bang one end of mold lightly on work surface to remove moon cake. Place cake on ungreased baking sheet. Brush tops with egg yolk.
4. Bake in a preheated 375 degree F. oven for 30 minutes or until golden brown.

g0Rs September 24th, 2007, 02:00 PM Iligan City Celebrates Diyandi Festival
By: Richel V. Umel
ILIGAN CITY - September 20 marks the first day of the nine-day novena in honor of the Iligan City’s patron saint Senior San Miguel, the Archangel.
Dubbed as “ Pagpakanaug “ or the lowering of the miraculous image of Senior San Miguel, the rites will be done in a celebrated mass at 7:00 in the morning at the Iligan City Cathedral to be officiated by Bishop Elenito Delos Reyes Galido. During this event, thousands of catholic devotees from Iligan and other parts of Luzon, Visayas and Mindanao will throng to the area to fulfill their vows (“Pana-ad”).

Alingatong, you might want to invest in various lens filters, too (and lenses, of course!). One such filter, called a "star filter" makes spots of light appear as "stars". They add a nice touch to fotos, and lend a more professional touch to your work, as well.
But then again, I'm not familiar with digital cameras. I used to work with manual SLR cams only.

djLeX, no offense, but candidly, I believe the city can do better than this, IF it could just afford the salary level of a professional web developer, or secure the services of one who will do it for less, or even free.
A few years ago, the city availed of the free services of an American, Mr. Janou Milligan, whose wife is an Iliganon, to build its website. It was practically a labor of love and he asked nothing in return for it, except to post ads (in the future) from which he could earn for his work.
In its infantile state, the site became a model in the region, not just because of its aesthetics, but also because of its content and functionality.
I'm wondering why the city stopped working with him.
Otherwise, why doesn't the city tap the services of MSU-IIT if it can't get hold of Mr. Milligan anymore?

tough September 25th, 2007, 04:28 PM PGMA inaugurates security cam system in Iligan City
Iligan City (25 September) -- President Gloria Macapagal-Arroyo recently switched on the button for the official operation of the multi-million surveillance and security camera system project of the Iligan City local government unit.
Arroyo inspected the computer systems and took a look on the computer monitor showing the peace and order situation in all public markets, public plaza, shopping malls, churches, commercial/business establishments, among other areas where the 40 units of surveillance cameras were installed.
The president congratulated Iligan City Mayor Lawrence Cruz and its city councilors for the realization of the P8.9-million project and also the Iligan City Police "for the new equipment" that would protect the people and their communities from threats of lawlessness and terrorism.
The President then inducted the 992 purok/zone presidents of the 42 barangays of the city and witnessed the pledge of loyalty and allegiance of some 2,000 civilian volunteer organizations (CVOs) to augment the ongoing campaign against crime and lawlessness. (PIA-7/MBCN)

tough September 25th, 2007, 04:49 PM PGMA may tap local phone firms for Nat'l Broadband Network and Cyber Education Project
MONDAY, SEPTEMBER 24, 2007 | TELECOMMUNICATIONS
ILIGAN CITY - President Gloria Macapagal-Arroyo assured today business leaders here that despite the suspension of the $329-million National Broadband Network (NBN) deal with state-owned Chinese telecom provider ZTE Corp. and the cyber education project, her administration will continue to look for an alternative way to fulfill her digital infrastructure dreams for the entire country that would provide high-end learning methods not only for students in the urban communities but also in the rural or far-flung areas.
The President issued the assurance as she directed Transportation and Communications Secretary Leandro Mendoza to ask local telephone companies how they can help the government fill the gap created by the suspension of the NBN project.
She issued the directive during her speech before some 300 businessmen and investors who attended the Iligan Business Forum held this afternoon at the 7th Floor Sky Room of Maria Cristina Hotel here.
Last Saturday, the President suspended the implementation of the NBN deal and the cyber education project due to escalating political noise the two projects have created. The President directed Trade and Industry Secretary Peter Favila to convey her order to his Chinese counterpart.
The President told Iligan businessmen that her administration would increase its investment for better social services in the form of health insurance subsidies for the indigent families, food for school children, and for construction of more school buildings, acquisition of new textbooks and teaching materials, and training programs for teachers and school administrators.
"We have moved on as a nation. The people are much, much more concerned about taking advantage of our economic progress than to backslide to political protest," she said as she stressed the fact that Filipinos now prefer peace, order and stability.
"We have been through many upheavals. Time and again, the people have indicated we want a stable government and economic progress. That is what we are getting now. That is the sentiment, I believe, will prevail," the President added.

