Mindanao suffers from blackout on eve of polls


Power was cut off in several provinces in Mindanao Sunday, the eve of the barangay and Sangguniang Kabataan elections.

The National Transmission Corporation (TransCo) reported that at past 1 p.m., about 90 percent of Mindanao experienced sporadic power when its 138 kV lines tripped.

TransCo officials issued a statement saying that repair teams are fixing the defective conductor to ensure uninterrupted supply on Monday.

Those affected by the blackout were the Zamboanga Peninsula, Lanao provinces, Cagayan de Oro City, the cities of Butuan, Davao and Cotabato and some areas in SOCKSARGEN (South Cotabato, Sarangani, Sultan Kudarat and General Santos).

The power supply returned to normal at 3:30 p.m. in some affected areas, officials said.

Suppliers, however, had to cut off power again at 6 p.m. in areas serviced by Mindanao Geothermal and Southern Philippines Power Corporation.

TransCo's Bambi Capulong said a "technical glitch" occurred at around 1:04 p.m. Sunday afternoon in a major transmission line in the Abaga power station in Lanao del Norte.

The glitch caused the power supply to trip off in most parts of Mindanao, Capulong told The Philippine Star.

"Efforts are being made to immediately restore power especially with the barangay and SK elections," she said.

Capulong said the problem was worsened by a "flashover" in a generating plant switchyard in Iligan City.

Aside from Mindanao's southern areas, cities and provinces in the island's northern, eastern and central sectors were also affected, with 90 percent of the region having no electricity.

The region is heavily dependent on hydroelectric power, whose main source is the Agus 1 and Agus 2 power stations in Iligan City.

Capulong said power was eventually restored after more than two hours in some areas.

In Davao, TransCo had to resort to getting electricity from a power barge in Maco, Compostela Valley.

b. Air Transportation

Some Php 5.1 billion shall be spent in the next six years for the following airport development projects:

i. Construction of International-Standard Laguindingan Airport; and
ii. Improvement of Lumbia, Balo-i Airports and Camiguin Airports.

c. Sea Transportation

About Php 2.5 billion shall be spent by the national government in improving the passenger, vessel and cargo-handling facilities and features of the following ports:

Cagayan de Oro Port
Iligan Port
Ozamiz Port
Balingoan Port
Benoni Port
Tubod Port
Silanga Port


Port facilities at Mambajao shall also be improved to support the Nautical Highway, which includes the Mambajao (Camiguin)-Jagna (Bohol) RORO route.

d. Rail Transportation

The Philippine National Railway shall implement the Iligan-Cagayan de Oro Rail Project, which shall be the Phase 1-Segment 1 of the proposed Mindanao Railway System. The project is currently under evaluation by the NEDA.

2. Communications

a. Postal Communications

i. Establishment, when economically feasible, of postal stations in municipalities where there are no postal stations;

b. Telecommunications

The national government shall allocate some Php 54 million for the following projects/activities:

Rehabilitation/Expansion of NTC regional office building and facilities in Cagayan de Oro City and establishment of NTC regional field offices in the cities of Iligan and Malaybalay;
Establishment of community e-centers in the cities of Tangub, Iligan, Cagayan de Oro & Gingoog and municipalities of Kibawe (Bukidnon), Claveria (Misamis Oriental) and Linamon (Lanao del Norte);
Rehabilitation of outside Telecommunication Office (TELOF) outside telephone plants in Cagayan de Oro, Iligan and Tangub cities;
Rehabilitation of TELOF public calling offices in the cities of Oroquieta, Ozamiz and Tangub and Lanao del Norte municipalities of Tubod, Baloi and Sultan Naga Dimaporo;
Perimeter-fencing of TELOF repeater stations in: (a) Plaridel, Misamis Occidental; (b) Mucas, Kolambugan, Lanao del Norte; (c) Pantar, Lanao del Norte; (d) Agad-agad, Iligan City; (e) Batangan, Mantungao, Lanao del Norte; (f) Tupokon, Lanao del Norte; (g) Kabasagan, Baroy, Lanao del Norte; and transmitting station in Macasandig, Cagayan de Oro City;
Rehabilitation of access roads to the TELOF repeater stations located in: (a) Guihian, Bukidnon; (b) Musuan Peak, Bukidnon; (c) Sipaka Pt., Misamis Oriental; (d) Mambayaan, Misamis Oriental; (e) Sugbongcogon, Misamis Oriental; (f) Panisikan, Bukidnon; (g) Donque Hill, Mantical, Misamis Oriental; and (g) Medina, Misamis Oriental;
Renovation of TELOF buildings in the cities of Iligan, Oroquieta & Tangub and
municipalities of Catarman & Mambajao of Camiguin and El Salvador of Misamis
Oriental; and
Construction of Information and Communication Technology regional office at Macasandig, Cagayan de Oro City.


3. Water Resources Development

a. Water Supply

i. Levels II and III Water Supply System Projects (costing Php 15.22 million) of the DOH for the fourth, fifth and sixth class municipalities of all five provinces of the region

ii. Surface water development, rehabilitation and cluster metering projects of Cagayan de Oro Water District costing Php 377 million

b. Irrigation

The national government, through the National Irrigation Administration, shall continue to implement its irrigation development program in all five provinces (including the cities therein) of the region.

The program involves construction of new irrigation systems and rehabilitation of existing irrigation systems. At an estimated cost of Php 5.93 billion, the program shall irrigate additional 36,709 hectares of farm lands and re-irrigate 17,106 hectares.

Among the major irrigation construction projects, involving 500 hectares and above, under this program include: (a) Bubunawan River Irrigation Project-Phase II; (b) Talakag Irrigation Project; (c) Kadingilan Irrigation Project; (d) Balingasag River Irrigation Project; (e) Claveria Small River Irrigation
Project; (f) Mobod-Villaflor Communal Irrigation Project; (g) Sebasi Small River; (h) Irrigation Project; (i) Tangub Small River Irrigation Project; (j) Tialulin Communal Irrigation Project; and (k) Gandawan Communal Irrigation Project.

