(MindaNews/04 January) – The year 2007 was a good year for Mindanao with the publication of at least 30 books about Mindanao or written by Mindanawons, more than twice the harvest of 12 books and journals in 2006.
Consistently since 2000, peace and history still dominated the themes but compared with previous years, the 2007 book harvest is more significant in that there are more Moro voices now, as authors, as editors.

The “Children of the Ever-Changing Moon,” for instance, edited by young Moro writer and award-winning filmmaker Gutierrez Mangansakan II, is an anthology of essays by 16 young Moro writers, including Mangansakan. Twelve of the 16 writers are women.

In the peace front, no less than the chair of the Moro Islamic Liberation Front (MILF) peace panel, Mohagher Iqbal, is author of “The Long Road to Peace: Inside the GRP-MILF Peace Process,” writing under his pseudonym, Salah Jubair.

“Children of the Ever-Changing Moon” is, thus far the bestseller among the 2007 books. Launched in Davao City on November 29, it is now on its second printing.

MindaNews recorded only 12 books and journals published in 2006 compared with 32 in 2005; 29 in 2004; 19 in 2003; 18 in 2002; eight in 2001 and seven in 2000.

With 30 more in 2007, that’s a total of 155 books and journals published from 2000 to 2007.

Of 30 in 2007, 21 are books, seven are journals and two are monographs.

Looks like another year is needed to complete the mall. It's a big mall, but I really think it's still not big enough for a city as big as Iligan. It only has 2 theaters. An average mall has 4 theaters.

What happened to the 2 mall operators that were previously reported that have interests to enter in Iligan mall market?

More cities forming ICT councils, eye BPO investments

MANILA, Philippines--More cities in the southern Philippines are following Cebu's model and forming their own information and communication technology (ICT) councils in order to attract investments from the outsourcing industry.

Following the example of the Cebu Educational Foundation for Information Technology (CEDF-IT), similar groups have already been formed in Iloilo (the Iloilo Federation for Information Technology or I-FIT) and Bacolod (Bacolod-Negros Occidental Educational Foundation for Information Technology or B-NEFIT).

The creation of similar ICT councils is now underway in Davao, Cagayan de Oro, General Santos and Iligan, according to Bonifacio Belen, president of CEDF-IT, which comprises local government, business groups and non-governmental organizations.

Representatives from these cities recently met in Cebu City to organize a governing body for all regional ICT councils.

"In the next six months, we will organize ourselves into a national federation," Belen said.

Among the goals of this resulting national body is to facilitate the exchange of best practices between different cities, he added.

Belen said: "At CEDF-IT, we are already going beyond HR (human resource) development. We are working on other areas especially investment promotion and marketing."

Both the Commission on ICT and an industry body, the Business Process Association of the Philippines (BPAP), have been encouraging this initiative as a way of developing more locations for investors in the business process outsourcing industry.

Belen said cities like Dagupan and Baguio in the northern Philippines have also expressed interest in forming their respective ICT councils.

Asked if this would result in cities trying to outdo each
other in attracting investors, Belen replied: "We want to foster 'co-opetition' instead. Based on BPAP's projections, the industry needs at least some 600,000 workers. That's more than enough that can be supplied nationwide right now."

Study bares 11 BPO sites outside MM

THERE is no more question that the Philippines is a prime location for outsourced services, tasks for which a company hires another firm to do, and for offshore services, so called because the services are contracted to a company located outside the country where the client is headquartered.

A study by the Institute for Development and Economic Analysis Inc. (Idea) said that the Philippines is earning over P3 billion annually from the outsourcing and offshoring industry, with most of the players located in Metro Manila.

As these companies expand to cope with exponential growth, rental rates and labor costs skyrocket in Metro Manila, the study said. This raises the pressure to find new locations where there is enough labor pool.

The well known alternatives are Baguio City, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna and Lipa in Batangas. These are certainly easy to reach from Manila, with good infrastructure and connectivity to boot. But what of others?

Idea chief Cayetano Paderanga Jr., former director general of the National Economic and Development Authority, said that outsourcing and offshoring companies have 11 other sites to consider.

Up north, Tuguegarao City and Cabanatuan City were found to be viable alternatives to Baguio.