tough September 25th, 2007, 06:13 PM djLeX, no offense, but candidly, I believe the city can do better than this, IF it could just afford the salary level of a professional web developer, or secure the services of one who will do it for less, or even free.
I agree with you @langyaw
However, I'm still satisfied with their work. :okay:
Just keep it guys!

tough September 25th, 2007, 07:11 PM PGMA graces Iligan business forum
Iligan City (25 September) -- "We celebrate St. Michael's Feast Day with the good news that our economy has reached a new level of maturity and stability with some of the strongest macroeconomic fundamentals in 20 years," said President Gloria Macapagal-Arroyo during the recently concluded Business Forum at the Maria Cristina Hotel in Iligan City.
The President, who spent part of her childhood days in the City, said the country is on a path to permanent economic growth and stability, adding that the world is taking notice that the Philippines is one of the best values in Asia for domestic and foreign investors.
President Arroyo emphasized that her administration is now consolidating long overdue human and physical infrastructure, including the Iligan-Bukidnon road, with a budget of P1-billion, set to be completed by the year 2012.
She said that a P50-million budget was recently released for the project and another P50-million from 2008 budget was allocated to the City for the Iligan Circumferential Road (C-3) which is one of the City's vital road systems projects.
"The Department of Public Works and Highways (DPWH) has already prepared the feasibility study on this project," the Chief executive added.
During the event, a joint resolution on the issues and concerns of the business communities in the area was presented to the President, as well as a joint resolution supporting her economic programs. (PIA-Lanao del Norte)

by Mario O. Edmilao
Taking care of the lowly, the poor indigent constituents are the priority concern of the Cruz Administration ever since of its political life. Cognizant of the early plight of these unfortunate sector of society seeking any form of assistance from the city executive, Mayor Lawrence “Kiko” Lluch Cruz created an unprecedented program called “SERBISYO ALAS 6-AKSYON AGAD” under Executive Order No. 252, Series of 2007. Heading this program is Chief Action Officer Mario O. Edmilao, as Chief Program Coordinator with Ladie Nadorra and Willy Maglasang whose staff comes to City Hall as early as 6:00 in the morning to serve, assist and provide coffee and bread to early clientele whose need immediate attention and concern of the City Mayor.
From August 1 to September 11, 2007, the Program has already assisted, served and helped 285 needy constituents in a form of small financial assistance, transportation, hospitalization, free medicines, funeral aid and miscellaneous community problems such as relocation and other petty social-economic auxiliary services. Some of these problems are referred to Department Heads concerned to be acted within 72 hours as mandated by the executive for speedy action. Eighty five percent (85%) f two hundred eighty five (285) which is equivalent to Two hundred forty two (242) clienteles whose problems are referred to the staff are immediately attended to with dispatch and only Fifteen percent (15%) or Forty three (43) of which are referred to the City Executive.
This service-oriented program is an extra mile walk of the Cruz Administration to respond to the needs of the poor.
This is how Program comes into action. In the meantime, the PEOPLE’S COMPLAINTS & ACTION CENTER or PCAC headed by Chief Action Officer Mr. Mario O. Edmilao has settled a precedent-setting case of one senior citizens RUFA LUMACAD BILIRAN, 73 years old, by causing Mindanao Sanitarium Hospital and Mercy Community Hospital to refund her the 20% disco;unt which is due her under R.A. 9257.
The late Rufa Biliran filed her case with OSCA sometime on April 2007. However, OSCA referred the case to PCAC for assistance and investigation. When PCAC conducted its fact fining investigation with these two private hospitals, the case was referred by the Mindanao Sanitarium Hospital by refunding Mrs. Biliran the amount of Thirty one thousand five hundred twenty seven & 46/100 (P 31,527.46) representing her 20% discount as provided by law.
Likewise, Mercy Community Hospital refunded Mrs. Biliran the amount of Three thousand six hundred eighty nine & 25/100 ( P 3,689.25) representing the 20% discount after PCAC conferred with Sister Rosa, the hospital directress. It took PCAC only 15 days to settle this case from August 7 to August 22, 2007. In view of such speedy action, the Biliran family sent a Letter of Appreciation to Hon. Mayor Lawrence Lluch Cruz, City Mayor of Iligan, dated August 22, 2007, extending their heartfelt gratitude for causing to settle their case for a short period of time.
Such how the CMO In Action is perceived by the public.

