Filed under News ILIGAN CITY — Christian, Muslim and Lumad residents here were united as they witnessed the celebration of the “Diyandi Festival and “Kasadya (merry-making) street dancing, one of the highlights of the month-long celebration of the Feast of St. Michael, the Archangel Thursday. The Feast of St. Michael starts today. The “Diyandi” is a rite performed by the “Dumagats” (now Christians), the Maranaos (Muslims) and the Higaonons (lumads or natives) to jointly pay homage to St. Michael the Archangel, according fo Jojo Boza, a businessman who introduced “Diyandi” as a tourism identification of Iligan City since 2004 when he was fiesta committee chairman. The “Diyandi” had been passed from generations to generations and became a part of this city’s cultural heritage, Boza said. The City Council here, in 2004, passed and approved a resolution establishing “Diyandi Festival” as a tourism identity of this city. Meanwhile, the Jaycee International Foundation, incorporated its “Kasadya” street dancing, into the “Diyandi Festival, attracting street dancing contingents from neighboring cities and provinces to compete in the said street dancing which eventually became an annual contest.Thursday's street dancing competition attracted at least nine contingents, apart from this city's, from the city of Cagayan de Oro, Valencia City, Bukidnon province and Lanao del Norte province. The "Tribu Kauswagan" of Lanao del Norte, undefeated for three (3) consecutive years as "Kasadya" champion, again garnered yesterday the first place and bagged the P150,000.00 prize money. "Tribu Kauswagan" has been participating in other festivals in Mindanao and Visayas including the "Sinulog Festival" in Cebu City where it was also a major prize winner. Most other contingents' theme in yesterday's "Kasadya" street dancing contest was centered on "St. Michael defeating the devil" in their dance interpretations. Thousands of residents here, Christians, Muslims and lumads, lined the sidewalks of the main streets as the different street dancing contingents performed. The contingents converged at the Anahaw ampitheater at Buhanginan hills near the city hall where the contingents performed once more before the final judging for the prizes took place. Department of Tourism region 10 director Catalino Chan supported the "Diyandi Festival" with a counterpart funding from the regional office and by witnessing the event. "It's wonderful, interesting and colorful" said one of the many foreign tourists who witnessed the "Kasadya" street dancing. Many "Balikbayans" from this city make their annual visit to their hometowns here to coincide with the month-long festivities of the Feast of St. Michael. Iligan City mayor Lawrence Lluch Cruz said "Every fiesta celebration, the Christians, Muslims and Lumads show their unity by paying homage to St. Michael the Archangel." It is now run by the city government under lease from the new owner, Land Bank of the Philippines. City Council Tourism and Beautification Committee Chair Moises Dalisay, Jr. has penned the resolution on the collection of charges from resort visitors to help cover maintenance and operation expenses. The city government is paying P10,000 monthly for the lease of the Landbank-acquired property. Specific rates will be P10 for the entrance fee, P40 for the use of chairs and tables, and P10 for the swimming pool. The city has already collected P15,000 to P20,000 a month from the current entrance fee imposed by the city government on those who visit Tinago Mountain Resort. The Tinago falls is 240-feet high. Yu Movies have always been part of our life, either as a lad, an adolescent, or even now that we have become adults. They are one of the cheapest ways to relax, forgetting momentarily the problems of daily living. Among the big four theaters as far as Iligan City was concerned in the '50s and '60s were: King, Queen, Century, and Premier. They formed part of our childhood memories back in our hometown for almost half a century past. These were the places we went to with our barkadas and classmates either after classes in the afternoon, or during Saturday afternoons, or during school hours when some of us would cut classes just to watch our favorite actors/actresses perform in the big screen. King and Queen Theaters were owned by the Bagatans. The former being located along Quezon Avenue, while the latter was at corner Roosevelt and Zamora Sts. King usually showed Tagalog hits, while Queen catered mostly to Hollywood blockbusters. In the '50s, orchestra rates were pegged at P1.00 while the balcony rates were at P3.00. Century was located at San Miguel St. and was owned by the Gaites. Premier was and is located along Cabili Avenue. Obviously, among the four, only Premier has survived the passing of