Going to the Visayas, the Bayan-commissioned study showed Iloilo, Bacolod, Camarines Sur, Dumaguete and Leyte to be the best sites south of Batangas.

Further down south, Davao City, Cagayan de Oro City, Iligan City and South Cotabato are giving Metro Manila a run for its money.

"What these locations offer are relatively lower cost of doing business, nominal minimum wage, and population density compared with Metro Manila. While Manila still have more graduates in offshoring-related fields who are fluent in English, these locations have enough English-speaking graduates to sustain supply. They may even offer less attrition because the young graduates would be employed near the home, unlike their counterparts in Metro Manila," Paderanga said.

Just quick update for people that are looking for a good boozer in Iligan City. The place where I have been going the last few days is Club Seven in Iligan City. It is just outside the town centre next to the Elena Tower Hotel.

They do reasonable food but the best part is the live bands. very night from 9 onwards they have bands playing. Some good, some extremely good... It is a sortof open stage and anyone who can sing and wants to can join the band and holler along.

Needless to say I just stayed at the bar and drank the cheap local beer. Not to be refused at 40 pence a pint.

The place is open on one side so yes, it does get warm at night as there is no airco but the booze keeps you cool there. They do beer deals as well. A bucket of 7 bottles of San Miguel for two quid, can't beat that. The service is excellent there and I have not seen any trouble there.

Everybody just seems to be out for a good time and tries to out sing each other, no fighting or anything like that, just a good time. So all in all a great place to while away a few hours.

^^ House Bill No. 3164 is the move to create a lone congressional district for Iligan City, which is at present, a part of the 1st district of Lanao del Norte.

Iliganons have long dreamed of a separate district because it will pave the way for more developments. Iligan will have its own Priority Development Assistance Fund separate from the province.

LADP seen to cover Oro, Iligan traffic


PRESIDENT Gloria Macapagal-Arroyo is scheduled to visit Misamis Oriental on January 10 to grace the 78th Anniversary of the province at the Capitol Grounds, Lara Park, formerly MacArthur Park, this city.

In a press statement, Misamis Oriental Governor Oscar Moreno said while in the province, the President would see for herself the status of implementation of the Laguindingan Airport Development Project (LADP), the groundbreaking of which she attended on January 11, 2006.

The LADP is aimed at developing a new major trunk line airport of "international standards" to meet the increasing aviation traffic demand of the Cagayan de Oro-Iligan Corridor (CIC).

Located in Barangay Moog, Laguindingan, Misamis Oriental, which is about 30 kilometers, northwest of the city, the project is accessible through a 5-kilometer barangay road from the poblacion through the CDOC-Iligan City Road.

Its original project scope include the consulting services, such as reviewing and updating of the feasibility study and master plan, the preparation of the detailed engineering and tendering of documents and the construction-supervision of a passenger/cargo terminal building and control tower, as well as, the procurement of air navigation and airfield visual aids.

That date looks more realistic to me. I'd like to fantasize that the mall can operate this summer but at the rate of the mall's construction is going it's really not possible to open in May considering finishing touches take longer than the structural. Let's just hope a miracle will happen.

Cagayan de Oro City (10 January) -- Some 61 out-of-school youths and adults will be taking the Accreditation and Equivalency (A & E) Test at its testing center, Northeast 1-A Central School, Sta. Filomena, Iligan City, on 03 February 2008.

Education Supervisor May J. Barga, in-charge on Alternative Learning System- Department of Education (ALS-DepEd), Iligan City, said that of the 61 applicants, there were 59 registered to take for the secondary level while only two (2) for elementary.

Test passers will be given certificates equivalent to elementary or high school diploma and will be allowed to enroll in formal schools.

Barga said that Iligan City is privileged to have the 'Balik Paaralan para sa Out-of-School Adult' (BPOSA) located at Sta. Filomena Central School, this city. This is a nationally-funded program of the Department of Education, said Barga.

The ALS or the so-called Non-Formal Learning School is designed for youths, adult illiterates, and school dropouts who cannot avail of formal schooling. This is the government's program on providing basic literacy to marginalized sector of our society.