g0Rs September 26th, 2007, 02:11 PM President Arroyo cites leading infra projects in NorMin
by Rutchie Cabahug-Aguhob
(26 September) -- Improved infrastructure attracts more business to come in. Better infrastructure allows business to do things efficiently and effectively, thus increasing the country's competitiveness.
This is the message that Pres. Gloria Macapagal-Arroyo conveyed to the people of Northern Mindanao when she visited Iligan City before she left for New York to address the United Nation's General Assembly, this week.
The President was in Iligan to address the business forum of the different business chambers and independent businessmen of the city and the whole province of Lanao del Norte.
"We are committed to consolidating the gains in new revenue by making long overdue investments in human and physical infrastructure that includes billion of pesos in education, health, training and infrastructure to upgrade the competitiveness of the Philippines," she said.
The President, particularly, mentioned in her speech which she delivered in the Visayan dialect the following infrastructure projects in Region 10 and its neighboring areas:
The Panguil Bay Bridge that will connect Misamis Occidental and Lanao del Norte and the Laguindingan Airport in Misamis Oriental that received almost Php1.0 billion funding and its civil works started February, this year.
The Iligan-Bukidnon Road with a budget of more than Php1.0 billion scheduled to be completed in 2012 with an initial release of Php50 million.
The Iligan Circumferential Road-3 which is actually a city road but whose feasibility study was conducted by the Dept. of Public Works and Highways (DPWH) and has a 2008 allocation of Php50 million from the city government.
Again, the President said Php200 million have been earmarked for the Farm-to-Market Roads (FMR) in Mindanao, this year, 24 of which will be constructed in Lanao del Sur and seven (7) others in Lanao del Norte to include the Tangkal-Tinago Road in Linamon, also of the same province, to improve its agriculture and tourism development.
Moreover, Pres. Arroyo said another Php200 million, out of the country's monthly allocation of Php500 million for irrigation projects will be used in the island.
"A great part of this allocation for Mindanao irrigation projects will be used to improve the Malaig Irrigation Project in Butig, Lanao del Sur," the President added. (PIA 10)

g0Rs September 26th, 2007, 02:21 PM Our economy has reached new level of maturity - PGMA
by Rutchie Cabahug-Aguhob
(26 September) -- "We celebrate St. Michael's Feastday with the good news that our economy has reached a new level of maturity and stability with some of the strongest macroeconomic fundamentals in 20 years."
This was the greetings of Pres. Gloria Macapagal-Arroyo to the participants of the Business Forum recently held in Iligan City, which was among the activities lined up in observance of the city fiesta in honor of St. Michael Archangel on Sept. 29, this year.
"We have aimed high and have met the challenge. Six years ago, no one thought we could get more revenues, cut down on tax cheats, strengthen the peso and move the stock market," the President said.
"And no one thought we could bring our budget into balance, pre-pay our debts and raise employment, but we have," she stressed.
In her speech, the President also said that today, our country is on a path to permanent economic growth and stability as investments are pouring in.
"The peso is strong, our stock market has reached historic heights and we have created six million jobs in six years. And the world is taking notice: the Philippines is one of the best values in Asia for domestic and foreign investors," she gladly announced.
Just yesterday, Secretary Margarito B. Teves of the Dept. of Finance (DOF) said the country's improved performance is expected to remain on track and economic growth will likely stay well-supported by household spending, business investment and government spending, despite the prospect of weaker exports.
Meanwhile he said the government had a budget surplus of Php13.9 billion in August, this year, the second surplus in a row and this is attributed to the improved collections by the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BoC).
The Finance Secretary also said he is confident the budget deficit would come in within the targeted Php63 billion for the year and attain a balanced budget by 2008. (PIA 10)

