Netherlands will hire more Pinoy nurses: doc

AN OFFICIAL of one of the nursing schools in Davao City revealed Wednesday that more Filipino nurses will soon be hired to work in various hospitals and nursing home institutions in The Netherlands.

This was according to Dr. Ruben Robillo, vice president of the Philippine Paramedical Technical School of Davao (PPTS), after conducting a successful venture in the Netherlands recently.

"PPTS initiated the Explore Program. It is the first in the Philippines where five Dutch nurses were sent to my hospital (Isaac Robillo General Hospital in Calinan) and seven of my nurses were also sent to Netherlands for training for 10 weeks," Robillo said in Wednesday's edition of Club 888 press forum.

Robillo said the program was funded by the Dutch Ministry of Finance in the Netherlands. He said the seven nurses from Davao City arrived from the Netherlands on November 17 and 18.

Robillo said the Dutch Government was so impressed with the performance of the Filipino nurses. With this, opening of employment for Filipino nurses in the same country is feasible.

"The Dutch Government has two basic requirements in hiring foreign nurses. First, the nurses should know how to speak their language, and second, they will only hire nurses from other countries if they run out of nurses," Robillo said.

"They protect their own workers kasi, but they claimed within two years kukulangin din sila ng nurses especially in nursing home institutions," he added.

"Pa-isa-isa lang ang mga Filipino nurses sa Netherlands and they managed to become Dutch citizens because they marry Dutch nationals," Robillo said.

He further said that early next year, another group of nurses from his hospital would go to the Netherlands for training.

PPTS was established four years ago. It is the first nursing school accredited by the Technical Education and Skills Development Authority (Tesda) that offers 15 months of licensed nursing and two years of associate degree for nursing.

The school, located at corner Rizal and Bonifacio Streets, this city, also offers surgical technical courses.

Robillo said that PPTS has branches in Iloilo City, Cebu, Pagadian, Las Piñas, Cagayan de Oro City, and will soon be opening another school in General Santos City and in Iligan City.

"PPTS in Davao City has 15 to 20 graduates every two months," he concluded.

Humble beginnings

Lyceum of Iligan Foundation is a non-stock, non-profit educational institution of learning, duly registered with the Securities and Exchange Commission in August of 1994. Ideally situated in a residential-commercial area at Corpus Christi Village, Tubod, Iligan City, it is readily accessible to the commuting public.

The College first opened its doors to the general public in June of S.Y. 1997-1998, offering courses in Mechanical Engineering, Electrical Communication Engineering, Electrical Engineering, Marine Engineering, Computer Engineering, Architecture, Computer Science, Maritime Transportation, Commerce, Customs Administration and Education. These varied programs are designed to meet the manpower needs of Iligan City, its neighboring cities and municipalities especially the newly established Iligan- Cagayan Industrial Corridor.

Although, still its nascent-stage and considered very young by the standards of academic institutions, Lyceum of Iligan’s commitment to relevant, quality and affordable education is clearly manifested in its various course offering, magnificent physical plant, state of the art facilities, dedicated administrators and faculty thus, making Lyceum of Iligan definitely a landmark of quality education and youth development in this part of the city.

On August 1998, within one year of its existence, Lyceum of Iligan Foundation through the College of Maritime Education satisfactorily complied the requirements of the Rules of Maritime Academies, accredited and received, the Det Norske Veritas (DNV) Management System Certificate with validity until August 3, 2005. DNV is a Norwegian accrediting agency for Maritime Industries. In order to retain the validity of the Certificate, Lyceum of Iligan Foundation is subject to annual audits which will be endorsed in the Supplement.

Furthermore, on June 2002, the College offered its Associate in Health Science Education / Bachelor of Science in Nursing (AHSE/BSN) with complete laboratory facilities to cater the needs of the public and move courageously to globally competitive challenge.

In June S.Y. 2003-2004, to fully utilize its human resources, the programs Computer Science and Commerce were transferred to its mother school, the Iligan Capitol College.

On March 2004, the institution successfully achieved its goals when CHED Region 10 had their third level visit to the College of Nursing and second level visit to the College of Education.

On June 2005-2006, again to fully utilize its human resources and facilities, the Institution transferred its Education program to Iligan Capitol College while the Graduate in Midwifery was transferred to Lyceum.

On May 8, 2006 and October 11, 2006, by virtue of CHED en banc Resolution No. 008 and No. 017, the College of Nursing and the Graduate in Midwifery respectively were granted recognition in accordance with the pertinent provisions of Republic Act No. 7722, otherwise known as the "Higher Education Act of 1994".

Lycean

The word Lycean is from the name Lyceum. All parts of it feature the faces of the people and their learning experience involved therein. These are strong proofs that LIF never wavered, in fact, gained strength in its commitment to quality education through its supportive administration, competent teachers, excellent instruction, outstanding service and dynamic alliance with other educational organizations. Present Times

Because of its track record, the LIF- MED has gained public confidence that can be attributed for the marked increase in enrollment. It has also gained the confidence of

domestic and foreign shipping companies, which has facilitated the recruitment of its graduates. Furthermore, graduates of LIF- MED have fared very well in qualifying examinations for scholarships and recruitment, as well as in the Board Examinations for Deck Officers, given by the Professional Regulations Commission.

Being committed to excellence, the LIF-MED, through the years, strive to continuously improve itself. Thus, physical plant improvement was fast-tracked, purchase of the state of the art facilities, including a simulator, prioritized. Library holding enhance and the faculty upgraded so that the requirements of CHED in its Policies, Standards and Guidelines and those of STCW ‘ 78 as amended, including those of other conventions, have been complied with. With these improvements, the LIF-MED has metamorphosed to become one of the premier Maritime Schools in the country.

At present, the LIF-med is Maintaining a Quality Management System. This is not only to comply with CHED’s mandate provided in Article XIII, Section 35 of its Policies, Standards and Guidelines (PSG) for Maritime Education, and that of STCW 78 amended 1995, particularly Regulation 1/8 on Quality Management, but is in consonance with the School Administration’s inherent desire to attain excellence in its system of education and training.

With a QMS in place, and strictly implemented through the concerted efforts of all sectors in this Academic Community, this Institution’s quest for excellence in Education and Training to meet International Standards has been a certainty.

LCP serves 4 NorMin cities

Cagayan de Oro City (29 November) -- More than just "talks" during meetings, the League of Cities in the Philippines (LCP) is bringing its services down to the grassroots and extend help to the people who need them.

This was the message of Mayor Benjamin Abalos of Mandaluyong City, LCP President, at the opening of the first leg of the LCP Caravan in Mindanao on Nov. 28-Dec.1, 2007, the first two (2) days of which were held at Pryce Hotel, this city.

The caravan which is aimed at bringing investment opportunities and project financing options to the cities of Cagayan de Oro, Marawi, Iligan, Tangub and Ozamiz was initiated by the LCP- Mindanao Island Cluster (MIC).

"We always hear people complain that they have not felt the growth of our economy despite the claims of the government that it did. Hence, the LCP has come up with this caravan to bring our services where they are needed," he said.

Abalos also said that what the LCP is doing now only symbolizes one thing, that all the city mayors are united and so instead of complaining, "We will show the national government that we can do things at our level to uplift the lives of our people without necessarily waiting for their help."

The LCP is composed of 120 city mayors of the country that envisions an empowered, strong, united brotherhood of purpose-driven cities which are all committed to serve its people with a deep sense of pride and value-laden commitment for progress and development.

It also aims to enable cities to stand as one in defending its rights, provide the best possible services and pursue the common good for its constituents through advocacy, cooperation and networking.

Moreover, the LCP aims to promote comprehensive urban development to reduce poverty, champion the cause of transparent and accountable governance by showing best practices, pioneer economic progress and advance the cities' interest in policy formulation.

