I believe that we should offer support to our provincemates in LaNao norte. we depend on them for our agricultural needs.

Gors, this thing is all over the Net, tv and radio. Suppressing this from the website won't amount to anything. It is actually informing iliganons abroad who are apprehensive about what is occurring right now. We have loved ones back there.

MILF rebels withdraw to Lanao uplands as conflict kills 31
Moro Islamic Liberation Front (MILF) separatists have withdrawn to the hinterlands of Lanao del Norte after armed conflict in predominantly Christian coastal communities of the province left at least 28 civilians and three soldiers dead.
Lanao del Norte Gov. Mohamad Khalid Dimaporo told ANC's Top Story on Monday that MILF rebels have withdrawn from the province's coastal towns such as Kolambugan and that the military is "positioning itself to secure the province's coastal towns."
Dimaporo called on the miltiary to pursue the MILF rebels who occupied some of the provincial towns Monday morning and early afternoon.
MILF rebels raided several towns in Lanao del Norte province, looting businesses, burning homes and randomly attacking the mostly Christian villagers, officials said.
President Gloria Arroyo branded the attacks by the Moro Islamic Liberation Front (MILF) guerrillas as "sneaky and treacherous" and in clear violation of peace negotiations, and ordered the army to "defend every inch" of soil.
AFP reporters saw nine bodies lying bloodied by a roadside in one village in Kauswagan town as black smoke billowed from burning houses.
Five other civilians were killed in another village by the marauding MILF fighters, while six more bodies were found, also in Kauswagan, later Monday.
All 20 bodies were taken by troops to two mortuaries in Iligan city a few kilometres (miles) away, an AFP reporter saw.
In the town of Kolambugan, six civilians and three soldiers were killed, mayor Beltran Lumaque said in a radio interview. Among those killed was Colonel Angelo Benitez, an army brigade commander whose troops had engaged the rebels in intense gunbattles since dawn.
Another rebel unit struck the town of Maasim, leaving two civilians dead as they ransacked a pawn shop and looted a drug store, said the military.
Some of the dead had been hacked by machetes.
Safe to return?
Dimaporo said the MILF rebels retreated to predominantly Muslim towns in the "interior, timberland areas" of Lanao del Norte near Lanao del Sur. He said the upland towns of Munai and Poona Paigapo of Lanao del Norte are the MILF strongholds of the province.
Citing military reports, Dimaporo said the MILF rebels who attacked the town were reinforced by rebels from Lanao del Sur and Maguindanao. "Those are the people, the groups who attacked Lanao del Norte today," he said.
With the MILF having withdrawn to the uplands of Lanao del Norte, Dimaporo said that "more or less, the communities are safe" for now.
He said the provincial government will try to convince those who evacuated to nearby areas like Ozamiz City in Misamis Occidental, and in Iligan City to return to their homes.
"We're trying to convince them to come back to the province, but more or less it's safe. The military has secured the national highway and they are doubling their forces and their highest priority now is to keep the coastal towns safe and secure," Dimaporo said.
Silent on MOA
He lamented that the MILF still attacked Lanao del Norte towns even if it did not openly oppose the Memorandum of Agreement on Ancestral Domain (MOA-AD) between the government and the MILF, unlike North Cotabato and Zamboanga.
"All reserved their rage about the MOA signing and they waited until it reached Congress, and yet the MILF attacked our towns. We wanted to give peace a chance We didn't comment so much on the TV, on the radio opposing the MOA and yet the MILF still attacked Lanao del Norte," Dimaporo said.
"They're very unreasonable, and I believe the military should go in hot pursuit of the MILF and clear Lanao del Norte [of rebels]," he added.
Dimaporo claimed that the residents of Lanao del Norte who used to favor joining the Autonomous Region of Muslim Mindanao (ARMM) after the 1996 peace agreement with the Moro National Liberation Front no longer want to be part of the expanded Bangsamoro territory after seeing the alleged failed governance in the ARMM.
"After seeing the performance of the ARMM ever since then, the people don't want to join the ARMM anymore. They don't want to be part of the Bangsamoro homeland. They are already receiving roads and infrastructure from the government. They are very happy with what they're receiving right now," he said.
At least 26 killed
Brig. Gen. Hilario Atendido, commander of the military's Task Force Tabak, said 23 civilians and three soldiers were killed in fighting in Lanao del Norte.
Around 500 rebels had occupied the town of Kolambugan while another 300 tried to occupy the town of Kauswagan.
Atendido said most of the civilian casualties were from Kolambugan and Linamon towns. Some of the civilians killed were hostages taken by the MLF during the occupation of Kolambugan.
"The civilians were killed when the rebels were withdrawing. They used them as human shields. The rebels killed them on their way out. They were killed as if they were like chicken. That is the report given to us by the civilians," Atendido said.
He said the military will "remain vigilant" against attacks from MILF rebels.
"We are still on alert for any possible return of the MILF. They withdrew from Kolambugan as the troops were entering the town," Atendido said.
Lt. Gen. Nelson Allaga, head of the AFP's Western Mindanao Command, told ANC's Top Story that the military was "now in pursuit operations" of the MILF rebels.
Allaga rejected calls for a ceasefire since they are "still running after the perpetrators" of the conflict in Lanao del Norte.
He said the MILF rebels did the most damage in the town of Kolambugan, but the military was allegedly able to limit the conflict in the towns of Kauswagan and Linamon. --with reports from AFP

^^ I was expecting this to happen but not certain when. And so it did like a theft in the night. I know the minds of these MILF rebels. I knew then when they attacked in 1999 the bestiality of these creatures, I know now what they are capable of doing. I thought I would be expecting the Supreme Court decision for them to take drastic action but I was wrong as they pre-empted my judgment. I was hoping also that the regions affected will have 3 months of peace from date of my posting before the MILF could make an action as they will be building up forces. It turned out they can't wait any longer.