tough September 26th, 2007, 09:30 PM AMEX expects RP Peso to hit P42:$1 level
Manila (26 September) -- The American Express (AmEx) Bank, in its currency outlook for September-October this year, expects the Philippine peso to strengthen to as high as Php42:$1 in the next three months due to the country's improved macroeconomic fundamentals and reduced global investor aversion to emerging markets.
The improved fiscal performance is expected to remain on track and economic growth will likely stay well-supported by household spending, business investment and government spending, despite the prospect of weaker exports.
The bank assigned a 15-percent risk of the peso depreciating by over 10 percent against the dollar in the next three months. Over a 12-month period, AmEx sees the peso holding at about 44:$1.
Rising confidence of both local and foreign businessmen to do business in the country is reflected in the 26 per cent increase in investments from January to August and is expected to create 93,164 new jobs. The Board of Investments (BOI) and the Philippine Economic Zone Authority (PEZA) had a combined project approval of 494 projects worth P158 billion which is higher than the P126 billion recorded during the same period last year.
Foreign investors committed P80.7 billion or 51 percent of total investments while local businessmen committed P77.4 billion.
Manufacturing and real estate industries continue to attract new businesses. Majority of the investments was for the manufacturing sector with P60.61 billion. It grew by 93 percent primarily due to the capital infusion of Mabuhay Vinyl Corp. for the manufacture of caustic soda and hydrochloric acid and liquid worth P564.6 million, and Pilipinas Kyohritsu's production of automotive wiring harness worth P453.3 million. Real estate was a far second with P34.78 billion in investments.
Trade Secretary Favila expects more infrastructure investments to come in as the private sector has started to engage in the industry. Combined infrastructure and electricity, gas and water supply sector grew with the capital infusion of SN Aboitiz Power, Inc., a power generating plant in Isabela worth P27 billion, First Hydro Power Corp., a 112 MW Pantabangan-Masiay hydro Power generation project worth P7.7 billion, Montalban Methane Power Corp. worth P1.6 billion and Hedcor Tamugan, Inc., a hydroelectric power project worth P940 million.
Improved infrastructure attracts more business to come in. Better infrastructure allows business to do things efficiently and effectively, thus increasing the country's competitiveness. (PIA-MMIO)

tough September 26th, 2007, 09:36 PM IEM 2 Project
http://www.mvc.com.ph/images/news_01.jpg
As part of its thrust to improve competitiveness, Mabuhay Vinyl is embarking on a modernization program to convert and expand its Diaphragm Cell Plant into an Ion Exchange Membrane (IEM) Plant for producing liquid caustic soda, hydrochloric acid and liquid chlorine.
The project has been registered with the Board of Investments with an annual capacity of 24,000 DMTPY of caustic soda, 50,000 LMTPY of hydrochloric acid and 5,500 MTPY of liquid chlorine under the Retention, Expansion, and Diversification (RED) Program on a Pioneer Status. With such status, the project is entitled to duty free importation of capital equipment and six years income tax holiday.
The plant will use the latest n-BiTAC electrolyzers from Chlorine Engineers Corporation of Japan. Aside from this, totally new sections will be installed such as the secondary brine filtration, secondary brine purification and brine dechlorination units. The HCl Synthesis Unit and the Caustic Evaporation Plant will likewise be upgraded to a fully automated system using the latest instrumentation and process control.
Construction of the plant was awarded to Philippine Iron Construction and Marine Works, Inc. (PICMW). The Plant is expected to be on stream by mid 2008.

