BobNewYorkUSA April 28th, 2009, 09:10 PM This comming Saturday I am planning to be on " The Saturday Morning Club " A radio program on WXCI FM in Dambury, Connecticut. This station webstreams and it has been heard in Iligan and CDO via Internet. It will be Saturday Evening there in Iligan. I should be on the program sometime between 8:15 and 11:00 . I will be playing some of the music I brought back with me from The Philippines by such artists as Amber Davis, Raisencrantz, JR, Iligans own, Nikki Bacolod. I am going to try and play The Octava Choral Society from MSU-IIT performing " Iligan March ". Although I havn't quite figured out the translation for that song, when someone coupled it with a pic slide show on Youtube it gave me a good idea of the theme of it and I like the way it sounds. The last time I was on this program, I even played " The Jollibee Song " LOL. Naturally I will also talk about my visits there and the great time I had.

US family survived war thru Pinoy hospitality

FILIPINO hospitality at its best sustained Virginia “Ginger” Hansen Holmes and her American family throughout the ordeal of World War II, a kindness which Holmes has memorialized in her moving book, “Guerilla Daughter.”
Based partly on the war documents of her father, Capt. Charles Hansen of the US Army Reserve, Holmes’ memoirs bears some comparison with the famous diary of Anne Frank, the 15-year-old Jewish girl who documented her family’s experience hiding in her father’s office building in Amsterdam during the Holocaust.
But the Frank family was betrayed and transported to concentration camps where the sensitive Anne died of typhus in 1945.
Holmes, who was only seven when World War II broke out in December 1941, survived her own holocaust because numerous Filipinos hid them from the Japanese occupiers, despite a P10,000 reward for information about Americans in the area.
“What impressed me even more was that each time the Filipino civilians helped us, they were laying their lives on the line, as the Japanese brutally punished those giving aid to anyone they considered an enemy.
“I speak for my entire family in expressing gratitude for the bravery and loyalty of the numerous Filipinos on Mindanao who came to our rescue during those difficult years of World War II,” wrote Holmes.
Reunited
Holmes visited Surigao last week to reunite with the descendants of the families that helped the Hansens during those difficult years.
Her “Guerilla Daughter,” published by the Kent State University Press, will be launched on May 2 at the Powerbooks Greenbelt in Makati.
A mechanical engineer from Syracuse, New York, who had enlisted in the US Army, Hansen arrived in Manila with his regiment in 1921. Upon his Army discharge, Hansen opted to remain in the Philippines. He also married Trinity Harris, a daughter of a retired US Army veteran of the Spanish-American War who had also chosen to settle in the Philippines.
In 1937, Hansen moved his growing family to Mindanao, where he found work in a sawmill in Iligan, Lanao del Norte. A year later, he moved his family to Surigao, where he worked as plant supervisor of the gold mines owned by the East Mindanao Mining Co.
Good life
Hansen was able to provide a good life for his wife and their five children—Ed, Rudyard, Henry or Hank, Charlotte or Peach, and Virginia, or “Ginger.” The family lived in a wooden house with wide, screened windows and house helpers to attend to their needs. They had electricity, a refrigerator, a radio console and a 1939 Studebaker Champion sedan.
On Dec. 8, 1941, Hansen announced to his family: “The Japs have bombed Pearl Harbor. We’re at war!”
The Hansens had just celebrated Rudy’s 16th and Hank’s 15th birthdays, and were looking forward to Holmes’ 7th birthday on Dec. 17.
“Life would not be the same for us over the next four years,” Holmes wrote.
Christmas of 1941 was somber. The Japanese had landed in Luzon. In April 1942, Bataan fell. Corregidor soon followed.
In early May, the Hansens packed their belongings and moved to the first of a series of “bakwitan” (evacuation place), a nipa hut in the town of Tagana-an, also in Surigao.
Their greatest fear
“Capture by the Japanese was [my parents] greatest fear,” Holmes wrote. It was also the consensus that girls faced a greater danger than boys. Holmes and her older sister were given haircuts, so they could pass for boys. Friends who knew them “promised to keep our secret,” Holmes said.
Reports about the Japanese patrols, and the constant fear that the locals could unwittingly reveal the presence of an American family in their barrio kept the Hansens on the move. At one time, the Hansens lived in a nipa hut “perched on the curved roots of large mangrove trees.”
The mangrove “bakwitan” was the lowest point in the life of the Hansens, who eventually decided to return to their nipa hut on dry land.
“Our presence was probably known to the local populace, yet no one betrayed us. My parents concluded that our physical location was not necessarily the sole determinant in our survival. The loyalty of the people in the area was a much more important factor,” Holmes said.
Fertig’s guerrillas
In late 1942, a guerrilla network began taking root in Mindanao, organized by US and Filipino officers who did not surrender to the Japanese. The guerrillas were later joined by soldiers who escaped from the Japanese garrisons and complemented by volunteers. A predominant personality in the guerrilla movement was Maj. Wendell Fertig, a US Army Reservist who, like Hansen, was in the US Army Corps of Engineers.
Hansen joined Fertig’s guerrillas, while the Hansen teenage boys volunteered. As the men went to war, the Hansen girls kept moving, on foot, sometimes by banca, sometimes wading in leech-infested waters.
“Filipino hospitality prevailed, and residents always gave us their best accommodation, however modest,” Holmes wrote.
Her father and brothers, somehow, would appear for brief visits. In December 1944, the Hansen family celebrated Christmas together, hopeful that the war was coming to an end.
But the war in Mindanao would officially end only in September 1945, when Maj. Gen. Yoshiharu Tomochika, the commander of the Japanese forces in Mindanao, surrendered in Butuan.
The Hansen boys, who were enlisted as privates in the US Army, were discharged, given back pay of P300 each and promptly returned to their high school classes.
Capt. Hansen, who was officially discharged in November 1945, found himself unemployed and faced the grim prospect of supporting a grown family.
Grateful to be alive
“Despite our hardships, we’re grateful to be alive at war’s end. Thousands of Americans who were in the Philippines at the outbreak of the war were not so fortunate,” Holmes said.
In the early 1950s, Rudy and Hank Hansen, who had settled in San Francisco, were drafted into the military. Rudy was sent to Korea while Hank joined the Marine Corps. Peach worked as a secretary with San Miguel Brewery where she met her husband, Jaime Cabarrus.
Capt. Hansen and his wife also returned to live in California with their youngest son, Ed. Hansen died of heart failure in 1963. His widow suffered a massive stroke in 1976. They are buried at the Golden Gate National Cemetery in San Bruno, California.
Holmes also worked as a secretary at San Miguel, and later as a flight attendant for Philippine Air Lines. In 1958, she married Kent Holmes, a US Navy officer.
An “avid student of history,” Kent Holmes provided the timeline of the Pacific War that guided his wife in writing her poignant account of extraordinary kindness in time of war.

Infection from the swine flu can only happen if you have direct contact with a pig.
According to the Centers for Disease Control and Prevention (CDC), swine flu has in the past been spread between pigs and humans. This most likely occurs when people are in close proximity to pigs such as on farms and at fairs. However, with this outbreak, it appears human-to-human spread can also occur, because the virus can spread through liquid droplets that get airborne, such as through coughing and sneezing. Or you can contract it by touching something with the live virus on it and then touching your mouth, eyes, or nose.

MANILA, Philippines — At least 9, 423 inmates nationwide stand to benefit from P7 million worth of micro-infrastructure projects to be carried out jointly by the Bureau of Jail Management and Penology (BJMP) and the International Committee of the Red Cross (ICRC).
Interior Undersecretary Marius Corpus said the projects include installation of water supply, sanitation, ventilation, improvement of physical facilities and putting up of bio-digesters in Metro Manila District Jail and city jails of Manila, Parañaque, Canlaon, Guihulgan, Cebu, Tacloban, Iligan, Valencia, Cagayan de Oro, Davao, Panabo, General Santos, Surigao, and Butuan.
The projects are covered by a memorandum of understanding signed by Director Rosendo Dial, chief of the BJMP, and Cristoph Sutter, deputy head of delegation of the ICRC.
Also part of the agreement is to conduct three technical trainings for BJMP engineers and staff in charge of jail maintenance and rehabilitation all over the Philippines this year, said Corpus, who has jurisdiction over the BJMP.
BJMP is an agency under the Department of Interior and Local Government. (DILG).
In a press statement, Corpus lauded the much needed support for the inmates despite the burden brought by the financial crisis sweeping the globe.
Last year, ICRC funded water supply, sanitation and biofuel projects of jails in Regions 4A (Calabarzon Region), National Capital Region, 9 (Zamboanga Peninsula) and 12 (Soccscargen) worth P3.5 million, benefitting around 8,000 detainees.