Some Php 5.1 billion shall be spent in the next six years for the following airport development projects:

i. Construction of International-Standard Laguindingan Airport; and
ii. Improvement of Lumbia, Balo-i Airports and Camiguin Airports.

c. Sea Transportation

About Php 2.5 billion shall be spent by the national government in improving the passenger, vessel and cargo-handling facilities and features of the following ports:
Cagayan de Oro Port
Iligan Port
Ozamiz Port
Balingoan Port
Benoni Port
Tubod Port
Silanga PortPort facilities at Mambajao shall also be improved to support the Nautical Highway, which includes the Mambajao (Camiguin)-Jagna (Bohol) RORO route.

d. Rail Transportation

The Philippine National Railway shall implement the Iligan-Cagayan de Oro Rail Project, which shall be the Phase 1-Segment 1 of the proposed Mindanao Railway System. The project is currently under evaluation by the NEDA.

2. Communications

a. Postal Communications

i. Establishment, when economically feasible, of postal stations in municipalities where there are no postal stations;

b. Telecommunications

The national government shall allocate some Php 54 million for the following projects/activities:
Rehabilitation/Expansion of NTC regional office building and facilities in Cagayan de Oro City and establishment of NTC regional field offices in the cities of Iligan and Malaybalay;
Establishment of community e-centers in the cities of Tangub, Iligan, Cagayan de Oro & Gingoog and municipalities of Kibawe (Bukidnon), Claveria (Misamis Oriental) and Linamon (Lanao del Norte);
Rehabilitation of outside Telecommunication Office (TELOF) outside telephone plants in Cagayan de Oro, Iligan and Tangub cities;
Rehabilitation of TELOF public calling offices in the cities of Oroquieta, Ozamiz and Tangub and Lanao del Norte municipalities of Tubod, Baloi and Sultan Naga Dimaporo;
Perimeter-fencing of TELOF repeater stations in: (a) Plaridel, Misamis Occidental; (b) Mucas, Kolambugan, Lanao del Norte; (c) Pantar, Lanao del Norte; (d) Agad-agad, Iligan City; (e) Batangan, Mantungao, Lanao del Norte; (f) Tupokon, Lanao del Norte; (g) Kabasagan, Baroy, Lanao del Norte; and transmitting station in Macasandig, Cagayan de Oro City;
Rehabilitation of access roads to the TELOF repeater stations located in: (a) Guihian, Bukidnon; (b) Musuan Peak, Bukidnon; (c) Sipaka Pt., Misamis Oriental; (d) Mambayaan, Misamis Oriental; (e) Sugbongcogon, Misamis Oriental; (f) Panisikan, Bukidnon; (g) Donque Hill, Mantical, Misamis Oriental; and (g) Medina, Misamis Oriental;
Renovation of TELOF buildings in the cities of Iligan, Oroquieta & Tangub and
municipalities of Catarman & Mambajao of Camiguin and El Salvador of Misamis
Oriental; and
Construction of Information and Communication Technology regional office at Macasandig, Cagayan de Oro City.3. Water Resources Development

a. Water Supply

i. Levels II and III Water Supply System Projects (costing Php 15.22 million) of the DOH for the fourth, fifth and sixth class municipalities of all five provinces of the region

ii. Surface water development, rehabilitation and cluster metering projects of Cagayan de Oro Water District costing Php 377 million

b. Irrigation

The national government, through the National Irrigation Administration, shall continue to implement its irrigation development program in all five provinces (including the cities therein) of the region.

The program involves construction of new irrigation systems and rehabilitation of existing irrigation systems. At an estimated cost of Php 5.93 billion, the program shall irrigate additional 36,709 hectares of farm lands and re-irrigate 17,106 hectares.

Among the major irrigation construction projects, involving 500 hectares and above, under this program include: (a) Bubunawan River Irrigation Project-Phase II; (b) Talakag Irrigation Project; (c) Kadingilan Irrigation Project; (d) Balingasag River Irrigation Project; (e) Claveria Small River Irrigation

I think it's the road connecting Bukidnon and Agusan del Sur. This section covers the section from Valencia City to the Municipality of San Fernando. East of San Fernando is the province of Agusan del Sur. Maybe the DDN road is the one colored blue below.

i have to say that broadband really is improving at quite an impressive rate in pinas. I remember when i was in grade 6 that there was this cafe on the second floor which was adjacent to the current el centro. It was 40php per hour or something just to use the net. Then dial up came, 100php for 8 hours and now 2kphp for 3mbps. I have to say that it is impressive. I do hope that it improves even further and faster in the coming years.

Iligan grandma prepares for death with plane-shaped coffin

A 72-year-old grandmother from Iligan City has ordered craftsmen to deliver a coffin in preparation for her death in the future. The coffin, however, is not an ordinary one because it is shaped like a plane.

Flora Actub Tapic of Purok Uno in Kiwalan, Iligan City said this early, she is already preparing for to meet her Maker. She has also decided on the shape of her unusual coffin and where she wants to be buried.

"Gusto ko talaga ang eroplano. At gusto ko ay mailibing ako sa aming bukid (I really want an airplane-shape coffin. And I want to be buried in our farm," she said.

Tapic said at first, she wanted a coffin shaped like an ocean-going vessel. Her brother, however, prodded her to order a plane-shaped one instead to symbolize her travel to heaven.

Juan Actub, Tapic's brother, said his sister really wants to be buried in the family farm.

It was learned that the plane-shaped coffin is made of wood from a jackfruit tree. The family said jackfruit is sturdy and would not easily rot through the years.

Tapic, meanwhile, said that her "vessel to heaven" is nearly finished. The only thing lacking at the moment, she said, is a paint job.