I played that the Iligan Golf course course twice. It's a classical design, with tree lined fairways and gentle dog legs. Greens a relatively small and flat. it has 9 holes only but worth the effort. If only they can improve the "clubhouse". it is slightly better than a sari-sari store.

djLeX, I know Alingatong, iliganonboy, jcbroken, et. al., who've posted pix in this forum would not mind their pictures also getting posted in the city's website. But it's just proper that FIRST you get their permission. And second, sources be given credit for their work, especially since they're not asking payment for the pictures. g0Rs September 27th, 2007, 04:40 PM Lanao Norte 1st district representative finally proclaimed
By Richel Umel
Inquirer
Last updated 02:50pm (Mla time) 09/27/2007
ILIGAN CITY, Philippines -- The special Provincial Board of Canvassers (PBoC) of Lanao del Norte has proclaimed former Iligan City Councilor Vicente "Varf" Belmonte as the winning congressional candidate for the province’s first district, including this city.
Belmonte’s proclamation on Wednesday came after the second division of the Commission on Elections (Comelec) in Manila finished the canvassing of the certificates of canvass (CoCs) from the district, which also includes the towns of Linamon, Kauswagan, Bacolod, Kolambugan, Maigo, Tubod and Baroy.
Belmonte, of the United Opposition, garnered a total vote of 60,054 over his closest rivals, Angelique Badelles of Kampi (Kabalikat ng Malayang Pilipino or Partner of the Free Filipino), who took 46,630 votes, and former Lanao del Norte governor Imelda Dimaporo of Lakas, who got 44,343 votes.
Reached by the Philippine Daily Inquirer, parent company of INQURER.net, on Thursday, Belmonte said he already took his oath of office before Iligan City Councilor Voltaire Rovira, who is also one of his lawyers.
Badelles had long conceded defeat based on figures from CoCs furnished to her party but Dimaporo said her lawyers are now studying what moves to take against Belmonte’s proclamation.
Dimaporo told the Inquirer she is not yet giving up the fight.
The delay in the proclamation of the winning candidate for the first congressional district was caused by the discovery of allegedly tampered CoCs from Maigo, Kauswagan and Bacolod towns during the provincial canvass in May.
Initial figures, including those of the so-called tampered CoCs, Dimaporo was leading by over 10,000 votes.
But Belmonte filed petitions before the Comelec for the exclusion of the questioned CoCs and urged the poll body to instead use its own copies and those of political parties in the canvassing.
"It’s over now. Justice and truth have prevailed," he said.
Belmonte said among his priorities will be the delivery of development programs for his district and the creation of a separate district for the city.
Vice Mayor Henry Dy said the creation of a separate district would be a welcome development.
"Iliganons have long dreamed of a separate district because it will pave the way for more developments," he said.

g0Rs September 27th, 2007, 04:42 PM Rethink agricultural policy on ‘safe foods’--green groups
By Ryan Rosauro
Inquirer
Last updated 06:56pm (Mla time) 09/27/2007
ILIGAN CITY, Philippines -- Environmental advocates have called on the government anew to rethink its agricultural policy along the goal of providing "safe and truly healthy foods" to consumers.
The call was issued in time for the international observance of Green Consumers Day Friday.
Salvador Feranil, chair of the Philippine Network of Rural Development Institutes (Philnet-RDI) in Mindanao, said they have long urged the government to adopt policies toward safe food production but "this important call has been drowned by the frenzy for bio-engineered crops."
Feranil said the government has been promoting the cultivation of genetically-modified varieties and the practice of chemical-intensive farming "in a dogged pursuit of the food self-sufficiency goal."
"This is the primary obstacle to initiatives at broadening the base of green producers to support an expected expansion of the number of green consumers," he said.
Feranil said consumers are "generally averse at consuming harmful food products" but because of limited supply choices, "they are haplessly resigned to the fate."
He said “green production” is a sustainable way of ensuring long-term health for the population.
Rhoda Ruth Pillerin, executive director of the Davao Provinces Rural Development Institute (DPRDI), said if government could not agree with the assumptions of the green farming mode, it must at least stay neutral on the issue.
She said government agriculturists have always been critical of the capability of green production methods to provide adequate food for the country.
But Feranil said Philnet-RDI has observed that the "experiences of small producers who are into sustainable farming practices show comparable yield to those engaged in chemical-based conventional farming."
Although these experiences need to be further studied, Feranil said these are already positive signs that they are on the right track.
Pillerin said in the case of rice farmers, the adoption of sustainable agriculture technology "admittedly does not promise high yield," but ensures low production costs resulting in higher economic returns.
By ensuring the increase in farmers' income, green production systems also "help confront rural poverty" according to a Philnet-RDI manifesto.
To further promote green farming methods, Philnet-RDI said the government must also provide assistance, especially to small producers of organically-grown agricultural products, in technology extension, and market access and development.
"Actually, there is already Executive Order 481 that mandates the promotion of organic farming in the country. All we need is to implement this," Feranil said.

