In Iligan, Philippine flag flown at half mast to protest IRA cut due to new cities
Violeta M. Gloria/MindaNews
Thursday, 07 February 2008 07:25

ILIGAN CITY (MindaNews/6 Feb) -- The Philippine flag in the city’s amphitheater has been flying at half-mast for two weeks now even as no prominent person has died.

But Mayor Lawrence Lluch Cruz, who wears a black armed band on his left arm, says, “This is our symbol of protest against increasing illegal creation of cities in our country that has affected the budget of the standing cities of the country, such as Iligan.”

Cruz said there are many towns transformed into cities “without following the existing laws that mandate the creation of cities, such as Bayugan (Agusan del Sur) and El Salvador (Misamis Oriental).”

“Under the local government code, a municipality may be converted into a component city if it has an average annual income, as certified by the Department of Finance, of at least P20 million for the last two consecutive years based on 1991 constant prices; (i) a contiguous territory of at least one 100 square kilometers, as certified by the Lands Management Bureau; or (ii) a population of not less than 150,000 inhabitants, as certified by the National Statistics Office provided, that the creation thereof shall not reduce the land area, population, and income of the original unit or units at the time of said creation to less than the minimum requirements prescribed herein,” he said.

Cruz said there are 16 towns converted by Congress into cities “despite the fact that they failed to meet the income and population requirements set by law.”

He said the protest will continue because there are still 27 municipalities applying for city status and seeking exception from existing laws so as to avail of bigger budgets.

Cruz said these strategies of other municipalities have greatly affected a number of cities because the internal revenue allotment (IRA) will be smaller because it will be shared by more cities.

He said the city has P68.8 million less in IRA because of the new cities.

“This will also affect the social services that we ought to provide to our communities,” he added.

The mayor urged the city councilors to also wear black arm bands as a symbol of protest.

Cruz said city officials should help improve the fiscal status of the city as it failed to reach the target revenue collection of P1 billion last year.

“Last year, the city had lower collection of real property tax by P41 million; the economic enterprise development and management office was short by P25.8 million; water system collection was P25 million less; business licenses collection lacked P23.8 million and so on and so forth that resulted to the shortfall of P173.9 million,” he said.

Cruz also acknowledged that the city failed to collect taxes from the National Steel Corporation (now called the Global Steel Corporation under the new Indian owners), Iligan Light and Power Inc (ILPI), Globe, Smart, and many others. (Violeta M. Gloria / MindaNews)

RP’s cement manufacturers convert waste into fuel and raw materials (http://www.mb.com.ph/PROV20080208116505.html)
Gerry Gorit

ILIGAN CITY — Major cement manufacturers in the country have turned waste into fuel and raw materials in keeping with their social commitment to protect the environment.

The launching last week of a manual on the use of alternative fuel and raw materials (AFR) in co-processing for the cement industry gave impetus to the cement makers’ plan for environmental enhancement to cope with global warming and help solve the energy crisis.

The manual, prepared by the Department of Science and Technology (DoST) and the Department of Environment and Natural Resources (DENR) in collaboration with the German Technical Cooperation Agency (GTZ), was turned over to the Cement Manufacturers Association of the Philippines (CeMAP) representing the local cement industry in rites held recently.

The manual defined co-processing as "the reuse or recovery of mineral or energy content of waste materials while simultaneously manufacturing clinker in a single combined operation. In the process, portions of traditional fuels are replaced with the combustible components of the waste materials, while non-combustible parts of the waste materials replace portions of the raw materials."

Member companies of CeMAP said that their kilns have been using rice hulls and other non-hazardous waste materials such as discarded vehicle tire, scrap paper and biomass waste.

CeMAP President and concurrent ASEAN Federation of Cement Manufacturers President Ernesto M. Ordoñez said, "This is a breakthrough. The alternative sources of energy have been wind, geothermal, biomass, and agricultural crops like coconut, jatropha and sugar cane. This is the first time that industry will use waste, even hazardous and toxic waste, in their operations. This is possible in the cement industry because of the high heating capacity of cement kilns."

The country’s leading cement manufacturers are Holcim, Lafarge-associated companies -- Republic Cement Corp., Iligan Cement Corp. and Mindanao Portland Cement Corp., Northern Cement, Pacific Cement, and Taiheyo Cement Philippines.