DAVAO CITY—A central Mindanao city now has its first call center, the farthest that anyone from the outsourcing and offshoring industry (O&O) has gone in search of an appropriate location outside the congested and expensive Manila and Cebu centers.
Calcent Link Solutions is now operating the first combined training and outbound call center in Cotabato City, according to the Growth with Equity in Mindanao (GEM), an agency formed by the US Agency for International Development and the Philippine government.
The call center in Cotabato City, 242 kilometers west of this city, is a partnership with Davao City-based BE Sure Outsourcing Co.
The company has already hired and trained several agents, mostly women, to call for accounts in the US.
“We train [aspiring agents] first and then hire some of them,” said Pete Marquez, Calcent Link owner and president of the Metro Cotabato Chamber of Commerce.
Calcent Link offers a 10-day basic workshop, covering US geography and culture, American English, communication skills development, call simulations, stress management and personality improvement.
“The English skills of our trainees were exceptional to begin with and that’s not an area of concern,” said Marquez. “We’re pleased with their persistence in selling.”
Calcent Link director Andy Orobia said its local agents “are proving as good as any other call-center agents in the country.”
“The opening of the first call center in this city is indicative of a new phase in the development of the business-process outsourcing sector in Mindanao,” said the GEM.
Cotabato City produces more than 1,800 college graduates a year, mostly from Notre Dame University, Cotabato City State Polytechnic and 17 other tertiary-level schools. Most of the graduates have majored in accounting and courses related to the medical profession, GEM said.
“There being few white-collar job options in the city, many of these graduates end up working in other places, such as the new wave BPO hubs of Davao and Cagayan de Oro, or further afield in Manila or Cebu,” GEM said.
“As these outsourcing hubs grow more congested, however, BPO firms are setting up auxiliary offices in other locations,” it added.
The statement quoted a local call-center agent, Sahanie Ali, as saying that “working here is convenient because the cost of living is low and I can go home daily to my family.”
“From my hometown in Sultan Kudarat [a municipality next to Cotabato City] I cross the Rio Grande de Mindanao by banca, then take a jeepney to work,” she said.
Renne Subido, GEM deputy program manager for business development, said “setting up BPO operations at the labor source has advantages for both the firms and their local hires.”
“There’s less attrition,” he added.
Subido said Cotabato City could be “a focal point for remote, or virtual, training and subcontracting,” citing moves of the O&O industry to look for satellite operations in other cities in Mindanao, such as [B]Zamboanga, Iligan, Cotabato, General Santos and Marawi.

Iligan City recently joined the whole world in the celebrating Earth Day by holding a tree planting activity at the proposed site of the Central Materials Recovery Processing Plant located at Barangay Bonbonon, this city.
The Iligan earth day celebration ( thru tree planting) was spearheaded by the solid waste management group, and participated in by various government offices and private groups.

Iligan City (30 April) -- The Iligan City Tourism Office announced that the increasing influx of tourists in the city will also need the development of a pool of quality local guides to augment their present staff.
Tourism Officer Agnes Clerigo-Maingat of Iligan City Tourism Office said because of the absence of a local tour operator in this widely-known Industrial City of the South, their Office is in the forefront of developing and marketing tour packages.
"We tend to have the activity, dubbed as "Tour Guiding Skills Training" on May 4-15, at the Maria Cristina Hotel, located at General Luna St., Iligan City, Maingat said.
The training is aimed at developing volunteers who would like to be an accredited freelance tour guide of Iligan City and equip them with the knowledge and skills that a tour guide should posses.
Maingat stressed this could be a source of or additional income for job-seekers, new graduates and working individuals, adding that the tour guide is a basic component of the tour package.
"The attitude of the tour guide, over and above the technical know-how and personality, can spell the difference between success and disaster," she said.
She explained that a tour guide is an individual who, either as an employee of affiliate of a duly licensed travel and tour agency, guides tourist, both foreign and domestic, for a fee, commission or any other form of lawful remuneration on local sightseeing excursions.
The 10-day training course costs P2,500, inclusive of meals and snacks, training kits, tour guide ID for passers, and certificates.
"For an effective training course, we limit the number of participants to a maximum of 30 only, and participants should be at least 16 years old and above, with good oral communication skills, and willing to undergo the training for 10 full days," she added.
The training course outline focuses on the following: Philippines Tourism Industry (Department of Tourism/City Tourism Office); Structure of Local Tour Business; Philippine History, Arts and Culture, Monuments, Treasures and Antiquities, Filipino People and Custom, Folk Dances, Folk Music; Principles of Tour Guiding/Tour Guides Role and Regulation; Destination in Iligan, Portrait of a Tour Guide, Relationship, Suppliers, Procedures-Hotels, Airline and Ticketing, Restaurant; Personality Development, Communication Skills, Map Reading, First Aid and Safety Measures; Tour Planning and Management; Practical Guiding Techniques; and the Practicum (Mock Tour). Iligan City (30 April) -- The Department of Trade and Industry (DTI) in Iligan City reminds the public to be wary of the various scams aimed at consumers.
DTI Iligan City/Lanao del Norte Provincial Director Ruel B. Paclipan said one form of scam is through sales promotion.
"This happens most of the time inside the shopping malls where agents offer freebies such as movie tickets, rice cooker and other attractive items, in exchange for buying something to get the giveaways, he said.
If the consumer falls to their trap, it is already too late for the consumer to realize that the price of the item they bought from the said sales promotion is three times higher compared to the price levels in other stores, thus, the consumer is deceived," Paclipan added.
The DTI offered the following tips: It is not a giveaway if you are required to buy something in return; Compare the price of similar item or items offered to you to other shops; Do not easily sign a contract if presented; and should you sign a contract, understand well the terms and conditions.
Another scam, which is very common, is sending fraudulent promotions through short messaging service (SMS) or text, Paclipan disclosed.
In most cases, they announce through text that you have won a cash prize or a brand new car from raffles you didn’t even join.
He said one can determine if the message is a text scam by these tips: Check the number of the sender - legitimate promos use only 3 or 4 digits and verify the promo by logging on to www.dtincr.ph.
He urged everyone to call DTI direct line at (02)751 3330 or your nearest DTI provincial offices and report consumer scams, including reporting the mobile number to the National Telecommunication Commission (NTC) at 926 7722.

Sa nasayran gikan ni Konsehal Chonilo Ruiz, tumong sa kalihukan ang paghatag og higayon sa mga nagpakabang sektor nga masusi ang estado sa proyekto.

MANILA, Philippines – The Professional Regulation Commission (PRC) announced yesterday that 7,470 out of 26,812 examinees passed the Licensure Examination for Teachers (LET) in the elementary level given last April 5.
The PRC also said 5,914 of 23,975 examinees succeeded in hurdling the LET in the secondary level.
The figures represent 27.86 percent and 24.67 percent passing rates for elementary and secondary levels, respectively.
Lorivi Robles Hubayan of the University of the Philippines-Diliman topped the exam in the elementary level with the rate of 90 percent.
She was followed by Catherine Joy Batrina Catalan of University of Pangasinan with 89.80 percent.
Others in the top 10 were Dena Sasing Cula of UP-Diliman, with the rate of 89.40 percent; Aileen Reyes Macapagal, UP-Diliman, 88.80; Hershey Gambon Calma, UP-Diliman, 88.40; and Charmaine Villarica Ariem of Holy Angel University, 88.20.
Tied at seventh place with a rating of 87.80 percent were Gian Carlo Salabao Auxilian of Saint Anthony’s College-Antique, Ma. Belle Desiree Gapusan Casino of Xavier University, Marjorie Mendoza Jimenez of National Teachers’ College, and Charla Rochella Gino Santiago of UP-Diliman.

From Las Vegas -- Boxing's current theater of the absurd ended Friday, and now they can fight.
Saturday, shortly after 8 p.m., 2-1 favorite Manny Pacquiao, the pride of the Philippines, will take on Ricky Hatton, the pride of the pubs of Manchester, England.