time. It is still there, but for now it has become a third run theater. The orchestra of King has this canteen located near the entrance. It was where we bought peanuts, Kropeck, crackers, Coke, maruya, etc. The snack bar of Queen was at the lobby of the theater near the tiketera; so with that of Century and Premier. With P5.00 in your pocket at that time, you could already have a relaxing session of watching the movies with matching snacks. King was among the establishments gutted down in the big fire that hit Iligan on May 23, 1957. But it has restored its building on the same site in due time until its closure in the '70s. King was the venue of many a movies starring our favorite stars, like FPJ, Asiong Salonga (Joseph Estrada), Agent X-44 (Tony Ferrer), Agent Lagalag (Eddie Fernandez), Stella Suarez, Divina Valencia, the Sampaguita Stars '66, as well as those from LVN, Larry Santiago, Premier Production, etc. Queen was the home of Hollywood stars like Charlston Heston, Elizabeth Taylor, Yul Brynner, Victor Mature, etc., while Century featured films of Jerry Lewis, Clark Gable, Lana Turner, etc. Premier was another home for the Tagalog stars of the era. All these four theaters had only electric fans to wipe away our sweat brought about by the summer heat, which we never gave importance to as we were much too focused to the wide screen with our favorite movie heroes performing the greatest actions of their lives. Chinese films got the chance to be shown too during that time. They were usually shown either at Queen or Century. King Theater was located very near our backyard, so much so that we could even hear the intermission music. I remember our cook Leona Lantaka, who used to tell us how much she liked that particular song being played at King Theater every morning at 9:00 o'clock. It was "Bayang Magiliw". Poor Leona! It was the National Anthem which was being played to start the opening of the theater. King had another entrance near our backyard so much so that sometimes we could sneak in, passing through that way and went directly to the balcony without the tiketera noticing us. But not so with the other three theaters as the watchers were quite strict. Although we could get inside Century for free, courtesy of Mrs. Gaite (the grand matriarch, the mother of Martin and Maning). The Gaites were our close family friends, the same people who would serve us soft drinks and snacks each time we went swimming at their rest house at Canaway Beach. I have fond memories of Premier in 1966 when I went to watch the Star Parade Show of the Sampaguita Stars '66. It was a personal appearance matinee show featuring my favorites, among them: Bert Leroy-Gina Pareño; Edgar Salcedo-Juvy Cachola; Pepito Rodriguez-Rosemarie Sonora; Ramil Rodriguez-Shirley Moreno; Dindo Fernando-Loreta Marquez; and German Moreno in his younger and slimmer days. They were billeted at the Al Toro Hotel. And I got the chance to see them in person, with autograph in hand for their most valued signatures. All these courtesy of my Uncle Cresing who owned Vision Studio. Just how proud I was the following day telling my classmates about my encounter with these stars, most especially with the pictures that my Uncle Cresing took shots of - me and the Sampaguita Stars '66. It used to be an air-conditioned theater showing top-rate movies, run and managed by the Borja family. Now, it’s worst than a third-run theater showing X-rated movies. It is no longer run and managed by the Borja family, but by some operators who are renting it. Of the Big Four, the first to go out of business was Century theater. It was not making money. This information did not come from the Gaite family, but from some displaced employees. They blamed the closure of Century Theater on the friends of the Gaite family. The Gaites were so good to their friends that they allowed their friends' smiling faces to serve as virtual movie passes. But that's not the way to do business, right? In its place now is a commercial building housing the family businesses of the Gaites. Next to go were King and Queen theaters. When the old patriarch Mariano Bagatan retired from business, both theaters were sold to the Sun family who changed the names of King and Queen Theaters to Sun-O-Rama I and Sun-O-Rama II, respectively. It was during this time in the early seventies that movie houses proliferated in Iligan. In Tubod area, the Celdran family opened the Kris and Ritz Theaters. In Tibanga area, the Kho family opened the Rajah and Ace Theaters. Along Roosevelt street, just in front of Sacred Heart Hospital, the Ang family opened the ABC Cinema. In front of what used to be California Bakery along Quezon Avenue, the Mendoza family opened the Maharlika Theater. And in Palao area, the Bernardo family opened