Christine Milagros Orbe. (mta)

Perfectly Natural Herbs believes that its herbal tea isn’t simply a drink. For individuals living in the southern Philippines, it contains hope for a better standard of living.
Since the Lanao Development Team created the nonprofit, non-stock company in 2003, it has taught local farmers in the Philippines organic farming techniques. The goal is to offer a peaceful way of life for individuals in or near areas of armed conflicts between the Moro Islamic Liberation Front and the Philippine government.
“We are excited about the possibility of Filipinos transforming Mindanao (the second largest island of the Philippines) by crossing cultural and prejudicial boundaries and showing love to others through organic farming,” said Dr. Rachito Abellanosa, operations manager of Perfectly Natural Herbs, in a statement. “This is the only hope we have of stemming the tide of poverty and the degradation of our natural resources on Mindanao.”
Green Minds, an organic farming training certification program, teaches Perfectly Natural Herb’s workers to make ecological bug spray and organic compost, as well as other sustainable agricultural practices.
The herbs planted by the local farmers are used for Perfectly Natural Herbs’ Talabonga Tea. A portion of the tea’s net profit is used to send more Lanao Development Team workers to the region to support the local community.
Perfectly Natural Herbs produces five medicinal teas. Their primary tea, Talabonga Tea, is made of four different herbs: Tanglad or lemon grass, Lagundi or five leave chase tree, Sambong or Blumea camphor and Moringa olifera. The company claims the combination is effective in lowering blood pressure, relieving cough, asthma and arthritis, helping reduce kidney stones and is nutritionally rich in iron and vitamins A and C.Perfectly Natural Herbs is based in Iligan City, Philippines, and is completely owned by rural Filipinos. According to a press release, the company is gearing up for a debut in the U.S. tea market sometime this year.

Hoping nga after 14 years ma-opay pag-action sa atong mga opisyal sa Lungsod sa drainage development sa siyudad. Unsay may ilang gibuhat for the last 14 years? Maglinkura lang bah sa ilang linkuranan kining mga hingtungdan nga ma-nga opisyales sa atong gobierno. Basin lang ba pagtuon lang gihapon kay hapit naman sab ang eleksiyon?During the time of former Mayor Yanez there was a master development plan for Iligan City. Seguro sobra ang atong politika sa siyudad? Mao nga walay mahimong development.

Alingatong March 4th, 2009, 11:48 AM DILG-10 awards outstanding barangays
Cagayan de Oro City (3 March) -- A celebration of local autonomy.
This was the message conveyed at the awarding ceremony of the 2008 Galing Barangay (GABAY) Award by the Department of the Interior and Local Government (DILG) Region 10 last February 19, 2009.
Twenty-five local government unit (LGU) awardees and finalists were acknowledged that day at SM City Atrium.
Barangay officials, led by their respective Punong Barangays, were present to receive their trophies, plaques and cash award from DILG-10.
Barangay Suarez of Iligan City and Barangay Canitoan of Cagayan de Oro City received their trophies as the first and second runner-up awardees, respectively, under the Highly-Urbanized Cities Urban Barangay category.
On the other hand, Barangay Balubal of CDOC and Barangay Ubaldo D. Laya of Iligan City won as first and second runner-up, respectively, under the Rural Barangay category.
For Component Cities (Urban Barangay) category, the winners were Barangay Carmen Annex of Ozamiz City (First Place), Barangay Mantic of Tangub City (Second Place), and Barangay Kalasungay of Malaybalay City (Third place). Finalists were Barangay 23 of Gingoog City, Barangay Lurogan of Valencia City, Barangay Mobod of Oroquieta City and Barangay Sinaloc of El Salvador City.
For Component Cities (Rural Barangay) category, the winners were Barangay Upper Rizal of Oroquieta City (First Place), Barangay Violeta of Malaybalay City (Second Place) and Barangay Kalabaylabay of El Salvador City (Third Place). Finalists were Barangay 3 of Gingoog City, Barangay Bintana of Tangub City and Barangay Dagat Kidavao of Valencia City.
The awardees for the 1st-3rd Class Municipalities category were Barangay Damilag of Manolo Fortich, Bukidnon (First Place), Barangay Poblacion of Tubod, Lanao del Norte (Second Place) and Barangay Lower Jasaan of Jasaan, Misamis Oriental (Third Place).
Under the 4th-6th Class Municipalities category, the awardees were Barangay Kisolon of Sumilao, Bukidnon (First Place), Barangay Agoho of Mambajao, Camiguin (Second Place) and Barangay Poblacion of Libertad, Misamis Oriental (Third Place).
Finalists were Barangay Poblacion of Maigo, Lanao del Norte and Barangay Southwestern Poblacion of Calamba, Misamis Occidental.
Showing their full-support during the awarding were the Liga ng mga Barangay Provincial and City Chapter Presidents and some members of the Multi-Stakeholders Advisory Committee (MSAC) of the Local Governance Resource Center.
The Liga ng mga Barangay are the active partners of DILG-10 in the implementation of the GABAY Award. On the other hand, the MSAC members formed as part of the Regional Assessment Committee (RAC).
Each provincial and city field stations of DILG-10 had formed their respective awards committees and assessment teams to choose their own nominees/winners under their respective levels and for assessment by the RAC.
Executive Assistant Teodoro A. Sabuga-a, Jr., Acting Provincial Social Welfare & Development Officer of the Misamis Oriental provincial government gave a message in behalf of Governor Oscar S. Moreno.
Remembering his time as a Kabataang Barangay Federation President, he underlined the importance of the barangay officials to know how to run their barangays.
He urged them to strengthen governance in their respective barangays. "Kung hinay kini atong barangay governance, mahugmo kining pangagamhanan, (If the barangay governance is weak, the government will collapse)," he said.
Sabuga-a thanked DILG-10 especially the DILG Misamis Oriental field unit for all the assistance they gave to the provincial government, saying that "DILG is the backbone of good governance".
Representing in behalf of City Mayor Constantino G. Jaraula, City Councilor Alexander S. Dacer congratulated the awardees. He, too, remembered the time when he was a barangay official and knows the importance of having barangay officials well-learned in barangay affairs especially in budgeting their income.
Reading from the message of Mayor Jaraula, he reiterated how the barangay officials have the crucial role to play as frontliners in providing service to the people in the community.
"If the constituents in the barangays know they are taken care of, they will trust the government. And, this trust will make a difference towards our work," he read.
Dacer continued that DILG is on the right track for launching the search, as GABAY provides avenues and challenges to local government units to aspire to do more.
The new DILG-10 Regional Director Loreto T. Bhagwani was happy to see barangay officials receiving their awards and know that the local officials have provided the needed service to their constituents.
He acknowledged the barangays in making a continued struggle to remain of service to the people even beyond the call of duty.
"I hope that this award will serve not only as acknowledgement but incentive to continue the fire and fervor of public service within (our) hearts," Bhagwani said.
Director Bhagwani noted what Sabuga-a announced earlier and that of the barangay as the last bastion of democracy. He said that DILG continues to do its mandate to promote excellence in local governance.
The GABAY Award intends to enhance the performance of the barangays for more effective delivery of basic services through the appropriate program intervention and to give due recognition to the best performing barangays.
Specifically, it aims to strengthen good barangay governance and stimulate innovations in the barangay. (DILG-10)