One of the pitches of the promotion, billed as the Battle of the East and West, is that the fighters have come from opposite ends of the earth to meet in the center of a ring in Las Vegas. Stated less dramatically, they have come from opposite ends of the earth because each is guaranteed around $12 million.
The roughly 16,000 seats in MGM's Grand Garden are sold out.
"This is a real sellout, not one of those sellouts where we still have tickets left," said one boxing official. That brought to mind the boxing promotion axiom uttered by Top Rank's Bob Arum, who once said, when pressed on a statement, "I was lying to you yesterday. Today, I'm telling you the truth."
The economics of the fight revolve around much more than the live gate. Promoters are hoping to sell as many as 1 million HBO pay-per-views in the United States at $49.95 each, and maybe even more than that in Britain. They also are selling tickets for closed-circuit viewing at one of seven other Las Vegas hotels, which have a total of 20,000 seats available for $50 each. Pacquiao will get 52% of the additional action after his $12-million guarantee.
So the cash should flow as freely as the fun did Friday, when boxing once again made a huge show out of two guys standing on a scale in their underwear. Hatton weighed the limit of 140, Pacquiao 138, and everything that preceded that 20 seconds of action was showbiz.
An estimated 25,000 Brits have flown over the pond, as well as the prairies, to be here, and perhaps 5,000 of them got into the arena for the free-of-charge weigh-in. Of those 5,000, a good guess is that 500 had tickets for the fight. Another good guess is that they will challenge the Las Vegas beer consumption record established the last time Hatton fought here.
Question: When does a Brit fight fan lose his membership in the club? Answer: When he is caught without a bottle in his hand.
Besides the Brits singing and booing and having a grand old time, the weigh-in featured an alleged Hollywood celebrity named Mario Lopez, asking various ex-fighters dumb questions that nobody could hear over the din of the crowd anyway.
Lopez to Oscar De La Hoya: "When is the last time you saw this kind of crowd at a weigh-in?"
Correct answer, which De La Hoya didn't give: "Oh, Mario, maybe for my last 10 fights."
There was also Arum, Pacquiao's promoter, telling the crowd, "My philosophy is that every Mexican boxing fan is rooting for Manny Pacquiao."
And Richard Schaefer, Hatton's promoter for Golden Boy, responding by leading the crowd in yet another verse of "There's only one Ricky Hatton."
Mercifully, there is always a fight at the end of all this, and Pacquiao-Hatton should be a decent one.
The sense here is that 30-year-old Pacquiao, even though he is only two months younger than Hatton, is a boxer on the rise and Hatton is one who, deservedly, is cashing in on a few last big paychecks before settling down to Wednesday night dart-throwing.
Both have fought a lot, Pacquiao with a 48-3-2 record that includes 36 knockouts, Hatton with 45-1 and 32 KOs. Hatton's one loss was to undefeated and about-to-come-out-of-retirement Floyd Mayweather Jr., who sent him into the ring turnbuckle and then down in a spectacular knockout.
Expect Hatton to charge out early and try to establish a barge-and-bully pace. Expect lots of quick flurries from him, followed by some grabbing and wrestling, followed by some punches out of breaks that he initiates before the referee can, making them legal.
And expect that, if that works, Pacquiao could be in trouble, even get caught and put down early, or at best have to fight a different kind of fight than his trainer, Freddie Roach, wants.
If it doesn't work, if Pacquiao scores well in the early rounds and is the one establishing the rhythm of the fight, as he did against De La Hoya, then look for a frustrated Hatton to eventually walk into a left hook and come to rest somewhere near the same turnbuckle where Mayweather Jr. left him.
Do not expect this one to be jab-and-dance, poke-and-run, let the judges decide. That could happen, but it would disappoint fans from opposite ends of the earth.

Health authorities have doubled efforts to prevent the entry and the possible outbreak of the influenza-A (H1N1) virus in the country.
Hospitals nationwide are now on Code White alert, which means all medical staff are on call and equipment are in place once the Philippines confirms its first H1N1 case.
Code White is followed by Code Blue, which means several cases have been confirmed.
Higher than that is Code Red, which means all medical personnel will be on duty round the clock to deal with the growing number of influenza-A patients.
Department of Health Undersecretary Mario Villaverde says all of its personnel should be able to respond immediately in case of a community outbreak in the Philippines.
The health department has also ordered local government units to prepare their health centers to respond to possible H1N1 patients.
The Bureau of Immigration has ordered mandatory flu vaccination for all its personnel deployed to air and sea ports.
An immigration agent encounters more than 200 passengers daily.
The health department has doubled the number of its personnel in the three NAIA terminals.
"We have beefed up personnel pati yung mga allied personnel pinag duty na rin. Ang NAIAA medical unit nagdagdag na rin ng mga tao," says Dr. Federico Castillo, quarantine doctor of the DOH.
Health authorities say they would need at least 90 million pesos to prepare for a possible outbreak of the H1N1 virus.
The money will be used to purchase additional anti-viral drugs and protective equipment such as masks and provide funding for hospitals.
The government has already said it is spending 10 million pesos more to purchase anti viral drugs. It is also allocating the P2 billion calamity fund for use if, and when H1N1 hits the Philippines

CAGAYAN DE ORO CITY -- Jean Béliveau is no ordinary French Canadian from Montreal.
Béliveau has walked 51,000 kilometers across 51 countries, and has used 51 pairs of shoes in the process, to promote world peace since he left home on August. 18, 2000.
The 53-year-old former plumber has been walking across our planet for the past nine years.
But unlike the movie character "Forest Gump", Béliveau plans to return home after he completes his journey two years from now.
"That is the entire idea. I will arrive from the opposite direction where I left," he told MindaNews.

Béliveau arrived here in Cagayan de Oro last Thursday after journeying from Pagudpud town in Ilocos Norte, some 2,000 kilometers away.
A fellow dreamer, Romeo "Romi" Garduce, among the first Filipinos to climb Mt. Everest, provided him with contacts among the mountaineering groups in the Philippines.
As he travelled across the Philippines, a small army of mountaineers provided Béliveau places to rest, bath and, well -- do his laundry.
" If there are no friends, I slept in churches, police stations and government buildings. Filipinos are very hospitable," Béliveau said.
Along the way, Béliveau passed out small leaflets explaining why he is walking for peace.
"I pledged my life to help transform the culture of war and violence into a culture of peace and non-violence," reads Béliveau's one-page manifesto.
Béliveau said he has found out that people across the globe are friendly. In the past nine years has not been harmed by bad people.
He said he once walked into the territory owned by the notorious Colombian drug lord Pablo Escobar whose armed guards were friendly enough to send him away.
Béliveau said he was once chased by lions in Africa.
"But the lions apparently do not like the meat of a French Canadian," Béliveau cheerily said.
This morning, Béliveau left Cagayan de Oro to start his two-day trek to Iligan City. He said he will try to reach Zamboanga City in 15 days.
A small group of mountaineers walked with Béliveau when he started from the Freedom Kiosk in Divisoria this morning.
The mountaineers left as soon as they reached the boundary of Cagayan de Oro and Opol, Misamis Oriental. Béliveau continued walking along the highway with his light-weight cart.

In implementation of a directive issued by Department of Transportation and Communications (DoTC) Secretary Leandro R. Mendoza, the Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), Ninoy Aquino International Airport (NAIA) and other country airports have started ‘strictly conducting’ inspections of ‘all’ passengers through ‘thermal scanners’ to prevent entry of ‘swine flu virus.’
Mendoza issued the directive during the 6th Asia-Pacific Economic Cooperation (APEC) Transportation Ministerial Meeting (TMM6) on Wednesday (April 29) at the Philippine International Convention Center (PICC), Manila, where he instructed all concerned official to purchase other needed equipment, if necessary, stressing that the ‘DoTC is now in close coordination with the Department of Health (DoH), Bureau of Quarantine (BoQ), Bureau of Customs (BoC) and Bureau of Immigration (BI) urging these agencies to maximize the use of other measures for the country’s transport facilities as joint anti-prevention move.
At the APEC transportation ministers’ meet, Mendoza instructed Coast Guard commandant Admiral Wilfredo Tamayo, NAIA general manager Alfonso Cusi, PPA general manager Oscar Sevilla, and other transportation officials to close watch the seaports located in Manila, Cebu (including McCan), Davao, Iloilo, Aklan, Davao, Cagayan de Oro, Iligan, Zamboanga, San Fernando (La Union) Palawan and those in the Ilocandia and Bicol areas, and the airports in Manila, Mactan (Cebu), Aklan, Davao, Iloilo, Clark (Pampanga), and also in the Ilocandia and Bicol region, and in Visayas, including Palawan, and other parts of the Visayas.
Reported by the World Health Organization (WHO) to be hit by the swine flu virus were Mexico, the United States, Canada, Germany, France, United Kingdom and Spain. In Mexico, at least 159 victims have died, with close to 1,700 cases in the entire country.
At least 50 cases, were reported in the United States, six in Canada, two in Scotland and one in Spain.
The WHO has raised to alert level 5 the stage of the pandemic, which reports said there were no ways yet to contain it.
Department of Health Secretary Francisco Duque III, however, said the swine flu virus has not yet reached the Philippines.
“But better to take precautionary measures at this early to protect the people against any possible invasion of the pandemic to the country.’’ The killer disease is not acquired from hogs, as this could only be transferred through peron-to-person contact, like handshaking, kissing’ or ‘hugging’ (beso-beso) greetings, which the health officials aid ‘people must avoid,’ especially if the persons concerned come from the pandemic-hit countries, or any place where the swine flu virus is reported to thrive.’’

Since the local goverment passed this ordinance they should also issue guidance to help organisations who use CCTV to comply with the Personal Data Protection Act of 2007 (http://www.senate.gov.ph/lis/bill_res.aspx?congress=14&q=SBN-1371)/Data Protection Act of 2005 (http://www.senate.gov.ph/lis/bill_res.aspx?congress=13&q=SBN-2073)(if this already passed in the congress) and to help them inspire public confidence that they are using CCTV responsibly.
The local goverment should also publish following guidance to help organisations using CCTV to stay within the law.

