Out-of-town contingents failed to bring home the titles for Sinulog-based and Free Interpretation categories during last Sunday’s mardi gras as first-timer Siloy Festival contingents from Alcoy town, south of Cebu, bagged the Sinulog-based crown and Lumad Basakanon of Basak Pardo with the Free Interpretation title. This is the fourth year that Lumad Basakanon was declared grand champion in the same category having won it in 2004, 2005 and last year. It failed to get into the top five in 2006 because of a point deduction. For grabbing the grand prize in the free interpretation category, Basakanon will get P500,000 and an additional P400,000 for coming in second in the street dancing category. Its choreographer will take home P30,000. Alcoy Siloy Festival, for its part, snapped the winning streak of Sinanduloy Cultural Troupe of Tangub City, which won it the past three years in the Sinulog-based category. Sinanduloy Festival settled for second place. The Tangub City dancers however were declared as the street dancing champions ahead of Lumad Baskanon with Carmen taking third. Landing in third place in the Sinulog-based Category is Pakol Festival of Sta. Catalina in Negros while Barangay Lahug and Silaw Culture and Arts of Carcar Central National High School came in fourth and fifth respectively. Sta. Catalina’s Pakol Festival was adjudged Best in Costume in the Sinulog-based Category. On the other hand, Alikaraw Organization of Hilongos, Leyte was named Best in Musicality above all the participating contingents. The technical movements of the Sinanduloy Cultural Troupe earned the judges’ nod in the aspect of street dancing because discipline is paramount in this area of competition and Sinanduloy’s consistency of movement showed just that, said Lordino Vergara, head of the Center for Culture and the Arts of the Philippine Normal University and chief judge in the street dancing competition. Other winners in the free interpretation category include the Municipality of Carmen (second), Alikaraw Organization of Hilongos, Leyte (third), Tribu Iliganon of Iligan City (fourth) and Tribu Pintaflores of San Carlos City (fifth). Carmen also won the Best in Costume in the same category, which entitles it to receive additional R100,000 cash prize. Iligan's economy will thrive even more if there are no war freak Muslims in the area. In my own opinion, CdO has benefited a lot from the people of Bukidnon, who are peace loving people. CdO would not have flourished this much if Bukidnon was a Muslim-dominated territory. But before I go on, let me clarify it first with you that I was not against Maranaos in general. I think some of them are really nice people. A lot of the educated Maranaos that I personally know are tamed and are even more conscientious than many Christians I know. My Maranao classmates in La Salle, for instance, are fun loving people. So, I was particularly against those Maranaos who act like hoodlums. These particular set of Maranaos do not believe the sanctity of the rule of law. Let's face it, the majority of Maranao do not believe the Philippine law that's why they have the Sharia Court (I'm sorry if I didn’t spell that right.) These people often put justice in their own hands and they are a big threat to Iligan's future success. Sadly, many of them hide in the “boscage” of Tambacan and Tubod that's why I wanted Police to be visible in those areas. This is not to take anything away from you, Saray. I think you're a nice guy and probably different from those Maranaos who think they're superior. But to be honest with you, investors are not exactly attracted to Iligan because of the presence. Or, let me rephrase that to sound it a little bit more lenitive: investors are not exactly attracted to infuse money into Iligan’s barely surviving economy because there are Maranao’s who have nothing better to do than create chaos and fear in the area. Sadly, this is Iligan's intrinsic disadvantage over Cagayan de Oro and other cities where there’s a clear absence of discordant Muslims. And this is exactly why I keep on saying that an ideal mayor of Iligan should embody these three important qualities: strong, quick and enthusiastic. By that it means, strong enough to combat war against terrorism, quick enough to respond to terroristic acts, and enthusiastic enough to invite potential investors to consider Iligan as one of their important business hubs as the city is abundant of rich natural resources e.g. clean water and cheap electricity. Let me clear this up too before I get bombarded again by the mayor's supporters in this thread. For the record -- I am not angry with Mayor Cruz. I think he's a nice and sincere guy. I am, however, disappointed with his poor administrative performance as he has not yet produced any substantial result since the day he held office as the top guy of Iligan. Add to that his weakling personality and laggard attitude to respond to certain critical situations. For example, he did not protect or do anything when Congressman-elect Berf Belmonte's proclamation was held by the Dimaporos. In other words, parang walang bayag na manindigan sa katotohanan. I thought that situation was a test for his character, and obviously, he failed in that area. You may not believe this but my entire family voted for him the past two elections he run. I just want my family to be right about him so he needs critiques now more than would even need adulations especially that he has not