tonight March 6th, 2009, 08:17 AM Month of Peace celebration starts in Lanao Norte (http://www.mindanews.com/index.php?option=com_content&task=view&id=6021&Itemid=75)
By Violeta M. Gloria
TUBOD, Lanao del Norte -- The provincial government of Lanao del Norte and civil society groups yesterday opened the province’s month of peace celebration, an activity that aims to transcend the effects of violence caused by the armed conflict between the government and the Moro Islamic Liberation Front.
Governor Mohammad Khalid Dimaporo kicked off the celebration with a press conference at the Macapagal Training Center, at the provincial capitol here.
He said civil society should lead in peace advocacy because it has the credibility and “moral compass,” adding there would be misinterpretations if the local government would be the one to espouse it.
Some towns of Lanao del Norte were attacked the past years by the MILF, Maigo in 2003, and Kolambugan and Kauswagan in 2008. Kauswagan was also attacked in 2000, prompting deposed president Joseph Estrada's declaration of an "all-out war."
The attacks led to mass evacuations, destruction of property and deaths of civilians.
Kolambugan, with the assistance of Ecoweb Inc., responded to the raids by organizing their barangay tanods as “conflict managers” in the area.
Dimaporo admitted he was not familiar with the historical context [of the attacks], saying her mother, former governor Imelda Quibranza-Dimaporo, did not relate to him her experiences.
Musa Sanguila of Pakigdait Inc. said the province has declared March as “month of peace”.
This year’s month of peace celebration carries the theme “Lanao del Norte: Rising Above the Challenges.”
He said the activities will include games for peace, forum, and walk/convergence for peace.
He also said that as a partner of Global Interfaith Network, Pakigdait Inc. will host the regional council meeting of the United Religious Initiative of Southeast Asia and Pacific (URI-SEAPac) as the highlight of the celebration.
A “Governor’s Night” will be held on March 16 to welcome all delegates to the conference, at the Mindanao Civic Center in Sagadan, Tubod.
Fr. Teresita Suganob of the Prelature of Marawi who has been working for “dialogue of life and faith,” and Gamal Mamangcao, a Muslim leader of Ranaw Muslim-Christian Movement for Peace and Dialogue, also came.
Col. Benito de Leon, commanding officer of the 104th Infantry Brigade, who was also at the conference, expressed support for peace initiatives in the area.
“My forces and units will support and ensure that peace is attained and we will allow civil society to determine the aspiration of the people in this place,” De Leon said.
De Leon came with Capt. Adam Martin, military consultant from the United States, whom Sanguila dubbed “a newfound partner for peace.”
“We are supportive of the Philippine Army and for the development of this country.”
Martin, who came to the country with other US soldiers for military exercises under the Visiting Forces Agreement (VFA), said.
He told MindaNews he was also assigned to Iraq to take part in that country’s post-war rehabilitation and reconstruction effort.
He said they are willing to offer assistance to local government units upon request.
He reiterated US military pronouncements that “we do not participate in combat operations.”
Martin, along with other US trainers, taught junior officers of the 104th IB a crash course on public relations which ended Friday.
De Leon explained the US army’s presence is part of the kapit bisig program of the two countries.
He, however, admitted that [the American military] is also involved in anti-terrorism operations, in particular against the Jemaah Islamiyah (JI) and Abu Sayyaf.
“Part of their peace-building initiatives in Lanao is the construction of school buildings and to help local residents improve their health through medical and dental missions,” he added.
Dimaporo called US military presence in Lanao an insurance for security.
The governor called on the MILF to observe the international laws of warfare so as to spare the non-combatants. He said respecting the rules of war is consistent with the teachings of the Koran.
Sanguila said that they invited Senator Juan Miguel Zubiri and Secretary Avelino Razon of the Office of the Presidential Adviser on the Peace Process to one of the activities of the celebration.