Rampaging Moro Islamic Liberation Front (MILF) rebels killed 33 people, including an Army lieutenant colonel, and wounded several others after coordinated attacks in five towns in Lanao del Norte and in Maasim, Sarangani yesterday morning.
Maj. Gen. Hilario Atendido, chief of the anti-terrorist Task Force Tabak, said the fatalities included Lt. Col. Angelo Benitez, executive officer of the Army’s 102nd Infantry Brigade, and three other soldiers when their vehicle was ambushed in Kolambugan, Lanao del Norte.
He said seven other civilians were among the fatalities in Kolambugan.
Atendido said the rebels killed 16 in Kauswagan, Lanao del Norte. The victims included seven farmers who were shot and hacked to death and a policeman identified as Police Officer 1 Dexter Salvacion.
Four other members of the Civilian Armed Forces Geographical Unit (Cafgu) were also killed in Kauswagan.
Two persons were killed in Maasim, Sarangani when the guerrillas indiscriminately fired at the local public market and nearby buildings. The rebels tried to burn the market but they were forced to withdraw by responding policemen.
The Lanao del Norte towns of Linamon, Bacolod and Maigo were also raided before dawn, the residents shot at and several houses and buildings burned. The rebels also reportedly took several hostages and attacked passenger buses that passed through their checkpoints along the highway.
Raffy Magbanua, information manager of the state-owned National Transmission Corp. (Transco), said unidentified men believed to be rebels also bombed and toppled three towers in Kauswagan.
Last week, three other Transco towers were also bombed, causing power failure in several towns in Lanao del Norte.
Army officer made initial report during firefight
Atendido said Lt. Col. Benitez was with six soldiers tailing behind a passenger bus at Barangay Kulasian in Kolambugan, Lanao del Norte at around 4 a.m. when MILF rebels ambushed their vehicle.
He said Benitez and his group escaped and survived the ambush but the rebels torched the bus and shot several passengers.
Atendido said Benitez was on his way to Task Force Tabak headquarters in Iligan City to report as operations chief of the task force, when they were ambushed in Kolambugan.
He said Benitez and his group decided to stay and fight the rebels and kept reporting to him the situation in Kolambugan.
“He (Benitez) was the one who provided us the movement of the MILF in the area until such time they were cornered at the market area,” Atendido said.
He said the last message of Benitez was: “Sir, na-corner na kami.”
“We just want to show that his (Benitez) gallant effort will not be in vain. He was providing to us the vital information on the movement of the MILF,” Atendido said.
Rebels use civilians as human shields
Atendido said the situation remains tense after the MILF rebels who withdrew from Kolambugan took civilian hostages and used them as human shields.
At least 300 MILF rebels took control of Kolambugan’s poblacion before noon yesterday.
He said the MILF rebels have already withdrawn from Kolambugan and the other occupied towns, but they took several male hostages as human shields and have reportedly fled to the mountains in Maigo town.
Army troops were able to liberate the town of Kauswagan, Kolambugan, Linamon, Maigo, and Bacolod in Lanao del Norte.
“They (MILF) withdrew towards the nearby hinterlands,” Atendido said.
He said the rebels were forced to abandon the towns to evade an all-out military and police offensive.
The children and women previously held by the MILF were released as the rebels withdrew.
The military said rebel casualties have not yet been determined.
MILF disowns attacks
Eid Kabalu, MILF spokesman, denied that the rebel leadership ordered the attacks and claimed that the atrocities could have been conducted by a “third force” that wants to discredit the MILF.
“We know there are other groups opposed to the peace process and conducting sabotage operations,” Kabalu said, adding that the MILF leadership is verifying the situation in the field.
“This (attack) is not sanctioned. There is no such order from MILF leadership to launch an attack on government forces,” Kabalu said. Kabalu said the MILF leadership had been unable to contact Commander Bravo.
The rebel attacks came amid the uncertainty over a controversial agreement between the government and the MILF that gives the rebels more territory. The accord was put on hold after the Supreme Court issued a temporary restraining order stopping the signing of the memorandum of agreement on ancestral domain in Kuala Lumpur, Malaysia last Aug. 5, after protesting local officials petitioned the court.
The escalation of the rebel offensive started last Sunday after MILF rebels killed four soldiers and three militiamen while 11 others were wounded after an ambush in Barangay Ilian, Mulondo, Lanao del Sur.
Military units had earlier forced out more than 100 rebels occupying several villages in Aleosan, North Cotabato after the Supreme Court stopped the signing of the peace accord.
Mayor Beltran Lumaque of Kolambugan, Lanao del Norte, said the rebels entered the town from different directions, firing their rifles and rocket-propelled grenades, and confronted local policemen and soldiers.
The rebels also blocked a highway connecting the cities of Pagadian and Iligan and opened fire at approaching buses.
Lumaque said the rebels also burned the buildings at Kolambugan’s National High School.
“We’re trapped. There’s no way out. They (rebels) are at both ends of the national highway, which are the only entry and exit points to our town,” Lumaque said.
Residents were only able to bring the wounded victims to hospitals in Pagadian City when the rebels allowed them to pass the checkpoints after an hour-long negotiation with MILF rebels.
Local officials said Abdullah Macapaar, alias Commander Bravo, led the rebels that attacked Kolambugan and Kauswagan.
Guerrillas attack Sarangani public market
Chief Superintendent Felizardo Serapio, Region 12 police director, said the rebels occupied the public market of Maasim, Sarangani, ransacked stalls of vendors and opened fire at surrounding buildings.
Serapio said the rebels tried to burn the market but the attackers withdrew after responding policemen engaged the guerrillas.
Another group of rebels fired at a nearby Army detachment where several guerrillas were wounded. They later escaped to a nearby jungle carrying their wounded companions.
MILF forces also attacked a police detachment at Barangay Kulasihan at the boundary of Kolambugan and Maigo towns in Lanao del Norte and took control of the national highway after ambushing a passenger bus bound for Pagadian City.
Members of the Army’s 5th Infantry Battalion based in Lanao del Norte launched a counter offensive against the rebels.
Two helicopter gunships were deployed from the Army’s 4th Infantry Division in Cagayan de Oro City and from the Tabak Division in Pulacan, Zamboanga del Sur.
The rebels also blew up a bridge near the ancestral house of President Arroyo in Iligan City.
The bridge connects Iligan City and Linamon, Lanao del Norte.
Linamon Mayor Noel Deano said hundreds of residents from Linamon, Kauswagan, Kolambugan and Maigo were evacuated to Iligan City.
Pump boats to Iligan transported most of the evacuees since the rebels took control of the national highway.
Evacuees from Linamon and Kauswagan took shelter at the Iligan City National High School and an elementary school in Barangay Buruun.
The Philippine National Police (PNP) reported that almost 7,000 individuals have sought refuge in several schools, which have been converted into evacuation centers in Iligan City and Lanao del Norte.
Chief Superintendent Leopoldo Bataoil, chief of the PNP Directorate for Police Community Relations, said about 2,000 individuals are now in Kauswagan Elementary School; 1,350 persons in Iligan Central Elementary School; 1,300 in Iligan City National High School from the town of Maigo and Bacolod towns; 700 in Boroon also in Iligan; 700 in Barangay Ma. Cristina at Fuentes gymnasium and 587 persons in Tobod Central School.

Armed Forces chief Gen. Alexander Yano said the deadly attacks on several towns in Mindanao by Moro Islamic Liberation Front (MILF) rebels showed the secessionist group’s lack of control over its field commanders.
“It appears that several MILF sub-commanders are not controlled by the MILF leadership and are just using the peace process as a blanket to launch violent attacks against the people of Mindanao,” Yano said at a press briefing at Camp Aguinaldo yesterday.
“These developments are clear manifestations of the insincerity to the peace process of a significant portion of the MILF,” he added.
He said the separatist rebels’ rampage, starting with the ambush of government troops in Lanao del Sur, is a “virtual declaration of war against the duly constituted authority, which was confirmed by Commander Bravo’s declaration of jihad or Holy War.”
“The AFP shall not allow this to go on, we cannot allow ambuscades, arson, kidnapping, hostage taking, blocking of main highways and other atrocities to be perpetrated by the MILF against the Filipino people,” he said.
Yano said there are enough troops in Mindanao to deal with the MILF and that more soldiers are prepared for deployment to affected areas if the need arises.
“In fact, our troops are already on the ground as early as dawn yesterday morning. They are heavily engaged in these areas and we are confident that we can restore normalcy and we can take drastic action against these groups,” he said.
The AFP chief also said that units in other areas have been ordered to take an “active defense stance” to prevent the fighting from spilling over to other nearby towns and provinces.
Brig. Gen. Hilario Atendido, chief of the anti-terrorist Task Force Tabak, said in a phone interview that the MILF rebels left the occupied towns at around noon yesterday but took with them male civilians as human shields.
The MILF leadership, said spokesman Eid Kabalu, did not sanction the attacks and the commanders involved vented their frustration over the botched signing of the Memorandum of Agreement on ancestral domain in Malaysia last Aug. 5.
House Speaker Jose Nograles said the violence in Lanao del Norte showed the MILF leadership has lost its control over field commanders.
“Is the leadership of the MILF really in control over their field commanders?” he asked, pointing out that the MILF hierarchy needs to “clarify if their field commanders still obey their chain of command.”
“How can we proceed with the peace talks if the top officials of the MILF cannot control their field commanders (who) are apparently acting on their own?”
In a statement, Nograles said the “incursions” by the separatist rebels insurgents are a “very bad sign that the MILF chain-of-command is breaking apart.”
He noted that even Kabalu was surprised by the recent attacks.
“We really have to know first from the MILF leaders if they are still in control. Those who are out of line should be relieved from their posts and should be punished by the MILF leadership for breaking the chain-of-command,” Nograles suggested.
Reports said a certain Commander Bravo, head of the 102 MILF Base Command, led the attacks.
“These attacks should be condemned by everyone, including the leaders of the MILF. These acts of criminality and terrorism by rebel Muslim groups should be dealt with quickly and met frontally with the full force of the law,” he said.
“The government and our armed forces cannot afford now to deal with this kind of situation with kid gloves. We want peace, but when terrorism is the result of peace negotiations, the terrorists must be stopped and subdued at all cost,” Nograles added.
To show good faith, Nograles urged the MILF leadership to help the government neutralize the group of Bravo.
“Even the top leaders of the MILF should not let this incident pass. This is an insult to their leadership. Clearly, Commander Bravo is not inclined to respect the MILF chain-of-command and this is a very serious offense in any military organization,” Nograles said.

MANILA, Philippines - Following the attacks by the Moro Islamic Liberation Front (MILF) on some Mindanao provinces, the government hinted Monday night it is having second thoughts about the ongoing peace talks with the rebel group.
Interior secretary Ronaldo Puno, emerging from a meeting of the National Security Council, said the MILF has shown bad faith in their peace efforts in past weeks.
"Are we talking to the correct people? We have been bending over backwards to show good faith (in the peace negotiations with the MILF) but these past weeks, (the MILF has shown) the exact opposite," Puno said in a statement posted on the Office of the Press Secretary website Monday night.
He admitted the government is now "entertaining doubts" and feels that "there has been a breach in the peace/ceasefire agreement."
For his part, defense secretary Gilbert Teodoro Jr. reminded the MILF it is incumbent on them "not to coddle members who have been sowing terror in Mindanao."
Puno said the MILF's attacks in Lanao del Norte are an "affront to the national government."
He said the treacherous MILF attacks show an "absence of good faith" on the part of the MILF.
But he said government remains "hopeful" that there are still enough elements in the MILF who are interested in a peaceful settlement of the Mindanao conflict.
Still, he admitted the events that took place in Mindanao in the past 24 hours were "not very encouraging."
For their part, press secretary Jesus Dureza and Teodoro said the recent attacks by MILF members led by Umbra Kato in North Cotabato last week, and the men of a Commander Bravo in Lanao del Norte and Saranggani had "absolutely no justification."
"Those attacks were pure criminal acts without any justification," Dureza and Teodoro said.
Teodoro added it was "obvious that terrorism was involved" in the MILF s simultaneous attacks in Lanao del Norte and Saranggani province this morning.
But he assured there are enough government forces on the ground to prevent a repeat of Monday's MILF rampage. The AFP is ready to augment forces in Mindanao if needed, he said.

Iligan is very much concerned about what is happening in her neighboring towns. What we need here (SSC) is putting things in the right place. The first one was way back ERAP time (year 2000) that brought Mindanao into a war zone. If the MILF leaders can't control their men, there's no reason for the Bangsamoro land, there's no reason to continue the peace process to the MILF because they don't have the moral ascendancy. They don't have real ideology. They don't have wisdom on dealing with humanity. When will be the AFP modernization materialize to crush theses enemies?