produced a single substantial project at this point in time. Deutsche Bank has signed a $40 million pre-export financing facility with Philippine mineral processing company, Platinum Group Metals, to help support the acquisition, rehabilitation and development works at the company’s two ferronickel smelter plants. This mandate was completed in November 2007. Platinum's smelter plants, located in the northern Mindanao city of Iligan and town of Manticao, Misamis Oriental, are considered to be investment priority projects for the Philippine government. These plants capture significantly more off-take value of Philippine mineral output by way of local mineral processing, prior to the export of processed minerals (ferronickel) to the world’s leading stainless steel producers in Australia, Japan and China. Platinum's ferronickel operations will also provide a ready market for smaller domestic mining companies, again maximising value for the Philippines. Deutsche Bank’s facility will entail pre-financing of future ferronickel exports from Platinum's smelter plants. The facility includes innovative arrangements to mitigate various risks and also to enable Platinum to optimise its cash flow. Platinum chairman Ramon Atayde says: “This financing facility allows Platinum to continue and sustain its momentum towards the full phase development of our ferronickel smelter projects, which is consistent with the major push by the Philippine government in developing the mining and mineral processing industries of the country. Can you understand bisaya? I have always admired those who are multi-lingual although I am not one of them. My native language is " American English " and I am somewhat fluent in " British English " ( yes, there is a difference ) from spending time in the UK. Although I have learned that Bisaya is commonly used in Iligan and CDO, I have also learned that English and Tagalog are more universal in the Philippines. I am making an attempt at learning a few words in Tagalog although I doubt I could really carry on a conversation in it at this point. I have picked up a few words in the #iligan and CDO IRC chats although primarily at random. I also purchased a Learn Filipino ( tagalog ) book that came with 2 audio CD's although I have not spent too much time with that yet. While I was researching Jollibee Foods Corp. I found an interesting video on youtube, The Jollibee Song " sung partially in English and Tagalog. I recorded the audio onto a CD knowing that if I played it about 100 times I could mimick the words verbally and I have also been getting translations of the words or as close as you can get to a direct translation or meaning in American English. This has been a fun way to learn a few words and meanings in Tagalog that I can remember although I doubt I could carry on much of a conversation with them ! I have printed out some pics of the Jollibee on Tibanga Highway as found on the Internet. Can you imagine someone going half way around the world for a burger at Jollibee in Iligan ? I am, after all, not the typical tourist. Although tourist attractions are nice, at times they are not much more than that, " Attractions " . What interests me more is learning about everyday things and how people live and this is something that is not always conveyed in tourist books and websites. The pictures posted here and elsewhere on the internet as well as hundreds of videos are showing me what I really enjoy viewing ! When I view the pictures and videos I look at many of the small details in a picture or video and mentally remove the main focal point of the pic to see what is in the background. Some that I have chatted with there on the internet find it difficult to believe how much I have learned about Iligan City by websurfing it on the internet for many months, a few of them thought I was playing games with them and that I actually lived there LOL ! Speaking of videos, I recently put one up in the Iligan, MSU-IIT and CDO categories on youtube. The BPFCP is intended to fully use the power potential of the Agus 2 hydroelectric power plant (HEP) of the Agus Hydroelectric Power Complex by increasing the stream flow capacity of the Agus river section in Balo-I Plains. The complex is located in Marawi City, Lanao del Sur and Lanao del Norte. Previously, plant operations caused flooding along the Baloi plains which resulted in damages and claims against the National Power Corporation (NPC) which operates the facility. The NPC targets to begin construction of the BPFCP this month. However, the ICC Cabinet Committee’s nod for the BPFCP is on condition that the project be validated for consistency with the provisions of the Electric Power Industry Reform Act of 2001 (EPIRA). The project will be funded through the internal cash generation of the NPC. Meanwhile, the unsolicited Caticlan Airport Development Project, which is expected to boost tourist arrivals in Aklan, includes the construction of new and bigger airport passenger terminal, extension of the existing runway from 950 meters to 2,100 meters, improvement of the road network, and upgrading of airport facilities and air traffic control aids. The private proponent Caticlan International Airport Development Corporation (CIADC) plans to build other support utilities, put up fire-fighting equipment, and construct a diversion road. I recorded the audio onto a CD knowing that if I played it about 100 times I could mimick the words verbally and I