Iligan City (6 May) -- The Department of Trade and Industry (DTI) in Lanao del Norte has employed five contract workers to help in monitoring the prices of basic and prime commodities in the different business establishments in the province and Iligan City.
DTI Provincial Director Ruel B. Paclipan said the workers are designated as price monitors.
He said the move is in line with the government's Comprehensive Livelihood Emergency Employment Program (CLEEP), which aims to provide alternative employment to displaced workers to cope up with global financial crisis.
The price monitors will receive a P256 daily allowance and their contracts are valid for three months, renewable every month depending on their performance.
They are also equipped with Letters of Authority and DTI Bantay Presyo identification cards for proper cognizance of business owners.
Apart from ensuring that products are reasonably-priced, the monitors will also be helping business establishments comply with the Price Tag and other Fair Trade laws, Paclipan added.

^^ I'm not familiar with most of the names mentioned above. But I do hope that the the private sector, NGOs, and other civic groups should also be represented in the Fiesta Steering Committee (readily extend their helping hands, actively participate in planning, organizing, coordinating and implementing projects for the city fiesta). Along with this, the people involved should have knowledge about tourism. Our city, in particular is not short of well-meaning people who desire to see her prosper.

When she was in high school, Marilou Bordalba and her friends would attend free baking demonstrations.
Now 53 years old, she still makes it a point to attend baking-related seminars and conferences organized by a bakery association where she’s a member.
“It has always been my passion to bake,” said Bordalba.
In high school, she attended free baking classes school on Saturdays.
Students only had to bring their own ingredients to join the baking sessions, she said.
In college, she continued to pursue her baking lessons until she finished a Medical Technology course at the Southwestern University in Cebu City.
In her mid-20s, she returned to her hometown in Iligan and took a job as a Chinese language teacher of a local school.
“I only taught in the afternoon, so I was free in the morning. I used that free time to work on my baking skills,” she said.
The products she baked were sold to workers at a cement factory near her school.
She got married and stayed in Iligan for a year till her family returned to Cebu where she accepted an office clerk job in a cousin’s gasoline station.
Her cousin was then pregnant and needed help running the office.
Five years later in 1989, her sister-in-law suggested that they establish their own bakeshop.
In December 8, 1989,Mommy Lou’s Bakeshop was born.
The partners converted empty space in her family's lot into a display area and baking room.
They pooled their savings and invested P100,000 in buying equipment.
Bordalba handled the baking while her sister-in-law took care of the marketing.
Bordalba would give her friends free taste tests to experiment on the right mix of ingredients for her baked products.
“You will never be a baker without patience,” she told .
“You will always experience failed attempts. You have to constantly check the proportion of the ingredients to come up with the recipe that will please people,” she said.
Bordalba got the right mix and customers started noticing the bakeshop's products.
Her bestsellers include Francis bread, cassava cakes, American fudge, cheesecakes and her mini-rolls.
Shortly before the bakeshop’s first anniversary, Bordalba and her sister-in-law were able to recover thier investment.
Despite their early success, Bordalba said she hasn’t stopped researching new recipes and techniques to improve her business.
“It’s very important to innovate.
As a baker, I must not be content with what I already know, I have to always look ahead and be updated with what’s going on in the business.”
After 20 years in the business, Bordalba is also the secretary of the Cebu Bakeries Association.
Her position gave her opportunities to participate in seminars and food expo exhibits.
Whenever an opportunity to learn something new from Manila comes along, she doesn’t hesitate to travel.
Bordalba also sees to it that she introduces at least three to four new products a year. This way her customers always have fresh choices.
In her free time, she browses through cook books and the Internet to look for new techniques to to improve her baked goods.
“The principles I follow to make this business move forward, I owe it all to my Dad,” said Bordalba.
She said that while starting out in the business, she would make it a point to wake up early, since that’s what she learned from her father.
She said staying open to new ways to improve her business is a sure way to move forward.

Pending Bills Affected, Too
Section 5, Article 3 of the Constitution mandates that that a city with a population of 250,000 or each province shall have at least one representative.
The 1987 Constitution’s Ordinance, which apportions the seats of the House of Representatives to 200 legislative districts, also said that provinces or cities that have more than 250,000 inhabitants shall be entitled in the immediately following election to at least one or more representatives depending on its population.
“Any province that may hereafter be created, or any city whose population may hereafter increase to more than two hundred fifty thousand shall be entitled in the immediately following election to at least one Member or such number of Members as it may be entitled to on the basis of the number of its inhabitants and according to the standards set forth in paragraph (3), Section 5 of Article VI [the provision on the legislative department] of the Constitution,” Section 3 of the Ordinance reads.
The petition’s argument may also mean that the approval of the pending bills seeking re-apportionment and creation of new districts are unconstitutional. In the 14th Congress, bills have been filed seeking the creation of 17 more legislative districts.
The proposed new districts include: four new districts in Cavite, a district for Puerto Princesa City (which was converted into an HUC in 2007), and additional districts for Pangasinan, Cagayan, Camarines Norte, Aklan, Cebu, Surigao del Sur, North Cotabato, Malolos City, Iligan City, Pasig City, Iloilo City, and Angeles City.

Registration for membership with the Institute of Integrated Electrical Engineers of the Philippines (IIEE) will start on May 18, 2009, as mandated by Law, under Resolution 36, Series of 2003. The IIEE is the only Electrical Professional Association accredited by the Professional Regulation Commission.

THE Rotary Club of West Cagayan de Oro continues its distinctive mark of honoring unsung heroes in Northern Mindanao.
And this year, Exquil Bryan Aron from Iligan City East High School bagged the Most Outstanding Public School Teacher Award (MOPSTA), held annually by the club to honor public teachers around Northern Mindanao.
The 32-year-old teacher said the award has been unexpected, and that when it was given during the awarding ceremony last May 4, he originally intended to attend a doctorate class in Math Ed at Mindanao University of Science and Technology (MUST).
Aron has been teaching high school math for 10 years, and has been mixing Information Communication Technology (ICT) in his class to capture the students’ interest.
“I believe that education is now a lot different as in the last 20 years,” he said, adding that teachers should cope with the changing times and should teach the students to become globally competitive.
According to Court of Appeals Justice Romulo V. Borja, a Rotarian for 40 years, MOPSTA has been going on for 28 years, albeit there were gaps during the entire period. The award has been running for 12 years straight now.
“We are giving honors to our unsung heroes...and they are the teachers—the most underappreciated, underpaid, and overworked,” said Justice Borja, who heads the Gigi Borja Memorial Fund, the mother sponsor of MOPSTA.
MOPSTA, Borja said, is to inspire the teachers to abide by their code of excellence.
Rotary International District 3870 Governor Rita Abalos agreed.
“Awards like this make our teachers feel that they are valued, that they are recognized, even in our own little ways,” Governor Abalos said.
She added: “We are now professionals because we have caring teachers...and I’m very close to them because my mother is a classroom teacher, too.”
According to PP Eileen San Juan, the screening process lasted six months from the announcement in October 2008, selection of finalist by December 15, and screening by January.
The award carries with it a hefty purse of P50,000 prize and a PC set for the winner’s school. Other awardees include: Gresenia A. Rafols of Bugo Central School (1st runner-up) and Ma. Dulce F. Cuerquis of East City Central School (2nd runner up), who received P20,000 and P15,000 respectively.
They topped five other finalists: Delia D. Acle of Mahinog Elementary School, Camiguin; Jinky Arnejo, South City Central School, CDEO; Anna Liza Ocaya, Suntingon Elementray School, Bugo, CDEO; Patrocinia Menciano, West City Central School, CDEO; and Julieth Lacson, Bayabas National High School, CDEO. They all received P3,000 as consolation prize.
Six semi-finalists also received P1,000 cash prize.
The MOPSTA committee is headed by the indefatigable PP Adrian Pabayo. He is assisted in this task by PP Eileen San Juan, Teresa Elloso, Moshe Amir, PP Modesto Babaylan, Visminda Rabarra, President Armando Tarayao, Excelo Cabatbat, Rodelia Gaylo, Roy Villaro and Liezl Deloso.

Business process outsourcing (BPO) firm HP Outsourcing Philippines Inc. announced Friday that it has established a partnership with the Mindanao State University in Iligan City where it plans to put up an office.
HP Outsourcing Philippines, a subsidiary of the Hubport Group, has signed a memorandum of agreement with the MSU-Iligan Institute of Technology (MSU-IIT), a university known for its information technology and engineering programs. The BPO firm will be putting up an office inside the MSU-IIT campus.
"The partnership with MSU-IIT adds to our capability to deploy a skilled IT workforce at par with international standards," Hubport Group chief operating officer Xavier Eric Manalastas said in a statement, adding that the global demand for outsourced IT services continues to grow despite the economic downturn.
The 24-hour facility will serve two functions: as a remote office for Hubport's commercial operations, and as a virtual computer laboratory for the on-the-job training of MSU-IIT students on web design, animation, transcription services, and other skills. Those who are part of the program have higher chances of employment in Hubport.
The office will also be connected with selected students honing their English skills through the Growth with Equity in Mindanao's (GEM) Job Enabling English Proficiency Project, which is also being implemented by MSU-IIT.
"This ensures that the skills of the local labor pool match industry requirements," said Renne Subido, deputy program manager for business development of the United States Agency for International Development's GEM Program, which facilitated the tie-up with Hubport and MSU-IIT.
Hubport said it will also share best practices in BPO operations with MSU-IIT, and assist faculty members in tailoring the institute's information and communication technology (ICT) curriculum to the needs of the expanding BPO sector.
"Investors are pleasantly surprised by the number of workers with high-level ICT skills in these Mindanao cities," Subido said.
As the country's outsourcing industry continues grows and demand for labor begins to outstrip supply in Manila and other ICT hubs such as Davao, Subido said more firms are establishing virtual offices in alternative locations like Zamboanga, General Santos, Cotabato, and Marawi.
"The Iligan city government is enthusiastic in its support for local ICT businesses," said Dr. Emmanuel Lagare, an MSU-IIT faculty member and chairman of the Iligan Information and Communications Technology Council.
The Commission on Higher Education has designated a number of MSU-IIT departments as centers of excellence and development in various fields, which include ICT, engineering, science, and mathematics.