Cagayan De Oro City, Misamis Oriental (11 January) -- President Gloria Macapagal-Arroyo witnessed today the signing of a Memorandum of Understanding (MOU) between Korean firm Hanjin Heavy Industries and Construction Co., Ltd. (HHICC) and Phividec Industrial Authority (PIA) on the construction of a US$2-billion shipbuilding complex here.

Signing for HHICC was the company's president Park Kyu Woon while Administrator Nimfa de Ocampo signed for PIA. Phividec is the acronym of Philippine Veterans Investment Development Corporation.

The President lauded the "billion-peso plus" investment, saying it would provide jobs and livelihood to some 40,000 Filipinos, especially those living near the shipbuilding facility.

She also said that the new investment clearly reflects the favorable outlook of the country in the international community.

"Foreign investment (in the country) has grown five-fold from 2003 to 2006 alone. It has continued to rise at double-digit rate in 2007," the President said.

"This surge of investments has been anchored by billion-dollar plus investments by several major international companies, not only Hanjin but also Texas Instruments in Clark, Marubeni and AES in the power sector and Mittal Global's upcoming integrated steel mill in Iligan City, among others," she added.

"The world is taking notice of the new Philippines that we are working hard to create. That is why Hanjin is bringing US$2-billion to Misamis Oriental," the President said.

Under the MOU, HHICC will establish a shipbuilding complex inside the 3,000-hectare Phividec Industrial Estate in Misamis Oriental (PIE-MO).

Cisco sees next-wave BPO sites

MANILA, Philippines -- Information technology company Cisco said it was expanding its presence in secondary cities to support small and medium-scale businesses (SMBs) and business process outsourcing (BPO)
companies.

“We will be expanding through partnerships,” Cisco country manager Luichi Robles said. “We took on 30 new partner firms last year, and will be signing up more. We will also be conducting a mobile showcase called Cisco Express.”

Cisco Express is a 40-foot container truck with its own communications, disaster response and power systems. It was built to showcase Cisco’s products and services and will be driving around Luzon starting Jan. 22 as part of an international road show.

Robles said Cisco sees a greater need for better infrastructure in alternative areas for businesses, especially SMBs and outsourcing firms outside Metro Manila, Cebu City and Davao City.

The company will be taking its cue from the Business Process Outsourcing Association of the Philippines (BPAP) list of next wave cities, but will expand beyond these sites.

Areas in BPAP’s radar are Tuguegarao City and Cabanatuan City, Baguio City, Tarlac, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna, Lipa in Batangas, Albay, Naga City, Iloilo City, Bacolod City, Camarines Sur, Dumaguete City, Leyte, Cagayan de Oro City, Iligan City and South Cotabato.

“We are targeting many more areas,” Robles said.

Cisco is forming partnerships with rural banks and major commercial banks to make it easier for SMBs to finance their acquisition of Cisco technology.

“We initiated talks with banks because we found that SMBs want plug and play solutions because they can’t afford a highly skilled IT staff, and for the same reason they are price-sensitive,” Robles said.

“It so happens that many banks are also targeting SMBs so we are confident that we can offer a complete end-to-end solution to clients.”

At the heart of Cisco’s SMB offering is the Unified Communications 500 (UC 500) series.

The models in this series have 10 ready configurations to choose from, combining IP-based voice, data and video support, voice mail, auto attendant, Internet with firewall protection, virtual private networking, and an optional wireless network access.

The hardware for the UC 500 series are bundled with related Cisco products and services so that the business owner just has to take them out of the box, plug them in, and use them.

Cisco also has disaster response solutions for government agencies and enterprises such as teleom companies, outsourcing firms, banks and manufacturers.

A friend of mine had a bad experience with the Indian owners. He used to work for National Steel until it closed in 1998. He got a job at NPC. When NSC reopened 3 years ago, he was contacted by one of his colleagues that the new management would want to rehire former NSC employees. He was already happy with his job at NPC when he was personally called by the Global Steel Mgt and was promised to double his salary at NPC. He readily agreed and resigned a couple of days later. When he reported to Global, he was surprised that the new Mgt decided not to double his salary. To his dismay, it was the new manager who personally told him of the decision. It was very sad that he never realized the un-professionalism of the Indians. In our words "walang palabra de honor" sila. He regret that he resigned from NPC without knowing the character of the Indians. :ohno:

“We will be expanding through partnerships,” Cisco country manager Luichi Robles said. “We took on 30 new partner firms last year, and will be signing up more. We will also be conducting a mobile showcase called Cisco Express.”