have also been getting translations of the words or as close as you can get to a direct translation or meaning in American English. Another consideration also is that being away from my house in the winter, if my furnace malfunctions and shuts itself off, without heat in the house at this time of the year I would probably come home to frozen and burst water pipes ! This happened to me once while I was in the UK during the winter. Fortunately I had the forthought of turning off my water supply while I was away so my house did not get flooded from the broken pipes. At this time of the year it can easily be as cold as -10 Deg F ( about -25 Deg C ) during the cold winter nights . So many languages and dialects for what appears to be a small country does kind of boggle my mind although this possibly dates back to tribal times and limited communications between Islands ? There is formal and street language here as well and those vary in different parts of the country. I have heard on some of the youtube videos made there, some in English talk as good as if they lived here in the USA so I know there will be some that i can easily have conversation with. I am fortunate that I will be with a friend there in Iligan who will be my tour guide and language translator. I would also like to charter a jeepney for half a day or full day to tour the city without having to worry about other riders hopping on and off. If this is possible it would be a great way to see things. That sounds like a great Idea, I would really enjoy having the Skyscrapercity Iligan crew join me at Jollibee. My native language is " American English " and I am somewhat fluent in " British English " ( yes, there is a difference ) from spending time in the UK. Although I have learned that Bisaya is commonly used in Iligan and CDO, I have also learned that English and Tagalog are more universal in the Philippines. I am making an attempt at learning a few words in Tagalog although I doubt I could really carry on a conversation in it at this point. I have picked up a few words in the #iligan and CDO IRC chats although primarily at random. I also purchased a Learn Filipino ( tagalog ) book that came with 2 audio CD's although I have not spent too much time with that yet. While I was researching Jollibee Foods Corp. I found an interesting video on youtube, The Jollibee Song " sung partially in English and Tagalog. I recorded the audio onto a CD knowing that if I played it about 100 times I could mimick the words verbally and I have also been getting translations of the words or as close as you can get to a direct translation or meaning in American English. This has been a fun way to learn a few words and meanings in Tagalog that I can remember although I doubt I could carry on much of a conversation with them ! I have printed out some pics of the Jollibee on Tibanga Highway as found on the Internet. Can you imagine someone going half way around the world for a burger at Jollibee in Iligan ? I am, after all, not the typical tourist. Although tourist attractions are nice, at times they are not much more than that, " Attractions " . What interests me more is learning about everyday things and how people live and this is something that is not always conveyed in tourist books and websites. The pictures posted here and elsewhere on the internet as well as hundreds of videos are showing me what I really enjoy viewing ! When I view the pictures and videos I look at many of the small details in a picture or video and mentally remove the main focal point of the pic to see what is in the background. Some that I have chatted with there on the internet find it difficult to believe how much I have learned about Iligan City by websurfing it on the internet for many months, a few of them thought I was playing games with them and that I actually lived there LOL ! I dabbled in theater in high school, producing, writing and directing plays as class requirements, and I regularly watched plays in college. While finishing a literature degree, I had a short stint as an apprentice stage manager for Tanghalang Pilipino, the resident theater company of the Cultural Center of the Philippines, for Orosman at Zafira, a komedya written by Francisco Baltazar, one of the Philippines’ greatest writers. The experience provided me with an inside look at the workings of a professional theater group, as well as an appreciation of Balagtas and komedya, a traditional theatrical form in the country. It was also my first time to see a komedya. For others, their involvement with komedya is more likely not in a cultural center setting but in their own communities. They may have watched it when they were kids and may even have been part of the production. But in my case, the komedya is hard to come by. Komedya is hardly staged nowadays, except in few pockets of Manila and in the provinces, where communities keep the tradition alive, but only during special occasions like the Holy Week or fiesta. Now, Orosman at Zafira will be restaged by the Dulaang UP, the resident theater group of the Univesity of the Philippines, for the Komedya Fiesta, a national theater festival dedicated to this form and a flagship project of the University of the Philippines in celebration of its centenary. Every Friday for the whole month of February, different theater groups from around the country will be staging komedyas in the university’s amphitheater free to the public. Additionally, there will be