RP-US alliance to continue—PGMA

ICC Iligan City, Nov 18 — President-elect Barack Obama of the United States of America has signified his intention to continue the depth and breadth of ties between the United States and the Republic of the Philippines during his presidency.

This was stressed by Pres. Gloria Macapagal-Arroyo during her recent homage to the Macapagal-Macaraeg Ancestral House in Buruun, Iligan City, who said that Obama sent her a letter acknowledging and noting the ties between our two countries.

She said Obama recognizes the Arroyo administration’s leadership and strength on confronting terrorism in the Philippines and reaffirmed the US commitment to support efforts of the country in defeating terror in all its forms.

Hence, she is confident that our relation with the US will continue, adding that the two states should work together and that the Philippines will remain a strong alliance of US as she noted with satisfaction their alliance to continue playing their vital roles in ensuring mutual security.

She also said she had the opportunity to talk with Obama in which both leaders noted the ties between the two countries rooted in shared history, shared values and a common interest in global peace and prosperity.

Meanwhile, Pres. Arroyo said that they were able to discuss other issues that both states should share a common interest such as climate change, food security, poverty reduction, future of Asia and human rights, among others.

“The two states signed a Mutual Defense Treaty over 50 years ago. This step allows the two countries to work together on military research and development and give the Philippines greater access to American defense equipment and supplies”, the President also said. (EOR / PIA-10)

Only RAL/FAC beneficiaries can buy NFA rice at Php18.25/kg.

ICC Iligan City, Nov. 19 – Only the beneficiaries listed in the Rice Allocation Ledger (RAL) and those with Family Access Cards (FAC) can buy the National Food Authority (NFA) rice at is subsidized price of Php18.25/kg.

This instruction, which takes effect on December 1, this year, was officially published in the leading national newspapers dated Oct. 31, 2008, for the information of the public, said Edegary H. Roncal, Officer-in-Charge of NFA Iligan City-Lanao del Norte (LDN).

Roncal said the sale of the highly subsidized NFA rice at Php18.25 a kilogram shall now be limited to beneficiaries listed in the RAL/FAC which is validated by the Dept. of Social Welfare and Development (DSWD).

Thus, all operators of NFA Accredited Tindahan Natin Outlets (TNO) and Tindahan sa Parokya (TSP) have been advised to submit the validated list of RAL beneficiaries on or before Nov. 30, 2008.

Failure to comply with the said requirements on the specified date, will disqualify the beneficiaries to avail of the subsidized prize and instead be sold the NFA rice at Php25/ kg.

The City Social Welfare and Development Officer (CSWDO) and the Provincial Social Welfare and Development Officer (PSWDO) have been already coordinated by the NFA to facilitate the validation of RAL of TNO and TSP accredited outlets located in the city and in the LDN towns.

Meanwhile, Roncal has announced the availability of the NFA Licensed Metal Plates at their provincial office in Baraas, this city, as the food agency is reminding that individuals operating a grains business should get an NFA license per Presidential Decree No. 4.

To facilitate claims for the plates, all NFA licensed grains businessmen of the city and LDN are required to present the official receipt for their payment of Php200 to the licensing officer.

Before the end of Dec. 2008, all the NFA Metal Plates shall have already been posted in the respective establishments of the grains operators, Roncal added. (FRS/NFA- Iligan/LDN)

really? unless those awards were given before operations slowed down, those awards mean less for them. the plant should be clean and safe - ala ngang operations, eh.:lol:
that's synonymous to having a very clean pier because of very low maritime traffic.
awards should be measured against another criteria to make them meaningful.

When I first saw Kiwalan Cove east of Iligan City I was amazed. "alingatong" meron din akong night shots of iligan, i took i guess a year,,pwede ba dito although pictures taken of last year??? Kasi before i was not able to post it here since i was new here and didnt know much my way not until we meet and i asked you..lol..
I do enjoy viewing ur pictures here.... and for all of you guys here... i encourage you to keep on taking pictures of Iligan it's fun and it's a way to convey to our visitor and friends that Iligan City is a developing city.

A few weeks ago, Red Bull’s Cyrus Baguio made a sentimental return to the UST campus where he blossomed into a UAAP basketball hero before turning pro as the Barakos’ second round draft pick in 2003.

Baguio was excused from Red Bull practice that day by coach Yeng Guiao and team manager Andy Jao. The high-flyer nicknamed Skyrus was the guest in a mock press conference staged for over 250 college writers from more than 35 schools all over the country by The Varsitarian at the 10th National Campus Journalism Fellowship called “Inkblots.”

The Varsitarian, founded in 1928, brings together some of the country’s most respected journalists in various fields to speak before the conferees every year. It is a dedicated mission for “Inkblots” to be “an avenue for academic learning, sharing and fun” and the event’s 10th anniversary is a tribute to The Varsitarian for institutionalizing this annual activity.

“We in the Varsitarian like to believe that if ‘Inkblots’ has made it this far, it’s because of the continuing relevance of the fellowship, as well as the constant attempts of the organizers and speakers to innovate the seminars and conferences, making them current while never forgetting to address the basics,” said UST Varsitarian adviser Lito Zulueta.

This year’s cast of speakers listed Ces Drilon, Nestor Cuartero, Felipe Salvosa, Vergel Santos, Arnold Clavio, Manuel Abrera, Alice Colet-Villadolid, Michael Coroza, Joseph Voltaire Contreras, Romeo Gacad, Ruel de Vera, Conrado de Quiros, John Nery, Sandra Aguinaldo, Eldric Paul Peredo and this writer for sports.

A few years ago, I introduced an innovation in my slot at “Inkblots.” After lecturing on the fine points of sportswriting and relating stories from experience, I brought in a guest for a mock press conference. I acted as moderator and opened the floor for questions from the campus writers. Then, I gave the writers a 20-minute deadline to submit write-ups based on the press conference – in news story, features or column form, in English or Filipino with a specific word limit. Within an hour, I chose the five best pieces and gave out prizes to the authors. I also promised that excerpts of the winning write-ups would be published in this column.