A new attraction has been added to the site of the Maria Cristina Falls. It's a refreshment center where visitors can take a breather and enjoy a hearty meal or snack right beside the river banks of the Maria Cristina Falls. This new hideaway allows one to immerse himself in the natural symphony of roaring rapids nearby while enjoying the scenery around him. Also soon to open on the same site is a facility for rock climbing. This promises to be a hit among outdoor sport enthusiasts and lovers of nature.

I had the pleasure of meeting Mr A and several of the regulars here on SSC-Iligan on my last visit. I walked into a place one morning with a couple fo my Iliganon friends. As I began talking someone already in the place says " You must be Bob New York ", I am " Mr. A ". This is just one of many examples of the great hospitality I experienced during my visits to Iligan City. When you are on the opposite side of the world from where you live and something like this happens it creates a very welcome feeling.
And speaking of Mr. A. I think this has to be one of the best pics I have seen of the Elena Towers Inn with a tower in the background and the famous Jollibee sign just overlooking the treetops. It is exactly these kind of things that interest me and command my attention when looking at the pictures of Iligan City.
http://i466.photobucket.com/albums/rr25/bobiniligan/ElenaTowerInnIliganCityPhilippines.jpg
Solid, Secure and with a scenic view, I enjoyed my stay at the Elena Towers Inn. It is clean and comfortable with plenty of hot and cold water at all times for the shower and CR. The staff of this fine establishment were very courteous and friendly at all times and the service was nothing less than excellent. The sari sari on the ground level is a real plus for incidental items and for obtaining a late night snack and beverage. I enjoyed the recently added Chow King on the front of the building and it was the first Chow King I had had the chance to try. With such close proximity to MSU-IIT, several Internet Cafe's, the Club Seven right next door and my all time Iligan favorite, Jollibee Tibanga just a few steps down the road, the Elena Tower Inn was perfectly situated for me. A great accomodation at a great price with excellent service at all times. This place should have more publicity on the travel websites than it is getting. My regards to any of the staff and management of Elena Towers Inn that may be viewing this.

Located right next door to the Elena Towers Inn I found the Club Seven to have a most warm and welcoming atmosphere. I received a smile and a handshake from one of the staff each time I entered. In addition to the great food and drinks of all kinds, I found Club Seven to be a great place to get together with my Iligannon friends in the evening. The patio area in the back was ideal for sharing pleasant conversation while still being able to enjoy the live entertainment in the coctail lounge / dining area inside. One evening I even had the pleasure of meeting Mayor Cruz here and spent a few minutes having a very enjoyable conversation with him. Many thanks to the staff and management of Club Seven for providing such an enjoyable experience to my visits to Iligan City.

Alingatong March 8th, 2009, 05:10 AM SP#2: Is it safe there?
“Hi Alkin, where are you from?”
“I am from Iligan.”
“Is it safe there?”
Guests, fellow toastmasters and friends, were you ever asked by that simple question? Me? I had, not just once nor twice but in many different occasions and different levels, namely: the local level, the national level, and as far the international level…. See, being in Iligan opened the door for me to the realization of being Mr. WOW Philippines International.
Let us consider the question in an INTERNATIONAL LEVEL
While I was studying in Luzon, I get to know different kinds of people, even international students. Through them, I had the chance to get to know other foreign people, whom haven’t been to the Philippines yet. Can you imagine the guts I had to even ask them to come and experience WOW PHILIPPINES as I had experienced it…. but then….. taddaddann… “is it safe there?” Blag.
Now, let’s lower it a bit and go to the NATIONAL LEVEL:
When Mark and Gracia Burnham were kidnapped in Dos Palmas Resort in Palawan sometime in 2003, one of my classmates instantly remembered where I came from, and worriedly, sincerely asked “ Are you from Mindanao right? Is it safe there?”
And now, the LOCAL LEVEL:
August 5 of last year, I was sent to Bislig, Surigao del Sur to conduct a SASE or the Student Admission Exam of the MSU System. By chance, that was also the time when the rebel terrorists attacked Kolambugan. Instead of concerning about academic programs, scholarships or admission requirements, the students, teachers and parents alike have common question: “ IIT is in Iligan right? Is it safe there?”
That question made me feel like I am Mr. WOW Philippines candidate #1.
To tell you frankly, it was a very simple question but very very difficult to answer. But of course, some white lies could help and help so that they will believe me.
The room was filled with young innocent looks, all directed to me. There is no one above 17 years old well, except me, which is not 17 years old anymore.
The scene of young innocent looks really made me ponder. If the students were worried of their security, how much more their parents? And how could I convince them to study at MSU-IIT?
At that moment, students were already waiting for some words of enlightenment from their tall, and… dark examiner. and with all my wits I answered CHRONOLOGICALLY:
» First, you have never heard in the news that a student of MSU-IIT has been hit by a bullet because of the war.. The news says there are rebels everywhere in Lanao. There’s a saying “Tell me where the rebels are and I will tell you where their friends are.” I hope that’s the right quote. Mind you friends, not once have I seen a rebel during the war days.
» Second: MSU-IIT is in the heart of Iligan City. There’s no place for the rebels in the city. Heavily armed rebels live in the mountains, in the forests. I live in Dalipuga – Oh my God, that’s a mountainous forest! [cover mouth with a hand as if in shock.] My point is although there is a first class accommodation at the Ma. Cristina Hotel, they could not possibly stay there nor in the city. Simply put, forest is their comfort zone.
» Third, the encounters in Lanao do not happen in our everyday lives. In fact, it has never been part of our lives. The probablility of experiencing more Leap Years is higher than the probability of rebel outrages. If I had been American, I could have 3 failed marriages before the next terror happens. And talking of chances, that leads me to my the final answer
» There’s higher chance for you to be a victim of street crimes in Manila and that is more than ten times than being hit by a stray bullet in Iligan City. Consider this carefully: it is more risky to bet your millions in the stock market than with the risk of getting yourself caught in the middle of the war. Think of it, consider those reasons as I did.
And with those reasons and with the power vested upon me by the Gov’t of Iligan City and MSU- IIT, I declare Iligan City safe and peaceful.
Well, I got a standing ovation from the high school students.
Maayong Iligan kanatong tanan.