She said she cannot wait to try lying inside the coffin, a prelude to the day she finally says goodbye to family and friends. With a report from Ronnie Enderes, ABS-CBN Regional Network Group

ILIGAN CITY—If sales of flowers are brisk on All Saints’ Day and All Souls’ Day, why not hold a two-day flower festival near the crowded public cemetery?

Taking advantage of the occasion, an all-women cutflower growers’ cooperative in Barangay Tipanoy here is again holding a flower festival near the cemetery, as it has done in 2005 and 2006.

Crecencia Gonza, co-op chair, pointed out that since people normally buy flowers for their departed loved ones, cooperative members, numbering 30, would find it easier to make a sale near the cemetery.

Rose varieties

An American rose sells for P150 a dozen at the festival, but the public will have a wide range of varieties to choose from, Gonza said.
Gonza said the cooperative had asked the city government to pave the bumpy road leading to its plantations so that the quality of harvest could be maintained.

Cutflowers have been the main source of income for many Tipanoy residents, she said.

Ex-Iligan judge named Comelec commissioner

Amid calls for transparency in the selection process to fill up vacant posts at the Commission on Elections (Comelec), Press Secretary Ignacio Bunye on Thursday announced the appointment of a former trial court judge Moslemen Macarambon as Comelec commissioner.

In a report, dzBB radio said Bunye confirmed President Gloria Macapagal Arroyo’s appointment of Macarambon to the poll body.

Macarambon served as presiding judge of the Iligan City regional trial court. His appointment was said to be recommended by former Supreme Court Chief Justice Hilario Davide Jr, the report said.

As early as last January, Akbayan party list Rep. Risa Hontiveros-Baraquel was quoted as saying her group received information Macarambon would be one of those appointed to the Comelec.

At the time, she said their information was that the Palace was deciding who between Macarambon or Maguindanao Provincial Prosecutor Salick Panda for the post vacated by retired Commissioner Mehol Sadain.

Earlier, Senate Majority Leader Francis Pangilinan assailed Malacañang's "utter lack of transparency" in its selection process for Comelec posts.

Pangilinan – who has long been calling on Malacañang to open up the selection process to the public – said that while Executive Secretary Eduardo Ermita referred to a search committee on Comelec appointees, the composition of the supposed committee remains unknown.

With Macarambon’s appointment, Comelec just needs to fill up the chairmanship post left by Benjamin Abalos.

Two more Comelec posts are expected to be vacated by February 2008, when Commissioners Resurreccion Borra and Florentino Tuason retire. - GMANews.TV

Political clans extend power base, groom newbies in barangay posts

National and local politicians have turned barangays, the lowest rung of political power in the Philippines, into levers of clout and control – but also vassals of political largesse – for political and electoral campaigns.

In 2006, the Arroyo administration hitched its campaign for Charter change on “barangay consultations." Whether the forums were staged or genuine community initiatives at political discourse, one thing was clear: money flowed in generous amounts to the barangays for these “consultations."

It was the Marcos administration, however, that first unleashed the latent powers of the barangays in the ‘70s. Marcos used the barangay councils, and their junior clone, the Kabataang Barangay, to legitimize martial law, and project a veneer of popular support for his regime. Too, Marcos started a tradition of spreading a bounty of political favors to barangay village chiefs, from sacks of rice to piles of cash.

In the past five years, 49 barangays have been created in Luzon and Mindanao. Almost seven out of 10 are from Mindanao. Almost half are in the province of Maguindanao alone.

Barangay politics today offers a mirror image of the good and bad in Philippine politics. Some exemplary barangay leaders have served as a modernizing force in their communities, while others less diligent and more steeled in old-style politics, of regress and stagnation.

But the ties that bind barangays to local and national politicians have endured, and remains ever strong.

GMA News Research found in a study that most of the 29 newly-created barangays belong to provinces that have showed consistent political loyalty in the past two elections: 25 are from provinces that are administration bailiwicks and 10 from opposition bailiwicks.

All the new barangays are within the territories of active political clans. By all accounts, the new barangays have served them two purposes: 1. as village units of their political machine; and 2. as entry point for young clan members just starting out in politics, or as alternative posting for those who have to wait out term limit bans.

Many political families have taken interest in seemingly lowly barangay posts. And why not? For certain traditional politicians, the barangay proved to be a good ground to launch political careers.

A study of GMA News Research showed that at least 12 incumbent local officials who are also members of political families started their political careers in the barangay hall. Five of them are congressmen, one is a governor of a rich province, two vice governors and four mayors.

The members of the House of Representatives who are former barangay chairmen are Antonio Diaz (Second District, Zambales), Marina Clarete (First District, Misamis Occidental), Edelmiro Amante Sr. (Second District, Agusan del Norte), Eufrocino Codilla Sr. (Fourth District, Leyte) and Florencio Vargas (Second District, Cagayan).

Diaz, now 80 and one of the oldest congressmen right now, was barangay captain of Santa Maria, Castillejos, from, 1958 to 1961, shortly after the reign of his uncle, President Ramon Magsaysay. He became vice governor of Zambales before his election as congressman, assemblyman and congressman again.

Amante, another veteran at 74, had the most colorful political career—from being barangay captain of Ampayon, Butuan City in 1959, he went on to become a councilor, 1972 Constitutional Convention delegate, assemblyman, and congressmen. He was President Fidel Ramos's executive secretary and presidential consultant for Mindanao flagship projects. His son Erlpe John is the incumbent governor of Agusan del Norte.

Clarete made a big hop in the political ladder when she got elected as congressman from being barangay chairman in Oroquieta City in the late '90s. Still, she inherited the post from his husband Ernie, who did not seek another position. In the 14th Congress, seven congressmen from the previous Congress successfully turned over their seats to their wives, most of whom have no political background.

Both Codilla and Vargas became mayors after serving in the barangay hall. Vargas was vice governor, then governor, of Cagayan before he ran and won as congressman.