I was so pumped up about recent developments around the area and then this happens. I just dont know how i feel, lot of anger as to whats happened. MANILA, Philippines—Some 300 “able-bodied” men have formed Iligan City’s armed defense in case of an attack by the Moro Islamic Liberation Front (MILF), Lanao del Norte Rep. Vicente Belmonte announced Monday.
“We feel the government cannot protect us anymore,” Belmonte said after MILF rebels stormed the towns of Kauswagan and Kolambugan in Lanao del Norte, burning houses and taking over the church and town hall.
The civilian task force, called God Save Iligan City, is composed of members of nongovernment organizations, gun clubs and civic organizations. Belmonte said he and Iligan Mayor Lawrence Cruz were part of the group.
“We are allowed to fight under the law … Civilians are allowed to arm themselves to protect (their life and property) at all cost,” the congressman said in a phone interview from Iligan, a highly urbanized city which is geographically part of Lanao del Norte.
On Sunday, two bombs exploded in separate hotels in the city, resulting in injuries to at least three people.
Belmonte stressed that the taking up of arms was not meant to encourage vigilantism. “We are not inciting to war. We are just a civilian group aimed at protecting the residents,” he said.
“The (civilian armed) group is supervised by a group of organizations. Officials of Iligan City are part of that but not as leaders,” Belmonte added.
Because of Monday’s attacks, 10,000 evacuees from Kauswagan and Linamon town are now occupying the national high school, multipurpose hall and the Iligan City Central School, he said.
Although there was still no actual firefight in Linamon, Belmonte said, fears of an MILF attack prompted residents to flee.
“You know how they got there? By banca,” he said. With the highway from Kauswagan impassable allegedly because of the presence of rebels, the evacuees had to use the coastal waters to get to Iligan, he added.
Evacuees from Kolambugan went to Ozamiz City, Belmonte said.

634veteran August 19th, 2008, 03:08 AM iligan should definitely be proactive about establishing its own self-defense force to deter future aggression by the MILF. Cowering in fear in your homes is one sure way of encouraging acts of terror.
Will the provincial government help shoulder the expense of taking care of these refugees? Although this is maybe a "lanao Norte problem", as some people believe, the city will have to deal with the consequence because sane people will relocate to safer areas and our Christian brothers feel less threatened in Iligan.

Last year when Iligan was in a state of calamity due to the floods in Nov. / Dec. I felt sorry seeing the pics of the displaced victems. Being half way around the world ffrom Iligan I wished there was something I could have done even if was only a few bags of rice. Well now it appears there are 10,000 or so displaced victems in Iligan from other nearby areas.
Once again, I have sent a small donation to the Iligan Calimity Fund which was announced that this fund was released for use for displaced victems. Anyone anywhere if they are so inclined can make a contribution in any amount.
Not knowing where to send my donation last time and this time, I sent it to the best place I could think of, to Mayor Cruz office at City hall.

Iligan City implemented a curfew for its residents Monday amid fears of a spillover of the conflict between the military and the Moro Islamic Liberation Front (MILF) in the neighboring municipalities of Kauswagan, Linamon and Kolambugan, even as reports came that soldiers have regained hold on the said towns.
The curfew that will take effect from 10 p.m. to 5 a.m. daily was implemented following reports of an MILF raid in the city.
Six tanks from the augmentation force from the 6th Infantry Battalion from Lanao del Sur arrived at the city hall compound Monday night and are just waiting for deployment orders.
The Armed Forces of the Philippines (AFP) have also dispatched additional forces to make sure the rebels would not try to get near the city.
Meanwhile, AFP vice chief of Staff Lt. Gen. Cardozo Luna arrived in Iligan Monday to personally tour the three affected towns. His arrival came after the military announced that as of 3 p.m. Monday, forces have regained control over the three affected municipalities.
Luna said the recapture of Kauswagan, Linamon and Kolambugan was done after the rebels retreated after fighting that started dawn Monday
"Hindi ito lost command. 'Yan ang palagi nilang sinasabi pero parati naman nauulit. This shows the doubtful sincerity of the MILF leadership. We are running after them," Luna said, referring to the raiders.
The military official also said the rebels have abducted some civilians for use as human shields.
"May information kami na may hawak silang 50 civilians. Tinalian nila para maging human shield. Di pa namin ito maverify, pero the mayor said he is negotiating for their release," 104th Brigade commander Brig. Gen. Antonio Supnet said.
The rebels were accused of burning down two classrooms in Kolambugan. The military, however, denied that the rebels took over important establishments there. Reports said 20 houses have also been burned down by the MILF.
"No ransacking... Hindi totoo na nasunog ang munisipyo, market," Luna said.
Around 6,000 residents of the three affected towns are currently in evacuation centers in Iligan and Ozamis cities. With a report from Ina Reformina, ABS-CBN News

Those 2 foiled bombs were from MILF bombers. Some of them are already in the city, hiding among civilians, probably waiting for mobilization orders. It is best for the people to keep an eye on persons who are acting suspiciously, and report them IMMEDIATELY to authorities. I know you know where to look. They are outnumbered among you, but don't try to do anything foolish. Let the authorities do their job.
Vigilance is of utmost importance these days, and most importantly for PRAYERS!

MANILA, Philippines—Some 300 “able-bodied” men have formed Iligan City’s armed defense in case of an attack by the Moro Islamic Liberation Front (MILF), Lanao del Norte Rep. Vicente Belmonte announced Monday.
“We feel the government cannot protect us anymore,” Belmonte said after MILF rebels stormed the towns of Kauswagan and Kolambugan in Lanao del Norte, burning houses and taking over the church and town hall.
The civilian task force, called God Save Iligan City, is composed of members of nongovernment organizations, gun clubs and civic organizations. Belmonte said he and Iligan Mayor Lawrence Cruz were part of the group.
“We are allowed to fight under the law … Civilians are allowed to arm themselves to protect (their life and property) at all cost,” the congressman said in a phone interview from Iligan, a highly urbanized city which is geographically part of Lanao del Norte.
On Sunday, two bombs exploded in separate hotels in the city, resulting in injuries to at least three people.
Belmonte stressed that the taking up of arms was not meant to encourage vigilantism. “We are not inciting to war. We are just a civilian group aimed at protecting the residents,” he said.
“The (civilian armed) group is supervised by a group of organizations. Officials of Iligan City are part of that but not as leaders,” Belmonte added.
Because of Monday’s attacks, 10,000 evacuees from Kauswagan and Linamon town are now occupying the national high school, multipurpose hall and the Iligan City Central School, he said.
Although there was still no actual firefight in Linamon, Belmonte said, fears of an MILF attack prompted residents to flee.
“You know how they got there? By banca,” he said. With the highway from Kauswagan impassable allegedly because of the presence of rebels, the evacuees had to use the coastal waters to get to Iligan, he added.
Evacuees from Kolambugan went to Ozamiz City, Belmonte said.