Baguio was a big hit. He had quite a story to tell. From the questions fired by the school writers, he spoke about his boyhood in Iligan, how his uncle RicRic Marata brought him to Cebu to play his last year of high school basketball, how he turned to UST when La Salle offered him only a half-scholarship, how he played proudly for the Growling Tigers, how he thought of quitting when he hardly got playing time as a Red Bull rookie, how he persevered in Guiao’s system and how Guiao gave him confidence to become the PBA’s Most Improved Player last season.

Here are excerpts from the five winning entries:

First prize – Roland Mirabueno, 19, Third Year, Economics with Computer Application, Letran Calamba.

“Necessity makes anything valuable. Scarcity also makes anything valuable. A country’s need for an icon like him makes him valuable. His rare qualities, often unseen in rising stars, make him valuable. Cyrus Baguio had his humble beginnings in Iligan City. With his two-digit scoring average inflation, immersed in a society with a great demand for inspiration, faced with a low supply of humbled stars, Skyrus has the economic advantage to dunk his way to success.”

Second prize – Czarina Ponseca, 13, Second Year, HS, St. Mary’s Academy of Caloocan City.

“At the press conference held at Albertus Magnus Auditorium in UST, PBA player Cyrus Baguio gives us a hint of what made him a player of the present and the hardships that led to his success. No one would’ve thought that his Iligan boy would be the amazing player he is now. And no one would’ve thought that behind the shine and glimmer of this Red Bull player is a man who became what he is now because of a wish, a dream, to be the best player there is.”

Third prize”– Rhose Anne David, 16, St. Mary’s Academy of Caloocan City.

“‘Skyrus’ yang ang bansag sa mahusay na manlalarong si Cyrus Baguio sapagkat mayroon siyang taglay na kakaibang bilis at talon na ‘sing taas ng langit. Si Cyrus ay isang mahusay na manlalaro na dapat pang subaybayan sa bawat taon na darating.”

Fourth prize”– Jeffrey Sarado, 21. Advertising Management, DLSU Manila.

“From his humble days in his hometown of Iligan, PBA player Cyrus Baguio has definitely come a long way. Now, he is regarded as the most promising player in the PBA. What is the moral lesson in Baguio’s story? It’s that despite the odds, you should keep fighting for what you’re passionate about.”

Fifth prize”– Jan Michael Arbolado, 19. BS Nursing. West Visayas State University, Iloilo City.

“Aside from the quantum leaps in his stats from 2003 to 2008, Cyrus Baguio still shows no signs of stopping from carrying Red Bull to where it stands. With a season ready for play, Baguio has many more reasons for playing hard. One would consider a girlfriend to be one but not Baguio. ‘Si Nanay talaga yung prime inspiration ko,’ Baguio confessed.”

pero i still amazed kasi ang stable ng pagkuha ng image... i dont know if Alingatong uses tripod..?

you mean 100mbps sa pinas? have you verified that via speedtest.net? or are you referring sa speed na sinasabi sa Local Area Connection? kasi di yan ang speed ng internet mo but speed ata ng connection mo from PC to modem (i think..but definetely not the internet speed)

wow... ang lakas naman.. hehe.. baka 1mbps cguro... mag kano din installation fee nyan...

yes that's right . Plan 999 is only around 1mbps (1024 kbps).

100mbps is only the max speed of the LAN Card.


My internet package of PLDT MyDSL is PLAN 3000 which is 5mbps (5120kbps). I got connected since August 2003. It was only 384kbps at that time but PLDT keeps upgrading / doubling the speed every year without additional fees for the monthly bill.

PLDT MyDSL packages:

Plan 999 = 1mbps
Plan 1995 = 2mbps
Plan 3000 = 5mbps

Internet cafes in Iligan is using between 1mbps to 5mbps connection.


Too bad i have to wait for next year for me to be back in Iligan for my vacation and enjoy my internet connection there again. :lol:

here in singapore may plan na 100mbps pero nasa S$80 ata (around P2000+)..ours is the slowest plan pero nasa mga 10mpbs pa..

sigh, sayang lang at naka throttle ang torrents dito

mahal ng internet sa pinas :ohno: sa bahay yung PLDT myDSL plan 1200 ata sa amin (phone +512kbps)

PLDT myDSL... bow!

May bad experience ako dyan sa PLDT DSL. Niloko pa ako. Hope it won't happen again.

Actually, I have been connected with my Globe in my Pala-o residence for 3+ years na @ 1.5Mbps. Then having a family business at Poblacion area and have a 24 hour net link to my in-laws abroad since I frequently use VOIP, I opted to have a second connection of 1 Mbps from whichever provider would connect and service us at the most prompt time. PLDT won the bidding with their "kabit agad" promo. I was so glad by this. But when I first look at their connection rate through the modem portal, it was just set to 370 kbps. Reklamo ako agad. I went to their office, and I talked to the one technical guy about my problem and to my shock and amusement, they said that there is no provider that could provide 1 mbps connection during that time and that was May 2008. Inexplain pa sa akin tungkol sa network architecture ng mga DSL internet providers like network backbone and other technicalities. Di ako DSL expert pero kasabot ko kay I always read the pinoydsl.net forum since nagkaroon ako ng globe connection ko. Inisip ko naman na siguro nililito nya ako para i-accept ko nalang connection rate na binigay sa akin. Ako pa lokohin. When I said that this is my second internet connection but with another company and that one of my close friend is also enjoying his 1Mbps connection for many months already , he asked stuff like what is my bandwidth, ilang years na connected and other stuff, and after that conversation, he immediately said "O, paputol na nimo dayon kay ako na ipa-disconnect dayun karn". Sabi ko sa sarili ko, 'wow napikon'. May nakarinig pala na kasama niya sa kabilang table, at nagsabi na i-enjoy na lang daw ko ang free trial na one week or two basta tatawag lang daw sila if satisfied na ako then then magstatart nalang sila magbill. Agad naman sinabi nung first guy na nakausap ko as in front of me na "Ayaw na, ipaputol na na diretso." Sabi ko, "sige putla na ug kuha-a nalang modem og other accessories sa balay." Then I left, went to my place and checked my connection, wala na talaga connection. Aba, okay ah. Napikon. Minutes lang.

Buti nalang nagkaroon naman ako ng connection sa Globe a few days after but only at 1Mbps instead of 1.5 Mbps at 990+php. Promo lang kasi ung 1.5mbps noon starting at 384kbps then naging 768kbps and lastly 1.5mbps for free at a span of a few months kung member ka ng gentxt at the start.