Iligan City conducts info drive on H1N1 virus prevention

Iligan City (8 May) -- "One should be aware on how the H1N1 virus can be prevented because an ounce of prevention is better than pound of cure".
This was stressed by Iligan City Health Officer Dr. Livey Villarin during a recent orientation on H1N1 virus prevention.
"We invited representatives from public and private hospitals, health officials, as well as media and other stakeholders to give them insights and understanding on H1N1 virus," Dr. Villarin said.
The orientation focuses on measures to prevent the entry of the fatal virus in the city as well as on how to mitigate its impact should there be a case of H1N1 flu infection in the area.
This is in response to the national government's all-out efforts keep the country free from the deadly virus after the World Health Organization (WHO) declared a Pandemic Alert 5, the City Health Officer said.
Earlier, WHO and the US Center for Disease Control (CDC) have reported 1,893 cases with 31 deaths from 23 countries with reported cases.
The countries include: Austria, Canada, Columbia, Costa Rica, Denmark, El Salvador, France, Germany, Hong Kong (China), Ireland, Israel, Italy, Mexico, Netherlands, New Zealand, Portugal, Spain, South Korea, Switzerland, UK, USA, Guatemala, and Sweden.
According to Dr. Glenn Manarpaac, Medical Officer V of the City Health Office (CHO), the virus has similar signs and symptoms of a regular flu such as sneezing, runny nose, sore throat, coughing, fever, headache, fatigue, muscle or joint pains, lack of appetite as well as vomiting, nausea, and diarrhea.
Dr. Manarpaac also clarified that Mexican Swine Flu is not food-borne.
"It is safe to eat pork as long as it is thoroughly cooked because the virus can be transmitted via droplets from the cough and sneeze of an infected person", he stressed.
Some precautionary measures suggested by CHO to avoid getting infected includes washing of hands thoroughly, increasing body resistance, wearing of personal protective equipment (PPE) like surgical masks and gloves, and social distancing or staying one-meter away from suspected patients.
Hospitals are also advised to admit suspected patients, submit them to quarantine or isolation, and call CHO and Department of Health (DOH) to report such case. (PIA-10) [top]

Hubport Group sets up facility in Iligan
Partnership between an international business process outsourcing (BPO) firm and an academic institution in Mindanao became a strategic measure to develop a more competitive labor market and address increasing attrition cases.
HP Outsourcing Philippines, Inc., a subsidiary of Hubport Group, will establish a 24-hour facility in the campus of the Iligan Institute of Technology (IIT), part of Mindanao State University (MSU) system, that will serve as a remote office for Hubport’s commercial operations.
The facility will also serve as a virtual computer laboratory for the on-the-job training of IIT students on Web design, animation, transcription services and other skills, with the expectation that selected students will eventually be hired by Hubport.
"This is the first instance that a center for excellence, such as MSU-IIT, and a BPO firm will coalesce to train people," said Renne Subido, deputy program manager for business development of USAID’s Growth with Equity in Mindanao (GEM) Program, which facilitated the tie-up between Hubport and the university.
According to him, this will ensure that the skills of local labor pool match industry requirements.
"Despite the economic downturn, the global demand for outsourced IT services continues to grow," said Xavier Eric Manalastas, COO of the Hubport Group. "The partnership with MSU-ITT adds to our capability to deploy a skilled IT workforce at par with international standards."
Mr. Subido also mentioned that most of the cases of attrition in some call center firms are basically due to "culture shock", where most employees who came from provinces decided to just go back after failing to fully adjust with the "metro culture."
"And by delivering BPO opportunities to their provinces, attrition will be lessened," he added.
As the outsourcing industry grows and demand for labor begins to outstrip supply in Manila and in ICT hubs such as Davao, more firms are establishing virtual offices in alternative locations like Zamboanga, General Santos, Cotabato, and Marawi.
"Investors are pleasantly surprised by the number of workers with high-level ICT skills in these Mindanao cities, which have some of the better universities in the country," said Mr. Subido.

The women of Region 10 (Northern Mindanao) contribute to the society not just by molding their children to become better individuals but also in sharing the flavorful concoctions that mothers know best.
Three food ventures in Cagayan de Oro proved that women are also players in the field of business as they display their entrepreneurial prowess and their tasty offerings on the forthcoming edition of the International Food Exhibition (IFEX) Philippines 2009.
Catalino Women’s Association, Sun-Q Technical Trading and Flor’s All Time Favorite Pasalubong Products — all legitimate homegrown companies in northern Mindanao are run by women who strive to make a difference. These food companies along with other premium food companies from Northern Mindanao are part of the Partner Region Program (PRP), a project of the Center for International Trade Expositions and Missions. PRP aims to assist micro, small and medium food enterprises in the different regions of the Philippines in food packaging, systems development and product promotion under the IFEX banner. This year, Region 10 is the show’s partner region in a bid to unravel the gastronomic treasures of Mindanao.
Catalino Women’s Association
Research and development worked well with Catalino’s Women Association (CWA) as they utilize seaweeds that grow abundantly on Misamis Oriental’s coast. With the collaborative help from various government agencies such as National Economic Development Authority, Department of Trade and Industry, Bureau of Fisheries and Aquatic Resources, and the local government of Libertad, Misamis Oriental, CWA whose members consist of the wives of the fisherman turned the natural wonders of their province into a healthy food innovation.
Aside from providing livelihood to the women in their area, CWA was able to provide food alternatives to their town and other neighboring municipalities that are unique to the taste. They offer processed food products such as seaweed noodles and snack sticks and pickled seaweeds.
Sun-Q Technical Trading
Inspired by the market acceptance of dried mangoes in the local and international food scene, Kate Kawano, owner of Sun-Q Technical Trading wanted to tap this large chunk of the market but she dared to offer something different.
Sun-Q Trading started as an exporter of
fresh fruits from her family’s own orchard in Misamis Occidental since 1998, but her entrepreneurial stint did not stop there. She performed her own market research in Japan through surveys and studying of the buying habits of the Japanese consumers thus she finally decided to manufacture fruit jams. She formulated her own concoction that she tested through her friends in Japan before she came up with a perfect recipe. After living in Japan for 24 years, Kate went back to the Philippines to start her own fruit jam processing plant. Her island jam collection is now catering some domestic and Japanese customers who particularly loved her marang, jackfruit, mango and papaya flavors.
Through the PRP of IFEX, Sun-Q hopes to improve her already enticing fruit jams for a more compelling product that will appeal to other local and foreign clients and will open her doors for wider production and distribution.

THE regional office of the Bureau of Fisheries and Aquatic Resources in Northern Mindanao celebrated the National Fisherfolk Livelihood and Technology Festival on May 3-6, as part of its Farmers and Fisherfolk Month observance.
The month-long observance is in accordance with the Proclamation No. 331 of March 1989 declaration of Former President Corazon C. Aquino. The celebration reaches out to different coastal barangays nationwide.
BFAR Northern Mindanao launched its celebration at Chali Beach Resort on May 4. The highlight of the program is the oath-taking ceremony of the regional officials.
The Information Unit also assembled a press briefing at the BFAR-10 Regional Office.
On the same day, a coastal clean-up and tree planting activity were conducted at Mantigue Island headed by the Provincial Fisheries Office of Camiguin in coordination with the local government of Mahinog. The same activity was held in Catoguan, Mahinog the next day.
On May 7, the coastal clean-up activity was sustained by the PFO of Misamis Occidental at Migpangi, Bonifacio in the province.
An ongoing Input Assistance for Seaweed Seedling Dispersal is convened in Kolambugan, Lanao del Norte, which started on May 5.
In Cagayan de Oro, an Agri-Aqua Fair Exhibit of the Marketing Development Services will be conducted on May 19-20 at XU Manresa.
BFAR in collaboration the PFO of Misamis Oriental and the local government will manage a mangrove planting activity at Lapasan on May 28.
A series of coastal clean-ups, mangrove planting, seminars and meetings will still be conducted until the end of the month, in line with the twelve-monthly observance of the Farmers and Fisherfolk Month, along with other activities of the different attached agencies of the Department of Agriculture.

