May rendering ng nakalagay unfortunately di ko masyadong nabasa kasi ang bilis ng sinakyan ko ng mapdaan ako dun kanina. Basta yong second word lang nabasa ko parang ****** Arcade ata yun. :bash:

Iligan City is becoming very colorfull my first impression when i visited iligan for the first time was wow what a grey city so dull but now with all the colorfull buildings it gives it a more warm feeling especialy st michaels looks fantastic.

In 1997, LUDABI was still active. I don't know if it still is, but I don't see any reason why it should go. Those in the radio broadcasting industry should know this, especially those who broadcast the news in Cebuano.

Basic Services, Infra Projects Worst Hit By IRA Reduction

ZAMBOANGA CITY, Philippines (Mindanao Examiner / Jan. 26, 2008) - Local Mayor Celso Lobregat said any cut by Manila in the Internal Revenue Allotment (IRA) will have a big effect on the government’s delivery of basic services and implementation of infrastructure projects in Zamboanga City.

Manila announced that it would cut by P115 million the IRA share of Zamboanga City and other cities to provide funding to 16 municipalities which have been converted to cities.

The 16 municipalities converted into cities are Batac (Ilocos Norte); Tayabas (Quezon); Catar (Cebu); Bogo (Cebu); Naga (Cebu); Borongan (Eastern Samar); Baybay (Leyte); Catbalogan (Western Samar); Lamitan (Basilan); El Salvador (Misamis); Mati (Davao); Cabadbaran (Agusan Norte); Boyugon (Agusan Sur); Tandag (Surigao Sur); Gijolngan (Negros Oriental) and Tabuc (Kalinga).

The IRA is a local government’s share of revenues from the national government. It is largely based on land area and population, but local governments also derive revenues from local sources. Typically, the IRA for municipalities accounts for 90% of total revenues, but cities have more sources of local revenues.

Lobregat said Zamboanga will join the League of Cities in protesting the conversion of 16 municipalities which did not meet the income requirements and the consequent IRA reduction effective this year.

On Monday, city officials and employees will wear black armbands. The Philippine flag will also be flown in half mast as a sign of protest. Mayors of 119 other cities will replicate the move in their areas during the flag raising ceremony.

“The impending decrease by P115 million in the IRA share of the city this year due to the conversion of 16 municipalities into cities will greatly affect the delivery of services including the implementation of infrastructure projects,” Lobregat said in a statement sent to the Mindanao Examiner.

The League of Cities, the alliance of the 120 existing cities in the country declared its protest against the conversion of the municipalities sans the requirements as mandated in the Local Government Code of 1991.

According to the League of Cities, the law requires “among others a P100 million locally generated income in order to be a city but the 13th Congress in 2007 enacted city hood laws which exempted 16 cities from this requirement”.

“We are not against the conversion of municipalities as long as they meet the requirements”, Mayor Lobregat said.

Zamboanga City is the third hardest hit by the IRA reduction at P114.971 million. Supposedly, the city would receive P1.166 billion in IRA share this year but this was reduced to P1.051 billion after the conversion of the 16 municipalities.

As compared to the 2007 figure of P1.015 billion, Zamboanga City’s IRA increase was supposed to be P150.8 million but after the conversion, the increase became P35.87 million or a difference (in increase) of P114.97 million.

The League of Cities said the 2008 IRA share of the 120 existing cities is reduced from P14.3 percent to only P4.7 percent or a loss of P4 billion.
Davao City is number one in the list with a potential loss of P194 million; second is Puerto Princesa with a loss of P144.4 million. Santiago City is 4th with a loss of P81.8 million; 5th is Iligan City with a loss of P68.8 million; 6th is Butuan City with a loss of P68.1 million and 7th is Calbayog with a loss of P65.8 million.

Worst, it said, House Bill 24 which seeks to convert all capital towns of province into cities and exempting them from income requirements, has been passed at the committee level in Congress that will in effect result to an additional 27 new cities.

The League of Cities earlier called for a moratorium on the creation of new cities until a more in-depth study “is undertaken for a more rational basis for city hood”. (With a report from Sheila Covarrubias)

the plaza looks neat. it'd be good if they pursued the plan of lengthening and widening it. the roads along Lai lai and BBQ Inn could be used for this expansion.
the Rizal bust should be moved to the center of the plaza, not in front of the stage where it is obstructs the audiences' view.

I went to Anahaw Amphi-theater this morning to, once again, witness the repeat performance of Tribu Iliganon but I was two steps behind. Patapos na yong performance nang dumating ako sa city hall. Grabe kasi ang traffic dahil sa haba ng parada ng mga taga ICNHS.