The Commission on Human Rights (CHR) yesterday slammed the Moro Islamic Liberation Front (MILF) for its “terrorist acts” in attacking the villages in Lanao del Norte and nearby provinces that left at least 30 people dead and thousands of civilians injured and forced from their homes.
CHR chairperson Leila de Lima said the MILF could be held responsible for the attacks and the killing of innocent people, pointing out the magnitude of the destruction and violence committed by the rebels.
De Lima said the violent attacks of the MILF rebels on unarmed and innocent civilians constitute “terrorist acts.”
“It is a terrorist act when you sow fear in communities and the MILF’s attacks are actually sowing fear in many villages and nearby cities,” De Lima said.
“That is the situation there now, people are afraid that violence would erupt once again or might spread to other nearby areas,” she said.
De Lima said the cities of Marawi, Ozamis, and Cagayan de Oro are under high alert on possible attacks by the MILF.
De Lima urged the MILF to turn over two of its leaders and their men who took part in the attacks.
“The MILF central committee must surrender their men to the government to show good faith and sincerity to the peace process,” De Lima said.
De Lima said the MILF leaders should “go beyond disowning” the acts of violence committed by their men.
She said the MILF, just like any organization, has a chain of command, which should be responsible for the acts of their subordinates.
“Command responsibility applies to both the Armed Forces of the Philippines (AFP) and MILF,” De Lima said.
“There maybe still some gray areas when it comes to exacting accountability to non-state forces for their atrocities and criminal acts… but it doesn’t mean that they are excluded from respecting human rights,” she said.
De Lima called on the Philippine National Police (PNP) to gather evidence and file the criminal charges against MILF commanders Umbra Kato and Bravo.
Kato led the attacks in North Cotabato while Bravo and his men initiated the mayhem Monday in the provinces of Lanao del Norte and Sarangani.
Monday’s attack was the bloodiest since a territorial deal with the MILF stalled earlier this month, just days after government troops drove out the rebels from North Cotabato.
De Lima said they are looking into the possibility of filing a report on the atrocities committed by the MILF before the United Nations and “other appropriate international bodies” that might include the Organization of Islamic Conference (OIC).
Presidential Peace Process Adviser Hermogenes Esperon, on the other hand, said the attacks should not deter the ongoing peace process in Mindanao.
Esperon though admitted the incident set back the peace process, describing last Monday’s attacks by the MILF as “treacherous.”
“It’s very treacherous. It does not bespeak of a group that wants peace… we have to be very firm in enforcing the law,” Esperon added.
He echoed the statement of Armed Forces chief Gen. Alexander Yano that the attack was a virtual declaration of war.
Terrorists, not rebels
Lawmakers also slammed the MILF for the attacks, saying the rebel group committed acts of terrorism.
The senators, for their part, wanted the government to re-classify the MILF as a terrorist group for the attacks.
“The prime duty of the government is to restore law and order in war torn provinces in Mindanao… the minority bloc condemn undeniably the violence inflicted on the civilian population in North Cotabato, Lanao del Norte, and other places in Mindanao,” their statement read.
The United Opposition also issued a statement condemning the MILF for last Monday’s attacks.
UNO spokesman Adel Tamano, a devout Muslim, said “the attacks on civilians by MILF groups are immoral, un-Islamic and un-Christian.”
Enrile, for his part, predicts that the MILF will continue its attack and wage war in the coming weeks.
“At this point, I’m telling you, based on my experience, this is just the beginning, this will escalate,” said Enrile, who served as defense chief during the Marcos regime.
Muslim congressmen led by Rep. Mujiv Hataman of the party-list group Anak Mindanao said the MILF violated the rules of war allowed under Islam.
Maguindanao Rep. Simeon Datumanong said the attacks made by the MILF “are no longer in pursuit of rebellion, not a political crime but an ordinary crime.”
“With these highly condemnable acts, they should face the full force of the law,” Datumanong said.
Support for the military
After last Monday’s attack, Senate President Villar said the Senate is considering providing the military a supplemental budget to augment its operations against the MILF.
Pangasinan Rep. Arthur Celeste, chairman of the House defense committee, also assured the Armed Forces of full support in going after the MILF attackers.
“With the full budget backing of Congress (our troops) will go after the perpetrators of these dastardly acts headstrong and punitive actions will be undertaken,” Celeste said.
Other congressmen supported President Arroyo’s order for the AFP to defend the country and its people against what they described as the “barbaric and treacherous” attacks of the MILF.
“Congress deplores in the highest sense these atrocities committed by the MILF, the attacks are systematic, organized, well planned and well-orchestrated, definitely not the works of renegades as the MILF leaders claim,” Celeste said.
Isabela Rep. Rodolfo Albano III said the military should stop at nothing until they have caught the MILF guerrillas involved in the attacks.
Rep. Rodolfo Valencia of Mindoro Oriental said the MILF might not be interested in peace.
“What the MILF rebels did – assaulting villages, hacking civilians to death and burning houses – are not the actuations of a group that is for peace,” he said.
Malabon-Navotas Rep. Alvin Sandoval said the government should determine whether the MILF did not really sanction the attacks as they claimed.
Lanao del Norte Rep. Abdullah Dimaporo, for his part, said the MILF’s denial of their involvement in the killing of innocent civilians “prove that they, too, are ashamed of their terrorism, or are weak as an organization for not being able to control their men, or both.”
Speaker Prospero Nograles agreed with observations that the MILF has lost control of its forces in Mindanao.
Before resuming peace talks, Nograles said government negotiators should know whom they are talking to, “whether the people they are negotiating with are in full control of the forces they allegedly represent.”
“The way it appears, some MILF factions do not follow the cue and just go on a rampage on their own. So we may be talking peace, but they may have other agenda,” Nograles said.
Give it a try
Senators Gregorio Honasan and Edgardo Angara, on the other hand, called on cooler heads to prevail and resume the peace negotiations with the MILF.
“A respite from the fighting, although temporary relief, is what the people need at this time to allow the leaders and their followers from both sides to gather their wits and join hands for long lasting peace,” Honasan said.
Angara, for his part, said the attacks should not mean the government would abandon the peace process.
He said the government has already invested billions in waging war against the rebels just to attain peace.
Pimentel and Lacson, on the other hand, said the government should consider suspending the ceasefire agreement with the MILF.
Lacson noted the various violations by the MILF. He added that the government’s hands are tied in restoring peace and order if it will abide by the ceasefire while the MILF continues its atrocities.
Arroyo said the government should just go after the MILF without the need to tag them as terrorists.
Maguindanao Rep. Didagen Dilangalen said last Monday’s attack was “unfortunate” but hopes the peace talks will continue.
Dilangalen agreed the MILF should be made accountable for the acts of its men. “It’s important that we continue with the peace process but it should be with accountability,” he said.
Dilangalen warned it would be dangerous for the government to withdraw from the peace process with the MILF.
“If we stop with the peace process, it will only aggravate the situation. The Power Sector Assets and Liabilities Management Corporation (PSALM) has assured that it is all-systems go for the scheduled auction of the 114-megawatt Iligan I and II diesel power plant by next quarter despite the on-going "conflict" in the area.
When asked if bidding plans will push through on October 15 this year, the company’s corporate communications department responded with a crisp "yes."
PSALM vice president Froilan Tampinco added "the process will continue, so far we don’t see any threat", referring to the pre-bidding activities being set for the facilities.
It was gathered that some interested parties are undertaking due diligence of the asset, but it was not immediately known if their interest is being affected by the security problems engulfing Mindanao, including Iligan where the plant is sited.
It must be noted that the renegade Moro Islamic Liberation Front (MILF) group has been threatening to take assault on Iligan, thus, fears are raised that it may affect the impending divestment of the Iligan power plant.
The plant complex, commissioned in 1993, is situated in the locality of Mapalad, Dalipuga in Iligan City. It runs on Bunker-C and/or diesel fuel types for its start-up and shutdown operations.
PSALM previously disclosed there are three investor groups who are keen at participating in the bidding for Iligan 1 and 2 diesel plants.
The three groups reportedly attended the pre-bid conference undertaken by PSALM early this month where they raised their respective concerns on the asset sale.
"The three bidders, consisting of local entities, are currently conducting their respective due diligence to assess and appraise the Mindanao-based power asset," the company said.
The firm noted it has been batting for the asset’s privatization in bids that this will serve as a window for capacity expansion of the facility.
It has been counting on private sector money to help meet demand growth set for Mindanao in the next few years.

Rumors of an impending attack by Moro Islamic Liberation Front guerrillas caused panic in Iligan City Tuesday night, a day after the Moro rebels raided four nearby towns in Lanao del Norte.
Senior Superintendent Virgilio Renes, city police chief, said the rumors were allegedly spread by a drunk. He said police later told the man to stop spreading the rumors.
News footage showed panicked residents fleeing their homes after learning of the impending attack. They reasoned that city is just a few kilometers away from Kauswagan and Kolambugan towns, which were attacked by Moro rebels led by MILF subcommander Abdullah Macapaar alias Commander Bravo.
Residents were later pacified with the arrival of Philippine Army and police personnel. The security forces immediately blocked the city's main bridge and conducted patrol around the city.

Local personal care product maker Ever Bilena Cosmetics, Inc. is eyeing P1 billion in sales next year, with overall growth largely boosted by its direct selling operations here and abroad.
Company Chairman Dioceldo S. Sy said he was looking at ending this year with about P700-800 million in sales, which as much as a third higher than last year’s figure.
"We are doing good with our direct selling business. In fact, it’s our main growth driver now," he said in an interview.
Ever Bilena launched its direct selling operations in the second quarter of last year and expanded to Macau, Hong Kong and Singapore early this year. To date, the company has 50,000 sellers and 500 dealers. Mr. Sy said he wanted to have at least 20 distribution centers nationwide by next month.
Avon Philippines and Fuller Life Direct Selling, Inc., formerly Sara Lee, are among the largest direct selling cosmetic firms here.
"We are also looking at having 100 to 200 distribution centers in the next three to five years. Business is particularly strong in rural areas like Antique, Iligan, Cagayan de Oro and Samar. We discovered that there’s buying power in the countryside. The market remains untapped," he said.
The company might also revive its manufacturing plant in the Philippines, which was shut down in 2004, to support the growing business.
"Once we have 100 to 200 distribution centers, we may consider reviving the plant. We can produce high-quality products here," Mr. Sy said. Ever Bilena outsources almost its entire production to China. It offers cosmetic and personal care products sold in local department stores and major retail outlets.
In 2005, it launched its first product for the body care segment and skin care line, which carries more sophisticated cosmetic and skin care products. It likewise expanded its color cosmetic line to cater to teenagers.
Mr. Sy said the company might also venture to other products such as clothing and bags to strengthen Ever Bilena’s hold on the direct selling business.

Supnet added that he will take full responsibility for what happened in Lanao del Norte but stressed that his troops should not be blamed for being slow in protecting the communities.
“I’m accepting the responsibility of what happened here in Lanao pero wag niyong idamay yung aking kasundaluhan na kami nag pro-protect (but don’t accuse my soldiers of being remiss with their duties to protect the community),” he said.