attendant events like conferences, workshops, an exhibit and even activities that traditionally accompany the staging of a komedya like parades and peryas. The festival is spearheaded by the university’s College of Arts and Letters with its dean Virgilio Almario, National Artist for Literature, who wishes to create a national theatrical form with the komedya and the zarzuela. Bringing colors for more than three centuries The komedya was brought by the Spaniards when they came to colonize the country in the 16th century, tracing its origins from Spanish and Mexican theatrical forms. Used in the Christianization of the Philippines, the komedya is thus generally religious and moralistic in theme, with stories usually depicting love and the conflict between the Christians and the Muslims. Many komedyas were written in verse like Balagtas’s Orosman at Zafira and all incorporated dance steps to stylize battles. Actors wear colorful costumes. Usually the color red is assigned for the Muslim group while blue for the Christians. Komedya was popular in the country until the 19th century, spreading to different regions. It is also known by other names in other regions: moro-moro in the Tagalog and Ilokanos, linambay in the Cebuano; moros-moros in the Ilonggo, and palo-palo in the Ivatan. However, this theatrical form eventually declined and is mostly forgotten now. During the eighties though some scholars, prominently Dr. Nicanor Tiongson, conducted studies and revive interest in the komedya, but there have been measly efforts to promote this further and no initiatives to appreciate this on a national scale. Now, the University of the Philippines is attempting to fill that gap with the Komedya Fiesta that “seeks to celebrate the komedya as a significant legacy in the continuing history of the Philippine theater.” The few bearers of colors The Komedya Fiesta will feature Komedya ng San Dionisio of Parañaque City, Komedya ng San Miguel of Iligan City, Hiraya Theater Company of San Jose in Antique, Komedya ng Don Galo of Parañaque, Dulaang UP and Comedia de Baler of Baler in Aurora. The Komedya ng San Dionisio was born in 1962 when the civic leaders of the barangay of San Dionisio in Parañaque, Metro Manila, and some komedya enthusiasts organized the San Dionisio Cultural Society to produce the popular komedya Prinsipe Rodante in an effort “to make the komedya truly an entity of dramatic art.” Now, they occasionally perform komedyas. The old conflict between the Christian and Islam, which is at the heart of many komedyas, has been reworked “to the ecumenical spirit of the modern times,” espousing instead unity. On the other hand, the Komedya ng Don Galo, also from the same city, is of recent establishment and is composed of school children. It was organized in 1992 for a school komedya production, which became a success, thus earning a grant from the Cultural Center of the Philippines for a second production, now with the supervision of faculty and veteran komedyaperformers from San Dionisio. The oldest group is the Komedya ng San Miguel of Iligan City in Mindano, which was formed in 1898. The group and their performances are kept alive by the community’s devotion to their patron saint, Saint Michael the Archangel. Every year during the saint’s feast day, the Komedya ng San Miguel mounts a drama, originally written in Spanish and Cebuano, depicting the life of Saint Michael. Performances were temporarily put on hold during World War II. After the war, the group carried on with new members who were closely related to the original cast. Today, the group continues to perform the komedya through the sponsorship of private companies and the city Government of Iligan through its tourism office. On the other hand, the Comedia de Baler of Aurora mounted its first production in 1927. It was supported by then president Manuel Quezon and enjoyed the collaboration of artists Fortunato Esoreña and Alejandro Ferreras and arnis expert Antonino Ramos. Still alive until today, the group boasts of using real weapons in their plays. The Dulaang UP is the official performing group for the theater of the University of the Philippines, conceived in 1976 by Prof. Emeritus Antonio O. Mabesa to be the production arm of the UP Department of Speech Communication and Theater Arts (DSCTA) and dedicated to the staging classics by master playwrights, in original or translation, and works by professional and promising Filipino playwrights. The Hiraya Theater Company is the newest group in the festival, having been formed in 2006 as the resident performing group of Binirayan Foundation, Inc. The foundation has been mounting a komedya festival in Antique, bringing to light forgotten works, for two years now. Under the artistic direction of Alex C. Delos Santos, the Hiraya Theater Company, after a couple plays, also mounted a komedya, a 1960s one written by Exaltacion Combong campaigning against gambling and lauding the rural electrification program. The productions of these groups can be viewed every Friday for the whole month of February at the UP Amphitheater from 6 to 8 p.m. Making it more colorful Aside from the regular performances, a host of other activities surround the festival, from the festive perya to the more serious conferences. The festival will have an opening parade and ceremonies on Feb. 1, from 2 to 6 p.m. Called “Tahak,” the opening parade aims to educate the people about the theatrical form; it will be