A Filipino scientist based in Mindanao has been recognized by the Department of Science and Technology (DoST) as one of the most outstanding researchers in the country for his studies in the field of chemical engineering, with focus on the supercritical fluid extraction of essential ingredients for the production of high-value products.
Dr. Roberto Malaluan was recognized by the National Research Council of the Philippines (NRCP) as one of the most outstanding researchers of the year for his research on Supercritical Fluid Extraction (SFE).
Malaluan is director of the Mindanao State University – Iligan Institute of Technology (MSU – IIT)’s Office of the Vice Chancellor for Research and Development (R&D).
Due to his significant studies, an SFE apparatus worth P4 million is now housed at the MSU – IIT donated by the Tohoku University in Sendai, Japan, where Malaluan finished his doctorate degree. It is the only machine of its kind in the country.
Malaluan said supercritical fluid moves like gas and dissolves things like liquid. Among its applications include separation and purification of oils, flavors and medicinal components; removal of grease and other fouling material; removal of impurities from chemical products; fractionation and purification of polymers; and food beverage processing such as production of decaf coffee and alcohol-free beer.
“Supercritical fluid extraction is an alternative technique in separating volatile compounds from different plant species,” he said.
Among its proven uses include the extraction of active ingredients in feverfew plant (Tanacetum parthenium), a well-known herbal remedy to treat migraine.
“It (SFE) separates the very complex mixture into two simpler ones, helping subsequent analysis. Such a separation is impossible by conventional extraction,” he said.

HP Outsourcing Philippines, Inc., a subsidiary of Hubport Group, will establish a 24-hour facility in the campus of the Iligan Institute of Technology (IIT), part of Mindanao State University (MSU) system, that will serve as a remote office for Hubport’s commercial operations.
The facility will also serve as a virtual computer laboratory for the on-the-job training of IIT students on Web design, animation, transcription services and other skills, with the expectation that selected students will eventually be hired by Hubport.
"This is the first instance that a center for excellence, such as MSU-IIT, and a BPO firm will coalesce to train people," said Renne Subido, deputy program manager for business development of USAID’s Growth with Equity in Mindanao (GEM) Program, which facilitated the tie-up between Hubport and the university.
According to him, this will ensure that the skills of local labor pool match industry requirements.
"Despite the economic downturn, the global demand for outsourced IT services continues to grow," said Xavier Eric Manalastas, COO of the Hubport Group. "The partnership with MSU-ITT adds to our capability to deploy a skilled IT workforce at par with international standards."
Mr. Subido also mentioned that most of the cases of attrition in some call center firms are basically due to "culture shock", where most employees who came from provinces decided to just go back after failing to fully adjust with the "metro culture."
"And by delivering BPO opportunities to their provinces, attrition will be lessened," he added.
As the outsourcing industry grows and demand for labor begins to outstrip supply in Manila and in ICT hubs such as Davao, more firms are establishing virtual offices in alternative locations like Zamboanga, General Santos, Cotabato, and Marawi.
"Investors are pleasantly surprised by the number of workers with high-level ICT skills in these Mindanao cities, which have some of the better universities in the country," said Mr. Subido.

Business process outsourcing (BPO) firm HP Outsourcing Philippines Inc. announced Friday that it has established a partnership with the Mindanao State University in Iligan City where it plans to put up an office.
HP Outsourcing Philippines, a subsidiary of the Hubport Group, has signed a memorandum of agreement with the MSU-Iligan Institute of Technology (MSU-IIT), a university known for its information technology and engineering programs. The BPO firm will be putting up an office inside the MSU-IIT campus.
"The partnership with MSU-IIT adds to our capability to deploy a skilled IT workforce at par with international standards," Hubport Group chief operating officer Xavier Eric Manalastas said in a statement, adding that the global demand for outsourced IT services continues to grow despite the economic downturn.
The 24-hour facility will serve two functions: as a remote office for Hubport's commercial operations, and as a virtual computer laboratory for the on-the-job training of MSU-IIT students on web design, animation, transcription services, and other skills. Those who are part of the program have higher chances of employment in Hubport.
The office will also be connected with selected students honing their English skills through the Growth with Equity in Mindanao's (GEM) Job Enabling English Proficiency Project, which is also being implemented by MSU-IIT.

(8 May) -- Northern Mindanao exported a total of US$889.55 million in 2008 posting a 35.66% increase over that of 2007.
"A major factor in the increase was the devaluation of the peso over the dollar," Regional Director Alicia V. Eusena of the Department of Trade and Industry (DTI), Region 10, said.
By province, the biggest share of the US$524.33 million or 58.94% was posted by Misamis Oriental, consistently the region’s top contributor, followed by Lanao del Norte where steel industry and crude oil are the prominent exports with US$298.54 million or 33.56%.
Next was Bukidnon with US$65.94 million or 7.41% for its fresh pineapple and bananas, as well, as rubber and Misamis Occidental and Camiguin, US$0.56 million and US$0.18 million or 0.06% and 0.02%, respectively.
By sector, however, Coconut-Based Products valued at US$383.62 million posted the biggest share of 43.13% of the region’s exports during the period, Carmel B. Mabao, DTI-10 Regional Information Officer, said.
This was followed by Iron and Steel, US$156 million or 17.54%, Processed Food, US$123 million or 13.84%, Industrial Products, US$90.63 million or 10.19%, Fresh Fruits and Vegetables, US$34.92 million or 3.93% and other Resource-Based Products, such as, Abaca Pulp, US$30.37 million or 8.18%.
Wood Products, US$20.52 million or 2.31%, Sugar and Sugar Cane Products, US$19.47 million or 2.19%, Rubber Products, US$10.90 million or 1.22% and Mineral-Based Products, US$8.89 million or 1%.
Special Transactions which covers products like second hand implements and tools, US$6.53 million or 0.73%, Aquamarine Products, US$3.08 million or 0.35%, Gifts, Toys and House Wares, US$1.48 million or 0.17% and Information Technology, US$0.06 million or 0.01%.
Mabao also said in terms of commodities, Oleo Chemicals valued at US$167.90 million has topped the list of the region’s top 10 exports posting an 18.88% share during the period.
Next was Crude Coconut Oil, US$136.17 million or 15.31%, Hot & Cold Rolled Coils, US$127.69 million or 14.35 %, Canned Pineapple Products, US$105.50 million or 11.86% and Sintered Ore, US$56.43 million or 6.34%.

Iligan City (8 May) -- "One should be aware on how the H1N1 virus can be prevented because an ounce of prevention is better than pound of cure".
This was stressed by Iligan City Health Officer Dr. Livey Villarin during a recent orientation on H1N1 virus prevention.
"We invited representatives from public and private hospitals, health officials, as well as media and other stakeholders to give them insights and understanding on H1N1 virus," Dr. Villarin said.
The orientation focuses on measures to prevent the entry of the fatal virus in the city as well as on how to mitigate its impact should there be a case of H1N1 flu infection in the area.
This is in response to the national government's all-out efforts keep the country free from the deadly virus after the World Health Organization (WHO) declared a Pandemic Alert 5, the City Health Officer said.
Earlier, WHO and the US Center for Disease Control (CDC) have reported 1,893 cases with 31 deaths from 23 countries with reported cases.
The countries include: Austria, Canada, Columbia, Costa Rica, Denmark, El Salvador, France, Germany, Hong Kong (China), Ireland, Israel, Italy, Mexico, Netherlands, New Zealand, Portugal, Spain, South Korea, Switzerland, UK, USA, Guatemala, and Sweden.
According to Dr. Glenn Manarpaac, Medical Officer V of the City Health Office (CHO), the virus has similar signs and symptoms of a regular flu such as sneezing, runny nose, sore throat, coughing, fever, headache, fatigue, muscle or joint pains, lack of appetite as well as vomiting, nausea, and diarrhea.
Dr. Manarpaac also clarified that Mexican Swine Flu is not food-borne.
"It is safe to eat pork as long as it is thoroughly cooked because the virus can be transmitted via droplets from the cough and sneeze of an infected person", he stressed.
Some precautionary measures suggested by CHO to avoid getting infected includes washing of hands thoroughly, increasing body resistance, wearing of personal protective equipment (PPE) like surgical masks and gloves, and social distancing or staying one-meter away from suspected patients.
Hospitals are also advised to admit suspected patients, submit them to quarantine or isolation, and call CHO and Department of Health (DOH) to report such case.

For a better appreciation of the proposed LCHS multi-purpose sport center, architect Peter Dy (Batch '66) recently sent in a 3-dimensional view of the project (in photo below). The project is being proposed to replace the existing gym which was erected since 1987 using materials dismantled from the original gym built in 1968 at the previous campus on Roosevelt St. Ext.
When completed, the new structure will have a theater stage with dressing room, control & sound room, storage room, and provisions for lighting, equipment, and acoustics. It will also have a multi-purpose court for basketball, tennis, and badminton (4 inner courts), with amenities, like shower room with toilets and lockers; 1,000-capacity bleachers, small business office, kitchen, concessionaires' area, ticket booth, and lobby. The main floor will also serve as auditorium for school programs and as banquet hall for various social functions.