Bulacan Gov. Joselito "Jon-Jon" Mendoza was the barangay captain of Buhat, Bocaue town before he ran and won as governor in the elections last May, besting seasoned politician and former governor Roberto Pagdanganan.

But it was his political clout that made him win. His sister, then governor Josefina de la Cruz, campaigned for him even before the campaign period started. The de la Cruz-Mendoza clan officially became a political family when Jon-Jon won.

Ilocos Sur Vice Gov. Jeremias Singson, former Gov. Luis "Chavit" Singson's brother, at least took it a step at a time despite the fact that he belongs to the most powerful clan in the province.

He was barangay chairman in a village in Vigan for 13 years then became the town's vice mayor for seven years, then provincial board member for three years. He took a three-year break from politics then ran for and won as vice governor and, subsequently, provincial board member again, before reclaiming the vice governor post.

Palawan Vice Gov. David Ponce de Leon got his big break politically when he was appointed OIC vice governor of Palawan shortly after his stint at the barangay hall. He was congressman before he got elected as vice governor.

Four city and municipal mayors are also former barangay chairmen -- Michael Fariñas of Laoag City, Ilocos Norte; Cielo Krisel Lagman-Luistro of Tabaco City, Albay; George Pinzon of Luna, La Union; and Benjamin Bautista Jr. of Malita, Davao del Sur.

Fariñas, of course, has the backing of his prominent clan. Lagman-Luistro also had the same privilege: she was barangay chairman of Sogod, Bacacay in Albay in 1997 to 1998, when his father, Edcel Lagman, was serving his last term as representative of the First District of the province. Lagman-Luistro went on to become provincial board member and even replaced his father in the House from 1889 to 2004.

Bautista was appointed barangay captain in 1982 to 1985, when his father Benjamin Jr. was assemblyman representing Davao del Sur. He was vice governor, then governor before he ran and won as Malita mayor. A demotion it may seem, but members of the Bautista clan actually switch posts among themselves. Benjamin Jr.'s brother Franklin, is congressman of the Second District; another brother, Claude, lost his bid for governor. Like their father, all three siblings became mayor of Malita.

While her family is virtually controlling Davao del Sur politics, Claude’s teenage daughter Claudine Diana is also doing her share, being SK Federation president in Digos City. Claudine obviously won the position with the help of the clan and is on her way to inheriting the posts her family appears to have owned.

For certain political families, the youngest members are presented the SK as launchpad for an early political career. The clout of the clan ensures the victory of their young. In some cases, the decision of the voters is no longer; the appointing power of those who rule is enough.

Lawrence Lluch Cruz, a member of the Badelles-Lluch political family of Lanao del Norte, entered politics via SK in barangay Pala-o, Iligan City. A nephew of former Rep. Alipio Badelles (First District, Lanao del Norte), Cruz then became federation chairman of the Kabataang Barangay in Iligan City and vice president of Kabataang Barangay-Philippines.

He was appointed Iligan City councilor in 1988, when his granduncle Mariano Lluch Badelles Sr. was congressman of the First District. Cruz was elected councilor in 1992.

Cruz then ran and won as Iligan City vice mayor in 2001. After serving only one term, he sought the mayoralty post and won. He is currently on his second term on the posr, which his grandfather Pacificador used to occupy.

In Bangar, La Union, the vice mayor used to be SK Federation president. Gary Pinzon was SK Federation president in 1993 to 1996, when his father George was Bangar mayor.

Gary was appointed Bangar councilor also during his father’s 10-year stint in the municipal hall. He eventually inherited his father’s post in 1998, serving three terms before bequeathing it to his sister Joy Meri. Gary settled for the vice mayoralty seat. His father, who started as barangay captain in the ‘70s, is now on his third term as mayor of Luna, La Union. -- Karen Tiongson-Mayrina, Allan Vallarta and Brenda Barrientos

By analogy, Mayor Lawrence Ll. Cruz has a very healthy administration because it is premised on golden human values like honesty, sincerity, performance, development orientation and transparency. Unfortunately, however, this early Mayor Lawrence Ll. Cruz is beginning to lose his grip and rein over some of his overzealous advisers, senior staff members and lieutenants that probably, unknowingly, have become arrogant, sneaky and starting to sow intrigue within the inner core itself. They represent the LDL – bad cholesterol. That’s traditional politics! I happen to know some of the chosen people on the list who were previous die-hard supporters of the past administration and are now lording over the performance-oriented loyal supporters of Mayor Lawrence Ll, Cruz. They are, by and large, ordinary persons but who have been “made” now extra ordinary only by the salary they are receiving like manna from an over-indulgent heaven. This is not sour-graping. The misfits fortunate “privileged few” are where they are now because they have the right ties with the powers-that-be whom they have pleased not with their virtues and performance but with their vices of political support, financial contributions or marital relationship by consanguinity or even remote affinity. In our deranged society, what matters most for financial success in the public service is not competence and integrity but simply connections with “right people” in high places who are bluntly called “lap dogs”.

But we seek for the truth with the best there is in our hearts. From the ashes of the past administration failures shall rise the empire of Mayor Lawrence Ll. Cruz’s success. We seek what there is of the sublime gift granted to the race of men. It is a quest. To the future of our little kingdom, the City of Waterfalls, Iligan! At this point, Mayor Lawrence Ll. Cruz must need urgent priority adjustment to maintain a healthy and pleasant administration to place people in its rightful place of governance with probity, integrity and proven performance to serve its constituency. “Recycled” and “hibernated” dead cells that were placed in previous political labyrinth are waking up again in euphoria of victory of unequaled proportion in political history of Iligan City and are now back in corridors of power. They represent the excess fats. That’s traditional politics!