As part of its thrust to improve competitiveness, Mabuhay Vinyl is replacing its Diaphram Cell Plant built in 1979 with a state-of-the-art Ion Exchange Membrane (IEM) Plant producing liquid caustic soda, hydrochloric acid and liquid chlorine.

The project has been registered with the Board of Investments with an annual capacity of 24,000 DMTPY of caustic soda, 50,000 LMTPY of hydrochloric acid and 5,500 MTPY of liquid chlorine under the Retention, Expansion, and Diversification (RED) Program on a Pioneer Status. With such status, the project is entitled to duty free importation of capital equipment and six years income tax holiday.

The plant will use the latest n-BiTAC electrolyzers from Chlorine Engineers Corporation of Japan. Aside from this, totally new sections will be installed such as the secondary brine filtration, secondary brine purification and brine dechlorination units. The HCl Synthesis Unit and the Caustic Evaporation Plant will likewise be replaced with a fully automated system using the latest instrumentation and process control.

Construction of the plant was awarded to Philippine Iron Construction and Marine Works, Inc. (PICMW). The Plant is expected to be on stream by mid 2008.

16 teams lead roster


Sixteen teams have already signed up for the Southern Ladies golf tournament with more expected to join the hunt for top honors in the 45th staging of the event on Feb. 6-8 at the Bacolod Golf and Country Club in Binitin, Negros Occidental.


Host Bacolod Golf and Country Club, spearheaded by Susan Yulo and Jhay Montelibano, and Negros Occidental Golf and Country Club, lead the early roster of teams competing in the 54-hole tournament, which also features the individual competition.

Revamp on for regional MisOr police


A MAJOR revamp in the regional and provincial police hierarchy in Northern Mindanao is afoot, a high-ranking official of the Philippine National Police (PNP) said.

Bowing out of their respective offices will be Regional Police Director Teodorico Capuyan and Misamis Oriental Provincial Police Director Danilo Pelisco, said Police Deputy Director General Jesus A. Verzosa.

Verzosa made the announcement during Camp Alagar's 17th PNP Day Anniversary Tuesday, where he also led the awarding ceremony for the different police units in the region.

Capuyan, he said, was expected to assume a higher position in Camp Crame tentatively next month. He did not elaborate.

Versoza made it clear, however, that Capuyan's ascent to a higher post had not yet been finalized. If plans do not miscarry, he said Police Chief Superintendent Danilo Empedrad -- currently Camp Alagar's second highest ranking official -- would replace Capuyan.

Capuyan declined to comment on the matter, saying he preferred to wait for the appointment.

For his part, Empedrad said he would accept the position if offered, and would continue the programs Capuyan has started.

Pelisco confirmed his transfer during Monday's City Council's session. The police official said he is being eyed for a regional post somewhere in Luzon.

The police units who received awards are: Misamis Oriental Police Provincial Office (Mis-Or PPO) as Best Police Provincial Office and Best Provincial Mobile Group in 2007; Iligan City Police Office (Iligan CPO) as Best City Police Office; Plaque of excellence for Gingoog City Police as Best City Police Station; Maramag Municipal Station as Best Municipal Police Station; Plaque of excellence for Valencia City Police Station having the Best Women and Children Protection Desk (WCPD) in urban category; the rural category went to Manolo Fortich Municipal Police Station.

Matagal na pala nilang na-acquire yong lot sa Tambo but according to an insider, the future expansion of the college will be in Manrique, Brgy. Luinab. :)

For its 32nd offering, the National MILO Marathon will stage elimination races in Manila, Tarlac, Cebu and Davao simultaneously — a first in the history of the country’s longest and most prestigious running event.

Ewan ko lang ha pero ang bagal ng press release ng city web site. Sa mga ganyang events, dapat meron kaagad naka-post sa web. Ano ba talaga purpose ng city website kung ganyang late naman at hindi updated ang mga info. Mas nauna pa tayo kaysa kanila minsan. Mga upcoming events at projects ng city government, eh walang naka-post. Kung ano na status ng mga flagship projects, wala ring updates. Paging City web Office, ano ba talaga function nyo?

Iligan City has joined the protest against the undue conversion of 16 municipalities into cities which did not follow the rules set by the Local Government Code for the creation of cities.

On January 28, City Mayor Lawrence Cruz called on city officials and employees to support the protest of 120 cities by wearing black armbands. In the meantime, the national flag is already flown at half-mast.