tough September 28th, 2007, 02:52 PM TKC Steel to double production capacity with new equipment
By LIZA REYES
Publicy-listed TKC Steel Corporation is alloting P400-million for the purchase of blast furnace equipment that would double its steel production output to 700,000 metric tons per year from the current 350,000 MT per annum.
The equipment will be financed from proceeds of its follow on offering this November, the company said.
TKC Steel will offer up to 235 million common shares, which will increase the company's public ownership to 25 percent. The shares will have an offer price ranging between P8 and P11.50 each. Through the offering, TKC is expected to raise up to P2.6 billion.
"The blast furnace will be commissioned by the fourth quarter of 2008. This will replace imports of steel scraps because iron ore is readily available in the country." TKC Steel president and COO Anthony Dizon said.
The blast furnace equipment integrates steel production from raw materials such as iron ore or low-grade coal. At present, TKC relies on using imported steel scraps for steel billets production.
TKC Steel Corp. operates the former National Steel Corp. plant in Iligan through Treasure Steelworks Corp., and Zhang Zhou Stronghold Steel Works Co. Ltd. in Fujian province in southeast China.

POPULAR Manila-based band, 6 Cycle Mind, performs in free concerts sponsored by SuperFerry at the Night Cafe in Divisoria, Cagayan de Oro City tonight, September 29, and in Davao City on October 13.
Tuesday Vargas hosts the variety show called the Biyaheng Bayan Caravan Concert, which will also raffle off roundtrip tickets to Manila, and other prizes.

Registrants in 21k race exceed Milo race quota
REGISTRANTS, particularly in the 21-kilometer regional qualifying run of the 31st National Milo Marathon, have gone beyond expectation of the organizers here.
Regional race organizer Megdonio R. Llamera said that while the Cagayan de Oro race was given a quota of 10,000 registrants, only 150 of these are allocated for the 21-kilometer category.
"The bulk of the runners have always been in the 5K and 3K since these are intended for school-based and fun-runners," Llamera said, adding that the color and bar-coded race numbers and singlet for 21K have already ran out as early as two weeks ago.
As of Monday, some 57 are already in the reservation list of the secretariat at the Don Gregorio Pelaez Sports Center.
Among those in the reservation list are veteran long distance runners, including former regional champion Roger Sawin-ay of Lantapan, Bukidnon, perennial top 10 winners Leo Colonia and Jemarvin Cabillan, both of Malaybalay City, and Mambajao, Camiguin-based Rafael Tejada.
Already registered with race packets are three-time regional titlist Ronillo Sandinao and two other known road racers Joefe Dala and Mario Temario, both of Iligan City.
Among the female runners already listed is the 20-year-old defending regional champion Cecil Faith Topia.
Llamera said he has already requested to the national race organizer additional race packets enough for those who have been listed and have duly-filled up the registration forms but were not issued numbers.
"Let us just hope that the quota for the 21K in other regional races has not been reached and that the national race organizer would be willing to send the remaining race packets to us," the regional race organizer said.
Though race packets for 5K and 3K are still available but throngs of registrants, mostly from schools, keep on coming in to beat the deadline for the race Sunday.