Hay PLDT talaga. Pero yung aunt ko sa Brgy. del Carmen, with PLDT plan 1mbps, connection nya is 1.6+mbps with download speeds averaging 180 to 210kbps. Lakas nyan ha.

Depende siguro sa location.

Wag lang sana manloko, dahil hindi lahat ng tao ay bobo. Maging honest lang sana.

hindi rin, naka throttle kasi ang torrents dito, i tried once and ang max dl speed ko is 80kbps lang sa torrents kahit 10mbps ako :(

pero pag legal downloads..ayan mabilis, even tried na umabot ng 1mbps ang dl speed and ang 1+gig na file eh less than 1 hour lang ang DL

CED, MSU-IIT Ranks Second in the Licensure Exam for Teachers in Elementary and Secondary Education Levels

The College of Education of MSU-Iligan Institute of Technology is ranked second top performing school in both elementary (Category A: with 10-99 examinees) and secondary (Category C: with 300-499 examinees) education levels in the Licensure Examination for Teachers (LET) conducted last September 28, 2008 by the Professional Regulation Commission (PRC).

CED, MSU-IIT got a 97% passing rate with 63 passers for the elementary level and 65% passing rate with 216 passers for the secondary level, higher than the national passing rates of 30% and 35% respectively. This success may be attributed to an updated curriculum that is infused with ICTs, continuous faculty development program, improved facilities, establishment of LET Review Center, and strong linkage with DepEd, Intel Teach, Foundation for Information Technology Education and Development (FIT-Ed) and Philippine Business for Social Progress (PBSP).

The school also was ranked third in year 2006 and second in year 2007 for secondary education level and ranked first in April 2008 and second in year 2004 in the elementary education level.

TUBOD, Lanao del Norte — The United States (U.S.) government is set to construct a 27-kilometer stretch of road worth some P60 million in Lanao del Norte that will pass through three towns of Kauswagan, Matunggao and Poona Piagapo – a hotbed of Moro rebels.


Army 104th Brigade Commander Col. Benito de Leon said US Army Captain Christian Knutzen reported recently to Lanao del Norte Gov. Mohammad Khalid Dimaporo that his government has approved the road project in a bid to spur economic development in the area.

The project, De Leon said, would encourage farmers to plant more as they can bring down their products to the market in a shorter time with high prices, as well as improve mobility of goods and people – a key factor to spur agricultural economy.

At the same time, he noted that making accessible the interior parts of Lanao del Sur like Poona Piagapo, would enhance law enforcement in the area plagued by separatist rebellion, especially the group of wanted Mindanao Islamic Liberation Front (MILF) Commander Bravo, now wanted by authorities for the killings of civilians in raids on several villages last August.

Knutzen told Governor Dimaporo that actual implementation of the road project would take place in a few days – a good news for the youngest governor in the country, who welcomes the project and expressed his appreciation to the U.S. government through Knutzen.

Both military officers also presented to Governor Dimaporo the consolidated list of plans, mostly infrastructure projects, as proposed by the different municipal mayors in the province.

The proposed projects, however, would still be subject to scrutiny before its nomination for approval of the U.S. government, Knutzen told the governor.

Knutzen is a part of the U.S. military stationed in the area in connection with the RP-US Visiting Forces Agreement, which undertakes civil-military activities in support of the local military to introduce development projects that would hasten stability in conflict areas.

Apart from carrying out infrastructures as provided by the RP-US VFA, the U.S. Forces have also been noted to carry out medical missions mostly in the depressed areas.

De Leon also told Governor Dimaporo that plans are now underway, on instructions of President Arroyo, to build a military camp in the hinterland municipality of Poona Piagapo, where Camp Bilal of the MILF is located.

Camp Bilal is the former camp of fugitive Commander Bravo, which was used before as an area for the temporary shelter of Bravo’s group while the GRP-MILF peace negotiations was taking place.

The camp was occupied by military forces after Bravo’s infamous pillage of Kolambugan and Kauswagan towns last Aug. 18.

"We are optimistic that the planned development of the area will address the security issues associated with its inaccessibility, and will eventually usher in economic activity to benefit the locals," De Leon said.

Julie Lluch’s ‘Yuta’: A retrospective

MANILA, Philippines - Odette Alcantara’s terra-cotta bust burst into more than a hundred pieces when lightning struck and gutted to the ground the Heritage Art Center in Cubao in 1990.

Julie Lluch put them back together as though reconstructing a great jigsaw puzzle. The resurrected “Portrait of Odette” is a testament to her belief in “the strength and superiority, nay, indestructibility, of the lowly medium that is clay.”

It is now on display at the Main Gallery of the Cultural Center of the Philippines, together with other busts of the living and the departed Filipino greats—National Artist Nick Joaquin, Gilda Cordero-Fernando, Adrian Cristobal, Andres Cristobal Cruz, E. Aguilar “Abe” Cruz, Purita Kalaw-Ledesma, Norma Liongoren, Nestor Mata and quite a few more.

All sculpted in terra-cotta and acrylic by Lluch, the pieces are proudly displayed in her retrospective, “Yuta” (“earth” or “clay” in Cebuano), ongoing at the CCP.

Pottery as pure art

The durability of Lluch’s medium has been proven time and time again. Workers laying the foundation for a factory in the Yellow River Valley east of Xi’an, China, came upon the remains of a neolithic settlement, the Banpo Village, which dates back to around 5,000 BCE. Archeologists they consulted later excavated extraordinarily beautiful clay pots painted with both abstract and nonabstract designs.

This author has visited the Banpo Village Museum with its terra-cotta display in the ’70s. It was described as “the greatest single contribution to prehistoric archaeology in East Asia.”

Foundations of 45 circular houses built of mud and wood; an impressive array of 200 storage pots; a collection of pottery and tools; and a pottery-making center were found. From the impressive finds, it was discovered the people of the village practiced slash-and-burn agriculture, while at the same time engaging in the firing and painting of both utilitarian and decorative terra-cotta in communal kilns.

Not to be forgotten are the life-size terra-cotta figurines of Emperor Qin Shi Huang’s legion (circa 221 BCE), now listed by Unesco as one of the world’s cultural heritages.