Cisco Express is a 40-foot container truck with its own communications, disaster response and power systems. It was built to showcase Cisco’s products and services and will be driving around Luzon starting Jan. 22 as part of an international road show.

Robles said Cisco sees a greater need for better infrastructure in alternative areas for businesses, especially SMBs and outsourcing firms outside Metro Manila, Cebu City and Davao City.

The company will be taking its cue from the Business Process Outsourcing Association of the Philippines (BPAP) list of next wave cities, but will expand beyond these sites.

Areas in BPAP’s radar are Tuguegarao City and Cabanatuan City, Baguio City, Tarlac, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna, Lipa in Batangas, Albay, Naga City, Iloilo City, Bacolod City, Camarines Sur, Dumaguete City, Leyte, Cagayan de Oro City, Iligan City and South Cotabato.

“We are targeting many more areas,” Robles said.

Cisco is forming partnerships with rural banks and major commercial banks to make it easier for SMBs to finance their acquisition of Cisco technology.

“We initiated talks with banks because we found that SMBs want plug and play solutions because they can’t afford a highly skilled IT staff, and for the same reason they are price-sensitive,” Robles said.

“It so happens that many banks are also targeting SMBs so we are confident that we can offer a complete end-to-end solution to clients.”

At the heart of Cisco’s SMB offering is the Unified Communications 500 (UC 500) series.

The models in this series have 10 ready configurations to choose from, combining IP-based voice, data and video support, voice mail, auto attendant, Internet with firewall protection, virtual private networking, and an optional wireless network access.

The hardware for the UC 500 series are bundled with related Cisco products and services so that the business owner just has to take them out of the box, plug them in, and use them.

Cisco also has disaster response solutions for government agencies and enterprises such as teleom companies, outsourcing firms, banks and manufacturers.

I'd like to make a minor correction on this one. Mittal is actually British of Indian decent. (About 7% of British citizens are Indians.) He’s like Henry Sy of the Philippines. Henry Sy is Filipino but of Chinese decent. Mittal is currently the richest British with a net worth asset of 17.4 Billion US Dollars according to Forbes. That was last year's figure though. :)

A text message just came in from one of out staff in Iligan City. It says someone at Baranggay Tambacan was shot. The victim was in his mid 20s with 2 children while the suspect was a Maranao (again grrrr!).

Pake pukpuk nga ng Mayor nyo dyan at ayusin ang peace and order ng Iligan. Mukhang busy yung mayor sa pangungura____- nalang yata ah.

during the time of the batasan pambansa, Iligan had its own congressman separate from the province. I don't think it really makes a big difference. Development should be lead by the business sector, with government responding to the emerging infrastructure needs. A lot of times, government is the problem and not the solution. Limited government is the way to go. Cut down the bureaucracy, be tax friendly and prosecute corruption aggressively.. the expansion of the business sector and the additional taxes that it brings will sustain growth.

I agree on cutting the bureaucracy, being tax friendly and prosecuting corruption aggressively. However, the city needs all available resources to finance its infrastructure projects at this time.

Ever wondered what appropriate measures our local officials have formulated and adopted to cope with the 2008 financial dilemma?

As early as the opening of the fiscal year, Mayor Lawrence Lluch Cruz granted the local Sangguniang Panlungsod authority to take PHP 4M from the local exectuive's Intelligence and Counter-Insurgency or Confidential Fund. In an official disclosure, he cited the urgency for such action as the recipient department (name withheld) has a crucial role in the delivery of basic services.

Mayor Cruz discusses with the local police measures to be taken after budget adjustments for this year without compromising the maintenance of peace and order in the city.

The Sangguniang Panlungsod is in full support of the implementation of the city government's Local Finance Committees' austerity measures which will include reduction of overtime for regular personnel, limiting traveling expenses, recycling of office supplies, and minimizing the hiring of casual employees and consultants. The Council is committed to making austerity measures a practice in all city government offices.