Meanwhile, activities of the 4-day caravan included presentations in a forum on the following: Juvenile Justice Welfare Act, Accessing Project Financing thru the Dept. of Trade and Industry –Build Operate Transfer (BOT) Scheme, the Development of City Business Opportunities Center, Project Financing, Business & Investment Opportunities for LGU's thru the Retirement Industry.

On the other hand, LCP outreach programs, such as, a jobs fair, distribution of 20 wheelchairs and an "Eye" Camp to give out 500 eyeglasses for indigent residents and senior citizens were conducted at the 2nd Floor of SM-Cagayan de Oro on Nov. 28, while the LCP-MIC and the LCP-NEB meetings have been scheduled on Nov. 29.

On Nov. 30, a symbolic turn-over of one (1) classroom each to the cities of Marawi and Iligan will take place at the Iligan City Amphitheater, under the LCP's "Oplan Lingap Eskwela" Program, to donate one (1) classroom for every city while another "Eye" camp to distribute 250 eyeglasses each for the residents of both cities will be conducted.

On Dec. 1, the LCP caravan will be in Ozamiz City, for another "Eye" camp to distribute 250 eyeglasses and winds up in Tangub City for the same activity to distribute yet another 250 eyeglasses for its residents.

Somehow, small steps towards revitalizing Iligan's economy have become evident with some signs of progress.

These are some infra projects that needs to be prioritized


1.) The national highway should be widened. From a narrow two-lane road, it should be upgraded into six lanes, some parts even as much as eight lanes (especially in the CBD area).

2.) Along with this are the rehabilitation of the CBD and creation of new business districts. This shall be the centerpiece program in terms of promoting Iligan as a major economic hub in the Mindanao area.

The challenge here is demolishing the commercial establishments emerging along the city's major thoroughfares that are affected by the widening. hehehe

3.) Construction of more bridges crossing Iligan River. It is vital because it links the northern and southern parts of the city. Currently, Tubod and Tambacan Bridge are the only existing bridges connecting both sides.

Just my two cents.

I agree.

Altho if they were to widen up the road connecting iligan and CDO it means that the road has to me more straight and even. Currently it has lots of corners and ups/down the hills. I think this is one of the biggest importance when you have major roads like the motorways in the uk.. but the best example would be germany's.. one of the best in the world

Officials of the 44 barangays were finally sworn into office yesterday, three weeks after being elected in the October 29 synchronized Barangay and SK Elections. Along with their respective council members, the new barangay and SK chiefs were sworn into office by Iligan City Mayor Lawrence Lluch-Cruz in front of the members of the local city council, department heads and employees right after the Iligan City government employees' flag raising ceremony at the Anahaw Amphitheatre.

The oath-taking ceremony was graced with the presence of Lanao del Norte First District Representative Vicente "Varf" Belmonte who challenged the new leaders to surpass their predecessors' performance and put behind political conflicts from recent elections.

Of the 44 newly-sworn in barangay captains, 24 are newly-elected and 20 are re-electionists.

Lanao civil society groups observe ‘Week of Peace’


ILIGAN CITY: PEACE advocates of Lanao have spearheaded a week-long observance of “Mindanao week of peace.”

The celebration started with a caravan from Iligan to Marawi, passing through Ditsaan Ramain, Lanao del Sur and Balo-i in Lanao del Norte, in a convoy of some 30 vehicles.

A program was held during a stop over in Mindanao State University (MSU), where President Ricardo De Leon made his speech about the said affair.

Guests from Egypt, Saudi Arabia, India, Holland, Kenya and the USA were present.

Paul Jones, deputy chief of mission from the US embassy said that the US will not cease from supporting the Philippines because of the optimistic views that the country will soon have a peace and development.

Hadja Nadjemah Moki-in Malna, representing the Islamic City of Marawi greeted the people by saying “Salaam,” an Arabic word which means peace.

”Without peace it is impossible to attain peace and development” Malna said.

Peace is responsibility of every community and she pushed for the soonest peace accord between the Government of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) and the true peace accord of the GRP and the Moro National Liberation Front (MNLF) which according to her was not implemented properly.

Lawyer Blo Adiong, MILF legal counsel, also briefed the crowd of the present situation of the peace accord and urged the sincerity of the GRP in accordance to the agreement in order to have a true meaning of peace in Mindanao.

Col.Guima Marash, head of the International Monitoring Team had also said that they are excited to have the peace accord implemented by the GRP and the MILF to have a peaceful and development in Mindanao.

For his part, Shiek Abdul Fatah Ahmad Hassan Al-Silhab, President of Al-Azhar Missionary in the Philippines said that to have peace in our hearts and nation one must read the Holy Qua’ran.

The second part was a dove flying led by De Leon as a symbol of peace and a rendition of the Kapayapaan song by the CSO-MSU.

The affair ended by a signing of peace covenant that would push peace and development in the two provinces and in Mindanao as a whole.

ILIGAN CITY (MindaNews/30 Nov)— “Love your enemies and pray for those who persecute you,” Bishop Edwin de la Pena said to peace advocates from the Mindanao State University, civil society, local officials of cities of Marawi and Iligan as well as officials from the Lanao provinces.

Bishop de la Pena was with leaders who welcomed partners of civil society and media practitioners from Iligan City who held a peace caravan from Iligan to Marawi to Ramain and Baloi town at the opening of Mindanao Week of Peace 2007 last Thursday.

Balloon-and-flaglet-festooned vehicles also had Mindanao Week Of Peace streamers displayed.

The group gathered for program at the Dimaporo gymnasium at the Mindanao State University in Marawi which university president Dr. Ricardo de Leon, a retired general, said is a “developing university of peace with a crusade for the peace of hearts of the people and for global peace.”

Paul Jones, deputy chief of mission of United States embassy in Manila, who graced the occasion, said, “we are proud that we are celebrating the peace process in Mindanao.”

Jones said they have “committed P7 billion pesos for the next five years to open the economic opportunities for people by helping former combatants become farmers, fishers, fruits and vegetable growers.”

“But why make a large investment for Mindanao? Because we’re optimistic that Mindanao will be peaceful,” he added.

Jones said he is supportive of the peace process and hopes “for the successful conclusion of the peace negotiations of the government and the MILF.”

Billy dela Rosa, head of the VSO Peace Mindanao based in Iligan City said the pressures from civil society prevented the collapse of the peace talks.

Suharto Abas of the UNMDP-Act for Peace observed that the participants of the program represent various generations.

“This serves as a transition to transfer the advocacies of the adults to the younger generations,” he said.

After they freed doves last Thursday, multisectoral groups inked a Peace Covenant as an expression of their collective commitment to:
- strive for peace to reign in Lanao areas and in Mindanao as a whole through continuous transformation and development of individuals, organizations and institutions
- promote the building of peace at every level, in ways possible for us, as constituents of Lanao and part of Mindanao, firmly and deeply believing that peace-building is the task of every person, organization and institution; that the leaders of our respective organization/institution have a role to play in educating for and promoting peace; and, that peace is the fruit of the meaningful engagement, partnership and dialogue between and among all sectors, groups and peoples;
- allocate resources in support to continuing peace building activities, as necessary, in accordance with the law and the mandates of our respective organizations/institutions;
- cause the establishment of necessary mechanisms and structures that will support at the same time enhance the gains of peace-building in Lanao and the whole of Mindanao;
- endeavor to continue and upscale, in the years to come, all our efforts towards a wider and more coordinated actions of peace in Mindanao by learning, sharing and building on this historic celebration of the Mindanao Week of Peace 2007.

The Covenant was signed by leaders from the academe, city and provincial officers, civil society and representatives from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the Moro Islamic Liberation Front (MILF).