Berds, Derbe, Plaza and Ultra Theaters. With 12 movie houses for a population of 200,000, Iligan residents never had it so good. Because each theater showed double programs, every week a moviegoer has 24 movies to choose from. There were no Betamax, VHS, VCD and cable TV then, and boxing events went out the way Century Theater did. For most of us, going to the movies was our only entertainment. With competition in the movie industry so keen and fierce, something had to give. One by one, movie theaters bowed out of business. They could not compete with the business acumen of the Bernardo family. The land where Kris and Ritz theaters stood was sold to Pryce Property. It is now a business park -- with no business, no park and no visible income. There, it sits idle like a white elephant. Rajah Theater was renovated and is now the site of CITI Hardware while Ace was demolished and its place is occupied by some commercial establishments. Sun-O-Rama II (formerly Queen Theater) is now being used as a warehouse of Trendline Department Store while Maharlika Theater is now being used by born-again Christians for prayer and worship. ABC Cinema was sold by the Ang family and was renamed Cinema Theater. Like Premier Theater, it is showing X-rated films that cater to the baser animal instincts. Sun-O-Rama I (formerly King Theater) is now the site of Maranao traders selling RTW’s, cloth, barter trade products and pirated VCD’s and DVD’s. By the end of the year 2001, there were six movie houses in Iligan: Berds, Derbe, Plaza, Ultra (all owned and operated by the Bernardo family), Premier and Cinema theaters (which survived mainly due to the loyalty of their special audience). Unlike in other cities, each movie house was still showing double programs. But the national anthem (Bayang Magiliw) was no longer being played. This year, the movie industry is confronted by a host of problems. First, there is the economic slowdown due to closure of several industries. Second, after the Sept. 11 attack, many moviegoers are afraid of grenade throwing by the terrorists inside the movie house as what happened in Maranding and Ozamiz City years ago. Third, there is a proliferation of pirated VCD’s that compete directly with the movie theaters. Fourth, Chinese-made but Japanese-branded VCD players are now being sold at only 2,000 pesos ($40) each. Fifth, rental cost of original non-pirated VCD's has been slashed to only 15 pesos ($0.30). Sixth, the cost of electricity has become prohibitive due to the imposition of power cost adjustments. Seventh, the local government has increased its real property tax assessments and continued the imposition of 30% amusement taxes. With declining receipts and increasing costs and expenses, the movie industry is in a very critical and precarious situation. Thus, it was no surprise to many of us when we heard that the Bernardo family has decided to shut down the operations of Berds Theater. The place is now undergoing renovation and is being converted into business stalls, arcades or malls. Signs are posted in prominent places announcing the availability of spaces for rent. It would be a great irony if one of the stalls would soon be selling pirated VCD’s. Mediamen had the privilege of seeing the Falls at its full majesty, when the National Power Corp. shut down power plants to allow water to cascade down. It was awesome albeit a very expensive one since NPC estimates it loses P150,000 per minute in foregone electricity generation. That show, when the Falls were opened for 30 minutes was cool P4.5 million worth. When the power plants are running, the waterfalls is still there but a trickle compared to what we saw. There are more than 20 waterfalls in Iligan, giving the city its name of City of Majestic Waterfalls. Iligan is also the Industrial Center of the South. It produces hydroelectric power for the Mindanao region through Napocor’s 7 Agus hydroelectric water plants. The Maria Cristina Falls , plunging 320 feet downward, is the main source of the city’s power. Agus VI was built in 1950. It generates 200MW electricity, the source of industrial lines in the city. The Napocor will develop the site of the Maria Cristina Hydroelectric plant , into a natures park. It broke ground last Friday, Sept. 22. NPC Nature’s Park s located within an eight-hectare area inside the Agus 6 & 7 Hydroelectric Power Plant Complex in Fuentes, Maria Cristina, the park will host the Hydro Power Science Centrum, the first such facility of NPC in the Mindanao region. Among other amenities are a museum and exhibit hall; conference rooms; an orientation hall. The Nature’s Park will be constructed in three phases, and is expected to be completed within three years. Phase I will feature an orchidarium; a durian/rambutan/lanzones orchard; natural