The 2008 annual budget cutback will likewise affect national government agencies in Iligan which can no longer depend on the services of causal employees from the city government this year and such other assistance as gasoline and office supplies.

based on my observation, the 1st 3 years of mayor cruz was focused more on internal management. it was only in the latter part of his first term to present that i saw projects being developed. one of his priority flagship project, the central material recovery facility in barangay bonbonon will be completed this year.

First, I’d like to thank Dr. Emmanuel Lagare [1] for inviting me to attend the Iligan ICT Action Plan Meeting at the Department of Trade and Industry, Iligan City.

Here are some points I’ve learned during the meeting:

I explained that Iligan should focus on creating internet technology or products as this is a high growth area


These areas include internet social platforms; blogging platforms of various sizes namely micro (twitter,) mini (tumblr,) and standard (wordpress;) search and data storage; practically any web application


Develop and sustain an enterprising culture among Iligan’s young and younger denizens (that is old and young for you)


That this will take 10 or 20 years to fully realize Iligan’s role in technology development


That Iligan should be the technology hub in the South, if not in the Philippines


That Iligan technologists should play its strength, that is, develop and maintain enterprise applications as Iligan has more than a dozen of major industries.


I will continue to evangelize these visions as I travel between Silicon Valley and Iligan City.

Among those in the meeting include representatives from DTI, Iligan Computer Institute, Iligan Investment Promotion Center, Iligan Light and Power, Inc., MSU-IIT School of Computer Studies, and others.

Meron na naman daw kaunteng drama na nangyayari dun. A group of Maranao ganged up and attacked a group of Christian bystanders. Fortunately, the victims have all escaped before they were caught up. No police force responded and local residents were scared to death.

Numerous complaints have been aired by Globe wireless and broadband subscribers who have been experiencing cellular phone and Internet connection problems since Tuesday.

Jones Campos, Globe public relations head, yesterday said a submarine fiber optic cable cut 14 kilometers from Roxas City Tuesday afternoon has caused some areas in the Visayas and Mindanao a temporary disruption of Globe wireless and broadband services.

While a redundant system is in place, Globe engineers are working hard to increase broadband capacity to optimum level, he said.

The Globe wireless service was restored early yesterday evening, he said.

Globe apologizes for the inconvenience brought about by the submarine cable cut, he also said.

Three cable ships are enroute to the country from abroad to conduct repairs, Campos said.

Full service restoration of the Globe broadband service is expected as soon as possible, he added.*CPG

i remember few years ago most internet cafe in iligan closed for a month due to this raids.

mainly due to piracy of Microsoft Windows... NBI yata nag-implement ng order. Close din lahat ng internet shops and cafes sa CDO on that day except for Netopia which had a license from M-soft.

First, I’d like to thank Dr. Emmanuel Lagare [1] for inviting me to attend the Iligan ICT Action Plan Meeting at the Department of Trade and Industry, Iligan City.

Here are some points I’ve learned during the meeting:

Executive Order No. 331, Series of 2005, created the Iligan Information and Communications Technology and E-Commerce Council (IICTECC,) which later by EO No. 266, Series of 2007, was renamed to e-Council. the e-Council is created to promote Iligan City as a viable location for IT-enabled services by planning and coordinating the various IT development activities in the city its Honorary Chairman and ICT Champion is the city mayor, Hon. Lawrence Ll. Cruz

most likely... owners of internet cafes where required to apply for license within 30 days yata before they can resume. This occured sometime in 2006. However, after 30 days, some got their licenses, others closed shop and sold their PCs, and the rest merely "waited for the heat to cool down" then balik na naman sa masasayang araw....:cheers:

The four-day public consultation on House Bill No. 3164 filed by Congressman Vicente Belmonte, Jr. of the First District of Iligan and Lanao del Norte ended Friday, January 11 2008.

House Bill No. 3164 of Congressman Vicente "Varf" Belmonte Jr., seeks to constitute the City of Iligan as a lone congressional district and the seven towns of Linamon, Kauswagan, Bacolod, Maigo, Kolambugan, Tubod and Baroy, Lanao del Norte as the First Congressional District of Lanao del Norte. Presently Iligan City and the seven towns constitute one congressional district known as the First District of Lanao del Norte and Iligan City.