Based on my own visits to Iligan City, I can agree with this article. It seems a lot of negative comments about safety in Iligan City originate from people that have never been there and the same applies to certain other parts of Mindanao. When I mentioned to a filipino at my job that I was going to Iligan City, he thought I was crazy to go there although he was originally from Cebu and had never been to Iligan City himself. There is an American named Bob Martin who makes his living running websites promoting Mindanao to the rest of the world. Bob has lived in Mindanao for many years and continues to travel all over the island. I consulted him about my planned visit to Iligan and he felt I would have No Problem !
Since that time, another event that testifies to the safety of Iligan. When certain events on " other " parts of Mindanoa occoured last year that caused thousands of people to leave theri homes, where did they go ? !0,000 people got on boats, rafts and anything else that would float and floated their way around the coastline to Iligan City for refuge and safety which they found there. Can 10,000 people be wrong ?
Here is part of a comment I put on another website soon after returning from my first visit to Iligan. If I had felt it was as unsafe as some people who had never been there had told me, would I have come back to visit again in just a few months ?
-----------------------------------------------------------------------
Is Iligan safe ? As far as I am concerned it certainly is. I have just returned home from a 10 day visit to Iligan City. The entire city was wired with security cameras last September ( a few you can even watch on the internet ). Just about every major retail establishment and hotel has security guards on a 24 hour basis ( armed as well ) even at Jollibee !
Sure, here in the USA we often refer to security guards as ” Rent A Cops ” but I am quite certain these security people are a cut above that type of status.
Iligan is ” a city “. I am not a city person myself, I live in the suburbs of New York City and always have. I felt more secure in Iligan than I ever have when I have had to go to New York City, and especially more secure than I would ever feel on a New York Subway ( no disrespect to the New York Transit Authority ).
Obviously I paid attention to my surroundings as best as possible, I didn”t wear flashy clothing or accessories, I never showed more money than I had to at any given time and I didn’t go wandering around the city at night by myself and I really wouldn’t do that in any city I was not totally familiar with.
I have friends who live in Iligan City and most of the time they were with me and I felt most comfortable and relaxed in their prescence.
What about the Muslims ? I have been to London many times and now I have also been to Iligan City. The best comparison I could give would be on a square block basis and I have seen more Muslims per square block in London than I did in Iligan City. They didn’t bother me, I didn’t bother them, so it was no big deal to me.
I spent about 2 years websearching and websurfing Iligan before I went there including pictures, videos, text and more. I regularly visit many websites that have information about Iligan City including this website.
If I had felt that Iligan City was not a safe place to visit would I have gone back for more six months later ? I felt safer in Iligan City than I ever would on a New York City Subway !

TONZI March 8th, 2009, 06:45 AM ^^ More like a Filipino...an Iliganon by heart. That's what you are :) With foreigners and expats like you who come to live in Iligan like this retired Scottish expat that I know who has an Iliganon wife, he feels more secure to be here and chooses to stay longer here than his place in Scotland. With it, it pertains more that Iligan is as safe as any other place in the country. By the way, this guy has a house in Celdran. The sister of his wife told me that he leased some rooms of his house to other expats who visit Iligan.

I know this has been discussed before, and even this forum's posting rules say that posts should only be in English or Pilipino. It just looks like that recently we've been carried away by the sweetness of the Bisaya tongue.
I'm pretty certain Mr. Bob, et. al., would be more active in this forum, if only he could understand what we're discussing in Bisaya or Pilipino.

BobNewYorkUSA March 9th, 2009, 08:51 PM Dear Pinoy forumers,
For the sake of our non-Filipino friends, can we all post in English, and minimize, as much as possible, posts in Pilipino?
I know this has been discussed before, and even this forum's posting rules say that posts should only be in English or Pilipino. It just looks like that recently we've been carried away by the sweetness of the Bisaya tongue.
I'm pretty certain Mr. Bob, et. al., would be more active in this forum, if only he could understand what we're discussing in Bisaya or Pilipino.
Just my thoughts.
As far as I am concerned, you can use any national or local language you wish to. If I see something interesting I will eventually figure it out or have it translated for me. Many times text is mixed and I pick up on a few of the English words being used. If I could figure out where Iligan is, figure out how to get myself there, make some good friends there and actually enjoy my visits, sooner or later I will figure out more of the language that is used there.
Another aspect that might be considered in promoting Iligan to the rest of the world via this and other websites English Language would probably be the better way to go with anything promotional about Iligan. The pictures pretty much speak for themselves and just about all of the language in the pictures such as on signs, vehicles etc. is in English.
I can not think of any of the over 100 websites I visit that pertain to Iligan in one way or another are in anything but English, with a few exceptions of course.
I think it should be up to the Iliganons and the primary regular posters as to how they think the use of language should go and of course Forum Guidelines.
Regardless of what language is used here, Jollibee will always be Jollibee and thats good enough for me !
http://i466.photobucket.com/albums/rr25/bobiniligan/Mark-DimpzCDO-Nov08campics259.jpg
It took me a long time to learn to " mimick " the words to The Jollibee Song and then learn what the words and phrases translated to in English. Some of my Iligan friends were really impressed. The real test come when I actually met " Jollibee " in person at SM City Mall in Cagayan De Oro and it was just by chance that this happened. The Mall was crowded but I had the chance to introduce myself to Jollibee and I sang the Jollibee song to him in Tagalog / English just as it is in the recording of it. Jollibee danced to my singing as a large crowd gathered and watched ! I wonder what they thought of a Kano Tourist singing in Tagalog to Jollibee ?
" Helena't magsaya si best friend Jollibee Narito Na "
You don't have to be a kid to have fun with Jollibee ! This will be one of the most memorable occasions of my second visit !
Maayoung Gabii Iligan City !