waterfalls; a bat park; a crocodile farm; a grotto in honor of Our Lady of Lourdes; a wishing well; and viewing decks along the banks of the Agus River . Phase II, calls for the construction of an aviary; a mini-zoo; a trekking site; a hanging bridge; cottages and sheds, and a children’s island park. Phase III involves the construction and development of special areas for kayak rides and white-water rafting; a site for rock and wall climbing; fishing grounds; cable car stations with viewing decks. NPC said that the initial funding for the project will be sourced from the projected savings in MinGen’s 2006 budget. Once operational, the nature park is expected to bring in additional revenues of about P6 million per year, thus allowing NPC to recover the project cost within a four-year period. Entrance fee will be less than P50. NPC said the project will enhance the tourism potential of the Maria Cristina Falls and will raise public awareness on NPC’s hydro power operations. Agad-Agad by: Bobby Timonera ILIGAN CITY -- It's possible to climb up the peak of a mountain and see the panoramic view of a city and the countless stars and shooting stars at night without mountaineering experience at all, yet having the satisfaction of "having gone up there" after just a few hours of sweat. That is, if you're in Iligan and have the "just do it" attitude. Welcome to Mt. Agad-agad, just 1,600 feet above sea level. This mountain is easily visible from downtown Iligan, and one can readily conclude it's the highest peak around. It's nothing but a molehill compared to Mt. Apo or Mt. Kitanglad, the country's highest peaks. But high enough to make the uninitiated soaking wet after a few hours of trekking. In fact, that's why it's called Agad-agad, says Pat Noel, a staff of the City Tourism Office. (Pat says there should be an accent on the second and fourth syllables, whereas most people pronounce it without accent at all.) "Ma-agad-agad ra nimog saka kay dali ra," (You can just easily climb up the mountain) he told tourism and hotel and management restaurant students of the Iligan Medical Center College two Saturdays ago up the mountain's peak. Yes, it's so easy to climb that my nine-year-old son Arkay was able to climb it yesterday (Saturday), but after some complaints. My wife Miyam, too, who does no physical exercises at all aside from dancing even though she's a cardiologist, was able to go up the peak in just one-and-a-half hours, but her knees shaking on our downward trek this (Sunday) morning. Though I've been looking at that mountain, sometimes with telescopes or binoculars, with envy ever since I was a kid, I first climbed Agad-agad with Pat and the 30 or so students only two weeks ago. It took us longer, about three hours, because of the big group, mostly females. The really slow ones (read, the heavier girls) reached the peak in four hours. Because it's so easy to climb, many go up Agad-agad in the morning and come down in the afternoon. But the trek will be much more worth the sweat if you spend the night there, as I did the two times I climbed. The first half of the trek is nothing but a walk on rolling terrain. The fun begins on the second half, when "ang tuhod magtagbo na sa suwang" (when the knees meet the chin), as those "who've been there" would say. At the peak, the panoramic overlooking view of Iligan City and Mt. Malindang in Misamis Occidental right across Iligan Bay is a spectacle. But wait till evening when the city lights look like the reflection of the stars. Iligan is a small city of 300,000 people, but it's as if you're looking at a metropolis at night. On my first climb, I was looking forward to sleeping under the stars and the flicker of fireflies while listening to my Dad's collection of oldies music on my Rio MP3 player. But rain fell past 1 a.m. so we had to rush back to the tent. It rained so hard it penetrated the two layers of nylon. We couldn't sleep until the 15 minutes of rain let up. When we got out to add more layer of plastic to the two-ply tent just in case the rain came back, we stood in horror as the lights from the city disappeared. "Is there a blackout in Iligan?" asked Pat. But the flicker of lights slowly appeared from left to right as, to our relief, a thick fog passed right in front of us. "We've been here so often, but we never get bored climbing Mt. Agad-agad as it offers a different view of Iligan each time with the changing season," says Pat with his group of mountaineers -- Rey Ruiz and Bobby Plasus -- who are all employees of the city government. It would have been perfect to go star gazing with headphones on my ears on my second climb as a shooting star came whizzing by, but my wife and son were too tired they went straight to the tent right after dinner. Agad-agad is not a