Eye of the Storm

The science of politics is always addition and compromise. But the way some administration lieutenants are doing their jobs right now, they are actually making the science of addition and compromise a formula of highhandedness and subtraction that made the people within the power block and supporters grit their teeth in anger and distress but in silence. Obviously, these early “termites” are slowly eating down the vision of economic development and political invincibility of Mayor Lawrence Ll. Cruz as this will gradually dwindle the support of its constituency, if not checked properly at the right time.

Consultants, advisers and senior staff should know where they stand between the government and the people. They are hired because of their “talents and skills” and must only perform the one specific task expected of them and report to office regularly and work hard to compensate the high pay they are receiving. The irony of it is consultants who receive meager pay work from 8 am to 5 pm supposedly done by other consultants with higher pay. This is symptomatic of its upcoming disease of what is commonly called “patronage politics”.

Some of the advisory staff of Mayor Lawrence L. Cruz do not know what their job is all about. They are, figuratively speaking, like square pegs placed in a round hole. My “unsolicited” advice: executive quality time of in-depth study review and evaluation is paramount for a change come 2008 shall have to be done in earnest in order to rectify any omission or misjudgment on the part of the appointing authority in early political appointments. Traditional politics of “promises” which are most likely made to be broken must not prevail in this administration. Let me quote what CONFUCIUS said about the greatness of life: “The superior man thinks of his character, the inferior thinks of his position. The superior man thinks what is right, the inferior one what is profitable. The superior man is slow to promise and prompt to fulfill.” Those who ought to prevail are supporters with exemplary qualification, experience and performance-oriented, rather than those self-centered and “non-performing assets” who self-destruct the administration they are supposed to help and build. These experienced and performance-oriented supporters who were left behind in oblivion represent the HDL-the good cholesterol.

Some of the advisers and staff of Mayor Lawrence Ll. Cruz including excess job order or casual workers are not just but pain in the neck, but actually “extra baggage” in the flight towards economic development and financial stability of the city government.

People who tend to easily forget history will be shocked to see history repeat itself. Remember the TROJAN HORSE of the great battle between Sparta and Greece. Every man has his own Achilles heel. Please let it not be you, mayor, or your healthy administration will suffer the same fate of that sick human anatomy.

Unless people change, their condition remains the same or worse…deteriorates.

Thanks for the compliment but I want you to know that I've only learned a little about photography when I joined SSC. I don't consider myself as a world-class photographer. Just an enthusiast. :)

I am using Konica Minolta DiMAGE G600. Unfortunately, the said model is no longer available in the market. There are lots of good brands with the latest models of digicam in the market. Hope you can get the best one. :)

Former Regional Trial Court (RTC) Judge Moslemen Macarambon took his oath of office today as commissioner of the Commission on Elections (Comelec), painfully aware of the controversy and criticisms buffeting his new appointment.

But Macarambon, who has served in various positions in the legal profession as trial lawyer and later as presiding judge of various RTCs, and a law professor, vowed to prove his critics wrong.

“I will prove them wrong,” the 66-year-old Macarambon said after he took his oath of office before Executive Secretary Eduardo Ermita at the Guest House of Malacañang.

He expressed no ill-feelings towards those who have attacked his appointment to the poll body, saying criticisms of public officials are normal. “I am happy despite all the criticisms. That’s normal.”

Looking ahead, the new Comelec commissioner said he expects rough sailing at the Commission of Appointments (CA) but added that he is prepared to explain his side on the issues raised against him.

“I am willing to answer them during the proceedings at the Commission on Appointments,” Macarambon said.

He also expressed confidence he could help push the electoral reforms being undertaken by the poll body.

A Maranao, Macarambon boasts of 30 years in the legal profession as law practitioner and later --until his appointment to the Comelec-- as RTC presiding judge in Iligan City.

His first appointment was as presiding judge of Regional Trial Court Branch (RTC) 12 in Malabang, Lanao del Sur in September 1989.

Before his Iligan City assignment, Macarambon was assigned to RTC Branch 11 as acting presiding judge for more than seven years; RTC Branch 3 also in Iligan City as acting presiding judge for more than a year; RTC Branch 8 in Marawi City as acting presiding judge for more than four months; RTC Branch 23 in Cagayan de Oro City as assisting judge for more than nine months and RTC Branch 7 in Tubod, Lanao del Norte as acting presiding judge.

On Oct. 3, 2003, President Arroyo appointed Macarambon as presiding judge of RTC Branch 4 in Iligan City.

Malacañang has pointed out that Macarambon’s appointment to the Comelec is “in line with the President’s commitment to honor the GRP-MNLF agreement to appoint qualified Muslims to positions of responsibility in government.”

Macarambon takes over the Comelec post left vacant following the retirement of Commissioner Mehol Sadain, also a Muslim.

Church, senator mixed on new Comelec man

AS THE Archdiocese of Cagayan de Oro Tuesday voiced willingness to give newly-appointed Commission on Elections (Comelec) Commissioner Moslemen Macarambon a chance, Mindanao Senator Aquilino Q. Pimentel Jr. called for a scrutiny of the background of this official.

This developed as Iligan City Mayor Lawrence Cruz issued statements lauding Pres. Gloria Macapagal-Arroyo for appointing Macarambon. The judge took his oath last Monday.

Earlier, the Arroyo Administration drew flak for appointing Macarambon, a Regional Trial Court judge from Iligan City, who was not in the list of nominees submitted to her.

But there were talks that Arroyo only responded to critics who lambasted her for appointing politicos in the poll body.

Also, there were accusations from Senator Panfilo Lacson that Macarambon has links to controversial former Comelec Commissioner Virgilio Garcillano.

Lacson even went to say that it was Garcillano who requested Arroyo for Macarambon's appointment.

Meanwhile, Archdiocese of Cagayan de Oro vicar general Monsignor Rey Monsanto said the Catholic Church and many of its attached religious organizations are not going to pass any judgment on Macarambon.