After hearing different reactions from various sectors, Congressman Belmonte thanked participants from the media, local government units, religious organizations, and the academe, who, according to the congressman, expressed majority support for his move to make Iligan a lone congressional district.

Meanwhile Congressman Abdullah Dimaporo of the 2nd District of Lanao del Norte filed another bill to re-apportion the Province of Lanao del Norte into the First District to cover the seven coastal municipalities of Lanao del Norte to which will be added four (4) towns from the second district - Pantao Ragat, Tagolo-an, Balo-i and Matungao. The second district will cover the remaining eleven (11) towns of the fourteen town second district. Under the Dimaporo bill, Iligan City will also be a lone congressional district.

Congressman Belmonte said the possibility is that Congress will consolidate his bill and that of Congressman Dimaporo into one which will be the result of an agreement among the legislators.

Belmonte said he has been open to compromise with Dimaporo's bill since it also proposes social and economic development for the people of both Iligan and Lanao del Norte.

1. 100% water supply to all Baranggays

2. No more brownouts

3. Dike. At least 50% of the dike will be completed especially within the city proper lines. (it haven't even started yet)

4. midnight shift assignments of baranggay tanods in all baranggay posts specifically in Tubod, Tambacan, Villa Verde, Saray, Kanway, San Tiago, tibanga and Tambo.

5. Develop Baranggay Tubod as a possible extension of the city proper. Install a Police Station to safeguard local residents from future crimes. Tubod is an ideal site for commercial developments as it is an accessible point to and from Tipanoy, Tominubo, Suarez, Tibanga-Kiwalan and is only adjacent to the city proper.

6. one additional major company to open

The cause of a series of brownouts in Iligan is actually unique. By unique means, it is usually caused by the poor infrastructure of the city that ILPI's operations are easily interrupted. For example, when the raindrops get a little bit stronger, flooding follows easily and as a result, electric posts are damaged and flashed out to the drain. Case in point was the latest incident that took place in December(?) when several posts along a Tubod pseudo "ditch" were flashed out to Tambacan River (not sure what the river is called) due to the absence of a solidly built dike.

At first blush, I would say that investors should have the first knack to assess the next best location for their business empire expansions. However, frankly, a good business climate hugely depends upon the aggressiveness and strong drive of the mayors/city administrators. A good mayor is someone who's enthusiastic, honest and visionary. Mayor Cruz may be an honest person, but sadly, he lacks the other two essential qualities that’s why Iligan is left almost undeveloped and unexplored. In my opinion, investments would come when investors were made secured by Iligan's mayor especially that Iligan is a hot spot for terrorists and insurgencies.

What I'm actually saying is -- Iligan's mayor has got to go outside of its comfort zone and initiate talks with potential investors, not the other way around.

Let's take Subic for instance. When the Americans left Subic, they left nothing but an unresponsive and a forthrightly subdued economic activity. Its then mayor (Dick Gordon) has actively fought the despair that its constituents felt at that time, and luckily, they've bounced back, and Subic is now easily considered as one of the most vibrant cities in the whole Philippines. The NSC bankruptcy which happened in Iligan several years ago was nothing near similar in terms of the level of destitute that the Olonggapo-anons have experienced when the Americans left them. Yet they did not pin their hopes to what's already gone, but instead, they looked forward for the great things that lie ahead of them. The Olongapo-anons optimism was hugely drawn from Dick Gordon. In short, had it been for their strong, decisive, enthusiastic, quick-witted, visionary and inspirational leader, Subic would be what Iligan is now. And Iligan now is still what it was 10 years ago. And unless the mayor would not step up to the plate (vigorously and enthusiastically), it would not achieve success like what its peer cities have achieved.

Iligan City – House Bills are now filed by the congressmen of the two districts of Lanao del Norte, seeking legislative re*districting.

Rep. Vicente Belmonte Jr. (1st District of Lanao del Norte) said he has filed HB 3164 "An Act Separating Iligan City from the 1st District of Lanao del Norte to constitute the Lone District of Iligan City" and it has passed the first reading.