forested mountain, but some groups, like the local Rotary Clubs and CARE-Iligan Mountaineers, are trying hard to make it as green as possible. Still, there is a need to implement more stringent measures to protect this easily accessible mountain, especially now that more and more people are climbing up Mt. Agad-agad. Maybe there should be a group like the Protected Area Management Board of Mt. Apo and other priority areas, which is composed of representatives of the Department of Environment and Natural Resources, mountainfolk, environmentalists, mountaineers and other interested parties. For instance, on our climb yesterday, some 40 students came who claim they belong to a science club and wanted to plant trees in the area. But some of them were so noisy, shouting at the top of their voice. When Pat advised them to keep quiet as not to disturb other people and scare away animals, one replied: "Pasensya, sir, kay taga-bukid man na sila," (Forgive them, sir, because they are people from the mountain). To which Pat answered back: "No, mountainfolk don't make unnecessary noise in the mountains." From a distance, we noticed some of them used wood to fuel their bonfire or probably to cook dinner, which Pat, a seasoned mountaineer, says is a big no-no. If you're not careful, you can cause forest fire, he says. Instead use an enclosed lamp or a special mountaineer's mini-stove. There were some liter in some camping sites. When Pat and his group bring students or guests up Agad-agad, they would usually conduct pre-climb briefings and teach them the basics of mountaineering. Like, "Take nothing but pictures, leave nothing but footprints, and kill nothing but time." Among the favorite items at these floating bazaars were peanut butter and kalamay, one of Bohol's famous delicacies. During their courtesy call to Iligan City Mayor Lawrence Cruz, Head of Mission of the International Monitoring Team (IMT) Major General Dato Md Ismael bin Ahmad Khan, assured the local executive of support so that the stalled peace negotiations can continue. The recent round of government-MILF peace talks in Malaysia was stalled over discussions on the Ancestral Domain issue. Following the stalled peace negotiations, people in Mindanao became apprehensive that hostilities would erupt anew between government forces and the Moro rebels. However, the government-MILF CCCH and the IMT made their rounds in the cities of Iligan, Marawi and in the provinces of Lanao del Norte and Lanao del Sur to assure that the ceasefire continues to be in place and this is being monitored. "The ceasefire mechanism on the ground is strongly in place and solidly intact" said Von Al Haq of the MILF CCCH. The visiting group expressed confidence that the stalled peace talks will not collapse. Cruz was happy to learn that Iligan City will be the host, for the third time, of the government-MILF CCCH meeting. In a radio interview, MILF officer Kumander Bravo said while their command is hopeful that the peace talks will resume their organization will not be caught unprepared. “From a force of 5,000 fighters we already have 25,000 spread over the two Lanao provinces,” Bravo said during the radio interview. Bravo’s statements came even as the Fourth Infantry Division (4th ID) said it has drawn up its own contingency plans in the event of an MILF attack. “We also have our own counter plan against them,” Fourth ID spokesman Major Samuel Sagun said in an interview, even as he reiterated the military’s hopes that the peace talks will resume in earnest. Last week the Philippine Marines based in Tubod, Lanao del Norte said there is no truth to rumors that Moro rebels will attack at least two coastal towns in this province. Colonel Antonieto Ga, Philippine Marines Battalion commander here said the rumored attack came after the peace talks stopped its discussions on the Ancestral Domain issue. Untrue Bravo said their forces are still on standby following the stalemate over the talks. While not insinuating on any attack, he confirmed that they have been making preparations should the talks eventually collapse. He said, “they are ready” to launch attacks on various military detachments in Lanao as well as bombings on government installations. For his part Sagun said they won’t allow these attacks to prosper and explained that while they are saddened by Bravo’s statements they are prepared for any operation by the MILF. Filed under News, Commentary ONE wonders about the statements of Moro Islamic Liberation Front (MILF) official Kumander Bravo about “being on standby” in the event there won’t be a resumption of peace talks between the national government and the MILF, following a stalemate in negotiations over the ancestral domain claims issue. The statement issued during an interview over at