Alingatong March 10th, 2009, 05:04 AM C3 Project sa Iligan, gisugdan na
Tuesday, 10 March 2009

Thanks @cyberwizard for these additional views of Jollibee Tibanga. I think that night pic with the illuminated Jolli-sign would make a great post card.
It is sometimes difficult to figure what will grab someones attention when posting such a variety of scenes in a website like this. Jollibee Tibanga was one of the first things that attracted my attention when I began websurfing Iligan starting about 3 years ago.
When I first saw pictures of this Jollibee, I stared at a pic of it for a while as I was having a cup of coffee and tried to imagine being in there having Filipino burgers and fries.
The bright colors on the building, the interesting shapes on its exterior, the telescopic sign overlooking the entire area of the city.
Many times people both here, and there have asked me how I ever found Iligan City and why I wanted to go there. Before my first visit a few people I chatted with on the internet tried to stress the point that it is not a big International Tourist place.
After giving many hours of thought to come up with some kind of explanation as to why I wanted to go to Iligan City, the best and most truthful reasoning I could come up with about Iligan is that " It began as a place in my imagination that I was able to have it come to life " .
Upon my arrival to Iligan City after flying half way around the world and including the airport stops and transfers if you go by the calandar and the clock calculating all the time zones and the date line, I had been awake for like 2 days or so it seemed. Immediately after checking in at Elena Towers my friends thought I might have wanted to rest but I was just to excited to sleep. I just about ran down the street with my friends, I just had to get to that Jollibee, a place that had been in my imagination since the first picture I saw of it two years earlier right here on SSC-Iligan !
There are many beautiful things to see in and around Iligan City. Different things attract the attention of different people. You just never know what is going to attract someones attention to bring them to Iligan City ! I hope all of you will someday have a similar experience of imagining being somewhere and then all of a sudden you really are ! Destination Jollibee Tibanga, Iligan City was a Mission Accomplished and from half way around the world I got to be " In The Picture " I had seen two years earlier. FOr the next ten days I was able to find so many other great things in Iligan City in addition to visiting friends there and making some new ones !
Would you go half way around the world for a " Hamburger " ?
I did and I loved every minute of it !
Iligan City..........Simply Amazing !

Alingatong March 11th, 2009, 07:44 AM Iligan City ranks 2nd in Best City Peace and Order Council
by Lorry V. Gabule
Iligan City (11 March) -- Adjudged as the country's Second Best City Peace and Order Council for calendar year 2006, in the Highly Urbanized City (HUC) category, is an achievement that we Iliganons could be proud of, said Iligan City Mayor Lawrence Ll. Cruz.
Mayor Cruz, in his announcement to the members of the City Peace and Order Council (CPOC) during its recently concluded meeting at the Sangguniang Panlungsod session hall, said that the selection was on the basis of its exemplary achievements as a prime mover in the formulation, implementation and orchestration of programs, projects and activities for the enhancement of law and order and public safety.
The award we received further recognizes the city's effective and integrated coordination of the five Pillars of the Criminal Justice System at the local administrative level of government, which accomplishments are highly indicative of its continuous and unwavering commitment in the pursuit of lasting peace and development in its area of jurisdiction, the Mayor enunciated.
These pillars are law enforcement, prosecution, judiciary, probation, and penology, Cruz said.
The Best CPOC went to Olongapo City, and both Plaques received by the awardees signed by no other than the chief executive of the land- Her Excellency President Gloria Macapagal Arroyo.
The efforts we exerted had been laudably recognized by the Department of Interior and Local Government through Secretary Ronaldo V. Puno, who chairs the National Peace and Order Council (NPOC) and the National Police Commission (NPC), said Mayor Cruz. (PIA Lanao del Norte) [top]

Baywalk Palawan
It's possible having a baywalk along Tambacan area going West to Tominobo. Not only a baywalk, more commercial buildings, a boulevard, and a tourist attraction. This can be done thru BOT, our local government has no financial capability to do it but it needs a total support for this massive development of Iligan.Iligan can request "Project Developers" who will spearhead this developmental project. Funding gikan sa abroad. NEED COMMENTS ON THIS PROPOSAL.
Alingatong March 11th, 2009, 11:44 AM A very good proposal indeed but I doubt if there will be any takers. For me, the city government lacks the ability to recognize such big project. :ohno:
Bamboo March 11th, 2009, 12:54 PM A very good proposal indeed but I doubt if there will be any takers. For me, the city government lacks the ability to recognize such big project. :ohno:
Whoever among the City Councilors chair the Public Works, should initiate proposing a pre-feasibility studies for this project, once dunay nay pre-fs..then they can invite ---developers or proponents on BOT basis who can prepare a detailed FS,funding, engineering, construction and operation. Dako kaayo ang impact sa financial development ani for Iligan. To invite investors , Iligan Council should give tax incintives sa future developers.More commercial space and land value mosaka gyod sa Iligan.
YES, ILIGAN CAN DO IT.
Alingatong March 11th, 2009, 02:58 PM Iligan is not behind when it comes to making a proposal or declaring a plan for something big. From the past up to the present administration, only few of them (developmental projects) have seen the light. Some of them have passed from one admin to another and have yet to finish. Funding would always be the culprit why such projects did not push through or cause to derail. That’s according to them. But I thought otherwise. Part of the proposal is the FS and of course the financial capability. Most projects were already in the pipeline, what’s necessary for anyone serious about these projects is the (political) will. Yes Iligan can but we need to change. In other words, another mindset or else Iligan will be left behind.