"We are giving him the benefit of a doubt," he said. "We just hope that the people will not judge him just because he is a Muslim."

Protégé

Monsanto said he is even excited to see Macarambon fulfill his promise to clean up the Lanao areas especially during elections.

"And I am looking forward on him also cleaning up our Comelec," he said.

Nevertheless, Senate Minority Leader Pimentel is not taking chances as he called for a scrutiny of Macarambon's background particularly in view of apprehensions over his ability to discharge his duties with independence and impartiality.

"I am willing to give Macarambon the benefit of the doubt but the allegation of Senator Panfilo Lacson that Macarambon was named to the Comelec post through Garcillano's backing should be looked into," he said in a statement furnished to Sun.Star Cagayan de Oro.

Besides, Senator Pimentel admitted that he did not actually know Macarambon personally.

"If you talk of legal qualifications, he may be fully qualified,” he said. "Ping Lacson's observation, however, about his being a protege of Garcillano deserves scrutiny. I support it as a way of searching for the truth."

Pimentel reiterated that nominees of the opposition should be given a chance to sit in the Comelec. This, to erase the impression that the poll body is under the thumb of Malacañang.

"It would be better if Gloria asked the opposition to nominate their choices for the Comelec. That's what I thought she should do," he said.

But Iligan City Mayor Cruz said it is a fitting recognition of Judge Macarambon's able qualifications and exemplary performance as Regional Trial Court (RTC) judge in Iligan City for many years.

"As an Iliganon, I rejoice and thank President Arroyo on Judge Macarambon's appointment because an honest and hardworking son of Iligan and Lanao can now contribute to the metamorphosis of Comelec," he said.

Boundary Dispute Talks Reset On December
City Information Office/City Web Office

Talks on who will rightly benefit the national wealth's share (already amounting to P50 million from the operation of National Power Corporation, NPC) was reset sometime December this year.

Iligan City and the Municipality of Balo-i both claimed sole ownership of the area where NPC's Agus 5 Hydroelectric Power Plants operate.

Lawmakers on both sides will resume talks this coming December, hopefully to first settle the boundary dispute before claims to the national wealth share will be determined.

As recalled, the Iligan- Balo-i joint session on October 23 declared a recess as the two councils finds difficulty in settling the issue.

The Local Government Code of 1991, section 289 states that "...local government units shall have an equitable share in the proceeds derived from the utilization and development of the national wealth within their respective areas, including sharing the same with the inhabitants by way of direct benefits."

Iligan City launches Dangerous Drugs Awareness Month

(7 November) -- Iligan City Mayor Lawrence Ll. Cruz declared during flag-raising rites at the City Hall's Anahaw Amphitheatre that that the City's campaign against substance addiction is not only during the month of November, but also throughout the year.

Cruz, who heads the Iligan City Anti-Drug Abuse Council (ICADAC), said that efforts to curtail the local drug trade have been sustained and relentlessly rallied to every constituent of the city to protect the most vulnerable among the sect in the society -– the youth.

The active participation of the ICADAC members has contributed much to control or minimize drug abuse that has caused havoc among individuals, families and communities throughout our city and our country, added Cruz.

Meanwhile, Suzette P. Redondo, ICADAC Action Officer, has lined up activities for the celebration of Dangerous Drugs Awareness Month. These include a Symposium on Drug Prevention and Rehabilitation to the Out-of-School Youths and the Children in Conflict with the Law; advocacy on Dimensions of the Drugs Program, Law Enforcement and the Legal Aspects, Prevention and Cure aired through local radio stations with the ICADAC members as advocates in line with their area of concern.

Redondo added that a random and unannounced drug test shall be conducted to students at the secondary public schools in the city.

Highlighting the celebration will be the "Torch Rally Kontra Droga" on November 29 at the city's major main road, which will then converge at the public plaza with the burning of the confiscated drug paraphernalia. Expected to participate are all sectors in the community - city and barangay officials, youth, non-governmental organizations, religious groups, civic clubs, fraternal groups, and from the business community.

This year's celebration bears the theme, "Do Drugs Control YOUR LIFE? Your Life. Your community. No Place for Drugs."

ICADAC has been a national awardee, conforming with the Department of the Interior and Local Government (DILG) Memorandum that mandates the creation and implementation of Anti-Drug Abuse Committees in Local Government Units (LGUs), Redondo disclosed. (PIA-Iligan City)

Steel firm sets share price

Listed steel manufacturing firm TKC Steel Corp. has set its additional shares on offer to the public at P9.68 each, 34 percent lower its closing price of P14.75 per share, the company announced Thursday. Caesar Altarejos, TKC Steel chief financial officer, said it is the only steel company available for public ownership in the Philippine Stock Exchange. The company is selling 235 million new common shares that will be listed in the local bourse on November 23. It expects to raise about P2.3 billion slated for expanding its subsidiaries, the Iligan City-based Treasure Steelworks Corporation and Zhang Zhou Stronghold Steel Works Co. Ltd in China. TKC Steel is part of the Tiu Group of Companies that also owns listed remittance firm iRemit, Sterling Bank of Asia and the Discovery Hotel Chain.

Without Maranding, there would be no Lala....:lol: The Municipal Hall of Lala is located in a very quiet site along the highway far from the town proper....

After the success of abaca, coffee and papaya projects, Iligan City is eyeing on the banana potentials of its hinterlands.

Recently, a Davao-based Chinese investor has expressed willingness to invest on a large-scale banana-chips business in Iligan, if the city can provide an ample supply of quality bananas.

City Councilor Simplicio "Pisyong" and investor Larrazabal III who heads the city's agricultural committee, said he was able to talk to this businessman and assured the prospective investor that Iligan can still improve its banana produce in due time.

A series of agricultural forums were launched by the city's agricultural department including a banana investment forum (recently) to encourage farmers and land-owners to invest on banana plantation.