dxIF Bombo Radyo, fell short of an actual warning since Bravo said he is only “reminding” the residents of the two Lanao provinces which his command has covered to be prepared for any eventuality in the event the talks did collapse. His statement contrasts with the recent messages sent by the government and the MILF panels that the peace talks are still in place and that the “ceasefire mechanism” is still holding despite the stalemate in the negotiations. How long the “ceasefire mechanism” holds is another thing altogether. Apparently the “ceasefire mechanism” will hold so long as there are indications that the peace talks will resume in Kuala Lumpur, Malaysia. The other parties in the talks, namely the Organization of Islamic Countries (OIC), are noticeably supportive of the continuation of the peace talks though they won’t be there for a longer period of time. PNP Regional Director Florante Baguio presided the turnover ceremony at the PNP Central Police Station where outgoing City Director Graciano Mijares was replaced by Senior Superintendent Virgilio Ranes. Iligan City Mayor Lawrence Cruz was irked over the unannounced arrival of Ranes to replace Mijares as Iligan City police director since Cruz was not consulted or notified about Mijares's relief. Cruz said, "I should have been consulted about the replacement of Mijares because as local chief executive I am supposed to exercise my prerogative in choosing for his (Mijares) replacement." Baguio said this replacement is in line with a recent order that an urbanized city such as Iligan should have at least a senior superintendent for a city director and Mijares is still a rank lower being a superintendent. However, newly appointed acting city director Ranes said Cruz's reaction was normal and he is not slighted about it. Ranes whose recent post before being assigned here was as chief of police of Dipolog City, immediately made a courtesy call to the mayor at his office Thursday. The appeal came as the Armed Forces of the Philippines (AFP) pre-empted what could be a new explosion in Mindanao after its troops recovered and subsequently diffused a time bomb left in a public market in Pagadian City early Sunday morning. The improvised explosive device was recovered by a member of the Civilian Armed Auxiliary (CAA) and intelligence agents several days after a series of bombings in Central Mindanao that left scores of people dead and injured. In the recent research of the Asian Institute for Management for the Philippine Cities Competitiveness Ranking Project (PCCRP) 2005, Philippine cities were again ranked based on seven major drivers of competitiveness: cost of doing business; dynamism of local economy; linkages and accessibility; human resources and training; infrastructure; responsiveness of local government to business needs; and quality of life. These were adopted from the World Competitiveness Yearbook of the Swiss-based International Institute for Management Development. “Sixty-five cities were surveyed in PCCRP 2005, the fourth edition of the project. Cities were categorized into 13 metropolitan cities (those in Metro Manila, Metro Cebu and Metro Davao), 15 mid-sized cities (non-metro cities each with a population greater than 200,000), and 37 small cities (each with a population less than 200,000). Geographically, 30 cities are from Luzon, 14 from Visayas and 21 from Mindanao. Based on the results, five Mindanao cities were named most competitive: Davao in the metropolitan cities category, Iligan in the medium-scale cities category, and Koronadal, Surigao and Tagum for the small-sized cities category. Davao is the only metropolitan city in Mindanao that was named one of the most competitive cities in the country, confirming its role as the central economic hub in the island. The efficient LGU response to business needs, infrastructure and high quality of life also contributed to the city’s high rating. In the medium-scale category, only Iligan made it as a competitive city, ranking second in the following categories: Cost of doing business, efficient response of LGUs and developed infrastructure. Butuan ranked fourth in cost of doing business, Cagayan de Oro was fourth in infrastructure, General Santos was second in linkages and accessibility, and Zamboanga was first in the cost of doing business and dynamism of local economy. In the small-scale cities category, Surigao was ranked first in the cost of doing business, followed by Koronadal, and Tagum was third in responsiveness of LGUs to business needs. From the competitive cities’ documented best practices, the leadership value of local government officials, followed by the presence of a strong support system (business alliances and responsive civil society) were deemed necessary to become a competitive city.