The signing was witnessed by representatives from the US Embassy, International Monitoring Team (IMT) from Malaysia, and students of MSU.

On Friday, the League of City Mayors had another peace caravan from Cagayan de Oro City to Marawi City, to enhance relations.

Iligan City mayor Lawrence Cruz, chair of the Mayors’ League in Region X, said they came up with a memorandum of agreement to support marginal cities and towns.

ILIGAN CITY (MindaNews/02 December) -- “It is when the media practitioners have unquestionable integrity and competence that they are most respected and feared. Your competence, untarnished reputation as an honest, fair, no-nonsense media person with unquestionable integrity is your own shield. It is your own talisman; it is your protection.”

This is the statement of lawyer Arthur Abundiente, assistant dean of the College of Law of MSU-IIT in a Media Forum Saturday here at the conference hall of Civil Society Organization Forum for Peace.

The one-day forum, which was attended by 25 representatives from newspapers and radio stations in Iligan City and Marawi City, is part of the Mindanao Week of Peace celebration.

“Unfortunately, there are many media practitioners who are paid, who’d sacrifice accuracy in the altar of sensationalism, and who become rabid apologists or protectors of the unscrupulous,” Abundiente lamented.

“They deserve the ridicule that they got when their loyalty is to the one who paid them and not to the people who listened to them,” he said.

The lawyer also challenged reporters here “not to make the profession dirtier than the persons you criticized.”

In the same forum human rights lawyer Ver Quimco lectured about libel and the available remedies for media practitioners if sued by public or private persons.

Quimco, who heads the Call for Justice, a radio-based legal education and promotion of human rights, clarified libel cases from defamation and cited numerous examples of libel cases for media to reflect on and learned from.

City councilor Orlando Maglinao, chair of the committee for human rights in the city council, said that he will facilitate human rights education for media practitioners here in partnership with the Commission on Human Rights next year.

Abundiente, meanwhile, also hit the arrest of several journalists who covered the takeover of Manila Peninsula Hotel in Makati City Thursday by Senator Antonio Trillanes IV, Brig. Gen. Danilo Lim and other anti-Arroyo figures.

He said it was a setback for press freedom when media workers were hogtied simply because they covered an event.

“This kind of incident did not even occur during Martial rule and this attack to press freedom should not be countenanced. It deserved the righteous indignation and condemnation of all good men because in the Philippines, the media is supposed to be the last bastion of truth because we can no longer expect the truth from perceived dishonest government,” he said.

Joe Torres, president of the National Union of Journalists of the Philippines (NUJP) who spoke to the participant through a phone patch, also condemned the incident.

He said, “Ang mga pulis ay walang karapatang gumawa ng ganoong hakbang sa media. (The police have no right to do such thing against the media.) Let’s unite together and oppose all forms of press freedom violations.”

In a workshop in the afternoon reporters assessed their problems as well as identified possible solutions.

Aside than poverty they also admitted that they have become vulnerable to attacks from government authorities citing the recent experience of market-based radio reporter Michael Paras of dxLS Love Radio who was kicked by Barangay Captain Pablito Paran during the mass oath taking of elected barangay officials Monday at the city hall’s amphitheatre.

Paras, who also joined the forum, criticized Paran for the ‘tari-tari (illegal cockfight) and video karera business in his barangay.

The reporters signed a Press for Peace Statement that “reasserts Article III Section 4 of the Bill of Rights of the 1987 Philippine Constitution and upholds the Universal Declaration of Human Rights.”

They adopted the Asia Media Forum Charter of 2006 to “empower journalists to resist censorship in all forms and to promote solidarity among local, national and international media organizations for better understanding and cooperation.”

They committed themselves to fair, accurate and responsible reportage. They also condemned summary executions or extrajudicial killing and all forms of harassments done against media practitioners.

They urge the management of all print and broadcast institutions to conduct seminars and training to empower and capacitate media workers.

They said they want to organize themselves “into a cooperative of media in Iligan for their economic enhancement.”

Biema Ladlad, a radio reporter from Marawi, said she wanted continuing media education to empower reporters and equip them with right information.

“Its good to realize that it’s possible for reporters to talk on issues over cooked bananas and camote as served food,” she added.

Octava Choral Society in concert at SM City-CDO

THE MSU-IIT Octava Choral Society, resident choir of the Mindanao State University-Iligan Institute of Technology has gone a long way after winning the Grand Championship in the College Choir category of the National Music Competitions for Young Artists (NAMCYA) in 1981.

Representing the country in an International Music Festival held in Manila in 1983, it was declared as "the most promising choral group in Mindanao" by then UP Concert Chorus Director Rey Paguio.

Octava is now known for its excellent vocal quality and a wide repertoire of songs ranging from classical to popular to the indigenous.

In its almost 20 years of existence, the Octava Choral Society has performed in about a hundred full-length concerts and perform in practically all the major cities in Mindanao and the Visayas. In all these concerts, the group has continually wowed audiences while promoting the unique folk music of the tribal people of Mindanao, the Christians, the Muslims and the Lumads.

In pursuit of its avowed mission to help preserve and promote the music of Mindanao, Octava has also embarked on educational concerts in schools and barangays in the city and outreach projects.

Many times the group has received invitations to perform in international competitions and festivals, but never had the chance to accept any of these due to financial incapacity. Finally, in August 2005, the group was awarded a travel grant by the National Commission for Culture and Arts (NCCA) to perform for the 27th World Conference of the International Society for Music Education (ISME) from July 16 to 22, 2006 in Kuala Lumpur, Malaysia.

As one of the performing groups in the conference, this experience put Octava's level of excellence to test as it performed side by side with other choirs and performing troupes around the world.

As post-event following the conference in Kuala Lumpur, the Octava Choral Society was also invited to perform in Kota Kinabalu, Sabah, Malaysia on July 22, 2006, at the invitation of Kota Kinabalu Junior Chamber, a member of the Junior Chamber International Malaysia - a worldwide federation of young leaders and entrepreneurs; and the Junior Jaycees of Kota Kinabalu.

Both the Octava and MSU-IIT were greatly honored by the invitation and by the chance to finally realize a long overdue dream, which is to showcase the group's talent in an international arena and be an instrument of peace and understanding among different cultures in the world through choral music.

Its participation to this world event was also an opportunity for the group to be an instrument of goodwill among fellow Asian countries, particularly those within the BIMP-EAGA Region.

The Octava Choral Society will be in Concert at the Cinema 2, SM City Cagayan de Oro on December 7, 2007 at 7:30 p.m. This is brought to us by the Xavier Sports & Country Club, The VIP Hotel, Cable Bro, San Miguel Corporation, Access, Accion Asian Cable Communications, Inc. and SM City Cagayan de Oro.

Malacañang defends solons who joined Arroyo in Europe trip


At least 30 congressmen who joined President Arroyo in her four-day visit to Europe have denied that their trip was Malacañang’s reward supposedly after they dismissed the third impeachment complaint against the President, ABS-CBN Europe News Bureau reported Tuesday.

Presidential Spokesman Secretary Ignacio Bunye described the allegation as a "disinformation campaign" of the opposition as he pointed out that the congressmen themselves are paying their own expenses.

Bunye also explained that if the trip is a state visit a big portion of the costs is usually paid by the host countries. He said, in this case, King Juan Carlos I of Spain is among those who shouldered the delegation’s expenses.

Three senators, 34 congressmen, Cabinet members and 50 businessmen are billeted in Melia Castilla, a five-star hotel in Madrid. The report said the standard room rate in the hotel is 120 euros or almost P12,000 a day.

Mrs. Arroyo and her family, including her four grandchildren, are staying at Palacio Real de El Pardo.