COA: Oro City Hall in top 9 for liabilities
By Lizanilla J. Amarga
THE Commission on Audit head office in Manila (COA-Manila) has reported Thursday that the City Government of Cagayan de Oro is ninth in the top 10 Cities with the highest total amount in liabilities and deferred credits as of December 31, 2006.
Cagayan de Oro City, under former mayor Vicente Emano, even surpassed Davao City under Mayor Rodrigo Duterte in terms of incurring the liabilities during the same period.
COA-Mindanao reported that Iligan City under Mayor Lawrence Cruz has more current assets while General Santos City has more substantial amount of cash in bank than Cagayan de Oro City.
The Province of Bukidnon under Governor Jose Ma. Zubiri is ranked as ninth in the top 10 provinces in terms of current assets and ninth again in the top 10 provinces in terms of highest gross income.
However, the Province of Bukidnon in listed as tenth in the top 10 provinces based on highest total of liabilities and then seventh in the top 10 provinces based on highest spenders.
The Province of Camiguin under Governor Pedro Romualdo is listed as second in the top 10 provinces in terms of gross income and second also based on lowest share from the Internal Revenue Allotment (IRA).
However, Camiguin is ranked as still second in the top 10 provinces based on lowest spenders.
Assets
COA-Manila caused the publication in a national newspaper of the "National Government of the Republic of the Philippines Condensed Consolidated Financial Statements" as of December 31, 2006.
Also, it highlights the "Financial Highlights of Local Government Units (LGUs)" nationwide for the same period.
The figures for these financial highlights were from the consolidated balance sheets as of December 31, 2006 of local government from 77 provinces, 115 cities, and 1,453 municipalities excluding barangays.
COA-Manila reported that LGUs have a total of P117.35 billion in terms of liabilities and deferred credits.
The Commission on Audit-Mindanao (COA-Mindanao) reported that City Hall has almost P3 billion in liabilities and equity as of December 31, 2006 and almost P1 billion of this amount was incurred as long-term loans from Land Bank at 11 percent to 14 percent per annum interest rates.
These loans were incurred to bankroll Emano's controversial projects -- P317 million Bulua Integrated West Bound Terminal and Market, P400 million Taguanao-Balulang Bridge, and P250 million 5th Kagay-anon Bridge.
All three multi-million-peso projects were undertaken by UKC Builders, Inc., the same firm who won the controversial Build-Operate-Transfer (BOT) contracts for the P252.49 million redevelopment of Cogon market and P118 million for redevelopment of Carmen market.

Alingatong September 30th, 2007, 09:57 AM Capiz cops conduct symposium in schools
Roxas City -- A series of symposia was conducted by the Capiz Police Provincial Office (CPPO) in view of this year's observance of the Crime Prevention Week last September 1 to 7.
The CPPO records show that hundreds of public and private secondary students attended the symposia which focused on the campaign against illegal drugs and other criminal activities.
The government's continuing campaign on crime prevention was highlighted recently by the inauguration of the multimillion-peso surveillance and security camera system project in Iligan City.
In her message, President Gloria Macapagal-Arroyo congratulated Iligan City Mayor Lawrence Cruz and its city councilors for the realization of the P8.9 million project that would protect the civilian populace against the threat of lawlessness and terrorism.
The President then switched on the button for the official operation of the project, inspected the computer systems and took a look on the computer monitor showing the peace and order situation in all public markets, public plaza, shopping malls, churches, commercial/business establishments, among other areas where the 40 units of surveillance cameras were installed.
The new technology, she said, is really a big help for the PNP in protecting their communities.
She also inducted the 992 purok/zone presidents of the 42 barangays of the city and witnessed the pledge of loyalty and allegiance of some 2,000 civilian volunteer organizations (CVOs) to augment the ongoing anti-crime campaign. (PIA)
