Giga Go Iligan :cheers::cheers::cheers::cheers: GearX July 30th, 2008, 03:39 AM I was at Gaisano this afternoon, and as much as I'm happy that Iligan finally has a mall, I'm a bit disappointed at the hasty opening of Gaisano. The ground floor isn't even finished yet and there was just so much dust that you could see it stick on the grocery items. XD But nevertheless I'm still happy for Iligan. :cheers: it's Chinese tradition...you have to put life to the mall before it's completed (or before the bad spirits enter)...the same with Gaisano Mall in CDO. Oscar Malapitan seeks to require utility firms to install wire and cable connections underground, saying electric and telephone posts can be easily be toppled during strong typhoons, earthquakes and other catastrophes, and pose a great hazard to life and property. "The massive damage to power and telephone lines brought about by super typhoons like 'Cosme' and 'Frank' are enough reasons to install these lines underground," Malapitan said in a statement on the House of Representatives website. In most instances, it takes utility firms about a month to fully restore their services after their lines are damaged by storms, he added. The City Health Office (CHO) of Iligan has intensified its barangay-to-barangay campaign using the Information, Education & Communication materials to prevent the onset of Dengue Fever cases in our City, said Evan Lagura, officer-in-charge on Environmental Health and Sanitation of the Iligan City Health Office. Underground cabling is good if you're still plannng a community. Problem is it's very difficult to implement if the community already exists plus the system demands large tunnels that major infrastructure will be destroyed first and not just mere excavation (like drainage). So far, only a few subdivisions (mostly high end) in the country use this system. Various sectors in both cities described the agreement as tantamount to the Philippine government acceding to the MILF’s declaration of independence as contained in the draft of the MOA-AD, a copy of which was obtained by The STAR. Local officials, residents, businessmen, non-government organizations, religious and village leaders here backed Zamboanga City Mayor Celso Lobregat in filing the petition for TRO to stop the signing of the agreement. They maintained that they do not want the city and any of its boundaries included in the Bangsa-moro Juridical Entity (BJE), warning of protest actions in the coming days. The MOA-AD includes 737 villages in the area of ancestral domain. The affected areas claimed under ancestral domain which has raised concern among Mindanao leaders are the present geographic state of the Autonomous Region in Muslim Mindanao and the towns of Baloi, Munai, Nunungan, Pantar, Tagoloan and Tangcal in Lanao del Norte. Also being claimed are (Region 9) Isabela City, Basilan with all of its 45 barangays; Zamboanga City (eight barangays, including the villages of Zone III and IV where the seat of the city government is located, the commercial district, Metropolitan Immaculate Cathedral, and the residence of Mayor Lobregat); Dinas, Zamboanga del Sur (eight barangays); Zamboanga Sibugay Mabuhay (five barangays); (Region 10) Lanao del Norte – Bacolod town (four), Iligan City (eight), Kauswagan (12), Kolambugan (six), Linamon town (eight), Magsaysay (24), Maigo (one), Tubod (one) and the whole of Matungao, Pantao Ragat, Poona Piagapo, Salvador, Sapad and Sultan Naga Dimaporo towns. Others are Kalilangan, Bukidnon (one barangay); (Region 12) all areas of Cotabato City; North Cotabato – Alamada town (six), Aleosan (seven), Banisilan (18), Carmen (17), whole of Kabacan, M’lang (three), Matalam (12), Midsayap (19), Pigkawayan (20), all of Pikit, President Roxas (one), Tulunan (7); Sultan Kudarat – Bagumbayan (all), Columbio (all), Esperanza (all), Isulan (three), Kalamansig (all), Lambayong (all), Lebak (all), Lutayan (all), Palimbang (all), Pres. Quirino (all), Sen. Ninoy Aquino (all); Palawan – Balabac (all), and Bataraza (all). The MOA also stipulates that the MILF’s BJE shall have jurisdiction over the management, conservation, development and protection of all natural resources, living, and non-living, within the internal waters extending to the 14-kilometer radius within the coastlines of the BJE. It also included territorial waters which shall stretch beyond the internal waters of the Republic of the Philippines’ baseline, southeast and southwest of mainland Mindanao. “This is one of the scary things. This has been a thorny issue for the last two years. What is the breakthrough that has been achieved? The government panel just gave in to all the demands of the MILF,” Lobregat said. The government panel has committed to conduct and “deliver” a plebiscite within six months following the signing of the MOA. The groups claimed that even members of Congress were not provided with copies of the MOA-AD by the Office of the Presidential Adviser on the Peace Process. Lobregat said the GRP panel has not properly represented the people of Mindanao and were only forced to visit their city after documents on ancestral domain agreed upon on Nov. 25, 2005 leaked out. The worst part, according to Lobregat, is