In the past, Iligan successfully forged partnership with Del Monte, Nestle and New Tech Pulp for its papaya, coffee and abaca products, respectively.

IIT graduates grab Top 1 and 2 spots in ECE Board Exam

Two graduates from the College of Engineering topped the recent Electronics Engineer Licensure Examination given by the Board of Electronics Engineering this November 2007.

Jake Daryll Obina garnered a 91.10% rating to earn the no. 1 spot and closely following at no. 2 is Virgil Roy Ajo with a 90.10% mark.

Obina joins the list of board exam topnotchers the school has produced and is the most recent in years. Ajo on the other hand, complemented what seems to be like a one-two punch for that Licensure exam and is a first for the school's ECE program.

City engineer's kasi sila nag-rereview ng floor plans at building plans necessary prior to issuance of building or construction permits..... yung city planning covers issuance of zoning certification and/or locational clearance... :cheers:

MSU-IIT STUDES TOP ECE BOARD EXAMS

Once again, Mindanao State University-Iligan Institute of Technology (MSU-IIT) proved that it is one of the country's top engineering schools as two of its graduates dominated the top two slots in the recent Electronics and Communications Engineering (ECE) Board exams given earlier this month.

Grabbing the top spot is Jake Daryll Obina with a 91.10% mark, while Virgil Roy Requiroso Ajo garnered a 90.10 mark that landed him at no. 2, beating examinees from other prestigious schools in Manila like the University of the Philippines and Mapua Institute.

Out of 4,182 examinees nationwide, only 1,257 were able to pass, including twenty-one others from MSU-IIT (giving the school a 100% passing rate). MSU-IIT, for the record has been producing consistent topnotchers of the ECE Board annually.

Meanwhile, the Iligan City Council passed a Resolution of Commendation in recognition of these outstanding graduates.

kung area ng lote ang pag-uusapan mas malaki nga ang sa Pagadian pero ang importanteng figure na dapat nating pagtuonan ng pansin ay ang GFA (Gross Floor Area) at NLA (Net Leasable Area) sa itatayong mall.

Most likely, the Gaisano Mall -Pagadian wouldn't be as huge as Gaisano Mall- Iligan because the investor has to take into account the following things:
1. Market of the mall/stores which is dependent on
-- A. Population of the city
-- B. Population of the adjoining cities (if there are) or municipalities
-- C. Purchasing power of the local population (who are the potential market)

2. Viability
3. Peace and Order

In short, the investor would want to see profit supercedes community growth contribution.

I don't think that at this point in time, the local government of Iligan should prioritize that project. I sure think that a city museum would be a good addition to Iligan but I honestly think it's not a priority or shouldn't be a priority as there are many infrastructures that are none existence in Iligan but are in other cities, and because of that the city of Iligan remains a small-size city (despite its huge income) and is at disadvantageous status in the investment wars.

When I visited Iligan City a few weeks back, I kind of pictured some of Iligan's glaring problems in my mind that I think the local Iliganons must be aware of.

1. I think that as Iligan grows the city has to widen its roads (and add more new ones.) Lest we forget that roads are major facilities that would enhance the growth of a community. The roads we have in Iligan cannot support for the future growth of the city. If the transport system won't be stable, growth won't be as well.

2. Iligan also suffers from the lack of potable drinking water. This is very ironic for a place that has 23 waterfalls around and in the outskirts of the city.
Davao has 1.5 million people and does not have lakes or fresh bodies of water near it. Yet its water supply system is every city's dream to have.

3. Peace and Order is also a major concern of Iligan. Muslims are mashrooming in the area. Killings spree continious. And most of the time, crimes are often withheld from the public.

4. No airport! Iliganons have to travel to Cagayan de Oro, a 1.5-hour drive away from Iligan to ride a plane to Manila, Cebu or Davao. For an ordinary Iliganon who does not own a van or car, it would cost him P1,500 to get to the airport. That's similar in cost (but lesser hussle) for a Londoner who travels to Heathrow Airport.

Unless, these 4 major concerns are addressed, Iligan would continue to be the small brother of Cagayan de Oro like it was when I lft the city 15 years ago or so.

Ibex, I don't think you're thinking.

Gaisano Mall - Iligan is a four-storey building which stood on a 1.5-hectare landsite. Assuming that only about 1/3 of the 1.5-hectare land was utilized for the building, that means the actual floor size of the mall -- for every floor level -- is 1 hectare and 1,250 square meters. You multiply 4 levels (since, again, it has 4 leasing floors) by 1.125 hectars (since, again, it's the actual FLOOR-size of the building) you get 4.5 hectares. Bare in mind that I was not giving you the actual figures as from the floor plan which was provided by alingatong clearly appears that the parking building has 7 storeys while the mall itself has only 4 floors. My presentation should rather to give you the formula of how the 4.5 hectare size was derived from given the small land area.

TKC Steel Corp. is building the first blast furnace in the Philippines, which is expected to cost from P800 million to P1 billion.

The plant, to be built in Iligan City, will be operational in October 2008, according to Ben C. Tiu, chairman of TKC Steel, whose family owns Goodyear Steel Corp., the Philippines’ biggest steel maker.

“This [blast furnace] will be a dream come true for the Philippines,” said Tiu, who now heads the group of companies built by his father, starting with Goodyear. He said TKC Steel is undertaking the project, which has been a “dream of the government for the last 50 years.”

Tiu added his group is undertaking the blast-furnace project “without special tax consideration from the government.” They just want to respond, he said, to the government’s call to bring down and stabilize the prices of steel.

In a talk with BusinessMirror on Wednesday, Tiu also disputed reports on Monday that local steel makers have expressed fears of losing their markets to China once steel is given preferential treatment under the Association of Southeast Asian Nations- China free-trade agreement (Asean-China FTA).