For the administration congressmen and Cabinet members, shelling out a large amount of money for the trip was worth it since the trip is expected to yield more investments. The congressmen also said that the trip is an official business.

The congressmen, mostly members of Mrs. Arroyo’s Kabalikat ng Malayang Pilipino, drew criticisms from their colleagues who were left behind to work on pending bills at the House of Representatives.

Promote their districts

At least 30 congressmen who were invited to join President Arroyo in her state visit to Europe tagged along because they saw the trip as an opportunity to promote their respective districts, a high ranking government official said.

Deputy presidential spokeswoman Lorelie Fajardo noted that the trip would also give the congressmen a chance to meet with a big number of Filipino workers and leaders in Spain and United Kingdom.

When asked if Mrs. Arroyo knew that the congressmen had pending work to do, Fajardo said: "Alam naman po. Aware naman ang ating Pangulo (She knew. The President was aware about it)."

Fajardo also denied that only administration congressmen are usually invited to accompany the President, adding that Nueva Ecija 1st district Rep. Eduardo Nonito Joson is welcome to join Mrs. Arroyo in her next trip abroad.

Joson was among those who criticized the trip. He alleged that Malacañang has paid for the congressmen’s expenses supposedly after they successfully dismissed the third impeachment complaint against Mrs. Arroyo.

"… kung mapapansin natin state visit naman ito, hindi ba? So, ibig sabihin talagang official function ng Presidente ito. Country to country. Diplomatic relations ito. So, talagang merong pondo available dapat ang Office of the President (… if you noticed the trip is a state visit, right? Meaning, this is an official function of the President. Country to country. This is a diplomatic relations. So, the Office of the President has available funds for this)," Joson said.

Joson also said that it would be very hard to turn down an invitation to join the President in her trips abroad but he would decline this if Congress is in session to work on pending bills.

Opposition lawmakers also described the trip as a "junket" and "by far the biggest delegation of House junketeers." They said the trip should be looked into, especially after the majority supposedly saved Mrs. Arroyo again from another impeachment attempt.

A text message that circulated Monday said at least $9,000 would have been spent for each congressman for the trip. The message said each congressman's roundtrip plane ticket amounts to at least $5,000.

Hotel accommodation and food allowances were set at $1,000. Each congressman, the message added, was given $3,000 in pocket money.

But Fajardo insisted that the Office of the President did not shell out a single centavo for the congressmen. She said that as far as she knows the congressmen themselves paid for their own expenses.

"[Based on] my personal knowledge, hindi natin ginastusan o hindi nanggaling sa Office of the President ang pondong ginastos para sa biyahe ng ating mga mambabatas, (Based on my personal knowledge, the money for their trip did not come from the funds of the Office of the President)" she said.

She also said that usually sponsors and various organizations in a host country would shoulder the delegation’s food expenses.

Earlier, an ABS-CBN News source said the congressmen "paid for their own" for the European trip. Press Secretary Ignacio Bunye also said the congressmen paid for their own tickets.

List of 'passengers'

Presidential son and Pampanga Rep. Juan Miguel "Mikey" Arroyo reportedly joined his mother’s trip.

Senators Miriam Defensor Santiago, Edgardo Angara and Juan Miguel Zubiri, along with some governors, were also invited to join Mrs. Arroyo.

Representatives Victoria Reyes of Batangas, Rodolfo Antonino of Nueva Ecija, Nanette Castelo-Daza of Quezon City and Maria Zenaida Angping of Manila, were reportedly traveling with their spouses.

Deputy Majority Leader Neptali Gonzales II and Representatives Antonio Alvarez of Palawan and Rodolfo Albano Jr. of Isabela were invited to join the trip. They, however, did not go.

Among those who joined the trip were Representatives Reylina Nicolas of Bulacan, Ma. Milagros Magsaysay of Zambales, Mary Ann Susano of Quezon City, Rizalina Seachon of Masbate, Herminia Ramiro of Misamis Occidental, Trinidad Apostol of Leyte, Ma. Rachel Arenas of Pangasinan;

Cebu chosen as model city for BPO

MANILA, Philippines -- After being ranked as one of the world's top cities for outsourcing, Cebu City is now the model other cities want to emulate in attracting investments in the lucrative BPO sector.

A recent ranking released by Tholons Globalization Services puts Cebu City behind Indian cities Chennai, Hyderabad and Pune in its list of Top 50 emerging cities for outsourcing.

In particular, the Cebu Educational Development Foundation for IT (or CEDF-IT) is spearheading a recently formed national body composed of similar IT "councils" in other cities whose goal is to similarly grow BPO investments.

Industry group BPAP recently formed a partnership with the CICT and DTI in mobilizing such provincial IT councils to help promote BPO in so-called "next wave" cities that can accommodate further investments from foreign players.

CEDF-IT, a consortium of Cebu's academe, private sector and also NGOs, led the formation of national federation of IT councils from other cities in the South including Bacolod, Iloilo, Dumaguete, Iligan and General Santos.

"Among themselves, they were able to form synergies and match the requirements of the private sector with the academe, for example, in harnessing enough talent to fill up BPO jobs," said Monchito Ibrahim, a consultant for the CICT's Cyberservices Corridor project, which aims to create these ICT hubs.

From the initial meeting in Cebu City two weeks ago, CICT is now encouraging more cities to join the initiative.

"We are also encouraging other cities like Dagupan (Pangasinan) and Cainta (Rizal) to join this initiative," Ibrahim said in phone interview. "However, this is not a CICT initiative. These IT councils are being driven by schools, local government officials and other stakeholders."

In spreading investments into other cities outside Metro Manila, the goal is to likewise spread employment opportunities. At the same time, this gives investors more options on where to set up their BPO operations.

"Metro Manila is already very crowded and there is always that danger of poaching from competing players, which is doing the industry more harm than good," Ibrahim said.

In its roadmap, BPAP is targeting industry revenues of $12 billion and increasing the total workforce to a million people. The BPO sector currently rakes in about $4 billion in annual revenues and employs around 300,000 workers.

ILIGAN CITY (MindaNews/04 December) -- Community participation must be underscored in the ongoing government-Moro Islamic Liberation Front (MILF) peace process, representatives of civil society groups said Monday at the “Option for Peace” forum at the Elena Hotel here. Members of the panel of reactors expressed the need for community participation in the peace process.

Dr. Marilou Nanaman of the Mindanao State University-Iligan Institute of Technology (MSU-IIT) said the process “must have appropriate coordination with non-governmental organizations.”

The peace panels must “also recognize the inter-generational stakeholdership of peace,” Libyan Col. Giuma A. E. Maraash, team site leader of the International Monitoring Team (IMT), said.

Teduray Timuay Alim Bandara said Lumad leaders need to dialogue with the peace panel to express their position relating to the ancestral domain claim of the MILF.

“This dialogue will take place before the government and the MILF conclude their agreement next year,” he said, adding it is “important to institutionalize community participation to demystify that high-level discussion on peace process.”

In the peace process, “yes must be yes and no must be no,” Rev. Pastor Nap Lumapguid said.

“Double talk will not lead us to peace,” he stressed.

The MILF’s Eid Kabalu updated the participants on the developments of the peace talks.

Professor Abhoud Syed Lingga, executive director of the Cotabato City-based Institute of Bangsamoro Studies, discussed the right to self-determination of the Moro people based on existing laws and international instruments.

“The core issue in the right to self-determination is determination of Moro peoples’ political status that should be subjected to referendum,” he said.

Lingga said that for referendum to be participatory and democratic, it should be preceded by lengthy political debate and dialogue within the communities to ensure that citizens are aware of what the options are, to be fully informed of the implications and are as ready as possible to vote in a referendum.