Closer to home, it was recently reported that broken burial clay jars with human forms were seized from antiquity smugglers near a war-torn area in Mindanao, the broken anthropomorphic pottery of our ancestors that lived around the time of Christ.

“The pot-maker of old,” says Lluch, “is an accomplice of nature… I look on pottery as pure art. Here the artist serves as instrument of the materials.”
Lluch declares she is endlessly impressed with the story from the Bible of how God fashioned man out of clay and blew into it the breath of life.

Act of rebellion

Julie Lluch’s retrospective breathes life to an amazing array of terra-cotta artworks that span 30 years of creative and artistic undertakings inspired by different stages of her personal, political and spiritual awakenings.

Her portraits of José Garcia Villa and Nick Joaquin together with Vincent Van Gogh and her family were her very first exhibit, titled “If Joaquin, then Villa, or Busts,” at Sining Kamalig in 1977.

Her second exhibit at Galerie Bleue in 1979 had already an intimation of feminism which would mark the subsequent artworks she would create. It showcased representational terra-cotta pieces such as the biblical “Susanna & the Elders” and nonrepresentational pieces of yonic hearts and phallic cacti.

Her act of rebellion on the gender issue in this period would reach a higher level in the tableaux series, or what she calls sculptural narratives, that would catapult the feminist artist in the pantheon of truly sensitive artists: “Philippine Gothic,” “Cutting Onions Always Makes Me Cry,” “Still Life with Cezanne’s Apples on Kiri’s 6th Birthday,” “Picasso y Yo,” “Thinking Nude,” “Piscean Deluge” and “House on Fire.”

Except for “Thinking Nude,” which was modeled by Tita de Quiros, all the women were represented by Lluch herself.

Julie Lluch’s creativity and imagination also found expression in her homage to artists, men of letters and art patrons. Occupying a big space at CCP main gallery retrospective are the above-mentioned busts of Nick Joaquin, “Abe” Cruz, Adrian Cristobal, Andres Cristobal Cruz and Purita Kalaw-Ledesma.

Women of mystery

Her recent works highlighted the women even more. Nine life-size women of the Philippine Revolution of 1896 in various poses of prayer and supplication, which she collectively called “Filipina 1898,” were exhibited at Art Center of SM Megamall. It was, she says, her offering to the Centennial of the Philippine Revolution.

Her Maranao women in their languid poses are outstanding in the soft appeal they create, considering that the clay material used has been hardened by heat.

Lluch, who grew up as a Christian in Iligan, northern Mindanao, says she had very little contact with the Maranaos even if Marawi, which is a Muslim quarter, stands close to Iligan. And for her, the Muslims, especially the women, are a “mystery” which partly explains why her Maranao women are shrouded. The artist in her seeks to appreciate the differences in the culture that divides them.

The retrospective “Yuta: Earthworks by Julie Lluch,” which was opened Oct. 9 by National Artist for Painting Benedicto Cabrera or Bencab, will be on exhibit until Dec. 31. A book on the three decades of Lluch’s life and career as a sculptor will be launched Nov. 27 at CCP.
The retrospective is a thanksgiving of sorts for Lluch, who has been “blessed with trials and surprised by joy.”

The contributor is the executive director of the Maningning Miclat Art Foundation. The foundation is calling on young poets 28 years old and younger to prepare for the 2009 Maningning Miclat Trilingual Poetry Competition. Rules of the contest will soon be posted at www.maningning.com.

265 evacuee-families return to Poona Piagapo

PANTAO RAGAT, Lanao del Norte – Two hundred sixty five families retirned Saturday to five hinterland barangays in Poona Piagapo town, allegedly the base of the Moro Islamic Liberation Front (MILF) under Abdurahman Macapaar, .aka Kumander Bravo, one of three commanders wanted by the military and police.

After a series of dialogues with military officers under the 403rd Infantry Brigade, the evacuees will return to barangays Kablangan, Nunungan, Pantaon, Tangclao and Piangamangaan.

“We have already packed our things since November 20 but it is only today when soldiers okayed our return,” Kablangan barangay chair Linang Aguam said.


The evacuees were escorted to their villages by soldiers and representatives of Ecoweb Inc., a non-government organization. Ecoweb, which has a potable water project in the villages, are providing the returning evacuees relief goods for
consumption upon their return.


Marilou Morales, project officer of Ecoweb Inc, said the relief goods, distributed with the support of Caritas Australia, nclude five kilos rice, sardines, noodles, coffee, mongo, sugar, bath soap, and laundry soap.


Col. Benny de Leon, commanding officer of the Army’s 403rd IB based in Ditucalan, Iligan city, asked the barangay chairs to submit the list of names of those who would return to their barangays.


“I agree with you that it may sound that they are going to live in concentration camp where peoples’ activities and mobility are closely monitored,” De Leon said.


“There is no other way where we could monitor them and how we would know them. This is like separating the free people from those imprisoned that are bearing penalties.

This is the only way where we would know that there are questionable personalities who went inside the community,” he explained.


“We already have a standing order to provide you escorts, to assist and to provide security. The list and the actual number of persons who would go home must be accurate. If it’s one hundred; it should be one hundred,” de Leon said.


De Leon also bared that “in our quest to improve the preventive mechanism against future attacks to coastal civilian communities, we will construct a military camp in barangay Nunungan in Poona Piagapo. We are still verifying if the land that we are going to occupy is a property of the government or private property.”


Regina Antequisa, executive director of Ecoweb said: “we all know that in the interior barangays of Lanao del Norte, people there do not have land titles.”


“We have gone to the area but the place is barren and we saw a few huts. In Munai, we already have a military camp; we will also construct one in Nunungan. Since this place has been the converging area for the rebels, we will stay there to prevent future attacks in the coastal communities,” de Leon said.


De Leon said the road from Kauswagan to the poblacion of Poona Piagapo will be constructed with the assistance of US Army engineers.


“The US soldiers’ participation in the road construction is only from Kauswagan to Poona Piagapo. This is a seven-kilometer road with allocations already. And then we will also construct the military camp,” he added.



“There are many projects at stake but we must see first where the people are. Projects must be introduced where the community are situated,” he said.

Antequisa asked soldiers not to subject civilians to interrogations.


“ Many of them do not know how to speak efficiently Bisaya or Tagalog. They cannot reply to soldier’s questions. People are afraid of the soldiers because they do not know you,” she explained.