More jobs just keep on coming to the Philippines this year as business process outsourcing (BPO) firms continue to expand their operations in the country amid the economic crunch.
Industry group Business Process Association of the Philippines (BPAP) said the outlook remains positive for the Philippines as members expect a 200 percent growth in employment this year. The growth will come from both existing and new players.
Leading outsourcing firm Convergys, for instance, is on a roll with its expansion plans for the country this year, opening three new contact center facilities in Cebu, Quezon City, and Laguna last month.
The new centers added some 2,900 jobs to the country's workforce, bringing Convergys' total headcount to 16,000.
To further increase the size of its already huge workforce, Convergys Senior Vice President for Human Resources Clark Handy said the company has been offering a two-day Oral Communications in English Program for teachers.
He added that Convergys has been working with the local government to ensure the availability of top talent for their business.
"We believe this initiative will directly impact the future success of the BPO industry and ensure an English proficient talent pool for our future growth and for the country's global competitiveness," he said in an interview last month.
On the other hand, BPO company Affiliated Computer Services Inc. (ACS) is also planning to add 2,000 more seats in the next six months as it continues to strengthen its presence in the country through its offices in Makati, Pasay, and Cebu.
"We are very excited about prospects in the Philippines," ACS Executive Vice President Ann Vezina said. The Philippines is the second largest offshore facility of ACS with some 3,000 employees, led only by India with 5,000 seats.
Around 70 percent of ACS's operations is based in the United States, with the remaining 30 percent offshore. Vezina said the company is aiming to reverse the ratio in the coming months, which may translate to even more job opportunities for the country.
New entrants
The market is also faced with new entrants this year as HP Outsourcing Philippines Inc. and Thomson Reuters Legal have recently expressed their interest to put up facilities in the country for their respective businesses.
HP Outsourcing Philippines, a subsidiary of the Hubport Group, recently signed a memorandum of agreement with the Mindanao State University-Iligan Institute of Technology (MSU-IIT), a university known for its information technology and engineering programs, allowing the BPO firm to put up its office there.
The 24-hour facility will serve two functions: as a remote office for Hubport's commercial operations, and as a virtual computer laboratory for the on-the-job training of MSU-IIT students on web design, animation, transcription services, and other skills. Students who are part of the program have higher chances of employment at Hubport.
Leading data provider Thomson Reuters, on the other hand, will be putting up its first facility in the Philippines that is devoted exclusively for their legal content business. Despite this, the company has been in the country for 63 years, with its operations including customer support and content operations, among many others.
In a press briefing last month, Thomson Reuters Legal said the type of work planned for the Manila facility would involve document receipt, copy preparation, conversion of source documents, application of coding to documents, and data load support.
There has been no specific timetable yet for Thomson Reuters Legal's operations in the country, although company officials said they are hoping to start operating in the Philippines before the year ends. They are also considering McKinley Hill at the Bonifacio Global City in Taguig as a site for their facility.
Growth
The economic crisis has forced most companies to cut down on production costs such as manpower and rentals to survive, making them move some of their businesses offshore.
This has greatly benefited the Philippines as the BPO industry served as a sponge for the surplus of graduates that other sectors could no longer absorb.
A recent survey conducted by the Business Process Association of the Philippines (BPAP) revealed that 95 percent of BPO executives and human resource managers had a positive outlook for job growth for the industry in 2009. Specifically, industry players are expecting a 200-percent growth in employment this year.
"With at least 97 percent of surveyed companies providing moderate to high-value services, and 95 percent expecting employment growth, the question for the industry whether current academic standards and curricula are aligned with the increasingly complex requirements of the BPO industry," BPAP Research Director Gigi Virata said.
The biggest growth is expected from companies that employ 5,000 to 10,000 personnel, with 33 percent expecting jobs to grow between 11 percent and 15 percent in 2009, the survey said.
Filipino talent
The Philippines, with its low labor costs, right skill sets, proficiency in English, and cultural and social affinity with the United States, has become an attractive site for outsourcing operations.
But above all these, industry players cited the availability of high-quality talent in the Philippines, making the country an ideal location for their businesses. Specifically, BPO companies saw managerial talent and leadership skills in Filipinos, giving them an edge over other countries.
"The talent of the people, education, fluency in English, work ethic, young and dynamic workforce, I could go on and on. [The Philippines] is a very special place," said Fred Gordon, Vice President for Content Operations of Thomson Reuters Legal, told reporters last month.
Convergys Senior Vice President for Human Resources Clark Handy added:
"Employees who are well-educated, English-proficient, and have a strong understanding of US culture are the keys to Convergys' success."
For her part, Vezina said the Philippines has a lot of talent that gives them the complexity that they need given the diverse business portfolio of ACS. "We see the Philippines as having more than just voice," she said, adding that Filipinos also deliver well in terms of total benefits outsourcing, finance and accounting, and human resources.

(11 May) -- An average 62.04% occupancy rate in hotels and lodging houses have been noted in Northern Mindanao, last year, posting a 9.11% improvement over that of 2007.
The highest occupancy rate of 88.02% was noted in Cagayan de Oro and Gingoog Cities, Misamis Oriental followed by Ozamiz, Tangub & Oroquieta Cities in Misamis Occidental, 70%, Iligan City and Tubod, Lanao del Norte, 58.02%, Camiguin, 50% and Malaybalay and Valencia Cities, Bukidnon, 34.16%[/B].
As gateway of the region, Cagayan de Oro hosted most of the conventions and seminars, hence their high hotel occupancy rate, Regional Director Catalino E. Chan III of the Department of Tourism (DOT), Region 10, said.
"With this data, the private sector suppliers of hotels, restaurants, transport, etc. are now challenged to pool their resources together and make innovations with attractive packages to draw the spending capabilities of the market," Chan also said.
Meanwhile, he said the continued support of the local government units, private sector and the regional line agencies will greatly help in further promoting the tourist destinations of the region.
Last year, a total of 1,041,382 tourists visited the region of which 994,897 were Filipino domestic tourists, 3,732 were Balikbayans while the rest were foreigners.
Chan said the most number of 6,590 foreign tourists came from USA, followed by the Koreans, 4,523, Japan, 4,101, China, 4,008, Germany, 2,033, Australia, 1,876, United Kingdom, 1,237, Hongkong, 1,158, Taiwan, 1,086, and Netherlands, 1,025. (PIA 10)

I have not noticed any difference here where I am although I don't do much cooking for myself. Anything I have read about it says Swine Virus is not spread in eating " properly Cooked " pork or pork products. I have heard however that import of USA pork has been stopped by several countries for the time being.
Speaking for myself I still enjoy an occasional ham and cheese sandwich for lunch, and a pperoni pizza, and have seen others have pork sausage or bacon with their eggs for breakfast. Unless there is an outright situation of food poisioning as there was a few months ago with the Peanut Butter and Peanut Butter Products ( which only affected certain items or brands ) it is difficult to stop people from eating any kind of food here, no wonder there are so many " slightly overweight " Kano, including me LOL !
Until this Swine Flu situation clears up, I am not planning any flights or even going near any airports, thats for sure !

It is the importation of pork that's banned in the UAE thus the reason we still see it in grocery stores selling pork.
I just hope it's going to be lifted before supply runs out as I will surely miss my sinigang na baboy.:)

The area is facing the Panguil Bay, which gives an advantage and opportunity for income generation and livelihood ventures by the residents.

(12 May) -- A total sales of P63.04 million in various mineral products have been noted in Northern Mindanao by the Mines and Geosciences Bureau, Department of Environment and Natural Resources (MGB, DENR), last year.
These products include the metallic minerals, namely: Copper, Copper Ore, Chromite and Manganese, as well as the non-metallic minerals such as, Sand and Gravel, Phyllite Schist, Limestones, Boulders, Silica Quarts, Volcanic Slabs, Guano Collection, Shale and Pozzolan.
Data gathered by MGB in the region show that the highest sales of P26.95 million was posted by Misamis Oriental (MisOr), followed by Camiguin, P14.84 million, Bukidnon, P14.09 million, Lanao del Norte, P2.76 million, Misamis Occidental (MisOcc), P2.55 million and Cagayan de Oro City, P1.86 million.
Regional Director Juanito Manzano of MGB Region 10 said a total production of 628,911.50 cubic meters of minerals was also extracted in the region in 2008 with MisOr posting the highest production of 258,272 cu.m., followed by Bukidnon, 235,719 cu.m., Cagayan de Oro, 84,114 cu.m., Lanao del Norte, 20,572 cu.m., MisOcc, 18,028.50 cu.m. and lowest in Camiguin with 12,205 cu.m.
Meanwhile, the region posted a total of P9.82 million in extraction fees during the year, with MisOr again, posting the highest extraction fee of P3.85 million, followed by Bukidnon, P2.35 million, Cagayan de Oro, P1.70 million, Camiguin, P1.57 million, Lanao del Norte, P268,293 and MisOcc, P90,507.70.
Likewise, a total excise tax of P1.27 million was collected from the industry with MisOr, again, posting the highest excise tax of P549,522.10, followed by Camiguin, P296,853.31, Bukidnon, P281,782.80, Lanao del Norte, P55,111.07, MisOcc, P50,984.54 and lowest in Cagayan de Oro, P37,139. 72.