Mayor Cruz made clear that the League of Cities is not against the creation of new cities as long as they follow the Principles of Cityhood. The 1991 Local Government Code as amended by R.A. 9009 provides that in order to be converted into a city, a municipality must have a local annual income of P100 million, a population of not less than 50,000 and a land area of not less than 100-square kilometers.

The addition of 16 new cities reduced by four billion pesos (PHP 4B) the Internal Revenue Allotment (IRA) of the regular cities from the national government. As a result, Iligan City's share of the IRA has diminished by P68.8 million for this year.

As of the present, 16 municipalities have been converted into cities with 27 more in process.

Yes, I have to agree with that Iligan is generally peaceful. However, it is not crime free. And sadly, most of the crimes being committed in Iligan are caused by those tarantadong Maranao. Again, I'm not saying all Maranaos are ga.go, a few of them are still matino. But let's face it, their presence in Iligan brings threat to potential investors. Iligan would have been a lot better without those Maranaos.

Iligan would have been a lot better without those Maranaos.

As long as there are those uneducated, undisciplined, and delinquent members of the society, our city is not crime free. Davao City (1 February) -- More than 200 asatidz (Muslim teachers) nationwide have recently undergone the first phase of Arabic Language Enhancement training in four clusters—Manila, Iligan, Zamboanga and Kabacan from 29 December 2007 to 14 January 2008.

Dubbed as the National Arabic Language Enhancement Program (ALEP), this training was conceptualized by the DepEd Central Office and the Basic Education Assistance for Mindanao Project, in cooperation with the DepEd ARMM Bureau of Madrasah Education, to improve the competencies of Arabic Language and Islamic Values Education (ALIVE) teachers in the public schools.

Participants to this program are deployed ALIVE teachers who earned 'conditional' performance in the recent Arabic Qualifying Exams. The qualifying exam was designed to ensure that all ALIVE teachers meet DepEd's established minimum competencies. Those who fail to meet the criteria will no longer be deployed in the next school year.

BEAM and DepEd tapped the expertise of the "ulama" (religious scholars) who are graduates of Islamic Studies overseas to come up with modules and help in the delivery of the program. After several module-writing workshops and a series of critiquing, editing, and proofreading sessions, the ulama were able to come up with 11 modules to be used in the three phases of the program.

ILIGAN CITY - Another tower of the National Transmission Commission was bombed Thursday in Lanao del Norte province, bringing the total number of towers bombed by lawless elements to 12.

According to Engineer Emmanuel Abellanosa, Transco acting vice president for Mindanao Operations and Maintenance, three out of the four legs of tower 44, located at Pagayawan village in Bacolod, Lanao del Norte, were badly damaged in the bombing, causing it to lean while suspended on high tension wires.

Thursday's tower bombing happened two days after another tower - tower 13 located in Guimba in Marawi City - was bombed by still unidentified suspects.

As of the end of January this year, estimated worth of damage in Transco powerlines as a result of terroristic activities in Lanao provinces are placed at P12 million.

Abellanosa reiterated his appeal to the community and the local government units at barangay level to participate in the protection of powerlines and report to proper authorities any suspicious personalities present in the area.

Iligan City joins nationwide mass action vs undue conversion of municipalities to cities


Iligan City (31 January) -- The Local Government of Iligan City joined a simultaneous nationwide mass action of the 120 cities last January 28 during the Monday flag raising ceremony in protest to the undue conversion of 16 municipalities into cities.

City Mayor Lawrence Ll. Cruz of Iligan issued a memorandum with attached manifesto which enjoins the city government employees, department heads and members of the Sangguniang Panlungsod to wear black arm bands as a symbol of dissent. This will be a continuing fight and the protest will be done every Monday of wearing arm bands and flags will be raised on half mast.

The manifesto states that 28th January, a Monday, in or weekly flag raising ceremony marks one of the most important days in the history of cities in the Philippines. On this day, shows that we are one and united with the other 119 cities in standing for what is right and just.

Further, "We express our indignation and protest against the conversion of 16 municipalities into cities of the 13th Congress even if they did not meet the income and population requirements as mandated by law. We echo our dismay on the railroaded process of converting these cities without due consideration of what is required by law. We are appalled by the inconsiderate and hasty move of the Congress for the conversion of the cities without thinking of the dire consequences it will bring to the existing cities and more importantly, to our constituents."

"We are one of those who share this sad scenario. For this year, our city stands to receive P589,572,762 instead of P658,404,516.