Rasmia Macarandas, an NGO worker told de Leon that many Maranao residents in Poona Piagapo are “just afraid of soldiers, sir. You start asking them, they will tremble.”

“Then tell them that you had a conversation with a colonel and that you did not tremble,” de Leon replied.


De Leon acknowledged “there are many Maranao children who want to become Bravo and make him a hero out of this violence just as there are many children in the coastal areas who want to become soldiers.”


“Have you watched the movie ‘The Kingdom’?,” de Leon asked. “There was an episode when a mother asked her child ‘what did your dying grandfather tell you before his last breath?’ The child replied ‘don’t worry my child, we will kill them all.’ In the same instance, the FBI (Federal Bureau of Investigation) had a meeting where one of them asked the main actor ‘what did you tell her (referring to a woman soldier) at a time when we had our case briefing?’ The main actor replied ‘we will kill them all.’ That ending is nakapanglulumo’ (so depressing) said De Leon.

They may forgive, but never forget

Assault victims try to cope with the nightmare

KOLAMBUGAN, Lanao del Norte, Philippines—The pastor talked about forgiving people who had done them wrong, but his listeners were unimpressed. Some were anxious to leave, while others wanted to stay and start life anew in the same place of atrocity.

For more than two months, residents of Barangay Pantar in Kolambugan, Lanao del Norte, have been staying at the Geronima Cabrera National High School since their village was attacked by Moro Islamic Liberation Front (MILF) rebels in the early morning of Aug. 18.

It was the community’s first horrifying experience—unimaginable to Christians and Muslims living in peaceful coexistence. Some residents were killed, while others were taken as hostages.

“MOA man daw to nga wala gipirmahan ni Arroyo (I think it was because of the MOA that President Macapagal-Arroyo did not sign),” said Matilde Eballe, 51, when asked why her town was sieged.

Eballe, a small store owner and fish vendor, never cared to learn about the Memorandum of Agreement on Ancestral Domain (MOA-AD) as part of the peace negotiations between the government and the MILF and whose aborted signing has led to fresh fighting between the two parties.

Lost pail of coins

“I am so busy with making a living everyday that I do not have time to think about that. What I wanted was to earn every day to survive. More so now that I don’t have any means of living anymore,” she said in the local language.

She was referring to her store which was ransacked by the rebels. Merchandise worth about P30,000 and a pail of coins she had saved for many months, which amounted to about P20,000, are all gone.

Eballe has been looking for a place to rent in the neighboring town of Tubod for her live-in partner and all her four married children and grandchildren. “What is important for me now is for my family to be able to live in peace away from the threats of the next attack of the MILF,” she said.

During the attack, Eballe was shot and wounded in the right thigh when two of her neighbors tried to run away from the rebels while being brought to the town center. Three of her male neighbors were instantly killed.

“I may have come out alive now, but I might be killed the next time because the MILF has promised to come back. We better go to a safer place,” said Eballe.

No ill-feelings

“I don’t have ill feelings against my Muslim neighbors. They are also affected by the war. Though they are also Muslims, it was the MILF who did this to us,” said Eballe when asked how she feels toward her Muslim neighbors.

While Eballe has chosen to leave, another resident will remain in Pantar and rebuild her life and home. One question for her has been unanswered though.

“Why did this happen to us?” asked Raiza Sechico, 35. The rebels killed her husband Florante when they fired indiscriminately at their house.

Her 21-year-old nephew, Jaime Dagwan, was hit in the head and died. Her 14-year old son, William James, was wounded in the left arm.

“I cannot understand why my husband was killed when he had never held a gun all his life, yet he died from a gun,” she said, holding back the tears.

Church teaching

“But I do not want to blame anyone for what had happened. It will not bring my husband back,” Sechico said.

She vowed never to put hatred in her heart that would prevent her living a normal life as possible with her three children.

“If I teach my children to hate Muslims, what will happen? Violence is not going to end. That is not what our Church has taught us,” she added.

The residents of Pantar are coping with the tragedy in different ways, their lives changed forever by a war they do not understand.

While it may be possible for them to forgive, they can never forget.

Turkey institute to donate cow meat to poor Muslims

An institute from Turkey will be giving 50,000 kilos of cow meat to 50,000 poor Muslim families in celebration of Eid’l Adha or the Islam feast of sacrifice.


In an Islamic Symposium held at Ateneo de Davao Jacinto campus yesterday, the keynote speaker, Muhammad Rizal Dalkilich, president of the Risal-I Nur Institute of the Philippines, said they would be slaughtering 500 cows and give the meat to poor Muslim families in Mindanao.
“We will be giving the meat to areas greatly affected by the war, such as Lanao del Sur and Lanao del Norte,” he said.

They cooperated with the Ateneo Law Students-Advocates for Bangsamoro Lights, Interschool Muslim Organization of Davao and Ateneo Moro Youth Organization, the groups that organized the symposium, to determine which parts of Davao will become the beneficiaries of the program.
According to Al-Sabar president, Norhani Mamukid, the meat will probably be given to poor Muslim families in Boulevard, Ilang, Bangkal, and Sirawan.

Last year, Dalkilich said they slaughtered around 300-400 cows and gave it to poor Muslim families in Banay-banay, Malaybalay, Valencia, Pagadian, Cagayan de Oro, Tawi-tawi and other places in Mindanao.

TKC Steel to shut down Iligan plant for upgrade

Listed TKC Steel Corp. said Monday its local subsidiary, Treasure Steelworks Corp., is set to shut down operations from November 25 until January 2009 to pave the way for the installation and commissioning of new furnaces at its plant in Iligan City.

TKC Steel president Anthony Dizon said this is in line with the programmed modernization of the Iligan plant to increase its production capacity. He said they would install a new electric arc furnace and a ladle furnace for a more efficient melting process during steel manufacturing.

Treasure Steelworks is engaged in the production of steel billets and has the largest installed capacity in the country. TKC Steel's other subsidiary, Zhang Zhou Stronghold Steel Works Co. Ltd., makes steel pipes in the southeastern Chinese province of Fujian.

Dizon said the temporary halting of Treasure Steelworks' operations would have minimal effect to the group "because the domestic market cycle for steel products typically slows down in the fourth quarter, preparatory to the holiday season."