The Arroyo government will no longer sign the ancestral homeland agreement with the Moro Islamic Liberation Front (MILF), Press Secretary Jesus Dureza announced Wednesday.
Dureza told dzMM and other reporters in Malacanang that the Office of the Solicitor General (OSG) has informed the Supreme Court that the government will no longer sign the Memorandum of Agreement on Ancestral Domain due to critical views of some of the high court justices and the attacks in several parts of Mindanao by the MILF.
Dureza said the government will instead seek to renegotiate the agreement with the MILF.
With this policy decision, he said the executive branch hopes that the Supreme Court will decide to dismiss the petitions on the MOA-AD filed by various politicians and other oppositors.

The MOA-AD would have expanded the autonomous region for Muslims in Mindanao, subject to a law and voters' approval in a plebiscite. It would also have granted Muslims wider economic and political powers, including 75:25 sharing of wealth from exploitation of natural resources.
Critics said the deal was unconstitutional since it would have granted the MILF nearly all the elements of a separate state. They also complained about not being consulted on the agreement.

bai, i think they require a password for the live cams for users accessing outside Iligan City, for security purposes. It even required me to enter a passsword unlike before that it just displays the live video feed right away.

I am looking for rare photos of Old Iligan, like pre/post WW II pics, or from decade 50's - 80's photos of Iligan City. As the photos in this thread suggests, Iligan City is having a rapid face lift. Overnight, old buildings had vanished to give way to modern buildings. Iligan had suddenly shifted from a sleepy, rusty, laid back, slow paced and time-stand-still city to a modern city complete with the ubiquitous reminders of consumerism.
I just hope there are still old buildings and rusty Rice Mills that haven't changed and are still standing. These are places and monuments of Iligan, reminders of a long gone past, places that I'd like to look back and visit on in the middle of the night.
It would be a treasure for us to have photos of Old Iligan. And with these recent tragic events .... latina 'nay nya, makes me sad all the more...

MANILA, Philippines - A dialogue between military officials and local executives of Iligan City turned emotional Wednesday after Brig. Gen. Mark Antonio Supnet walked out of the room in frustration to accusations that his unit, the 104th Brigade of the Philippine Army, was slow in responding to the attack by Moro rebels last Monday.
Supnet, his voice shaky, said his men deserved to be thanked rather than being accused of not protecting the city from rampaging Moro Islamic Liberation Front (MILF) rebels.
"I was expecting na sasabihin niyo sa amin thank you 104th Brigade for protecting Iligan City. I was not expecting na sasabihan niyo ang military ay hindi nag pro-protect (I was expecting that you’ll say to us ‘thank you 104th Brigade for protecting Iligan City’. I was not expecting that you’ll say that the military is not protecting you),” he said.
Supnet added that he will take full responsibility for what happened in Lanao del Norte but stressed that his troops should not be blamed for being slow in protecting the communities.
“I’m accepting the responsibility of what happened here in Lanao pero wag niyong idamay yung aking kasundaluhan na kami nag pro-protect (but don’t accuse my soldiers of being remiss with their duties to protect the community),” he said.
Supnet later returned to the room and apologized to Defense Secretary Gilberto Teodoro, who was presiding the meeting. He said he left the room because he did not want his men to see him in tears.
Also during the meeting, Iligan City councilors blamed the current government for allowing the MILF, the largest secessionist group in the country, to return to the camps seized by the military in the all-out war in 2000.
Teodoro said that although President Arroyo is yet to declare an all-out war against the MILF, the military has been ordered to go after the rebel units that attacked North Cotabato and Lanao del Norte recently. - GMANews.TV

The rebels, who served as the "blocking force," claimed to have seen how MILF Commander Abdullah Macapar, alias Bravo, and his men shoot dead civilians and burn houses in Lapayan village, Kauswagan town, said Brigadier General Mark Antonio Supnet, chief of the 104th Infantry Brigade of the Philippine Army.
"They could no longer stomach how the civilians were killed so they surrendered," Supnet said in a phone interview.
"They made it appear that the MILF's programs are good, but they're not, because they kill people,” said the group's leader, Alvin Conto, in footage aired in QTV-11 television. “This is not peace, they mercilessly kill civilians."
Supnet said Conto "made up an excuse" to leave Bravo's camp to return to his home village of Rogongan, on the outskirts of Iligan City. From Rogongan, Army troops fetched his group and brought them to the 104th Brigade headquarters in Iligan City.
"These men will disprove Bravo's claim that he was not involved in the incident. They saw him. He was really the one who led the attack," Supnet said.
"He [Bravo] said he wasn't in Kolambugan. Of course not, he was in Kauswagan, ordering his men to kill the civilians," he added.
The military said 28 civilians, three soldiers, and a policeman were killed after the MILF, under Bravo, attacked five towns in Lanao del Norte on Monday, a week after military offensives dislodged secessionist rebels who occupied 15 villages in the neighboring province of North Cotabato.
The rebels claimed, according to Supnet, that Macapaar ordered the Lanao del Norte attacks to protest the scuttled signing of the Memorandum of Agreement on Ancestral Domain between government and the MILF.
The homeland accord, which was key to the resumption of formal peace talks, would pave the way for the expansion of the Autonomous Region in Muslim Mindanao into the Bangsamoro Juridical Entity.
Supnet said it was up to police if the 31 would be charged in court.
"These are the least guilty. We can even use them as state witnesses against Bravo. They will prove what Bravo did," Supnet said.

Overseas Filipino workers from Iligan City now based in the UK are worried due to violent incidents that recently happened in their hometown.
According to reports, two different bombing incidents occurred within the city’s town center that left three people wounded. The victims are employees of two local inns where the bombs exploded.
Overseas Filipinos appealed to President Arroyo for the safety and protection of their families in the Philippines.
Some of their relatives live in neighboring Lanao del Norte municipalities that are affected by the conflict between government troops and members of the Moro Islamic Liberation Front. President Arroyo once lived in Iligan City.
Sybelle Cahanap, a registered nurse from Barangay Sto. Rosario who is now working in Norwich, England, could not express her disbelief with the recent bombing incidents that shook her hometown.
"I’m so worried about my family especially they live near the town center. I cannot believe why other people can do this to a peaceful city like my hometown," Cahanap said.
Some Iliganons in the UK are also against the inclusion of a number of communities of Iligan to the proposed Bangsamoro Juridical Entity.
Jenny Samong, a carer in Romsey, Southampton, is one of those who expressed her disapproval to this controversial proposal.
Franklin Purol, also a carer from Barnstaple, North Devon is demanding the government for an ‘all out war’ against the perpetrators.
Meanwhile, they also fear the impact of the conflict to the image of their hometown.
Iligan City was once hailed as the ‘Most Industrialized City of the South’ because of the various large manufacturing companies established in the area. These include Petronas Energy Philippines, Inc., Iligan Cement Corporation, PILMICO Foods Corporation, and others.
The city is also a popular tourist destination because of the estimated twenty-two waterfalls around the place, famous among them is the Maria Cristina Waterfalls that supply the electricity of the city by hydroelectric power.

Considering that the press also reported approximately 10,000 refugees from nearby areas that came under attack by rebel forces escaped by water in boats of all sizes around the coastline for " Destination Iligan " ! I think this fact alone signifies Iligan City as one of the safest places in northern Mindanao, can 10.000 fleeing refugees be wrong ?
In the mean time however, those of us viewing safely on our internet screens from all over the world are not completley helpless, there is something we CAN do to help !
When I first heard the news that Iligan City was declared in a state of Calamity and the Emergency Calamity Fund had been released, I sent in a donation to this fund. The amount is not important as just about anything and everything would help. Can you imagine 10,000 cups of coffee or 10,000 bottles of water for the refugees let alone any kind of proper food.
I have heard reports of Iligannons donating clothing and other things they could spare to help the victems, many of whoom will have absolutely Nothing to go home to when safety is restored to their home towns and villages.
How can people from anywhere and everywhere make a donation to the Iligan City Calimity Fund ?
Last year when parts of Iligan were in a state of calamity due to the floods in november '07 I felt sorry for the people I saw in the pics and videos I saw on the internet including those shown right here on SSC-Iligan.
Wanting to do something I put a donation in an envelope and sent it to the Iligan City Mayors office at :

Drunk man stirs panic in Iligan
A DRUNK man shouting about the arrival of the Moro Islamic Liberation Front (MILF) rebels in the vicinity caused massive panic in Iligan City Tuesday evening.
Hundreds of residents in downtown barangay in Iligan City came out of the streets bringing along their belongings and their children and readily boarded any available vehicle just so they could get away from the alleged coming MILF rebels.
But the MILF rebels never arrived.
Nevertheless, police and military authorities were on tight guard as they trooped to the bridge that connects Iligan City to Linamon, Lanao del Norte.
Kauswagan and Kulambogan towns, the two towns that were attacked by the MILF rebels last Monday, are just about 10-15 kilometers away from Iligan City.
Mayor Lawrence Cruz was compelled to go out live on local TV Tuesday around 10 p.m. to appeal to the people of Iligan not to panic and return to their homes.
He blamed the MILF for causing much fear among the people of Iligan that a mere rumor could easily make people jittery and panic.
Some residents heeded the mayor's call while others decided to leave just to be certain.
Rumors abound that the MILF rebels, believed to be just in the vicinity, are planning a major attack in Iligan City.
AFP vice chief of staff, Lieutenant General Cardoso Luna, however assured the public that the authorities are in control of the situation and that the MILF rebels are now on the run away from Iligan City. (BOT)