The Central Material Recovery and Composting Facility (or CMRCF) is located at Sitio Bangko, Barangay Bonbonon, Iligan City with a land area of 12.27 hectares. Only 5 hectares will be used for the CMRCF. The facility will be operated by the City Government.
III. TIMEFRAME/PROPONENT
Scheduled to be completed on or before December 2008

Good day...is this for 2006 or 2008?
and common, if this award is indeed for last year, i don believe it because iligan was marred by 2 separate bombings, august and a week before christmas...
Gloria just wanted to have you this kind of award with no basis so that she will think that you iliganons are never been left out in her project developments...
and i dont think that this is for 2006? because it mean to say, 2 years ang study for this kind of award....

I guess our city mayor won't be interested in this for now as he is keen on the water improvement and garbage disposal. PErhaps, the next one's who succeed him after his last term would as they would have it as "pa-pogi" points if they would succeed "mayorship" when Mayor Cruz ends his "3rd" term. For now, water improvement and peace & order will be what's focused on.

But my dream of that area in Tambacan would be a boulevard with benches on the sea front while some areas would be filled with developments such as a "coliseum/sports center", another business district, and areas that would comprise of "industrial/ manufacturing/processing zones". And that it should be run in many phases as it would need also to beautify the front of Tambacan as it has become an eyesore to ship passengers coming to the city as shown in the "sore" sight of those "badjao" houses on stilts. Perhaps, a lot of the people there should be taught on proper garbage disposal as most of them just throw their garbage on the sea shore just like what some are doing in Brgy. Saray.