"Several solutions have been discussed and these include strategies that involve cleaner production, waste avoidance, producer responsibility, greening the supply chain and sustainable use of natural resources. One of the waste management schemes that incorporate the above-mentioned strategies is co-processing of waste materials," the manual stated.

Although not everyone will agree with me na mas maganda ang buhay-buhay ngayon compared to years ago. Kaya lang, dumadami ang "wants" ng mga tao kaya hayon, tumataas ang gastusin. Sila mostly ang mga kaso ng mga nagrereklamo sa gobyerno.

That's a very welcome development for Iligan. Swerte ang shopping center na yan pagnagkataon, kasi ang ganda talaga ng location. Sana masimulan na kaagad. That would surely change the landscape of Iligan.

oh yes! maybe that group of businessmen are also preparing for big opening of the Gmall, plan nila ciguro tapatan ang Gmall, sa tingin ko lang..

sana nga masimulan na nila ang pag demolish sa STC..

@ Alingatong tama ang sinabi mo regarding about the prime lot in quezon ave. kung saan nakatayo ang STC and UNICITY... kanina naka usapan ko si Henry Siao (owner of Celadon and Krisland) sa Chinese Church, sabi nya may nakabili sa whole lot its a group chinese businessmen of iligan... anytime of this month they will start sa pag demolish ng STC, or as soon as they get all the permits. And he said that they will put up a big Shopping Center, na may resto/bar din with parking lot.

Sana malaking mall ang itatayo dyan at medyo classy.

6 injured in Iligan blast

Violeta M. Gloria/MindaNews

ILIGAN CITY (MindaNews/10 Feb) -- Six people were injured when a bomb exploded near the city public plaza tonight, radio and police reports said.

Police have yet to determine motive of the bombing and as to the make of the bomb, but many Iliganons were alarmed because of the loud explosion.

The explosion took place 9:20 p.m. at an open lot across the rear part of the plaza, at the corner of Aguinaldo and Juan Luna Sts., which used to be a gasoline station. The place is now being used as a display area by furniture-makers.

Reports from radio station DXLS Love Radio identified the injured as Junior Pabustan, 15; Dennis Barot, 17; Lovely Rose Tecson, 15; John Henry Natenga, 26; Arnel Unutan, 17; and Dixer Revelo, 19. The first four were admitted at the Don Gregorio T. Lluch Memorial Hospital while last two were treated at the Dr. Uy Hospital; they were later brought to the government hospital.

City Councilor Chonilo Ruiz, a medical doctor, visited the victims . He said Natenga is in serious condition. His lungs were reportedly injured and could not anymore expand, so he has difficulty breathing. (Violeta M. Gloria / MindaNews)

Guys pwede kaya to sa Iligan? Iphase out ang jeepneys tapos palitan ng buses or mini-buses :)

Tangub City launches ‘Libot Tangub’ shuttle cabs
by Judith B. Tablan

Transportation has taken on a new face in Tangub City. In her desire to make Tangub a “walkable city,” Mayor Jennifer W. Tan initiated the use of shuttle cabs called “Libot Tangub” to ply designated routes of the city. Besides teaching the people to walk, the use of the shuttle cabs will also teach people the discipline of time.

The cabs’ stop-over stations will be a few meters away from institutions or offices so that passengers are forced to walk the rest of the distance to their destinations.

Not to compete with the existing “trisikad” (tricycles) and “habal-habal,” (passenger motorcycles) the cabs will have its central terminal and will stop only to pick up and unload passengers at designated stations. With or without passengers, the cab will leave in its designated departure time. Passengers bringing a lot of baggage are not allowed on board.

Instead of paying cash for fare, tickets are used to board the cabs. The size of a prepaid load cards, the tickets are priced differently. At the back of each card are numbers in boxes 1-30, which means that each card is good for 30 rides. The driver punches the card before the passenger can board the cab. If a group wishes to ride and only one holds a card, the driver punches the number of boxes corresponding to the number of people in the group.

Red ticket or Red Card is priced at P5.00 for the regular route. Blue Card and Green Card priced at P2.50 are for students and senior citizens. This is for the route inside the urban core. Route connecting the barangays will have a different rate, but the same procedure applies: that cabs have to stop at designated stations and leave at designated times only. Transients in Tangub City will use another card, but a scheme is still on the table as to the card’s price and size.