"Moreover, the prevailing market scenario provided us an appropriate window to undertake these activities so that we can be ready once the economy recovers and the market strengthens," he added.

In June, TKC Steel and Treasure Steelworks signed a contract to export steel billets to Saudi Arabia. The company said it was also in talks with other prospective buyers for monthly shipments of 10,000 to 20,000 metric tons of billets.

TKC Steel is part of the Tiu Group of Companies that has interests in the financial and tourism sectors.

The company closed up 4 percent at P2.60 per share on the local bourse Friday.

The summit is scheduled to be held today and Wednesday, November 25 and 26, at the Maria Cristina Hotel in Iligan City, and which was organized by the Iligan Information and Communications Technology Council (IICTC, or Iligan eCouncil), Commission on Information and Communications Technology (CICT) and the Iligan City Chamber of Commerce with support from the United States Agency for International Development’s Growth with Equity in Mindanao Program.

He said successful public-private partnerships in ICT development in different regions of the Philippines, as well as labor requirements for BPO operations, will be presented in the plenary sessions.

He said there will also be in-depth analyses of the “next wave cities” of Cebu, Iloilo, Bicol and Davao, which have been identified by the Business- Process Outsourcing Association (BPAP) of the Philippines as “attractive locations around the country that have the potential to host an ICT ecosystem by leveraging on local talent and infrastructure.”

He added that urban centers with promising labor pools and expanding infrastructure, such as the cities of General Santos, Zamboanga and Iligan, are already gearing up for inclusion in the succeeding tier of “next wave cities.”

Iligan City houses one of the country’s top technical schools, the Iligan Institute of Technology, on its Mindanao State University (MSU) campus.

After the two-day summit, the participants will also visit the MSU campus and popular tourist spots in Iligan City, such as Tinago Falls, Ma. Cristina Nature Park and the Timoga Spring Pools.

DPWH chief wants all infra projects completed in 2009

MANILA, Philippines - 2009 will be a busy year for regional and project directors of the Department of Public Works and Highways (DPWH).

This was after DPWH Secretary Hermogenes Ebdane Jr ordered the officials to complete all infrastructure projects mentioned by President Arroyo in her State of the Nation Address (SONA) last July.

Ebdane said he wants the projects completed before the end of 2009.

"These vital infrastructure projects must be delivered immediately as they serve as foundations of economic development and it can also help our governments effort to sustain its economic gains through infrastructure development" he said.

Among these projects are the Halsema Highway and Bontoc-Tabuk-Tuguegarao Road in the Cordillera, the Baler Casiguran Road and Dingalan Port Road in Central Luzon, Marikina Infanta Road in Calabarzon Region, Iloilo East Coast Road and Calbiga-Tacloban Road in Visayas, and the Basilan Circumfernatial Road, Surigao Davao Coastal Road and Iligan Circumferential Road in Mindanao.

To strictly monitor the progress of work, he also instructed all field personnel to submit report on a monthly basis instead of quarterly. The report should also specify the physical target for each month, he said.

Cruz of Iligan expressed his gratitude to the practitioners and stakeholders in the field of information technology who responded to the invitation and bringing them together to the 1st Information Communication Technology (ICT) Councils/Foundations/Organizations Summit here in this city.

MANILA, Philippines - The government is seeking as much as $1 billion in foreign aid to fund the construction of one part of the planned Mindanao railway system, which is expected to drive economic development in the conflict-torn region.

Construction of the project is expected to start by the fourth quarter of next year, and will most likely drag on until after the term of President Gloria Macapagal Arroyo, who has made the project one of her administration’s top priorities.
"What’s important is we get it started and that finally, Mindanao will have a railway system," Transport Undersecretary Guiling A. Mamondiong said in an interview last week.

Mrs. Arroyo in late June formed the Mindanao Railways Project Policy and Coordinating Committee composed of Transportation Secretary Leandro R. Mendoza, Public Works Secretary Hermogenes E. Ebdane, Jr. and Budget Secretary Rolando G. Andaya, Jr. as members, with House Speaker Prospero C. Nograles as the group’s adviser.

The committee will advise the Office of the President on prioritization and schedule of implementation of the various railway lines in the South, serve as the "coordinating and issue-resolution" body; and submit a development plan to the President for approval not later than Dec. 1.

Mr. Mamondiong said the government has approached Poland, Saudi Arabia, and Spain for overseas development assistance (ODA) for the project, which is estimated to cost around $800 million to $1 billion — more than the initial estimate of around $700 million for the project.

Phase 1 of the project, which is a 120-kilometer stretch of railway that will pass through the Cagayan de Oro to Iligan industrial corridor, will be awarded to bidders through a build-operate-transfer agreement, he said.
The railway system will also link two vital Mindanao gateways, Mr. Mamondiong said. These are the Laguindingan International Airport and the Mindanao Container Terminal. It will have passenger and cargo operations.

The route is being prioritized, since the covered stretch is the industrial gateway and a key trade center of Mindanao.

Mr. Mamondiong said clashes between the military and separatist Muslim groups in the southern part of the Philippines would not be a concern since the area that the railway would cover is "the most peaceful part of Mindanao."

He said the DOTC was bidding out to local firms the contract for the feasibility study.

"Any time now, it will be awarded," he said.

In a statement last September, Mr. Nograles, who also represents the Davao’s first district in Congress, said the project was expected to be an efficient, reliable and affordable mode of transportation in Mindanao.

The project will spur development, attract foreign investments and create thousands of jobs in the region, he said.

The planned Mindanao railway consists of a criss-crossing network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities.

Soldiers repaint defaced mosque in Lanao Norte

ILIGAN CITY (MindaNews/25 November) – Soldiers have repainted a mosque in a village in Lanao del Norte which evacuees found to have been defaced upon their return Sunday, an Army official said.

Col. Benny De Leon, commanding officer of 104rth Infantry Brigade, said he ordered his soldiers to immediately repaint the desecrated mosque in barangay Nunungan, Poona Piagapo, Lanao del Norte after some groups told him about it.

“The mosque is now painted green,” De Leon said, adding he said he did not want the military to be criticized for the desecration.

The evacuees said the mosque was vandalized with such words as “Bravo is gay!” and “Bravo, baboy ka!” and a drawing of a pig.