History
Amphetamine was first synthesized in 1887 in Germany. Initially called phenylisopropylamine, it was, for a long time, a drug in search of use, trying to find application from deconsgestion to depression. In the 1930s , it was initially marketed as Benzedrine, as an over-the-counter inhaler to treat nasal congestion and asthma.
Methamphetamine was discovered in Japan in 1919. The crystalline powder was soluble in water, making it a perfect candidate for injection. In the late 30s, it found use for narcolepsy and ADHD (attention deficit hyperactivity disorder). It is still legally produced in the U.S., sold under the trade name Desoxyn (Abbott. PDR 2001) with indications for ADHD and for short-term therapy in exogenous obesity.
During World War II, amphetamines were widely used as stimulants to keep the fighting men going (during the Viet Nam war, American soldiers used more amphetamines than the rest of the world did during WWII). And after World War II, when military surplus became available to the public, methamphetamine abuse became epidemic.
In the United States in the 1950s, legally manufactured tablets of both dextroamphetamine (Dexedrine) and methamphetamine (Methedrine) became readily available and were used non medically by college students, truck drivers, and athletes. As use of amphetamines spread, so did their abuse. Amphetamines became a cure-all for such things as weight control to treating mild depression.
In the 1960s, the route and degree of abuse changed dramatically with the increased availability of injectable methamphetamine. The 1970 Controlled Substances Act severely restricted the legal production of injectable methamphetamine, causing its use to decrease greatly. It is at present a Schedule II stimulant finding limited use for narcolepsy, attention-deficit disorder, and for a limited time, as an appetite suppresant for obesity.
In the 1980s, the smokable form of methamphetamine, "ice," became available. Like crack cocaine, it is smoked in glass pipes, emitting no odor, with effects lasting for 12 hours or more.
In the mid-80s, methamphetamine was introduced into the fringe circle of use in the Philippines. In less than two decades, it has broken out of the urban subcultures and gained access access into the rural communities with devastating impact.
In the US, its use has undergone a resurgence, a 2004 study reporting that it has already surpassed cocaine use.
General
In the U.S., in from 2000 to 2004, methamphetamine use rises as other drug use falls. Worldwide, according to an UNODC report, use of amphetamine reached 30 million (0/7% of the population age 15 to 64 years old). In the Philippines, as in Thailand, Japan, Korea and Taiwan, methamphetamine is the drug of choice; Asia accounting for60% of meth users.
Collectively, amphetamine, methamphetamine and Ecstasy are grouped as ATS, amphetamine-type stimulants. Synthetic drugs, production estimates are based on seizures, and of these, 80% were amphetamine and methamphetamine. Of the 12,000 clandestine ATS labs dismantled in 2002, most were producing methamphetamines.
Shabu, a powerfully addictive meth stimulant, is the drug of choice of over 90% of Filipino drug users.
Abuse patterns
(1) Low-intensity: casual use, ingesting or swallowing, no psychologically addiction; used for losing weight, need for situational-wakefulness, overtime-shifts.
(2) Binge - heavy intermittent use; smoking or injection; high can last 4-16 hours; psychologically addicted; more than low-intensity, less than high-intensity.
(3) High-intensity abusers: also called speed freaks; forever seeking that quality of the "original perfect rush," usually smoking or injecting; requiring more and more drug to achieve the high; psychologically addicted. The "tweaking" stage is most dangerous.
Usually, a "fix" is used every 3 hours.
A single "pingi" or 0.1 gm costs P100. One mongo-sized "gram" costs P1,000-2,000. (In contrast, 1997 methamphetamine prices in the U.S. ranged from $3,500 TO $30,000 per pound, $400 TO $2,800 per ounce, and $37 per gram in the Seatle area to $300 per gram in the New York.
A mandatory "surprise" testing in one precinct found 69% positive for drug use.
The preferred manner of use is smoking, compared to snorting, injecting, or oral ingestion. There are geographic variations in usage: In Hawaii, 96% of users smoke it; in San Francisco 57% of users prefer injectionm, 27% snort, 11% smoke.
It is easily produced in make-shift laboratories and the by-products are toxic and hazardous.
The National Drug Law Enforcement and Prevention Center gives a conservative estimate of at least 250,000 drug abusers, possibly over half a million. Another conservative estimate puts the number of addicts at one million.
A survey of youths aged 15-30 conducted by the SWS (Social Weather Stations) in 1996 which included youth participation in illegal activities showed a 7% with drug use and 6% with drug pushing. With shabu the drug of choice with 90% of users, the mathematics is gut-wrenching.
Methamphetamine is inexpensive and easyt to make, Its illicit manufacture can be accomplished in a variety of ways, but is produced most commonly using the ephedrine/pseudoephedrine reduction method. Large-scale production of methamphetamine using this method is dependent on ready access to bulk quantities of ephedrine and pseudoephedrine.
How meth works
Methamphetamine stimulates release of excessive dopamine (dopamine is produced in the nerve cells of the ventral tegmental area and is concerned with pleasure regulation in the brain. Upon entering the nerve cell, meth causes the stimulates release of dopamine which then binds to specialized receptors of other nerve cells creating the typical "rush."
Effects
Short-term effects
Heightened attention and energy
Excessive talking
Euphoria, decreased fatigue
Increased activity, increased sexuality
Decreased appetite
Increased respiration
Hyperthermia, occasionally leading to convulsions and lethal levels.
Long-term effects
Dependence
Anxiety, confusion, and insomnia
Addiction psychosis
Paranoia
Hallucinations, visual and auditory
Mood disturbances
Repetitive motor activity
Stroke
Weight loss
Violent behavior, homicidal or suicidal thoughts
'Crank bugs' - Formication (sensation of insects creeping on the skin) causing users to pick at themselves causing ulcerations on the hand and arms.
Disturbed sleep patters; decreased sleep needs
Disinterest in usual social interactions, sex, food
Cardiovascular: Inflammation of the heart lining
Meth Mouth
An oral-dental problem unique to meth abusers wherein normal white teeth can change in a few months into twisted grayish-brown stubs that eventually fall out.
Toxicity
Signs and symptoms of toxicity include arrhythmias, excessive sweating, hypertension, hyperthermia, insomnia, irritability, mydriasis (dilation of pupils), psychosis, seizure, rapid heart rate and tremors.
The stimulant effects from methamphetamine can last for hours, instead of the minutes from 'crack' cocaine. Often, the meth user stays awake for days. After injecting or smoking, the immediate rush or high is called a "swap,' short-lived, minutes long. Snorting (within 3 to 5 minutes) and ingestion (within 15-20 minutes) causes a euphoria, a 'high' rather than an intense 'rush" within 15-20 minutes. As the high wears off, the user enters a stage called "tweaking" where he or she becomes prone to violence, delusions and paranoia. Some try to buffer through this stage by the use of cocaine or heroin. Like heroin and cocaine, methamphetamine can be snorted, smoked or injectedTweaking may be mistaken as a cocky and noisy drunkeness.
The crash happens after the tweaking. To the binge-abuser, with the depletion of body epinephrine, the body "crashes" into a sleep, seemingly, a "lifeless" state that may last 1-3 days, during which time the abuse poses no threat to anyone. After the crash, in-between binge, the abuser is in a normal stage.
Although there are no acute physical withdrawal syndrome on discontinuation of chronic use, a patient may experience a subtle creeping in of fatigue, lethargy, anxiety, paranoia, aggression, or an intense craving for the drug and even a suicidal state. Re-use or re-indulgence of methamphetamine will break this train of symptomatology. It is believed that prolonged exposure can cause damage to the dopamine-producing brain cells, with more profound damage on serotonin-containing cells and concerns as to whether this can contribute to the psychosis seen in long-term users.
Meth rehab success rate is low; 93 percent in traditional treatment programs return to abuse.
Hypersexual Behavior and AIDS Concerns
Meth induces hypersexual behavior and especially with anal intercourse, HIV / viral transmission concerns are raised and unprotected receptive users are put in greater risk. Adding to the risk is the anal insertion of meth and consequent damage to the rectal lining that increases the likelihood of HIV transmission.
Sources / Suppliers
China-based syndicates overseeing drug-trafficking operations. Production materials smuggled from mainland China by drug syndicates using Hongkong and Taiwan as transhipment points. In the Philippines, there have been reports of increasing Muslim-based operations.
Street meth is never pure, cut with a miscellany of substances, including talc or heroin.
--------------------------------------------------------------------------------
Time was when the illicit drug use in the Philippines was mainly an indulgence of the fringe literati, the burgis, the artists and entertainment circle, far removed from the massa and rural culture with its isolated social pockets of marijuana users. None of the hard drugs and the intravenous drug users; none of varied countercultural movements that was requisite or fuel to the growth of the drug culture. It seemed almost possible that while the drug problem raged in most developed countries, the Philippines would be saved from the scourge of illicit drugs. But, alas. Slowly and surely, the illicit drug market has successfully gained inroads into subcultures of users, into collegiate life, and deep into the bowels of Philippine rural life, burgeoning into a raging epidemic of drug addiction.
Today, "Shabu" poses a problem as serious, as frightening, as formidable, as any present day issue confronting the Filipino society. How can a country and a system mired in corruption fare against the commerce of drug trade so empowered by its bottomless coffers and consequent political clout? Many powerful nations have succumbed; the fanfares of their drug wars drug muffled, their policies inevitably compromised, shifting from prevention into containment.
Sadly, I think the Filipino society confronts an impossible task. The problem is passed prevention. Is containment still possible?:ohno::ohno::ohno:
Alingatong March 12th, 2009, 03:51 AM Nickel miner expanding product line
CAGAYAN DE ORO CITY — Platinum Group Metals Corp. is expanding its product line to ensure the continuous operation of two ferronickel smelter plants in Northern Mindanao.
The company had to temporarily shutdown its two plants in the region in recent months due to falling nickel prices.
The company might start producing not just ferronickel but also ferroalloys, ferro-chrome, ferromanganese and even calcium carbide as a safety net in the event of a further slide in nickel prices, Platinum Group Vice-President and Chief Finance Officer Raoul Romulo said in a statement.
"This is the strategy that the management is eyeing for the next two years so as to avoid interruption in the smelter operations, as well as in the employment of highly skilled industrial work force in the Cagayan de Oro-Iligan corridor," he added.
"Platinum Group is optimistic that a recovery in metal prices would start by the second half of this year and with stability in fuel prices and power costs, it would be a matter of time for the Iligan and Manticao (Misamis Oriental) plants to churn ferronickel for export sales again," Mr. Romulo said.
He added that the shutdown of their smelting plants had not affected nickel ore shipments.
"The company through its Surigao mine site is eyeing at least one million wet metric tons to 1.6 million wet metric tons of low-grade to high-grade nickel ore for exports to international buyers from Australia, China, Japan and Taiwan," he said.
Mr. Romulo further noted that shutting down and restarting would be costly and the company was conscious of avoiding this in the near term.
All facilities of the company in Iligan City through its subsidiary, Maria Christina Chemical Industries, are under maintenance after being temporary shut down in June 2008.
Data from the Department of Labor and Employment Nor-thern Mindanao showed Platinum Group was among those that had submitted a notice of closure that affected 267 workers.
Reasons cited for the closure were lack of capital and uncompetitive prices of its products, a report from the regional Labor office showed.
A Platinum Group report noted that nickel prices had gone down from $16 per pound two years ago to as low as $4.30 per pound last year.
Mr. Romulo said ferro-nickel, from medium- to high-grade nickel ore, is a major ingredient in the production of stainless steel.
The global economic slump has dampened demand from China, the biggest end-user of ferronickel, resulting in the shutdown of many smelter plants, Mr. Romulo said.
Other major factors affecting ferronickel production are fuel prices and power costs.
Leon M. Dacanay, Jr., regional director of the National Economic and Development Authority, told an economic briefing last week that among the vulnerable sectors in Nor-thern Mindanao are manufacturing, especially industries that depend on foreign sales such as Platinum Group.
Ma. Eliza Pabillore, Misamis Oriental Trade provincial director, earlier said manufacturing companies were not closing their operations, but needed to temporarily stop because of slowing demand in world markets, consistent with what Mr. Romulo said.
She said the temporary shutdowns would allow manufacturers to survive in the long run. — Geefe P. Alba