when the government does not listen to their position despite their obvious opposition to the agreement. Iligan City Mayor Lawrence Cruz, for his part, said an emergency meeting was called Friday night in his city and similar action was urged to stop the signing of the MOA-AD between the GRP and MILF panels on Aug. 5-6 in Putrajaya, Kuala Lumpur, Malaysia. Business leaders said they will shut down all business establishments, while church leaders led by Archbishop Romulo Valles will lead huge crowds and ring church bells, and people will wear red t-shirts and armbands as part of their mass protest. “Let us not look at ourselves alone. This is a fight for the whole of Mindanao and the country. Let’s stop them from signing that,” Lobregat said, citing the constitutionality of the MOA-AD. “Once this is signed, they will have all the reason and elements for the declaration of independence even without the plebiscite,” Lobregat said. Lobregat even cited former government peace panel member Fr. Eliseo Mercado as reportedly saying, “This is the first time I have seen such a document. You have all the elements of a state. That entitles the Bangsamoro to self-declaration of independence because it is all there. You have been recognized, you have territory, you have self-determination, your ancestral domain is birthright, it’s not part of the public domain.” Congresswoman Ma. Isabel Climaco also expressed dismay, saying they were deprived by the government panel of the opportunity to scrutinize the accord. Church leaders, however, fear reprisal from the rebels who might terrorize those who oppose the inclusion of the cities and the signing of the MOA-AD. Meanwhile, Mindanao leaders asked the Catholic Bishops’ Conference of the Philippines (CBCP) last Friday to intervene and stop Malacañang from pushing through with the agreement. The CBCPNews said multisectoral Mindanao leaders met with CBCP officials and requested them to stop President Arroyo from signing the MOA on ancestral domain with the MILF. North Cotabato officials led by Gov. Jesus Sacdalan and Vice Gov. Manny Piñol earlier filed a petition before the SC, asking the tribunal to compel the government to reveal the contents of the MOA before it is formalized. The second plebiscite on expanded ARMM, Iliganons overwhelmingly voted "NO " with a total votes of 61,472 (97.4 percent) while "YES" votes got only 1,604 (2.5 percent). The focus of the protest was the proposed inclusion of eight Iligan City barangays - which is more than 80 percent of the city - in the entity. Those barangays were identified as Digkilaan, Hindang, Rogongon, Panoroganan, Lanipao, Dulag, Mainit and Lanipao. In Lanao del Norte, the municipality of Linamon, the smallest town in the province with eight barangays was also included in the so called ancestral domain of the BJE. Iligan City Mayor Lawrence Cruz, who addressed the protesters carrying banners and streamers calling on government not to divide the city, said Iliganon were deceived and betrayed by the government peace negotiating panel whose members kept the deal secret. Mayor Cruz said that the eight barangays covered about 65,500 hectares or 82 percent of the total land area of Iligan city. These barangays are source of major producers of agricultural products because of its fertile land, rainforests and mineral deposits. The eight barangay captains of the villages are strongly opposed to the inclusion of their areas in the entity. Iligan City in past two Autonomous Regions in Muslim Mindanao (ARMM) plebiscites overwhelmingly voted "NO" with 97 percent rejection. Mayor Lawrence Cruz said that although the struggle is not yet over at least Iligan City has been given ample time to let the Moro Islamic Liberation Front understand that Iligan City is not against the GRP-MILF Bangsamoro Juridical Entity. "We only want that the will of our people will be respected", Mayor Cruz, who was informed of the SC decision by Congressman Vicente Belmonte Jr., added. Rogongon Barangay chairman Dimapinggon Comonog, the barangay chief of one of the villages which would be included in the entity said he was relieved by the decision. In addition, the city would also lose rights to possible gold and copper deposits. Iligan City has 44 barangays, Mayor Lawrence Cruz said, and it would seem that taking the eight barangays would be harmless. But the mayor pointed out that barangay Rogongon alone has 35,500 hectares out of the entire Iligan City land area of 81,337 hectares. “Everything would be taken from us and leave us with only 18% of the land area. So I am glad that a TRO has been issued so that the rights of the people in Iligan City could be heard," Cruz said. The mayor was referring to the portion of the memorandum of agreement between government and the Moro Islamic Liberation Front that would mean an expanded Autonomous Region for Muslim Mindanao - called the Bangsamoro Juridical Entity (BJE). It became quite clear that GMA and her officials kept the negotiations secret and refused to give copies of the draft agreement to interested leaders and stakeholders of Mindanao because it was patently unconstitutional, extremely generous to the MILF and highly objectionable to any rational