The Power Sector Assets and Liabilities Management Corp. (PSALM) is pushing through with the bidding of two power plants despite the worsening armed conflict between the military and the Moro Islamic Liberation Front (MILF) in Mindanao.
PSALM vice president Froilan Tampinco told reporters the asset sale will not be affected by the ongoing war in the area.
“As far as the sale process for the Iligan I and II diesel power plants is concerned, we are proceeding with it,” he said.
Situated in the locality of Mapalad, Dalipuga in Iligan City, approximately 74 kilometers southwest of Cagayan de Oro City, the IDPP 1&2 complex runs on Bunker C and/or diesel fuel types for its start-up and shutdown operations. Both units were commissioned in 1993.
He said the operations of the power plants have been affected by the hostilities in the area.
The bidding for the Iligan power plants may be pushed back due to this problem as prospective bidders may not be able to fully conduct their respective due diligence activities in the power facilities, industry sources said.
At least three investor groups have already signified interest to bid for the 114-megawatt (MW) Iligan I & II diesel power plant complex scheduled on October 15.
PSALM earlier confirmed that the three prospective bidders are currently conducting their respective due diligence to assess and appraise the Mindanao-based power assets.
The success of the Iligan power plants’ privatization will help ease the power shortage in the province.
“While the sale of IDPP 1&2 will not form part of the 70 percent privatization threshold required by the Electric Power Industry Reform Act as one of the preconditions for the implementation of open access and retail competition, PSALM stressed the importance of the bidding, especially for Mindanao, which is experiencing a tightening power supply,” PSALM president Jose Ibazeta earlier said.
Open access will allow consumers the choice to source their own power requirements.
By October this year, PSALM expects to hit the 70 percent privatization level. With the recent successful bidding of the Tiwi-Makban geothermal complex, PSALM said they have already reached a 68.8-percent privatization level.

Bounty hunters who are interested in the P5 million each reward for the capture of Moro Islamic Liberation Front (MILF) renegade leaders Abdullah Macapaar a.k.a Commander Bravo have now arrived here and are now on foot, sources reported yesterday.
Fourth Infantry Division public affairs officer Major Michele Anayron, Jr. himself said he could not confirm nor deny the possibility that these bounty hunters are now on the lose.
“Wala gani kabalo sila Bravo ug Kato nga ang ilang mga kauban ra ang interesado sa ilaha (Bravo and Kato may not even know that those with them are the ones who are interested in turning them over),” he told Gold Star Daily yesterday.
Anayron explained there are only three people involved when it comes to most bounty hunting – the agent, the informant and the insider.
He added that these bounty hunters are also hard to monitor and are always careful in covering their tracks as they move in for the kill.
A source who requested anonymity yesterday disclosed that there were sightings of two men who were known in the underground world as bounty hunters.
The two men reportedly arrived yesterday in Cagayan de Oro City and went straight for the Lanao areas to search for Commander Bravo.
Anayron said they are not relying on whether or not there are now bounty hunters who are going after Commander Bravo in Lanao and Commander Umbra Kato in Cotabato.
He said they have already their own men from the Armed Forces of the Philippines (AFP) who are now tracking the whereabouts of Bravo and Kato.
“The manhunt for Bravo and Kato is still on,” he said.

MANILA, Philippines—(UPDATE) Thirty-one Moro Islamic Liberation Front (MILF) rebels who admitted being involved in the Lanao del Norte murderous rampage surrendered to the military Wednesday, saying they could not stand the killing of civilians, an Army official said.
The rebels, who served as the "blocking force," claimed to have seen how MILF Commander Abdullah Macapar, alias Bravo, and his men shoot dead civilians and burn houses in Lapayan village, Kauswagan town, said Brigadier General Mark Antonio Supnet, chief of the 104th Infantry Brigade of the Philippine Army.
"They could no longer stomach how the civilians were killed so they surrendered," Supnet said in a phone interview.
"They made it appear that the MILF's programs are good, but they're not, because they kill people,” said the group's leader, Alvin Conto, in footage aired in QTV-11 television. “This is not peace, they mercilessly kill civilians."
Supnet said Conto "made up an excuse" to leave Bravo's camp to return to his home village of Rogongan, on the outskirts of Iligan City. From Rogongan, Army troops fetched his group and brought them to the 104th Brigade headquarters in Iligan City.
"These men will disprove Bravo's claim that he was not involved in the incident. They saw him. He was really the one who led the attack," Supnet said.
"He [Bravo] said he wasn't in Kolambugan. Of course not, he was in Kauswagan, ordering his men to kill the civilians," he added.
The military said 28 civilians, three soldiers, and a policeman were killed after the MILF, under Bravo, attacked five towns in Lanao del Norte on Monday, a week after military offensives dislodged secessionist rebels who occupied 15 villages in the neighboring province of North Cotabato.
The rebels claimed, according to Supnet, that Macapaar ordered the Lanao del Norte attacks to protest the scuttled signing of the Memorandum of Agreement on Ancestral Domain between government and the MILF.
The homeland accord, which was key to the resumption of formal peace talks, would pave the way for the expansion of the Autonomous Region in Muslim Mindanao into the Bangsamoro Juridical Entity.
Supnet said it was up to police if the 31 would be charged in court.
"These are the least guilty. We can even use them as state witnesses against Bravo. They will prove what Bravo did," Supnet said.

The problem facing Bravo right now aside from the criminal charges he is facing, is credibility. So many times in the past he was caught lying. I remember there was even a time he proclaimed over dxIC that his men has successfully staged a raid in the city only to be cut in the knees by the announcer, over the air, that his men were captured.
Therefore, this clarification that you are mentioning is not reliable, and is possibly not the truth.
I would even go further to say that they are claiming those who surrendered were from Rugongon, only to save face---or what's left of it---in the face of this development---being betrayed by their own kind.

MANILA, Philippines - An Indian-controlled company running a steel mill in Iligan City requested the Philippine government to dispatch additional military personnel in its area.
Trade and Industry Secretary Peter B. Favila confirmed to reporters on Thursday that Global Steelworks Philippines Inc. (GSPI) requested more troops to ensure the safety of the city and the region.
As of Wednesday, separatist rebels were reportedly only six hours away from Iligan City, prompting the local government to declare a state of emergency in the area.
The Indian firm sought security assistance when it was reported that rebel groups reached some villages where most of the company’s workers stayed.
According to Favila, the steel company claimed that its operations were interrupted when more than its 60 workers didn’t report for work that same day.
However, Favila said that it’s still “business as usual" in the city.
“We have arranged for additional security, and even banks are open, so that is the sign that everything is under control," he said. - GMANews.TV

This caveat comes from a justice of the Supreme Court, who noted that under the country’s Local Government Code, a province or local government unit can be legally represented only by its legal officer.
Associate Justice Dante Tinga of the Supreme Court hammered down this rule as another private lawyer on Friday appeared before a Supreme Court hearing on the controversial Memorandum of Agreement on Ancestral Domain.
Tinga, who earlier questioned the presence of private lawyer Estrelito Turion as counsel for North Cotabato province, was obviously irked when lawyer Moises Dalisay Jr. also presented himself as counsel for Iligan City even though he was not the city legal officer.
Told by Tinga to explain the “illegal representation," Dalisay, a city councilor, said Iligan Mayor Lawrence Cruz designated him to represent the city in its petition.
“I believe it is my moral duty to defend my constituents being an elected official," Dalisay said, to which Tinga retorted: “As a member of the bar, you should be aware of the ruling of the court."
Tinga said that in the absence of the city legal officer, a city prosecutor should be the one legally representing the city.
Dalisay apologized to the court and he was allowed to present Iligan’s case.
The local governments of North Cotabato province and the cities of Iligan and Zamboanga have earlier asked the high court stop the government and MILF from signing the MOA, saying the people in places whose villages are to be included in the coverage of the proposed Bangsamoro Juridical Entity (BJE) were not consulted.
A Supreme Court order stopping the signing of the agreement sparked clashes in Mindanao as so-called “rogue" elements of the MILF went on a rampage, attacking villages and killing scores of people.

Mayor Cruz recently lifted the curfew hours only in the business district of Iligan. However, the curfew (10pm to 5am) remains in full effect in the sub-urban and hinterland barangays. Other barangays (not part of this category) will have in the meantime a modified curfew hours from 12am to 4am.
The business district (where the curfew is lifted) covers the area from the Iligan pier to the Iligan City hospital, and from Tominobo bridge to Hinaplanon bridge.
The City of Iligan declared a state of emergency recently when bombs exploded in the city area, followed by the barbaric attack of MILF against innocent civilians in the towns of Lanao del Norte driving people to evacuate in Iligan.
Iligan has become the virtual sanctuary of people in Lanao Norte affected by armed hostilities in the past --and at present, by the atrocities of the MILF.
Mayor Cruz expressed his gratitude to all those who helped the evacuees by sending their timely donations and assistance.