tonight March 12th, 2009, 12:55 PM New Tabak Division Commander lauds troops' role in peace and order (http://www.pia.gov.ph/?m=12&r=r10&y=&mo=&fi=p090311.htm&no=55)
Ma. Cristina, Iligan City (11 March) -- Major General Romeo D. Lustestica, the newly installed Commander of the 1st Infantry (TABAK) Division, Philippine Army, recently visited the headquarters of 403rd Brigade and 10th Regional Command Defense Group based in Iligan City.
Maj. Erwin A. Alea, Asst. Chief of Staff for CMO G7, said Gen Lustestica expressed his appreciation for the invaluable contribution of the officers and men of 403rd Brigade in the law enforcement operations against the Lawless Moro Islamic Liberation Front (MILF) Groups (LMGs).
He said the 403rd Brigade have accomplished its mission particularly in the pursuit of justice for the victims of the LMGs and in restoring peace in the Lanao provinces.
"You have greatly contributed to the attainment of peace here in the 1ID area of operation thus your presence has weakened the force and capability of the LMGs to launch any atrocities," said Lustestica.
Alea disclosed that the 403rd brigade under the 4th Infantry Division was brought here to Lanao areas to support the law enforcement operations against the LMG and secure the coastal areas of the province since the LMGs attack the Kolambugan and Kauswagan towns on August 18 last year.
He added that the newly installed Commanding General also spoke to some 1,500 students from Mindanao State University-Iligan Institute of Technology (MSU-IIT) under the Reserve Officers' Training Corps (ROTC) holding their Marches and Bivouac training at the 403rd brigade training area.
In his message, Gen. Lustestica inspired the students to make good in their studies and to pursue their ambitions and chosen careers.
He further praised them for choosing to undergo the ROTC program.
The activity was further highlighted by display of military hardware and squad tactical maneuvers courtesy of the 403rd brigade and was concluded by a tree planting headed by Gen. Lustestica and his staff.

There you go.
Your sweeping generalizations in your previous post being qualified---later---by no other than you. Not bad.
Thanks for your revelation; and I won't even quote on your last sentence. Personal attacks are sure signs of weak reasoning.
Do yourself a nice little favor. Next time you may want to visit the city first before asking anyone here to post "fotos" just to erase a "stigma".
(In retrospect, 'stigma' may not be the right word. I suggest consulting a thesaurus. There are words that are more accurate and more suited to articulate your opinion---use them.)