The present composition of the 1st District of Lanao del Norte includes Iligan City and the seven coastal towns of Lanao del Norte namely Linamon, Kauswagan, Bacolod, Maigo, Kolambugan and Baroy.

Once this city is separated, the seven towns will comprise the First District of Lanao del Norte, according to Belmonte’s bill.

Likewise, a bill which seeks redistricting of Lanao del Norte was earlier filed by Rep. Abdullah Dimaporo that will make Lanao del Norte into three congressional districts – the First District with at least three or four hinterland municipalities – Balo-i, Matungao, Tagoloan and Pantar added to the said seven coastal towns to comply with the population requirement, the present 2nd District and Iligan City as the 3rd District of Lanao del Norte.

In filing the bill, Belmonte said the separation of this city is long overdue because it’s population had already swelled to 285,000 based on the 2000 census and is projected to grow up to more than 300,000 in 2010.

The city’s income is also projected to hit P1 billion this year.

"As a lone district, the city will be adequately represented and heard in Congress. It will also benefit from increased legislative allocation which can be used to implement and fulfill its program and projects to push for economic growth and development," Belmonte said.

Belmonte said there is a possibility that his and Dimaporo’s bill will be consolidated.

WHEN hometown favorite Bambi-Misor locks horn with Purina Iligan tomorrow in the Gitagum Invitational Fiesta basketball tournament, coach Dodo Bernados can expect one big logical threat to their title bid: the explosive duo of Dino Cabili and Jerome Paterno.

The sweet-shooting Cabili is no stranger to local cage buffs being a regular feature of the NBC league playing for various squads such as Iligan Crusaders and the now unheard Valencia Golden Harvest. In fact, he's often a hired gunner of Bernados himself in commercial tourneys elsewhere.

"We know the capacity of Eng-Cab's (as he's known to friends) to create points from afar. He's a licensed three-point shooter that we're not taking Iligan lightly especially that San Beda stalwart Paterno is also beefing up its frontline," Bernados told Sun.Star Cagayan de Oro.

Former Sun.Star Cebu sportswriter Jack Biantian, whose wife is a native of Gitagum, Misamis Oriental describes Paterno as a smart hardcourt warrior who can exploit the low post area and is a fine shooter too. "He's a good player and an effective defender with his pair of long arms. Offensively, he's difficult to contain with when playing one-on-one against smaller guys," Biantian quipped.

Iligan City – House Bills are now filed by the congressmen of the two districts of Lanao del Norte, seeking legislative re*districting.

Napadaan ako sa Pala-o Public Market kanina after going to church this morning. May nakita akong construction beside Masonic Temple. Ito na yata yung gagawing arcade at bank.

Cement makers post 8.4% sales growth

MANILA, Philippines--THE LOCAL cement industry saw an increase in sales for the first time in five years, with the total volume reaching 12.9 million metric tons in 2007.

Renato C. Sunico, chair of the Cement Manufacturers Association of the Philippines, (http://www.cemap.org.ph/) said this was 8.4-percent higher than the 11.9 MMT in 2006.

Cemap is composed of Northern Cement, Pacific Cement Philippines Inc., Taiheiyo Cement Philippines Inc., Cemex Philippines, Holcim Philippines and Lafarge Associated Companies.

Based on previous Cemap reports, the growth posted in 2007 was a turnaround from a 2.8-percent decline from 2005 to 2006.

Cemap data showed that sales peaked at about 14.5 MMT in 1997 and steadily declined in the aftermath of the Asian financial crisis to 11.3 MMT in 2002.

Sales picked up in 2003 when it reached 13.3 MMT. However, sales steadily declined again until last year's recovery.

"What drove the improvement in 2007 was the individual home builders or those who are renovating their homes, as well as public works," Sunico said.

He said some of the big infrastructure projects that drove up sales were the Subic-Clark-Tarlac Expressway, which was nearing completion, and the rehabilitation of the South Luzon Expressway, which would proceed to an extension to link up with the Southern Tagalog Arterial Road.

"There were also the continuing commercial projects like those at the Bonifacio Global City," Sunico said. "We would like to see more of these in 2008 and the coming years."