Quoting a global industry report called “Steel Business Briefing (SBB),” Tiu said China cannot possibly dump steel into the country—a fear based on the prediction by some quarters that once China’s currently huge demand for steel tapers off after the Beijing 2008 Olympics, it would be dumping steel on its neighbors, taking advantage of its preferential treatment in the FTA with Asean.

“Chinese steel is too expensive to export,” the report cited by Tiu, datelined November 8, 2007, quoted international traders as saying at the sidelines of the SBB Steel Markets Conference held in Hong Kong last week. “High FOB [free-on-board] prices, as well as increasingly expensive freight charges, means buyers are looking to other markets to source steel.”

In another article, the SBB said an official of China Steel Development Research Institute (CSDRI) admitted some difficulties which China may encounter next year.

“With raw material costs expected to soar next year, causing profit margins to fall for steel producers, China’s steel- export volume could fall dramatically,” said Liu Haiming, identified by SBB as a CSDRI official.

As a result, Liu also said that the “Chinese government’s export policies would eventually achieve a balance between steel exports and imports.”

Until recently, China’s massive volume of steel exports has been a result of the large gap between domestic and international steel market prices, according to Liu.

In 2006, Liu said, the average gross profit margin was about 30 percent for steel exports and 15 percent for domestic market.

“It has been high profits rather than a desire to dump steel on international markets that has led to the volume increases,” Liu said.

“However, with increasing raw material costs and export taxes, the profit margins for exporting at most Chinese steel mills have been squeezed in the second half of 2007.

The future even looks bleak for China’s steel industry. “Next year,” Liu said, these profit margins will be even lower, leading to a significant decrease in the volume of steel exported.”

TKC Steel hit a 30-day high of P19.25 on October 15, 2007 and a low of P13.25 on November 7. Trading on the company’s shares remains suspended on the company’s request filed with the Philippine Stock Exchange. It will resume on November 23, when TKC lists an additional 235 million shares under a follow-up offering.

But then..if that is ur standards..Pagadian would really the one who deserves to have the larger Gaisano..

1.Population of Iligan ang Pagadian is almost the same although Iligan is an inch higher..but then the population growth of Pagadian is much faster than that of Iligan.
2.There are many municipalities that is within the 15 kilometer radius..namely Labangan, Guipos, Dumalinao, Ramon Magsaysay, and Tukuran..
3. Peace and order situation is not a problem in the city..
4.In the issue of viability..Pagadian and Iligan stand on the same status..

Wait a minute, I got this from Wikipedia. Well, if Wikipedia is something that we can really rely on. Here's what it says for the two cities:

Pagadian:
Populatiuon - 162,515
Area size - 333.8 km²
Growth Rate - ??
Baranggays - 54
Income - ???
Major Industries - ???


Iligan:
Population - 350,061
Area size - 813.37 km²
Gorwth Rate - ??
Baranggays - 44
Income - 1.1 billion/annum
Major Industries - 13

If we have to base on the facts above, Iligan is about twice as big as Pagadian City and is ritcher as well.

1. Matagal ko na rin gustong iwiden ang mga major roads sa city. A new highway (C3) will be constructed kaso 4 lanes lang.

2.The almost 500M peso water development project will address the shortage of potable drinking water in the city.

3. I dont want to generalize but I noticed they're usually the ones who violate laws of the city (esp. traffic rules)

4. Pag operational na ang Laguindingan Airport, mga 45 mins. na ang travel time going to the airport.

the area is quite small for a nursing school. i prefer a Mcdo to be built there.

I only knew about Enhancement of TRACS. They have acquired a new Sun x4200 Server and additional workstations. The system is more stable now.

I hope somebody from the City Government can give us updates on other projects.

Wait a minute, I got this from Wikipedia. Well, if Wikipedia is something that we can really rely on. Here's what it says for the two cities:

Pagadian:
Populatiuon - 162,515
Area size - 333.8 km²
Growth Rate - ??
Baranggays - 54
Income - ???
Major Industries - ???


Iligan:
Population - 350,061
Area size - 813.37 km²
Gorwth Rate - ??
Baranggays - 44
Income - 1.1 billion/annum
Major Industries - 13

If we have to base on the facts above, Iligan is about twice as big as Pagadian City and is ritcher as well.

IMO, for now the size of Gaisano mall is more than enough for Iligan. Mahirap na rin kung masyadong malaki at baka aalog-alog lang. Anyway, aside from Gaisano, Iliganons are expecting 2 more malls to be built in the near future. :)

I beg to differ. The very reason why Iliganons, or many of them, have to go to CdO for malling/shopping was because there's NO mall in Iligan, while CdO has got 5 - SM, Robinsons, LKK, Gaisano and Ororama. And it's also by nature of malls that they do attract custmers from other places. Heck, even Cagayanons travel to Cebu for malling/shopping.

I don’t think that would be the case (assuming if we have big malls here) it would be still beneficial for us Iliganons and its environs to have huge malls. Like in my case, we just go to CDO just to shop because we cannot find it here in Iligan. Aside from Iliganons who went to shop there, also people coming from Marawi, Lanao del Norte, and even from Ozamis and some parts in Misamis Oriental which is proximate to Iligan. If only we have big malls here why go to CDO just to shop considering mahal ang pamasahe, IMO. :)

no question for beneficiality..because no doubt its beneficial..but the issue here is this..will that huge malls (if ur planning to have very huge malls) will earn much profit to sustain their stay in Iligan..

layo ang cdo ug iligan oi, ganahan ka mag shopping or grocery nga taga iligan ka mo ad2 pa gyud ka ug cdo.. pero it's not a problem naman kasi mga tao sa cdo or iligan mallers gyud, kong sumo na ang isa next week sa isa na pud and so on.. round robin ba.. , pero sa tinood med u affected gamay mga malls sa cdo pag open gaisano mall sa iligan kay majority sa mga taga dha sa gaisano iligan na mag buy basta naa lang dha ang paliton. gawas kong mag laag sla sa cdo. :)