He said that there is no other alternative to violence but referendum. “We can’t allow war to happen again. We are all tired of it,” he stressed.

“When we negotiate, we need to open new horizons. We need to have an accommodating attitude. It may take a long process, but this is better than taking war,” he said. (Violeta M. Gloria/MindaNews)

NGOs welcome Canada's entry to peace process

ILIGAN CITY -- Two non-government organizations welcomed the entry of Canada into the Mindanao peace process, which is widely perceived to be gaining breakthroughs lately.

After the 14th exploratory talks in Kuala Lumpur, Malaysia last month between the Philippine government and the Moro Islamic Liberation Front (MILF), both sides announced a break on the impasse over the issue of ancestral domain.

Negotiations on a definition of ancestral domain determine the extent of self-governance territory to be granted for the MILF.

In a joint statement, lawyer Soliman Santos, coordinator of the Philippine Campaign to Ban Landmines (PCBL), and Hansjoerg Eberle, director-general of the Fondation Suisse de Deminage [Swiss Foundation for Mine Action] (FSD), said the entry of Canada in the non-military contingent of the International Monitoring Team (IMT) bodes well for the entire peace process.

During last month's Kuala Lumpur talks, both the government and MILF panels accepted the entry of Canada.

Canada reportedly expressed intention to assist in the governance aspect.

PCBL and FSD noted Canada's potential to share "substantive inputs" in the discussions for a "political solution" to the Moro problem given its own "positive experiences in constitutional accommodation of its `First Nations.'"

Canada has also funded a Local Government Support Program (LGSP), which also covers the Autonomous Region in Muslim Mindanao (ARMM). The ARMM constitutes the core area for the planned Bangsamoro Juridical Entity of the MILF.

PCBL and FSD also noted that Canada can contribute in mining the battlefields in Mindanao given its track record of pushing for the 1997 Ottawa Treaty.

The treaty sought the ban on use of anti-personnel landmines worldwide.

Last month's two-day talks also approved the conduct of joint clearing operations of landmines and unexploded ordnance, subject to terms of reference to be drawn by the joint ceasefire committee.

Mayor Lawrence Cruz left Iligan on Saturday to be part of the official delegation of President Gloria Macapagal-Arroyo's visit to Europe. Part of the visit is the meeting of PGMA (and Mayor Cruz) with Global Steelworks Chairman Pramoud Mittal in London.

Mittal earlier requested for intervention from the Office of the President of the issues concerning National Steel Corporation (NSC) which includes acquisition of a tax clearance from the city government. Mittal refused to pay back taxes of NSC since ownership of the latter's properties has not been officially transferred to Global Steelworks yet. This also prevented Global Steelworks' implementation of their $1.6 billion expansion in Iligan.

Since 1999, the local government of Iligan demanded payment of NSC's real property tax which now amounts to P2.073 billion as of November this year. Until now, NSC still failed to pay such payment.

It can be recalled that Mittal's Global Steelworks bought the state-owned steel plant on 2004.

NorMin energy sales, up 5.37% in 2Q

(7 December) -- The government will pay up to Php1 billion of debts of the state-owned National Power Corp. (Napocor) or about 14% of the outstanding total, using proceeds of the sale of its power plants.

This, as evaluation of Napocor's loans showed that pre-paying this portion of its debts consisting of yen-dominated loans, at this time, will produce optimum benefits for the Filipino people, Napocor President Cyril C. Del Callar said.

Callar said a 2001 law mandates privatization of Napocor and says all proceeds from the asset sale should be used to pay its $7.2 billion debts.

Assets to be sold include the concession to run the country's power grid, now held by National Transmission Corp. (Transco), of which the bidding for the 25-year concession is scheduled on Dec. 12, this year.

Meanwhile, Regional Director Myra V. Balandra of the National Economic and Development Authority, region 10, said Northern Mindanao purchased from Transco a total of 597,916,854 kilowatts per hour (kwh) of electric energy during the second quarter of the year, up by 5.37% compared to 567,459,863 kwh. in the same period of 2006.

Data at NEDA show that Misamis Oriental posted the biggest share of 56.43%, of the total regional purchases followed by Lanao del Norte, 27.87%, Phividec Industrial Estate (PIE), 11.26%, Bukidnon, 8.82%, Mis. Occ., 6.24% and Camiguin, 0.65%.

Moreover, the highest increase in energy purchases of the province was posted by IndoPhil with 3.95%, followed by the Cagayan de Oro Electic and Power Co. (CEPALCO), 9.52%, Mis. Or. Rural Electric Service Coop (MORESCO) I, 7.40%, MORESCO II, 3.58% and Holcim, formerly Alsons Cement Corp., 1.47%.

At the PIE, Mindanao Silicon's energy purchases went up by 11.26% while Philippine Sinter Corp. also posted an increase of 3.34%, but noted a decline of 8.32% at Ferrochrome.

In Lanao del Norte, the highest increase was posted by Maria Cristina Chemical Industries (MCCI), 176.54%, followed by Treasure Steel Corp., 85.44%, Iligan Light and Power Inc. (ILPI), 6.04%, Mabuhay Vynil Corp. (MVC), 5.82%, Lanao del Norte Electric Coop. (LANECO), 4.94% and Pillsbury Flour Corp. (PFC), 1.42%.

However, overall purchases of the province dropped by 0.08% due to the decline in energy purchases of Global Steel Works, formerly National Steel Corp., -33.35%, Iligan Cement Corporation (ICC), -17.36%, NewTech, -4.78%, as well as, Globe Paper Mill which stopped its operation.

In Bukidnon increases in energy purchases were noted at the Bukidnon Sugar Co. (BUSCO), 80.72%, First Bukidnon Electric Coop. (FIBECO), 6.90%, Bukidnon Second Electric Coop. (BUSECO), 5.20% and Menzi Agri, 4.04% but declines were noted at Del Monte Philippines Inc. (DMPI) -11.66% and SOBROS, formerly Mendeco, -3.37%.

In Mis. Occ., both the Mis. Occ. Electric Coop. Inc. (MOELCI) I and II, posted increases in their energy purchases by 9.14% and 5.62%, respectively, while that of Camiguin, with its only customer, the Camiguin Electric Co. (CAMELCO), went up by 7.47%. (PIA 10)

Philippines not afraid of globalization, says Arroyo

LONDON (VIA PLDT) -- The Philippines is no longer afraid of globalization, President Gloria Macapagal-Arroyo declared here late Thursday at the close of a weeklong official visit to Spain and the United Kingdom.

The Philippines, which less than a decade ago was referred to as “the sick man of Asia,” is back in business and the world has taken notice, Arroyo said as she invited European investors to visit to “see for yourself the dynamism that now describes our country today.”

“We are a good business environment but we are getting better,” she said, eliciting applause from a group of British business leaders headed by HSBC’s Robert Gray, who said the Arroyo administration’s determination to “bring prosperity to your people is praised worldwide.”

The first one to respond to the President’s call was Indian steel magnate Pramod Mittal, who gave the go-ahead to build a P1.6-billion integrated steel plant in the Philippines, in a plan announced during Arroyo’s visit to India in October.

Mittal’s Ispat Industries in 2004 acquired Global Steelworks Philippines, the former National Steel Corp., for $225 million. Located in the southern city of Iligan, this is the largest steel mill in the Philippines with an annual output of three million metric tons, supplying cold rolled coils and flat steel products to the Philippines and other countries.

Arroyo arrived in London late Wednesday from a four-day state visit to Spain, which began Dec. 2. During that visit, agreements were signed for P16.2 billion worth of Spanish investments in the Philippines.

In her one-day visit to London, Arroyo addressed two business forums, during which she said bright prospects awaited investors in mining, energy, tourism, business process outsourcing, infrastructure, and agriculture-related businesses.