A difference of P68,831,754.00 that directly affects the City's IRA. The casual employees of the city hall could possible carry the burden. If we have insufficient funds for our operations and for the implementation of our projects and programs, we could be forced to lay-off workers. Our operating costs are increasing. Somebody has got to teach them a lesson of their lives!!! Iligan would have been more progressive without them.

It is my pleasure to invite the UP Community to this year’s celebration of the UP Diliman Month this February.

For this year, the Office for Initiatives in Culture and the Arts has partnered with the College of Arts and Letters to bring to the campus, the Komedya, a traditional theater art form.

A parade around the Academic Oval on February 1 at 2 p.m. will usher in the celebration. This will feature representatives of komedya groups from Visayas, Mindanao and Northern Luzon, marching bands and other parade characters like higantes, stilt walkers, jugglers, among others. Entitled Tahak, the parade aims to educate the general public about the komedya through the interactive parade and komedya scene reenactments. An Opening Program will be held right after the parade.

The komedya is a colorful theatrical tradition with plots that revolve around social, political and religious themes. This theater form traces its origins from the theatrical traditions of Spain and Mexico from the 16th to the 18th century. This is one of the traditional theater genres that dominated the Philippine theater for over 300 years. To this day, it draws a following and is actively performed by Komedya groups across regions.

Five komedya groups have been invited to share their talents namely,the Komedya ng San Dionisio and Komedya ng Don Galo of Parañaque, Komedya ng San Miguel of Iligan City, the Hiraya Theater Company of Antique and the Comedia de Baler of Quezon.


The Komedya performances will happen every afternoon of Friday at 6 p.m. at the University Amphitheater. Also to be featured is the Serenata ng Banda featuring the Taguig City Band, the Quezon City Band, the Pasig City Band, the Antipolo City Band, the UP Symphonic Band and Banda 88 ng Sta. Maria, Bulacan.

Aside from Komedya, Himig Sikan sa Lagun will be featured every Sunday at 4 p.m.that will showcase various performing groups of UP Diliman.

I think there really are matitinong Maranaos. These matinong Maranaos are really hard working and peace loving people. These Maranaos are usually those who have gone to formal schooling and have experienced the same and exact regimen the normal Filipinos (regardless of religion) have gone through. In other words, they're like you and me -- merong respeto sa demokrasya pero meron din takot sa batas. Sadly, their kinds are very few these days and rare to find one in Iligan.

I hate to say this but many Maranaos are tamad. Very tamad. They don't want to sacrifice to feed themselves. They go for easy money and they go for it for whatever cost. That is why many of them are prone to committing crimes (Just look at the crime rate in a Maranao dominated area—it’s very high.) And the saddest thing here is that the whole vicious practice is passed on to the next generation. So, in effect, they’re breeding people with wrong values. That is, if they have values at all. Therefore, we will expect chaos and crimes to continue to the next generation.

I’m writing this piece so that I can remind those well-schooled Maranaos to do something about the situation. They too have a moral obligation to help ease out the problem because the kind of reputation which their tribesmen would create would bounce back on them somehow. I know some of them will agree with me but will only agree with me on theory. If they won’t do anything to solve the crises, the problem will worsen in the next generation to come. And let me remind the readers that this is not a religious issue. Many Muslims in other countries are peace loving people. Malaysia, for example, is a Muslim-dominated country yet Malaysia is progressive and the Malaysians have a progressive outlook. So, clearly, religion is not the issue here and I hope no one here would push it that it is. I believe the issue here is cultural and culture can adapt as proven in history.

OK, I already said what I had to say and I'm now relieved. I can now put this issue to rest. Thanks for your post, Farirah, and thanks for your intelligent reply.

The komedya is a colorful theatrical tradition whose plot revolves around the social, political, and religious conflicts between the Muslims and Christian heroes. It is usually presented in festivals with the patronage of the community. This theater form has its origins in the theatrical traditions of Spain and Mexico in the 16th to 18th centuries.

The international conference and workshop will consist of a three-day presentation of academic papers on the different aspects of komedya productions in the Philippines and in some parts of the world. Scholars Nicanor G. Tiongson and Resil B. Mojares will be keynote speakers.

The colloquium will be a half-day discussion among all comediantes, production teams, and accompanists, and will focus on the strengths and weaknesses of the groups and their recommendations for the future of komedya in the Philippines. The colloquium hopes to establish a network of komedya groups in the country.

According to the organizers, the existence of active komedya groups in a number of regions in the Philippines warrants an intensified effort to create awareness and increase the understanding of and appreciation for the komedya. Known by various names in Batanes, Ilocos, Pangasinan, Pampanga, Nueva Ecija, Baler, Bulacan, Panay, Cebu, Leyte, Iligan, Samar, Iloilo, and in Southern Tagalog, komedya however has a limited following. It is said to be a fully developed traditional theater genre that dominated Philippine theater for more than 300 years.