Patterned after Sweden and Australia, Mayor Tan said that this is the first time that a local government unit owns a transportation service. This facility is also an answer to the growing number of tourists visiting the city, besides teaching the people how to walk, and to discipline their time. (Tangub City IO/PIA-Tangub City i-Net)

^^ Yep. Sobrang makitid streets ng Iligan. :) Yong main highway lang natin widened na. It will cost a lot of money for more widening of streets. Take note Roxas Avenue starting from El Centro, passing DXIC, all the way to Iligan Capitol College need widening. Some buildings like Mejia Building (where DXIC is broadcasting) could be one of the buildings to be demolished to widen Roxas Avenue. hehe.

Who knows somewhere in the near future...... For now, its not one of the priority projects of the city government.

Cagayanon-Iliganon in RP Youth Team (http://themindanaocurrent.blogspot.com/)

The RP Team coached by Franz Pumaren is preparing for two tournaments which the Philippines will join this year. They are the SEABA Youth Championship in Malaysia in May and the FIBA Asia under 18 in Iran in September.

There are two players who we can actually call our own though they are really from out of town.

The first is the reigning UAAP Juniors MVP Joseph Marata. Though the Maratas are from Iligan, Joseph’s mom is from Cagayan de Oro. He actually studied in Cagayan de Oro prior to his transfer to Manila and even played for St. Mary’s School during his High School Freshman year.

The other is perhaps the most promising member of the team, Philip Paredes of Sacred Heart of Jesus Montessori School. More popularly known as “Papot” in the local basketball scene, Paredes is only 15 years old and stands 6’6”.

Coach Franz has always been vocal about his interest with Paredes and it now seems that he got his wish.

Paredes is originally from Bukidnon but is now studying in Cagayan de Oro.

This is great news for Cagayan de Oro Basketball as we have young players who could soon be following the footsteps of Jojo Lastimosa and Bitoy Omolon.

IMO, dapat iniba na ni Stephen Gaisano yung design ng mall. The old shoebox design like Gaisano City in CDO as well as SM Cubao has proven to be a nightmare for building safety. That's why most malls nowadays are designed differently with saefty features, natural lighting, etc...

MORALES DECISIONS MARBUN TO WIN TITLES (http://philboxing.com/news/story-14856.html)

Tubod, Lanao Del Norte--Local hero Ciso "Kid Terrible" Morales outworked Indonesian Marangin Marbun to keep his unbeaten slate and win the WBO Asia Pacific Youth and WBO Oriental superbantam titles Saturday night in front of some 6,000 fans at the Mindanao Civic Center here.

Morales, who is next slated to see action on March 15 underneath the Manny Pacquiao-Juan Manuel Marquez battle, found Marbun to be quite a puzzle in the earlier rounds, but relied on his lateral skills to frustrate the game and tough Marbun en route to a 96-94, 96-94, 97-93 victory.

The fight showcased Morales' skills, but also gave fans a chance to see that he is still a work in progress whose defense can still be improved by long hours of work at the gym.

"Now we see he has the moves, the toughness and the ability, but he also has to go back to the gym and do more work," said promoter Sammy Gello-ani, who partnered with Lemuel "Bobong" Yap to put up the event in cooperation with Gov. Khalid Dimaporo, Congressman Bobby Dimaporo and ex-Gov. Imelda Dimaporo.

The win improved Morales' unbeaten ledger to 10 wins with 6 KO's, while Marbun slipped to 11-4, 5 KO's.

"His handlers plan to bring him to the US for more training. There he will surely be polished," said WBO Asia Pacific chairman Leon Panoncillo.

GAB Chairman Eric Buhain and boxing division chief Nasser Cruz witnessed the first-ever major boxing card held in this part of Mindanao.

In the chief support, RP minimumweight champion Denver Cuello scored a knockdown in the second round against Arman De la Cruz, but settled for a draw following a clash of heads in the third that cut both fighters' foreheads.

John Mark Apolinario showed a lot of promise with a sixth-round stoppage of the very durable Isidro Balabat who was downed by a big left to the body.

Donnie Mabao also eked out a majority decision win over Rodel Tejares in a grudge rematch.

^^ Not a shoebox actually. It's more like a coffin to me.