“I believe that Philippines offers one of the best values in Asia for domestic and foreign investments,” she said.

She pointed out that the Philippine economy had reached a “new level of maturity and stability, with some of the strongest macroeconomic fundamentals in 20 years.”

She cited the big investments by such giants as Texas Instruments of the United States, Hanjin of Korea, Marubeni of Japan. She said that together with Anglo-Dutch Shell Co., these form the “Billion Club” of investors that have put in at least a billion dollars in Philippine operations. With INQUIRER.net

Capitol University brings 'Tales from Mindanao' of Ipag

CAPITOL University sponsors the widely acclaimed Integrated Performing Arts Guild (Ipag), with its International touring production, "Tales from Mindanao," on December 8 at the Capitol University Gym.

Tales from Mindanao of Ipag is a tapestry of Mindanao stories, dances, music and rich visuals.

This has been performed in extensive national tours and has represented the country in many world festivals since its premiere in 1992 at the Cultural Center of the Philippines. Ipag is recognized as a leading Philippine Theatre Company today and has enthralled thousands in over 100 cities worldwide.

It captivates the audience with its awe-inspiring performance. Its recognition is exceptional, having receiving many critical acclaims and good reviews not only in the Philippines but also around the world.

It was founded in 1978 by Steven Patrick C. Fernandez and Ligaya Fernando-Amilbangsa. It is the resident cultural troupe of MSU-Iligan Institute of Technology of Iligan City.

This project of Capitol University propagates the beauty of Mindanao and skill of local artists.

Proceeds of the project will go to the Museum of Three Cultures of Capitol University, which is set to open in 2008. This museum is a prime cultural and educational showcase of Mindanao history and ethnology.

The university's promotion of the preservation of cultural heritage has been manifested from the support it has given to various cultural groups such as Douglas Nierras' Powerdance, Sining Kambayoka, the Philippine Madrigals, and now the Integrated Performing Arts Guild (Ipag).

Businessman Ben Tiu of TKC Steel Corp. is looking at eventually taking over the Iligan steel complex, which is owned and operated by Global Steel Philippines Inc. of India.

A highly placed source said Global Steel’s financial problems remained the biggest constraint in sustaining the operations of the steel complex it acquired from state-owned National Steel Corp. several years ago.

The source said Tiu had the financial muscles and the technical expertise to bankroll and handle the operations of the country’s biggest steel complex, the source said.

The Tiu family pioneered the country’s steel and plastic pipes production. It also owns the country’s biggest rolling mills for steel billets.

TKC Steel supplies about 400,000 metric tons of the country’s total requirements of steel billets of 2 million MT.

The firm is building the country’s first blast furnace, which is seen to cost as much as P1 billion. The blast furnace forms part of the family’s plan to put up the country’s first integrated steel mill. The plant, to be built in Iligan City, will be operational in October 2008.

Tiu said the blast furnace would effectively double the production capacity of its billet-making subsidiary, Treasure Steelworks Corp., from 300,000 MT to 600,000 MT per annum.

The blast furnace will also supply the billet raw material requirements of TKC Steel’s China unit, ZZ Stronghold Steel Works Co. Ltd., and bolster its capacity to manufacture specialty pipe products for industrial customers.

The company is currently refurbishing the two blast furnaces that it acquired, free of charge, from Global Steel.

The family, which is in the steel business as producers of pipes for the past 50 years or so, owns Goodyear Steel Corp., the Philippines’ biggest steel maker.

TKC Steel is part of the Tiu Group of Companies that owns several businesses in the financial and hospitality servicing and tourism sectors, which include iRemit Inc., an overseas remittance services company; Sterling Bank of Asia and the Discovery Hotel Chain. The family also owns significant landholdings in Manila, particularly in the Binondo and Malate districts, as well as the Gilarme Apartments in Makati City.

TKC Steel sets sights on Global Steel to regain market leadership

TKC Steel Corp. is eyeing to acquire Indian-owned Global Steel Philippines Inc., according to an industry source.

An industry source said that Ben C. Tiu, TKC chairman, set his sights on the entire Global Steel compound in Iligan City. TKC already has a billet factory inside the compound, which Global Steel took over from shuttered National Steel Corp.

Besides the steel company, Tiu also owns the Discovery Suites in Ortigas, the Boracay hotel and resort complex Discovery Shores, and Gelarme Apartments in Ayala.

TKC, which has one of the biggest steel rolling mills located in Pampanga province and is a pioneer in the manufacture of steel pipes in the country, wants to regain is stature as the Philippines’ leading steel maker, the source said.

TKC produces at least 400,000 metric tons of billet steel, a fifth of the local demand. A billet is a semi-finished section of hot rolled coil from a metal ingot, with a rectangular cross section usually ranging from 16 to 36 inches.

The source said that TKC wants to completely modernize the Iligan Steel Plant by converting it to a blast furnace facility. A blast furnace is a modern type of metallurgical heating process used for smelting to produce metals.

Global Steel earlier announced it would spend P1.5 billion to renovate its Iligan plant and transform it into an integrated steel manufacturing facility. It plans to double its annual sales from $201 million to $513 million by year-end.

The company already ships its produce to Africa, Europe, Brazil and other Asian countries. It plans to tap the US market.

Global Steel’s exports to Vietnam had run afoul of Hanoi customs authorities, who claimed that the company was engaged in transshipment to avoid higher tariff duties.

The company also has an outstanding tax spat with the Iligan local government, and is faced with a restive workforce.

I have a question about the picture above. Are the Traffic lights on an Underground Wiring.... because I don't see any wires coming out from the top of them....

So how difficult would it be to do the same for the ugly spaghetti wires seen here?

Request lang, can someone post pictures of that Tree you guys mentioned that was placed on the Public Plaza?

Brushing off takeover reports by a local steel firm, Indian-owned Global Steel Philippines (SPVAMC), Inc. (GSPI) yesterday said it is in the midst of a plan to implement its $ 1.6-billion investments that would backwardly integrate the Iligan-based steel plant.

In a statement, GSPI said it is in the midst of chalking up plans to invest US.6 billion to build the country’s first integrated steel mill and wean the country from its dependence on imported steel.

"The long-term future for GSPI is bright," said Lalit Kumar Sehgal, GSPI’s Managing Director.

Sehgal has assured the company’s stakeholders that in the years to come, "GSPI will expand under a growing domestic market and exports. Eventually, the country will be less dependent on imports and there will be greater integration along the value chain."

GSPI head for corporate communications Sangram Mohanty also said in a statement that the Iligan steel plant is neither for takeover by TKC Steel Corp. nor for sale.

Brushing off takeover reports by a local steel firm, Indian-owned Global Steel Philippines (SPVAMC), Inc. (GSPI) yesterday said it is in the midst of a plan to implement its $ 1.6-billion investments that would backwardly integrate the Iligan-based steel plant.

In a statement, GSPI said it is in the midst of chalking up plans to invest US.6 billion to build the country’s first integrated steel mill and wean the country from its dependence on imported steel.

"The long-term future for GSPI is bright," said Lalit Kumar Sehgal, GSPI’s Managing Director.

Sehgal has assured the company’s stakeholders that in the years to come, "GSPI will expand under a growing domestic market and exports. Eventually, the country will be less dependent on imports and there will be greater integration along the value chain."

GSPI head for corporate communications Sangram Mohanty also said in a statement that the Iligan steel plant is neither for takeover by TKC Steel Corp. nor for sale.

Indian steel firm Global Steelworks Philippine Inc. (GSPI) yesterday denied rumors of bankruptcy and even boasted of readying its $1.6 billion investments to build the country’s first integrated steel mill.