ATI-RTC X actively participated in the Earth Month Celebration spearheaded by the City of Iligan. Together with the Iligan City Solid Waste Management Office (ICSWMO), ATI-RTC X led the agri-technology demonstration on trichoderma composting, vermicomposting and nature farming technology on April 30, 2009 at Barangay Bonbonon, in Iligan City. Various IEC materials produced by ATI on organic farming was distributed to the participants. Other activities during the day was an educational tour and tree/bakhaw planting at Central Materials Recovery facility headed by Iligan City Mayor, Hon. Lawrence Ll. Cruz.
The Earth Month celebration started on April 22, 2009 with a Motorcade around the City and the Opening Program at the Children’s Park in Barangay San Miguel, Iligan City. Here I am on a recent program on WXCI 91.7 FM Danbury, Connecticut USA ( and streaming to the world via www.wxci.org ) featuring " Music I brought home from The Philippines " . While at MSU-IIT, I was presented with a commercially manufactured CD of the Octava Choral Society. One track on that CD I instantly recognised as someone had put it to pictures in a video slide show presentation on youtube. Although I can not at this point comprehend the words in Iligan March, the video slide show gave me the meaning of the words, in pictures :

(13 May) -- A total of 2,082,254 voters have been registered by the Commission on Elections (Comelec) in Northern Mindanao, as of April 20, this year.
This number of voters was arrived at after the Election Registration Board (ERB) approved the application of 12,747 new registrants and deactivated the registration of 143,097 voters from a list of 2,212,604, the number of registered voters, as of the preceding quarter.
Atty. Renato A. Magbutay, Regional Director of Comelec, Region 10, said among the grounds for the deactivation of registration is the voter's failure to vote in the immediately preceding two successive regular elections as shown in the voting records.
"For the purpose of the May 10, 2010 elections, these preceding successive elections refer to the May 14, 2007 National and Local Elections and the October 29, 2007 Barangay Elections," he said.
Magbutay also said the current list of voters will now include those who turned 18 years of age after the May 14, 2007 elections and those whose application for transfer inside the region have been approved by the ERB during its recent hearings.
Excluded in the list are those who died after the May 14, 2007 elections and those who applied to have their registrations cancelled due to transfer of residence outside the region.
On the other hand, data at Comelec-10 show that among the region's five provinces, Misamis Oriental (MisOr) had the highest number of 651,562 registered voters, followed by Bukidnon, 632,106, Lanao del Norte, 442,415, Misamis Occidental (MisOcc), 305,910 and Camiguin, 50,261.
The most number of new registrants is also in MisOr with 3,739, followed by Bukidnon, 3090, Lanao del Norte, 2,817, MisOcc, 2,783 and Camiguin, 318.
Magbutay said a total of 14,511 precincts have been established in 2,022 barangays from 93 municipalities and cities of the region.
The highest number of these precincts is, again, in MisOr with 4,651, followed by Bukidnon, 4,209, Lanao del Norte, 3,202, MisOcc, 2,086, and lowest in Camiguin with 363 precincts.
Per Comelec Resolution No. 8514 approved on Nov. 20, 2008, hearings of approval/disapproval of applications for voter registrations by the ERB have been scheduled on Jan. 19, April 20, July 20 and October 19, 2009 and Jan. 4, 2010, Magbutay added.

Iligan City (13 May) -- Social Security System (SSS) Iligan City Branch Manager Dr. Cheryl V. Jariol revealed that deadline to avail of their penalty condonation program on delinquent short-term member loans is extended up to 31 December 2009.
The extension of deadline was pursuant to the approval signed by President Gloria Macapagal-Arroyo on April 7, 2009, as recommended by the Social Security Commission (SCC) under Resolution No. 154, series of 2009 dated February 23, 2009.
Short-term loans such as salary, calamity, emergency, education, study-now-pay-later plan, vocational/technical, student, Y2K, stock investment and privatization fund (SI/PF), and Member's Assistance for the Development of Entrepreneurship (MADE) will be covered by this program, said Dr. Jariol.
Those who can avail are: Borrowers who are delinquent in the payment of their monthly loan amortization as of 30 April 2008; Those with final claims whose date of contingency falls within the availment period; Employers' who are delinquent in the remittance of their employees' loan amortizations as of 30 April 2008; and Members of delinquent cooperatives under the MADE Program as of 30 April 2008.
However, there are terms and conditions that applies to: SI/PF loan borrowers who opt to sell their shares of stocks through SSS and employers shall submit their application not later than 11 December 2009; the net proceeds of the sale of the borrower's shares of stock shall be applied as payment to his outstanding SI/PF loan account; payment of arrears (principal and interest) maybe partial or in full; the amount of penalties to be condoned is proportionate to the amount of the arrears paid(e.g., if only 50% of arrears are paid, then only 50% of penalties shall be condoned), for MADE program, condonation shall cover penalties and continuing interest; and lastly, borrowers shall be allowed to re-avail of existing loan programs only after two years from the date of last payment.
Further, member/borrower for full or partial payment shall accomplish and submit the Application Form for Penalty Condonation to the nearest SSS branch, and when approved may pay either to SSS branch with Tellering facilities or SSS accredited bank, while borrower under Sale of Shares of Stocks through SSS shall accomplish and submit application together with necessary documents required by SSS.
Meanwhile, Employers shall secure loan delinquency report for reconciliation and confirmation from its servicing branch and accomplish application together with reconciled loan delinquency report.
For borrower of delinquent cooperative may secure statement of account from the SSS Investment Accounting Department through the nearest SSS branch. Upon approval of the application, the borrower shall pay and submit proof of payment stamped "MADE".
Dr. Jariol reiterated her call to all SSS borrowers under this program to avail the privilege SSS has offered.

rather the people (mostly native Higa-unons) in Rogongon welcomes us heart warmly in their homes even we only survey and enumerate the forms we carry.. dili parehas sa siyudad na usahay ignan paka ug "sa politiko daw na survey kay doul na daw ang eleksyon..." :ohno: which in fact I explain to them that this is a Nationwide survey project of DSWD for Poverty Reduction... others would simply refuse us to survey in their houses sa syudad.. kay pila na daw ka survey na hitabo.. ni isa ka benipisyo wala daw ning abot... " :ohno:
I just don't like it the typical Filipino mentality like this..
Anyway, enough of the bluffing stuff.. developments aside naman tayo this time..

Most of the work are all credited by Congress Vicente "Varf" Belmonte as he is the only who prioritized this long ghetto project... The Department of Science and Technology (DoST) is considering the expansion of its graduate scholarship program in advanced sciences to other universities in the Visayas and Mindanao to ensure that researchers outside Metro Manila will be given equal opportunity to enhance their research skills.
The Philippine Council for Advanced Science and Technology Research and Development (PCASTRD) research information and utilization division chief Dr. Virginia Novenario – Enriquez said more schools in Visayas and Mindanao will be added to the roster of colleges and universities accredited in DoST’s Advanced Science and Technology Human Resource Development Program (ASTHRDP) in the next few years.
“As task manager, we proposed the involvement of institutions outside Metro Manila to be part of the delivery system in education and advanced training of the scholars… We would like to expand our delivering institutions,” Enriquez said, adding that it will be an added option to scholar graduate students on where to finish their Master of Science (MS) and doctorate (PhD) degrees.
This will also allow the decongestion of scholars in universities based in the National Capital Region (NCR) as most of the accredited universities are based in the metropolis.
“The whole idea is to make it easy for scholars to get their graduate studies done,” she added.
Among the new institutions being eyed by PCASTRD to be part of ASTHRDP include Silliman University in Dumaguete City, Negros Oriental; University of the Philippines Visayas Miag-ao campus in Iloilo; University of Southern Mindanao in Kabakan, South Cotabato; and Central Mindanao University in Musuan, Bukidnon.
The selected institutions will be part of DoST’s delivery system in education and advanced training of scholars. The selection will be based on the Commission on Higher Education’s list of Centers of Excellence and Centers of Development and a separate evaluation by PCASTRD on the institution’s human resource capability, facilities, and its potential for research.
“The institution should have evidence of capability to produce research personnel,” Enriquez said.
ASTHRDP is a human resource development program of DoST aimed at increasing the country’s needed science and technology manpower.
Among the universities accredited under the ASTHRDP include the UP – Diliman and UP Los Banos, University of Santo Tomas, De La Salle University, Ateneo de Manila University, Central Luzon State University, and Mindanao State University – Iligan Institute of Technology.
DoST is targeting to produce 300 Master of Science (MS) and PhD graduates in various S&T fields by 2010.