Firefight started early morning when the AFP troops attacked the MILF fighters along the river banks of Barangay Kadigasan and Damatulan in Midsayap, Cotabato.
The loud volume of gun fire awakened the civilians residing at barangays just across the river at the side of Datu Piang Municpality, to include its border barangays of Balong, Muntai, Anbadao, Kalipapa, Masigay and Duaminanga.
Fierce fighting on the ground and the horrendous indiscriminate air strikes by the AFP from OV 10 bomber planes, fighter planes and helicopter gunships entrapped local civilians from fleeing their residences away from the area of firefight.
Balong, Muntai and Anbadao are just 50 or so meters away from the area where the actual fighting took place and the air strikes were falling. And every fall of bombs trembles the ground and the entrapped people.
“We were trapped, cannot evacuate because of the air strikes, please help us tell the soldiers to stop the air strikes so we can move out,” a txt message reaching luwaran stated in a local dialect. But how if a ceasefire cannot be enforced?
Even the local government officials were crying for help just to facilitate the evacuation of the trapped civilians in the middle of the fighting and indiscriminate air strikes.
But unfortunate with all the clamor and cry for help, the civilians did not manage to evacuate. They spent the night trapped and under immense fear and anxiety, a traumatic experience caused by the government military action against innocent Muslim civilians.
Efforts were made by the non-government and humanitarian organizations such as the International Community of Red Cross, Non-Violence Peace Force, Consortium of Bangsamoro Civil Society, Bantay Ceasefire, United Bangsamoro Youth Organizations and other in coordination with the GRP – MILF Ceasefire Committee in extricating the trapped civilians.
This traumatic case is a serious infringement of human rights, International Humanitarian Law, Geneva Conventions Protocol II and can spur communal and ethnic conflicts between Muslims and Christians, a humanitarian crisis created by the state and government.
A United Nations mandated intervention is sought to come in order to an impending humanitarian disaster.

My reply email was interrupted by a brownout amidst my composing thoughts I wanted to convey to our readers at the Mindanews website besides Luwaran website. Hopefully someone from the editorial box of the national dailies (in particular PDI) will pick as news items warranting some space the legal views of lawyers (like me) who represent MILF as the real Party in interest across the GRP-MILF negotiating table.
The series of full page ADS in PDI 08/22/08 and PD 08/23/08 of former senate president Frank M. Drilon simplify and focus on perceived infringements to the 1987 Constitution. Those two Q & A pages make up powerful arguments for the continuing extension of what I call the “colonisibility status” of the Bangsamoro people, posing the matter of immediate infringement as a danger.
If we think rationally out of the maddening reactive anti-Moro sentiments generated by opinion-editorials and hardly balanced media coverage of the Government-MILF peace process, it makes me reflect the ‘triumph of diplomacy’ in our era of postmodern states. [N. B. this phrase is taken from the title of a book on how the Moro rulers of the Magindanaw sultanate and the Sulu sultanate had survived the era of treaty-making with Spain, an imperial power, and Holland, a commercial power, of the time and the United States up to 1916, when President Woodrow Wilson enunciated seminal ideas of the right to self determination.] Thus, there is no occasion to speak of Balkanization of this ungovernable part of the region.
Now the Country (el Pais)—Las Islas Filipinas—has just awakened to the depth of the Bangsamoro legitimate GRIEVANCES. Instead of killing the ideas—the CAUSE (or SABAB)—embodied in the MOA-AD, the representatives of Government must face up to the Agreed Text as STATECRAFT. It vindicates the JUSTNESS of the ORIGINAL POSITIONS to fix in constitutional construct. Traditional Moro negri (statehood) ‘earned sovereignty’ is encapsulated by the Republic in its present form and structure as an autonomous entity presently in existence before the family of nations since 1946.
Spokespersons for that Sovereign state called the Republic of the Philippines (GRP) configure their constituencies into a political community. Such an assumption neglects a number of contested constitutional issues before the negotiating table.
What is the “territorial integrity” of the Philippines? When reduced to geographic maps with proper technical coordinates, the fundamental question we formally raised at the GRP-MILF Talks are as follows:
1. Is the present national territorial delimitation based on the Treaty of Paris of 10 December 1898 as corrected by the Treaty of Washington of 7 November 1900 and the treaty between the United States and England on 2 January 1930? Or,
2. Is it the current technical description of the archipelagic doctrine based on R.A. 3046 of 1961, as amended by R.A 5446 of 1968 as a system of straight baselines, its negotiating position on boundary delimitations under the United Nations Law of the Sea Convention?
An act of statesmanship is to ‘write sovereignty’ in terms of the ‘associative ties’ envisaged in the MOA-AD. We cannot proceed with a serious debate as if the meaning of sovereignty were stable; for, in reality, not one but various forms of sovereign statehood exist. There’s no confusing justice with legitimacy for workable arrangements here. However, there’s a truncated understanding of sovereignty when 12 June 1898 was fixed by law as an episodic event, following the inauguration of Philippine independence on 4 July 1946. Article 1 of Title I of the Malolos Constitution succinctly reads: “The political association of all the Filipinos constitutes a nation, whose state is called the Philippine Republic”. At that point in time, the Bangsamoro homeland was not a part of the whole Country, for as a matter of historical narrative that Republic invited the Sultan of Sulu and the Sultan of Magindanaw to federate with it.
What matters for us present generation of patriots is that Driion’s half-a-million-worth of PDI ADS highlights the absolute necessity for a change in the first principles of the unitary system. How do we, then, fit inter-subjective understandings of ‘statehood’? Former senate president Drilon, at least, seriously confronts the arenas of debate over the MOA-AD, but why does he not concede to explore the course of constitutionalism beyond the status quo of the existing constitutional order? That is unfortunate, because, what is placed before the Supreme Court is a new “elegant formula” of negotiability to balance between state sovereign authority and the right to self determination.
We need to examine the MOA-AD on the foundation of the formal division of sovereignty that favors "state rights" that have inhered in the Bangsamoro people, whose ancestral homeland was "illegally and immorally annexed" to the Republic without their plebiscitary consent. Peace negotiations are said to be “the war after the war”. Here, too, there is a subtle but in-depth way of looking at what amount of central authority in point of fact is compatible with "what is worth dying for" in the eyes of the majority of Bangsamoros in the contemporary politics of identity.
This is what the MILF-GRP negotiation process is all about: to determine the extent and limits of each side’s commitments. Clearly the premise of peace with your Muslim brothers under the MOA-AD precisely does not endanger but entrench the Country's sovereignty. The MOA-AD achieves, rather than contemplates the use of naked coercive force, the desirable levers of division, allocation and distribution of powers; in other words, shared and residuary authorities for the Bangsamoro people and the rest of the Filipino people. All I can advance for now as an explanatory note is that the “general welfare clause” of the Philippine Constitution matching the principle of maslaha wal mursalah in Islamic constitutionalism is a catch all framework to accommodate “a medley of associative ties and tiers”.
I will elaborate on these points in a separate commentary on specific provisions of the MOA on AD. If only a healthy environment for serious debate is not drowned out by the intrusion of the mass media into the negotiating process that now encourage the politics of fear at the Metro Manila capital while excessive use of force are applied to villages in Mindanao, we can peaceably settle the conflict in Mindanao.

If that is the case, then any proposals that has the semblance of the MOA-AD, or anything near it, will surely not win in Iligan. So if you have faith in the Iliganons, why worry? Why go into fits of rage and fly to the escape of misplaced sentimentalism as if you are the only true blue Iliganon on this thread?

“I visited them yesterday and saw government social workers talking to family members at evacuation centers," Galido said.
Galido said, the social workers also assured them of government assistance as soon as they reach home. He added that the evacuees simply needed people in government to listen to their concerns.
“Today, they were already fetched by government trucks for their trip back home," he said.
He appealed to the government to assure the residents of military presence in the area and pursue the peace process with rebels.
Galido added, Kolambugan evacuees from Ozamis City who flee their homes on Aug. 18 after the MILF rebels entered the town have likewise returned home.

Abdullah Bobby Dimaporo (2nd District, Lanao del Norte) is in favor for the execution of Abdullah Macapaar alias Commander Bravo and his cohorts of the Moro Islamic Liberation Front (MILF) in the burning of houses, pillaging the village, and killing innocent civilians in this province recently.
President Arroyo ordered the Armed Forces of the Philippines to go after Bravo and his men after they pillaged the five towns of Lanao del Norte leaving 39 people dead, 10 houses burned, carting livestocks and possessions and destruction of properties.
"Yes, I am in favor for the execution of Bravo and those who attacked Lanao del Norte as MILF is supposed to be effective negotiator to attain peace in Mindanao. Dimaporo, however, said the MILF has no power to execute Bravo and his cohorts who are criminals.