GSPI head for corporate communications Sangram Mohanty brushes off news reports that Indian company who now operates the steel complex in Iligan City formerly National Steel Corp. (NSC) is in dire financial trouble and the remaining option is to sell the company.

Mohanty, in a statement, explained that TKC Steel Corp., the local company reportedly interested to takeover the steel plant, has already denied speculation of closure to the Philippine Stock Exchange.

The report of bankruptcy, Mohanty said, is a deliberate attempt by irresponsible and mischievous vested interest groups to ensure that GSPI is seen negatively by its stakeholders and create confusion in the market place.

Mohanty added that Global Steel is the real owner of the Billet Shop, which is on lease to TKC. The leasing was due to the immediate need to prioritize the rehabilitation of GSPI’s rolling mills.

The rehabilitation of the rolling mills has been carried out by GSPI, a multinational steel company with long experience in steel making. The company reportedly did not borrow any amount from any local banks.

GSPI, on the other hand, has fulfilled its financial obligations to Philippine National Bank as per the Asset Purchase Agreement pertaining to National Steel Corp.’s creditors.

Lalit Kumar Sehgal, GSPI’s managing director, assured the company’s stakeholders that the future of the firm is bright saying: “In the years to come, GSPI will expand under a growing domestic market and exports. Eventually, the country will be less dependent on imports, and there will be greater integration along the value chain. At present, GSPI has pending request from the Philippine government asking sovereign guarantee from the government through Philexim for its over $20 million loans from a Singaporean bank.

the problem of GSPI was since last year when the steel industry of the country reported that GLOBAL STEEL allegedly sold prefabricated steel from its counterparts in India and that the present operation is just a mere dummy. This was bared when GLOBAL STEEL applied for a tariff from the BOI. The requirement for tariff was for GLOBAL STEEL to be operating in full commercial but i guess now its not yet operating in commercial status. And now here goes this real property tax delinquency...i think the rumors before were true. TKC is far more better operating with the billet shop as we can see now.

Global Steel, in a statement issued by head of corporate communications Sangram Mohanty, said the Indian firm, which acquired the steel facilities from National Steel Corp., was dismissing persistent rumors about its financial difficulties and a consequent sellout.

Mohanty said certain vested interest groups were spreading rumors that the steel plant was up for sale.

“This is a deliberate attempt by irresponsible and mischievous vested interest groups to ensure that GSPI is seen negatively by its stakeholders, create confusion in the market place at a time when GSPI is in the midst of chalking up plans to invest $1.6 billion to build the country’s first integrated steel mill. This is being done to ensure that the country remains dependent on imports for all times to come,” Mohanty said in the statement.

Global Steel, according to the company statement, was the real owner of the billet shop, which was on lease to TKC Steel Corp., whose owner, Ben Tiu, was allegedly interested to buy the complex.

“One of the reasons why it has been leased out at the time of acquisition was because of the immediate need to prioritize the rehabilitation of GSPI’s hot rolling and cold rolling mills which are the actual heart of the plant and crucial links to the country’s economic barometer. The rehabilitation of the said mills has been fully carried out by GSPI,” Mohanty said.

He also said that Global Steel, being a multinational steel company that has a long and in-depth experience in steel making, had not borrowed a single centavo from any local bank to sustain its operations in the Philippines.

“Similarly, GSPI has timely fulfilled all the financial obligations to the Philippine National Bank as per the Asset Purchase Agreement pertaining to National Steel Corp.’s creditors,” said Mohanty.

The company has a pending application with state-owned Philippine Export Import Credit Agency for a sovereign guarantee on $20 million worth of loans to bankroll its acquisition of raw materials.

“In the years to come, GSPI will expand under a growing domestic market and exports. Eventually, the country will be less dependent on imports and there will be greater integration along the value chain,” said managing director Lalit Kumar Sehgal in the statement.

Global Steel exports 70 percent of its production primarily to Southeast Asian countries, Europe and Africa. It employs over 1,100 skilled Filipino workers in Iligan City. It is a subsidiary of Global Steel Holdings Ltd., which has operations in Bosnia, Bulgaria, Libya, Nigeria and India. Worldwide, the group operates and manages 14 million tons per annum of steel production capacity.

In 1987, Khashoggi was implicated in the Iran-Contra scandal as a key middleman in the arms-for-hostages exchange along with Iranian arms dealer Manucher Ghorbanifar during the administration of US President Ronald Reagan.

Khashoggi, in partnership with the Abu Dhabi Investment Co., will invest $500 million (about P20.85 billion) in the build-operate-transfer projects.

Khashoggi is one of the world’s richest men, while the Abu Dhabi Investment Co. is owned by the emirate and has diverse investments worldwide.

Khashoggi allegedly borrowed money for these arms purchases from the now-bankrupt financial institution the Bank of Credit and Commerce International with Saudi and US backing. In 1988, Khashoggi was arrested in Switzerland, accused of concealing funds, and held for three months and then extradited to the US, where he was released on bail and subsequently acquitted.

The investment commitments were announced by President Arroyo upon her arrival yesterday following a visit to several countries.

Mrs. Arroyo said her visit to Spain and the United Kingdom resulted in at least two major investment commitments amounting to some P69.8 billion.

Spain’s biggest bank, Banco de Bilbao Vizcaya y Argentaria, has approved a credit facility worth 800 million euros (P48.94 billion) for Spanish investments in the Philippines.

It was through the efforts of Albay Gov. Joey Salceda that the credit facility was approved, Mrs. Arroyo said.

Part of the funds would be made available for Spanish businesses wishing to invest in the Philippines, while another portion would be used as a supplier’s credit for businesses in the Philippines, she added.

Among the areas targeted for financing are renewable energy, particularly wind and solar, and “modular ports and bridges.”

Indra Sistemas, one of Spain’s biggest companies, has also committed to expand its information technology business in the Philippines.

It has also expressed interest in joining the bidding for the upgrading of the Philippines’ air traffic control system.

Bionor Transformacion, which is part of the INSECC and CIE Automotive Group, Spain’s leading producer of biodiesel, has also signed an agreement with the Philippine Agricultural Development and Commercial Corp. to develop at least 100,000 hectares of jatropha plantations in Palawan.

In London, Mrs. Arroyo met with steel magnate Lakshmi Mittal, who reaffirmed his company’s plan to establish a $1.6-billion steel mill in Iligan City.

Mrs. Arroyo also met with Cynthia Carroll, chief executive officer of Anglo-American, a flagship British company, which committed to continue investments in the mining industry.

^^ Global Steel has been operational for 4 years now. If all written above is true then they should pay the Php 2.07 Billion real property tax they owe to the city before pouring in another investment.



WoW! 2.07 Billion pesos will really enhance Iligan's economy if the local gov't will get that big amount of tax. ^^

CAGAYAN DE ORO CITY – The local Land Transportation and Franchising Regulatory Board (LTFRB) office said that 60% of transportation in this city and 75% in Iligan City have been paralyzed by the transport strike staged by militant jeepney drivers and operators Thursday.

Mandangan Darimbang – director of the LTFRB city office – said that they were able to mitigate the impact of the strike with the deployment of alternative transportation for the riding public.

"Based on our monitoring, only 60% in Cagayan de oro was paralyzed this morning and 75% in Iligan City. The whole of Misamis Occidental and Bukidnon were not affected at all," said Darimbang.

Only the militant Solidarity transport alliance (Starex) joined the strike in Cagayan de Oro and Iligan cities. Other moderate groups said they will await the decision of LTFRB on their petition for fare hike due next week.

Oro joins ICT hubs in organizing national body

THE information and communications technology (ICT) organizations of Bacolod and Negros Occidental, Iloilo, Davao, Cagayan De Oro, Cebu and Iligan formed last November, the Philippine Federation of ICT Organizations.