Barangay residents came back after staying for three months in the evacuation centers of barangay Matampay, Pantaoragat, Lanao del Norte.

“It’s bad and it desecrated our mosque. It should have been spared from this kind of violence. I believe they did these because they know it will hurt us,” Imam Saanoding Renayon said.

De Leon showed to this reporter the communication from his subordinates in Tangclao, Poona Piagapo which said “the vandalized mosque is already painted, Sir.”

“It is part of my mandate to protect the constitutional right of civilians in these communities and contribute to the pursuit of peace and stability that would further hasten development in the province of Lanao del Norte,” he said.

De Leon was conferred the honorary title of Sultan sa Romapunot sa Lumbayanague (Lanao del Sur) in 2000 for his peace efforts as head of the 58th Infantry Battalion under the 4th Infantry Division.

He replaced Brig. General Antonio Supnet after the latter captured the reported camp of Abdurahman Macapaar, a.k.a. Commander Bravo in Nunungan.

“While we focus our energy to neutralize the Moro Islamic Liberation Front (MILF), we also enhance our linkages with all sectors to generate people’s support in attaining our mission that will benefit the people,” he further said.

DTI Iligan conducts twin price monitoring activities

ICC Iligan City (27 November) -- The Department of Trade and Industry (DTI), Iligan City/Lanao del Norte Provincial Office, in coordination with the Local Price Coordinating Council of Iligan (LPCC) conducted a simultaneous monitoring on Price Tag compliance and the new ICC Markings for Christmas Lights.

Linda O. Boniao, Assistant Regional Director of DTI-10 said the group has inspected 408 public market stalls from the city's two big markets.

Stores which did not comply with the Price Tag Law were issued notice of violation by the market superintendents' office.

While there were 19 establishments inspected for compliance to the new Import Commodity Clearance (ICC) markings on Christmas lights, 12 were found to be selling uncertified and mislabeled products. T

These stores will be subjected to further verification as to their ICC Certificates and the possible correction of the mislabeled items, otherwise penalties will be imposed to erring establishments as mandated by law, Boniao underscored. (LVG/PIA Iligan)

Iligan rehab center ground-breaking ceremony set on November 28

ICC Iligan City (27 November) -- The Iligan Center for Treatment and Rehabilitation will soon rise at the 2-hectare lot area located at Sitio Fatima, Barangay Abuno, this city.

Unveiling of the Project Profile will be executed by City Councilor Bayani C. Areola - City Council's Committee Chairman on Drug Abuse. He will be assisted by ICADAC action officer Suzette Redondo, and all ICADAC members. The blessing of the site will be officiated by Msgr. Jemar Veracruz of the St. Michael's Cathedral.

No less than the chairman of the Dangerous Drugs Board (DDB) Secretary Vicente C. Sotto, lll will grace the ground breaking ceremony and the burying of the time capsule on November 28, 2008, 10:00 o'clock in the morning.

ICADAC Action Officer Suzette P. Redondo said Secretary Sotto will be received by the city's local leaders headed by Mayor Lawrence Ll. Cruz- ICADAC chairman, Vice Mayor Henry C. Dy, the city councilors and officials of Barangay Abuno and the rest from the city's 44 barangays.

Redondo said with the Php 15 million funding from the DDB, the city's dream of putting up a rehabilitation center will be realized to cater drug dependents here in our city and the neighboring areas.

The release of funds shall be in three (3) tranches, and ICADAC received an initial amount of Php 5million in preparation for the construction of the said center.

A short program will follow at Barangay Abuno gymnasium where Sec. Sotto delivers his message and handing over of Plaque of Appreciation to be awarded to Mr. Elpedio Kwan- the lot donor.

Sec. Sotto will then meet the press for a conference in the afternoon and shall join the Torch Rally Parade which will converge at the Rizal Park, this city. ILIGAN CITY – Local communication and information technology (ICT) councils and foundations have proliferated in cities and municipalities across the country, in response to the rapid development of the business process outsourcing (BPO) sector.


The potential of these local organizations for enhancing the competitiveness of the BPO industry was the focus of the 1st National Summit of ICT Councils, held at Maria Cristina Hotel Iligan City, November 25 to 26.

The summit was organized by the Iligan Information and Communications Technology Council (IICTC, or Iligan eCouncil), Iligan City Government, Commission on Information and Communications Technology (CICT), and the Iligan City Chamber of Commerce, with support from USAID’s Growth with Equity in Mindanao (GEM) Program.

“The event led to the formation of the National ICT Conference of the Philippines, to serve as an umbrella for networking and coordinating the activities of local ICT organizations,” said Dr. Emmanuel Lagare, IICTC chairman.

“These councils have sprung up outside Metro Manila and Cebu, in areas which seek to attract BPO investments as the industry expands,” Lagare added.

Plenary sessions presented successful public-private partnerships in ICT development in different regions of the Philippines, as well as labor requirements for BPO operations.

There was also an in-depth analyses of the “next wave cities” of Cebu, Iloilo, Bicol and Davao, which have been identified by the Business Process Outsourcing Association (BPAP) of the Philippines as “attractive locations around the country that have the potential to host an ICT ecosystem by leveraging on local talent and infrastructure.”

Already, urban centers with promising labor pools and expanding infrastructure, such as General Santos, Zamboanga and Iligan, are gearing up for inclusion in the succeeding tier of “next wave cities.” Iligan City houses one of the country’s top technical schools, the Mindanao State University-Iligan Institute of Technology (MSU-IIT). Gibansagan ang maong kasabutan og “The Iligan ICT Declaration”, agi’g paghatag og credit sa labing unang host sa nasudnong summit nga mao ang Dakbayan sa Iligan.

Unod niini ang paghatag og pangalan sa gimugnang hugpong nga National ICT Conference of the Philippines kon NICP. Nakalatid usab niini ang Vision Statement sa NICP nga mamahimong kasangkapan sa panagtinabangay ug pag-inambitay sa mga maayong kahimo-an, ug magsilbing hini-usang tingog sa ICT industry sa Pilipinas.

ang kalahian sa third branch from the other branch is the furnishings used. Instead nga katong usual chair and table setup, they used a sofa like furnishing something you would think like a coffeeshop. And also the lighting fixtures that they used. Aside from that, the order section is somewhat more classy than the usual Jollibee style fastfood chain look.