Scholars note that after substantial studies conducted in the early 1980s, little has been done to promote komedya understanding and appreciation on a national level. The festival seeks to celebrate the komedya as a significant legacy in the continuing history of the Philippine theater and the effort, talent, and creativity that have been manifested by komedya groups all over the country.

The fiesta will start with a parade of all komedya players along UP’s major streets on the afternoon of February 1. They will be accompanied by marching bands; marching bands have historically played important roles in komedya performance. A special concert of marching bands from Metro Manila and nearby provinces will be held every Friday of the month at Quezon Hall. One of the attractions of the celebration is the display of “the best of Philippine fiesta booths” that will be curated as one big exhibit.

Every afternoon of each komedya day, visitors especially the youth will be educated and entertained by special shows like puppet performances, story-telling, and komedya excerpts mounted on kubols. Sinulog 2008 Finalist and 4th placer Tribu Iliganon officially turned-over their trophy to the City Government of Iligan as the latest addition to the numerous marks of distinction giving honor to the city. The award was handed by Tribu Iliganon coordinator and Barangay Buru-un Chairman Glenn Quijoy to City Mayor Lawrence Lluch Cruz right after the Iliganon contingents' reprise of their performance during the city government's weekly flag-raising ceremony on Monday, January 28.

Tribu Iliganon emerged 4th place winner among 52 contingents from different parts of the country during the 2008 Sinulog Festival Free Interpretation Category held last January 20 in Cebu City.

Meanwhile, Mayor Cruz denied radio reports that the local government released PHP1.5M to finance the Iliganon contingent's participation in the annual festival. He clarified that the city government contributed only PHP500T as support for the team's representation and promotion of Iligan's Diyandi culture in the recent Sinulog Festival.

Wala na bang ibang lugar na pwedeng gawing evacuation center nila like 2nd floor of wet market or in IBJT. Sa dinami-daming bakanteng lugar, ba't sa overpass pa? Hindi tuloy magamit ng mga gustong tumawid. Hindi ba to nakikita ng pamahalaang lokal o talagang gusto lang i-display ang mga kapalpakan nila. :bash:

BIR-16 collects P1.01B revenues in 3Q of 2007


SOME P1.01 billion in revenues have been collected by the Bureau of Internal Revenue (BIR), Revenue Region 16 in Northern Mindanao, during the third quarter of 2007 up by 9.5 percent compared to P922,635,944 in the same period of 2006.

"Except for the excise tax, which posted a decrease, all collections for other types of taxes increased," Regional Director Mustapha Gandarosa of BIR-16 said.

He said "percentage" taxes posted the highest increase of 37.2 percent, from P41.321 million in the third quarter of 2006 to P56.711 million during the same period in 2007.

This was followed by "other" taxes or taxes derived from penalties, fines, surcharges, documentary stamps, real estate, capital gains and transfer taxes, which also increased by 22 percent, from P60.413 million to P73.722 million.

Likewise, the value added taxes (e-VAT) posted a growth of 21.7 percent, from P231.899 million to P282.303 million followed by "income" taxes with 1.4 percent, from P588.906 million to P597.082 million. The "excise" taxes, however, dropped by 24.2 percent, from P97,182.60 to P73,692.

On a per Revenue District (RD) performance, Gandarosa said RD 100 of Ozamiz City posted the highest increase of 46.6 percent, from P77.744 million in the third quarter of 2006 to over P113.965 during the third quarter of last year.

Next was RD 102 of Gingoog City, which had the smallest share of the total regional collections but increased by 23 percent, from P38.608 million to over P47.489 million.

RD 99 of Malaybalay City posted a growth of 19.5 percent, from P118.416 million to over P141.507 million, followed by RD 101 of Iligan City with 16.7 percent, from P151.227 million to over P176.558 million.

However, RD 98 of Cagayan de Oro City, which had the biggest collection of over P530.374 million during the period posted a decline of 1.2 percent compared to its collection of P536.640 million in the same quarter of 2006, Gandarosa added. (Trends)

I saw it yesterday. They destroyed the facade of the bar. Looks like they're making a second floor? I might be wrong.

Yup the 2nd and 3rd level renovation started early January.

The spring water flowing here comes from the "eye of the spring" just about 200 meters upstream. This secluded and idyllic place is located about 8 km from the Iligan City proper.

Iligan City is known in the Philippines as "The City of Waterfalls".