thinking Filipino. As analyzed by many experts, it means the creation of a separate Bangsamoro state with the Philippine “central government” ceding territory and territorial waters, surrendering control of natural resources with the Bangsamoro Juridical Entity (BJE) getting 75 percent of all proceeds from oil, mines, forest, fisheries and other rich natural resources, including air rights. That’s in stark contrast to her obstinate refusal to give up P70 billion in VAT revenues on oil to benefit the whole country. Fast track the situation to five years after the agreement comes into force. You will have a Bangsamoro state with a well equipped armed force of at least 30,000 funded by the 75 percent share of income from natural resources and from assistance from the United States and oil rich Middle East states that have given it recognition. Will the Bangsamoro civilian and military leaders be satisfied with their present territory? Consider the fact that under the Tripoli agreement, they claim the whole of Mindanao as their ancestral lands. Definitely, they will move aggressively toward expanding their territory. To begin with, pity the Christians of Basilan, Lanao del Norte, Lanao del Sur, Sulu and especially Cotabato City which they insist on keeping as their capital even if it is not part of ARMM. Simply put, they will run them out of town. Kidnapping of businessmen, teachers and priests will escalate. And the 700 barangays now included in ARMM which certainly would have a Bangsamoro armed detachment, would it be improbable if they will start to encroach and control neighboring barangays? No, it will most likely happen. Even now when a peace agreement is agreed upon, MILF rebels are raiding and killing Christians in Midsayap, Aleosan and Libungan in North Cotabato, and in Basilan. The MILF-GRP agreement will mean the 90 percent of the Christian population will go to war to protect their hard earned land, houses and businesses. The MILF-GRP agreement will not result in peace. On the contrary, it will mean war all over Mindanao with the unhappy circumstance that you will have Prime Minister Gloria Arroyo backing the Bangsamoro forces against her friends and relatives in Iligan, Davao and Cotabato. You will have the 90 percent of Christian population in Mindanao planning to declare themselves as a separate Republic too, under President Rodrigo Duterte and Vice President Vicente “Donkoy” Emano. You will have the people of the “Central government” suffering more food shortages and food prices going up because you have to import food from rich Mindanao. Local industries will close because everything will be smuggled into the Bangsamoro territory worse than Subic or Port Irene. GMA has committed not only treason but certainly a gross violation of her oath to do justice to every man. By doing justice to 5 million Muslims she is committing an injustice to 85 million Filipinos. Sad, but that is the truth, the whole truth and nothing but the truth. Let’s hope and pray that the Supreme Court will side with the people over that of its patron, GMA. And make the TRO permanent. More implications. Former Senate President Franklin Drilon and Makati Mayor Jojo Binay argued with much logic that if the Bangsamoro independent state is allowed to come into being, other ethnic minorities in the country can agitate for the same. The Igorots of Benguet can claim that Baguio is their ancestral domain, the Kalingas, the Apayaonons, the Ibanags and Hilogots can claim the whole of Region II or the Cagayan Valley. The Itnegs of Abra can claim the Cordillera Region. And how about the Aetas of Zambales and the Mangyans of Mindoro? When a representative of King Faad visited the region, he was awed on the four standing structure that is worth $30 million dollars. Its not even worthy to be called a monument much more a mosque. AGUIBA Global Steel Philippines (GSP), the country’s largest steel maker-exporter, eyes substantial coal and iron reserves as it positions for a $ 1.6 billion expansion that will triple its plant capacity from 1.2 million metric tons (MT) to 3.6 million. GSP, formerly state-owned National Steel Corp., is in talks with various groups for an integration of raw material supply sourcing from its present steel-making business. "We will have 3.6 million tons once we’re able to put up an integrated steel operation. But we’re still planning it. We’re looking for all opportunities," said Sangram Mohanty, GSP vice president for corporate communications, in an interview at a mining forum. GSP is hoping to displace huge importation of raw materials for the steel plant in order to save on cost and enable the Philippines to become more globally competitive. The country, Mohanty said, imports all of its 70,000 MT raw material steel plate for manufacturing a steel product meant to be used for making cranes and other industrial equipment. It is expanding in order to meet growing markets. "There’s a shipping industry that’s taking a boom in the Philippines," he said. The team was headed by Dr. Livey J Villarin, the city’s health officer, and had a dermatologist, two internists and two pediatricians as members. Villarin said they set up three clinics in the area