Japan calls for resumption of peace talks

IF the Philippine government and the Moro Islamic Liberation Front (MILF) really want to extend the term of the International Monitoring Team or IMT, the two parties should resume peace talks as soon as possible, the Foreign Affairs Ministry of Japan said Friday.

Japan, a member of the IMT together with Malaysia, Brunei and Libya that works with the Local Monitoring Team and the Joint Commission for the Cessation of Hostilities for maintaining ceasefire in Mindanao since October 2004, said in a statement that the government and the MILF should make efforts to break the deadlock with a flexible attitude.

The government of Japan highly appreciates the role of the IMT in helping Mindanao achieve lasting peace thru monitoring the implementation of the ceasefire agreement and we strongly hope for a further extension. For that purpose, we call on both parties to resume the peace talks, Japans Foreign Affairs ministry said.

Japan added its government is also concerned about the worsening situation in Mindanao due to the aborted signing of the memorandum of agreement on ancestral domain (MOA-AD) in August.

Japan strongly requests both parties to exercise self-restraint so as not to worsen the situation, it pointed out.

Malaysian Foreign Minister Rais Yatim said Thursday his government is suspending its participation in the international team effective November 30, but is still considering participating in the International Monitoring Team in the future, provided that the peace process has progressed and a formal request made by the peace panels are made. Malaysia, also the broker of peace talks, confirmed the pullout after the Philippine government rejected the MILFs demands such as reconstituting the Philippine governments peace panel, allowing the International Monitoring Team investigate the incidents in Lanao and Cotabato and lifting the arrest warrants on Moro rogue commanders Umbra Kato, Abdullah Macapaar alias Bravo and Aleem Pangalian.

Govt seeking IMT extension

Presidential Adviser on the Peace Process Hermogenes Esperon assured that the government is not giving up on extending the term of the international team.

We are still talking with the MILF for the extension of the IMT. We want to save it. We are already working to make the team stay. We have done it before and we hope to be successful again this time, Esperon told The Manila Times.

Esperon was referring to the earlier extension by the international team in August, which stretched the groups tenure to three more months on the request of the government and the Moro group thru new terms of reference.

That extension is set to expire on November 30, but Esperon said Brunei, Libya and Japan already expressed their intentions to remain in the country even without new terms of reference.

Malaysia has the largest International Monitoring Team contingent with 12, followed by Brunei with 10, Libya with six and Japan with two. The extension was said to be granted to give the Moro group and the government more time to resolve the dispute over the MOA-AD, which essentially gives Muslims in Mindanao their own homeland.

Esperon, however, said that the government cannot give in to the Moros second and third preconditions to make the international team extend its stay.

We were surprised by these preconditions. For one, investigating what is happening on the ground is not part of IMTs mandate, while the arrest warrants issued by the court is a judicial instrument so we cannot lift that, Esperon, a former military chief, said.

Sotto leads rehab center groundbreaking rites

ILIGAN CITY -- Dangerous Drugs Board (DBB) Chair Vicente Sotto III led the groundbreaking of the P15-million Drug Rehabilitation and Treatment Center to be constructed in a two-hectare lot in Barangay Abuno here.

Sotto, together with Mayor Lawrence Lluch Cruz, led the groundbreaking ceremony in the lot donated by Mr. Elpidio Kwan.

The proposed rehabilitation center will cater not only to patients in Iligan City but also in neighboring provinces.

Iligan City First District Representative Vicente Belmonte Jr., who was present in the ceremony, committed to provide funds for the completion of the project.

In a press briefing Friday, Sotto said suspected Moro Islamic Liberation Front (MILF) rebels allegedly protect marijuana plantations in Northern Mindanao.

He said marijuana plants are grown and concealed within cassava plantations in the remote areas of Lanao and Bukidnon provinces.

The former senator, who authored the Comprehensive Dangerous Drugs Act of 2002, said: "Narco-terrorism is a fund source of Moro rebels and it poses danger to younger generations."

Sotto said DBB is campaigning for P.E.A.C.E. defined as: Pressure, Escape Availability, Curiosity, and Emptiness for drug users.

He also urged students, 13 years old and up, to stay away from prohibited drugs.

He also encouraged the community to organize functional Barangay Anti Drugs Council while he urged the municipal and provincial levels to create their respective Anti-Drugs Council.

Meanwhile, some 2000 students witnessed the ceremonial burning of shabu and marijuana, confiscated in several raids, at the Iligan City plaza.

We did :okay: were there para makita ang maganda nyong falls (Maria Cristina & Tinago) and of course the mani for pasalubong :) Na kurat ko pag adto namo sa chedeng's kay kumpleto sa mga kakanin (of course yung inyong product) also sold there are the delicacies ng bacolod, cebu, davao & cdo among others. :cheers:

I have no idea kung steel amored plate ilang gina distribute globally. Pero sa pinas kumukuha ng steel ang company namin kse mura lang daw... we received tons of steel per month and we've tested already and its really quality kay even 9mm dili ka dulot sa plate... We got these plates through kuwait and by land diri padulong sa Iraq. So, I received invoice from kuwait but on the bottom ang nakalagay lang don is Made in Philippines but wala naka specify kung asa dapit.

To me, those " wire Clusters " on some of the poles especially in the " downtown " area are like a work of art to me. Most of them appear to be landline telephone subscriber loops.

Thanks to all who have put up pics of the Grand Opening of the new Jollibee at Gaisano Mall, looks like I missed the opening by a few weeks although it will give me something to look forward to on a future visit. Some nice pics also along Tibanga Highway near MSU-IIT.

speaking of Iligan thread forumers, i think i saw Iliganon Boy at Gaisano City Mall last Nov. 29. I think the guy who was wearing green was him as I drove past him and saw him walking by the highway from the mall. Or perhaps baka kamukha lang, di lang ako sure.

Yeah side trip lang ang iligan just to see the spots. Mine particularly was Tinago falls kay wala pa ko naka adto but for the rest of the group first timers sila. Sa Cagayan talaga ang punta namin. :cheers:

Matraffic pala yong araw na yon? Sana na-cropped mo yong pangalan ng mga politiko sa pics. Yan yong overpass na wala masyadong silbi. :)