MANILA, Philippines - The Lanao del Norte regional trial court on Friday sentenced two metal firm officials to a maximum of 10 years in prison for non-remittance of Social Security System (SSS) premiums deducted from employees' salaries.
An SSS statement said the court also ordered AZCKON Metal Industries president Antonio King and general manger Rodelio Noval to remunerate P1,395,380 for unpaid contributions and to pay a P20,000 fine.
The court also ordered the Iligan City-based metal firm to pay a monthly penalty of three percent for the late contributions and an annual legal interest of six percent, which would be computed from April 1999.
Lanao del Norte RTC Judge Oscar Badelles said King and Noval "are directly responsible and liable for the non-remittance of the long overdue monthly contributions" of AZCKON from May 1997 to April 1999.
For his part, SSS Senior Vice-President for Legal and Collection Amador Monteiro lauded the court’s decision, which he said should serve as a reminder to employers to meet the terms of the Social Security Law.
"The full cooperation of employers is vital for SSS to deliver social security protection to workers," he said.
During the trial, SSS account officer Marites Marin testified that the state pension fund has been sending billing letters to the AZCKON since 1997.
Marin was quoted as saying that the metal firm complied by making a partial payment, but the check it issued for the balance was dishonored due to insufficient funds. - Sophia Dedace, GMANews.TV

That OPEN LETTER may not be a concern for most Iliganons now but some points raised in it will also be useful for the sake of understanding the core of the moro problem. Perhaps, as an Iliganon too, I think articles of those may have a bridging point for us Iliganons on how to counteract with the MOA by the GRP-MILF.
To me, "Colonisibility", as coined by former congressman Datu Mastura, refers to the possibility of colonization of the 'moroland' of our muslim and lumads by the Philippines.
Now, if indeed the Moros of southern Philippines are really raising the question of "colonisibility", why did they even make themselves part of the Malolos Convention as well as that of the 1935 constitution and the 1987 constitutions? We are all aware that the Maranaos of Lanao in the Spanish era and the American era have waged opposition to these colonizers of the Philippines but after the Spanish and American regime, they were not even asking for freedom and have their sovereignty back to them. Which in short, being under the Philippines, they were accepting and recognizing our government system as one country and one race. And besides, some of the moros of the Pre-spanish Mindanao have been Christianized by the Spanish even before the ceding of the Philippines to the Americans. Thus, why did they not put into consideration that the exodus of Christians from Luzon in the 1930s and 40s did not really result into grabbing of land of the muslims because even before, there are already Christians who are formerly muslims that live in Mindanao because as for my family ascendancy, we are christians whose ancestors were Christianized when the spanish came to the Philippines. Would that mean our family who are christians grabbed a land from the moros? Sometimes, we should put into considerations the number of Christians whose ancestors are muslims turned into christians. And more to that, the families that have sprouted from the muslim-christian marriages?
Further, the Treaty of Paris, which ceded the Philippines, Guam, and Puerto Rico from Spain to the United States for millions of dollars, granted the United States ownership of the said countries with the Philippines as a whole and not as the Philippines only of Luzon, Visayas, and parts of Mindanao excluding the Sulu Sultanate's sovereignty. Under that treaty, it was like the Philippines was bought by the United States from Spain which was followed by the United States' giving independence to the Philippines in 4th of July, 1946. After the commonwealth regime of the United States where we were given independence, the Philippines was a nation as a whole and not without Sulu.
If the sovereignty of the Sultanates of Sulu and Maguindanao comes into the limelight, then solving the problem of the moro problem will be easy. As far as the sultanates are concerned, i don't think the whole muslim and lumads that have spread throughout Mindanao today are part of the family descent of the sultanate. If that matters now, then we will only be dealing with the Sultanates and not the MILF. Coz as far as I can remember, the Sulu Sultanate has recognized only the MNLF as their main ally in their battle cry.
There are lots of points to be questioned to this moro problem and i dont think too, that this is the proper forum to discuss that topic. I am only giving a few insights in response to that posted "open letter".
I, too, am a true blooded Christian Iliganon and with my descent having maranao blood does not mean that I am for the MOA coz I am also putting into consideration the constitutionality of the MOA which both panels (GRP-MILF) ignored and denied. But I also believe that looking into the history and understanding what constituted the Malolos convention as well as that of the 1935 and 1987 constitutions will bring light to the moro problem.

Perhaps, as an Iliganon too, I think articles of those may have a bridging point for us Iliganons on how to counteract with the MOA by the GRP-MILF.
To me, "Colonisibility", as coined by former congressman Datu Mastura, refers to the possibility of colonization of the 'moroland' of our muslim and lumads by the Philippines.
Now, if indeed the Moros of southern Philippines are really raising the question of "colonisibility", why did they even make themselves part of the Malolos Convention as well as that of the 1935 constitution and the 1987 constitutions? We are all aware that the Maranaos of Lanao in the Spanish era and the American era have waged opposition to these colonizers of the Philippines but after the Spanish and American regime, they were not even asking for freedom and have their sovereignty back to them. Which in short, being under the Philippines, they were accepting and recognizing our government system as one country and one race. And besides, some of the moros of the Pre-spanish Mindanao have been Christianized by the Spanish even before the ceding of the Philippines to the Americans. Thus, why did they not put into consideration that the exodus of Christians from Luzon in the 1930s and 40s did not really result into grabbing of land of the muslims because even before, there are already Christians who are formerly muslims that live in Mindanao because as for my family ascendancy, we are christians whose ancestors were Christianized when the spanish came to the Philippines. Would that mean our family who are christians grabbed a land from the moros? Sometimes, we should put into considerations the number of Christians whose ancestors are muslims turned into christians. And more to that, the families that have sprouted from the muslim-christian marriages?
Further, the Treaty of Paris, which ceded the Philippines, Guam, and Puerto Rico from Spain to the United States for millions of dollars, granted the United States ownership of the said countries with the Philippines as a whole and not as the Philippines only of Luzon, Visayas, and parts of Mindanao excluding the Sulu Sultanate's sovereignty. Under that treaty, it was like the Philippines was bought by the United States from Spain which was followed by the United States' giving independence to the Philippines in 4th of July, 1946. After the commonwealth regime of the United States where we were given independence, the Philippines was a nation as a whole and not without Sulu.
If the sovereignty of the Sultanates of Sulu and Maguindanao comes into the limelight, then solving the problem of the moro problem will be easy. As far as the sultanates are concerned, i don't think the whole muslim and lumads that have spread throughout Mindanao today are part of the family descent of the sultanate. If that matters now, then we will only be dealing with the Sultanates and not the MILF. Coz as far as I can remember, the Sulu Sultanate has recognized only the MNLF as their main ally in their battle cry.
There are lots of points to be questioned to this moro problem and i dont think too, that this is the proper forum to discuss that topic. I am only giving a few insights in response to that posted "open letter".
I, too, am a true blooded Christian Iliganon and with my descent having maranao blood does not mean that I am for the MOA coz I am also putting into consideration the constitutionality of the MOA which both panels (GRP-MILF) ignored and denied. But I also believe that looking into the history and understanding what constituted the Malolos convention as well as that of the 1935 and 1987 constitutions will bring light to the moro problem.
Although I do not agree to some points raised by Tonzi, but I salute him for looking into the issue with a keen understanding of the dynamics that surrounds the recent tragic episode of our history. This is how we should react and look into issues of such magnitude and intensity - educated and informed...not simply shooting from the hip!

Cagayan de Oro City (26 August) -- Iligan City Mayor Lawrence Cruz has lifted the seven-hour curfew in the city.
This was announced by Cruz during a meeting with barangay heads prior to the Aug. 25, 2008 visit of Secretary Ronaldo Puno of the Dept. of the Interior and Local Government (DILG).
Puno came to the city accompanied by Director General Avelino Razon of the Philippine National Police (PNP) to restore normalcy in areas attacked by the Moro Islamic Liberation Front (MILF) recently.
Cruz, however, clarified that the curfew has not been lifted in the hinterland barangays, particularly where their water resources are located and those in the boundaries of Misamis Oriental, Lanao del Norte and Lanao del Sur.
The seven-hour curfew lasts from 10:00 PM to 5:00 AM of the following day.
But some of the barangay heads said they do not want the curfew lifted because it had greatly helped in maintaining the peace and order of their areas.
The City Mayor concurred, saying that "since establishing the curfew, the crime cases in the city has dropped. As our hospital records show, admittance for emergency cases has also dropped. Parents were also happy that their children were already in their houses earlier than usual," he said.
The City Mayor also told the barangay leaders in areas without Civil Voluntary Organizations (CVO) to really empower themselves and organize their own CVO.
"We have enough provisions for food assistance from donations we received during calamities. We'll just ask permission from the donors to use them for the volunteers," he said.
Meanwhile, Cruz urged all city residents to be vigilant to prevent terrorist groups from creating havoc in the city.
"We will continue what we have started in making Iligan a very prosperous, peaceful and beautiful city and be careful not to allow terrorists like the group headed by Commander Bravo of the MILF to enter the city," he stressed.
The MILF do not have the support of the Iligan populace. They will never succeed without the support of the peace-loving Iliganons, he added.

for me, save more especially hypermart is already a good investment coz most of us in Iligan like to do groceries. See for example the new Gaisano Mall grocery, daghan kaayo ang ga-grocery unlike the usual way sa old Gaisano.

I got a chance to go to Iligan (my first in Mindanao) because of client work. I was working with Pilmico and they have a plant in Iligan. I was thinking... do they have restaurants worth trying??? Then my client treated us out to this place.
Gazpacho's is a family owned restaurant which started out as your little carinderia. I guess servings in province cities is an understatement. Order their seafood soup and it's good enough for 8! We ordered soup but it turned out to have so much seafood in it. This place is not found in the city proper where the markets and malls are. It's in the city but it's in a quaint area where line of grill houses are found. And what's to note about its location? It's a walk away from their Town Hall which is on a hill.