interactive and have reenactments of some scenes. It will also be festive. Representatives of the komedya groups will parade around the UP academic oval together with marching bands, higantes, stilt walkers and jugglers. After the parade, the opening program will commence. The role of marching bands during fiestas is given spotlight with the “Paseo” and “Serenata ng Banda” on Feb. 8, 15, 22, 28 and 29, from 5 to 6 p.m. A special concert will be held every Friday afternoon at the Quezon Hall steps with selected bands from Metro Manila and nearby provinces. Featured marching band will have a paseo around the academic oval to announce the events of the day. On the other hand, the “Serenata ng Banda” will feature the UP Symphonic Band, Quezon City Band, Taguig City Band, Antipolo City Band and Banda 88 of Sta. Maria, Bulacan. From Feb. 15 to 29, there will be the Pista ng Bayan Fair and Exhibit, which will be highlighted by the display of “the best of Philippine fiesta,” curated as one big exhibit featuring the Philippine’s most celebrated fiestas and the distinct manner each fiesta is celebrated. Puppet performances, poetry readings, storytelling sessions and komedya excerpts will be mounted on a small scale inside kubols (temporary bamboo structures). These special performances are called “Palabas sa Kubol,” which are slated for Feb. 8, 15, 22 and 29, from 4 to 5 p.m. Filipinos are suckers for photo opportunities, and this predilection will be given venue with “Kodakomedya” on Feb. 8, 15, 22 and 29, from 5 to 6 p.m. Life-size and faceless depictions of komedya characters, carved out from plywood, will serve as bodies for visitors. For a minimal fee, visitors can realize their dreams of being stars of the komedya, even only in photographs. On Feb. 8, 15, 22 and 29, from 3 to 4 p.m., the pubic can enjoy traditional games like palosebo, tyakad, pabitin and agawan ng buko at the “Palaro” at the amphitheater. And there will be a perya from Feb. 15 to 29, featuring rides like the Ferris wheel, the Flying Elephant and the carousel; different game booths; jugglers; stilt walkers; higantes; and magic shows. On the serious side, there will be a conference, a workshop, a colloquium and an exhibit as festival components. The conference and workshop, called “Balitaktakang Komedya at Palihan,” is a three-day gathering, which will include the presentation of academic papers from here and abroad with eminent scholars like Dr. Nicanor G. Tiongson and Dr. Resil B. Mojares serving as keynote speakers. The conference hopes to tackle the current state of the komedya tradition, both in the country and other parts of the world. There will also be workshop modules on the different aspects of the production like the batalla/pondo and the dicho. Selected komedya groups will have sharing sessions to impart their experiences, performance conventions and production processes to the participants. On the other hand, the half-day colloquium, called “Usapang Komedya,” will have those involved in the komedya groups — the comediantes, production team and accompanists — discussing on the strengths and weaknesses of the groups and their recommendations for the future of komedya on a national scale. This event is aimed at establishing a network of komedya groups of the country. The visual arts aspect of the Komedya Fiesta focuses on Francisco Baltazar’s literary masterpiece, the metrical romance Florante at Laura, which is said to be written in the manner of the komedya. Curators asked different visual artists to interpret passages from the romance, resulting in 22 figurative paintings. The exhibition will open on Feb. 8 and will run until March 31 at the Edge Gallery of the Vargas Museum. With the Komedya Fiesta, the first national initiative focusing on the komedya, it is hoped that interest in it will be revived, leading to the realization of a concrete national theatrical form, as nationally distinct as Japan’s noh drama. “More significantly, the effort, talent and creativity that have been manifested by several komedya groups all over the country to make this tradition survive for more than three hundred years are definitely worth celebrating,” the organizers declared. "With the strategies and targets set for the next three years, these projects will be implemented to support the thrusts and directions specified in the President's 10-Point Agenda, Millennium Development Goals, Super Regions and the 8 by 8 for 2008," said Regional Director Myra V. Balandra of the National Economic Development Authority (Neda). Balandra, vice-chairperson of RDC-X, during the 76th full council meeting held recently, said some of these projects were also identified in the 2007-2010 Medium-Term Public Investment Program (MTPIP) for Mindanao. The projects are the Panguil Bay Bridge, which has a length of 2.36 kilometers linking Tubod, Lanao del Norte and Tangub City in Misamis Occidental; Metro Iligan Regional Infrastructure Development Project (MIRIDP) in Lanao del Norte; Misamis Oriental-Bukidnon by-pass road and the Tangub City-Bonifacio-Don Victoriano Road, also in Misamis Occidental. Lanao-Cotabato Road, particularly the improvement of 16 kilometers road length along the Dobliston-Sultan Gumander Section in Sultan Naga Dimaporo, Lanao del Norte; the improvement of 22 kilometers length in the Tukuran-Dobliston Kapatagan Road in Zamboanga del Sur and Lanao del Norte and the construction of Ganassi, Lanao del Sur-Tubod, Lanao del Norte Road.