The group aims to collectively work for ICT-readiness and competitiveness and promote their respective areas in the Philippine Cyberservices Corridor.

The meeting, hosted by the Cebu Educational Development Foundation for IT (CEDFIT) represented by its executive director Bonifacio Belen, called for the other ICT organizations outside of the NCR.

These organizations include the Bacolod-Negros Occidental Federation for ICT and IT Schools Network of Negros Occidental Incorporated, the Iloilo Federation for Information Technology, the Davao ICT, Incorporated and the Iligan Information and Communication Technology and E-Commerce Council.

Joining the organizational meeting was the new Commission on Information and Communications Technology (CICT) Chair Ray Anthony Roxas-Chua III, named Philippine's outsourcing and off-shoring (O&O) czar recently by President Gloria Macapagal-Arroyo, who encouraged the ICT local leaders to organize themselves in order to help each other and to have a stronger voice.

Chua reiterated the value of private sector-led efforts that enjoy the support of all sectors working together.

The members agreed to invite ICT councils and organizations of other cities, provinces and regions like General Santos City and Urdaneta City.

Everyone is in the consensus that the support of CICT for the efforts and initiatives of the federation is very important.

Aside from making the necessary preparation in the establishment of the body, the members shall soon be preparing for the e-Services Conference in 2008 and to allocate for a bigger regional space in the expo and better promotional activities for the regional ICT hubs.

Good news indeed! Iligan is about to enter in an ICT field, and I believe too soon will attract ICT investors to invest in the city.

Anyway, the entry of Iligan in ICT field nowadays will make use the IT grads out there. ^^ Sayang ang IT course na inoffer ng particular college or university doon if walang mag-invest. :) Good!2x

Club Seven, Iligan City, Mindanao, The Philippines...

Afternoon,

Just quick update for people that are looking for a good boozer in Iligan City. The place where I have been going the last few days is Club Seven in Iligan City. It is just outside the town centre next to the Elena Tower Hotel.

They do reasonable food but the best part is the live bands. very night from 9 onwards they have bands playing. Some good, some extremely good... It is a sortof open stage and anyone who can sing and wants to can join the band and holler along.

Needless to say I just stayed at the bar and drank the cheap local beer. Not to be refused at 40 pence a pint.

The place is open on one side so yes, it does get warm at night as there is no airco but the booze keeps you cool there. They do beer deals as well. A bucket of 7 bottles of San Miguel for two quid, can't beat that. The service is excellent there and I have not seen any trouble there.

Everybody just seems to be out for a good time and tries to out sing each other, no fighting or anything like that, just a good time. So all in all a great place to while away a few hours.

malaki ang masave ng LGU sa bill ng streetlights kung may maayos na control scheme. That much light is not needed especially from 12midnight till morning where there is less vehicles on the road.:ohno:

Dr. Anthony Tan Dominates the 2007 Pinoy Poet Award


Anthony Tan was born on 26 August 1947, Siasi [Muddas], Sulu. His degrees AB English, 1968, MA Creative Writing, 1975, and Ph.D. English Lit., 1982 were all obtained from the Silliman University where he edited Sands and Coral, 1976. For more than a decade, he was a member of the English faculty at SU and regular member of the panel of critics in the Silliman Writers Workshop. He taught briefly at the DLSU and was Chair of the English Dept. at MSU-Iligan Institute of Technology where he continues to teach. A member of the Iligan Arts Council, he helps Jaime An Lim and Christine Godinez-Ortega run the Iligan Writers Workshop/Literature Teachers Conference. He also writes fiction and children's stories.

He has won a number of awards, among them, the Focus award for poetry, the Palanca 1 st prize for Poems for Muddas in 1993; also the Palanca for essay. Among his works are The Badjao Cemetery and Other Poems , 1985 and Poems for Muddas , Anvil, 1996.

Dr Anthony Tan is the 1st Grand Winner of the 2007 Pinoy Poet Award. For winning the 6 major awards in all category.

Department of Trade and Industry (DTI-Iligan) this week destroyed half-a million worth of confiscated substandard Christmas lights and other electrical products in a campaign to discourage entrepreneurs selling "fire hazards" in the market. The DTI used road roller ("pison") to smash the low quality goods in a gesture against syndicates that flood the market with poor quality materials.

Seizures of these substandard goods began in November in the various business establishments in Iligan and around Lanao del Norte by a raid jointly conducted by the Local Price Coordinating Council (LPCC) and DTI.

Following DTI's Administrative Order No. 2 (series of 2002) it says that goods not following the product standards and do not have an "import commodity clearance" (ICC) will be confiscated.

The LPCC was created in 2004 by Mayor Lawrence Ll. Cruz to safeguard and protect the consuming public against poor quality products.

Kaya naman pala nagkulang ng cash back-up ang treasury natin eh. Inefficient pala ang collection nila. No wonder maraming mga negosyante na kilala ko ang nagrereklamo na hinaharass na daw sila ng local BIR natin para lang makaabot siguro sa collection target ng taon.

BIR-16 collection in 2Q 2007 totals P1.089 billion

Cagayan de Oro City (18 December) -- A total of Php1.089 billion in revenue have been collected by the Bureau of Internal Revenue (BIR (http://www.bir.gov.ph/)), Revenue Region 16 in Northern Mindanao, during the second quarter, this year, down by 3.9 % compared to Php1.134 billion in the same period of 2006.

"The reduced tax collection, however, is not a cause for alarm as it was only due to the transfer of tax collection from the Revenue District (RD) to the Large Taxpayers Division in the BIR Central Office," Regional Director Mustapha Gandarosa of BIR-16, said.

"This also explains why the collection for excise taxes in all RD's decreased, except for Gingoog City which posted a 2% increase," he said.

Per data gathered by the National Economic Development Authority (NEDA), region 10, during the quarter, "Percentage" taxes posted the highest increase of 51.8%, from Php44.357 million to Php67.341 million.

This was followed by "Other" taxes or taxes derived from penalties, fines, surcharges, documentary stamps, real estate, capital gains and transfer taxes which also increased by 30.43%, from Php54.767 million to Php71.421 million and the Value Added Taxes (VAT) by 6.3%, from Php242.647 million to Php257.950 million.

However, declines were posted by "Excise" taxes, from Php101,814.74 to Php48,897 or a -52 %, and "Income" taxes, from Php791.925 million to Php692.433 million, or a -12%.

On a per RD performance, Gandarosa said RD 98 of Cagayan de Oro City posted the biggest collection of over Php596.376 million, down by 16% compared to its collection of Php712.854 million in the same period, last year.

Next was RD 101 of Iligan City, from Php160.980 million to over Php186.528 million or an increase of 16% and RD 99 of Malaybalay City, from Php131.362 million to over Php142.431 million or an increase of 8%.

The RD 100 of Ozamiz City posted an increase of collection from Php90.172 million to over Php117.796 million or 31%, while RD 97 of Gingoog City also increased from Php38.429 million to over Php46.061 million or 20%. (PIA 10)

The Company’s second memorial park is located in Sta. Filomena, Iligan City on a 27.6-hectare property with a hilly terrain overlooking Iligan Bay on one side and part of the city on another side. It has been developed with the same facilities and amenities as Cagayan de Oro Gardens. The development of the first phase of Maria Cristina Gardens, consisting of 12.33 hectares, is already finished. As of December 2006, the project’s second phase (phase II at 3.30 has.) is still in its initial 9 development which consists only of earthmoving works that is 84% complete; whereas phase III (4.25 has.) is about 60% accomplished in terms of various major works such as earthmoving works, road network, drainage, landscaping works, and some initial works on the water and electrical systems.