Sunico, who is also chairman and president of Iligan Cement Corp. (a member of the Lafarge group), said other factors that contributed to increased sales was the appreciation of the peso and the anticipated economic slowdown in the United States.

The industry's capacity utilization also went up to 69 percent in 2007 from less than 60 percent in 2006. It has installed kiln capacity of 19.573 MMT.

^ Hanggang proposal, blueprint o drawing board lang yan. itong administrationg ito walang masyadong nagawa sa Iligan. The peace and order stuation has even worsen at parang wala lang sa mayor na hindi safe ang iligan at dumadami ang mga walang hiyang muslim sa hindi naman naniniwala sa batas. sana si duterte nalang ng cagayan ang magin mayor sa Iligan :D kasi weak si cruz.

dili ang mga muslim may problima. isa ang mga maranao nga naka save sa economy sa iligan. kung wala pa ang mga maranao siguro ang iligan pobri na kaayo. look! kinsa may ga pamalit sa mga establishment diri sa iligan? dili ba mga maranao? kinsa may ga pamalit sa inyong gipang baligya nga mga balay? dili ba mga maranao? :bash:

@Tor...Gabayad mi ug tax diri sa iligan busa we don't deserved that kind of treatment coming from you nga ga ingon ug iliganon? kung suko ka sa present administration ayaw mi e apil nga mga muslim.

I have nothing against muslims, maranaos specifically. And yes they may have helped the city's economy to a certain degree pero I doubt mapobre na ang syudad kung wala pa ang mga maranao sa Iligan.

Gors is right, Saray. Iligan's economy will thrive even more if there are no war freak Muslims in the area. In my own opinion, CdO has benefited a lot from the people of Bukidnon, who are peace loving people. CdO would not have flourished this much if Bukidnon was a Muslim-dominated territory.

But before I go on, let me clarify it first with you that I was not against Maranaos in general. I think some of them are really nice people. A lot of the educated Maranaos that I personally know are tamed and are even more conscientious than many Christians I know. My Maranao classmates in La Salle, for instance, are fun loving people. So, I was particularly against those Maranaos who act like hoodlums. These particular set of Maranaos do not believe the sanctity of the rule of law. Let's face it, the majority of Maranao do not believe the Philippine law that's why they have the Sharia Court (I'm sorry if I didn’t spell that right.) These people often put justice in their own hands and they are a big threat to Iligan's future success. Sadly, many of them hide in the “boscage” of Tambacan and Tubod that's why I wanted Police to be visible in those areas.

This is not to take anything away from you, Saray. I think you're a nice guy and probably different from those Maranaos who think they're superior. But to be honest with you, investors are not exactly attracted to Iligan because of the presence. Or, let me rephrase that to sound it a little bit more lenitive: investors are not exactly attracted to infuse money into Iligan’s barely surviving economy because there are Maranao’s who have nothing better to do than create chaos and fear in the area. Sadly, this is Iligan's intrinsic disadvantage over Cagayan de Oro and other cities where there’s a clear absence of discordant Muslims. And this is exactly why I keep on saying that an ideal mayor of Iligan should embody these three important qualities: strong, quick and enthusiastic. By that it means, strong enough to combat war against terrorism, quick enough to respond to terroristic acts, and enthusiastic enough to invite potential investors to consider Iligan as one of their important business hubs as the city is abundant of rich natural resources e.g. clean water and cheap electricity.

Let me clear this up too before I get bombarded again by the mayor's supporters in this thread. For the record -- I am not angry with Mayor Cruz. I think he's a nice and sincere guy. I am, however, disappointed with his poor administrative performance as he has not yet produced any substantial result since the day he held office as the top guy of Iligan. Add to that his weakling personality and laggard attitude to respond to certain critical situations. For example, he did not protect or do anything when Congressman-elect Berf Belmonte's proclamation was held by the Dimaporos. In other words, parang walang bayag na manindigan sa katotohanan. I thought that situation was a test for his character, and obviously, he failed in that area.

You may not believe this but my entire family voted for him the past two elections he run. I just want my family to be right about him so he needs critiques now more than would even need adulations especially that he has not produced a single substantial project at this point in time. The ones we are hearing (or reading) here are mere blueprints. That's nothing to cause for celebration yet.