following reports of an epidemic of cancer-causing skin diseases here being blamed for the allegedly carcinogenic substances being emitted by a plant owned by MCCI Corporation. The report prompted the Department of Environment and Natural Resources (DENR) to order the temporary closure of the plant last June 18 pending investigation. Villarin however said they did not find evidence that the diseases were caused by emission from the plant. She said the results of the tests pointed to poor hygiene, congested homes and climatic changes as the main factors behind most of the cases of 672 patients who showed up in the clinics, which were conducted on June 21, July 5 and August 2 at Buruun village. Aside from Villarin, the other doctors who examined patients were Dr. Alaric Navarro, dermatologist; Dr. Glenn Manarpaac, internist who works with Villarin at the City Health Office; Dr. Mohamad Minanga, internist; and Dr. Elisa Taranza and Dr. Arbeen Laurito, both pediatricians. Villarin’s assessment, based on the medical team’s report, prompted Mayor Lawrence Lluch Cruz to request Environment Secretary Jose L. Atienza Jr to reopen the MCCI plant because medical findings do not “conclusively show that the company caused the diseases” as mentioned in previous published reports. “The shutdown of the plant … has affected many of the City’s constituents, their families, our local business sector, including nearby towns which were also benefited in terms of supplying local raw materials,” Cruz said in his letter dated July 22. I had one of the best times of my life in that school. There I received an excellent education, met teachers who became role models and classmates who became lifelong friends. And whenever I think of it, it evokes images of "Heaven." That was what we called the place where we bought turon. It consisted of a high wall, on top of which was an opening similar to those in sari-sari stores, except that this one displayed only turon. When you peeked inside, you would see the turon-maker's house, with its wooden floors and a huge pot full of turon being cooked. You had to climb four steps in order to get to the small opening. That is why it was called "Heaven." By 9:15 every school day, the place was crowded with hungry students. When I was in high school in the late 1990s, two pieces of turon on a barbecue stick cost P2. We always got it fresh and hot. I still remember how it tasted. On the outside it was crispy and smothered with sugar, while inside the banana and jackfruit were soft and juicy. I always craved for it, even before our second class for the day was over. Later in the afternoon, if we felt like taking snacks, turon was still the popular choice. Mrs. Flores was our favorite teacher. But more than a teacher, she was a friend and a great inspiration to us all. On Teachers' Day we surprised her with a huge canvass where we had painted our heartfelt messages for her. No one in the room was dry-eyed, not even the muscle-bound bully. She bought us turon and juice contained in little transparent plastic bags. It's been a while since I last tasted the tasty turon from "Heaven." I now live in New Jersey, where I am working as a physical therapist. Instead of turon, we usually have apple pie, cheese cake, strawberry shortcake, and the like. There's a Filipino restaurant nearby where I can buy the foods I miss: crispy pata, kare-kare, and, of course, turon. One time, I saw the waiter take something from the glass display case. The waiter tripped and some white things tumbled on the carpeted floor. He hastily put them back on the plate. I realized it was turon. But the turon they have here cannot compare to the ones I loved when I was in high school. All our kababayans do is wrap the banana and jackfruit with lumpia wrapper, and fry it. There is no sugar coating, which adds a special flavor to the snack. Still it's a lot more expensive. It could cost you 50 cents, a dollar, or more. But I buy it just the same, because there are worse ways to waste your money. With turon, my stomach and my soul are satisfied. Mayor Lawrence Cruz said that although the struggle is not yet over at least Iligan City has been given ample time to let the Moro Islamic Liberation Front understand that Iligan City is not against the GRP-MILF Bangsamoro Juridical Entity. "We only want that the will of our people will be respected", Mayor Cruz, who was informed of the SC decision by Congressman Vicente Belmonte Jr., added. Rogongon Barangay chairman Dimapinggon Comonog, the barangay chief of one of the villages which would be included in the entity said he was relieved by the decision. First, why did it come to pass that our "honorable" lawmakers are not in agreement about it? Even more disturbing, the TRO issued by the Supreme Court all the more illustrates the defective, if not unconstitutional, nature of the BJE. Second, how come the MILF were saying that it already was a done deal? Now, they are saying that they are giving the government an ultimatum. I would readily say that I don't have concrete facts. But the way the pro-BJE and the MILF are handling the entire affair from birth to suspended abortion makes me think that there must be treachery involved here.
